GOOD NEW FOR TAGBILARANONS

Richli Corporation has started to expand the reach of its water services across Tagbilaran City as development works of its facilities remained in full blast, gradually boosting potable-household water supply in the province's capital.

According to Richli vice president for communications Elmer Lim, they continued their pipe-laying works in Barangay Manga and later start the same operations in the villages of Tip-Tip, Dampas and Cogon.

"Mo sugod na pud ta somewhere sa Banat-i tiilan. Mga next two weeks, naa nay tubig nato diha," said Lim. "Maybe January 1st naa na ta dapit sa Cogon."

Richli earlier started to offer its services to a few residents of the city particularly in Barangay Mansasa.

"Gasugod na ta og Tagbilaran, somewhere in Mansasa. Naa na tay mga customer diha, mga subscriber...mga three months na," he said.

The water service provider is directly channeling supply to Mansasa from Barangay Patrocinio in Cortes where its source and water treatment facility are located.

Richli however will soon allot a water reservoir which is currently under construction in the adjacent village of Barangay Libertad, Baclayon that will cater to the needs of the city.

The facility, with a capacity of 2,000 cubic meters, is expected to be completed in April, 2020.

According to Lim, their water supply is treated and of better quality making it safe for human consumption.

"Ni-agi og laboratory g'yud ning ato, different product ta. Dretso na inom. Approved to ug monitored sa DOH (Department of Health). Popareha ta og quality grade sa refilling station," he said.

According to Engr. Peter Busano, Office of the Tagbilaran City Waterworks System chief, Richli's entry into the industry will benefit residents in the city, where some areas are still not being provided with 24-hour water services.

The establishment of the new water service provider is also seen to help meet the growing water supply demand in the city, he said. (A. Doydora)

As Department of Foreign Affairs (DFA) Secretary Teodoro Locsin, Jr. prepares to participate in the 14th Asia-Europe Meeting (ASEM) Foreign Ministers' Meeting in Madrid, Spain on 15-16 December 2019, His Excellency Philippe Jones Lhuillier, Ambassador of the Philippines to the Kingdom of Spain, cites how bilateral relations between the two (2) countries has "improved tremendously" in recent years, and how Spain sees the Philippines as an entry point in the Association of Southeast Asian Nations (ASEAN).

Ambassador Lhuillier discusses the interest of the Spanish business sector to invest in the Philippines' 'Build Build Build' infrastructure program and the recent signing of an air agreement that would result to direct flights between the two (2) countries in the future.

The Philippine envoy also mentions that there are 70,000 to 90,000 Filipinos residing in Spain -- most of whom are working in restaurants and in the household sector -- and how they are treated "very well" and as part of the family by the Spanish employers due to their positive work ethic.  Currently, there are eight (8) Filipino community associations in Spain that fully support the administration of President Rodrigo Roa Duterte.

PROLIFE COMMEMORATION OF THE UNBORN CHILDREN

Press Release: PROLIFE of the Ministry of Family and Life comemorates and remembers with great sadness the unborn children who never had been given the chance to see and experience what life is in the outside world Now on its twentieth year (20th) of this yearly PROLIFE event, every December 28, on Innocents Day,  is aimed to remind the church faithful that life is sacred and must be protected from womb to tomb. Most often defenseless lives inside the mothers womb face  different threats caused by  the rampant use of  contraceptives and  artificial methods of birth control. Abortion, thru hilot, use of pamparegla, chemical  abortion,  the use of abortifacients, like pills, IUD, Depo Provera, and similar injections and patch or implants, endanger LIFE within the womb. This is no different from the killing of innocent children by King Herod during Innocents Day ( Mt. 2:16-18).

Women too who use artificial birth control methods can endanger their health due to the different negative effects like cancer, high blood pressure, mood swings, depression, dizziness , fainting, loss of libido, stroke, early abortion and many others. It is a fact that contraceptive mentality leads to abortion. Only the Natural Family Method like the Billings Method is the safest way.

Each year PROLIFE put into focus on different ways, the sacredness and dignity of life that is to be appreciated, protected and celebrated in all its stages, like honoring of  Pregnant women, activities for mother and child, honoring senior citizens, special children, disabled persons among others. That is in addition to the Holy Mass for the unborn children, mothers and fathers who are deceived and lured to use contraceptives and for abortionists.

Last year, it was the Youth thru a Buletin board contest with the theme: PROTECT, CELEBRATE, DEFEND LIFE . Parish Youth Ministry of Antequera won the first prize, PYM Dauis, 2nd .

This year it is a Youth Video Making Contest with the same theme, Celebrate, Protect, Defend Life. General Topic / So what did the Pope say?
December 11, 2019, 10:21:00 PM
Reposted from FB
Sharing this copied story for us to learn

A woman was at her hairdresser's getting her hair styled for a trip to Rome with her husband..
She mentioned the trip to the hairdresser, who  responded:
" Rome?  Why would anyone want to go there? It's crowded and dirty.
You're crazy to go to Rome.  So, how are you getting there?"

"We're taking Continental," was the reply.  "We got a great rate!"

"Continental?" exclaimed the hairdresser.  "That's a terrible airline.  Their planes are old, their flight attendants are ugly, and they're always late.  So, where are you staying in Rome?"

"We'll be at this exclusive little place over on Rome's Tiber River called Teste."

"Don't go any further.  I know that place.  Everybody thinks it's going to be something special and exclusive, but it's really a dump."

"We're going to go to see the Vatican and maybe get to see the Pope."

"That's rich," laughed the hairdresser.  "You and a million other people trying to see him.  He'll look the size of an ant.  Boy, good luck on this lousy trip of yours.  You're going to need it."

A month later, the woman again came in for a hairdo.  The hairdresser asked her about her trip to Rome.

"It was wonderful," explained the woman, "not only were we on time in one of Continental's brand new planes,  but it was overbooked,
and they bumped us up to first class.  The food and wine were wonderful,  and I had a handsome 28-year-old steward who waited on me hand and foot..
And the hotel was great!  They'd just finished a $5 million remodeling job,
and now it's a  jewel,  the finest hotel in the city.
They, too, were overbooked, so they apologized and gave us their owner's suite at no extra charge!"

"Well," muttered the hairdresser,  "that's all well and good, but I know you didn't get to see the  Pope."

"Actually, we were quite lucky, because as we toured the Vatican, a Swiss Guard tapped me on the shoulder, and explained that the Pope likes to meet some of the visitors, and if I'd be so kind as to step into his private room and wait, the Pope would personally greet me.  Sure enough, five minutes later, the Pope walked through the door
and shook my hand!  I knelt down and he spoke a few words to me.."

"Oh, really!  What'd he say?"

He said: "Who fu--ed up your hair?"

(via| Kidapawan City Information Office)

Philippine Provinces / Make Christmas Party Simple
December 11, 2019, 05:18:49 PM
By Radyo Bida NDBC

Moro and Christian farmers in North Cotabato province, among them residents of interior barangays in Kabacan town, have lately been maximizing the utilization of their rice and corn farms, apparently encouraged by the progressing bilateral peace efforts of Malacañang and the Moro Islamic Liberation Front.

Both sides are now together rebuilding conflict-stricken areas in the south, including 63 barangays in North Cotabato, whose provincial governor, Nancy Catamco, a member of the non-Moro indigenous community in the province, is a staunch supporter the government-MILF peace and governance initiatives.

The non-Moro Christian and the indigenous, or non-Muslim tribal groups in Central Mindanao are key stakeholders to all peace and security compacts that the national government and the MILF had reached in tedious peace talks that lasted for 22 years. Capitol workers' P25,000 CNA bonus,
P10,000 service incentive

Bohol capitol workers' wish to be granted not just their Collective Negotiation Agreement (CNA) bonus but service incentive, too, is in the bag.

The Sangguniang Panlalawigan (SP) this afternoon approved a supplemental budget of P61 million for the P25,000 CNA bonus and P10,000 service incentive for each qualified employee of the provincial government.

This was also in positive response to a resolution from the Provincial Development Council Executive Committee (PDC Execom) and a letter from Acting Gov. Rene Relampagos.

Gov. Arthur Yap had earlier directed the capitol finance people to find means and sources for the granting of not just mandated benefits but  extra bonuses as well.

During the SP session, First District Board Member Aldner Damalerio acted as the temporary presiding officer on strength of his nomination and its approval by the SP members.

The session was also attended by Board Members Ricky Masamayor, as floor leader, and Lucille Lagunay, Frans Garcia, Restituto Auxtero, Victor Dionisio Balite, Elpidio Jala and Elpidio Bonita.

Likewise in the session were Board Members Romulo Cepedoza and Christian Victor Bolos III, provincial federation heads of the Association of Barangay Councils (ABC) and Sangguniang Kabataan (SK), respectively.

Good work PDEA, BARMM police, WestMinCom

COTABATO CITY (Dec.10) --- Authorities seized P34 million worth of shabu from three drug traffickers who fell in an entrapment operation Tuesday in Bongao town in Tawi-Tawi.

