Cebuano is a language, not a dialect. A dialect is a variation of the same language. Cebuano is a separate language from Waray because they have different rules and structures; just as Tagalog, where Filipino is based, is another language. We are an archipelago of many languages.
Cebuano and Waray are not dialects of Tagalog because each of these languages has structures and rules that are totally different from each other.
For example, you can't understand Cebuano by learning Tagalog. But you can understand Bol-anon if you know Cebuano, because Bol-anon is a variation of the Cebuano/Bisaya; it follows the same language structure and fits the definition of a dialect (of Bisaya/Cebuano language). Just like the way that Ilonggo, which is another Visayan language shares the same rule and structure with Karay a and Hiligaynon, which are variations of the same language.
Even Filipino, or the national language, has yet to evolve from the interaction among the country's different regional languages. I first learned these from writers/panelists of national writing workshops; especially those who want to encourage more writings from the regions. (I also used to interchange the two terms before and I got corrected, heh)e).
In fact, the Don Carlos Palanca Memorial Awards opened the entries to regional languages like Ilokano, Bikol, Waray and Cebuano, etc. as separate categories.
