REP. RODOLFO "OMPONG" ORDANES
SENIOR CITIZEN Party-list
Chair, Committee on Senior Citizens
Mobile number - 09177292437

SENIOR CITIZEN LAWMAKER SEES PHILHEALTH 144 DAYS HEMODIALYSIS COVERAGE AS A SIGN OF SOME PROGRESS

On behalf of the seniors citizens I represent here in Congress, I commend the PhilHealth on its most recent decision to increase hemodialysis coverage for all outpatients to 144 days/sessions from 90 days.

We consider this a sign PhilHealth, at the policy level, is gradually changing for the better. It will be recalled that it was my predecessor, the late Rep. Francisco Datol Jr who filed House Resolution 1054 calling for the 144 days dialysis coverage.

Bakit nga naman kasi 90 days lang ang sasagutin ng Philhealth gayong 144 days ang kumpletong dialysis treatment? Kung isasalba natin ang buhay ng dialysis patients, isagad na natin hanggang sa paggaling.

We hope to see more indications of progress at PhilHealth during the budget hearings.

We expect PhilHealth to update Congress even before the budget hearings start so we will have clear proof on how graft and corruption in PhilHealth is being weeded out, not just rotated like crop rotation in farming.

Congress must see progress in fighting graft and corruption at PhilHealth as we address as well the matter of the continuity of PhilHealth capacity to serve the public and implement universal health care.

We are open to various options on how to set PhilHealth's finances right, healthy, transparent, and graft-free.

HR01054 RESOLUTION CALLING FOR THE PHILHEALTH TO EXPAND ITS COVERAGE OF DIALYSIS SESSIONS FOR SENIOR CITIZENS FROM NINETY (90) TO ONE HUNDRED FORTY-FOUR (144) DAYS DURING THE CORONAVIRUS DISEASE 2019 (COVID-19) PANDEMIC Principal Author/s: DATOL, FRANCISCO JR. PRESS RELEASE
JULY 7, 2021
Cayetano introduces program for sari-sari store owners

Former House Speaker Alan Peter Cayetano on Monday introduced the "Alan's Sari-Sari Store Community," a nationwide program that aims to provide sari-sari store owners with capital and micro-enterprise training amid the pandemic.

As a starter, Cayetano and his wife Taguig 2nd District Rep. Ma. Laarni Cayetano distributed P3,500 in cash aid each to 25 sari-sari store owners in Baguio City -- P2,500 to replenish their respective stores' supplies and P1,000 to purchase their families' basic needs.

"We named it 'community' kasi ang community po nagdadamayan (because community members help one another)," Cayetano, who is a known advocate of micro, small, and medium enterprises (MSMEs) empowerment, said.

He said the "Alan's Sari-Sari Store Community" operates under three principles, namely "puhunan, training, karunungan" (capital, training, knowledge).

"We want to assure you, ang pagbibigay ng puhunan (the provision of capital) is only one part of our partnership," Cayetano told the beneficiaries.

"Once nawala na y'ung pandemic I'd really like to put up a credit coop para ang mga sari-sari store owners may matatakbuhan 'pag kailangan ng kapital especially kung may opportunity na palakihin ang tindahan niyo," he added.

(Once the pandemic is over, I'd really like to put up a credit cooperative for sari-sari store owners which they can run to for help whenever they need capital, especially when they see an opportunity to expand their business.)

The Cayetanos are also in talks with wholesale distributors in Taguig City to make wholesale prices accessible to the sari-sari store beneficiaries, allowing the latter to lower their retail prices.

"For example, ang isang item ay 10 pesos, pero 'pag kinuha niyo yan sa S&R ang price ay nine pesos (P9). 'Pag kinuha niyo 'yan sa factory, eight pesos and fifty centavos (P8.50), d'un po sa wholesale distributor, eight pesos (P8) na lang -- dalawang piso na ang natipid mo. So, kahit bawasan mo ng piso ang benta mo, kikita ka pa rin ng one peso more than y'ung before," Cayetano explained.

(For example, an item is worth P10. In a well-known department store, that might cost nine pesos, and in a factory, that might be eight pesos and fifty centavos. But if you buy that from a wholesaler, you can get it at eight pesos -- you have saved two pesos. Thus, even if you lower your retail price by a peso, your profit will still be a peso more than before.)

"Ang tanong naman namin sa kanila (sari-sari store owners), pwede bang ibenta nyo rin ng mas mura nang konti para y'ung inyong mga pinagbebentahan ay may benepisyo din?" he added.

(My question now to the sari-sari store owners is, 'Could you sell the items at a lower price so your buyers can benefit as well?')

The "Alan's Sari-Sari Store Community" draws inspiration from Cayetano's "Presyo, Trabaho, Kita" program which he launched in 2013 to help different cooperatives from all over the country grow.

REP. JOCELYN P. TULFO
ACT-CIS Party-list
Vice-chair, Committee on Overseas Workers Affairs
Member, Committee on Social Welfare
https://www.facebook.com/jocelyntulfoinaction/ | 09177292437

Para matanggal na ang 'Pinas sa listahan ng 'worst countries' para sa mga manggagawa...

ACT-CIS LAWMAKER OPTIMISTIC CONGRESS CAN APPROVE SOME MORE LABOR BILLS IN COMING THIRD REGULAR SESSION

I am hoping, despite the great odds, Congress can still approve House Bill 6272 about 13th month pay compliance and my colleagues' bills especially the ones on security of tenure and minimum wage.

All of us three lawmakers representing ACT-CIS Party-list are principal authors of HB 6272.

I also note there are some labor bills in the House already with committee approval, advancing into the plenary stages of second and third reading.

I choose to be optimistic these bills will get approved and wish some get presidential certification as urgent so the bills can move even faster through Congress with still enough time to get signed into law or lapse into enactment.

HB 6272 on 13th month pay compliance is doable especially at the LGU and DOLE field level.

It complements DOLE efforts on monitoring and enforcement because the compliance certification process suggested in the bill dovetails with the national government's whole-of-government approach as exemplified by the Ease of Doing Business and Anti-Red-Tape Law.

The compliance certification process suggested in HB 6272 can also serve as a template for other working conditions compliance procedures in the years ahead.

HB06272 Date Filed: 2020-02-12 Full Title: AN ACT SUPERSEDING PRESIDENTIAL DECREE NO. 851 AND ITS IMPLEMENTING RULES AND REGULATIONS INSTITUTING THE NEW THIRTEENTH MONTH PAY LAW AND REQUIRING A DOLE APPROVED COMPLIANCE REPORT PRIOR TO THE ISSUANCE OF A LOCAL GOVERNMENT BUSINESS PERMIT Principal Author/s: 1. YAP, ERIC G.2. TULFO, JOCELYN P.3. TADURAN, ROWENA NIÑA O. Bill Status: Pending with the Committee on LABOR AND EMPLOYMENT since 2020-02-18

In a recent global assessment on the advancement of workers' rights, the Philippines was ranked among the 10 worst in the world. Enactment and effective enforcement of labor laws would do much to improve not just our ranking in any international assessment, but more importantly uplift the lives of millions of Filipinos.

The labor sector in our country suffered and continue to suffer devastating blows, foremost among which are unemployment, underemployment, and working conditions.

Workers' economic crises are some of the reasons some are pushed to desperation and into crime because they have lost hope in the face of the need to survive.

In ACT-CIS Party-list, we earnestly strive to address the economic root causes of crime. This is why I chose to focus a significant number of my bills on protecting and advancing the rights of workers.

Some of the labor bills I hope will move faster are:
·        HB07569 AN ACT DIRECTING THE NATIONAL WAGES PRODUCTIVITY COMMISSION OF THE DEPARTMENT OF LABOR AND EMPLOYMENT TO ESTABLISH A MINIMUM WAGE FOR NURSES IN PRIVATE HOSPITALS Bill Status: Pending with the Committee on LABOR AND EMPLOYMENT since 2020-09-07

·        HB07220 Full Title: AN ACT INSTITUTIONALIZING THE REGISTRATION AND THE NATIONAL DATABASE FOR WORKERS, ECONOMIC UNITS, AND ORGANIZATIONS OR ASSOCIATIONS IN THE INFORMAL ECONOMY AND FOR OTHER PURPOSES Bill Status: Pending with the Committee on LABOR AND EMPLOYMENT since 2020-08-05

·        HB01171 AN ACT AMENDING SECTION 11 OF R.A. 6971 OTHERWISE KNOWN AS THE 'PRODUCTIVITY INCENTIVES ACT OF 1990', INCREASING ITS PENALTIES AND SANCTIONS, RATIONALIZING ITS COVERAGE AND BENEFITS, AND FOR OTHER PURPOSES  Pending with the Committee on LABOR AND EMPLOYMENT since 2019-07-24

·        HB06463 AN ACT EXPANDING THE PROHIBITION OF DISCRIMINATORY ACTS AGAINST WOMEN ON ACCOUNT OF SEX, AMENDING FOR THE PURPOSE PRESIDENTIAL DECREE NO. 442, AS AMENDED, OTHERWISE KNOWN AS THE "LABOR CODE OF THE PHILIPPINES" Principal Author/s: 1. YAP, ERIC G.2. TULFO, JOCELYN P.3. TADURAN, ROWENA NIÑA O. Mother Bill Status: Approved by the House on 2020-11-23, transmitted to the Senate on 2020-11-24 and received by the Senate on 2020-11-24

·        HB07036 AN ACT STRENGTHENING THE SECURITY OF TENURE OF WORKERS IN THE PRIVATE SECTOR, AMENDING FOR THE PURPOSE PRESIDENTIAL DECREE NO. 442, AS AMENDED, OTHERWISE KNOWN AS THE "LABOR CODE OF THE PHILIPPINES" Bill Status: Approved by the House on 2020-12-01, transmitted to the Senate on 2020-12-03 and received by the Senate on 2020-12-03

·        HB02476 AN ACT PROVIDING ENHANCED PROTECTION, SECURITY AND BENEFITS FOR MEDIA WORKERS

Principal Author/s: 1. TADURAN, ROWENA NIÑA O.2. TULFO, JOCELYN P. Mother Bill Status: Approved by the House on 2021-01-18, transmitted to the Senate on 2021-01-19 and received by the Senate on 2021-01-19.

