JANUARY 09, 2020 - Senate Majority Leader Juan Miguel "Migz" Zubiri visits Gov. Douglas Cagas to donate relief goods to the quake-hit victims throughout the province of Davao del Sur.

Last November 2019, her wife, Audrey Zubiri, also visited the province in behalf of the Senator and personally distributed relief packs to the people.

Sen. Zubiri, together with Gov. Dodo Cagas, Vice Gov. Marc Cagas and Congresswoman Didi Cagas, visited the victims at Barangay Bangkal, Matanao, today, January 09, 2020.

The people in Matanao who first received the goods from Sen. Zubiri were grateful for the assistance out of his own pocket and as well as to the Provincial Government of Davao del Sur for generously providing a helping hand during relief operations. (PIO|ZFD)

#NoLossesInDisaster

The Local Disaster Risk Reduction and Management Officers (LDRRMO) of the ten municipalities and one city of the province have paid a courtesy call to Governor Nelson Dayanghirang at his office at the Provincial Capitol this afternoon.

The officers accompanied by the heads of the Provincial Disaster Risk Reduction and Management Office (PRDDMO), proposed their plans for the year including a benchmarking activity for solar-powered early warning systems which the LGUs plan to put in areas prone to floods.

In his discussion with the LDRRMOs, Governor Dayanghirang also emphasized the need to implement the community-based tsunami orientation and drills since Davao Oriental is a coastal province and is among the many areas in the country frequented by earthquakes, thereby also prone to tsunamis.
Governor Dayanghirang stressed that there should be no loss of lives due to disasters. He said that people should be made aware and that proper measures should be practiced. He also underscored the importance of putting up signages and provide guidance to the people on the protocols during evacuations.

To mitigate the effects of tsunamis, he also mentioned placing jackstone reefs in areas prone to tsunami. However, since this is expensive, he also emphasized implementation of a cheaper alternative which is the mass planting of mangroves. Mangroves not only serve as nursery ground of fish but also helps shield coastal areas from tsunamis and typhoons.
Meanwhile, among other concerns discussed were the improvement of communication systems and facilities as well as the proper coordination of action officers and concerned agencies in times of disasters.

Press Release
LOOK! Governor Nelson Dayanghirang met earlier today with top executives of the Green Power Development Corporation of Japan, headed by Principal CEO Gen Kimitsuka and Consultant Jose Dante Mara.

The Japanese investors discussed with the Governor their intention of putting up a processing plant for whole coconut in the province. Based on the company's proposal, they intend to supply coconut seedlings to farmers and buy whole coconut from them. They also intend to lease land, particularly in the ancestral lands, to put up processing plant, of which the Governor advised them to enter into an agreement with the Indigenous People's communities.

To address the power needed to operate the plant, the company express its intent to explore putting up hydro and solar power.

The company is set to meet with the mayors of the different municipalities to discuss the business prospect. Governor Dayanghirang said that this is a welcome development for the province as he assured his full support to the investment opportunity that will help his constituents, especially the coconut farmers. [Reaction to the killing of Pinay in Kuwait by her employer]

KABAYAN SOLON PRODS DFA MAKE SURE KILLER OF OFW IN KUWAIT IS PROSECUTED

"Our government must provide effective legal representation for the family of the domestic helper against the murderous employer in Kuwait. DFA should employ legal experts to pursue the case and ensure prosecution of the suspect," said KABAYAN Party-list Rep. Ron P. Salo, one of the authors of HB 5832 creating the Department of Filipinos Overseas and Foreign Employment.

HB 5832 provides P5 billion to the Assistance to Nationals (ATN) Fund for assistance, including legal aid, to Filipinos Overseas in distress situations.

Salo asked the "DFA to engage a battery of lawyers and ensure appropriate legal representation in all jurisdictions where there are OFWs, giving priorities to areas where there is high incidence of violence against OFWs."

"Moving forward, DOLE must develop new markets in jurisdictions where there is high respect for human rights and where our OFWs, particularly our domestic helpers, will be treated with respect and dignity. Train domestic helpers for other skills so they won't have to work as DH where they are more prone to abuse, or worse, death," he added.

"Long-term, more job opportunities must be created in the country so Filipinos don't have to work abroad," Salo added. (END)

Philippine Government / Escape From NPA Stronghold
December 30, 2019, 10:56:00 AM
Press Release
Before the year 2019 ends, let us remember the children who were once lured to the Communist movement and get to live through the horrors no child should ever gone through. However, we also remember the goodness of the kind-hearted people who helped these children escape the brutality of war and who guided them to start over with their new lives.

In the following video, Beth, who was only 16 when she joined the ranks of the NPA rebels, talks about her daring escape from the Communist group and how she triumphantly started to live a normal life with the government's help. Here's her story.

With 1,034,396 tourist arrivals in 2018, the US ranked third among the nationalities visiting our country according to the official data of DTI. That is 1/3 of all the 3.3M American tourists who visited ASEAN last year according to the ASEAN website.

With Philippines ranking sixth out of ten with only 5.4M tourists, and trailing far behind our neighbors:

• Thailand - 1st with 29.8M tourists
• Malaysia - 2nd with 25.7M tourists
• Singapore - 3rd with 15.2M tourists
• Indonesia - 4th with 10.4M tourists
• Vietnam - 5th with 7.9M tourists

it would be easy to imagine that our current share of US Tourists could easily shift to better and more-preferred destinations in the region.

According to Philippine Statistics Authority, Tourism makes up 12.7% of the total Philippine GDP, and our total GDP increases on an average of 6% only per year. The loss of the 12.7% in our GDP will eventually cancel out our 6% growth.

Bottomline, with our tourism ranking, we can't afford to lose a sizable portion of tourist arrivals and eventual business. (Data Source: DTI, PSA and ASEAN)

Alicia - Bohol / International Trail in Alicia, Bohol
December 28, 2019, 10:08:27 AM
Alicia ultra trail now
internationally rated

TAGBILARAN CITY, Bohol, December 28, (PIA)—Expect to be running, umm scampering along the world rated international trail runners when you negotiate the steep ascents and the tricky descents of the first trail ultramarathon in Bohol: The Alicia Ultra 2020, happening this February 23, 2020.

The Alicia Ultra 50KM has been rated under the International Trail Running Association (ITRA) as a qualifying race for all international races, runners earning ITRA points that will be used to qualify for the Ultra Trail Mt. Fuji in Japan and the world championship of trail running, Ultra Trail du Mont Blanc in France.

A first for Bohol, this inaugural ultramarathon also offers 25 kilometer Trail Run and 12 kilometer Fun Trail, according to race organizers: raceyaya.

Owing to the distance and the terrain, the 50KM Trail Ultra will start on Sunday, 1:30AM at the Alicia Gymnasium and follows the established roads which occasionally break off into the notorious Alicia trails, runners in this category will have completed the route by late afternoon.

The 25KM Trail Run also leaves at 3:30AM, while the 12KM Fun Trail will start 5:30AM and hopefully finish before lunch.

Due to the highly technical climbs, app participants for the 50KM must have finished at least a 21KM trail run earlier to be able to join the race.

What is the profile of the race course, for those wanting to know?

The harder trail courses are set over the luscious green rolling hills of Barangay Cambaol, where the huge part of The Alicia Panoramic Park (TAPP) also known as the Binabaje Hills are, through vast oil palm plantations, river banks and crossings, rice paddies, and off to the BatongPuti Cliffside Park past the highway to the lofty mountains of Cagongcagong and Del Monte, down to the plains and to the finish line.

Organizers said the highlight of the race is the chance to gaze upon the panoramic views of the Binabaje Hills on sunrise, even though the highest point of the route is just about 350 meters above sea level.

But, no matter how low the hills are, the short steep ascents, the slippery descents, and sun-exposed terrain offer enough challenge even to the most seasoned trail runner, organizers assured.

For those taking the 25 kilometers and the 12 kilometer fun trail, no pre-qualifications are required.

While the finishers in the ultramarathon can be qualified for the other ITRA races, organizers are yet to determine the equivalent points the finishers can earn for racing here.

Registration for early birds has since opened in November and are now on regular rates at PHP 2500 for the 50 kilometers, PhP 1800 for the 25 kilometers and P1500 for the 12 kilometer fun trail.

The registration fee, includes the Alicia Ultra fully-sublimated event singlet, race bib, race timing chip, Alicia ultra-limited edition Multi-functional Headwear, Alicia ultra draw string bag and post-race meal.

Official race finishers will receive a finisher's medal, finisher's shirt for the 50KM and 25KM only, and ITRA points and UTMB qualification points to 50KM official finishers.

Men and women podium finishers for each category will receive trophies, sponsor items, and cash.

As of December 28, only 154 slots remain in the 50 kilometers ultra, 133 slots for the 25 KM and 179 slots for the 12 km fun trail.

For those registering, for online registration, RaceYaya is the online registration partner, which can be accessed thru the webpage Alicia Ultra RaceYaya.

Local site registration is also available thru the Alicia Tourism Office, Alicia Municipal Hall. Please look for Godelia Lumugdang or Zenaida H. Cadao, or contact +63933 865 5650.

