WASHINGTON – Secretary of State Antony Blinken said Sunday he was concerned about the number of Russian troops amassing on the Ukrainian border and warned Moscow that "there will be consequences" for aggresive behavior.

"I have to tell you I have real concerns about Russia's actions on the borders of Ukraine. There are more Russian forces massed on those borders than at any time since 2014 when Russia first invaded," Blinken said during an interview on "Meet the Press" Sunday. - CNBC

Press Release
PRRD remains in good health and on top of the situation — determined to lead the country towards recovery, assures Christopher Bong Go

Senator Christopher "Bong" Go reassured the public that President Rodrigo Duterte is doing well amid malicious claims over the status of his health. Go clarified that the President continues to perform his duties and remains on top of the situation in leading the country to recovery amid the ongoing COVID-19 crisis.

Go also issued a stern warning to those spreading malicious claims about the President's health. He maintained that despite the challenges, President Duterte remains focused on getting the country through the pandemic and rebuilding the economy by ensuring that no Filipino is left behind.

"Gusto niyo ba siyang mapahamak?

The Senator called on all Filipinos to pray for the country, as well as the President's well-being amid these difficult times. He emphasized the importance of unity and cooperation in order to overcome the ongoing crisis as one nation.

"Hindi ito ang panahon ng pagsisihan kundi panahon po ng pagtutulungan. Dapat ipagdasal natin ang ating kapwa Pilipino at ipagdasal natin ang ating mahal na Pangulo. Ang ating mahal na Pangulong Duterte ang totoong nagmamalasakit at nagmamahal sa kanyang kapwa Pilipino," he said.

Go, who also serves as Chair of the Senate Committee on Health, further urged everyone to include in their prayers the many medical workers who are on the COVID-19 frontlines, sacrificing their well-being to help save lives.

"Ipagdasal din natin ang lahat ng mga frontliner na patuloy na sumusugpo sa pandemyang ito ... na sana ay patuloy tayong magkaisa at sumunod sa mga patakarang itinakda upang hindi na lalong kumalat pa ang sakit," he said.

Recognizing their equally important contributions, the Senator also lauded essential workers whose roles allow society to weather the challenges brought by COVID-19.

"Kilalanin din natin ang kagitingan ng mga barangay workers, community volunteers, market vendors, drivers, mga magsasaka at mangingisda, mga ordinaryong manggagawa at iba pang mga Pilipino na nakikipaglaban rin para sa kalayaan---kalayaan mula sa sakit, kalayaan mula sa krimen, at kalayaan mula sa gutom at kahirapan," he said.

From Presidential Spokesperson Harry Roque -

NCR Plus placed under MECQ until end of April 2021

The Inter-Agency Task Force on Saturday, April 10, 2021, placed the National Capital Region (NCR), Bulacan, Cavite, Laguna, Rizal under Modified Enhanced Community Quarantine (MECQ) beginning April 12 until April 30, 2021.

Meanwhile, Abra shall be placed under MECQ and Quezon under General Community Quarantine (GCQ) from April 12 to 30, 2021.

For MECQ-NCR Plus, dedicated COVID-19 beds in isolation, quarantine and health facilities must be increased through the joint effort of the Department of Education, the Metropolitan Manila Development Authority, the Department of Public Works and Highways, and the Department of Health.

There must be an adequate number of COVID-19 dedicated beds, complementary health human resources, and well-coordinated triage and referral systems in place at the local government units (LGUs), isolation and quarantine facilities, and health facilities.

Hospitals must also be decongested through the partnership of hospitals with temporary treatment and monitoring facilities / step-down facilities for mild/moderate care or home care, provided there is proof of capacity to do adequate quarantine/isolation.

LGUs in the NCR Plus are likewise enjoined to set-up their respective local telehealth triaging systems equipped with sufficient medical personnel available to provide immediate medical and patient referral advice.

In addition, the Philippine Health Insurance Corporation must ensure the continued responsive and timely payment of reimbursement claims for COVID-19.

Another measure that must be implemented in the NCR Plus during the MECQ period is enjoining the LGUs to prioritize the generation of demand for vaccination to those with highest risk for severe disease and death, particularly Priority Groups A2 and A3 of the National Deployment and Vaccination Plan for COVID-19.

Finally, the Department of Labor and Employment and the Department of Trade and Industry are directed to ascertain the number of employees who may undertake alternative work arrangements and its impact on the maximum carrying capacity of the subject area.

DOH PRESS RELEASE
PR No: 2021-04-10-01
10 April 2021

DOH, FDA: SERIOUS ADVERSE EVENT FROM CALOOCAN CITY NOT CAUSED BY COVID-19 VACCINE
Press Release | 10 April 2021

On April 8, a social media post alleged that a 54-year-old male from Caloocan City experienced a serious adverse event after his vaccination with the COVID-19 vaccine. Upon receipt of the said report, the Department of Health (DOH) immediately alerted the Regional Adverse Events Following Immunization Committee (RAEFIC) to conduct a causality assessment to determine if the vaccine had indeed caused the reaction.

Following the conclusion of the causality assessment conducted by the RAEFIC, as concurred with by the National AEFIC, the DOH and the Food and Drug Administration (FDA) today report that: (1) the COVID-19 vaccine DID NOT cause the stroke, (2) the adverse event is inconsistent with the causal association to the vaccine, and (3) the adverse event is coincidental to underlying or emerging conditions of the patient.

With this, the DOH and FDA remind all vaccination sites to strictly follow screening protocols in the assessment of potential vaccine recipients. The public is also called on to fully disclose their underlying conditions during registration for the COVID-19 vaccine.

The DOH and FDA strongly emphasize that vaccines are SAFE and EFFECTIVE in affording protection against COVID-19 and in preventing the severe form of COVID-19. With the expansion of the national vaccination program to cover senior citizens and persons with comorbidities, the DOH and FDA likewise urge the public to avail of the FREE COVID-19 vaccines to acquire the protection it provides not only for yourselves, but also for your families.

1) Laging magsuot ng face mask at face shield;

PASIG CITY — In response to the continued surge in COVID-19 cases in the National Capital Region (NCR), the government is recalibrating its immunization program wherein it will focus limited vaccine supplies in areas with high infection rates such as the NCR and nearby provinces.

In an online press briefing on Tuesday, April 6, Secretary Carlito Galvez, Jr, Chief Implementer of the National Task Force (NTF) against COVID-19 and Vaccine Czar said that building herd immunity in high-risk areas such as Metro Manila could address the spike in local transmissions.

According to Galvez, this approach was proposed by medical experts during recent consultations spearheaded by the Task Force.

He pointed out that inoculating at least five million individuals in Metro Manila will jumpstart the process of achieving herd immunity and will enable the government to offset slippages in vaccine deliveries.

"Sa ngayon, nakikita natin na 'yung target na herd immunity of 70 million, with slippage of [vaccine] production, most probably baka bumaba tayo ng 50% [entire PH population]," he said.

"Mas maganda sa focus areas tayo para just in case magkaroon tayo ng slippage [vaccine delivery], kailangan 'yung mostly affected areas, economic centers, at vulnerable areas 'yung tirahin natin," Galvez added.

Press Statement: Statement of Presidential Communications Operations Office Secretary Martin Andanar on his complete recovery from COVID-19

I am pleased to share that I have fully recovered from COVID-19 after undergoing a 14-day home quarantine.

I thank the Lord for this blessing of being able to overcome the virus. I am also very grateful for my family, loved ones, and colleagues, among others, for all their support and prayers while I undertook my recovery.

Despite my clean bill of health, I will still observe another 5 days of voluntary quarantine to ensure the safety of those around me and those I will come into contact with.

With this, I call on those who have contracted the virus to remain strong-willed and to be hopeful of their recovery. And to trust that our Divine Creator will hear our prayers of healing and health.

We continue to remind everyone to observe all health protocols for us to be on the road towards our collective recovery as a nation from this pandemic.

ON this day, 500 years ago, Rajah Humabon, the ruler of Cebu, allowed the planting of a Christian cross in Cebu.  This was to consecrate the gravesite of one of Magellan's men, apparently stricken by scurvy. Humabon witnessed a Christian funeral ceremony, intentionally made pompous by the Spaniards to get his attention.

Scurvy was contracted by a number of Magellan's men because of vitamin C deprivation.  It is fatal as it causes blood infection.  If not of the compassion shown by our ancestors--first in Homonhon, Guiuan, Eastern Samar, then in Limasawa, and then later in Cebu--Magellan and his men could have died or weakened of starvation, dehydration, fatigue, and lack of nutrients from almost four months of traversing the Pacific with no decent food and water.  "In a time of warring empires and transoceanic voyages, sailors dreaded scurvy more than any other disease," said Science journalist Catherine Price in her article "The Age of Scurvy" (2017) on Science History Institute.  Access her article here: [https://bit.ly/3fxwjET].

In the evening, another man died.  He was buried at the same site consecrated earlier.  After which, Magellan's men unloaded merchandise and traded these wholesale to Humabon. "Those people live in accordance with justice, and have weights and measures, said Antonio Pigafetta," chronicler of the expedition.  Pigafetta also took the opportunity to observe everything he could in Cebu--from musical instruments, houses, down to the decorative seashell chamber called laghan (Nautilus pompilius).