PRO7 Launches PULIS MAGITING, PILIPINONG MAGITING

The month-long observance of the PCR Month is highlighted  by the giving of awards and recognition to deserving PNP Personnel for the exemplary contributions and good deeds, an act that foster love of country and pride of being a Filipino, by doing good and doing right, exhibiting the inherent Filipino values anchored on "Kagitingan" in everyday life.

On Tuesday morning, July 6, Team PRO7 launches PULIS MAGITING X PILIPINONG MAGITING and Memorandum of Agreement (MOA) signing between the PNP and Ayala Foundation Inc., at the PRO7 Conference Room, Camp Sergio Osmeña Sr., Cebu City. This undertaking aims to recognize and celebrate the exemplary acts of heroism and love of the country of police officers this time of the pandemic.

Among the awardees were PSSg Jason P Aguilar of 1st PMFC, NOPPO; Pat Eutemio M Baguio Jr of Mandaue City Police Office; PCpl John Yves Aligway and PCpl Patrocinio B Apura III, Regional Mobile Force Battalion 7.

PSSg Jason Aguilar, 1st PMFC, NOPPO  is awarded for his courage in responding quickly to a fire incident that happened in Brgy. Polo, Tanjay City, Negros Oriental on February 17,  in the house of Jimmy Alcantara, a person with a disability and bedridden. Upon learning about the incident, he called for help and the nearest Bureau of Fire Protection Station. He immediately carried Mr. Alcantara out from his house before it was burned down.

Pat Eutemio Baguio Jr.  of Mandaue City Police Office, on the other hand, is recognized for his dedication to serve, protect, and exemplify the PNP's core values through his good deeds of saving the life of a certain Edwin, who was burdened with family problems. From Rep. Loren Legarda
My deepest sympathy and condolences to the bereaved families of our fallen soldiers and civilians, who were supposed to report to their battalions to perform their mission, but unfortunately figured in a tragic accident in Patikul, Sulu.  We mourn together with the families they left behind for this tragic loss of lives.

As government officials, we have the moral responsibility to look after the affected families. As a legislator and a Colonel in the Philippine Air Force (Reserve), I will assure that equal assistance will be extended to the civilians and their families who have died or who were injured at the crash site. Under RA 6963, families of deceased or permanently incapacitated soldiers should receive special financial assistance for the next six months after the personnel's death or incapacity.

Our soldiers are firmly committed to their duty to protect the country and our citizens. Let us all provide the necessary government support for the lives lost, those who were injured, and those families left behind.

File   from my graduation as lieutenant colonel as well as my promotion to the rank of colonel (Philippine Air Force - Reserve)

2018 Pamana ng Pilipino Presidential Awardee, C. Joe Sayas is recognized as one of California's top employment and labor law attorneys by the Daily Journal. He has devoted his three decades of litigation career to protecting workers' and consumer rights. He has fought for employees discriminated against due to disability, race, or sex, including thousands harmed by employer wage theft in both individual and class actions.

His professional life may be comparable to the story of David and Goliath for he has waged legal battles against giant corporations in the US on behalf of his Filipino and minority clients. He helps his kababayan and other disadvantaged groups in the US through the firm he founded in 1991, the Law Offices of C. Joe Sayas, Jr., which tenaciously advocates for pro-employee and consumer actions against powerful entities that deny equal treatment and violate an individual's rights to life, liberty, and property. The firm has prevailed in actions ranging from discrimination on account of gender, disability, and national origin, to civil rights violations and unfair business practices.

Press Release - Aligned with its vision of a world-class customs administration, the Bureau of Customs (BOC) Ports of Manila and Batangas, and the Subport of Mactan were formally awarded the International Organization for Standardization (ISO) 9001:2015 certification by the TUVSUD on July 5, 2021.

ISO 9001 certification is awarded to any organization that demonstrates conformity with ISO 9001:2015 Quality Management System Standard. ISO 9001 Quality Management System (QMS) is a framework to standardize business processes, enhance the quality of products and services, improve operational effectiveness, boost productivity, enhance customer satisfaction, and better management of risks in the organization.

The Port of Batangas was re-awarded with ISO QMS Certification after passing the second Surveillance Audit last April 30, 2021 with its expanded scope which includes the processes of Customer Care Center – Batangas. On May 21, 2021, the Subport of Mactan successfully passed the External Audit by TUVSUD. Following this feat is the Port of Manila, which also passed the Stage 2 Certification Audit on June 16, 2021.

Commissioner Rey Leonardo B. Guerrero commended the Ports of Manila and Batangas, and the Subport of Mactan for passing the requirements and compliance to ISO 9001:2015 Quality Management System. The Customs Chief also reminded the Ports to maintain quality management in implementing policies on Customs clearance procedures.

Guerrero also thanked TUVSUD for "partnering with the Bureau of Customs and assisting us in this process and making sure that the Bureau of Customs maintains the standards of quality and excellence as expected of a customs administration that envisions itself to be a world-class customs administration."

Meanwhile, the Subport of Dumaguete, and the Customer Care Center – Port of Manila seek to achieve the re-certification of their ISO QMS Certification. Both offices are set to undertake the first Surveillance Audit by the third quarter of 2021, and seven additional offices are already in preparation for their ISO QMS Certification for this year.

With this feat and development, the Bureau of Customs is more determined in upgrading its services, facilities, and processes to the world's best standards and practices.

By Sec. Manny Piñol
Here are 21 facts you need to know about the EDSA Decongestion Program:

1. Metro Manila is one of the world's most densely populated city with over 42,000 inhabitants per square kilometer. EDSA has not been extended since the 1960s and has already exceeded its capacity by about 39%.

2. The EDSA Decongestion Program is composed of 25 projects, which includes 14 expressways spanning 121 kilometers and 11 bridges spanning 9.3 km.

3. The mainline of the 18-km Skyway Stage 3 has already been opened to the public alongside 10 ramps: Buendia (Northbound On Ramp & Southbound Off Ramp), Osmena-Quirino (Northbound Off Ramp), Plaza Dilao (Southbound On-ramp), Quezon Avenue (Northbound Off ramp & Southbound Off-ramp), Talayan-Quezon Avenue (Northbound On-Ramp and Southbound Off-Ramp), and NLEX (Northbound Off-Ramp & Southbound On-Ramp).

4. The Skyway Stage 3 was not completed using its original alignment, which was approved in 2014. Due to right of way difficulties, it had to be realigned following the San Juan River alignment. This was approved via Memorandum of Agreement, which was signed on October 25, 2018. Prior to this, site possession for the entire project was only at 8.64%.

5. The Memorandum of Agreement signed by San Miguel Corporation included an interconnection structure between Metro Manila Skyway Stage 3 and the NLEX SLEX Connector. This is the first time in Philippine history that expressways operated by different concessionaires — as in this case, San Miguel Corporation and Metro Pacific — will interconnect.

6. Ten ramps of Skyway Stage 3 are still being constructed: Quirino (northbound on-ramp), Plaza Dilao (southbound off ramp), United Nations (southbound off-ramp),  Nagtahan (northbound off-ramp, northbound on-ramp), Araneta (northbound on-ramp, southbound off-ramp) and C3 (northbound off-ramp, southbound on-ramp and southbound off-ramp).

7. The NLEX Harbor Link Segment 10, a 5.58 km expressway connecting MacArthur Highway and C3 road will interconnect with the Skyway Stage 3 via the NLEX-SLEX Connector Road, an 8 km expressway connecting the end of Segment 10 in C3 Road in Caloocan to PUP Sta Mesa in Manila.

8. The NLEX - SLEX Connector is utilizing the Super T Technology which would reduce construction schedule by about one year. The first five km segment spanning from C3 road to Espana is expected to be completed within the year.

9. The 2.6 km NLEX Harbor Link C3-Radial Road 10 Spur Link spanning from C3 road in Caloocan to Radial Road 10 in Manila was the first project to be completed following the new COVID-19 protocol. It has effectively reduced travel time from Quezon City to Manila from 2 hours to only 20 minutes.

10. The extension of Harbor Link Segment 10 to R-10 in Manila was strategic following the completion of the 4.75 km Radial Road 10 expansion, a project which spanned seven presidents due to right of way issues.

11. The NLEX Harbor Link Segment 8.2 is an 8.35 km 4-lane divided expressway spanning from Segment 8.1 at Mindanao Avenue to Commonwealth Avenue.

