IN PHOTOS: Department of Transportation (DOTr) Secretary Arthur Tugade was interviewed by Ely Dejaresco, Editor-Publisher of the longest-running and largest publication in Negros Oriental–The Negros Chronicle, and Station Manager of DYEM-FM Dumaguete City—on the back-to-back inauguration of transport infrastructure projects in Dumaguete today, 11 March 2021.

During the interview, Secretary Tugade shared his previous memorable experiences in Dumaguete, including the time when he was still a student at San Beda University and when he visited the province as a tourist.

"Noong ako 'ho ay estudyante pumapasyal ako dito upang makipag-debate doon sa Siliman University. Ako ho'y nag-aral sa San Beda kung saan mayroong annual debate between Siliman and San Beda, at ako'y pinalad naman na dalawang taong maparito na makipagtagisan, makipagdebate sa magigiting na debater ng Siliman," Secretary Tugade said.

He added, "Pangalawa 'ho, ako ho ay nagturista dito sa Dumaguete na kung saan ay pumapasyal naman dito upang makita 'yung mga baybayin. Pagkatapos 'ho niyan, nandito ako bilang opisyal ng Kagawaran ng Transportasyon na kung saan ako'y pumupunta rito, tahimik na pumupunta at tinitignan 'yung mga pwedeng gawin na pagbabago dito sa Dumaguete kagaya ng nakikita ninyong mga pagbabago ngayon sa paliparan, nakikita ninyong pagbabago ngayon sa daungan dito po sa Dumaguete, 'The City of the Gentle People'."

When asked about the transformational initiatives made in Dumaguete Airport, the transportation chief said, "Alam mo yung airport may runway, linimpia 'ho yan. Alam mo pag may airport, may taxiway, inayos po yan. Mayroon pong tinatawag na apron, pinalaki 'ho yan. Mayroon nang runway, terminal, may apron, mayroon pang terminal. 'Yung terminal, nakita mo kanina Ely, naayos naman. Pangkalahatan, naayos ang existing airport."

In the same interview session, Philippine Ports Authority (PPA) General Manager Jay Santiago said the newly constructed Port Operations Building (POB) of the Port of Dumaguete will greatly help the Filipino people in terms of traffic in passengers because of the additional 429 seating capacity, from the 1,026 capacity to 1,455.

"Ito pong ating Port Operations Building ay inexpand po natin 'yung kapasidad po ng Passenger Terminal at makakadagdag po tayo ng halos 430 additional passengers po at makikita ninyo po sa kinalalagyan natin ngayon, napakaganda po, maaliwalas, may aircon, presko po at mas magiging kumportable po ang ating mga pasahero alinsunod na rin po ito sa tagubilin po ng ating Pangulong Rodrigo Roa Duterte at ang atin pong kalihim na Secretary Arthur Tugade," GM Santiago said.

GM Santiago also underscored the creation of a Port Integrated Clearing Office which would serve as a One-Stop-Shop in the port.

"Ito naman pong sa may bandang kanan may makikita po tayo d'yan na tinatawag na Port Integrated Clearing Office, na parang One-Stop-Shop po natin sa port. Kung dati ay nagta-transaction dito sa pantalan ay palipat-lipat po sila ng lokasyon, pupunta sa Coast Guard, maglalakad, tatakbo at pupunta sa Cargo handler, sayang ho sa oras at hindi po kumbinyete, ngayon po, nasa isang opisina nalang po 'yun, may kanya-kanya na po silang espasyo doon, isang opisina nalang po ang pupuntahan nila", GM Santiago added.

At the latter part of the interview, when asked about how he would leave a landmark in Dumaguete, Secretary Tugade said, "Una 'ho walang landmark ni Tugade, mayroon 'hong landmark si Duterte. Una ho walang landmark si Tugade, mayroon hong landmark 'yung Kagawaran ng Transportasyon. Maliban sa mga pasilidad na nilalagay namin sa mga Duterte na kung saan mayroon kang airport at seaport, sana 'ho 'yung pamamaraan kung papaano 'yung pasilidad itinayo at itinaguyod. 'Yung tinatawag na Kultura, values and ways of doing things ay maninagan, makilala, at maihemplo. 'Pag pinagsabay mo ang istraktura at pasilidad, kasama ng Kultura at values and ways of doing things, 'yun ho ay napakagandang legasiya ng pamahalaang Duterte. Walang korapsyon, shorter working time, dapat masigasig ang pagmamahal sa bayan at mayroon kang istraktura. Combine these two when you have a real worth while legacy that you will leave behind."

Press Release: Ormoc City Mayor Richard l. Gomez attended the Ormoc Housing board meeting, today, March 11.

The list of conditions/requirements for the transfer of title of government resettlements was the subject of discussion.

Our City Mayor Richard l. Gomez, as chief executive, approved the subdivision plans of DSWD Core Shelter in Brgy. Tambulilid and World Vision in Brgy. Ipil.

But the subdivision plan still needs to be submitted to the Bureau of Land Management.

Furthermore, other government relocation sites, such as Holywings Tambulilid, have already submitted their subdivision proposals, which have been reviewed by the General Services Department (GSD), and are now pending corrections before being submitted to the CMO for the mayor's approval.

In addition, the subdivision plans for RAFI Tambulilid, Danhug Core Shelter, NHA Margen and Gaas, Soong Curva Resettlement, and JICA Lao have yet to be submitted.

The location of a new NHA housing was also discussed.

