2014 radio program by George Gray
Dear Papa George,
Kuan man gud, Papa George, sukad-ma sukad wala pa gyud ko makasuway ug uyab.
Hilabihan man gud gwapaha ning among maestra.
What if minyo na siya? Or what if dalaga pa siya pero may uyab na?

Christopher

WHEREAS, the National Greening Program (NGP) is a massive forest rehabilitation program of the government established by virtue of Executive Order No. 26 issued on Feb. 24, 2011 by President Benigno S. Aquino III and the Program seeks to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016.

WHEREAS, the October 15, 2013 earthquake that struck the Province of Bohol has damaged tens of thousands of houses in many municipalities in the province, and said calamity has triggered an upsurge of demand for construction materials;
WHEREAS, the ubiquitous bamboo tree is a very popular and a highly in-demand construction material even before the earthquake shook Bohol and ruined thousands of homes;
WHEREAS, the Provincial Government of Bohol through the pronouncement of Gov. Edgar M. Chatto has indicated that there is a provincewide supply shortage of bamboo tree as demand for construction materials has shot up;

NOW THEREFORE, BE IT RESOLVED, as it is HEREBY RESOLVED by the Sangguniang Bayan of Baclayon duly assembled:

Privilege Speech of Baclayon Councilor Sen Guingguing

Honorable Vice-Mayor, honorable members of the Sangguniang Bayan of Baclayon, ladies and gentlemen, good morning.

Perhaps we have all noticed that the giant company, PLDT/Smart, is undertaking a provincewide installation of fiber optics wire that would increase the speed of the Internet.

This private project of the PLDT/Smart entails a massive digging along the roadsides of national highways, including areas covered by the Municipality of Baclayon, where the fiber optics cable would be embedded underground.

Fellow members of the SB, while we highly welcome such development undertaken by a private consortium, it does not mean that we would blindly ignore the lapses committed by the project proponent or its third-party contractor.

We cannot just disregard the fact that the sub-contractor has somehow ruined the beautiful landscape of our roads.

I personally notice that when the contractor has embedded the fiber optics cable underground, the finish work is not commendable, or that it is repulsive to our eyes.

Friends, if we continue to allow the sub-contractor to commit this kind of haphazard work, we may be accused by our citizenry of being lenient to offenses committed by private groups.
Our task is to help government enforce its laws and enact relevant ones in our localities which would have a direct impact to the lives of our people.
It is also our mandate, as public officials, to help safeguard government property and protect at all times the interest and welfare of the public.
Having said that, I hereby urge the Sangguniang Bayan of Baclayon to pass an en masse resolution requesting the sub-contractor of PLDT/Smart to appear before this august body so that the company could enlighten us of what is going on with its project.

With the sub-contractor in attendance during our regular session, we members of the Sangguniang Bayan would have the opportunity to formally file our request to correct whatever lapses the contractor has committed in undertaking its project.

2 suspects who died earlier
negative of COVID-19

Here’s good news for results of the laboratory tests conducted separately on the COVID-19 suspects.

The results of the Polymerase chain reaction (PCR) tests on an employee of the Island City Mall Mall IT department and the widow who died in Inabanga town were all negatives.

Mayor Baba Yap reported in social media that the PCR test of one of the employees of IT department of the said mall yielded negative.

Mayor Yap has repeatedly announced that the PCR test is for free for all returning OFWs and locally stranded individuals.

Inabanga Uno facebook posted on Friday that the widow who died on July 4, 2020 also yielded negative of the COVID-19 following a swab specimen was taken from her.

“Negatibo sa COVID-19 basi sa resulta sa RT-PCR Test ang swab sample sa usa ka biyudang taga Dait Sur, INaBanga nga namatay niadtong Hulyo 4, 2020 didto sa Gov. Celestino Gallares Memorial Hospital (GCGMH),” the post said.

The Inabanga post said that the test result was received by teamINABANGA from the Department of Health region 7 on Friday.

Her being a COVID suspect was based on “final diagnosis” of the said hospital.

ICM management has issued an official statement expounding the tale of the IT employee who died on July 6, 2020.

The said employee, who had not been reporting to work for more than a week before he died, was not part of the sales department of the mall, the statement said.

All his asymptomatic co-workers were placed under the mandatory 14-day quarantine in a DOH-accredited facility in the city but they were negative of the rapid test conducted beforehand.

Their PCR test results are still being awaited for, it said.

“The management has been taking extra precaution by continually sanitizing and disinfecting our stores inorder to protect you, our valued customers and our employees as well in compliance with the mandated government protocols,” the statement said.

Both the ICM management and Inabanga reminded the public to follow health protocols ---- always wear face masks, wash hands frequently, keep social (physical) distancing and avoid going out of home when it is not necessary. (rvo)

Bohol downgraded to MGCQ,
travel ban holds until July 15

CORTES, Bohol, July 4, 2020 (PIA) â€" One in cue with the national government’s identification of Bohol as among the low risk areas for the spread of the corona virus disease 19 (COVID-19), Bohol Governor Arthur Yap placed the entire Bohol under a state of Modified General Community Quarantine and extended the suspension of inbound domestic air and sea travel of passengers.

Through Executive Order Number 33 which the governor signed June 30, 2020, the adoption of the Inter-Agency Task Force on the Management of Emerging Infectious Diseases Omnibus Guidelines with some modifications is imposed over Bohol from July 1, 2020 to July 15, 2020.

However, the repatriation of returning Overseas Filipino Workers (OFWS), locally stranded individuals (LSI) and travel of authorized persons outside residence (APOR) continues under strict quarantine and testing protocols.

The modifications include a province-wide general curfew from 9:00 PM to 5 AM, where minors may break their mandatory curfew every Friday and Saturday from 6:00 AM to 6:00 PM as long as they are accompanied by their parents or guardians and for senior citizens 65 years old and above, they may break their curfew every Tuesday, Wednesday and Thursday from 6:00 AM to 6:00 PM.

The modification also includes the use of a Home Quarantine Pass System, the suspension of face-to-face classes, partial liquor ban, social distancing and mandatory use of face masks.

