REP. FRANCISCO GAMBOA DATOL, JR.
SENIOR CITIZEN Party-list

Chair, Special Committee on Senior Citizens

Author, National Commission of Senior Citizens RA 11350 and

House Bill 5717 An Act To Amend Republic Act No. 10868,

Otherwise Known As The Centenarians Act Of 2016

09177292437 | Facebook https://goo.gl/b48562

CENTENARIANS LAW AMENDMENTS ENACTMENT LIKELY BY YEAREND

With Senator Ramon 'Bong' Revilla's Senate Bill 1319, there are now five largely similar Senate bills amending the Centenarians' Law that jive with the 20 counterpart House bills.

This development bodes well for swift approval because the bicameral phase later could be over in just one meeting.

Chances are high that the House will be able to approve the substitute bill before the end of this first regular session of Congress.

It is quite possible that before this year ends, Congress could send the approved bill to President Rodrigo Roa Duterte for his signature.

The amendments enable seniors younger than 100 to qualify for the P100,000 cash gift benefit under the Centenarians Act of 2016.

Sa amendment na isinusulong namin, mas maraming senior citizens ang makikinabang sa benepisyong hatid ng RA 10868 at sana'y suportahan ito ng mga kasamahan ko sa Kongreso.  (END)

Job Opportunity / Davao City Job Vacancies
February 29, 2020, 04:16:03 PM
Hundreds of Davao City Hall job vacancies open for Dabawenyos

Want to work with the government? Then the city government of Davao could be your place to be.

There are 800 vacant regular positions open for Dabawenyos, said Lemuel Ortonio, the head of the Davao City Human Resource Management Office (HRMO).

"We have around 3,300 plantilla positions. But, as of now, we only have around 2,500 plantilla positions that are filled," Ortonio said.

And, there are various offices in need of professional employees, he added.

"Naa pa ta'y mga opening for doctors, lawyers, engineers — specifically civil engineers and mechanical engineers to be assigned sa City Engineer's Office (CEO) and Office of the City Building Official, and of course nurses and mga dentist to be [deployed] sa City Health Office (We have also opening for doctors, lawyers, engineers specifically civil and mechanical engineers for the City engineer's Office and Office of the City Building Official, and, of course, nurses, dentist for the City Health Office)," he bared.

Ortonio, however, said the job vacancies will not be filled simultaneously.

"Dili na siya sabay-sabay na tanan naka-post (Not all are posted at the same time). We schedule our interviews for the vacant plantilla positions. As of now, we have already fixed the schedule up until June of this year," he said.

He said interested applicants can submit to HRMO an Application Letter addressed to the City Mayor, Personal Data Sheet, Work Experience Sheet, Transcript of Records or Proof of Educational Attainment.

He assured that recruitment would be fair and objective, citing the Civil Service Commission's (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). He said compliance with the recruitment standards even earned the city government a  Bronze Award in July last year.

"Gina-follow nato ang tanan nga standards that are being set by the Civil Service Commission, which includes ang atoang recruitment and appointment. In terms sa job orders and contractual services, gina-follow nato kung unsa ang requirements sa offices (We follow all the standards set by the Civil Service Commission which includes recruitment and appointment. we also follow the requirements of the offices for job orders and contractual)," he said. Poems and Poets / Ante Aram by Rupert Brooke

Ante Aram by Rupert Brooke

Before thy shrine I kneel, an unknown worshipper,
Chanting strange hymns to thee and sorrowful litanies,
Incense of dirges, prayers that are as holy myrrh.

Ah, goddess, on thy throne of tears and faint low sighs,
Weary at last to theeward come the feet that err,
And empty hearts grown tired of the world's vanities.

How fair this cool deep silence to a wanderer
Deaf with the roar of winds along the open skies!
Sweet, after sting and bitter kiss of sea-water,

The pale Lethean wine within thy chalices!
I come before thee, I, too tired wanderer,
To heed the horror of the shrine, the distant cries,

And evil whispers in the gloom, or the swift whirr
Of terrible wings — I, least of all thy votaries,
With a faint hope to see the scented darkness stir,

And, parting, frame within its quiet mysteries
One face, with lips than autumn-lilies tenderer,
And voice more sweet than the far plaint of viols is,

Or the soft moan of any grey-eyed lute-player.