Press Release: The Turnover Ceremony of the DOLE Intergrated Livelihood Program (DILP) was held today, March 9, at the Ground Floor of the new Ormoc City Hall, wherein the beneficiaries are the members of the Mahayag Women's Association (MAWA) that consists of 27 wonderful women, led by Gloria L. Demano.

Accordingly, the main products that will be produced from the processing center of the said women's association are camote and banana chips, cassava chips, chicharron, and coconut vinegar from coconut fresh wine.

Funding for the necessary materials and equipment that were given to the same association were sourced from a Php 485,410 assistance from DOLE, through the efforts of our good City Mayor Richard I. Gomez.

President Rodrigo Roa Duterte leads the inauguration of several development projects within the Dumaguete-Sibulan Airport in Sibulan, Negros Oriental on March 11, 2021.

The improvements include the re-blocking of the apron, construction of two (2) taxiways, expansion of the existing Passenger Terminal Building (PTB), runway asphalt overlay and shoulder grade correction, and the expansion of the Civil Aviation Authority of the Philippines (CAAP) Administrative Building.

These development projects have increased the airport's capability to accommodate heavier aircrafts and expanded the terminal passenger's capacity from 330 to 450.  The airport will serve the provinces of Negros Oriental and neighboring Siquijor Island, and is expected to boost air mobility in the region.

President Rodrigo Roa Duterte inaugurates the newly constructed Port Operations Building (POB) at the Port of Dumaguete in Dumaguete City, Negros Oriental on March 11, 2021.

In a report by Department of Transportation (DOTr) Secretary Arthur Tugade, the POB forms part of the Philippine Ports Authority's (PPA) aim to provide better and progressive port facilities and services across the country.  It is a two-story building that will address the need for proper monitoring vessel of port arrivals and departures, and will provide a new and modern Passenger Terminal Building (PTB) for those traveling to nearby islands.

Aside from having the capacity to serve an estimated 500 passengers, the POB also features the Port Integrated Clearing Office (PICO) — a one-stop-shop intended to expedite the processing of entrance and departure clearances for domestic and foreign vessels and cargoes.  Housed within the facility are regulatory agencies and other offices such as the Philippine Coast Guard (PCG) and the Department of Agriculture (DA) - Bureau of Animal Industry and Plant Industry to give convenience for transacting port users.

In the course of the program, President Duterte leads the unveiling of the POB marker together with DOTr Secretary Tugade, Presidential Assistant for the Visayas Secretary Michael Lloyd Dino and PPA General Manager Jay Daniel Santiago.

President Rodrigo Roa Duterte, together with Department of Transportation (DOTr) Secretary Arthur Tugade, led the inaugural ceremony and unveiling of the marker of the development projects at Dumaguete (Sibulan) Airport today, 11 March 2021.

In his keynote address, President Duterte commended Secretary Tugade, the DOTr, and the Civil Aviation Authority of the Philippines (CAAP) for realizing the much-needed improvement and rehabilitation at the airport, in spite of the unprecedented challenges brought about by the current pandemic.

"I commend the DOTr, the CAAP, and all our partners who contributed to the completion of the project despite the sudden lockdown due to the pandemic. I hope that this project will inspire and provide better services and opportunities for our people and harness the potential of trade and tourism as a catalyst for economic recovery particularly in the provinces," President Duterte expressed.

He also assured the Filipino people that the government is fully committed to complete all the much-needed projects of the country on-time and in a fast pace, without compromising the convenience of the public, and ensuring integrity and honesty.

"I assure our people that we remain committed to finish all infra projects on time and fast. within my admin, with the least inconvenience to the public, and with strict adherence to honesty and integrity. Corruption has no place here," President Duterte emphasized.

Also during the event, CAAP Director General Jim Sydiongco said that the airport has been capable of accommodating night-time flights. He also announced that a new airport is about to rise in the coming years, to further boost economic growth, tourism, and trade in the province.

"Under Duterte administration Dumaguete airport also became capable of accommodating night time flights. In the coming years, to support Negros Oriental growth in air traffic, tourism, and trade, the new Dumaguete Airport would be constructed in Bacong, Negros Oriental," DG Sydiongco said.

DG Sydiongco further added, "The Department of Transportation and the Civil Aviation Authority of the Philippines collaborated in the comprehensive transformation of the airport as heralds of the massive "BUILD, BUILD, BUILD" Infrastructure Program of the Duterte Administration. Now and more than ever, the traveling public of this great and beautiful province would enjoy a more convenient and safe airport."

DOTr DELIVERS ON "BUILD BUILD BUILD" 

Press Release: When President Rodrigo Roa Duterte assumed office in 2016, he gave a very simple yet profound marching order to his Cabinet-- MAKE THE FILIPINO LIFE MORE COMFORTABLE.

This mandate was taken by Department of Transportation (DOTr) Secretary Arthur Tugade as a cue to push all transport sectors to begin working relentlessly to deliver transformational transport infrastructure projects.

Since July 2016, the DOTr and the Civil Aviation Authority of the Philippines (CAAP) have already completed 121 airport projects, while 114 are ongoing. 75 more are to begin soon.

For the maritime sector, the DOTr and the Philippine Ports Authority (PPA) have already completed 424 seaport projects, while 106 are well underway, and 69 are in the pipeline.

Further, there are a total of 12 big-ticket railway projects, wherein ( rail projects are ongoing, and four (4) are set to be constructed in the future.

In the Road Transport sector, game-changing initiatives have been implemented, including the opening of the first ever Land Port, the Paranaque Integrated Terminal Exchange (PITX), the Bike Lane Network, the revitalized and more efficient EDSA with the introduction of the EDSA Busway, among others.