Legarda files bill to protect resources in pandemic

"For decades, the debate has been whether to choose the economy over conservation of natural resources. This is a false dichotomy," Loren Legarda, Deputy Speaker of the House of Representatives, said. "The economy and all of society are fully and entirely dependent on resources — our natural capital that include our forests, wetlands, and other ecosystems."

House Bill (HB) 9181, or the "Philippine Ecosystem and Natural Capital Accounting System Law of 2021," includes "externalities," which are not valued as capital in the national income accounts system.

THIS NEEDS TO BE SHARED WIDELY, and ADDRESSED IMMEDIATELY.
Posted by Janneke Agustin

This is currently happening and we owe this to our medical frontliners - handling Mental Health cases and Covid cases and all the patients and their families affected by this.

Accordingly (inside info), NCMH was ordered by DOH Sec. Duque to provide 1000 beds to covid patients. You read that right -- National Center for Mental Health.

Here are the specific issues:

1. Compromised safety of the mental health patients (psyche ER is in the same building as the Covid facility).

2. Manpower complement, kulang sila at di well-equipped ang medical staff to handle Covid cases; they are not confident to handle Covid patients. May mga umiiyak na.

3. Walang maayos na facility.

4. Kulang ang logistics.

5. Marami nang na-infect na healthcare workers and in-patients.

6. Problem with the internal referral system of NCMH because they need to restructure the admission process.

7. Walang maayos na guidelines ng Covid facility, walang manual of operations man lang.

Let's call on NCMH Medical Center Chief, NOEL REYES, to make this right. Apparently he is the one calling the shots at this time.

Press Release: Latest Status of COVID-19 testing in Metro Rail Transit (MRT) Line 3, Light Rail Transit (LRT) Lines 1 and 2, and the Philippine National Railways (PNR), as of 08 April 2021

In order to ensure the safety and overall well-being of commuters, and to further avert the spread of COVID-19 especially to rail workers, Transportation Secretary Arthur Tugade has ordered for the mass testing of all railway personnel, based on risk and targeted approach, and instructed railway operators that the following personnel will immediately undertake the necessary isolation and quarantine:

1. Those who tested positive
2. Those who are still awaiting test results
3. Those identified as close contacts of confirmed cases
4. Employees exhibiting any symptom of COVID-19

Following the resumption of operations on 05 April 2021, the MRT-3 is running under limited capacity, with the deployment of 10 to 12 trains, while the LRT-2 line dispatched five (5) trains, and the LRT-1 has deployed 17 trains.

Meanwhile, the PNR will resume operations on Monday, 13 April 2021, after the scheduled completion of the mass testing of its personnel, as well as the re-integration procedures over the weekend, and will be deploying 10-12 trains.

To assist commuters and augment the rail line's limited operations, the DOTr road sector has deployed additional PUVs along the rail line routes, to ferry those affected passengers to their destination.

Other initiatives that are still implemented and made available are the Free Ride for Healthworkers and Medical Frontliners, and the Free Ride for Authorized Persons Outside of their Residences (APORs) on jeepney routes operating under the LTFRB Service Contracting Program.

The DOTr and its attached agencies in the Railways sector enjoin all its stakeholders to fully cooperate with the national government and health authorities, and abide by preventive measures and health and safety protocols in place.

READ: Statement of Presidential Spokesperson Secretary Harry Roque on why President Rodrigo Duterte had no public event to commemorate Araw ng Kagitingan and on claims that the recent photos of President Duterte are photoshopped.

The President's critics are asking why President Rodrigo Duterte has no public event to commemorate Araw ng Kagitingan.  Lest they forget, we are under community quarantine, where gatherings are not encouraged.

In addition, active cases of COVID-19 remain high and we have to ensure not only the safety of the President but also the physical well-being of the staff and the security in charge of the coordination and preparation of the presidential engagement or event.

As to claims that the recent photos of President Duterte are photoshopped, those who made noise on the matter are the usual detractors of the Chief Executive who see nothing good in what he does. Let them be.

Philippine History / Story of Baybay
April 10, 2021, 07:05:50 AM
"The story of Baybay in the first circumnavigation of the world must be treated with utmost care. If you will read the account of Antonio Pigafetta, the chronicler of the Magellan-Elcano expedition, and the logbook of pilot Francisco Albo, Baybay was described as a separate island from Leyte. Pigafetta was not clear whether the expedition approached Baybay, but Albo observed how contiguous the land area was, with highlands seen from afar.

"This kind of impression was not isolated to Baybay. Pigafetta, from which we rely upon much of our story in 1521, also mistakenly recorded that Hinunangan, a town in Southern Leyte province, was a separate island from mainland Leyte. Nonetheless, we cannot accuse Pigafetta or Albo of being erroneous for what they thought was true at that time for them. But how do we know? This can be answered by the science of History.

"History details what actually happened based on credible sources like written accounts or recollections recorded straight from those who witnessed the event as it unfolded before their eyes. These materials known as primary sources need an expert to make sense out of them, on top of establishing their origin and understanding them, because Pigafetta's original accounts are in Italian and French, while Albo's logbook is in Spanish. Here, the expert, which we call historian, provides us a semblance of what actually happened: like when Pigafetta and Albo thought Baybay was a separate island from Leyte. But in processing what actually happened, History reminds us to be emphatic: that at that time, these people, like Magellan, had no idea of the islands of our ancestors primarily because these weren't yet included in the world map. So, here, we realize how fortunate we are to have precise Google Earth on our iPhones or Android phones. The fact of the time was that Magellan, Pigafetta, and Albo helped improved map-making in the last 500 years. It is tantamount to 500 years of understanding our home planet, and as a Filipino we will mark every place and site in the Philippines, like Baybay, to remind us and the whole world how we contributed to moving the human race forward.

"On the other hand, History teaches us to think and feel like Filipino. In these quincentennial milestones, we struggle to locate ourselves in this global commemoration. Previously, when we hear Magellan and the year 1521, we always look down on ourselves as a people 'discovered' by the Europeans. This 2021, the National Quincentennial Committee aspired to enliven that Filipino in each and every one of us—that we already have culture, society, and history thousands of years before Magellan came. Our territory may be absent in the European maps, but that does not mean we are nothing. When Jose Rizal wrote Philippine History from our own lens and voice in 1889, he reminded us that "The first thing noticed by Pigafetta, who came with Magellan in 1521, on arriving [in] the Philippines... was the courtesy and kindness of the inhabitants and their commerce." Pigafetta recorded how our ancestors exhibited compassion and kindness to the starving, undernourished, dehydrated, and dying crew of Magellan during their first meeting in Homonhon. If they ignored these foreigners, maybe the Catholics have nothing to celebrate like the 500 Years of Christianity or even having this occasion in Baybay or as a nation, we cannot identify a towering event that partly inspired the founders of the Filipino nation in 1896-1899: the 500th anniversary of the Victory at Mactan, or up until now, a lot of us still believe that the earth is flat, or global network and exchanges will not come into fruition.

"Let me emphasize that we can still commemorate the achievement of humanity and science in circumnavigating the earth for the first time while celebrating the memory of our ancestors and educating our own people and the foreigners of our history and identity.

-Usec. Anthony Gerard Gonzales
Office of the Presidential Assistant for the Visayas and Member, National Quincentennial Committee

By ex-Senator Loren Legarda
Do you know that the muscovado industry in my home province of #Antique dates back as early as the 18th century and it is the province's biggest industry?

That's why as a staunch advocate for #msmes development, I always ensure to give the much-needed support to organizations like the Laua-an Multi Purpose Cooperative (LMPC) of Laua-an town which is home to the most modern muscovado processing plant in the whole of Panay.

Through the DTI's Shared Service Facilities (SSF), we were able to provide for them packaging equipment and market exposure by inviting them to different national fairs like the Department Of Trade And Industry 's National Arts and Crafts Fair (NACF) and the Philippine Harvest organized by the Department of Tourism - Philippines.

Named after the town's yearly festivity, LMPC produces the 'PAHINIS' muscovado sugar brand - the banner product of Antique. With continued support, we can be confident that our #sugarfarmers are able to continue their livelihood which have been passed on to them by their forefathers, and more importantly, meet their needs especially during these difficult times.

PRESIDENT Rodrigo Duterte has maintained high approval and trust ratings over a year into the country's coronavirus crisis that has disrupted the lives and livelihood of millions of Filipinos, an independent pollster has found.

In the first quarter poll conducted by PUBLiCUS Asia Inc., Duterte registered an overall approval rating of 65 percent, nominally lower that his 70 percent score in the survey conducted in December last year.

LGU Philippines / LC Map of Ormoc City
April 10, 2021, 06:49:06 AM
The LGU Ormoc ENRO had a meeting with DENR Palo for the discussion regarding Ormoc City's mangrove area using the official LC Map of Ormoc City. This has to do with the FLUP proposal of the City that is currently deliberated at the committee level of the Sangguniang Panglungsod of Ormoc City.

