DITO Telecom's Entry May Hurt 40% of PLDT Revenue in 2021

The country's highly anticipated entry of DITO Telecommunity in the Philippines as a new mobile service provider could have a huge impact on the leading telecom company PLDT Incorporated.

According to a global credit rater, the entry of DITO Telecom could affect an estimated 40 percent of brand revenue in the year 2021.

The global rating firm S&P Global Ratings said that the new telecom service providers could shake up the mobile network scene in the country, and will surely snatch customers away from the current giants namely PLDT and Globe Telecom.

S&P Global Rating firms said that they expect the third licensed telco player, DITO Telecommunity (formerly Mislatel) to compete on price on its slated market entry. Some loss of mobile subscribers for PLDT is indeed inevitable, expecially in the context of the Philippines' price-sensitive market.

"About 40 percent of PLDT's revenue will be exposed to this competition, as the third player will compete in the individual mobile space."

During the first quarter of 2019 PLDT's consolidated service revenues totaled P39.6 billion, which is up to five percent from 2018, most of this revenue came from wireless network services. PLDT's net income settled for P6.7 billion during the first three months of 2019, which is down three percent year-on-year.

The international debt watcher S&P said that PLDT is set to keep its dominance over the fixed- line segment such as telephone and broadband lines, but will likely have to spend more and incure bigger debts to upgrade its services, particularly converting to the fiber network.

DITO Telecom on their part has paid a â,±25.7 billion performance bond as it committed to provide internet service with a speed of 27 megabits per second (Mbps) to 37 percent of the population on its first year of operation.

The Philippines has an average mobile internet download speed of 7 Mbps and an average upload speed of 2.2 Mbps, international analytics company Opensignal said in a report last May.

#OnThisDay September 25, 1942, a conference was held by the Boholano soldiers at the headquarters of the “Behind the Clouds” in barrio Maitum, Balilihan (now under Catigbi-an), presided over by Captain Francisco Salazar as Commanding Officer of the “Behind the Clouds” Force.

The following were present: Lt. Isamael P. Ingeniero, Lt. Arcadio Fontanilla, Capt. Graciano Espinueva, Lt. Brigido Serrano, Lt. Vicente Cabrera, Lt. Vicente K. Nunag, Jr., Lt. Woodrow Sales, and Sgt. Sotero Arbilon.

Capt. Salazar presented the plan to attack at a strategic place the Japanese who were determined to burn the towns of Calape, Tubigon, Clarin and Inabanga. Capt. Salazar told the officers that the Japanese would burn the said towns as a punishment for the killing of the alleged “spies” by the United States Army Forces in the Far East (USAFFE) at Panaytayon on September 23, 1942, and he stressed the fact that it was absolutely necessary and vital to stop the Japanese at all costs in order to save civilian lives and property. The proposal was approved and carried out, and Capt. Salazar gathered all the soldiers and volunteers whom he could take along with him.

On September 26, 1942 early in the morning, Capt. Salazar called again the officers to a conference and before them; he discussed plans, tactics, and strategy for ambushing the enemy. After the conference, Capt. Salazar ordered all the soldiers to get ready for assemble. He divided them into sections and assigned the following officers: Lt. Brigido Serrano, in the rifle section; Lt. Woodrow Sales, in the shot-gun and .22 caliber rifle section; and Lt. Vicente K. Nunag, Jr., in the pistol section.

Then at about 9:00 A.M., Capt. Salazar and his officers and men left the “Behind the Clouds” camp for the eventful encounter the next day at Moalong, Loon, leaving Lt. Ingeniero to take charge of the camp together with Lt. Vicente Cabrera. The intuitive powers of Capt. Salazar appeared very strong. The timing of the planned ambuscade and the choice of the place appeared perfect.

After breakfast when all were ready, Capt. Salazar and his men began their memorable march from the “Behind the Clouds” in Maitum, Balilihan to the town of Loon, a distance of more than sixty kilometers through a short-cut via mountain trails. There were around eighty guerillas â€" 34 with .30 calibre rifles; 10 with shot-guns; 18 with pistols; and the rest with bolos. Capt. Salazar led the march with Capt. Graciano Espinueva, Lts. Brigido Serrano, Vicente K. Nunag, Jr., Woodrow Sales and Sgt. Sotero Arbilon.

The sky was very cloudy and gloomy. It was a symbolic of a fateful day. Soon it rained the whole day. The trails were all muddy, the mud reached over the knees. Brooks with strong currents had to be waded by the guerilla soldiers who held each other’s hands to prevent from slipping away and being carried down the stream. All were wet to the skin and everyone shivered from cold. It was a wearisome and terrible journey.

From barrio Maitum the soldiers passed through Triple Union, Alegria, and Catigbian, and then to Kambansag and Agbonan, Antequera. They had no rest, except when they took their lunch. At night, they reach Agbonan and took their supper. After supper and without resting they proceeded immediately and groped in the dark night. From Agbonan they headed for Canlawi, Calape, and thence to Loon, passing through the barrios of Saong, Catipohan, Cawayanan, and then to Candaigan and Cantamis, until they reached the sitio of Moalong, Loon, along the provincial road at about 6:40 in the morning, September 27, 1942. All were tired and hungry and without a wink of sleep during the whole night. In Moalong the patriots made vow to meet the enemies and fight them to the last to defend the towns of Calape, Tubigon, Clarin, and Inabanga which the Japs promise to burn. Here the Boholano guerilla soldiers swore and prayed to high heavens and show to the world that the Filipino Boholanos are no animals or beasts but real men â€" Christians and patriots ready and willing to die for country, loved ones, and God.

Upon reaching Moalong, Loon, in the early morning of September 27, 1942, Capt. Salazar ordered for breakfast. Enthusiastic civilians led by Cecilio Soria, Filoteo Soria and others, slaughtered a cow and prepared a good breakfast for the Boholano soldiers. In the meanwhile, Capt. Salazar ordered his “boys” to inspect their chosen battle position on a rocky plateau overlooking the Moalong bridge and to make improvised defenses. He further ordered that the riflemen should constitute the first line of defense, the pistol men should stay behind, and the bolo men to remain a hundred meters away.

At 7:30 A.M., before the Boholano soldiers were able to take a bite of their much-needed breakfast, two passenger trucks rumbled down the road from the direction of Tagbilaran, loaded with around 70 Japanese soldiers. On top of the first bus were two Japs each holding an automatic rifle. Sandbags were at their sides that served as cover. On top of the second bus were three Japs holding a low-mounted machine-gun and stoke mortar. Upon hearing the rumble of the approaching vehicles, the guerrilla patriots upon the command of Capt. Salazar immediately leaped to their respective positions.

As the two buses were fast approaching the Moalong bridge, the Boholano soldiers watched very anxiously and, upon seeing two buses already past the Moalong bridge and just below the high cliff, Capt. Salazar shouted at the top of his voice: “Fire!” Instantly, the Boholano soldiers forgetting altogether hunger and fatigue and only too eager to make a memorable vengeance, let loose a volley of their grenades, dynamites, automatic rifles, shot-guns, and pistols. Lt. Nunag pulled the safety pin of his hand grenade and hurled it smack into the driver’s seat of the second bus; thus exploding and causing the said bus to turn and fall into the sea, killing or seriously wounding most of the Japs therein.

At 12:00 noon, this time the fight continued unabated. With a .30 caliber rifle, Nunag cut down several Japs including one who was aiming at Capt. Salazar. Nunag was almost hit by a bullet fired by a Japanese from the right. Noting immediately this Jap, Nunag fired and felled him with one shot.

At 2:00 in the afternoon, the Boholano soldiers attained complete control of the bridge and the river area. By 4:00 in the afternoon firing ceased on both sides. The enemy lost about 60 men in this terrible 9-hour encounter, their two buses completely demolished, 27 guns captured, several thousands of munitions, steel helmets, etc., confiscated. Of the whole Japanese force only around eight soldiers, mostly wounded, managed to escape towards the mangroves. As night fell, these stragglers walked or limped their way to the Poblacion of Loon some 4 kilometers away where they were given first-aid treatment at the town church at about 10:00 P.M. This is one of the most successful ambuscades ever recorded in the history of guerrilla warfare in Bohol against invading forces.

Bohol force lost Capt. Graciano Espinueva, Lt. Brigido Serrano and Pvt. Antonio Iyas. Lt. Woodrow Sales, and six enlisted men were wounded and sent to Tubigon for treatment in an emergency hospital under Dr. Macario Q. Falcon.

URGENT PUBLIC ADVISORY
The City Government of Davao is continually improving the RT-PCR testing procedures for people arriving in Davao City through the Davao International Airport.

Among the main issues addressed are the convenience of passengers, the wellness and safety of the frontliners, and the speed with which confirmed Covid-19 positive airplane passengers and those seated close to them on board are identified and located.

The City Government IT department has developed an online passenger data recording that needs to be completely filled out and submitted after the issuance of a boarding pass at the airport of origin.