Poems and Poets / Dawn by Rupert Brooke

Dawn by Rupert Brooke
(From the train between Bologna and Milan, second class.)
Opposite me two Germans snore and sweat.
Through sullen swirling gloom we jolt and roar.
We have been here for ever:  even yet
A dim watch tells two hours, two aeons, more.
The windows are tight-shut and slimy-wet
    With a night's foetor.  There are two hours more;
Two hours to dawn and Milan; two hours yet.
Opposite me two Germans sweat and snore. . . .

One of them wakes, and spits, and sleeps again.
The darkness shivers.  A wan light through the rain
Strikes on our faces, drawn and white.  Somewhere
A new day sprawls; and, inside, the foul air
Is chill, and damp, and fouler than before. . . .
Opposite me two Germans sweat and snore.

Poems and Poets / The Wayfarers by Rupert Brooke

The Wayfarers by Rupert Brooke

Is it the hour?  We leave this resting-place
Made fair by one another for a while.
   Now, for a god-speed, one last mad embrace;
The long road then, unlit by your faint smile.
Ah! the long road! and you so far away!
Oh, I'll remember! but . . . each crawling day
Will pale a little your scarlet lips, each mile
Dull the dear pain of your remembered face.

   . . . Do you think there's a far border town, somewhere,
The desert's edge, last of the lands we know,
Some gaunt eventual limit of our light,
In which I'll find you waiting; and we'll go
Together, hand in hand again, out there,
Into the waste we know not, into the night?

How To Tips / Management Tips
February 29, 2020, 12:51:35 AM
Reposted from FB
When raising a concern to management, provide at least two options on how it can be solved.

Management will choose which one is the better course of action. If none, then management will probably offer you their solution.

If the management can't provide a solution, then offer to collaborate in solving the problem.

Two take aways here:

1. Raising a concern for the sake of raising does not make the situation better. Accompany it with solutions. It shows initiative and comprehension.

2. Management is also upwards. Take the lead and don't be a push button. You will be acknowledged when you do take the lead, and if not, at the very least, you made your job easier.

PRRD accepts ABS-CBN's apology; Bong Go urges fellow lawmakers to act on pending franchise bill

President Rodrigo Duterte on Wednesday, February 26, has accepted the apology of ABS-CBN for airing a smear political ad against him paid by opposition ex-senator Antonio Trillanes IV and for their inability to air all of Duterte's paid political ads during the 2016 electoral campaign period.

This came after Senator Christopher Lawrence "Bong" Go said that he will appeal the matter to the President.

"Nonetheless, kung ako po ang tatanungin, I will also appeal to the President, for the simple reason na ayaw ko na may mawalan ng trabaho," Go said in his statement during the Senate hearing on the ABS-CBN franchise issue last Monday.

In a most recent interview, Go said that the President may have heard about the media network's apology during the public hearing on the network's franchise issue which led to his decision to accept the apology.

"I'm sure narinig or nabasa naman ni Pangulo. 'Di ko po alam what's his reaction o kung ano man ang sariling desisyon. I cannot speak in behalf of the President," Go said.

"Malambot po ang puso, lalo sa mahihirap. Malambot ang puso niya. Maawain po yan," he added.

Go also said that despite his tough stance, the President is soft-hearted and compassionate.

"Alam ninyo, kung titingnan niyo po si Pangulong Duterte, very tough tingnan. Pero deep inside ay malambot ang puso ng ating mahal na Pangulo," Go explained.

Despite the acceptance of the apology, the President refused to say whether he will approve or veto the renewal of ABS-CBN's franchise if it is passed by both houses of Congress.

"I accept the apology, of course... Tao lang rin ako so... Alam mo, I have kept a distance. It's now... they are deliberating in Congress, the Lower House and the Senate," the President said.

"But, fundamentally, really, ang decision nasa House ngayon, not so much on the Senate because the Constitution says all of these things must originate from the Lower House," Duterte added.

Meanwhile, in an ambush interview in the Senate earlier today, Go said that the Joint Resolution filed seeking to extend the legislative franchise of ABS-CBN to December 2022 is "unnecessary" and called on his fellow lawmakers to decide instead whether to approve or deny the renewal of the franchise.

