More than 13,000 high school students passed the University of the Philippines College Admission Test (UPCAT) for incoming U.P. freshmen of Academic Year 2011-2012, the U.P. Board of Regents (UPBOR) announced Tuesday.

The examination, which determines who can enter the university as freshmen in the incoming academic year, was held on Aug. 7 and 8, 2010.

"Admission into U.P. depends not only on your performance in the UPCAT but also on your high school grades -- your weighted standardized scores on the UPCAT subtests in Language Proficiency, Reading Comprehension, Mathematics and Science, and the weighted average of final grades in your first three years in high school are combined," UPBOR said.

"To implement the policy of democratization to make the U.P. studentry more representative of the nation's population, socio-economic and geographic considerations are factored in the selection of campus qualifiers," U.P. officials said.

UPCAT is one of the largest college entrance examination in the country.

In 2009, more than 67,000 students took the exam in testing centers nationwide.

China's Ministry of Railways (MOR) announced Tuesday it will put into operation 586 more trains each day for this year's Spring Festival 40-day travel peak compared to the corresponding period last year.

Daily train departures during the travel rush, which starts on Jan. 19, will be 4,531, a year-on-year increase of 15 percent .

The MOR estimates that 6.2 million passengers will be transported by train each day, up 11 percent year on year.

Lunar New Year, or Spring Festival, is China's most important holiday during which people return home to be with family. This year it falls on Feb. 3.

The MOR predicted passenger number to rise 12.5 percent to 230 million during this year's Spring Festival travel rush, averaging 5.75 million passenger journeys per day. (PNA/Xinhua)

The Best Body Building Supplement

How can you define which body building supplement is the best?  After all, there are so many different brands and types that you can use to enhance your body building workouts that finding the best one can be quite confusing.  When we say the word “best”, we should be talking about which body building supplement will give you the best results.

Most expert body builders agree that the most effective body building supplement that you can put into your body is protein.  Protein helps bring all the necessary muscle building enzymes to where they need to be.  Protein can also boost your energy level and allow for more intense workouts.

Whey protein could be one of the best protein supplements you can implement into your workout program.  It’s all natural and can give the best results when it’s taken in the right doses and the right amounts.

You could also choose creatine for a body building supplement.  Creatine also helps combat fatigue and allows for better workouts.  Creatine is naturally produced in your body, so taking a creatine supplement in your body building routine can bring about the best results.

When you are lifting weights in your body building workout, your muscles are under a certain amount of stress.  The body produces nitric oxide to combat this stress.  If you have a particularly stressful workout, you’ll need to replenish that enzyme with a body building supplement.  Nitric oxide can also have some great side effects with sexual health, so if you think this is the best body building supplement for you, by all means, choose it.

Glutamine is another body building supplement that is considered one of the best for the maximum results.  Glutamine works to bring muscle building nutrients to the muscles so that they can grow bigger and become more toned.

Choosing the best body building supplement has to be a personal decision.  Keep in mind your goals and then pick the supplement that will help you achieve those goals.  Each specific supplement provides for certain results, so picking the right one will make the difference between having an effective workout as opposed to an ineffective workout.

Research different brands and pick a company that has proven results.  There are many companies who claim to have effective products when they are really just providing supplements that don’t do anything at all.  Read different reviews of specific products and then make the right choice for you.  Picking the best body building supplement can truly enhance your workout regimen and contribute to a beautiful body as an end result.

Eleven outstanding women entrepreneurs from China, Singapore and Malaysia will share their views on the latest trends and economic development at the Malaysia-China-Asia Pacific Women's Economic Summit.

Its organizing chairperson, Datin Paduka Chew Mei Fun, said the summit would offer the opportunity of the century to learn business tips and tricks from successful women entrepreneurs.

"This event is also a call to women to step forward to achieve their personal successes as they are also a driving force behind today's rapid social development," she told a media briefing on the summit here Tuesday.

The summit, which will be held from March 4-6, 2011, is organized by the Malaysia-China Friendship Association and the Malaysian-China Culture and Art Association and themed '100 years in Retrospect, Women Continue to Drive Progress'.

It is endorsed by the Ministry of Women, Family and Community Development and the China-Asean Association

Chew said one of the speakers would be Minister in the Prime Minister's Department, Datuk Idris Jala.

"Idris is the main man behind the Economic Transformation Program and he will share with us the women's role in the program," she said.

Health and Food / Body Building As A Sport
January 04, 2011, 05:46:52 PM
When a person decides that he or she wants to get into body building as a sport, it’s important to look at the big picture before starting out.  You’ll need to look at your new quest as a lifestyle change and know what you’re in for before you even start.  The big picture in body building is where you will want to end up.

That means setting personal goals when it comes to your body building journey.  What do you want to look like when you are at your peak?  Do you have a specific person in mind that you want to emulate?  Keep that picture in your mind as you are working out as motivation.

You will also want to consider what type of goals you have for yourself as a result of your body building.  Are you wanting to lose weight, do you want to eventually compete, or do you just want to live healthier?  Keeping that picture in your mind as well will help you become more focused and more effective while body building.

The big picture of body building also includes living a fully healthy lifestyle.  That means eating right and getting the right amount of rest to make your workouts count every day.  You’ll need lots of different vitamins and minerals that can work inside your body and make your muscles work harder so they are well-defined and toned.

Are you wanting to ultimately compete in body building contests?  If so, the picture of body building you carry with you will be different than that of a person who is just striving to become fit.  You will want to concentrate on specific muscle groups and work them to their fullest potential.

Do your research before you start body building and look at pictures of people who at their muscle building peaks.  See what they look like and then keep that picture in your mind as you strive for your own personal fulfillment.

Body building is really more than a sport â€" it is a mind, body, and soul endeavor.  Keeping the big picture always at the forefront of your mind will make your body building more efficient, more effective, and will grow your body to new proportions.

The picture of body building is more than just an oily, greased up man or woman standing on a stage and flexing their muscles.  Today, body building has evolved to include the picture of health and wellness as well.  Those who remember that will become everything they ever dreamed of and will make that picture in their minds become a reality. - source: PLR

If you want to really concentrate on body building, weight training is an important part of your workout program.  Weight training in body building is a very huge part of any exercise regimen, but it’s not the only part.  However, when you have a strong weight training plan, your body building goals become easier to achieve.

In order to work certain muscle groups, you need to lift weights that will provide resistance to those areas.  As you start your weight training body building program, remember to start small and work your way up.  That means start out with a weight that is difficult to lift, but you are able to do it with some effort.  As that weight gets easier to lift, add more.  The idea is to build up slowly so you don’t risk injury to your body.

When you are weight training, you need to be sure that you are doing the exercises correctly.  Use extreme caution and feel the muscles as they work to lift the weights.  Your form is just as important as how much weight you are lifting, so pay special attention to how the exercises are done and perform them safely.

You will be doing some heavy lifting during weight training, so safety is very important.  When you are doing squats or dead lifts, you put a strain on your lower back.  It’s a good idea to wear a weight belt when performing these exercises to minimize the risk of injury.  Weight belts provide support to your lower back as well as keep your spine aligned so you don’t do an exercise improperly.
One important result of weight training in body building is increased physical performance. Muscles quite literally utilize energy to produce movement, functioning as the engine or powerhouse of the body. Strength training increases the muscles' size, strength, and endurance, which contribute to improvements in our work, our favorite sports and hobbies, and our general day-to-day activities.
Your physical appearance will improve with a weight training program as your body burns fat for energy to lift those weights.  When you burn fat, you lose weight and gain muscle tone.  Weight training also prevents muscle loss that can lead to a flabby body.  Obviously, the resist you get during weight training will help develop your muscles in new and exciting ways.