Payments can be through Paypal payable to RaceYaya, or if bay bank deposit, participants take a snapshot or photo of deposit slip or reference number and send by email to support@RaceYaya.com with registration details.

STATEMENT BY MAYOR INDAY SARA DUTERTE ON CHRISTMAS TRUCE AND REOPENING OF PEACE TALKS WITH NDFP

We respectfully caution the Duterte administration over its move to reopen the peace negotiations with the National Democratic Front of the Philippines (NDFP).

While the declaration of Christmas truce and the prospects to reopen formal peace negotiations are acts of goodwill on the part of the Duterte government, demonstrating its strong political will to resolve the insurgency problem plaguing some parts of the country for the past years, we must be always reminded by the evil character and duplicitous nature of NDFP and its revolutionary organization, the Communist Party of the Philippines (CPP), and its armed wing, the New People's Army (NPA).

Why the past peace negotiations sorely failed could only be blamed on the countless criminal acts and treachery of NDFP-CPP-NPA — displayed even during times when ceasefires were supposed to be in place.

As spoilers of peace, we believe that the Christmas truce will be used by the terrorist groups as an opportunity to regain communities previously cleared of their presence, consolidate their forces, and derail the progress of existing government rural development projects.

With this, we ask the Duterte government to exclude Davao City from the scope of the Christmas ceasefire with these terrorists. We also seek the same once the national government pursues the reopening of the formal peace negotiations.

We reiterate that these moves, however commendable, are useless and deleterious to the accomplishments of our local peace initiative, the Peace 911.

Peace 911 is a comprehensive peace-building program of the Davao City government for conflict-affected areas of the city. It is primarily focused in Paquibato District and Barangay Dominga in Calinan District, areas identified as stronghold of the NPA terrorists.

From June to December 2019, the program has successfully sprung Paquibato District and Barangay Dominga from the shackles of the NPA terrorists. Paquibato is dominated by Ata-Manobo natives.

The civilian-led peace group has opened roads and bridges, health centers, and schools. It also capacitated lumads by introducing Peace Economy, which helped farmers receive proper literacy on farming and marketing — linking them directly to buyers.

For the first time in many years, people were given access to government agencies and non-government organizations that could help in the development of their communities — the Cooperative Development Authority, Department of Trade and Industry, the Technical Education and Skills Development Authority, Department of Social Work and Development.

More and more NPA members and their supporters are also turning themselves into the government through the program.

To be covered by the ceasefire or the peace negotiations will only disrupt and threaten the gains of our process of peace and development in these communities formerly controlled by the terrorists.

For these terrorist organizations, sincerity is a strange word. To believe that they desire a peaceful end to the insurgency problem would be playing ignorant of their bloody habit — how they slaughtered countless civilians in the past and made many countryside communities suffer from poverty and underdevelopment, and blaming the government for it.

These groups manipulate and turn communities to rise against the government, propagate fear, inflict abuses, extort, and execute and murder civilians through its deranged brand of revolutionary justice.

These and more are the reason why these groups are called terrorists. And we should never negotiate with terrorists.

Alicia - Bohol / Dancing Fountain
December 24, 2019, 06:16:34 AM
'Dancing fountain' spruces up
Alicia Christmas-themed park

ALICIA Bohol, December 22 (PIA)—That packet of a park in Alicia in front of this town's municipal hall hosts the second biggest gathering of the community in the merry month of December, this time to witness the switching on of Bohol's first yet to rise light emitting diode (LED)-lit dancing fountain, December 22.

The fountain in the merrily lit park hides the fact that this largely agricultural town is a hundred kilometers from the city, and is a fourth class town that has seen the blessings of good governance as a premium that lets them open up the economic growth to its communities.

A recipient of the Seal of Good Local Governance, the local processes has also motivated the community to set up more inclusive business climate that now hammers a stake at sports tourism in its trail runs and extreme bike festivals on its own The Alicia Panoramic Park (TAPP).

Last December 1, the young and old people of Alicia, some coming from as far as Del Monte came on board motor service vehicles, gathered here to witness the switching on of the spruced up plaza dominated by a 25 feet Christmas Tree made from thousands of series lights and a festively lit park that feature light tunnels, led-lit parols that unmistakably lend the holiday cheers.

Last December 22, at around 7:00 PM, amidst an interrupted performance of a live band entertaining the al fresco street food stretch temporarily set in front of the town hall, Vice Mayor Marnilou Ayuban led the countdown to signal the switching on of the P2 million dancing fountain that now prominently embellishes the people's park.

At the zero mark, the music blasted and a jet of water oozed out from the nozzles in the ground and shot jets of water high up as the led lights at the base of the nozzles changed in color according to the computer program during the lights and water spray display.

The howls from the children amazed at the show died in the din as fireworks split the skies and resounding applause hyped the explosive din of the simultaneous fireworks display.

The dancing fountain, first one for Bohol and ascribed to the town, features jets of water shooting out from nozzles that spew water as high as 30 feet into the air and is lit by multi-color led lights imbedded in a tiled platform that recycles the water to be shot back out.

Alicia Mayor Victoriano Torres, in his opening message enjoined his people to unite as the town strives to bring holiday cheers to Alicia.

In his term, Mayor Torres opened the street-food strip in the public market complex, to allow small time vendors opportunities for business, while the town puts up a live band or an acoustic group to provide entertainment.

Since December 1 however, the town decided to transfer the street-food strip in front of the town hall, where the local vendors grew in number and the people kept coming to while time away and enjoy the entertainment.

One vendor in fact admitted, that with the crowd in the Plaza since December 1, she could net P6,000 a night.

With the blessings the town has received in the past years, the decision to spruce up the public park in time for Christmas was easy, said vice Mayor Ayuban.

Representative Kristine Alexie Tutor, who was among the guests during the switching on said Alicia is leading Bohol towns in putting up the fountain in the public park.

Mayor Torres also shared that the congresswoman is also planning to convince Candijay Bohol to build one in its public park as well. (rahc/PIA_7/Bohol)

LGU Philippines / Whaleshark Feeding in Lila, Bohol
December 20, 2019, 01:48:46 PM
OFFICIAL STATEMENT on the WHALESHARK FEEDING In Taug, Lila, Bohol

I issue this statement devoid of all my past and present titles as a high ranking official of the Philippine and Provincial Governments. I issue this statement not as a Former Agriculture Secretary and Chairman of the Bureau of Fisheries and Aquatic Resources, nor as a Former Deputy Speaker of the House of Representatives nor as Governor of Bohol. I issue this statement as a simple human being who loves my province of Bohol and everything it stands for.

And what does the Province of Bohol stand for?

I should hope that Bohol stands for the respect of the rights of "ALL" to live in peace in an environment protected from harm and made sustainable for all time. When I say "ALL", I mean it to include "ALL" creatures created by God in this world of His creation.

In feeding whalesharks in Lila, we must take pause to ask a few questions:

Are we engaged in this activity as a genuine concern for any threat to the life and preservation of these magnificent creatures, or are we doing this for our own monetary gain or profit?

Are we intervening to feed the whalesharks because it is in danger of dying from starvation?

If we continue feeding these whalesharks, are we not affecting their ability to survive in the wild and even affecting their habits of feeding, procreation and other ecological roles they are fulfilling when they roam the seas freely without any human intervention?

Are we not endangering whalesharks not only by interfering in their natural order but actually conditioning them to approach boats and human contact which may expose them to danger, accidents, capture and, or exploitation?

We must be honest to say that these whalesharks need no saving. These whalesharks need not be fed to stay alive and yes, we will affect their life habits, and their natural order and interfere in whatever ecological roles they are fulfilling in the marine world by feeding them. By feeding them, we are effectively keeping them captive. Worst, we are disabling their ability to survive in the wild. We are training them to be dependent on manual feeding and will expose them to untold dangers by conditioning them to approach boats and humans.

If truly we wish to preserve whalesharks, and all living species for that matter in Bohol, we must be focusing instead on sustainable practices for water, power, septage and the protection of our environment. The challenge for Bohol today is not to attract visitors and tourism commerce, the challenge today is keeping Bohol pristine and sustainable for the generations yet to come.

Yes I am for jobs, business, commerce, investments, industry, the defeat of hunger, disease and poverty in our time, BUT.....without affecting the natural order of life for all creatures and their habitats.

I ask the people of Lila and the Local Government, to take a step back and reflect on these fundamental issues that define our very humanity. I ask the People of Lila and the LGU to examine the situation as exemplary citizens of the world, without the need of having to resort to the language of Administrative Order 193 (1998), the Philippine Fisheries Code, The Convention on International Trade in Endangered Species of Wild Flora and Fauna, The Convention of Migratory Species, and the Local Government Code on what the Provincial Government can order stopped or sanctioned.

In man's power today is the ability to save lives, preserve the earth and to destroy worlds. The People and Government of Lila must decide what they want to be: The savior of lives or the destroyer of worlds.

Coast Guard duha na  ka
Estasyonan dinhis Bohol

From FB page of Philippine Shocking History

SALAMAT SA PAG MAMAHAL NYO SA BAYAN!