"It will be superfluous. It will not supersede an existing law. Merong kasalukuyang batas, nandiyan ang franchise, pag-usapan na dapat ito sa Kongreso kung ire-renew o hindi," Go said.

He also explained that a resolution does not have the force and effect of a law. Consequently, joint resolutions cannot amend an existing law. In the case of Ang Nars Partylist vs Executive Secretary, the Supreme Court ruled that an amendment to a law cannot be done through a mere joint resolution.

"Mas priority ko po ngayon na idinig na ang franchise bill. You approve sa Lower House o i-deny. If you approve, padala na ninyo dito sa Senado and we will vote dito," he added.

Go stressed three points for his objection with the proposal to extend the existing franchise of ABS-CBN through a resolution.

"Unang-una, wala namang nagsasabi na mag-off air ang ABS-CBN pag nag-expire na ang kanilang franchise. The NTC (National Telecommunications Commission), DOJ (Department of Justice), House of Representatives and even the Senate President said that a provisional authority to air can be granted while the franchise bill is pending in Congress."

Go further explained that "May precedent naman po tayo. May basis kung sakaling magpatuloy ang operasyon ng isang network while the renewal of the franchise is pending. Nangyari na po ito sa CBCP (Catholic Bishops' Conference of the Philippines)... Hindi naman naputol ang kanilang operasyon."

Lastly, Go said that the House of Representatives is in the process of hearing the franchise bill at the Committee on Legislative Franchises. The House Committee is asking all parties to submit position papers and will review them in preparation for a public hearing.

The House of Representatives through the Committee on Legislative Franchises has also sent a letter to the NTC to express their sentiments that a provisional authority be granted to ABS-CBN while the renewal of its franchise is pending in Congress.

Go reiterated his call to lawmakers to urgently act on the measure and settle the issue regarding ABS-CBN's franchise.

"Bilang isang Senador, nais ko sanang matapos na sa madaling panahon ang usapin sa prangkisa ng ABS CBN. Mas lalong umiinit ang isyu, mas nahahaluan ng pulitika habang tumatagal. Either the Lower House will grant or deny the franchise renewal. If it decides to grant it and the bill will be forwarded to the Senate, then I will study and vote according to my conscience and my conscience will always consider the interest of the Filipino people," Go explained.

Furthermore, Go also said that the Joint Resolution earlier filed by Senate Minority Floor Leader Franklin Drilon appears politicized if its intent is to extend the franchise to December 2022.

"Bakit 2022? Dahil tapos na ang termino ni Pangulong Duterte? Sinasadya naman 'yun saka medyo may halong pulitika," he said in the interview in the Senate.

"Sinabi ko ito dahil bakit kailangan pa i-extend ang franchise hanggang December 2022 kung kailan alam naman natin na iba na ang Presidente sa panahong iyon. Hindi naman kailangan ng ganoong extension kung aaktuhan na ng Kongreso ang pagtatalakay ng renewal ng franchise ng ABS-CBN ngayon," Go recently explained.

Aside from filing the Joint Resolution on February 17, Senator Drilon also filed on February 26 a concurrent resolution urging the NTC to grant ABS-CBN a provisional authority to continue its operations after the expiration of its franchise.

"Wala po akong pagtutol sa Concurrent Resolution na ito dahil karapatan naman ng Senado na mag-express ng kanilang sentimyento para hikayatin ang NTC na magbigay ng provisional authority habang pending pa sa Kongreso ang renewal ng franchise ng ABS-CBN. In fact, nagsulat na nga ang House of Representatives sa NTC para bigyan ng Provisional Authority ang ABS CBN," Go said, explaining his stand when it comes to the two different resolutions filed by Drilon.

Go said that if it is absolutely necessary to extend the existing franchise of ABS-CBN to give more time for Congress to act on its renewal, such extension must follow the legislative process for enacting franchise bills as provided in the Constitution.

A bill has been filed in the Senate by Sen. Ramon Bong Revilla that seeks to amend a law to extend the franchise of ABS-CBN until December 31, 2020.