Haberson Jaafar, Elmer Jamadin and Adzfar Asali, are now under the joint custody of the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao and the Bangsamoro Regional Police.

Juvenal Azurin, PDEA-BARMM director, said they are to be prosecuted for violation of Republic Act 9165, also known as the Dangerous Drugs Act of 2002.

Juvenal Azurin, director of PDEA-BARMM, said the three men were arrested in the act of selling five kilos of shabu, valued at P34 million, to plainclothes PDEA-BARMM agents.

The operation that led to the arrest of Jaafar, Jamadin and Asali was assisted by the Bongao municipal police, the Tawi-Tawi provincial police, the 9th Marine Battalion and other units of the  military's Western Mindanao Command.

"It took our agents several days to plot and carry out the operation. We are thankful to all government units that supported this entrapment operation," Azurin said Tuesday.

He said the arrest of the three drug dealers and the confiscation of five kilos of shabu from them is a record-setting feat for PDEA-BARMM.

"We are thankful to all vigilant people and local officials in Bongao for helping us nail them down," Azurin said.

STATEMENT ON END OF MARTIAL LAW IN MINDANAO
By Rep. Ron Salo

TRIUMPHANTLY WELCOME BACK THE SOLDIERS and POLICEMEN WHO IMPLEMENTED MARTIAL LAW

I hail the decision of President on not extending martial law in Mindanao.

We have today a real commander-in-chief, who is both decisive and cares for his men in uniform.

President Duterte and the generals rallied the troops and the PNP to victory against the destabilizers and terrorists in Mindanao.

Every visit President Duterte made to Mindanao served to boost the morale of the soldiers and PNP-SAF. Truly a leader who earned the respect and trust of the armed services.

I also congratulate the implementors of martial law - the DILG, PNP,  DND, and AFP for successfully achieving their objective of weakening the terrorist and extremist rebellion, as a result of the capture or neutralization of terrorist leaders and the decrease in the crime index.

I urge the barangays to warmly and triumphantly welcome the soldiers and policemen who implemented martial law in Mindanao and will return soon to the loving embrace of their families and friends. (END)

PRESS RELEASE
Bill mandating co-op development officer in LGUs approved at the Committee level (Committee on Cooperatives Development)

Local governments must play a more active role in the development of cooperatives.  This is the aim of COOP-NATCCO Rep. Sabiniano Canama and Rep. Estrellita B. Suansing of Nueva Ecija & Rep. Horacio Suansing of Sultan Kudarat who filed House Bills 2436 and 287 respectively. Other related measures were filed by Representatives Dahlia A. Loyola, Wilter "Sharky"Wee Palma III,Anna Marie Villaraza-Suarez and David Suarez and Carlito Marquez.

The Suansings cited the 1987 Philippine Constitution which "provides for the promotion of growth and viability of cooperatives as instruments of equity, social justice and economic development under the principles of subsidiarity and self-help."

Said Constitution – lauded as a progressive document that put into the forefront social development – has been the basis of succeeding Philippine laws such as the Local Government Code of 1991 (Republic Act 7160).  The law, written by the late co-op champion former Senator Aquilino Pimentel, requires local governments to recognize and work with cooperatives as "instruments of equity, social justice and economic development under the principles of subsidiarity and self-help."

Though a landmark law, the Local Government Code, according to Rep. Canama, "the words of the law are vague and the implementation became optional on the part of the LGUs resulting in either LGUs with cooperative officers who serve other functions or no cooperative office at all.  In the long run, the cooperative sector is left to suffer."

Section 35 of the Local Government Code encourages LGUs to partner with "people's and non-governmental organizations to engage in the delivery of certain basic services, capability-building and livelihood projects, and to develop local enterprises designed to improve productivity and income, diversify agriculture, spur rural industrialization, promote ecological balance, and enhance the economic and social well-being of the people."

Not all are actually aware that co-operatives are peoples' organizations (POs)

Section 17 says "agriculture and fishery activities which include dispersal of livestock and poultry, fingerlings, and other seeding materials for aqua-culture; palay, corn, and vegetable seed farms; medicinal plant gardens; fruit tree, coconut, and other kinds of seedling nurseries; demonstration farms; quality control of copra and improvement and development of local distribution channels, preferably through cooperatives .

Furthermore, Section 17 requires Provinces to provide "assistance in the organization of farmers' and fishermen's cooperatives and other collective organizations."

Section 50 stipulates LGUs must create within nine days after elections committees on appropriations, women and family, human rights, youth and sports development, environmental protection, and cooperatives.

Section 149 guarantees cooperatives of marginal fishermen the "preferential right to such fishery privileges."

Section 108 requires LGUs to allow NGOs and POs to elect or "choose from among themselves their representatives to the local development councils."

Approved at the Committee level, the bills push the "mandatory appointment of a cooperative development officer in every local government unit (LGUs) in the country."  This development was lauded by the Philippine Cooperative Center and other cooperatives that were there in the congressional hearing.

If the Bill becomes a law, each LGU will have to set aside budget and appoint an officer who will ensure – full-time – the growth of cooperatives. There Are currently 27,000 co-ops registered with the Cooperative Development Authority.

Philippine Daily News / 97% voted for YES to DAVAO DE ORO
December 09, 2019, 10:26:19 PM
Press Release
97% voted for YES to DAVAO DE ORO

Nabunturan, Davao de Oro--- It's a resounding 97% in favor of "yes"  as Compostela Valley Province is now officially renamed to Davao de Oro with a total of 174,442 voting for YES.

"The making of history does not end here. This is only the beginning. We will work on making Davao de Oro true to its name, a province where people come, people live, and people prosper. We are Davao de Oro and this is our promise," Governor Jayvee Tyron L. Uy said following the declaration.

Governor Uy expressed his gratitude to all who took part in the making of history in the province as he thanked Congressman Manuel E. Zamora and the late Congressman Prospero Amatong who first filed the Davao de Oro bill fifteen years ago.

He also thanked the former Congressman of District -I and now Vice Governor Maricar Zamora together with District-II Congressman Ruwel Peter Gonzaga who passionately pursued the proposition three years ago and did the painstaking work of lobbying it to the House of Representatives with the counterparts of Senator Juan Miguel Zubiri and Senator Sonny Angara for doing the same in the halls of the Senate.

"We have nothing but gratitude to all who helped us in the campaign, to all local government officials, employees of the Provincial Government and everyone who helped us get the message of this renaming across, to the security sector, teachers and election officers who worked hard to give us a seamless plebiscite and most especially, to the people of Davao de Oro to whom this change is inspired, we thank them for going out last December 7 plebiscite and casting your vote, no matter what that vote is," said Governor Uy.

He added that, "our twenty years as Compostela Valley Province gave us enduring lessons- of resilience, convergence, cooperation and collective responsibility. Certainly, we will bring those ideals as Davao de Oro."

With its renaming, "Davao de Oro" aims to bring in more investments in the province since Davao Region is a bustling region with competitive business environment and a relatively peaceful province. De Oro refers to the rich/vast gold deposits found in the province were 10 of its 11 towns have gold deposits.

The final and official result was formally announced by the head of the Provincial Board of Canvassers (PBOC), COMELEC Regional Director Remlane Tambuang on December 8, 2019 at past 10 in the evening.  The total result of the voters turn-out reached 44% or 179,953 casted votes with 5,020 who voted for "No."  (Rey Antibo, ID Comval)

Last Friday and Saturday, our office invited the Regional Director of the Department of Tourism (DOT) and the Regional Executive Director of the Department of Environment and Natural Resources (DENR) as well as top officials from the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), DPWH, Coast Guard, Marina, PENRO, CENRO and Provincial Tourism Office to a familiarization tour of the 1st District of Negros Oriental and to come up with concrete plans for the development of the various destinations.

According to DOT Regional Director Shalimar Tamano, this is very timely because starting January 2020, the DOT Regional Office will be starting to craft the Central Visayas Tourism Master Plan, the first of its kind among all the DOT Regional Offices. We are happy to announce that our district is now in the radar of the Department of Tourism because of the various natural and man-made wonders our place has to offer.

Thank you to everyone who made this familiarization tour and ocular inspection a truly memorable experience for all of them.

SEC ADVISORY

The Commission was made aware of YouTube videos featuring the alleged news relayed by anchors, ROGER ABING CAMINGAWAN and DANIEL FLASH VILLAS in their radio broadcast stating, among others, that KAPA Community Ministry International, Inc. (KAPA) will not be subjected to NBI raid since it is already registered with the Commission as a crowd funding entity as a result of the issuance of SEC Memorandum Circular No. 14, Series of 2019.

Furthermore, in the said YoutTube videos, Mr. Camingawan further declared that by virtue of Section 2 Paragraph (Q), "Registrar of Qualified Buyers," KAPA is now registered as a crowdfunding entity and that KAPA is now merely awaiting the document that authorizes them to be a crowdfunding entity.

To set the record straight, KAPA is not registered with the Commission under SEC Memorandum Circular No. 14, Series of 2019 or the Rules and Regulation Governing Crowd Funding either as a crowdfunding intermediary or funding portal, nor has it a pending application before the Commission under said Rules. Thus, KAPA is not licensed to engage in Crowd Funding.