With all these, Secretary Tugade have consistently pushed DOTr and its attached agencies beyond their limit, executing these transformational transport infrastructure projects, thereby helping the country usher INTO THE GOLDEN AGE OF INFRASTRUCTURE.

Why's DITO only supports few devices for its initial launch in some parts of Visayas and Mindanao?

We must go back to where DITO started. When the third telco player was given a franchise, NTC and other government bodies did not grant DITO 3G/2G frequencies. DITO will have 4G as their base generation technology and 5G in the future as well.
For me, this is actually a good thing since both 3G and 2G only deliver poor to average data speeds. It is mainly used for calling and texting. Like in Singapore, 2G is already phased out. And in some places in U.S, 2G is not available too and 3G is being gradually disabled.

VoLTE stands for Voice Over LTE. This feature lets a user to connect the call over 4G/5G without having to switch the network to 3G/2G. In other words, a user can still enjoy 4G data even when a call. No disruption.

Let's say, I am playing a game with my phone and I am connected to 4G which will of course, give me a seamless gaming experience with faster data.
I received an incoming call, traditionally, your signal will switch to 3G/2G which my gaming experience will also be affected, right?
It would result to higher ping or lagging. But with VoLTE, regardless of what activity, whether gaming or surfing, you will still be connected to 4G all the time.

Now, why's DITO only support few devices as of the moment?
Because VoLTE activation takes time. It should be fully supported by the carrier/network - DITO. Aside from that, VoLTE activation affects software of each phone brands. Software should always be updated.

Additionally, VoLTE is available to Smart Postpaid consumers and select Prepaid consumers nationwide. Globe's VoLTE is only available for Postpaid lines in select areas. If you read the links below, both Smart and Globe only support selected devices as well.

Just because you have a VoLTE switch does not mean it will immediately work, and i agree DITO should clarify this. Most modern smartphones supports VoLTE as long as they support 4G/LTE whether you have the switch or not.

For those who doesn't know, VoLTE (Voice over LTE) is a feature where you can do phone calls on 4G/LTE networks. It gives clearer reception (HD Calling) and has low latency (very low delay in speech). VoLTE DOES NOT HAVE TO DO ANYTHING ABOUT MOBILE DATA, so whether your phone is listed or not, MOBILE DATA WORKS.

Philippines does NOT have a proper VoLTE carrier code established yet and DITO IS DOING JUST THAT because again, DITO does not have 2G/3G networks which we relied on for phone calls for decades, so they don't have much of a choice for the sake of following 4G protocols. So that means some our phones here will not have VoLTE working out of the box. Complaining and sharing false information will not help unless you are the one handling your phone's software updates or you know DITO inside and out.

Yes, Software still plays a role for activating VoLTE, you can see the switch on your network settings but since we still don't have a proper carrier code for VoLTE, the phone will still not be able to recognize it.

so please stay patient , don't assume things and just let them do their thing AND UPDATE YOUR PHONE'S SOFTWARE. Your device will get added soon enough, and no one is forcing you to buy a new phone just so you can use their service, unless you care so much about phone calls then you can already use DITO for mobile data and SMS , you just have to be patient.

PLDT on DITO: 'They will take a long time to catch up'

"We cannot comment on what DITO is doing, but what I can really tell you is as far as we have information in the areas DITO is launching, they cannot [get] even close on the coverage we have already," PLDT-Smart chief Technology and Information advisor Joachim Horn said.

"I would not be too concerned about DITO because we will be always ahead of our network. We will not stop working every day. We are benchmarking ourselves on a daily basis and we want to step forward and we want to lead the industry from a performance perspective. We are not done by no means," he added.

Before the inauguration of the back-to-back transport infrastructure project tomorrow, a press briefing was held earlier today, 10 March 2021 in Dumaguete, Negros Oriental, which was led by Presidential Communications Operations Office (PCOO) Secretary Martin Andanar.

Representing the Department of Transportation (DOTr) in the briefing were Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco, Philippine Ports Authority (PPA) - Negros Oriental/Siquijor Port Manager Sarah Mijares, and DOTr Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran, wherein they discussed the various transport infrastructure projects of the Department in Visayas and Mindanao, particularly the airport and seaport projects.

During the briefing, DG Sydiongco highlighted the mandate of President Rodrigo Roa Duterte on the "Build, Build, Build" Program, and reiterated the directive of Secretary Arthur Tugade, that is, "Where there is demand and there is lack of capacity, you improve."

DG Sydiongco further provided a comprehensive report on the airport development project in Dumaguete.

"Dito sa Dumaguete, right before we came, it could only serve about 300-350 passengers, but in 2017, 2018 and 2019, ang annual passenger niya was from 500, increasing 10% rate to 700. So, we had to improve the runway, we asphalted it, improve the taxiway because masikip na yung daanan, and then yung apron nilaparan din natin. Before, it used to accommodate only 3, now it can accommodate 5. 'Yung Passenger Terminal Building used to accommodate only about 300-350, it can now accommodate about 500 to 550 passengers," DG Sydiongco said.

DG Sydiongco likewise announced other future plans of the DOTr in the region, such as the airport development project in Bacong, Dumaguete.

"Looking forward, we have already identified Bacong as the future airport. Now, it has been surveyed, it has been identified, and it is now being appraised. I think within this month, matatapos na 'yung project na 'yun," DG Sydiongco said.

He further added, "DOTr is now talking and in discussion with Korea Eximbank and they have offered their intention to grant ODA and then subject for NEDA review and approval.."

DG Sydiongco also announced that the groundbreaking for the project is being targeted to happen by the first quarter of next year.

