Health and Food / Syrofoam Can Cause Cancer
June 17, 2011, 07:55:05 AM
by Jessica Ashley, shine.yahoo.com

The U.S. Department of Health and Human Services kicked off the weekend with an announcement that eight common substances may cause an increased risk of cancer. Among those now listed in the "Report on Carcinogens" are inhalable glass wool fibers and styrene that are present in Styrofoam. Authorities have determined these elements as "reasonably anticipated to be human carcinogen."

They upgraded formaldehyde, which was already on the list, to a "known human carcinogen." Aristolochic acids were also deemed to have this risk.  Formaldehyde is present in household items that include hair straighteners, bubble bath, cosmetics, glue, household cleaners, wrinkle-free fabrics and particleboard. It can trigger watery eyes, breathing difficulty, asthma attacks, and now has been shown to cause nasal cancer in rats.

The FDA warned consumers to discontinue use of aristhocholic acids ten years ago, linking it to kidney failure and urinary tract cancer. The recently released carcinogen report cites the same dangers. Aristocholic acids are a botanical product used in weight-loss products and dietary supplements.

Also making the list are captafol, powdered and hard metal cobalt-tungsten carbide (found in hiking and ski poles, ball point pens, and used to make wedding rings), o-nitrotoluene and riddelliine.

During the summer months, when Styrofoam cups and food containers are on many picnic tables and at outdoor eateries across the country, this is a particularly startling announcement for consumers. It's also present in some auto parts, boat parts, and in carpet backing, which could have a big impact on where and how people gather, particularly in warmer weather.

The Dallas Mavericks are the new National Basketball Association champions after defeating the Miami Heat 105-95 in game six.

Jason Terry scored 27 points and Dirk Nowitzki finished with 21 points and 11 rebounds as the Mavericks won the best-of-seven championship series four-games-to-two to claim their first NBA championship in franchise history.

Germany's Nowitzki was named Most Valuable Player of the finals.

Terry ran the clock down in the final minute then passed to a wide open Shawn Marion who chose not to shoot as the seconds clicked down.
When the buzzer sounded Marion handed the ball to 17-year veteran guard Jason Kidd who tried twice before in the finals but failed to get a ring.
J.J. Barea had 15 points and five assists for the Mavericks who avenged a finals loss to the Heat in 2006.

LeBron James scored 21 points and Dwyane Wade finished with 17 points, eight rebounds and six assists for the Heat, who finished 9-2 at home in the post-season.

This year's final was a rematch of the 2006 NBA championship series, which Miami took in six games for its first title in franchise history.
The Mavericks took their first NBA championship after 31 years of existence.

Miami Heat is Better without an Arrogant LeBron James?
what do you think?
#7318
by Agence France Presse

Dirk Nowitzki says it was “childish” and “ignorant” of LeBron James and Dwyane Wade to mock the German’s illness prior to game five of the NBA Finals.

The two Miami Heat stars appeared to be faking a cough and covering their mouths in front of cameras that followed them as left the Dallas arena after the morning shoot-around on Thursday.

The Mavericks beat Miami 112-103 that night to take a 3-2 lead in the best-of-seven series, which continues on Sunday at Miami.

“I just thought it was a little childish, a little ignorant,” Nowitzki said after Saturday’s practice. “I’ve been in this league for 13 years. I’ve never faked an injury or an illness before.”

In Tuesday’s game four, Germany’s Nowitzki played through a fever of 38.5 Celsius (101F) and a sinus infection to score the game-winning layup with 14 seconds remaining as the Mavericks beat Miami 86-83 to level the series at 2-2.

Nowitzki was coughing during and after the game and at times pulled his shirt up to cover his mouth during the post-game news conference.

Reason No. 500 Why The World Is Rooting Against The Heat In NBA Finals
by BILL BRADLEY on JUNE 10, 2011, 27x7.com

It’s not that everyone seems to want Dallas Mavericks to win. It’s that almost everyone wants the Miami Heat to lose.

That’s not just anecdotal evidence. An ESPN poll last week showed LeBron James’ popularity has been cut in half in the past year. Another recent poll said 86 percent of NBA fans were rooting against the Heat.

James said after beating the Bulls in the Eastern Conference Finals that there was another month of the hate. But we have more evidence that the cocky, whiny Heat are inviting the dislike.

We see another reason why NBA legend and TNT broadcaster Charles Barkley says the Heat are a “whiny” bunch that he doesn’t like. Prior to Game 5 in Dallas, James and teammate Dwayne Wade were filmed in the arena hallways feigning coughs and sneezes. In other words they were making fun of Mavericks center Dirk Nowitzki, who helped Dallas win Game 4 despite a 102-degree temperature. Anyone who watched his post-game press-conference noticed he was visibly sick and needed to be in bed, not answering questions.

Maybe its karma. Maybe it’s that people in glass houses shouldn’t be so cocky. Either way, it felt like the Heat deserved to lose Game 5.

