Mrs. Leonila “Inday Lelang” de la Serna Dimataga Garcia

Wife of the most illustrious Son of Bohol, President Carlos P. Garcia

The 8th First Lady of the Philippines, 1957-1961

Mrs. Leonila “Inday Lelang” de la Serna Dimataga Garcia was born on July 17, 1906, in Opon, Cebu, now Lapu-Lapu City. Her early schooling was in Opon and Cebu City. She finished Bachelor of Science in Pharmacy at the University of Santo Tomas. Inday Lelang lived and registered in Bohol since she was in her 20’s, thus, making her a Bol-anon. She opened a drugstore on a rented house along Tagbilaran’s main street, now CPG Avenue, formerly called Libertad. It was while practicing in Bohol that she met the young lawyer named Carlos P. Garcia. Chess is Carlos P. Garcia’s favorite pastime and he used to play chess at a store in front of Inday Lelang’s drugstore. CPG purposely used to pass by Inday Lelang’s drugstore on his way to the [old] Bohol Provincial Capitol building. After a conventional courtship and love, mutual attraction and on a connection between two people that bonds them as a couple, while CPG was 36 years old and Inday Lelang was 26 years old, they got married on May 24, 1933 in Virgen De Regla Parish in Opon, Cebu. Their marital union bore an only child that they named Linda Garcia [later married to Atty. Fernando Campos who became Undersecretary of Commerce; OIC Governor of Cavite].

Inday Lelang became the lucky star of Carlos P. Garcia for when they married; it was the start of CPG’s long brilliant career.

During her husband’s political career in Bohol, Mrs. Garcia early established the lines along which she distinguished herself as a politician’s wife. Charitable, religious, and civic affairs were her main activities. Whenever and wherever a helping hand was needed, Mrs. Garcia was there.

This role translated itself into broader terms when Carlos P. Garcia became a Senator, then Vice President and concurrent Secretary of Foreign Affairs, and finally President of the Philippines. As First Lady, Leonila D. Garcia readily committed her heart to the nation.

She was soft-spoken, well-informed, simple and unassuming and expects no recognition in any social or political gathering despite her husband’s prominence in public life.

She devoted much of her time to such civic organizations as the Anti-Tuberculosis Society, Community Chest, Girl Scouts of the Philippines, Philippine Pharmaceutical Association, All Nations Women’s Group, Manila Women’s Club, Philippine National Red Cross, the Gray Ladies that had an adjunct in the Malacañang Sewing Circle, and innumerable charitable and religious clubs. This is why she has been called “the lady with a heart.”

Mrs. Garcia took pride in the well-known integrity and fidelity to the duty of her distinguished husband as a man and as a public servant. Her philosophy was to be happy wherever fate places them.

She was friendly to all; compassion has always characterized Mrs. Garcia. Unpublished even while in Malacañang, are her many private charities, mostly to needy individuals, financed for her own pocketbook. She indeed became literally “the lady with the heart” when she organized “Operations Puso” to rescue hundreds of victims of flooded Central Luzon in 1960.

As First Lady, Mrs. Garcia accompanied her husband on state visits to Japan, Taiwan, Malaysia, the United States, and countries in Europe. The Republic of China decorated her with the Order of the Benign Cloud, the highest decoration it can bestow on a foreigner, and she holds the honorary degree of Doctor of Humanities from Cebu’s Southwestern University.

Mrs. Garcia’s hobby, besides reading, was gardening. She loved to work in her garden and found it restful and soothing to spend hours attending her plants. She preferred a quiet life but because of the career of her husband, she still found time attending her social and other obligations in keeping with her standing in the community.

On June 14, 1971, Inday Lelang’s husband Carlos P. Garcia died from a fatal heart attack. Inday Lelang wrote in memory of her late husband: “We pray that nothing of Carlos’ life will be lost, but that it will be of benefit to the world; that all that he held sacred may be respected by those who follow him and that everything in which he was great may continue to mean much to us, now that he no longer with us.”

Inday Lelang died on May 17, 1994 at the age of 87 in Quezon City, Metro Manila, Philippines.

Leading developer in VisMin Cebu Landmasters Inc (CLI) posted Php 10.5 billion reservation sales in the first nine months of the year, a 14 percent increase year-on-year.

The sustained demand is a welcome news for the industry and a strong validation of CLI’s housing leadership in the Vismin market.

CLI is on pace to surpass its 2019 sales performance in spite of the challenges brought about by the 2020 pandemic.

The listed company registered P3.1 billion reservation sales in the third quarter of 2020.

CLI homes from Php 1.5 million to Php 3 million that carry the popular economic brand Casa Mira accounted for 62 percent of the 9-month take-up.

This was followed by the company’s mid-market Garden Series units at 24 percent.

Focused on economic and mid-range markets in the Visayas and Mindanao, CLI attributed 48 percent of sales to its projects in Cebu; 21 percent, to Iloilo; 13 percent, to Cagayan de Oro; 12 percent, to Bacolod.

CLI Executive Vice President and chief operating officer Franco Soberano observed: “Demand for CLI housing has remained strong despite the pandemic. And, we attribute this to our focus in meeting the needs of our buyers in each of the fifteen key VisMin cities we serve in terms of product, service and pricing, and making use of our wide sales and construction networks throughout the region.” (pr)

CAMIGUIN HOLDS SUCCESSFUL VIRTUAL FESTIVAL

The coronavirus pandemic may have changed the rules of the game but as American professor Leon Megginson once said "the species that survives is the one that is able to adapt and adjust best to its changing environment." Adaptation has indeed prompted everyone on this planet to the rules of the new normal including the Province of Camiguin when it successfully held its virtual Lanzones Festival from October 18 to 25.

A group of tourists was visiting a crocodile farm and they were in a floating structure in the middle of a crocodile lake. The owner of the farm shouted: "Whoever jumps into the water and swims to shore, will receive 10 million dollars. The silence was deafening.

Suddenly, a man jumped into the water. He was chased by crocodiles, but with great luck he was unharmed. The owner announced: "We have a winner!!!".

After receiving their reward, the man and his wife returned to the hotel room. The man tells his wife: "I did not jump in myself ... Someone pushed me !!!"

His wife smiled and said coldly: "It was me!"

Moral of the story: "Behind every successful man, there is always a woman to give him a little push" ...

USA and Canada / Shocking Biden Tax Plan
October 27, 2020, 11:54:03 AM
Reposted:
Has anyone read the Biden tax plan? On various pages, between 40 and 60, you will find that he has a plan to tax you on your house at 3% of its' value above and beyond the property taxes you pay now.
Plus families making $50k or more, your taxes will go up $7,800 over a 10 year period, plus the loss of $750 to $2,000 per year from the repealing of the President's current tax cuts.
He also wants to tax your 401(k) IRA’s. Do people realize that until 1983, you paid no taxes on Social Security, but Biden voted to tax Social Security at 50%, and then again when it was raised to 85%. A man of the people. Is this what you want to happen? Really?

General Topic / Social Titles in the Philippines
October 27, 2020, 10:54:09 AM
Reposted from FB
SOCIAL TITLES (such as Ph. D, EdD) Worth Reading po...just read.

I was inside Gaisano Toril’s department store when a person, obviously not looking where he was going, suddenly bumped me by accident. I was also in a bit of haste and did not see where he was going because I did not want to miss the movie scheduled at 3 o’clock in the afternoon.

Me: Hala ka, Sir! Sorry.

Siya: Don't call me, Sir. I am a lawyer. Call me Attorney.

Me: I will not call you "attorney" because I am not your client. Besides, "sir" is still a very high form of respect.

Why is it that Filipinos are so fond of social titles? Just because they worked hard for the title and think not everyone can do what they do?

