Inspiration & Hope / Walang Paa Ngunit Puno ng Pag-asa
February 05, 2021, 10:42:09 PM
WALANG PAA NGUNIT PUNO NG PAG-ASA
From the FB page of Governor Nancy Catamco

       kadahilanan

       Minamahal ng Diyos lahat ng mga
       kapansanan
       Akoy walang paa, ngunit may pag asa

The Philippine National Police is stepping-up its internal security and anti-criminality operations in Eastern Visayas to complement the national government program to End Local Communist Armed Conflict (ELCAC).

PNP Chief, Police General Debold M Sinas, ordered the deployment to Eastern Visayas of 226 more police commandos from the PNP Special Action Force (SAF) to beef-up capability of Police Regional Office-8 for anti-insurgency and counter-terrorism operations in the region.

The 226 police commandos graduated in Calbayog City on Friday from the grueling 6-month SAF Commando Course, the final rite of passage to the elite circle of SAF police commandos.

Sinas personally graced the graduation ceremony as guest of honor and speaker where he announced instructions to graduates of SAF Commando Course Class 107 and Class 108 to remain in Eastern Visayas.

In the same ceremony Some members of Philippine Military Academy "Maringal" Class 1988 were inducted as honorary graduates of the SAF Commando Course.

Sinas said these police commandos will be deployed to Forward Operating Bases of PNP-SAF in the Eastern Visayas provinces where internal security operations are currently underway against the communist New People's Army.

They will also provide tactical support to local police units in anti-criminality operations, he added.

A SAF trainee, Patrolman Marvin Allata, died during test mission of the SAF Commando Course in Barangay Mabini, Basey, Samar last December 13, 2020 when he was stabbed dead by a suspect he arrested for carrying a home-made shotgun. Philippine Government / Regional Training Center-7 (RTC)
February 05, 2021, 09:25:07 PM
SINAS: SACK & PROSECUTE CENTRAL VISAYAS TRAINING OFFICERS FOR CORRUPTION

Press Release: PNP Chief, Police General Debold M Sinas, has ordered the relief of all PNP personnel assigned at the Regional Training Center-7 (RTC) pending a full-dress investigation into alleged irregularities involving excessive, overpriced and unauthorized deductions from salaries and allowances of police recruits and other PNP personnel undergoing training.

"File administrative cases against all personnel involved in these highly irregular, corrupt acts at the expense of the lowly recruits and other students. The training center should be the most ideal place to shape the character of police recruits, it should maintain zero tolerance to graft and corruption," the Chief PNP ordered  Police Major General Alex Sintin, Director of the National Police Training Institute (NPTI).

The Chief PNP took note of reports from PNP Intelligence Group Acting Director, Police Colonel Warren De Leon, that validated earlier information of highly irregular activities at the RTS-7 under Police Colonel Edwelito C Rosales, the Regional Training Director.

The IG report was validated by Class "Spartan" and Class "Madasig" recruits undergoing the Public Safety Basic Recruit Course (PSBRC) at the training school.

The recruits said upon instruction from Rosales, they were forced to pay overpriced amounts for their uniforms, accoutrements, and meals which were deducted from their monthly salary.

The IG investigation documented allegations from recruits that during the Christmas and academic break last December 2020, more or less one thousand combined students of PSBRC, Public Safety Junior Leadership Course (PSJLC) and Public Safety Senior Leadership Course (PSSLC) were each made to pay P10,080.00 for two months worth of meals despite the fact that they were on vacation, and P3,650 for COVID-19 Antigen test which the recruits claim is grossly overpriced.

Sinas also instructed Sintin to provide information to the CIDG for filing of criminal cases against all RTC-7 personnel involved in the alleged anomalies.

By Jeff Mendez via Facebook Post

I really feel terrible because of the things I've said about a good friend and partner during my 6am program earlier.

I know Ive personally said sorry to you but I am making a public apology just so everyone will know that I acknowledge my lack of self control and prudence when confronted with an issue that I am very attached and compassionate about.

I sincerely apologize Ma'am Concepcion Balawag for hurting and offending you with the words I said earlier on air.

You didn't demand a public apology from me but I am doing this anyway because I would like the public to know that our power as broadcasters and media is not absolute.

This is actually one of the reasons why I refused to go on air for decades because I can be tactless, bold and careless when I become emotional... or when I deal with issues that are very dear to me.

That incident was a test of my patience and composure which I flawlessly failed obviously. I am disappointed with myself but this is a lesson learned.

I wont give an excuse... because no amount of excuses would suffice.

Hopefully, I will already endure and emerge victorious the next time I am confronted with the same situation.

AN UPDATE ON THE PHILIPPINES' NATIONALLY DETERMINED CONTRIBUTION

Press Release: The country's first Nationally Determined Contribution (NDC) under the Paris Agreement shall convey the shared vision and collective strategies of our sectors for the immediate pursuit of low carbon development and a sustainable future for the Filipino nation. It shall also communicate to the developed world our readiness for transformative green investments and finance, consistent with the President's call for climate justice.

The Climate Change Commission (CCC), pursuant to its mandate under the law, has spearheaded the development and finalization of our NDC through a whole-of-government-and-society approach. We shall ensure that the NDC reflects information that is not only evidence-based, but also verifiable and accurate.

To ensure the technical integrity of the NDC, the national government, with support from development partners, has devoted expertise, time and resources to strengthen the capacities of the lead sectoral agencies to undertake the NDC analytics. Moreover, the government agencies have required more time to develop and enhance the sectoral policies and measures, and to determine the country's economy-wide target for emission reduction and avoidance.

Over the next few weeks, the NDC Technical Working Group, composed of the sectoral lead government agencies, shall hold a series of virtual planning sessions to finalize the NDC. It will consider the concerns and comments of stakeholders following the most recent NDC Multi-stakeholder Consultation held last 23 December 2020 and attended by representatives from national government agencies, civil society organizations, private sector, and development partners.

Despite the unprecedented challenges, the CCC is exerting utmost efforts to finalize expeditiously the country's NDC for submission to the United Nations Framework Convention on Climate Change Secretariat.

Press Release
Protection of overseas Filipinos' welfare must be prioritized, says Bong Go as Senate panel okays committee deliberations on DOFil bill

Senator Christopher "Bong" Go issued a strong appeal to the government to provide greater protection and assistance to overseas Filipinos and their families amid the struggles they face caused by the COVID-19 pandemic and other crisis situations abroad.

Go also raised concerns on recent unfortunate incidents, such as allegedly abused Filipinos in Syria, as well as the shocking murder of Mary Anne Daynolo in Abu Dhabi, United Arab Emirates.

"I offer my deepest condolences to Mary Anne's family for her untimely passing. Their grief and pain at this time are beyond words. My thoughts and prayers are with them and everyone who loved her," said Go.

Daynolo, aged 30, was officially reported missing on March 6, 2020. She was last sighted two days prior at a hotel where she worked as a receptionist. A search was quickly launched after a sibling who is also based in the U.A.E. reported her disappearance.

Despite this, the authorities made little progress and the victim's family in the Philippines organized an online campaign to aid in the search. Her remains were finally recovered nine months after her disappearance and were flown to the Philippines on Saturday, January 30.

Go has also expressed his grave concern over the reported trafficking of some Filipino women forcibly taken to Syria and abused by their employers.

To improve the delivery of services to overseas Filipinos, especially OFWs in distress, the Senator filed Senate Bill No. 1949 on December 14, 2020.

The 'Department of Overseas Filipinos Act of 2020' is the third iteration of a bill he introduced in 2019 and represents the unified position of the Executive branch of government.

"Kapag usapang overseas Filipino, dapat may isang Cabinet-level secretary who will lead a department structured to work together as one team to protect the rights and welfare of Filipinos abroad," he explained.

The bill has been certified as 'urgent' by President Duterte. It is also one of the twenty priority measures identified by both chambers of Congress for 2021.