The data captured is based on the same information that is required by the Department of Health during testing. This move is envisioned to issue a unique QR code and create a no-contact, paperless recording of each arriving passenger and his test result

Beginning October 7 to October 11, 2020, the City Government of Davao will conduct a test run of the online platform and will request all passengers arriving at the Davao International Airport to use this online form to fast track testing and assignment of a holding facility.

This process will require passengers to use a smartphone, internet connection, and to prepare a valid ID, boarding pass, and their 24 hours to 72 hours negative RT-PCR test result, IF they already have one.

Beginning October 12, 2020, the submission of the online form and the QR code requirement shall be mandatory for all passengers bound for the Davao International Airport.

We have attached below a sample form of all the questions that will be answered by the passenger. We are publishing this sample form so that passengers set to arrive on October 7 and onwards can familiarize themselves with the data they need to prepare.

We expect everyone’s full cooperation in our efforts to protect all Mindanawons from Covid-19.

We thank you for your patience and we look forward to welcoming you to Davao City!

Despite the difficulties experienced under Japanese occupation, Yulo attempted to maintain the integrity of the judiciary despite pressure from the Japanese military to sway in decisions on certain cases.

Then Senator Yulo was the Vice Presidential candidate of the Philippine Liberal Party in the 1953 vice presidential election, eventually losing to Nationalista Party candidate then Senator Carlos P. Garcia. Again, in the 1957 Presidential election, this would be the second time Garcia and Yulo would face each other in an electoral contest. In a repeat of their 1953 encounter, Garcia trounced his main opponent Yulo, bested Claro M. Recto and Manuel Manahan, and won the presidency.

PNP, AFP INK NEW JOINT DIRECTIVE VS INSURGENCY, TERRORISM

As the national government is stepping up its efforts against terrorism and local insurgency, the Philippine National Police and the Armed Forces of the Philippines has signed a new joint directive aiming to dismantle the communist insurgency and terrorism in the country.

At the National Joint Peace and Security Coordinating Center (JPSCC) Meeting today, September 23 in Camp Crame, Quezon City, PNP Chief, Police General Camilo Cascolan and AFP Chief of Staff, General Gilbert Gapay led the signing of Joint Letter Directive No. 03 series of 2020 or "Guidelines in Evaluating the Effectiveness of Internal Security Operations in Support to the National Thrust to End Local Communist Armed Conflict”.

At the same time, the PNP and AFP also signed a Joint Resolution that declares of communist guerilla fronts as weakened and dismantled groups at present times.

High-ranking officials, former police and military generals, and others witnessed the ceremonial signing of the directive and resolution including Department of Interior and Local Government Secretary Eduardo Año, Defense Secretary Delfin Lorenzana, AFP Chief of Staff, General Gilbert Gapay, National Security Adviser, Secretary Hermogenes Esperon Expected, and NICA Director General Alex Paul Monteagudo.

"On behalf of the Philippine National Police, I express my unqualified support to the Armed Forces of the Philippines in your desire to eliminate communist insurgency in affected provinces," Cascolan said.

He expressed his sincerest gratitude and appreciation to General Gapay "for always being supportive of the efforts of the PNP in attaining peace and harmony not only with the terrorist conflict areas but in whole country".

The PNP Chief also pointed out the essence of the JPSCC meeting to strengthen the rapport of the PNP and AFP as police force supports anti-insurgency and anti-terrorism operations, particularly, in the Bangsamoro Autonomous Region.

"While we must perform our primary responsibility to serve and protect our people, it is our duty to give our best to help the AFP in defending our country through giving the best assistance and support to your troops especially in part of Bangsamoro Autonomous Region," he said.

Aside from anti-insurgency and anti-terrorism efforts of the PNP, Cascolan emphasized that this new directive is aligned on his 9-point Strategic thrusts as part of the PNP P.A.T.R.O.L. Plan 2030, citing continuous campaign against loose firearms, illegal discharge of firearms, and campaign against criminal gangs, and drug suspects and peddlers.

"The signing of the Joint Letter Directive and Joint Resolution will collectively adopt all pursued cooperative efforts among the AFP and our organization to attain our goals with the end view of realizing the Filipino people’s aspirations for peace, security, stability and progress, and upholding their civil, political and human rights, under the rule of law," he said.

In 2017, the PNP and AFP also signed a Joint Resolution on the creation of the Inter-Agency Committee on Legal Action (IACOLA) during the 20th National JPSCC Meeting.

The accord has established stronger collaboration of ongoing and future efforts of the national government in addressing  threat groups and local insurgency in the country.

Prior the event, all attendees underwent antigen testing to ensure health safety inside the venue. All participants' results are negative.

IMPROVISED EXPLOSIVE DEVICES RECOVERED

SECURITY FORCES have successfully recovered Improvised Explosive Devices (IED) yesterday, September 22, 2020.

Through the help of two former supporters of the Communist-Terrorist Group New People’s Army (NPA) who tipped off the authorities through the Office of the Provincial Governor, a joint recovery effort was immediately launched.

The Joint Intelligence Operations of 28th Infantry Battalion, 104MICO, and 2nd DOPMFC have recovered two “mother cuptu” explosive devices, an ignition switch, and one rifle grenade in Barangay Sanghay, City of Mati.

The frequent use of landmines by the rebel group is a huge violation of the international law of war as it often hits the defenseless civilian communities who are often caught in the crossfire.

“Tulits”, a former Militia ng Bayan and “Vic”, a former community organizer of the leftist group, who led the authorities to where these weapons were hidden, say they were entrusted to them by their NPA associates way back in 2016. However, they “decided to surrender them for fear that they might get arrested if these were discovered under their possession.”

Vic said that they could not also bear in their conscience if people get hurt once these powerful explosives were used. They say that a “mother cuptu” is a powerful explosive which “can kill at least twelve people within the site of the explosion.”

Meanwhile, “Tulits” said he gained the confidence to surrender the IEDs after hearing from their former comrade about the government’s program for those who surrender to the folds of the law.

No less than Governor Nelson Dayanghirang welcomed the two surrenderees at the Provincial Capitol. The Governor thanked the two surrenderees for helping the authorities recover the explosives. He said that their brave act has already helped save lives and is their huge contribution to the provincial government’s peace efforts. “Thank you for responding to my constant call in public to surrender. This is our province and we should all strive to make it peaceful. At the end of the day, all of us are the ones who will benefit from it,” he said, citing the “domino effect” of a peaceful community.

“There is a domino effect if our community is peaceful. Many investors will locate here and in turn, will provide job opportunities for the locals,” he said, adding that many government projects such as the construction of roads in many hinterland villages were funded through the revenues generated by the government from businesses.

The recovered items which were briefly brought to the Provincial Capitol for documentation purposes have already been turned over to 2nd DOPMFC for proper disposition while the surrenderees are being temporarily placed under the custody of the authorities for proper documentation and for security purposes. #OnThisDay September 22, 1972, President Ferdinand E. Marcos meets with US Ambassador Henry A. Byroade at noontime. After their meeting, Byroade sends a three-page cable, classified Secret or ExDis, to Washington, in which he concludes that “for the time being, possibly for next week or so, likelihood of martial law declaration has now lessened.”[1]

As Byroade finishes the final paragraphs of his cable, Defense Minister Juan Ponce Enrile, at Camp Aguinaldo, places a call to President Marcos, telling the President that it is time to act: now or never. Within an hour, a colonel arrives at Enrile’s office with the presidential orders. Enrile heads home. As the DND Secretary’s blue Ford with tinted windows, accompanied by a heavily armed security details, rounds the back of the Wack Wack Golf Course, gunmen open fire. Bullets riddle the right front and back doors of the Ford and shatter the windshield. Enrile, however, is not in the Ford, having decided to ride in his security car. Marcos and Enrile had staged the “ambush,” as the final justification for martial law.[1] [note]

[note: One of Marcos' justifications for the declaration of martial law that year was terrorism or the communist threat. He cited the alleged ambush attack on Enrile's car on September 22, 1972 as pretext for martial law. At the time, many people doubted that the attack actually took place. Marcos, in his diary entry for September 1972, wrote that Enrile had been ambushed near Wack-Wack that night. He says "it was a good thing he was riding in his security car as a protective measure… This makes the martial law proclamation a necessity."[2]

On the contrary, Oscar Lopez, a resident of Wack-Wack who lived along the street of the alleged ambush, stated that he had heard a lot of shooting on the night of the incident. When he went out to see what was happening, he saw only an empty car riddled with bullets. Lopez' driver, who had happened to witness the incident, stated that "there was a car that came and stopped beside a Meralco post. Some people exited the car, and another car came by to shoot at the car, to make it look like it was ambushed."[3]

The doubts surrounding the alleged ambush were further confirmed in a press conference on February 23, 1986 when then Lieutenant General Fidel Ramos and Enrile admitted that the attack was staged in order to justify the declaration of martial law. Both radio and television media covered this and millions of Filipinos witnessed the said confession. Furthermore, in several interviews, Enrile was reported as indeed confirming that the attempted assassination was faked in order to justify the declaration of Martial Law.[4][5]

Conflicting accounts arise in his book, Juan Ponce Enrile: A Memoir. In the said book, Enrile accuses his political opponents of spreading rumors of the ambush being staged despite having already admitted several times that the attempted assassination was indeed fake. In some TV interviews in 2012 and in the book - Juan Ponce Enrile: A Memoir, Enrile denies that the ambush was fake.][6]

Col. Vicente Kuelles Nunag, Jr.
(Alias Captain Robin Hood)

Also dubbed as the “Lone Wolf” of the Bohol Guerilla Force against the invading Japanese Imperial Army. He was the second in command and the most trusted officer of Captain Vincente T. Cubero alias Francisco Salazar when they fought valiantly in Ubujan, Tagbilaran on October 22, 1942. Upon Salazar’s death, he assumed command of the entire force. With Robin Hood as his nom de guerre (pseudonym), he conducted lighting raids against the Japanese at their garrison in Poblacion, Tagbilaran.