It’s one thing to say you’re the best, but it takes a little more to back it up. It takes a little sportsmanship. James wants to compared to Michael Jordan, who won six NBA titles. It’s hard to remember Jordan making fun of anyone besides himself. And if someone else talked trash, Jordan made them pay for it on the court.

General Topic / Hermisa Cejas - An Honest Cebuana
June 12, 2011, 08:53:50 PM
By Edison A. Delos Angeles
Philippine Daily Inquirer

While cleaning the toilet at the public market of Mandaue City in Cebu, Hermisa Cejas found a bag left by a meat supplier. Inside the bag was P250,000.

Although the 45-year-old attendant could have kept the money for herself and no one would know about it, she didn’t.

“I feed my children through honest means,” Cejas said in Cebuano. She returned the bagful of cash to its owner.

It was not the first time that Cejas had found a stash inside the public toilet. According to the office of Market Administrator Musoline V. Suliva, she turned over at least P500,000 in cash and checks inside bags and wallets, and three cell phones left inside the toilet since she started working as a casual employee in 2009.

She never thought of keeping these items, even if she received only P265 a day or close to P7,000 a month.

Because money has been scarce, two of her four childrenâ€"Rhea Mae, 21; and Wemore, 20â€"dropped out of college. A son, Van Adam, 16, stopped last year and is now a sophomore at Mandaue City Comprehensive School (MCS).

The youngest, Sunshine, 7, is a Grade 2 pupil at MCS and helps her father, Romeo, raise fighting cocks and pigs in their backyard in Barangay Cambaro.

Strong faith in God
Cejas’ strong faith in God that the family will be able to get through financially is behind her exemplary acts of honesty. She was never tempted to keep the valuables she found because these meant something to their owners.

“No matter how small the value of the lost item is, it means a lot to the owner,” she said. “I feel light whenever I return what I find inside the toilet.”

She doesn’t accept tips from grateful owners because she believes she is only doing her job. But she is willing to take only food, which “is a grace from God.”

A native of Lanao del Norte, Cejas moved to Cebu in the early 1980s as part of a charismatic group. Her father, Bonifacio Marfe is a church volunteer.

She later met and married Romeo, who hails from Mandaue.

In 2001, Cejas sold native delicacies to pupils of Mandaue City Central School. She applied for a job as market clerk at the city government in 2007, and was accepted. She was reassigned as maintenance personnel in charge of the toilet more than a year ago.

After years of legal wrangling, the first of hundreds of lawsuits over acceleration problems against Toyota Motor Corp. has been scheduled for trial.
A crash that killed two people in Utah will be the first lawsuit to be weighed in court, a federal judge said Friday.

US District Judge James Selna told attorneys the case of 38-year-old Charlene Jones Lloyd and 66-year-old Paul Van Alfen, whose Toyota Camry slammed into a wall in Utah in 2010, is scheduled to go to trial in February 2013.

The case â€" Van Alfen v. Toyota Motor Sales, USA, Inc. â€" will be the first of several bellwether lawsuits, intended to determine how the rest of the litigation will proceed.
Selna wrote in a tentative order that he hoped the selection would “markedly advance these proceedings.”

“The Court believes that selection of a personal injury/wrongful death case is most likely the type of case to meet that goal,” Selna said.

Toyota said it welcomes the Utah case as the first suit to reach court.
“We are pleased that the initial bellwether will address plaintiffs’ central allegation of an unnamed, unproven defect in Toyota vehicles, as every claim in the multi-district litigation rests upon this pivotal technical issue,” the company said in a statement.

Toyota has previously argued the plaintiffs have been unable to prove that a design defect in its electronic throttle control system is responsible for vehicles surging unexpectedly. It has instead blamed driver error, faulty floor mats and sticky accelerator pedals.

Boxing icon Manny Pacquiao will soon be moving to Millionaires’ Row, but will Mommy Dionisia bunk in with her celebrity son?

Pacman, as the Sarangani congressman is known the world over, has reportedly bought a multimillion-peso property in Makati’s Forbes Park, probably the most expensive gated community in the country.

The Pacquiaos’ new home on Cambridge Street, North Forbes, cost a reported P388 million and was reportedly bought from a bank president. Celebrity architect Anton Mendoza has been put in charge of renovating it.

Pacquiao’s business manager Eric Pineda confirmed the boxer’s purchase of Forbes Park property, but declined to comment on the price tag.

The United States yesterday said it will not side with any party in the Spratlys conflict, which is to say that the Philippines’ most powerful ally will not be coming to its aid should its spat with China escalate into a shooting war.

The US Embassy made this clear yesterday in reaction to a Malacañang statement earlier yesterday expressing confidence that Washington would honor its commitment under the two countries’ Mutual Defense Treaty to come to the aid of a beleaguered ally.