It was also brought up by DENR that the area demarcation to locate the areas where boundary posts should be installed, for the boundary delineation between Ormoc and Albuera was only upto the highway. So the DENR suggested for LGU to continue same from the highway to the bay. The coordinates are available for geodetic LGU to continue the work. - press release

3 VEHICLES IMPOUNDED TODAY AS I-ACT INTENSIFIES ITS ANTI-COLORUM OPERATIONS DUE TO HEALTH HAZARDS POSED BY ILLEGAL TRANSPORT ACTIVITIES

The InterAgency Council for Traffic - IACT for Traffic (I-ACT) is enhancing its anti-colorum activities as illegal transport activities pose health hazards and increased virus transmission during community quarantine season.

I-ACT SOT, comprised of operatives from I-ACT, PCG, PNP-HPG and LTFRB conducted an anti-colorum operation, on top of its traffic laws and health protocols enforcement in San Jose Del Monte, Bulacan this morning. Among the 3 vehicles impounded today were 2 illegal shuttle vans and 1 jeepney without special permit.

Additionally, 9 private motorists were issued tickets, most of them were riders plying the roads without wearing appropriate motorcycle helmet.

Also inspected during the duration of the said operation were trucks which according to reports are being used to illegally transport civilians to Metro Manila and nearby provinces. An LTFRB-led operation conducted last week in Bicol apprehended colorum vehicles and trucks which were used to transport civilians amid the travel restrictions imposed during quarantine period. Alarmingly, 79 passengers of the said apprehended colorum units were found out to be positive of the COVID-19 virus - a disturbing conclusion that colorum operations not just illegally transport people but also transport virus and other health hazards.

I-ACT assures the public that it will increase its road inspections especially its anti-colorum operations to answer the increase of illegal transport activities in the region.

A quick update on the tropical wave south of Guam. There is a solid split in model guidance with some taking the developing low north as a much stronger storm near Guam. Yet CMC and ECMWF keeps it south and pulls it towards the Philippines. The option of a more westerly tracking storm seems to be more likely but really at this time there is still a very large amount of uncertainty on where, when and how strong this storm could or would become.  Thus deep breaths and stand by.  -Robert https://westernpacificweather.com/

DOTR, PPA TO CONVERT QUARANTINE FACILITIES AT PIER 15, PORT OF CAPINPIN INTO ISOLATION FACILITIES TO HELP COVID-19 PATIENTS

As major hospitals in Metro Manila and in nearby areas are currently operating beyond their full capacity, the Department of Transportation (DOTr), together with the Philippine Ports Authority (PPA) has initiated the conversion of two of its quarantine facilities into isolation facilities to help the medical community accommodate and treat COVID-19 patients.

To be converted are quarantine facilities at the Eva Macapagal Super Terminal in Pier 15, Manila and the Port of Capinpin Quarantine Facility in Orion, Bataan— two facilities that were established through the generous donation of the Lopez Group of Companies. Both are currently being managed by the DOTr Maritime Sector. The move aims to immediately respond to the urgent need of hospitals and other medical facilities, which are now full with COVID-19 patients being treated.

*"Sa paraang makatutulong ang Kagawaran ng Transportasyon, hindi 'ho kami mag-aatubili diyan. Hindi bale nang masabi na 'this is beyond our mandate.' This situation is a medical emergency. Kaya't bubuksan, patutuluyin at aarugain natin sa ating mga pasilidad ang mga kababayan nating nangangailangan ng tulong. Wala 'ho tayong pipiliin,"* DOTr Secretary Arthur P. Tugade expressed.

The Eva Macapagal Super Terminal in Pier 15 was converted into a COVID-19 Treatment Facility equipped with medical requirements for treatment of COVID-19 patients. The facility has been turned over by the PPA to the Philippine Coast Guard (PCG) in April 2020.

It has a total of 211 cubicles distributed in different zones to accommodate patients with mild, advanced, and severe COVID-19 infections. The facility is also equipped with hospital beds, portable toilets, cargo containers for showers, and open-air dining facilities.

Meanwhile, the Port Capinpin Quarantine Facility in Orion, Bataan, will also be converted into an isolation facility for COVID-19 patients. The quarantine facility, formally commissioned in October 2020, was initially intended to accommodate seafarers participating in crew change activities, returning Overseas Filipino Workers (OFWs), as well as non-OFWs.

It has a 124 – bed capacity which includes 25 cubicles intended for high-risk individuals and separated by a fully-equipped Nurse Station. Moreover, 2 rooms with 12 bunk beds each are likewise allotted for medical frontliners.

*"We need to extend help to our healthcare facilities. Gusto nating matulungan ang nga healthworkers natin, maging ang ating mga kababayan na tinatamaan ng COVID. As we open these isolation facilities in Pier 15 and Port Capinpin, rest assured that we will implement stringent protocols to ensure the safety of all patients,"* PPA General Manager Jay Daniel Santiago said.

In a meeting with the Task Group on Isolation/Quarantine facilities, headed by NTF Deputy Chief Implementer Vince Dizon, concerned agencies, including the DOTr and PPA, have agreed that the Department of Health (DOH) will provide the manpower and equipment needed for the operations of the said isolation facilities. Series of inspections are also being conducted to determine the requirements for the conversion.

The Eva Macapagal Super Terminal and Port Capinpin Isolation Facilities are targeted to be operational on Friday, 09 April 2021.

MANILA, Philippines — The Philippine National Police has suspended face-to-face media interviews and press conferences as the number of PNP personnel contracting COVID-19 keeps increasing.

PNP chief Gen. Debold Sinas imposed the directive on Tuesday to protect police officers and journalists covering the police beat.

The directive was initially in effect at Camp Crame in Quezon City following a surge in COVID-19 cases but is now being implemented nationwide, based on Sinas' latest order. Journalists can still conduct interviews through phone and virtual platforms.

Rep. LEGARDA files Bill on Ecosystem and Natural Capital Accounting

Three-term Senator, now Deputy Speaker Loren Legarda, filed a bill seeking to develop and implement an ecosystem and natural accounting system that applies to the Philippine environment, giving importance to the role, value, and impact of the country's natural resources on the economy.

"For decades, the debate has been whether to choose economy over conservation of natural resources.  This is a false dichotomy. The economy and all of society are fully and entirely dependent on natural resources—our natural capital that includes our forests, wetlands, and other ecosystems," Legarda said.

House Bill 9181, otherwise known as the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Law of 2021, will include what was formerly considered "externalities," not valued as capital, in the national income accounts.  Conventional national income accounting systems measure economic performance by determining the value of goods and services produced in a country and aggregating them to develop economic development indicators, such as the Gross National Product (GNP) and Gross Domestic Product (GDP).

Legarda explained that "the goods and services included in this accounting system are those that are "marketed," the prices of which are the basis for estimating the value that is then included in computing economic indicators. This methodology thus reflects the goods and services produced, sold, and bought in the economy. However, these goods and services are almost entirely reliant on the goods and services that the natural environment generates.

"Consumption benefits of products and amenities provided by the natural environment, waste disposal services, and pollution are part of producing marketed commodities but are not valuated (positively or negatively) and reflected in national income accounting.  While it is difficult to undertake this valuation, and many would say it would tend to commodify what is priceless, the lack of such valuation has led to the appreciation of these services as having zero instead of priceless value," Legarda said.

Indicators and standards generated by the national income accounting system are considered vital information for economic management and policymaking. They serve as the basis for socio-economic planning, formulation of development programs, and policy analysis to aid legislation, among others. Legarda stressed that it is important that the national income accounts reflect a more accurate state of development and economic performance of the country and should incorporate both environmental and non-environmental economic inputs and outputs for policymakers to make responsive, relevant, and effective laws, plans, and programs necessary for national development.

"The bill, when passed into law, will allow government planners to have a full understanding of the natural capital available and expendable in the pursuit of national goals.  For instance, there has not been an accounting of whether our legally harvested sand and gravel will suffice to meet the needs of both the Build Build Build program and the demands of the private sector.  Good housekeeping requires that you budget what you have and not live beyond your means.  It is the same for national patrimony.  Not taking into account how much we have and how to allocate it drives our ecosystems to ruin. The climate crisis and biodiversity losses that could potentially lead to the next pandemic highlight the urgency of having this bill approved and implemented," Legarda concluded.

The proposed measure adheres to the United Nations System of Environmental-Economic Accounting (SEEA), which the UN introduced in 2006 and has been continuously advancing further with the adoption of the SEEA Ecosystem Accounting in March 2001 and the UN collaborative project with other organizations on Natural Capital Accounting and Ecosystem Valuation that will end in 2021.

A Working Group of experts on environment and natural resources, economics, management, and science and technology from the Climate Crisis and Sustainable Development Network (CCSDN) and the former Sustainable Development Committee of the Management Association of the Philippines (MAP) assisted in drafting the bill. They include Dr. Marian delos Angeles, Dr. Corazon Claudio, Dr. Laura David, Ms. Maricor Ebarvia, Dr. Angelina Galang, former NEDA chief Dr. Cielito Habito, Dr. Ben Malayang, and Ms. Rina Ma. Rosales.***

Philippine Government / Araw ng Kagitingan 2021
April 09, 2021, 12:51:14 PM
Press Release: "The President's critics are asking why President Rodrigo Duterte has no public event to commemorate Araw ng Kagitingan.