Col. Vicente K. Nunag, Jr. was born on January 24, 1920, in Tamparan, Lanao, to then Major Vicente Nunag, Sr. and Emilia Kuelles. His mother was a native of Valencia, Bohol.

The young Nunag was inducted into the United States Army Forces in the Far East (USAFFE) in Carmen, Bohol on March 27, 1942, Capt. Victoriano Blancas, was the Commanding Officer of the USAFFE forces in Bohol. Nunag who later became Combat Head of the “Behind the Clouds” troops in one of those who have survived the rigors of World War II to tell the story of the men who had vowed to fight for God and country.

When then Lieutenant Nunag was asked whether he would surrender under Proclamation No. 1, which gave all those who resisted against the enemy a chance to lay down their arms to the Japanese Imperial Army, Nunag answered a categorical No! Despite the strong supplication of his father, then Major Vicente Nunag, Sr. (became Colonel and PC Provincial Commander of Jolo) who was the Inspector of the Bureau of Constabulary in Cotabato. Nunag and his men continue to defy the enemy.

By July 16, 1942, Nunag had under him a few determined men that composed the famous Baang Guerilla Force in Balilihan, Bohol, which later fused with Capt. Francisco Salazar’s force in “Behind the Clouds.” The “Behind the Clouds” Force headquarters was in barrio Maitum, Balilihan (now under Catigbiâ€'an), Bohol.

On September 27, 1942, in Moalong, Loon, with Capt. Francisco Salazar and his men, against two truckloads of Japanese combat soldiers and constabulary men who were under orders to burn the towns of Calape, Tubigon, Clarin and Inabanga. Nunag caused one of the enemy trucks to turn and fall into the sea after he threw a hand grenade right smack on the driver’s seat. Capt. Salazar, Lt. Nunag and their men annihilated the entire enemy on sight.

On October 22, 1942, in Ubujan, Tagbilaran, Nunag shot down the mustached Japanese Captain who was leading a combat column into the trap. He fought bravely in Ubujan, terminating the Japanese invaders, however, his commander Capt. Salazar died in the battle.

On November 20, 1942, Nunag was designated as Commanding Officer of “A” Company, 1st Battalion of the Bohol force under PMA graduate Lt. Urbano Caldoza with headquarters in Cortes, Bohol. On May 3, 1943, he was Commanding Officer of the whole 1st Batallion replacing Caldoza. Then, on January 1 until August 28, 1944, he was Executive Officer of the 84th Infantry under Major Sofio Bayron. His last stint with the Bohol Area Commanders was as Commanding Officer of the 85th Infantry Regiment in Calape, Bohol.

Nunag served as technical assistance on peace and order and warden of the Bohol Detention and Rehabilitation Center (BDRC) (now Bohol District Jail, BDJ) during Governor Constancio Torralba’s administration. He was vice president of the World War II Bohol Historians Association.

Col. Vicente K. Nunag Jr., retired and never skipped the annual anniversary rites of the battles fought by the guerrilla forces in Bohol since 1997 until 2006, the year he died.

Philippine History / Proclamation of Martial Law
September 23, 2020, 12:07:35 PM
#OnThisDay September 23, 1972, President Ferdinand E. Marcos issues an official statement. “As of the 21st of September,” the President begins, “I signed Proclamation No. 1081 placing the entire country under Martial Law. This proclamation was to be implemented upon my clearance, and clearance was granted at nine in the evening of the 22nd of September. I have proclaimed Martial Law in accordance with powers vested in the President by the Constitution of the Philippines.

“The proclamation of Martial Law is not a military takeover. I, as your duly elected President of the Republic, use this power implemented by the military authorities to protect the Republic of the Philippines and our democracy. A republican and democratic form of government is not a helpless government. When it is imperiled by the danger of violent overthrow, insurrection and rebellion, it has inherent and built-in powers wisely provided for under the Constitution. Bible Study / Zephaniah Chapter 3: Faithful Version
September 23, 2020, 04:04:05 AM
Zephaniah 3
1  Woe to her who is rebellious and defiledâ€" to the tyrannical city!

2  She did not obey the voice; she did not receive correction. She did not trust in the LORD; she did not draw near to her God.

3  Her princes within her are roaring lions; her judges evening wolves. They gnaw bones and leave nothing for the morning.

4  Her prophets are proud, men of deceit; her priests have defiled the sanctuary; they have done violence to the law.

5  The just LORD is in her midst; He will not act unrighteously. Every morning He brings His judgment to the light; He fails not; but the unrighteous knows no shame.

6  "I have cut off the nations; their towers are desolate. I made their streets waste, so that none passes by; their cities are laid waste, without a man, there is no inhabitant.

7  I said, 'Surely you will fear Me; you will receive instruction;' then her dwelling shall not be cut off by all that I appointed for her. But they were more eager to do all their corrupt deeds.

 8  Therefore wait for Me," says the LORD, "until the day I arise as a witness; for My judgment is to gather the nations, for Me to assemble the kingdoms, to pour out upon them My indignation, all My hot anger, for all the earth shall be burned up with the fire of My jealous wrath;

9  For then I will give a pure language to the people, that they may all call upon the name of the LORD, to serve Him with one accord.

10  From beyond the rivers of Ethiopia, My worshipers, the daughter of My scattered ones, shall bring My offering.

11  In that day you shall not be ashamed for all your doings in which you have transgressed against Me; for then I will take away out of your midst those who rejoice in pride, and you shall never again be haughty in My holy mountain.

12  I will also leave in your midst an afflicted and poor people, and they shall trust in the name of the LORD.

13  The remnant of Israel shall not do iniquity nor speak lies, and a deceitful tongue shall not be found in their mouth; for they shall feed and lie down, and none shall make them afraid."

14  Sing, O daughter of Zion; shout, O Israel; be glad and rejoice with all your heart, O daughter of Jerusalem.

15  The LORD has turned away your judgments; He has cast out your enemy. The King of Israel, the LORD, is in your midst; you shall not fear evil any more.

16  In that day it shall be said to Jerusalem, "Fear not! Do not let your hands be slack, O Zion.

17  The LORD your God is mighty in your midst; He will save; He will rejoice over you with joy; He will rest in His love; He rejoices over you with singing."

18  "I will gather the ones who grieve over the appointed feasts, who are among you, and will lift the burden of reproach from her.

19  Behold, at that time I will deal with all those who afflict you. And I will save her who is lame, and gather her who was driven out. And I will give them praise and fame in all the land where they have been put to shame.

20  At that time I will bring you, even in the time that I gather you; for I will give you for a name and for a praise among all the people of the earth, when I turn back your captivity before your eyes," says the LORD.

Bible Study / Zephaniah Chapter 2: Faithful Version
September 23, 2020, 03:57:05 AM
Zephaniah 2
1  Gather yourselves together; yea, gather together, O nation not desiredâ€"

2  Before the decree is brought forth, and the day passes like the chaff; before the fierce anger of the LORD comes upon you, before the day of the LORD'S anger comes upon you.

3  Seek the LORD, all you meek of the earth who have executed His judgment; seek righteousness; seek meekness. It may be that you shall be hidden in the day of the LORD'S anger,

4  For Gaza shall be forsaken, and Ashkelon a desolation. They shall drive out Ashdod at noonday, and Ekron shall be rooted up.

5  Woe to the inhabitants of the sea coast, the nation of the Cherethites! The Word of the LORD is against you, Canaan, the land of the Philistines: "I will destroy you, so that no inhabitant survives."

6  And the sea coast will be pastures, meadows of shepherds, and folds for flocks.

7  And the coast shall be for the remnant of the house of Judah; they shall feed on them. In the houses of Ashkelon they shall lie down in the evening, for the LORD their God shall visit them and return them from their exile.

8  "I have heard the reproach of Moab, and the curses of the children of Ammon, with which they have cursed against My people and have magnified themselves against their border.