On February 1, Senate Majority Leader Juan Miguel Zubiri disclosed the Senate committees are set to begin deliberations on various bills, including the proposed DOFil bill.

"This is a welcome development. We will resume the committee hearings into the overseas Filipino department bills," Senator Joel Villanueva, chair of the Senate labor committee, said.

"The pandemic has exposed the weakness of our policies on OFWs, particularly our reintegration program to help them transition back to the local labor force," Villanueva added.

Under Senator Go's proposed measure, the department shall subsume and streamline all responsibilities pertaining to overseas employment and migration that are presently scattered among various departments and agencies. It will be primarily responsible for protecting the rights and promoting the welfare of overseas Filipinos as well as managing and monitoring their employment abroad and reintegration once they return.

Notably, SBN 1949 directs the implementation of a one country-team which shall require all officials in Philippine diplomatic posts to act together as one team, per country of assignment.

Go emphasized that creating DOFil will not bloat the bureaucracy and is in line with the objectives of rightsizing and streamlining government functions.

The department will also be responsible for providing social and welfare services, including legal assistance and insurance, to overseas Filipinos. It shall likewise administer reintegration programs and provide Assistance to Nationals services, especially during national emergencies.

In his remarks, Aguirre recognized the PNP for perfoming its law enforcement and public safety mandate during "extraordinary times".
"From the Taal volcano eruption, the spate of devastating typhoons, up to the COVID-19 pandemic, all these have tested our limits, both as a country and as individuals. Yet, in the face of all these challenges, plus the issues of peace and order, we have seen how our police force have have adopted and have shown admirable flexibility, and have even led admirably, amidst the ever changing landscape of the Covid-19 scourge." Aguirre said.

He said, "the greater challenge ahead of us demands for a police force that is flexible, agile, and adaptable, and can thrive in any volatile, uncertain, complex, and ambiguous situation."

"This is my vision for our police force. A police force of leaders. DURT leaders. DIRECT, UNDERSTANDABLE, RELIABLE, and TRUSTWORTHY leaders," he said.

"We need direct and decisive leaders of the police force who can act quickly without any hesitation to the radical changes of our fast-paced world, but always within the bounds of the law.  We need leaders of the police force who truly understand the context, depth, and magnitude of our problems.  We need leaders of the police force who are reliable and who can adapt to the changing times where everything is interconnected. And more importantly, we need leaders of the police who are trustworthy and can guide us to the right path, with the moral compass never to deviate from such a path." Aguirre told the PNP.

For his part, PNP Chief, Police General Debold M Sinas said the event is in honor of the 28 PNP members who have succumbed to COVID-19.

"We are not only celebrating the meaningful 30 years journey of the PNP but it is also fitting to pay tribute to our 28 fellow PNP members who unfortunately did not survive the corona virus disease. Let their memories be our inspiration to pursue their interrupted mission to serve our country and people," the Chief PNP said.

The PNP annually celebrates its founding anniversary to commemorate the establishment of the Philippine National Police in January 29, 1991 pursuant to Republic Act 6975.

Highlighting the 30th PNP Founding Anniversary rites today was a wreath-laying ceremony in Camp Crame led by Aguirre and Sinas at the Bantayog ng mga Bayaning Tagapamayapa, a battle monument of fallen PNP members. They were joined by a representative of the families of police heroes, Mrs. Nova Melad, the widow of the late Police Lieutenant Armand Melad of Parañaque City Police Station who died in a shootout with drug dealers in June last year.

The 30th PNP Founding Anniversary is celebrated with theme  "PNP@30:  Kakampi mo Laban sa Pandemya, Ilegal na Droga, Kurapsyon at Terorismo."

HAPILON AIDE FALLS IN ZAMBO POLICE OPS
By PNP PIO

Another sub-leader of the Abu Sayyaf Group and member of the Dawlah Islamiyah, notorious for carrying out terroristic actions, was slain in a police operation in Zamboanga City on tuesday.

"The full might of the law will not rest until the community is safe from atrocities and terroristic acts of the Abu Sayaf Group," according to PNP Chief, Police General Debold M Sinas.

The Chief PNP said, citing reports from PNP-Intelligence Group Acting Director PCol. Warren De Leon, the joint law enforcement operations of PNP-IG,  together with RIU9, 5SAB SAF, RSOG PRO9, CIU ZCPO, RECU9, PIU Sulu PPO PRO BAR, IMEG, CIDG9, MAPIO, NICA, RMFB9 and PS7, ZCPO served a warrant of arrest to ARRASID ADJING HALISSAM a.k.a GURU ARA for violation of RA 9516 (Illegal possession of firearms and explosives) on February 2, 2021 at about 3:00 in the morning when the suspect, armed with caliber .45 pistol, attempted to evade arrest and fired upon the arresting officers  that prompted the team to defend themselves.

The police operation was initiated in relation to the alleged retaliation plan of Sulu-based ASG under subleader Mundi Sawadjaan to spread atrocities in the Zamboanga Peninsula and BASULTA areas.

De Leon said that GURU ARA was listed in the 2018 Periodic Status Report (PSR) on Local Terrorist Groups who was previously identified under the Ajijul Group or the Zamboanga cell of ASG.

The Periodic Status Report, disclosed that suspect is the trusted man of slain international terrorist, ISIS-ASG Leader ISNILON HAPILON and was the facilitator of late Malaysian International Terrorist ZULKIPLI BIN HIR a.k.a MARWAN.

"In 2014, the late ISNILON HAPILON together with GURU ARA pledged their allegiance to the ISIS wherein HAPILON was later on pronounced as the "Emir" (leader) of Islamic State (IS) in the Philippines. However, after the death of HAPILON in 2017 in Marawi City, the slain suspect moved to Sulu and merged with the group of Hapilon's successor, the late DI-ASG Leader Hatib Hajan Sawadjaan", De Leon added.

GURU ARA was also involved in various atrocities in Zamboanga Peninsula which, including the kidnapping and beheading of Doroteo Gonzales in 2009; kidnapping of Kevin Lunsmann, Gerfa Yeatts Lunsmann and Romnick Jakaria in July 2011; kidnapping of Warren Richard Rodwell in December 2011; kidnapping of two Chinese Nationals Yuan Lin Kai and Jian Luo in Poblacion, Kabasalan, Zamboanga Sibugay on June 4, 2012; and kidnapping of Sabrina Ikbala-Voon on February 19, 2014 in Brgy Mercedes, Zamboanga City.

The slain suspect was also involved in the Bus Terminal Bombing in Guiwan, Zamboanga City on January 23, 2015 that resulted to the death of two persons and injuries to 52 others as well as the kidnapping of Nwi Seong Hong, a Korean National in  January 2015 in R.T. Lim, Zamboanga Sibugay.

Meanwhile, while GURU ARA was in Sulu In 2017, he was involved in different atrocities perpetrated by ASG particularly with the group of late ASG Leader Hatib Hajan Sawadjaan.

Also, he was involved in facilitating the Indonesian suicide bombers in Sulu together with other Foreign Terrorist Fighters that led to the Jolo Cathedral Suicide Bombing on January 27, 2019 which killed more or less 20 people and wounding of 105 individuals including members of the security forces and innocent civilians, suicide bombing attacks in a military detachment on June 28, 2019 in Indanan, Sulu that killed 3 soldiers and wounding of 3 civilians, suicide bombing attack in Military detachment on September 2019 in Indanan, Sulu that caused damage of the detachment's perimeter fence; twin bombing in town plaza near Jolo Cathedral, Jolo, Sulu on August 24, 2020 that killed more or less 14 people and wounding of 75 others; and other atrocities in Sulu that caused the death of numerous members of security forces and civilians.

In 2017, GURU ARA was among the ASG leaders who initiated and planned the terror attack in Bohol. However, the ASG members who were tasked to execute the plan led by the late Abu sub-leader Muammar Askali a.k.a Abu Rami were killed in Inabanga, Bohol after they were intercepted by the security forces that also resulted in the death of some security forces and civilians.