The public is hereby warned to exercise caution in viewing these kinds of YouTube video posts as they have been found to contain false reports. Samples of these videos are attached herewith for the reference of the public.

Further, KAPA through its counsel on record has disclaimed authorizing the publication of a myriad of posts on social media claiming that only authorized officers of KAPA, namely: Rene Catubigan and Ronnie Garay may speak on behalf of the entity.

The public is reminded that on 14 February 2019, the Commission en banc issued a Cease and Desist Order against KAPA, the respondent Joel A. Apolinario and those acting for and in behalf of KAPA. The dispositive portion of said Cease and Desist Order reads, as follows:

"WHEREFORE, premises considered, KAPA COMMUNITY MINISTRY INTERNATIONAL, INC., KAPA KABUS PADATUON (ENRICH THE POOR), KAPA/KAPPA (KABUS PADUTOON) KAPA-CO CONVENIENCE STORE AND GENERAL MERCHANDISE, KAPA WORLDWIDE MINISTRY, and/or Mr. JOEL APOLINARIO, their partners, officers, directors, agents, representatives, conduits, assigns and ANY AND ALL PERSONS CLAIMING AND ACTING FOR AND IN THEIR BEHALF are hereby ordered to IMMEDIATELY CEASE Page 2 of 4 AND DESIST UNDER PAIN OF CONTEMPT, from engaging in activities of selling and/or offering for sale securities in the form of investment contracts in the guise of a donation or any other forms of the same nature, as discussed above.

Furthermore, the subject entities and individuals are directed to CEASE from promoting its investment scheme through the internet and/or delete or remove immediately the promotional presentation of such investment scheme from the websites.

Moreover, to forestall grave damage and prejudice to all concerned and to ensure the preservation of the assets for the benefit of the investors, respondents or any of their representatives, or any person/s acting for and in their behalf, and such other persons directing or controlling the activities of such corporation, officers, representatives, salesmen and agents, are all ENJOINED from a) transacting any and all business involving the funds in its depository banks, and b) from transferring, disposing or conveying in any other manner any and all assets, properties, real or personal, and including bank deposits, if any, of which the named persons herein may have any interest, claim or participation whatsoever, whether directly or indirectly, under their custody, immediately upon receipt of this Order, until further orders from this Commission.
xxx."

The said Cease and Desist Order was eventually made permanent and is in full force and effect up to the present. Further, on 3 April 2019, the Commission en banc rendered a Decision revoking the Certificate of Registration of KAPA.

Finally, the Commission had already filed a criminal complaint against KAPA and its directors, officers and agents including Joel A. Apolinario, Reyna L. Apolinario, and Margie A. Danao for violation of the Securities Regulation Code before the Department of Justice which found probable cause to indict said persons before the appropriate courts.

For the guidance of the public.

How To Tips / Snake Bite Treatment
December 09, 2019, 05:39:37 AM
Some useful information I found shared by a friend. Worth a read

That bite of summer has well and truly come early this year and with that heat, comes snakes.
This article was written by Rob Timmings
Rob runs a medical/nursing education business Teaching nurses, doctors and paramedics. It's well worth the read
#ECT4Health

3000 bites are reported annually.
300-500 hospitalisations
2-3 deaths annually.

Average time to death is 12 hours.  The urban myth that you are bitten in the yard and die before you can walk from your chook pen back to the house is a load of rubbish.

While not new, the management of snake bite (like a flood/fire evacuation plan or CPR) should be refreshed each season.

Let's start with a
Basic overview.

There are five genus of snakes that will harm us (seriously)
Browns, Blacks, Adders, Tigers and Taipans.

All snake venom is made up of huge proteins (like egg white).  When bitten, a snake injects some venom into the meat of your limb (NOT into your blood).

This venom can not be absorbed into the blood stream from the bite site.

It travels in a fluid transport system in your body called the lymphatic system (not the blood stream).

Now this fluid (lymph) is moved differently to blood.
Your heart pumps blood around, so even when you are lying dead still, your blood still circulates around the body.   Lymph fluid is different.   It moves around with physical muscle movement like bending your arm, bending knees, wriggling fingers and toes, walking/exercise etc.

Now here is the thing.  Lymph fluid becomes blood after these lymph vessels converge to form one of two large vessels (lymphatic trunks)which are connected to veins at the base of the neck.

Back to the snake bite site.
When bitten, the venom has been injected into this lymph fluid (which makes up the bulk of the water in your tissues).

The only way that the venom can get into your blood stream is to be moved from the bite site in the lymphatic vessels. The only way to do this is to physically move the limbs that were bitten.

Stay still!!!  Venom can't move if the victim doesn't move.
Stay still!!

Remember people are not bitten into their blood stream.

In the 1980s a technique called Pressure immobilisation bandaging was developed to further retard venom movement. It completely stops venom /lymph transport toward the blood stream.

A firm roll bandage is applied directly over the bite site (don't wash the area).

Technique:
Three steps: keep them still
Step 1
Apply a bandage over the bite site, to an area about 10cm above and below the bite.
Step 2:
Then using another elastic roller bandage, apply a firm wrap from Fingers/toes all the way to the armpit/groin.

The bandage needs to be firm, but not so tight that it causes fingers or toes to turn purple or white. About the tension of a sprain bandage.

Step 3:
Splint the limb so the patient can't walk or bend the limb.

Do nots:
Do not cut, incise or suck the venom.
Do not EVER use a tourniquet
Don't remove the shirt or pants - just bandage over the top of clothing.
Remember movement (like wriggling out of a shirt or pants) causes venom movement.

DO NOT try to catch, kill or identify the snake!!!   This is important.

In hospital we NO LONGER NEED to know the type of snake; it doesn't change treatment.

5 years ago we would do a test on the bite, blood or urine to identify the snake so the correct anti venom can be used.
BUT NOW...
we don't do this.   Our new Antivenom neutralises the venoms of all the 5 listed snake genus, so it doesn't matter what snake bit the patient.

Read that again-  one injection for all snakes!
Polyvalent is our one shot wonder, stocked in all hospitals, so most hospitals no longer stock specific Antivenins.

Australian snakes tend to have 3 main effects in differing degrees.

Bleeding - internally and bruising.
Muscles paralysed causing difficulty talking, moving & breathing.
Pain
In some snakes severe muscle pain in the limb, and days later the bite site can break down forming a nasty wound.

Allergy to snakes is rarer than winning lotto twice.

Final tips:  not all bitten people are envenomated and only those starting to show symptoms above are given antivenom.

Did I mention to stay still.

OPENING REMARKS
RDC XI 4TH QUARTER/YEAR-END MEETING
6 December 2019
Governor Jayvee Tyron L. Uy
RDC XI Chairperson

I am indeed humbled to be entrusted by no less than President Rodrigo Duterte with this duty to lead the Regional Development Council for Davao Region for 2019-2022. It is my first full council meeting as your new Chair and no word can describe the excitement I feel with this opportunity to work with all of you, dynamic and competent development leaders of our region.

In the RDC Advisory Meeting held last month, Congressman Isidro Ungab cited that Davao Region's economy is growing faster than the National Capital Region. In fact, our region's average economic growth is way higher than the national average. With this feat, this RDC has a big task on its shoulders- to sustain these gains and bring the economic trajectory of the region even further.

The task of sustaining these milestones is not easy. There are a lot of factors, both external and internal that may hamper our growth. For instance, we were not spared by the damages brought by the strong earthquake that hit last month. In our region, Davao del Sur suffered the strongest impacts. Natural disasters alongside insurgency and other threats still makes our economy fragile.

Aware of our vulnerabilities, we are still optimistic. This is because we are also confident of our assets and strengths. Our leaders and stakeholders are united, our direction is clear, and no less than the President of the Republic and key cabinet secretaries are from our region. The tempo and the right elements are with us.

We know that development is correlated with all other issues, the problem of long standing insurgency in the region is the most pressing. As someone who led the Regional Peace and Order Council for three years and as a provincial governor of a province long affected by these conflicts, I know for a fact that development spells the difference between peace and conflict. The less developed communities are also the areas where insurgency is most persistent. This correlation is undeniable. This only proves the importance of RDC. As a council, we are tasked to push for projects that will bring development to where it is needed. It is within our powers to propose for projects that will help enhance the economy and thereby opening opportunities for many.

Just recently, we launched the Regional Operations Center of the Task Force-End Local Communist Armed Conflicts. This may be a security-specific measure but the participation of RDC provides the development aspect of it.

We are also assured that with the oath taking of special non-voting members today, our council's perspective will be diverse. Today, we shall also complete the full re-organization of RDC XI as our sectoral and special committee chairpersons will also take their oath. This will further strengthen the coordinative mechanisms set by RDC XI.

The work on our shoulders are indeed hard but Theodore Roosevelt leaves us one food for thought, "Far and away, the greatest prize one can have in life is to work hard at work worth doing".

May we have a productive and fruitful discussion.

Thank you very much!