9  Therefore, as I live," says the LORD of hosts, the God of Israel, "surely Moab shall be like Sodom, and the children of Ammon like Gomorrah; a possession of nettles, and salt pits, and a perpetual desolation. The remnant of My people shall plunder them, and the remnant of My people shall possess them."

10  This shall be their lot in return for their pride because they have cursed and magnified themselves against the people of the LORD of hosts.

11  The LORD will be awesome against them; for He will make all the gods of the earth as nothing; then shall all the isles of the nations worship Him, each man from his own place.

12  "You Ethiopians also shall be slain by My sword."

13  And He will stretch out His hand against the north and destroy Assyria, and will make Nineveh a desolation, and dry like a wilderness.

14  And flocks shall lie down in her midst, all the beasts of the nation; both the pelican and the bittern shall roost in the capitals of its pillars; birds shall sing in the windows, desolation shall be at the threshold, for He will make bare the cedar work.

15  This is the rejoicing city, dwelling confidently, who says in her heart, "I am, and there is none besides me." How she has become a desolation, a resting place for animals! Everyone who passes by her shall hiss, and shall shake his fist.

The enhanced website of the Bangko Sentral ng Pilipinas (BSP) is now on parallel run (https://beta.bsp.gov.ph) with its current website (www.bsp.gov.ph). This is in preparation for the enhanced version’s scheduled live run in mid-October.

“The new website is in line with the BSP’s efforts to bring the central bank closer to the people. We have now made the new website more responsive and friendly to website users,” according to BSP Governor Benjamin E. Diokno.

The enhanced BSP website is mobile-friendly to make information about the BSP more readily available at one’s fingertips anytime and anywhere.

Among the highlights of the new website are the “Governor’s Thoughts” which carries the Governor’s latest tweets and speeches; a carousel  to engage the users with visual story highlights; and a “What’s New” section to show the most recent press releases and advisories.

Moreover, the BSP’s chatbot named BOB (BSP Online Buddy) will be accessible on the enhanced website to assist consumers with complaints against BSP-Supervised Financial Institutions.

The current BSP website garnered more than 8.8 million page views from January to mid-September 2020. The most visited sections during said period are the Reference Exchange Rate Bulletin, Homepage and Regulations Overview.

#OnThisDay September 21, 1972, President Ferdinand E. Marcos signs the Martial Law edict (Proclamation No. 1081) to be imposed nationwide; at that time not publicly announced.[1]

Proclamation No. 1081 was the document, which contained formal proclamation of martial law in the Philippines by President Ferdinand E. Marcos, as announced to the public on September 23, 1972.

According to the Official Gazette of the Philippines: When President Ferdinand E. Marcos appeared on television at 7:15pm on September 23, 1972, to announce that he had placed the “entire Philippines under Martial Law” by virtue of Proclamation No. 1081, he framed his announcement in legalistic terms that, however, were untrue, and that has helped camouflage the true nature of his act. Thus, the Anniversary of the Declaration of Martial Law is on September 23, 1972 - not September 21, 1972.[2][3]

Bible Study / Zephaniah Chapter 1 Faithful Version
September 21, 2020, 06:01:16 AM
Zephaniah 1
1  The Word of the LORD which came to Zephaniah the son of Cushi, the son of Gedaliah, the son of Amariah, the son of Hizkiah, in the days of Josiah the son of Amon, king of Judah.

2  "I will utterly consume all things from the face of the earth," says the LORD.

3  "I will consume man and beast; I will consume the birds of the heavens, and the fish of the sea, and the stumbling blocks, with the wicked; and I will cut off man from off the face of the earth," says the LORD.

4  "I will also stretch out My hand upon Judah and upon all the people of Jerusalem. And I will cut off the remnant of Baal from this place, the name of the idolatrous priests, with the priests,

 5  And those worshiping the host of heaven upon the housetops, and those worshiping, swearing to the LORD, also swearing by Milcom;

6  And those who have turned away from the LORD, and who have not sought the LORD, nor asked of Him."

7  Be silent before the face of the Lord GOD, for the day of the LORD is at hand, for the LORD has appointed a sacrifice; He has consecrated His guests.

8  "And it shall be in the day of the LORD'S sacrifice, I will punish the rulers, and the king's children, and all who are clothed in strange garments.

9  And in that day I will punish all those who leap over the threshold, who fill their masters' houses with violence and deceit.

10  And it shall be in that day," says the LORD, "the sound of a cry from the Fish Gate, and a howling from the Second Quarter, and a great crashing from the hills.

11  Howl, people of Maktesh, for all the merchant people are cut down; all those who are laden with silver are cut off.

12  And it shall be in that time that I will search Jerusalem with lamps, and punish the men who are settled on their lees; who say in their heart, 'The LORD will not do good, nor will He do evil.'

13  And their goods shall become a prize and their houses a desolation. They shall also build houses, but not live in them, and they shall plant vineyards, but not drink their wine."

14  The great day of the LORD is near; it is near and comes swiftly, the sound of the day of the LORD. The mighty man shall cry bitterly there.

15  That day is a day of wrath, a day of trouble and distress, a day of ruin and devastation, a day of darkness and gloominess, a day of clouds and thick darkness,

16  A day of the ram's horn and alarm against the fortified cities, and against the high towers.

17  "And I will bring distress on men, so that they shall walk as the blind because they have sinned against the LORD. And their blood shall be poured out as dust, and their flesh as dung."

18  Neither their silver nor their gold will be able to deliver them in the day of the LORD'S wrath; but the whole earth shall be devoured by the fire of His jealousy, for He shall make even a full end, yea, a terrible end of all who dwell upon the earth.

Bible Study / Habakkuk Chapter 3 Faithful Version
September 21, 2020, 05:50:46 AM
Habakkuk 3
1  A prayer of Habakkuk the prophet concerning erring ones:

2  O LORD, I have heard the report about You; I am afraid. O LORD, give new life to Your work in the midst of years; in the midst of the years make it known; in wrath remember compassion.

3  God comes from Teman, and the Holy One from Mount Paran. Selah. His glory covers the heavens, and His praise fills the earth.

4  And His brightness is as the light; rays of power from His hand are His, and there is the hiding of His power.

5  A plague went before Him, and lightning went forth at His feet.

6  He stood and measured the earth; He looked and shook nations, and the everlasting mountains were shattered; the eternal hills bowed down. His ways are everlasting.

7  I saw the tents of Cushan under calamity; the curtains of the land of Midian trembled.

8  Was the LORD displeased against rivers? Or was Your anger against the rivers? Or Your wrath against the sea, that You ride upon Your horses, upon Your chariots of victory?

9  You brandish Your naked bow according to the oaths of the arrows of Your word. Selah. You have cleaved the earth with rivers.

10  The mountains have seen You and they tremble. The overflowing water passed over; the deep uttered its voice and lifted up its hands on high.

11  The sun and moon stood still in their lofty dwellings. At the light of Your arrows they go, and at the shining of Your glittering spear.

12  You march through the land in indignation; You thresh nations in anger.

13  You went forth for the salvation of Your people, for salvation with Your anointed. You struck the head out of the house of the wicked, to lay bare the foundation even to the neck. Selah.

14  You pierced through the head of his warriors with his own shafts; they storm out as a whirlwind to scatter me; their rejoicing is to devour the meek secretly.

15  You trod upon the sea with Your horses, through the foaming of mighty waters.

16  I heard and my inward parts trembled; my lips quivered at the sound. Rottenness entered into my bones, and I trembled in myself that I should wait for the day of trouble; when he comes up against the people, that he invades.

 17  Though the fig tree shall not blossom, and fruit shall not be on the vines; the labor of the olive shall fail, and the fields shall yield no food. The flock shall be cut off from the fold, and there shall be no herd in the stalls;

18  Yet I will rejoice in the LORD, I will joy in the God of my salvation.

19  The LORD God is my strength, and He will make my feet like deer's feet, and He will make me to walk upon my high places. To the chief singer on my stringed instruments.

Bible Study / Habakkuk Chapter 2 Faithful Version
September 21, 2020, 05:36:22 AM
Habakkuk 2
1  I will stand on my watch and set myself on the tower, and will watch to see what He will say to me, and what I shall answer when I am reproved.

2  And the LORD answered me and said, "Write the vision, and make it plain on the tablets, so that a man may read it swiftly,

3  For the vision is still for an appointed time, but it shall speak at the end, and it does not lie. Though it lingers, wait for it; because it will surely come. It will not delay.

4  Behold, his soul is puffed up, and is not upright; but the just shall live by his faith.

5  Yea also, because he transgresses by wine, he is a proud man and he is not content. He widens his desire like the grave, and he is like death, and cannot be satisfied, but gathers all nations to himself, and heaps to himself all the people.

6  Shall not all these lift up a parable against him, and a mocking riddle against him, and say, 'Woe to him who increases what is not his! How long then, shall he heap up many pledges upon himself?'

7  Shall not your creditors who strike you rise up suddenly, and those who oppress you awake, and you become a prize to them?