Further, in the early years of GURU ARA with the ASG, he was involved in the kidnapping of six (6) Jehovah's Witness members and their Muslim guides in Sulu on August 20, 2002 wherein two of the kidnapped victims were beheaded while other victims were rescued by the security forces in Sulu.

Recently, the slain suspect was monitored in Zamboanga City facilitating the recruitment of new members of Daulah Islamiya and believed to be involved in financing terrorism who acted as financial conduits of ASG. Additionally, he was said to be directly communicating with ASG Sub-Leader Mundi Sawadjaan and was monitored planning to conduct terror attack in Zamboanga Peninsula and BASULTA areas.

Recovered during the conduct of search were one unit cal. 45 pistol, chamber loaded with inserted magazine; one hand grenade; and improvised explosive device.

Press Release Philippines / PNP Makalikasan Drive
February 01, 2021, 08:49:01 AM
SINAS LEADS PNP "MAKA-KALIKASAN" DRIVE

The Philippine National Police, in cooperation with the Department of Environment and Natural Resources, is taking active steps to reforest a portion of the Marikina Watershed Area in Rizal as part of the police organization's social responsibility to environmental protection.

"This initiative is not only socially relevant but is deeply rooted in the PNP core values of Maka-Diyos, Makabayan, Makatao at Maka-Kalikasan," PNP Chief, Police General Debold M Sinas said as he led 900 PNP personnel, DENR employees, and the 4x4 Expedition Philippines, an NGO partner of the police agency, in a massive tree-planting program in Rizal Sunday morning.

Some 10,000 assorted seedlings of hardwood and fruit-bearing species were planted in portions of the 368-hectare reservation awarded to the PNP Special Action Force under Presidential Proclamation 1355 series of 2007 in Sitio Canumay, Barangay San Jose, Antipolo City, Rizal.

Also present during the activity were DENR Undersecretary for Special Concerns, Edilberto C Leonardo, actor Albert Martinez, 4x4 Expedition PHL ambassador, and Bureau of Corrections head Gerald Bantag whose agency has also been awarded by DENR with land reserve.

Sinas said the PNP is committed to see these trees grow under the care of PNP SAF, to become living monuments of the national advocacy for environmental protection. He also pledged to work closely with the DENR in addressing the protection of mangroves in the country, adding that, "the police can serve as instrument of the DENR in pursuit of ecological balance and against natural resource degradation due to "kaingin", illegal mining, illegal logging, illegal fishing, and other violations of environment laws.

Tagbilaran City - Bohol / Old Tagbilaran Photo

ONCE UPON A TIME IN TAGBILARAN (Circa 1900)
Across the scene a group of pallbearers carry the remains of a dead citizen on the way to a side gate of St Joseph's parish church, while in the distance, standing proud and seemingly immutable can be seen the mansion of the Torralbas, the Spanish-built escuela de niñas and the formidable stone enclosure of the Church.  A lesson of history caught by the dispassionate eye of a camera.  Today, standing at the same spot, it is hard to imagine such a scene once unfolded here, peopled as it is now by candle vendors, balloon sellers and buko stands blandishing soothing refreshments to the wearily alive.  The once open space is now covered by the giant acacia tree and the bulk of Garden Cafe and the Children's library.

According to the proposed measure, workers in the media sector should be given a hazard pay of a minimum of ?500 per day. Employers are also mandated to provide basic safety gear and equipment to media workers covering in dangerous areas and places under state of calamity or emergency.

On the termination of the DND-UP accord

The agreement between the Department of National Defense (DND) and the University of the Philippines (UP) executed in 1989 which requires prior notification before law enforcement agents can enter the latter's campuses can not supplant the Constitution and laws of the land.

While parties in a contract can stipulate terms and conditions as they deem mutually acceptable, the same can not - and must not be contrary to law, morals, good customs, public order or public policy. That legal principle is basic.

National security requires that the law enforcement and the military, as enforcers of law and the protector of the people, respectively, can not be impeded or derailed in the exercise of this constitutional duty.

Logic dictates that giving prior notice to UP before conducting lawful operations and serving warrants impedes law enforcement.

The termination of the agreement does not violate academic freedom. With or without it, UP remains to be the sole authority of what courses to teach and the manner by which the same is taught. It decides who the faculty members will be.

The freedom of expression and of speech is not abridged. Nor is the right to peaceably assemble prohibited. Neither does the abrogation proscribe or stop the faculty and students of UP from thinking freely on any subject.

With or without the DND-UP accord, and governments will come and go, UP will always be  citadel of freedom.

By Koddi Prudente Monreal via FB Post

FORMULA FOR LONG LIFE. Joaquin Ligumbres is a hometown legend. He wrote poems in Binisaya, English and Spanish. He gave some copies to me for safekeeping and future publication because none of his family was into the literary arts. Sadly, I lost all of them when the earthquake struck in 2013.

Known to be a walking dictionary, he reportedly sired seven sons all named after him, as in Joaquin Uno, Joaquin Dos, Joaquin Tres, etc. At 76, he returned to school at the University of Bohol in the hope of getting a Bachelor of Arts degree. He never got to finish it.

A jack of all trades, he was already very old when he worked as our cemetery gardener, at which time I asked him how he was able to maintain his healthy physique. (Imagine ... in his 80s he could still do 20 push-ups using only three fingers on each hand !!!) His answer to my query was ... one glass of milk everyday. He lived to be almost a hundred. By the way, he and his best friend, my father, share the same date of birth. Tatay passed on at 81.

So, here I am with my nightly dose of a glass (aw, coffee-mug) of milk, reminiscing the goodness of the man my townmates would call Ngidz.

He must be smiling at me now from beyond the Milky Way. Cheers, Ngidz!

Press Release Philippines / Terminate DND-UP Agreement
January 19, 2021, 03:14:49 PM
CPNP STATEMENT OF SUPPORT TO THE DND
January 19, 2021

The Philippine National Police (PNP) fully supports the Department of National Defense's (DND) action to terminate the 1989 agreement it forged with the University of the Philippines back in 1989.

The agreement between the DND and UP that limits police and military presence in all its campuses nationwide did not serve the best interest of public order and security in all 30 years that the accord was in effect.

The PNP seeks to build stronger collaboration among stakeholders to protect campuses against criminal activities, drug syndicates, and shadowy organizations that promote and espouse Local Communist Armed Conflict against government thru force and violence.

The PNP wishes to state that the termination of the agreement does not diminish our mandate to uphold the law at all times. Any abuse or criminal behavior committed by men in uniform shall be dealt with accordingly.

Military-police operations are underway to rescue two more persons earlier abducted by suspected communist New People's Army insurgents in the hinterlands of Masbate.

A Barangay Chairman, who was among those abducted in the initial incident has managed to escape and is now in a safe location.

PNP Chief, Police General Debold M Sinas has instructed Police Regional Office 5 Director for Bicol Region, Police Brigadier General Bartolome Bustamante, to provide security to the barangay official who was himself a former CPP-NPA rebel but has since surrendered to government.

Still unaccounted for and the subject of rescue operations by police and military troops in the island province are Barangay Kagawad Victorino Piorado, and Barangay Tanod Arnel Refanan, also of Barngay Cabas-an.

Sinas said the three barangay officials were kidnapped at gunpoint by some 30 CPP-NPA terrorists led by a certain "Cris" and "Star", who arrived in the village at 4:00AM.

"This is a crime, and under no circumstances shall the PNP allow any violations of law and atrocities by the CPP-NPA who threaten the lives of ordinary and innocent people who could not defend themselves. With support and cooperation from the community, the police commits itself to bring the victims alive back to their families", Sinas added.

The three were tied-up and brought by their captors to a hilly portion of Barangay Cabas-an while threatening to kill one hostage every two hours.