It really amuses me to see a name of a person with prefix and suffixes on the name.

DR. JUAN DELA CRUZ, EdD
ENGR. JUAN DELA CRUZ, MME

When you have the prefix, a suffix may not be placed and when you have the suffix, a prefix may not also be placed.

JUAN DELA CRUZ, MAED

As a general rule, we only write our TERMINAL DEGREES. If that's not a terminal degree, then do not place it. Unfortunately, a great number of people who possess certain terminal degrees believe wholeheartedly that they belong to a higher class -- a class of people who hold greater professional, personal and overall human value than others. I know so many people.

This is a high and might form of arrogance and superiority. Regrettably, it has been going on for millennia.

From my previous employment, people write

JUAN DELA CRUZ, BSN

Is BSN even a title? I think no. The RN is!

I also have another question in mind. What is with the USRN as a suffix to one's name? Is it being able to practice nursing in the United States? I think each state has different state board examination, which I think cannot really make you place the title at the end of your name. Some would write

JUAN DELA CRUZ, RN, USRN-TX, USRN-CA

Great minds take many forms and brilliance can be camouflaged. Creative geniuses do not get various titles such as  "doctor" and "attorney" but they get through life just fine. It is the narcissistic traits that are more difficult to camouflage.

In one of my classes in the graduate studies, I happen to have a British teacher named John. He prefers to be called by his first name.

Students: Hi, Sir.
John: Don't call me, "Sir." I am not a knight.

I remember my teacher way back in post graduate as Dr. Dela Cruz. During our first day of class, she doesn’t want to be addressed as “doctor.” She quips, “It is easy to get a doctorate degree in Math but to get married? Ang hirap makahanap ng asawa given my age. Please call me Mrs. Padilla.”

Others would like to be called "doctors" who are graduates of Doctor of Philosophy for they spent their damn years at a university. If you spent a lot of years in a university just to be called doctor, then you are in the wrong profession.

There are medicines for such an obsession.

Each time I travel abroad, I never tick the "Doctor" title because I did not graduate from a medical field. Whenever there are emergencies on the plane, watch all the PhDs duck for cover if they shout, "Any doctors on board this plane?"

As a teacher and technical writer in higher education, I use credentials in bylines (PhD, EdD, MD, JD, et. al.) but in biographies and speeches, I consistently use their last name or fist name without honorific specifically to avoid this sort of outrage.

I even had a colleague before who is so obsessed with social titles. He just earned his nine units in his post-graduate studies and each time he writes his name, it certainly looked like this:

JUAN DELA CRUZ, PhD-9units

I think this person needs ego adjustment and just need to get over themselves.

The hard reality is that the term doctor is usually reserved for an MD or those who are in the medical field. Sometimes, only other teachers and students can call a teacher with an advanced degree a doctor WHEN THEY ARE IN THE RESEARCH ARENA OR INSIDE THE CAMPUS.

Just let it go, feed the soul, and starve the ego!

Being addressed as Mister, Miss, Madam, or Sir does not make you less of a person. If it is so important to you to be called by your title, stamp it on your forehead.

Even the President of the Philippines can be addressed as Mister, Miss, Madam, or Sir. If I addressed you as "Doctor" or whatever title you have, it is because I just hired you.

However, there is another social title that gets into my nerves -- the pretentious showbiz titles like King of Talk, Concert King, RnB Princess, Divine Diva and the dumbest of them all, Amir of Rap. #pusangina

Adding up would be Queen of Social Media, Horror Princess, Queen of Horror, Dubsmash Queen. How did you fucktards come up with these titles, like wtf?

I know that these are not really titles but branding by networks to differentiate "artists" from others. Others want to be called artists just because they can sing. Haller!

I suspect this has to do with our colonial past when well-to-do ilustrados (i.e., recall those parvenus in the Noli Mi Tangere) tried to imitate the Spaniards but only one family held a noble title of Lord conferred by the King of Spain until the end of the colonial era.

Of course, the rich conferring themselves titles such as Don and Doña before we had several decades of Hollywood. Even the showbiz have seen itself as virtual royalty that their promoters and PR managers began conferring titles upon their charges so as to hype them up such as Marian and Dong: The Royal Wedding.

Basta... To sum this up, a "Sir" or "Madam" as an address is still the highest form of respect and it will not make you less of a person if you are not addressed as attorney, doctor, engineer, captain, or what!

Seriously, when you're six feet below the ground, you are just

JUAN DELA CRUZ, RIP

PS: whenever i see PhD, it makes me think it is “Pubic Hair-Doer” and EdD is “E-Duot Duot.” don’t get me wrong with this. this is just for fun. if you perceive it differently, wala na koy mabuhat.

I have nothing against social titles. Please use them appropriately.

DOTr PRESS RELEASE
27 October 2020
DOTr Air Sector to simultaneously soft launch Traze App in 4 airports nationwide

METRO MANILA â€" The Aviation and Airports Sector of the Department of Transportation (DOTr) will soft launch a contact tracing app that was co-developed by the Philippine Ports Authority (PPA) and Cosmotech Philippines, Inc., in four (4) airports nationwide on Wednesday, 28 October 2020.

TRAZE, a nationwide and unified QR Code-based app will automate the contact tracing of agencies under the DOTr’s Aviation and Airports sector, such as the Civil Aviation Authority of the Philippines (CAAP), Manila International Airports Authority (MIAA), Civil Aeronautics Board (CAB), Clark International Airport Corp. (CIAC), and the Mactan-Cebu International Airport Authority (MCIAA).

The contact tracing app will be simultaneously pilot-tested through a soft launch at the Ninoy Aquino International Airport (NAIA), Clark Internal Airport (CRK), Mactan-Cebu International Airport (MCIAA), and Davao International Airport (DIA). Other airports will follow soon. After a month or by 28 November, use of TRAZE will be made mandatory for all air passengers in all airports nationwide.

As directed by Transportation Secretary Arthur P. Tugade, the use of the Traze app, which was pioneered by the PPA in ports last month, will eventually be utilized across all modes of transportation to strengthen the government’s effort in containing the disease by immediately identifying individuals who had contact with COVID 19-positive patients.

All departing and arriving passengers at the 4 airports will be required to download the app on their mobile phones, and to register an account before proceeding to the airport. Passengers who do not have mobile phones or any other mobile gadget may go to the Malasakit Helpdesk at the airport for registrarion assistance to get a unique QR code, or they may ask a family member to register them with the app.  The QR code can be used at any DOTr Office nationwide.

By using a QR code, Traze speeds-up the tedious manual contact tracing process to just a few minutes.

Passengers will scan the QR codes at designated areas of the airport. Once a COVID-19 positive patient is identified, an in-app notification will be sent to individuals who may have had contact with the patient so they may immediately observe self-isolation procedure, and other health and sanitation precautionary measures.

Traze is compliant with Republic Act (RA) 1017 or the Data Privacy Act (DPA). It allows anonymous registration and optional submission of personal information (i.e. mobile phone, email address). It is easy to use and does not require Bluetooth nor GPS to work. It will work even with slow data or WiFi.

With nationwide coverage, Traze has complete modules to trace individuals, establishments, logistics, and transportation systems such as trains, vessels, airplanes, jeepneys, taxis, PUVs, and even tricycles, among others.

ISANG MILLION PISO, ISANG RICE CLEANER at SOLAR Driers ang ibibigay ni Governor Nancy Catamco sa mga Rice Processing Centers (RPC's) ng North Cotabato.

Amas, Kidapawan city (Oct. 26, 2020)

Daghang salamat. God save Bohol.