Weight training is a big part of a body building program.  If you want to have well-defined muscles, you must incorporate weight training in your exercise plan.  You will realize huge results with your efforts and have a better looking, healthier body in the process. - source: PLR

Travel and Tours / Boracay Island Needs More Food
January 04, 2011, 05:33:05 PM
This resort island needs more agriculture products to complement the needed consumption of tourists this year.

Engr. Roger Esto, Aklan provincial planning officer said that the province's available agricultural products could not augment the needed demand for food and other agricultural products such as fruits and vegetables including aqua products.

Boracay will continue to import food from nearby provinces such as Romblon, Iloilo, Antique, Capiz even Davao and Baguio City.

"For the past years our local government has tried to boost agricultural production by encouraging farmers to plant high-grade vegetables and fruits. Even these endeavors could not augment the needed consumptions of tourists for food and agriculture products," said Esto.

The Aklan State University (ASU) which has been considered as the center for excellence of agriculture in Western Visayas could not also augment the agriculture demand here.

The Department of Tourism projected some 800,000 tourist arrival in Boracay last year and an increase up to one million by 2012. - pna

World Daily News / Airplane Exploded at Siberia Airport
January 04, 2011, 02:43:30 PM
Experts on Sunday began to examine flight recorders recovered at the site of a passenger aircraft that exploded and caught fire at a Siberian airport one day ago.

"The onboard data and voice recorders have been recovered and the commission has started to study them," said the Interstate Aviation Committee.

Fire started in one of the engines of the Tu-154 jet, belonging to the regional Kogalymavia airline, on Saturday afternoon at the Surgut airport, when the plane taxied for takeoff. It caused a powerful blast that destroyed the aircraft and spread flames across an area of 100 square meters.

At least three were killed and over 40 others injured in the incident. Most of the passengers and crew members had been evacuated before the explosion.

A total of 116 people, including nine children, eight crew members and ten specialists of Kogalymavia, were aboard the plane bound for Moscow, said the airline Sunday. Earlier reports said 124 people were on the plane. - pna

Australian federal Opposition on Monday urged the government to adopt an independent monitoring role of the annual whale hunt in the Southern Ocean.

Two anti-whaling protest vessels of Sea Shepherd Conservation Society were involved in a confrontation with the Japanese whaling fleet in Antarctic at the weekend. The protesters were being hosed with high-pressure water cannon as they harassed the whalers.

According to Opposition environment spokesman Greg Hunt, the risk of tragedy during such confrontations had been foreseen and forewarned.

The government was turning a blind eye to this risk of major confrontation between the whalers and protesters, Hunt said, adding that it is time for the government to open its eyes.

"It is incumbent upon the government to take practical steps to ensure that there is an independent monitoring and an independent search-and-rescue capability," he told ABC Radio on Monday. - pna

January 04, 2011, 02:32:45 PM
South Korean President Lee Myung-bak said Monday that the door for inter-Korean dialogue remains open but North Korea should first show its seriousness about the talks.

"I remind the North that the path toward peace is yet open. The door for dialogue is still open," Lee said in his New Year's address broadcast live.

Lee reiterated that should the North show sincerity, the South has "both the will and the plan to drastically enhance economic cooperation" in partnership with other nations.

He also called for the international community to make joint efforts to coax Pyongyang into giving up its nuclear program.

"It is imperative now more than ever for countries concerned to play a fair and responsible role," he said, apparently referring to the participating countries in the long-stalled six-way nuclear talks -- China, the U.S., Japan, Russia and the two Koreas.

Asia | Middle East / Spread of FMD in South Korea
January 04, 2011, 02:20:08 PM
South Korea's foot-and-mouth disease (FMD) has continued to spread through the central part of the country despite nationwide quarantine efforts, the government said Monday.

The farm ministry said a pig farm in Boryeong, 170 kilometers southwest of Seoul, tested positive for FMD, along with a cattle farm in Chuncheon, east of the capital city.

The outbreak in Boryeong marks the third time that the central province has reported an outbreak after the first case was confirmed there over the weekend.

Quarantine authorities said all 72 heads of cattle and 23,000 pigs have been ordered destroyed with other livestock within a 500-meter radius of both farms ordered culled and buried as a precautionary measure.

The latest FMD outbreak that began on Nov. 29 has spread through five provinces and Incheon city, the country's second-largest seaport.

There have been 79 confirmed cases and several other outbreaks that have not been officially counted because the animals were culled before the test results came in. Seoul has ordered the culling of over 662,000 animals so far with 452,000 livestock slated to receive vaccines. - pna

PT Freeport Indonesia (PTFI) engaged in tin, gold and silver mining operations in Mimika regency, Papua province, is still in the forefront in preserving fauna and flora, including releasing the rare pig-nose turtles (Carettochelys insclupta).

Spokesman for PT FI Ramdani Sirait said from Timika on Sunday on Freeport`s involvement in preserving rare animals in Papua during 2010.

He said PTFI continued its efforts of taking the initiative of preserving the rare animals by facilitating the release of the rare animals into their natural habitat in Papua.

Ramdani said the effort was not only carried out by PTFI in 2010, but also on August 28, 2006. Freeport cooperated with the Animal Saving Center Network (JPPS) in Cikananga, Sukabumi, West Java, and the Directorate General of Forestry Protection and Natural Conservation of the Forestry Ministry had released at least 2,930 Carettochelys insclupta.

The rare and protected animals had been flown from Halim Perdana Kusuma airport in Jakarta to Timika, Papua, by cargo aircraft facilitated by PT Freeport Indonesia. The turtles had been set free into their natural habitat.

PNA: There had been fewer emergencies at the Changi Airport of Singapore last year in spite of the headline-making engine failures of superjumbo Airbus A-380 operated by Australian airline Qantas, an official said Monday.

Edwin Lim, head of planning of Changi's emergency unit, said the emergency unit of the airport responded to about 200 incidents last year, compared to an annual high of 250 to 270 five years ago.

Lim said this was partly due to a growing fleet of more advanced aircraft with better technology, the Straits Times reported Monday.

Most of the emergency incidents last year were minor cases such as a burst aircraft tire, but there were also a few that turned out to be serious, like the Qantas incident.

A Qantas A380 that had just departed from the Changi Airport on Nov. 4 last year was headed back after encountering engine problems. The flight made emergency landing in Singapore after suffering an engine explosion.

Qantas grounded its A380 fleet indefinitely after the incident.

Democrat Jerry Brown was sworn in Monday as California's 39th governor, taking over from Republican Arnold Schwarzenegger who left the office with a huge deficit for the golden state.

"The year ahead will demand courage and sacrifice," Brown said after taking the oath of office from California Supreme Court Justice Tani Cantil-Sakauye inside Sacramento Memorial Auditorium.

Former governors Arnold Schwarzenegger and Gray Davis were among the dignitaries in attendance.

Brown, 72, said the choices facing California's 38.8 million people are painful ones, apparently referring to the state's huge deficit.

California has faced several years of deep budget deficits and is confronting another estimated at 28 billion dollars through June 2012.

California's pioneering spirit will help the state overcome its awful financial condition, said Brown.

"The people of California have not lost their pioneering spirit or their capacity to meet life's challenges," he said.

"It is not just my family, but every Californian is heir to some form of powerful tradition, some history of overcoming challenges much more daunting that the ones we face today," he said. - pna

The supporters of the Thailand Patriot Network are not allowed to rally against Cambodia near the border in Sa Kaeo province as they planned, said Maj Gen Walit Rojanapakdee, commander of the Burapa Force, on Monday.

According to Bangkok Post online, Walit said he had coordinated with governor of Sa Kaeo province to hold talks with the network' s core leaders to ask them to rally only in Sa Kaeo's Khoke Soong district.

He said the rally near the Thai-Cambodian border area was not allowed as it could create problems for local residents.