Bible Study / Leviticus Chapter 16 in Tagalog Filipino
January 18, 2021, 12:01:45 PM
Leviticus 16
 1  At sinalita ng Panginoon kay Moises, pagkamatay ng dalawang anak ni Aaron, noong nagsilapit sa harap ng Panginoon, at namatay;

 32  Ito ang kautusan tungkol sa inaagasan, at sa nilalabasan ng binhi ng pakikiapid, na ikinarurumal;

 14  At ang saserdote ay kukuha sa dugo ng handog dahil sa pagkakasala, at ilalagay ng saserdote sa pingol ng kanang tainga niyaong lilinisin, at sa daliring hinlalaki ng kaniyang kanang kamay, at sa daliring hinlalaki ng kaniyang kanang paa;

 21  At kung siya'y dukha at ang kaniyang kaya ay hindi aabot, ay kukuha nga siya ng isang korderong lalake na handog dahil sa pagkakasala, na aalugin upang itubos sa kaniya, at ng ikasampung bahagi ng isang epa na mainam na harina, na hinaluan ng langis na pinakahandog na harina, at ng isang log ng langis;

 34  Pagka kayo'y nakapasok na sa lupain ng Canaan, na ibibigay kong pag-aari sa inyo, at ako'y naglagay ng salot na ketong sa alin mang bahay sa lupain ninyong inaari;

 37  At titingnan ang salot, at kung makita ngang ang tila salot ay nasa mga panig ng bahay na may ukit na namemerde, o namumula at tila malalim kaysa panig;

 39  At babalik ang saserdote sa ikapitong araw, at titingnan: at, narito, kung makita ngang kumalat ang salot sa mga panig ng bahay;

 43  At kung muling bumalik ang tila salot, at sumibol sa bahay, pagkatapos na mabunot ang mga bato; at pagkatapos makayas ang bahay, at pagkatapos na mahaplusan ng argamasa;

 9  Pagka nagkaroon ng tila salot na ketong ang sinomang tao, ay dadalhin siya sa saserdote;

 12  At kung kumalat ang ketong sa balat, at matakpan ng ketong ang buong balat ng may tila salot, mula sa ulo hanggang sa kaniyang mga paa, sa buong maaabot ng paningin ng saserdote;

 16  O kung magbago uli ang lamang buhay at pumuti, ay lalapit nga siya sa saserdote;

 19  At humalili sa bukol ay isang pamamaga na maputi, o isang pantal na makintab, na namumulang puti, ay ipakikita sa saserdote;

 24  O pagka nagkaroon sa balat ng laman, ng paso ng apoy, at ang lamang paso ay naging tila pantal na makintab, na namumulang puti, o maputi;

 31  At kung makita ng saserdote ang tila salot na tina, at, narito, tila hindi malalim kaysa balat, at walang buhok na maitim yaon, ay kukulungin ng saserdote na pitong araw ang may tila salot na tina;

 35  Nguni't kung ang tina ay kumalat sa balat, pagkatapos ng kaniyang paglilinis;

 38  At pagka ang isang lalake o babae ay nagkaroon sa balat ng kaniyang laman ng nangingintab na pantal, ng makikintab na pantal na puti;

 43  Kung magkagayo'y titingnan siya ng saserdote: at, narito, kung ang pamamaga ng tila salot ay namumulamula ng maputi sa kaniyang kakalbuhan ng ulo o sa kaniyang kakalbuhan ng noo, gaya ng anyo ng ketong sa balat ng kaniyang laman;

 47  Ang suot na kinaroroonan ng ketong, maging kasuutang balahibo ng tupa o kasuutang lino;

 48  Maging nasa paayon o maging nasa pahalang; ng lino o ng balahibo ng tupa; maging sa balat o sa alin mang yaring balat;

 53  At kung pagtingin ng saserdote, at, narito, kung makita ngang hindi kumalat ang salot sa kasuutan, maging sa paayon man, o sa pahalang man, o sa alin mang kasangkapang balat;

 6  At pagkaganap niya ng mga araw ng kaniyang paglilinis, maging sa anak na lalake o sa anak na babae, ay magdadala siya ng isang kordero ng unang taon, na pinakahandog na susunugin, at isang inakay ng kalapati o isang batobato na pinakahandog dahil sa kasalanan, sa pintuan ng tabernakulo ng kapisanan, sa saserdote;

 14  At ang lawin, at ang limbas, ayon sa kaniyang pagkalimbas;

 15  Lahat ng uwak ayon sa kaniyang pagkauwak;

 16  At ang avestruz, at ang chotacabras at ang gaviota, at ang gavilan ayon sa kaniyang pagkagavilan;

 17  At ang maliit na kuwago, at ang somormuho, at ang malaking kuwago;

 18  At ang kuwagong tila may sungay at ang pelikano, at ang buitre;

 21  Gayon man, ang mga ito'y inyong makakain sa lahat ng may pakpak na umuusad na may apat na paa, ang mga may dalawang paang mahaba, bukod pa sa kanilang mga paa, upang kanilang ipanglukso sa lupa;

 29  At ang mga ito'y karumaldumal sa inyo, sa mga umuusad na nagsisiusad, sa ibabaw ng lupa: ang bubwit, at ang daga, at ang bayawak ayon sa kaniyang pagkabayawak;

 46  Ito ang kautusan tungkol sa hayop, at sa ibon, at sa lahat na may buhay na gumagalaw sa tubig, at sa lahat ng nilikha na umuusad sa ibabaw ng lupa;

We won't tell you what you should believe in.

But honestly, have you ever felt little lost as you look for answers? So many commentaries, opinions, interpretations, contradictions...

Faith is one thing and it doesn't change. Period.

But our knowledge and awareness of even more profound messages of the well-remembered (because not so well-known) passages might actually change.

There's a difference between knowing that we are loved and knowing that we are loved deeply, truly, completely! The Bible tells a much deeper story than just the words that it contains. Within its context, culture, and history, are links to other stories - it gives us a message that moves, inspires and transforms human heart.

Bible Study / Leviticus Chapter 10 in Tagalog Filipino
January 17, 2021, 07:06:59 PM
Leviticus 10

 12  At sinalita ni Moises kay Aaron, at kay Eleazar at kay Ithamar, na mga natitira niyang anak, Kunin ninyo ang handog na harina na lumabis sa mga handog sa Panginoon na pinaraan sa apoy, at inyong kaning walang lebadura sa tabi ng dambana; sapagka't kabanalbanalan;

Bible Study / Leviticus Chapter 9 in Tagalog
January 17, 2021, 02:00:23 PM
Leviticus 9
 1  At nangyari sa ikawalong araw, na tinawag ni Moises si Aaron at ang kaniyang mga anak, at ang mga matanda sa Israel;

 3  At sa mga anak ni Israel ay sasalitain mo, na sasabihin, Kumuha kayo ng isang kambing na lalake na handog dahil sa kasalanan; at ng isang guyang baka, at ng isang kordero, na kapuwa na may gulang na isang taon, at walang kapintasan, na handog na susunugin;

Press Release: SINAS CONFIRMS PROMOTION OF 25,357 COPS

25,357 PNP personnel were promoted in 17 Police Regional Offices across the country.

Those promoted included 2,151 Police Commissioned Officers (PCO) and 23,386 Police Non-Commissioned Officers (PNCO) who passed all the qualification standards for the 2020 Continuous and Regular Promotion Program effective December 16 and December 29, 2020, respectively.

In Camp Crame, PNP Chief, Police General Debold M Sinas officially conferred the promotion to 331 PNP personnel stationed at the PNP National Headquarters. Elsewhere in the regions, similar donning of rank and oath-taking ceremonies were held to officially confirm the promotion.

"Keep in mind that with the new rank comes an even greater responsibility to serve and protect our people. Do your best and be exemplary examples of law-abiding citizens. As men in uniform, that is your mandate."Chief PNP, Police General Debold M Sinas told the newly-promoted police officers.