Meanwhile, when asked about the innovative and transformational projects and programs that the PPA confers, Port Manager Mijares said, "Because of the increasing trend sa traffic sa statistics ng passengers, through the initiative of GM Jay Santiago and through the guidance of Secretary Arthur P. Tugade, this Port Operations Building was made possible. While na atay daan the capacity passenger terminal, it only caters 1,026 seating capacity, with the new POB, we have added 429 to the sitting capacity and aside from that, the second floor will be used as our office because katung sa nauna 1978 pa 'tong office so very risky na sya so it will house more than 70 PPA personnel."

Port Manager Mijares also said that the POB encompasses a Port Integrated Clearing Office which would provide an array of benefits to the operations of the port, and said that the completion of the project is very timely and can surely provide convenience and comfort to the port employees and users.

For her part, when asked about how the Filipinos will be assured that even beyond the term of President Duterte, there is continuity in realizing the infrastructure projects, Asec. Libiran aptly explained the 30-year roadmap of the DOTr.

"The Department of Transportation (DOTr), under the leadership of Secretary Tugade, is actually pursuing for the legislation of the national transportation strategy—a 30-year Roadmap that will start from 2021 to 2050. This will be legislated by Congress, para maiwasan na natin yung mga dating gawi na kapag napalitan ang administrasyon, kapag hindi type 'yung project e ishe-shelve na lang," Asec. Libiran said.

In terms of the status of various transport infrastructure projects nationwide, Asec Libiran provided the total number of completed and ongoing ones, and underscored that the roll-out of infrastructure development are not centered in Luzon alone, but rather, to Visayas and Mindanao as well.

"Since the Duterte Administration came in, with Secretary Tugade at the helm of DOTr, the DOTr and CAAP have already completed 121 airport projects, working on the construction of 114 more, and meron po kaming for procurement na 75 airport projects. That's nationwide po, not just Luzon. May mga nagsasabi na puro Luzon lang daw ang projects. That is not true, kasi marami pong proyekto ang DOTr, CAAP, and PPA sa Visayas and Mindanao. Sa maritime naman po natin, ang DOTr at PPA ay nakapagtapos na po ng 424 seaport projects, and 111 po ay ongoing," Asec. Libiran said.

Officials who were also present in the briefing are Philippine Information Agency (PIA) Director General Ramon Cualoping III, Department of Agriculture (DA) Assistant Secretary for Agribusiness Kristine Evangelista, and Dumaguete City Mayor Felipe Antonio Remollo.

Travel Documents Updates

A travel authority and health certificate will no longer be required by local government units after the Inter-Agency Task Force approved uniform travel protocols for all local government units.

Uniform travel protocols for LGUs approved

The Inter-Agency Task Force (IATF) on Friday, February 26, 2021, approved the uniform travel protocols for all local government units (LGUs).

The Department of the Interior and Local Government (DILG) crafted these uniform travel protocols for land, air and sea, in close coordination with the Union of Local Authorities of the Philippines, League of Provinces of the Philippines, League of Municipalities of the Philippines, and the League of Cities of the Philippines.

Travelers shall no longer be required to undergo Covid-19 testing except if the local government unit (LGU) of destination will make testing as a requirement prior to travel.  Testing will be limited to RT-PCR test.  In addition, travelers shall no longer undergo quarantine unless they exhibit symptoms upon arrival at the LGU of destination.

Authorities shall continue to strictly implement the minimum public health standards, such as physical distancing, hand hygiene, cough etiquette, and wearing of face masks and face shields across all settings.  Clinical and exposure assessment shall be strictly implemented in all ports of entry and exit while health assessment of passengers, supervised by medical doctors, shall be mandatory upon entry in the port/terminal and exit at point of destination.

On documentary requirements, the travel authority issued by the Joint Task Force COVID Shield and health certificates shall no longer be required.  Authorized persons outside of residence (APORS) from national government agencies and their attached agencies, on the other hand, must provide their identification card, travel order, and travel itinerary.  They must likewise pass symptom-screening at the ports of entry and exit.

Meanwhile, the Department of Science and Technology (DOST)'s Safe, Swift, and Smart Passage (S-PaSS) Travel Management System will now be institutionalized as the one-stop-shop application/ communication for travelers.  The StaySafe.ph System shall be utilized as the primary contact tracing system.  Other existing contact tracing applications, such as Traze App, must be integrated with the StaySafe.ph System. 

On ports and terminals, they must have sufficient quarantine/isolation facilities.  All ports and terminals shall also have a referral system wherein symptomatic travelers shall be transferred to quarantine / isolation facilities to enable the Bureau of Quarantine for airports, or local health officials for LGUs, to take over.  Further, all buses in Metro Manila bound for the provinces shall be required to use the Integrated Terminal Exchange as the central hub for transportation.   At the option of the LGUs, they may provide transportation for all travelers who are transiting from one LGU to another in cases of arrivals at air and seaports to their end-point destinations.

The DILG, Department of Health (DOH), Department of Tourism (DOT), Department of Transportation (DOTr), DOST and the Philippine National Police (PNP), as well as the LGUs, shall ensure the smooth implementation of these protocols.

In celebration of #NationalArtsMonth this February, the #NationalMuseumBohol honors another trailblazing Boholano #VisualArtist, Rosalio "Sal" Acebes Ortiz.

Rosalio Ortiz was born on Sept. 4, 1931 to Casimero Ortiz and Modesta Acebes Ortiz in Can-ukso, #Jagna, Bohol.