Inabanga - Bohol / Bikers from Inabanga, Bohol
October 26, 2020, 07:12:19 PM
‘Siklista Inabanga’ pedals for safety
as COVID-stalled economy reopens

INABANGA, Bohol, Oct 24, 2020 (PIA) â€" Over a hundred local bikers now organized as Siklista Inabanga, took to the town’s main thoroughfares and over twenty kilometers of highway to bring the news of Inabanga’s moving its best foot forward opening up its stalled economy in this time of the pandemic.

Led by Councilor Jose Jono Jumamoy, Inabanga parish priest Fr. Lester Liwagon, local officials including Municipal Health Officer, Information Officer, Police Chief Jose Oliver Josol and other office chiefs, the bikers, conspicuous in their neon green jerseys sporting hashtags Protect, Respect and Wear Your Mask, pedaled through the town’s boundaries.

They were also calling people along the roadsides to wear the mask and protect each other from the corona virus disease (COVID-19).

First among the towns in Bohol to decisively impose a lockdown in an island that registered a positive case back in April, Inabanga has also earned credits to its successful clearing of the island, which has allegedly received islanders stranded in Cebu, a hotspot then.

Jumamoy, who gave the opening message during the Inabanga Covid-19 Awareness and Unity Ride in the morning of October 24, detailed how they kept to the letter the health and safety protocols as the community’s response in countering the invisible virus.

“True, we are in uncertain times, Jumamoy pointed out during his opening message as he hinted how COVID has claimed the lives of people here.

“There has been an increase in suicide rates, in the younger age brackets, which is quite alarming,” he added, the young now deprived of the interpersonal interaction they could get in school, as the school’s face to face interaction has been suspended.

“We are afraid as with many people, but we can not just stay afraid, we need to move forward,” he called, organizing the first major event participated in by over a hundred bikers here.

“We have to move forward, but we have to move forward safely,” Jumamoy exhorted as he reiterated the safety and health protocols of wearing face masks and practicing social distancing, even during the ride.

The first major event with over a hundred participants would bring the message of wearing the mask, protecting our families and respecting people who would want to be free from the risk.

Joined by at least five local bike groups and individuals under the newly organized Siklista Inabanga, the ride also had barangay officials, municipal office staff and ordinary bikers calling anyone along the road, to wear the mask and keep the social distance.

Assembled at the Inabanga Creative and Cultural Park, bikers from all over the town also joined in the raffle draws which feature a brand new 21 speed mountain bike as main prize and other freebies which include bike helmets, rashguards, cycling shorts, LED headlights, bike blinkers, water bottles, carbon fiber water bottle cage and bike gloves. (rahchiu/PIA-7/Bohol)

SIKLISTA INABANGA. With everyone holding forts in the homes afraid to come out and catch COVID, Inabanga local leaders decided there was no other way but move forward, but safely, as the over 130 bikers carried the message across town. The message: #Protect, #Respect #WearYourMask reverberated across town with civil and religious community united in the activity to reopen the town’s stalled economy. (PIABohol)

#PROTECT, #RESPECT, #WEARYOURMASK. The message reverberated across town as Siklista Inabanga brought the message to people along the highway watching as over a hundred bikers in neon green jerseys led by local civil and church officials called for safety as the people can now go out. (PIABohol)

Philippine Government / Tobit Cruz Gets Covid-19
October 26, 2020, 12:10:06 PM
From FB:

Always wear your masks and face shields, palaging maghugas ng kamay, at laging dumistansya sa iba kapag nasa labas.

At syempre, patuloy tayong manalangin. Pasasaan pa at malalagpasan din natin ito.

BoC intensifies audit of rice imports

THE Bureau of Customs (BoC) has intensified its post-clearance audit of rice importations to protect government revenue and local farmers following discovery that some importers continue to violate customs laws and regulations to avoid payment of correct duties and taxes.

In a report to Customs Commissioner Rey Leonardo Guerrero, the bureau’s Post Clearance Audit Group (PCAG) has disclosed that during its 2019 audit, 84.45 percent of the audited importers were found to have violated existing laws even as the government has removed restrictions on rice importation.

The PCAG said importers were found to have shortchanged the government by at least P1.417 billion in customs duties, penalties, surcharges and interest due to undervaluation, misclassification, and/or understatement of freight and insurance charges.

It has also established that undervaluation of the declared customs value remains to be the primary risk in revenue collection from rice imports, accounting for P497 million or 36.08 percent of the total deficiency assessment.

This prompted Guerrero to order the agency to intensify the campaign against all forms of smuggling of imported agricultural products, most especially rice.

The Customs chief assured the public that BoC remains committed in carrying out its mandate of protecting government revenue by suppressing all forms of smuggling of agricultural goods through intensified border control and post clearance audit efforts.

“These efforts are also  intended to protect the interests of our local federation of  farmers and other producers of agricultural products directly affected by the Rice Tariffication Law,” Guerrero added.

Meanwhile, Senators Christopher Lawrence “Bong” Go and Emmanuel “Manny” Pacquiao have issued separate responses on this issue.

Astro Malaysia Holdings Berhad (“Astro”) is Malaysia’s leading content and consumer company, serving 5.7 million or 75% of Malaysian households across its TV, radio, digital and commerce platforms.

In 2019, Astro identified a need for change within the business and embarked on its "Go Beyond" programme to focus on customer centricity, putting the customer at the heart of everything.

Astro was experiencing heightened competition in the market, degrading brand perception as well as low levels of internal collaboration and reduced employee morale. All this was having an impact on customer satisfaction and customer churn.

The team identified three core behaviours which they believed would drive a change in the business - inclusivity, accountability and creativity - and set about putting them at the centre of everything they do.

As a result, the latest employee survey showed an increase in Customer Focus from 51% to 66% and Collaboration from 58 to 68%. Overall Employee Engagement has risen from 71% to 74%.

Join us as Archana Ramesh, Head of People Science, APAC, Glint discusses Astro's journey with Gavin Baxter, Director People & Workplace, Astro. Task Force created to handle inter-LGU security threats in Davao Region

DAVAO CITY: Police Regional Office (PRO) 11 here has created the Metropolitan Davao Police Task Force (MDP TF) responsible for handling the inter-Local Government Unit (LGU) security threats within areas in Davao Region.

The Task Force has been activated  by the PRO 11 to serve as an interim unit in
preparation for its eventual transition to Metropolitan Davao Police Office (MDPO)  that will cater to the needs of public concerns on peace and security, as well as traffic management within Region 11.

The MDP TF is composed of police units from Tagum City, Panabo City, Island Garden City of Samal, Municipality of Carmen, all in Davao Del Norte; Digos City, and Municipality of Sta. Cruz in Davao Del Sur, and Davao City.

These areas shall all be under the operational supervision of the Metropolitan Davao Development Authority (MDDA).

PRO 11 director Brig. Gen. Filmore Escobal said the Task Force, headed by Deputy Regional Director for Operation Colonel Edgar Alan  Okubo shall assume operational control over the city and municipal police stations under the territorial jurisdiction of MDDA.

In her message, Mayor Sara Duterte-Carpio said that the establishment of the Task Force necessitates the need of an activation of a police force to ensure the  maintenance of peace and order that is integral to the development of the Metropolitan Davao area.

“This will help in strengthening the capacity of local police forces while preparing for the eventual activation of the MDPO,” she said. (rgp)

Science and Research / Your Child's Brain Is A Sponge
October 25, 2020, 05:44:55 AM
It’s no secret that your child’s brain is a sponge for any and all information, but did you know that your kiddos can listen on a higher language level than they can read?  This explains the advantage kids have academically when they hear books read aloud at home.

