Sarangani PH’s top 7 performer in rural road building
By JOSHUA JOHN S. PANTONIAL

ALABEL, Sarangani (September 18, 2020) â€" Sarangani Province ranked 7th among the top-performing provinces in the country in the implementation of the Conditional Matching Grant to Provinces (CMGP) program.

Engr. Gerald Faciol, assistant provincial administrator for operations, said he is “very proud” of the latest evaluation in CMGP because from the 79 out of 81 provinces in the Philippines that qualified in the CMGP, Sarangani got the 7th place.

“This is a great honor for Sarangani. It proves that when it comes to the implementation of externally-funded projects, we are doing right in terms of quality, quantity and timeliness,” Faciol said.

CMGP is a partnership program between the Department of the Interior and Local Government (DILG) and the Department of Budget and Management that intends to upgrade, rehabilitate and improve the provincial roads across the country. It also advances the capacity of the provinces in the Local Road Management.

The implementation of this program is also in close coordination with the League of Provinces of the Philippines.

Under the CMGP program for road and bridge rehabilitation, Sarangani had a total of 353 kilometers target length to be concreted.

Faciol said when the provincial government aggressively started massive concreting of roads under the leadership of Governor Steve Chiongbian Solon, they realized the huge intervention requirement in cementing roads going to the uplands in the province.

According to Faciol, “one way to ease the challenges of the people in delivering their yields to the market is through concreting of these rural roads.”

After the inventory in 2015, Faciol said “out of the 353 kilometers, only 8% was paved that is why this became a challenge to our province to do more in terms of implementing the project.”

Another challenge the province encountered was that it cannot execute the project by only depending on its “internal budget that is why we are very aggressive to source out through funds.”

“Aside from the road concreting,” Faciol explained, “we also have governance report targets where the province also performed well and it was noticed by DILG.”

“We have grants anchored with conditions and we have to meet governance report not only on the concreting of roads but also governance report project that the LGU must hit.”

The DILG explained that “the province’s performance was based on the conducted Absorptive Capacity Assessment, which measures the LGU’s capacity to implement the project in relation to the allocated amount based on the prescribed timelines of the implementation.”

Provincial Engineer Jerry Belbider reported that from the 8% accomplishment rate in 2015, Sarangani’s latest performance progressed to 45% in just a span of five years.

“What is really important here is we did our best to deliver the concreting of roads. In terms of infrastructure services in the community, we have satisfied them that we are doing the projects in accordance with the plans and specifications,” Belbider added.

Belbider commended the efforts of the people behind this milestone the province has achieved.

“Of course, this milestone would not be possible without the help of our Governor Solon and the rest of our legislators and our implementers on the ground who are really doing their service in the implementation of these projects.”

Belbider added that "at the rate that the province is doing right now, God willing, we can be able to accomplish this by 70% on our target date in 2022.”

Aside from the financial challenges, Belbider also said the Covid-19 pandemic has had a big impact on the concreting of roads “but we were still able to manage to be among the top-performing provinces in the country." (Joshua John S. Pantonial/SARANGANI PROVINCIAL INFORMATION OFFICE)

Nahum 3 Faithful Version
1  Woe to the bloody city! It is steeped in lies, and full of plunder; the victim never departs.

2  The sound of a whip, and the noise of the rattling of a wheel, and of a galloping horse, and of a bounding chariot.

3  The horseman lifts up both the bright sword and the glittering spear. And many are slain, and there are masses of dead bodies, and no end of corpses; they stumble over the dead bodies,

4  Because of the multitude of the whoredoms of the well-favored harlot, the mistress of witchcrafts who sells nations by her whoredoms, and families by her witchcrafts.

5  "Behold, I am against you," says the LORD of hosts; "and I will lift your skirts over your face. And I will cause the nations to see your nakedness, and the kingdoms your shame.

6  And I will cast abominable filth upon you, and will make you vile, and will set you as a gazing stock.

7  And it shall be that all those who look upon you shall flee from you, and say, 'Nineveh is laid waste; who will weep for her?' From where shall I seek comforters for you?"

8  Are you better than No Amon, that dwelt among the Nile branches, that had waters all around her, whose rampart was the sea, the waters her wall?

9  Ethiopia and Egypt were her strength, yea, without end. Put and Lubim were among your helpers.

10  Yet she went into exile; she went into captivity, and her young children also were dashed to pieces at the head of all the streets; and they cast lots for her honorable men, and all her great men were bound in chains.

11  You also shall be drunken; you shall be hidden, you also shall seek protection from the enemy.

12  All your strongholds shall be like fig trees with the first fruits; if they are shaken, they shall even fall into the mouth of the eater.

13  Behold, your people in your midst are women. The gates of your land shall surely be opened to your enemies; the fire shall devour your bars.

14  Draw waters for the siege; fortify your strongholds; go into the clay, and tread the mortar; make the brick mold strong.

15  There fire shall devour you; the sword shall cut you off, it shall eat you up like the locust. Make yourself as many as the larvae, multiply yourself like the locusts.

16  You have multiplied your merchants above the stars of heaven; the locust larvae shall strip and fly away.

17  Your rulers are like the locusts, and your officials are a swarm of locusts that camp in the hedges in the cold day; the sun rises, and they flee, and the place where they are is not known.

18  Your shepherds slumber, O king of Assyria. Your nobles are at rest in the dust; your people are scattered upon the mountains, and no one is gathering them.

19  There is no healing of your bruise; your wound is grievous; all who hear the news of you shall clap their hands over you; for upon whom has your wickedness not passed continually?

#OnThisDay September 18, 1891, the second novel of Dr. Jose Rizal, El Filibusterismo (Reign of Greed), written in Spanish and a sequel to Noli Me Tangere, is published in Ghent, Belgium.

