In October 1616, a Sulu fleet of 80 karakoas took down the Spanish shipyard in Camarines, burning three ships under construction there (which included a galleon). Perhaps unsatisfied with this feat, the fleet proceeded to the Cavite shipyard to burn it down as well, taking with them Spanish captives. It was said large sums were paid as ransom for their eventual return.

The new Sulu Sultan, Rajah Bongsu (Bungsu), assumed the Tausug name Muwallil Wasit as his royal name upon being elected by the Sulu datus to succeed the throne in 1610. Prior to this, the throne was contested between Bongsu's predecessor Sultan Batara Shah Tengah and his cousin Adasaolan (Abdasaolan), with the famed Maguindanao ruler Kapitan Laut Buisan (who terrified Spanish seas with his raids) allegedly supporting the latter and was allied to the Maguindanao sultanate by marriage.

Tengah, meanwhile, requested for assistance from the Spanish, who he had opened diplomatic channels with in 1608. The Spanish, however, arrived too late to intervene. Tengah was already killed in battle, but this did not stop the Spanish from attacking Jolo anyway. With no male heir, Tengah's nephew Rajah Bongsu emerged as the next sultan.

Shifting from his predecessor's foreign policy, Rajah Bongsu opened negotiations with the Dutch in 1614, noting how the Dutch established their power in the Moluccas and were in rivalry with the Spanish. While the Dutch had sent no actual assistance to Bongsu's 1616 attacks, the presence of Dutch ships in the Philippines (which would eventually engage with the Spanish fleet off Zambales in 1617) was apparently enough to keep the colonial government from responding well to the Sulu threat. With Buisan's death a few years later, and his son Sultan Kudarat occupied with consolidating his power in mainland Mindanao, it was Rajah Bongsu who took the mantle of Muslim naval campaigns against the Spanish. In 1627, Bongsu's fleet would again attack the shipyard in Camarines.

NPA rebel commander with P7.8-M bounty slain in clash

A TOP leader of the New People's Army was reportedly killed in a clash with soldiers at the mountainous area of Sitio Gabunan, Barangay Dumalaguing, Impasugong, Bukidnon on Oct.30, the military claimed.

In a belated report, Jorge Madlos, also known as Ka Oris, was reportedly part of the National Operations Command of the CPP-NPA's Komiteng Mindanao (Kommid), Regional Operations Command (ROC), Regional Sentro De Grabidad Compaq, and Guerrilla front 89 of the North Central Mindanao Regional Command that were conducting indoctrination and teach-ins in the area.

Madlos had a P7.8 million bounty on his head.

The 403rd Infantry Brigade of the 4th Infantry Division launched offensives on the information provided by the village residents reporting about a large group of armed individuals converging in the area.

Captain Jose Cabalfin Calugas was born on December 29, 1907 in Leon, Iloilo, Philippines. He joined the Philippine Scouts in March 1930, an army of Filipino soldiers commanded by American Army officers. He attended basic training in Oklahoma and returned to the Philippines to serve as a mess sergeant in the 24th Artillery Regiment. He was transferred to the 88th Field Artillery and after the attack on Pearl Harbor was ordered to the Bataan peninsula. His regiment was attacked in January 1942 and took on the brunt of the Japanese assault. His heroic actions during that attack earned him the first Filipino American Medal of Honor recipient of World War II.

According to the Congressional Medal of Honor Society website, his heroic actions of that day were: "A battery gun position was bombed and shelled by the enemy until one gun was out of commission and all the cannoneers were killed or wounded. Sergeant Calugas, a mess sergeant of another battery, voluntarily and without orders ran 1,000 yards across the shell-swept area to the gun position. There he organized a volunteer squad which placed the gun back in commission and fired effectively against the enemy, although the position remained under constant and heavy Japanese artillery fire."

He survived the Bataan Death March and eight months of captivity at Camp O'Donnell before escaping and joining a guerilla unit. On April 30, 1945 Calugas was finally given his Medal of Honor. After the war he accepted a commission in the U.S. Army and became a U.S. citizen. He retired from the Army in 1957 with the rank of Captain and moved to Tacoma, Washington with his family. He died on January 18, 1998 at the age of 90.

On October 28, 1971, military aviator and World War II hero Colonel Jesus Villamor died at the age of 56 in Washington, D.C. A recipient of the Philippines' highest military award, the Medal of Valor, he was one of the few Filipino pilots who shot down an enemy aircraft in an air-to-air combat.

Born on November 9, 1914, he was the son of Supreme Court justice and former U.P. President Ignacio Villamor. In pursit of his childhood dream of becoming a pilot, he took aviation courses in the Philippines and in the U.S.  To comply with the commissionship requirements of the Philippine Army Air Corps (now Philippine Air Force), he returned to his high school alma mater, the De La Salle College (now a university), to take an Associate of Arts in Commerce. In 1936, upon receiving his commission as PAAC Third Lieutenant, he was sent to the U.S. for advanced flight training.  Two years later, he returned to the country and assisted in the training of other PAAC aviation cadets.

Villamor was the commander of the PAAC's 6th Pursuit Squadron when World War II broke out in the Philippines on December 8, 1941.  Despite being equipped with the obsolete Boeing P-26 Peashooters, Villamor led his unit in engaging the numerically and technologically superior Japanese air forces on December 10 (over Pasig and Quezon City) and on December 12 (over Batangas).  In those two sorties, Villamor was able to shoot down two enemy aircrafts, prompting General Douglas MacArthur to award him twice the second highest military award of the U.S. Army, the Distinguished Service Cross.  He also did infantry and air reconnaissance missions during the Bataan Campaign before joining MacArthur in the latter's evacuation to Australia in March 1942.  Villamor would then join the Allied Intelligence Bureau, and in December 1942, he returned briefly to the Philippines to lead a daring intelligence mission. The information he gathered was soon used by the AIB for their military plans.  After this, he was reassigned to the U.S. for the rest of the war.