Under the MGCQ, the order has also allowed the opening of industries and establishments under strict minimum standards.

Here, dine-in services for food industry sector is now allowed at 50% capacity, following inspection by local chief executives to assure compliance on the minimum health and sanitation standards.

Hotels and accommodations accredited by the Department of Tourism and Interior and Local Governments may operate after obtaining a DOT Certificate of Authority to Operate, following DOT, DILG and LGU nods.

The Executive Order also increases the number of persons in attendance to masses and religious gatherings to 50 percent of the venue capacity, and presses on the continued ban on public and mass gatherings, concerts, sporting and athletic events and socio cultural events including home receptions of weddings and other home gatherings.

As the IATF has allowed indoor and outdoor non-contact sports and other forms of exercises like walking, jogging, running, biking, golf, swimming, tennis, badminton, skateboarding and range shooting following minimum health standards, the order stresses on no borrowing of sports equipment.

Contact sports under the MGCQ remain to be prohibited, while fitness gyms can operate now at 50% capacity, but only after obtaining Mayor’s clearance to be assured of compliance to minimum health standards.

The MGCQ declaration also mandates internet shops, cinemas, bars, night clubs and KTV bars to remain closed as with cockfighting and gambling activities.

“To care, you have to care. It’s that simple.” Father Alabag brought his hand, palm flat, down on the table for emphasis. His gesture caused the table to shudder and coffee cups to clink. His wide-eyed expression held my attention as spilled coffee sloshed into the saucers. Recoiling from Father Alabag’s intensity, Ros-al, Calangbay, and I drew back with gasps, our wooden chairs squeaking. Father Alabag had preached the sermon at his East London church that morning. in the evening, he would work as a caregiver for an elderly man with dementia. He spoke with eloquence about his inability to find steady work in London. He had arrived five years earlier on a tourist visa. He had overstayed, hoping to eventually find a permanent job and somehow convert his visa status. Now he felt stuck in London, unable to find a stable livelihood yet reluctant to go homeâ€"one of the United Kingdom’s six hundred thousand or more undocumented migrants, working as a cash-in-hand caregiver.

Father Alabag was not only a caregiver, a priest, and an irregular migrant; he was also a community activist. I met him after church, introduced by his cousin Ros-al and her friend, Calangbay. I had invited all three of them to a café nearby to discuss their thoughts on Filipinos and care work in the United Kingdom. I wanted to know how Filipino migrants were able to sustain their reputations as caregivers in the London labor market. I’d hoped their answer would tell me what care was. Was it some special aptitude or technique? “No!” There was no special national Filipino aptitude for careâ€"Father Alabag was adamant. So I’d asked, “What, then, gives Filipino migrants such a well-regarded aptitude for caring work? How do Filipino migrants support themselves in doing care?” and Father Alabag expanded on his initial idea:

Care is care. Always the same … What you need to see is not how we care for
our charges or employers, but how we bond with each other. It’s our bonding
that lets us care well. When we are cared for, we then can care for others. So
it’s our socials, our church services, our events that let us care. That’s where
we sustain ourselves. Me, I am also a caregiverâ€"for an old man. So I can work
each day, I need to take my good feelingsâ€"the bonding I have with my friends,
my congregation here, my family, even Facebook, like that. That’s what lets
me work … the bathing, cleaning, turning, talking with him, changing the
sheets, laundry, toilet… all that I can do because I feel… I also have care...
- Excerpt from An Archipelago of Care: Filipino Migrants and Global Networks
By Deirdre McKay
#8950
Focusing on the experience of Filipino caregivers in London, some of whom are living and working illegally in their host country, Deirdre McKay considers what migrant workers must do to navigate their way in a global marketplace. She draws on interviews and participant observations, her own long-term fieldwork in communities in the Philippines, and digital ethnography to present an intricate consideration of how these caregivers create stability in potentially precarious living situations. McKay argues that these workers gain resilience from the bonding networks they construct for themselves through social media, faith groups, and community centers. These networks generate an elaborate "archipelago of care" through which migrants create their sense of self.

Bohol Latest News / Home at Last in Bohol

Through Tulog Hatid: Home
at last for Suellos of Bohol

Desperation was what couple Alejandro and Marcia Suello felt, when they realized they were held hostage by the governmentâ€"imposed travel restrictions in attempts to stem the tide in the spreading and contain the deadly virus that has already claimed a few hundreds of lives.

Both are Boholanos and have planned to finally resettle in the province since February, knowing that living in the harsh city would be too taxing for them and their only child.

In fact, in February, Marcia accompanied their child to Bohol, knowing that it would be too much for the child to travel later when they would be packed with the few things they have acquired in Manila to Bohol.

They have initially planned to haul their things to Bohol by March.

That was also when things started to go awry and mess their plans.

By mid-March, the number of coronavirus disease (COVID) infected patients in the National Capital Region ballooned, forcing the government to implement drastic measures to contain the disease.

Alejandro, 38 from San Carlos Danao Bohol was a construction worker in a Manila project that was completed in February.

His wife, Marcia, from Barangay Baluarte in Buenavista works as a security guard there, until March 15 when she has to resign to advance their bid to finally settle in Bohol.

It was then that they found themselves jobless, stranded in a far-away land and forced to use up the few savings they would have used to ship their things to Bohol that they were strung in the fire, alone and helpless.

(Lisud, mangita ka og pagkaon, pero gamay ra ang imong kwarta)  it was tough looking  for food and all you have is little money, he confessed as he sat here at the holding area of the Port of Tagbilaran.

Alejandro and Marcia were among the 41 locally stranded individuals (LSI) and thousands of people who have been enticed with the government’s program to go back to the provinces, especially in the COVID times, where it is much safer there.

(Nangapply miss a Balik probinsya) Sir, he shared, knowing that government programs like this have packages of assistance and starter sets of livelihood.