The publisher F. Meyer-Van Loo Press, no. 66 Viaanderen Street who was willing to print his book on installment basis. On August 6, 1891 the printing of his book had to be suspended because Rizal could no longer give the necessary funds to the printer. Rizal’s friend Valentin Ventura heard Rizal’s predicament and he immediately sent the amount of money needed to finish the publication of the novel. On September 18, 1891, El Filibusterismo came off to Press.
-----
El Filibusterismo, the second of Jose Rizal’s novels of Philippine life, is a story of the Spanish regime in the Philippines. Written some four or five years after Noli Me Tangere, the book represents Rizal’s more mature judgment on political and social conditions in the islands, and in its graver and less hopeful tone reflects the disappointments and discouragements which he had encountered in his efforts to lead the way to reform. Rizal’s dedication to the first edition is of special interest, as the writing of it was one of the grounds of accusation against him when he was condemned to death in 1896. It reads:

“To the memory of the priests, Don Mariano Gomez (85 years old), Don Jose Burgos (30 years old), and Don Jacinto Zamora (35 years old). Executed in Bagumbayan Field on the 28th of February, 1872.

“The Church, by refusing to degrade you, has placed in doubt the crime that has been imputed to you; the Government, by surrounding your trials with mystery and shadows, causes the belief that there was some error, committed in fatal moments; and all the Philippines, by worshiping your memory and calling you martyrs, in no [vi]sense recognizes your culpability. In so far, therefore, as your complicity in the Cavite mutiny is not clearly proved, as you may or may not have been patriots, and as you may or may not have cherished sentiments for justice and for liberty, I have the right to dedicate my work to you as victims of the evil which I undertake to combat. And while we await expectantly upon Spain some day to restore your good name and cease to be answerable for your death, let these pages serve as a tardy wreath of dried leaves over your unknown tombs, and let it be understood that every one who without clear proofs attacks your memory stains his hands in your blood!

- J. Rizal.”

Taiwan's foreign minister Joseph Wu urged the international community Wednesday to help defend his country and region against "expansionist" Chinese moves, saying Taipei feared Beijing would resort to force.

Taiwan was "on the front line defending democracies from being taken over by the communist China" and needed help from other countries, he told the France 24 TV station.

Wu said China "has been intensifying its military threat against Taiwan" in recent years and had stepped up military exercises in the region.

More than 30 Chinese military planes have recently crossed into Taiwan's air defence identification zone, he said, describing this as "very threatening."

China views self-ruled Taiwan as its own territory and has vowed to one day seize it â€" by force if necessary.

Beijing has ramped up diplomatic, economic and military pressure on Taiwan since the 2016 election of President Tsai Ing-wen, who refuses to acknowledge the island is part of "one China." | via Agence France-Presse

Sarangani Energy’s P26-M share to Maasim “a great timing, a big blessing”- Governor Solon

MAASIM, Sarangani (September 16, 2020) â€" Sarangani Energy Corporation (SEC), a member of the Alsonspower Group, recently remits more than P26-Million to its host-municipality of Maasim.

The amount represents the 2% Special Income Tax on Gross Income Earned by the said power firm for the 2nd quarter of 2020.

In an online message, Sarangani Governor Steve Chiongbian Solon expressed gratitude to SEC for its unswerving commitment to the sustainable development of Maasim and the entire province. Solon also noted that such huge amount is a timely blessing amidst the host-LGU’s continuing combat against the CoViD-19 pandemic.

“Great timing for Maasim to get such a big blessing. Given this pandemic, Maasim can use some of the funds to create an excellent Infectious Disease Combat Plan,” Solon said.

Maasim is host to SEC's 210-Megawatt Baseload Plant, a subsidiary of the Alcantara Group’s Alsonspower. SEC’s first 105-Megawatt (MW) power plant began commercial operation in April, 2016 while the second unit has been commercially operating since October, 2019.

“On behalf of the people of Maasim, I thank the (SEC) management for being always there especially in these trying times. In fact, may pandemic o wala, andyan naman talaga ang SEC since day one, lagi umaalalay sa lungsod natin,” Maasim Mayor Zyrex Pacquiao said.

“With SEC, Maasim looks on to a bright future,” Pacquiao added.

During the lockdown months, SEC has turned over more than 21,000 kilograms of premium rice benefitting 12,999 households in Maasim. Scores of thousands of personal protective equipment (PPEs) comprised of masks, gloves, coverall suits and goggles were also turned over to Maasim’s health care and disaster management frontliners. The power firm has also provided sleeping essentials and food to the Locally Stranded Individuals and Returning Overseas Filipinos quarantined in the town’s central isolation facility. Heart Attacks And
Drinking Warm
Water:

This is a very good article. Not only about the warm water after your meal,
but about Heart Attack's . The Chinese and Japanese drink hot tea with their
meals, not cold water, maybe it is time we adopt
their drinking habit while
eating. For those who like to drink cold water, this
article is applicable to
you. It is very Harmful to have Cold Drink/Water during a meal. Because,
the cold water will solidify the oily stuff that you
have just consumed. It will
slow down the digestion. Once this 'sludge'
reacts with the acid, it will break down and be
absorbed by the intestine faster than the solid food. It will line the intestine. Very soon, this will turn into fats
and lead to cancer . It is best to drink hot soup
or warm water after a meal.

French fries and Burgers
are the biggest enemy of heart health. A coke after that gives more power to
this demon. Avoid them for
your Heart's & Health.

Drink one glass of warm water just when you are about to go to bed to avoid clotting of the blood at night to avoid heart attacks or strokes.

Press Release
(M) GCQ S7 E3. “TAGAYTAY”

On behalf of the Cavite Provincial Government, I would like to apologize for the hasty decision to issue a travel warning to Tagaytay City last September 15.

I was reacting to a directive made by Philippine National Police Chief General Guillermo Eleazar issuing a statement that a travel pass is required to enter Tagaytay.