8  Because you have stripped many nations, all the rest of the people shall strip you; because of men's blood, and the violence of the land, of the city, and of all who dwell in it.

9  Woe to him who robs evil gain for his house, to set his nest on high, to be delivered from the power of evil!

10  You have devised ignominy to your house, to make an end of many people, and are sinning against your soul,

11  For the stone shall cry out of the wall, and the beam out of the timber shall answer it.

12  Woe to him who builds a town with blood, and establishes a city by iniquity!

13  Behold, is it not of the LORD of hosts that the people labor for the fire; yea, and the nations weary themselves only for vanity?

14  For the earth shall be filled with the knowledge of the glory of the LORD, as the waters cover the sea.

15  Woe to him who gives his neighbor drink, mixing in your venom to make him drunk, that you may gaze upon their nakedness!

16  You are filled with shame instead of glory; drink also, and be seen as one uncircumcised! The cup of the LORD'S right hand shall turn upon you, and disgrace shall be your glory,

17  For the violence of Lebanon shall cover you, and the destruction of beasts shall terrify them because of the blood of man, and for the violence of the land, of the city, and of all those dwelling in it.

18  What does an image profit, for its maker has carved it; a molten image, and a teacher of lies? For does the maker trust in his workâ€"which are but dumb idols?

19  Woe to him who says to the wood, 'Awake!' To a dumb stone, 'Arise!' Can it teach? Behold, it is overlaid with gold and silver, yet no breath is in its midst.

20  But the LORD is in His holy temple; let all the earth keep silence before Him."

Bible Study / Habakkuk Chapter 1 Faithful Version
September 21, 2020, 05:30:18 AM
Habakkuk 1
1  The burden which Habakkuk the prophet saw.

2  O LORD, how long shall I cry and You will not hear? I cry out to You of violence, and You do not save!

3  Why do You show me wickedness, and trouble? For destruction and violence are before me; and there is strife, and contention rises up.

4  Therefore the law has become ineffective, and judgment does not always go forth, for the wicked entraps the righteous; therefore judgment goes forth perverted.

5  "Look among the nations, and behold and be amazed and stunned; for I will work a work in your days which you will not believe, not even if it is declared to you,

6  For lo, I raise up the Chaldeans, that bitter and hasty nation, which shall march through the breadth of the land to possess dwelling places that are not their own.

7  They are terrible and fearful; their law and their majesty proceed from themselves.

8  Their horses also are swifter than the leopards, and are more fierce than the evening wolves. And their horsemen shall spread themselves, and their horsemen shall come from afar. They shall fly like the vulture hurrying to devour.

9  "All of them shall come for violence; their faces are set sternly as the east wind; and they gather captives like the sand.

10  And they shall scoff at the kings, and the rulers shall be a scorn to them. They shall laugh at every stronghold, for they shall heap up dust and capture it.

11  Then he sweeps on like wind, and he transgresses and is guilty, crediting his power to his god."

12  Are You not from everlasting, O LORD my God, my Holy One? We shall not die. O LORD, You have ordained them for judgment; and, my Rock, You have established them for correction.

13  You are of purer eyes than to behold evil, and cannot look upon iniquity. Why do You look upon those who deal treacherously? Will You be silent when the wicked swallows the man that is more righteous than he?

14  For You make man like the fish of the sea, like creeping things with no ruler over them.

15  He takes up all of them with the hook; he catches him with his net and gathers him with his dragnet; therefore he rejoices and exults.

16  Therefore he sacrifices to his net and burns incense to his dragnet; because by them his portion is fat and his food rich.

17  Shall he therefore empty his net, and shall he slay nations without pity?

Nahum Chapter 3 Geneva Bible Version 1560
1  O bloodie citie, it is all full of lyes, and robberie: the pray departeth not:

2  The noyse of a whippe, and the noyse of the mouing of the wheeles, and the beating of the horses, and the leaping of the charets.

3  The horseman lifteth vp both the bright sword, and the glittering speare, and a multitude is slaine, and the dead bodyes are many: there is none ende of their corpses: they stumble vpon their corpses,

4  Because of the multitude of the fornications of the harlot that is beautifull, and is a mistresse of witchcraft, & selleth the people thorow her whoredome, and the nations thorowe her witchcrafts.

5  Beholde, I come vpon thee, saith the Lorde of hostes, and will discouer thy skirtes vpon thy face, and will shewe the nations thy filthines, & the kingdomes thy shame.

6  And I will cast filth vpon thee, and make thee vile, and will set thee as a gasing stocke.

7  And it shall come to passe, that al they that looke vpon thee, shall flee from thee, and say, Nineueh is destroyed, who will haue pitie vpon her? where shall I seeke comforters for thee?

8  Art thou better then No, which was ful of people? that lay in the riuers, and had the waters round about it? whose ditche was the sea, and her wall was from the sea?

9  Ethiopia and Egypt were her strength, and there was none ende: Put and Lubim were her helpers.

10  Yet was she caried awaye, and went into captiuitie: her young children also were dashed in pieces at the head of all the streetes: and they cast lottes for her noble men, and al her myghtie men were bound in chaines.

11  Also thou shalt bee drunken: thou shalt hide thy selfe, and shalt seeke helpe because of the enemie.

12  All thy strong cities shall be like figtrees with the first ripe figs: for if they be shaken, they fall into the mouth of the eater.

13  Beholde, thy people within thee are women: the gates of thy land shalbe opened vnto thine enemies, and ye fire shall deuoure thy barres.

14  Drawe thee waters for the siege: fortifie thy strong holdes: go into the clay, and temper the morter: make strong bricke.

15  There shall ye fire deuoure thee: the sword shall cut thee off: it shall eate thee vp like the locustes, though thou bee multiplied like the locustes, and multiplyed like the grashopper.

16  Thou hast multiplied thy marchantes aboue the starres of heauen: the locust spoileth and flyeth away.

17  Thy princes are as the grashoppers, and thy captaines as the great grashoppers which remaine in the hedges in the colde day: but when the sunne ariseth, they flee away and their place is not knowen where they are.

18  Thy shepheardes doe sleepe, O King of Asshur: thy strong men lie downe: thy people is scattered vpon the mountaines, and no man gathereth them.

19  There is no healing of thy wounde: thy plague is grieuous: all that heare the brute of thee, shall clap the handes ouer thee: for vpon whome hath not thy malice passed continually?

Science and Research / Agri Kapihan

By Zac Sarian
IN AUGUST 1986, we started the Agri-Kapihan for our own “selfish” but noble reason. For more than 30 years it had worked fine in helping spread practical farming and gardening techniques to whoever is interested in these pursuits. This was the free forum that was held every Saturday at the defunct Manila Seedling Bank in Quezon City.

Philippine Government / Coastal Cleanup at Baseco Beach
September 20, 2020, 07:07:00 PM
LOOK: DENR National Capital Region haul more than 200 kilograms of trash off Baseco beach

DENR National Capital Region, joined forces with personnel from EMB National Capital Region, Task Force Baseco of the Metropolitan Manila Development Authority (MMDA), Department of Public Services (DPS) of the Manila City government, Philippine Coast Guard (PCG), Barangay 649 and Baseco-Gawad Kalinga, in the cleanup of Baseco beach in Port Area, Manila on Saturday, 20 September 2020, in celebration of the International Coastal Cleanup (ICC) 2020.

The effort resulted in the removal of more than 200 kilograms of trash off the 700 meter stretch of the beach area. While some of the trash did come from the residents of the area, majority of the recovered trash come from inland sources, washed ashore only by the combined action of wave currents and changing tides.

As Baseco sits at the mouth of Pasig River, a tidal estuary that stretches more than 25 kilometers long, it receives waters from sources as far as the Sierra Madre Mountain Ranges in Rizal Province.

The entire river system, in fact, drains not only the north-eastern (via the San Juan and Marikina River system) and south-eastern part of Metro Manila, but parts of Rizal and Laguna Province as well through the Manggahan Floodway and Laguna de Bay.

When residents of the cities and municipalities traversed by the Pasig River become negligent of the trash they generate, these trash, which usually end up in canals and esteros connected to the river system, reach Baseco beach and other parts of Manila Bay in time, contributing to its further deterioration.

The cleanup thus of Manila Bay, according to Regional Executive Director Jacqueline A. Caancan “should really start inside our homes and not the other way around”. “We need to be mindful of the waste we generate at home and find ways of reducing them because no matter how many cleanups we do on the shores of Manila Bay and its tributaries, we need to understand that these interventions wont do so much until we decide to tackle the issue of waste at its source, and that is our homes and the lifestyle we have adopted”, RED Caancan said.

To celebrate the ICC this year, RED Caancan instructed all officials and employees of the regional office who are at home to do an inventory and analysis of the waste their household generates. “We need to know how much waste our household generates”, RED Caancan said, “as well as the type of waste we create on a daily basis so we can strategize on ways to lessen our contribution to the pollution of Manila Bay.”

