Poor moon, she is helpless.
We are there already, at home.
Already the diggers' shovels fall and out pours David's silvery tones.
Already fine grass is sown in the groins of volcanoes.
And where to now?
Don't crowd the emergency exits. Moons watch women and women watch the moon.
They are ruled from white sky.
No, it's not shocking, but something embraces you.
This is an ancient curve of life, of love and blood.
Not long ago women were still working with the loom and wove sheets for their wedding bed and shared their secrets with the moon. ...

It was afternoon or later,
A meal under the oak,
Difficult to remember.
The maid happily spread the wash in the yard
Shaking each piece with both round hands
And as if this had defied the flat sky above
A rain, as short and ridiculous
As a child's piano with twelve keys, Began to cool the air. The clothes hung limp and would not dry.
And from behind the river's mist
The round white moon rose suddenly. Someone must have noticed
When she swam in Machov Lake
The floating shirts impatiently against her . . .  Of that I could sing,
But not now.

I don't look at people's souls. I say to myself, "We'll see." But the sounds make us hurry. They keep repeating: love, love, As if today there were nothing else. Many a time I admit my verses Were flying from illuminated ceilings, And became dancing letters-Even when shootings started in the streets again. She who had so often Danced on Labu t Lake Has gotten frozen toes And suffers. ...

Pantawid Edukasyon, vouchers needed to prevent spike in dropout rate.

DELAY SCHOOL OPENING TO AUGUST

I am recommending to the DepEd, CHED, TESDA, and IATF to please, for this year and probably on trial basis, synchronize the opening of the new school year either in August or September.

We must make certain every school, every classroom is disinfected, clean, and safe for our youth and teachers to use on a daily basis. The week-long or usual Brigada Eskuwela will not do. We should devote an entire month for decontamination of all school and sports facilities, including dormitories, used for COVID-19 response measures.

The delayed opening in August and September would also give the national and local governments time to work out solutions to make sure every student who should be attending school this year will be able to, despite the economic dislocation resulting from COVID-19.

I ask the Departments of Finance, Department of Budget and Management, and the education agencies to recommend to Congress a PANTAWID EDUKASYON conditional cash transfer program for all students in the low income and lower-middle income brackets.

All the education agencies have existing electronic voucher systems. We may need to double or triple the funding for those education vouchers. We could also give food vouchers and transport fare vouchers.

It would be easy for families in financial distress because of COVID-19 to stop sending their kids to school. The government must assure them that they must keep their kids in school and the government will be there to help because it is a must.

DepEd and CHED should inform Congress soon of how much budget they need to prevent a spike in dropouts next school year. The school enrollments later this year should be higher, not the same or lower than last year. (END)

Folk singers raise hopes,
COVID front liners' funds

TAGBILARAN CITY, Bohol, April 3 (PIA)—Amidst the strictly implemented "Stay at Home," orders in time for the expanded community quarantine in Bohol, a local group of folk singers belt out their contribution of music and hope, offering comfort to Boholanos 'detained' in their homes or battling the disease in the frontlines in times of fear of the coronavirus disease (COVID).

Bohol's requested folk and country singers Jun M Pusta (FB Jun M Pusta) Noel Uy (FB Noel Tita Uy) and Cris Tongco (FB Criss M. Tongco) of Cris and Noel Acoustic Duo and Josue Hinay (FB Windshadow Rider) posted a series of facebook live watch parties from their homes April 1, as they sing songs of hope and comfort, also to raise funds for the front liners who dedicate their lives to the task at hand.

In times when authorities are having their hands full implementing the curfew policies and making sure people stay inside their homes, these artists have found a rather unique way of getting to their followers through the facility of facebook live and motivating people to just sit from their homes and jam.

"We wish to also enthuse the volunteers or anybody working against COVID, in their break times when they have nothing to do, we offer them music, to make them forget the day's ordeal and strengthen them for another day of struggle against the disease," Cris Tongco and Josue Hinay said.

First coming out on FB live watch party in the early evening of Wednesday with Jun Pusta on a 30 minutes jam, the video watch party broadcast from three locations feature acoustic sessions with Jun Pusta broadcasting from Dao District, Noel Uy, half an hour later from his home in Ubujan and Cris and Josue who are neighbors, when Uy took a bow, from the Tongco residence in Cortes way past 8.

The four, often requested to sing for formal folk and country lovers' personal celebrations in duo, trio or quadro format, also sing solo.

Putting up this was an idea hatched by Pusta, who thought of ways how we can keep on the faith and hope going, Uy, in a message, said.

The idea was to post an FB live party of folksongs and old folk and country favorites, one after another as we put up the wed jam, Hinay added.

Put up by a group with perfect complementary voice ranges which tackle a whole wide range of covers from Kenny Rankin, Kenny Loggins to Kenny Rogers: that is from folk ballads to country, to good old country songs of John Denver, Rex Smith, America, Cosby Stills and Nash, Simon and Garfunkel, Beatles and the respected Filipino folk singers Gary Granada and the likes of Joey Ayala, the group, who regularly performs in gigs around Tagbilaran City and Panglao own up a repertoire vast enough to last them a day of jamming session.

Still battling with the technicalities of home broadcasting with minimum use of audio amplifiers and microphones, the group came in apologetic, but as soon as the session deepens, the technicalities simply vanished or were simply disregarded by viewers who put up encouragements on the comment section of the live post.

The session, all too lazily flowed into a "come sing with me session," as both Cris and Josue, the last of the three live broadcasts took to the web each taking turns or performing duos in a living room set typical of the inuman sessions.

From another location, after a cover of Annie Song by John Denver, Uy, in his home broadcast with his mom and daughter nearby providing the applause said, "Kining among gihimo nga FB live Music, amo ning gihimo to call our friends here in Tagbilaran to donate, to our City Government para sa atong frontliners. (We are doing this FB Live Music to call our friends in Tagbilaran city to donate to our city government for our frontliners)

Saddled with problems, Covid-19 front liners have aired lack of proper protection, including the absence of personal protective equipment, the singers told donors to coordinate with the City First lady Maam Jane Yap "para makatabang ta sa atong frontliners." (...so we can help our front liners)

"We are thankful to God that Bohol has still zero COVID-19 case," Uy shares in between strums, another reason for the trio to offer their songs.

The sessions, also called people to keep inside their houses, to implement exactly that order.

"And Stay at Home," Uy's daughter calls out from the background, in one of the singer's spiels.

"Yeah, stay at home," Uy who also had his work at a local university disrupted by the quarantine, echoed, as he segued into a version of the Muppets Rainbow Connection.

Asked when the next broadcast would happen, Pusta timidly said, "It's really up to Noel, himself humbly citing his health reasons to cope with the rigors of a solo performance on a typical home setting.

In his version of Gary Granada's Mabuti pa sila, Uy capped their session's theme by improvising, Di tulad ko, lagi na lang kwarantina. (rahchiu/PIA-7/Bohol)

FOLKSONGS FOR COVID FRONTLINERS. A Boholano group of folk singers have decided to offer an online jamming session to entertain those detained at home during the quarantine and to raise funds for the frontliners in Bohol's struggle versus COVID. FB Jun M Pusta FB Criss M. Tongco M Tongco, Josue Josue Tabigue Hinay (FB Windshadow Rider) and FB Noel Tita Uy are streaming FB live jamming acoustic folk sessions to also sing hope and inspiration. Mayor Sara seeks Dabawenyos' cooperation in ECQ

Via SunStar Davao - As the Davao City government steps up stringent rules under an Enhanced Community Quarantine starting Saturday night, 4 April 2020, Mayor Inday Sara Duterte has sought the cooperation of all Dabawenyos and follow with the guidelines.