2. All restaurants in Tagaytay City are subject to IATF guidelines. Occupancy and operation hours apply.

3. 50% lang po ang maximum occupancy ng mga DOT-accredited hotels. Siguro ang ibig sabihin: One (1) person per room lamang ang puedeng gumamit at a time Bahala na po kayo umintindi sa patakaran na yan.

4. Ayon sa mga dalubhasa, kapag dalawa ang pumasok ng sabay sa hotel room ay required na ang face mask at face shield at all times. Ayun lang. Hindi ko talaga maintindihan. Paano na?

On a serious note, PLEASE remember that we are still under a strict QUARANTINE system. We are still very much in a pandemic mode.

Stay safe and keep well everyone. God bless Cavite!

Press Release
MRT-3 FIELDS 21 TRAIN SETS; RECORDS HIGHEST NUMBER OF RUNNING TRAINS ON THE MAINLINE IN HISTORY

For the first time in the rail line’s history, the MRT-3 has recorded the highest number of running trains with a total of 21 train sets being deployed on the mainline yesterday, 16 September 2020.

This allows the MRT-3 to shorten the waiting time interval between trains, and enables the rail line to increase its passenger capacity.

“This is a product of DOTr and MRT-3’s collaboration to improve the rail line’s service for the riding public. We want to keep our commitment to provide our passengers with the best service they can experience. As Secretary Tugade always says, we owe it to our passengers,” MRT-3 Director for Operations Michael J. Capati said.

In a span of two days, the MRT-3 managed to exceed the 20 train sets running and operational that was recorded last 14 September 2020.

Further, the MRT-3 recorded no unloading incident for the past three months or since the resumption of public transportation on 01 June 2020 under the General Community Quarantine (GCQ), and while on limited capacity. Last unloading incident prior to the enforcement of community quarantines was recorded on 8 March 2020.

The overhaul of light rail vehicles (LRVs) and rail replacement works in the entire rail line are part of the massive rehabilitation and maintenance works being done by the Sumitomo-Mitsubishi Heavy from Japan. The rehabilitation project is expected to be completed in July 2021.

Health and safety protocols are being strictly observed inside the train such as observing appropriate physical distancing, wearing of face shield and face mask, no eating, no talking and answering of calls on any digital device.

This is a special announcement for all our valued customers.
We hope you're doing well and staying safe during this difficult time.

We just want to let you know that because of the combined pressure of the pandemic, as well as the disruption of the global distribution of comic books, we've had to make the difficult decision to begin the process of closing down Comic Quest. It is and has been an extremely challenging time for us, and we feel that this is our best option moving forward.

It has been a long and amazing road, from our earliest days in  our first branch at BF Homes in Alabang, to Greenhills to Makati to multiple branches as far away as SM Cebu. But now the time has come to say goodbye, and let all of you know how much we appreciate being given the chance to be part of the comic book industry.

We want to thank each and every one of you for being one of our valuable loyal customers and a very important member of the Comic Quest family. We wouldn't have reached 35 wonderful years in business without loyal customers like you. Our sincerest and most heartfelt thanks for being with us through all these years.

In line with our decision, we're holding a special FAREWELL SALE from September 16th and into October, at our SM Megamall branch. During this time we will be selling ALL items from at least 50% off and up.
Please help us spread the word and share this message with other friends and collectors whom you think might be interested.

While our time in this wonderful industry comes to an end, we're wishing you many more years of happy collecting! And in the words of the great Stan Lee- Excelsior!

Best wishes,
Comic Quest

#OnThisDay September 17, 1935, Senate President Manuel L. Quezon is elected President in the first Philippine Presidential elections and won a lopsided victory against former President Emilio Aguinaldo.

Accordingly, Quezon’s election victory was largely due to the weak political machinations of his rivals. Another losing contender was Gregorio Aglipay, founder and supreme bishop of the Iglesia Filipina Indepediente (Philippine Independent Church). Pascual Racuyal, a mechanic by profession, also ran for President as an independent. Quezon’s running mate, Senate President Pro Tempore Sergio Osmeña won a more impressive victory as Vice President of the Philippines.

The Philippine presidential and vice presidential elections of 1935 was an election under the approved and adopted Commonwealth of the Philippines provided by the Tydingsâ€"McDuffie Act, a law that paved the way for a transitory government.

CIRCUS OF THE SUN. Scientists have confirmed that a new solar cycle is underway, which means that solar activity is expected to ramp up over the next several years, according to NASA.

In this image that NASA shared, they explained how the split image shows how the sun goes through natural cycles. During solar maximum (left), it's freckled with sunspots, and its magnetic field, which drives solar activity, is taut and tangled. During solar minimum (right), sunspots are few and far between, and the Sun’s magnetic field is ordered and relaxed.⁣⁣

NASA also explained the importance of understanding the sun's behavior: "The Sun's powerful outbursts can disturb the satellites and communications signals traveling around Earth, or one day, Artemis astronauts exploring distant worlds."

IN THE KNOW: Here is the list of ports administered by the Philippine Ports Authority (PPA) that are authorized to operate, as well as accept Locally Stranded Individuals (LSIs), Returning Overseas Filipinos (ROFs) and Overseas Filipino Workers (OFWs) as of 16 September 2020.

The list is subject to change, depending on the policies released by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and concerned Local Government Units (LGUs), as well as the availability of vessel services calling at the ports.

As various health and safety protocols are strictly being enforced in the ports, LSIs, ROFs and OFWs are reminded to ensure that all necessary travel documents are accomplished to avoid inconveniences.

At present, various ports in Western Visayas are now accepting LSIs, ROFs, and OFWs, following the lifting of a moratorium on the said individuals, by the IATF. However, prior notice and acceptance from the respective LGUs are needed, in order for them to be fully allowed to disembark from ships.