The results of the waste analysis and characterization (WACS) of the officials and employees at home will be submitted to Ocean Conservancy and shall form part of the cleanup data of the region.

“Safe Oceans Start At Home” is this year’s theme for the ICC.

FRIENDSHIP AND RESPECT ARE EARNED, GO BOTH WAYS

[The European Parliament Members critical of the Philippines should look at themselves in a mirror]

What if the Philippines attaches conditions to development aid, imports, and investments from Europe?

Those conditions can be about how Filipinos are trafficked across Europe, the flow of illegal drugs from and to Europe, deportation of European nationals for pornography and cybercrimes, and smuggling to and from Europe.

How about the Philippines seeking millions of euros in reparations for crimes of Europeans against Filipinos in Europe and in the Philippines?

Filipino men and women are trafficked in Europe. Often, they are slave workers or sex slaves. What has the European Parliament been doing about this? https://www.ecoi.net/en/document/2010890.html

Europe is both a source and destination of various kinds of illegal drugs. Has the European Parliament scaled up Europe's law enforcement on export of illegal drugs to the Philippines? https://www.officialgazette.gov.ph/2014/07/21/customs-beefs-up-inspection-mail-parcels/

The Bureau of Immigration has deported undesirable aliens to Europe. What did the European Parliament do after the deportees violated the Philippines' laws. Did they call for their arrest and prosecution? Often, the deported Europeans were engaged in pornography and cybercrimes.

Contraband of different kinds are also smuggled from Europe into the Philippines. Did the European Parliament take effective measures to stop the smuggling from their continent?

I ask the Department of Foreign Affairs to consider these points as suggestions on how they can proceed in light of recent developments. (END)

FAKE COVID
Then impose the NEW WORLD ORDER---ONE WORLD GOVERNMENT, ONE WORLD RELIGION, ONE WORLD CURRENCY.

They have began with the "NEW NORMAL" which is ABNORMAL.

Sa loob lamang ng mahigit isang buwan ay naganap ang gusto nilang mangyari:

Lockdown, ECQ-GCQ-ECQ-GCQ, social distancing, wearing of masks, etc.

Dahil hinihintay daw, within 18 months, ilalabas nila yung vaccine na lahat ay irerequire na magpaturok. Yung vaccine na yun ay quantum dots.

BAKIT 18 MONTHS? Kasi 18=6+6+6 or 666, the MARK of the BEAST. Lahat ng matuturukan ay bibigyan ng ID na ang tawag ay ID2020 at isa pa, eventually, lalagyan ng microchips ang mga mababakunahan which can contain info of the person and will also be used for all transactions na gagawin niya. Yung SOCIAL DISTANCING, sinasanay na ang tao para mas madaling mamonitor pag layu-layo through 5G technology. I might be wrong, pero ano pa ang maiisip natin?

YUNG MASK, kunwari for our protection pero in reality, it will suffocate the lungs. Just imagine hindi ka makalanghap ng sariwang hangin. It makes us more susceptible to viruses. The globalists are really killing the people slowly.

YUNG SOCIAL DISTANCING, pababagsakin ng todo ang ekonomiya dahil hindi makapag-full force work ang mga tao.

YUNG SOBRANG LOCKDOWN ay pababagsakin din ang health natin, as explained by the doctors in the video.

YUNG MGA GLOBALISTS ay kasama sila BILL GATES, ROCKEFELLER FOUNDATION, BIG PHARMA, DR. FAUCI, WHO, mga bayarang scientists, at yung iba pang super yaman sa mundo. Kasama rin si POPE, at ang CHINA--the sleeping giant who is now slowly rising--the Dragon in the Bible. Malapit na ang tribulation period kung mananagumpay ang plano ng mga ito. Lahat ay nakalatag na. That is, if we allow these globalists to push through with their agenda, and if Jesus Christ will hastens His coming again.

ACCORDING to PRESENT STUDIES about COVID PATIENTS, 99% of those WHO DIED ay MAY IBANG SAKIT.

In other words, HINDI TALAGA sya PANDEMIC but PLAN DEMIC.

Saka bakit PURO COVID CASES na lang ang nirereport na CAUSE of DEATH. Kasi doctors are being pressured to include covid as the cause of death.

While it is true that we must obey government rules, we also have the responsibility to tell the people and government officials about the truth.

Let the people know the truth, may God bless us all.

Copy paste if you care
Godbless us all

Governor Catamco captivated by scenic Alamada’s Asik-Asik falls

ALAMADA, North Cotabato (Sept 20 2005) Governor Nancy Catamco on Saturday step foot at the stunning Alamada's “Asik Asik falls” and was captivated by the beautiful mountain cliff covered wholly in green and on its walls the water sprinkling off and falls down.

After trekking several hundred steps down the cliff, she meet the green curtain of water flowing from the top rocks and gently fall right through the shallow rocky pool en route to Alamada river.

"It is beautiful," the Governor said, her eyes glowing in satisfaction despite walking down for almost a thousand steps.”

“I have conquered Asik Asik in an exciting adventure with the cold morning wind breezing through our faces,” she said, adding that the effort was rewarding and satisfying.

Accompanied by 1st District Legislative Representative Joselito "Joel" Sacdalan and officials, the governor saw for herself the 60-meter high, 140-meter wide waterfalls.

The Governor slept over at Alamada  so she did hit the road as early as 6 am. She runs with magnificent morning sun as it rises generously giving it's shining light all over the blue mountains also known as Mt Piapayungan.

The suns soft heat mixes with the cold winds and helps open ones readiness to take the adventure as the Governors entourage assembles at tourism hall.

The host Alamada LGU, served a choice of hot coffee and biko (caramelized sticky rice), boiled legumes, boiled  banana and delicious chicken aroz caldo.

Before the Governor head through the site, she paid full respect to the planet Earth and led a quick tree planting program, a tradition she normally does when reunited face-to- face with the beauty of Mother Earth.

Alamada Mayor Sacdalan, Congresman Sacdalan, Barangay Dado Chairman Antonio Camino , Vice Mayor Leonigildo Calabara Jr, Provincial Tourism Officer Josephine Abellana and other local officials joined the Governor inspiring everyone to make it a goal for Alamada. As Mayor Sadalan said,  "our contribution to the efforts of preserving our water source."

Philippine Laws / Bar Review: What is Remedial Law
September 19, 2020, 03:16:18 PM
Remedial Law prescribes the methods of enforcing those rights and obligations created by substantive law by providing a procedural system for obtaining redress for the invasion of rights and violations of duties. (Bustos vs Lucero, GR No. L-2068, October 20, 1948) and by prescribing rules as to how suits are filed, tried and decided upon by the courts (Riano, Civil Procedure: The Bar Lecture Series, 2011)

Science and Research / Coco Biodiesel for Vehicles
September 19, 2020, 03:04:35 PM
Tacloban City (1 December 2005) -- Government agencies in Region 8 must heed the call for them to use coco biodiesel in their diesel fueled vehicles.

This call was made by Philippine Coconut Authority Regional Manager Ed Nierva during the most recent episode of Panindugan, a TV talk show of the Philippine Information Agency.

Director Nierva said that as of November 30, 2005, only 8 national government agency and one provincial government unit are using coco biodiesel. This data was taken from the dealer of coco biodiesel in the Region. The data showed that the province of Leyte is known to be using the coco biodiesel in its vehicles requiring diesel fuel. The government agencies using the coco biodiesel are the Department of Interior and Local Government, the Department of Agriculture, the Philippine Coconut Authority, Pag-ibig, the Philippine Crop Insurance Corporation, the Department of Public Works and Highways, Samar State University and the Research and Development Institute.

It would be remembered that Memorandum Circular No. 55 issued in 2004 enjoined all national government agencies and government owned and controlled corporations to use one (1) % coco biodiesel in their diesel fuel requirements.

Director Nierva, emphasized however that some government agencies are using vehicles fueled by gasoline and so he said it would really be impossible for these agencies to use coco bio diesel.

With the advocacies undertaken by the Philippine Information Agency as early at the later part of July, some government agencies have heeded the Memorandum Circular. The PIA even came out with advocacy leaflets in the local waray waray dialect to inform the public on the benefits of using coco biodiesel. Still, the Philippine Information Agency pledged to furnish the government agencies with copies of the memorandum for their information and guidance.

Director Nierva said that although it is not the lead agency in the coco biodiesel advocacy, it will now take the cudgel of advocating it since the coconut farmers of the region will also benefit from it. He said that initial negotiations are now going on with the help of the Presidential Assistant for Eastern Visayas for the establishment of a coco biodiesel processing plant in Calbayog City which has the biggest coconut plantation in the region.

Quezon City (1 December 2005) -- The Department of National Defense (DND) has submitted its proposals to the Consultative Commission (Con-Com) on possible amendments to the provisions of the 1987 Constitution.

In an interview over state-run Radyo ng Bayan, Con-Com Commissioner Jose P. Leviste, chair of the Committee on General Provisions, Amendments and Transitory Provisions and Constitutional Commissions, said one of the key proposals that the representatives from the military department raised is the "insulation" of the Armed Forces from politics.