One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the "cleanest" among the Administrations in the last three decades. Thanks to Nostalgia, and the fact that her Administration was at the dawn of the internet age, much of the negativities of that Administration has been largely forgotten, and people tend to remember only the "good" things about that Administration.

Well, thanks to Noynoy Aquino's "holier-than-thou" campaign strategy, much of the "unpleasantries" during Cory's time are being brought back to the surface slowly, but surely.

Philippine Air Lines Stocks to Nephews
Cory approved in January 1992 the sale of 67% of the stocks of the Philippine Air Lines (PAL) to an investment group headed by her relatives, composed of one of her Tanjuatco nephews and three of her Cojuangco nephews. The sale resulted in a loss of USD 300-million plus for the Filipino people. The Philippine government, through the Government Service Insurance System (GSIS), owned the shares. And worse, her nephews did not even have the money to pay for the airline stocks. They borrowed the money that they used to pay the GSIS from three Philippine government-owned banks, even using the PAL stocks as collateral.

Philippine Air Lines Building Scandal
"The PAL Scandal", where Cory authorized in 1992 the sale of the PAL Building in San Francisco, California. It resulted, according to the column of the late journalist Louie Beltran, into a USD 6-million loss to the national airline. Cory did not charge Mr. Beltran with libel on this issue about the PAL Building. She, however, did file a libel case against Mr. Beltran and his publisher, Maximo V. Soliven on a separate issue, when Beltran wrote that Mrs. Aquino "hid under her bed during a coup d'etat attempt at the presidential palace in Manila"

Bargain Sale of Companies to Lopa
The assets of the Marcoses, the Romualdezes and their cronies were supposed to have been sequestered by the new Aquino administration, but Kokoy Romualdez's (Ferdinand Marcos Sr.'s brother in law) 38 companies, which were worth billions of pesos, were not turned over to the Presidential Commission on Good Government. Cory instead during her first months in office, permitted the transfer of these 38 companies to her own brother-in-law, Ricardo "Baby" Lopa. What's worst, was the fact that all 38 companies were bought back by Lopa during the transfer for the price of only USD 227,000.

Philippine Long Distance Company to Nephews
The same case happened with the ownership of the Philippine Long Distance Company. Instead of sequestering the company for the Philippine government (as it was then controlled by the Marcos cronies), she returned the billion-dollar company to her Cojuangco nephews. She claimed that her nephews were illegally eased out by Mr. Marcos. The truth was that the Marcos cronies, whether their money were ill-gotten or not, paid the Cojuangcos the prevailing market-stock prices during the sale of equity that happened between them at the time when Marcos was still president.

Re-negotiation of Marcos' Japanese Loans
Cory approved the re-negotiation of the loans that Ferdinand Marcos Jr. obtained from Japan. The administration of Mrs. Aquino agreed that the loans would be paid in Japanese yen, rather than in U.S. currency that former Marcos negotiated. This simple change in currency resulted in a USD 5-billion increase in the loan principal.

Refusal to Give Hacienda Luisita to Farmers
Cory publicly promised in 1986 that Hacienda Luisita will be distributed to the farmers. However, in 1987, she issued Presidential Proclamation 131 and Executive Order No. 229 just days before her legislative powers were going to revert back to Congress, to include a provision in the Land Reform program for a "Stock Distribution Option", which allows landowners to comply with the Land Reform Law without actually giving land to the farmers. Hacienda Luisita of course took this new option, and thus was not redistributed to the farmers.

Double Cross of Doy Laurel
Cory had promised to Doy Laurel that she would let him run the government as Prime Minister after Marcos was ousted, as Cory had no experience in politics. However, in March 1986 she issued Presidential Proclamation No. 3 declaring a revolutionary government, and dissolving the 1973 Constitution. This nullified Laurel's position as Prime Minister as the Parliament was abolished. This prompted Laurel to break ties with the Aquino regime later.

Protecting Hacienda Luisita's Interests
Cory continued to protect Hacienda Luisita, even firing Miriam Defensor Santiago from her post at the Department of Agrarian Reform after she told the press her opinion that Cory should inhibit herself as chair of the Presidential Agrarian Reform Council (PARC), which was tasked to make the final decision on Hacienda Luisita's application for the "Stock Distribution Option" (see section on "Refusal to Give Hacienda Luisita to Farmers" above).

Garchitorena Land Scam
In 1988, a foreclosed property of the United Coconut Planters Bank (UCPB) was sold to Sharp International Marketing for P3.8 million. Before the sale was closed, Sharp tried to sell the same property to the government for P56 million. The sale was eventually approved by the Department of Agrarian Reform (DAR), but only after the price was inflated further to P65 million. The financier of the scam was Romeo Santos, an associate of Cory's brother, Peping Cojuangco. He was also Cory's campaign manager in Bicol.

1 dies, 33 hurt in 4th earthquake in Davao del Sur town

MAGSAYSAY -- A 63-year-old farmer died while 33 others were injured when a 6.9 magnitude  earthquake rocked the municipality of Magsaysay, Davao del Sur Sunday afternoon.

Fernando Balitayo was attending his farm in Purok 3, Barangay Dalawinon when the strong tremor, the epicenter of which was later traced to the neighboring Matanao town, occurred and made him rattle. While he was trying to run, he fell and suffered a heart attack.

Balitayo was rushed to a nearby hospital in Bansalan but was declared dead on arrival by attending physicians.

Meanwhile, of the 33 injured victims, eight of them were hospitalized and admitted while the rest were just outpatient after being given with medical treatment. Most of them suffered contussions on their heads, arms and legs.

Most of the barangays as of this writing are waterless since water sources were severely affected by the shaking and hundreds of aftershocks.

Only few parts of the municipality were energized as the Davao del Sur Electric Cooperative is still trying to fix the collapsed electric posts.

Mayor Arthur Davin said more evacuees were brought to a relocation site in Barangay Glamang.

Davin also said that more houses were also totally destroyed by the quake.

But he still expressed optimism that his yown will eventually recover fron the wrath of the series of earthquake with the full cooperation of his people. ASA

PIA Davao City: Undersecretary Renato Solidum of the Phivolcs bared that the movement this afternoon can be attributed to the movement of the Tambolan Fault traversing Sta. Maria to  Hagonoy, Davao del Sur.  He said this fault was projected to generate a magnitude 7.2 earthquake.  Solidum said they are still determining the cause of this fault to move.  He also allayed fears that the tremor would cause tsunami since the epicenter was found to be inland. Philippine Provinces / Davao Fault Moves
December 16, 2019, 02:32:57 PM
By PIA Region 11
PHIVOLCS Dir. Renato Solidum on GMA NEWS TV:
-On intensity 7: Ito iyong destructive shaking.

PCL becomes collateral damage
over year-end assessment fiasco

The Philippine Councilors League Bohol chapter has become a "collateral damage" in the intramural bickering among the Jagna town officials, its president Jescelo Adiong, now sitting as ex-officio member of the Sangguniang Panlalawigan, told a media interview at his office on Friday.

The PCL thru Adiong said that returning to each member the P3,000 cannot be considered as corruption. It's not  rebates, either since it's illegal to have kind of return of fund to individual member of the league, he added.

Adiong has reacted to what he called unfair accusation that most of its 482 strong municipal councilor-members are accused of corruption as published in other weekly (not the BNT).

This came after Jagna town councilor Anthony ANiscal's expose of what he considers an anomaly in returning the P3,000 after charging each individual who paid P6,500 each for their annual year-end assessment and Christmas party on Dec. 10-11, 2019 held at Bohol Tropics Resort.

Adiong said in vernacular that "maybe there's a friction in Jagna that drag the name of the PCL."

And Adiong may be right in saying it.

In a videotaped of Jagna SB session, Aniscal said "Kini nga session dihas lunes sa SB Jagna maoy bottom line sa tanan. Gi ayo2 nila ug saway si mayor gumikan ky ni comment ang executive nga excesive ang registration at P6.5K.. matud ni maricris nga "wala daw kahibawo ang executive sa ilang trabaho, ga uwaw uwaw kono ang lgu jagna ni question sa registration".. gipakaulawan nilas mayor sa session nga live sa facebook, radio ug covered by san miguel cable. Pagkahibawo ni mayor nga dunay rebates P3K, gaalburutu sa kasuko."

Adiong commented that a small group (referring to Jagna SB) has tugged a bigger one (PCL), which is not the case in terms of collateral damage.

He said that no councilor is happy about what Aniscal has done. It seemed that it was a "trial by publicity."

After he received the P3,000, Aniscal has reacted immediately and made it appear that PCL members are into corruption, he said.

When asked if Aniscal approached him after he received his (P3,000), Adiong answered in the negative.

"I have no bad blood" on him and I'm hurt nga butangbutangan 'ta nga di tinuod," Adiong lamented.

He said he did not know well ANiscal or "he did not know me also."

Why the P3,000 returned?
Adiong explained that the P3,000 was returned to each member since the two-day year-end assessment was cut short due to non-appearance of their resource persons.

And he informed the Department of Interior and Local Government about this, he said.