Mayor Sara, who issued Executive order N. 23 on Thursday, said the people's cooperation is the only key to slow down the transmission of the Coronavirus Disease 2019 (Covid-19) in the absence of vaccine or treatment of the infection.

EO 23 sets stringent rules such as suspension of operation of mass transportation and limiting movement of people to those working in the city government and agencies dealing with disaster, relief, social services and security, and those in the private establishments operating essential services. These people are permitted to travel using buses that the city government has commissioned.

Mayor Sara said other individuals with Food and Medicine passes will be allowed to do their tasks and will benefit from the transportation that the city government has deployed.

"We have to limit the mass transportation to also limit the movement of the people so that they will stay in their houses," she said during her interview with Davao City Disaster Radio.

The mayor does not discount the possibility of tougher lockdown rules. She said the current situation can be upgraded to an Extreme Enhanced Community Quarantine (EECQ) if the Covid-19 remains a public health threat.

"Hopefully we will not reach to the point that we will have to implement an EECQ. Personally, I do not want it," she said.

April 01, 2020, 07:27:20 PM
From DOH - Ngayong panahon ng krisis, mas lalong dapat nating ipadama ang tunay na pagmamahal sa bayan at sa kapwa Pilipino.

Magkaisa. Sumunod. Maging maalam at mapagmatiyag. Huwag nating hayaan na pagwatak-watakin tayo ng COVID-19. Ngayon tayo pinaka-kailangan ng bayan.

From FB page of Senator Imee Marcos
DO YOU REMEMBER WHEN...

... The Metro Manila Popular Music Festival, more popularly known as Metropop, was held every year from 1978 to 1985?

Metropop was the country's pioneering songwriting competition which launched the careers of many Filipino singers and songwriters, including Freddie Aguilar, Ryan Cayabyab, Odette Quesada, and many more.

The festival's main objective was the advancement of Filipino music, and its main proponent was Senator Imee Marcos who steered the competition together with the late Teodoro 'Ka Doroy' Valencia.

Many of the songs featured during the Metropop years are now considered Filipino music classics. Check out some of them at Imee's OPM Playlist in Spotify thru this link:

https://open.spotify.com/playlist/1xMWbRGevtxufoqJFiImzS?si=rNN9OcWfQAaRW6AJkQdSSQ

It is said that music can evoke emotional responses to relax or stimulate people or help them heal. During difficult times, people take refuge in music that brings back happy memories and raises their spirits.

In the comments section, please reel off your list of favorite OPM songs that you would want to include in Senator Imee's playlist. Thank you! #IMEEsPlaylist

SEC ISSUES CEASE AND DESIST ORDER AGAINST PAYASIAN

The Securities and Exchange Commission (SEC) has ordered Payasian Pte. Ltd.
Corporation to stop enticing the public to invest supposedly in a cryptocurrency called
Paya without the necessary license.
In an order issued on March 20, the Commission directed Payasian to "immediately
cease and desist under pain of contempt from further engaging in, promoting and
facilitating selling and/or offering for sale securities in the form of investment contracts
and/or other activities/transactions."
The SEC also prohibited Payasian from transacting any business involving funds in its
depository banks, and from transferring, disposing, or conveying in any manner all
related assets for the benefit of the investors.
The cease and desist order covers the corporation's partners, operators, directors,
officers, salesmen agents, representatives, promoters, and all persons, conduit
entities and subsidiaries claiming and acting for and on its behalf.
Payasian registered as a corporation in August 2019. Its certificate of registration,
however, did not include an authority for the corporation to sell or offer securities to
the public, an activity that requires a secondary license from the SEC.
The Commission's Markets and Securities Regulation Department (MSRD) and
Corporate Governance and Finance Department (CGFD) certified that Payasian has
not registered or applied for registration as issuer of securities and for a permit to sell
securities.
Yet, evidence gathered by the Commission's Enforcement and Investor Protection
Department revealed that Payasian has engaged in the sale and offering of securities
in the form of investment contracts without the requisite license.
The SEC issued an advisory as early as November 14, 2019 for the public to exercise
caution in dealing with any individual or group soliciting investments for and on behalf
of Payasian.
Under its investment scheme, Payasian enticed investors to buy Paya Coins and hold
them for six months in order to receive 30% additional Paya Rewards. It also offered
referral rewards.

BHW PARTY-LIST APPEALS TO PRESIDENT DUTERTE FOR BARANGAY HEALTH WORKERS' COVID-19 BENEFITS

President Rodrigo Duterte has been asked to include barangay health workers among the frontliners covered by the COVID-19 Special Risk Allowance in Republic Act 11460 or the Bayanihan To Heal As One Act.

BHW Party-list Rep. Angelica Natasha Co sent a letter dated March 27, 2020 to President Duterte containing her appeal.

Co also appealed for other compensation barangay health workers "who may contract severe COVID-19 infection while in the line of duty or who may die while fighting the COVID-19 pandemic."

She explained to the President that the BHW would not be covered by the RA 11460 compensation because the Magna Carta of Public Health Workers (RA 7305) does not include BHWs for the reason that there are volunteers.

Official Statement of former Senator Ferdinand "Bongbong" R. Marcos, Jr.

I am deeply touched and overwhelmed by your concern over my condition. Don't worry, I am doing ok and contrary to popular belief, I am home on self-quarantine.

As my sister said, a few days ago I was feeling a little under the weather and as a result went to get checked. We are still waiting for the results.

Fortunately, I feel much better and am getting stronger by the day. I have no doubt in my mind that this is partly due to the excellent work of the nurses and doctors who helped me during this time.

I am inspired and moved by the show of courage and commitment of our health workers. You are our true heroes in these most trying times. Thank you!!

I am hoping and praying for everyone's safety and good health. Please don't let the sacrifices of health workers and other frontliners go to waste. Let us all stay home.

Again, thank you for your love and concern.

Reposted:
Everybody wants to make more money. In fact, most people would like to hit
upon something that makes them fabulously rich! And seemingly, one of the
easiest roads to the fulfillment of these dreams of wealth is mail order or
within the professional circles of the business, direct mail selling.

The only thing is, hardly anyone gives much real thought to the basic
ingredient of selling by mail - the writing of profitable classified ads.
If your mail order business is to succeed, then you must acquire the
expertise of writing classified ads that sell your product or services!

Many advertisers think that writing classified ads is completely different
than writing longer print ads, which contain a headline, body text and
possibly a picture or two. However, to write a successful classified ad,
all the time-honored elements of successful advertising must be present.

Large print ads include a headline to gather attention, introductory body
copy to inform and generate added interest, additional body copy to create
enthusiasm and desire to make a purchase and a call to action that incites
the reader to take the steps necessary to start the purchasing process.

In advertising circles, these four features are often designated by the
acronym "A.I.D.A.," which stands for:

Attention (headline)
Interest (body text)
Desire (added body text)
Action (call to action).
So what makes a classified ad good or bad? First of all, it must appeal to
the reader, and as such, it must say exactly what you want it to say.
Secondly, it has to say what it says in the least possible number of words
in order to keep your operating costs within your budget. And thirdly, it
has to produce the desired results whether inquiries or sales.