Let them be."

Notably, this year's March collection is higher than the P44.6 billion March 2020 actual collection by 22.1% or P9.8 billion.

Thirteen of the seventeen collection districts exceeded their target for the month of March namely, the Port of San Fernando, Port of NAIA, Port of Batangas, Port of Iloilo, Port of Cebu, Port of Tacloban, Port of Surigao, Port of Cagayan De Oro, Port of Zamboanga, Port of Davao, Port Subic, Port of Clark, and Port of Limay.

VELASCO: COVID-19 OFFERS UNIQUE OPPORTUNITY TO ADDRESS SOCIOECONOMIC INEQUALITIES

As COVID-19 continues to ravage lives and livelihoods across the globe, Speaker Lord Allan Velasco on Monday urged the international community to take a collective effort to address socioeconomic inequalities further exposed and exacerbated by the pandemic.

"Even as this pandemic severely tests our respective health systems and economies, it can yet be our collective opportunity to harmoniously usher long-needed and wide-ranging socioeconomic reforms toward a definitive and sustainable path," Velasco said in his remarks delivered virtually during the 2021 Global Parliamentary Workshop organized by the Paris-based The Parliamentary Network on the World Bank and International Monetary Fund (IMF).

Velasco added: "The pandemic continues to surface the fact that we are all interconnected. Individuals, communities, and nations form a chain, and we all have the responsibility to assure that our own link is not the weakest in the midst of this global threat."

The workshop served as a venue for legislators from all corners of the planet to engage in a dialogue with World Bank and IMF senior management to share lessons learned and strategies looking forward to achieve a sustainable and inclusive COVID-19 recovery and strong country outcomes.

Velasco led the House delegation to said workshop, which included Committee on Ways and Means Chair Joey Salceda, Committee on Banks and Financial Intermediaries Chair Junie Cua, and Deputy Minority Leader Jose Christopher "Kit" Belmonte.

Addressing his fellow legislators around the world, Velasco said the COVID-19 crisis offers a unique opportunity to "finally address long-standing social, economic and health inequalities."

"As parliamentarians, we have the means to reallocate resources to where they can help our respective populations the most," Velasco said, as he cited the need to come up with policies that would "benefit the unemployed and the informal sector, and support the marginalized, especially the young, the poor and women."

One of the country's top legislators also underscored the exigency to shift more investments to food security, and to establish resilient health systems, provide relevant education and deliver responsive social protection programs.

Under Velasco's leadership, the House of Representatives passed several legislation designed to boost the government's response to the public health crisis, such as the P4.506-trillion 2021 General Appropriations Act and the COVID-19 Vaccination Program Act, which was principally authored by Velasco in the lower chamber.

Velasco is also pushing for his own version of the Bayanihan 3, which proposes a well-targeted and proportionate stimulus package worth P420 billion to help struggling Filipinos and revive the country's pandemic-ravaged economy.

According to Velasco, a whole-of-nation approach is necessary to address health and socioeconomic inequalities. "Effective coordination should be non-negotiable on all levels—local, regional, national, and global," he said.

"Because of our shared goals, it should be easy to promote coalition building, and in so doing smoothly share technologies, exchange manpower, and align financing," Velasco pointed out. "This will enable us to respond to both the urgencies of the present time and the projected demands on our health systems and economies, post-pandemic."

To buttress institutions and earn the trust of the people, Velasco suggested the use of technology in ensuring up-to-date, useful and reliable information to support government decisions, plans and systems.

"Government must be the beacon of hope and stability during all crises, but especially during the present COVID-19 crisis," Velasco said.

"Government must inform the people well, pursue restructuring of itself, and utilize resources toward a solid and sustainable economic recovery," he added. #18thCongress #PartnersForChange

READ: Statement of Presidential Spokesperson Secretary Harry Roque on PhilHealth

President Rodrigo Roa Duterte directed the Philippine Health Insurance Corporation (PhilHealth) to expedite the payment of valid claims of hospitals today, April 8, 2021.

Philhealth in turn approved the application of a Debit-Credit Payment Method (DCPM) to facilitate the settlement of accounts payable to Health Care Facilities (HCFs) during the state of public health emergency due to the COVID-19 pandemic.

HCFs eligible for DCPM must be located in IATF and NTF identified regions, such as the National Capital Region, Batangas, Bulacan, Cavite, Laguna, Pampanga and Rizal. These HCFs must likewise have no Interim Reimbursement Mechanism Fund balance on record. They must be attending to COVID-19 patients or providing the SARS-COV-2 testing package and their accreditation is not suspended during the applicable period.

Through this measure, we are confident there would be continuous delivery of healthcare services, especially in identified areas of concern, amid the rising number of coronavirus active cases.

Statement of former Senator, now Deputy Speaker, Loren Legarda on the continuing Asian American attacks

"There should be no place for hate for or discrimination against any race in our world today.  Instead, there should only be respect for human rights, dignity and equality among us.

We stand strong with our fellow Filipinos and fellow Asians during these trying times, made even more difficult by the ongoing pandemic, as we recognize the vast contribution of Asians in international relations and economic development, as well as in the progress achieved by the international community in the areas of science and health, food security, agriculture, technology, and even in culture and arts .

We thank the Biden administration for its swift action to prevent further attacks, as this means a lot to all Filipinos who have relatives who are working or residing in the United States.

We further appeal, however, for the immediate prosecution of the perpetrators as the rule of law is the ultimate way to deter the commission of similar attacks in the future."

BPLO LEADS INSPECTION OF BUSINESS PERMITS COMPLIANCE

Press Release - BORONGAN CITY, Eastern Samar, April 07, 2021 (BCIO) - Two months after the Business Permit and Licensing Office (BPLO) opened for this year's renewal of business permits, a joint inspection team headed by the same office have begun.

This is to ensure compliance of business establishments in the city of all business owners and operators.

Mr. Cheyney Ibarbia, BPLO head, said that it is important to check on the obedience of business operators because it is the mandate of the law.

"During our rounds, we check on the establishments' continuing compliance to health and safety standards, or, if they abide by the laws, rules and regulations. We also see to it, that the business establishment is paying the right taxes due them," Mr. Ibarbia said.

The inspection is based on Department of Interior and Local Government (DILG) Memorandum Circular No 2016-01 which  mandates the conduct of business establishments' inspection.

The team is composed of representatives from the office of Bureau of Fire Protection(BFP), City Building Official, City Treasurer and Sanitary Inspector.

Ibarbia pointed out that any business establishment caught to be non-compliant, will mean closure of their business establishment.

However, to prevent such harsh action, City Mayor Jose Ivan Dayan C. Agda plans to facilitate the licensing service and make it available in barangays next year, it was learned.

"BPLO, just like the Assessor's Office, Civil Registry and Health will go down to barangays where our services are needed, in order to ease up the worries of business operators in coming to the City Hall," Mr. Ibarbia stressed.

"This is also one way to zero-in certain reasons or perhaps, alibis for not obtaining business permits, land titles, and birth registrations," he added.

The team has so far visited some northern barangays and for the month of April, the barangays in downtown area are the target areas to be inspected next. #

In February 2019, I visited the Calawag Mountain Resort in Tibiao, Antique. Located in the beautiful wooded highlands of Tibiao along the river, the mountain resort is one of the most serene and enchanting places in my home province where you can enjoy nature, food, and adventure that the resort can offer.

Tibiao is also home to local weavers whom I have helped through the Shared Service Facilities Program of the DTI.  They have since become beneficiaries of the construction of a weaving center by PHILFIDA, and participants in the various national fairs organized by DTI and DOT. I am also proud that two of the weavers from Tibiao went to Geneva to participate in the Hibla Traveling Exhibition, my brainchild, in partnership with the National Museum of the Philippines and the Department of Foreign Affairs.

Visitors can also explore the town's rich pottery industry as it is the home to the biggest supply of clay. The crafts of our best potters in the province are showcased in the annual Maninihon Festival celebrated every February.

We also hope to have our own marine hatchery in Tibiao once the bill I filed HB 8263, establishing a multi-species hatchery which will also serve as training facility that will showcase innovations and will improve fisheries productivity in the province, is approved by both Houses of Congress.

As we are still in the midst of the pandemic, I hope that you will add Tibiao in your travel bucket list. You will surely enjoy this town as a cultural, art, heritage, and tourism destination.

Philippine Daily News / Nasaan Ang Pangulo?
April 08, 2021, 04:58:22 PM
Filipino netizens once again questioned the absence of President Rodrigo Duterte from the media by making the hashtag #NasaanAngPangulo a trending topic on Twitter.

Netizens speculated about Duterte being dead after he canceled his weekly national address twice this week.

His last public appearance was on March 29 when he welcomed the delivery of one million doses of CoronaVac vaccines.

According to Presidential Spokesperson Harry Roque, the President postponed his public address "in light of the rising number of active COVID-19 cases."