Balik Probinsya, Bagong Pag-asa is a government program that aims to provide hope for a better future to Filipinos through equity in resources throughout the country that will boost countryside development. The program is geared towards addressing Metro Manila’s congested urban areas by encouraging people, especially informal settlers to return to their home provinces and assist them in this transition with support and incentives on transportation, family, livelihood, housing, subsistence and education, among others.

They also know that it would take them a long time to avail of the program considering the number of people who would want to be facilitated to resettle in their home provinces.

As they await for the results of their application to the program, the couple who was renting a room in Manila has to use up their savings for their stay, compounded by the momentary disruptions in work.

It was also on these times that they forged their resolve to make a new life in Bohol, seeing that their growing kid will have a better chance in Bohol than in the urban jungle where everything has a price.

Both working hard to stay alive despite the strict home quarantine orders, Alejandro and Marcia used all the time they have in bagging their things, but as the quarantine stretched, their cash slowly drained too.

And then one day, there was a call.

(Gitawagan mi sa taga goberno Sir, gipangutana mi kon interesado ba mi nga moapil sa Tulong Hatid Program. Syempre, kauli-on na kaayo mi mao nga wala gyud namo palabya ang kahigayonan.) Somebody called us, asking if we were interested in the Tulong Hatid Program. Naturally, we signed in because we were really on to going home finally, Alejandro shared.

An initiative of the Office of the President and administered by the Presidential Management Staff through Executive Director Joseph Encabo, the program is a government initiative to provide transportation to those stranded in Metro Manila due to lockdowns and travel restrictions amid the COVID-19 pandemic.

All those who were in the program has to undergo the preventive measures to avoid local transmission of the disease, by placing all LSI beneficiaries to a rapid antibody diagnostic testing for COVID-19 before they boarded the buses, or boats to ensure that stringent health protocols to halt the spread of the dreaded disease are followed.

(Wala mi maglangan, miadto mi dayon sa Quirino Grandstand didtoy daghang tawo, mipila mi pagkabuntag, ug gani wala mi magdahum nga makasakay dayun sa available nga barko para sa Visayas) We wasted no time and went to join the huge crowd at Quirino Grandstand. We never expected to get free slots in the boat that was leaving for the Visayas).

Last July 4 and 5, at the OP send-off at the Quirino Grandstand had the government sending off thousands of LSIs on board buses or boats to Luzon and the Visayas and Mindanao.

For the Suellos. the long wait for the Balik Probinsya has kept them from hoping much, they never expected to get the slots.

And then they got the slots, for free transportation and accommodation costs on the government boat, plus an allowance of P2,000 each.

For the couple, they took, along with 39 more Boholano LSIs the Department of Agriculture Bureau of Fisheries and Aquatic Resources (DA-BFAR) Multi-Mission Offshore Vessel 5501 BRP Lapulapu which was to sail to Bohol.

The boat left Pier 15 in Manila North Harbor last July 6 at 5 in the morning and has to do a refueling stopover in San Carlos City in Negros before getting to Tagbilaran Port July 8 at 5:00 in the morning.

I would like to thank Tulong Hatid Program, I never thought me and my wife could get to Bohol for free, and still get a cash allowance.)

(Mi-apply mi sa Balik Probinsya Program apan gitawgan mi sa Tulong Hatid kon interesado ba ‘mi nga mosakay sa programa. Wala jud mi bisag gamay nga gigasto sa akong asawa nga miabot mi dinhi sa Bohol, salamat sa Ginoo ug salamat sa Tulong Hatid) We applied for Balik Probinsya Program but Tulong Hatid called us asking if we were on to joining the program. We with my wife did not spend a cent until we arrived here, thanks God and thanks to Tulong Hatid, Alejandro said.

The couple now at the pier holding facility was among the few LSIs awaiting for their LGU transport vehicles that would get them to LGU run quarantine facilities where they will stay for the next 14 days.

Nia na jud mi, bahala nag magquarantine, basta kay nia na sa Bohol, dili na kayo kuyaw, he hinted a life much better here than in the urban jungle where they came from.

If they can pass that without any symptom of COVID infection, then it would be the time for the couple to finally rejoin their child and be a family again, hopeful for a new and better life in Bohol. (rahchiu/PIA-7/Bohol)

BOHOLANO BONDING. LSIs who have finally arrived here in Bohol exchange unpleasant experience during the lockdowns as they await for the LGU vehicles that would take them to an LGU operated quarantine facility where they will stay in the next 14 days. (rahchiu/PIA-7/Bohol)

GRATEFUL. Boholano LSI and construction worker from San carlos Danao and Baluarte Buenavista Alejandro Suello, who with his wife Marcia never expected to get free boat ride and cash allowance from Tulong Hatid aired his thanks to God for a safe travel and to Tulong Hatid for realizing his family’s dream of resettling in Bohol. Bohol Latest News / Tuob as Immune Booster
July 07, 2020, 12:33:18 AM
By Ric V. Obedencio
‘Tu-ob,’ “Immune booster” - doctor

PANGLAO, Bohol - Despite claims by some medical experts that ‘Tu-ob’ or steam inhalation cannot cure COVID-19, Dr. Doloreich Dumaluan, a practicing doctor of medicine, said that ‘Tu-ob’ may not be the cure but it’s an immunity booster.

He admitted that the doctors are divided over the steam inhalation considering that there’s no scientific study of that, so far.

Dumaluan, in an interview with media on Saturday, endorses to locally stranded individuals (LSIs) to practice it. “I would encourage this,” he said, he is practicing it.

If one’s is feeling he has influenza like symptoms, he should not wait for days for it to subside but immediately take “Tu-ob.”

He said that just like going to a sauna bath, taking “Tu-ob” is a stress reliever since after a few minutes in inhaling steam from hot water one started to perspire and his body is throwing toxins from his body.

“Tu-ob” attempts to neutralize activities of the cells that make one feeling refreshed or relaxed, he said.

It is said that “Steam inhalation involves the introduction of warm and moist air into the lungs through the nose and the throat and thus allowing the blocked passages to get cleared and provide relief from the congestion. Apart from this, steam inhalation is beneficial in improving circulation and more importantly when done with essential oils or certain herbs added to the steam benefits you from eradicating the respiratory ailments in the most miraculous way.”