In fact, according to brain scans done by the American Academy of Pediatrics, hearing a story read aloud strengthens the area in their brain that is associated with visual imagery, story comprehension, and word meaning. Simply put, children who are read to regularly at school or at home have more advanced vocabulary, language comprehension skills, and have even been shown to have increased confidence.

Setting your child up for success doesn’t have to be complicated OR expensive. You just need Vooks - the world’s first kid-safe, ad-free streaming library of read-aloud animated storybooks! Subscribe today and get your first 30 days FREE ==>  https://www.vooks.com/

Let lolo and lola visit their family and godchildren

ALLOW SENIORS UP TO 70 TO GO OUT OF HOMES EVEN FOR 'NON-ESSENTIALS' HOPEFULLY BY DECEMBER

I wrote recently to President Rodrigo Roa Duterte, the “senior-in-chief” of our country. I appealed to the President to let seniors up to 70 years old to be allowed persons outside of residence or APOR hopefully by December.

I also asked President Duterte and the IATF to please expedite the release of all remaining, as well as unreleased, 2020 DSWD social pensions for seniors and SSS/GSIS pensions for retired employees.

I also brought to the attention of the President the fact that there are many seniors who have not yet received their pensions due to accessibility and other reasons.

Aware of the COVID-19 health risks, seniors up to 70 who would go out of their homes must always wear face masks and face shields.

(END)

Facts and Trivia / Cebuano Is A Language, Not A Dialect
October 24, 2020, 12:20:20 PM
By Germelina Lacorte

Cebuano is a language, not a dialect. A dialect is a variation of the same language. Cebuano is a separate language from Waray because they have different rules and structures; just as Tagalog, where Filipino is based, is another language. We are an archipelago of many languages.
Cebuano and Waray are not dialects of Tagalog because each of these languages has structures and rules that are totally different from each other.

For example, you can't understand Cebuano by learning Tagalog. But you can understand Bol-anon if you know Cebuano, because Bol-anon is a variation of the Cebuano/Bisaya; it follows the same language structure and fits the definition of a dialect (of Bisaya/Cebuano language). Just like the way that Ilonggo, which is another Visayan language shares the same rule and structure with Karay a and Hiligaynon, which are variations of the same language.

Even Filipino, or the national language, has yet to evolve from the interaction among the country's different regional languages. I first learned these from writers/panelists of national writing workshops; especially those who want to encourage more writings from the regions. (I also used to interchange the two terms before and I got corrected, heh)e).

In fact, the Don Carlos Palanca Memorial Awards opened the entries to regional languages like Ilokano, Bikol, Waray and Cebuano, etc. as separate categories.

Philippine Star News (excerpt):

He said that Soberano and other celebrity targets, like Miss Universe 2018 Catriona Gray, should not be red-tagged and instead be educated on the supposed violent agenda of the communist Malayang Kilusan ng Bagong Kababaihan (MAKIBAKA), which he said is fronted by Gabriela.

“The choice is yours Liza. And so with you Catriona,” said Parlade, who also alluded to the supposed association of actress Angel Locsin and her sister to the underground movement linked to the Communist Party of the Philippines-NPA.

Talk of the Town / Is Liza Soberano an NPA?
October 24, 2020, 10:48:02 AM
excerpt from The Philippine Star
Following her appearance in the online forum to support women’s rights, Soberano was criticized by netizens and labeled as a communist sympathizer in some social media platforms.

“Let us not red-tag Liza Soberano. It’s not fair to her. She is merely supporting advocacy for women’s rights. She has to be protected in the exercise of her rights. Is she an NPA? No, of course not. Not yet,” Parlade said.

Talk of the Town / Mensahe ni Governor Arthur Yap
October 24, 2020, 10:24:32 AM
Opening Remarks in the BIATF Session (October 23, 2020, 1pm)

Under the BIATF structure, the TASK GROUP LAW ENFORCEMENT AND PUBLIC SECURITY, headed by the Provincial Police Director, is tasked, among others, “to act on all complaints and reports of violations of COVID-19 related laws and issuances, initiate or cause the investigation and prosecution of criminal actions against any person, whether public official and employees or private individuals and entities, violating the laws, EOs, rules and regulations providing for the health protocols and all other measures enacted to combat COVID-19”.

The first recommendation is: “let the case against Mayor Montero and company be Dropped and Closed.” The second recommendation is :” let all the members of Bohol IATF to convene and to harmonize the variations on the issuances from the Local and National IATF.”

Pinasubay sa ikaduhang rekomendasyon ni Col. Clarito, ang BIATF naghimo ug meeting karon, physically ug online, aron maminaw ta sa iyang report ug presentasyon, ug aron mahatagan ta ug katin-awan sa giingong variations on the issuance from the local and National IATF. Along the way, I am sure that he will use the case of Mayor Montero, to demonstrate to us these “variations” or “conflicts of laws” to explain his recommendation that the case against Mayor Montero and company be “dropped and closed.”

In our Constitution is enshrined the command that no Filipino can be deprived of life, liberty or property without due process of law nor be denied the equal protection of the laws.  We have the right to be presumed innocent until proven otherwise. I wanted to allow due process to take its course.  Due process defined as the requirement that legal matters be resolved according to established rules and principles and that individuals be treated fairly. This is the reason why I gave the case to the PNP because they are the trained personnel who can make sure that an investigation will be properly and fairly conducted.

Let us spare each other from grand words and legal maxims that only a few people understand. We can agree to disagree, but let us speak plainly, respectfully, and simply to each other.

I ask you all to join me in bowing our heads, here in now to ask for Divine Guidance, Wisdom and Humility for all of us, and to be reminded that we are all Bol-anons and seek only for the protection, well-being and prosperity of our Province and our People.

Thank you for joining us today in the Provincial Capitol, and though I will join you in this BIATF Session, to save on time and prevent any technical problems to be the cause of any delay in the proceedings, I am delegating the authority to Vice Governor Rene Relampagos, to Chair this afternoon’s proceedings. Thank you to all.

Press Statement of
POLICE COLONEL YSMAEL S YU
PNP Spokesperson
October 20, 2020

The men and women of the Philippine National Police (PNP), led by our Chief, PNP General Camilo Pancratius Cascolan, mourn the death of one of the hardworking and trustworthy police senior officers, Police Major General Jose Ma. Victor DF Ramos.

As Chairman of the PNP Bids and Awards Committee and Director for Comptrollership, he was instrumental in the speedy and transparent procurement of various equipment and essentials for the PNP as well as the immediate downloading of funds needed of our personnel on the ground.

PMGEN Jovic Ramos fought a good fight to enjoy his supposed retirement from the service on November 25 with his family, but the Almighty has another plan for him. The PNP extends its deepest sympathies for his wife, children and other members of his family, that include the PMA "Sinagtala" Class of 1986.

Immediately after the PNP helicopter crash at the Laperal Compound in San Pedro City, Laguna on March 5, 2020, all PNP air-assets were temporarily grounded and Police Lt. Gen. Guillermo Lorenzo Eleazar was designated to lead the Special Investigation Task Group Bell 429 which was instructed to conduct a thorough investigation on all the circumstances that led to the crash.

In the interest of transparency, these are the important findings of the investigation of the SITG Bell 429 based on the Final Investigation Report dated June 19, 2020:

1. That the Bell 429 was airworthy, having been issued with a Certification of Airworthiness by the CAAP;

2. That there was no trouble in both engines of the aircraft;

3.  That the Pilot-In-Command failed to conduct risk assessment before the takeoff which is required for a trained pilot like him;

4. That there was lack of situational awareness and evaluation of surroundings which are part of the protocol for safe and proper takeoff;

5. That there were some lapses in judgment on the part of the Pilot-In-Command that include underestimating the capability of the aircraft.