Statement on allegations of defective equipment being purchased and used by the AFP

We are currently focusing our attention on the rescue of the survivors of the C-130 crash and all available resources of the AFP are being utilized for the ongoing search and retrieval operations.

We call on the public to refrain from spreading highly speculative statements about the unfortunate incident.

With the investigations of the past mishaps still ongoing, such speculations are as of yet baseless and disrespectful to the affected men and women of the Philippine Air Force, AFP  and their families.

SPEAKER VELASCO CONDOLES WITH PAF, VOWS TO PUSH FOR FLEET MODERNIZATION

Press Release: House Speaker Lord Allan Velasco expressed today his deepest condolences to the family and loved ones of those who died when a Philippine Air Force (PAF) C-130 cargo plane crashed in Jolo last July 4.

"There are simply no words that can be said to console those left behind by our brave military personnel, as well as the three civilians who died as a result of this disaster," Velasco said.

As of current reports, at least 45 people have died when a C-130 military plane transporting troops from Cagayan de Oro City to Sulu province missed the runway in Jolo and crashed into Patikul village.

The aircraft was carrying 90 troops and crew. Five military personnel are still missing.

Following one of the country's deadliest military aviation accidents, Velasco vowed to help the PAF replace the lost C-130 and to support its efforts to upgrade and modernize its fleet.

Congress was supposed to include the purchase of more C-130 planes in the 2021 national budget, but there was not enough time to deliberate on the modernization of the PAF's fleet when Velasco took over as Speaker in October last year.

Sessions were suspended at the time, and President Rodrigo Roa Duterte even had to call for a special session to prevent a re-enactment of the 2020 national budget. Velasco, who took over as Speaker as budget deliberations were ongoing, had to work overtime to pass the 2021 General Appropriations Bill.

"I can only give my word that we in the House of Representatives will include in the 2022 budget the modernization of the PAF's fleet as well as ensure the proper training of personnel in handling modern equipment," Velasco said.

The House chief urged the Armed Forces of the Philippines to conduct a thorough investigation on the incident with the end in view of preventing such disasters from happening again.

The Speaker also called for a review of PAF pilots' protocols as well as an inquiry on the safety of runways around the country, especially in the provinces.

"We acknowledge the importance of our uniformed personnel, as our dear President Duterte himself has done so several times," Velasco said. "The least we can do is to ensure that this never happens again." #18thCongress #PartnersForProgress

Philippine shipping firms planning Asian operations

SOME SHIPOWNERS in the Philippines are considering expanding their operations to Asian destinations, a move seen to augment capacity amid a global shortage in containers and vessels, a Maritime Industry Authority (MARINA) official said.

MARINA has "granted consent" for bareboat chartering by Iris Logistics, Inc. and PNX-Chelsea Shipping Corp., the agency's Deputy Administrator for Operations Nanette V. Dinopol told BusinessWorld in a phone interview.

The two domestic shipping companies can already "engage in regional operation," she said.

"I heard that there are other shipowners who are interested, so we are still waiting for them to file their applications. For now, there are only two vessels."

Legarda Expresses Sympathy to Casualties of C130 Plane Crash in Sulu

Press Release: Three-term Senator, now Deputy Speaker, Loren Legarda today expressed her deep sympathy and condolences to the military men and civilians who were killed when a C-130 Hercules transport aircraft carrying troops from Cagayan de Oro crashed yesterday after missing the runway upon landing in Patikul, Sulu.

"I extend my deepest condolences to the bereaved families of our fallen soldiers and also civilians who have met an untimely death yesterday. These young soldiers were supposed to report to their battalions to perform their mission with utmost dedication and integrity, even sacrificing their personal needs, comfort and time," Legarda, a Colonel of the Philippine Air Force Reserve Command, lamented.

"Being in the military is not an easy task.  It entails sacrifices and uncertainties. You would need dedication and commitment to be able to uphold your duties. Our soldiers died in the line of duty, fulfilling their sworn oath to serve and protect the country. We mourn together with the families they have left behind for this tragic loss of lives. As government officials, we have the moral responsibility to look after those they have left behind, and those who are still in the hospital fighting for survival and recuperating," Legarda said.

The three-term Senator noted that under Republic Act No. 6963, which prescribes allowed assistance and benefits families of deceased or permanently incapacitated soldiers, families of deceased or permanently incapacitated soldiers should receive special financial assistance for the next six months after the personnel's death or incapacity.

The surviving spouse, or an employable child if the spouse is employed, should be given priority in employment in a government or agency or office where his/her qualifications are fitted.

Moreover, all surviving children of the deceased or permanently incapacitated military or police personnel are entitled to scholarships up to college in a nonexclusive institution.

Legarda also said that equal assistance should be extended to the civilians and their families who have died and were injured at the crash site.

"Our soldiers are firmly committed to their duty to protect the country and the citizens. They put their lives on the line everyday so we can live in peaceful and safe communities.  We salute your bravery. No amount is enough to compensate for the lost lives and for those who were injured but, their families deserve to receive financial and other forms of assistance as a way of conveying our gratitude and to ensure that the families left behind will be provided with the necessary government support," Legarda concluded.

Conspiracy theories are destroyed by solid evidence.

Author David W. Daniels came to the point where he could no longer ignore the mounting evidence. He was schooled in Bible college and seminary to believe that the King James was hopelessly obsolete. But the mounting confusion around the new Bible translations left him wondering.

He already knew how to use modern search techniques to quickly discover relevant evidence. He soon learned that the Bible version issue was more than a baseless conspiracy. Many new facts had become available shedding light on the history of Bible versions. He learned that the scholars who decided over 100 years ago to "fix" the King James may not have had the best intentions.

His discovery of Satan's plan to damage God's words is chronicled in a series of books. In 2017, his book, "Is the 'World's Oldest Bible' a Fake?" presented heavy evidence against Codex Sinaiticus, the manuscript that scholars claim is the world's oldest Bible.

This book attempts to answer the next question: Who Faked the "World's Oldest Bible"?

It reads like a mystery novel, but over 100 illustrations and more than 300 footnotes gives it the force of a graduate research paper. The murky narrative of the discovery and evaluation of the Sinaiticus becomes much clearer with this new book.

Daniels leaves it up to the reader to decide how this might affect his or her eternal destiny.

From Presidential Spokesperson Harry Roque -

PROTOCOLS FOR FULLY VACCINATED INDIVIDUALS FINALIZED

The Inter-Agency Task Force (IATF) finalized the protocols for fully vaccinated individuals.

A fully vaccinated individual is someone who has more than or equal to 2 weeks after having received the second dose in a 2-dose vaccine; or more than or equal to 2 weeks after having received a single-dose vaccine.

In addition, a fully vaccinated individual must be administered with vaccines that are included in the Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration or Emergency Use Listing of the World Health Organization.

Meanwhile, the intrazonal movement of fully vaccinated senior citizens within areas under General Community Quarantine and Modified General Community Quarantine shall continue to be allowed.  This, however, is subject to the presentation of a COVID-19 domestic vaccination card duly issued by a legitimate vaccinating establishment, or certificate of quarantine completion showing the holder's vaccination status as may be issued by the Bureau of Quarantine.

On the other hand, for interzonal travel allowed under the pertinent resolutions of the IATF and provisions of the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, as amended, the presentation of a COVID-19 domestic vaccination card duly signed by a legitimate vaccinating establishment, or certificate of quarantine completion showing the holder's vaccination status as may be issued by the Bureau of Quarantine shall be sufficient alternatives to any testing requirement (before travel or upon arrival) which the local government of destination may require.

This interzonal travel shall likewise apply to fully vaccinated senior citizens.  Also, the traveler needs to undergo health and exposure screening upon arrival in the local government of destination.

In situations when fully vaccinated individuals are close contacts of probable and confirmed COVID-19 cases, they may undergo a shortened 7-day quarantine period only if they remain asymptomatic for the duration of the 7-day period.

In case there is a need for RT-PCR testing, this may be done not earlier than the 5th day after the date of the last exposure.

Finally, no testing and quarantine shall be required for close contacts who may have been traced beyond the 7th day from the last exposure and who remained asymptomatic.

Prescribed testing and isolation protocols shall be followed once the RT-PCR test yields a positive result, or the individual becomes symptomatic.

Today is Francisco Dagohoy Day by virtue of Republic Act No. 11444 (the Act originated from the House of  Representatives (by: Representative Rene L. Relampagos, now Vice Governor of Bohol) and passed by the House on December 4, 2017 and by the Senate on June 3, 2019 and concurred by the House of Representatives on June 4, 2019).

President Rodrigo R. Duterte signed the law on August 28, 2019 with the title: "An act declaring July 4 of every year a special working holiday in the entire Province of Bohol, to be known as "Francisco Dagohoy Day" in honor of Francisco Dagohoy, a native of Bohol and leader of the longest Philippine revolt on record that lasted for eighty-five (85) years during the Spanish era."
-----
The Dagohoy Rebellion in Bohol lasted for 85 years, from 1744 to 1829. In an inaccessible region in the mountains between Inabanga and Talibon, Francisco Dagohoy established his headquarters and proclaimed the independence of Bohol against the Spanish colonial rule. Under his direction and supervision, the Bohol patriots fortified their stronghold with trenches of big rocks. They built numerous dwellings for the families who joined their cause and cleared the surrounding forest for planting of food crops.