"The physical safety of the President remains our utmost concern," Roque stated.

"In addition, the preparation for the Talk to the People Address entails [staff complement] and we also take due consideration of their well-being," he went on.

Moreover, Duterte's close ally, Sen. Christopher "Bong" Go, disclosed that the regular public address was postponed after 45 members of the Presidential Security Group tested for the coronavirus.

Go said that "there is nothing to worry about" as Duterte was in "good health."

Our colleagues from the isabela City Tourism in Basilan received the Tagima (Basilan) quincentennial historical marker, from the Philippine Navy via BRP Ivatan. It is the 25th of the 34 markers of the National Historical Commission of the Philippines along the route of the first circumnavigation of the world. Last week, BRP Tarlac brought to Zamboanga City the historical markers for Tagima, Cagayan (now Mapun, Tawi-Tawi), and Sulu, the last two were already picked up by the Municipality of Mapun and Provincial Government of Sulu. These markers will be unveiled in October 2021.

On this day, 500 years ago, Rajah Humabon of Cebu and his court met the emissaries of Ferdinand Magellan (which included Enrique, the Asian translator of the latter). This, after Humabon--the most influential ruler in the region--permitted not Magellan and his crew to land in Cebu the day before. One must recall that Magellan, upon arriving in Cebu port, had nothing to present as tribute to the rajah. The rajah was neither impressed nor shaken by the braggadocio of Magellan that the latter was sent by the most powerful king on earth.

The emissaries told Humabon that Magellan "wished only to trade with him and with no others," said Antonio Pigafetta, chronicler of the Magellan-Elcano expedition.  They also heeded the conditions set by the rajah: that Magellan must enter into blood compact (kasi-kasi) with him, if he was sincere in building friendship (thus, waving the tribute collection), and present tokens of friendship.

Magellan and the rest of the first circumnavigators were still not allowed to land in Cebu until the conditions had been met. Despite this, Humabon was still generous for sending food and drinks to the foreigners since their arrival. Diplomacy-like customs in Cebu were observed, thus, taking the personal meeting of Humabon and Magellan several days more.

From Presidential Spokesperson Harry Roque -
Press Release

President Rodrigo Roa Duterte remains fit and healthy for his age and we thank the Filipino people for voicing their concern and wishing the Chief Executive's strength and good health during this time of COVID-19 pandemic as he continues to discharge his functions as head of the government.

We likewise express our gratitude to the Filipino people for making President Duterte the most approved and the most trusted national public official in the country with 65% approval rating and 55% trust rating, respectively, according to an independent non-commissioned survey conducted from March 20 to 29, 2021.

The latest survey results send a clear message that our people are generally happy with the leadership and performance of the President.  This strong public confidence would certainly motivate and inspire the President, along with the members of the Cabinet, to work harder to serve the people, especially during this time of global health crisis.

MAYOR AGDA URGES BARANGAY FOLKS TO RECEIVE COVID-19 VACCINE

Press Release: BORONGAN CITY, Eastern Samar, April 8, 2021 (BCIO) - For the third time, city Mayor Jose Ivan Dayan Agda appeared in person before an audience of barangay folks, to explain the benefits when one is inoculated of the anti-COVID-19 vaccine.

This was during the "Barangay Pulong-pulong" held yesterday at Barangay San Saturnino Covered Court, where he talked personally to some folks of Balacdas, Tacyang and Gintaguican.

Mayor Agda assured his audience that any vaccine available right now is safe.

"Ayaw kita kahulop, dire nakakamatay it bakuna, lugod posible ka mamatay hit COVID ngin dire ka magpa bakuna," said the City Mayor. (Worry not, nobody dies from being inoculated, one could die, instead if he refuse to get the vaccine)

The Mayor's assertion was backed up by a testimony said by a BHERT member, Rebecca Obina from the host barangay.

"Ayaw kamo kahadlok, mas maupay kun mayda ta panlaban hit COVID-19," Ms. Obina said.

She added that except for the heavy feeling in the arm for three days, she felt nothing afterwards.

The Mayor's contention was based on a local survey which revealed a relatively low percentage of acceptability.

However, as being shown in written evaluations, that is given after each Pulong-Pulong, barangay folks answer that they are acquiring education and information from the Information Drive just conducted.

It is expected therefore, that after the conduct of all Pulong-Pulong, an increased percentage of public's confidence on the vaccine would be achieved.

Mayor Agda assured further his audience that the City LGU has enough funds to protect all Boronganons, in terms of vaccine procurement.

"That is why, when our turn to be injected comes, let us all be, including the senior citizens. This way, we can reach the level of herd immunity," the Local Chief Executive stressed.

Finally, Mayor Agda shared, that as per DOH Guidelines, he remains in the long queue of the people to be vaccinated.

"I will not jump the line. I will just wait for my turn, although I am very much willing to be vaccinated ahead, due to the nature of my job, but as a leader, I will follow the order," Mayor Agda concluded. #

Philippine Business News / Frankfurt Book Fair 2025
April 08, 2021, 08:29:18 AM
By Rep. Loren Legarda
Excited to work with the Nat'l Book Dev't Board (NBDB) in making the a Guest of Honor (GOH)  in the Frankfurt Book Fair (FBF), hopefully, in 2025.

Becoming the Guest of Honor in the largest trade fair for books is similar to participating in the Olympics of the book publishing industry!

We are now taking steps to making sure that we get to that goal amid this pandemic. I'm glad to have met last week with @nbdb_phl Chair Dante Ang II, the newly-appointed ED Charisse Tugade and former NBDB Chair Neni Sta Romana as well as @mariakarinaa.bolasco and @anialmario , who are both Officers of the @bdap, and NBDB Directors Anthony Balisi and Ryan Esteban, and FBF Vice President Claudia Kaiser and FBF Head of Guest of Honour Programme Simone Bühler as we combined our common desire to push things forward.

We are a nation rich with talented #writers, #artists and #illustrators  whose works are worth showcasing in important venues such as the FBF, which will create more opportunities for them. That's why, as then Chair of the Senate Comm on Finance, I ensured funding support for our country's participation since 2016 up to present.

It was 2015 when FBF had a SE Asia Country as GOH (Indonesia). Here's hoping and claiming that 2025 will finally be the Philippines' turn, so stay tuned!

Months, Years?
By Manny Piñol

GFI LOAN PROCESSING DELAY
IMPEDES ECONOMIC RECOVERY

Press Release: One of the key issues that I will raise in today's organization meeting of the Mindanao Economic Recovery Facilitation Council (MERFAC) is the agonizingly slow processing and release of loans by government financing institutions.

While I respect the adherence to the policy of "Due Diligence" on the part of both Land Bank of the Philippines and the Development Bank of the Philippines, I cannot understand why after all of these years, it would still take them long months and even years to decide on whether to approve a loan application or not.

This is a totally puzzling practice since it would be very easy for bank experts to determine whether a project being proposed for financing is viable or not.

This has led to suspicions that corruption has crept deep in our fabric of society infecting even our financial institutions.

Established businesses affected by the COVID lockdowns and new start up industries need the support of our GFIs at this time and there is simply no reason why the appraisal, processing and approval would take months, sometimes even years.

Today, I will suggest a system where government financial institutions would immediately act on loan applications and declare outright whether the proposed project qualifies or not.

Accept the loan application if the proposed project qualifies and reject it outright if it is not viable.

Ganyan lang naman dapat ka-simple yan para hindi na magtagal at hindi magduda ang mga tao sa motive in delaying the processing.

Cebu Province to give cash incentives, vitamins to healthworkers sent to NCR-Plus

The Cebu Provincial Government, under the leadership of Governor Gwendolyn Garcia, showed full support to the sending of Cebu's healthcare workers to the National Capital Region (NCR) Plus to augment their hospital workforce as they fight the surge of Covid-19 cases.

The NCR Plus is composed of Metro Manila, Bulacan, Cavite, Laguna and Rizal.

To encourage the healthcare workers and boost their morale, Governor Garcia announced in front of the 11 doctors, 35 nurses, and four medical technologists, the first batch of volunteers to be deployed to NCR Plus, that the provincial government will give each them P5,000 per month for the three months that they will be working in NCR Plus. The amount is on top of their salaries.

And when they return to Cebu after three months, an additional P10,000 cash incentive awaits them.

"Kami sad diri sa Probinsya, we can do no less than to also mutampo sad mi, iyawat nalang nga makapalig-on ninyo, makapa-isog ninyo ug makapadasig ning inyong balaanon kaayo nga gibuhat karun," Garcia said during the send-off ceremony held at the Montebello Villa Hotel in Banilad, Cebu City on April 7, 2021.

"And so, kon mosugot mo ug di mo masuko, kadtong P5,000 a month nga ihatag sa (Office of the Presidential Assistant for the Visayas) tugbangan na sa Probinsya og tag P5,000 a month usab," the governor added.

Aside from the cash incentive, the provincial government will also give the healthworkers three months' supply of vitamins to boost their immune system, as well as a personal air purifier as added protection from the virus.