“The US does not take sides in regional territorial disputes,” the US press attaché Rebecca Thompson said in an e-mailed statement when contacted for comment to deputy presidential spokesperson Abigail Valte’s invoking of the 60-year-old MDT.

Thompson said the US was “troubled by incidents in the South China Sea in recent days that have raised tensions in the region” and that Washington opposes “the use or threat of force” by any of the countries with rival claims to the Spratly islands.

How to Sharpen Your Sales Strengths by Tony Rutigliano & Brian Brim

“There is no single right way to sell. In fact, we believe there are as many ways to sell as there are salespeople.

Does that feel liberating? We hope so. If you enjoy sales, if you’re good at it, and if you’re finding some of the success you want, you possess a rare abilityâ€"and you should celebrate it. You’re someone who can do this job. And if you’re trying to follow a method or emulating a sales hero and it’s not working, it might not be your fault. Who you are is who you should be. You’ll be most successful at sales if you make the most of who you are.”

Little Bets: Think Differently by Peter Sims

“Our education system places great emphasis on teaching us about facts that are already known, such as historical information or scientific tables, and then testing us in order to measure how much we’ve retained about that body of knowledge. Those skills work perfectly well for many situations, but not when doing something new. Or creative. Or original. They certainly won’t help us invent the future.

As education and creativity researcher and author Sir Ken Robinson puts it, ‘We are educating people out of their creativity.’ But it’s still there. And unleashing our creativity, however deeply it’s hidden, begins with little bets.”

Why “Free” Is the Wrong Price for Water â€" Even If You Live on $1 a Day by Charles Fishman

“Free turns out to be exactly the wrong price for waterâ€"whether that water is being used by huge global corporations, farmers, ordinary middle-class citizens, or the poorest people living in developing countries. Water that is so cheap provides no incentive for big usersâ€"corporations, farmers, even citiesâ€"to spend money necessary to better manage their water. [...] And poor peopleâ€"who have to stand in line for water, or walk to get it from suspect ground-water wellsâ€"pay the highest cost for ‘free’ water of all, sacrificing time, good jobs, and even the educations of their children in order to secure their daily ration of water.”

This Sentence Has 5ive Words: Eigen Values, Creating Truisms and the Future of Marketing by Stephen Denny

“Our first sentenceâ€"“This sentence has five wordsâ€"is an eigen value: a self-referencing, self-defining concept. The thing itself is its own definition. Our last rambling sentence is not an eigen value. It isn’t self-defining and frankly lacks meaning to anyone but its author. This is an important distinction, because the casual reader of this sentence frankly doesn’t care one way or another about the message or the messenger.

[...] Why is this concept important to your idea, your brand or your movement? Because creating eigen values is what marketers do when they’re doing their very best work. The concept of eigen values should change how you look at the marketing discipline completely.”

Former President and now Pampanga lawmaker Gloria-Macapagal Arroyo is back on the list of defense witnesses in the Maguindanao massacre case.

During the pre-trial coßnference held yesterday, defense lawyer Gregorio Narvasa said they intend to present Arroyo as among their witnesses.

But Narvasa declined to comment when asked by reporters to explain their latest move.

The defense panel initially included Arroyo among their prospective witnesses but her name was later stricken off the list.

Narvasa, along with Sigfrid Fortun, represents primary suspects Andal Ampatuan Sr. and Andal Ampatuan Jr. Both father and son have pleaded not guilty to the multiple murder charges in connection with the Nov. 23, 2009 killings in Ampatuan town.

There are a total of 196 accused in the multiple murder charges being heard by Judge Jocelyn Solis-Reyes of the Quezon City Regional Trial Court Branch 221.

The Philippine National Police in Dumaguete recovered on Wednesday several stolen laptop computers during follow-up operations after the arrest of a suspected member of the so-called “Akyat Bahay” gang last Saturday.

Dumaguete City OIC police chief Sr. Insp. Eduardo Oira identified the suspect as Jeffrey Temblor, 21 years old, single, jobless, from Sta. Agueda, Pamplona town in Negros Oriental, about an hour’s drive north of this capital.

Oira said barangay tanods in Motong apprehended Temblor at dawn on Saturday after seeing him with suspected stolen electrical materials and carpentry tools.

Follow-up investigation led intelligence operatives of the city police to stumble upon the operation of an “Akyat Bahay” gang that specializes in laptops and expensive mobile phones, Oira said.

Recovered from the possession of Temblor were five different brands of laptop computers and cellphones.

In an interview, Temblor said that a number of them have been disposed of by selling them at a very cheap price of P2,000 to P4,000 per unit.

Temblor claimed that he had an accomplice whom he identified as a certain Loliboy Delin, a resident of Sitio Dapdap, Barangay Bagacay in Dumaguete, who denied the accusations. (PNA)

Ilocos Norte Governor Imee Marcos thanked President Benigno "Noynoy" Aquino III for recognizing the renewed calls for the hero’s burial of her father, the late President Ferdinand E. Marcos.