Grabbing the reader's attention is your first objective. You must assume
the reader is "scanning" the page on which your ad appears in the company
of two or three hundred classified ads. Therefore, there has to be
something about your ad that causes him to stop scanning and look at yours!
So, the first two or three words of your ad are of the utmost importance
and deserve your careful consideration. Most surveys show that words or
phrases that quickly involve the reader, tend to be the best
attention-grabbers. Such words as: FREE... WIN... MAKE BIG MONEY...

Whatever words you use as attention-grabbers, to start your ads, you should
bear in mind that they'll be competing with similar attention-grabbers of
the other ads on the same page. Therefore, in addition to your lead words,
your ad must quickly go on to promise or state further benefits to the
reader. In other words, your ad might read something like this: MAKE BIG
MONEY! Easy & Simple. We show you how!

In the language of professional copywriters, you've grabbed the attention
of your prospect, and interested him with something that even he can do.

The next rule of good classified copywriting has to do with the arousal of
the reader's desire to get in on your offer. In a great many instances,
this rule is by-passed, and it appears, this is the real reason that an ad
doesn't pull according to the expectations of the advertiser.

Think about it - you've got your reader's attention; you've told him it's
easy and simple; and you're about to ask him to do something. Unless you
take the time to further "want your offer," your ad is going to only half
turn him on. He'll compare your ad with the others that have grabbed his
attention and finally decide upon the one that interests him the most.

What is being said is that here is the place for you to insert that magic
word "guaranteed" or some other such word or phrase. So now, we've got an
ad that reads: MAKE BIG MONEY! Easy & Simple. Guaranteed!

Now the reader is turned on, and in his mind, he can't lose. You're ready
to ask for his money. This is the "demand for action" part of your ad. This
is the part where you want to use such words as: Limited time offer! Act
now! Call today!

Example: Make $1,000 a week! Easy to do! No selling! Risk FREE! Limited
offer. Call...

*****************************************************************

These are the ingredients of any good classified ad - Attention - Interest
- Desire - Action... Without these four ingredients skillfully integrated
into your ad, chances are your ad will just "lie there" and not do anything
but cost you money. What we've just shown you is a basic classified ad.
Although such an ad could be placed in any leading publication and would
pull a good response, it's known as a "blind ad" and would pull inquiries
and responses from a whole spectrum of people reading the publication in
which it appeared. In other words, from as many "time-wasters" as from bona
fide buyers.

So let's try to give you an example of the kind of classified ad you might
want to use, say to sell a report such as this one... Using all the rules
of basic advertising copywriting, and stating exactly what our product is,
our ad reads thusly:

MONEY-MAKER'S SECRETS! How To Write winning classified

ads. Simple & easy to learn -should double or triple your

responses. Rush $1 to BC Sales, 10 Main Anytown, TX 75001.

The point we're making is that: l) You've got to grab the reader's
attention... 2) You've got to "interest him" with something that appeals to
him... 3) You've got to "further stimulate" him with something
(catch-phrase) that makes him "desire" the product or service. 4) Demand
that he act immediately...

There's no point in being tricky or clever. Just adhere to the basics and
your profits will increase accordingly. One of the best ways of learning to
write good classified ads is to study the classifieds - try to figure out
exactly what they're attempting to sell - and then practice rewriting them
according to the rules we've just given you. Whenever you sit down to write
a classified, always write it all out - write down everything you want to
say - and then go back over it, crossing out words, and refining your
phraseology.

The final ingredient of your classified ad is of course, your name, address
to which the reader is to respond - where he's to send his money or how to
get for further information.

Generally speaking, readers respond more often to ads that include a name
than to those showing just initials or an address only. However, because
advertising costs are based upon the number of words, or the amount of
space your ad uses, the use of some names in classified ads could become
quite expensive. If we were to ask our ad respondents to write to or send
their money to The Research Writers & Publishers Association, or to Book
Business Mart, or even to Money Maker's Opportunity Digest, our advertising
costs would be prohibitive. Thus we shorten our name Researchers or
Money-Makers. The point here is to think relative to the placement costs of
your ad, and to shorten excessively long names.

The essentials of a successful classified ad are no different. The
shortness of most classified ads simply means that these essentials are
broken down into basics.

All classified ads contain either a headline, which may be separate from
the actual body copy, or a bolded first line or introductory words. This
has to grab a reader immediately. Most classified ads, whether in
newspapers, magazines or on Web site classified sections, are bunched in
with dozens of other classified ads. The reader's attention will be caught
only by a word or phrase that is of immediate, powerful interest.

Because of this, experienced ad writers suggest using proven key words in
your headlines that attract the interest of readers. These key words and
phrases include free, easy, simple, guaranteed, proven, new and money.

After grabbing the reader's attention, you have to create interest and
desire through copy that informs, stimulates, excites and shows how the
product or service will benefit the reader. Sound easy? It's not.
Especially when writing classified ads that are often limited to one or two
lines. Veteran ad writers often claim that writing a successful classified
ad is a tremendous challenge. Words have to be juggled. Sentences have to
be pared down, then pared down again, then pared down even more to the
briefest essence, while still informing and arousing interest. And, of
course, the final aspect of A.I.D.A., the call to action, must be written
briefly yet with enough force to entice a reader to proceed.

How to achieve all this in your own classified ads? The best way is to
first study other successful ads, in light of the A.I.D.A formula shown
above. When studying classified ads to see how the essentials of A.I.D.A.
have been accomplished, you can begin to see how the experts achieve
success--and you can begin to bring this expertise into your own writing.

How can you know when someone else's ad has been successful? When an ad
appears over and over for months or even years, you can be assured that
it's working. No one keeps running an unsuccessful ad. Find the successful
ads that advertise products or services that are similar to yours, study
them and then begin incorporating them into your own classified
advertising.

The same holds true when listing your post office box number. Shorten it to
just plain Box 40, or in the case of a rural delivery, shorten it to just
RRl.

The important thing is to know the rules of profitable classified ad
writing, and to follow them. Hold your costs in line.

If you're looking for ways to make your gardening gifts really unique, try wrapping them in love and show your loved one you really care. You can gift wrap gardening gifts the traditional way, or you can get just a little more creative with your gift wrapping. Here are some ideas to give your gift-wrap a personal touch.

Garden Statues and Other Large Gardening Gift Items

For large gardening gifts such as full-size garden statues, birdbaths, arbors, a garden trellis, garden fountains, or patio furniture, use creative party decorations instead of gift wrap. You can tie big bows and balloons along with a card attached to decorate the gift.

Or, decorate the garden statue or fountain in plant or vegetable seed packs. To do this, use a hole-puncher to punch small holes in the very corner of each seed pack. Be sure not to puncture the pack where the seeds can spill. Then, thread ribbon through each of the holes and tie them around the statue, birdbath, or patio furniture with excess curly ribbon hanging for extra decoration.

Gift Wrap for Bird Houses or Bird Feeders

Bird houses and bird feeders are smaller items so you can easily place them in a gardening gift basket along with other gardening items such as bird seeds, vegetable or flower seed packs, unique garden tools, and other small garden decoration items. Fill the empty spaces in the basket with colorful cut shreds and fillers. Wrap the basket in a clear or colored shrink dome bag, and finish with a beautiful bow assortment and gift card.