He resigned from military service after the war and returned to the United States to be a consultant with the U.S. Civil Aeronautics Board (now abolished).  He later served with the U.S. Air Force as part of the Military Assistance Advisory Group in Vietnam.  In 1954, he received the Medal of Valor for his heroism during the Second World War.  He was buried with full military honors at the Libingan ng mga Bayani. The PAF renamed their headquarters in Pasay City after him, and the DLSU Office for Student Affairs annually confers its Gawad Col. Jesus Villamor to the most outstanding ROTC cadet of their university.

Fostering competition in Asean is the Organisation for Economic Co-operation and Development's (OECD) latest project across the 10 member states to support the implementation of a regional competition action plan.

The OECD's Paris-based senior competition expert, Ruben Maximiano, tells Asia Business Law Journal in an exclusive interview how adopting an effective competition policy helps increase investor confidence and prevents trade being lost through anti-competitive practices.

Philippine History / General Teresa Magbanua
October 14, 2021, 07:43:42 AM
On October 13, 1868, General Teresa Magbanua was born in Iloilo. After obtaining a teaching certificate in Colegio de Doña Cecilia and a master's degree in University of Santo Tomas, she returned to her hometown in Pototan to teach. During the Philippine Revolution, she contributed in organizing the Katipunan chapter in her province, although it was believed she would first see action in 1898, when she led a battle in Pilar, Capiz. She continued her revolutionary activities despite the refusal of her husband, Alejandro Balderas.

When the Americans landed in February 1899, Magbanua was among the Filipino leaders to command the defense of Iloilo. In the Second Battle of Jaro, also known as the Battle of Balantang, in March, she distinguished herself in the fighting that resulted to the reoccupation of Filipino forces of Jaro. She led the troops in their march commemorating the liberation.

Magbanua surrendered to the United States in 1900. While she appeared to have been accorded no official rank in the armed forces, she was nonetheless regarded by her followers as a "general." During the Second World War, while she was not fighting in the battlefield, Magbanua did what she could to help in the Filipino cause, including financial assistance. She eventually moved to Pagadian where she died in 1947. Learn more about the history of the Philippine Revolution: https://history-ph.blogspot.com/

THE FORGOTTEN LETTER OF DOY LAUREL TO CORY AQUINO

"It pains me to have to write this letter to the beloved widow of my childhood friend, Ninoy Aquino. But the truth must be told and I cannot avoid addressing this letter to a lady who happens to be President of the Philippines and who as such, cannot escape responsibility for the gross misgovernment of our Republic." - Doy Laurel

Above is an excerpt from the forgotten letter of the late Vice President Salvador "Doy" H. Laurel where he said Cory Aquino was worse than Marcos.

The letter, dated August 13, 1988, revealed Doy's disillusionment as the woman he had helped become President was leading the country down a perilous path. It was a timely reminder of how the politicians of the era betrayed the people and allowed things to deteriorate to what they were then.

This is why people have chosen to forget Martial Law – because compared to the mess that Cory Aquino made of the government after she took over – to many it felt like jumping from the frying pan and into the fire.

HERE'S THE LETTER IN FULL:

"I write at a time of deep anguish for our people. And so I shall not burden you with undue sentiment. I shall go straight to the point.

You and I were called by Providence to serve at a turning point in our history. Our call to service was unique. We had sought our people's vote in an election, but they gave us something more in a bloodless revolution that was to astound the world. At EDSA, we forged a covenant with God, country and people.

I have tried to live by the covenant. Because of it, I have kept faith with your presidency, even when it was not possible to discern its purpose. Like many concerned Filipinos, I too had my doubts. But the ardent hopes rekindled at EDSA made me decide to give you my best arm to help you lead our people to better times.

But it did not work out that way. And so after temporizing for 18 months, I was compelled to resign as Secretary of Foreign Affairs on September 8, 1987. At that point, 'fundamental differences' had grown between us that went 'to the very roots of political beliefs and moral principles which determine our conduct and performance as 'servants of the people's will and the people's well being.' Indeed, we seemed to stand on opposite sides of the ideological conflict. But seeing the possible harm that our sudden separation then could inflict upon the nation, I decided at my own expense, to mute these differences and to hold my peace. I did not join the opposition.

Now I feel I must write this letter to you and I do so with a heavy heart. For you and I have gone through much hardship and danger together in our lonely fight to restore democracy in our country—and there are feelings, thoughts and memories that press for utterance.

But the true state of the nation must be told. And the painful truth is that the nation has gone from bad to worse, while you choose to stand aside in the puerile hope that the problems would simply solve themselves.

The 'new moral order' to which we were solemnly committed has been perverted. It has become a haven for assassins and a den of thieves.

Corruption, betrayal of the public trust and other high crimes have been laid at your door, including a complaint for impeachment, which your chief ally in Congress has already consigned to the archives.

We promised our people morality and decency in government. What do we have instead? The very opposite.

It is now openly admitted by many, including your former Solicitor-General and some of your own close relatives in Congress, that the stench of "accumulated garbage"—I'm quoting your own first cousin, Congressman Emigdio Tanjuatco, Jr. —rises to high heaven; that the past years of Marcos are now beginning to look no worse than your first two years in office. And the reported controversies and scandals involving your closest relatives have become the object of our people's outrage.

We promised to 'break the back' of the insurgency. But what is the record? From 16,500 NPA regular when Marcos fell, the communists now claim an armed strength of 25,200, of which 2,500 are in Metro Manila. They have infiltrated not only the trade unions, the schools, the churches and the media but your government, above all, and now 'affect' 20 percent of the country's 42,000 barangays, according to official statistics.

In the fight against the insurgency, the nation, particularly our Armed Forces, expected you to provide the leadership, and to give decisive, clear and consistent orders. But you have chosen instead to behave like an innocent bystander, as though the insurgency were the sole concern of our soldiers, their widows and orphans.