Leviste said under the submitted proposal, the confirmation requirement should be limited to high-ranking officials appointed to key positions in the AFP in order to insulate the military from the influence of politicians.

"Hindi na kailangan dumaan pa sa (don't need to pass through the) Commission on Appointments (CA) ang (the) officers who are beyond the rank of colonel or navy captain. Ang dapat usisain ng CA (what CA should look into) is...if you're going to be appointed chief of staff, vice chief of staff or heads of the different services," Leviste said.

The committee had a meeting with representatives from the DND on Tuesday at the Seameo Innotech in Quezon City which included former AFP chief Gen. Narciso Abaya, and retired officers Gen. Feliciano Gacis and Comm. Carlos Agustin.

Article VII Section 16 of the present Constitution states that "the President shall nominate and, with the consent of the Commission on Appointments, appoint the heads of the executive departments, ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain and other officers whose appointments are vested in him in this Constitution."

Another proposal is the inclusion of a provision allowing the President to enter into executive agreements such as joint cooperation for short-duration military training exercises, disaster relief operations, with foreign governments "in the interest of national security and welfare".

The said proposal shall be discussed during the committee hearings and is still subject for approval in the committee level. Once approved, it will be debated upon in the commission's plenary session.

The 54-man commission is on its last leg of regional consultations in the provinces of Luzon and the Bicol region.

The commission will submit its proposals on amendments to the 18-year-old Charter to President Gloria Macapagal Arroyo on December 15. (PNA ConCom Press Center/RBC/JMC/www.pna.gov.ph) [top]

Philippine Archive / Mindanao Exporters Congress
September 19, 2020, 02:49:00 PM
PIA Davao City (1 December 2005) -- Engr. Merly Cruz, regional director of the Department of Trade and Industry (DTI) in the Davao region stressed the need to comply with the agreed commitment with industry players at the local level.

Cruz in an interview at Marco Polo Hotel during the Mindanao Exporters Congress 2005 said regional directors have to be conscious what the industry needs.

"The needs of the industry in the local market will have to be responded by the government," she said.

She said President Arroyo after a consultation of priorities at the macro level expects results within six months but it seems hindi pa ito na touch (it has not been tackled).

"We really have to act on it otherwise di na maniwala ang mga key players in the industry and whatever are the commitments have to be translated into actions," she said.

She said they are engaging the expertise of the University of the Philippines in Mindanao as the center for excellence for the SME development

The localization of commitment has still to be within the eight industries namely, banana, mango, coconut, seaweeds, wood, ICT, tourism, and mining.

Cruz said there are also allied concerns that cut across the industry. And among these are the high cost of imported inputs, absence of crucial port facilities required by domestic and international vessels, vital equipment where material testing center are not in working condition, licensing, limited laboratory equipment, upgrading of education and skills.

Other concerns are on tariff imposed by China for Philippine exports, export documentation, peace and order concerns, financing, and on human resource development. (PIA/pdbanzon)

Anonymous Diary Blog / Anti-Smuggling Campaign
September 19, 2020, 02:40:55 PM

(PIA)

2005 PIA Archive: The Department of Agriculture in the Davao region was granted an initial allocation of P1.2 million for its advocacy and monitoring on the Avian Influenza.

Dr. Jean Bacayo, chief of veterinary and quarantine services of DA said the fund was taken from the P200 million the government allocated as operating fund for Task Force Avian Flu. The Department of Budget and Management still has to approve P2.5 billion to fund a comprehensive program to combat the Avian Flu virus.

The initial release he said will last until next month and budget will be replenished to sustain the campaign against Avian Flu.

"We had tighten our monitoring and put in place the rapid action team and the avian flu task forces at the regional and provincial level," he said.

But we need to bring the rapid action team to the municipal and barangay level to come up with a systematic monitoring, he said.

He said there is also a need to tighten possible entry points of exotic birds that are brought in through the back door that is why coordination with the local government units has to be stepped up.

In fact he said the team was able to intercept about 359 exotic birds last May in General Santos City that were brought in from Indonesia. All the birds were burned as a rule based on the approved steps to treat such cases.

Bacayo said that as part of their monitoring they have prohibited bird-watching activities as of the moment.

The Davao Region is known for the existence of various migratory birds' habitat, which is spread in some of its cities and provinces.

He said one area that is very near to the regional center is at La Paz in Carmen, Davao del Norte and the government has ordered to strictly prohibits bird watching.

"We do not want to take chances as we want to protect our poultry from contamination of the Avian Flu because sometimes people go near these birds," he said.

He said when winter comes the birds from other countries start to migrate to tropical countries like the Philippines from October to March.

But Bacayo said that with their regular monitoring of chicken blood samples results are still negative.

"These are good signs and we want to maintain this to protect the people and the poultry industry as well," he said.

Davao City (1 December 2005) -- "If only I could turn back time and make sure that my child will come out normal just like any other kids in our neighborhood."

"My child asked me why he's not like his playmates, and it hurt me so bad."

"It's hard to accept that my child will grow up not able to taste the same privileges other kids get to experience."

These are but of the strong lines extracted from the testimonies of parents who have children with special needs.

Hearing the deaf

One of the hardest things a mother could be slapped off is the reality that her son cannot forever speak and that would mean that she will hardly be heard.

No matter how harsh this reality is to her, she has learned to understand and communicate with her child even without words.

For Judith Valdez, mother of her only child "Rap-Rap" proudly admitted how hands-on she has become when she learned about his child's hearing disorder.

Though at first, she underwent into a denial stage with her disbelief that Rap-Rap will forever suffer hearing and speech problem.

However, when Judith enrolled her son in a school where he studies with children having the same case, she then learned little by little that there is no best way to help her son but accept him, love him, and support him all the way.

"He may not become a soldier just like his father, but I have high hopes that he could become a very important person someday," she said.

Judith, this early, is already teaching Rap-Rap the value of information technology. " It's already accepted that with his limitation, my child has to embrace a career path that would be friendly despite his disability."

She plans to enroll him in a school where he could learn entrepreneurial skills. Judith is awed by the names built by persons with disabilities in the field of business and economics.

Battling Autism

An eight-year old girl believing that she has her own world is considered the most special child of Alberta Tan from Malaybalay, Bukidnon.

"Joy-Joy" is said to have lived for eight years already but she possesses a brain equivalent to a two-year old.

This was the biggest challenge given to Alberta who until now seeks the question on how Joy-Joy acquired such disorder.

She has to keep reminding herself that her daughter is extra-special. Although her other children play and study normally, Joy-Joy enjoys her own in a small corner and believes that she is happy in her own world.

However, Alberta later learned that she has to teach her normal kids to treat Joy-Joy like a normal one.

"I told them that Joy-Joy has to feel that she belongs in the family and that she deserves to be treated fairly."

But she also constantly reminds the other kids to give her extra special care because Joy-Joy badly needs it, as she is a person with autism.

Alberta learned to extend her patience. " An autistic child would really test one's patience." She narrated that suffering mental delay pushes her daughter to pee anywhere she wishes to.

"She never feared danger. I usually worry when she does things that put her life at risk. That is why I really see to it that I'm beside her all the time.

Appreciating Forceless Muscles

At seven, a child with muscular dystrophy asked her mother " Is there God?" His mother, Lovelley, could hardly control her tears when the child further asked, "Why did He allow this to happen to me?"

But never did Lovelley doubt the presence of God in their life.

Instead, she explained that it's better to have such illness with loving and supportive parents rather than live healthy but lack the latter.

From then on, her child appreciated his life as well as the care he gets from his parents.

Lovelley shared how painful their struggles have given them. " We stayed in St. Lukes Hospital for four long years battling the emotional and the financial burden.

"Before every medication, we are always confronted by doctors the reality that our child might die or he will forever remain disabled."

However, both parents kept optimistic and even became more faithful. Instead of enrolling their child in a regular school, he joined the group where he gets Alternative Learning System.

"He has recovered, but he will forever undergo a rehabilitation. We take care of him because he is so vulnerable to dusts and allergies."

As officer of the Parent Mobilization Action Group (PMAG) Cagayan Chapter, Lovelley encourages parents of special children to join and experience productive membership in the said organization.

"Special children with parents who know how to handle are very lucky. But we pity those children whose parents lack the skill and the knowledge on how to manage these cases."

PMAG, according to her, has become the best venue for parents with special children to learn the necessary skills and behavior inorder to help them bring up children with special needs.

"We have been getting free trainings and seminars. This is helping us in so many ways including the behavior, attitude and physical health development of our special children," she said. (PIA) [top]

Philippine Archive / Farm-to-Market Road Beneficiaries
September 19, 2020, 01:56:42 PM
by Fred Asis

DIGOS, Davao del Sur (1 December 2005) -- The Department of Agrarian Reform (DAR) will turn over this December 1, 2005, a 4.2-kilometer farm-to-market road network to farmer-beneficiaries of Barangays Blocon and Malawanit, Municipality of Magsaysay, in this province.