Small Garden Sculptures and Other Lawn Decorations

Gift wrapping small garden sculptures and other lawn decorations is a cinch with themed gift boxes. There are garden-themed gift boxes that give your loved one just a "hint" of what's inside. Fill the box with several of their favorite gardening decor items - a small garden sculpture, a wind chime, a sun catcher, along with some seeds, a small bag of soil, and a decorative planter. It's sure to fill their heart as well!

Other Gift-Wrap Ideas

Gardening gifts can also be complemented by other items that are not particularly for gardening or lawn decoration. These might be a new coffee mug with a special-blend coffee, gourmet chocolate treats, baking mixes, or pampering products for women such as lotions and bath oils. The male gardener might enjoy some new household tools, tickets to a ball game, or some new work shoes. Items such as these make great "extras" along with gardening gifts during the holidays or for any occasion.

You can use decorative garden-themed gift bags instead of wrapping paper for a quick, easy gift-wrap alternative. There are also tie-up gift bags that are colored or decorated for convenience. Wood crate baskets are also popular for gardening gifts. These are small, decorative crates made of wood that are great for giving jars of jams or preserves, small potted plants or flowers, and other small gardening items.

Use these gardening gift wrapping techniques to make a great first impression when you present gifts to your friends and loved ones!

Finding your niche so you can concentrate. When you find out what your specialty is
then you can start to promote to the people that are working on the same type of things
you are. Are you just with a program to make money as an affiliate? Do you have your
own website that goes back to your affiliate site? Are you selling homemade products?
Are you someone that is selling from his/her own store or mall? There are so many
different things to promote and you want to reach your target audience to get the results
that you are seeking.

Outline your tasks daily using the day timer you will know what day and time you can
repost your ads or emails to Safelists. This is a great time saver. If you have multiple
email accounts a program called Thunderbird by Mozilla is tops, login one place and
check them all at once. A lot times for every task to get the most important done early
when you are full of energy. Take breaks so you can re-evaluate what you are doing and
be more receptive to tasks still to be done. Organization will set you above the crowd
because you will accomplish more.

Reach your crowd after finding your niche you need to advertise to your target. Go to
forums and post to the ones that fit your niche so you will be working your ads to people
with the same goals and targets you have. In the forums you will not be able to blatantly
set your ads out, post what you would like to add and then leave your signature with your
URL in it. If they enjoyed or learned from your post they might want to follow up by
visiting your site.

Mentors get you trained and help stimulate the learning process. They keep you fortified
with uplifting values and appeal to your excitement. With the right mentor you will go
farther because you are learning from them, this shortens your learning curve. When you
work with others listen and you will gain information from them from what they have been
doing in their promotion.

Using every avenue of promotion, traffic exchanges also use banner views for your credits.
They have blog exchanges, you view others blogs to get traffic to your blog. They also have
banner rotators you can post one url in the banner slot with 5 banners loaded to cycle
through. Just a few of the ways to make your time work better with tools online. Before you
purchase any software online check out and see what other people have to say about it at
Google. This is a way to find out before you have put out your money for software that will
not be used. Market wisely and then you will be in the profit zone.

Leave nothing to chance, ad trackers help you to find which promotion is working for you.
This also depends on titles and content when this has been checked and it still does
not pull people in, then leave the non-producers behind and find new ones. Traffic
Hoopla has the top promoters listed every week; this is a good resource to check. This
one costs but still a good resource- Traffic Testers.

Advertise, and advertise some more, you just have to get the word out. Even the big names
put their logos and advertising out there for millions of dollars. You can start with the free
ones and after making money move on and put your money out for paid advertising. Keep your
records so you know what you are spending and what is bringing the people to your site.

ROTARY DISTRICT 3780 EXTENDS FOOD AIDS TO ALL QUEZON CITY BARANGAYS, MAKES SURE NO BARANGAY GETS LEFT BEHIND

[Herrera asks software developers to create mobile app for identifying COVID-19 cases]

As Rotary International District 3780 Governor, our guide to all our local chapters is safety first, then help their local communities face COVID-19 and always coordinate with the barangay leaders and mayor for effective allocation of resources.

Rotary has extended food aid to the 142 barangays of Quezon City. Rotary has 101 rotary clubs and each Rotary Club has an adopted 1 or 2 barangays to ensure no barangay is left behind.

We remind all Rotary Clubs that part of ensuring safety is making sure the disinfectants and personal protective equipment we access meet the standards of the Food and Drug Administration.

Also among the specific priorities now include helping in identifying and isolating all mild confirmed, the PUIs, and the PUMs. We have to help the LGUs find places where all these suspect cases can be isolated away from the general population.

I am appealing to the software developers in Quezon City to help by developing, testing, and rolling out as fast as possible a mobile app for no-contact house-by-house surveying for identifying suspect cases and vulnerable residents.

We have to help identify and quarantine all the vulnerable population sub-groups like seniors, the pregnant, those with illnesses, and especially the ones whose immune systems are weakened like those with cancer, kidney problems, lung issues, and HIV. (END)

Everyone knows that the iPod steals the show when it comes to MP3 Players, but are they the best option out there? I'm going to show you why Zune MP3 Players are a much better investment than the iPod.

Lets start with some of the features that the Zune MP3 Players have while the iPods do not: Wi-Fi, Pre-loaded Video, Pre-loaded Audio, FM Tuner, Landscape Mode, Wireless Sync, Custom Background, Wireless File Sharing, Tactile + Touch Control, and an X-BOX Marketplace Integration. That is quite a few features that iPod does without when you look at the list. Something else that is quite unappetizing for those with an iPod or have considered buying one is that the MP3 Player already comes with a pre-loaded virus.

Already, Zune MP3 Players are proving to be a better deal. One feature that the iPod does have that Zune MP3 Players do not is a click wheel, which can prove to be quite useful when searching through your thousand plus song play list, but is that really enough to balance the differences? If you try to get all of the music you want to listen to through iTunes you will go broke, because you have to pay for each and every song. On the other hand, Zune MP3 Players have a Zune Marketplace in which you pay only $14.99 a month to receive unlimited downloads to all the music you want.

Lets take a little time to review the comparison. The Zune completely blows the iPod out of the water in virtually every feature, one of the only features that both of them actually have is Portrait Mode, how exciting. If you wanted to go even deeper, the screen size for the Zune MP3 Player 80GB is significantly larger than the iPod, and the Zune 4/8GB is only slightly smaller; but much longer than the iPod version.

Now, I understand that it may still be hard for you to make a decision on what MP3 Player you would like to purchase, but lets be honest. Just look at the facts, obviously Microsoft put in the time and effort to create a product that would not only be equivalent to the iPod, but destroy it's opponent with flying colors. The number of features and small details are in the Zune MP3 Player favor are abundant, more than enough to make a solid decision.

What about Social Networking? Yet another feature that the Zune MP3 Players have, and the iPod does not. Now, if your one of those people who just want to be like everyone else, go ahead and pick up an iPod. But for those of you who want the best product, you will be purchasing a Zune MP3 Player.

Fashion Trend / How to Become Guest on TV
March 25, 2020, 08:54:18 AM
The phone rings. You hear an authoritative voice say, *Hello, I'm the producer of...Good Morning America or Oprah, or Larry King Live* or any other top talk show, you name it. This is your big moment, the break you've been waiting for. After you catch your breath what do you do?