During the 85-year period of Bohol's independence, the patriotic Boholanos lived as a free and sovereign people. They did not render enforced labor nor pay tribute to the Spanish master. They did not suffer any racial discrimination or social humiliation from the hands of the Spaniards. They did not experience abuses and cruelties from the Spanish regime.

The Spaniards expected that Dagohoy's government would eventually deteriorate. However, Dagohoy was able to harness the old civilization and culture of the Boholanos which existed before the coming of the Spaniards. Contrary to expectations, the Boholanos under Dagohoy became prosperous and self-reliant.

Although the rebellion was initially by anti-religious feelings because of the abuses of the parish priest, Fray Garpar Morales, by that time the Catholic religion had been part of Philippine life for close to two centuries and therefore could not be abandoned. The Dagohoy community adopted and adapted the Catholic religion. They solemnized weddings, baptized the new-born, and practiced other Catholic rites, using some of their people to perform the duties of the Spanish priest.

Not known was the date and cause of Dagohoy's death. The two sons of Dagohoy, both possessing the qualities of leadership and fearlessness, picked the gauntlet left by their father. Tugpa, the third skillful fighter was believed to be a first cousin of the Dagohoy's sons.

The passing away of Dagohoy did not deter the spirit of the Boholanos to hold fort. The brave leaders and their skilled warriors were however aging and weary. Their replacements were far below the desired combat strength, particularly so because fresh Spanish militiamen with their armed Filipino lackeys from Luzon and Cebu launched attacks against the Bohol patriots in many fronts of the island.

Governor-General Mariano Ricafort Palacín y Abarca, ordered that the conquest of Bohol should be pursued with greater vigor until the last man would no longer live. The Governor-General sent a massive reinforcement under the disposal and command of Major (later Lt. Colonel) Manuel Sanz.

By August 31, 1829, the rebellion was over. It had taken a year of repeated assaults to crush the Boholanos. Major Sanz, leader of the Spanish expedition wrote in his official report that 3,000 Boholanos escaped to other islands, 19,420 surrendered, 395 died in battle, and 98 were exiled. He also reported the capture of a large number of arms such as battle-axes, lances, bolos, campilans, muskets and even artillery pieces. With Dagohoy's achieved independence, Bohol was spared from the Spanish yoke for 85 years from their 333 (1565-1898) years of ruling in the Philippines.

Francisco Dagohoy will forever live in the pages of Philippine history, Dagohoy features in the Bohol provincial flag as one of the two bolos or native swords with handle and hand-guards on top. These two bolos, which are reclining respectively towards the left and right, depict the Dagohoy and Tamblot revolts, the two revolts in the history of Bohol.

Italy Ski Vacations

If you will be in Italy, you should definitely visit Limone. Limone is one of Italy's oldest ski areas, and it is a very old village with a twelfth century
church and many other old buildings. The town is located near the French border, and is only about
thirty miles from Nice.

At Limone, you will experience a real taste of old Italy. The nightlife has a lot to offer, and the gourmet food is out of this world! Food and skiing are everything here – with more than fifty restaurants, and 46 ski runs. The top elevation is 6689 with a vertical drop of 3033 feet. Most of the runs are best
suited to intermediate skiers, with a few that are suitable for beginners and experts. There are twenty seven lifts, including seven chair lifts and twenty
surface lifts.

Remember that the village is very old – and the locales like it that way. If you prefer high technology and modern buildings, Limone probably isn't for you. But if you want to truly experience Italy, Limone must be on your list of places to visit in Italy.

Crystal Mountain Ski Vacations
If you are in or near Washington State, you should definitely check out Crystal Mountain. With an elevation of 7004 feet and a vertical drop of 3102 feet,
Crystal Mountain actually sits below Mount Rainier, which has a top elevation of 14,408 feet. Between
the months of November and April, several feet of fresh powder falls on Crystal Mountain, due to the
cold Cascade storms common to the area.

This is rough terrain, and there is little offered to beginners as far as the ease of the trails go. But lessons are available, as well as rentals for ski's and other equipment. At Crystal Mountain, there are more than 2300 acres and fifty trails, making this the largest ski area in the state of Washington. There are ten lifts
available: 2 high speed six passenger lifts, 2 high speed quads, 2 triple chairs, 3 double chairs, and 1 children's surface lift.

The season runs from the middle of November to the middle of April, when the most snow fall is experienced. There are several places to choose for
lodging, meals, and nightlyentertainment, but the
biggest attraction is the skiing, of course.

The Crystal Mountain Express Buss service runs on weekends from the middle of December to the middle
of March. You will be picked up from your lodge and dropped off at the base plaza – where you can begin
a full day of fun on the slopes. After a day of skiing, you should definitely head over to East Peak Massage & Fitness to take advantage of the hot tub, sauna, showers, and even the game room. Massages are also available, with a reservation.

If your kids aren't quite ready for the black diamond trails – but you are – you can register them in the Kid's Club. The Kid's Club is open from 8am to 4pm each day for children aged four to eleven years old.

The kid's aged 4 – 11 will be supervised while they ski on a 'kid appropriate' slope, and snowboarding
is also available for children aged 7 – 11 years old. Your child will have fun, while being supervised and taught. The cost of the care includes a four hour
lesson, a lift ticket, lunch, and supervision. Rental equipment is available for the kids for an additional fee.

Everyone has fun at Crystal Mountain. It is a great place for a family vacation, but again, the slopes are more for intermediate skiers and expert skiers –
although beginners will have fun as well. Just use good sense, and avoid trails that you don't feel like
your ready for.

———-

Background:

FINALLY, LRT-2 MARIKINA-PASIG AND ANTIPOLO STATIONS ARE HERE

The promise of a better commuting experience will now become a reality, as President Rodrigo Roa Duterte, together with Department of Transportation (DOTr) Secretary Art Tugade and Light Rail Transit Authority (LRTA) Administrator Reynaldo  Berroya, leads the formal inauguration of the LRT-2 East Extension Project today, 01 July 2021.

The LRT-2 East Extension Project adds 3.793 kilometers to the existing 13.8-kilometer LRT-2 train line, that will connect Recto in Manila to Antipolo, Rizal. The extended line will have two (2) new stations— Marikina-Pasig and Antipolo stations.

At least 1,800 jobs were also generated during the construction of the LRT-2 East Extension Project. The DOTr also projects that 170 rail personnel will be employed to work in the two new stations.

The plan to extend the LRT-2 line from Santolan Station to Marikina-Pasig and then to Antipolo City was has been a part of the Master Plan for Metro Manila since 1999, under the Metro Manila Urban Integration Study (MMUTIS).

The project was approved by the NEDA Board on 04 September 2012, and construction of viaducts started in April 2015.

Philippines tops 10 million vaccine doses administered

MANILA, Philippines — After more than a year of being forced to stay home amid the pandemic, there's now freedom on the horizon for 74-year-old Nieves Catacutan, who received yesterday the 10 millionth COVID dose administered in the country.

In an interview, Catacutan said she was overjoyed on being informed that she would get the 10 millionth jab, as she had grown tired of minding the family's sari-sari or micro convenience store and watching teleseryes due to strict quarantine restrictions especially for senior citizens. The vaccine rollout began in March.

Health Secretary Francisco Duque III himself administered the Sinovac CoronaVac jab on Catacutan at the Valenzuela City Astrodome.

She said she now looks forward to finally getting out of the house with her grandchildren for the first time in many months.

"Masayang masaya ako dahil ako pa ang napili. Masayang masaya ako na makakapamasyal na ako (I'm so happy I got chosen, now I can go out and enjoy)," Catacutan, a Pantawid Pamilyang Pilipino Program beneficiary, said.

At a press briefing, vaccine czar Secretary Carlito Galvez Jr. said the 10 millionth jab is a "significant milestone" for the country as the national government aims to vaccinate 10 million individuals per month and achieve population protection before December.

"We have achieved a significant milestone, (although) 10 million is still small compared to the 70 million target," Galvez said.

At least 1.4 million individuals were vaccinated in the past week, surpassing the target of one million, Galvez added.

Press Release: The national government on Monday, June 28, 2021, held a symbolic vaccination at the Valenzuela Astrodome as the country breached the 10 million mark in total anti-COVID jabs administered over the weekend.

As of June 27, a total of 10,065,414 doses were given nationwide. Of this number, 7,538,128 Filipinos received their first dose while 2,527,286 have been fully vaccinated.

NTF chief implementer and vaccine czar Secretary Carlito Galvez Jr. said the government has for the past two weeks administered over 1.4 million jabs, surpassing its initial target of 1 million shots per week.

Galvez also expressed confidence that when the country receives larger vaccine shipments by July from different manufacturers, the government will be able to vaccinate at least 10 million per month.

"Yung nakikita po namin sa mga darating na araw makakaya na po natin by July 'yung 500,000. I'm pretty sure na this coming July, we can easily vaccinate 6 to 8 million once na naging steady ang supply natin makapag-vaccinate tayo ng even 10 million a month." Galvez said.

"We have achieved a significant milestone though nakita natin 'yung 10 million is still small compared sa ating 70 million target. But we will make sure that population protection can be achieved in the NCR before December time." He added.