Earlier, President Aquino assigned Vice President Jejomar Binay to head a panel that will resolve the issue on whether Marcos should be given a hero's burial to avoid any possible controversy that may crop up in his administration.

After a series of consultations with various groups, Vice President Binay had finally recommended that late President Marcos be laid to rest in his home province of Ilocos Norte with full military honors.

Reacting to this, Governor Marcos expressed gratitude on Vice President Binay’s recommendation. However, the governor said she has yet discuss this with her family.

The lady governor said that the Vice President's recommendation would probably put closure to the “burial place issue” of the late President Marcos whose body is still being being kept in a refrigerated crypt at the Marcos mausoleum in the family's ancestral home in Batac City since 1993. “We are very glad that after more than two decades, the burial site of my father is finally being discussed although the mechanics and arrangements are still being finalized within our family. However, the most important thing is that our father will be finally brought to his final resting place,” Governor Marcos said.

She said that her family members are set to discuss Binay’s recommendation at the soonest time possible.

For her part, former First Lady now Rep. Imelda R. Marcos still refrained from expressing her comment on Vice President Binay’s recommendation on her late husband’s burial.

She said that Binay’s recommendation is a divine plan that should be realized.

Marcos noted that the “real hero” is not judged by the people but by God.

This town has the distinction of being the first in Bataan to build a sanitary landfill that will be operational this July.

Mayor Ana Santiago said the landfill, patterned after the engineered sanitary landfill in San Fernando, La Union, will rise on a 10-hectare land in Sitio Macao, Barangay Capitangan in this town.

Santiago said that from the 11 towns and one city in Bataan, only Abucay passed the criteria set by an inspection and validating team.

She said that they were able to lessen their expenses because there was no need for liners like the low-cost liner facility in the La Union landfill.

The municipal government has initially funded the construction of the sanitary landfill for P3 million good for one cell of four meters deep by 1,820 square meters of waste area and extracted water from filtered wastes.

The cell has the capacity to hold 5,600 cubic meters of garbage that will undergo filtering and another 1,680 cubic meters of garbage water extraction.

“The ‘juice’ extraction from the filtered wastes will serve as irrigation water for plants that will be grown,” municipal administrator Fortunato Dulay said.

He said that composting will first be done in the town’s slaughterhouse but once electric power becomes available in the landfill, the Material Recovery Facility will be placed in the dumpsite.

The first cell can accommodate garbage for three to four years, after which another one will be built.

Abucay, classified recently from fifth to third class municipality, has four dump trucks collecting a total of 48 cubic meters of garbage daily. The volume of garbage is expected to increase with the opening of classes in the elementary and secondary levels.

The Department of Education(DepEd) is banking on the support of the private sector to be able to respond to the growing needs of various public schools here.

Iloilo City Assistant Schools Division Superintendent Angelita Ragudo said that they have been encouraging their school principals to link with private sectors to help them address school needs particularly on lack of school buildings, classrooms, chairs, books and other facilities.

“Our government could not provide everything for students because almost 80 percent of the total DepEd fund goes to personal services or on teachers’ salaries”, she said.

Ragudo added that they gave the prerogative to the principals to solve some minor problems and solicit school projects at their own level.

The latest to have received support from the private sector was the Arevalo Elementary School which received a school building donation from Presidential sister Elena ‘Ballsy’ Aquino- Cruz. Bo. Obrero Elementary School in Lapuz, La Paz here was also able to avail of a school building through a public-private partnership (PPP) scheme.

For philanthropists who would like to extend help forms for adopt a school program are available at the Division of Iloilo City Schools office, said Ragudo.(PNA)

Philippine Education / DepEd Accepts Late Enrollees
June 09, 2011, 06:14:11 AM
source: PNA
The Department of Education 6 (DepEd-6) would still accept late enrollees in public schools within the week but their parents should serve the penalty by doing community services.

Regional Director Mildred Garay said parents of late enrollees should serve a one-day "Brigada Eskwela" as penalty. She said the policy aims to discipline and teach parents a lesson -- next time, they should enroll their children early, which started in January.

Garay said that late enrollees cause quite a delay on their setting up of classroom on Monday because additional students were not anticipated.

“Late enrollees were not counted nor included on the number of chairs and classrooms needed by the schools so some excess students were temporarily placed in vacant spaces just to accommodate them”, she said.

Garay added there are also some reports that several teachers held their classes in temporary shelters like vacant space and lobby inside their school campus to address concerns on overcrowded classrooms. (PNA)

Mayor Celso Lobregat announced Tuesday that a case for violation of Republic Act 8550, otherwise known as the Philippine Fisheries Code of 1998, will be filed against the Li and Lim Trading that owns the tons of corals and shells uncovered in this city.

Lobregat made the announcement after an inter-agency meeting at City Hall wherein they discussed about the discovery of the tons of corals and shells.

