Hon. Jose Yulo served in all of the branches of government: the legislative as House Speaker and Legislature; the executive as Secretary of Justice and member of the Cabinet; and the judiciary as the Chief Magistrate and Associate Justice of the Supreme Court of the Philippines.

Despite the difficulties experienced under Japanese occupation, Yulo attempted to maintain the integrity of the judiciary despite pressure from the Japanese military to sway in decisions on certain cases.

Then Senator Yulo was the Vice Presidential candidate of the Philippine Liberal Party in the 1953 vice presidential election, eventually losing to Nationalista Party candidate then Senator Carlos P. Garcia. Again, in the 1957 Presidential election, this would be the second time Garcia and Yulo would face each other in an electoral contest. In a repeat of their 1953 encounter, Garcia trounced his main opponent Yulo, bested Claro M. Recto and Manuel Manahan, and won the presidency.