For his part, Health Secretary Francisco Duque III highlighted the strong partnership between the national government, local government units, and private sector in battling the pandemic.

"Ako po ay talagang nagpapasalamat na kayo po ay sumusuporta sa ating national deployment and vaccination plan. Hindi po ito kakayanin ng national government lamang itong pagganap ng ating vaccination program, hindi kakayanin lamang ng ating local government units, hindi kakayanin ng mga taga pribadong sektor," Duque said

Also present during the event were NTF deputy chief implementer and testing czar Secretary Vince Dizon Jr., Health Usec. Myrna Cabotaje, Valenzuela Mayor Rex Gatchalian, and other city government officials.

Michael Jordan of the Chicago Bulls looks on against the Sacramento Kings during a game played on February 28, 1998 at the United Center in Chicago.

After earning his degrees in exercise science and kinesiology from the University of Illinois-Chicago, personal trainer Tim Grover scored then Chicago Bulls star Michael Jordan as his first pro client in 1989.
Grover says he wrote a letter to every Bulls player at the time, but Jordan was the only one to respond.

"He gave me 30 days. Thirty days turned into 15 years," Grover wrote on Instagram in 2015.

Jordan went on to win six NBA championships while working with Grover. In 2007, after Jordan's second retirement from the NBA, Grover worked with Kobe Bryant and later Dwayne Wade.

In his new book, "Winning: The Unforgiving Race to Greatness," Grover reveals what he's learned about what success looks like. As Jordan writes in "Winning," Grover "knows more than anyone about building winners."
Here's some of what Grover has learned about winning, no matter what the challenge.

'There are no steps'

Using inspiring quotes or trying someone else's step-by-step program for success is an amateur move, according to Grover.

That's because different motivation and processes work for different individuals. You need to figure out what works for you.
"There are no steps. I can't say, 'Here are the five steps to get into the zone,' or the '10 steps to success,'" Grover tells CNBC Make It.
"Those steps are infinite and they're constantly changing."
Jordan, for example, didn't have the same training routine as Bryant, and their individual routines evolved as their game did and as they did.
"I needed to prove myself over and over again because the routine I used for MJ is not the routine that I'm going to use for you," he says, because everyone has different needs.
Grover's advice: Experiment to find what works best for you, then constantly switch up your routine as you grow.

Winners see themselves as 'different'

"Winning makes you different and that difference is going to scare people," Grover says.
"People are not going to understand your work ethic. They're not going to understand why you do the things you do at the intensity that you do it and why you continue to want more and more and more," he says.
Grover says people who are true gamechangers don't think outside the box because they don't even see a box. "They see possibilities. They use their own decisions, successes, and failures as a springboard to elevate their thinking and results," Grover writes.

Mr. Israel D. Alin, LCB, MAPA, President/COO of Alin Cargo Express commends the Bureau of Customs for its advanced system and staunch service to its stakeholders that is timely amidst the pandemic:

"I am grateful for the BOC Customer Care Center's utilization of a support ticket system amid the pandemic. The issues, general inquiries on goods declaration, operational and assessment matters, payments, requests and other concerns are assigned unique ticket numbers which one can use to track the progress and responses online. This is a very effective and commendable initiative especially in these trying times because this discourages face-to-face transactions and promotes the zero-contact policy in the BOC. I am excited for the future innovations of the BOC Customer Care Center and its move toward a more secure, better, and simpler conduct of business with the public. Congratulations and more power!"

PASAY CITY --- Two million doses of CoronaVac vaccines arrived at the NAIA Terminal 2 on Thursday, June 24, bringing to 11 million the total number of shots received by the country from the China-based manufacturer.

Of this fourth batch of Sinovac vaccines which arrived this month, 1.6 million doses were procured by the national government, while the 400,000 doses were purchased by the city government of Manila.

National Task Force Against Covid-19 Chief Implementer and Vaccine Czar Sec. Carlito Galvez, Jr., Department of Health Secretary Francisco Duque III, Manila Mayor Isko Moreno, Vice Mayor Honey Lacuña, and other government officials witnessed the arrival of the vaccines.

The latest shipment of anti-COVID vaccines brings to 16.2 million the number of doses received by the Philippines since February.

"The latest vaccines from Sinovac will be deployed in the provinces, based on the directive of President Duterte," said Galvez.

According to Galvez, he has already instructed the National Vaccination Operations Center (NVOC) to immediately dispatch the newly-arrived vaccines to LGUs nationwide.

Breaching the 9 million mark

Meanwhile, the vaccine czar announced that the Philippines has breached the nine million mark in total number of jabs administered.

As of June 23, 2021, 9, 281, 235 anti-Covid-19 jabs have been given since the National Vaccine Program was rolled out in March.

"This development shows that we are on the right track in our vaccination program. With the steady arrival of larger vaccine doses, we will be able to accelerate the inoculation of our priority sectors," Galvez added.

Herd immunity

Meanwhile, Galvez said that "We will prove them wrong," in reaction to comments made by a UK-based think tank that claimed the Philippines will be among the last countries to achieve herd immunity.

The chief implementer pointed out that the country's daily rate of anti-Covid jabs has been steadily increasing.

Last June 22, Galvez said a total of 223,602 doses were administered and if this trend continues, he is confident that the country would be able to achieve herd immunity before the year ends.

He said that this number is expected to further go up, as more than 5,000 vaccination sites throughout the country will soon be activated.

Galvez said that once the private sector starts vaccinating their workers, the nation's vaccination rate will rise even further.

"We will see a significant increase in our daily vaccinations once these private sector efforts gain momentum," he said.

Reliable partner

Galvez thanked the Chinese government and Sinovac for supporting the country's vaccination program.

He recalled that it was through China's donation of 600,000 Sinovac doses that the national government was able to begin the inoculation of its citizens.

"We are immensely grateful to the Chinese government and Sinovac for being a reliable partner in our vaccination program," said Galvez.

Manila Mayor Isko Moreno also expressed his gratitude to the Chinese government and the vaccine maker.

Moreno likewise thanked Galvez, Health Secretary Francisco Duque for facilitating the signing of the tripartite agreement that enabled the city of Manila to procure the 400,000 Sinovac vaccines.

News Release - LGU-Ormoc, under the leadership of Mayor Richard I. Gomez, expressed gratitude to Agriculture Secretary William D. Dar thru Angel C. Enriquez (Regional Executive Director) of the Department of Agriculture-Regional Office (DA-RFO) 8 for the quick response on the City's African Swine Fever (ASF) concern and for providing Ingezim ASF CROM Ag (ASF testing kit) during a meeting with the RD yesterday, June 24, 2021, at the City Mayor's Office.

The ASF testing kits were handed over in the presence of SP Member Lalaine A. Marcos who is Chairperson of the Committee on Environment, Natural Resources, and Energy Conservation, and Elvira C. Torres, Regional Technical Director for Research and Regulations and DA-RFO8 Regional Task Force Focal Person.

The Ingezim ASF CROM Ag is an immunochromatographic assay for the detection of ASFV in blood samples. The test is based on the use of two different coloured latex microspheres: black microspheres that are coated with a specific MAb to ASFV, and blue microspheres, which are used as test control.

On the membrane, two lines are printed: the test line (T) has a specific MAb to ASFV and the control line (C) has a specific MAb for the control protein.

In the case of a positive sample, the virus binds to the black beads conjugated to an anti-ADFV MAb. The immune complex then migrates through the membrane by capillarity and is captured again by the anti-AFSV MAb absorbed on the test line, resulting in the appearance of a black line.

The presence of the control line serves as validity of the test, indicating that the immunochromatography has been performed correctly.

Press Release: AFP renders Military Honor for late President Noynoy Aquino

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) on Friday rendered traditional gun salute in military camps to honor the late former President and Commander-in-Chief, Benigno 'Noynoy' Aquino III.

"We give our Former President and Commander-in-Chief our snappiest salute and our pledge to continue to perform our mandate. The banner of his legacy will continue to fly on the hallowed grounds of our camps anywhere in the country," AFP Chief of Staff General Cirilito Sobejana said in a statement.

The eight-gun salute were simultaneously fired in Camp Aguinaldo, Quezon City; Fort Andres Bonifacio in Taguig City; Jesus Villamor Air Base in Pasay City; Fort Abad in Manila; Fort Gregorio del Pilar in Baguio City; and in all AFP Unified Command Headquarters in Luzon, Visayas and Mindanao.

The military honors are performed throughout the day starting with the eight-gun fire during the reveille time at 5:00am, followed by a gun fire every half-hour beginning 6:00am until the retreat time at 5:00pm. After which, another eight-gun salute are fired.

At 10:00am, all troops in all military camps, stations and bases assembled for the official reading of the Notice of Death of the former President. Meanwhile, the National Flag is displayed at half-mast in all AFP camps.

General Sobejana speaking on behalf of the whole AFP acknowledged and hoped to immortalize the late president's legacy as the 15th President of the Philippines.

"With wisdom and prudence, President Aquino steadfastly steered our country towards economic stability and through the many disasters and challenges that we faced during his term as our leader," he said.

During his term, President Aquino advocated the strengthening of the country's defense and security capabilities. The Republic Act No. 10349 was enacted under his presidency to revitalize the slow-paced AFP modernization program.