Jagna, one of Bohol's oldest towns and located along the coast of southern Bohol, facing the #BoholSea, is steeped in history and traditions. Inspired by his environment, Sal Ortiz, won 1st prize for conservative painting in the Shell National Art Competition in 1954 with his piece titled "The Fisherman's Hut". The imagery of coastal life is a recurring theme in many of Ortiz's artworks.

As a young man, he studied at the University of Santo Tomas and was a student of National Artist for Painting, Carlos "Botong" Francisco. #BotongFrancisco was one of the country's first modernists, he was also a muralist and was known for the historical subjects of his paintings.

Following in the footsteps of his mentor, Ortiz also worked as a muralist, and painted ceilings and walls of several churches in Bohol during the later half of the 20th century. Among his works are the trompe l'oeil curtains behind the retablos of the Holy Rosary Parish Church in #LilaBohol and the ceiling paintings on the dome and transepts of the Holy Trinity Parish Church in #Loay. The last church he painted was the St. Michael the Archangel Parish Church in Jagna, his hometown, when he restored the said church's ceiling paintings after the town was hit with a magnitude 6.8 earthquake on Feb 8, 1990.

Rosalio Ortiz also painted portraits. His works include the oil on wood paintings of the four Heroes of Bohol on display at the Old Capitol Building, turned over by the Provincial Government to the #NationalMuseumPH. While the subjects were rendered life-like in these paintings, the vibrant and rich colors used by the artist are reminiscent of Botong Francisco's color palette.

With his superior talent, Rosalio Ortiz could have easily made a name for himself in Manila or any other metropolitan city. But like many Boholanos, he returned to his home province, settled in his hometown and married Concordia Ampo in 1957. They were blessed with nine children. He devoted his life to his family, to his art and to #Bohol.

Let us celebrate the life, works and art of Rosalio Ortiz -- the painter, the muralist, the trailblazer!

DEAR GOD , thank you for the gift that was Fr. Joaquin Bernas SJ.  May he rest in peace. Please pray for the soul of Fr. B.  He went home 1:45 am today March 6, 2021. He was 88 years old.
He was a holy priest. We lost a great man today but his inspiration lives on.

Last time I talked to him about a case was when the Supreme Court released its Martial Law ruling. He asked me to give him a copy and immediately, Ampy and  I went.  We read it together.  I pointed to him portions where he was cited. ( That is the picture posted). And he looked at me in a pensive mood. I will not tell you what he told me (but maybe soon).  It was always inspiring to talk to him and just listen. Suffice it to say, I left again saying to myself, I just have to speak up and write something, maybe people will listen. He once told me that I should not think so much of people's reaction about my articles, I just have to write it and speak out because somewhere out there, even if only one listens, that is enough. The seeds are planted. Thank you Fr. Bernas SJ.  I have always kept that advise and words of wisdom.  Muchas gracias por tus consejos, y, muy especialmente, por tu vida.

Before creating human beings, God states, "Let us make humanity in our image, and in our likeness" (Genesis 1:26). If God alone is Creator, then who is the "us"? Later Christian tradition posits that this divine declaration constitutes a conversation within the Trinity, in which Father, Son, and Holy Spirit deliberate together. However, to import trinitarian theology into Genesis is to read post-New Testament Christian thought back into ancient Israel's Scriptures. More, the Trinity would have no real need of this consultation, since Christian doctrine posits three divine persons as "one in being, essence, and nature." Instead of referring to a triune Godhead, the text preserves the Lord's words to other divine beings in a heavenly council. In Genesis, the supreme God of Israel speaks with a celestial entourage that Scripture calls the "children of God."

First, it is important to note that only the one God of Israel is Creator. While the Lord says, "Let us make (נעשׂה; na'aseh) humanity" in Genesis 1:26, the very next verse describes divine creation in the singular: "God created (ברא; bara) humanity in his image, in the image of God he created (ברא) it; male and female he created (ברא) them" (1:27). Although God may consult with other divine entities, only a single Creator makes human beings. Thus, Psalm 89 can say of God, "You have created (בראת; barata) all the children of humanity" (Ps 89:47).

Yet, Psalm 89 also offers a glimpse into the other (decidedly less powerful) deities that make up God's heavenly congregation. The psalmist asks, "Who in the heavenly expanse can be compared to the Lord? Who among the children of God (בני אלים; benei elim) is like the Lord, a God greatly to be revered in the council of the holy ones, and awesome above all who are around him?" (Ps 89:6-7). This biblical poetry parallels the "children of God" with those in the "heavenly expanse" (שׁחק; shahaq), which shows that the psalmist refers to other divine beings alongside God in the heavens. Indeed, these beings in Psalm 89 are the same "children of God" (בני האלהים; benei ha'elohim) who present themselves before God according to Job (1:6; 2:1; 38:7; cf. Gen 6:2-4). In saying, "Let us make humanity in our image," the Lord of hosts resolves to create terrestrial beings to mirror the divine beings in the heavenly realm.

Today's #MarineMonday, we feature this remarkable fish found in the Bohol sea, the #SpottedPuffer (Arothron meleagris) locally known as "Botete".

The Spotted Puffer belongs to the family Tetraodontidae and occurs in tropical waters of Indian and Indo-Pacific. They are solitary and live in rocky coral reefs, coastal bays, estuaries, and mangrove areas at depths ranging from 3 to 50 meters. They feed on algae, detritus, mollusks, and other invertebrates including the #CrownofThorns starfish (Acanthaster spp.) which can decimate reefs during outbreaks. Puffers have spiny, elongated bodies that they can inflate like a balloon as a warning display to turn off any predators.