In view of these findings, the SITG Bell 429 has recommended that the Pilot-In-Command be held accountable for criminal and administrative culpability.

An administrative case of Grave Misconduct (Reckless Imprudence Resulting in Serious Physical Injuries, Multiple Less Serious Physical Injuries and Damages to Property under Article 365 of the Revised Penal Code) was already filed against the Pilot-In-Command before the Internal Affairs Service in September 2020.

As to the criminal liability, the case is still subject for review of the Office of the Chief, PNP.

The SITG Bell 429 has also recommended safety measures in order to prevent the repeat of this unfortunate incident. (PNP-PIO)

Press Release Philippines / Angel Locsin is not an NPA
October 24, 2020, 06:13:36 AM
Press Release / Official Statement from Angel Locsin

#NoToRedTagging #YesToRedLipstick

To set the record straight, hindi po ako parte ng NPA or any terrorist group. Neither my sister nor my kuya Neri is a part of the NPA or any terrorist group.

We live in a country where our freedom to speak and express ourselves are enshrined and protected by the Constitution.

The statement made is utterly false and places ordinary citizens like us, those who they swore to protect, in danger.

Malaking tulong rin po for purchasing vaccines or other covid response programs. Many of our country men need financial assistance.

I am also appealing to everyone to express support for those being red-tagged like Liza Soberano, Catriona Gray, and all the others just because they are expressing their beliefs peacefully

By being vocal about my opinions and advocacies, I have always been attacked. Those I could ignore but this is a different level altogether. And so I have to speak up once again because this baseless and reckless red-tagging jeopardizes not only my safety, but also the safety of my sister and our family.

How To Tips / LPG Tank Gas Explosion
October 23, 2020, 07:59:18 PM
Naa ba moy LPG tank sa balay? Please read.

A couple came home at midnight after having a good time at a restaurant, only to find the smell of gas around the house.

The man went to the kitchen and detected a stronger smell. The subconscious mind pushed him to turn on the light. and the kitchen exploded, the husband died instantly and the wife was moved to intensive care where she still remains.

The furniture was seen 200 metres from the house, which meant that the gas pipe explosion was stronger than a bomb.

The lesson from this appalling incident is as follows:

When you smell the gas do not turn on the light, but open all the doors and windows calmly, so that no spark occurs, then close the gas tube and do not turn on the light until the smell of gas completely disappears.

Also do not open the refrigerator if you smell the gas, because it also causes an explosion, and even the suction fan do not switch it on because it has an electrical charge, just open the windows.

You should not read this letter alone, publish it as much as you can, perhaps God will help you to avoid danger, and you will be rewarded.

From: Before it's Gone

NEUROLOGY IN OUR MIDST by Dr. Amado M. San Luis
Article by Cooper Resabal

The author, whose mother came from Balilihan, Bohol, was my classmate in La Salle Academy, Iligan City. We were both in the school band. He played the trombone, I played the alto saxophone.

He completed his neurology training at the University of the East Ramon Magsaysay Memorial Medical Center, where he went on to practice and teach neurology for 35 years. He not only taught medical students, but even nurses, physical therapists, patients with neurological diseases, and their relatives. He is married to Cynthia, also a medical doctor. They have 8 children.

In a letter he wrote while preparing to publish the book, he said he intended to address "neurophobia," which he defined as "a fear or difficulty experienced by medical students because of their inability to apply basic neurology to clinical neurology."

Dr. San Luis said it is important to address the prevalent issue "because the leading causes of deaths and disabilities are neurological in nature, like strokes, brain injuries, dementias and other degenerative disorders."

"Imagine the doctors, nurses and physical therapists taking care of the patients when in reality they are afraid or incompetent to understand the victims.  This book is for medical, nursing and physical therapist students as well as generalists, that is, nurses and doctors in general medicine."

He explained that the book shies away from the usual medical book formats and presentations.  "I mixed the way topics are presented and I emphasized understanding.  The design therefore cannot be used as medical book in the school but a primer before going into neuroscience subjects.  This book will make them understand the clinical significance of the different topics in neuroanatomy.  Unlike the usual (approach) where the structures are taught and they are expected to remember and recall only."

"I also designed the presentation of the book by relating anatomic structures to everyday activities that we experience or witness…without being conscious that the central nervous system is the one making these possible.  It is for this reason that I titled the book, “Neurology in Our Midst. (A primer to neuroanatomy and  clinical neurology).”

My only contribution to this lifetime opus of Dr. San Luis is that I facilitated the choice of the cover for the book by showing him paintings of Boholano artist Sam Penaso whose acrylic work titled "Humanscape" is now the book cover.

Here is the introduction of the book.

INTRODUCTION

Everything that we do has its origin, control, termination, and processing in the nervous system, a compelling reason why one should at least get a good idea of how the brain works.

Even when sleeping, the brain never ceases working.  Look at the people around you; see how they walk; the accompanying body movements, the speed, the balance, the directions they set, their decisions to hurry or to stop, their avoidance to bump each other even while some are talking through their I-phones.

All these people are in amazing assortments of fluid activities, but not one has a conscious idea about how delicate and precise the brain integrates the complex nervous system to make what you have witnessed happen.  Then one person with a limp and pace slower than those of the rest strikes your attention.  He makes you wonder why he was different.  Could it be that his brain function has been disturbed and has adapted to the need to travel?

While reading this and imagining what the text is describing, your brain is integrating all the learned information, as well as the “unlearned” when you were still in your mother’s womb, to form a system of communication.

When your friend taps you on the shoulder, he recognizes you through his memory; his smile is made possible by the finite control of the muscles of the face while your response is likewise influenced by your memory cells.

Your interpretation of the smile is yours alone, a recognition of friendship, much of which are integrated by your limbic system, the seat of emotion.  Neurology, the study of the nervous system, is all around us and within us….in our midst.

GACY Opening Remarks in the BIATF Session (October 23, 2020, 1pm)

Good afternoon to the Honorable members of the BIATF.

One of the consequences of COVID 19 is how it has severely restricted our movements as individuals, as families and as communities.  Because the virus is very contagious, movement is not only restricted in many ways but also strictly recorded and monitored.  This is not only to ensure that people who may be infected are tracked, but also provides a system of contact tracing when infected people are registered.  This is the current reality in many parts of the world, as it is in our country and here in Bohol.

It was therefore no surprise, that when pictures of  Panglao Mayor Nila Montero surfaced in social media, while she was in Cebu, many wondered out aloud: what were the circumstances and purpose of her trip? Who was the Mayor with? Did she and her party have the necessary clearances to leave and return to Bohol? ? Were health protocols observed during and after the trip?

When I found out about the situation, I talked to Col. Clarito and verbally gave him instructions to look into the matter as was his mandate under the BIATF Ordinance. The expected output of the PNP investigation must adhere to this mandate.

Within a week, an investigation report was submitted to my office which I rejected because it was the endorsed work of the Panglao Police Chief and not a product of an investigation personally conducted by the Head of the BIATF Security Cluster nor did the report contain a discussion of laws and issuances and recommended actions to take.

The Second Report submitted to me took more than two weeks, because Col. Clarito was called for high level meetings in Cebu.  Again the report was rejected because it contained a finding of facts and discussions of IATF National and Regional Issuances, but there was no recommendation of what actions to take.

The third and final report, I officially received and is the subject of today’s BIATF Plenary Meeting.  This Third Report has two recommendations.  The first recommendation is: “let the case against Mayor Montero and company be Dropped and Closed.” The second recommendation is :” let all the members of Bohol IATF to convene and to harmonize the variations on the issuances from the Local and National IATF.”