There has been concerns that the rally would further strain the relations between the two countries after seven Thais, including the Democrat MP Panich Vikitsreth and the Thailand Patriot Network leader Veera Somkwamkid, were detained by Cambodian military on Wednesday when they were visiting a disputed border area.

Chaiwat Sinsuwong, a core leader of the network, said at a press conference on Sunday that some supporters of "yellow-shirts, " a political movement to which the network belongs, would rally against Cambodia on Monday in the eastern border province of Sa Kaeo, to call for the release of the seven detained Thais. - pna

Asia | Middle East / Fence Between Turkey and Greece
January 04, 2011, 01:45:48 PM
Greece reiterated on Monday its determination to proceed to the construction of a fence along the land border with Turkey in order to curb the increasing flow of illegal migration, despite EU reservations.

"It is hypocritical when some people accused Greece until recently of failing to protect its borders, according to the Schengen Agreement, and now criticize us because we seek to boost the surveillance of our borders," said Greek Citizens Protection Minister Christos Papoutsis in a statement released on Monday.

In an interview with the Greek national news agency ANA earlier on Monday, Papoutsis officially announced the government's plan to construct a 12.5-kilometer barrier along the border with Turkey to keep out thousands of illegal immigrants entering the country and the EU each year.

The idea seems to have immediately met with skepticism in Brussels. Michele Cercone, the spokesperson for EU Justice, Freedom and Security Commissioner Cecilia Malstrom, commented that the construction of walls has been proven of short-term benefit but does not solve the challenge. - pna

Philippine Provinces / Flood in Saint Bernard, Leyte
January 04, 2011, 01:43:43 PM
PNA: The Saint Bernard town in this province was placed under state of calamity Tuesday after three people died due to the massive flooding.

With the state of calamity declaration, the town can now use its calamity fund, equivalent to five percent of its internal revenue allotment.

However, according to a report, Saint Bernard Mayor Rico Rentuza said that the fund is not enough to help the residents affected by the floods and landslides.

Based on the reports reaching the Office of Civil Defense, the three children killed in a landslide incident in Barangay Bolodbolod in Saint Bernard town were identified as Maria Fatima Discaryal, 5; her one-year-old brother, Rodel; and another boy, Jordan Lakipon.

Lakipon’s elder brother, Jimboy, 7, who was earlier reported to be missing, was found alive by some rescuers.

Based on reports, the three children were killed when their respective houses were hit by flood and mud spawned by the heavy downpour last Sunday.

Also Recabel Montederamos of Barangay Maanyag, Tomas Oppus town in Southern Leyte; and Patrick Pelaez of Barangay Pancho Villa in Sogod town also on Southern Leyte died.

Cherlyn Lubang of the Office of Civil Defense (OCD)-Eastern Visayas said that several barangays in Saint Bernard were hit by massive floods due to the incessant rain for the past days now.

Severely affected barangays were Tambis, Maria Socorro, San Isidro, Panyan, Carnaga, Ayahag, and Mahayhay.

Of these barangays, Tambis has the biggest number of affected families at 210 involving 910 persons.

About 18 families or 90 individuals from Maria Socorro were also displaced due to the flooding incident.

In Ayahag, 10 families composed of 40 persons were also affected.

Several families from Carnaga, Mahayhay, San Isidro and Panyan were also displaced but are now at the various temporary evacuation sites identified by the local government unit of Saint Bernard. - pna

World Daily News / Party Referendum in Israel
January 04, 2011, 01:39:52 PM
by Adam Gonn

Israeli Minister of Minorities Avishay Braverman, a member of the Labor party, called for a party referendum to be held later in January to decide whether or not the Labor party should remain in the government.

Braverman's remarks were echoed by his fellow ministers Isaac Herzog and Benjamin Ben-Eliezer, social affairs and trade and industry ministers, who both called on the Labor party to reexamine its participation in the government.

The Israeli Labor party that once dominated Israeli politics under the leadership of famed prime ministers such as Yitzhak Rabin and Golda Meir is again dominating the Israeli media. However, this time it's not the kind of news that the party would have hoped for.

Analysts here think the current leader of the party, Defense Minister Ehud Barak, is facing both internal and external criticisms in what some analysts say just the latest sign of the one-time political powerhouse's demise. - pna

The United States announced on Monday that it will renominate an ambassador candidate for Venezuela, raising hope that the two states would resolve their diplomatic dispute resulting from Venezuela's rejection of the current nominee.

U.S. State Department spokesman Philip Crowley said that the nomination of Larry Palmer has expired, saying "we will have to renominate an ambassador candidate."

"I believe, you know, that Larry Palmer's nomination formally expired with the end of the last Congress, so among the issues that we'll be evaluated is what to do in light of the step that Venezuela, unfortunately, took," the spokesman said.

"We are interested in good relations with Venezuela, and obviously that involves, among other things, having ambassadors at post who can help to, you know, manage that engagement," Crowley told reporters at a regular press briefing.

The U.S. embassy in Venezuela has not seen an ambassador since July when Patrick Duddy ended his tenure and left. Venezuelan President Hugo Chavez has been blocking U.S. nominee of Larry Palmer, alleging that Palmer had made blatantly disrespectful remarks about his country.

Palmer suggested earlier this year during his confirmation process that morale is low in Venezuela's military and that he was concerned Colombian rebels are finding refuge in Venezuela. - pna

World Daily News / Missing Japanese Aircraft
January 04, 2011, 01:33:25 PM
Japanese police, firefighters and Self-Defense Forces helicopters on Tuesday morning began searching for a small aircraft that went missing Monday with two people aboard in Kumamoto Prefecture in western Japan, Kyodo News reported Tuesday.

The aircraft, piloted by Hiroshi Koda, a 53-year-old doctor from Shunan, Yamaguchi Prefecture, with his wife on board, lost radar contact about two minutes after leaving Kumamoto Airport at 5:12 p.m. Monday for Kitakyushu Airport, according to the report.

Some 100 people taking part in the search began climbing the 942-meter-high Mt. Yago in the town of Ozu about 15 kilometers northeast of Kumamoto Airport, the area where the plane went missing, with three Air Self-Defense Force choppers covering the search site from the air, the report said.

Koda had landed the aircraft at Kumamoto Airport at around 5 p. m. after taking a family trip to an island with his wife and their two children. The two children got off at the airport before the plane took off for Kitakyushu, the report said, quoting the police.

Japan's Ministry of Land, Infrastructure, Transport and Tourism said the aircraft carried fuel only enough to continue until around 7:20 p.m., adding that several aircraft received an unidentified distress signal over the Kyushu area Monday which may have been issued by the missing aircraft. Science and Research / Astronomy Events for 2011
January 04, 2011, 01:09:23 PM
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), in its Astronomical Diary for January 2011, cites astronomical phenomena, like meteor shower, partial solar eclipse and the planets' night glow in the sky intended for skywatchers.

Department of Science and Technology (DOST) Undersecretary Graciano Yumul Jr., PAGASA Officer-in-Charge issued the chronology of events among the heavenly bodies as prepared by the Space Sciences and Astronomy Section (SSAS), headed by its OIC, Engr. Dario L. Dela Cruz.

For meteor shower, the annual Quadrantid meteor shower will be active from January 1 to January 7. The observation of its peak activity on January 3-4 in which meteors or “falling stars” can be seen at the rate of at least 40 meteors per hour. The shower will appear to radiate from the constellation of Bootes.

The Quadrantid meteor shower hits the Earth’s atmosphere at the rate of about 40 kilometers per second. The incinerated dust are said to be particles apparently derived from the debris ejected by the near-Earth asteroid 2003 EH.

In another phenomenon, a partial eclipse of the Sun will occur on January 4, 2011. However, it will not be visible in the Philippines. The eclipse will begin at exactly 2:40 p.m. (Philippine Standard Time). The partial eclipse ends when the penumbra leaves Earth at 7:00 PM (PST). It will be visible from much of Europe, North Africa and central Asia.