The estimated 30 to 40 tons of corals and shells were discovered after Benny Yu, who owns the warehouse rented by the Li and Lim Trading, has allowed “in good faith” the authorities to inspect the warehouse compound in Sitio Pasay, Barangay San Roque, six kilometers west of this city.

Lobregat said the case will be filed by the Criminal Investigation and Detection Group-9 (CIDG-9) headed by Senior Supt. Mario Rariza.

The Li and Lim Trading, which is into the business of live marine products, is registered under the name of Olivia Li, who was implicated in the recent smuggling of black corals and stuffed turtles.

The smuggled marine products, worth millions of pesos, were intercepted early last month by the Bureau of Customs (BoC) authorities in a port in Manila.

Lobregat disclosed they are also studying to include Yu, the warehouse owner, since the tons of corals and shells were uncovered in a vacant lot of the warehouse' compound and not on the rented area occupied by Li.

“There are many legal angles that being looked into before the filing of the case,” Lobregat emphasized.

Tuesday's inter-agency meeting in this city was initiated by Lobregat to find out how they can help in the Senate inquiry concerning the confiscation of smuggled black corals and stuffed turtles in Manila port last month.

The inventory of the recovered tons of marine products undertaken by the BFAR and the Department of Environment and Natural Resources (DENR) continued on Tuesday here.

Atty. Demosthenes Escoto of the Bureau of Fisheries and Aquatic Resources (BFAR) central office' legal department, said the inventory works have already reached 10 percent.

An anti-corruption advocate in North Cotabato hailed Senator Teopisto Guingona’s proposal to include representatives from the non-government organizations (NGOs) and civil society groups in the open budget process.

Guingona filed Senate Bill No. 2186 or the, “People’s Participation in Budget Deliberations Act of 2010”, which seeks to institutionalize the active participation of the people’s organizations in the budget process.

Vilma Gonzales, secretary-general of the Watchful Advocates for Transparency, Clean, and Honest Governance (Watch) in Kidapawan City, said Guingona’s proposal would provide a venue for better transparency in governance.

“There is fair and equitable distribution of public funds. Walang lamangan sa hatian ng pondo. At nakatitiyak tayo na ang mas nangangailangan ang mabibigyan ng sapat na pondo,” said Gonzales.

Gonzales said corruption in the government could start in budget preparation.

Gonzales, along with other officials and members of Watch Kidapawan, have just completed an advanced training on transparency and anti-corruption reporting for journalists and civil society organizations here on Monday given by the Philippine Public Transparency Reporting Project (PPTRP).

The Watch Kidapawan is the first media-CSO anti-corruption watchdog which PPTRP helped develop and establish to monitor and report on transparency and accountability in government projects in Kidapawan City.

Guingona has called on the country’s NGOs and civic organizations to rally behind his bill that will enshrine peoples’ right to actively participate in the transparent allocation and use of public funds.

“This active participation also underscores that the financial resources that become part of national budget actually belong to the people,” stressed Guingona. (PNA)

The city government of Dumaguete has received additional financial assistance for the continuing construction of the Rizal Boulevard boardwalk project, this time from Senator Manuel Villar, according to Mayor Manuel Sagarbarria.

Mayor Sagarbarria on Monday said the city has already received money amounting to P2 million from Senator Villar’s Priority Development Assistance Fund (PDAF), said City Information Officer Steve Gabriel.

The city had earlier solicited more than P10 million in financial assistance from different senators for the massive development of the Rizal Boulevard, especially the construction of the boardwalk.

Last week, Senator Vicente Sotto III gave of P1 million from his PDAF while the other senators who also pitched in include Juan Miguel Zubiri, TG Guingona, Francis Pangilinan, Ralph Recto and Francisco Escudero, said Gabriel.

Mayor Sagarbarria lauded the senators for helping in the city’s development project, especially the boardwalk project which is now in full swing, considering that the Rizal Boulevard is the show window of Dumaguete, the capital city of Negros Oriental.

Meanwhile, Rep. Juan Ponce Enrile, Jr., of the first district of the Cagayan province is scheduled to visit Dumaguete on Thursday.

The Department of Education-Dumaguete City schools division has vowed to attain a zero collection of fees in the public elementary and secondary schools in the city, to include that being imposed and agreed upon by the Parents-Teachers Association (PTA).

DepEd division superintendent Dr. Ramir Uytico, however, stressed that voluntary contributions are most welcome if these are for the welfare of students.

Forced contribution is being discouraged, including the practice of some teachers to make it hard for students to get their clearances at the end of the school year if contributions are not paid off.

This developed as Dr. Uytico also ordered a thorough investigation into the cutting of mahogany, gmelina and talisay trees inside the North City Elementary School (NCES) during the conduct of the “Brigada Eskwela”.

Uytico said he was not informed about the cutting of the trees, as he directed person in charge of the physical facilities of the division to submit a report to his office this week.