"Bring with you a deeper commitment to our ideals and renewed sense of service; remember that your authority to lead comes with the rank that you hold. Effective leadership must be founded on professional competence, the ability to inspire others, and to lead by example", General Sinas added as he urged the newly promoted officers to "move forward in 2021 with even more dedication".

On Thursday, General Sinas also confirmed and administered the promotion of 15 police generals earlier approved by President Rodrigo R Duterte.

The regular promotion program ensures streamlined rank structure of the entire 220,00-strong police organization according to the staffing pattern approved by the National Police Commission.

Bible Study / Plague as Divine Anger
January 17, 2021, 01:04:30 AM
Plagues are disastrous. But even terrible calamities can lead to positive outcomes. A plague can result in unprecedented closeness between the Almighty and his people.

In a recent conversation with my colleagues, we concluded, "when you are in the midst of the plague, you are in the hands of God." In the biblical worldview, plagues are often necessary expressions of divine anger, judgment, and justice. But is that all there is? Is it just about God's anger? Source: Israel Bible Center

Philippine Laws / De la Serna vs Court of Appeals (CA)
January 16, 2021, 05:15:36 PM
FIRST DIVISION
G.R. No. 109161, June 21, 1994
SPOUSES VICTOR DE LA SERNA, AND MARYBELLE DE LA SERNA, PETITIONERS, VS. COURT OF APPEALS, OSCAR JEREZA, JR., AND PHILIPPINE AIRLINES, INC., RESPONDENTS.

D E C I S I O N
KAPUNAN, J.:

This petition for review on certiorari of the decision rendered by the respondent court in CA-G.R. CV No. 26419 entitled "Spouses Victor de la Serna and Marybelle de la Serna, Oscar Jereza, Jr. and Philippine Airlines, Inc.," promulgated on November 5, 1992, and the resolution of the same court dated January 29, 1993, denying the motion for reconsideration, is brought to the Court allegedly on questions of law.

As found by the respondent court and the trial court, the facts of this case are simple.

Petitioners are residents of Tagbilaran, Bohol, while private respondent Oscar Jereza, Jr. is the Duty Manager of the Passenger Section of private respondent Philippine Airlines, Inc.'s Station at the Mactan Airport, Lapu-Lapu City. At the time of the incident complained of, petitioner Victor de la Serna was the OIC Governor of Bohol.

Petitioners entered into contracts for air carriage for a valuable consideration with Philippine Airlines (PAL) from Manila to Cebu with Tagbilaran as final destination for which they were issued two (2) tickets for the entire trip (Manila/Cebu/Tagbilaran route).

On February 23, 1987, while they were at the Manila Domestic Airport for the Manila-Cebu leg of their trip on PR Flight No. 851 leaving at 6:30 in the morning, petitioners had the bookings for their Cebu-Tagbilaran leg confirmed. The bookings were confirmed for the 4:00 in the afternoon flight (PR 365) from Cebu to Tagbilaran.

Petitioners arrived in Cebu at about 7:40 in the morning of the same day and they immediately presented their tickets to PAL Shift Supervisor Jack Ferrer so they could take the connecting flight (PR 363) to Tagbilaran leaving at 10:30 that morning. Despite assurance from the Shift Supervisor that they will be accommodated, petitioners were not issued boarding passes, hence, they were not able to take PR 363.

Thereafter, petitioners took a private plane to Tagbilaran.

Petitioners alleged in the trial below, and to which the trial court based its findings and conclusions, that they were denied boarding because PAL Duty Manager Oscar Jereza, Jr. harbored ill feeling towards him. He attributed this attitude of Jereza on the events which transpired on February 15, 1987.

On the aforesaid date, it appears that petitioners purchased two (2) PAL tickets at Tagbilaran City for Manila, leaving Tagbilaran at 11:00 in the morning on PR 364 with confirmed bookings up to Cebu City only (Exhibits "A" and "B"). When the petitioners presented these tickets at the Tagbilaran Airport, Rogelio Bernaldez, the local PAL Station Manager, handed to petitioners two (2) checked-in PAL tickets with the information that the same were being given free of charge (FOC) by order of the PAL office in Manila. Upon petitioners' inquiry if the booking for the connecting flight from Cebu to Manila was confirmed, Bernaldez replied that he had already requested PAL Cebu for the confirmation of the same. Upon arrival in Cebu, petitioners presented their tickets to private respondent Oscar Jereza, Jr. who immediately informed them that PR 154 for Manila leaving at 2:10 that afternoon was already overbooked. There was another flight at 4:00 that afternoon but petitioners were again denied accommodation for the same reason. It was only then when the petitioners learned that they were denied accommodation because they were holding FOC (free of charge or free on carrier) tickets. Armed with the said knowledge, petitioner Victor de la Serna retrieved the FOC tickets and instead presented the revenue tickets which they purchased that day. Exasperated, petitioner Victor de la Serna tore the FOC tickets into pieces. Petitioners were finally able to take the 5:50 in the afternoon flight for Manila using the aforesaid revenue tickets.

On the basis of this incident, petitioners claim that private respondent Oscar Jereza, Jr. wanted to exact vengeance. Records bear out that when petitioner Victor de la Serna asked Jack Ferrer about their boarding passes on the morning of February 23, 1987, the latter replied that they were not issued boarding passes because private respondent Oscar Jereza, Jr. got their tickets for final disposition. When asked for an explanation, Jereza gave three conflicting answers, viz: (a) that the flight was overbooked; (b) that there were many carry-over passengers from the day before; and (c) that petitioners were way down the list of chance passengers but it turned out that they were not even included in the said list.

On February 27, 1987, petitioners filed an action for damages against Oscar Jereza, Jr. and Philippine Airlines, Inc. in the Regional Trial Court of Bohol, Tagbilaran City. After trial on the merits, a decision was rendered, the dispositive portion of which reads:

"PREMISES CONSIDERED, this Court hereby sentences the defendants Philippine Airlines, Incorporated (PAL) and Oscar Jereza, Jr. to pay the spouses plaintiffs Victor de la Serna and Marybelle de la Serna jointly and severally the sum of Two Million Pesos (P2,000,000.00) as moral damages; the sum of One Million Pesos (P1,000,000.00) as exemplary and punitive damages; the sum of Thirteen Thousand Four Hundred Pesos (P13,400.00) as cost of the charter of a private plane; the sum of One Hundred Thousand Pesos (P100,000.00) as attorney's fees; and costs against the defendants.
"SO ORDERED." (Records, pp. 122-123).
Not satisfied therewith, Jereza and PAL appealed to the Court of Appeals where a decision was rendered in due course affirming with modification the assailed decision. Respondent court reduced the moral, exemplary and punitive damages to the combined total amount of P100,000.00, P20,000.00 attorney's fees, P2,400.00 cost of the charter of a private plane and costs.

Hence, the herein petition for review.

The petitioners, while agreeing with respondent court that they are entitled to recover damages, question the reduced award as inadequate and now pray that the same be increased. Petitioners cite social and financial standing as basis for consideration and invoke the following alleged questions of law, to wit:

"I. WHETHER OR NOT THE HONORABLE COURT OF APPEALS' REDUCTION OF THE DAMAGES AWARDED TO PETITIONERS IS IN ACCORDANCE WITH JURISPRUDENCE.
"II. WHETHER OR NOT ARTICLE 2229 OF THE NEW CIVIL CODE APPLIES IN THIS CASE." (Petition, p. 7; Rollo, p. 9).
After a careful examination of the foregoing, it is apparent that this petition for review raises no substantial questions of law but simply puts in issue the factual findings of the Court of Appeals and the trial court. However, for good reasons, the Court has consistently and emphatically declared that review of the findings of fact of the Court of Appeals is not a function that it normally undertakes inasmuch as such findings, as a rule, are binding and conclusive (Constantino vs. Mendez, 209 SCRA 18; Alitalia Airways vs. Court of Appeals, 187 SCRA 763; Remalante vs. Tibe, et al., 158 SCRA 138; Korean Airlines, Co., Ltd. vs. Court of Appeals, 154 SCRA 213; Pan American World Airways, Inc. vs. Intermediate Appellate Court, 153 SCRA 521; Hernandez vs. Court of Appeals, et al., 149 SCRA 97; Collector of Customs of Manila vs. Intermediate Appellate Court, 137 SCRA 3). While it is true that there are certain exceptions, we find none in this case to warrant a review of the said findings (Rules of Court, Rule 45, Section 4).