SOLONS PUSH FOR REMOVING TEACHERS FROM NON-TEACHING FUNCTIONS
Press Release::
[ACT-CIS Rep. Tulfo wants alternative learning solution, more reading mentors to address poor reading comprehension]

In the wake of the bottom-scraping results of Filipino students' rankings in a global survey of 79 countries, some lawmakers have solutions to the quality issues in basic education, particular on reading comprehension, the plight of teachers, and funding.

Biñan City Rep. Marlyn Alonte has authored HB 5562 or the "Bawas Non-Teaching Load Act" to unburden teachers of all non-teaching workload, while Bohol 3rd District Rep. Alexie Tutor has proposed her 'School Health & Safety Act' (House Bill 4232) to remove teachers from social work and school health functions.

Meanwhile, ACT-CIS Party-List Rep. Jocelyn P. Tulfo wants non-readers grouped into an alternative learning track to directly address their reading challenges.

House Bill 4232 seeks to establish the School Health and Safety Office in each public school. The SHSO would be manned by qualified, licensed, and certified personnel while House Bill 5562 provides that appropriate and qualified administrative personnel shall be responsible for the performance and discharge of non-classroom teaching functions and roles on campus so that teachers can better focus on classroom teaching.

KABAYAN Party-list Rep. Ron Salo said he will co-author both HB 5562 and HB 4232. "Both bills seek to unburden public school teachers of non-teaching responsibilities heaped upon them by various regulations of  the Department of Education. When teachers are unloaded of their add-on administrative work such as property custodianship and recorders of financial transactions, they can focus on their real work in the classroom," he said.

ACT-CIS Party-list Rep. Jocelyn Tulfo suggested an alternative learning path for students with reading challenges and education bonds and foreign aid to fund quality improvement programs.

She said, "reading comprehension is a particularly difficult challenge because of the intense poverty most public school elementary and high school students face every day. Most elementary school graduates are non-readers."

"Hindi dapat ipasa sa high school teachers ang problema na dapat na-address na bago pa man mag-graduate ang bata sa Grade 6, dahil pati high school nadadamay sa reading problem," the congresswoman said.

ALTERNATIVE LEARNING SOLUTION

"To address the Reading problem, I suggest that after Grade 3, for pupils with significant reading comprehension difficulties, there be a special Alternative Learning System (ALS) intervention curriculum run by the DepEd's Education for Learners with Special Needs Office (ELSNO). However long it takes for them to reach the reading standard of Grade 6 level, they stay in the ALS until they graduate," Tulfo said.

Tulfo added that "for current students in Grades 4, 5 and 6 the same ALS curriculum for non-readers should be able to absorb those students and prevent the non-reading problem from spreading to high school."

"Ga-graduate pa rin ang non-reader elementary pupils at high school students; ngunit ibang curriculum, ALS for Non-Readers na ang dadaanan nila sa halip na regular curriculum, dahil sa mayroon silang special needs na may kinalaman sa hirap sa pagbabasa," Tulfo explained.

"To implement this, DepEd must hire more teachers with special training on students with reading challenges. I believe there is no other way to go about this massive reading problem in our public elementary schools," Tulfo said. (END)

That the offense was committed with the aggravating circumstances of nighttime, band, evident premeditation, use of disguise, taking advantage of treachery and superior strength to facilitate the commission of the crime.
Contrary to and in violation of Article 293 in relation to Article 294 and Article 14, paragraphs 6, 13, 14, 15 and 16 of the Revised Penal Code.[3]

EVIDENCE PRESENTED
According to the prosecution, the robbery incident occurred around seven o'clock in the evening of 21 June 1989. At the time, Cipriano Opiso (Opiso) was sitting on a bench alongside the store of Eufracio Bagabaldo (Eufracio), when the following persons arrived, all wearing masks: Willy Vallar (Willy), Danny Vallar (Danny), Oracleo and Edgardo Mabelin (Edgardo).[4] Willy pointed his M14 rifle to the left side of the body of Opiso and said, "Don't move because this is a robbery." The latter managed to stand up, hold the muzzle of the gun and raise it upward, after which it exploded hitting the top of his head. Opiso continued to grapple for possession of the rifle and, in the process, unmasked Willy.[5] Suddenly, accused Oracleo moved toward Opiso and stabbed the latter in the stomach. Willy pushed Opiso, who fell to the bench, pleading "Do not kill me because I will die with this wound already."[6] Willy and Danny left Opiso and proceeded into the store. Edgardo and Oracleo remained on the roadside and served as lookouts.[7]
Once inside, Danny and Willy pointed their weapons at the spouses Eufracio and Pedrita Bagabaldo. Danny fired his pistol into the air and declared, "Money, this is a robbery." Unnoticed by the accused, Oscar Omac (Omac), the Bagabaldos' household helper, hid beside a table, from which he witnessed the entire incident. Meanwhile, Pedrita begged for their lives and placed P15,000 cash on the table upon which Danny put the cash inside a bag. Unsatisfied, he demanded for more money, but Pedrita explained that it was the only amount left.[8] Thereafter, he and Willy held Eufracio by his shirt collar and dragged him outside the store. Pedrita ran to the kitchen to hide.[9]
Meanwhile, Opiso was crawling towards the residence of Eufracio for safety when he heard two gunshots.[10] Pedrita,[11] Omac,[12] and a neighbour—Paterio Denoso (Denoso)—also heard the gunshots.[13] Denoso immediately went out to check what happened. On the way, he heard footsteps so he hid himself behind tall grasses. From his position, he recognized Willy and three other persons. After the four left, Denoso continued towards the Bagabaldo residence and found Eufracio lying on the ground dead.[14] The latter's remains were then brought inside the house, while Opiso was rushed to the hospital.[15]
The post-mortem report prepared by the medico-legal officer of Gingoog City revealed that Eufracio sustained a gunshot wound in the brain. Meanwhile, the medical examination of Opiso showed that the victim sustained a two-centimeter stab wound that penetrated his abdominal cavity and would have caused his death if not for the timely medical treatment.[16]
During trial, Opiso claimed that though the other accused wore masks, he was able to recognize their identity because he had known them personally for twenty years from the time that they were still students.[17] Omac testified that he clearly saw Willy's face; recognized Danny based on his stature, voice and mannerism; and was very familiar with the Vallar brothers, because they were residents of Malibud.[18] Meanwhile, Candelaria Solijon testified that on the day of the incident, at around six o'clock in the afternoon, she saw the four accused walking together.[19]
For his defense, Willy denied commiting the crime and claimed that he was working as a farmer at the time of the incident.[20] Danny also denied any involvement, explaining that he was with his family inside their house at that time.[21] Meanwhile, Edgardo testified that during the date and time of the incident, he was in Cagayan de Oro City busy tending the farmland owned by one Oscar Ramos.[22]
Oracleo likewise invoked the defenses of denial and alibi, averring that he was at the Gingoog City Junior College attending his classes, at around 5:30 and 7:30p.m on the date of the incident. He further asserted that after his last class on that day, he accompanied his girlfriend-classmate to her residence in Recurro, Gingoog City, and even met another classmate named Cecilia Bitangcor (Bitangcor) on the way. He further alleged that after conducting his girlfriend to her house, he proceeded to his residence at Lapak, Gingoog City. To corroborate his story, he presented his teacher Sheila Daapong (Daapong) who claimed that Oracleo attended both classes and even took the quizzes scheduled at 5:30 to 6:30 and at 6:30 to 7:30p.m. Bitangcor also testified that she met Oracleo and his girlfriend at around eight o'clock on the date of the incident on Motoomull Street, Gingoog City.[23]
THE RTC RULING
In a Decision dated 20 July 2002, the RTC found Willy, Danny, Oracleo, and Edgardo guilty of the crime of robbery with homicide and frustrated homicide attended by the aggravating circumstance of employment of disguise and commission of the crime by a band.[24] Appellants were sentenced to suffer the penalty of reclusion perpetua and to indemnify the offended parties—Pedrita in the amounts of P100,000 as moral damages and P50,000 as compensatory damages; and to Opiso the amount of P50,000 for actual expenses and P30,000 for moral damages.[25] With respect to Willy who had already died, his criminal liability was deemed extinguished pursuant to Article 89, par. 1 of the Revised Penal Code.[26]
The trial court gave no credence to the defenses of denial and alibi proffered by the accused. The RTC reiterated the time-honored principle that the defense of alibi cannot prevail over the positive declaration of witnesses who have convincingly identified the accused as the perpetrators of the crime charged.[27] In particular, with regard to Oracleo's defense, the RTC observed that the testimony of Daapong was vague, as she admitted that there were errors in her class record and that, at times, she did not check attendance in her classes. Furthermore, none of Oracleo's classmates were presented to prove his allegation, except Bitangcor who was absent from class that evening.[28] The RTC further noted that the accused Willy, Danny, Oracleo, and Edgar were charged with robbery in Criminal Case No. 89-395.[29] In sum, the trial court concluded that the prosecution was able to prove their guilt, and that the offense was attended by the aggravating circumstance of employment of disguise and commission of the crime by a band.[30] Thereafter, Edgar and Oracleo elevated their conviction to the CA.
THE CA RULING
The CA rendered a Decision[31] modifying that of the RTC. The appellate court found accused-appellants guilty of the crime of robbery with homicide only, attended by the aggravating circumstances of employment of disguise and abuse of superior strength. The award of P50,000 compensatory damages was deleted; and instead, both accused-appellants were ordered to pay each of the offended parties P25,000 as temperate damages. The moral damages awarded to Pedrita were reduced from P100,000 to P50,000. Accused-appellants were further ordered to pay civil indemnity to Pedrita in the amount of P50,000, as well as exemplary damages to each of the offended parties in the amount of P25,000, plus costs of the suit.[32]
The CA was convinced that the prosecution witnesses, specifically Opiso, had positively identified accused-appellants Oracleo and Edgardo as among the four perpetrators of the crime.[33 ]As for the defense, the CA ruled that the two accused-appellants had failed to prove that it was physically impossible for them to have been at or near the scene of the crime.[34]
Appellant perfected his appeal to this Court with the timely filing of a Notice of Appeal. He and the Solicitor General separately manifested that they would adopt their respective briefs filed before the CA as their supplemental briefs.
ISSUE
Whether there is proof beyond reasonable doubt that appellant is guilty of the crime of robbery with homicide, attended by the aggravating circumstances of employment of disguise and abuse of superior strength.
OUR RULING
We deny the appeal.
There is no merit in the contentions that the testimonies on the exact participation of accused-appellant were inconclusive and unreliable.[35] A judicious review of the records shows that the testimonies of the prosecution witnesses—especially Opiso—were clear, categorical and straightforward. While it is true that none of the prosecution witnesses directly saw the face of accused-appellant, Opiso positively identified him because of the latter's utmost familiarity with appellant's physical build and bodily actions. Opiso had personally known the four accused for about 20 years, because they were residents of the same barangay, and they used to buy from the store.[36]
Further, there is no merit in the contention of appellant that the testimony of his teacher substantially corroborated his defense that he was attending class at the time of the incident.[37] We quote with approval the CA's conclusions:

Appellant Oracleo apparently failed to establish the requisite physical impossibility of his having been at the locus and tempus of the crime's commission. The locus criminis was merely five (5) kilometres away from Gingoog City proper—the place where appellant claims he was when the crime was committed. It must be noted that several public utility jeepneys and private motorcycles are plying the route. Besides, the Barangay of San Isidro, Malibud, Gingoog City could be reached in only about thirty (3) minutes from the City proper.
Furthermore, Sheila Daapong's testimony to the effect that appellant Oracleo continuously attended her classes on June 21, 1989 from 5:30 p.m. to 7:30 p.m. cannot be heavily relied upon inasmuch as she herself admitted that she was not checking the attendance of her students in class. And even assuming that Oracleo indeed took the quizzes she gave in her two classes, it was not concretely proven that appellant stayed in school for the whole period from 5:30 p.m. to 7:30 p.m. As a matter of fact, Ms. Daapong even declared that her students could very well finish the examinations in thirty (30) minutes. Given these circumstances, it is highly probable that appellant had finished the examinations in the second subject and left the class before 7:00p.m.
Similarly futile is the testimony of Ma. Cecilia Bitangcor that she met Oracleo and his girlfriend-classmate, Merlin Lupoy at J. Motoomull Street, Gingoog City, at around 8:00 o'clock in the evening of June 21, 1989. Ms. Bitangcor's testimony could not concretely support appellant's defense of alibi as the robbery-shooting incident happened at around 7:00 o'clock in the evening. Appellant failed to establish his physical impossibility of being at the crime scene an hour before his alleged meeting with Ms. Bitangor at J. Motoomull Street, Gingoog City.[38]

Time and again, We have held that that the factual findings of the trial court involving the credibility of witnesses are accorded respect especially when affirmed by the CA.[39] This is clearly because the trial judge was the one who personally heard the accused and the witnesses and observed their demeanor, as well as the manner in which they testified during trial. Accordingly, the trial court is in a better position to assess and weigh the evidence presented during trial.[40] Here, the trial court and the CA gave full weight to the testimonies of the prosecution witnesses, and We find no compelling reason to disturb their assessment.
Appellants were properly convicted of robbery with homicide
We agree with the CA however, m its
modification of the crime to robbery with homicide:

Concerning the legal characterization of the crime, the Court finds that its proper designation is not robbery with homicide and frustrated homicide, as inaccurately labelled by the prosecution and unwittingly adopted by the trial court, but is simply one of robbery with homicide. It has been jurisprudentially settled that the term homicide in Article 294, paragraph 1, of the Revised Penal Code is to be used in its generic sense, to embrace not only acts that result in death, but all other acts producing any bodily injury short of death. It is thus characterized as such regardless of the number of homicides committed and the physical injuries inflicted.[41]

We also agree with the CA when it corrected the trial court's appreciation of the aggravating circumstances present at that time. While both lower courts properly appreciated the aggravating circumstance of employment of disguise, the commission of a crime by a band was not established because only Willy, Danny and Oracleo were proven to have carried arms.[42] Nevertheless, the CA properly appreciated the aggravating circumstance of superior strength, considering the number of malefactors and the kind of weapons used in facilitating the commission of the crime.
Because the crime was attended by two aggravating circumstances, the appropriate penalty should be reclusion perpetua[43] in lieu of death, pursuant to R.A. 9346.[44]
Civil Aspect of the Case
In robbery with homicide, civil indemnity and moral damages are awarded automatically without need of allegation and evidence other than the death of the victim owing to the crime.[45] The CA was correct in granting these awards, except that for Pedrita, the amount that should be granted is P100,000 in conformity with prevailing jurisprudence.[46] Opiso, as a victim who suffered mortal or fatal wounds and could have died if not for timely medical intervention, is also entitled to civil indemnity and moral damages in the amount of P75,000.[47]
The CA further awarded exemplary damages in view of the two aggravating circumstances of disguise and abuse of superior strength. We, however, modify the amount that should be awarded from P25,000 to P100,000 for Pedrita, and P25,000 to P75,000 for Opiso. As for temperate damages, the CA awarded Pedrita and Opiso temperate damages in the amount of P25,000 in lieu of actual damages, it having been shown that she suffered some pecuniary losses, though its amount could not be proven with certainty. In line with prevailing jurisprudence, We increase Pedrita's award of temperate damages to P50,000.[48]
WHEREFORE, the Petition is DENIED. The CA Decision dated 9 December 2010 in CA-G.R. CR-H.C. No. 00158-MIN convicting appellant Heracleo Vallar, Jr. (a.k.a. Oracleo Vallar, Jr.) of the crime of robbery with homicide is AFFIRMED with MODIFICATIONS. For Pedrita Bagabaldo: (a) civil indemnity and moral damages are increased from P50,000 to P100,000, respectively; (b) exemplary damages are also increased from P25,000 to P100,000; and (c) temperate damages are likewise increased from P25,000 to P50,000. For Cipriano Opiso: (a) he is granted civil indemnity in the amount of P75,000; (b) moral damages are increased from P30,000 to P75,000; and (c) exemplary damages are increased from P25,000 to P75,000.
SO ORDERED.
Leonardo-De Castro, Bersamin, Perlas-Bernabe, and Caguioa, JJ., concur.

NFA joins anti-poverty program in Sikatuna
Published by Bohol Sunday Post on July 16, 2000

THE National Food Authority in Bohol participated in the launching of the National Anti-Poverty Action Agenda (NAAA) held recently at Libjo, Sikatuna.

The NFA together with five other agencies implementing the Lingap Para sa Mahihirap Program, Provincial Government of Bohol and the Municipality of Sikatuna joined the NAAA's nationwide launching and the simultaneous inauguration of Lingap completed projects and awarding of remaining projects and services.

The National Food Authority Action Agenda is a program of action which works on a strong partnership with the government and private sector to address poverty at its roots.

The NAAA has four enabling instruments which constitutes the core strategies of equitable and sustainable economic development; people empowerment; effective and efficient delivery of public goods and basic social services and focused targeting.

The NAAA is the rallying point of all anti-poverty stakeholders in the country. It is likewise an urgent call for all Filipinos to unite and act to break free from poverty.

These enabling instruments according to NFA Regional Director Vic Jarina, Regional Lead Conveyor of the Lingap Para sa Mahihirap Program in Region VII, find meaning and impact through the various agencies' anti-poverty programs. The NFA being one of the six Lingap agencies which includes the Department of Social Welfare and Development, Department of Health, Cooperative Development Authority, National Housing Authority and Local Waterworks Utilities Authority has implemented the Lingap-Erap Sari-Sari Stores (Lingap-ESSS) and Lingap-Rice Subsidy Project (Lingap-RSP) in Bohol for the province's and the city's 100 poorest of the poor (priority Beneficiaries), respectively.

The NFA has also implemented the Lingap-ESSS and Lingap-Emergency Relief Assistance Project (Lingap-ERAP) for the various Legislator Identified Beneficiaries (LIBs) of the province's three congressmen, two senators and party-list representatives.

