On June 17,1961 and 1967, respectively, Lapu-Lapu,Cebu, and Lucena by virtue of Republic Act cities were declared .

Cebu was declared a city by virtue of Republic Act (R.A.) No. 3134 and Lucena, Quezon, declared a city by virtue of R.A. No. 3278.

Also on this same day in 1967, Cadiz, Negros Occidental was declared city by virtue of R.A. 4849 and Tangub, Misamis Occidental declared a city by virtue of RA 5131. Agusan was divided into two provinces- Agusan del Norte and Agusan del Sur by virtue of RA 4979. Butuan is the capital of Agusan del Norte while Prosperidad is the capital of Agusan del Sur.

Also on this day in 1863, Rafael del Pan, a lawyer, journalist politician, and the first Filipino criminologist was born in Intramuros,Manila.(PNA)