The usual practice of “Tu-ob” is having a container of hot water and keeping your head over it; covering the head with a towel and keeping eyes closed. One needs to make sure steam or the warm moist air does not reach your eyes and take deep breath while doing steam inhalation.

There are also electric steam inhalers in the form of a movie ticket booth that one can buy like what Dr. Dumaluan has shown to the media in the course if the interview. This one is operated by plugging the wire provided to the power outlet.

But Dumaluan said that anybody may create his own or a modified one in a form of a box that may not be expensive. One has just to do is to put a pan of hot water under the seat inside the box, seat there for at least 15 minutes and start inhaling the steam coming out from the hot water.

Dr. DUmaluan believes that virus would be eradicated from the body for the two conditions: One is that virus may not multiply if the temperature is not favorable to them, so the more heat the more they can’t survive.

Virus rapidly multiplies if one’s cells of the body are acidic. This is favorable to them, hence, neutralize the acidity which he refers to “ph.” So, one has to take alkaline water so blood circulation improves, he said.

Additionally, to improve one’s immune system to fight the virus, one has to take exact diet, eat fruits and vegetables, get enough sleep, exercise regularly, take a sun bath for vitamin D and other vitamins needed.

If one’s immune system is strong or activated, then one’s body is ready to fight the virus, Dumaluan stressed.’

For Gov. Arthur C. Yap, who himself practices “Tu-ob,” steam inhalation is a “home remedy.” He said during the PressCOn on Friday that his father taught him of this. Though he answered this not as a doctor but as a practitioner, he said that he is avoiding the query.

Dr. Ellan Lyll Salada, a infectious disease specialist of the Department of Health (DOH) assigned at Gov. Celestino Gallares Memorial Hospital, steam inhalation produces aerosols. And these (aerosols), if coming from a symptomatic “Tu-ob” user may spread and contaminate to other persons.

She warned the users to be careful to use it properly, citing the group of Philippine Microbiology.

Aerosol is “a suspension of fine solid or liquid particles in gas. Smoke, fog, and mist are aerosols.”

Earlier, the Sangguniang Panlalawigan has endorsed the practice of “Tu-ob.”

Provincial Board Members Dr. Elpidio Bonita and Jescelo Adiong, Bohol president of Phil. Councilor’s League- Bohol chapter, sponsored the “Tu-ob” resolution recently. (rvo)

Philippine Trench also called  Philippine Deep, Mindanao Trench, or Mindanao Deep
a submarine trench in the floor of the Philippine Sea of the western North Pacific Ocean bordering the east coast of the island of Mindanao. The abyss, which reaches the second greatest depth known in any ocean, was first plumbed in 1927 by the German ship Emden. The reading obtained at that time was the first indication of the actual near-record depth. In 1945 the USS Cape Johnson recorded a sounding of 34,440 feet (10,497 m), slightly exceeded by the 34,578-foot sounding originally made by the Danish Galathea in 1951. Later soundings reported to exceed these have been found to be instrumentation errors.

1801 Concordat of French Religious History - agreement reached on July 15, 1801, between Napoleon Bonaparte and papal and clerical representatives in both Rome and Paris, defining the status of the Roman Catholic Church in France and ending the breach caused by the church reforms and confiscations enacted during the French Revolution. The Concordat was formally promulgated on Easter day, 1802.

In the agreement the First Consul (Napoleon) was given the right to nominate bishops; the bishoprics and parishes were redistributed; and the erection of seminaries was allowed. The Pope (Pius VII) condoned the actions of those who had acquired church property, and by way of compensation the government engaged to give the bishops and curés suitable salaries. The government added to it unilateral provisions of Gallican tendencies, which were known as the Organic Articles. After having been the law of the church of France for a century, it was denounced by the French government in 1905, when by the “Separation Law” church and state were sundered.

Bohol Latest News / LSI Arrivals in Bohol
July 06, 2020, 06:32:12 AM
Bohol strictly regulates, manages LSI arrivals
By MINERVA BC NEWMAN

TAGBILARAN CITY â€" Bohol governor Arthur Yap warned “illegal” entry of locally stranded individuals (LSIs) who return home without prior coordination with their mayors or local government units (LGUs) as the province strictly manages and regulates their arrivals based on available local quarantine facilities.

Yap called it a policy of 'management arrival' as his response to the LSI program established by the national inter-agency task force (IATF).  The entry of LSIs will continue but as regulated based on available LGU quarantine facilities.

“It is important that LSIs must coordinate with their mayors or LGUs through the designated focal persons since they directly know the capacity of their quarantine facilities and available rooms in a given time.  As of June 30, Bohol exceeded by 560 percent its target number of returned LSIs for the month,” Yap said.

In an emergency management meeting in May, Yap said the target was to receive an initial of 1,000 LSIs by the whole month but, according to Dr. Cesar Tomas Lopez the Technical Working Group spokesperson that there were already 6,654 LSIs who had returned to their respective towns as of June 30.

Yap noted that most mayors opposed the option of home quarantine for the LSIs including the current 21 active COVID-19 cases in Bohol.  The newest confirmed positive cases as of June 4 were two LSIs from Loboc town who were already isolated at the LGU facility.

Those LSIs will still be transferred to the LGU-based quarantine facilities apart from quarantine violation charges while their family members are locked down, he added.

Yap encouraged the mayors to find additional quarantine facilities and the barangay captains to check regularly for any newly-arrived persons in their areas.

He bared that several thousands more Boholanos elsewhere in the country have intimated to come home including those who have lost jobs or have been economically dislocated in Philippine places worst or most hit by the pandemic.

Yap asked Department of Interior and Local Government ((DILG) Sec. Eduardo Año not to suspend the LSI program but to gradually transport of LSIs to their places of origin as in the cases of Bohol which
Año positively replied with the crisp, "Okay Gov. Yap, very reasonable."