With the advent of the Internal Peace and Security Plan- Bayanihan, the former President also encouraged the AFP to adopt an inclusive approach towards security, where every Filipino is a stakeholder in the goal to achieve just and lasting peace.

"We honor and recognize the support and encouragement he had given us as we began our journey towards genuine transformation in our organization. This transformation paved the way for the professionalization of our troops and the inculcation of critical ethos such as accountability, transparency, and respect for human rights that we hold and value dearly today," General Sobejana said.///

The step-by-step process on how to apply for a TRADENET account and can be found under the Frequently Asked Questions (FAQ) Section of the BOC Customer Care Portal. Clients may access the Customer Care Portal using this link https://client.customs.gov.ph.

The approved e-CO, as issued by the BOC Export Coordination Division, is automatically sent to the NSWs of other ASEAN Member States through the ASEAN Single Window (ASW) System. If the e-CO is successfully received by the importing NSW, through an acknowledgment response, the exporter does not need to send the hardcopy CO through courier services. This would facilitate trade by reducing the time and cost in doing business with other ASEAN Member States. With the outbreak of the COVID-19 pandemic, this initiative would also allow traders to observe health protocols by eliminating the circulation of paper documents within the region.

For e-Cos received from other AMS, clients may enter the reference number of the e-CO using the Philippines TRADENET e-Tracking Tool developed by the DOF TRADENET PMO. The e-CO Philippine Tracking Tool is accessible at http://info.tradenet.gov.ph/atiga_e-form_d_tracker/.

President's decision on face shields is science-based – Palace

News Release - The decision of President Rodrigo Roa Duterte on the continued use of face shields both outdoors and indoors is based on science and evidence-based studies, which show that face shields give an additional layer of protection, especially in light of the risks brought about by the highly transmissible Delta variant of COVID-19.

Presidential Spokesperson Secretary Harry Roque Jr. mentioned that the decision on face shields was made upon the advice of health experts who informed the President that the Delta variant is even more transmissible than the original variant.

"Ninety-nine percent ang estimated effect of protection kapag naka face mask, face shield, at physical distancing," said Secretary Roque, citing the results of international studies.

The Palace spokesperson also cited the result of a study done in India, which shows that among 62 healthcare workers who did not wear face shields, 12 were infected with the virus in a week. While among those who wore face shields, none contracted COVID-19. "Ibig sabihin naka-base po sa siyensya itong desisyon ni Presidente sa pagsusuot ng face shield," remarked Sec. Roque.

Secretary Roque added that the government's position on matters relating to COVID-19 will also depend on changes based on science, and given that it has been known that the Delta variant poses a great threat, more intense protection is therefore needed.

Roque stressed that the protocol on the use of face shields contained in an IATF Resolution released in December 2020, will remain in effect. Citing a portion of the said protocol, Roque said, "All persons are mandated to wear full-coverage face shields, together with face masks, earloop masks, indigenous, reusable, or do-it yourself masks, or other facial protective equipment which can effectively lessen the transmission of COVID-19, whenever they go out of their residences."

Roque also emphasized the use of full face shields.  "Yung visor-type face shields are not allowed. Face shields shall cover the entire face, completely cover the sides and length of the face," said Roque.

In the same press briefing, Dr. Alethea de Guzman, OIC-Director III of the DOH COVID-19 Surveillance and Quick Action Unit, likewise expressed that the Delta variant is rapidly spreading around the world, appears to be more transmissible that the other known COVID-19 variants, is associated with different symptoms, and that people who get infected with it are more likely to be hospitalized.

In addition, Dr. De Guzman advised that getting two doses of vaccines can still be strongly protective against the said variant of concern.

Given the said information, Dr. De Guzman underscored the importance of imposing travel restrictions and strong border control, and preventing or containing the entry of variants of concerns through proper screening, quarantine, and testing at ports of entry. Therefore, Dr. De Guzman emphasized that the 10 + 4 quarantine and testing protocol should be strictly followed, which imposes a 10-day facility-based quarantine, where testing is done on the seventh day, and release to quarantine at the local government unit of destination for four more days.

On another matter, Sec. Roque mentioned that the Philippines is expecting some 10,804,820 vaccine doses to be delivered for the month of June alone, out of which 5,876,820 vaccine doses have already arrived this month. Of the vaccine doses that have already arrived, 3.5 million were Sinovac vaccines, 2,276,820 were Pfizer vaccines from the COVAX facility, and 100,000 were Sputnik V vaccines, said Roque. He added that the remaining vaccines for delivery this June include Sinovac, Moderna, AstraZeneca, and Sputnik V vaccines.

Also on vaccines, Philippine Ambassador to the United States (US) Jose Manuel Romualdez clarified in the said press briefing the 20 million vaccine doses from the US that he mentioned in an earlier interview, forms part of the negotiated vaccines from Moderna. Meanwhile, on the 80 million vaccine doses to be donated by the US government, Ambassador Romualdez said that the Philippines may get around 800,000 to one million doses of either Moderna or AstraZeneca vaccines, which he said is expected to be given by next month. ### OPS-PCOO

UP Diliman Anthropology alumnus (1999) Dr. Stephen Acabado has been appointed the new Director of the Center for Southeast Asian Studies of the University of the UCLA International Institute. The Filipino professor is an archaeological anthropologist whose researches focused on the archaeology of highland agricultural systems in Southeast Asia, specifically on the Ifugao agricultural terraces in Northern Philippines. Dr. Acabado's research interest is in human-environment interaction and indigenous responses to colonialism. His study on the Ifugao Rice Terraces carved in the mountains of Banaue broke new ground with its findings that the designated UNESCO World Heritage site in the Philippines should be seen as a response to the arrival of the Spanish in the northern Philippine highlands instead of the more well-known belief that it is a 2,000-year-old creation of indigenous people. - source_ UP FB Page

FSRR: Staying Above Standards

Press Release - For more than seven decades, the First Scout Ranger Regiment has indisputably shown true grit and audacity in and out of the battlefield. From HUKBALAHAP period until today, "Musangs" has never wavered in leading the way and in delivering decisive results from combat operations.

It is believed that Musangs are the most feared unit in the Philippines, but they were not called this title for nothing. Each unit under the Scout Ranger continues to prove this in every encounter they got involved in and facing them will not be easy for the enemy. Even soldiers admits that the Scout Ranger Training is one of the hardest training in the military, for it is physically and mentally challenging and requires no rest from reception to graduation.

The Scout Rangers' bond also withstands any challenges they faced dung their operations. This is due to the strong trust and camaraderie they built during their rigorous training together.

This bond was proven by Sgt. Jeyson Mante during the Marawi Siege in 2017. Sgt. Mante was one of the wounded soldiers within the killing zone at the height of the battle, but his comrades never abandoned him despite the perilous situation they were in. His Company Commander Capt. Sandoval, also known as the "Dare Devil", even crawled towards his position to move him to a safer place.

"Sa Marawi, tinamaan ako pero imbes na iwanan ako doon, pinilit nilang makuha ako, ginapang nila ako doon. Lahat ginawa nila kung paano nila ako makuha doon kasi nasa killing zone pa ako, eh. Nakadapa ako at hindi ko na maigalaw ang katawan ko, pinilit nilang ma-recover ako," Sgt Mante narrated.

This is one of the reasons why training to be a member of the Scout Rangers can be hard. Aside from the arduous physical and mental tests, one must also pass their test mission before they can participate in an actual encounter against the enemies of the state. Ten percent of the class are even authorized to perish due to the extreme conditions of the training.

Capt. Linon Pitao could choose any training within the Army, but for him, there is only one unit that can test his mettle in the battlefield, he chose to be a Scout Ranger. This is despite the constant peril that comes with the training because, for him, it is the best school in the Philippine Army for combat leadership.

"Pinili kong pumasok sa Scout Ranger dahil isa ito sa mga source ng mga leader. Para sa akin, ito ang isa sa pinaka the best na training. Tatlo ang dine-develop saamin dito, ang Stamina, Skill, at Spirit."

The stories of Sgt. Mante and Capt. Pitao only proves that the Scout Rangers remain to stay above the standards when it comes to schooling and in operations.

Despite the tough image the Scout Rangers have, they are also like other soldiers who have a heart for protecting the public. Aside from strengthening their operation capabilities, they are also enhancing their Civil-Military Operations to further reach the people's hearts.

On June 18, 2021, The Commanding General Philippine Army Maj. Gen. Andres C. Centino visited the regiment and was welcomed by the troops of FSRR headed by the Regiment Commander Col. Freddie T. Dela Cruz.

"To the Musangs of the Philippine Army, always remember that we are always here to support you, like how you are always prepared to extend your services in serving the people and securing the land. Your efforts and sacrifices in the frontlines of the battlefield do not go unnoticed, be it against armed struggles or an unseen enemy," Maj. Gen. Centino said during his visit. #

News Release
QUEZON CITY --- A multi-sectoral initiative was launched here on Monday, June 21, that is expected to increase public uptake on the National Vaccine Program, and speed up the inoculation of the city's residents.

This pioneering effort was formalized through a Memorandum of Cooperation  signed between the Quezon City government, Diocese of Novaliches, Far Eastern University - Nicanor Reyes Medical Foundation (FEU-NRMF), and UNILAB.