In consonance with the Second Recommendation of Col. Clarito, the BIATF is today convened, on-line and physically, to listen to his report and presentation so we may be enlightened on what his report termed as “variations on the issuance from the local and National IATF.”  If there are indeed conflicts between our local laws and the National IATF Issuances, we must know of it and be given a chance to correct it, if indeed true.  Along the way, I am sure that he will use the case of Mayor Montero, to demonstrate to us these “variations” or “conflicts of laws” and to explain his recommendation that the case against Mayor Montero and company be “dropped and closed.”

Many have called for my aggressive action on this matter and have castigated my silence in the last month.  To those people I ask, did I not act on the matter? Did I not refer the matter to the PNP to investigate and act on it? Or do they mean that I should act even without the proper investigation having been conducted thoroughly, legally and fairly? If people want me to act on the basis of FB pictures and media releases, then I will not do so.

As to my silence,  let me remind all Bol-anons that as Governor of Bohol, I took an oath to defend the Constitution of the Philippines. In our Constitution is enshrined the command that no Filipino can be deprived of life, liberty or property without due process of law nor be denied the equal protection of the laws.  We have the right to be presumed innocent until proven otherwise.  This is the reason why I have remained silent.  I wanted to allow due process to take its course.  Due process defined as the requirement that legal matters be resolved according to established rules and principles and that individuals be treated fairly. It is my duty and obligation to make sure that this right is afforded to every Boholano.  This is the reason why I gave the case to the PNP because they are the trained personnel who can make sure that an investigation will be properly and fairly conducted.

This afternoon, Bohol’s eyes are on all of us. Let us spare each other from grandstanding, accusations, big words and legal maxims that only a few people understand. We can agree to disagree, but let us speak plainly, respectfully, and simply to each other. What is important is that the truth comes out and our laws are harmonized and respected.  If we can allow out the truth and ensure that our laws are respected by each and every Bol-anon, then our people’s faith in our system of Government is secure.

I ask you all to join me in bowing our heads, here in now to ask for Divine Guidance, Wisdom and Humility for all of us, and to be reminded that we are all Bol-anons and seek only for the protection, well-being and prosperity of our Province and our People.

Thank you for joining us today in the Provincial Capitol and though I will join you in this BIATF Session, to save on time and prevent any technical problems to be the cause of any delay in the proceedings, I am delegating the authority to Vice Governor Rene Relampagos, to Chair this afternoon’s proceedings. Thank you to all.

to realize dreams
by Jack Biantan

THE dreams of the top three young footballers from Cagayan de Oro City to someday play for the National football team, the Azkals, are starting to become a reality.

Youngsters Troy Limbo from Xavier Estates, Upper Balulang, Jethro Borlongan from Brgy., Iponan and Carlo Dorin from Sitio Montecarlo Brgy.12 have signed up with the Azkals Development Team (ADT) FC earlier this month.

The Alphaland Corporation and Stream Mobile backed ADTFC of long time Azkals backer Dan Palami and head coach Scott Copper will compete in the Philippine Football League (PFL) bubble mini tournament which will kickoff on Sunday (Oct. 25).
The Qatar Airways supported PFL will be held at the Philippine Football Federation (PFF) Training Center in Carmona, Cavite.
“I feel good. I feel blessed to be part of this squad. I am ready for this season and I think we have a really strong team. This team is to develop players to be future Azkals,’’ said the oldest among the three,Troy Limbo.
The son of Darlene and Jun Limbo studied in the  United Kingdom and just finished his Business and Sport education at the Sunderland University, England.
The 21-year-old member of the Philippine National U22 team in the Southeast Asian Games in Manila last year, arrived from England last July and together with the rest of the ADT players are ready for their first match against Mendiola FC.
The match against the Penson and Company and Focus Athletics, sponsored Mendiola FC is set at 9 a.m. and will be streamed lived in the internet.
Nineteen-year-old Jethro Borlongan just finished his Senior High School in La Salle and is supposed to play for the University of the Philippines but has opted to sign for the ADT to follow his dream of playing professional football and for the Azkals. Jethro is the son of Marjo and Greg Borlongan. His elder brother JB studied at UP and played for the National U22 team in the SEGames last December. He is now back in CdO and has concentrated in running his own business.
“We are doing well. After our COVID test we were isolated for five days and now we are doing our best to prepare. We will be ready for Sunday,''said Borlongan. He added that his hard work has been rewarded and he will try to work harder so that someday his dreams will come true.
Carlon Dorin, the product of Montecarlo FC grassroots program, is also very happy for realising his dream to play football on the professional level. “I am so excited because I really want to play against professionals. Now that I am here I am so happy,’’ he said.
He also wants to inspire the young footballers of Cagayan de Oro City and advise them to work hard, motivate themselves so that they can reach their aim to become professionals someday.
Aside from the trio from CdO who will play in the midfield for ADT, the PFF has also named 17 other young footballers to the team. They are midfielders, Mat Ocampo, Marvin Angeles, Christian Rontini, Yrick Gallantes, Jerome Marzan. Defenders are Dean Ebarle, Janherc Fritzrigoli, Simen Lyngbo, Mar Vincent Diano, Jan Vincent Quintana, Jarvey Gayoso, Matthew Custodio, Kainda Bailey while strikers are Uzoka Kennedy, and Marcel Ivan Ouano. Completing the team are goalkeepers Quincy Julian Kammeraad, and Anton Yared.

Capitol shake up: 4 promoted, 2 suspended, 2 dismissed

by JORI MAE R. SAMILLANO

ALABEL, Sarangani (October 22, 2020) â€" The acting department heads of the Provincial Social Welfare and Development Office and the Provincial Accountant’s Office have been appointed by Governor Steve Chiongbian Solon as full-fledged department heads.

Raquel Panal, who was assistant Provincial Social Welfare and Development Officer, was appointed to head PSWDO effective September 17, 2020, while Reynaldo Occeño was appointed as the Provincial Accountant effective February 1, 2020.

Panal has been an employee of the provincial government for 27 years since she started in 1993 as Social Welfare Officer III.

In 2000-2004, she became Social Welfare Officer IV, was promoted to Assistant Department Head in 2013, and became officer-in-charge of the same office until recently before she was appointed department head.

Former assistant department head Occeño, on the other hand, has been 20 years in government service, with 15 years in the provincial government of Sarangani.

In line with Section 76 of Republic Act 7160 otherwise known as the Local Government Code of 1991, the provincial government of Sarangani filled up higher positions as part of “the implementation of its organizational structure and staffing patterns” in the local government.

Other newly-appointed personnel include Dr. Bernard Cababat, assistant department head of the office of the Provincial Veterinarian (PVET), and Josephine Depamaylo, also assistant department head of the Provincial General Services Office (PGSO).

The members of the 10th Sangguniang Panlalawigan concurred the appointments of the aforementioned employees “subject to Civil Service rules, regulations, and all applicable laws.”

Meanwhile, the provincial government has imposed two months suspension from work as a penalty to Ram Anthony Manlangit and Nelio Delgado, both Administrative Aides of the Environmental Conservation and Protection Center (ECPC-Sarangani), concerning the “act of impropriety” they have displayed in an incident in Maitum.

Sarangani Governor Solon has also admonished Johmar Baybayon, being the team leader, “for failing to insure that the government vehicle assigned is within control and will not be improperly used.”

The Administrative Investigation Team, headed by chairperson Atty. Edwin Torres of the Provincial Legal Office (PLO) and vice chairperson Mariter Sayson, provincial administrator, convened on August 3 to investigate the incident.