The planets glow at night and at dawn. On January 2 at around 5:30 AM, Mercury, Venus and Saturn will be found 8, 34 and 68 degrees above the eastern horizon, and will be glowing at magnitudes -0.1, -4.4 & +1.8, respectively. Venus and Saturn will remain visible in the morning sky, while Mercury ceases to view on the last week of the month.

Jupiter, Uranus and Neptune will be visible for observation at the night sky throughout the month. Jupiter will be easily located through its brightness as the sky darkens, while Uranus and Neptune will need a star map and a binocular or a modest-sized telescope for proper viewing.

Mars, the Red Planet, will be difficult to observe due to its proximity to the Sun during the month. (PNA)

The United States has criticized Belarusian authorities for terminating the OSCE mission in the country and called the decision "a step backwards" in the development of democracy in Belarus.

Belarusian authorities have discontinued the mandate of the Mission of the Organization for Security and Cooperation in Europe in the country's capital Minsk after Europe's top rights watchdog lambasted December's presidential elections.

"The United States deeply regrets the Government of Belarus' decision to terminate the Mission of the OSCE Office in Minsk... unfortunately, this is a step backwards in the development of democratic government and respect for human rights in Belarus," Philip Crowley said at a press briefing on Monday.

According to Crowley, the OSCE Mission in Belarus "was founded to assist the Belarusian Government in institution building, promoting the rule of law, and encouraging outreach to civil society," but these tasks have not been accomplished yet, judging by the results of the recent presidential elections in the country. - pna

Science and Research / Solar Eclipse in 2011
January 04, 2011, 11:31:25 AM
The first partial solar eclipse of 2011 will be visible from much of Europe, North Africa and central Asia on Tuesday.

The Moon's shadow will first touch Earth's surface in northern Algeria at 06:40 GMT. As the shadow travels east, Western Europe will be treated to a partial eclipse at sunrise.

The greatest eclipse will occur at 08:51 GMT in northern Sweden where it will have a magnitude of 0.858 (85.8 percent of the Sun's disk covered by the Moon's shadow).

Russia also lies in the penumbra's path. Residents of St. Petersburg and Moscow would witness a large magnitude partial eclipse at around noon local time (09:00 GMT) - magnitude 0.846 and 0.812 respectively - if the skies are clear.

According to NASA, four partial solar and two total lunar eclipses take place in 2011. This 4 to 2 combination of solar and lunar eclipses in a single year is rather rare, with only six expected in the 21st century (2011, 2029, 2047, 2065, 2076 and 2094). (PNA/RIA Novosti)

Science and Research / Humans and Pigs Genes
January 04, 2011, 11:08:49 AM
The sheer fact that pigs and humans are mammals means that we share some genes, but it is simplistic to put an actual figure on the amount of genetic material we have in common, Australian scientist said on Monday.

ABC Science reported on Sunday that human has a lot in common with pigs, and we are both omnivorous mammals that gain weight easily and are susceptible to the flu for starters.

However, according to animal geneticist Professor Chris Moran from Australia's University of Sydney's Faculty of Veterinary Science, broad comparisons by saying 98 percent of human genes are similar to a chimpanzee tend to be a little bit misleading.

All living organisms have genetic information encoded in deoxyribonucleic acid (DNA), divided into units called genes.

Information is transferred from the genes via a chemical called ribonucleic acid (RNA). Some RNA is translated into chains of amino-acid that make up proteins, the building blocks of every living cell.

Moran said the amount of genetic material we share with other species depends upon what you compare.

"Scientists have discovered about 20,000 mammalian genes that encode proteins with similar basic functions," ABC Science quoted Moran as saying. "So if you compare the protein-encoding portion of our DNA, we have a lot in common with a lot of mammals."

Professor Moran said mammals have most of the same genes for similar biochemical and physiological functions, and if we look at the details of the genes, there will be differences between them, but they will still be doing the same kind of function. - pna

Philippine Daily News / Philippines Cybercrime
January 04, 2011, 09:12:21 AM
Amid steady rise in online crimes, Senator Edgardo Angara is pushing for the passage of the Cybercrime Prevention Bill which aims to effectively prevent and punish online offenses such as hacking, fraud, cybersex and child pornography.

"Filipinos will always strive to keep in touch with the people they care about --and with the advent of the internet, it has become so much easier to contact them through Facebook and other online media. However, this has the unfortunate effect of attracting the criminals who want to take advantage," explained Angara.

According to recently released statistics, almost 30 million Filipinos used the internet on a regular basis in the past year.

An estimated two-thirds of the online population or nearly 20 million Filipinos use Facebook and other forms of social media.

To remedy the situation, Angara authored Senate Bill No. 52, otherwise known as the Cybercrime Prevention Bill. It seeks to effectively prevent and punish online offenses such as hacking, fraud, cybersex and child pornography through prison time or a hefty fine of at least P200,000.

"Measures to fight these online crimes must be put into place as soon as possible to protect the millions of Filipinos who use the internet on a regular basis. This threat to their civil liberties must be taken very seriously with a comprehensive set of laws concerning the World Wide Web," asserted Angara, chair of the Senate Committee on Science and Technology. - pna

Senator Pia Cayetano is determined to push through with more public hearings this year on the controversial Reproductive Health (RH) Bill even if the measure doesn't figure in the priority legislative agenda of the current Senate leadership.

Cayetano, a Senate minority bloc member, is chairperson of the Senate Committee on Health and Demography that oversees public deliberations on Senate Bill No. 2378, the Senate version of the RH Bill which is authored by Sen. Miriam Defensor-Santiago.

"There is a legislative process that must be observed and as Chair of the primary committee that is hearing the RH Bill, it is my duty to take the proposed measure through said process, whether or not it falls under the priorities of the current Senate majority," she stressed.

Cayetano’s committee has already conducted initial public hearing last October where resource persons from the so-called 'Pro-life' and 'Pro-choice' groups were invited, as well as experts from the medical community, women's groups and key government agencies.

"There are many components of the RH Bill, including the urgency to address the country's high maternal death rate and the need to lay down a national policy on family planning," she added. "The inputs of all stakeholders will be heard during said hearings." - pna

Philippine Daily News / DILG Officials Revamp
January 04, 2011, 08:58:47 AM
The Department of Interior and Local Government (DILG) is set to carry out a major revamp of its line bureaus on Jan. 16, Interior and Local Government Secretary Jesse M. Robredo said Monday.

Robredo told a press briefing at the DILG Central Office in Quezon City the revamp will effect DILG’s line agencies such as the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP) and Local Government Academy (LGA).

However, he declined to identify which officials will be reshuffled or given new assignments.

At the same time, Robredo said he is also eyeing the modernization of all jails in the country as a means to decongest the prison cells as part of the DILG's plans for 2011.

He said the DILG is planning to lease out jails to private contractors, but with BJMP personnel still manning the jails.

"Although the building will be leased by private contractors, it will still be the BJMP which would be in charge of the jails," Robredo said.

"This is a way for us to make our jails more modern and professional," he stressed, adding that the plan is to transfer the jails near the courts, for the convenience and speedy resolution of cases.

The Department of Health (DOH) has alerted the public against the danger of tetanus infection that maybe caused by firecracker-related injuries during the recent New Year celebrations.

DOH-National Epidemiology Center (NEC) director Dr. Eric Tayag advised the public to seek immediate medical treatment for firecracker injuries to avoid developing tetanus infection.

Tayag said tetanus is a type of bacteria that contaminates wounds and could be fatal if left untreated.

He also said that among the symptoms of tetanus infection are headache, lockjaw, high fever and weakness. It could develop from eight days to three weeks after sustaining the injury, he added.