National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr commended those who spearheaded the novel undertaking, as he highlighted the "greater synergy" among the city's stakeholders.

"The greater synergy that we are witnessing now among stakeholders in Quezon City is not just a demonstration of the Filipino people's Bayanihan spirit, but also a desire to find more effective and innovative ways to address the challenges caused by COVID-19 pandemic," said Galvez.

Under the Memorandum of Cooperation, the Diocese of Novaliches has allowed its parishes to be used as vaccination sites, and committed to actively participate in the city government's information and education campaign to promote the benefits of getting the jab.

According to Vicar General for Pastoral Affairs of the Diocese of Novaliches Rev. Fr. Antonio Labiao Jr, the Diocese has already opened its three parishes namely Cathedral Shrine of the Good Shepherd Parish, San Bartolome Parish, and Pagkabuhay Parish as vaccination sites for parishioners, residents and nearby communities.

Labiao said that around 4,000 individuals from priority groups A1 (healthcare workers), A2 (senior citizens), A3 (persons with comorbidities), and A4 (economic frontliners) have been vaccinated in their parishes since the churches-cum-vacination sites opened last April 15.

The parish, he said, is confident that it would be able to increase its vaccination rate as more vaccines are expected to arrive in the country.

The vicar also relayed the commitment of the Diocese to address vaccine hesitancy among the people saying, "We will continue to announce and encourage people to take the vaccine."

Meanwhile, FEU-NRMF COO Juan Enrique Reyes vowed to continue working with the government in addressing the challenges caused by the pandemic.

"We believe that it would take the cooperation of both public and private sectors to end this pandemic," said Reyes.

FEU-NRMF has been a partner of the Quezon City government in its vaccine roll out, providing manpower and storage facilities, as well as serving as a referral hospital for vaccinated individuals experiencing adverse effects following immunization (AEFI).

Unilab, represented by its Vice President for Vaccine Initiative Manuel Montinola, also emphasized the importance of synergy and cooperation among all sectors of society in battling the pandemic.

The company has been helping in the establishment of vaccination sites in different parishes across the city by providing supplies, logistics services, and other resources to medical professionals and volunteers.

Most Rev. Bishop Roberto Gaa is optimistic that this kind of cooperation "can push forward the vaccination program" not only in the city but throughout the country.

Labiao said that they envision the Diocese "to become the social facilitator to put together all the efforts for the sake of communities and the city."

Likewise, they hope to make the cooperation "a template to other dioceses, LGUs, and partners that can be replicated in different areas in the country."

All vaccines to be deployed immediately

Meanwhile, Galvez said the government remains committed "to provide all LGUs the needed vaccines to achieve population protection in every region."

This is a response to reports that some LGUs outside the NCR+8 (Metro Cebu, Metro Davao, Bulacan, Batangas, Cavite, Laguna, Pampanga, and Rizal) are complaining about the limited number of vaccine doses deployed in their cities and provinces.

The vaccine czar explained that the National Vaccination Operation Center maintains a dashboard to monitor vaccine deployment and usage of local government units across the country.

He said that supplies are monitored on a daily basis to ensure that those LGUs that "finish" their supplies will be given priority in the next batch of deployment.

"Our priority to contain the disease and protect the most vulnerable individuals and communities is still the same," Galvez stressed.

He said more than three million vaccine doses are arriving in the country this June, 1.5 million doses of which will come from Sinovac, 250,000 doses from Moderna and more than two million doses from Astrazeneca which will coming from the COVAX facility.

Galvez said these vaccines will be deployed immediately to identified provinces and LGUs nationwide that are running low on supplies, particularly those in high risk areas.

As of June 17, 11,677,550 doses out of the 14,205,870 doses in the government's supply inventory have been deployed nationwide.

News Release - CAMP AGUINALDO, QUEZON CITY --- "Israel has shown that the battle against COVID-19 can only be won through a collective effort. We can succeed if nations help each other and work together. This is the power of unity and cooperation."

This was the message of Secretary Carlito Galvez Jr, National Task Force against COVID-19 (NTF COVID-19) chief implementer and vaccine czar during a meeting on Monday, June 21, between Israeli health experts and COVID-19 task force officials.

"Israel has shown that the battle against COVID-19 can only be won through a collective effort. We can succeed if nations help each other and work together. This is the power of unity and cooperation," Galvez stressed.

"It is our hope that through our discussions in the coming days, we would be able to learn from the Israeli experience and apply these lessons in our battle against the pandemic, particularly on how we can further improve our vaccine deployment strategies," he added.

During the meeting, the Israeli experts shared the COVID-19 prevention, mitigation and vaccination efforts they have carried out in their country, specifically their vaccine deployment strategy which has enabled the government to fully open the economy.

Last April, the Israeli government lifted its indoor mask wearing policy policy, which was an indication that the country had already effectively managed its COVID-19 cases.

The Israeli delegation was composed of Mr. Avi Ben Zaken, Deputy director general of the Ichilov Medical Center; Ms. Dafna Segol, consultant of Healthcare Policy and Innovation; and Mr. Adam Segal, logistics and operations manager of Salomon Levid & Elstein Ltd.

Palace says Delta variant highly transmissible; urges Filipinos to get vaccinated

News Release: Presidential Spokesperson Secretary Harry Roque Jr. urged Filipinos to get vaccinated to be protected against new COVID-19 variants, particularly the Delta variant that was first reported in India.

In a press briefing today, June 21, 2021, Secretary Roque urged those who are already eligible to be vaccinated as soon as they can.  "Dito sa Delta variant, yung mga pupwede na magpabakuna, magpabakuna na kayo. Huwag na kayong mag-alinlangan dahil kung hindi, ang sigurado po tayo, mas nakakahawa, mas nakakamatay itong Delta variant.  Samantala, ang sigurado din tayo, walang bakuna na ibibigay sa atin na hindi napatunayang ligtas at epektibo," stressed Secretary Roque.

The Palace official also underscored the importance of continuous strict border control to prevent the Delta variant from getting to the country and having community transmission.

"Humihingi po tayo ng pasensya sa ating mga umuuwing mga Pilipino, pero ito lang po talaga ang tanging pamamaraan para mapigilan ang pagpasok ng Delta variant," Sec. Roque said.

Roque, who is concurrent spokesperson of the Inter-Agency Task Force (IATF), also emphasized the need to strictly impose the national testing and quarantine protocols in light of these new variants.  "Sa ngayon po, ini-impose po natin ang mandatory 10-day facility quarantine at mandatory PCR test on the seventh day.  At yung natitirang apat na araw po ay kinakailangan strict home quarantine pa rin po yan," said Sec. Roque.

In the said press briefing, Dr. Cynthia Saloma, executive director of the  Philippine Genome Center, confirmed that 17 cases with the Delta variant have been detected in the Philippines, but no community transmissions so far.  The Delta variant, which is said to be 60 percent more transmissible, can be transmitted up to eight persons, said Dr. Saloma.

Dr. Saloma further explained that compared to the other COVID-19 variants, the Delta variant is highly transmissible, is associated with different symptoms with faster deterioration of symptoms, and has twice the risk of hospitalization.

It was also clarified by Dr. Saloma that all cases of the Delta variant that were detected through genome surveillance, were from international travelers.  She assured that since all of the cases were caught in ports of entry and in quarantine areas, the cases were immediately contained.

Meanwhile, on the matter of face shields, Sec. Roque clarified that what the IATF appealed is the continued use of face shields indoors and in public transportation.

"Hindi na po inapela yung pagsusuot ng face shield sa labas, pero importante ko pong ulit-ulitin na kasama pa rin yung mga pampublikong transportasyon at yung mga indoors, kasama po dyan po yung mga palengke na matao at mga malls," said Roque.

On another matter, Sec. Roque mentioned in the said press briefing the signing of a supply agreement for the purchase of 40 million doses of the COVID-19 vaccines from Pfizer.  Roque said that because of this supply agreement, the Philippines has secured some 113 million vaccine doses.

Roque also reported that as of June 20, 2021, a total of 12,705,870 vaccine doses have already arrived in the Philippines. Of this number, 8,222,759 vaccine doses have been administered, as of June 19, 2021.  The Palace spokesperson also mentioned that the Philippines recorded the highest daily vaccination rate last June 15, 2021, with 322,929 vaccine doses administered. = OPS-PCOO

From Asec Hope Libiran
READ: Amid the fact that he's one of the most powerful and influential leaders of our land, him being our transportation chief, Secretary Art Tugade remains humble and grounded in reality, most especially in his conviction that power and influence are temporary and fleeting.

This humility and modesty exuded by Sec. Tugade in his daily grind are not lost on his officers and staff, as they witness first hand how he carries himself as a genuine public servant.

For Asec. Goddes Libiran, whenever she marvels at this down-to-earth disposition of her boss, she is reminded of this remarkable anecdote from author and motivational speaker Simon Sinek:

"Remember this as you gain fame, as you gain fortune, as you gain position and seniority. People will treat you better they will hold doors open for you; they will get you a cup of tea and coffee without even asking. They will call you Sir and Ma'am, and they will give you stuff. None of that stuff was meant for you, that's stuff is meant for the position you hold. It is meant for the level you have achieved of leader or success or whatever you wanna call it. But you will always deserve a Styrofoam cup."