In the case at bench, we affirm the respondent court's reduced amount of moral damages. This award should be reasonably sufficient to indemnify the de la Sernas for the delay, inconvenience, humiliation and embarrassment they suffered and to serve as an example to discourage the repetition of similar acts in the future. "The purpose of moral damages is essentially indemnity or reparation, not punishment or correction. Moral damages are emphatically not intended to enrich a complainant at the expense of a defendant; they are awarded only to enable the injured party to obtain means, diversions or amusements that will serve to alleviate the moral suffering he has undergone by reason of the defendant's culpable action." (J. Cesar S. Sangco, Philippine Law Torts and Damages, 1984 Revised Edition, p. 839) (See also Zenith Insurance Corporation vs. Court of Appeals, 185 SCRA 398; Simex International (Manila) Inc. vs. Court of Appeals, 183 SCRA 360; R & B Surety Insurance Co., Inc. vs. Intermediate Appellate Court, 129 SCRA 736; Grand Union Supermarket, Inc. vs. Espino, Jr., 94 SCRA 966). Hence, the award of moral damages is aimed at restoration, within the limits of possible spiritual status quo ante, and the same must be proportionate to the injury or suffering inflicted (Grand Union Supermarket, Inc. vs. Espino, Jr., supra).

ACCORDINGLY, the petition is hereby DENIED for lack of merit, and the assailed decision of the Court of Appeals is hereby AFFIRMED.

SO ORDERED.

Cruz, (Chairman), Davide, Jr., Bellosillo, and Quiason, JJ., concur.

Bible Study / Introduction to the Book of Joshua
January 15, 2021, 07:05:32 AM
Book Introduction by Tyndale Publishing (The Way Bible)
THE BOOK OF JOSHUA

The account of Israel's soldiers walking around Jericho until its walls came tumbling down is one of the most famous in the Bible. Joshua had served as Moses' apprentice, so when God appointed Joshua as Israel's leader, he was ready. He led the Israelites across the Jordan River and through two campaigns that enabled them to settle the hill country of Canaan. As they began to live there, Joshua divided the land among Israel's twelve tribes. The book of Joshua reveals much about God, who judges sin and faithfully keeps his promises.

SETTING
When Israel left Egypt, they left a nation that had been the most powerful, prosperous, and secure on earth. But God intervened on Israel's behalf, and Egypt was devastated. Then the Israelites spent forty years in the wilderness because they refused to believe that God could do for them in Canaan what he had already done in bringing them out of Egypt. The disbelieving generation died and a new generation came of age. The new generation believed God's promises and was ready to invade the land of Canaan.

Ancient Canaan was subdivided by geographical features into four narrow north–south strips. (1) The eastern border of Israel's settlement was on the plateau of Transjordan (the land "across the Jordan"). (2) Looking westward from Transjordan, the land drops steeply into the deep cut of the Great Rift Valley, where the Jordan River valley lies. The deepest dry point of this valley, the shores of the Dead Sea, marks the lowest dry land on the surface of the earth. (3) Continuing westward, the central hill country runs from the mountains and hills of Galilee in the north to the Negev in the south. (4) The Coastal Plain lies along the Mediterranean, interrupted near its northern end by the ridge of Mount Carmel that juts into the sea.

Much of Canaan was organized into small city-states, each with its own king. These city-states were grouped in ever-shifting coalitions. The assembling of a southern and then a northern coalition against the invading Israelites was as close to total unity as these city-states ever came. However, even these coalitions were not enough to save the Canaanites.

SUMMARY
The story told in the first half of Joshua (Josh 1–12) is among the most dramatic in the Bible. In preparing Israel to cross the Jordan, Joshua sent two young men to scout out Jericho, a town Israel would have to conquer in order to enter the hill country. The young scouts were aided by Rahab, and they promised to spare her and her family in return for her help (Josh 2). As the priests stepped into the waters of the Jordan, the river's flow temporarily ceased so that the Israelites could cross (Josh 3). Israel did not conquer Jericho; God gave them the city by causing its walls to fall (Josh 6).

Possession of Jericho opened the routes that ascended westward into the hill country. Yet God was displeased when a man named Achan disobeyed his instructions, and Israel suffered a setback before Achan's sin was discovered and judged (Josh 7). God then gave Joshua a resounding victory over the hastily gathered coalition of southern Canaanite city-states; God even granted Joshua's request for the sun and moon to stand still until the victory was complete (Josh 10). Joshua then turned northward, where he gained a similarly decisive victory over a northern coalition of city-states (Josh 11). The entire hill country, from the Negev in the south to Upper Galilee in the north, now lay open for Israelite settlement.

The second half of Joshua (Josh 13–24) is not as heart-thumping as the first half, yet its account of the allotment of territory to Israel's twelve tribes is informative and inspiring. The narrator describes in detail the territories given to Judah, Benjamin, and Joseph (Josh 15–19); these tribes became the central tribes of Israel throughout its history. Caleb's and Joshua's inheritances begin and end this section of territorial allotments (Josh 15, 19). The designation of six cities of refuge (Josh 20) and the assignment of towns to the Levites within each tribal territory (Josh 21) complete the process of allotting the land to the tribes. The 2½ tribes given the land on the east side of the Jordan River were then free to return home, but they had to work with the western tribes to clear up a misunderstanding about the building of a memorial (Josh 23). Joshua's farewell (Josh 23), his convening of the people to renew their covenant with God, and three important funerals (Josh 24) conclude the narrative of Joshua.

AUTHOR AND DATE
Nowhere does the book of Joshua claim that Joshua was its author. Both the frequent occurrence of the phrase "to this day" and the reference to The Book of Jashar as a source for Joshua indicate that the book was written after Joshua's death. Yet the occurrence of the pronoun "we" in portions of the narrative provides evidence that at least some of the book is based on personal recollections of Joshua and of those under his command. It is likely that the book of Joshua existed in more or less its present form no later than Israel's early monarchy (the time of David and Solomon). The human author or authors of Joshua remain anonymous.

JOSHUA AS HISTORY
In the last two centuries, some scholars have attempted to discredit the historical validity of Joshua by arguing that Transjordan (the area east of the Jordan River) and the cities of Jericho and Ai were not occupied when Israel entered Canaan, so Israel could not have conquered them. However, archaeological surveys show that Transjordan was occupied when Israel entered Canaan and that Jericho was indeed destroyed as Joshua describes.

Other scholars argue that accounts having an explanatory purpose (such as those explaining the origin of a name) cannot be historical. However, although some explanatory accounts found in ancient texts are mythical or false, many others are historically accurate. The book of Joshua was probably first written down near the time of the events it includes. It shows every indication of being historically accurate, even though it does not answer every historical question readers might bring to it.

For most of the time that it has been part of the Scriptures, the book of Joshua has been regarded as reliable history. Joshua records only the broad outlines of Israel's entry into Canaan. As the world's earliest history writings, the books of Joshua, Judges, Samuel, and Kings stand in contrast with the epic, mythical, and royal self-congratulatory literature produced by surrounding cultures. These biblical books provide a selective history of ancient Israel in the land where God placed them. They were written from a prophetic perspective—from the same point of view as Isaiah, Jeremiah, Ezekiel, and the twelve Minor Prophets—which regarded Israel as living in a covenant relationship with God.

The book of Joshua neither states nor implies that Israel destroyed all of the Canaanites and their cities. Many Canaanites remained, as the following book of Judges also makes clear. The multi-generation history of Israel recorded in Judges shows that Israel gradually became stronger and absorbed the Canaanites. By the time of King David, most people of the land regarded themselves as Israelites, although some distinct groups still remained (e.g., 2 Sam 5:6-8; 24:16-18).