The LSIs within Central Visayas who wish to come home to Bohol are allowed for now when they signify and coordinate with the LGUs, Yap clarified that there is no truth to information that he stopped the transport of the LSIs from the Ouano wharf in Mandaue City to Tagbilaran City.

Yap added that in one instance, the LSIs gathered at theOuano wharf were not allowed to board a Lite Shipping vessel bound for Bohol because it carried flammable goods, which might pose danger to human cargoes.

The governor went on that the LSIs from Cebu province can return to Bohol, except those from Cebu City which is nationally considered as an emerging epicenter of COVID-19.

Yap maintained that the agreement of the IATF and DILG to his managed arrival policy still depends on the LSIs' compliance with the required quarantine certification and COVID-19 Shield pass or travel authority issued by the PNP.

Hosea Summary by Adam Clarke
Introduction to the Book of the Prophet Hosea

Hosea, the son of Beeri, is the first of the minor prophets. Epiphanius says that he was of the town of Belemoth, in the tribe of Issachar; which is no other, in all probability, than Beelmeon, towards Esdraelon, in this tribe. The rabbins say that Bura was his father, who is mentioned in the Chronicles, and was prince of the tribe of Reuben at the time when Tiglath-pileser carried some of the tribes of Israel into captivity. But if it be so, Hosea must be said to be of the tribe of Reuben; and a native of Beelmeon, beyond Jordan. This prophet lived in the kingdom of Samaria; and his prophecies for the most part have a view to this state, though there are likewise some particular things which concern the kingdom of Judah.
We read, in the introduction to his prophecy, that he prophesied under the kings of Judah, Uzziah, Jotham, Ahaz, and Hezekiah, and under Jeroboam II., king of Israel. If he prophesied in the reign of all these princes, he must have lived a very long time; for there are a hundred and twelve years from the beginning of Uzziah's reign to the end of Hezekiah's reign. Uzziah began to reign A.M. 3194, and Hezekiah's reign ended in 3306. Add, if you please, twenty or five and twenty years, which might be the age of Hosea when he began to prophesy; and this will make one hundred and thirty-two, or one hundred and thirty-seven years. And if we were to take ten years from Uzziah, and as many from Hezekiah, during which Hosea might not have prophesied, there will still remain one hundred and twelve, or one hundred and fifteen years.

In the whole collection of Hosea's prophecies, we find nothing which proves that he prophesied so long. And, besides, why should his prophecies be dated in the title by the reigns of the kings of Judah, when he did not live under their dominion? It is therefore very probable that this title is not Hosea's, but some ancient transcriber's; and that the true beginning of this prophet's work is at these words: "The beginning of the word of the Lord by Hosea." It is our opinion that he began about the end of Jeroboam's reign, who was the second king of Israel of this name. See Calmet.

St. Jerome and many others believe Hosea to be the oldest prophet, whose writings are in our possession; and that he was witness to the first captivity of the four tribes carried away by Tiglath-pileser, and the extinction of the kingdom of Samaria by Shalmaneser. St. Jerome will have it that he prophesied even afterwards. The first verses of 1: have a view to the death of Zechariah, king of Israel, and son of Jeroboam II: From the sixth verse of the first chapter to the third chapter, is a prediction of the captivity of Israel: but after he has foretold this captivity, he declares the return and end of it. He inveighs strongly against the disorders which prevailed in the kingdom of the ten tribes. It appears that in his time there were idols; not only at Dan, Beth-el, and Samaria, but likewise at Gilgal, upon Tabor, at Sichem, Beer-sheba, and upon the mountains of Gilead. He speaks of the Israelites as of a people entirely corrupted, and the measure of whose sins was filled up; he foretells that their golden calves should be pulled down, cast upon the ground, and carried into Assyria.

He reflects, with the same severity, upon the irregularities which reigned in Judah. He stands up against those who went to worship false gods at Gilgal. He speaks of Sennacherib's invading the territories of Judah. He foretells that the people of Judah should still continue some time in their country after the captivity of the ten tribes; but that after this they themselves should likewise be carried captives beyond the Euphrates, from whence the Lord would bring them back after a certain number of years. The style of Hosea is obscure, and his expressions often dubious and perplexed. The things whereof he speaks contribute farther to his obscurity, by reason of their distance, and our ignorance of the history of those times.

In the beginning of Hosea's prophecy, we read that the Lord directed him "to take unto him a wife of whoredoms, and children of whoredoms;" that is, to marry a woman who, before her marriages had lived a debauched life, but who, after her marriage, should retire from all bad conversation, and whose children should be legitimate, notwithstanding that, by reason of the blemish which their mother had contracted by her former life, they were called the children of whoredoms. This prostitute woman, and the children who were to be born of her, were a figure and a kind of real prophecy which described the idolatry and infidelity of Samaria and the ten tribes, formerly the Lord's spouse, but who afterwards became idolatrous and corrupt.

The children of this faithless woman are children of prostitution, since they imitate the idolatry of their mother. God gives these children the names of Jezreel, God will disperse; Lo-rechamah, or Without mercy; and Lo-ammi, Thou art no longer my people; to show, -

1. That God was going to revenge upon the house of Jehu, king of Israel, the sins which he had committed at Jezreel, when he usurped the kingdom of the ten tribes.

2. That the Lord would treat his idolatrous and sinful people without mercy.

3. That he would reject them, and no more look upon them as his people.

Hosea is concise, sententious, and abrupt. It is his manner to omit the connexive and adversative particles; an observation which we should recollect when we observe them occasionally supplied by versions or manuscripts. These are among the causes of that obscurity for which he is remarkable: but the greatest difficulties arise from the corrupt readings which deform the printed text. He chiefly addresses Israel; but introduces frequent mention of Judah. He not only inveighs against the vices of the people, but sharply arraigns the conduct of their kings, princes, and priests.