From what the committee has gathered, the incident took place on July 28 where a team from ECPC was sent to Maitum to conduct GPS geo-tagging in some of the barangays in the municipality, using a Toyota Hilux vehicle of the province, marked “Disaster Response”, with a trip ticket issued by ECPC director Cornelio Ramirez. Manlangit was the driver of the vehicle.

Upon arriving in Maitum, the team first proceeded to the farthest barangay of Batian to conduct the geo-tagging, returned to Poblacion in the afternoon, and spent the night in the Municipal Environment and Natural Resources Office (MENRO).

However, Manlangit and Delgado have “requested to sleep in the vehicle” which was then granted by their team leader, Baybayon. Manlangit and Delgado were said to have “parked the vehicle on one lane of the road, bought and drank three grande bottles of beer, returned to their vehicle, and slept.”

In the morning of July 29, a “furor” was caused by the pictures posted on Facebook by a certain Bogs Olarte showing Manlangit and Delgado “sleeping inside the government vehicle, with the vehicle parked on a lane of a road that was near a curve, and with three bottles of beer on the floor of the passenger front seat.”

Hence, the provincial government immediately took actions to investigate the incident and gave proper sanctions to the involved personnel.

On September 14, a memorandum from the office of the governor was released declaring Manlangit and Delgado be suspended for two months, Baybayon be admonished, and “the vehicle assigned to ECPC to be returned to the Provincial Disaster Risk Reduction and Management Office (PDRRMO), and will not be used for non-disaster related activities of ECPC.”

Also, the provincial government of Sarangani has already dismissed two employees of the Sarangani Medical Center after they were apprehended during separate buy-bust operations conducted by the Philippine Drug Enforcement Agency (PDEA) XII and Philippine National Police (PNP) in Alabel and General Santos City on August 23.

“It was on August 23, Sunday, when PDEA conducted a buy-bust operation and there were two employees of the Sarangani Medical Center who were arrested, and of course automatically they were brought by PDEA to the appropriate station,” said Josephine Alog, Human Resource Management Office officer-in-charge.

“August 24, Monday, there was an outright decision from the provincial management and from the Chief of Hospital, Dr. Aileen Brion to really end their contract, because that was a violation of the law,” Alog said.

The said personalities were non-career employees of the provincial hospital; one an ambulance driver and the other an admitting clerk.

Alog further said “immediately the following day, Monday, the province conducted a surprise drug test activity, focused on the hospital employees including the Provincial Security Guards (PSG).”

“On the following day, Tuesday, we also required all drivers of the provincial government, regardless of the employment status, to undergo the drug test,” she added.

In the drug test conducted by the Provincial Health Office (PHO) and “validated by an accredited drug-testing center in General Santos City,” Alog disclosed “one employee was found and proven positive with drugs.”

“Still a non-regular employee. Still from the Sarangani Medical Center, and ambulance driver din. The Chief of Hospital automatically dismissed him, too,” Alog said.

Alog said the provincial management “has plans of promoting the advocacy concerning the avoidance of drug use, pero hindi pa natin nagagawa yan sa ngayon due to the circumstances. Kumbaga nasa pipeline na yan of the activities.”

“Despite that, still, we have the great opportunity to reach the goal, to have a drug-free workplace,” she added. (Jori Mae R. Samillano/SARANGANI PROVINCIAL INFORMATION OFFICE)

Inspiration & Hope / True Story

TRUE STORY!

A 93-year-old man collapsed and was transported to the hospital. He was given oxygen to support him for 24 hours. After a while, he was better. So, the doctor gave him his 500,000f mark, and when he saw the bill, he started crying. The doctor told him not to cry because of the bill. But the man said, "I do not cry because of money, I can
pay all the money. I'm crying because for only 24 hours of using oxygen, I have to pay 500,000f, but I've been breathing the air of God for 93 years. I never pay anything, do you know how much I owe him? "The doctor lowered his head and burst into tears.
Now, to you who read this, you breathe the free air of God without any price to pay for years, please, take just 2 seconds of your time to write just a "thank you to God" for free God's services in your life.

"The LORD is my strength and my shield; in him my heart trusts, and I am helped; my heart exults, and with my song I give thanks to HIM." Psalm 28:7

Philippine Archive / Media Role in Peace Advocacy
October 23, 2020, 02:03:26 AM
DAET, CAMARINES NORTE (2 December 2005) -- The media plays a big role in the advocacy for peace and development and there is a need to empower its members.

This was stressed by Philippine Information Agency (PIA) Bicol regional director Eduardo A. de Leon in Friday's forum on the National Internal Security Program (NISP) sponsored by the Camarines Norte Provincial Peace and Order Council (PPOC), the provincial government in cooperation with the Armed Forces of the Philippines (AFP) and the Philippine Information Agency (PIA).

The forum, attended by members of the print and broadcast media in the porvince, was aimed at seeking their support to the NISP, which forms part of the 10-point agenda of President Gloria Macapagal-Arroyo.

Executive Order 21 series of 2001 provides for a coordinative and integrative system in the internal security of the country and mandates the formulation of the National Internal Security Program (NISP).

The agencies involved in the program include the DILG, PNP, DND, AFP, DOH, DFA, OPAPP, OPARD, NEDA, PMS, PIA, NAPC, DSWD, DA, DOJ and DPWH.

De Leon said that through Executive Order 127 the media is encouraged to be pro-active in the information drive promoting programs/projects of the government. "But said to say some mediamen are unaware being used in the counter propaganda of the leftist groups," he added.

AFP Brig. Gen. Armando Cunanan, Philippine Army 9th Infantry Division deputy commander, in his message said that the best weapon in the attainment of peace is information dissemination wherein a well informed nation is a well informed citizenry.

Cunanan affirmed that "it is a must to reach the media for the AFP cannot do it alone in the drive for a peaceful community. We need a concerted effort of all stakeholders to attain peace."

NEDA Bicol asst. regional director Gerelyn J. Balneg, for her part, stressed that there could be no development without peace. "Peace and development go hand in hand."

Balneg said without peace the goal to achieve poverty reduction through economic growth, job opportunities and integrated delivery of basic social services will be hard to achieve.

She said that the government aims to lower the poverty threshold from 53 per cent to 26.2 per cent by year 2010. "Bicol is the 4th poorest region in the country, where 48 per cent are poor."

Governor Jesus O. Typoco, Jr. said through the NISP forum, strategies are formulated to attain peace through unity and cooperation to address the peace and order problems that affect the lives of the constituents.

Having a fast website is critical both for visitor experience and for rankings.

â€" Studies show that for every extra second a website takes to load visitor bounce rate increases by 10% (meaning the person leaves before the page loads).
â€" In ecommerce, Walmart found that decreasing load time by one second increased conversions by 2%.

Common causes of a slow loading website include heavy JavaScript files, unoptimized video content, large images, and unneeded or poorly written CSS files.
We’d suggest logging into your dashboard to see how to improve your website’s loading speed.
We also offer several options to help our members to fix this if they don’t have the time or expertise to do it themselves.

Press Release: Bridging the Gap and Eliminate Illiteracy through “Titser ko si Kuyang at Ateng Pulis”

The new normal has affecting all walks of life, most especially the students who will adapt the current way of learning. As part of embracing the so called “New Normal”, online learning and modules are the best way to continue education and prevent spreading the COVID-19 virus. It gives burden to some of the students since most subjects will be dealt on their own understanding. How much more it could weigh if parents are undergraduate, if not totally illiterate?

The “Titser ko si Kuyang and Ateng Pulis” was an initiated project by R-PSB Team Sitio Mangga to few students of Magwawa Integrated School, Mangga Extension, Sto. Tomas, Davao del Norte. It aims to help the students of the sitio to face their difficulties and struggles in the new normal type of education being implemented on subjects such as Basic English, Science and Math.

