SORSOGON CITY, Jan 31, 2012 (PIA) -- The Department of Environment and Natural Resources (DENR), through the National Solid Waste Management Council (NSWMC), recognized eight local government units (LGUs) in Bicol for its effective implementation of solid waste management as specified in the mandate of Republic Act 9003 otherwise known as "Ecological Solid Waste Management Act of 2000."
The awarding was done yesterday, January 30, at the DENR office in Rawis, Legazpi City.

Environmental Management Bureau (EMB) regional director Eva Ocfemia said that the recognition was divided into two categories where Category 1 refers to LGUs that have the most materials recovery facility (MRF) in every barangay or group of barangays in its area of coverage, while Category 2 refers to LGUs implementing effective strategies in terms of waste reduction and segregation, has a functional MRF, and successfulin managing its bio-degradable wastes.

The cities of Naga and Sorsogon, the town of Magarao in Camarines Sur ,and Pilar in Sorsogon bagged the award for the first category, while the city of Legazpi and the towns of Bulan, Irosin, and Magallanes in the province of Sorsogon were chosen winners for Category 2.

Meanwhile, DENR executive director Joselin Marcus Fragada reminded anew LGUs across the region that have not yet implemented the proper waste management and disposal to put it into practice the soonest possible time so as not to face penalties once the law on Ecological Solid Waste Management is strictly enforced.(DENR News/BR-PIA Sorsogon)

Jagna - Bohol / Jagna Has Rich Cultural Heritage
February 22, 2020, 02:26:33 PM
By Joe Espiritu
Sunday Post: March 2006

At long last the authorities are starting to realize the Jagna has a rich cultural heritage after all. When the Jagna Culture and Arts Council, JCAC, decided to put up a commemorative book, the first chapter was about the pre Hispanic past. A writer contended that Jagna was already an organized community with its culture and traditions. Although the ancient folks left no written records or permanent structures except stone hedges, the practice of secondary burial could be found.

Survey of the probable burial grounds by the writers of the commemorative book located some of them. One was in Cantagay and another Canupao point. Both were found in grottos or small caves. Both areas were vandalized. In Cantagay, a coffin was thrown out of the grotto and the bones were scattered. There was an evidence treasure hunting nearby. In Canupao where there was abundance of old bones, none are found now.

There are stories of other gravesites in Jagna. One is in Larapan, another in Odiong. At present JCAC writers are trying to locate a burial ground in Cansanga. Here may be other sites and hopefully, they have not yet been vandalized. The characteristics of burial grounds are they are found in small caves beneath cliffs. Most are almost inaccessible. Coffins for adults and infants may be found. Several skeletons occupy one coffin. Ceramic shards are usually found around the coffins.

Anthropologists say that those graves are evidences of secondary burial. Recent dead are buried in shallow graves then are exhumed after several years then placed in boat shaped coffins in small caves. The practice is almost similar to those to the mountain people of Luzon . They mummify their dead by smoking the cadaver then buried in almost inaccessible places like cliffs.

If several burial grounds are found farther inland, it means that Jagna was already a thriving community before the Spaniards came. There was already a division of labor like farmers and fishermen, craftsmen like carpenters and weavers as well as traders. That means we did not just come down from the trees.

JCAC writers had collected pieces of old bones and coffin splinters in such sites to have them carbon dated to determine their age. All living beings, plant or animal, absorb carbon during their lifetime. The absorption ceases when the creature dies. Along with the common carbon, a carbon isotope called Carbon 14 is also absorbed. Carbon 14 is radioactive, which means it radiates energy and while it radiates, it also deteriorates into another form of carbon.

The half-life of Carbon 14 is 5,730 years, which means a mass of Carbon 14 becomes one half after 5,730 years. Then this mass becomes half in another 5,730 years. The limit of Carbon 14 dating is 50,000 years. A margin of error is established at 300 years. A rough analogy may be made like thus. A kilogram of ice will melt in half if left under room temperature says 32 degrees Centigrade in thirty minutes.

If a kilogram block of ice left in a room 32 degrees warm weighs one half kilogram afterward, this means the block is in the room thirty minutes. If the same block weighs one-fourth kilogram, it mean the block is there for one hour. If the block weighs one-eighth kilogram later, it means it had been there for an hour and thirty minutes and so on.

Now that we are becoming culture conscious, local authorities would perhaps pass laws regulating treasure hunting and prevention of vandalism of burial sites. All artifacts found must be identified and if possible be the property of the town. Stiff penalties must be imposed to prevent violations. In doing so Jagna will preserve her cultural heritage, whatever was left of it.

INQUIRER: The Civil Service Commission has clarified that the 14-day self-quarantine of government employees who traveled to COVID-19 affected areas either for personal or official reasons would not be charged against their leave credits. According to a memorandum dated Thursday and signed by CSC chairperson Alicia dela Rosa-Bala, the rule also applies to government workers like frontline personnel, health workers, and immigration officials who were advised to conduct self-quarantine due to high risks of contracting the COVID-19. The provincial government of Davao Oriental along with all its 10 municipalities and one component city have passed the 2019 Good Financial Housekeeping, affirming these LGUs' honesty and full transparency in spending and auditing of public funds.

The Department of the Interior and Local Government has released yesterday the official list of passers who have complied with the GFH standards.

Among the criteria for passing the GFH include: Qualified or Unqualified Commission on Audit Opinion for CYs 2017 and 2018, and the compliance with Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings such as Annual Budget, Statement of Receipts and Expenditures, Annual Procurement Plan or Procurement List, and Bid Results On Civil Works, Goods and Services and Consulting Services, among others.

Governor Nelson Dayanghirang lauded the provincial government offices for their efforts in ensuring transparency, accountability, and excellent performance in governance, especially in utilizing public funds. He also congratulated all component local government units of the province for their performance and for ensuring strict adherence with the guidelines and policies set by the law with regards to the use of public funds.

The Good Financial Housekeeping is one of the seven areas of assessment set by the DILG for LGUs before getting the Seal of Good Local Governance. The Seal is a requirement for LGUs in order to receive grants from national government agencies.

DAVAO CITY (PIA) – Following major policy changes related to the implementation of the Universal Health Care (UHC) Law late last year, Philhealth XI has planned out massive information dissemination especially at the grassroots level.

Field Operations Division Chief of Philhealth XI Fiilbert Bryan L. Sollesta  bared during the Media Forum held Friday at the Royal Mandaya Hotel that the office is joining barangay caravans to reach out members and be able to explain the changes and benefits as it ensures that universal coverage and financial risk protection is delivered to all Filipinos.