Producers make an instant assessment of you in thirty seconds--or less. When you get that coveted call from a producer, you aren't just *talking* to him: you're auditioning. You are being screened to be accepted or eliminated as a guest on their show. How can you pass the audition?

Secret #1: Ask Before You Speak

Before you even open your mouth to start pitching yourself and your story to the producer, ask them a simple question: *Can you tell me a little bit about the kind of show you envision?* In other words, ask the producer the angle he is planning to take.

Doing so has two advantages. First, it gives you a moment to overcome the shock and to collect your thoughts.

Second, once you hear the producer's reply, you can gear your pitch to the type of information he's seeking. Listen closely to the angle that he's interested in and tailor your points to it. Publicists often use this technique to get their clients booked on shows. They *get* before they *give* - so they are in a good position to tell only the most pertinent information about their client.

Secret #2: Wow the Producers with Brevity

Follow the advice of jazz musician Dizzy Gillespie: *It's not how much you play. It's how much you leave out.* Keep your list of talking points by the phone when you call a producer (or a producer calls you), so you'll be succinct. You will already have rehearsed your points so that they'll sound natural and inviting. Be prepared with several different angles or pitches, different ways to slant your information. *Nobody gets on these shows without a pre- interview,* says publicist Leslie Rossman. *Be a great interview but don't worry about the product you want to sell them because if you're a great guest and you make great TV, they'll want you.*

And keep in mind the words of Robert Frost: *Half the world is composed of people who have something to say and can't, and the other half who have nothing to say and keep on saying it.*

Secret #3: Prove You're Not a Nutcase

If you area nutcase on the air, the producer will lose their job. What constitutes a nutcase? You may think it's a positive trait to be enthusiastic (and it is), but anyone who is overly zealous about his passion is considered a nut. Best-selling author and screenwriter Richard Price talks about this phenomenon as *The dangerous thrill of goodness.* He says, *What happens is you can get very excited by your own power to do good.* Don't get carried away by this thrill.

One way to tell if you're being too zealous is that you're hammering your point at top speed with the energy of a locomotive pulling that toot lever non-stop. I remember a man calling me up about how he was single-handedly taking on Starbucks - who, he felt, had done him wrong. He wanted me to promote his cause. While this could have been a great David versus Goliath type story, he was long on emotion and short on facts. Some statistics or figures would have tempered his mania.

But he also never checked in with me to see if he had my interest. By talking loudly and barely pausing for a breath, he appeared to be a man who wouldn't take direction well. His single-mindedness was off- putting, not engaging.

When you're talking to a producer speak for 30 seconds or so and then check in by asking, *Is this the kind of information you're looking for?* Listen for other verbal cues, such as encouraging grunts, or *uh huhs.*

Secret #4: Can You Mark *The Big Point?*

Contributors to the popular radio show *This American Life,* hosted by Ira Glass, have taken to calling the wrap-up epiphany at the end of a story, *The Big Point.* This is the moment that the narrator gives his perspective on the story in an attempt to elevate it from the mundane to the universal.

Another radio personality, Garrison Keillor, is a master at it. He tells long, rambling stories (not good advice for you), then ties up all the story strands in a coherent and satisfying way. As a great guest, you want to illuminate your story with a big standout point that helps the audience see the significance of your story in their world and the world at large. Rather than hitting them over the head with a two-by-four, you want to share your insights with a feather-like touch. By framing your story you alert the producer to the fact that you're a thinker and can contribute great insights and clarity to a story thus increasing its appeal.

Reposting: Bill Gate's views in what is the Corona/ Covid-19 Virus Really Teaching us?

Brilliant...

I'm a strong believer that there is a spiritual purpose behind everything that happens, whether that is what we perceive as being good or being bad.

As I meditate upon this, I want to share with you what I feel the Corona/ Covid-19 virus is really doing to us:

- It is reminding us that we are all equal, regardless of our culture, religion, occupation, financial situation or how famous we are. This disease treats us all equally, perhaps we should to. If you don't believe me,
just ask Tom Hanks.

- It is reminding us that we are all connected and something that affects one person has an effect on another. It is reminding us that the false borders that we have put up have little value as this virus does not need a passport. It is reminding us, by oppressing us for a short time, of those in this world whose whole life is spent in oppression.

- It is reminding us of how precious our health is and how we have moved to neglect it through eating nutrient poor manufactured food and drinking water that is contaminated with chemicals upon chemicals. If we don't look after our health, we will, of course, get sick.

- It is reminding us of the shortness of life and of what is most important for us to do, which is to help each other, especially those who are old or sick. Our purpose is not to buy toilet roll.

- It is reminding us of how materialistic our society has become and how, when in times of difficulty, we remember that it's the essentials that we need (food, water, medicine) as opposed to the luxuries that we sometimes unnecessarily give value to.

- It is reminding us of how important our family and home life is and how much we have neglected this. It is forcing us back into our houses so we can rebuild them into our home and to strengthen our family unit.

- It is reminding us that our true work is not our job, that is what we do, not what we were created to do. Our true work is to look after each other, to protect each other and to be of benefit to one another.

- It is reminding us to keep our egos in check. It is reminding us that no matter how great we think we are or how great others think we are, a virus can bring our world to a standstill.

- It is reminding us that the power of freewill is in our hands. We can choose to cooperate and help each other, to share, to give, to help and to support each other or we can choose to be selfish, to hoard, to look after only our self. Indeed, it is difficulties that bring out our true colors.

- It is reminding us that we can be patient, or we can panic. We can either understand that this type of situation has happened many times before in history and will pass, or we can panic and see it as the end of the world and, consequently, cause ourselves more harm than good.

- It is reminding us that this can either be an end or a new beginning. This can be a time of reflection and understanding, where we learn from our mistakes, or it can be the start of a cycle which will continue until we finally learn the lesson we are meant to.

- It is reminding us that this Earth is sick. It is reminding us that we need to look at the rate of deforestation just as urgently as we look at the speed at which toilet rolls are disappearing off of shelves. We are sick because our home is sick.

- It is reminding us that after every difficulty, there is always ease. Life is cyclical, and this is just a phase in this great cycle. We do not need to panic; this too shall pass.

Whereas many see the Corona/ Covid-19 virus as a great disaster, I prefer to see it as a great corrector.

It is sent to remind us of the important lessons that we seem to have forgotten and it is up to us if we will learn them or not.

On the government's declaration of unilateral ceasefire

In view of the imposition of the Enhanced Community Quarantine in Luzon amidst the threat of the coronavirus disease (COVID-19) in the country, President Rodrigo Roa Duterte has decided to declare a unilateral ceasefire against the Communist Party of the Philippines-the New People's Army-the National Democratic Front (CPP-NPA-NDF), effective 00:00H of March 19, 2020 to 24:00H of April 15, 2020.

The President has directed the Department of National Defense (DND) and the Department of the Interior and Local Government (DILG), together with the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), to cease and desist from carrying out offensive military and police operations during the ceasefire period. Both of these departments shall issue the corresponding orders to implement the declaration of the unilateral ceasefire, including the Suspension of Offensive Military and Police Operations (SOMO).

Through this ceasefire, the Philippine Government aspires that the swift provision of public health assistance goes unimpeded and that the movement of health workers and medical supplies to communities, as well as of people in need of immediate medical attention, remains unhampered.