MEANING AND MESSAGE
The book of Joshua emphasizes the fulfillment of God's covenant promises to Abraham, Isaac, and Jacob. The patriarchs had traversed the land as resident aliens; now their descendants occupied it as the beneficiaries of God's faithfulness to his promise. Even the burials at the close of the book emphasize that point. Whereas Abraham had to buy a small parcel of land to bury Sarah, now Joseph, Joshua, and Eleazar were honored with burials in the territory God had given to their descendants.

God desires and pursues relationships with people. God began to bring the human race back to himself by calling out a man (Abraham), his family, and finally the nation descended from him (Israel), through whom he could bring redemption to the world. The book of Joshua demonstrates how God brought the Israelites into the land promised to their ancestors. The book proves that God speaks and acts with integrity, and it shows that God can be trusted to fulfill his promises.

The book of Joshua conveys this message in both subtle and obvious ways. The scouts' faithfulness to Rahab and her family reflects and affirms the faithfulness of the God who had brought them to her house. Caleb's inheritance at the beginning of the tribal allotments and Joshua's at the end bear testimony to God's recognition of those who remain faithful to him throughout their lifetime.

Joshua records that Israel constructed stone memorials throughout the country. These monuments served as visual aids for teaching generations of Israelite children about God's absolute faithfulness. These stone monuments crumbled or were carried away for use in construction, but the book of Joshua itself remains as an enduring memorial, still giving testimony of God's goodness and faithfulness.

The book of Joshua records disturbing events. Israel destroyed Jericho and Ai and all their people. Many Israelites, including Achan and his family, died because of Achan's sin. God fought the Canaanite coalitions that tried to prevent Israel from establishing themselves in the land. These and other episodes remind readers of the deadly seriousness of sin.

In a culture where women and their rights were held with little or no regard, Joshua records divine enlightenment. When the land was allocated among the clans of Manasseh, the daughters of Zelophehad received their father's inheritance, as God had instructed. Rahab's saving of the two young scouts in the dramatic opening episode of the book also provides a radically positive assessment of a woman's place in God's economy.

The book of Joshua has much for contemporary readers to ponder—about God himself, the consequences of human good and evil, and God's passionate commitment to human redemption and the restoration of the divine-human relationship.

From the post of Ramon S. Ang

I celebrate this special day with a full heart, knowing that we have delivered another game-changing project that will make a difference in the lives of so many Filipinos for many generations to come. With the official opening of our 18-km Skyway Stage 3, traffic in Metro Manila will be significantly reduced. It will no longer rob our kababayan of precious quality time with their families. After bridging the north and south of the Metro, we will begin work next month to realize another dream: to link Manila and Rizal in the east and eventually provide seamless land travel on all four corners of Metro Manila.  Thank you to all our partner-stakeholders past and present, and to the Duterte Administration for the unwavering support in helping us deliver this vital infrastructure project! Maraming, maraming salamat po!

Who's Who of Bohol / Felipe Galon Larido
January 13, 2021, 02:03:24 AM
By Koddi Prudente Monreal via FB
A LIFE WELL LIVED. A FAITH BEST SERVED.  Today, retired public school teacher Felipe Galon Larido officially retires as one of the accompanists and choir trainers of the Our Lady of Light Parish. He founded the Polyphonics, a local church choir, in the early '70s and served as its trainer until it became inactive in the last twenty years. He later organized another church choir composed of his siblings, neighbors and friends. (I liked the name Polyphonics so much that I used it as the name of the Holy Spirit Parish choir I co-founded in 1978 in my alma mater, the Visayas State University, formerly ViSCA, in Baybay City. Larido taught me The Lord's Prayer that became identified with the ViSCA Polyphonics for more than 40 years already. Lualhati M. Noriel)

A Tubig-Loon Award recipient as most outstanding Loonanon, Larido was responsible for the second and third places garnered by the Loon Children's Choir in the National Music Competitions for Young Artists (NAMCYA) - Children's Choir Category in 1981 and 1985, respectively. (I witnessed the 1985 contest that was held at the Cultural Center of the Philippines.)

Larido composed "Pagmaya Kristohanong Katilingban", winner of the Diocese of Tagbilaran golden jubilee theme songwriting competition, which was interpreted by his only child Maria Fe Evelyn, who earlier won the Bohol search for Yamaha Musicmate Girl, the title won by Jamie Rivera at the national level.  He also won in an ASEAN jamboree songwriting contest.

It was from Larido that I first learned how a certain thing or property is described in detail for inventory purposes. Aside from teaching Music at Loon Central Elementary School, he was also the DepEd Loon District inventory officer. I worked for him every summer from 1972, when I was 12 years old, until 1977. My tasks involved receiving and inventorying returned books, laboratory equipment and other property that were lent to barangay schools for their use throughout the entire school-year. By the time I was in college, I was already quite an expert in making citations for a book or any printed material, and making inventory lists.

Larido, who turns 84 in April this year, is married to my first cousin, Maria Asuncion "Inday Sonnie" M. Robles.  Because of a relatively wide gap in our ages, we siblings call them Tiyo and Tiya,  respectively. Tia Sonnie is herself an accomplished teacher, singer-songwriter, literary artist and cultural worker. The couple graduated summa cum laude from their masteral studies.

Thank you and more power, Tiyo Oloy ! More years to your life and more life to your years !!!

Press Release: NPA WEAPONS CACHE SEIZED IN PALAWAN

Police commandos recovered a cache of weapons and war materials from the New People's Army  in Northern Palawan.

PNP Chief, Police General Debold M Sinas said, police commandos from the 101st Special Action Company of the PNP Special Action Force, supported by PRO4B and AFP elements, conducted recovery operation of high powered firearms (HPFAs) and war materials in the area of Sitio Lanka, Barangay Bintuan, Coron, Palawan at 4:00AM on Saturday, January 9, 2020.

The operation led to the recovery of two M-16 assault rifles, four rifle grenades, magazine assemblies, a bandolier and 184 rounds of M-16 ammunition.

"The continuous operations of our troops  have resulted to the NPA's weakened state. The latest confiscation of this cache of high-powered firearms further incapacitates their key operatives. ", Sinas said as he commended the SAF in the successive efforts implementing the president's EO #70 which aims to end local communist armed conflict.

The operation stemmed from actionable intelligence gathered by government troops regarding the whereabouts of the NPA's cache of firearms and war materials in the said area.

The rifles will be subjected to procedural ballistics examination to determine if these had been used in previous crime incidents.

By virtue of National Historical Commission of the Philippines  (NHCP) Board Resolution No. 10, signed on 16 December 2020, the Liberty Shrine at Barangay Mactan, Lapu-Lapu City is now a site of the permanent display of the Philippine flag effective 17 January 2021. Republic Act No. 8491, otherwise known as the Flag and Heraldic Code of the Philippines (1998), mandates NHCP to identify sites in the country to be given such status. This means the National Flag shall be at the mast 24/7 and properly illuminated at night. This recognition was given to the Liberty Shrine (established through Republic Act No. 5695 in 1969) in time for the 500th anniversary of the Victory at Mactan on 27 April 2021. The date 17 January 2021, likewise, marks the 100-day countdown to the said anniversary, which is designated by the National Quincentennial Committee (NQC) as the D-Day of the 2021 Quincentennial Commemorations in the Philippines.

Both the NHCP and NQC acknowledge the victory of our ancestors in the Battle of Mactan as a common heritage and pride of the Filipino people. It was already emphasized as "our history" by Jose Rizal and painter Juna Luna in their exchanges about a painting the latter made to commemorate the historic event. The victory was also invoked by Emilio Jacinto in 1895 to remind the founders of the Filipino nation that they had a triumphant heritage. It was even enshrined in the very document proclaiming Philippine independence read in Kawit, Cavite on 12 June 1898.