Philhealth XI admitted that communicating these policy changes to the public is a big challenge.

It hopes to maximize all of its PhilHealth AKOs or Advocates and Knowledge Officers  who are barangay health workers as their voice down at the grassroots. The PhilHealth AKOs will be updated on these policy changes and will be dispatched to help residents in their respective barangays understand the policy changes. (FGM)

Philippine Provinces / Range of Philhealth Benefits
February 22, 2020, 02:12:08 PM
PIA Davao City: One of the changes in its policy is the granting of "immediate eligibility" to its members who are now classified as either direct or indirect contributors.
Contrary to the previous policy on the "9/12 month rule" that requires members to have at least paid nine months within  the past year for them to avail the benefits, with the UHC Law all Filipinos get automatic availment to a range of PhilHealth benefits.
" However, we need to make it clear to everyone that while it is true that we already follow immediate eligibility, those who have not yet registered with PhilHealth should first register with us. Also, we emphasize that since the IRR of the UHC Law was approved last November 22, 2019, premium contribution should have been paid starting November 22", said Germaine Tan of Philhealth XI. (FGM)

The premium adjustment come in increments for the next years until the 5 percent will be reached.
" We assure our members that while these adjustments are being implemented, the PhilHealth as cited in the UHC law and the implementing rules and regulations that we institute packages that provide more benefits to the members", said PhilHealth XI Acting Regional Vice-President Dr. Hector P. Philippine Provinces / 3 Bays of Mati City

#SunStarTalkingHeads

STATEMENT OF CITY OF MATI MAYOR MICHELLE NAKPIL RABAT ON THE ACCEPTANCE OF 3 MATI BAYS INTO THE MOST BEAUTIFUL BAYS IN THE WORLD LIST

The initial application was for Pujada Bay to be included in the prestigious list of the Most Beautiful Bays in the World, but the MBBWA (Most Beautiful Bays in the World Association) accepted not just Pujada Bay but also included Mayo Bay and Balete Bay in the list.

Now all three bays in the City of Mati are in the list of MBBWA which is a testimony of how beautiful our waters are. This rare feat now becomes a challenge for us to do more and persevere in our efforts for the protection and preservation of our environment.

The inclusion of our bays in the list would surely be a big boost not just in our conservation effort but also in our tourism industry as more tourists are expected to visit our city and enjoy the bays.

We would like to thank the Provincial Government under the administration of Gov. Nelson Dayanghirang for initiating the effort for Pujada Bay's inclusion to the Most Beautiful Bays in the World list.

Most especially we thank the people of the City of Mati for their cooperation and participation in cleaning, preserving, and protecting our bays.

We still have a long way to go. Being included in the list is the least difficult part, staying in the list is more challenging.
So to all Matiños I urge you to keep our bays clean like our very own backyard. As your City Government vow to provide more infrastructure and facilities that would help the bays maintain its clean and pristine condition that made it as 3 Most Beautiful Bays in the World.

Bible Study / 1 Samuel Chapter 01
February 21, 2020, 05:44:43 AM
1 Samuel Chapter 01
1And there is a certain man of Ramathaim-Zophim, of the hill-country of Ephraim, and his name [is] Elkanah, son of Jeroham, son of Elihu, son of Tohu, son of Zuph, and Ephrathite,

2and he hath two wives, the name of the one [is] Hannah, and the name of the second Peninnah, and Peninnah hath children, and Hannah hath no children.

3And that man hath gone up out of his city from time to time, to bow himself, and to sacrifice, before Jehovah of Hosts, in Shiloh, and there [are] two sons of Eli, Hophni and Phinehas, priests to Jehovah.

4And the day cometh, and Elkanah sacrificeth, and he hath given to Peninnah his wife, and to all her sons and her daughters, portions,

5and to Hannah he giveth a certain portion -- double, for he hath loved Hannah, and Jehovah hath shut her womb;

6and her adversity hath also provoked her greatly, so as to make her tremble, for Jehovah hath shut up her womb.

7And so he doth year by year, from the time of her going up into the house of Jehovah, so it provoketh her, and she weepeth, and doth not eat.

8And Elkanah her husband saith to her, 'Hannah, why weepest thou? and why dost thou not eat? and why is thy heart afflicted? am I not better to thee than ten sons?'

9And Hannah riseth after eating in Shiloh, and after drinking, and Eli the priest is sitting on the throne by the side-post of the temple of Jehovah.

10And she is bitter in soul, and prayeth unto Jehovah, and weepeth greatly,

11and voweth a vow, and saith, 'Jehovah of Hosts, if Thou dost certainly look on the affliction of Thy handmaid, and hast remembered me, and dost not forget Thy handmaid, and hast given to Thy handmaid seed of men -- then I have given him to Jehovah all days of his life, and a razor doth not go up upon his head.'

12And it hath been, when she multiplied praying before Jehovah, that Eli is watching her mouth,

13and Hannah, she is speaking to her heart, only her lips are moving, and her voice is not heard, and Eli reckoneth her to be drunken.

14And Eli saith unto her, 'Until when are thou drunken? turn aside thy wine from thee.'

15And Hannah answereth and saith, 'No, my lord, A woman sharply pained in spirit I [am], and wine and strong drink I have not drunk, and I pour out my soul before Jehovah;

16put not thy handmaid before a daughter of worthlessness, for from the abundance of my meditation, and of my provocation, I have spoken hitherto.'

17And Eli answereth and saith, 'Go in peace, and the God of Israel doth give thy petition which thou hast asked of Him.'

18And she saith, 'Let thy handmaid find grace in thine eyes;' and the woman goeth on her way, and eateth, and her countenance hath not been [sad] for it any more.

19And they rise early in the morning, and bow themselves before Jehovah, and turn back, and come in unto their house in Ramah, and Elkanah knoweth Hannah his wife, and Jehovah remembereth her;

20and it cometh to pass, at the revolution of the days, that Hannah conceiveth, and beareth a son, and calleth his name Samuel, 'for, from Jehovah I have asked him.'

21And the man Elkanah goeth up, and all his house, to sacrifice to Jehovah the sacrifice of the days, and his vow.

22And Hannah hath not gone up, for she said to her husband, 'Till the youth is weaned -- then I have brought him in, and he hath appeared before the face of Jehovah, and dwelt there -- unto the age.'