NCES principal Victoria Maquiling clarified the school was issued the necessary permit to cut a number of trees that posed danger to school facilities in January this year by the Community Environment and Natural Resources Office. The cutting of the trees was implemented only during the summer vacation.

She explained this was precipitated by an incident late last year when a classroom of the NCES was destroyed by a tree branch that broke off. Until today, the classroom has yet to be repaired.

The principal further explained that due to lack of funds, the finished lumber is shared by the school and the private individual representing the cost of labor, as she denied reports that the lumber went to the wrong hands.

The decision of the Commission on Higher Education (CHEd) to phase out three curricular offerings of the Pangasinan State University (PSU) campus in Alaminos was hailed by a private college president here.

Ruben Morante, president of the PASS College, considers it a moral victory on his part after being informed that PSU Alaminos cannot offer any more Bachelor of Science in Business Administration, BS in Hotel and Restaurant Management and BS in Information Technology this school year.

CHEd Regional Director Caridad Abuan told a media forum in Dagupan City that these courses, offered by PSU Alaminos during its first year of operation in 2010-2011, are among the courses put under moratorium by her office.

She said these courses, along with BS in Nursing are considered over-subscribed courses in view of their big number of enrollment

But in the forum “Media in Action’, Abuan said PSU Alaminos can still offer Teacher’s Education this school year despite being among the oversubscribed courses, but only as an extension of the bigger PSU campus in Lingayen.

PSU Alaminos, according to Abuan, can also offer B.S. in Agriculture and Fisheries but must first secure permits from CHEd for these.

Morante said he feels vindicated after being threatened with a libel suit by Alaminos City Mayor Hernani Braganza for questioning the legality of PSU Alaminos and insinuating that graft could have been committed in the transaction between the Alaminos City and PSU.

House Bill 1460 or the Ethnic Origin Act of 2010, asking for the inclusion of statistics of indigenous cultural groups in the national census, has passed the third reading in the House of Representatives.

Palawan 2nd District Rep. Dennis M. Socrates, who co-authored HB 1460, said that government, until this time, has no accurate and reliable data on the number of indigenous people (IP) in the country. Through the House Bill, he said the Philippine government will have a data base on the IP’s origin, dialect, and other pertinent information.

If passed, he said the Bill will direct the National Statistics Office (NSO) to cooperate and coordinate with the National Commission on Indigenous Peoples (NCIP), National Commission on Muslim Filipinos (NCMF) and the National Statistical Coordination Board (NSCB) to conduct a special survey to get the information that the government needs.

“If we have the correct data we need about our indigenous people, we can easily plan and implement programs and projects, as well as other initiatives for them to improve their lives,” Socrates said. (PNA)

Palawan Second District Rep. Dennis Socrates has filed a measure in the House of Representatives, seeking to reclassify timberlands covering nine barangays in the municipality of Aborlan, Palawan into alienable and disposable lands.

House Bill 4792, co-authored by Representatives Antonio C. Alvarez of the 1st District and Ponciano D. Payuyo of the APEC Party List, wants to reclassify a total of 5,638 hectares of timberland in the southern town of Aborlan. These are located in Barangays Cabigaan, Magbabadil, Barake, Iraan, Sagpangan, Isaub, San Juan, Apurawan and Culandanum.

Socrates said these timberland areas should have been reclassified as alienable and disposable lands a long time ago because there are large portions now being occupied by residents, who use them as farmlands and for other purposes. Other portions, he added, can also be utilized as settlement areas for residents who do not own lands.

“Like the municipal government officials of Aborlan, I believe that when the measure becomes a law, it can help the town’s economy. Lands can be opened to become more productive for agriculture and commerce. Investors will also not have second thoughts putting in capitals and establish businesses in Aborlan because lands can have titles,” Socrates explained.

The lawmaker added HB 4792 was filed in response to Resolution 17, Series of 2011, passed by the Sangguniang Bayan of Aborlan following an appeal from the Pilgrim Society of Mary and Lay Associates (PSM), Inc. and other sectors. source: PNA

Policemen have arrested a woman suspected of illegally recruiting and duping more than a hundred applicants for overseas work in a placement outfit only about 30 meters away from the police precinct of Kabacan, North Cotabato.

The suspect, Corazon Andaya, told police investigators she works for a certain Zenaida Juan of Quezon City.

Police Inspector Edwin Lacostales, an officer of the Criminal Investigation Group in North Cotabato, said corresponding cases of illegal recruitment and estafa have also been filed against Juan who, according to Andaya, operates the recruitment agency.

According to Lacostales, Andaya did not resist arrest when policemen who acted as applicants for overseas employment presented to her the warrant inside her office.

Lacostales said Andaya was with her office secretary who accepts applicants at the time of the arrest Monday morning.

The secretary was set free since she was not included in the arrest warrant.

