Sarangani PH’s top 7 performer in rural road building

ALABEL, Sarangani (September 18, 2020) – Sarangani Province ranked 7th among the top-performing provinces in the country in the implementation of the Conditional Matching Grant to Provinces (CMGP) program.

Engr. Gerald Faciol, assistant provincial administrator for operations, said he is “very proud” of the latest evaluation in CMGP because from the 79 out of 81 provinces in the Philippines that qualified in the CMGP, Sarangani got the 7th place.

“This is a great honor for Sarangani. It proves that when it comes to the implementation of externally-funded projects, we are doing right in terms of quality, quantity and timeliness,” Faciol said.

CMGP is a partnership program between the Department of the Interior and Local Government (DILG) and the Department of Budget and Management that intends to upgrade, rehabilitate and improve the provincial roads across the country. It also advances the capacity of the provinces in the Local Road Management.

The implementation of this program is also in close coordination with the League of Provinces of the Philippines.
 
Under the CMGP program for road and bridge rehabilitation, Sarangani had a total of 353 kilometers target length to be concreted.

Faciol said when the provincial government aggressively started massive concreting of roads under the leadership of Governor Steve Chiongbian Solon, they realized the huge intervention requirement in cementing roads going to the uplands in the province.

According to Faciol, “one way to ease the challenges of the people in delivering their yields to the market is through concreting of these rural roads.”

After the inventory in 2015, Faciol said “out of the 353 kilometers, only 8% was paved that is why this became a challenge to our province to do more in terms of implementing the project.”

Another challenge the province encountered was that it cannot execute the project by only depending on its “internal budget that is why we are very aggressive to source out through funds.”
 
“Aside from the road concreting,” Faciol explained, “we also have governance report targets where the province also performed well and it was noticed by DILG.”
 
“We have grants anchored with conditions and we have to meet governance report not only on the concreting of roads but also governance report project that the LGU must hit.”

The DILG explained that “the province’s performance was based on the conducted Absorptive Capacity Assessment, which measures the LGU’s capacity to implement the project in relation to the allocated amount based on the prescribed timelines of the implementation.”
 
Provincial Engineer Jerry Belbider reported that from the 8% accomplishment rate in 2015, Sarangani’s latest performance progressed to 45% in just a span of five years.

“What is really important here is we did our best to deliver the concreting of roads. In terms of infrastructure services in the community, we have satisfied them that we are doing the projects in accordance with the plans and specifications,” Belbider added.

Belbider commended the efforts of the people behind this milestone the province has achieved.

“Of course, this milestone would not be possible without the help of our Governor Solon and the rest of our legislators and our implementers on the ground who are really doing their service in the implementation of these projects.”

Belbider added that "at the rate that the province is doing right now, God willing, we can be able to accomplish this by 70% on our target date in 2022.”

Aside from the financial challenges, Belbider also said the Covid-19 pandemic has had a big impact on the concreting of roads “but we were still able to manage to be among the top-performing provinces in the country." (Joshua John S. Pantonial/SARANGANI PROVINCIAL INFORMATION OFFICE)