23And Elkanah her husband saith to her, 'Do that which is good in thine eyes; abide till thy weaning him; only, Jehovah establish His word;' and the woman abideth and suckleth her son till she hath weaned him,

24and she causeth him to go up with her when she hath weaned him, with three bullocks, and one ephah of flour, and a bottle of wine, and she bringeth him into the house of Jehovah at Shiloh, and the youth [is but] a youth.

25And they slaughter the bullock, and bring in the youth unto Eli,

26and she saith, 'O, my lord, thy soul liveth! my lord, I [am] the woman who stood with thee in this [place], to pray unto Jehovah;

27for this youth I prayed, and Jehovah doth give to me my petition which I asked of Him;

28and also I have caused him to be asked for Jehovah, all the days that he hath lived -- he is asked for Jehovah;' and he boweth himself there before Jehovah.

Philippine Provinces / Regional Task Force ELCAC
February 20, 2020, 10:14:01 PM
The provincial government of Davao Oriental is optimistic that starting next year, the province will be able to implement big-ticket projects under the President's Whole of Nation Approach to Attain Sustainable Peace and to End Local Communist Armed Conflict for its priority barangays.

During the Workshop of the Regional Task Force ELCAC on Monday, February 17, held in Davao City, the province of Davao Oriental along with other provinces in the Davao region, has come up with the list of priority Quick Impact Projects – mostly infrastructure and livelihood projects,  which bid to foster peace and end the long-running Communist insurgency.

Quick Impact Projects are those projects proposed by the local government units and national government agencies for implementation in 2020 in the cleared barangays.

Governor Nelson Dayanghirang together with his team composed of the municipal and city mayors with their respective planning officers and the province's chiefs of the military, police, and the Department of the Interior and Local Government sat down during the workshop in order to firm up the list of projects for implementation to be presented at the Regional Development Council this week.

Department of Budget and Management (DBM) Secretary and concurrent Cabinet Secretary for Regional Development and Security (CORDS) Sec. Wendel Avisado, during the workshop, assured that there will be funding for these priority projects in the barangays declared as "cleared" by the security sector.

For the entire Davao region, 55 villages have been identified as priority barangays, ten of which are from Davao Oriental.
Aside from the Quick Impact Projects, the provinces have also identified High-impact Priority Projects. These projects are set to be incorporated to the 2021 budget proposals of the regional line agencies which will later be endorsed to the Regional Development Council. These projects will then be submitted to the agencies' central offices before it reaches the DBM.

Secretary Avisado urged the agencies to submit projects tagged as convergence projects under RTF-ELCAC since it is the priority of the national government to cater communities vulnerable to armed conflict.  "On our part, we will endeavor to prioritize all RDC-endorsed RTF-ELCAC priority projects during the technical budget hearing of all department agency proposal for final inclusion to the National Expenditure Program."

"We would like to see something happening in our midst – the change the people are waiting for in the longest time," he said. "Let the people see the changes happening in their respective communities," he stressed.

He further urged the local government units to involve the communities in the implementation of the project to provide jobs and giving them the sense of ownership on these projects.

Monday's activity is an offshoot of the series of other workshops under the RTF which started last January. Provincial Information Office

Philippine Provinces / Best Bay in the World
February 20, 2020, 10:10:51 PM
GOOD NEWS!

The Pujada Bay in the City of Mati, Davao Oriental has been officially named as one of the Most Beautiful Bays in the World.

The provincial government has just received the confirmation today through an official communication from the Most Beautiful Bays in the World Association (MBBWA).

"I am pleased to inform you that the Board of Directors has voted in favor of accepting Pujada Bay, but also Mayo and Balete Bays together as a new member of the Most Beautiful Bays in the World Association. Congratulations and welcome," said Mr. Michel Bujold, World President of the MBBWA, in a letter addressed to Davao Oriental Governor Nelson Dayanghirang and City of Mati Mayor Michelle Rabat.

Ms. Dolores Valdesco, Head of the Environment and Natural Resources Office (ENRO) and one of the technical persons for the province's application, said that the MBBWA is set to send their recommendations for implementation, which include the inclusion of Mayo and Balete Bays in the City of Mati to the official documents.

Last month, two top officials of the Club of the Most Beautiful Bays in the World from France and Canada: Treasurer Mr. Guy Rousset and General Manager Mr. Bruno Bodard, visited the province to conduct a four-day validation and site visit at the Pujada Bay. During their stay, both officials expressed how impressed they were of Pujada Bay's beautiful and rich seascapes and landscapes.

Following the validation, the officials submitted their on-site visit report to the Board Members of the Most Beautiful Bay of the World who gave the official nod for the Pujada Bay's inclusion to the prestigious association.

Governor Nelson Dayanghirang said he is happy with this new milestone for the province. "One of the reasons we applied Pujada Bay to the Most Beautiful Bays in the World Club is to share its magnificent assets to the people of the world who would like to experience the natural and cultural richness of our place. The people of Davao Oriental are very proud of Pujada Bay and consider it a jewel of the province. It is, therefore, a top priority in terms of maintenance and enhancement of its natural beauty because this is a God-given gift that is meant to be shared and enjoyed not only today but more so in the coming years and the generations to come," Governor Dayanghirang said.

The official awarding of the certificate is set to be handed over to the officials of the province of Davao Oriental and the city of Mati during the MBBWA's annual congress in Morocco this coming October. PIO

Press Release
DAVAO CITY- The Hog Farmers Association of Davao  is urging for the government to implement a selective banning of pork meat from ASF areas instead of a total ban from the region as the depopulated hogs account for about 2% of the hogs in the region. Currently the group is promoting pork meat as safe to eat and that ASF is not transferable to humans. Eduardo So, president of HFAD said the misconceptions and stigma could wipe out the hog industry in Davao. (PIA RG Alama)

PIA DAVAO DE ORO: Alyas Cailyn, former rebel, joined today the declaration of the CPP-NPA-NDF as persona non grata in the town of Mabini. She was recruited to join the communist movement because she was convinced that her problem as a battered wife will be solved by group. She said that even without a degree, she was assigned to be a dentist in an outreach and extracted teeth of two persons. She surrendered last 2018 because she has doubts already on the principles and actions of the movement. She recalled that the mother of one of her former comrades almost died in a hospital because the promised support from the movement was not given to them. (mlu)

Bohol Latest News / Waterworks System in Barangays
February 19, 2020, 05:38:21 PM
Press Release
PROVINCIAL GOVERNMENT PARTNERS WITH MUNICIPAL GOVERNMENTS IN THE EFFORT TO ESTABLISH WATERWORKS SYSTEMS IN WATERLESS BARANGAYS

The provincial government will start with the procurement of Geo Resistivity equipment for ground water exploration to efficiently address the lack of water sources in 69 percent of the 1,109 barangays in Bohol.