Concededly, under prevailing jurisprudence, a deed of release of quitclaim does not bar an employee from demanding benefits to which he is legally entitled.[45] Employees who received their separation pay are not barred from contesting the legality of their dismissal, and the acceptance of such benefits would not amount to estoppel. The basic reason for this is that such quitclaims and/or complete releases are null and void for being contrary to public policy.

The problem presented is not novel. In fact, it is a fairly recurrent one in petitions for certiorari of NLRC decisions as it seems to be the practice of the NLRC to issue certified "xerox copies" only instead of certified "true copies." We have, however, put an end to this issue in Quintano v. NLRC when we declared that there is no substantial distinction between a photocopy or a "Xerox copy" and a "true copy" for as long as the photocopy is certified by the proper officer of the court, tribunal, agency or office involved or his duly-authorized representative and that the same is a faithful reproduction of the original.

the CA aptly stressed that rapists are not deterred by the presence of people nearby, such as members of their own family, inside the same room, considering that lust respects no time, place or circumstance. Neither the smallness of the room, nor the presence of other people therein, nor the high risk of being caught, has been held efficient to deter the commission of rape.

As held in People v. Pangilinan[46] "[p]roof of hymenal laceration is not an element of rape. An intact hymen does not negate a finding that the victim was raped. Penetration of the penis by entry into the lips of the vagina, even without laceration of the hymen, is enough to constitute rape, and even the briefest of contact is deemed rape."

Philippine Laws / Delay in Reporting Sexual Abuse
February 25, 2020, 06:56:49 AM
It has been held that delay in the reporting of sexual abuse does not imply that the charge was not true, as the victim may prefer to bear the ignominy of pain in silence rather than reveal her harrowing experience and expose her shame to the world. Such delay is not unusual, especially when the victim is a minor.

Philippine Laws / Two Elements of Statutory Rape
February 25, 2020, 06:47:37 AM
Two elements must be established to hold the accused guilty of statutory rape, namely: (1) that the accused had carnal knowledge of a woman; and (2) that the woman is below twelve years of age or demented. Proof of force, intimidation and consent is unnecessary, since none of these is an element of statutory rape as the only subject of inquiry is the age of the woman and whether carnal knowledge took place.[35] Here, the prosecution has proved beyond reasonable doubt the said two elements, as well as the victim's relationship with the offender.

Intentional touching, either directly or through clothing, of the genitalia of any person, with intent to abuse or gratify sexual desire falls under the definition of "lascivious conduct"[29] under Section 2 (h) of the rules and regulations of R.A. No. 7610. As such, Aycardo's act of touching AAA's vagina after forcibly removing her shorts and panties, and trying to insert his finger into it, satisfies the first element of acts of lasciviousness under Article 336 of the RPC, in relation to Section 5(b) of R.A. No. 7610.

Elements of sexual abuse under Section 5, Article III of R.A. No. 7610 must be established:
1. The accused commits the act of sexual intercourse or lascivious conduct.

2. The said act is performed with a child exploited in prostitution or subjected to other sexual abuse.

3. The child, whether male or female, is below 18 years of age.

To be sure, Article III of R.A. No. 7610 is captioned as "Child Prostitution and Other Sexual Abuse" because Congress really intended to cover a situation where the minor may have been coerced or intimidated into lascivious conduct, not necessarily for money or profit, hence, the law covers not only child prostitution but also other forms of sexual abuse.[26]

However, before an accused can be convicted of child abuse through lascivious conduct committed against a minor below 12 years of age, the requisites for acts of lasciviousness under Article 336 of the RPC must be met in addition to the requisites for sexual abuse under Section 5 of R.A. No. 7610.[27] Acts of Lasciviousness, as defined in Article 336 of the RPC, has the following elements:

Moreover, it is inconsequential that the sexual abuse occurred only once. As stressed in Quimvel, the very definition of "child abuse" under Section 3(b) of R.A. No. 7610 does not require that the victim suffer a separate and distinct act of sexual abuse aside from the act complained of, for it refers to the maltreatment, whether habitual or not, of the child. Thus, a violation of Section 5(b) of the same law occurs even though the accused committed sexual abuse against the child victim only once, even without a prior sexual affront.[25]