The NAAA launching also coincide with the inauguration of the NFA's Lingap-ESSS outlet in Libjo, Sikatuna and the awarding of its RSP for the poorest of the poor in the said municipality.

Present during the launching and inauguration were kagawad Billy Tongco who presented Governor Relampagos, Sikatuna Mayor Tranquilina Maniwang, Vice Mayor Constancio Rule, NFA Regional Director Vic Jarina, regional officials of the five other Lingap agencies, NFA provincial  managers from Bohol, Cebu, Negros Oriental and Siquijor together with the NFA regional staff, municipal officials of Sikatuna, the barangay officials and the priority beneficiaries of Libjo.

The five other Lingap agencies also inaugurated their respective completed projects and also awarded their remaining projects and services to Libjo's priority beneficiaries. (PENG H. EVASCO)

Aumentado denies Gonzaga poll bid
Published by Bohol Sunday Post on July 16, 2000

Deputy Speaker Erico B. Aumentado said that NPC Senior Vice President and Chief Operating Officer Asisclo Gonzaga is not interested to run for congressman in the 2nd District of Bohol in next year's election.

Aumentado made the statement in a press release yesterday to clarify news reports that he offered Gonzaga to run as his successor.

He said that he encouraged Gonzaga to seek the congressional seat during the 10th Congress, which covered the period from July 1, 1995 to June 30, 1998. But the NPC official flatly rejected, Aumentado said, saying in vernacular that "wa pa ko takdi sa kagaw sa politika" (I am not yet bitten by the political bug).

"At the time we discussed the matter," Aumentado said, "no one aspired yet to run in the second district of Bohol to succeed him."

Aumentado recalled that he was emphatic during the Danao Day celebration last Sunday on Mr. Gonzaga's rejection of his suggestion some years back for him to throw his hat into the second district arena. In fact, Aumentado quoted Mr. Gonzaga's response as "wa pa ko takdi sa kagaw sa politiko" in stressing that the NPC official has no political agenda.

He said that on their way to Ubay to inspect the on-going construction of the Leyte-Bohol Interconnection Project, Gonzaga reiterated his desire not to get involved personally in politics.

Gonzaga is a career man who rose to the second highest NPC position after topping the mechanical engineering board examinations.

As it is now, Aumentado said, there are three probable names being mentioned to have openly sought for his congressional seat. He said that they are Board Member Roberto Cajes, Inabanga Mayor Josephine Jumamoy, and former Congressman and Governor David Tirol who are worthy for the position.

Ubay - Bohol / Oil palm nursery rises in Ubay
December 07, 2019, 08:22:11 PM
Oil palm nursery rises in Ubay
Published by Bohol Sunday Post: July 16, 2000
UBAY – The 20-hectare nursery for the multi-million integrated oil palm project is now in place in barangay Calanggaman, this municipality.

According to Richard Uy, president of Palm, Inc., the proponent of the huge project, the nursery will showcase one of the main components of the project.

Located in a rolling terrain forming part of the Ubay Stock Farm, the 20-hectare nursery is using seeds imported from Papua New Guinea.

From the national highway, the nursery site is a panorama of black plastic bags numbering 325,000. Of this number, 50,000 pots were already with the imported seedlings.

According to Uy, phase one of the project calls for the development of at least 2,000 hectares of idle lands scattered in at least 11 second district towns.

The succeeding phase will develop another 2,000 hectares also located in the targeted municipalities.

Uy said the same number of farmer-cooperators (4,000) have already signed up with the proponent to participate in the giant undertaking which promises to develop the economic potentials of the palm oil industry in Bohol.

Designed as a pro-poor project in line with the government's food security program, the palm oil plantation in the second district prioritizes the involvement of marginal farmers. The main focus of development is the unproductive lands located in the programmed areas.

This means that irrigated rice lands and other productive areas are not included in the project.

From the establishment of the nursery, the project will then indulge in oil palm plantation and finally the construction of the palm oil milling facility.

The minimum target area for the plantation is 5,000 hectares.

Carmen - Bohol / Panaghiusa sa Carmen
December 07, 2019, 08:20:12 PM
Unprecedented "Panaghiusa"
held in Carmen
By Bohol Sunday Post: July 16, 2000
CARMEN -- This mayor is making one unprecedented brainchild. Regardless of any political color and station in life, Mayor Pedro Budiongan Jr. assembled everybody -- whether he is a nobody or is now somebody -- to be part of Panaghiusa sa Carmen 2000.

Panaghiusa is an ambitious project designed to gather all Carmenanons whether they are at home or abroad for a common endeavor to help the place of their birth in whatever form and substance.

The five-day gathering kicked off right Sunday morning with a thanksgiving mass for all Carmenanons, followed by a parade going to the Carmen Sports Complex.

Band majorettes added color to the parade as the participants marched to the music provided by the drum and bugle corps of the Katipunan High School and the Carmen Central Elementary School.

The participants included the members of the Carmen Bohol International Foundation, Inc. (CBIFI) led by its president Romeo Jabonillo, municipal officials and employees and barangay officials and athletes.

By 10:30 a.m., residents and visitors alike were treated to a Sinulog presentation topped with exhibition numbers from the drum and bugle corps, followed by the opening of the agro-exhibits.

For lunch barrio fiesta style, the CBIFI members and visitors had their choice of the "bahug-bahug sa Carmen", the boodlefight or the buffet table. Being based in barangay Katipunan, soldiers of the 801st Infantry Brigade under Col. Eusebio Ramos, the commanding officer, had a field day "roughing it up" with civilians.

On the serious side, however, the brigade later "contributed" its medical and dental teams to help the visiting doctors and medics attend to Carmenanon and non-Carmenanon patients.

After lunch, the athletes played friendly games of basketball, volleyball, lawn tennis, chess and athletics, indigenous games like "bakya sa Carmen", modified sack race, pole climbing and tug-of-war among others.

Meanwhile, the farmers among the crowd pitted skills in "binuntanay sa lubi" or dehusking coconuts, carabao racing and horse racing. Carmen is one of the few remaining Bohol towns that still use horses for transportation in the hinterlands.

The medical, dental and surgical mission volunteers started arriving by 3 p.m. Their sheer number could not be accommodated at the Chocolate Hills resort complex so that they were assigned to houses for home stays. The "working guests" also included doctors, medics and paramedics from the Home Reach Foundation headed by Drs. Pepe Recitas and Ramie Cadag as well as the Confederation of Boholanos in the United States and Canada (Conbusac).

Day 2, Monday, started with a short program at the Cong. Simeon G. Toribio Memorial Hospital (CSGTMH) recognizing the volunteers. Clinical and surgical procedures and distribution of vitamin packs started until late in the afternoon, with the volunteers breaking only for snacks and lunch.

The third day scenario was practically the same, except that the volunteers were allowed time to unwind that night with disco and ballroom dancing sponsored by the local Department of Education, Culture and Sports (Decs) district and the municipal officials. Winners of the Agro-Fair 2000 were also awarded prizes that night.

Consultations, surgical, medical and dental services continued on Wednesday morning. A recognition program followed after lunch, considering that part of the crew were to leave for Loon town that afternoon to conduct similar activities.

But the remaining volunteers continued clinical activities that afternoon and the following day.

Also on Thursday afternoon, children of the volunteers and local counterparts shared and learned "basics" in a two-way educational workshop.

The computer wizards shared their expertise while those who grew up or even born in the USA were treated to a field trip to the Galang Farm in barangay Buenavista. They were shown how a farmer plows his field, plants rice, weeds his farm, pound and winnow rice, gather firewood, and how a fisherman catches freshwater fish using the hook and line.

The Thursday activities were capped with cocktails and dinner.

The Carmenanons' participation was not limited to the drum and bugle corps or the band majorettes. The panaghiusa or unity which Mayor Pedro Budiongan Jr. always emphasizes that they practice and weave into their everyday lives -- came in unquantifiable form -- organizing and coordinating the five-day affair on top of regular duties.

For starters, the municipal government had also been preparing for the clean and green evaluation and personnel audit in addition to the officials' and employees' regular and routinary functions.

The barangay officials have their duties, too, which they relegated to the background for the moment just so the medical mission and sportsfest, etc. will succeed.

The CBIFI members have their own lives to live, which they voluntarily interrupted just so they can be a part of the medical mission. They could have come home for pure and simple rest and recreation, but they set leisure and pleasure aside -- for the love of Carmen and the Carmenanons.

At the end of the mission, a partial list of patients attended to showed tooth extractions on 784 patients, harelip repair on 30 patients, myomas removed from eight patients, hernias repaired on six patients and two patients operated on for obstructions in the kidneys. Over 5,000 patients received prescriptions, medicines and vitamins.

To top it all, the medical mission also left medical equipment and supplies for use of the CSGTMH.

By Romeo Teruel (Bohol Subday Post: July 16, 2000)

TOMORROW is the opening of the Sandugo 2000 Agri-Fair at the front of the old Capitol building and the Bol-anong Hikay at the Capitol Acacia Garden.  Both activities feature the best of Bohol's agricultural products and cuisine.