At the height of our people's euphoria in in 1986, very few dared to question your unilateral decision to release the communist detainees, declare a ceasefire and hold peace talks with the National Democratic Front.

But it has since become clear that these unilateral acts of yours have provided the biggest boon to the communist revolutionary movement. Yet, in your speech before the International Labor Organization (ILO) in Geneva last June, you singled out, as one of your most important achievements, your freeing of the communist detainees, with special emphasis on Jose Maria Sison, founder of the Communist Party of the Philippines.

In your recent State of the Nation address you told our people that you have already broken the back of the insurgency.

The truth is that the peace and order situation is much worse today than when you came into office. It is now the number one problem of the nation.

From city to countryside, anarchy has spread. There is anarchy within the government, anarchy within the ruling coalesced parties, and anarchy in the streets. These require your direct intervention. Yet you continue to ignore this problem.

On a number of occasions I have proposed that you convene the National Security Council and the Council of State to deliberate and, if possible, take a common stand on the many critical issues confronting the nation. You repeatedly rejected all these proposals claiming that they belong to your exclusive 'prerogatives' as President, and therefore you alone will decide them. You insist on holding in the hollow of your hand all your options for national survival, yet you refuse to adopt needed policies and programs that detail those options.

Despite my limited access to you, which became even more limited after I left the Cabinet, I tried to focus your attention on the need for a well-defined program of government. Such a program was made available to you by UNIDO (United Nationalists Democratic Organizations) from the very start, when it made you its presidential candidate. But in total disregard of all political norms, you completely ignored the party platform, refused to acknowledge your obligations to the party that sponsored your bid for power, and tolerated all open or underhanded assaults against it.

If I have held my peace until now in spite of your decision to ignore me altogether and to listen instead only to the counsel of those whose political, economic and social interests are more congruent with your own, it is because my sense of responsibility for this new government goes much farther back in time. It was I who, although already nominated for President by the UNIDO National Convention in June 1985, offered you, not a million signatures on a petition, but a solid, pre-existing political structure that would assure you of victory and a chance to fulfil the hopes and dreams of our suffering people.

While I accept my share of moral responsibility for having helped place your administration in power, that responsibility must be proportionate to the actual opportunity given me to participate in the decision-making process. That opportunity was close to zero.

It pains me to have to write this letter to the beloved widow of my childhood friend, Ninoy Aquino. But the truth must be told and I cannot avoid addressing this letter to a lady who happens to be President of the Philippines and who as such, cannot escape responsibility for the gross misgovernment of our Republic.

Let me conclude with a trite but crucial reminder: THE COUNTRY MUST COME FIRST AND NO SACRIFICE IS TOO GREAT FOR IT!

The responsibility to take the essential step to ease the nation's suffering is yours alone and I would not wish to usurp it. But if, in your conscience, you feel you must now make the supreme sacrifice by stepping down from the presidency and call for an immediate election to enable our people to choose another leader for these critical times, I want you to know that I am ready to make that same sacrifice with you.

Should you, however, choose to remain in office and continue to misgovern the nation, I will have no choice but to forthwith disassociate myself completely from your government. I will be able to serve our country better by speaking out freely for the national interest and always for the sake of truth, justice, freedom, and democracy.

– Vice President Salvador Laurel

FIRST TIME IN 45 YEARS!
The scarcity of cargo vessels calling on Philippine ports has disrupted production schedules of companies that depend on imported components for their production lines (e.g., the electronics industry). It has also caused delays in the importation of the country's essential goods such as rice, foodstuff, and construction materials.

And here is the good news — the Department of Trade and Industry (DTI) and the Maritime Industry Authority (Marina) have worked decisively to relieve the logistics woes of our importers and exporters. For the first time in 45 years, a container ship under the Philippine flag will make an international voyage to the United States. Not only will this ease the plight of our exporters, it is a precursor for an honest to goodness Filipino international cargo line going international.

Iris Logistics, Inc., a subsidiary of Philippine logistic giant, Royal Cargo, has invested in a fleet of three carrier vessels with a 1,100 TEU capacity, the largest in the country. On Sept. 23, the MV Iris Paoay made its inaugural voyage to Los Angeles.

This is a milestone in Philippine maritime history. Why? Because the prospect of having a Filipino international cargo line will free us from dependence on foreign shipping lines. Shipping costs will significantly drop for Filipino traders thereby improving their margins. More significantly, our exporters will no longer be subjected to oppressive destination charges (exorbitant add-on fees) which are unilaterally levied upon local importers by foreign shipping lines.

REP. RODOLFO "OMPONG" ORDANES
SENIOR CITIZEN Party-list
Chair, Committee on Senior Citizens - 09177292437
Vaccinate the others who live with the seniors in the same residence

PANG-UNAWA AT PASENSIYA ANG KAILANGAN SA PAGKUMBINSI SA MGA SENIORS NA MAGPABAKUNA

"With the Delta variant ravaging through our communities and households, I fear for the health and lives of the millions of seniors who have not yet received their COVID vaccines," Rep. Rodolfo Ordanes Jr of Senior Party-list said, noting only 1 of 4 seniors (25%) are vaccinated.

Ordanes said the national authorities "must support barangay officials with tools and incentives needed to convince the caregivers of seniors and the seniors themselves to get vaccinated."

"If they want to protect the seniors with vaccines, convince and inoculate the caregivers and household too because vaccinating the whole household creates the real tiny bubbles of protection, not the mere vaccination of one or two in the home," Ordanes asserted.

The fully-vaccinated Senior Citizen Party-list lawmaker also explained that "many of the seniors are not techies so those online registration methods are not accessible to most indigent seniors because they are poor and cannot afford internet access at home."

"The much better ways are mobile street level vaccination, text-only methods of pre-registration, and giving incentives like rice, medicines, and cash," Ordanes said.