Philippine Laws / Quimvel vs. People of the Philippines
February 25, 2020, 06:35:47 AM
In Quimvel vs. People of the Philippines[23] (Quimvel), the Court held that it is immaterial whether or not the accused himself employed the coercion or influence to subdue the will of the child for the latter to submit to his sexual advances for him to be convicted under Section 5(b) of R.A. No. 7610. The first paragraph of Section 5 thereof even provides that the offense can be committed by "any adult, syndicate or group," without qualification. The clear language of the law does not preclude the prosecution of lascivious conduct performed by the same person who subdued the child through coercion or influence.[24]

Section 5 (b), Article III of R.A. No. 7610 punishes sexual intercourse or lascivious conduct not only with a child exploited in prostitution, but also with a child subjected to other sexual abuses.[21] It covers not only a situation where a child is abused for profit, but also where one — through coercion, intimidation or influence — engages in sexual intercourse or lascivious conduct with a child. Thus, a child is deemed subjected to other sexual abuse when he or she indulges in lascivious conduct under the coercion or influence of any adult.

Section 5 (b), Article III of R.A. No. 7610, as follows:[20]
Section 5. In People v. Bon,[17] the Court ruled that even if the statutory rape charge against the accused was not proved beyond reasonable doubt, he can still be held liable for the crime of acts of lasciviousness, as defined and penalized under Article 336 of the RPC, in relation to R.A. No. 7610, since all the elements of this offense were established. It cannot, therefore, be successfully argued that the accused's constitutionally-protected right to be informed of the nature and cause of the accusation against him was violated when he was found guilty under Section 5 of R.A. No. 7610.[18]

In Navarrete v. People,[15] the Court noted that, under Section 5(b), Article III of Republic Act (R.A.) No. 7610,[16] when the victim is under 12 years old, the accused shall be prosecuted under either Article 335 (for rape) or Article 336 (for acts of lasciviousness) of the RPC. Accordingly, although an accused is charged in the information with the crime of statutory rape (i.e., carnal knowledge of a woman under twelve years of age), the offender can be convicted of the lesser crime of acts of lasciviousness, which is included in rape.

Philippine Laws / Bidders Who Submitted Lowest Bid
February 25, 2020, 02:04:20 AM
In one case, bidders in a government project sought to enjoin the award and implementation thereof, arguing that as the bidders who submitted the lowest numerical bid, they were entitled to the award. This Court disagreed, for the reason, among others, that mere submission of the lowest bid did not automatically entitle them to an award; their bid must still undergo post-qualification/evaluation. - SC Decision

Public bidding as a method of government procurement is governed by the principles of transparency, competitiveness, simplicity and accountability. These principles permeate the provisions of R.A. No. 9184 from the procurement process to the implementation of awarded contracts. It is particularly relevant in this case to distinguish between the steps in the procurement process, such as the declaration of eligibility of prospective bidders, the preliminary examination of bids, the bid evaluation, and the post-qualification stage, which the Bids and Awards Committee (BAC) of all government procuring entities should follow. - SC Decision

Philippine Laws / What is a disputable presumption
February 25, 2020, 01:49:41 AM
However, the presumption that official duty has been regularly performed is among the disputable presumptions. 'It is settled that a disputable presumption is a species of evidence that may be accepted and acted on where there is no other evidence to uphold the contention for which it stands, or one which may be overcome by other evidence. One such disputable/rebuttable presumption is that an official act or duty has been regularly performed...' Such, presumption of regularity of official acts may be rebutted by affirmative evidence of irregularity or failure to perform a duty. - Quoted from Jurisprudence

Philippine Laws / The doctrine of immunity from suit
February 25, 2020, 01:45:12 AM
The doctrine of immunity from suit will not apply and may not be invoked where the public official is being sued in his private and personal capacity as an ordinary citizen. The cloak of protection afforded the officers and agents of the government is removed the moment they are sued in their individual capacity. This situation usually arises where the public official acts without authority or in excess of the powers vested in him. It is a well-settled principle of law that a public official may be liable in his personal private capacity for whatever damage he may have caused by Ms act done with malice and in bad faith or beyond the scope of his authority or jurisdiction.