Lacostales said that Juan, Andaya’s supposed cohort and financier, resides at Unit 117B at the third floor of Saint Andrew Building at Quirino Highway in Lagro, Quezon City.

Interviewed by reporters, Andaya said she only accepts, on Juan’s behalf, application papers of aspirants for job placement in the United Kingdom, Northern Ireland, Spain, Italy and other member-states in the European Union.

Lacostales said the police are to commit Andaya to Regional Trial Court Branch 22 Judge Laureano Alzate who issued the warrant for her arrest. (PNA)

The Armed Forces of the Philippines (AFP) and local government units (LGUs) on Tuesday stepped up their effort to assist highlanders, particularly Mamanwa tribesmen who fled their homes last May 31 in Sitio Zapanta Valley in Kitcharao, Agusan del Norte due to armed clashes between the military and the New People's Army (NPA).

Army troops of the 4th Infantry Division (4th ID) and LGUs redoubled their effort on Tuesday in extending food assistance and other needs of Mamanwa families now temporarily sheltered at Sitio Bacud in Barangay Luna, Surigao City.

Troops from the 402nd Infantry Brigade under Col. Rodrigo Diapana together with the 30th Infantry Battalion and 42nd Civil-military Operations Company facilitated the distribution of 20 gallons of water for the internally displaced persons (IDPs) in Sitio Bacud on Tuesday.

Diapana said the Army, LGUs and non-government organizations in the area assisted in making the temporary settlement of the IDPs more livable.

On Tuesday afternoon, the Mamanwa families of Sitio Zapanta Valley, Agusan del Norte revealed that they really want to return back home.

“We really want to go home because we already missed our herd most especially our farm," said Datu Anlagan, the Mamanwa tribal leader, in the vernacular.

However, the Philippine Army’s 402nd Brigade commander said that they are committed to resolving this situation immediately so that the IDPs would be able to return to their respective homes as soon as possible.

Two persons died in separate drowning incidents in North Cotabato when floods hit the region after heavy rains on Monday.
In Carmen town where the Malitubog-Maridagao River is located, 32-year-old militia man Noel Hiso drowned when he tried to cross the river after his afternoon duty at the barangay on Monday afternoon.

His bloated body was found the next morning in Barangay Kibenis, a low-lying village in Carmen.

In Magpet, a hinterland town in North Cotabato, farmer Paulino Canja, 57, also drowned when he tried to cross Tuael River, one of the province’s longest rivers, around 10 p.m., Monday.

His body was found floating along Binay River in Barangay Binay, also in Magpet town, on Tuesday morning.

In President Roxas, several houses in Barangay Poblacion and other upland villages were washed out by strong flood waters.

Several hectares of lands planted to corn, rice, and vegetables were damaged, according to Poblacion village chairman Mario Calayco.

Calayco said they heard boulders coming from the mountains after heavy rains.

When Calayco surveyed the area the next day, he was surprised to see boulders blocking the highway and damaged rice and corn fields in low-lying areas.

In Davao del Sur, at least 40 families from three towns evacuated to safer grounds when floods hit their villages, also on Monday. The affected towns included Magsaysay, Matan-ao, and Bansalan.

Reports said the flood victims were forced to vacate their houses when waters from Bulatucan River in nearby Makilala town in North Cotabato rose to as high as 10 feet.

The Department of Trade and Industry (DTI) on Monday held a caravan in the southern town of Argao, Cebu City for its Diskwento Back to School Promo program.

The program, which was designed to help the public cope with price hikes in commodities due to rising fuel prices, allows consumers to buy not only discounted school supplies, but also processed foods for their children’s snacks.

Business establishments like Julie’s Bakeshop, Cebu Bazaar, National Bookstore and Liawayway Marketing joined the caravan.

Among the program’s participating stores are Happy Mart, Aji-ichiban in Ayala and SM City Cebu, Converse in Banilad Town Center, Fooda Saversmart and White Gold.

DTI has noted an increase of two to five percent in the prices of school supplies, base don their monitoring.

”As expected, every year, there is an increase in prices,” Gladys Oro, DTI 7 trade and industry specialist, said.

Oro pointed out that the prices of school supplies also depend on the quality.

She also advised parents to look into the chemical contents of ballpoint pens and pencils, which may contain toxic chemicals.

Although the Food and Drugs Authority (FDA) are monitoring the lead content of pencils, parents should check the products themselves, Oro said.

Th EcoWAste Coalition, an environmental group, has called on officials of the Department of Education to be on the lookout for the distribution of foods containing di(2-ethylhexyl) phthalate or DEHP.

The Cebu Provincial Board (PB) on Monday unanimously passed a resolution extending its sympathy to the bereaved family of the late Cebuano former lawmaker and retired Court of Appeals Justice Regalado Maambong.

The House of Representatives earlier approved a resolution expressing its condolences to the family of the late Cebuano lawmaker.

It was authored by Rep. Eduardo R. Gullas (Cebu, first district).