On the other hand, the ports of Capinpin in Bataan, South Harbor in Manila and the Subic Bay Freeport Zone serve as international crew change hubs in the country.

Furthermore, stringent inspection procedures are also being implemented, due to the threat of terrorism.

For everyone’s guidance and information.

#OnThisDay September 16, 1991, Senate votes, 12â€"11, to reject a Treaty of Friendship, Peace and Cooperation between the U.S. and Philippines, an agreement for renewal of American military bases in the Philippines in exchange for aid, forcing them to leave the country.[1]

Prior to this, President Corazon C. Aquino, unfazed by the development of the events, issued an appeal to the people to join the mammoth rally to be held at the Rizal Park to push for Senate ratification of the new pact which would allow the Americans to give Clark Air Base but keep Subic Naval Base for 10 more years in exchange for $203 million in annual aid.[2]

The Mutual Defense Treaty (MDT) between the Republic of the Philippines and the United States of America was signed on August 30, 1951, in Washington, D.C. between representatives of the Philippines and the United States. The overall accord contains eight articles and dictates that both nations would support each other if either the Philippines or the United States are attacked by an external party.[3]

The late 1970s and 1980s saw a rise in anti-US sentiment following the increasing allegations and perpetrations of U.S. military personnel misconduct towards Filipino men and women. The nightclubs and social hotspots surrounding Clark Air Force Base and Naval Base Subic Bay became flashpoints of allegations of assaults by U.S. service-members on the local Filipinos.[4]

The majority of the Philippine Senate were in opposition to renewal. As a result, the last of the U.S. military personnel in the Philippines were removed from the bases on November 24, 1992.[5]

As a result of the unfortunate events surrounding 9/11 the U.S. began restructuring and exercising its rights of the U.S. Philippine Defense Treaty as a part of its War on Terrorism[6] which included deployment of U.S. forces to the Philippines in Operation Enduring Freedom â€" Philippines to advise and assist the Armed Forces of the Philippines (AFP). As the U.S. military and Philippine Armed Forces began training and conducting anti-terrorist missions within the Philippine archipelago, anti-US sentiment slowly began to rise once again.

On April 28, 2014, desiring to enhance cooperative capacities and efforts in humanitarian assistance and disaster relief, the two governments executed an Enhanced Defense Cooperation Agreement (EDCA). However, petitioners questioned the legality of EDCA, but the Supreme Court later ruled that the EDCA was constitutional.

The EDCA is designed to promote the following between the Philippines and the United States[7]:

Interoperability
Capacity building towards AFP modernization
Strengthening AFP for external defense
Maritime Security
Maritime Domain Awareness
Humanitarian Assistance and Disaster Response (HADR)

The agreement allows U.S. forces access to and use of designated areas and facilities owned and controlled by the Armed Forces of the Philippines at the invitation of the Philippine Government. It contains clear provision that the U.S. will not establish a permanent military presence or base in the Philippines and a prohibition of entry to the Philippines of nuclear weapons.[8]

The EDCA has an initial term of ten years, and thereafter will continue in force until terminated by either party after having given a one-year notice of intention to terminate.[9]

Nahum 2
1  The destroying one has come up against you. Guard the rampart. Watch the way, make your loins strong, fortify your power mightily,

2  For the LORD will restore the glory of Jacob, as the excellency of Israel, for the plunderers have plundered them, and have ravaged their vine branches.

3  The shields of his mighty ones are dyed red; the mighty men are in scarlet; the chariots flame like iron torches in the day of battle preparation. And the cypress spears are made to quiver.

4  The chariots race madly in the streets; they jostle against each other in the open squares. Their appearance is like torches; they run to and fro like lightning.

5  He shall remember his nobles; they shall stumble in their walking; they shall make haste to its wall, and the defense shall be prepared.

6  The gates of the rivers shall be opened, and the palace shall be helpless.

7  And the queen is uncovered and she is carried away. And her slave women are moaning like the sound of doves, as they beat their breast.

8  But Nineveh from old is like a pool of water; yet they shall flee away. "Stand, Stand!" they shall cry, but none looks back.

9  Seize the silver; seize the gold; for there is no end to the treasures; rich with all precious vessels.

10  She is empty and void and waste; and the heart melts, and the knees tremble, and much pain is in all the loins; and all their faces gather blackness.

11  Where is the den of the lions, and the feeding place of the young lions, where the lion and the lioness walked, and the lion's cub, and no one made them afraid?

12  The lion tears in pieces enough for his cubs, and strangles for his lionesses, and fills his caves with prey, and his dens with torn flesh.

13  "Behold, I am against you," says the LORD of hosts, "and I will consume her chariots in the smoke, and the sword shall devour your young lions. I will cut off your prey from the earth, and the voice of your messengers shall be heard no more.

Alabel, Sarangani (1 December 2005) -- They have all to say about this province.

"A diamond on the rough, waiting to be polished," said Manila visitor Trina Draynos.

Draynos, an executive assistant from the Department of Tourism, went on a tour here with her six-person team last September.

From ancient finds to endangered wildlife, from rugged coasts to mythical caves, Sarangani has it all, they were told.

Draynos' team leisurely motored across Sarangani - from its eastern hidden coves to its western coast where endangered mammals live - in just two days.

"Seeing all these is quite a revelation. Sarangani is a fantastic destination. It has vast potentials," she said.

A favorite destination was Gumasa cove, a 10-minute drive from poblacion Glan. It boasts of a six-kilometer shore of pinkish white and fine, powder sand.

"Why do you always attach your name to Boracay with what you have here?" Beni Gomez, media representative of Hong Kong-based Action Asia magazine, asked while having a day dip at Gumasa during her summer break and first visit to the province.

Spanish national Maria Fernandez, on the other hand, was amazed by how local folk in Glan bear Spanish influences and antiquities, or Hispanic touch like its century-old houses in poblacion.

