Technology / Yahoo Closes Geocities for Good
May 03, 2009, 12:25:24 AM
Yahoo is to close its personal web hosting site GeoCities later this year.

In a statement, the firm says it will no longer be accepting new customers and will focus on helping "customers build new relationships online".

Yahoo bought GeoCities for $3.57bn at the height of the dotcom boom in 1999.

At its peak, GeoCities boasted millions of active accounts, but it has since fallen out of fashion, with users migrating to social networking sites.

Yahoo says that existing GeoCities accounts will remain live for now, although it stresses that users should start looking for alternative sites. - BBC

Technology / A 500GB Optical Disc? The New DVD
May 03, 2009, 12:23:54 AM
A disc that can store 500 gigabytes (GB) of data, equivalent to 100 DVDs, has been unveiled by General Electric.

The micro-holographic disc, which is the same size as existing DVD discs, is aimed at the archive industry.

But the company believes it can eventually be used in the consumer market place and home players.

Blu-ray discs, which are used to store high definition movies and games, can currently hold between 25GB and 50GB.

Micro-holographic discs can store more data than DVDs or Blu-ray because they store information on the disc in three dimensions, rather than just pits on the surface of the disc. - BBC

The computer company that has in the past taken on the grandmasters of chess is now turning its attention to the famed US trivia quiz show Jeopardy.

In a head-to-head challenge of man versus machine, IBM will pit a supercomputer named Watson against human contestants.

Watson is a new question-answering system based on natural language.

"The aim is to get Watson to think and interact in human terms," IBM's Dr David Ferrucci told BBC News.

"It will try to understand a user's question and intent and understand it at a rudimentary level and provide and accurate and confident answer."

For the past two years scientists have been working on perfecting the system that will drive Watson, named after IBM founder Thomas J Watson Snr.

"The most challenging aspect of this is that Watson has to know what it knows with utmost confidence.

"Otherwise if it buzzes in and gets the answer wrong that is bad on Jeopardy because you lose money and lose the game," explained Dr Ferrucci, an IBM artificial intelligence researcher and team leader on the project. - BBC

About 6,000 students in Norway are doing exams on their laptops in a trial that could soon be rolled out across the country.

An engineer in Cornwall delivered his baby son after watching an instructional video on YouTube.

Marc Stephens watched the videos as a precaution when his wife Jo started to feel some discomfort.

Four hours later, his wife went into labour and started giving birth before an ambulance could arrive at their home in Redruth.

"I Googled how to deliver a baby, watched a few videos and basically swotted up," Mr Stephens told the BBC.

Jo Stephens said they had planned a home birth, but not quite in this manner.

"I woke up and realised I was having contractions every five minutes," Mrs Stephens said.

"I woke Marc up and we phoned the midwife, but they were all so busy they couldn't come round to our house and told us to call an ambulance. But before it arrived, it all started."

Preparation

A few hours earlier, Mr Stephens has been reading up on home births and how to cope with anything unexpected.

"The videos gave me peace of mind. I think I would have coped, but watching videos made things much easier." - BBC

World Daily News / Swine Flu Pure Media Hype?
May 02, 2009, 11:55:57 PM
Mexico has revised down the suspected death toll from swine flu from 176 to 101, indicating that the outbreak may not be as bad as was initially feared.

Health Minister Jose Angel Cordova told the BBC that, based on samples tested, the mortality rate was comparable with that of seasonal flu.

The news came as Mexico continues a five-day shutdown in an attempt to contain the spread of the virus.

Italy reported its first case, bringing the number of countries affected to 17.

In Egypt, authorities have begun in earnest the slaughter of more than 300,000 pigs, in what was originally described as a precaution against swine flu.

Officials now say the move is a general health measure aimed at restoring order to Egypt's pig-rearing industry. - BBC

I love this fight. I think it's going to be a great fight. I also think, that with all the talk about boxing and defense and technique that we've seen on HBO's 24/7 series, these two guys essentially like to fight. And when the bell rings, they will fight -- not box. Given that scenario, I think Ricky Hatton will be too big and too strong for Manny. He was 106 pounds when he turned pro and 112 when he won his first title. He was brilliant against the bigger Oscar De La Hoya, but the difference here is that Ricky is still in his prime, Oscar was nowhere near it. I think Hatton wins a close decison.