The PB said all his endeavors as educator, lawyer, legislator, judge and public servant was an example of competence, integrity and dedication.

The PB added that Maambong’s untimely demise was a great loss not only to his bereaved family, but to the Cebuanos and the entire Filipino nation.

Maambong succumbed to cancer last May 27. He was 72.

His son, former PB member Victor Maambong, said he will bring the ashes of his father to the latter’s hometown in Barangay Lunas, Asturias, Cebu this week.

The younger Maambong said his family would like to keep to themselves the exact date when the ashes will be brought to Asturias, heeding his father’s wish to have a simple wake.

The retired justice’s short wake was held at St. Peter’s Memorial Chapel on Quezon Ave., and he was cremated at the Quezon City Columbarium.

The elder Maambong previously served as a commissioner of the Commission on Elections and was one of the senatorial candidates in the May 2010 elections.

Cebu Vice Gov. Agnes Magpale said they wanted to hold a necrological service at the PB Session Hall for at least one day because the late Maambong had served as a PB member from 1980 to 1984.

But before his death, he had requested his family not to hold necrological services for him.

A copy of the two-page resolution will be given to his family through the younger Maambong.

It was the request of the late Maambong to be cremated two days after his wake, but his family found it difficult to follow because of the requests from his classmates in the college of law in Ateneo de Manila and former partners in the judiciary to give them time to honor and pay homage to their colleague. Vice Mayor Rodrigo Duterte warned hooligans anew against hanging around on streets near the schools and universities.

Speaking in the public affairs program “Ato ni Bay,” on Tuesday, Duterte said criminals pretending to be waiting inside tinted cars must stay away from the streets close to schools.

He said anyone who defies his warning must have enough good reason for staying in premises close to elementary and high schools.

“I will stop and check on you and ask you about your business there. You better have good explanation when I accost you,” he said as he stressed the need to protect schoolchildren from criminal elements.

Duterte warned that he will not hesitate to point his gun on group of suspicious looking individuals inside tinted cars parked outside the school premises.

He hinted that pickpockets are easy to identify since they walk back and forth from one street corner to another with watchful eyes that always peer around.

“Stay away or I might offend you and violate your rights,” Duterte said.

The vice mayor also urged residents to avoid traffic congestion by waking early and report either to work or school before time.

He said the construction boom in the city adds to the traffic congestion and delays in the traffic flow.

Duterte also noted the additional number of children going to school added up to the slow flow of traffic during rush hour.

“You may wake up thirty minutes ahead of your usual rising time. The rising population impacts on the flow of traffic,” he said.

Duterte agreed with the city mayor for deploying more traffic enforcers on road junctions, whether or not there is a traffic signal light working.

He suggested deploying 40 additional traffic enforcers to make the traffic of the city more movable and in order. (PNA)

The 100-room Carcar Provincial Hospital in Carcar City in southern Cebu has remained unused more than one year after it was inaugurated on Aug. 20, 2009.

The Cebu Provincial Engineering Office will submit next week the fire safety requirements to the city’s Office of the Building Official.

Cebu Provincial Engineer Eulogio Pelayre said the structure is ready but they need to comply with the new code that requires all medical facilities to have a fire alarm system.

He said it does not necessarily mean that when a structure is turned over to the local government unit, it can already be used.

He said they also cannot pressure the Carcar City government to release their fire-safety permit because they are not under the province. As a component city, Carcar is under the national government.

“We will submit the requirements next week,” he said.

The provincial government upgraded the 10-bed Carcar District Hospital into a provincial hospital, making it the first hospital located in the province that has 100 beds.

Its construction began in December 2006. In January 2009, Cebu Governor Gwendolyn Garcia warned its contractor to have the facility ready by March that year or the contract would be terminated. She said the construction was already delayed.

Pelayre said the province is still working on the issuance of the occupancy permit and the number of personnel to be employed in the hospital.

Integrated Provincial Health Office chief Cristina Giango said they are waiting for Pelayre’s office to correct all deficiencies in the structure so they will have it inspected by the Department of Health (DOH).

At present, the hospital only serves outpatients. It has not admitted stay-in patients yet after it was turned over in August 2009.

For this year, the province aims to upgrade its district hospitals, with a bigger allocation for it in the current executive budget.

There are 16 hospitals in the province, with the Balamban Provincial Hospital having the highest increase in allocation.

Last year, Capitol allocated P9.6 million for the Balamban hospital. It increased the budget to P60.3 million this year.

Second in the list is Carcar. From last year’s P7.2 million, it will receive P55.6 million this year.

Bogo’s hospital enjoys the third largest allocation, at P21.2 million last year to P65.7 million this year.

Danao City’s district hospital will have a budget of P62.5 million compared to last year’s P22.9 million.

Salaries and wages account for most of the hospitals’ expenses.

District hospitals used to be operated by the national government until they were turned over to the province when the Local Government Code took effect in 1992. (PNA)