On Monday, DOH said the number of persons injured or wounded due to firecracker blasts or burns, stray bullets and firework powder ingestion during the New Year revelry had reached 891.

The DOH said that of the 891 cases, 844 were caused by firecrackers, 36 by stray bullets, and 11 by firework ingestion. - pna

The committee on revision of laws of the House of Representatives recently approved for floor deliberation a consolidated measure declaring Chinese New Year as a special non-working public holiday.

For 2011, Chinese New Year falls on February 3.

The proposed measure -- a consolidation of House Bill nos. 1072, 611 and 2715 -- seeks to recognize the great contributions of the Chinese-Filipino in Philippine society and their rich cultural traditions.

"Considering our long relations with the Chinese many of whom have adopted the Philippines as their home, it is but just to help preserve some of their valued traditions," said Cagayan de Oro Rep. Rufus Rodriguez, who authored House Bill 1062 with his brother Abante Mindanao party-list Rep. Maximo Rodriguez Jr.

Aurora Rep. Juan Edgardo Angara said the bill would further strengthen Filipino-Chinese relations.

According to Angara, author of House Bill no. 611, the Filipinos' long association with the Chinese people has resulted in cultural enrichment.

By declaring the Chinese New Year as a non-working special holiday, mutually beneficial relations would be further enhanced, he said.

The House of Representatives' official stand on Ilocos Sur Rep. Ronald Singson, who is facing drug-related case in Hong Kong, is to await the decision of the HK court before taking any formal action.

This was the statement of House Majority Leader and Mandaluyong Rep. Neptali Gonzales II in relation to the proposal of a party-list lawmaker urging the House leadership to initiate moves to expel the Ilocos Sur solon.

"The official stand of the House is to await the decision of the Hong Kong court. Until such a time that he (Singson) is proven guilty, he still enjoys the presumption of innocent," said Gonzales.

"We will be waiting for the result before we take any formal action because he can still choose to plead not guilty and fight the case against him. There is still no reason for us to expel him," he noted.

Cavite Rep. Elpidio Barzaga believes it is still "premature" to discuss any disciplinary action against Singson as the case is still pending in court.

"At this stage, I think it would be premature to discuss any disciplinary action by the House against Rep. Ronald Singson. We have to wait for the final outcome of his case," he said

Singson, 42, was arrested at the Hong Kong airport in July 2010 after he was caught while allegedly carrying 26 grams of cocaine in his luggage. He is free on bail but cannot leave the Chinese territory.

Department of Justice (DOJ) Secretary Leila De Lima on Monday agreed to go to Hong Kong to testify before the coroner court pertaining to the hostage-taking incident at the Quirino Grandstand last August 23.

De Lima said that she expects a word from Malacanang Palace within the week in response to the memorandum she submitted to President Benigno Simeon C. Aquino III.

"I'm sure that within the week or so, I should be getting instructions from the Office of the President. They know about the time constraints. I think, I have to go as the chair of the Incident Investigation and Review Committee. Wala akong choice talaga, (I really don't have any choice)," De Lima said.

The DOJ chief added that they are exploring the option to get the statements of the witnesses here in the country just in case the Hong Kong authorities would insist to get the statements of all the 116 witnesses.

She added that she is trying to find out if the scope of the proceedings is covered by the Mutual Legal Assistance Treaty (MLAT). - pna

Philippine Daily News / Foreign Fugitive
January 04, 2011, 08:36:00 AM
The Bureau of Immigration (BI) arrested and deported a total of 15 foreign fugitives from July to December 2010 as the agency stepped up its campaign against aliens wanted for various crimes in their homelands.

The figure was almost double the number of deportations of fugitives in the first half of the year which stood at eight.

Immigration officer-in-charge Ronaldo Ledesma, who was appointed to his post in July by Justice Secretary Leila de Lima, said the fugitives are now either undergoing trial or serving their sentences in their countries of origin after being expelled from the Philippines.

The wanted foreigners were arrested by the BI-Interpol unit after hiding in the country for years to evade prosecution, Ledesma said.

They were placed in the blacklist of undesirable aliens and banned from re-entering the country.

Ledesma vowed to pursue without letup the campaign against foreign fugitives, saying, “Our country should not be used as a sanctuary for wanted criminals.”

He said the bureau will continue working with the Interpol and the different foreign missions in Manila to track down foreign fugitives believed hiding in the country.

Americans topped the list of the deported fugitives in the second half of 2010 with 11 deportees followed by two Koreans, one Swede, and one Japanese.- pna

he 175-foot tall station tower of the government-owned Radyo ng Bayan in Tandag, Surigao del Sur collapsed at around 3 a.m. Monday due to strong winds, the regional office here of the Philippine Information Agency (PIA) reported.

PIA is a sister agency of the Philippine Broadcasting Service (PBS) which operates Radyo ng Bayan under the Presidential Communications Operations Office (PCOO), headed by Secretary Herminio "Sonny" Coloma.

PIA-Caraga Regional Director Abner Caga said that Radyo ng Bayan-Tandag senior announcer Nerissa Espinosa confirmed to him that the station tower, situated within the Surigao del Sur Provincial Capitol compound, fell down after it was buffeted by unusually strong winds.

Philippine Daily News / NAIA 3 Case
January 04, 2011, 07:47:03 AM
Malacañang on Monday said the Washington decision on the disputed Ninoy Aquino International Airport Terminal 3 does not affect the Philippine government's right to operate the facility.

”We maintain and we continue to possess NAIA 3. It will not affect our right to operate NAIA 3,” Presidential Spokesperson Edwin Lacierda said at a press briefing.

Lacierda said that while they have not yet seen the copy of the Washington decision on the issue, he said the decision would not affect the Philippine government’s right to operate the disputed NAIA-3 terminal.

Last year, the government won the arbitration case filed by German airport operator Fraport AG and Piatco (Philippine International Airport Terminals Co., Inc.) -- the builders of NAIA-3 -- with the International Chamber of Commerce (ICC) in Singapore.

”We won already. The Singapore decision has not been reversed,” Lacierda said.

The Singapore decision was “final and executory”, that allowed for the full operation and grant of legal right by the Philippine government to airport terminal concessionaires.

Due to clash between parties, NAIA 3 only opened in 2008 after six years of being idle.

Lacierda said the government is expecting to fully operate NAIA Terminal 3 this year after finishing some repair works.

”We’re in the process of repairing some areas found to be detective. We have to ask [DOTC] Secretary Ping De Jesus for the time table on that. Hopefully, [it would be fully-operational] this year,” he said.

In 1997 and 1998, the Philippine government awarded Piatco the right to build and operate NAIA-3 by way of several concession contracts.

It finished construction in 2002 but, the following year, the Philippine government said the concession agreements were null and void.

Fraport AG and Piatco filed an arbitration case before the ICC, which the Philippine government eventually won. (PNA)

Technology / How to Detect Online Scam
January 04, 2011, 06:43:54 AM
By Steven Dino Groachik

It’s not always easy to spot a scam. Many times, checking with the BBB and other resources simply is not sufficient because the scam is too new. But when you are looking for a work at home opportunity of any kind, it helps to know what red flags to be aware of, whether in a job or business opportunity.

The first rule of thumb is can you follow the money? That is, can you figure out how the company will be earning money from your efforts? If you’re offering lifetime free services to someone and earning a large commission every time someone signs up, where does the money come from? It’s easy to tell yourself it can’t be a scam because no money is being spent, but you need to consider more possibilities. What information are you giving them? What about your customers? Can that be used against you? Do you have to download anything at any point? Spyware and/or affiliate commission theft could be the goal.