Like many of the Hebrew prophets, he tempers denunciations of God's vengeance against an idolatrous and vicious people, with promises of abundant mercies in store for them; and his transitions from one of these subjects to the other are rapid and unexpected. He abounds with short and lively comparisons; and, like the best Greek and Roman writers, often omits the particle of similitude. These comparisons he sometimes accumulates in the spirit of that poetry which is most admired. See Ho 6:3-4; Ho 9:10; Ho 11:11; Ho 13:3; Ho 14:5-7 (refs5). He has often a Great Force of Expression. See Ho 1:7; Ho 2:3, Ho 2:18, Ho 2:21-22; Ho 4:2; Ho 6:5; Ho 11:4; Ho 12:1 (refs8). He is sometimes Highly Animated. See Ho 4:14; Ho 5:8; Ho 8:1; Ho 9:5, Ho 9:14; Ho 13:10, Ho 13:14 (refs7). Many Beautiful Passages occur in this prophet, as in the Similes throughout; in the Allegories, Ho 2:2, Ho 2:20; Ho 7:11, Ho 7:12, Ho 8:7; Ho 10:11-13; Ho 13:15 (refs7); in the Pathos, Ho 11:3; and Ho 11:8-9 (refs2); in the Figures, Ho 13:12; Ho 14:2 (refs2). There are also some parts which are truly Sublime, as Ho 5:14-15; Ho 8:7; Ho 10:8; Ho 13:7, Ho 13:8 (refs5).

I have already, at the beginning of Isaiah, given a table of the chronological succession of all the prophets: that of Archbishop Newcome on the twelve minor prophets I subjoin here, because it contains some differences from the preceding.

Order and Time in Which the Twelve Minor Prophets Flourished

1. Jonah Prophesied between 823 b.c. and 783 b.c. in the reign of Jeroboam II., king of Israel. See 2Kg 14:25.
2. Amos prophesied from about 823 b.c. to about 785 b.c. in the reign of Uzziah, king of Judah, and in that of Jeroboam II., king of Israel. See Amo 1:1.
3. Hosea flourished from about 809 b.c. to about 698 b.c., in the reigns of Uzziah, Jotham, Ahaz, and Hezekiah, kings of Judah, and in that of Jeroboam II., king of Israel. See Ho 1:1. [But see the observations in the preceding page].
4. Micah flourished between 757 b.c. and 698 b.c., in the reigns of Jotham, Ahaz, and Hezekiah, kings of Judah. See Mic 1:1.
5. Nahum is supposed to have prophesied between 720 b.c. and 698 b.c., in the reign of Hezekiah.
6. Joel is supposed to have prophesied between 697 b.c. and 660 b.c., in the reign of Manasseh.
7. Zephaniah prophesied between 640 b.c. and 609 b.c., in the reign of Josiah. See Zep 1:1.
8. Habakkuk is thought to have prophesied between 606 b.c. and 598 b.c., in the reign of Jehoiakim.
9. Obadiah prophesied soon after 587 b.c., between the taking of Jerusalem by Nebuchadnezzar, and the destruction of the Edomites by the same prince.
10. Haggai prophesied about 520 b.c. after the return from Babylon. See Hag 1:1.
11. Zechariah prophesied from 520 b.c. to about 518 b.c.; and was contemporary with Haggai. See Zec 1:1.
12. Malachi is generally believed to have prophesied about 436 b.c.
Hosea 1:1THE BOOK OF THE PROPHET HOSEAChronological Notes relative to the commencement of Hosea'sprophesying, upon the supposition that this event took placein the last year of the reign of Jeroboam II., king of Israel-Year of the world, according to the Usherian account, 3219.-Year of the Julian period, 3929.-Year since the Flood, 1563.-Year from the vocation of Abram, 1136.-Year from the foundation of Solomon's temple, 227.-Year before the First Olympiad, 9.-Year before the building of Rome, 32.-Year before the vulgar era of Christ's nativity, 785.-Cycle of the Sun, 9.-Cycle of the Moon, 15.-Second year of Coenus, the second king of Macedon; which was the thirtieth from the foundation of the monarchy.-Thirteenth year of Agamestor, perpetual archon of the Athenians.-Thirteenth year of Ardysus, king of Lydia.-Twelfth year of Amulius Sylvius, king of the Albans.-Twenty-fifth year of Charilaus, king of the Lacedaemonians.-Forty-first year of Jeroboam II., king of Israel.-Twenty-sixth year of Uzziah, king of Judah.CHAPTER IUnder the figure of a wife proving false to her marriage vows, and bearing children that would follow her example, the prophetrepresents the shameful idolatry of the ten tribes, whichprovoked God to cast them off. The whole passage is informationby action instead of words. This names of the children are allemblematical. The first is intended to put Israel in mind oftheir unrepented guilt, and the acts of cruelty committed intheir palace of Jezreel, (1Kg 21:1.)The second and third, signifying not finding mercy, and not mypeople, denote that, in consequence of their guilt, they wereto be rejected of God, 1-9.God promises, however, to repair the loss to his Church bycalling in the Gentiles, 10;and by uniting all the children of God under one head, theMessiah, in the latter days, 11.NOTES ON CHAP. IVerse 1. Hosea, the son of Beeri] See the preceding account of this prophet. In the days of Uzziah, c.] If we suppose, says Bp. Newcome, that Hosea prophesied during the course of sixty-six years, and place him from the year 790 before Christ to the year 724, he will have exercised his office eight years in the reign of Jeroboam the second, thirty-three years in the reign of Uzziah, the whole reigns of Jotham and Ahaz, and three years in the reign of Hezekiah but will not have survived the taking of Samaria. But see the preceding account of this prophet.I think the first verse to be a title to this book added by the compiler of his prophecies, and that it relates more to facts which took place in those reigns, and had been predicted by Hosea, who would only be said to have prophesied under an those kings, by his predictions, which were consecutively fulfilled under them. By those, though dead, he continued to speak. The prophet's work properly begins at Ho 1:2; hence called, "The beginning of the word of the Lord by Hosea."

Bible Study / Expounding Ezra 2:69
July 05, 2020, 10:13:47 AM
Ezra 2:69 as explained by Adam Clarke
Verse 69. Threescore and one thousand drams of gold] ×"רכמונים darkemonim, drakmons or darics; a Persian coin, always of gold, and worth about 1£. 5s., not less than £76,250 sterling in gold.