This is to ensure that the additional water sources to be identified and explored are apt for sustainability.

So far, 18 municipalities had submitted 349 level-1 water sources to the Bohol Environment Management Office, and the Provincial Planning and Development Office was furnished a copy of the list.

The records at the BEMO and PPDO also show that there are 243 waterless barangays located in 24 towns. This means 22 percent of the 1,109 barangays in Bohol are waterless.

The information was presented during the meeting of Governor Art Yap and officials from the Provincial Engineers Office (PEO), Provincial Budget Office (PBMO), Provincial Planning and Development Office (PPDO), Bohol Environmental and Management Office (BEMO), and Office of the Provincial Agriculturist (OPA).

The planned long-term program to provide wáter supply to waterless barangays was discussed during the meeting, where Yap proposed that the provincial government will provide wáter impounding projects to be located in strategic areas and the municipal governments will provide for the pipings to tap wáter supply from the impounding facilities.

Press Release
PROVINCIAL GOVERNMENT PLANS TO IMPLEMENT A PROGRAM ON EARLY DETECTION OF AILMENTS THROUGH COMMUNITY DOCTOR-AND-NURSE TANDEMS COUPLED WITH ELECTRONIC HEALTH RECORD SYSTEM THAT WOULD MAKE IT EASIER FOR CONSTITUENTS TO AVAIL OF ASSISTANCE IN MEDICAL CHECK-UPS AND HOSPITALIZATION WITHOUT QUEUEING AT THE CAPITOL; AND THIS IS IN REFERENCE TO THE INPUTS FROM FORMER DOH SECRETARY PAULYN JEAN UBIAL WHO PAID A COURTESY CALL TO GOVERNOR ART YAP YESTERDAY

Former Department of Health Secretary Paulyn Jean Ubial yesterday paid a courtesy call to Governor Art Yap and shared notes for the establishment of an effective program on early detection of ailments where the tandems of doctors and nurses will be employed to monitor health conditions of constituents without swamping government hospitals with patients.

Gov. Art Yap also consulted former Health Sec. Ubial on the implementation of an electronic health record system that will pave for a system where the constituents will just have to present an ATM card that already contains the identity of the patient and the assistance available to him from the provincial government.

This way, the constituents needing medical check-up and hospitalization need not go through the hassle of processing their supporting documents just to avail of assistance from the Capitol.

On the other hand, the early detection of ailments and serious diseases by tandems of community doctors and nurses who would monitor the health conditions of the constituents right in their homes and communities will allow medical interventions at an earlier stage. This way, serious illnesses would be cured or, at least, be given attention before they worsen.

Philippine Archive / Benefits of Yacon Juice and Tea
February 17, 2020, 01:35:23 PM
Feature: Yacon juice and tea
by Ma. Susana O. Encarnacion
Yacon juice and tea are beverages developed from Smallanthus sonchifolius or more popularly known as yacon.

According to the Food and Nutrition Institute of the Department of Science and Technology (FNRI-DOST), Yacon is associated with gut health. It is rich in fructooligosaccharides (FOS), a prebiotic stimulating the growth of good bacteria which enhances mineral absorption. FOS is a non-digestible form of carbohydrates that lowers blood sugar levels and improves the health of the intestines. Its benefits are not fully maximized because yacon tubers are perishable and its nutritional content and FOS significantly decreases during post harvest storage.

To maximize the benefits form yacon, the FNRI-DOST came up with a technology on development of beverage products from yacon in the form of juice and tea. This FNRI technology has undergone laboratory studies and is in the process of undergoing its pilot-scale study.

For more information on the benefits of Yacon, contact: Dr. Mario V. Capanzana, Director, FNRI-DOST, General Santos Avenue, Bicutan, Taguig City; Telefax Numbers: 837-2934 and 837-3164; email: mvc@fnri.dost.gov.ph, mar_v_c@yahoo.com; website: http://www.fnri.dost.gov.ph. PIA DAVAO: Twelve (12) concrete fence walls of Davao City Police Office were painted with artists' skills purposely to create awareness especially to the young ones, as part of the DCPO'S intensified campaign to End Local Communist Armed Conflict (ELCAC).

Police Colonel Kirby John Kraft, City Director, said the mural painting started on January 15, 2020.
The main story of the painting aims to "spread the word"out there about what the PNP wants to change in the community by not supporting the Joma Sison's criminal group, emphasizing "criminal" since they are used to terrorize, extort from businessmen and create atrocities generate fear and violence among the populace.

"We initiated this for a good cause," said PCol Kraft. "There's a larger issue than many people may be aware of. The extremism of the CPP-NPA-NDF and their recruitment especially to students. "

For the record, students and younger generations are most likely to be persuaded to join the rebel/terrorist group because of their minority and their discernment on political issues can easily be fed with false ideologies, their being impulsive and adventurous.

Philippine Government / ASF in Davao
February 17, 2020, 01:26:03 PM
DAVAO ORIENTAL – Securing insurance for hogs and other livestock is now an option strongly recommended by the provincial government to hog and livestock raisers to avail of amidst the threat of the African Swine Fever (ASF).

Provincial Veterinarian Dr. Eric Dagmang called on all hog raisers in the province, as well as raisers of other livestock, to avail of the insurance program offered by the Philippine Crop Insurance Corporation (PCIC) under the Department of Agriculture (DA).

Under this free insurance program, livestock raisers can receive compensation in case of livestock mortality. "This will greatly help our farmers and livestock raisers," said Dr. Dagmang.

Dr. Dagmang said that livestock raisers only need to go to their Municipal or City Agriculture Office to have their livestock registered. They can also go directly to the Provincial Agriculture Office compound. Currently, scores of farmers and livestock raisers have already availed of the program.

However, he clarified that this program is not only limited to diseases such as ASF but also for other livestock illnesses.

The PCIC provides insurance cover to livestock, such as cattle, carabao, horse, swine, goat, sheep, poultry, and game fowls and animals. By Provincial Information Office

On the COVID-19

The Palace confirms that the Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF) has resolved to lift the travel restrictions imposed upon Taiwan, effective immediately. Accordingly, travel may now be made by any national to Taiwan from the Philippines and vice versa.

