OFW ‘Quarantine Certificates’
now available online: STG RO

TAGBILARAN CITY, Bohol, May 22, 2020 (PIA) —Expect a deluge of Boholano Overseas Filipino Workers (OFWs), seafarers and returning Filipino and Boholano tourists coming home anytime soon, as the Sub Task Group for the Repatriation of OFWs (STG RO) has turned to a faster method to hasten the repatriation program.
A sub group of the Inter Agency Task Force on the Management of Emerging Infectious Diseases, the STG RO composed by the Bureau of Quarantines (BOQ) and the Philippine Coast Guard (PCG) has decided to publish the Quarantine Certificates issued to returning OFWs from abroad who have completed the mandatory facility-based quarantine.

The Department of National Defense, PCG, Overseas Workers Welfare Administration (OWWA), and the BOQ agreed on the online release of Quarantine Clearance for the OFW, Filipino seafarers, and returning Filipinos who have tested negative in their recent Reverse Transcription Polymerase Chain Reaction (RT-PCR) test, May 20, 2020.

This is in the hope that OFWs who are cleared of the viral diseases can readily rejoin their families as per agreed protocols.

According to Department of Health Undersecretary Maria Rosario Singh-Vergiere, during a town hall meeting with the Presidential Communications Operations Office Friday, that the government is keen on the RT PCR as this would be a more reliable test as this can determine the presence of the virus in asymptomatic patients.

Real time RT-PCR is a nuclear-derived method for detecting the presence of specific genetic material from any pathogen, including a virus.
The readily available Rapid Antibody Test, she explained, can only be used after the patient has exhibited symptoms of about 7 days.
As of May 21, 2020, about 14,669 overseas Filipino have been issued clearance to return home to their provinces and towns, STG RO said.
But owing to the travel restrictions and the inconveniences of lining up to claim the clearances, the STG has put up the clearance online.

Through STG RO Advisory Number 052020-001, dated May 31, the repatriation agencies had published the Quarantine certificates in the PCG websites (www.coastguard.gov.ph) and facebook page (@Philippine Coast Guard), and where OFWs concerned may download and print or screenshot their respective BOC-PCG quarantine Certificates as evidence of their health condition when returning to their respective home communities.
The same website also published the OFW’s Philippine Red Cross RT-PCR test laboratory report and a Master List of the OFWs qualified by the STG to return home.

The Advisory, signed by Admiral Joel S Garcia PCG, also said all LGUS, Local Health Offices, Regional task Forces of the National task Force COVID-19, the Armed Forces of the Philippines and the Philippine National Police Units and personnel manning checkpoints and other government units and private entities concerned are informed and enjoined to extend assistance to the qualified OFWs returning to their come communities.

And as a security measure, the STG said the authenticity of the online generated Quarantine Certificates may be counter-checked through the master List of qualified OFWs as published in the PCG website and facebook accounts.

In today’s ​Beat COVID-19 Virtual Presser ​ , Dr. Beverly Lorraine Ho, the Director of the Health Promotion and Communication Service (HPCS) of the Department of Health (DOH) clarified that the Philippines is still on its first major wave of sustained community transmission in the COVID-19 pandemic. Director Ho represented the Department today as DOH officials attended the House of Representatives Committee on Health’s briefing on the current COVID-19 situation.

“​Kung matatandaan ninyo po - local community transmission happened nung nagsimula tayong mag-report ng cases sa mga kababayan nating na walang exposure sa mga positive cases o kaya’y walang travel history,” said Dir. Ho. 

Presidential Spokesperson Harry Roque explained that both interpretations about the country being in the first and second wave are factually correct. We are presently in the first wave when we consider sustained community transmission; and in the second wave when we take into account the first three (3) imported cases in January. The DOH and the rest of the Executive branch are aligned that the Philippines is presently experiencing the first waveof sustained community transmission.

Dir. Ho also reiterated that it is this wave that had peaked on March 31 when the highest number of positive cases in a day was recorded at 538. Since then, the number of cases has declined to around 220 cases per day -- one indicator why DOH declared that we have started to flatten the curve.  

“We hope this does not in any way distract us from what we really need to do to change the course of this pandemic permanently,” Dir. Ho noted. “The power to change the course of this pandemic lies in all of us - how flat the curve is and how long it will remain so nakasalalay yun sa atin, to you and me and how good we are keeping in with the minimum public health standards,” she added.

“​Kumbaga sa grade ​sa ​ classroom, perfect ​ba tayo sa ating ​ homework -- a​ng paghugas ng kamay, ​ physical distancing, wearing masks, regular disinfection. And when you have cough or any symptoms, make sure you practice cough etiquette and keep yourself isolated because, remember, the most efficient spreaders are those who are experiencing symptoms,” Dir. Ho emphasized.

New City Hall: Soon a Reality

A NEW P86 million city government building which shall house the city offices and some national agencies may not be far behind, as the City Development Council (CDC) has strongly recommended its construction beginning year 2002.

During a recent meeting, the council appropriated P15 million for the project. This amount will be taken from the city's 20 percent Development Fund.

This is in addition to the P6 million building trust fund already available.

It may be recalled that when City Mayor Jose Torralba took his oath with a renewed commitment to continue the remarkable pace of the city's development during the 35th Tagbilaran City Charter Day Program last July 1 - in the presence of Senator Loren Legarda-Leviste and Gov. Erico Aumentado, he has included the implementation of the said project among his policy directions for the next three years.