"Gawas sa P5,000 a month nga itugbang sa Probinsya sa Sugbo alang kaninyong tanan, and I understand muabot mo'g 100 kabuok eventually, tagaan usab kamo sa Probinsya sa Sugbo og three months' supply of Vitamin C with Zinc, B Complex and Vitamin A ug patagsaan mo og personal air purifier nga inyong magamit," Garcia said.

Each of the medical frontliners from Cebu is expected to receive cash incentives of up to P70,000.

First to help

Aside from the Cebu Provincial Government, the Office of the Presidential Assistant for the Visayas (OPAV) and Cebu City Government will also give cash incentives to the healthcare workers.

OPAV head and Secretary Michael Lloyd Dino pledged P5,000 per month for each healthworker while the Cebu City Government, through Councilor Raymond Alvin Garcia, announced that they will be giving each a total of P30,000 for their entire stay in NCR Plus.

Among the cities and provinces in the entire country, Cebu is the first one to heed the call of Senator Christopher Lawrence "Bong" Go and Secretary Dino to send healthcare workers to NCR Plus.

The healthcare workers will help these "overwhelmed" public hospitals in NCR Plus: the National Kidney Transplant Institute, Jose Reyes Memorial Medical Center, Lung Center of the Philippines, Rizal Medical Center, and Tondo Medical Center.

Governor Garcia reminded the healthcare workers of one of the inherent traits of the Cebuanos: bravery.

"Remember, you are Cebuanos. Hinumdumi kadtong usa ka chieftain warrior 500 years ago. Nibarog kay dili buot nga adunay banyagang pwersa nga maka kontrolar sa pinalangga natong Sugbo. We are sending you to NCR Plus to be our anti-Covid warriors kay dili nato tugtan nga kining banyaga nga virus nga buot mukuyanap sa tibuok nasud magmalampuson. Kamo ang mupildi niini," she said.

The governor also thanked Secretary Dino for taking a "phenomenal initiative" in response to the call for help.

She said that by sending healthcare workers to NCR Plus, the OPAV has distinctly identified how Cebu is managing its Covid-19 cases.

How Cebu did it

Looking back at the dire situation Cebu experienced last year, the governor said that at the height of the pandemic, private hospitals in Cebu also lacked doctors and nurses.

To address the problem, the Department of Health (DOH)-7 together with Vicente Sotto Memorial Medical Center (VSMMC) sent additional nurses and doctors working in the public sector to the private hospitals, which eventually increased the Covid-19 bed capacity in Cebu's hospitals.

"With an increased bed capacity, naturally we have more capability to address possible surges. Over here, even if we will experience spikes, as you may probably know, we are seeing a steady decline in the active cases," Garcia said.

She added that after a year of dealing with Covid-19, Cebu Province already knows what to do and is ready for any eventuality.

"We are so ready. In fact, our hearts have gone out to our brothers and sisters in NCR Plus. That is why we are sending you, kamo. Aron tungod sa inyong presensya hinaut nalang mapun-an ang ilang Covid bed capacity ug mapaubos-ubos ang ilang utilization rate, which is now at high at 76, 77, 78 percent," she stated.

Among those who heeded the call for help was Jan Rodwil Canceran, 25, of West Poblacion, Naga City, Cebu.

Having worked as a nurse for three years now, Canceran said he was scared at first but his heart to serve prevailed.

"Ang among sense of volunteerism karun nakahatag nako og job satisfaction aside sa public service nga naa dinhi. Additional job satisfaction siya kay ni help ta. Although in need pud sa Cebu but mas in need man pud sa NCR," he said.

Canceran said the additional support given by the government officials would help them in their stay in NCR Plus.

Aside from the healthcare workers, the DOH-7 also sent blood units to NCR Plus while VSMMC and OPAV sent medicines.

Aside from Garcia and Dino, present during the send-off ceremony were DOH-7 Assistant Regional Director Dr. Guy Perez, DOH-7 Chief Pathologist and spokesperson Dr. Mary Jean Loreche, VSMMC chief, Dr. Gerardo Aquino, and top officials from the Cebu City government, among others. (Mylen P. Manto)

Fast Economic Recovery!

MinDA LAUNCHES CAMPAIGN
VERSUS RED TAPE, LOAN DELAY

Press Release: The Mindanao Development Authority (MinDA) will organize today a multi-sectoral and inter-agency council to address red tape and other issues which could impede the Economic Recovery in Mindanao.

The Mindanao Economic Recovery Facilitation Council (MERFAC) will be composed of representatives from the private sector, regional offices of national agencies, government financing institutions, law enforcement agencies and local government units.

The MERFAC is expected to address problems and issues like transport delays caused by unnecessary checkpoints, alleged corruption in port operations, delay in the processing and approval of loans from GFIs, red tape, slow or delayed implementation of projects and very slow and low budget utilization of the various national agencies in Mindanao.

At the end of the day-long virtual forum hosted by MinDA, a MERFAC Complaints and Action Center will be established which will receive and address complaints through a digital platform.

Lawyers and Legal Consultants of MinDA will be asked to craft proposals on how to give teeth to the MERFAC and empower it to take legal action against those causing delays which could impede Mindanao's Economic Recovery.

WHO CARES WHAT THESE NPA TERRORIST-ALLIES THINK?

Under the BDP, an initiative under the National Task Force to End Local Communist Armed Conflict (NTF ELCAC), around PHP1 billion would go to road projects in the barangays, while the rest of the budget would fund basic infrastructures such as water system and health centers.

The local government's 82 barangays will get a share of PHP20 million each to fund the identified projects.

At least PHP347.5 million will go to the water system, PHP192.5 million for school facilities, PHP37 million for health centers,  PHP30 million for electrification, PHP25 million for evacuation centers, and PHP1 million for non-infrastructure projects.

Mayor Sara said the budget priorities reflected a human-centered approach to bring peace and development in rural areas "where government intervention is mostly needed, expected, and should be delivered on a regular and constant basis" https://bit.ly/3dBaGAV #SupportOurTroops #NTFELCAC #EO70

TUGADE CALLS ON CONCERNED TRANSPORT, LAW ENFORCEMENT AGENCIES AND LGUs TO STOP "COVID-19 SMUGGLING"; URGES PUBLIC TO HELP STEM VIRUS SPREAD BY TAKING ONLY AUTHORIZED TRANSPORT

Press Release: Department of Transportation (DOTr) Secretary Arthur P. Tugade is calling on all concerned transport agencies, law enforcement agencies and local governments to act with urgency against what he calls "COVID-19 smuggling" involving some trucking companies and colorum vehicles that clandestinely transport untested people into the "NCR Plus" quarantine bubble.

Tugade made the urgent call after getting hold of a video reportedly taken in southern Luzon, where a truck is seen stopping with helpers opening it up. On opening, the video showed a group of people huddled inside.  Many of those inside the van were not wearing masks or face shields. A man, supposedly the one taking the video, then thanked the driver of the truck for transporting the people.

Once outside the truck, the people were then instructed to board several unmarked commuter vans which supposedly will bring them to destinations inside Metro Manila.

Secretary Tugade said he was informed that closed vans and trucks "smuggle" people into the borders of Metro Manila in exchange for cash. Once at the borders, the "smuggled" people will then be fetched by commuter vans.

"Nakita ko ang video na 'yun. Anong masasabi ko? Pu** *nila! Bakit nila gagawin 'yan? Hindi nila alam na kinukomprumiso at nilalagay nila sa alanganin ang kalusugan at kabuhayan ng mga tao sa kapaligiran at sambayanan?," Secretary Tugade said.

Secretary Tugade said this illegal operation, which is a clear violation of health protocols, must be stopped immediately through the concerted effort of the DOTr, the Land Transportation Office (LTO), the Land Transportation, Franchising and Regulatory Board (LTFRB), the Inter-Agency Council for Traffic (I-ACT), the Philippine National Police Highway Patrol Group (PNP-HPG) and the various local government units.

"These things must not be tolerated. Let's move strong on this! Kapag huhulihin natin 'yang mga 'yan, tawagin natin yung LTO and LTFRB, 'yung I-ACT, 'yung Highway Patrol, 'yung LGU, 'yung ka-pulisan. Dapat itigil ito. Kinukomprumiso nila ang buong sambayanan. Lahat ng paghihirap natin sa testing, isolation at treatment mawawala dahil dito sa kaga***uhan at kalokohan na ginagawa nito," said Secretary Tugade.

Secretary Tugade stressed that such illegal operations serve as vectors of transmission for COVID-19 as the people being transported have not been tested for the coronavirus disease before entering Metro Manila.

LTO shall issue within the day a Show Cause Order (SCO) against the driver/registered owner of the truck.

Over the recent Holy Week break, 12 colorum vehicles, bound to different cities and municipalities in the Bicol Region, were apprehended by enforcers of the LTO.

Together with the PNP and other uniformed personnel, enforcers of the LTO were deployed to Del Gallego, in Camarines Sur to strictly implement border restrictions and conduct anti-colorum operations.