Second, is the pay commensurate with the effort you are putting forth? If they are offering 2-3 times the going rate for a job, but you have to pay for training, it’s probably a scam. They’re relying on your need to earn money and desire to earn lots of it with little effort to cloud your judgement. Similarly, if you are earning commissions for your efforts, does it look like the company you will be representing can possibly be making a profit? This is very similar to point #1 above, but worth considering on its own.

Next, what kinds of promises are being made to you and to the customer? Are they even remotely possible? This can be either a bad case of exaggeration, which may concern the FTC, or a sign of a scam. In either case you do not want to be involved.

In the case of home business, I am always wary of pre-launch hype from marketers I have never heard of. If they don’t have a name in the business, how do I know their product will be any good? It could just be a way to get information, get you to download something, etc., rather than the introduction of a real, quality product. Pre-launch marketing does get used by reputable marketers too, but not very often. After all, if you’re offering a quality product do you really need to get people excited about it before they can see it. It might be fun, but not all that necessary. Pre-launch hype also has a way of annoying potential customers, as they wade through months of excessive advertising and spam about the product. It generally makes much more sense for a company to launch a product when ready, rather than give a buyer time to change his or her mind because they’re tired of the hype.

There is no guarantee, however, that a given opportunity is a scam just because it looks like one. It is possible to misjudge, but you have to decide if you would rather miss an opportunity that could hurt you financially or destroy your reputation if it is a scam than take a chance on it. If too many warning flags go up, it is probably not worth it in my opinion, but you have to decide for yourself. - source: articlesource.com

Asia | Middle East / LeT operative David Headley a Spy
January 02, 2011, 09:36:27 AM
LeT operative David Headley, who scouted targets in Mumbai for 26/11 attacks, was a Pakistani spy working for ISI, whose chief Lt Gen Ahmed Shuja Pasha was possibly aware of the plot to strike India's financial hub, claims an investigative news report.

"In essence, US and Indian officials say, Headley was more than a terrorist: He served as a Pakistani spy," investigative American journalist Sebastian Rotella wrote in 'ProPublica.Com'.

Investigation into the Mumbai terrorist attacks by the US and Indian agencies, the news report said, has for the first time given a detailed account of how Pakistan's powerful ISI has been playing the "double game": acting as a front-line US ally in the fight against terror while supporting selected terrorist groups which serve Pakistani interests.

AFP completes P8.6-B road project in Samar (Feature)
By Ben Cal

MANILA, Dec. 31 (PNA) -- No amount of rebel attacks prevented the Philippine Army Engineering Brigade from completing the construction of the P8.6-billion circumferential mega road project in Samar that interconnects the island’s three provinces that will spur economic development in the Eastern Visayas region.

Maj. Gen. Mario Chan, Commanding General of the Army’s 8th Infantry Division, said that even before the start of the project, the National Democratic Front-Eastern Visayas (NDF-EV) of the New People’s Army (NPA) spearheaded by Santiago Salas mounted a propaganda campaign branding the construction of the noble project as “militarization.”

But the NPA/NDF/EV miserably failed in their deception as the people of Samar expressed support for the construction of the circumferential road network that connects the provinces of Samar, Northern Samar and Eastern Samar, Chan said.

“No one can stop the people from progressing. Not the selfish desire of the Communist Party of the Philippines to grab power, not the lies of the National Democratic Front, not the terror being carried out by the New People’s Army,” he added.

The Army general said that for the record, the Millennium Challenge Corporation (MCC) granted a loan of US$ 200 million (P8.6 billion) to the government for the construction of the circumferential road to spur economic development in Samar, the country’s third largest island endowed with natural resources mostly untapped.

The road network that interconnects the three provinces will speed up business activity in the vast region, he said.

The propaganda line of the rebels has been “the government does not show concern for the people," but "how come the NPA/NDF/EV is opposing the construction of the road project that directly benefits the people?" Gen. Chan asked.

On the contrary, it is the NPA/NDF that wreaks havoc to the economy in Samar for attacking Army engineers who were constructing the circumferential road because no private construction firm dared to accept the job because of the presence of communist rebels in the area, he said.

At the same time, Gen. Chan accused the CPP/NPA/NDF of doing nothing to improve the welfare of the people.

“While it is also true that land reform and national industrialization are needed for development as what they are claiming, why is it that the CPP-NPA-NDF has not done anything to pursue these noble undertakings?” he said.

It could not be denied that the requisite for the land reform and national industrialization to be realized is to have roads and bridges to bring products to the market and for the people to commute safely.

Gen. Chan said that the regional and provincial development plans of the provinces of Samar and neighboring Leyte province led by Gov. Paul Daza of Northern Samar, Gov. Sharee Ann Tan-Delos Santos of Samar, Gov. Conrado Nicart Jr. of Eastern Samar, Gov. Jericho Petilla of Leyte, Congressmen Raul Daza and Ben Evardone, Congresswoman Milagrosa Tan and other chief executives down to the municipal level in the whole Region 8 are supporting the project.

He said the presence of the military is to protect the people from rebel attacks and extortion activities.

NPA rebels have been responsible for the bombings of cell sites and communication satellites, burning of buses and construction equipment, and destruction of irrigation machines and infrastructure in the region, Gen. Chan said. (PNA)

Philippine Daily News / Go Green
January 02, 2011, 09:25:21 AM
Department of Environment and Natural Resources (DENR) Secretary Ramon J.P. Paje has urged the public to "go green” in celebrating Christmas.

According to Paje, besides Christmas and money, the color green should also be equated with “the color of the environment, which is one thing that Filipinos should also think of in this time of celebrations.”

“This is the season when tons of garbage are produced after all the parties and gift-giving,” Paje said.
“We enjoin each Filipino to be responsible enough, especially in disposing their trash, so as not to wreak further havoc to our already degraded environment,” he noted.

For gift-giving, Paje suggests reusing Christmas wrappers or recycled paper and reusable bags or “bayong” to put gifts in. He also recommends giving live plants as gifts, and patronizing products of companies or organizations known to implement green practices.

AFP says NPA preventing rebels from surrendering during Christmas truce
By Ben Cal

MANILA, Jan. 1 (PNA) â€" The military has said the New People’s Army (NPA) is preventing rebels who want to surrender during the 19-day Christmas truce â€"- an indication that many rebels would like to abandon the movement.

"The suspension of offensive military operations (SOMO) by the Armed Forces of the Philippines (AFP) in observance of the Yuletide season “has encouraged some members of the NPA to return to the fold of the law,” the AFP said in a statement.

But despite the move by the NPA leadership, eight NPA fighters, including a ranking guerrilla leader defied the order and surrendered to Mayor Vicente Imano of Cagayan de Oro City.

They also yielded high caliber weapons, including an M60 machine gun.

The AFP said that in Occidental Mindoro, a group of NPA rebels sent fillers to surrender and the military arranged a rendezvous site where they would meet. However, other rebels got wind of the impending surrender.

“Some NPA members were on their way for a pre-arranged surrender before the commander of the 80th Infantry Battalion, Lt. Col. Roger Percol, when other members of the rebel group fired upon the military men waiting, forcing the soldiers to take combat position,” the AFP said.

The mass surrender was aborted, the AFP said, but this did not prevent one NPA rebel from sneaking in and surrendering to the government troops. The rebel also turned in one M-16 assault rifle.

The AFP has called on the NPA leadership not to harass rebels who want to surrender peacefully so they can live a normal life.

“Instead of preventing them, they should reconsider why their own comrades would leave the revolutionary movement and join the mainstream society,” the AFP said.

Despite this incident, however, all AFP units in the country shall continue to observe the ceasefire agreement during the duration of the holidays, but shall remain prepared to address any untoward or violent incident that might be perpetrated by lawless group, the AFP statement said.

The flow of NPA rebels returning to the fold of the law is expected to continue this year with the implementation of the new AFP Internal Peace and Security Plan (IPSP) dubbed as “Bayanihan.”