Among the places in the country enjoying the 24/7 status are the Emilio Aguinaldo Shrine in Kawit (site of the proclamation of Philippine independence), Rizal National Monument in Manila, Bonifacio National Monument in Caloocan City, Sta. Barbara Public Plaza in Iloilo (site of the first raising of the Philippine flag in the Visayas), and Barasoain Church (site of the First Philippine Republic, the first in Asia). The National Flag at the Malacañang Palace, Supreme Court, House of Representatives, Senate of the Philippines, and seaports and airports has also the same status. All other institutions and sites in the country shall observe the display of the National Flag every sunrise and lowering it every sunset throughout the year, except during inclement weather.

. . . . .

Seeing this post? Curious what this is about? In 2021, we will commemorate the Philippine part in the achievement of science and humankind in circumnavigating the planet for the first time. Central in this commemoration is the 500th anniversary of the Victory at Mactan on 27 April 2021. These and more are collectively known as the 2021 Quincentennial Commemorations in the Philippines by virtue of Executive Order No. 103 (2020). Know more about the event here:

Philippine History / Circulo Hispano-Filipino
January 12, 2021, 11:47:12 AM
By Bohol Provincial Library
#OnThisDay January 12, 1889, the AsociaciĂłn Hispano-Filipina, composed of Filipinos and Spaniards for the purpose of securing reforms for the Philippines, is inaugurated in Madrid.

AsociaciĂłn Hispano-Filipina, an organization composed of Filipinos and Spaniards, was formed in Madrid, Spain calling for reforms in the Philippines during Spanish colonization.

Prominent Filipino reformist members of the association were Jose Rizal, Graciano Lopez Jaena, Marcelo H. del Pilar, Mariano Ponce, Jose Panganiban, Antonio Luna, Eduardo de Lete and others. Spanish members include Dr. Miguel Morayta, professor of history at the Universidad Central de Madrid and former minister in the Spanish government, and Felipe de la Corte, author of several works on the Philippines.

The association also created a newspaper called the 'Revista del Circulo Hispano-Filipino,' in order to address to the government authorities in Spain all the abuses and harsh treatment being done to the Philippines and the changes that they wanted to be done. However, the newspaper did not last long because of the lack of money to fund its operation.

The Filipinos who were living in Spain also created the La Solidaridad. It became the official newspaper of the Propaganda Movement. It was first printed and circulated in Barcelona, Spain on February 15, 1889. Unfortunately, the printing of the La Solidaridad as well as the association did not last long essentially because of lack of financing and the reformists themselves were not united.

POLICE RESCUE PWD HOSTAGE IN PALAWAN

Press Release: Police safely rescued a 22-year old person with disability (PWD) who was held hostage by a bolo-wielding amok in Palawan on Sunday afternoon.

The amok, Bernard Cortez Adial, 48, of Tagbarokbok, Barangay Isugod, Quezon, Palawan, was shot by responding police operatives during the rescue. He died from a single gunshot wound in the neck.

The victim, who is verbally-challenged and can barely walk due to severe disability of the outer extremities, suffered a lacerated wound in the elbow during the brief hostage drama at 5:30 PM.

Citing reports reaching the PNP Command Center in Camp Crame,  PNP Chief Police General Debold Sinas said that the Municipal Police Station of Quezon, Palawan was alerted by Barangay Chairman Glendy Cacho, of an ongoing hostage-taking incident in Barangay Isugod.

Upon the arrival of the police team at the scene, Adial reportedly ran towards the neighbor's house where he took hostage PWD Shiela Mae Nadoy Saban, 22, while holding responding policemen at bay with a 24-inch bolo with which he threatened to hack the victim despite orders for him to surrender.

Adial was about the strike the victim with the bolo prompting a member of the police team to use his firearm hitting the suspect once in the neck.

The suspect was rushed to the Quezon Medicare Hospital but was declared dead on arrival by Dr. Michael Ventura.

Investigators learned that Adial has not eaten and slept for two days before the incident.

BREAKING NEWS: HOUSE RESO 1466 FILED

Stiff penalties can be waived given valid reasons

BOHOL SOLON ASKS DOT, DFA HELP FOR FOREIGN NATIONALS WITH EXPIRED VISAS, NON-RENEWED ACRs

I appeal to the Department of Tourism and Department of Foreign Affairs to intercede with the Department of Justice and Bureau of Immigration on behalf of foreign passport holders with Filipino blood, foreign tourists, foreign investors, and other foreign nationals who have been unable to return to their homelands because of the coronavirus pandemic and community quarantines.

Though no fault of their own, these foreign nationals have been stranded in our country and their visas have expired. Please do not treat them as overstaying aliens or as criminals just because they could not leave the country.

Some have been badly-hit financially because their travel funds were depleted. Some of the foreign nationals had valid alien certificates of registration but which expired because they could not safely venture outdoors. Stiff penalties can be waived given the valid reasons I have cited.

I ask the DOT and DFA to work with the DOJ and BI on just solutions to their predicaments because we are a hospitable people. (END)

PRESS RELEASE 2020 December 01BI reminds: Aliens families of Pinoys can't come to PH if not traveling, joining them

The  Bureau  of  Immigration  (BI)  advised  foreign  spouses  and  children  of  Filipino citizens  not to travel to the Philippines if the Filipino or former Filipino is not traveling with them or is not in the Philippines, lest they be turned back upon their arrival at the airport.

BI Commissioner Jaime Morente issued the advisory after the bureau received a clarification from the Department of Foreign Affairs (DFA) explaining the rationale behind the recent decision of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF) to lift the restrictions on the entry of foreigners who are immediate family members of Filipinos."The intent of the IATF resolution was to enable foreigners to reunite with their families in the Philippines. Thus, such intention is not served if the alien comes here when his wife or children are not in the country," Morente said.As a consequence, Morente stressed that arriving dependents of Filipinos or former Filipinos may be denied entry if the immigration officer finds that said Filipino or former Filipino is not traveling with them or is not in the country.

The  BI  chief  said  that  they  received  queries  from  foreigners  who  complained  they  were  not allowed by the airlines to board their flights to Manila because their Filipino spouses are not in the Philippines."The intent of the relaxed restriction for balikbayans is to allow families to reunite this holiday season,"  said  Morente.  "Apart  from  those  exempted  by  the  IATF,  others  who  will  be  entering under a tourist status will still not be allowed," he clarified.On Saturday, the BI announced that they will be resuming granting visa-free entry privileges to tourists falling under the Balikbayan Program starting December 7.Balikbayans are former Filipinos and spouse and children of Filipinos or former Filipinos who are allowed visa-free entry under Executive Order No. 408, series of 1960. They are eligible for a 1-year stay in the country, without the need to apply for an entry visa but must be traveling with the Filipino or former Filipino principal.Inbound Balikbayans are required to: (i) be fromvisa-free countries under Executive Order No. 408, s.1960; (ii) have a pre-booked quarantine facility; (iii) have a pre-booked COVID-19 testing at a laboratory operating at the airport; and (iv) be subject to the maximum capacity of inbound passengers at the port and date of entry.Morente clarified that if the dependents are not traveling with the principal but are joining him in the country, they may still enter if the principal is still a Filipino citizen, and if the dependent child is a minor, but will have to secure an entry visa from the Philippine post abroad.

"The Balikbayan privilege is specifically for spouse and children of a Filipino or a Former Filipino only, who is traveling with him," clarified Morente."If they are not traveling with the Filipino or former Filipino spouse, and are just joining him in the Philippines, then they may be allowed to enter if they secure an entry visa, but with a limited stay in the country," he added.

Morente  said  that  foreign  parents  of  minor  Filipinos  arealso  eligible  for  entry,  but  are  also required an entry visa."The Balikbayan privilege may not be extended to other members of the family," said Morente.Other travel restrictions for inbound passengers, according to the BI, remain in effect.