The Bol-anong Hikay are food preparations that have long captured the Boholano palate but which visitors have yet to discover. It will be great fun and enjoyment to come and taste all on display.

The Bol-anong Hikay will as well include the Painitang Bol-anon and the Pagka-ong Kinaham. The Painitan will feature the best-liked native delicacies and merienda fare in the province.

It could be remembered that the Painitang Bol-anon was a huge success during its debut during the Tigum Bol-anon Tibuok Kalibutan when our balikbayans trooped to the food stands to relish the longed-for treats from the different towns all over Bohol.

The Pagka-ong Kinaham on the other hand will feature unique tidbits characteristic of the island's rich edible marine and crop resources. The Monday kick off will start with the "Ubi and Vegetable Medley" where our local and foreign tourists will delight in the varied array of fresh Boholano vegetables as well as the renowned aromatic purple ubi (yam) of Bohol.

July 18 will feature a meat festival dubbed as the "Karne Val" sponsored by the Office of the Provincial Veterinarian and the Local Government of Loboc. The 19th will highlight merienda treats galore with its label "Torta ug Uban pa" with the Office of the Provincial Agriculturist and the Rural Improvement Clubs on the forefront.

There will be a Manga Fiesta on the fourth day on July 20, which will be jointly hosted by the Mango Grower's Association and the Tri-Manga Cooperative. Friday will be a feast of marine treats with "Kinilaw and Seafoods Galore" hosted by the Bureau of Fisheries and Aquatic Resources, Farmer's/Fishermen's Associations of Panglao, Candijay and Buenavista and the Central Visayas State College of Agriculture, Forestry and Technology.

A Pasalubong contest in search of the original Boholano food and handicrafts that have never been introduced to the market and which have a potential of becoming another delightful Boholano pasalubong will cap the whole week food affair.

Aside from bingeing on the sumptuous food of the island during the week-long food spree, the event will also feature an agricultural fair which is geared to give more mileage and recognition of the crops of Bohol.

The Sandugo Agri-fair 2000 dubbed as "Kabiling Yuta'g Dagat...Langit sa Bohol" reflects the great value and respect that the Boholanos place in its land. The agri-fair is designed to showcase Bohol's prime agricultural commodities that are not only locally but also globally competitive.

The fair will also feature demonstrations on sustainable production and utilization technologies that will enhance productivity and value of the different crops and products of the island.

Starting on July 17th until the 21st the fair will showcase lecture/demos on various techniques on the successful production and processing of crops like pineapple, ubi, cassava, bananas, coconuts, oyster, tilapia, mud crabs and more possible sources of industry.
It will also showcase film and video showings and short courses on packaging designs and labeling as well as flower arrangements and disease prevention on crops.

So come and enjoy this lively festivity that will highlight even more the cordiality, friendliness and gracious spirit of the brave and resourceful Boholano.

Trinidad - Bohol / NPA Encounter in Trinidad town
December 07, 2019, 08:14:58 PM
Published by Bohol Sunday Post on July 16, 2000
IN MID-SEA TRANSFER
2 wounded rebs brought to Cebu
TWO more wounded suspected rebels in the July 2 encounter in sitio Diis, barangay Kauswagan, Trinidad town were brought to Cebu for treatment three days after the encounter.

T/Sgt. Narciso Tabaniag, team leader of the Civil Relations Service of the Armed Forces of the Philippines (CRS-AFP) operating in Bohol said the two were brought by habal-habal or motorcycle for hire from the hinterlands to the shoreline of Getafe town 92 kms. northeast of Tagbilaran City. Getafe is a northern Bohol town facing Cebu.

Tabaniag said the operator whose pumpboat the wounded boarded on the way to Cebu reported the incident to Col. Eusebio Ramos, commanding officer of the 801st Infantry Brigade of the Philippine Army.

Ramos' troops figured in the encounter in Diis that claimed the life of one soldier, wounded another two and killed eight suspected rebels that included a boy.

Ramos is keeping the name of the pumpboat operator under wraps.

However, he said, 30 minutes into the ride, when the pumpboat was between Getafe and Cebu, an unmarked speedboat met them.

On board were five men fully armed with high-powered firearms who asked where the rest of the wounded were.

The wounded reportedly answered, "Tua pa sa taas (Still in the hills)."

One had sustained a wound in the left upper chest that allegedly bled every time he talked. The other had a wound on the right portion of his abdomen.

Tabaniag said the pumpboat operator told Ramos that a third wounded person was supposed to be with the two. The man had a wounded left knee while only a strip of skin connected his right arm to his body.

Some days immediately after the clash, the fishermen along the Getafe coast agreed among themselves to remove the spark plugs from their pumpboat engines to temporarily disable them.

These will deter the rebels from using their pumpboats for the first leg of the trip to Cebu. That Wednesday morning, however, this pumpboat operator had just returned from fishing. Informed of the agreement among his peers, he returned to the shore to remove his spark plug as well.

To his surprise, the wounded were already aboard his boat.

Apparently afraid that their comrade would bleed to death during the pumpboat ride, and especially when he exerts effort during the speed boat transfer, they prevailed over him to return with the habal-habal.

From radio messages it intercepted, the military gleaned that at least 20 were killed and 35 were wounded on the rebel side.

Tabaniag said Ramos wants these wounded located so that they can be given treatment. He also wants the dead located so that they can be given a proper burial.

Meanwhile, to ensure that government services reach the grassroots, the local government unit of Trinidad under Mayor Filadelfo Garcia, together with the 801st Infantry Brigade and the Bohol provincial government conducted a two-day medical, dental and civic action in Kauswagan on July 13 and 14.

The town appropriated P30,000 to buy medicines and to defray incidental expenses during the two-day activity. The provincial government also provided two boxes of medicines for the purpose. (With reports from Sean Guingguing).

Loboc - Bohol / Robbery in Loboc, Bohol
December 07, 2019, 08:11:39 PM
Published by Bohol Sunday Post on July 16, 2000

Robbery results in couple grim death
LOBOC -- The loot was only P28,000 but two suspects are paying dearly for the death of an elderly couple.

Two of the three suspects are now languishing at the Loboc town jail for the robbery and murder of the couple Andres and Brigida Ibañez, 79 and 72 years old, respectively. The victims are residents of barangay Candabong, this town.

It did not take long for the Loboc police to capture the perpetrators identified as one Isidro Brin y Bongabong alias Lolong, 22, and Genesis Polinar y Tac-an alias Terio, age and address unknown.

A third suspect, a certain Mario Loy-a is still at large.
As this developed, Mayor Cecilio Sarigumba ordered an extensive manhunt to track down Loy-a.

In a check with the Loboc police last night, SPO1 Eufemia Fajardo, in charge of the town's women's desk, said the entire local police are on their toes to apprehend the third suspect who is believed to be the mastermind.

At least two witnesses, the couple's son and a grandson, told the police how the three suspects carried out the dastardly crime.

The grandson, Rich Lord Ibañez, said he saw how the suspects robbed and killed his grandparents.

The six year-old witness had lived with the ill-fated couple.

The son, Juan Ibañez, 41, said he also saw the three suspects rob and kill the hapless husband and wife.
It was learned from the Loboc police that the money was taken from the wife. She had wrapped the bills in a piece of cloth and tied it around her waist.

As of last report, the Loboc police are still trying to figure it out who among the three suspects hid the loot.
The police also submitted the two to paraffin and drug tests at the PNP Crime Laboratory in Camp Dagohoy in Tagbilaran City.

Brin and Polinar tested negative for paraffin or for shabu and marijuana.

This means they did not fire a gun and were not under the influence of drugs immediately before the tests were performed.

But the witnesses had positively identified the two to be among the perpetrators.

A Far Cry From Africa
By Derek Walcott

A wind is ruffling the tawny pelt
Of Africa, Kikuyu, quick as flies,
Batten upon the bloodstreams of the veldt.
Corpses are scattered through a paradise.
Only the worm, colonel of carrion, cries:
'Waste no compassion on these separate dead!'
Statistics justify and scholars seize
The salients of colonial policy.
What is that to the white child hacked in bed?
To savages, expendable as Jews?
Threshed out by beaters, the long rushes break
In a white dust of ibises whose cries
Have wheeled since civilizations dawn
>From the parched river or beast-teeming plain.
The violence of beast on beast is read
As natural law, but upright man
Seeks his divinity by inflicting pain.
Delirious as these worried beasts, his wars
Dance to the tightened carcass of a drum,
While he calls courage still that native dread
Of the white peace contracted by the dead.

Again brutish necessity wipes its hands
Upon the napkin of a dirty cause, again
A waste of our compassion, as with Spain,
The gorilla wrestles with the superman.
I who am poisoned with the blood of both,
Where shall I turn, divided to the vein?
I who have cursed
The drunken officer of British rule, how choose
Between this Africa and the English tongue I love?
Betray them both, or give back what they give?
How can I face such slaughter and be cool?
How can I turn from Africa and live?