From Ron Ross, boxing author, historian

Ricky will be trying to work his man onto the ropes, keep the fight from the center of the ring. He may even succeed at times, but I think that Pacquiao's rapid fire, no let-up punching will prove too much for the rugged Brit to contain. There may be a bit of blood from the sharp-boned Hatton and a late round TKO on cuts is very possible. Manny by TKO, 9th or 10th round.

I think Pacquiao is at his peak coming in to the fight this weekend. His speed and accuracy will put him over the top and he'll cement his spot as the sports pound-for-pound king. Prediction: Pacquiao over Hatton by KO in the 8th.

Pacquiao on points. I anticipate a good action fight. If manny engages inside, he might get beaten. If he fights inside and outside, his speed will be the difference.

Manny Pacquiao's performance against Oscar De La Hoya was magnificent but De La Hoya was as shot as Freddie Roach, Pacquaio's trainer and De La Hoya's ex-trainer, predicted that he would be. In his most recent meaningful fights against top-notch opponents, I thought he lost in a very close fight against Juan Manuel Marquez and he wasn't at his best in a rematch against Marco Antonio Barrera. If Ricky Hatton can get to him like Marquez did, he could make it difficult for Pacquiao but I see Pacquiao's footwork and hand speed being too much for Hatton. As much as beating that version of De La Hoya was not an accurate barometer of Pacquiao, Hatton's victory over Paulie Malignaggi in his last fight was also illusory, his struggle against Juan Lazcano more indicative of Hatton's inevitable decline because of bad living. His bravery will not be enough in the face of so much precise punching and Pacquiao will win inside eight rounds.

Sports and Fitness / Hatton is very predictable?
May 02, 2009, 02:58:13 PM
Hatton may be on the downgrade and will struggle to make 140 pounds. Nevertheless, this is a very interesting fight and not easy to predict, especially if both men are at their best. Neither man will give ground but Pacquiao can win it if he uses footwork to avoid Hatton's rushes and steps in and out with quick counterpunches, avoids a war of attrition, and keeps a busy jab in Hatton's face. Hatton is very predictable and will fight as he always has--straight ahead with both guns blazing. If the Pac Man chooses to go head-to-head with Hatton he is in for a rough evening. But I think he will fight the smart fight (as Roach will instruct him to) and will win a close 12-round decision.

from Mike Silver, author of "The Arc of Boxing: The Rise and Decline of the Sweet Science:"

Manny Pacquiao has the edge in speed, technique, boxing knowledge and training. Ricky Hatton has size, strength, stronger chin and a referee, Kenny Bayless, who isn't likely to interfere if he tries to impose that size by mauling Pacquiao. The two men have roughly equivalent stamina and willpower. It will come down to Pacquiao's recent surge as a technician and his full repertoire of defensive and offensive skills leading to the dissection of Hatton's brawling style. Pacquiao will win by unanimous decision.

Sports and Fitness / Hatton-Pacquiao Forecast
May 02, 2009, 02:48:13 PM
I love Pacquiao in this fight, but then again, I loved de la Hoya in the fight against Pacquiao. I just can't see a glorified clubfighter like Hatton beating the fighting machine that pummelled Oscar into retirement. Hatton tries hard and is pretty fast with his hands, but he's basically a straight-ahead fighter who gets hit too much, and unlike other guys who fought a similar style--Dempsey, Frazier, Duran, to name a few of the best - Hatton doesn't have the chin to pull it off. He was wobbled by Juan Lazcano, a journeyman, two fights back, and needed 11 rounds to dispose of feather-fisted Paulie Malignaggi, who basically gave up after three rounds. Hatton's only truly standout performance was against a washed-up Kostya Tszu four years ago, and people went nuts over him, but the easy beating by Floyd Mayweather Jr. I think is more indicative of his true abilities at this level. There's juist no logical reason to pick Hatton on his merits.

Pacquiao, on the other hand, seems to have vastly improved as both a boxer and a puncher as he's moved up in weight, his best performances coming against David Diaz and de la Hoya in weight classes he had never tried before. In some respects, the Oscar KO is a mirage, because de la Hoya turned out to be a shot fighter going in, but that should not detract from Pacquiao's performance, which was probably the most complete of his career. The guy is not a young 30--he's been fighting almost 15 years and was knocked out twice as a bantamweight--and he's fighting almost 50 pounds above the weight he started at (106) so I don't think he will have a particularly long shelf life. But he certainly has enough left to handle Hatton. He'll cut him up before stopping him in eight rounds. Or less.