The lifting of travel restrictions for Taiwan has been agreed by the members of the IATF by reason of the strict measures they are undertaking, as well as the protocols they are implementing to address the COVID-19.

Meanwhile, the IATF will likewise evaluate other jurisdictions, including Macau, for the possible lifting of the imposed travel ban after their submission of the protocols being observed by their government which prevent potential carriers of the said virus from entering and deporting their territory and enable others to determine the recent travel history of any traveler exiting their borders.

The Office of the President likewise stresses that any resolution relative to travel restrictions in connection with the COVID-19 shall be subjected to regular review by the IATF.

February 17, 2020, 10:05:35 AM
The diversity of radio content and programming, as well as the plurality of opinions expressed, is matched by the variety of broadcasting channels, according to the UN cultural agency, UNESCO.

Whether you listen to AM, FM or digital radio in your car, stream stations on the web, or download podcasts to your phone, you are experiencing what is the world's most widely consumed medium.

"Through the freedom it offers, radio is thus a unique means of promoting cultural diversity. This is particularly the case for indigenous peoples, for whom radio can be an accessible medium for sharing their experiences, promoting their cultures and expressing their ideas in their own languages," Director-General Audrey Azoulay stated.

Inspiration & Hope / Wisdom About Soap Bubbles
February 16, 2020, 06:30:57 AM
WISDOM ABOUT SOAP BUBBLES: Children and those with artistic imagination love to play with such extremely thin film water enclosing air that forms a hollow sphere due to  its magical spectacle that produce different colors and  interfere constructively and destructively when light shines and appears unto it. Each one of us exists in this a world like a soap bubble that usually lasts for only a few seconds before bursting, either on their own or on contact with another object. However, let us choose to be the one that interferes constructively in the life of any person we meet along the way. Let our life be an attractive and meaningful color to others' lives today before bursting out in this world as anytime from now we are bound to disappear like a bubble and be in eternal contact with our Creator in Heaven. REJECT ARROGANCE, PRIDE, ENVY AND REVENGE in our heart.  The good memories we leave to those behind us depends on how we could have appeared to everyone's life in the past.

QUEZON CITY, Jan 31 2012 (PIA) -- The ceremonial awarding of the heralds of microinsurance in the country will mark the culmination of the celebration of the Microinsurance Month, Tuesday night, Jan. 31, 2012 at the Philippine International Convention Center (PICC).

Themed as "Gabi ng Parangal at Pasasalamat sa mga Tagapagtaguyod ng Microinsurance," the event is meant to recognize and honor the microinsurance partners in the Philippines, who have tangibly supported the microinsurance industry with the number of policies contracted under the mutual benefit associations, life and non-life insurances.

Earlier, a group of microinsurance stakeholders in Metro Manila were provided training on microinsurance advocacy (TOMA) at the One Tagaytay Place from January 18-20, 2012. Also, an advocacy seminary (AS) on microinsurance was conducted at the Diamond Hotel on January 27, 2012.

Both events were slated as part of a nationwide roadshow on the "Financial Literacy on Microinsurance" campaign propelled by the Department of Finance – National Credit Council (DOF-NCC) and the Insurance Commission (IC) this year.

Microinsurance is a continuing program of the Aquino government that gained the support of various multilateral agencies Asian Development Bank (ADB) and the German Technical Cooperation (GIZ) targeted to help alleviate poverty in the country.

Designed for the low income group, microinsurance products are priced affordably for easy access by its target market. Typically, the premium or contribution per policy ranges from less than P1 to P20 a day. This means that the premium on a microinsurance can be as low as P30 per month with a maximum sum of guaranteed benefit not more than P200,000.

On January 10, 2007, Malacanang declared January 2007 and every year thereafter as the "National Microinsurance Month." (RJB/DBNV/ PIA-NCR)

The advisories and news from the national government and the World Health Organization have continually warning our country on the increasing 2019 Corona Virus Disease or COVID-19 outbreak (previously termed as 2019-nCoV ARD). Although there are no confirmed cases in our Region as of today, I am determined to implement precautionary measures in the city of Panabo and follow DOH AND DILG guidelines against the disease.

Therefore, I strongly encourage you to practice self-protection measures and avoid attending crowded places/events and other mass gatherings anywhere. All similar events organized by the barangay and city governments are ordered to halt until further notice. In light of the official guidance from the Department of Health through its advisory to refrain from organizing events that will draw a huge number of attendees, the City Government of Tagum announces the cancellation of some major activities lined up by the local government in the coming months, majority of which are events falling under the 22nd Araw ng Tagum and the Musikahan sa Tagum Festival 2020 celebrations, respectively.

The LGU assures the public that it is on top of the situation and is closely coordinating with the DOH and the Davao Regional Medical Center in case of a public emergency.

After a thorough deliberation led by Mayor Allan Rellon last night, the following events are hereby cancelled or postponed as hinged on the fact that these events are expected to draw a large crowd, to wit:

World Daily News / Mass Killing in Thailand Mall
February 09, 2020, 08:37:48 AM
By SAKCHAI LALIT and TASSANEE VEJPONGSA
Today
NAKHON RATCHASIMA, Thailand (AP) — A gunman described as a soldier angry over a financial dispute killed two people and then went on a far bloodier rampage Saturday in northeastern Thailand, shooting as he drove to a busy mall where shoppers fled in terror. At least 20 people were killed in all, 31 were injured and others were believed to be still inside the building as more gunshots rang out early Sunday.

Defense Ministry spokesman Lt. Gen. Kongcheep Tantrawanich said Sgt. Jakrapanth Thomma was behind the attack in Nakhon Ratchasima, a hub for Thailand's relatively poorer and rural northeastern region. Much of the shooting took place at Terminal 21 Korat, an airport-themed mall filled with colorful Lego sculptures, a merry-go-round and huge replicas of landmarks from around the world.

Video taken outside the mall showed people diving for cover as shots rang out mid-afternoon Saturday. Many were killed outside the mall, some in cars, others while walking.

PAL ADVlSORY / January 31, 2020
As of 1PM

The Department of Health has determined that a 38-year-old Chinese lady is confirmed to be positive for the novel Coronavirus (nCoV).

We acknowledge that the person concerned was a passenger on our flight PR 2542 from Dumaguete to Manila on January 25, 2020.

We are cooperating fully with the DOH and the Bureau of Quarantine in the process of contacting passengers on the said flight, in accordance with established safety protocols for dealing with a case of this nature.  We have provided the BOQ with the necessary flight manifest data accordingly.