"Persuading the elderly also entails mother tongue communication and some counseling. English is not the mother tongue of many seniors. Please use the local regional languages especially out there in the provinces and among the seniors who migrated to the urban areas from their hometowns," Ordanes suggested.

Ordanes added, "the counseling part considers the human aspects of getting old. Counseling the elderly entails understanding of the health, fears, and frailties. Many seniors are concerned about adverse effects or side effects more than the benefits of the vaccines and medicines. Minor aches and pains of most people are not minor to seniors aware of their mortality."

(END)

IN THE NEWS: The South Commuter Railway (SCR), also known as the PNR-Calamba project, will give workers access to more than 300,000 jobs across Southern Luzon and Metro Manila, an Asian Development Bank study found.

The study released Tuesday compared the number of jobs within an hour-long commute before and after the ADB-funded project's completion. According to the Manila-based lender, the number of available jobs between Southern Luzon and the capital region was "highly unequal" at present.

Once the railway is operational, it is projected to ease access to jobs by 15.3% in Southern Luzon and 8.5% in Metro Manila.

The new ADB study elaborated that commuters from 48 out of the 64 cities that the railway passes through will discover more areas and job opportunities within a 1-hour window. ADB researchers reckoned that on average, households could access 300,000 jobs in that timespan alone.

The SCR project is part of the longer 147-kilometer North-South Commuter Railway System which has 35 stations stretching from Calamba in Laguna to the Clark International Airport in Pampanga.

The SCR will have a speed (likely average) of 80 km per hour, allowing riders from Calamba to get off at Blumentritt station within 1 hour — shorter than the usual 2- to 3-hour travel by bus.

MARINA to extend accreditation of MTI training courses to 10 years

The Maritime Industry Authority (MARINA) through its Standard for Training, Certification, and Watchkeeping (STCW) office, plans to extend the accreditation of training courses offered by Maritime Training Institutions (MTIs) from three years to 10 years.

The move was seen to unburden training centers and will reduce the distraction in their operation caused by frequent inspections every time they apply for accreditation of their courses.

Moreover, the plan is expected to generate significant savings for MTIs which is in contrast to MARINA's earlier announced plan to regulate training fees.

Who's Who in the Philippines / Who is Yoyoy Villame?
August 07, 2021, 11:27:29 AM
YOYOY VILLAME STORY

Roman Tesorio Villame (November 18, 1932 – May 18, 2007), better known as Yoyoy Villame, was a Filipino singer, composer, lyricist, actor and comedian.

A native of Calape, Bohol Province, Villame was the youngest of ten children of a fisherman father and fishseller mother. He started composing songs for the Boy Scouts in his elementary days. Dropping out after his second year in high school, Villame enlisted to become a soldier-trainee of the Philippine Army. Being unhappy in his post in Pampanga, he asked for a discharge after the surrender of rebel leader Luis Taruc. He became a passenger jeepney driver plying the Baclaran-Pasay Taft-Santa Cruz-Dimasalang route. During the ten years of driving jeeps, he would compete in amateur nights held at Plaza Miranda in Quiapo only to lose, reportedly due to his strong Visayan accent.

In 1965, Villame went back to Bohol to become a bus driver, where he formed a rondalla band with some fellow drivers; he sang and played the mandolin. His first recording was in 1972 and entitled "Magellan", a parody of historicism of Ferdinand Magellan's failed conquest of the Philippines. This became the top-selling record in the Visayas-Mindanao region. Comedian Chiquito recognized his potential and brought Villame to Manila to be signed to Vicor Records, which re-issued most of the Kinampay catalogue. Touring Pampanga, Nueva Ecija and other parts of Luzon helped Villame establish his name in the country.

Villame was the first to brand his music as "novelty" to distinguish himself from his contemporaries, who tried hard to sound like Perry Como or Frank Sinatra. It was the beginning of a long list of albums and recordings of his politically inspired songs in Cebuano, Tagalog and English.

His most popular song was "Butse Kik", a song written from made-up Chinese-sounding words which Villame allegedly came up with by writing down the names of Chinese stores while waiting for a mechanic to fix his broken-down jeepney in Manila's Chinatown; it borrowed from the tune of Dee Dee Sharp's "Baby Cakes", a 1962 hit. The song would then be covered by a host of artists, Aiza Seguerra and The Company to name a few. The Chinese community in Cebu felt slighted by the song but dropped plans to bring Villame to court because not a single Chinese word was included in the song. The song was actually released by Villame earlier in his career originally under the title "Vietcong Palagdas" with the Embees and the MB Rondalla Band through Kinampay Records.

Villame wrote "Philippine Geography", which lists 77 major islands, provinces, cities, municipalities, and towns in the Philippines from north to south. He also established a love team with "Barok Labs Dabiana" and celebrated his fisherman father with "Piyesta ng Mga Isda". His song "Take It, Take It" ("Pasko ng Fiasco") took potshots at the Manila Film Festival scam in the 1990s. He made more than 25 albums and won several sales awards, among them a double platinum for his album Tirana My Dear and a platinum for McArthur and Dagohoy in 1991. He also won Best Novelty Award for "Piyesta ng mga Isda" at the 1993 Awit Awards. His long list of hits and his entertaining style of music earned him the title of 'King of Philippine Novelty Songs'.

Villame began making film in the early 1970s with the help of Chiquito. His first on-screen appearance was in Isla Limasawa, where "Magellan" was used as theme song. In 2004, he played a Visayan troubadour in the critically acclaimed film, Babae sa Breakwater ("Woman of the Breakwater"). In doing over 50 films, Villame is most noted for his role in the 1974 suspense thriller Biktima. His song "My Country, My Philippines" was played in the opening scene of the film Ang Pagdadalaga ni Maximo Oliveros, while his songs landed in the soundtrack for the film Pepot Artista.

He moved to Las Piñas, where he became a city councilor for ten years. He then ran for vice-mayor in 1995 but lost.