And even if it was already booked for the 2-day event, the owner of Tropics did not ask for payment for the second day. She was "very considerate" and, in fact, it could be a loss to the resort, Adiong said.

As this developed, he urged the members to return or make liquidation of the P3,000 they received to the municipal coffers. But if they don't it's their responsibility already since at the end of their term, their leave credits may be deducted.

There are a lot of town councilors who remain honest, reliable and true to their commitment to serve their respective constituency, the PCL head said.

He also said that the full amount of P6,500 was officially receipted.

Audit
Adiong said that he's contemplating to request the Commission on Audit to conduct a post audit over the expenses of the event since there was no pre-audit when each member made the cash advances.

For this Christmas and the days ahead, Adiong called on PCL members for unity and cooperation for without it there would be no success and progress.

The "rebates"
"They collect 6,500 per councilor. The 3,500 goes to the PCL and the 3,000 will be given back to the councilor through reimbursement," Aniscal said.

He added, "The councilors made their attendance official so that they can charge their expenses from their respective municipalities. Normally this is legal. What is not legal and more so highly immoral is charging it twice the real amount."

Aniscal also bared that there was no such assessment of the PCL event. "Walay assessment ui. Corruption nahitabo," he said.

He said in his message that this is the first time that there's "PCL rebates," meaning every councilor gets P3,000 from the cash advance of P6,500.00 paid to defray the party expenses.

As this developed, many councilors are reportedly angry with Aniscal who exposed the alleged irregularity of the PCL event.

"Daghan nanawag nako nagsulti nga nangasuko daw mga officers sa pcl ngari nako. I dont care. They have to learn the lesson the hard way," he said. Aniscal added, "I will stand.. no matter what will happen."

"Nag 2nd term nalang ko as councilor wala ko mag engage ug corruption. Malooy tas katawhan." (I'm on my second term as a councilor and I did not engage in corruption. Let's have mercy on our people)

Aniscal also called on his colleagues, "Atong awhagon ang ubang mga konsehal sa kalungsuran nga euli nas panudlanan sa lungsod injong nadawat nga tag P3K.. Asa man ta padulong ani kung kita mismo dili mohimog action nga maondang ning mga ing ini.."

Meanwhile, ANiscal also bared that Jagna Mayor is considering filing a case against PCL official.

"Jagna Mayor Joseph Rañola is determined to file charges on the PCL anomalies," he said.

"Sa akong nasabtan, e concentrate nia ang charges against the secretary general and Jagna councilor Maricris Jamora." (What I have understood the mayor will concentrate to file charges against the secretary-general Jagna councilor Maricris Jamora.)  (rvo)

Bohol Latest News / Balite as Acting Bohol Governor
December 16, 2019, 07:29:12 AM
By Ric Obedencio
'Deprived of acting vice-guv,'
Balite now as acting governor

CAPITOL, Tagbilaran City – Senior Board Member Dionisio Victor Balite, who appeared to be deprived in assuming as acting vice-governor, is now serving as acting governor of Bohol, instead.

This came after acting governor Rene Lopez Relampagos issued a memorandum dated December 12, 2109 designating Balite to take his place.

"Considering that my stay in Manila will be extended until next week to attend to important matters such as year-end assessment and planning seminar workshop of League of Municipalities of the Philippines, among others, following the rule of succession and pursuant to RA 7160 section 46, paragraphs C and D, you are hereby designated as acting governor until my return," Relampagos said in a memorandum he signed.

The said memorandum was furnished to DILG provincial head Johnjoan Mende, all SP members and Capitol's head of offices.

Relampagos assumed as acting governor following Gov. Art Yap's preventive suspension for 90 days starting November 19, 2019.

Earlier, Capitol was jolted due to a fuss created following the DILG's apparent error in designating Balite's older brother Dionisio Neil Balite as acting vice-governor.

"Where on earth did DILG get the name of Dinisio Neil Balite as being the 1st ranking Sangguniang Panlalawigan member of the province of Bohol,?" the younger Balite lamented in his privilege speech last week.

DILG's letter designating Dionisio Neil Balite as acting vice-governor was prompted "to fill up the temporary vacancy created due to the physical incapacity (on sick leave) of Vice-Governor elect Rene Relampagos."

"After having some kind (of) mind-boggling thoughts regarding such incident," Balite said, "but if it was done with malice, then I can only say may God bless the culprit."

The younger Balite also posed these: Was DILG fed by wrong information (and) by whom? Was it not negligence on the part of the DILG or to anyone who caused such an erroneous and pathetic act?

If ever it was just an honest-to-goodness mistake, then let it be, he said. (rvo)

DTI on Mandatory product standards
November 3, 2010
Protecting the public from substandard products

San Jose, Antique – Shortchanging of buyers will now be a thing of the past once the campaign on mandatory product standards have been implemented, disseminated, and embedded in the consciousness of the buying public.

A giant step that the Department of Trade and Industry (DTI) has done is in putting up a mandatory product showcase to advance its campaign on mandatory product standards.

Glenn Fernando, Trade and Industry Development Specialist of DTI, said that the five-day showcase recently held at the Gaisano Grand Mall in Antique helped a lot in raising awareness among consumers on products covered by the mandatory certification of Bureau of Product Standards (BPS) and by the DTI.

Fernando emphasized that the topmost consideration that a buyer should look into is on the quality of the product they are going to buy; that this should have quality marks -- the International Commodity Clearance (ICC) for imported products and PS (Product Standard) for locally manufactured products.

When products bear the ICC seal and PS marks, Fernando said, it has passed the product testing of BPS.

Among the products under the mandatory certification of DTI are electrical and wiring devices which include, electrical lamps, fuses, switches, circuit breakers, Christmas lights, plugs, and electrical tapes.

Mandatory certification is also needed in electrical appliances such as aircon, airpot, coffeemaker, hot plates, electric fans, television sets, refrigerators, flat irons, and many other electrical devises.

Building and construction materials that must pass the mandatory product standards are cement, plywood, pvc pipes, nails, sanitary wares, GI wires, and ceramic tiles.

For consumer and chemical products, consumers should look for quality markings on safety matches, pneumatic tire inner tubes, fire extinguishers, cylinders of liquefied petroleum gas, break fluids, helmets and visors, lead acid storage batteries, monobloc chairs, pyrotechinics, and medical grade oxygens.

DTI urges consumers to be vigilant and always check on the quality of products they buy and services they pay for to ensure they get the quality they deserve. (PIA/psm)

Philippine Archive / Where is Anak TV Now?
December 15, 2019, 01:00:00 PM
Partnership of Anak TV, Plan Int'l makes sure Visayas youth shine in media
Tacloban City (November 3 2010) - Using the video cameras and inputs from Anak TV, twenty-eight of the most creative kids aged 10 to 16 from Catarman, Northern Samar; Sogod, Southern Leyte; Calbayog City, Samar; and Camotes Island, Cebu are scheduled to present an hour recital of their outputs at the DepEd Region 8 Training Center at 9:30 in the morning of November 3.
Mr. Totch D. dela Cruz of Plan International Inc. Visayas Support Centre informed that the 28 students converged for an Advanced Media Skills Training Program under the tutelage of Mags Hatol Cruz of Anak TV Inc.

The training covers the making of video public service announcements, and documentaries on the social issues affecting the lives of the Visayas children from the eyes and viewpoints of children themselves.

This training, Mr. dela Cruz said, is a follow up activity of the basic course last summer. The media training has fostered creativity, self-expression and teamwork among the kids, who grew from being clueless about media technology to being techno enthusiasts.

The workshop was part of Plan's advocacy against violence and Anak TV's crusade for responsible viewership and media literacy.

The Anak TV and Plan International project took shape three years ago, when the proponents thought of designing a mentoring program in basic media literacy that would cover digital photography, camera work, video production, musical scoring and basic editing.

The idea was to level the playing field to enable the poorest of the poor, who may not reach college, to learn media basics.

The Advanced Media Skills Training Program at the DepEd Region 8 Training Center was for the kids who excelled in the basic workshop. (PIA 8)

Geohazard mapping to identify disaster prone areas
2010 LEGAZPI CITY — The government's geohazard mapping project will be completed soon, with some 1,567 municipalities or 97 percent of the total target of 1,618 already assessed, according to a top regional official of the Department of Environment and Natural Resources (DENR) office here.
Jocelin Marcus Fragada, the local DENR regional director, said that Environment Secretary Ramon J. P. Paje had already issued a directive to the Mines and Geosciences Bureau to finish the assessment of the remaining municipalities at the soonest possible time.

In Bicol, the geohazard mapping project had already been completed on June 2009 and the production of geohazard maps at the scale of 1:50,000 is already 92 percent completed; the remaining 8 percent is expected to be completed by the end of the year.

The Geohazard Mapping and Assessment Program of the DENR-MGB is an important component of the government's disaster management and mitigation program in order to reduce the loss of lives and properties brought about by natural disaster.

It involves both the identification of areas of the country that are prone or susceptible to various geologic hazards like rain-induced landslides, floods, flash floods, storm surge, coastal erosion, sea level rise and other natural events, and information dissemination to increase public awareness. The output of the program is equally important for land use planning, land development and the emerging concern on climate change adaptation.

