Privilege Speech of Baclayon Councilor Sen Guingguing

Honorable Vice-Mayor, honorable members of the Sangguniang Bayan of Baclayon, ladies and gentlemen, good morning.

Perhaps we have all noticed that the giant company, PLDT/Smart, is undertaking a provincewide installation of fiber optics wire that would increase the speed of the Internet.

This private project of the PLDT/Smart entails a massive digging along the roadsides of national highways, including areas covered by the Municipality of Baclayon, where the fiber optics cable would be embedded underground.

Fellow members of the SB, while we highly welcome such development undertaken by a private consortium, it does not mean that we would blindly ignore the lapses committed by the project proponent or its third-party contractor.

We cannot just disregard the fact that the sub-contractor has somehow ruined the beautiful landscape of our roads.

I personally notice that when the contractor has embedded the fiber optics cable underground, the finish work is not commendable, or that it is repulsive to our eyes.

Ang buot ko nga ipadayag mao kining dili matarong nga pagtabon sa yuta sa gikubkoban nga daplin sa kalsada. Naguba pa ang kalsada, wala pa gyud tagai ug pagtagad ang pag-ayo pabalik niini.

Ug dili lang kini nagakahitabo sa mga kalsada sakop sa Baclayon, ako usab kini nga namatikdan nga maoy ilang gihimo sa ubang mga lungsod sa Bohol nga diin ang pag-utingkay sa daplin sa kalsada nakahatag ug kahasol sa mga tawo ug sa mga sakyanan kay dili man tarong ang pagpahiuli sa nabungkag nga kalsada.
Friends, if we continue to allow the sub-contractor to commit this kind of haphazard work, we may be accused by our citizenry of being lenient to offenses committed by private groups.
Our task is to help government enforce its laws and enact relevant ones in our localities which would have a direct impact to the lives of our people.
It is also our mandate, as public officials, to help safeguard government property and protect at all times the interest and welfare of the public.
Having said that, I hereby urge the Sangguniang Bayan of Baclayon to pass an en masse resolution requesting the sub-contractor of PLDT/Smart to appear before this august body so that the company could enlighten us of what is going on with its project.

With the sub-contractor in attendance during our regular session, we members of the Sangguniang Bayan would have the opportunity to formally file our request to correct whatever lapses the contractor has committed in undertaking its project.