Villame died of cardiac arrest on May 18, 2007 and buried at Calape Municipal Cemetery in Calape Bohol.

PRESS RELEASE
JULY 29, 2021

Cayetano, BTS sa Kongreso file resolution commending Hidilyn Diaz for winning PH's first Olympic gold medal.

Former House Speaker Alan Peter Cayetano and his allies from the Balik sa Tamang Serbisyo (BTS) sa Kongreso on Wednesday, July 28, filed House Resolution No. 2045 commending Filipino weightlifter Hidilyn Diaz for making history by winning the country's first Olympic gold medal during the 2020 Summer Olympic Games in Tokyo, Japan.

The proposed resolution aims to recognize Diaz for ending the country's 97-year Olympic gold medal drought by winning a gold medal in the women's division of the 55-kilogram weightlifting event of the 2020 Summer Olympic Games.

It recognizes her hard work and perseverance, having to go against all odds and obstacles, endure being away from her family in Zamboanga City, and put her studies and livelihood on hold.

"As a result of strict COVID-19 restrictions, Diaz had to battle gym closures, a lack of access to weightlifting equipment, and the uncertainty of whether the 2020 Olympic Games would be held at all," the resolution states.

"Diaz's sterling achievement will serve as a motivation for our countrymen, who have been weary of the hardships brought about by the coronavirus disease of 2019 (COVID-19) pandemic," it adds.

The proposed resolution also recognizes Diaz as the epitome of the spirit of discipline, heart, and determination – qualities that will inspire and motivate the youth to persevere in becoming their best.

"Her extraordinary feat of representing the country and bringing it honor, even in the face of trials and the pandemic, will propel our athletes to perform to their utmost abilities in sporting events in the future," it reads.

"Diaz will forever be an inspiration to the youth and an epitome of women empowerment, proving that the Filipino and the Filipina can compete with the best in the world," the resolution continues.

It has been an established tradition of the House of Representatives to recognize outstanding achievement of Filipino individuals who bring pride and honor to the country by excelling in their respective fields.

"Now, therefore, be it resolved, as it is hereby resolved, by the House of Representatives, to congratulate and commend Hidilyn Diaz for her outstanding drive, discipline and determination, being the first Filipino to win a gold medal in the Olympic Games, bringing honor and international recognition to the Philippines," the resolution concludes.

H.R. No. 2045 was filed by Cayetano, Taguig 2nd District Rep. Maria Laarni "Lani" Cayetanno, Camarines Sur Rep. Luis Raymund "Lray" Villafuerte Jr., Batangas Rep. Raneo "Ranie" Abu, Laguna Rep. Dan Fernandez, Anakalusugan Party-list Rep. Michael Defensor, and Bulacan Rep. Jose Antonio "Kuya" Sy-Alvarado.

Environment-friendly and regenerative architecture in
55th episode of 'Stories for a Better Normal' Series

MANILA, 28 July 2021 — Filipino environmental advocates will gather virtually to demonstrate environment-friendly and regenerative architectural innovation on the 55th episode of "Stories for a Better Normal: Pandemic and Climate Change Pathways," with the topic, "Building for Nature."

The episode, conceptualized and hosted by three-term former Senator, now Deputy Speaker Loren Legarda, will air on Thursday, 29 July 2021, 10:00 AM via Facebook Live at facebook.com/iamlorenlegarda and facebook.com/CCCPhl.

Joining the online conversation are Filipino innovators Architect Ronnie Yumang, ASEAN architect and environmental planner and Beau Baconguis, Earth builder and permaculturist.

The Philippines, due to its geographical location, is known for its vulnerability to natural hazards such as frequent earthquakes, volcanic eruptions as well as typhoons, sea-level rise, storm surges, landslides, flooding, and drought affecting the lives of every Filipino.

Hence, the challenge of adapting to the climate and reducing disaster risks cut across sectors and industries, including the field of architecture.

The upcoming episode will feature resilient and regenerative architectural practices and SuperAdobe technology as a sustainable solution to the shelter challenge.

As an online discussion to promote health, environmental consciousness, and climate-adaptive practices, "Stories for a Better Normal" aims to change the mindset of individuals, families, and communities by demonstrating ways in which a 'better normal' can be realized within our communities.

This online discussion is organized in partnership between the Office of Deputy Speaker Legarda and the Climate Change Commission, with support from the Department of Education, Philippine Information Agency, Institute for Climate and Sustainable Cities, The Climate Reality Project-Philippines and Mother Earth Foundation.

PRESS RELEASE
JULY 24, 2021
Caloocan residents back Cayetano's push for P10K cash aid

Residents and local leaders of Caloocan City on Friday backed former House Speaker Alan Peter Cayetano's call for the government to institutionalize the proposal to provide P10,000 in cash aid to every Filipino family.

"Isa po ako sa mga nananawagan din sa mga Congressman na sana po ay ipagkaloob niyo na po na maaprubahan y'ung 10K Ayuda para sa bawat pamilya po," Morena Mallorca Rosario, a vendor of Filipino delicacies and a beneficiary of the program, said during the 12th edition of the Sampung Libong Pag-asa program which was held in Caloocan City on July 23.

(I join the people who are calling on Congressmen to finally approve the 10K Ayuda per family.)

A total of 300 families from the three districts of the city received P10,000 in cash assistance each.

The program, which was launched on May 1, is part of Cayetano and his allies' campaign to pass the 10K Ayuda Bill, which aims to provide each Filipino family with P10,000 in cash aid amid the ongoing pandemic.

The bill, which was filed on February 1, was procedurally considered under the House-approved Bayanihan 3 but the P10,000 per family provision was not adopted.

Rosario said she spent half of her cash aid on her family's food and the other half on her business.

From a daily profit of P150, she said she is now earning P600 a day.

She said the P10,000 in cash aid was the "answer to all of my problems."

Seeing the effect of the P10,000 in cash aid in the lives of his constituents, Caloocan City 2nd District Rep. Edgar Erice pledged his continued support for the program.