This comes at a time when frequent natural disasters have been causing untold damage to property and lives.

Fragada explained that the delay in the geohazard assessment of the remaining 51 municipalities was due to problem of accessibility and security.

These municipalities are located in Abra, Kalinga, and Apayao in the Cordillera Administrative Region and in Lanao del Sur and Basilan in the Autonomous Region of Muslim Mindanao.

"After completion, the generated maps will be digitized," the Bicol DENR director said.

He said the process of digitizing the maps at the scale of 1:50,000 and 1:10,000 takes time to complete and will be based on the topographic maps produced by the National Mapping and Resources Information Authority. (MGB-DENR V/PIA/mal)

Feature: All Souls Day is a day of remembering, praying for souls in purgatory
Tacloban City (November 2) -- The customs and traditions associated with All Souls Day are various and differ from culture to culture.
Traditional Catholics still honor the customs related to the relief of the souls in purgatory. One custom is for persons to pray six Our Fathers, Hail Mary's and Glory Be's for the intentions of the Pope in a church, and thereby, receive a plenary indulgence for a soul in purgatory.

This action may be repeated for another soul, by leaving the church and re-entering it to repeat the prayers.

Another custom is to keep as many candles burning as the number of the recently deceased that are to be remembered.

Lighted candles signify that the love, hope and joy they shared with people they had left behind shall be kept forever burning and alive even though they may have found their destiny somewhere or even in the arms of the Heavenly Father.

It is believed that during the night, the deceased, leave their tombs and return to visit their homes where the buckets of water are left uncovered so that they are able to quench their thirst. Not to disturb them in their travel, whoever is still on the street walks along the sides of the road, leaving the center free. The dead return to their coffins at the first rooster's crow. In some places, the bells knell all night.

In Mexico, All Souls Day is celebrated as El Dia de los Muertos, or "the day of the dead." Mexicans visit graveyards and the relatives make garlands, wreathes and crosses of real and paper flowers of every color to place on the graves of deceased relatives the morning of All Souls.

They also have a picnic, eat skull-shaped candy, and leave food out for dead relatives. The family spends the entire day at the cemetery. The pastor will visit the cemetery, preach and offer prayers for the dead and then bless the individual graves.

In Hungary the day is known as Halottak Napja, "the day of the dead," and a common custom is to invite the orphans into the family and distributing food, clothes, and toys among them.

In rural Poland, a legend developed that at midnight on All Souls Day a bright light shone on the local parish. This light was said to be the holy souls of the departed parishioners gathered to pray for their release from Purgatory at the altars of their former earthly parishes. After this, the souls were said to return to scenes from their earthly life and work, visiting homes and other places. As a sign of welcome, Poles leave their windows and doors ajar on the night of All Souls Day.

In Louisiana, the relatives whitewash and clean the tombstones and prepare garlands, wreathe and crosses of real and paper flowers to decorate them. In the afternoon of All Saints, the priest processes around the cemetery, blessing the graves and reciting the Rosary. Candles are lit near the graves at dusk, one for each member of the deceased. On All Souls day, Mass is usually offered at the cemetery.

Chinese traditions on the celebration of All Soul's Day have is quite similar to those of the Catholics. Floral offerings, fruits, and other foodstuffs are being offered to the souls, believing that they (souls) too share in that simple feast. Two sticks of Chinese "incense", instead of candles, are lighted for the souls while three are said to be offered to God. Material possessions, in the form of paper-made "playhouse", "car" and "kim" (Chinese money) are made available to the dead person's tomb intending prosperity for the departed souls.

On All Souls Day, the living not only remembers the dead, they apply their efforts, through prayer, almsgiving, and the Mass, for their release from Purgatory. There are two indulgences attached to All Souls Day, one for visiting a church and another for visiting a cemetery. While the actions are performed by the living, the merits of the indulgences are applicable only to the souls in Purgatory.

On All Souls' Day (Nov. 2) a plenary indulgence applicable to the Poor Souls is granted to those who visit any parish church or public oratory and there recite one Our Father and one Credo.

On all the days from November 1 through November 8 inclusive, a plenary

indulgence, applicable only to the Poor Souls, is granted to those who visit a cemetery and pray, even if only mentally, for the departed. (PIA 8)

The contest themes encourage young minds to do their share of responsibility to improve the present water condition of their areas. The contest was conducted primarily in waterless recipient-municipalities of the MDGF 1919 project.

Galleon promotes history of Spanish navigation
By Bong Pedalino
Maasin City (Nov. 2 2010) -- As the Spanish past was rekindled with the presence of "Andalucia" galleon here, the purpose of the global sea-based expedition was to do just that: to promote the history of Spanish navigators.

At a press briefing at the Kinamot sa Abgao restaurant here last night shortly after the 28-member "Andalucia" crew, including two ladies, had dinner and had rested, the Spaniards, speaking in fluent English, recounted their voyage and gave a sense of perspective of it all.

Enrique Torres Barragan, head of the ship's logistics department, narrated that since the year 2000 or early 2001, the Spanish government with the support of sponsors from the private sector and through the Nao Victoria foundation, has been engaging in re-tracing the sea routes of the Spanish navigators during those exciting years of discovery travels across the globe.

The latest in these series of relating with the past, particularly using vantage 17th century look-alike vessels equipped with 21st century gadgets, was the creation of "Andalucia" -- so named because it was built in that place, a southern region in Spain, for a year and a half sometime halfway in this decade, at a construction cost of six million euro.

Barragan said that even while the construction of the ship was in progress, people had been going to see Andalucia, with the thought in mind that somehow the output would promote Spanish skills in conquering the high seas worldwide.

An earlier Galleon, named "Victoria", had looped around Europe and parts of Asia, but unfortunately the Philippines was not included then in its port of destination, Barragan said.

This time around, the Philippines was on their list, with Manila as the entry point alone, if not for the intercession of the National Commission on Culture and the Arts (NCCA) and the Spanish Embassy, in which they had to accommodate, weather permitting, the requests to be in Cebu, Bohol, and Maasin City, Southern Leyte.

They found out, to their pleasant surprise, that the side trips were worth it, as their arrival were routinely embraced with warm reception complete with offerings of native songs and dances.

But they can't be going on side trips for long, because they have a timeline to be met, so they would be in Singapore sooner and be back at Spain soon.

It was the same route when they embarked on this present journey seven months ago from Seville, Spain, clearing the coast of Malta off the Mideteranean Sea, the Suez Canal, and following the Indian coast, to Singapore, until they arrived at Shanghai, China, just in time for their participation at World Expo 2010.

Then they proceeded to Taiwan, Hongkong, and Manila, Philippines, by October 6th.

Along the way they had called on certain ports, coordinating with local officials, and putting on the needed supplies and provisions, said Miguel Talegon Zaira, the in-house Journalist, or the Antonio Pigafetta of Magellan's trip then.

Were they not afraid of Pirates poaching the seas?

Not at all, but they were concerned, anyway, confessed logistics officer Barragan.

And that is another skill -- avoiding the Pirates, or perhaps befriending them -- that somehow the modern maritime world can learn. (PIA-Southern Leyte)

Private sectors to recognize soldiers' excellence, improve public perception
Isabela City, Basilan (2 November 2010) -- It's an award that goes beyond a mere tap on the back.
Besides recognizing the "selfless acts of gallantry" of the Filipino soldiers, the search for The Outstanding Philippine Soldiers (TOPS) 2011, conducted annually by the Metrobank Foundations, Inc. (MFI) in partnership with the Rotary Club of Makati, aims to change the negative perception of the public towards the soldiers by bringing their stories of courage, dedication, integrity and exemplary community service to the people.

MFI Executive Director Nicanor Torres Jr, who conducted an information campaign at the Western Command (WESCOM) last October 28 to encourage the soldiers here to join the search, said the TOPS Award is an expression of gratitude from the private sectors for the sacrifices and the heroism shown by the Filipino soldiers in performing their duties.

More importantly, Torres said the award wants to help change the public perception towards the public servants, which in this case are the soldiers.

He explained that media coverage has almost always cast the armed forces in bad light in the past and they want to counter that by showcasing the accomplishments of the soldiers and their meritorious contributions to the community.

With a sense of poetic justice, they will also use media exposure so that the soldiers will be able to tell their stories to the people and inspire them.

The MFI executive director shared that, every year, they hear many inspiring stories involving the Filipino soldiers that motivate them to continue the program.

WESCOM Commander Major General Juancho M. Sabban, who himself was one of the TOPS Awardee in 2003, encourages his men to join the contest and even promised to sign their endorsement to their mother unit so as "not to deny any WESCOM soldiers of the opportunity to receive the award."

He said he values his TOPS award more than some of the military awards he had received because it came from the civilian sector.

"Napakahirap kumbinsihin ng mga sibilyan na magaling tayo (It's very hard to convince the civilians that we're good at our jobs)," he jokingly remarked as he was sharing his experience in receiving the award but seriously added, addressing his men, that "we need to show that we are at the frontline of nation-building."