Species from this family are listed as the world's most dangerous organisms when eaten. Their internal organs and even skin contains toxins several times more lethal than cyanide. Local governments have issued stern warnings against the consumption of this fish after several incidents of deaths in the Visayas. In Japan, only people with special training and even a license can prepare an edible dish out of a puffer, and it is an expensive delicacy there.

Marine (love) life trivia:

Puffers may be dangerous but their courtship display is some of the most intricate in the marine realm. In a recent discovery, a species of puffer was found to be behind the decades-old mysterious geometric circles found sculpted on the sandy bottoms off the islands of Japan. This puffer, named Torquigener albomaculosus, is unique as it is the only known species capable of forming elaborate rippled patterns to woo their females and spawn.

RONQUILLO CONANAN TOLENTINO,  77

The Publishers Association of the Philippines, Inc. (PAPI) and the Federation of the Provincial Press Clubs, Inc. (FPPCI) mourn the passing of  lawyer Ronquillo Cunanan Tolentino, 77 years old, a staunched advocate of press freedom and the vital role of community journalism.  He died of lingering illness yesterday, in Kalibo, Aklan.

A prolific writer, book author, newspaper columnist, and practicing lawyer, Tolentino has served PAPI and FPPCI as director, representing the Visayan regions.  He was also president of the Aklan Press Club, Inc. (APCI) for many years.

In government service, he was elected member of the Sangguniang Bayan of Kalibo, member of the provincial board and vice governor of Aklan province.
     
Acclaimed as an outstanding servant-leader, Tolentino was cited particularly for serving relentlessly the causes of the disadvantage sectors of society.
       
Popularly known as "Kel:, he was a youth leader during his student days.  Tolentino received various awards as chairman of the Philippine Red Cross, Aklan chapter.

Juan P. Dayang, PAPI chairman emeritus and former Mayor of  Kalibo, said:  "Kel was a great loss.  His records as a public official, humanitarian service leader, and as journalist was unblemished.  He will always be remembered as an upright and outstanding citizen".

PAPI president Nelson S. Santos and FPPCI Allan S. Sison,  are set to arrive in Kalibo to pay tribute to their fallen comrade.

The bereaved family of  Tolentino is expected to announce the date of internment and schedules of necrological service.

"Television made me what I am."

In 1985-86, I listened obsessively to the Talking Heads' incredible record "Little Creatures." It was both popular and subversive at the same time. Songs like "And She Was" and "Stay Up Late" blasted from the radio in June '85, but it was tracks like "Television Man" and "Road to Nowhere" that took hold of me. Maybe it was David Byrne's poetic nihilism or Chris Franz and Tina Weyvi mouth's wicked funk that was so infectious. 

I've been thinking about the Heads lately—especially with our television and image obsessed culture, concepts the band explored.  It was really Jonathan Demme's seminal 1984 concert film "Stop Making Sense" that locked me into the Talking Heads and fueled my obsession with their music. I wouldn't have understood "Little Creatures" which dropped in '85 had I not first seen this https://www.youtube.com/watch?v=TGofoH9RDEA.

LEGARDA: Support agriculture, promote urban farming to alleviate malnutrition, improve food security   

Three-term Senator, now Deputy Speaker, Loren Legarda stressed the importance of providing necessary support for agriculture and promoting urban gardening around the country to address hunger and malnutrition and achieve food security.

"In the 2020 fourth quarter survey conducted by the Social Weather Stations (SWS) in November, an estimated 4 million families experienced involuntary hunger or hunger due to lack of food to eat. This record gave us some relief because the previous survey results in September 2020 indicated 7.6 million affected families. However, the statistics is still alarming knowing that there are still 4 million families out there who do not have adequate food on their table," Legarda said.

"Our country is abundant with natural resources if only we know how to source and utilize these properly. We have to provide our people with the kind of support that will have long-term effects to effectively reduce, if not eliminate, hunger and malnutrition in the country. Let us achieve food security through stronger support for agriculture and the promotion of urban farming," Legarda said.

Legarda said that if the government provides adequate support and intervention to agriculture, especially small farmers, "we are not only providing income and livelihood but the support they receive will equate to a more bountiful harvest and lower production costs. Whereas, urban farming promotes self-sufficiency by teaching the public to produce their own food at the comfort of their homes or their respective communities."

Early this month, House Bill 8385 or the Integrated Urban Agriculture Act of 2020, which was co-authored by Legarda, was passed on third reading by the House of Representatives. The proposed measure seeks to promote and institutionalize urban agriculture as a sustainable land use system to address hunger incidence in the country by utilizing idle lands and small spaces to plant and produce food in the community.

"As an urban gardener myself, and running a small farm,  I am hoping that the passage of this proposed measure will be given equal priority because it will address major problems in the society – hunger, poverty, and food security. Although we already have current programs that promote urban agriculture, such as the DepEd's Gulayan sa Paaralan program and the organic backyard and communal farming of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, having all Filipinos involved would yield greater improvement in the country's food security, while at the same time we also promote public awareness on ecological and sustainable use of land resources for food production," she concluded. - Press Release

If you "tear  up" go ahead, who's watching?

In Calgary, Alberta a 26-year-old mother stared down at her 6 year old son, who was dying of terminal leukemia.

Although her heart was filled with sadness, she also had a strong feeling of determination.
Like any parent, she wanted her son to grow up & fulfill all his dreams. Now that was no longer possible. The leukemia would see to that. But she still wanted her son's dream to come true.

She took her son' s hand and asked, 'Billy, did you ever think about what you wanted to be once you grew up?
Did you ever dream and wish what you would do with your life?'