- by Wallace Matthews, Newsday

Manny Pacquiao looked great against a bigger fighter in Oscar de la Hoya. But there is a big difference between Hatton and de la Hoya. Hatton is much younger and quicker than de la Hoya at this point in his career. Yes, Hatton struggled against the quickness of Floyd Mayweather Jr., but Pacquiao isn't nearly as fast. I can't see a knockout in this fight, but I do believe Hatton has the power to press Pacquiao. Hatton will win a split decision.

Cebu City officials are now pointing at each other on who recommended the P80,000 price for each laptop to be given to 24 judges and justices assigned in the city, following questions raised on the proposed P1.9-million purchase.

Councilor Gerardo Carillo said his office made a request for 24 laptops, but did not prescribe any brand, unit specifications or price.

He denied the statement of Management Information and Computer Services (Mics) head William Artajo that it was his office that set the price at P80,000 for each laptop.

Even Cebu Regional Trial Court (RTC) Executive Judge Meinrado Paredes admitted an P80,000-laptop for a judge is too much.

“It’s too expensive. There are laptops that cost P20,000 to P30,000. I don’t need an expensive laptop,” Paredes told Sun.Star Cebu in a mobile phone interview yesterday.

World Daily News / Swine Flu in South Korea
May 02, 2009, 10:33:33 AM
South Korea Saturday reported its first confirmed case of swine flu, according to Yonhap news agency.

A 51-year-old nun, who has been quarantined since Tuesday after returning from Mexico, has the disease, an official at the health ministry told Yonhap. She had been the nation's first "probable" case of the new flu virus.

"We confirmed the first probable patient was infected with the virus," the official said on condition of anonymity.

The nun was among three probable flu patients reported this week, Yonhap said.

The two others -- a 44-year-old woman and 57-year-old bus driver -- did not travel to affected countries, raising concerns the disease has passed from person to person in the country. - AFP

Help & Support / I'm happily trapped!

That haunting strain in "Hotel California" comes to mind: "You can check in but you can't check out".

It's not that I'm not having a wonderful time but I am pleasantly surprised that the door has been locked. I've been trying to see what will happen if I'll click LOGOUT but each time I do so I find myself still in the same room/page. Could it be because when I first entered Tubag Bohol I chose "log-in forever"?

I can go to other sites by going out through the window (new window) but not through the door ;) .

Could it be that the settings in the pc/laptop I am using is now permanently configured to my username identity in TuBo? That forever I will be GEC (but definitely not a geek) and will not have the same liberty enjoyed by others of changing their usernames every now and then?

Gec will be Gec; the happily trapped Gec
The door's lost key he half-heartedly seek
Always through the window, never through the door
Typing on the keyboard, even when Gec snore!

When was the last time I was here?

It seems like coming home after having been away for 20 years. The old and familiar names are a welcome sight. And new names are flourishing, cheerful and bright.

There are many things that I missed in life. Among them was to be online at the turn of the new year... or even last Christmas. As i feared, work got in the way. And an untimely emotional ebb tide quenched the sunshine for a moment.

I've heard about the eyeball in Bohol... from the pictures posted here, everyone really had a grand time. I am happy for all of you.

And I'm sure it's never too late late to greet all of you a Merry Christmas and a Happy New Year.

LGU Philippines / Call for SK abolition gaining ground
November 06, 2007, 12:14:07 AM
Bohol Chronicle Editorial (Nov. 5, 2007)

ABOLISH THE SANGGUNIANG KABATAAN

The Chronicle speaks with one voice with 92% of surveyed Boholanos in calling for the abolition of the Sangguniang Kabataan. The entity has become as useless as a refrigerator in hell and has led the youth towards the Road of Perdition.

Infamously, the SK's performance in youth or community projects is as dismal as the Philippine sporting record in the Olympics - a few medals and far between. It is as inutile as Projects deemed "white elephants" - expensive to create and maintain but neglectful of the youth concerns like drug addiction, youth gangsterism and violence, premarital sex and unwed mothers and scores of drop-outs roaming the streets armed with bad intentions.