Poems and Poets / The Call by Rupert Brooke
February 25, 2020, 12:48:59 AM
The Call
By Rupert Brooke

Out of the nothingness of sleep,
    The slow dreams of Eternity,
There was a thunder on the deep:
I came, because you called to me.

I broke the Night's primeval bars,
I dared the old abysmal curse,
And flashed through ranks of frightened stars
    Suddenly on the universe!

   The eternal silences were broken;
Hell became Heaven as I passed. —
What shall I give you as a token,
A sign that we have met, at last?

I'll break and forge the stars anew,
    Shatter the heavens with a song;
Immortal in my love for you,
Because I love you, very strong.

Your mouth shall mock the old and wise,
Your laugh shall fill the world with flame,
I'll write upon the shrinking skies
The scarlet splendour of your name,

Till Heaven cracks, and Hell thereunder
Dies in her ultimate mad fire,
And darkness falls, with scornful thunder,
On dreams of men and men's desire.

Then only in the empty spaces,
    Death, walking very silently,
Shall fear the glory of our faces
    Through all the dark infinity.

So, clothed about with perfect love,
The eternal end shall find us one,
   Alone above the Night, above
The dust of the dead gods, alone.

Second Best by Rupert Brooke

   Here in the dark, O heart;
Alone with the enduring Earth, and Night,
   And Silence, and the warm strange smell of clover;
Clear-visioned, though it break you; far apart
   From the dead best, the dear and old delight;
Throw down your dreams of immortality,
   O faithful, O foolish lover!
Here's peace for you, and surety; here the one
Wisdom — the truth! — "All day the good glad sun
   Showers love and labour on you, wine and song;
The greenwood laughs, the wind blows, all day long
Till night."  And night ends all things.
                                             Then shall be
No lamp relumed in heaven, no voices crying,
Or changing lights, or dreams and forms that hover!
(And, heart, for all your sighing,
That gladness and those tears are over, over. . . .)

And has the truth brought no new hope at all,
Heart, that you're weeping yet for Paradise?
Do they still whisper, the old weary cries?
"'MID YOUTH AND SONG, FEASTING AND CARNIVAL,
THROUGH LAUGHTER, THROUGH THE ROSES, AS OF OLD
COMES DEATH, ON SHADOWY AND RELENTLESS FEET,
   DEATH, UNAPPEASABLE BY PRAYER OR GOLD;
DEATH IS THE END, THE END!"
Proud, then, clear-eyed and laughing, go to greet
   Death as a friend!

   Exile of immortality, strongly wise,
Strain through the dark with undesirous eyes
To what may lie beyond it.  Sets your star,
O heart, for ever!  Yet, behind the night,
Waits for the great unborn, somewhere afar,
Some white tremendous daybreak.  And the light,
Returning, shall give back the golden hours,
Ocean a windless level, Earth a lawn
Spacious and full of sunlit dancing-places,
And laughter, and music, and, among the flowers,
The gay child-hearts of men, and the child-faces
O heart, in the great dawn!

Feature: Most fruits have low Glycemic Index
by Salvador R. Serrano/ 2012
Thirteen fruits studied by the Food and Nutrition Research Institute of the Department of Science and Technology (or FNRI- DOST) were found to have low Glycemic Index (GI)

GI is a number representing the increase in the level of blood glucose when we eat food with carbohydrates. Saba banana, seedless grapes, Chinese pears, cantaloupe, watermelon, jackfruit, ripe carabao mango, papaya, red apple, guava and avocado have low GI. However, lakatan banana, pineapple and raisins have medium GI.

A book entitled "Glycemic Index or G.I. of commonly consumed carbohydrate foods in the Philippines" is now for sale at the FNRI-DOST at 250 pesos for the soft-bound and 300 pesos for the hard-bound copy.

The book is a useful reference for diabetics who have to monitor their blood glucose level and also for health buffs who watch their weight.

TESDA allots P1 billion for training-to-employment program
by Jose Mari Garcia
CITY OF MALOLOS, Bulacan, Jan. 26, 2012 (PIA) -- Technical Education and Skills Development Authority (TESDA) has allocated a total of P1.1 billion for its scholarship program which will initially give jobs to 45,500 trainees upon graduation.