Mommy, 'I always wanted to be a fireman when I grew up..'

Mom smiled back and said,  'Let's see if we can make your wish come true.'

Later that day she went to her local fire Department in Calgary, where she met Fireman Bob, who had a heart as big as Alberta

She  explained her son's final wish and asked if it might be possible to give her 6 year-old son a ride around the block on a fire engine.
Fireman Bob said, 'Look, we can do better than that. If you'll have your son ready at seven o'clock Wednesday morning, we'll make him an honorary Fireman for the whole day..
He can come down to the fire station, eat with us, go out on all the fire calls, the whole nine yards! 

And if you'll give us his sizes, we'll get a real fire uniform for
him, with a real fire hat - not a toy - one-with the emblem of the Calgary Fire Department on it, and a yellow slicker like we wear and rubber boots.'

'They're all manufactured right here in Calgary , so we can get them fast.'

Three days later Fireman Bob picked up Billy, dressed him in his uniform and escorted him from his hospital bed to the waiting hook and ladder truck.

Billy got to sit on the back of the truck and help steer it back to the fire station. He was in heaven.
There were three fire calls in Calgary that day and Billy got to go out on all three calls.

He rode in the different fire engines, the Paramedic's' van, and even the fire chief's car..
He was also videotaped for the local news program.
Having his dream come true, with all the love and attention that was lavished upon him, so deeply touched Billy, that he lived three months longer than any doctor thought possible.
One night all of his vital signs began to drop dramatically and the head nurse, who believed in the hospice concept - that no one should die alone, began to call  the family members to the hospital.

Then she remembered the day Billy had spent as a Fireman, so she called the Fire Chief and asked if it would be possible to send a fireman in uniform to the hospital to be with Billy as he made his transition.

The chief replied, 'We can do better than that. We'll be there in five minutes.. Will you please do me a favor?

When you hear the sirens screaming and see the lights flashing, will you announce over the PA system that there is not a fire?'
'It's the department coming to see one of its finest members one more  time. And will you open the window to his room?'

PNP IMPOUNDS 1,427 VEHICLES FOR ANTI-CARNAPPING AND ROAD SAFETY ENFORCEMEMT

The PNP Highway Patrol Group (HPG) has successfully launched its "11th Simultaneous Nationwide Oplan Lambat Bitag Sasakyan-One Time Big Time Operations" on February 15, 2021.

PNP Chief Police General Debold M Sinas announced that PNP-HPG impounded a total of 1,427 cars and motorcycles for various violations while 371 illegal accessories were confiscated during the simultaneous nationwide anti-carnapping and road safety law enforcement operations.

According to HPG Director, Police Brigadier General Alexander Tagum, their Regional Highway Patrol Units (RHPU) rounded-up four wanted carnappers, issued 7,043 traffic ticket/citations and cited 2,673 traffic violations in relation to Republic Act No. 4136 otherwise known as Land Transportation and Traffic Act. Additionally, a total of 1,426 violations were cited in relation to RA 10054 of the Motorcycle Riders Act along with the impounding of 19 colorum motorcycles.

Further, the HPG campaign against carnapping has led to arrest of 2 suspects and recovery of 1 firearm.

"As compared to data from the previous 'one time, big time' operations, there is a significant increase of 5.7% on impounded vehicles with and without alarm. For violation of RA 4136, a 2.3% increase has been recorded while the implementation of RA 10054, PD 96 and colorum MCs has an increase in total apprehension with 6.5%. Finally, the total of issued Traffic Citation Tickets(TCT,), Temporary Operator's Permit (TOP), and Ordinance Violations Receipts(OVR) has decreased by 2.7%.", PNP Chief Sinas said.

POLICE SEIZE P50-MILLION ENDANGERED GIANT CLAM SHELLS IN NEGROS

An entrapment operation on unlawful selling of giant clams or "taklobo" was conducted by authorities in Negros Oriental yesterday February 12, 2021.

Citing in the report to PNP Chief Police General Debold M Sinas, Ricarido Santiana Dela Cruz Jr  was arrested by Operating Units of Crime Investigation and Detection Group RFU 7 Negros Oriental PFU (lead), Bureau Fish and Aquatic Resources, Bayawan City Police Station, Negros Oriental Police Provincial Office(NOPPO) and 1ST Provincial Mobile Force Company, NOPPO during an entrapment operation for unlawfully selling 1,000 Kgs of Giant Clams/Taklobo worth Php5M to a police decoy and possessing an endangered species in Brgy Pagatban, Bayawan City, Negros Orientall.

"This accomplishment ensures that the sustainable conservation and protection of fishery and aquatic resources law is being implemented by our local authorities" ,PNP Chief Sinas said.

As per initial investigation Yan Hu Liang alias Sunny who is still at large is the owner of endangered species with estimated international market value of Php 918 Million.

DELA CRUZ and alias  SUNNY are found violating the RA 8550 as amended by RA 10654 known as the Fisheries Code of the Philippines in relation to Fisheries Administrative Order 208 "Conservation or rare, threatened and endangered fishery species".

Seized from the possession of suspect were the entrapment money; 1,000 kilos giant clams/taklobo shells that were the subject of sale and part of the total inventory of 10,000 MOL kilos of giant clams/taklobo seized in plain view valued at Php 50 Million (selling price); one unit cal .45 pistol Colt; one mag for cal .45; 7 live ammunition for cal .45.

Dela Cruz is temporarily detained at Bayawan City Police Station, NOPPO pending the filing of complaint for Viol of RA 8550 as amended by RA 10654 and RA 10591, while Sunny as owner will be facing case for violating RA 8550 as amended by RA 10654.