On the Stringent Social Distancing Measures to Address COVID-19

After a thorough review of the Office of the President of the directives and guidelines crafted by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF), Executive Secretary Salvador C. Medialdea, by order of President Rodrigo Roa Duterte, issued a Memorandum addressed to heads of departments, agencies, offices and instrumentalities of the government, government-owned or controlled corporations, government financial institutions and state universities and colleges, as well as local government units.

Contained in the Memorandum are emergency but temporary directives and guidelines which are primarily intended to address the spread of the coronavirus disease (COVID-19) in the country.

The stringent social distancing measures imposed in the National Capital Region (NCR), effective March 15, 2020 until April 14, 2020, are set forth as follows:

1. Mass gatherings such as movie screenings, concerts, sporting events and other entertainment activities, community assemblies, and non-essential work-related gatherings shall be prohibited. Essential work-related meetings and religious activities may continue so long as strict social distancing, defined as the strict maintenance of a distance of at least one (1) meter radius between and among those attending, is maintained during the entirety of the event.

2. Local Government Units (LGUs) shall abide by the directives of the Department of Health (DOH) and the Department of the Interior and Local Government (DILG) in the imposition of general community quarantine in their respective jurisdictions.

For this purpose, general community quarantine is defined as a condition where movement of people shall be limited to accessing basic necessities and work; and uniformed personnel and quarantine officers shall be present at border points.

Thus, subject to qualifications that the IATF may further provide, all areas under general community quarantine shall implement the following:

a. Restrict the non-essential entry of people to the contained area, especially persons who are at high risk of being infected (i.e., 60 years old and above, immunocompromised or with co-morbidities and pregnant women), except (1) health workers, (2) authorized government officials, (3) those travelling for medical or humanitarian reasons, (4) persons transiting to airports for travel abroad, (5) persons providing basic services and public utilities, and (6) essential skeletal workforce; and

b. Prevent the non-essential exit of people out of the contained area, except (1) health workers, (2) authorized government officials, (3) those travelling for medical or humanitarian reasons, and (4) those who were granted entry based on the above-mentioned provisions, provided that all persons leaving the contained community must be checked for signs and symptoms (e.g., fever, respiratory symptoms, diarrhea) at exit checkpoints where (1) appropriate certification will be issued by the competent health authority (DOH or Provincial/City/Municipal Health Officer), (2) health authority endorses exiting person to recipient LGU, (3) exiting persons to undertake 14-day home based quarantine, and (4) LGUs are required to monitor implementation of home-based quarantine.

However, if circumstances so warrant, the DOH and the DILG may direct an LGU to impose enhanced community quarantine, which is defined as a condition where strict home quarantine shall be implemented in all households, transportation shall be suspended, provision for food and essential health services shall be regulated, and the presence of uniformed personnel to enforce quarantine procedures shall be heightened.

4. Alternative working arrangements, including but not limited to, work-from home, compressed work week, staggered working hours, and creation of skeletal workforces, shall be implemented in the Executive Branch. All members of the Philippine National Police, the Armed Forces of the Philippines and the Philippine Coast Guard, and health and emergency frontline services are directed to continue full operation. The Legislative and Judicial Branches, as well as the independent constitutional bodies are encouraged to adopt the same policy.

5. With respect to the restriction on land, domestic air and domestic sea travel to and from the NCR, all workers, whether employed or self-employed, will be provisionally allowed to travel. For this purpose, proof of employment and/or business must be presented at border checkpoints.

6. All departing passengers shall be allowed transit through the NCR. For this purpose, proof of confirmed international travel itinerary, scheduled within twelve (12) hours from entry, should be presented at checkpoints. However, outbound travel to countries where travel restrictions are in place remains prohibited.

7. The movement of cargoes shall be unhampered, regardless of origin or destination.

8. Suspension of classes and school activities in all levels in the NCR shall remain in force until April 14, 2020.

Aside from the current travel restrictions imposed upon foreign travel to and from China, including its Special Administrative Regions, and portions of South Korea, inbound travelers from Iran and Italy (except Filipino citizens, including their foreign spouse and children, if any, and holders of Permanent Resident Visas or 9(e) Diplomatic Visas issued by the Philippine Government) shall be required to present a medical certificate issued by competent medical authorities within forty-eight (48) hours immediately preceding departure signifying that they have tested negative for COVID-19.

In addition, the DOH is authorized to grant exemptions, based on humanitarian considerations, in favor of outbound travelers who wish to travel to jurisdictions where restrictions are currently in place.

The Palace reiterates that all measures imposed are subject to the regular review by the President and the IATF in order to ensure that the virus would be contained and ultimately eliminated without extremely overwhelming the citizens in going about their daily lives.

A copy of the Memorandum containing the comprehensive list of directives and their corresponding guidelines will be released by the Palace.

As always, the President is hard at work in the service of the Filipino people to preserve the general welfare and protect public health.

STATEMENT OF DAVAO CITY MAYOR SARA DUTERTE-CARPIO:

We are facing a public health emergency on two fronts: the Covid19 and the limitations of our health facilities to respond to a huge segment of our population getting infected with the coronavirus.

We do not have any confirmed cases as of the moment, but it will not be long before the reality of the disease will reach our doorsteps. And many of us get sick, our city will be paralyzed and will be at a standstill.

We need to ensure that no one gets sick and if we do get patients, we need to be able to respond to them and at the same time,  prevent the further spread of the disease.

We have outlined 3 things you can do to help:

1. Do not leave Davao City. Stop unnecessary travels. Stay home.

2. Distance yourself from everyone else. Do not go near other people.

3. Wash your hands regularly with soap and water.

Please do not panic. Hoarding food, toothpaste, tissue papers, and other grocery supplies is not a guarantee that you are protected from the COVID-19 Disease. Hoarding is a futile attempt and a total waste of your money.

The City Government of Davao, in coordination with other government agencies and the private sector, is preparing for the possible influx of Covid-19 positive patients.

Again, we ask for your support and cooperation. We ask for your help in making sure no one gets sick.

If we stand together, strong and resilient will be able to overcome this health emergency.

Daghang salamat.

On Code Red Sublevel 2

The Palace wishes to inform the public that President Rodrigo Roa Duterte has been apprised by our health officials about the decision to raise the Code Alert System for the coronavirus disease 2019 (COVID-19) in the country to Code Red Sublevel 2.

Following discussions with health officials, as well as with members of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF), the Chief Executive has decided to approve the imposition of Stringent Social Distancing Measures in the National Capital Region (NCR) for thirty (30) days, with the salient directives discussed below.

First, the suspension of classes in all levels in Metro Manila is extended until April 12, 2020, with students remaining in their respective homes for the said duration.

Second, mass gatherings, defined as events where the number of people attending could strain the planning and response resources of the community hosting the event, shall be prohibited during the aforesaid period.

Third, community quarantine is imposed in the entire Metro Manila. Local Government Units (LGUs) in other areas are advised to abide by the following guidelines:
• A barangay-wide quarantine is advised when there at least two (2) positive COVID-19 cases belonging to different households in the same barangay;
• A municipality/city-wide quarantine is advised when there at least two (2) positive COVID-19 cases belonging to different barangays in the same municipality/city;
• A province-wide quarantine is advised when there at least two (2) positive COVID-19 cases belonging to different municipalities, component cities or independent component cities in the same province; and
• LGUs, which have imposed community quarantine in their respective jurisdiction\s, upon the declaration of a State of Calamity, shall be allowed to access their Quick Response Fund.