Fernandez, a writer from Madrid, and photojournalist Jordi Llorens from Barcelona were the most recent to visit Sarangani. They stayed for three days here last month.

"What's remarkable in Sarangani is the smile of the people," said Llorens. "Next to it is the landscapes. These have made this place special for me."

The Philippines, he disclosed, was his 97th country-destination.

"We are here to promote Philippine tourism in Spain," Llorens said. They spent their last night in a T'boli community in Maitum town.

Maitum is 107 kilometers west of General Santos City.

According to dive enthusiast Giuseppe Chew, one of Maitum's off-shore reefs is home to weird and unusually huge cardinal fish unobserved in other parts of the Philippines.

"The other reef harbors the solitary grey black tip reef sharks," he said. "For more denizens of the deep, there's Barracuda Highway where hundreds of this fish can be found in constant patrol."

For travel writer Toby Martin, Sarangani is the right destination for adventurers and backpackers.

"It's ripe for adventure sports," Martin noted.

A marketing communications consultant and former sports editor, Martin writes for Philippine Airlines' Mabuhay Magazine.

A trekker himself, Martin would rather like to see Sarangani's natural environment untouched by too much development.

"Rough-rocky roads are not to the adventurers' disadvantage," he said. "Instead, it complements the thrill."

Martin experienced the fun and excitement of the 1.6-kilometer Pinoy tubing at Pangi River in barangay New La Union in Maitum, an Ilocano and T'boli enclave.

Pinoy tubing or the use of inner tire tubes (salbabida) to ride the rapids, is now an adventure craze taken by locals and foreigners.

The site has been visited by tourists from Japan, Zambia, USA and Sarangani's neighboring provinces. Tourists from General Santos City take family picnics at the riverside.

Also in Maitum's barangay Pinol, thousands of the world's largest bat could be seen in their sunset flight.

To top it all, the people of Maitum take pride of Pinol Cave, origin of the National Museum's anthropomorphic potteries, made circa 5 B.C. to 225 A.D. The rest of Southeast Asia has nothing of this type of archaeological find. It could suggest the backbone of Maguindanao prehistory and the Filipino people as a whole, according to tourism officials here. (PIO-Sarangani/PIA-Sargen) [top]

Bohol Cong. Edgar Chatto attends simultaneous ongoing budget hearings this morning of the DoTr with Sec. Art Tugade and DepEd with Sec. Leonor Briones.

Among issues discussed in the education sector are readiness for blended learning using printed modules and digital technology as well as sufficiency to address needs to ensure access to quality education in the new order.

Chatto emphasized that the national budget must be the primary resource for the present modes of learning particularly in terms of printing materials. He highlighted that reliability on the SEF and Brigada Eskwela for resources should be done away with, pushing for an additional P10B to the agency’s budget so that teachers can focus on teaching and not on soliciting for needed materials.

With DOTr, Chatto raises concerns affecting the transport sector such as PUVs and especially tourist van operators who lost their main livelihood due to the imposition of the community quarantines and have to contend with payment of loans.

In media interview, Chatto had advised transport group to put in official writing their requests for consideration of appropriate agencies like the LTFRB.

BASILAN --- Hundreds of vehicles motored Monday on a new highway straddling  through the once dangerous Sampinit Complex to show how safe now are the mountain ranges in the center of this island province.

The convoy of four-wheeled vehicles and motorcycles was led by Gov. Jim Salliman and Deputy Speaker Mujiv Hataman, who is Basilan’s lone congressional representative, and Major Gen. Corleto Vinluan, Jr. of the military’s Western Mindanao Command.

They were accompanied by local officials from different towns and representatives from the Basilan provincial police office.

Vinluan, who has jurisdiction over military units in Basilan, said he was fascinated with the peace now in the Sampinit Complex, a former bastion of the Abu Sayyaf.

“We ought to thank the leaders who embarked on this road project and all the police and military personnel helping secure it. We also have to thank the local sectors supporting its implementation,” Vinluan said.

Salliman said his administration is grateful to the Basilan provincial police, the 101st Infantry Brigade and its unit, the 64th Infantry Battalion, for supporting the construction of the more than 30-kilometer “transcentral road,”

The route is also being touted as the “peace highway,” a flagship infrastructure project designed to boost the recovery of Basilan from underdevelopment due to armed conflicts in decades past.

The motorcade on Monday was meant to show how far has the provincial government gone in constructing the Basilan transcentral road.

The project was first bankrolled by the defunct Autonomous Region in Muslim Mindanao and is now, subsequently, being funded by the Bangsamoro Autonomous Region in Muslim Mindanao, most known as BARMM.

The highway cuts through Sampinit Complex, where the Abu Sayyaf once ran a Taliban-style shadow government and held more than 200 captives snatched in different towns in Basilan and from  the Zamboanga peninsula from between 1993 to 2013.

The route interconnects the towns of Maluso and Sumisip and Barangay Santa Clara in Lamitan City, the capital of Basilan where the new provincial capitol complex is located.

Salliman said he is optimistic they can finish constructing the remaining three-kilometer stretch of the transcentral road by yearend.

Salliman and Hataman, while still governor of ARMM, embarked on the road project to hasten the restoration of normalcy in former enclaves of the Abu Sayyaf whose occupants started to abandon in 2016 as a result of their domestic peace process.

Almost 300 Abu Sayyaf members have since bolted from the group and rejoined the mainstream communities through the joint intercession of Salliman and Hataman.