Personnel of the Criminal Investigation and Detection Group-Bangsamoro Autonomous Region (CIDG-BAR) started probing Sunday on the fatal ambush last week in Malabang, Lanao del Sur of Rauf Malawani, market administrator in the municipality.

The victim was a maternal uncle of the first-termer Malabang Mayor Tomas Macapodi, whose clan and political supporters have decided to let the CIDG-BAR identify the culprits for prosecution.

Relatives of Malawani are convinced he was murdered to drag them into a "rido," which means clan war in the Maranao language, to derail the mayor's bid for a second term during the 2022 local elections. 

The neophyte Mayor Macapodi, a known idealist, is now popular for his having introduced reforms in local governance, now gaining results never before seen by residents of Malabang.

QUEZON CITY, Feb. 13 (PIA) -- Sixty one bills in the House of Representatives seeking to phase-out or regulate single-use plastics were tackled recently in a technical working group chaired by Rep. Francisco "Kiko" Benitez under the House of Representatives Committee on Ecology..

"This legislation is a critical, concrete step towards a circular economy. There are products that we can immediately ban. But for products that are not easily replaceable, we must give manufacturers time to produce alternatives and diversify," Benitez said.

The lawmaker emphasized the need to consult all stakeholders from the sectors that will be affected, in view of the wide range of products to be covered by the bills such as plastic straws for drinks, plastic coffee stirrers, plastic bags of thickness below 50 microns, plastic cups and cutlery, containers of polystyrene, balloons and candy sticks, buntings, and confetti.

Deputy Speaker Loren Legarda, for her part as co-author, also expressed strong support for the immediate passage of the legislative measure regulating and prohibiting single-use plastics.

"We have seen with our own eyes and we have known for some time that single-use plastics have a negative impact on the environment. This is even more problematic in our flood-prone areas, where plastic wastes clog our sewerage systems. The issue isn't just that plastic bags take forever to disintegrate, it is the massive number of plastics Filipinos use and quickly throw away. These plastics are choking the life out of our oceans and forests and polluting our communities," Legarda said.

INCREASING BROADBAND CONNECTIVITY AND ACCESS TO FINANCE DISCUSSED BY THE FINANCIAL INCLUSION STEERING COMMITTEE

Press Release: In its 10th meeting held on 2 February 2021, the Financial Inclusion Steering Committee (FISC)[1] agreed to endorse legislative priorities aimed at enhancing the country's digital and credit infrastructure as critical enablers of financial inclusion.

To ensure broad-based access to internet and support use of digital financial services, the FISC is endorsing to the Legislative-Executive Development Advisory Council (LEDAC) the inclusion of the Open Access to Data Transmission Bill as a priority legislation. The bill aims to address internet infrastructure gaps by bringing in more players to the broadband sector. In December 2020, the FISC also endorsed to the Office of the President (OP) a proposed Executive Order that aims to liberalize access to satellite technology for broadband services and fast-track the expansion of internet infrastructure in the rural areas that are unserved by the incumbents. The proposal is pending evaluation before the OP.

The FISC is also endorsing the passage of the Warehouse Receipts Bill to promote warehouse receipts as a credible loan collateral toward improved access to credit of farmers and MSMEs. By modernizing and professionalizing the warehousing industry, the bill will support supply chain financing as well as the growth of e-commerce under the pandemic and beyond.

The FISC meeting also provided members with updates on the microinsurance industry, digitalization and formalization of MSMEs, and the rollout of the Philippine Identification System or PhilSys. These are important initiatives to build the financial resilience of communities and businesses as the country emerges from the crisis.

The FISC is committed to serve as a platform for whole-of-government approach in promoting financial inclusion. It will meet again in July 2021.

POLICE NAB CONMAN POSING AS PASTOR FOR EXTORTION

Press Release: Police arrested an alleged religious pastor who demanded money from police applicants in exchange for facilitating their recruitment into the PNP in Calbayog City on Friday.

On the same day that PNP Chief, Police General Debold M Sinas, was in Calbayog City for an official function, operatives of the PNP Integrity Monitoring and Enforcement Group (IMEG) launched an entrapment operation at the Bay Park Hotel in Barangay Capoocan, Calbayog City at 4:45 PM upon complaints of two victims, Jhon Mico Amparado, 23, and Rodel Santelices, 25, both PNP recruit applicants of Calbayog City.

Arrested in the entrapment operation was a certain PAULO MENDOZA, 36, of Midsalip, Zamboanga del Sur, who introduced himself to the victims as a member of the clergy, and was claimed by witnesses as asking for "additional" P20,000.00 "because the Chief, PNP was visiting the area".

"Apparently, the suspect used my official visit to Calbayog City to further con the victims.", the Chief PNP said.

IMEG agents are conducting follow-up investigation to identify other cohorts of Mendoza, who was also caught wearing a jacket with malacanang prints, in the robbery-extortion activity.

Sinas reiterated earlier warning to police applicants not to fall for similar criminal modus operandi of persons who claim to have connections to facilitate entry of recruits into the PNP.

"The recruitment system practically eliminates windows for  "human intervention" in all stages from the documentation, general knowledge and aptitude test, medical examination, neuro-psychiatrict screening, drug-testing, and agility test. All recruits are nameless and are recognized only as digital barcodes by an automated data-processing system." the Chief PNP explained.

"Besides, there is no need for police applicants to shell out any amount to be recruited into the PNP, because it is a form of public service." Sinas emphasized.
