Inter-Agency Task Force for the Management of Emerging Infectious Diseases, Resolution No. 80 dated 22 October 2020 RESOLUTION NO. 80

WHEREAS, on March 16, 2020, to prevent the sharp rise of COVID-19 cases in the
country, the President placed the entirety of Luzon under Enhanced Community Quarantine until
April 14, 2020;

WHEREAS, on March 30, 2020, to develop a science-based approach in determining the
risk-based classification of areas in the country, the Inter-Agency Task Force (IATF) convened a
sub-Technical Working Group tasked to develop the LGU Epidemic Response Framework and
to define parameters in assessing recent developments in the Philippine COVID-19 situation;
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive
Order (E.O.) No. 112 Imposing an Enhanced Community Quarantine in High-Risk Geographic
Areas of the Philippines and a General Community Quarantine in the Rest of The Country from
01 To 15 May 2020, Adopting The Omnibus Guidelines On The Implementation Thereof, And
For Other Purposes;

WHEREAS, on September 16, 2020, the President issued Proclamation No. 1021 (s.2020)
extending the period of the State of Calamity throughout the Philippines due to Coronavirus
Disease 2019 declared under Proclamation No. 929, (s.2020)

WHEREAS, as of October 22, 2020, there are total of Forty-Four Thousand Seven Hundred
Seventy-Two (44,772) active COVID-19 cases in the Philippines;

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF
approves the following:

A. The decisions of the IATF Technical Working Group are ratified, the specifics of which
are as follows:

1. Beginning 01 November 2020, the following foreign nationals may be allowed
entry into the Philippines:
1226 or the Omnibus Investments Code, as amended, and Republic Act No.
8756;

b. Those with 47(a)(2) visas issued by the Department of Justice; and
c. Those with visas issued by Aurora Pacific Economic Zone and Freeport
Authority, and Subic Bay Metropolitan Authority.

In all of the foregoing, the entry shall be subject to the following conditions:

a. Must have valid and existing visa at the time of entry;
b. With pre-booked accredited quarantine facility;
c. Subject to the maximum capacity of inbound passengers at the port and
date of entry; and
d. Without prejudice to applicable immigration laws, rules and regulations.

The Bureau of Immigration shall make the necessary coordination with the
airlines for the proper implementation of the foregoing.
2. The pre-boarding testing requirement for outbound Filipino travelers pursuant to
IATF Resolution No. 79 is hereby lifted. For this purpose, Section [7], Paragraph
(2) of the Omnibus Guidelines on the Implementation of Community Quarantine
in the Philippines, as amended, is hereby further amended, to wit:

c.) OFWs, students enrolled abroad and participants accepted in exchange
visitor programs, permanent residents of foreign jurisdictions, and
foreign nationals, may leave for abroad through any of the airports or
seaports in the country;
d.) Outbound travel of Filipinos, regardless of purpose, may be allowed
subject to compliance with the following requirements:
i. For those travelling on tourist or short-term/ visitor visas,
submission of confirmed round-trip tickets and adequate travel
and health insurance to cover travel disruptions and
hospitalization in case of COVID-19 infections during their
allowable period of stay abroad;

acknowledging the risks involved in travelling, including risk of
delay in their return trip, to be provided at the check-in counters
by the airlines;
iii. Whenever required by the country of destination or the airline,
a negative COVID-19 test taken in accordance with the health
and safety protocols of such destination country or airline; and
iv. Upon return, they shall follow the Guidelines of the National
Task Force (NTF) for Returning Overseas Filipinos;

B. Restrictions on mass gatherings for religious activities in areas under General
Community Quarantine shall hereinafter be relaxed. For this purpose, Section [4],
Paragraph 12 of the Omnibus Guidelines on the Implementation of Community

Quarantine in the Philippines shall be amended, to wit:
12. Mass gatherings such as but not limited to, movie screenings, concerts, sporting
events, and other entertainment activities, community assemblies, and
non-essential work gatherings shall be prohibited. Gatherings that are for the
provision of critical government services and authorized humanitarian activities
while adhering to the prescribed minimum health standards shall be allowed.
Religious gatherings in areas under General Community Quarantine shall be
allowed up to thirty percent (30%) of the seating or venue capacity. Provided
that, religious gatherings shall be limited to the conduct of religious worship
and/or service; Provided further, that there is no objection from the local
government unit where the religious gathering may take place. The religious
denominations should strictly observe their submitted protocols and the
minimum public health standards, particularly the social distancing measures
and non-pharmaceutical interventions such as the obligatory wearing of face
masks and immediate availability of hand hygiene necessities in the premises.
C. Pursuant to House Committee Report No. 560 issued by the House Committee on
Transportation on October 13, 2020 in accordance with

House Resolution No. 1286, theInter-Agency Task Force hereby allows the resumption of the motorcycle taxi pilot study.
The National Task Force against COVID-19 and the Department of Transportation are
hereby instructed to implement and monitor this pilot program.
3RESOLVED FURTHER, the Chairperson and the Co-Chairperson shall be duly
authorized to sign this Resolution for and on behalf of the Inter-Agency Task Force.