Vinluan, who has jurisdiction over military units in Basilan, said he has directed military units in Basilan to embark on more peace-building programs in support of domestic initiatives aimed at restoring normalcy in conflict-torn areas in the island province. (JOHN UNSON, September 15, 2020)

REMEMBERING OUR FORGOTTEN BOHOLANO HEROES

Our beloved province of Bohol and the Boholano people played humble but heroic roles in the last World War and National conflicts. Our heroes deserved honors and place in history. Our nation is celebrating yearly the National Heroes Day this month on 31st day of August 2020 to remember our national as well as local heroes during the Spanish, American and Japanese Regimes. Our country is no longer a young republic having gone through several revolutionary wars and regional conflicts for the cause of freedom and democracy. Despite our rich heritage, cultural and historical histories, these were blinded with culture and glorifications by some scholars and even by foreign powers. Many of the Boholanos knew only few national heroes to name a few: Datu Lapulapu, Dr. Jose Rizal,  Andres Bonifacio, Apolinario Mabini, Emilio Aguinaldo, Antonio Luna, , Sultan Kudarat, Juan Luna, Marcelo del Pilar, Gregorio del Pilar, Tomas Pinpin, Fr. Gomez, Burgos and Zamora (GOMBURZA), Diego Silang, Gabriela Silang, Francisco Balagtas, Melchora Aquino, Graciano Lopez Jaena,Juan Felipe, Miguel Malvar and others.
I. SPANISH REGIME aside from Datu Lapulapu and Francisco Dagohoy we have a number of Boholano heroes during regional conflicts.

DATUSIGALA He was the ruling Datu of Bool, Bohol kingdom who was higher and of better leadership than DatuSikatuna. He performed blood compact with the Spaniard Captain General Miguel de Legaspi on March 28, 1565 at Hinawanan, Loay, Bohol on board the flagship San Pedro. Chief Sigala remained a Lumad and this is a reason why the blood compact between DatuSikatuna and Legaspi was given prominence and remembered by the Spaniards because Sikatuna was converted to Christianity in many Spanish records.

DATULAGUBAYAN he is a terror of the whole Moroland in Mindanao Around 1563, 2 years after the Sikatuna-Legaspi blood compact, DatuLagubayan left Bohol with 800 families of slaves from the island, Leyte (Lutaya/Lutaw) and Samar (Samarines) provinces and settled in Dapitan, Zamboanga. He conquered the Lumads and Muslim population from Zamboanga, Misamis, Surigao, Agusan, Bukidnon up to Davao. He was the brother of DatuSarripadaDailisan of Panglao who was killed by the Portuguese forces that treacherously attacked the Panglao natives, kidnaped women and seized treasures such as gold, clothing and merchandises. He is also a strong supporter of DatuLapulapu in defending Mactan Island against the Spanish and Cebuano forces led by Magellan Rajah Humabon. He is also known as DatuPagbuaya according to Dr. Jose Rizal.

DATU SIKATUNA He was the first Datu who performed the first blood compact with Captain General Miguel de Legaspi at Bool, Tagbilaran City.

II. AMERICAN REGIME

BOHOL PRESIDENT BERNABE REYES Don Bernabe Reyes was elected President of the Rebuplic of Bohol by elected delegates at the Provincial Capitol on June 11, 1899. The Republic of Bohol under President Reyes was recognized by the American Regime. He approved the Bohol Constitution which was drafted by a constitutional convention; the holding of elections of provincial, municipal and barangay officials; organization of police, postal and other administrative offices which were honored by the Americans when they landed in Bohol on March 20, 1900. Overall, he remained untouched and to a remarkable degree described by the Americans as “a man of very superior ability and education” and ran a well-ordered, peaceful community capable of working its own destiny without aid from outside. He was succeeded by President Anecito Clarin  in first American sponsored elections. The transition of civil government became official on Bohol on April 3, 1902 with the departure of the American forces in the same month with the US Band playing “Dixie”.

CAPTAIN MARTIN CABAGNOT Captain Martin Cabagnot alias Captain Pakla of Sevilla, Bohol was considered the fightingest commander of the Bohol patriots. According to Historian Jes Triol, Capatin Cabagnot led the brave Boholano patriots that almost annihilated a company of American forces under Captain Andrew Rowan, hero of the American- Spanish War in Cuba, at Kabantian, Gunduilman, Bohol on September 15, 1900. To hide the humiliation, the Americans reported their casualties as “died due to tropical disease (cholera), alcohol poisoning and being shot for desertion.”
In retaliation the American reinforcement forces reportedly burn more than 20 towns which were reduced to ashes to include Jagna, Dimiao, Duero, Guindulman , Anda, Candijay, Alicia, Mabini, Loay, Baclayon, Loon, Calape, Tubigon, Clarin, Inabanga where the whole police forces were tortured and drowned, and other towns. The smokes from fires were visible in Cebu, Leyte and Camiguin. The American forces killed and tortured thousands of Boholanos they met or captured to include working animals. The only town spared was Jetafe when the two American forces which were approaching from different directions turned away thinking or assuming that the other lights the fire. A national paper reported this American war atrocity is more than what happened in Balangiga, Samar.

GENERAL PEDRO SAMSON He was appointed by the American occupation forces as Commandant of the Insular Police or Militia but later on emerged as the biggest enemy. His men were mostly armed with bolos and antique muskets. His brave patriots encountered the American forces at Balikwing, Carmen in August 1900. The former policemen and now General led several encounters with the American forces in the interior towns until he was offered amnesty and finally surrendered at Tagbilaran on December 23, 1902.

13 BOHOLANO MARTYRS (TRECE DE MARTIRES DE BATUAN) The thirteen (13) people of Batuan were captured by the American forces inside San Isidro Labrador Parish church of Batuan which was still a barrio of Bilar town on Spetember 20, 1900. The thirteen person who were water tortured and then executed by the American troops were Incocencio Pacatang, Valentin Gumapac, Alejo Morala, Guillermo Gumapac, Gregorio Gumapac, Juan Cubao, Francisco Queza, Masueto Caberte, Martin Hingpit, Carpia Tagubar, Juan Balisa, Faustino Gumapac and  Maria Polinar. According to Historian Jes Triol, those killed were loyal to the Boholano patriots and they preferred to be executed by the invading forces. They did not reveal the locations of the patriots at Camaliga now Quezon, Batuan only few Kilometers from the Church.