"Ito y'ung tunay na pagbangon ng ating bansa -- sa pamamagitan ng pagbibigay ng pagkakataon y'ung mga simple, ordinaryo, mga naghihikahos na pamilya na makabangon din sa dulot ng pandemyang ito," Erice said.

(Our country will truly recover by giving the simple, ordinary, and struggling families a chance to get back up from the effects of this pandemic.)

He said he hopes more members of the private sector and especially the government will see its benefit.

"Ang tunay na pag-unlad ng isang bansa ay kung mas maraming pamilya y'ung umuunlad. At makakabangon lang tayo sa pandemyang ito kung mas maraming pamilya y'ung makakabangon. At itong 10K ayuda na ito ang makapagpapabangon sa mas maraming pamilya," he said.

(Real development of a nation is about more families experiencing development. And we can only recover from this pandemic if more families recover. The 10K Ayuda is what will help more families rise back up.)

Councilor Alexander Mangasar of District 2 urged his constituents to be wise in spending their aid so they will be able to multiply it.

"Itong 10K Ayuda (event) ay simula pa lang. Sana ay maaprubahan na para mas marami pa ang mag-benepisyo," Mangasar said.

(This 10K Ayuda event is only the beginning. I hope the bill gets approved so more people can benefit from it.)

Cayetano, for his part, urged the public to call for the direct stimulus' passage by

sending messages through the official social media pages of the Congress, the Senate, and the Office of the President.

"Ang gobyerno po ay nakikinig sa tao. Ilang beses na po naming na-experience ito sa iba't ibang administrasyon na kapag ang tao nagsalita, ang gobyerno ay susunod," Cayetano said.

(The government listens to its people. We have experienced that many times during different administrations -- that if the people speak up, the government would obey.)

Cayetano said the P10,000 in cash aid per family must be included in the country's plan for the next three to five years.

To date, his initiative has distributed cash aid to nearly 7,000 Filipinos.

Press Release - SENIOR CITIZEN PARTY-LIST JOINS FILIPINO CATHOLICS IN MARKING WORLD DAY OF GRANDPARENTS AND THE ELDERLY

I join all Filipino Catholics in marking the first World Day of Grandparents and the Elderly to be observed by Catholics worldwide on July 25, 2021, the fourth Sunday of that month and coincidentally the day before the Philippines' 18th Congress reopens its third and last regular session.

First, I express my deepest sympathies with the entire nation mourning on the passing of every senior citizen and all the people who succumbed to COVID-19 and other illnesses. I pray for the recovery of all who were infected by the coronavirus that causes COVID-19.

Our faith in Almighty God and resulting love we share as families, friends, and neighbors have been our sure refuge in these times of great trials.

I hope everyone gets fully-vaccinated against COVID-19 soon so we can go on living as close to normal lives as possible.

I urge everyone to keep praying for healing and deliverance from the COVID-19 scourge and the suffering in its wake.

Let us remember the love and sacrifices our grandparents and elderly. Let us recall the good times and their legacy to each one of use.

Let us also pray for the grandparents and elderly who suffer alone and in silence. By faith, we trust God is with them and will wipe away their tears and pain.

May we all learn the many lessons this dark chapter indelibly marks in our memory and hearts.

We look forward to the days after we have survived COVID-19 by the grace of God. (END)

New Mentors Complete 3-Day Training For Healing, Reconciliation and Transformation of Mass Communities in San Isidro

In the intensified efforts to end the insurgency problem in the province of Davao Oriental by the end of the year, a three-day Mentor's Training for Healing, Reconciliation, and Transformation was held on July 14-16 at Brgy. Batobato, San Isidro.

About 30 trainees – comprised of selected municipal employees, men and women in uniform, and former rebels – underwent the process spearheaded by "Lola," a former NPA who is now an advocate for peace and nation-building.

"Lola" taught the trainees on how to deal with the masses who were once influenced and inflicted with trauma by the Communist group. For three days, the trainees were immersed in an environment where they were not only tested physically, but also emotionally and spiritually.

"In our training, Lola taught us the importance of communication in the process of healing, reconciliation and transformation. She told us that healing should start from within, and through us, the people who were once fooled by the terrorist groups will realize that they have the right to be accepted again should they give their loyalty back to the government," Ma. Kasandra Jane Mahinay, one of the trainees, said.

The individuals trained will be immersed to the communities as facilitators and mentors during the conduct of Healing, Reconciliation, and Transformation.

NO DELTA VARIANT BUT 3 CASES OF TWO OTHER COVID-19 VARIANTS RECORDED IN DAVOR

There are no cases of the Delta COVID-19 variant in the Province of Davao Oriental, assured Provincial Health Officer and Provincial Task Force on COVID-19 Action Officer Dr. Reden Bersaldo during a press briefing held at the Provincial Capitol earlier today, July 22.

However, he confirmed that there are three cases of two other variants of concern recorded here --two cases of Alpha or UK variant and one case of Beta or South African variant.

Dr. Bersaldo said that these patients have tested positive for COVID-19 in June. Their swab specimens were sent to a bigger lab for further testing and the official report from the Department of Health confirming the results of the new variants just came in yesterday.

"As of now, all three patients are now fully recovered. They have all been isolated, treated, and contact traced. Their contacts have also been tested, as well," said Dr. Bersaldo.

While all the cases with variants of concern in the province have already recovered, Dr. Bersaldo reminds the public not to be complacent. "The main difference of the new variants versus the original is the rate of transmissibility," he said, adding that avoiding the new variants are just the same as the original variants.

Aside from observing the minimum health standards, Dr. Bersaldo underscored the importance of getting vaccinated to prevent the further spread of the COVID-19. He added that "Vaccines, regardless of brand, can provide protection against severe forms of COVID. It may also help patients avoid mechanical ventilation or death as a result of severe covid infection."