The new strategy calls for a multi-stakeholder approach to peace and security and the protection of human rights. Its focus is winning the peace and not just defeating the enemy.

The AFP said the NPA is known for its violent act of purging their own members â€"- young and old â€"- suspected of planning to surrender or acting double agents for the government.

Col. Antonio Parlade, spokesman of the Philippine Army, said the latest victims of NPA purging were Bobong Lumbanayan Anduyo, alias “Iso,” and Rito Mawang, alias 'Jeffrey’ whose bodies were exhumed by joint military and police operatives in a remote village in Sitio Pundasyon, Barangay Concepcion, Laak, Compostela Valley in Davao.

Anduyo and Mawang were both members of the Southern Regional Guerrilla Unit, Southern Mindanao Regional Committee (SMRC).

It may be recalled that the NPA purging started in the early 1980s when hundreds of NPA rebels suspected as “spies” were executed by their own comrades in various parts of Luzon, Visayas and Mindanao.

The purging was labeled as “Operation Zombies.” (PNA)

Philippine Daily News / Basic Health Service
January 02, 2011, 08:56:37 AM
PIA - The Congressional Commission Science Technology and Engineering (COMSTE) prioritizes for 2011 the delivery of basic health services to the country’s remote areas and identifies National Telehealth Project to assist in the fulfilment of this top priority program.

Telehealth is a project inititated by the University of the Philippines and the Manila National Telehealth Center (UPM-NTC) and combines healthcare and technology for the delivery of health services even to far flung areas.

The Telehealth project will enable doctors to remotely diagnose patients in rural and far flung communities. This will be possible through the use of SMS and MMS services, video conferencing, and email referrals. At present the project has ten sites in four provinces, complete with workstations and training centers.
There were 1,389 telehealth referrals from remote doctor in a span of 34 months .
Department of Health Secretary Dr. Enrique Ona, a member of the COMSTE health panel stated that Information and Communication Technology plays an important role in moving towards universal health care.

Senator Edgardo Angara, COMSTE Chair said, " that aside from improving basic health care services and delivery to remote areas, telemedicine will create the foundation for digital medical records. By collecting data from patients all over the country, transitioning to a digital medical record system will become easier. The collection of digital records also creates a centralized information system that can be utilized by PhilHealth and its members.

He added,” "telehealth has the potential to become a game changer for the country. That is why I have set PHP 100 Million for funding from the 2009 budget for this program."

Philippine Provinces / Pyrotechnic Devices Destroyed
January 02, 2011, 08:35:34 AM
Cebu City police officials Friday destroyed an estimated P3 million worth of pyrotechnic devices, rejecting the owner's suggestion to donate these for the Sinulog festivities.

The destruction was illegal, said lawyer Noel Archival, representing Brian Lim. For one, it did not have the permission of the Department of Environment and Natural Resources (DENR), he said.

Archival tried to convince Senior Superintendent Ramon Melvin Buenafe, director of the Cebu City Police Office (CCPO), to let Lim donate the pyrotechnics to City Hall for the Sinulog. But Buenafe followed Cebu City Mayor Michael Rama's order.

Before the CCPO's last flag retreat for 2010 Friday, the police soaked Lim's seized products and other confiscated firecrackers.

The City Treasurer's Office and the City Intelligence Branch confiscated the pyrotechnics from the outlets of Lim's Pyroworks Pyrotechnic Perfection stalls in a mall last Dec. 7. - pna

Philippine Provinces / Quezon City Review
January 02, 2011, 08:29:57 AM
PIA: Quezon City made its biggest leap forward in 2010 â€" in political, social and economic pursuits.
In politics, QC gave the nation four big names: President Benigno Simeon “Noynoy” Aquino III, Speaker Feliciano Belmonte, Jr., Mayor Herbert “Bistek” Bautista and Congressman Jorge “Bolet” Banal, Jr.
Their remarkable election victories practically crippled the ruling party of outgoing President Gloria Macapagal Arroyo after the May 10, 2010 elections.

At the Batasan, former QC Mayor Belmonte, who won as representative of QC’s district 4, defeated Lakas-Kampi-CMD Party’s bet for the House leadership with a wide margin. Other lower house members from QC were third-term Congressman Vincent “Bingbong” Crisologo of District 1, and neophyte Representatives Winston “Winnie” Castelo of District 2, Bolet Banal of District 3 and Bernadette “BH” Herrera-Dy of the Bagong Henerasyon party-list. .

In the local elections, Bistek trounced his closest rival Mike Defensor who was then widely known as a Gloria loyalist. The new Mayor’s running mate, Joy Belmonte, also won.
In District 3, Defensor’s father, another Gloria loyalist, also lost; Bolet Banal clinched the district’s congressional post.

The 2010 elections also placed the Quezon Memorial Circle (QMC) on the Philippines’ map. Suddenly, QMC became a big name like Manila’s Rizal Park because of Noynoy’s miting de avance and then his victory “street party” in the Circle. Both events had resulted in drawing more and more visitors to the park.
Still on the political front, Quezon City continued heaping praises on its governance achievements, but this did not make the new QC mayor too complacent about success. With the benchmarks and expectations now much higher and the challenges and problems growing in scale, Mayor Bautista still saw it imperative to pursue tangible and worthy programs that will promote not only QC’s social and economic development, but, political stability, as well.

“Propelling the city to progress is a shared leadership and I am willing to share this principle adopted by my predecessor in leading QC at its best competitive form, not only regionally, but globally, as well,” Mayor Bautista said.

The new Mayor acknowledged that the problem of poverty and informal settlements would be the most daunting challenge for his administration. But, from his first day in office, the Mayor had shown determination to pursue and adopt strategies to save the city’s 1.17 million informal settlers from the threshold of extreme poverty.

“Working to save the poor is not a popularity contest… We have to do even the most politically unpopular strategies --- if it is these strategies that will best save the most lives,” the youthful mayor said.

To date, plans are underway for the acquisition of 6.2 hectare property at Zabarte Road in Barangay Kaligayahan for development as site for a socialized housing project for the city’s poor. Mayor Bautista underscored the importance of creating more socialized housing communities for the city’s informal settlers to give them the capacity to become more valuable participants and contributors to development. The Mayor has created the Task Force on Socialized Housing, headed by secretary to the mayor Tadeo Palma, to facilitate the acquisition of properties that need to be developed into decent housing communities for informal settlers.

The Bautista housing program is a reminder that Quezon City has to be a city for the working man, as the Father of the City â€" President Manuel Luis Quezon â€" had envisioned. President Quezon wanted his dream city to be “a working man’s paradise” â€" a place where laborers and employees, the helpless, homeless and poor citizens could have a house and lot of their own, according to historian Prof. Bernardita Reyes Churchill.

All book publishers in Quezon City will have to furnish the city public library with at least five copies of all their printed books free of charge to the QC government.

This may have to be complied with if the proposed ordinance for this requirement would become a law.
Councilor Julienne Alyson Rae Medalla, the author of the proposed measure, said that books are the cheapest and still the most effective tools for imparting information, achieving educational growth and for recording, preserving and disseminating the nation’s cultural heritage.

Also, it is a declared policy of the state to ensure that all quality-produced books are made available to the public through libraries and schools, Medalla said.

She also said that in Quezon City , it is imperative that these books be made available to the public through city libraries and public elementary and high schools.

Under the proposed ordinance, within a period of 30 days from the date of any printed book is first delivered out of the press, the publisher of such book, whether private or government, individual or juridical person, shall furnish at least 5 copies of the book, free of charge.

A tax credit equivalent to 100% of the value of the books disseminated to the city public library shall be given to the publisher who complied with the minimum requirement of this ordinance.