III. JAPANESE REGIME

MAJOR VICENTE T. CUBERO alias “captain Francisco Salazar” Commanding Officer of “Behind the Clouds Force”. Hero of Battle of Moalong in Loon, Bohol which took place on September 27, 1942. This was the first and most successful ambuscade ever recorded in the annals of guerrilla warfare in Bohol.

LT. VICENTE K. NUNAG, JR. alias “Lone Wolf” Hero of Moalong, Loon, Bohol. He was designated by Capt. Salazar to take charge of the pistol section when the guerrilla contingent in “Behind the Clouds” left for Moalong, Loon to engage the enemy in an ambush on September 27, 1942. Nunag became Second-in-Command or Asst. Combat Head upon the death of Capt. Espinueva in the Moalong.

LT. ESTEBAN BENIDO A brave and gallant USAFFE officer, who has able to escape from the ruthless persecution by the Japanese forces in Mindanao, organized a group of soldiers and volunteers in his hometown of Guindulman.

PRIVATE AMANDO MIJARES a brave constable of the Philippine Constabulary of Panglao, Bohol. He organized the famous “Baang Guerrilla Force” in Baang, Balilihan, Bohol. His forced increased in numbers and later join the force of Lt . Vicente Nunag, Jr. under Captain Francisco Salazar of the “Behind the Clouds Force”. The “Baang Force” was the first guerilla unit known to the Japanese imperial forces because they received the first baptism of Fires and casualties in the province during the War.

CONGRESSMAN TEODORO ABUEVA AND WIFE PURIFICACION VELOSO ABUEVA    Cong. Teodoro Abueva was one of the most wanted provincial officials by the Japanese Army. On October 15, 1944, a Japanese patrol surprised him and his family and they were hog-tied and brought to Jagna. They were subjected to cruel punishment and force to reveal the where-abouts of the guerrilla officers and their forces. After several days of torture the couple did not berated their fellow guerrillas and they were sentenced to die, then they were brought to Balitbiton, Valencia and were bayoneted to death by the Japanese Forces on October 23, 1944.
In more than four (4) centuries of world, national and regional conflicts particularly in Mindanao, Sulu and other part of our country several millions of Filipino patriot, soldiers and innocent civilians suffered and died during the Wars. We must honor and recognized their deeds and supreme sacrifices so that the present and future generations can enjoy freedom, peace and prosperity. May our almighty God Bless our beloved country thus the Philippines and the whole Filipino people.

Press Release: Bohol Cong. Edgar Chatto asked the Committee on Appropriations to look into the allocation for cyclotrons and PET CT scanners during budget briefing for the agency on Wednesday.
Chatto inquired on the direction and initiative of the Department of Science and Technology (DOST) in addressing the need to lower cost for nuclear medicine.

He raised the importance of early diagnosis of cancer through the use of cyclotrons and PET CT scans which costs P70,000, also citing that 70,000 Filipinos die of cancer each year.
“Early diagnosis saves lives. This should be made more accessible and at affordable cost especially to poor Filipinos,” he urged DOST Sec. Fortunato Dela Peña.

Dela Peña explained this has been one of priorities of the country and DOST in particular in partnership with the Department of Health (DOH) in the planning and discussions.

He shared that the Philippines has the full support of the International Atomic Energy Agency (IAEA) hierarchy which handles global use of nuclear energy for health purpose.

Philippine Nuclear Research Institute (PNRI) Director Dr. Carlos Arcilla said although there is no cure for cancer, early diagnosis gives patients a fighting chance. The PET CT Scan, a nuclear medicine procedure, is the standard for cancer staging, he said.
He added that a Filipino expert from IAEA had joined the Balik Scientist program and has helped the agency design a research agenda which includes the setting up of a Nuclear Medicine Center that will reduce the cost of cancer diagnosis from P70,000 to about P20,000-P25,000. This is in partnership with DOH and the facility will also serve as training center of medical workers for the use of these technology.

Chatto lobbied for the allocation to make available the cyclotrons and PET scanners and make this health service accessible to underprivileged Filipinos afflicted with cancer.

#OnThisDay September 14, 1815, the Galleon Trade between the Philippines and Mexico ended.

Galeón de Manila (Manila Galleons) were Spanish trading ships which for two and a half centuries linked the Philippines with Mexico across the Pacific Ocean, which were both part of New Spain. The name of the galleon changed to reflect the city that the ship sailed from. The term Manila Galleons is also used to refer to the trade route itself between Acapulco and Manila, which lasted from 1565 to 1815.

The Manila Galleon trade route was inaugurated in 1565 after Augustinian friar and navigator Andrés de Urdaneta discovered the tornaviaje or return route from the Philippines to Mexico. The first successful round trips were made by Urdaneta and by Alonso de Arellano that year. The route lasted until 1815 when the Mexican War of Independence broke out. The Manila galleons or Manila-Acapulco galleons sailed the Pacific for nearly three centuries, bringing to Spain their cargoes of luxury goods and economic benefits. The route also created a cultural exchange that shaped the identities and culture of the countries involved.

In exchange, the return voyage brought innumerable and valuable flora and fauna into the Philippines. The moriones festival, the image of the Black Nazarene of Quiapo, and others, were also of Spanish and Mexican origins. - from Bohol Provincial Library FB page

General Santos City (1 December 2005) -- The Board of Investments (BOI) confirmed that General Santos City is ICT-ready considering the presence of its ICT dedicated concrete buildings situated in its central business district.

This is based on the area evaluation study conducted by the BOI last year in City's and regional centers with ICT potentials nationwide.