From Presidential Spokesperson Harry Roque -

On the travel restrictions

The travel restriction imposed to passengers coming from India, Pakistan, Bangladesh, Sr Lanka, Nepal, United Arab Emirates, and Oman was extended until June 30, 2021 to ensure continuous strict border control to prevent the Delta variant from reaching our communities and having community transmission.

The abovementioned variant, first detected in India, is more transmissible as seen in the experience of other countries, thus there is a need for continued vigilance.

Let it be clear, however, that Filipinos covered by the repatriation programs of the government and repatriation activities of manning / recruitment agencies cleared by the Bureau of Quarantine are not prohibited from entering the Philippines. They can enter the country, subject to testing and quarantine protocols.

We hope this clarifies the matter.

British Author and Inspirational Speaker Simon Sinek gave one of the most remarkable anecdotes that I have ever heard. He said:

"Remember this as you gain fame, as you gain fortune, as you gain position and seniority. People will treat you better they will hold doors open for you; they will get you a cup of tea and coffee without even asking. They will call you Sir and Ma'am, and they will give you stuff. None of that stuff was meant for you, that's stuff is meant for the position you hold. It is meant for the level you have achieved of leader or success or whatever you wanna call it. But you will always deserve a Styrofoam cup."

This story has made me appreciate more and more my very own boss - Sec. Art Tugade.

I can attest to the fact that Sec Art does not have a security phalanx that surrounds him, nor a vehicle convoy whenever he goes around. He shuns these amenities and privileges even if he is entitled to these perks, especially if we talk about his security as a high ranking government official.

He doesn't like to sit at the head of a table. He goes to the office using NOT a government-issued vehicle, but his personal car, and his own driver— whom he gets issued a traffic citation ticket whenever seen violating a traffic rule.

It is because Sec Art is grounded on his recognition of power as fleeting and temporary, and his embrace of humility as an important trait and value that a government official should carry.

Sec Art can readily and easily commune with ordinary people, or with commuters, passengers, travelers, and even the frontliners and essential workers like maintenance and security personnel.  He can be comfortable riding a Grab car, or the MRT-3, and he also falls in line at the Airport Check In and Immigration Counter whenever he travels.

He can do all of these because he is public service personified. Because he has made it a point to immerse himself in public transportation, if only to get the true sentiment of a stakeholder.

And because at the end of the day, Sec Art Tugade knows that eventually, he will become a private citizen, and will become an ordinary Filipino who looks forward to a more comfortable and convenient life. Thanks to a government who truly cares.

News Release - MARINA Press Release
19 June 2021

"Sailing With Excellence Amid the Challenges of Our Times"; MARINA celebrates 47th founding anniversary

The Maritime Industry Authority (MARINA) marked its 47th founding anniversary celebration with the theme, "Sailing With Excellence Amid the Challenges of Our Times", through an array of virtual and face-to-face activities conducted at the MARINA Central Office last Thursday, 17 June 2021.

The event commenced with the arrival of the Guest of Honor, Secretary of the Department of Transportation, Arthur P. Tugade, with special guest MARINO Partylist Representative, Hon. Sandro L. Gonzalez. Other accompanying officials that graced the event included Associated Marine Officers and Seamens Union of the Philippines (AMOSUP) President Dr. Conrado Oca, Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago, DOTr Assistant Secretary for Maritime Narciso A. Vingson, Jr., and DOTr Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran.

To formally kick things off, MARINA Administrator Vice Admiral Robert A Empedrad AFP (Ret) gave out his opening address. "The MARINA thrived during this most challenging period of its existence, and with all honesty and humility. I believe we were able to overcome the major and hardest difficulties we have ever faced." Administrator Empedrad noted, going on to say that the MARINA continues to achieve major feats such as the establishment of the seafarers' condotel, activation of crew change hubs, and the vaccination of seafarers.

Numerous video presentations were prepared as part of the day's commemoration of the MARINA's achievements throughout the years, together with the simultaneous unveiling of future projects. The audio-visual presentation on the accomplishments of the Agency in 2020 outlined the many triumphs of the MARINA in spite of the circumstances of the ongoing pandemic. Meanwhile, a short video teaser was released for the launching of the Filipino Seafarers' Heroes Foundation, which was created to honor the lives of seafarers who perished while serving at sea.

One major activity that was witnessed during the anniversary celebration was the signing of the Memorandum of Understanding (MOU) between the DOTr, Marino Partylist, and AMOSUP. The MOU promises the construction of affordable temporary living facilities meant to be used by seafarers who are attending to important transactions while in Metro Manila.

The MARINA 47th Anniversary Celebration was also a chance for the winners of the #MARINAVirtualSingingContest to showcase their talents. Finalists Apol M. Diago of the MARINA STCW Office, Public Information Division (STCWO-PID), and Germaine Betero of the MARINA Domestic Shipping Service (DSS) serenaded the guests with their live performances, while fellow finalists Juliemar Esther Bea (MARINA Regional Office V), Chelsea Lumella Dante (MARINA Regional Office VIII), and Isay Rodriguez (MARINA Regional Office IV) joined in through their virtual production numbers.

After the special presentation, special guest and MARINO Partylist Representative Sandro L. Gonzalez delivered his special address. "In its 47 years, MARINA has been at the forefront of forwarding the development of our maritime sector, most especially, the welfare of our Filipino seafarers." Gonzalez said. "Despite the challenges of this pandemic, we in the MARINO Partylist are proud that our close relationship with MARINA has enabled us to contribute to this new age of service to our seafarers." He continued, acknowledging that the close coordination between the MARINA and MARINO Partylist allowed for extensive assistance of seafarers in need.

As part of the Agency's unwavering commitment to helping seafarers, the MARINA also celebrated its founding anniversary by setting up a ceremonial vaccination of 14 Filipino seafarers at the AMOSUP Seamen's Center. This was witnessed by guests and officials by virtual means.

Finally, the MARINA 47th Anniversary Celebration concluded with an inspirational message from the Guest of Honor, DOTr Secretary Arthur P. Tugade. During his speech, he praises the MARINA for initiating the ceremonial vaccination of seafarers and the signing of the MOU for the CONDOTEL for seafarers, as these two activities capture the true essence of the MARINA's mandate to serve its stakeholders. "Marami kayong ginagawa, at patuloy na ginagawa sa administrasyon ni Vice Admiral Empedrad." He stated.

The MARINA 47th Anniversary Celebration started off with a pre-celebration ceremony held last 01 June 2021, which involved a mass, blessing of the MARINA Central Office building, and recognition and awarding of several MARINA offices and personnel.

The MARINA was created pursuant to Presidential Decree No. 474 on 01 June 1974.

From DOTr Secretary Art Tugade
"Ang mensahe ko sa mga anak ay simple— Mahalin ninyo ang inyong mga ama hangga't sila ay nabubuhay pa. Honor them. Respect them. Love them.

MARINA Holds Ceremonial Vaccination  vs. COVID-19 for Filipino Seafarers

MANILA – As part of its 47th Founding Anniversary celebration, the Maritime Industry Authority (MARINA) held a ceremonial vaccination of  Filipino seafarers on Thursday, 17 June 2021. Fourteen (14) Filipino seafarers got their first jab of the Sinovac-CoronaVac vaccine at the AMOSUP Seamen's Center. This was made possible through the offer made by Dr Conrado Oca, AMOSUP President to have the ceremonial vaccination done at the Seamen's Center.

The Ceremonial Vaccination of Filipino Seafarers served as an avenue for the country's seafarers to have themselves officially inoculated against COVID-19 before they go on to their voyage in the next couple of months. The 14 individuals were endorsed by their respective manning agencies in coordination with the Association of Licensed Manning Agencies (ALMA).

Seafarers, who travel for long periods of time and call ports all across the globe, were initially categorized under B3 or 'Other Essential Workers' and B5 or 'Overseas Filipino Workers' in the national vaccination priority framework. But with the recommendation of the Department of Transportation (DOTr), seafarers were placed under priority group A4 or 'Frontline Personnel in Essential Sectors. and recently as A1.

Some of those in queue extended their gratitude and appreciation for Transportation Secretary Arthur P. Tugade and the MARINO Partylist. One of the seafarers, a chief engineer who is scheduled to go on board this year, encouraged his fellow mariners to register for the vaccination program, which is usually administered by the local government units (LGUs). He also emphasized that this would significantly help to protect his family from potential infection as he is a frontliner.

Secretary Tugade had earlier described the maritime workforce as the 'silent workers' of the nation, as they keep the economy thriving. The move to reclassify seafarers to A4 was made possible by the Inter-Agency Working Group composed of the DOTr, MARINA, Department of Labor and Employment (DOLE), Philippine Overseas Employment Agency (POEA), Overseas Workers Welfare Administration (OWWA), Bureau of Quarantine (BOQ), and the Department of Foreign Affairs (DFA) through its Maritime and Ocean Affairs, the Association of Licensed Manning Agencies Maritime Group, Joint Manning Group (JMG), Filipino Association for Mariner's Employment (FAME), and the Philippine Association of Manning Agencies and Ship Managers (PAMAS) were also represented in the working group.

The Ceremonial Vaccination was witnessed virtually by Secretary Tugade, the MARINO Partylist, MARINA Administrator Ret Vice Admiral Robert A Empedrad, and STCWO Executive Director Ret Vice Admiral Rene V Medina.