According to the Bicol Inter-Agency Task Force, there has been an increase in the movement of people trying to cross borders to avoid the impact of enhanced community quarantine (ECQ) in the "NCR (National Capital Region) Plus" bubble which covers Metro Manila and the adjacent provinces of Bulacan, Cavite, Laguna, and Rizal. The extended ECQ in the "NCR Plus" bubble is scheduled to end on Sunday, April 11.

Data from the Bicol PDRRMO showed that from 19 March to 02 April 2021, there were already 79 persons who tested positive for COVID-19 who arrived in the Bicol region, aboard colorum (unregistered) vehicles from Metro Manila.

During anti-colorum operations on 01-02 April 2021, seven more passengers aboard colorum vehicles tested positive for COVID-19. In the same period, 12 colorum vehicles were apprehended: 10 were caught in the Bicol border, while the other two were apprehended in Metro Manila (NCR).

As per investigation, the modus starts with illegal dispatchers looking for passengers on Facebook, where the online booking is made. Once the number of passengers is achieved, the dispatcher will call a colorum operator for the door-to-door pickup of the confirmed passengers.

To prevent these illegal operations, the LTO-NCR continues to conduct regular monitoring of terminals in Pasay City and Cubao, Quezon City, while LTO Region V personnel will remain stationed at the Bicol border.

Further, data from I-ACT shows that from January to March 2021, a total of 153 colorum vehicles were already apprehended in the Greater Metro Manila Area.

Meanwhile, Secretary Tugade said that while he understands that people avail of the clandestine transportation being offered by the trucking companies and the operators of colorum vehicles for various reasons, such as to get to their places of work inside Metro Manila, he also stressed on the dangers posed by such illegal activities.

"Nananawagan ako sa aking mga kapwa Pilipino— maaari lang po ba itigil ninyo ito. Okay na maghanap-buhay kagaya ng sinasabi ko naman na maghanap-buhay tayo, pero 'wag tayong kumitil ng buhay. Ayon 'ho ang magandang paghahanap-buhay," he said.

Secretary Tugade said workers from outside the "NCR Plus" who are classified as authorized persons outside of residence (APORs) can still reach their places of work inside Metro Manila and other areas of the "NCR Plus" bubble by using authorized forms of travel such as provincial buses, subject to the restrictions and requirements by LGUs, and the free ride service being offered by the DOTr for health workers and APOrs, and only after proper health screening.

"Huwag natin ilagay sa alanganin, huwag natin ilagay sa kompromiso 'yung buhay ng ating mga mananakay, 'yung buhay ng ating sambayanan. Please lang po, please itigil ninyo ito," added Secretary Tugade.

Plant-based diets in 40th episode of 'Stories for a Better Normal' Series
By Rep. Loren Legarda

MANILA, 6 April 2021 — Plant-based chefs will gather virtually to share knowledge on plant-based diets, including preservation of vegetable dishes in Filipino cuisine, and to raise awareness on the power of plant-based food to address the climate crisis on the 40th episode of "Stories for a Better Normal: Pandemic and Climate Change Pathways," with the topic "Oh My Gulay!"

The episode, hosted by three-term former Senator, now Deputy Speaker Loren Legarda, will air on Thursday, 8 April 2021, 10:00 AM via Facebook Live through the  Climate Change Commission, Office of Deputy Speaker Loren Legarda and the Department of Education.

Joining the online conversation are sustainable food enthusiasts including Chef Mae Dolonius of Studio Plantmaed; Chef JR Royol, host of GMA's Farm to Table; and Asha Peri of Ecology of Food to discuss nutritious and sustainable food consumption through easy-to-do, plant-based recipes.

In previous episodes, the online series tackled the importance of preserving local food heritage through sustainable diets, as well as backyard farming, food gardening, saving seeds, and planting organic fruits and vegetables the permaculture way in order to teach the public how to be self-sustainable and self-sufficient.

For this episode, Legarda and guests will highlight how a balanced diet though plant-based foods can present major opportunities to mitigate climate change and adapt to its impact.

Climate change poses a threat to food security. Droughts, floods, sea-level rise, and extreme weather events affect crops and livestock. Globally, an estimated 18% of all greenhouse gas emissions are associated with meat consumption. Further, when food has to travel through a great distance before it reaches the consumer's table, it utilizes more energy for transportation and preservation, leading to greater carbon emissions.

Moreover, Filipino Food Month is celebrated every April according to Presidential Proclamation 469 signed in 2018, which aims to make sure that the country's culinary tradition and treasures are appreciated, preserved, and promoted to ensure their transmission to future generations and to support the various industries, farmers, and agri-communities benefiting from it.

In celebration of Filipino Food Month, the upcoming episode will help the viewers understand that the answer to climate change is on our plates – by patronizing local, plant-based, and in-season foods, purchasing fresh local foods from farmer markets and food supplies from the local market, and growing fruits and vegetables in our own backyards.

As an online discussion to promote health, environmental consciousness, and climate-adaptive practices, "Stories for a Better Normal" aims to change the mindset of individuals, families, and communities by demonstrating ways in which a 'better normal' can be realized within our communities.

This online discussion is organized in partnership between the Office of Deputy Speaker Legarda and the Climate Change Commission, with support from the Department of Education, Philippine Information Agency, Institute for Climate and Sustainable Cities, The Climate Reality Project-Philippines and Mother Earth Foundation. ###

Press Release:
DILG, DSWD issue guidelines on the distribution of ayuda to 22.9M individuals in NCR Plus

The Department of the Interior and Local Government (DILG) and the Department of Social Welfare and Development (DSWD) issued today the guidelines for the distribution of financial assistance of P1,000 per individual, with a maximum of P4,000 per family, to residents affected by the Enhanced Community Quarantine in NCR, Bulacan, Cavite, Laguna, and Rizal or the "NCR Plus area."

DILG Spokesperson and Undersecretary Jonathan Malaya said that DILG Officer-in-Charge Bernardo Florece Jr, DSWD Secretary Rolando Bautista and DND Secretary Delfin Lorenzana issued Joint Memorandum Circular No. 1, s 2021 dated March 31, 2021 to serve as guidelines in the distribution of financial assistance after President Duterte approved the release of P22.9 Billion to affected individuals.

"As we pray this Holy Week that this COVID-19 pandemic will finally end, we also take care of providing for the basic needs of affected low-income families during this ECQ," said Malaya.

Under the JMC, all local government units (LGUs) were directed to determine through an Executive Order the most effective and efficient way of releasing the assistance to their constituents in 15 calendars days upon receipt of the funds if the assistance is in cash or within 30 calendar days if assistance is in-kind.

"The LGUs have the discretion to determine if the assistance will be given in cash or in kind provided that the assistance gets to their constituents soonest," said Malaya.

"As soon as the SARO and NCA is received by the LGUs, the mayors will need to issue an Executive Order detailing therein the type, manner and process of distribution. After the issuance of the EO, they can start the distribution," he said.

Under the Joint Memorandum Circular, priority target beneficiaries of the said financial assistance are low-income individuals and those working in informal economies who were beneficiaries of the first tranche of Social Amelioration Program (SAP), additional beneficiaries in SAP 2, SAP wait-listed beneficiaries, and those belonging to vulnerable groups such as low-income individuals living alone, persons with disabilities (PWD), solo parents, and the like.

The LGUS can also provide assistance to other individuals affected by the ECQ provided that funds are still available.

Malaya said that the DSWD will provide the LGUs with the complete list of previous SAP beneficiaries which will serve as their reference in determining the individuals who will be granted financial assistance in their respective localities.

Unlike the previous practices wherein the list of SAP beneficiaries was posted afterward, he emphasized that the concerned city/municipal mayors, and punong barangays should first post the approved names and barangay/district of the target beneficiaries before actual distribution.

Said list shall be posted on the LGUs' official website, social media accounts, and at conspicuous places in the community to foster greater transparency and accountability.

Malaya assured the public that safeguards are in place to ensure that the funds will get to the intended beneficiaries and that there is an appeals process in the LGU where people can submit their complaints.

"We will make sure that the funds downloaded to the LGUs are used for purposes they were intended for. Before distribution, the mayor should issue an executive order detailing therein the type, manner or process of distribution so that the public is properly guided. They are also required to create a Grievance and Appeals Committee per LGU where people can submit complaints," he said.

Malaya said that they will also create a Joint Monitoring and Inspection Team in each LGU headed by the DILG City/Municipal Local Government Operations Offer and representatives from DSWD, PNP, City or Provincial Prosecutors Office, and civil society organizations (CSOs).

According to Malaya, the Joint Monitoring and Inspection Teams (JMIT) will address complaints or grievances from their constituents concerning the financial aid, monitor LGU compliance with applicable guidelines, seek the assistance of higher authorities in case of undue delay or systemic anomalies in the distribution, and cause the filing of administrative or criminal cases against public officials or individuals involved in irregular or unlawful practices relative to said financial aid.

He said as part of the JMIT, the PNP will immediately investigate and do case build-up on reported cases of anomalies, irregularities, or graft and corruption concerning the aid distribution.

Malaya also said the PNP will also be mobilized to provide security to LGUs in the distribution and may request the assistance of the AFP to augment security arrangements in conflict-affected areas or geographically isolsted areas.