Since two of the team members of R-PSB Team Sitio Mangga are also licensed teachers, they heartfully offered their field of expertise. PMSg Hanibal Tolentino, an AB Mathematics graduate and  PSSg Ryan Malibago, a BSEd Major in Science graduate, used their graduate course in helping  the students with their Modules by discussing some of the subjects to the students.

The Revitalized Pulis sa Barangay has given the oppurtunity for our police officers to extend their skills and abilities to the community. Their expertise is a huge help to our IP students especially that most of their parents hardly understand the modules.

In order to attain a sustainable community for our Lumad brothers and sisters, education should be given utmost attention. As what Nelson Mandela once said “Education is a great weapon which you can use to change the world”.

Philippine Showcase / Bohol Coffee Development Council
October 22, 2020, 04:11:48 PM

Tungod kay kinahanglan gyud nga tagsatagsa-on og pupo, ang kape mas maayo nga dili kini pasagdan nga mota-as aron sayun ra pupoon.

(rahchiu/PIA-7/Bohol).

5-Star Review: This is a great SEO/SEM tool that actually tells you what steps to take to improve your website's position. George was a great help and gave us some excellent actionable advice. I just wish we had found this sooner! â€" Keith Cooper

5-Star Review: Setting up and connecting my GA was amazingly easy. The speed at which you guys process everything was fast. I would have thought I’d need to come back but it took about a minute longer than the 30 seconds on the ad I saw on Facebook but still blazing fast. The Facebook integration was quicker and I am impressed by the suggestions so far. I could have probably figured out myself when to post but it was a nice touch to just be told that most of my users are online at 9pm and that I usually post in the morning. Not too many drawbacks to mention. Not sure if I agree that my traffic deserves a C and you should probably use a 1-10 scale that people outside the US would understand better. The suggestions were easily worth the monthly fee so far apparently, I’m on the budget plan based on my website traffic so I agree with other reviewers that it is very cheap and I appreciate it. So far 5 out of 5 stars I’ll update as I continue to use but happy to have this tool and I’m actually using it daily which is rare. â€" Hannon Peter

The Parting of Ways:
The Origins of Judaism and Christianity
By Israel Bible Center

It is not a secret that Christians draw their heritage from ancient Israel and that the first followers of Jesus were Jews. But how exactly did non-Jewish Christianity and Rabbinic Judaism suddenly emerge as the normative forms of Christianity and Judaism and as two distinct traditions? What roles did the turmoil of Roman persecution, theological differences, institutional separation, and contested-yet-shared histories play in the processes of separation?

This course examines many historical and biblical texts and looks at both sides, trying to understand what really happened. What caused the rift between the Jewish followers of Christ and other Jews that lead to new identities and the emergence of non-Jewish Christianity?

COTABATO CITY --- More than 300 hectares of rice farms were ravaged by floods that hit central Mindanao towns close to the Liguasan Delta that also forced no fewer than 20,000 families to relocate to higher grounds.

The 220,000-hectare Liguasan Delta swelled and overflowed last week following heavy rains in mountain ranges around.

Dozens of barangays in the adjoining provinces of North Cotabato in Region 12 and in Maguindanao under the Bangsamoro Autonomous Region in Muslim Mindanao have since inundated.

The Rapid Emergency Action on Disaster Incidence, or the READI contingent of BARMM, on Tuesday initially distributed relief support to 480 flood-stricken families in Barangay Macasandeg in Pikit.

The READI delivered food supplies to 2, 693 more families in Barangay’s Lagunde and Balong in Pikit on Wednesday, according to a report from BARMM's Ministry of Interior and Local Government.

The quick deployment READI contingent expanded on Wednesday its relief missions to other areas in Maguindanao and North Cotabato.

North Cotabato Gov. Nancy Catamco said Thursday provincial planners and agriculturists shall formulate measures on how to cushion the adverse effects of the inundation of rice farms in the province.

“Over and above that are our relief initiatives for the flood victims. So many farmers in our province lost their crops and farm animals to these floods,” Catamco said.

Catamco, chairperson of the provincial disaster risk reduction and management council, said Thursday she is thankful to the police and the military for helping push forward the relief missions of her administration and the local government units in the flooded towns.

BARMM agriculture officials said Thursday said the floods destroyed no less than 160 hectares of supposedly ready-to-harvest rice in Maguindanao province alone.

Catamco and BARMM officials are worried of the long term effects to farmers of losing crops to floods.

BARMM’s local government minister, lawyer Naguib Sinarimbo, who is overseeing the operation of the regional government’s READI contingent, said Thursday they will do their best to reach out to flood victims now in relief sites.

Most of the evacuees are now in makeshift shelters and in public school campuses in high grounds in Maguindanao and North Cotabato.

Sinarimbo said their relief missions are jointly being carried out by READI and the social services and the health ministries of BARMM, all under the office of the region’s chief minister, Ahod Ebrahim.

The most affected barangays are in interior areas in the adjoining towns of Pagalungan and Montawal in Maguindanao and in nearby Pikit and Kabacan in North Cotabato.

The four towns are dotted with swamps and crisscrossed by rivers that connect to the vast Liguasan Delta, a catch basin for a dozen rivers that spring from forested hinterlands in Bukidnon,Sultan Kudarat, Maguindanao, North Cotabato and South Cotabato provinces.

The local government units in Pagalungan, Montawal and Pikit have relocated hundreds of families to higher grounds with the help of volunteer organizations, the police and units of the Army’s 602nd Brigade of the 6th Infantry Division.

Key members of the Pikit municipal disaster risk reduction and management council said Sunday  barangays in the municipality have been flooded since early this week. (JOHN FELIX UNSON, October 22, 2020)

Bible Study / The Jewish Apostle Paul
October 21, 2020, 06:43:03 PM
By Israel Bible Center

The Jewish Apostle Paul:
His World
"The Jewish Apostle Paul" is a unique course that sheds significant new light on the life and teachings of one of the greatest and most misunderstood Jews that ever lived â€" the Apostle Shaul Paulos (Saul Paul). This course courageously, yet responsibly, deals with one important matter that has not been settled: What is the relationship of Christ-followers among the nations, to the Torah of Israel? In order to provide solid answers to this question, we must first deal with other basic questions.

For example, how can we explain a thoroughly pro-Jewish Paul as he appears in his letter to the Romans and in the book of Acts, while he seemingly displays anti-Jewish or anti-Torah attitudes in his letters to non-Jewish Christ-followers in the Roman provinces of Galatia and the city of Philippi. The standard questions that are asked today, although frightening to many, are indeed relevant and demand responsible, theologically balanced and historically accurate treatment.

Enroll now in this exciting course and expand your understanding of the Jewish Apostle Paul.

Facts and Trivia / Life Word in Hebrew
October 21, 2020, 06:01:10 PM
Chai (×—Ö·×™) - literally "life." This word, consisting of two Hebrew letters â€"chet (×—) and yud (×™)â€" is a Jewish symbol, frequently appearing on pendants and other jewelry. It's also a popular symbol and toast. Chai also refers to the number 18. That’s because each Hebrew letter has a numerical equivalent (gematria), and the sum of chet (numerical value of 8) and yud (numerical value of 10) is 18, which is why this number is considered a special number in Jewish tradition.

Bible Study / The Holy Spirit in the Old Testament
October 21, 2020, 06:00:13 PM
It is common for Christians to assume that the Holy Spirit is confined to the pages of the New Testament. While it’s true that the Holy Spirit appears often in the life of Yeshua and the early Jesus movement, Israel’s Scriptures also mention the Holy Spirit explicitly, and the apostolic writers reaffirm the Spirit’s presence among the ancient Israelites.