As of now, the provincial government is fast-tracking its vaccination efforts. To date, around 41,274 individuals consisting of 9.7 percent of the entire Davao Oriental population have been vaccinated.

There are still 384,000 individuals who are yet to be vaccinated.
Governor Nelson Dayanghirang has allotted P60 million for the procurement of the vaccines to augment the vaccines in the Local Government Units. Dr. Bersaldo added that the province and the LGUs will have a 50-50 percent sharing for the purchase of the vaccines.

Dr. Bersaldo added that the province is serious in its efforts to provide vaccines for everyone. In his latest update, there will be around 21,000 J&J's Janssen Covid-19 vaccines which are set to arrive tomorrow in the province. KLD-PIO

Press Release - The Bureau of Customs (BOC) Commodity Classification Project Team, together with the Department of Finance (DOF) and Tariff Commission (TC), successfully completed the identification of commodity codes and tariff nomenclature for sixteen (16) Trade Regulatory Government Agencies (TRGAs) on 16 July 2021. These codes conform to the international coding system set by the World Customs Organization (WCO) and ASEAN.

To achieve this, three (3) Workshops were conducted to educate the TRGAs about the ASEAN Harmonized Tariff Nomenclature (AHTN), its explanatory notes, and amendments. The Tariff Commission provided a lecture on the Tariff Classification Procedures, the General Rules on the Interpretation of the Harmonized System, and how to apply the AHTN Codes based on the different classes of products being regulated by each TRGA. Breakout sessions were also conducted in order to establish clear rules, uniformity, and transparency of application in the classification of goods using the AHTN.

The BOC Commodity Classification Project Team, composed of licensed customs brokers and commodity experts from the BOC Assessment and Operations Coordinating Group (AOCG) - Imports Assessment Service (IAS), was created under Customs Special Order No. 41-2021 by Commissioner Rey Leonardo B. Guerrero to ensure that AHTN is used for the efficient administration and expeditious clearance of goods to facilitate trade and to expedite the onboarding of TRGAs to the National Single Window (NSW) System.

FEATURE STORY

Civil works are getting underway on the Malolos–Clark section of Manila's North-South Commuter Railway, a flagship scheme for the government's Build, Build, Build initiative that is expected to herald a wider programme of rail investment across the archipelago.

NSCR is envisaged as a 163 route-km suburban railway network connecting the regional business districts of Clark and New Clark City in the north with central Manila and Calamba City in Laguna province to the south of the capital.

The BBB rail investment also covers enhancements to urban rail routes in Manila, including rehabilitation of the MRT3 metro line, extending light rail lines 1 and 2, constructing new lines 4 and 7, and the planned MRT9, also known as the Metro Manila Subway. The NSCR corridor will provide interchange with all of these urban routes, and connecting links will enable the operation of through services into the MRT9 Metro Manila Subway.

Excerpt of ADB's Principal Transport Specialist Markus Roesner article published in the Railway Gazette . #BuildBuildBuild

AFP Statement on the Delayed AFP Modernization Program Projects

The AFP acknowledges the Commission on Audit's report on the 22 modernization projects which remained unfinished as of June 30, 2021.

There were delays in the implementation of some AFP Modernization Program Projects.

This was the result of unforeseeable circumstances, issues with licenses, clearances and site possessions, and some due to constraints by the manufacturers or contractors themselves.

We are further improving to expedite the implementation of these delayed projects. We have already noted important lessons so that it won't happen in future projects.

In managing these delayed projects, we are strictly following pertinent provisions of The Government Procurement Reform Act or RA 9184.

Appropriate liquidated damages have been imposed, performance bonds confiscated, and even, contracts terminated. These were all based and being complied to ensure that AFP is compliant with the said procurement law.

We have completed PhP114.6 Billion worth of projects since the start of the AFP Modernization Program and there are PhP381 Billion worth of on-going projects.

These reported delays amounting to PhP6.8 Billion only represent about 1.37% of the total worth of projects. Generally, the AFP is meeting its targets in its AFP Modernization procurement projects but we are still working to do better.

News Release: Ormoc City Mayor Richard I. Gomez presided over an Ormoc Development Team (ODT) meeting at the CMO Conference room today, July 12, 2021.

The main subject under discussion pertained to water billing issues and concerns involving the Ormoc Waterworks and Sewerage Administration (ORWASA) headed by Engr. Fulton Manawatao, ORWASA Administrator.

Highlights of the meeting were:

*Planning and Administrative Section of ORWASA under Engr. Raquel Buzon, Metering Supervisor (PURO ll), who explained and expounded the reasons why there is a need to adjust the water rates, which are:

1.) FUTURE PROJECTS that include waterworks management services and rehab/improvement/expansion of Ormoc waterworks system and facilities.

2.) OPERATING & MAINTENANCE EXPENSES that include personal services such as salaries and wages, allowances an benefits, maintenance and other operating expenses such as training and office expenses, office and fuel, oil and lubricants expenses, chemical and filtering supplies expenses, bill expenses, generation, transmission and distribution expenses and other general services.

3.) INCREASE IN REVENUE

*Comparative percentage of old and new rates were presented.

*Presented too was a comparison between the city's water rates versus buying water from Agua Dulce, that is, if we were to buy water from Agua Dulce, it would cost a person Php 5.00 per water jug, and in a month, that is a total of Php 2,500. Yes, the water is free but there is a "service charge". Factor in too additional gasoline/fare cost in going there and vice versa.

*Visited as well was the Ormoc City Rainwater Ordinance of 2017 (Ordinance No. 032) that mandates designing houses/buildings and open spaces for rain water catchment; articulated rain water as an opportunity resource; and rainwater catchment as hazard management (magamit para flush sa CR, bisbis sa tanom, ihugas sa sakyanan, alad sa baboy, etc. para ang mga tawo dili mabug-atan sa gasto sa bayranan sa tubig).

* The last time ORWASA had a water rate adjustment was in 1999, which was 22 years ago.

