Resolution Requiring Planting of Bamboo Trees

REQUESTING ALL BARANGAY CAPTAINS IN THE MUNICIPALITY OF BACLAYON TO REQUIRE THEIR RESIDENTS WHO APPLY FOR BARANGAY CLEARANCE TO PLANT AT LEAST THREE BAMBOO TREES BEFORE SUCH CLEARANCES MAY BE ISSUED TO THE REQUESTING INDIVIDUALS
WHEREAS, the National Greening Program (NGP) is a massive forest rehabilitation program of the government established by virtue of Executive Order No. 26 issued on Feb. 24, 2011 by President Benigno S. Aquino III and the Program seeks to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016.
WHEREAS, it was believed by environmental experts that by planting more trees in the country, we citizens of the Republic would be able to mitigate the dreaded impact of global warming or climate change;
WHEREAS, the October 15, 2013 earthquake that struck the Province of Bohol has damaged tens of thousands of houses in many municipalities in the province, and said calamity has triggered an upsurge of demand for construction materials;
WHEREAS, the ubiquitous bamboo tree is a very popular and a highly in-demand construction material even before the earthquake shook Bohol and ruined thousands of homes;
WHEREAS, the Provincial Government of Bohol through the pronouncement of Gov. Edgar M. Chatto has indicated that there is a provincewide supply shortage of bamboo tree as demand for construction materials has shot up;
WHEREAS, the supply shortage of bamboo trees could slow down the recovery efforts of the Province of Bohol in the wake of calamities;
 WHEREAS, the barangay, as a basic unit of society, has the power and capacity to reverse the dwindling supply of bamboos by empowering its residents to contribute to the National Greening Program of the National Government;
WHEREAS, by requiring residents of barangay to plant bamboo trees before they can be issued with barangay clearances, such mandate would spark public awareness of the importance of bamboos and the need to reforest our lands with precious bamboo trees;
WHEREAS, barangay officials may pass a similar resolution in their respective barangay councils reechoing and strengthening the thrust and spirit of this resolution;
NOW THEREFORE, BE IT RESOLVED, as it is HEREBY RESOLVED by the Sangguniang Bayan of Baclayon duly assembled:
REQUESTING ALL BARANGAY CAPTAINS IN THE MUNICIPALITY OF BACLAYON TO REQUIRE THEIR RESIDENTS WHO APPLY FOR BARANGAY CLEARANCE TO PLANT AT LEAST THREE BAMBOO TREES BEFORE SUCH CLEARANCES MAY BE ISSUED TO THE REQUESTING INDIVIDUALS
RESOLVED FURTHER, that copies of this Resolution be provided to the Office of the Mayor of Baclayon, to members of the Sangguniang Panlalawigan of Bohol, to all Barangay Captains and Barangay Councilors in the Municipality of Baclayon, and to the Provincial Environment and Natural Resources Office (PENRO).