The subsequent addition of General Santos as one of the ICT investment destinations in the Philippines likewise encourages local businessmen to improve or convert their real properties into a full-fledged ICT infrastructure.

There are already independent software developers, transcriptionists, distributors of IT-enabled products, and providers of e-services operating in the city.

However, the business group of the city would like to contribute to greater ICT industry efforts for the nation's development.

As feasibility studies are ongoing, local businessmen are beginning to hope for high probability of establishing an ICT-dedicated ecozone to operate in the city.

"We gladly welcome the PEZA Board Resolution amending the minimum area for the establishment of an Information Technology (IT) Park from five hectares to one hectare," said, Jan Ced of the General Santos City Chamber of Commerce and Industry.

"For us, this entails savings in investment cost but without compromising the setting up of quality and world-class infrastructures. Once proclaimed, we plan to make the park become a productive and development-driven international technology zone," Ced explained. (DTI-GSC/PIA-Sargen)

The Provincial Government of South Cotabato headed by Governor Reynaldo S. Tamayo, Jr. would like to express our gratitude to the City Government of Koronadal led by City Mayor Atty. Eliordo U. Ogena for their warm welcome during the governor’s personal visit today, September 11, 2020 at the City Hall of Koronadal.

Governor Tamayo came to meet with the local chief executive to discuss on the COVID-19 Surge Plan of the Provincial Government of South Cotabato, in response to the alarming and increasing number of confirmed positive cases not just in the city, but also in the entire province and region.

The governor conveyed his desire to lend a hand to the city government in its fight against COVID-19, right after a number of healthcare workers in the city have tested positive, and several City Health Office (CHO) staff and South Cotabato Provincial Hospital (SCPH) employees are currently isolated and are undergoing quarantine after being exposed to confirmed positive patients. Most, if not all, of these medical frontliners are residents of the city.

Governor Tamayo’s proposal to Mayor Ogena is mainly about creating a composite team comprised of the workforce from the Integrated Provincial Health Office (IPHO) and the Koronadal CHO, and their goal to aid and support the medical society health workers until they all fully recover.

The governor also relayed to the mayor that the South Cotabato Medical Society wrote a letter to him requesting for an Enhanced Community Quarantine (ECQ) in the province “to halt the movement of people and slow down, if not prevent, the further spread of the virus in the locality.”

The meeting lasted for almost two (2) hours and was also attended by Provincial Health Officer Dr. Rogelio B. Aturdido, Jr, DILG Provincial Director Atty. Rochelle Mahinay-Sero, City Health Officer Dr. Edito Vego, and Provincial Epidemiology and Surveillance Unit (PESU) Dr. Alah Baby Vingno, and other officials.

BSP Collection Goes Digital

The National Retail Payment System (NRPS) raised the expectations on the BSP. As the organization tasked to push for digitalization of payments, the BSP has to “walk the talk” by pursuing the digitalization of its retail transactions, particularly from both its internal and external stakeholders.

In line with BSP’s advocacy to promote digital payments and to provide BSP’s clients with accessible payment facilities especially during this pandemic, the BSP is launching the New Order of Payment System or NOPS.

NOPS is designed as a secure web-based system easily accessible to the public through the internet.  The main feature of the NOPS is the availability of various payment channels where the BSP’s clients can pay their obligations to the BSP.  Payments can be made to the BSP Depository Banks through the following:

1.       Over-the-counter;
2.       Mobile or online banking; and
3.       Payment gateway (e.g., VISA/Mastercard debit or credit card*)

In the pipeline are other payment channels such as payment via PESONet and Instapay gateways, e-money service providers and other payment partners.

Asset Management Department clients may also use NOPS to generate their own Order of Payment statements, inquire status, and download Official Receipts (OR).

Among the transactions to be collected by the BSP through the NOPS are the following:

Property amortizations and lease rentals;
Licensing and registration fees of new banks, pawnshops and money service businesses;
Sale of bidding documents and payment of bid securities;
Sale of BSP corporate items; and
Other amounts due to the BSP.

In 1995, Flor Contemplacion was arrested and was charged of killing her fellow filipina, Delia Maga and the little boy that she was caring for. Unfortunately, all evidence points to Flor's innocence.

After a hasty trial, the Singapore government finds Flor guilty and sentences her to death by hanging. Her predicament brings an outpouring of sympathy from Filipinos, who refuse to believe her guilt.

There was also a national appeal for clemency and a re-investigation to be done. Even the office of the President appealed to the Singaporean Government. However, the Singapore Government remained steadfast with their decision.

Contemplacion was executed in March 1995.

There were several protests held across the Philippines over Contemplacion's execution, some of which were organized by politicians and labor organizations. In one of the protests, the then-mayor of Davao City, Rodrigo Duterte, burned a flag of Singapore while leading 1,000 employees of Davao City in protest.

Many Filipinos believed that Contemplacion was innocent or at least insane, blaming the Singaporean government for a lack of compassion, and the Philippine government for not doing enough to stop the execution. The Philippine Embassy in Singapore in particular was criticised since it did not even have a consular representative as an observer in court throughout the trial. The Philippine Secretaries of Foreign Affairs, Roberto Romulo, and of Labor and Employment, Nieves Confessor, both resigned as a result of the controversy.

Contemplacion, regardless of her innocence or guilt, became an icon for the allegedly inhumane, abusive, and exploitative working conditions that many Filipino domestic workers and labourers face abroad.

The Flor Contemplacion story directed by Joel Lamangan and starring Nora Aunor was one the most successful Philippine movie of the 90’s.

In a supporting role, Jacklyn Jose won all Best Supporting Actress award in FAMAS, Gawad Urian, Film Academy, Young Circle Critics and PMPC Star Award. While Nora Aunor won Best Actress both Gawad Urian and PMPC Star Award.

The film won the 19th Cairo International Film Festival’s Best Picture and Nora Aunor for Best Actress in 1995.