The BOQ will take charge of placing the concerned passengers and crew under medical observation. These passengers will be guided on the next steps. We are also working to trace any onward journeys made by these passengers and crew on other flights, in case there is a need for BOQ to contact other people for precautionary medical observation.

We have placed the flight crew (two pilots and four cabin crew) on quarantine.

SAFEGUARDS AND PREVENTIVE MEASURES PAL IS UNDERTAKING

We reaffirm Philippine Airlines' constant readiness to promote the safety of our passengers and crew in compliance with the highest international public health standards.
In concert with the health authorities, robust preventive measures are in place to protect our passengers, including:

1. Thorough disinfection of aircraft -  We ensure a more intensive cleaning and disinfection process for the aircraft that we use on routes to and from China, in addition to the regular daily disinfection measures that we take for our entire fleet and on all routes. As much as possible, we are assigning specific aircraft to be used only on the China routes, and arranging to park aircraft at designated remote areas of the Ninoy Aquino International Airport.

2. Filtering of the cabin air - All our aircraft are equipped with special HEPA filters and air circulation systems that constantly refresh the air on board and have been proven to protectively filter and protect against most coronaviruses. As a result, the cabin air environment is considered safer than other public spaces with no special filtration systems.

3. Thermal scanning of all arriving passengers, coupled with screening measures at key departure airports - In addition to the systems installed by the Philippine Bureau of Quarantine and foreign health agencies in major airports, we are pro-actively contributing thermal scanners for deployment at all domestic airports that we serve which may not yet have the latest facilities.

4. Wearing of face masks by cabin crew and provision of face masks to passengers, on request.  We shall also be adjusting the inflight service on China flights, to promote passenger health and safety.

5. Continued information campaign at the airports and on board our flights to promote sensible safety practices for travelers.
6. Coordinated system of reporting of any medical concerns, in collaboration with the concerned health authorities and the Philippine Bureau of Quarantine.

MAINLAND CHINA FLIGHT CANCELLATIONS AND REDUCTIONS

In the public interest, beginning February 1st, 2020, we are reducing our flights between Manila and mainland China by more than 50%.  There is a need to maintain a number of our flights on the various Manila-China routes, so that we can serve the urgent travel needs of our passengers, including many Chinese nationals returning to the mainland following their Lunar New Year holidays, and Filipinos who are returning home from their stays in China.

Nonetheless, we will further reduce our China flights in the coming weeks, based on our daily assessment of the situation and subject to guidelines and instructions from the DOH/BOQ and concerned government authorities.

We will post the list of cancelled flights accordingly.
(These reductions are in addition to the recent cancellation of all our charter flights from China.)
FOR THE PUBLIC'S INFORMATION
We are taking active guidance from the government authorities and international health experts to ensure the effectiveness of our prevention and mitigation measures. We comply with any restrictions imposed by governments for certain categories of travelers, including restrictions announced by the Governor of Cebu. In particular, we have already been implementing a strict policy of not accepting passengers from the Hubei province of China.

In our long tradition of public service over the last 78 years, we at Philippine Airlines recognize our solemn duty to the flying public, over and above our normal business interests.  Rest assured that we will always hold your safety as our top priority, our top priority is the safety of the flying public and our flight and cabin crew.
Thank you.

State-run Southern Philippines Medical Center in Davao City (SPMC) and Davao Regional Medical Center (DRMC) in Tagum City assured the public that they have the "capability and expertise" to handle patients with the novel coronavirus (2019-nCoV).

"In terms of medical centers, we are now very capable of handling this especially in trying to isolate patients because aside from laboratory, we have isolation facilities. These isolation facilities can protect the health workers from getting contaminated because this is negative pressure, and also help patients' watchers so they don't get communicated," SPMC chief of hospital Dr. Leopoldo Vega said.

IMEE: NCOV TRICKIER THAN SARS
IS GOV'T READY FOR LONG-HAUL THREAT?

Senator Imee Marcos said the government must be ready to deal with months-long epidemic of the novel coronavirus, or 2019-nCoV, that the World Health Organization (WHO) has just declared as a Public Health Emergency of International Concern.

The ferocity of the 2019-nCoV became evident Thursday, as the European Centre for Disease Prevention and Control recorded more than 7,800 cases of infection in January alone.

It took six months for the Severe Acute Respiratory Syndrome (SARS) epidemic, which lasted from November 2002 to July 2003, to reach 5,000 cases of infection, according to a Johns Hopkins University report.

"Napakabilis ng pagdami ng mga kaso ng impeksyon hindi lang sa China kundi sa buong mundo. Ibig sabihin nito ay maaring tumagal pa ng ilang buwan ang problema.  Sana lang ay hindi madamay ang ating mga OFW sa iba't ibang bansa," Marcos said.

Marcos said the country's limited capacity and reliance on foreign expertise to promptly detect the 2019-nCoV virus called for "stronger measures than just advisories on face masks, hand-washing, and prayers."

Marcos added that the time window for the planned evacuation of Filipinos in Wuhan may have already closed, even as planes chartered by Japan, South Korea, the U.S. and France started to repatriate their nationals from the epicenter of the 2019-nCoV epidemic this week.

Citing that China had put on hold Thailand's evacuation of its nationals, Marcos said that at least 150 OFWs stranded in Wuhan should already be advised of plans to ensure their continued access to health and diplomatic aid and to communication with their families.

Marcos added that Filipinos in Wuhan may still have to brace themselves for momentary isolation from their families if they are repatriated, since precautionary measures will require them to undergo quarantine upon arrival. (30)

(Tagalog version)

World Health Organization (WHO) bilang isang Public Health Emergency of International Concern.

Poems and Poets / Arion by Alexander Pushkin

Arion
By Alexander Pushkin

A lot of us were on the bark:
Some framed a sail for windy weather,
The others strongly and together
Moved oars. In silence sunk,
Keeping a rudder, strong and clever,
The skipper drove the heavy skiff;
And I -- with careless belief --
I sang for sailors... . But the stiff
Whirl smashed at once the waters' favor...
All dead -- the captain and his guard! --
But I, the enigmatic bard,
Was thrown to the shore alone.
I sing the former anthems, yet,
And dry my mantle, torn and wet,
In beams of sun under a stone.

Loveliest of trees, the cherry now
By Alfred Hausman

Loveliest of trees, the cherry now
Is hung with bloom along the bough,
And stands about the woodland ride
Wearing white for Eastertide.