Five thousand pounds of silver] מנים manim, manehs or minas. As a weight, the maneh was 100 shekels; as a coin, 60 shekels in value, or about 9£.; 5000 of these manehs therefore will amount to £45,000, making in the whole a sum of about £120,000; and in this are not included the 100 garments for priests.

Thus we find that God, in the midst of judgment, remembered mercy, and gave them favour in the land of their captivity.

Bible Study / Interpretation of Ezra 2:63
July 05, 2020, 10:06:37 AM
Ezra 2:63 explained by Adam Clarke
Verse 63. The Tirshatha] This is generally supposed to be Nehemiah, or the person who was the commandant; see Neh 8:9; Neh 10:1 (refs2), for the word appears to be the name of an office. The Vulgate and Septuagint write it Atershatha, the Syriac and Arabic render it the princes of Judah. Some suppose the word to be Persian, but nothing like it of the same import occurs in that language at present. If, as Castel supposed, it signifies austerity, or that fear which is unpressed by the authority of a governor, it may come from [Persian] ters, FEAR, or [Persian] tersh, ACID, the former from [Persian] tarsidan, to FEAR or DREAD.

Should not eat of the most holy things] There was a high priest then, but no Urim and Thummim, these having been lost in the captivity.

Bible Study / Ezra 2:2 Explained by Adam Clarke
July 05, 2020, 10:00:45 AM
Ezra 2:2
As explained by Adam Clarke
Verse 2. Which came with Zerubbabel] There are many difficulties in this table of names; but as we have no less than three copies of it, that contained here from Ezr 2:1-67, a second in Ne 7:6-69, and a third in 1Esdras 5:7-43, on a careful examination they will be found to correct each other. The versions also, and the Variae Lectiones of Kennicott and De Rossi, do much toward harmonizing the names.

Though the sum total at the end of each of these enumerations is equal, namely 42,360, yet the particulars reckoned up make in Ezra only 29,818, and in Nehemiah 31,089. We find that Nehemiah mentions 1765 persons which are not in Ezra, and Ezra has 494 not mentioned by Nehemiah. Mr. Alting thinks that this circumstance, which appears to render all hope of reconciling them impossible, is precisely the very point by which they can be reconciled; for if we add Ezra's surplus to the sum in Nehemiah, and the surplus of Nehemiah to the number in Ezra, the numbers will be equal.

Thus: - The number in Ezra ...

29,818

Surplus in Nehemiah .......

1,765
--------

Sum total ............

31,583

The number in Nehemiah....

31,089

The surplus in Ezra .....

494

--------

Sum total ............

31,583

If we subtract this sum 31,583 from 42,360, we shall have a deficiency of 10,777 from the numbers as summed up in the text; and these are not named here, either because their registers were not found, or they were not of Judah and Benjamin, the tribes particularly concerned, but of the other Israelitish tribes; see Ezr 2:36.

NOTES ON CHAP. II

Verse 1. These are the children of the province] That is, of Judea; once a kingdom, and a flourishing nation; now a province, subdued, tributary, and ruined! Behold the goodness and severity of God! Some think Babylon is meant by the province; and that the children of the province means those Jews who were born in Babylon. But the first is most likely to be the meaning, for thus we find Judea styled, Ezr 5:8. Besides, the province is contradistinguished from Babylon even in this first verse, The children of the province-that had been carried away unto Babylon.

Bible Study / Ezra 1:11 Explained by Adam Clarke

Ezra 1:11 explained by Adam Clarke
Verse 11. All the vessels - were five thousand and four hundred.] This place is without doubt corrupted; here it is said the sum of all the vessels, of every quality and kind, was five thousand four hundred; but the enumeration of the articles, as given in Ezra 1:9; Ezra 1:10 (refs2), gives the sum of two thousand four hundred and ninety-nine only. But we can correct this account from 1Esdras 2:13, 14.

I shall set both accounts down, that they may be compared together.

EZRA, Ezr 1:9-11.

Golden chargers ......

Silver chargers .......

1000

Knives ...................

29

Golden basons ........

Silver ditto, second sort ...

Other vessels .........

------

Said to be 5400 .......

only 2499

Total ................

------

Difference of the second account from the first ...

69

According, therefore, to the sum total in Ezra, the sum total in Esdras is only 69 different. See the next chapter.

It may be said that the vessels did actually amount to 5400, and that the chief of them only were intended to be specified; and these happen to amount to 2499; but that it was not the design of Ezra to insert the whole; and that the ninth verse should be considered as stating, And of the chief of them, that is, the gold and silver articles, this is the number. But the expression in Ezr 1:10, other vessels, sets this conjecture aside: the place is most manifestly corrupted.

Bible Study / Ezra 1:8 Explained
July 05, 2020, 09:49:13 AM
Ezra 1:8
Verse 8. Sheshbazzar, the prince of Judah.] This was probably the Chaldean name of him who was originally called Zerubbabel: the former signifies joy in affliction; the latter, a stranger in Babylon. The latter may be designed to refer to his captive state; the former, to the prospect of release. Some think this was quite a different person, a Persian or Chaldean, sent by Cyrus to superintend whatever officers or men Cyrus might have sent to assist the Jews on their return; and to procure them help in the Chaldean provinces, through which they might be obliged to travel.

Wanted for rape turned NPA captured in Sevilla
By PIA Bohol

CORTES, Bohol July 4, 2020 (PIA) â€" At certain times in the past, the notorious kangaroo courts of the New People’s Army (NPA) instilled fear among corrupt officials and criminals. Not anymore, as their apparent lie of the armed local insurgents unraveled the thread of using and coddling criminals to perpetuate a lost cause, showed.

On this, the Army’s 47th Infantry Battalion under the leadership of Lieutenant Colonel Allan Tabudlo slammed the NPA members of the Communist Party of the Philippines for terrorizing communities using coddled criminals.