Speaking in the opening of the Central Luzon Regional Skills Competition yesterday here, TESDA Director General Joel Villanueva said P500 million was allotted to the training program on business process outsourcing where 65,000 trainees will be enrolled into.

He said 70 percent or 45,500 of the trainees will be automatically employed in call centers which have continued to boom in the country, absorbing graduates and the unemployed with favorable compensation.

"Technical and vocational students should not be disparaged and discriminated. It is easier to land jobs if you are a TESDA graduate than a graduate of a two-year course," said Villanueva.

The remaining P600 million will be allocated to training programs on tourism, semiconductor, agriculture and construction.

DPWH chief bats for long term solutions vs flooding, disasters

MANILA, January 31, 2012 (PIA) –- Public Works and Highways chief Secretary Rogelio L. Singson assured that P10.817 billion will be spent this year to carry out long term solutions to the country's flooding and other water-related disasters.

Singson said DPWH will be giving priority to water catchments and impounding structures upstream of major rivers.

"In highly urbanized areas, climate change initiatives, and rehabilitation of flood-damaged structures will also be given priority," Singson added.

According to the DPWH, among the identified major flood control projects for implementation this year are the Pampanga Delta & Pampanga River projects; Laoag River Basin and Sabo Project; Bicol River Basin and Watershed Project; Mindanao River Basins; Mandaluyong City drainage improvement project; Cagayan de Oro River Basin; Pasig-Marikina River Channel Improvement Project (PMRCIP), Phase II; Mt. Pinatubo Hazard Urgent Mitigation Project, Phase III; San Roque Multi-Purpose Project, Flood Control Component; and drainage protection works along national roads and bridges nationwide.

The DPWH will also continue prioritizing flood control projects in major and principal river basins based on completed master plans this year.

"We will continue the promotion of innovative technologies such as geotextiles and coco-netting in slope protection and soil erosion control; promotion of rainwater harvesting and retarding basins; and support other agencies' efforts in non-structural measures such as hazard mapping of the DENR, flood monitoring and forecasting of DOST/PAGASA, and relocation of informal settlers living along river ways and esteros," added Singson.

Feature: Coconut sugar and syrup are promising alternative sweeteners
by Salvador Serrano: posted in 2012

Coconut sap, the fluid from coconut flowers that are cut systematically, can be turned into sugar.

According to the Glycemic Index of Commonly Consumed Carbohydrate Foods in the Philippines, a book published in 2011 by the Food and Nutrition Research Institute of the Department of Science (or FNRI-DOST), the resulting sugar has a low glycemic index.

This has made coco sugar and syrup popular alternative sweeteners among a growing number of diabetics and health buffs, but health and nutrition experts still advise consumption of cocosap sugar and syrup be done in moderation under their supervision.

Health and Food / Virgin Coconut Oil and Cholesterol
February 22, 2020, 07:52:22 PM
by Jund Rian A. Doringo/PIA News

According to the Food and Nutrition Research Institute of the Department of Science and Technology, virgin coconut oil (VCO) is made up mostly of medium-chain saturated fatty acid with zero trans-fatty acid.

Trans-fatty acids in fats and oils have been found to be a risk factor for coronary heart disease. It was made a mandatory component at the USDA Nutrition Labeling and Education Act (US NLEA) and Canada last January, 2003.

An FNRI study showed that the fatty acid profile and moisture content of VCO is within the Philippine National Standards and Bureau of Agriculture and Fisheries Products Standards (PNS/BAFPS), while trans-fatty acid content can be declared zero.

Like any other vegetables, VCO has no cholesterol content.

VCO has gained more competitive advantage in palatability, health and immune system against other fats and oils.

VCO may be included in everyday meal to carry out fat requirement. It can be included to salads as dressing and breads and butters as spread, as well as in rice and porridge and potatoes for roasting. It can also be included in beverages like tea and coffee or shakes and smoothies.

Moreover, VCO has many other benefits aside from its nutritional and culinary uses ranging from moisturizing the skin, improving the immune system, healing diseases and even as insect repellants and biodiesel engine fuel.

With its abundant visibility across the region, everyone must take advantage of the goodness of VCO. A little creativity and innovation will jump start the potential market of the VCO industry.