Besides receiving the TOPS Award, MGen Sabban is also a recipient of the Continuing Award for Excellence in Service, or the ACES award, having been selected from the list of all who already won the TOPS Award.

LTC Juan Ismael T. Villadolid, Acting CUCS of WESCOM and co-current U7, WESCOM, said the award could also empower the soldiers to become better partners in community development.

The TOPS award is part of the recognition the MFI confers to different public servants, which include the police and the teachers.

Since 1999, already 126 great soldiers were honored by the award. The MFI gives the award to ten soldiers, who are selected and judged by a multi-sector body, every year.

The MFI executive director said that by giving face to heroism, they hope that the deeds of these soldiers will be emulated by their peers in the military. (6CRGAFP Released through PIA9-BST)

Philippines cited world's top outsourcing center for 3rd time
Tacloban City (November 2 2010) -- The report that the Philippines, for the third time, was acclaimed as the world's top outsourcing center when it was awarded the Offshore Destination of the Year Award for 2010, is indeed heartwarming and inspiring.
Winning a NOA Award is a huge accolade because as posted at the NOAA webpage, a previous winner said that "NOA sets the benchmark for the best practice in outsourcing."

The honor was given during the National Outsourcing Association (NOA) Awards Night, held at the Park Plaza Riverbank Hotel in London last week.

The country first bagged the coveted title in 2007. The Philippines also beat other countries in the same category last year, making this year a back-to-back win.

NOA disclosed that with the abundant graduate workforce, the Philippines is becoming a veritable offshore giant for the UK Business Process Outsourcing (BPO) market.

The NOA, in particular, gave full importance and recognition to the country's 92 percent literary rate, 36- million labor force with 450,000 university level graduates per year – about 100,00 of them finance and accounting graduates – and the ability to understand and speak English with a neutral and understandable accent.

The country's world-class telecommunications infrastructure and unparalleled government support in the form of income tax holidays of up to six years, and other fiscal and non-fiscal incentives, also boosted the country's chances in bagging the title.

Moreover, the board of judges gave due importance to the flat 5 percent income tax rate on gross income for locators of office buildings and installations accredited as Philippine information technology (IT) economic zones, after the initial 4-6 years of income tax holiday has passed.

The NOA has been operating for over 20 years and is the only well-established and recognized outsourcing trade association in the United Kingdom.

It is also one of the founding bodies of and prime movers of the European Outsourcing Association.

The NOA Awards are held every year to give recognition to best practices in the UK outsourcing industry. This year, there were 17 categories in contention.

Other nominees in the category won by the Philippines included Egypt, Sri Lanka, and Ukraine.

Receiving the award on behalf of the Philippine outsourcing industry and the Department of Trade and Industry (DTI) were Commercial Attaché Michael Alfred V. Ignacio and Trade of Investment Representative Vicente A. Casim of the Philippine Trade and Investment Center in London. (PIA 8)

Philippine Archive / All Saints Day in Tacloban City
December 15, 2019, 12:30:03 PM
Commemoration of All Saints Day generally peaceful in Eastern Visayas

Tacloban City (November 2 2010) -- Tacloban City and Region 8 as a whole observed All Saints Day in a peaceful and orderly manner, the Philippine National Police reported.
This is attributed to the fact that the PNP heightened their security measures by fielding additional security forces in the different cemeteries, together with the full cooperation of the municipal and barangay officials and the cemetery-goers as well.

The PNP has recorded no untoward incidents in the City of Tacloban, even in the City's biggest public cemetery. The people entering the cemetery were subjected to body search by the Philippine National Police in order to ensure that no deadly weapon and liquor, which are prohibited, will be smuggled inside the cemetery.

The PNP thanked the people for understanding that these measures were implemented in order to ensure the safety of the citizens who were paying respect to their departed love ones.

It was the general observation that unlike in the previous years, the observance of the All Saints Day was done in a well-organized and orderly manner.

Even the "Operation Bakal" where the cemetery-goers were searched upon entering the cemeteries to see to it that no bladed and deadly weapons are brought inside the cemetery premises, yielded negative results.

Also gone is the perennial traffic congestion near the Public cemetery as the PNP closed the El Reposo St., including the Real portion to traffic. The traffic was rerouted to the Old Road in Sagkahan in order to avoid traffic at the Redemptorist Church.

The PNP attributed these positive developments to the cooperation and support of the people. The PNP also acknowledged the support of the local radio stations as a big help in informing the people on the policies for the cemetery goers.

It was timely that they were able to inform the general public through local radio stations on matters concerning security and preparedness like going to the cemetery earlier to avoid traffic delays, bringing of just the most important things needed and allowed and not to wear jewelries and most importantly to obey to the rules and regulations for everybody's good.

Unlike in the previous days which were rainy, All Saints Day festivities was blessed with fair weather conditions, with only rain showers for several minutes at mid-afternoon. (PIA 8)

Philippine Archive / Public market of San Quntin town
December 15, 2019, 12:28:42 PM
Fire breaks in two Pangasinan towns
2010 PANGASINAN (2 Nov) -- Two separate fire incidents occurred here on Monday reducing millions worth of properties into ashes.
Three stalls in the public market of San Quntin town caught fire at 3:45 a.m. which according to investigators, was caused by faulty electrical wiring.

Burned were the stalls of Delia Victoriano, who declared P1.5 to 1.8 million worth of properties damaged; Allan Ceralde who declared P 200,000 loss; and Jason Antolin who sells general merchandise declared P1 million in damages.

Alert firemen were able to put off the fire two hours later.

Meanwhile, the house of Barangay Ilang councilor Alfredo Lomboy in San Carlos City was also gutted by fire at the height of the All Saints' Day revelry.

Only his children were left at home when fire broke out at 7: 30 p.m. The councilor and his wife were at the cemetery at that time.

Arson investigators looked into the possibility of candles as the cause of the fire because it has been the habit of Pangasinenses to light candles inside and outside their houses at 6 p.m. of All Saints Day.

No casualties were reported in the two incidents.(PIA-Pangasinan)

Talaingod gets add'l Kalahi funds, bent on exercising good governance
by Jean Duron-Abangan
2010 TALAINGOD, Davao del Norte ---- Upon fresh receipt of a P7.5 million grant for more KALAHI-CIDSS projects, the Talaingod municipal government is being challenged to exercise good governance.

Department of Interior and Local Government (DILG) XI Local Government Development Division Chief Claudio Catubig on Thursday challenged the municipal government to observe good governance in implementing projects under the 5th grant of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).

Catubig explained that good governance is given spirit through encouraging people to actively participate in the decision-making process; being transparent in government transactions; and by holding government officials accountable to the people, meaning they should be responsible of their actions.

Representing DILG, Catubig was one of the signatories of the KALAHI-CIDSS (KC) memorandum of agreement (MOA) signed with the Municipal government of Talaingod, Department of Social Welfare and Development and provincial government of Davao del Norte.

The MOA signing became part of the annual Kalibulungan Festival, a gathering of Ata-Manobo tribes—Langilan, Kailawan and Talaingod, to thank the Almighty God for granting them a bountiful harvest.

In his response, Talaingod Mayor Basilio Libayao vowed to do all he could to seek more funding assistance from various sources to implement more projects in Talaingod while also encouraging his constituents to embrace ownership of KC projects.

"Atong panggaon ug mahalon. Tungod usab kini sa paningkamot sa mga opisyales sa local nga panggamhanan," he said.

In the same event, Acting Provincial Governor Victorio Suaybaguio corroborated calls of Libayao for community folks to take care of KALAHI-CIDSS projects as he looked at Talaingod as a "very fortunate town" to have been given more KC projects than the other towns of Davao del Norte.

KC Municipal Area Coordinator Allan Causing in an interview said the latest KC funding falls under the Makamasang Tugon component which serves as an incentive to municipalities where the sub-projects of the KALAHI: CIDSS were already completed, properly implemented and have served its purpose of empowering the community.

KALAHI-CIDSS sub-project implementation in Talaingod started in 2003. It ran in three cycles lasting until 2006. The town then became a recipient of Japan Social Development Fund-Social Inclusion Project (JSDF-SIP) which was considered as a continuation of KC project implementation.

Improving Leyte jail conditions
Improving Leyte jail conditions:A public-private partnership
Tacloban City (November 2 2010) – The International Committee of the Red Cross (ICRC) recently turned over the renovated jail facilities in Ormoc City, Leyte to the Bureau of Jail Management and Penology (BJMP).

Andres Casal, ICRC's water and habitat coordinator, said that among the substantial improvements in the Leyte jail is in its kitchen which has now a tiled flooring, three stoves, a stainless steel preparation table, and a new spanking sink; adjacent too is a new toilet.

The Geneva-based humanitarian organization also improved the jail's ground reservoir by installing a 4,000-liter capacity storage tank for ready access to safe drinking water for its 700 detainees.

ICRC also enhanced ventilation by replacing a concrete wall in the main cell building with steel bars to allow freer air circulation.

Daphnee Maret, head of Tacloban ICRC proudly announced that in addition to the improvements made in the Leyte jail, a new infirmary complete with medical equipment had also been installed.