Statement of the Department of the Interior and Local Government

USec. Jonathan E. Malaya
Official Spokesperson

The Department wishes to clarify that the views expressed by Usec. Epimaco Densing III on ANC yesterday about the government's response to the s⁰⁰urge is his own personal opinion and does not reflect the position of the DILG.

The Department as part of the National Task Force COVID-19 is devoting all of its time, efforts, and resources together with other government agencies in containing the surge through the intensified implementation of the Prevent, Detect, Isolate, Treat and Reintegrate (PDITR) strategy under the National Action Plan. With the support of the LGUs, we have scaled up the contact tracing program to actively trace and test all close contacts, establish more isolation facilities, increase COVID beds in LGU-run hospitals, and the planned establishment of LGU-based triage centers. The plan is in place and we are currently focused on its implementation on the ground.

We stand behind the efficacy and safety of all FDA-approved vaccines and we are committed to the success of the national vaccination and deployment program which is the ultimate solution to the pandemic. We have scaled up vaccination with 2,596 sites across the country currently doing inoculation. With the arrival of 1M doses of procured vaccines, the total number of available vaccines have doubled and the doses distributed across the country have significantly increased with more than 1.5M doses delivered to the regions. We have also done simultaneous vaccination of A1 to A3 priority groups as quick substitution list.

We are confident that with the support of the public, we will be able to contain this surge and heal as one.

MinDA Livestock Program!

EU DELEGATION VOWS SUPPORT
FOR BARMM HALAL BEEF PROJECT

The European Union Delegation to the Philippines has expressed support for the Mindanao Development Authority-initiated Halal Beef Production Program in the Bangsamoro Autonomous Region.

EU Delegation Ambassador to the Philippines Luc Veron, in a virtual conference with officials of the Mindanao Development Authority (MinDA) last week, said the program fits into the priority advocacies of the EU in the nascent Autonomous Region.

Ambassador Veron said existing EU Grant Funds could be allocated to ensure the success of the Bangsamoro Halal Beef Production Program.

When implemented, the Bangsamoro Halal Beef will be the first banner product of the two-year-old Autonomous Regional Government which will be introduced in the $2.1-B world Halal market.

In a program prepared by a Technical Working Group composed of representatives of the MinDA. BARMM Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) and the Bangsamoro Development Agency, the Halal Beef Production Program includes:

1. Cattle Fattening Feedlots to be established in all of the 5 provinces within the BARMM where local and imported steers or culled cows will be fattened for at least 150 days before slaughter;

2. Cattle Breeding Feedlots where local and imported heifers will bred to produce steers for fattening and heifers to be used in smaller community-level breeding program;

3. Cattle Upgrading Program which involves the introduction of better quality cattle genetics through a BARMM-wide Artificial Insemination or Embryo Transfer Program;

4. Silage Production Program where Bangsamoro farmers, especially former combatants, will be assisted and trained in producing silage and feed materials for both the cattle fattening and breeding programs;

5. Value Adding Program where cattle produced in the feedlots will be slaughtered then processed in established Halal Abattoirs to be marketed in special packs as Bangsamoro Halal Beef;

6. Leather-Making or Tannery Program which will introduce a new industry to the Bangsamoro workers which would process leather from the hides of cattle to be slaughtered in the Halal Abattoirs.

The Bangsamoro Halal Beef Program Technical Working Group is scheduled to present the blue print of the project to BARMM Chief Minister Ahod "Murad" Ebrahim this week.

The EU Delegation commitment of support comes on the heels of the pledge of support issued by Australian Ambassador to the Philippines Steven J. Robinson two weeks ago.

Ambassador Robinson witnessed the signing of the Memorandum of Agreement on Technical Cooperation between MinDA, on one hand, and the BARMM-MAFAR and BDA.

The pilot area for the establishment of the Cattle Fattening Facility is the BDA property within the main camp of the Moro Islamic Liberation Front (MILF) in Darapanan, Sultan Kudarat, Maguindanao.

Bangsamoro Halal Beef!
By Manny Piñol

'SMART' CATTLE FEEDLOT
TO RISE INSIDE MILF CAMP

The Pilot Cattle Fattening Feedlot which will start the production of Halal Beef from the Bangsamoro Autonomous Region will be established inside the main camp of the Moro Islamic Liberation Front (MILF) in Darapanan, Sultan Kudarat, Maguindanao.

The Bangsamoro Development Agency (BDA), which will undertake the project along with the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), said the move will be a symbolic start of the conversion of the former rebel camps into food production and agro-industrial sites to benefit former combatants and their families.

BDA Chairman Mangontawar Macacuna presented the proposal to build the first Cattle Fattening Facility inside the Darapanan Camp of the MILF to the Mindanao Development Authority (MinDA) which is helping both the BDA and the BARMM-MAFAR in starting the Halal Beef Production Program.

The proposed Cattle Fattening Facility designed by MinDA staff and consultants under the Mindanao Livestock Development Program will hold an initial 1,000 heads of fatteners.

Part of the sheds to be constructed will have Solar Panel as roofings to generate power for a Solar-Powered Water System to provide water for the facility, as well as the families living inside the camp.

The 'Smart' Cattle Feedlot will be the first of its kind in the country and will be one of at least 10 units which will be established in the five provinces of the Bangsamoro Region.

Former combatants and their families will be the stakeholders of the Cattle Fattening Feedlots, including the Cattle Breeding Facilities.

Halal Abattoirs will also be built in all of the areas to produce packed and processed beef to be sold locally and in other markets in the country.

The former combatants and other farmers in the camps and nearby communities will also be engaged in the planting and production of silage materials for cattle feeding.

The Bangsamoro Halal Beef Program has received pledges of support from the Australian Government and MinDA, representing the Philippine Government.

The blueprint for the Bangsamoro Halal Beef Production Program prepared by a technical working group composed of representatives of MinDA, BARMM-MAFAR and BDA will be presented to BARMM Chief Minister Ahod "Murad" Ebrahim, Al Haj, next. week.

Philippine Provinces / Ormoc Development Team (ODT
April 06, 2021, 09:12:25 AM
Ormoc City Mayor Richard I. Gomez attended the Ormoc Development Team (ODT) meeting at the Multi-purpose Hall this afternoon, April 5, 2021.

The topic under discussion was the ways and means for widening the road right of way at the diversion road. Also discussed were sidewalk vendors' business permits, issuing vendor tickets, vendors' proper waste disposal, food sanitation, cleanliness of the area, and traffic issues.

Mayor Gomez also suggested to forming an ad hoc committee to monitor the area and impose penalties.

Furthermore, the ODT discussed the merging of district barangays. Accordingly, the IATF has yet to approve the request for a plebiscite.

In addition, despite the fact that the SP resolution has been signed, some barangays are still opposed to the merging of barangays.

Thus, MRG suggested to convening the PBs once the plebiscite is approved by the IATF.

Mayor Gomez also mentioned that cockfighting is still prohibited in this city even if other LGUs have allowed said games.

Concerns about animal waste in public places were also addressed. SP Member Lalaine Marcos proposed issuing/making an ordinance, but in the meantime, to apply the anti-littering ordinance that the city already has.

SPM Marcos also suggested that the pet owners shall be responsible in bringing their own plastic (recycled), considering that the city is already regulating single-use plastic.

The zoning ordinance was also mentioned. The ODT will continue to review the draft ordinance, which will be submitted within this month.

- Ellen shared the Police Hotline with all municipalities in the Province of Bukidnon

I asked Ellen whether she ever had regrets about joining the PNP. She said she almost quit during the bloody Oplan Tokhang. It was the most challenging time of her career. It's just difficult to do things that are different from what she believes in. Thanks to her family and friends who became the source of her strength and courage to continue this journey.

We are glad you've overcome that phase of your life, Ma'am. We thank you for your dedication and service.

Thank you Ellen for sharing your precious time and insights with me and to the citizens of this Province and the Country. You're amazing and I'm sure MCCS '93 & Isidran '97 are so proud of your achievement!

I'd echo Ellen that discipline starts with Family. If you've been a responsible parent and a child, we could have lesser crimes and issues in the community.

Try to reflect on this and see how you do as a parent, a child, a citizen of this province and this country, the Philippines.

After this talk, I thought to myself, her role is unbelievably challenging. I am guilty at some point because I got carried away with some biased media that's all over the news. This is a call for action.

Let's be mindful, be more aware of their role, their duties and understand where these people are coming from. Learn how to empathize, understand, listen and weigh things before putting blame on someone. What do you think?

From the FB Post of Ramon S. Ang
Our new packaging solution will soon be used by the Philippine Carabao Center and its farmer cooperatives to supply 40,000 liters of carabao milk for the DSWD's and DepEd's national feeding program. This innovation, which extends the shelf life of carabao milk from 7 days to six months, would benefit over a million children served by PCC-assisted cooperatives. I can still remember last year when we promised to develop this packaging format for our farmers at the height of the pandemic. Thank you to our teams at San Miguel Packaging Group for coming through on our promise, and exceeding expectations! We are honored to play even a small role in our government's efforts to address hunger and food insecurity especially in these trying times. Indeed, we can accomplish great things when we work together.