He saw the need to relocate the present seat of government to a much secure, safer and spacious area. He has also requested for P5 million from Sen. Legarda-Leviste for the construction of the City Hall.

Recently, Mayor Torralba received letter from Oscar Mabilog, president and Chief Executive Officer of the Philippine Office for Substance Abuse Prevention (PhilOSAP) informing him that the office of Senate President Franklin Drilon has put in P2 million for the project.

Also, Director Normando Toledo of the Department of Interior and Local Government (DILG)-Office of the Project Development

Services has furnished the Office of City Mayor a copy of the letter to Executive Secretary Alberto Romulo regarding the possible funding allocation under the Local Government Service Equalization Fund (LGSEF).

Director Elizabeth Gonzales, head of the Office for Special Projects, Presidential Management Staff earlier requested the mayor for a detailed project proposal to include the objectives, technical data, critical activities and project after the city sought for a P50 million financial assistance from the Office of the President.

The city government is also considering contracting a P30 million loan from the Development Bank of the Philippines (DBP) to complete the P86 million needed to complete the building.

During the meeting of the City Executive Advisory Council (CEAC), city engineer Pianicita Castolo set up the perspective and features of the proposed City Hall and government center. It will include carpark, basement, mezzanine, and a shopping mall at the rooftop, totaling four storeys.

The recommended site is a vast expanse of over five hectare government-owned lot located near the City Engineering Office compound and the Bohol Agricultural Promotions Center (APC) in the city's Cogon and Dao Districts.

The building will occupy a floor area of more than 5,000 square meters.

In the same meeting, it was agreed in mass motion to authorize solicitation schemes to put up common fund for the city hall. (FIEL ANGELI E. ARAOARAO-GABIN/City Information Office)

Plane flights commercial, not tests by student pilot

THE early morning flights of small planes these past few weeks are commercial flights, not test flights made by student pilots.

Airport manager Justo Cabahug of the Air Transportation Office (ATO Tagbilaran) here issued the clarification to allay fears expressed by some residents that a repeat of the freak accident a few months back might happen.

Manned by a budding pilot, that plane cartwheeled upon landing, earning the fellow some broken ribs, a broken arm and a broken leg.

The city airport was busy lately however because this plane manned by a commercial pilot went to and fro filling orders for milkfish or bangus fry from Bohol to Dumaguete and Butuan cities.

Fry are best transported by plane. Outside of their habitat, these are delicate. To ensure a high survival rate, they are best transported as quickly as possible to their new "home." This plane, Cabahug explained, puts in flights only during fry harvest season.

As a secondary airport, Tagbilaran has complete facilities and meets all requirements of pilot training schools.

As early as August 1984, retired Brig. Gen. Jesus Singson of the Philippine Air Force and director for air transportation of ATO issued a memorandum circular to all pilot training schools.

The memorandum states that in the interest of safety and in accordance with requirements prescribed in an earlier administrative order, pilot schools must have aircraft with functioning VHF two-way radio contact with the control tower.

The pilot, it continued, must make his first solo flight in an aerodrome with control tower and firefighting facilities except at the Manila and Mactan airports, and the budding pilots must not land on or take off from an airport's operational traffic circuit.

Along this line, when the Lahug airport closed down, the chief of the air traffic service in Mactan wrote to the DOTC assistant secretary, ATO and the Ninoy Aquino International Airport, recommending the Tagbilaran airport for training flights because it is less affected by other air traffic.

However, Cabahug advises aspiring pilots not to fly out in the mornings because of relatively heavy traffic compared to the afternoons.

A King had a male servant who, in all circumstances always said to him; My king, do not be discouraged because everything God does is perfect, no mistakes. One day, they went hunting and a wild animal attacked the king, the servant managed to kill the animal but couldn't prevent his majesty from losing a finger. Furious and without showing gratitude, the King said; if God was good, I would not have been attacked and lost one finger. The servant replied, 'despite all these things, I can only tell you that God is good and everything He does is perfect, He is never wrong'. Outraged by the response, the king ordered the arrest of his servant. While being taken to prison, he told the king again, God is Good & Perfect. Another day, the king left alone for another hunt and was captured by savages who use human beings for sacrifice. On the altar, the savages found out that the king didn't have one finger in place, he was released because he was considered not "complete" to be offered to the gods. On his return to the palace, he ordered the release of his servant and said; My friend, God was really good to me. I was almost killed but for lack of a single finger, I was let go. But I have a question; If God is so good, why did He allow me to put you in prison? His servant replied; My king, if I had not been put in prison, I would have gone with you, and would have been sacrificed, because I have no missing finger. Everything God does is perfect, He is never wrong. Often we complain about life, and the negative things that happen to us, forgetting that everything happens for a purpose.

God knows why you are reading this message today, please bless someone with it by sharing it. God is good and perfect!!

My dear friend, a good attitude will determine your altitude. When you look at your life, career, job or family life, what do you say? Do you praise God? Do you blame the Satan? A good attitude towards God makes Him move on your behalf. Just sit down and say, "Today , I am thankful I had a peaceful sleep, I am thankful I am alive with possibilities, I am thankful I have a roof over me, I am thankful I have a job, I am thankful that I have Family and Friends. Above all, I am thankful that I have God in my life."

Be blessed and don't be envious or shocked when others are prospering because you don't know what they have been through to get there (test, trials and tribulation) so thank God for what you have. Little is much when God is in it. It is Well With God's grace. Touch someones life with this message if God is for us, who can be against us? God has seen you struggling with something. God says it's over. A blessing is coming your way.