This project was made possible with the involvement of the inmate in the construction while the ICRC provided construction materials and technical support.

Call for Action

These improvements are part of the "Call for Action" process that the Red Cross launched early this year to help government upgrade penal infrastructures, tuberculosis management in jails, and the criminal justice process. So far, nearly 13,000 detainees in 27 BJMP jails and four provincial jails have benefited from the ICRC's structural projects between January and August 2010.

Since 2007, the ICRC has been working with national authorities as part of the "Call for Action" process to address the causes of jail congestion and its consequences on health and living conditions of all detainees.

To this end, the ICRC has worked with the national authorities since November 2009 to set up a mechanism that will coordinate existing paralegal programs bringing together technical experts and decision-makers from the different pillars of the criminal justice system and involving the three different branches of the government.(RO8)

Pangasinan peaceful during All Saints Day, says police
By Danny O Sagun
Dagupan City (02 November 2010) –After earlier enjoying a family reunion during the barangay and sangguniang kabataan elections, Pangasinenses enjoyed another holiday on Monday as they remembered their dead loved ones which according to the Pangasinan provincial police office was generally peaceful.

It was observed that uniformed policemen were strategically stationed in busy road intersections, entrance of cemeteries and other public places while others patrolled the premises.

Pangasinan police provincial director Sr. Supt. Rosueto Ricaforte assigned a supervisor for police stations in every congressional district to ensure that his directives at making the All Saints' Day celebration peaceful and orderly are strictly followed.

Deputy provincial director for operations Supt. Harris Fama said that the campaign against carrying deadly weapons and liquor ban was strictly implemented.

The Lingayen police confiscated one bladed weapon and a bottle of wine, while the Mangaldan police got eight bladed weapons including three pieces of screw driver and 40 pieces of firecrackers. Twelve bottles of wine were confiscated by the Urdaneta City police, while three bladed weapons yielded in Tayug. Two items of horn (wangwang) were confiscated from Villasis.

Except for an intoxicated man who was caught creating trouble in Lingayen, there was no election-related violence during the celebration, Fama added. (PIA Pangasinan)

Two more rebels embrace 8ID's call to surrender
Tacloban City (November 2 2010) – Two (2) more rebels operating in the hinterlands of Northern Samar voluntarily gave up their ideology in the morning of October 28, 2010.
This is in line with the standing call of the Army's 8th Infantry Division to the New People's Army (NPA) to lay down their arms and return to the mainstream society to re-experience the genuine democracy, Lt. Col. Noel Vestuir of the 8th ID informed.

Alias Noli and alias Speed, whose identity are still undisclosed as of press time, are brothers and both residing in Barangay Balud, Silvino Lobos town. These were revealed through custodial debriefing conducted by the 8ID.

Lt. Col. Vestuir said that in an initial report from the 8ID's 803rd Infantry Brigade, Noli and Speed are both under the leadership of a certain alias "Pruding" of Northern Samar Provincial Party Committee (NSPPC).

The duo also revealed that the NSPPC is now experiencing unstable operations because of the impact of the recent major engagement transpired between 8ID troopers and their groups all around the Samar Island.

It can be recalled that weeks ago, enemy main camp and numbers of encampments and safe houses fell in the hands of the 8ID troopers following the intensified combat operations including the recovery of assorted high powered fire arms, war material caches, piles of food stuffs, medical paraphernalia, personal belongings, subversive document and other materials that greatly impacted their underground operations in the distant barrios.

"Guikukuri-i an kabutangan didto. Tikang sa pagka-engkwentro sa makaduru-dulain nga among mga kausa sa naglabay nga mga semana, baga nagkasamok, samok na sa sulod ngan nawara na liwat an am nga butang na am guingagamit sa am operasyon", the duo disclosed.

(Our situation gets worse inside. It started after the encounter of our different groups against the government troops. It resulted to misunderstanding between our ranks and our important materials used for operations were also lost.)

"Damo ba gad an naruruyag sa am grupo nga sumorender kay damo na an nagkukuri sa solod. Naawa man an kadam-an sa am sa nahinabo sa am kausa na maupay na an kabutangan dihan sa gawa", the duo added.

(Many of our members really wanted to surrender because it is really difficult inside. Most of them feel envy to others who earlier surrendered and now having a good life in the open.)

Meanwhile, 8 ID commander Major General Mario Chan expressed his appreciation to Silvino Lobos Mayor Edmund Guillamac who is also responsible for the surrender of the said rebels. He further acknowledged the good partnership between the local government and the Army for common good of the people.

Furthermore, Major General Chan reiterated his call to the members of the underground movement to lay down their arms and reintegrate to the mainstream society. He also emphasized that he is more than happy to see these people peacefully reaching their arms to the government for the sake of freedom and democracy than through a bloody resort of struggles.

"As vanguard for peace and democracy in Eastern Visayas, we want to make sure that our people will have peaceful sleep at night, away from harm and far from the danger of the NPAs who sow terror in expense of power. "

"Your 8ID will continue to intensify its operations, for you to be able to celebrate Christmas meaningfully and to welcome the New Year more peacefully," General Chan said. (PIA 8 with report from 8ID)

SEC ISSUES GUIDELINES ON REVIVAL OF EXPIRED CORPORATIONS

The Securities and Exchange Commission (SEC) has started accepting applications for the revival of expired corporations, pursuant to Republic Act No. 11232, or the Revised Corporation Code of the Philippines.

The Guidelines on the Revival of Expired Corporations, issued through SEC Memorandum Circular No. 23, Series of 2019, became effective upon its publication on December 6.

Under the Guidelines, an expired corporation whose certificate of registration has been suspended or revoked for non-filing of reports may revive its existence, provided it shall file the proper petition and settle the corresponding penalties.

An expired corporation whose corporate name has already been validly reused by another existing corporation may likewise apply for a revival of corporate existence, provided it shall change its corporate name.

On the other hand, the Guidelines shall not apply to corporations which have completed the liquidation of their assets or have been dissolved by virtue of Sections 6(c) and 6(d) of Presidential Decree No. 902-A, as amended by Presidential Decree No. 1799, as well as those whose certificates of registration have been revoked for reasons other than non-filing of reports.

An expired corporation may also not apply for revival of corporate existence when it has already availed of re-registration, except when the re-registered corporation has undertaken to undergo voluntary dissolution or change its corporate name.

At least a majority of the board of directors or trustees and of the outstanding capital stock or members, in the case of a nonstock corporation, must vote in favor of the revival of the expired corporation.

The expired corporation shall file with the SEC a verified petition for revival, which shall state that there is no intra-corporate controversy and that no third persons nor government agency will be prejudiced by its revival, among others.

If there has been a change in the composition of the stockholders or members, the petition must include a reconciliation of the changes from the corporation's expiration to the stockholders' or members' approval of the revival.

Along with the petition, the expired corporation shall file copies of its certificate of incorporation, articles of incorporation, revived articles of incorporation showing the proposed changes in its corporate term, general information sheet and audited financial statements as of expiration, and other documentary requirements.

The SEC shall also require a favorable recommendation of the appropriate government agency in the case of banks, banking and quasi-banking institutions, preneed, insurance and trust companies, non-stock savings and loans associations, pawnshops, corporations engaged in money service business, and other financial intermediaries.

The petition may be filed with the SEC Company Registration and Monitoring Department or any of the Commission's satellite and extension offices.

Within 15 days from filing, the expired corporation shall publish the petition in a newspaper of general circulation. It shall file with the SEC pieces of evidence of the publication 15 days thereafter.

Parties in interest may file a verified opposition to the revival within 15 days from the date of publication. They shall pre-mark all evidence to be introduced upon filing of the opposition or during a scheduled conference.

If it finds the petition meritorious, the SEC shall issue a certificate of revival of corporate existence, which shall provide for a perpetual corporate term unless the revived corporation opts for a specific term.

A revived corporation shall have two years from the issuance of its certificate of revival to comply with the provisions of the Revised Corporation Code.

The revival of expired corporations is pursuant to Section 11 of the Revised Corporation Code, which provides for the perpetual existence of corporations. Under the old Code, corporate terms were capped at 50 years.

As part of the shift to perpetual corporate terms, the Revised Corporation Code allows an expired corporation to apply for the revival of its existence, together with all the rights and privileges under its certificate of incorporation and subject to all of its duties, debts and liabilities existing prior to its revival.

For the complete list of requirements and application process, refer to the Guidelines on the Revival of Expired Corporations on the SEC website.

Statement of PCOO Sec Andanar on NPA attack in Eastern Samar

We vehemently condemn the NPA attack in Brgy. Libuton which left two dead and wounded several individuals, including three children and policemen.

The loss of life and the violence experienced by the victims are reprehensible. We can only imagine the grief of their loved ones who would have spent the Christmas season with them in good health, had it not been for the senseless act of these terrorists. Our thoughts go out to all of you in this difficult time.

We commend the police, the emergency personnel, and the civilians who helped and protected those that they could. Their courage and selflessness are admirable.

As Communications Chief of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), we will continue to communicate and engage with local officials and civil society groups and convey the government's resolve to end conflict.