Any person who violates any provision of this act shall be subject to a fine of not less than P2,000 but not exceeding P5,000. Subsequent violations shall be subject to P5,000 fine and suspension of business permit. - pia

Philippine Provinces / Clean Cebu City
January 02, 2011, 08:26:57 AM
Cebu City Mayor Michael Rama hopes for a cleaner city in 2011, saying his administration has been working hard to achieve this.

Rama said his administration has reestablished the rule of law by putting a stop to vigilante-style killings in his first six months as mayor.

City Hall, he said, has also focused on solving the problems of traffic and garbage collection around the clock, as well sent the signal that errant workers will not be tolerated.

“Carbon used to be a jungle before. It has not completely changed yet, but it made some good appearance because its alleys and streets are now passable. People are no longer afraid to go there,” Rama said.

His most significant accomplishment for the year, by his own reckoning, is changing how people perceive the Cebu City Medical Center (CCMC). It now has an atmosphere of hope, he said.

The previous administration planned to sell the hospital, but Rama was able to convince his predecessor, Rep. Tomas Osmeña (Cebu City, South District), to let him handle the CCMC.

Rama admitted he still has to address red tape in City Hall, as paperwork for asphalting, paving and street lighting projects is still in the processing stage. - pna

Philippine Provinces / Encouragement fr Cardinal Vidal
January 02, 2011, 08:18:37 AM
Cebu Archbishop Ricardo Cardinal Vidal has encouraged believers to make spiritual growth part of the search for progress.

“If the Lord is calling us to witness a new year, He has something in store for us, that is always for the good of all of us, unless we try to put a barrier along the way,” he said in his New Year’s message which centered on hope and continuity.

The cardinal hosted a press conference in the Archbishop’s Residence along D. Jakosalem St. in Cebu City for his last New Year’s Day message as archbishop of Cebu.

Cardinal Vidal, 79, is retiring in two weeks.

“Providence always has something good for us. The Lord wants us to be good Christian citizens,” he said.

Cardinal Vidal emphasized that everyone is working for progress but this should go beyond “worldly wealth.”

The Catholic Church also celebrates the World Day of Peace Saturday.

He cited a message from Pope Benedict XVI that religious freedom is rooted in the dignity of the person and must not be ignored or overlooked.

“Without the acknowledgement of one’s spiritual being, one fails to find answers to the deepest questions about life’s meaning and even fails to have authentic freedom,” he said.

Incidents of theft and murder suggest that “we are not tending well to our people,” he said.

The prelate, recently commended by Congress for his work as a peacemaker, called on the priests to continue their work.

“To my successor, may he continue what we have begun. But the method might be changed because each leader will have their own way of looking at things,” he added.

Cardinal Vidal will be succeeded by Archbishop Jose Palma, who is currently bishop of the Palo diocese in Leyte province.

“Usually, we understand each other and we are confident that he is mature enough that he knows what to do. As usual, we consult our former bishop and ask how things should be done,” he added. (PNA)

Twelve persons were injured from firecracker blasts at the height of the New Year celebration in Bataan even as law enforcers confiscated voluminous illegal pyrotechnics in the province.

Hospital authorities in Pangasinan rejoiced because the number of firecracker explosions they treated up to noontime of New Year’s Day was much lower than last year’s and even the previous revelry.

At least 26 victims of firecracker explosions were tallied by the Region 1 Medical Center (R1MC) as of 12 noon on New Year’s Day, much fewer than what was registered by the same hospital in last year’s revelry.

The figure reflected the injuries for the whole province of Pangasinan since the countdown of the Department of Health’s “Oplan: Iwas Paputok” began Dec. 21, 2010.

There were 48 victims of firecracker explosions last year for the same period. At least 11 of these had their hands or fingers amputated.

Dr. Michael Canto, spokesperson of R1MC, attributed the much lower injuries this year to the success of “Oplan: Iwas Paputok” program that appealed on the consciousness of parents to rein in their children from going out in streets to witness the revelry. - pna

Philippine Daily News / Total Firecracker Ban
January 02, 2011, 07:50:38 AM
By Joel C. Atencio

The Department of Health (DOH) said on Saturday it is eyeing a total firecracker ban throughout the country to achieve zero casualty rate during the annual New Year celebrations.

This was announced by Health Undersecretary Mario Villaverde during a New Year’s Day press conference at the DOH Central Office in Sta. Cruz, Manila.

Villaverde said they are alarmed over the increasing number of fireworks-related injuries and casualties every year.

The DOH official said they would be pushing for a total ban on the use of firecrackers as the government is doing its best during the last two decades convincing Filipinos to do away with lighting up firecrackers during the New Year revelry.

Villaverde noted that the increase in number of injuries was due to the proliferation of cheap, low quality and prohibited piccolo that injured a bigger number of children.

A significant big number of bystanders who were injured and a high percentage of active users under the influence of alcohol contributed to the increase.

“We appeal to those injured to see a doctor immediately to prevent tetanus, a highly fatal result of wounds caused by firecrackers,” Villaverde said, adding that the "Kampanya Kontra Paputok" surveillance ends Jan. 5. - pna

Philippine Daily News / Better Police in 2011
January 02, 2011, 07:49:07 AM
The Philippine National Police (PNP), citing its accomplishments during the past year, is optimistic that a much better police service will be rendered by the organization to the public in 2011.

PNP spokesman Chief Supt. Agrimero Cruz Jr. said the 137,000-strong police organization recorded significant gains in its Integrated Transformation Program (ITP) and its campaign against criminality throughout the country.

”The gains we achieved for the past year will serve as our motivation to provide better police service for 2011,” said Cruz.

He noted that the PNP scored heavily in its law enforcement and anti-criminality operations, recording almost 40 percent decrease in the number of crimes for the period January to November 2010.

Cruz said that a total of 276,872 crime incidents were reported, which was 39.7 percent lower than the 459,130 recorded during the same period last year.

Philippine Daily News / No Major Sea Accident
January 02, 2011, 07:47:02 AM
The Philippine Coast Guard (PCG) on Saturday disclosed virtually zero major maritime accidents in 2010.

Admiral Wilfredo Tamayo, PCG commandant, said no major accidents happened. “Virtually, it’s zero maritime accidents this year. No major accidents to speak of. We have two but it does not involved local vessels. These are foreign vessels but it happened in our waters,” Tamayo told reporters.

Tamayo said this showcased good working relationships and teamwork between neighboring coast guards.

The PCG commandant said this is largely attributed to lesser number of storms or weather disturbances, government’s more proactive preparations and the greater maritime safety consciousness or awareness on the part of shipowners, ships’ crew, and the riding public. - pna

Philippine Daily News / Peaceful Christmas
January 02, 2011, 07:44:30 AM
The Philippine National Police (PNP) high command said on Saturday this year's celebration of the Yuletide season was generally peaceful with lesser number of firecracker-related and stray bullet incidents throughout the country.

PNP chief Director General Raul Bacalzo attributed this significant improvement to the vigilance of the police in enforcing prohibitions against illegal firecrackers and indiscriminate firing of guns, the heightened awareness of the public through government and non-government organizations information efforts and the inter-agency coordination by health officials, local governments and law enforcers.

“I must congratulate all police units for maintaining their vigilance throughout the holiday season. I would also like to thank the various government agencies as well as the public for their continuous support and cooperation,” said Bacalzo.

According to PNP spokesman Chief Supt. Agrimero Cruz Jr., the chief PNP and National Capital Region Police Office (NCRPO) chief Director Nicanor Bartolome continuously monitored the situation in different police stations and hospitals in Metro Manila and other key cities.

Cruz said that during the New Year’s Eve revelry, the PNP noted fewer firecracker-related injuries this year while only 16 stray bullet incidents were being validated, down from 33 incidents last year based on Dec. 16, 2010 to Jan. 1, 2011 time frame. - pna