Now, of my threescore years and ten,
Twenty will not come again,
And take from seventy springs a score,
It only leaves me fifty more.

And since to look at things in bloom
Fifty springs are little room,
About the woodlands I will go
To see the cherry hung with snow.

Press Release Philippines / Filipino Military Reservist
January 28, 2020, 06:15:34 PM
Press Release: Mga doktor, abogado, engineers, nurses, at iba pang propesyunal, mas maeengganyo nang mag-sundalo

BILL FILED TO ALLOW VOLUNTEER WORKING ADULT PINOYS TO JOIN THE AFP AS RESERVISTS

Rep. Raul 'Boboy' Tupas (Iloilo 5th District), House Committee on National Defense and Security Chairman, has filed "Reservist Employment Rights Act" a bill that seeks to remove impediments to military reservist duty for working Filipinos.

"In recent weeks and months, a number of prominent people, mostly showbiz celebrities and government officials, have been admitted into the reserve force of our country's armed services. We also want to open the doors to reservist service to ordinary working Filipinos," Tupas said.

"However, there are chains preventing employed citizens from opting for reservist training and duty. House Bill 6077 seeks to remove those stumbling blocks and gain the open cooperation of employers in the private sector and government," the ranking solon and PMA alumnus added.

Tupas said, "the goal of HB 6077 is to encourage well-meaning and interested applicants from the private sector who would want to be given the chance to serve our country as members of military service preferably in non-combat units."

"Enabling working Filipinos to serve as military reservists will also help the AFP and Defense Establishment's objective of increasing the percentage composition in the officer corps and ranks of enlisted personnel to a substantial figure," the former army captain also said.

The congressman explained, "legislation is needed to make sure reservists have jobs to return to without any demotion and no loss of pay, benefits, and seniority."

"HB 6077 is also needed to prevent employers from discriminating against job applicants who are reservists or intend to become reservists," he added.

"One way to appreciate the win-win gains of HB 6077 is how, through the implementing rules, the DOLE, DND, CSC, ECOP, and organized labor can institutionalize a reservist program for working Filipinos," Tupas suggested.

Tupas pointed out that HB 6077 provides for seven days of military duty leave with pay per year. The bill also has a provision for tax benefits and incentives for employers who enable their personnel to be reservists.

"The implementing agencies can, using the IRR,  make the military duty leave and the incentives key features of a reservist program because companies and government offices can schedule volunteering employees for availment of the military duty leave,"

"Participating companies and offices would be sharing in the honor of reservist duty. The IRR can provide for awards for employers who participate. They, too, can have their own badge of honor," Tupas said.

The congressman said, "soldiers have a massive reservoir of goodwill among the citizens they serve. Citizens see our soldiers as heroes, not as oppressors, criminals, protectors of organized crime, or human rights violators."

"HB 6077 seeks to tap into this reservoir of goodwill so there can be more volunteer reservists from able-bodied and patriotic working citizens," Tupas said. (END)

January 28, 2020, 09:16:08 AM
Tubabao Island, Guian, Eastern Samar in the Philippines was used by the International Refugee Organization (IRO) in 1949 and 1950 to provide a temporary refuge for 5,000 Russian refugees escaping from China.

The Russians were survivors of the Bolshevik Russian Revolution of 1917 and Russian Civil War of 1919-1920, when the Tsarist autocracy was overthrown by the socialists. Some Russians managed to escape and took refuge in foreign lands.

Many of them moved to China, especially Harbin and Shanghai. Most of these refugees survived the Second World War but the communists took power in China and thus the IRO requested all countries around the world to provide accommodation to the Russians. The Philippines volunteered, and offered the Tubabao Island.
The Russian refugees later were granted to stay in the United States, Australia, Canada and South American countries. Most refugees became citizens of the countries in which they settled.

Balikbayan finds ulang production profitable
by Benjie S. De Yro
QUEZON, Nueva Vizcaya, January 31, 2012 (PIA) -- A former accountant of an insurance company in the United States discovered the economic potentials of the fresh-water prawn , ulang (Macrobrachium rosenbergii), four months after he ventured into its production.

Frederick Yang, owner of the Yang Farm in Barangay Maddiangat in this municipality netted P19,000 from his 0.1 hectare ulang pond after he stocked it with 6,500 post larvae ulang.

Regional Director Urdujah Tejada of the Department of Science and Technology said Yang is one of the recipients of the Small Enterprises Technology Upgrading Program (SET UP) when the latter approached the agency and expressed his desire to further develop his 3.4 hectare farm which is planted to rice, high value crops and rubber.

In a simple harvest festival held recently in the Yang Farm, Frederick said he was convinced of the sincerity of the government to really assist fish farmers to improve their productivity.

"I don't know anything about such project on ulang. I first ventured into tilapia and red tilapia culture after I attended a seminar in Manila," he said.

As his initial ulang venture, Yang was able to net an income of P19,000 or a 58 percent return of investment. Like the rest of the other ulang growers in the region, the DOST, through World Fish Center, has introduced the use of vegetables as alternative feeds to cost-cut production and to limit the use of commercial feeds.

Hermogenes Tambalque, Aquaculture Scientist of World Fish and a former consultant of DOST said commercial feeds should only be applied to induce the growth of algae which becomes natural food for the species.

After that, commercial feeds usage should be minimized while the use of vegetables left-over as feeds is encouraged.

Meanwhile, Tejada lauded the efforts of Yang who started planting 20,000 rubber trees in his farm. The Director said he might be the first in Northern Luzon to venture into rubber plantation farming.

She assured Yang that like in his ulang ponds, the DOST will provide the necessary technology on rubber once the trees are ready for harvest. (BSY/PIA 2)

Mangrove tree planting to highlight World Wetlands Day
SAN JOSE, Antique, Jan. 31, 2012 (PIA) -- The Department of Environment and Natural Resources will spearhead the mangrove tree planting in observance of the World Wetlands Day on February 2, 2012.
Based on the Ramsar Convention on Wetlands (www.ramsar.org), February 2 each year is World Wetlands Day. It marks the date of the adoption of the Convention on Wetlands on February 2, 1971, in the Iranian city of Ramsar on the shores of the Caspian Sea.

In Antique, according to Vivian Develos, Protected Areas, Wildlife and Coastal Zone Management Services Coordinator, the DENR has initiated various activities in support to the celebration.

One of these is the scheduled mangrove planting of CENRO-San Jose (Community Environment and Natural Resources Office) at the wetlands of Hamtic, along the national highway. This area is surrounded with fishponds and home of various water creatures.