The SK's constituency (youth) are in a state of neglect while the leaders concoct the equivalent of "Inner Circle" social clubs married to the proposition of advancing their narrow self-interests. Meantime, the SK chairmen collect the equivalent salaries of barangay captains and kagawads, the citified ones getting P 7,000 a month and the poorer cousins in the towns at P1,000- P5,000 a month. Collectively, that translates to millions in useless Government Expenditure.

We thought Imee Marcos in her KB (Kabataang Barangay) time was a political opportunist. But at least the elected youth leaders were required to make professional monthly reports and had leadership training programs. Our SK today is a worse one -and decadent, too.

Decadent - because it corrupted the morals of the Youth so early in their life by prostituting the electoral process that we just witnessed so clearly last Monday during the SK Polls. Supposed to be non-partisan, the SK polls instead brought out the worst elements of politics and made the SK candidates the "interns" to perfect the art of corrupting elections.

It was an ageless political Kingmaker who astutely said "In the Philippines, all politics is local." Having confirmed that hypothesis into theory , the SK became the battleground of older politicians who want to retain or wrest the political levers at the barangay level. Thus like their older folks who "corrupt by example" - they drowned the community with money (P300 per voter) plus (leader and entertainment expenses) and completed the sham of elections whose results are determined by money and patronage politics.

They expect these barangay leaders to be the road runners in the next local and national elections -and return the favor of those who had financed their campaign by getting them elected likewise by hook or by crook - usually by crook.

Aside from the politicians, unfortunately, it is also the parents themselves and relatives with dollars abroad who also contribute to the financing scheme to "buy their children into positions of power." Return on investment? Or just the pride to be have kins called as elected officials?

The Chronicle had rightly postulated that expensive elections is one of the glaring reasons why corruption exists in this country (as in the worst in Asia) because recouping time (for election expenses) means corrupting the dispersal of public funds and projects.

This whole corrupt cycle stinks - both the deserving (but penniless) candidates lose elections. Meritorious projects are set aside in favor of less useful ones but which will benefit the financial and political supporters of the winning candidates.

The SK and the mode the officials get elected stink to high heavens. Shame, shame, shame, Our National Hero Dr Jose Rizal who hoped the youth would be the hope of the Motherland is now squirming in his grave - wanting to rise from his grave on All Souls Day and lecture us about nationalism and public service.

Let's do ourselves a favor -abolish the SK now. By legislation if possible. Calling our Honorable solons.

Battle shifts to brgy.,
SK federated prexies
By KIT BAGAIPO, The Bohol Chronicle

Barely a week after the barangay and Sangguniang Kabataan elections, the fight for the presidency of the Liga ng mga Barangay and the Federated SK is on.

Although the elections will not be called until late December or January next year, this early, names have surfaced as contenders for the posts that earn its holder a seat at the Sangguniang Panlalawigan as ex officio member.

Reports reaching the Chronicle bared that former provincial board member and recently elected barangay captain Concepcion Lim of Valencia town is eyeing the presidency of Liga ng mga Barangay.

If she wins in her bid, Lim can serve again at the provincial board which she served for three consecutive terms that ended last June.

However, Lim will be facing incumbent Liga president Dr. Romulo Cepedoza, having been re-elected barangay captain of Poblacion, Danao town. He will be seeking a full term as president of the barangay captain's league.

It may be recalled that Cepedoza assumed the presidency last year after the death of then Liga president Cariso Camacho.

Meanwhile, a tough race also looms for the provincial federated SK presidency as three hopefuls have emerged.

Incumbent SK federated president Frances Bobbith Cajes may be bowing out but her younger sister, Jean Censoria Cajes might be taking over.

Elected as SK chairman of barangay Guinobatan, Trinidad town, the younger Cajes will be running with a well-oiled Cajes political machine - with the blessings of her parents, Second District Rep. Roberto Cajes and Trinidad Mayor Judith Cajes.

Another younger daughter was also elected as SK chairman in another barangay of Trinidad.

Cajes' contender is the daughter of Loay Mayor Mae Lim-Imboy and Philippine Councilors League (PCL)-Bohol president Kag. Brigido Imboy who is also eyeing the federated SK presidency.