*So, in conclusion, the body weighed in and concluded that the recent water rate adjustment is  fair, reasonable, and "maki-angayon".

Islands of Extravagance by Sec. Manny Piñol

MinDA Questions Public Works
On Concrete Islands Projects

The Mindanao Development Authority (MinDA) will officially ask the Department of Public Works and Highways this week to shed light and explanation on the indiscriminate construction of concrete islands in the middle of national highways in Mindanao, especially in the Davao-Cotabato Highway.

The MinDA official inquiry on the construction of the concrete islands costing millions in government funds will be focused on the following points:

1. What is the functional relevance of the Concrete Islands to the flow of traffic or road safety?

2. What standards or criteria were used in determining which portions of the national highways should have concrete islands?

3. What agency of government is funding the construction of the Concrete Islands and how much was allocated for the program?

4. In the identification of essential projects for the socio-economic development of Mindanao, was the construction of the Concrete Islands listed as a priority project? If so, which agency of government identified it as such?

5. Did the Regional Development Council, which by law is the processing and clearing house of all development projects, identify and endorse the projects for funding?

The official MinDA inquiry is addressed to the DPWH Secretary since all infrastructure projects, regardless of funding sources, are implemented by the agency.

The inquiry was made following my official instructions to the MinDA staff to seek clarification on the rush to build the Concrete Islands even in the face of the financial and economic challenges affecting the country.

I pointed out that the construction of the Concrete Islands in the middle of the national highway eats up at least one lane thus defeating the road widening program of government.

Most of all, it is my personal observation that the Concrete Islands do not have any beneficial function and the funds could be used for the repair and construction of other critical roads leading to agriculrural production areas.

#GovernanceIsCommonSense!
#TransparencyAccountability!

(Photos of the islands being constructed and complete were taken by the MinDA media team along the Davao-Cotabato National Highway.)

Nagtuloy-tuloy na hanggang sa kasama na siya sa grupo ni Sahiron."

Hadjirulla joined the group when he was still a teenager. Accordingly, he has a very accurate aim and was also utilized by the group of Sahiron as a guide or as an advance party. He was a fighter for more than ten years until he went to Sabah to lie-low.
In an interview, 2nd Special Forces Battalion Commander Ltc Jooney Jay Busiños said that Hadjirulla willingly returned to Sulu after ASG sub-leader Sansibar Bensio's arrest in Sabah.

Per 1101st Infantry Brigade Commander BGen Antonio Bautista Jr, the role of the local chief executives is fundamental in peace building. "They are trusted by the community. Definitely, they have a say and a role to play in ensuring security within their respective jurisdiction. In the municipally Talipao, members of ASG were already declared as persona non grata. Local chiefs have also developed a sense of responsibility. They assist these surrenderors in their reintegration to the barangay."

Meanwhile, MGen Gonzales emphasized that long-term rehabilitation and livelihood programs are now being streamlined. "We are partnering with the provincial local government, Office of the Presidential Adviser on the Peace Process (OPAPP) and the Joint Normalization Committee (JNC). Such programs are not only intended for the surrenderors but for also those who are vulnerable to being involved in conflict."

"For the longest time, firearm was status symbol here in Sulu. It became almost like a necessity. If you own one, you have fighting chance against other armed groups. This has to change since our internal security here in the province have hugely improved. 'Instead of buying guns, why not use the money in small scale business?' That the idea we will effort to pitch to the public when we rollout Small Arms and Light Weapons (SALW) program. They will get livelihood packages in exchange for handing-in firearms," he added.

On the same day, military officials led by MGen Gonzales met with representatives from the OPAPP and JNC. As part of the group's peace efforts. In line with the government's ongoing peace efforts in the region they also visted Brgy Kabbon Takas of Patikul to monitor the implementation of the Balik Barangay Program.

AFP Chief Bids Farewell to 3ID Troops Before Retirement

CAMP PERALTA, Jamindan, Capiz –The 55th Chief of Staff, Armed Forces of the Philippines, General Cirilito E Sobejana made his exit visit at Headquarters, 3rd Infantry (Spearhead) Division in Camp Peralta, Jamindan, Capiz on July 03, 2021.

He was warmly welcomed by the Spearhead Troopers through traditional military arrival honors led by Major General Eric Vinoya, the 3ID Commander.

Gen Sobejana's visit at 3ID is part of his exit call as he is set to bow out from the military service upon reaching the mandatory retirement age on July 31, 2021.

During his exit visit, Gen. Sobejana led the groundbreaking ceremony of the Tatag ng Imprastraktura sa Kapayapaan at Seguridad 50-Bed capacity Hospital Building located at Camp Peralta. He completed his visit by touring various facilities of 3ID.

Major General Vinoya expressed his heartfelt gratitude to Gen Sobejana's visit that manifests the continuous support of the AFP Chief of Staff to all Spearhead Troopers.

"It is an honor and privileged that our AFP Chief takes time to visit the 3ID to bid farewell before his retirement. His visit is not only historic, but it will also lift up the dedication and commitment to service of every Spearhead Trooper," said MGen Vinoya.

In his customary moment with the 3ID soldiers dubbed as 'Talk to Troops', Gen. Sobejana emphasized that public service is very fulfilling and can't be bought by money.

"Our ranks and positions are just incidental to public service. As we do our job as public servants, our feet should remain to the ground. As soldiers, we are always expected to serve the people," he said.

General Sobejana is a member of the Philippine Military Academy "Hinirang" Class of 1987. He is considered as one of the country's living heroes, being a recipient of the Medal for Valor, the highest military honor bestowed for demonstrating bravery and sacrifice above and beyond the call of duty when he fought Abu Sayyaf terrorists in 1995. He was then an Army captain when he led his troops against hundreds of ASG members in a fierce battle that lasted more than four hours.

His first visit at 3ID was on August 27, 2020, when he was still the 62nd Commanding General of the Philippine Army.