In addition, CENRO Culasi is also set to conduct community assemblies in their area of jurisdiction to lecture on the importance of wetlands in the sustenance of living organism including human beings.

Develos said wetlands are in various types regulated by water such as ricefields, marshes, deltas, swamps, and lakes.

Wetlands are vital to our existence, Develos explained. They are important sources of water for domestic, agricultural and industrial use, sources of food and above all are vital to regulate ecosystems and maintain biodiversity.

In relation to this, DENR appealed for the protection and conservation of wetlands. A community can do so much in the elimination of pollutants to the wetlands, said Develos.

Proper management and disposal of domestic wastes can save the wetlands and all organisms that depend on it for existence, she concluded. (JSC/MLG/PSM-PIA6 Antique)

NGO to hold free breast, cervical cancer screening
by Hazel F. Gloria
CEBU CITY, January 31, 2012 (PIA) -- A Cebu-based NGO Ramon Aboitiz Foundation, Inc (RAFI) and Vicente Sotto Memorial Medical Center (VSMMC) will hold a cervical and breast cancer screening activity for free on Feb. 4 at the Eduardo J. Aboitiz Cancer Center (EJACC) Conference Room located within the VSMMC compound in Cebu City.

EJACC executive director Ronald delos Reyes said the activity is an opportunity for women to detect pre-cancerous growth or any malignancy for cervical and breast cancer.

"This screening, which has limited slots, is open to the public at a first come, first serve basis. It is also part of RAFI's advocacy to undergo early detection measures to prevent breast and cervical cancer," delos Reyes added.

The screening hopes to encourage the women to undergo early detection measures especially maintaining a healthy lifestyle and nutrition, exercise, proper hygiene, and avoiding stresses and vices to prevent breast and cervical cancer, Delos Reyes stated.

Based on the Metro Cebu population-based Cancer Registry of RAFI breast cancer is the leading cause of cancer-related deaths among Cebuano women.

From 1993 to 2007, De los Reyes bared that EJACC recorded some 3,005 reported breast cancer cases in Metro Cebu.

Cervical cancer, on the other hand, is the second most common cancer among Cebuano women. The average number of cervical cancer cases totalled 829 from 1993 to 2007, according to the Cancer Registry of RAFI.

EJACC reported that there is a continuing increase of breast and cervical cancer incidence in Metro Cebu over the past 10 years, caused by lifestyle and health-related factors.

De los Reyes further said that EJACC is a program under the Integrated Development focus area, one of the five key focus areas in RAFI's comprehensive approach to elevating lives and communities.

For more information about the screening activity, please contact EJACC at 254-6351 or 256-3287 and look for Gina Mariquit. (mbcn/hfg/PIA-7 & RAFI)

DSWD brings Pantawid Pamilya program to Dumaguete City
by Rachelle M. Nessia

DUMAGUETE CITY, Jan. 31, 2012 (PIA) -- Pantawid Pamilyang Pilipino program officially rolled out in Dumaguete City on Jan. 27, 2012 with 1,326 potential beneficiaries in 26 barangays in Dumaguete City, according to Bella Tse, provincial coordinator of the Pantawid Pamilya program in Negros Oriental.

The implementation kicked off with an orientation conducted by the Department of Social Welfare and Development (DSWD) for members of the program's city advisory committee and city action team.

Participants during the orientation were social workers, midwives, city health personnel, school principals, barangay officials and staff from the City Social Welfare and Development Office (CSWDO).

The head the Pantawid Pamilya program's Compliance Verification Unit Leonidas Cañete, said the orientation is a crucial part in the program's implementation.

"Pantawid Pamilya is compliance-based, so our partners in implementing the program should know how to verify compliance of the beneficiaries and do it accurately," said Cañete, who also served as the resource person during the orientation.

Asked why the poverty alleviation program is being implemented in an urban area like Dumaguete, Cañete said: "What we are trying to reach here are the pockets of poverty. Even in big cities, poverty still exists."

Cañete stressed that said program is not implemented as a solution to poverty but rather helping reduce the incidence of poverty in the country.

Pantawid Pamilya is the national government's flagship program for poverty alleviation targeting the poorest families with children up to 14 years old across the country. (mbcn/RMN/PIA-Negros Oriental)

NGO urges public to collect, propagate seeds to create native tree forests in CV
by Hazel F. Gloria
CEBU CITY, January 31, 2012 (PIA) -- As part of the GREENIN Philippines Program, a Cebu-based NGO, Ramon Aboitiz Foundation, Inc (RAFI) calls on the public to collect and propagate seeds to contribute to the creation of native tree forests in Central Visayas.

Executive director of the Integrated Development unit of the Ramon Aboitiz Foundation Inc. (RAFI) Rowena Alensonorin pointed out the urgent need to replace trees cut down for construction purposes after some parts of the country experienced the tragic effects of flashfloods and landslides.

"The primary importance of trees in the ecosystem is to reduce carbon dioxide in the atmosphere, and prevent soil erosion," Alensonorin noted.

For many people, they see trees as beneficial for building houses, furniture, tools, and for firewood; hence, these demands have significantly reduced the number of trees in the forests, she noted.

One way to address this is to collect and propagate seeds, which are considered "the next generation of forests," Alensonorin added.

Alensonorin said that it is equally important for people to know not only the names of the native trees but also how to collect the seeds and germinate them.

The scarcity of this knowledge might have led to the proliferation of exotic tree species, such as mahogany, gmelina, and ipil-ipil that are now growing in our forests," she stated.

If this will continue, Alensonorin explained we will not only lose these animals, but also our highly valued trees such as narra, lauan, and mangkono that have been valued here and abroad for their toughness and strength.

"Our forests should be mainly composed of indigenous trees to provide food and habitat to our native animals," she urged the public.

Producing quality trees starts from the quality of seeds germinated. These seeds must only come from healthy mother trees or those trees that bear fruits and produce seeds, she said.

Germinated seeds should be nurtured in a well-managed tree nursery that provides a suitable area for these seeds to grow into plantable seedlings for use in reforestation initiatives, Alensonorin shared.

The RAFI Native Trees Nursery collects seeds and wildlings (seeds that germinated underneath or near the mother tree) all over the Visayas region.

The nursery is also willing to receive seeds and seedlings from people who would like to donate. According to RAFI the nursery has an existing 150,000 seedlings of 212 native tree species and is located in Barangay Busay, Cebu City.(mbcn/hfg/PIA-7 & RAFI)