Provincial Agrarian Reform officer Abundio Baliong said that a road opening with a length of 1.2 kilometers located in Barangay Blocon, and a three kilometers road rehabilitation project in Barangay Malawanit will be turned over to 100 families of these barangays.

Baliong said that agrarian reform beneficiaries (ARBs) in these Barangays would enjoy greater economic opportunities, now that they can transport and sell their harvest straight to the market following the completion of this farm to market road.

He said that the project has a total cost of only one million pesos since the construction was undertaken by the Matanao, Bansalan and Magsaysay (MABAMA) infrastructure committee with the support of the Local Government Units (LGU), operating under the "Bayanihan Concept."

According to Baliong; the LGUs as member of the said committee aided the MABAMA by extending their heavy equipment for free, with only fuel, labor, wages and repair of equipment was its main responsibility.

"This was the reason why this infrastructure project was completed on time and at the least cost," said Baliong.

He said that the road opening and rehabilitation of this farm-to-market road is the brainchild of Mayor Arthur Davin of Magsaysay town. This is the fulfillment of his long dreams that turned into reality.

Expected to grace the turn over rites is Davao del Sur, District 1 Representative Douglas Ra. Cagas, a known supporter of the Government's Comprehensive Agrarian Reform Program (CARP). (PIO-DAR Dvo.Sur)

Health and Food / Santol Seed Can Cause Death
September 19, 2020, 09:34:23 AM
By Zach Sarian
SEEDS CAN KILL YOU - Dr. Joson warned the public not to swallow santol seeds because they could be deadly. He reported the case of a 47-year-old woman fruit vendor who ate 10 Bangkok santol fruits and swallowed all the 30 to 40 seeds.

SEVERE ABDOMINAL PAIN - Three to four days later, she consulted the OMMC because of severe abdominal pain. On examination, severe tenderness was all over the abdomen. With a diagnosis of perforated intestines due to the swallowed seeds, an operation was immediately done.  Upon opening the abdomen, fecal materials were all over the cavity leaking out from the perforations in the large intestines.

PERFORATED INTESTINES - The perforations were caused by the sharp ends of the seeds. The attending surgeons had to remove the segment of the large intestines with perforations, put an artificial anus on the abdominal wall and clean the abdominal cavity to remove the feces.

IRREVERSIBLE DAMAGE - The surgeons tried their best to save the patient. However, on the fourth day after the operation, the patient died of uncontrollable and irreversible infection of the bloodstream.

ANOTHER CASE - Dr. Joson also reported that similar cases occurred the year before, two each at the OMMC and the Philippine General Hospital.

CONSULT A DOCTOR - Dr. Joson’s advice: Whether santol seeds are swallowed accidentally or intentionally, watch out for abdominal pain. If that occurs, consult an abdominal surgeon (general surgeon) right away who will give the necessary advice on what to do next.

Philippine Government / Bill Regulating Filipino Doctors
September 19, 2020, 06:41:23 AM
PRESS RELEASE
Rep. Angelina “Helen” D.L. Tan, M.D.
4th District, Quezon
Chairperson, Committee on Health
03 September 2020

House panel approves bill regulating doctors

The House Committee on Civil Service and Professional Regulation chaired by Rep. Frederick Siao today has unanimously approved a bill that will regulate medical professionals in the country. The Physicians’ Act, which was primarily authored by Rep. Angelina “Helen” Tan of the 4th District of Quezon, seeks to repeal the outdated Medical Act of 1959 that is no longer responsive to the scientific advancements and medical landscape of the modern times.

Tan, who is also the Chairperson of the Committee on Health, led the Technical Working Group (TWG) that drafted the substitute bill after a series of extensive consultations with various stakeholders from the medical professional organizations

In her sponsorship of the measure, Tan explained that the Physicians’ Act will cover the regulation of the medical education, which is inclusive of clinical clerkship, post-graduate medical internship, licensure and residency program.

“Due to the unique nature of the medical profession, I deem it necessary to cover all aspects of medical education and training in crafting a more up-to-date regulatory law which will address the issues and gaps that we encounter in the ground and in the practice of our medical professionals”, Tan said.

The bill seeks to establish the Integrated National Professional Organization of the Physicians, which will serve as the national organization to which all physicians will become a mandatory member â€" a model patterned after the Integrated Bar of the Philippines. Tan underscored that “This organization will become a partner of the government authorities in all its activities concerning physicians. A unified group of physicians will definitely elevate the standards of the medical profession, improve healthcare delivery, and enable the physicians to discharge their responsibility more effectively.”

One of the important features of the bill is the creation of the Post-Graduate Medical Education which will govern the standards, policies, certification and training of all post-graduate trainings of physicians or the medical residency, a deviation from the current practice where the Philippine Medical Association’s Specialty Societies, a private entity, has governed the training and certification of specialists and has self-regulated for over several years.

“The intention in creating this body is to streamline the certification of specialists in the country and to have a national regulatory and quality assurance arrangements for education and training for medical professionals. There have been several problems in residency/specialty and fellowship training such as difficulty in obtaining slots, favoritism in selection of trainees, overworked and underpaid residents, which may be attributed to the absence of a government regulatory agency or body that will supervise and monitor the conduct of medical residency/specialty or fellowship trainings in the country. If we want a better healthcare system especially in these trying times, we should shift our focus to the manpower that fuels it”, Tan stressed.

The bill also features regulations governing medical residency training that were set to provide humane working conditions for residents, including decent salary and other benefits, and higher standards of professional conduct.

The Physicians’Act once enacted into law is hoped to address the problem of the emergence of many medical organizations in the country that is causing a lot of confusion to the Professional Regulation Commission, especially in complying with the country’s obligation towards ASEAN Integration. ASEAN Mutual Recognition Arrangement (MRA) on Medical Practitioners to which the Philippines is a signatory.#

Gov. Catamco vows to make remarkable changes in IP lives

KIDAPAWAN CITY - Governor Nancy Catamco today vowed to leave remarkable changes into the lives of Indigenous Peoples in North Cotabato and will not cease to work until it’s done.

This was the statement of Gov. Catamco she shared before Secretary Allen Capuyan of the National Commission on Indigenous Peoples (NCIP).

Speaking before the tribal leaders and officials of government line agencies, Governor Catamco recalled her fight for recognition, respect, support and in upholding the rights of IP's when she was a member of Philippine Congress.

She vowed to continue working at improving the economic status of IPs in North Cotabato province by finding private partners for the livelihood and agriculture support programs for the ancestral domain areas, as among the initiative of her office. The Governor made mention of the proposed Avocado plantation in one of the  CADC areas.

"Ang pangutana, kung unsa ang atung gikatabang alang sa tribu dili lang pangutana alang sa mga lider sama ni Secretary Allen, apan sa matag usa," she said as she called for support among the communities, including the Indigenous Peoples Municipal Representative (IPMR).

Secretary Capuyan visited North Cotabato today particularly Ilomavis and Magpet in relation to Inter-Agency Visitation of indigenous cultural communities to listen to their issues and concerns.

Capuyan said the activity was part of the series of visitation he has been doing in line with the mandate of PRRD to end insurgency involving IPs (ELCAC).

The secretary said he still pushes the initiative despite the meager budget because he is committed to do his part, being an IP himself.

"Mura tag nagdamgo nga nagmata, kay imposible nga maundang ang problema sa arm conflict hantud dili mahatud ang hustiya sa katilingban," he said, and visibly expressing his dismay over budget cuts under his proposed P20-B budget "unsay mahimo sa 80 centavos matag usa ka IP" the Secretary added.

Joining the NCIP Secretary were NCIP RED Mike Mamukid, Commissioner Jennifer Sibug-Las, Provincial IPMR officials Datu Jaime Odo and NCIP Consultants, Datu Joel Unad, Datu Ramon Bayaan, Provincial Director Abdullah Ali of DILG and NHA, DAR, DepEd, PNP, AFP and LGU and Barangay officials.

Inspiration & Hope / Prayer in Times of Trouble
September 19, 2020, 06:23:47 AM
Daily prayer (via plough)

The twelve gates were twelve pearls, each gate made of a single pearl. The great street of the city was of gold, as pure as transparent glass. I did not see a temple in the city, because the Lord God Almighty and the Lamb are its temple. The city does not need the sun or the moon to shine on it, for the glory of God gives it light, and the Lamb is its lamp. Revelation 21:21â€"23, NIV

Lord our God, we thank you that you have given us your glorious future as the basis for our lives. We thank you that on this foundation we can forget our present troubles and believe that the power of good can move us today to oppose sin, death, and everything evil. Free our hearts from all burdens, and grant that we may have courage to wait patiently for the great help which is to come. Grant that what is happening in the world today may somehow help toward the solution of all the problems. We praise your name, our Father in the heavens. We praise you for the good you do for us each day and for the light you will shed one day on everything on earth, to the glory of your name. In JESUS name we pray. Amen.