Rest assured, this administration will continue its fight against terrorism and insurgency for the safety and security of all Filipinos, and in order to achieve true and lasting peace for the country

Philippine Provinces / New People’s Army in Talaingod
December 15, 2019, 11:43:34 AM
PIA DAVAO DEL NORTE—- Talaingod Mayor Jonnie Libayao highly condemns the continued presence of the New People's Army in Talaingod.

In a phone query this morning, he said the death of a civilian farmer caught in a crossfire on Dec 13 between government troops and armed NPA rebels at Sitio Kaylawa, Sto. Nino, would not have happened if not for the rebels' continued influence that is bringing harm to the community.

Libayao had released an official statement regarding the incident. His administration had already declared the NPA as persona non grata, and had manifested its abhorence of the NPAs.

Libayao reiterates his condemnation of the "harrassment" initiated by the NPAs as "it inflicted anxiety, distress and fear" among residents in communities of Talaingod. (JMDAbangan)

PAG-IBIG offers 7% dividends for
tax-free govt-guaranteed savings

TAGBILARAN CITY, Bohol, Dec. 14, (PIA)—You still got that extra cash with you?

While contemplating on putting this in a savings stash in your favorite bank can earn you a little bit and offering you that easy chance to draw from it when you cash-starve, the government, through Pagtutulungan sa kinabukasan, Ikaw, Bangko, Industryia at Gobyerno (PAG-IBIG) Savings Program is one worth a second hard look.

In a bank of your choice, the maximum time deposit interest rate for your P1,000 for six months can go as high as 1.13% or at the least, .50%.

With PAG-IBIG Fund's Modified Pag-ibig (MP) 2 Savings Program, this voluntary savings program of P500 per remittance or more if you have more cash, this will earn government-guaranteed and tax-free dividends at a higher rate than the already high interest rate of the regular PAG-IBIG Savings, according to PAG-IBIG Fund information officer Leonardo Cirujales.

Bringing this rare offer at the Kapihan sa PIA, Cirujales bared that this savings program is designed for PAG-IBIG Fund members and those with other income sources, who wish to save more and earn higher dividends

PAG-IBIG MP2 Savings Program saves you more with the assured 7% dividend rate receivable in annual credits to your Landbank of Development Bank of the Philippines savings, or through a check payable to the MP2 saver, or upon the five-year maturity of the MP2 with compounded dividends, he added.

In fact, the fund's information officer said the savings funds has no limit.

"One can save as much as one wants under the MP2 Savings Program. If one wishes to remit an amount over 500,000, he will however have to issue a personal or manager's check for the account," he instructed.

And with retirees and pensioners who are spending lesser than what they get annually, the program is also open.

Regardless of age, retirees and pensioners with at least 24 monthly savings prior to retirement, can save under the MP2 savings, Cirujales stressed.

So why do you have to opt for this better savings program again?

PAG-IBIG Fund's MP2 Savings program offers a minimum P500 per remittance, or a one-time savings of a higher amount, is assured of at least 7.0% annual dividends compared to only 1.13% from other banks.

While commercial bank's minimum time deposits of P1,000 for a minimum of six months can earn 1.13%, MP2 can already earn 7% in a year and onwards to maturity.

And then, bank accounts are always subject to taxes that the interest sometimes would be drowned by the taxes paid for the account.

And while MP2 Savings is locked on for the next five years, this tax-free savings program presents an opportunity for the saver to impose financial discipline considering that unlike ordinary bank accounts, the money can be easily drawn, causing the principal to be depleted and the plan to save can easily be drained away. 2006 PR: Senate Minority Leader Aquilino Q. Pimentel, Jr. (PDP-Laban) today said he is not surprised anymore over reports that the Arroyo administration will support the planned candidacy of former Elections Commissioner Virgilio Garcillano for congressman in Bukidnon.

Pimentel said Garcillano was cleared by the Department of Justice of charges of perjury and falsification of public documents in connection with his testimony on the 2004 Garci tapes scandal, obviously in accordance with a Palace-prepared script, in preparation for his congressional candidacy.

He said the Palace is afraid that if it does not back Garcillano in his candidacy, the former poll commissioner may spill the beans on what he knew about the massive dagdag-bawas (vote padding and shaving) operations that enabled President Gloria Arroyo to steal the 2004 presidential election.

"It looks like they have no choice but to support Garci because he knows too much. But I think the support will not be given wholeheartedly. They will only be forced to do it due to circumstances. If they do not support him, they fear that he may say things that will be damaging to the administration," he said.

Already, Executive Secretary Eduardo Ermita has declared that administration's endorsement of Garcillano's candidacy could not be ruled out especially if he is not disqualified from running.

Pimentel said the ruling of the DOJ investigating panel dismissing the charges against Garcillano for lying and falsifying during his testimony before the House of Representatives was not unexpected.

He said the ruling is absurd and shows once more the DOJ's subservience to the Palace. Contrary to the DOJ's claim, he said there is ample documentary and testimonial evidence that Garcillano lied and perjured his statement before the House probe panel.

Pimentel said Garcillano's claim that he never left the country after the May, 2004 elections was belied by the official communications from Singaporean authorities that Garcillano arrived in Singapore on July 14, 2005 and left for London the following day.

"So the ruling of the DOJ is faulty because how can you disregard the written statement from Singaporean authorities that showed Garcillano really went to that country? These are in the records of the Singaporean immigration office," he said.

Pimentel said that between Garcillano's denial and the certification of Singaporean authorities, backed by documentary evidence, the latter is more credible and believable.

Press Release Philippines / Free College Law
December 15, 2019, 02:29:40 AM
Sen. Bam Aquino is hoping for the complete implementation of the free college law in 2019, with students in public universities and colleges not having to spend a single centavo on tuition, miscellaneous and other mandatory fees.

"Gawin sanang New Year's resolution ang 100% compliance sa batas na Libreng Kolehiyo," said Sen. Bam.

"Siguraduhin natin na kahit kapos angnpamikya, makapagtatapos pa rin ng kolehiyo dahil libre na ang tuition, miscellaneous at iba pang mandatory fees sa public schools," added Sen. Bam.

Sen. Bam orchestrated the passage of Republic Act 10931 or the Universal Access to Quality Tertiary Education Act as principal sponsor in the Senate during his term as chairman of the Committee on Education.

Earlier, Sen. Bam received a commitment from the Commission on Higher Education (CHED) that it will issue a memorandum prohibiting state universities and colleges (SUCs) from charging mandatory fees.

During the CHED's budget hearing, Sen. Bam informed its officials that he received complaints from students that some SUCs still collect miscellaneous and other mandatory fees from students, despite the expressed prohibition under Republic Act 10931.

Sen. Bam told CHED officials that the law should be properly implemented so that students and their families can enjoy its benefits, allowing them to cope with daily expenses amid the high prices of food and other goods.

"Sa halip na gamiting pambayad sa gastusin sa paaaralan, mas maganda kung mapunta ito sa ibang pangangailangan ng pamilya, lalo na sa pagkain, damit at iba pang kailangan," added Sen. Bam.

Sen. Bam is also pushing for the full release of the budget for the Tertiary Education Subsidy (TES) program to student-beneficiaries in both public and private education institutions.

Press Release Philippines / Taxing single-use plastics
December 15, 2019, 02:28:01 AM
MANILA - Following the aftermath of Typhoon Tisoy that left P3.7 billion in damages, Senator Francis "Kiko" Pangilinan on Wednesday said that taxing single-use plastics is a "step in the right direction."

The House Ways and Means Committee has approved the passage of House Bill (HB) 178 or "An Act Imposing Excise Tax on Single-use Plastic Bags."

If passed, HB 178 will impose a P20 tax per kilogram of plastic bags. According to the House Ways and Means Committee Chair Albay Rep. Joey Salceda, this could generate P4.8 billion in revenues for the government within a year of its implementation.

"Maaring magamit ang revenues na ito sa pagpapaigting ng Disaster Management and Risk Reduction initiatives sa ating bansa, o kaya naman ay pagpondo sa mga pag-aaral kung paano natin mapapabawas ang epekto ng climate change," Pangilinan said.

"Ngayong tapos na ang budget hearing, mayroon pang ilang nalalabing araw ng taon kung kailan maaring dinggin ang mga inihaing batas ukol sa single-use plastics dito sa Senado," he said.

Pangilinan, in July of this year, filed Senate Bill 40 or the "Single-Use Plastics Regulation and Management Act of 2019." It proposes a ban on the manufacture, importation, and use of all single-use plastics, particularly disposable plastics commonly used for plastic packaging and food items such as grocery bags, food packaging, films and bags, manufacturing water bottles, straws, stirrers, containers, Styrofoam/styros, cups, sachets, and plastic cutlery.

Recycling single-use plastics will also be incentivized.

"Malacañang na mismo ang nagsabi na pinag-aaralan na nila ang pagbabawal sa single-use plastics kung kaya't kailangan na talagang simulang dinggin ito sa Senado," Pangilinan said.

SB 40 is currently pending with the Senate Committee on Environment, Natural Resources and Climate Change.