Rochelle Brigitte Imboy was elected as SK chair of barangay Calvario, Loay.

She is likely to win the Loay federated SK, according to reports, as majority of the 24 elected SK chairmen are allied with Mayor Imboy.

Another contender for the SK presidency that has surfaced is Ma. Fe Cadeliña, daughter of Bilar Mayor Fanuel Cadeliña.

With reports that her bid is allegedly backed by Manila-based businessman Angelo Balili, then the provincial federated SK elections will be a tough three-cornered fight.

Pres. Carlos P. Garcia's Bisayan
Version of the National Anthem
By: Dr. Jes B. Tirol
Proem

Last Sunday I failed to mention that the Makati firm that wants to hire Boholanos for a Call Center job will be the one to come here in Tagbilaran City. They offer high salaries and full benefits. For interview reservation please call cell phones numbers 0917-8291223 or 0915-9016976 or landline # (02) 8927893.

Last November 2, 2007 the University of Bohol and the Tirol family celebrated the 100th birth anniversary of Atty. Victoriano D. Tirol. He was University of Bohol's first President, a great educator and great father.

Today November 4, we also celebrate the birthday of the Boholano former President of the Philippines Carlos P. Garcia.

As a tribute to CPG we will discuss his translation of the national anthem to Bisayan. This translation was based directly from Spanish, a language that CPG spoke well.

The National Anthem

The Marcha Nacional (National March) was first composed in music by Julian Felipe. It was played the first time during the celebration of independence on June 12, 1898 at Kawit, Cavite. It did not have lyrics. Later on, the poet Jose Palma was commissioned to put the Spanish lyrics to fit the music. When it was completed, the whole composition was adopted as the National Anthem.

Theme of the Spanish Lyrics

When the lyrics were composed, the Filipinos were still fighting a revolution against Spain. The thrust of the wordings is about the people offering their lives and services to the country. It was in the "active sense" and full of vigor.

The Pilipino translation was finalized on May 26, 1956 through Department of Education Order No. 5, s-1956 signed by the Secretary of Education G. Hernandez Jr.

I do not know whether it is by design or omission, the Tagalog translation we sing today is rendered in the passive sense. It is now about the country serving or acting towards the people instead of the original sense that the people serve the country.

The English version by Camilo Osias that we sang when we were yet young was a different case. It was not a translation but another set of poetic words composed to fit the music. It was similar to the Spanish original but couched in such a way that it will not offend the American colonizers.

How They Differ

The original Spanish lyrics says:
Tierra adorada (Land adored)
Hija del sol de Oriente (Child of the sun of the Orient)
Su fuego ardiente (Your ardent fire)
En ti latiendo esta (Is palpitating in us)

It is very clear, the action is to be done by the singer to his country.

The Tagalog translation says:
Bayang magiliw (Loving country)
Perlas ng Silanganan (Pearl of the Orient)
Alab ng puso (Fervor of the heart)
Sa dibdib mo'y buhay. (Is alive in your breast)

The sense is now reversed. The prefix "ma" in magiliw indicates that the bayan (country) is the one that loves. In the original sense it is the singer who loves his country. To capture the original sense the Tagalog words should be ginigiliw and not magiliw. If it is difficult to fit in the notes, then iniibig would still fit.

The last two lines in the Spanish original has the English sense, "Your ardent fire is palpitating in us." However, the Tagalog translation put the "ardent fire or fervor still in the country and not in the singer". It is apparent that the Tagalog translations have a "colonial mentality." They were careful not to offend American sensibilities.

CPG's Bisayan translation says:
Yutang hinalaran (Land adored)
Anak sa adlaw's sidlakan (Child of the sun of the Orient)
Ang kayo's kalag mo (The fire in your soul)
Nagsiga's among dughan (Is burning in our breast)

This translation of CPG captures the original Spanish sense of the singer acting or praising his country.