This, after the army and civil authorities unknowingly arrested a wanted person who has a pending warrant of arrest for crime of rape, a day after a fiery encounter between the army and NPAs on extort mission in Barangay Bayawahan, in Sevilla town on June 27, 2020.

It may be recalled that reports from community residents leaked to the military authorities bared about a group of armed men forcefully asking for food and threatening those who refused to give in.

According to army Civil Military Operations and information officer First Lieutenant Elma Grace Remonde, troops of 47IB went to the subject area to confirm reports and chanced upon the undetermined number of armed men members of the New Peoples Army at about 5:45 p.m. in the forested parts of the barangay.

The government troops then engaged the rebels in a ten-minute running gunfight, as the rebels retreated to the thick forests.

At the army clearing operations, the government troops recovered one caliber 45 pistol, two caliber 45 magazines, one rifle grenade ammunition, three cell phones, two solar panels, personal belongings, and subversive documents.

Troops also discovered a harboring area with two posts and bunkers that can accommodate 20 persons.

A day after the encounter, residents and the army sighted a stranger about 500 meters from the encounter site.

Authorities approached the man for not wearing a face mask, a violation against the Executive Order of the Governor, and another possible violation for unauthorized wearing for an Army t-shirt.

The stranger, later identified as Crisologo Guimaras, alias Sam, 21 years old confessed he was from Barangay Bingag, Dauis.

Authorities also found in his possession an improvised explosive device (IED) and a rifle grenade.

Guimaras admitted that he was among those New Peoples Army who clashed with the military troops in the boundary of Sevilla and Bilar towns.

During the interrogation, it was found out that Guimaras has been a regular member of the NPA under the command of Domingo Compoc alias Cobra.

Accordingly, he went into hiding in Luzon after the commission of the crime of Rape in 2015, and in 2018, he entered the underground movement that was organized in the hinterlands of Inabanga municipality, province of Bohol, according to the Army CMO official.

Guimaras, who is now in custody of the Bohol Provincial Police would now be facing violation of RA 9516 (Illegal/Unlawful Possession of Explosives) apart from three counts of rape.

“The incident is evidently showing that the Communist Terrorist Group does not only deceive innocent people, but also harbor criminals who are not willing to submit themselves to the folds of law,” LTC Tabudlo said.

“They [CTG] are tolerating and coddling wanted criminals in order to gain new members and expand their terrorist organization,” he added.

When the NPA kangaroo courts used to be an extrajudicial body to judge violations against the people, now, in desperation to regain their control over the communities, they unwittingly showed the partiality of kangaroo courts, stretching further to protect criminals in their ranks.

Good for Guimaras, having been captured before the Anti Terrorism Act became a law, otherwise he could also be charged for terrosim, alife sentence and an unpardonable offense. (rahchiu/PIA-7/Bohol)

Police credits quarantine checkpoints in crime dip

TAGBILARAN CITY, Bohol, July 3, 2020 (PIA) â€" Although creating major travel discomfort among citizens in areas placed under strict community quarantine, the establishment of Quarantine Control Points or checkpoints from the provincial to the barangay levels did miracles in pulling down crimes and in containing people during the crisis.

This sums up the assessment issued by Camp Francisco Dagohoy through it chief, Police Senior Superintendent Joselito Clarito, during the joint virtual meetings of the Provincial Peace and Order Council (PPOC) and Drug Abuse Council (PADAC) last week.

This as police crime statisticians at Camp Dagohoy in Tagbilaran tracked a 36.91 percent average total decrease in crimes incidents in the first six months of the year in Bohol.

In his report to the council, Police Colonel Clarito showed a comparative monthly trend of total crime incidents that graphically showed a general down trend in crimes from January to June of this year.

A data which can also be seen in the Philippine National Police’s Crime Information Reporting and Analysis System (PNP-CIRAS), Colonel Clarito pointed out that total crimes as the first month ended, reached 894, which went down to 850 in February.

By March, with the community quarantine measured installed in the middle of the month, crimes plunged to 716, bringing the first quarter’s total crimes to 2,460.

By April, crime trend continues to sag down to 501, even as Bohol braces for the fiesta month where by tradition, people would always tend to celebrate a year of blessings.

True to projections, in May, when every day, there is a fiesta nearby, crimes rose to 622, but the month of June came back with a huge upset, when its crimes only totaled 429, pegging a second quarter sum of 1,552 of a difference of 908 crime incidents.

To further illustrate his point, Col Clarito shared a graph showing comparative crime incidents on peace and order incidents and public safety incidents.

From 1,568 peace and order incidents in the first three months, it went down to 1227 cases, nailing a 21.75 percent down trend in peace and order incidents.

As to public safety incidents, Camp Dagohoy chief bared that from a total of 892 in the first three months, it went down to 325 incidents in the second quarter, pegging a slump of 63.57 percent.

In another comparative graph on peace and order incidents, from 421 total index crimes in the first quarter, police statisticians observe the same dipping trend when index crimes dove to 161 incidents in the second quarter.

For non index crimes, Col Clarito showed that from 1,147 crime incidents descended a few notches with 1,066 incidents in the second quarter, figuring out a 7.06 percent dip.

According to Col. Clarito, “the notable decrease of total crime incidents (TCIs) especially on Index Crimes is attributed by the strict implementation of Community Quarantine Protocols thru the joint efforts of the LGUs and agencies under the Security, Law and Order and Public Safety Cluster.

He cited that the establishment of Quarantine Control Points and Checkpoints from the provincial level down to the barangays is a recognizable best practice and a good example on the effectiveness of the “Whole-of-Community” approach in addressing crimes and crisis.

Over this and with another six months ahead of him, Camp Dagohoy chief recommends all members of the TG Security, Law and Order and Public Safety should not lay down its sword in performing its functions.

He said stricter implementation of QCQ protocols shall be continued down to the barangays, hoping that local LGUs and Barangay LGUs will continually support the PNP in ensuring security, peace and order and public safety in their respective area of responsibility. (rahchiu/PIA-7/Bohol)
