Talaingod gets add’l Kalahi funds, bent on exercising good governance

2010 TALAINGOD, Davao del Norte ---- Upon fresh receipt of a P7.5 million grant for more KALAHI-CIDSS projects, the Talaingod municipal government is being challenged to exercise good governance.

Department of Interior and Local Government (DILG) XI Local Government Development Division Chief Claudio Catubig on Thursday challenged the municipal government to observe good governance in implementing projects under the 5th grant of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).

Catubig explained that good governance is given spirit through encouraging people to actively participate in the decision-making process; being transparent in government transactions; and by holding government officials accountable to the people, meaning they should be responsible of their actions.

Representing DILG, Catubig was one of the signatories of the KALAHI-CIDSS (KC) memorandum of agreement (MOA) signed with the Municipal government of Talaingod, Department of Social Welfare and Development and provincial government of Davao del Norte.

The MOA signing became part of the annual Kalibulungan Festival, a gathering of Ata-Manobo tribes—Langilan, Kailawan and Talaingod, to thank the Almighty God for granting them a bountiful harvest.

In his response, Talaingod Mayor Basilio Libayao vowed to do all he could to seek more funding assistance from various sources to implement more projects in Talaingod while also encouraging his constituents to embrace ownership of KC projects.

“Atong panggaon ug mahalon. Tungod usab kini sa paningkamot sa mga opisyales sa local nga panggamhanan,” he said.

In the same event, Acting Provincial Governor Victorio Suaybaguio corroborated calls of Libayao for community folks to take care of KALAHI-CIDSS projects as he looked at Talaingod as a “very fortunate town” to have been given more KC projects than the other towns of Davao del Norte.

KC Municipal Area Coordinator Allan Causing in an interview said the latest KC funding falls under the Makamasang Tugon component which serves as an incentive to municipalities where the sub-projects of the KALAHI: CIDSS were already completed, properly implemented and have served its purpose of empowering the community.

KALAHI-CIDSS sub-project implementation in Talaingod started in 2003. It ran in three cycles lasting until 2006. The town then became a recipient of Japan Social Development Fund-Social Inclusion Project (JSDF-SIP) which was considered as a continuation of KC project implementation.