Fourth, work in the Executive Branch shall be suspended during the same period, without prejudice to the formation of skeletal workforces by government agencies. The Congress and the Judiciary are encouraged to adopt the same policy. Law enforcement agencies, including the Armed Forces of the Philippines and the Philippine National Police, as well as health and emergency frontline services shall continue in full operation.

Fifth, flexible work arrangements shall likewise be encouraged in the private sector, following guidelines from the Department of Labor and Employment and the Department of Trade and Industry designed to safeguard the welfare of the workers. All manufacturing, retail and service establishments shall remain in operation during the same period, provided that strict social distancing measures are observed.

Sixth, mass public transports, such as the Light Rail Transits, the Metro Rail Transits, and the Philippine National Railway shall continue in operation, following guidelines by the Department of Transportation intended to ensure social distancing.

Seventh, land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended beginning March 15, 2020 00:00H until April 14, 2020 23:59H.

All the aforementioned measures shall be subject to daily monitoring and reassessment by the IATF.

In addition, LGUs outside of the National Capital Region are advised to exercise sound discretion in suspending classes in their respective localities.

The President likewise approved that Balik-Manggagawa Overseas Filipino Workers may be allowed to travel to mainland China, except to Hubei Province, upon their execution of a declaration signifying their knowledge and understanding of the risks involved in their travel. A health advisory pamphlet shall similarly be handed to them upon their departure.

Finally, entry travel restrictions shall be imposed upon those traveling from countries with localized COVID-19 transmissions, except for Filipino citizens including their foreign spouse and children, if any, holders of permanent resident visa, and holders of diplomatic visas issued by the Philippine Government.

To be clear, and to allay the fears and apprehension of the public, the government is essentially calling for a stricter implementation of preventive measures in order to slow down and put a halt to the further spread of COVID-19. While a total and absolute lockdown is considered by some as a valid preventive measure, current circumstances do not warrant such an extreme course of action.

While the Duterte Administration remains resolute in combating this disease, the Palace asks affected entities and individuals for their cooperation in properly observing the foregoing adopted measures.

DOT convenes Tourism Council; invites public to travel within PH

Department of Tourism (DOT) Secretary Bernadette Romulo-Puyat today assured the country of the tourism industry's fortitude and resiliency through the global health crisis brought by the coronavirus (COVID-19) outbreak in 60 countries, including the Philippines.

Sec. Puyat said boosting domestic tourism may yet turn the adverse effects of the coronavirus into an opportunity to showcase the country as a safe and fun destination.
"This is temporary. We will bounce back and recover," said Sec. Puyat as she rallied members of the Tourism Coordinating Council (TCC) during a special meeting she called this morning at the Makati Diamond Residences in Makati City. The TCC is a 25-agency body created under RA 9593 or the Tourism Act of 2009 with the DOT Chief as chairperson, to serve as the coordinating body for national tourism development efforts.

She convened the council to tackle measures to mitigate the effects of the global pandemic threat on the country's tourism industry.

Joining Sec. Puyat at the TCC meeting were Sec. Roy Cimatu of the Department of Environment and Natural Resources (DENR) and Sec. Silvestre Bello, of the Department of Labor (DOLE). Also present were representatives of other TCC member agencies, private sector and the non-government organizations (NGOs).

In a media briefing that followed, the DOT Chief outlined the DOT programs aimed to cushion the blow on the tourism sector which employs 5.3 million Filipinos, and sustain it until the health scare subsides.

In view of the economic losses incurred by the tourism industry from the massive outbreak of COVID-19 in other countries, including country's top visitor markets Korea and China, Sec. Puyat said the adverse effects may be mitigated by boosting domestic tourism.

"We will showcase the Philippines as a safe destination, which in fact it is, and we will have no less than PRRD to promote our local destinations starting with Boracay where he will visit the rehabilitated areas."

She lauded the private sector for the "all-out support," citing that had various airlines started rolling out discounted airfares for domestic flights until the promos culminated Tuesday night where all three companies gave their biggest sale in recent history.

Sec. Puyat also commended DOT-accredited hotels and resorts that committed to lowering their rates from 30-70 percent off of published and online rates in order to be competitive with neighboring Southeast Asian countries. Tour packages are also in season with many accredited tour operators giving up to 70 percent discounts.

"To strengthen this private-public partnership initiative, the DOT will be allocating approximately PHP 6 billion pesos that will span international and domestic promotions, infrastructure, and regional tourism development," Sec. Puyat added.

The DOT Chief stressed that there is no cause for panic, even as the Department of Health (DOH) has performed a commendable job containing the possible coronavirus spread since the death of one of three confirmed cases of COVID-19, all Chinese nationals who came from Wuhan in January.

"It is important to note that the Department of Health's current data would show that travelling around the country remains safe, highlighted by the fact that we don't have any local transmissions," said Sec. Puyat.

She noted that even before the temporary ban was enforced, the DOT had already cascaded the proper guidelines for accommodation establishments on how to deal with guests in light of the COVID-19. These protocols include the use of infrared thermometers to check one's temperature, screening guidelines and provision for more available hand sanitizer in the premises.

Sec. Puyat also disclosed that PHP 85 million will be allocated for training on COVID-19 orientation, preparedness, response and protocols for industry stakeholders. The DOT's manpower development office will tweak its Filipino Brand of Service module to include points on how to handle guests for COVID-19 and response. This will include integration of DOH guidelines in all training.

During the TCC meeting, Sec. Cimatu agreed with Sec. Puyat to turn the world health crisis into an opportunity to step up efforts to rehabilitate and upgrade the country's tourist destinations.

Sec. Cimatu disclosed that Puerto Galera will soon start constructing its sewage treatment plant on a one-hectare property donated by a private individual.

Labor Sec. Bello meanwhile assured assistance to those workers who may be affected by the crisis and skills training will be available at TESDA.

The Department of Transportation (DOTr) and the Civil Aviation Authority of the Philippines have assured the body that strict protocols are in place particularly in cleanliness of the airports as well in the sanitation of the airplanes.
The PNP also expressed support in efficiently equipping the DOT's Tourist Police with the appropriate training.

On the other hand, Tourism Congress of the Philippines (TCP) president Jose Clemente III urged the DOT and the DOH to come up with standard regular updates on the COVID-19 situation.

PIA Davao City: The Department of Information and Communication Technology (DICT) and the United Nations Development Programme (UNDP) held Thursday (March 5) the site activation in 5 key areas and done simultaneously with Quezon City as the main site of the project launching.

Besides Davao City, other areas with sites activated with the Free Wi-Fi are Albay, Isabela, Lanao del Sur, and Palawan.

Davao City Mayor Sara Duterte, represented by City Councilor Mabel Sunga-Acosta, commended the movers of the said project citing that provision of such service would address economic, social, and educational challenges experienced especially in remote communities.

The ceremonial activation was led by DICT Secretary Gregorio B. Honasan and Undersecretary Elisio M. Rio Jr. Meanwhile, the DICT XI with the residents of Barangay Matina Biao, Tugbok simultaneously gathered at the barangay hall covered court to do the provincial activation.

Barangay Captain Carlo Malaki II thanked the government offices concerned especially the Davao City LGU for choosing the barangay as one of the project recipients.