A City's Death by Fire
By Derek Walcott

After that hot gospeller has levelled all but the churched sky,
I wrote the tale by tallow of a city's death by fire;
Under a candle's eye, that smoked in tears, I
Wanted to tell, in more than wax, of faiths that were snapped like wire.
All day I walked abroad among the rubbled tales,
Shocked at each wall that stood on the street like a liar;
Loud was the bird-rocked sky, and all the clouds were bales
Torn open by looting, and white, in spite of the fire.
By the smoking sea, where Christ walked, I asked, why
Should a man wax tears, when his wooden world fails?
In town, leaves were paper, but the hills were a flock of faiths;
To a boy who walked all day, each leaf was a green breath
Rebuilding a love I thought was dead as nails,
Blessing the death and the baptism by fire.

Poems and Poets / Love of Jerusalem by Yehuda Amichai
December 07, 2019, 01:23:13 AM
By Yehuda Amichai

There is a street where they sell only red meat
And there is a street where they sell only clothes and perfumes. And there
is a day when I see only cripples and the blind
And those covered with leprosy, and spastics and those with twisted lips.

Here they build a house and there they destroy
Here they dig into the earth
And there they dig into the sky,
Here they sit and there they walk
Here they hate and there they love.

But he who loves Jerusalem
By the tourist book or the prayer book
is like one who loves a women
By a manual of sex positions.

The House Where I Was Born
By Yves Bonnefoy

I woke up, it was the house where I was born.
It was raining softly in all the rooms,
I went from one to another, looking at
The water that shone on the mirrors
Piled up everywhere, some broken or even
Pushed between the furniture and the walls.
It was from these reflections that sometimes a face
Would emerge, laughing, of a gentleness
That was different from what the world is.
And, with a hesitant hand, I touched in the image
The tossled hair of the goddess,
Beneath the veil of the water
I could see the sad, distracted face of a little girl.
Bewilderment between being and not being,
Hand that is reluctant to touch the mist,
Then I listened as the laughter faded away
In the halls of the empty house.
Here nothing but forever the gift of the dream,
The outstretched hand that does not cross
The fast flowing water where memories vanish.

Poems and Poets / And then the day came by Yves Bonnefoy
December 07, 2019, 01:16:19 AM
By Yves Bonnefoy

And then the day came
When I heard the extraordinary lines in Keats,
The evocation of Ruth "when, sick for home,
She stood in tears amid the alien corn."

I did not need to search for the meaning
Of these words,
For it was in me since childhood,
I had only to recognize and to love it
When it came back from the depths of my life.

What could I take
From the evasive maternal presence
If not the feeling of exile and tears
That clouded that gaze searching to find
In things close by the place forever lost?

By Yves Bonneflor

I woke up, it was the house where I was born,
It was night, trees were crowding
On all sides around our door,
I was alone on the doorstep in the cold wind,
No, not alone, for two huge beings
Were speaking to each other above me, through me.
One, behind, an old woman, stooped, mean,
The other standing upright outside like a lamp,
Beautiful, holding the cup that had been offered her,
Drinking greedily to calm her thirst.
Did I think to mock her, surely not,
Rather I let out a cry of love
But with the strangeness of despair,
And the poison ran throughout my body,
Ceres, mocked, broke the one who loved her.
Thus speaks the life walled up in life today.

Poems and Poets / In the same dream by Yves Bonneflor
December 07, 2019, 01:10:14 AM
The House Where I Was Born
By Yves Bonneflor

In the same dream
I am lying in the hollow of a boat,
My forehead and eyes against the curved planks
Where I can hear the undercurrents
Striking the bottom of the boat.
All at once, the prow rises up,
And I think that we've come to the estuary,
But I keep my eyes against the wood
That smells of tar and glue.
Too vast, too luminous the images
That I have gathered in my sleep.
Why rediscover, outside,
The things that words tell me of,
But without convincing me,
I desire a higher or less somber shore.

And yet I give up this ground that stirs
Beneath the body waking to itself, I get up,
I go from room to room in the house,
They are endless now,
I can hear the cries of voices behind doors,
I am seized by these sorrows that knock
Against the ruined casings, I hurry on,
The lingering night is too heavy for me,
Frightened, I go into a room cluttered with desks,
Look, I'm told, this was your classroom,
See on the walls the first images you looked at,
Look, the tree, look, there, the yelping dog,
And the geography map on the yellow wall,
This fading of names and forms,
This effacing of mountains and rivers
By the whiteness that freezes language.
Look, this was your only book. The Isis of the plaster
On the wall of this room, which is pealing away,
Never had, nor ever will have anything other
To open for you, to close on you.

The House Where I Was Born
By Yves Bonnefoy

I remember, it was a morning, in summer,
The window was half-open, I drew near,
I could see my father at the end of the garden.
He was motionless, looking for something,
I could not tell what, or where, beyond the world,
His body was already bent over, but his gaze
Was lifted toward the unaccomplished or the impossible.
He had put aside his pick and his spade,
The air was fresh on that morning of the world,
But even freshness can be impenetrable, and cruel
The memory of the mornings of childhood.
Who was he, who had he been in the light,
I did not know, I still do not.

But I also see him on the boulevard,
Walking slowly, so much weariness
Weighing down the way he now moved,
He was going back to work, while I
Was wandering about with some of my classmates
At the beginning of an afternoon still free from time.
To this figure, seen from afar, moving on its way,
I dedicate the words that cannot say what they would.

(In the dining room
Of the Sunday afternoon, in summer,
The shutters closed against the heat,
The table cleared, he suggested
Cards, since these are the only pictures
In the childhood house to satisfy
The needs of dream, but he leaves,
And when he does, the child clumsily takes the cards,
He puts the winning ones in the other's hand,
Then waits feverishly for the game to begin again,
And for the one who was losing to win, and so triumphantly
That he might see in this victory a sign, something
To nourish some hope the child cannot know.
After this, two paths part, and one of them
Vanishes, and almost immediately, forgetfulness
Sets in, avid, relentless.

I have crossed out
These words a hundred times, in verse, in prose,
But I cannot
Stop them from coming back.)

By Yves Bonnefoy

I woke up, it was the house where I was born,
Sea foam splashed against the rock,
Not a single bird, only the wind to open and close the wave,
Everywhere on the horizon the smell of ashes,
As if the hills were hiding a fire
That somewhere else was burning up a universe.
I went onto the veranda, the table was set,
The water knocked against the legs of the table, the sideboard.
And yet she had to come in, the faceless one,
The one I knew was shaking the door
In the hall, near the darkened staircase, but in vain,
So high had the water already risen in the room.
I took the handle, it was hard to turn,
I could almost hear the noises of the other shore,
The laughter of the children playing in the tall grass,
The games of the others, always the others, in their joy.

The House Where I Was Born
By Yves Bonnefoy

And then life; and once again
A house where I was born. Around us
The granary above what once had been a church,
The gentle play of shadow from the dawn clouds,
And in us that smell of the dry straw
That had seemed to be waiting for us
From the moment the last sack, of wheat or rye,
Had been brought in so long ago,
In the eternity of former summers
Whose light was filtered through the warm tiles.
I could sense that day was about to break,
I was waking, and now I turn once more
Toward the one who dreamed beside me
In the lonely house. To her silence
I dedicate, at night,
The words that only seem to be speaking of something else.

(I was waking,
I loved those days we had, days preserved
The way a river flows slowly, though already
Caught in the vaulting rumbling of the sea.
They were passing through us, with the majesty of simple things,
The mighty sails of what is were kind enough to take
Precarious human life on board the ship
That the mountain spread out around us.
O memory,
They covered with the flapping of their silence
The sound, of water on the stones, of our voices,
And up ahead, there might well be death,
But with that milky color you find at the end of beaches
In the evening, when far off
The children still touch bottom, and laugh in the peaceful water,
And keep on playing.)

The House Where I Was Born (Another Time)
By Yves Bonnefoy

Another time.
It was still night. Water slid
Silently on the black ground,
And I knew that my only task would be
To remember, and I laughed,
I bent down, I took from the mud
A pile of branches and leaves,
I lifted up the whole dripping mass
In arms I held close to my heart.
What to do with this wood where
The sound of color rose from so much absence,
It hardly mattered, I went in haste, looking for
At least some kind of shed, beneath the load
Of branches that were full of
Rough edges, stabbing pains, points, cries.

And voices that cast shadows on the road,
Or called to me, and, my heart beating fast,
I turned around to face the empty road.

Passer-by, These Are Words
By Yves Bonnefoy

Passer-by, these are words. But instead of reading
I want you to listen: to this frail
Voice like that of letters eaten by grass.

Lend an ear, hear first of all the happy bee
Foraging in our almost rubbed-out names.
It flits between two sprays of leaves,
Carrying the sound of branches that are real
To those that filigree the still unseen.

Then know an even fainter sound, and let it be
The endless murmuring of all our shades.
Their whisper rises from beneath the stones
To fuse into a single heat with that blind
Light you are as yet, who can still gaze.

May your listening be good! Silence
Is a threshold where a twig breaks in your hand,
Imperceptibly, as you attempt to disengage
                 A name upon a stone:

And so our absent names untangle your alarms.
And for you who move away, pensively,
Here becomes there without ceasing to be.