" We will ensure that the technology will be taken with care and used responsibly. Since the free wifi coverage could only cater within 30 meters from its base, the barangay will meet and come up with a policy that would ensure that this service will benefit as many people possible", said Malaki.

The DICT-UNDP Free Wi-Fi For All Project committed to continuously contribute to the achievement of the five Sustainable Development Goals (SDGs), by deploying 6,000 free Wi-Fi sites and enhancing the citizen's capability to use ICT.

Book Reviews / Books By Dr. Ben Diokno
March 02, 2020, 08:41:14 PM
FOUR BOOKS PENNED BY DR. BEN DIOKNO LAUNCHED

Dr. Benjamin Diokno, Central Bank Governor and former Budget Secretary launched today four books he penned about issues that materially impact the country's pursuit of inclusive economic growth during an event held at the Philippine International Convention Center.

According to Dr. Diokno, "In these publications, I discuss critical economic issues with candor as I believe that a sensible appreciation of facts, in full and without frills, is essential to formulating workable and effective economic policies."

"I see these books providing valuable inputs to national decisionmakers, both present and future," added Dr. Diokno, whose work distilled his broad experience as an economist, educator and public servant.

In "Through the Looking Glass: A Look into Public Economic Issues in the Philippines," Dr. Diokno dissects economic issues during three key junctures in history: the EDSA People Power Revolution, the Asian Financial Crisis, and the rise of a highly popular Philippine leader in 2016.

Meanwhile, "State of the Nation: A Retrospective Look into the Macroeconomic Issues of the Philippines," presents Dr. Diokno's insights on agriculture, infrastructure, foreign direct investments, poverty, as well as international trade and regional economic integration.

"Governance," on the other hand, tackles the idea of public service in the context of three Philippine administrations.

Lastly, in "Holdap: The Truth about Pork," Dr. Diokno shares his experience as a leading critic of the system that allocates budget for distribution by legislators, which was struck down by the Supreme Court in 2013.

Bohol Governor Yap partners with SPARK! in 2020 for women empowerment programs

Press Release: Provincial Governor of Bohol Arthur Yap continues partnership with gender equality organization SPARK! Philippines for the province's women's economic empowerment and gender and development programs this year. Governor Yap, a known women's rights advocate, believes in the significant roles of women in both informal and formal economy and enabling them further will lead to the economic progress of the community.

Governor Yap first collaborated with SPARK! in July 2019 for the Workshop for Aspiring Women Entrepreneurs in Bohol, a 3-day capacity building that is focused on developing the basic competencies needed by aspiring entrepreneurs which include the evaluation of business ideas, creation of a business plan, and lecture of key business principles. This was also in partnership with Angat Buhay, an initiative of the Office of the Vice-President and the J.Amado Araneta Foundation which gave the seed grant to each woman entrepreneur in the workshop.

The results of the program served as an indicator for Governor Yap and SPARK! to implement 2 more entrepreneurship boot camps in Bohol this year. With support from the Embassy of the Kingdom of the Netherlands, the Workshop for Aspiring Female Entrepreneurs for women who are victim-survivors of gender-based violence, women from indigenous cultural communities, and women rebel returnees was held from 18 to 21 February. The New Zealand Embassy funded-program called AWEB or Aspiring Women Entrepreneurs Bootcamp, on the other hand, had its Visayas leg in the province from 26 to 28 February.

Both programs had a mix of learning methods such as presentations, discussions, and break-out sessions to ensure an engaging and pro-active activity alongside consultations with established entrepreneurs from the province. At the end of each training, each participant was awarded a seed grant for them to realize their business plans and will be subjected to monitoring and evaluation in the next 12 months. The implementation is in collaboration with the Bohol Investment Promotion Center, the Bohol Chamber of Commerce and Industry, Dalareich Food Products, and Ginto Chocolates.

"You are inspiring me. Kamo ang nakahatag ug inspirasyon nako (You all inspired me)," said Governor Yap during the awarding and closing ceremony of the Workshop for Aspiring Female Entrepreneurs. Governor Yap expressed praise for the program and interest in replicating it for the benefit of the women of Bohol. The ceremony was also joined by the Embassy of the Kingdom of the Netherlands' Senior Political Officer Atty. Jaymie Reyes. Governor Yap also joined the awarding and closing ceremony of the Aspiring Women Entrepreneurs Bootcamp along with SPARK! Philippines Trustee Maribel Teves-Quimson.

"I thank each and every one of you for participating wholeheartedly during this workshop, and I wish you all the best as you go out into the world with new skills, knowledge, and friendships," said Mrs. Quimson during the Aspiring Women Entrepreneurs Bootcamp's awarding and closing ceremony. New Zealand Embassy Ambassador-Designate H.E. Peter Kell extended his congratulations and well-wishes to the participants through a video message.

"These workshops are truly a blessing. SPARK! was and is a big part of my journey as an entrepreneur, and I hope they will be a part of yours as well," said Dalareich Polot of Ginto Chocolates. Both activities leaned heavily upon the Bohol Investment Promotion Center, and the Bohol Chamber of Commerce and Industry. Through Ms. Polot, SPARK! was able to connect with various Bohol-based entrepreneurs to serve as speakers, mentors, business pitch competition judges, such as Reginald Ong, Engr. Albert Uy, Mayette Sarabia-Gasatan, Tata Velloso, Atty. Jun Amora, and Rolaine Uy of the Bohol Chamber of Commerce and Industry; Joy Angeli Uy, Engr. Allen Varquez, and Rommel Gonzales of the Bohol Association of Hotels, Resorts, and Restaurants; Elsa Polot of Dalareich Tableya; Junalyn Alivio of the Boholana Essentials; Nizah Bagares of Fred's Book Cafe; Joan Caturza of JJ's Seafood Village; Ma. Trina Sumayang of the Tubigon Loomweavers Multi-purpose Cooperative, Aimee Lim of Gerarda's Family Restaurant; Duke Miñoza of Buenaventurada Farms; Roy Bayonas of Printbit; Gabrielle Moquiala of Wash & Chill Laundromat + Cafe; and Majoy Hornido of Cafe Majstea.

VISITING FORCES TREATY, NOT MERE AGREEMENT

Let us get it right this time around. We should have a Visiting Forces Treaty, a real treaty ratified by the Senate of the Philippines and Senate of the United States.

The VFA being terminated now is not a treaty consistent with the parameters of the 1987 Constitution. Its main flaw is that it was not ratified by the United States Senate.

Let us learn from the lessons of these past decades. The VFT should be a treaty between equal sovereign states, far removed from the relationship status of former colonizer and former colonized with excess baggage from World War II, the Vietnam War, and the Cold War.

The talks for a VFT should also be an opportunity to set the stage for the replacement of the Mutual Defense Treaty with a much better treaty attuned to the current and emerging realities in national, regional, and global security.

While the Senate has the power of treaty concurrence, the House of Representatives has the power of the purse.

It is incumbent upon us in the House to make sure our public funds are spent on military engagements with the United States or any other sovereign state are devoted to upholding our Constitution and national interests for all generations of Filipinos.

It is preferable therefore that the negotiations for a VFT including the participation of Members of Congress for comprehensiveness, completeness, and circumspection before, during, and after the negotiations with the United States. (END)

Note: Rep. Raul "Boboy" Tupas is a former Philippine Army Captain and alumnus of The Philippine Military Academy Class of '94. He is currently the Chair of the House Committee on National Defense and Security.