The last stanza of the Spanish original says:
Tierra de dichas, de sol y de amores (Land of honors, of the sun and loves)
En tu regazo dulce is vivir (In your lap is sweet to live)
!Es una Gloria para tus hijos (It is a glory for your sons)
Cuando ofenden, por ti morir! (When you are offended, to die for you)

The Tagalog version says;
Lupa ng araw, ng luwalhati't pagsinta (Land of the sun, of glory, and love)
Buhay ay langit sa piling mo (Life is heaven in yoru side)
Aming ligaya, na pag may mang-aapi (It is our happiness, when there will be oppressors)
Ang mamatay nang dahil sa iyo. (To die because of you)

In the original Spanish the singer will wait for an offender or oppressor and gladly die fighting for the country. In the Tagalog version, is vague and misleading. The singer will gladly die when there will be oppressors and the "because of you" is not clear. Is it the oppressor or the country? And besides, oppressors are always present. In the original the singer will wait for an offense but in the Tagalog version, the singer will immediately die. Maybe it's the reason why many Filipinos are going abroad. They do not want to die even if there is no offense.

CPG's Bisayan Translation
CPG was a poet and not a musician. His Bisayan translation captures the original Spanish sense but it is very difficult to sing because the syllables sometimes do not fit the musical notes.

Unforgettable experience w/ Pres. Garcia
By Silverio D. Sarmiento

Our memories are enriched by experiences, past and present. I have treasured one such experience when I was a young budget officer in Malacañang during the time of President Carlos P. Garcia.

The Budget Commission under the Office of the President was tasked with budget administration, to include preparing the annual budget of estimated revenues and proposed expenditures for all National Government departments, offices and
agencies for the ensuing fiscal year.

I was a member of the Budget Commission group who were called to meet with the President on February 7, 1961, at his Bohol Avenue residence. We briefed the President on the highlights of the 1962 budget proposal. I was tasked to present the agricultural and rural development programs and projects of that budget.

After a brief question and answer period, President Garcia signed the budget document for the year 1962 which was to be submitted to the Congress of the Philippines, as mandated in the Constitution. Among those present in that signing ceremony were Budget Commissioner Faustino SyChangco and the author, as shown in the picture both standing at the right side of the President.

The President directed Commissioner SyChangco to provide budgetary support to government offices so as to effectively implement his "Filipino First" policy. This policy, among others, was designed to level the playing field in business, commerce and industry thereby allowing more active participation of Filipino entrepreneurs and businessmen in the face of well-entrenched foreign business interests.

After the signing, I approached President Garcia and introduced myself as the son of Nicanor Cabagnot Sarmiento of Taloto, Tagbilaran. He smiled, warmly shook my hand and told the officials then present, "Silvestre here is my godson at his confirmation. His father is my compadre, a good friend. We were then in Dumaguete where he was an audit clerk and I was a law student at Silliman Institute. I am glad to see him doing well." Certainly, I felt elated beyond measure to be so recognized.

I often saw him that day at times to see him play chess at which the President was very good like a grandmaster

"You know," the President continued "there were few Boholano students at Silliman and since Canor (using my father's nickname) was already employed with regular salary, he used to treat us weekends, after payday, to a merienda of mongo con hielo or pancit guisado." My father smilingly confirmed these statements as the Boholanos shared many things among themselves. He admitted that he was an active supporter in later political campaigns of Carlos P. Garcia, wherever he was assigned.

I recall my father telling me that President Garcia, or Caloy as he called him, even then was a visionary, intellectually brilliant, with the gift of a silver tongue, who showed potentials of enduring leadership. The president was the acknowledged campus student leader.

I served many Presidents after I left the military to join the career civil service - from President Quirino to President Marcos. By dint of hard work, integrity, and dedication to high standards of service, I rose in the ranks to become Budget Director in Malacañang, Finance Officer of Metro Manila Commission, Chairman of the Board of Accountancy and as the first Commissioner, Commission on Audit, from where I retired in 1986, with honors and distinction, after 45 years of government service.

To the best of my personal knowledge, President Carlos P. Garci was a most exceptional man of great talent yet humble, compassionate with high moral principles and firmly committed to the socio-economic advancement of his beloved country. It is indeed a great honor and pleasure to have officially and personally served a distinguished Man and a Great Boholano, whose memory I shall always treasure.

LGU Philippines / Mayor Lim ends SP honeymoon
October 31, 2007, 07:08:56 AM
'Honeymoon stage' is over, Mayor Lim says
By: KIT BAGAIPO, The Bohol Chronicle

The 100-day honeymoon stage with Vice Mayor Jose Antonio Veloso and his 10-man Sangguniang Panlungsod is over.

City Mayor Dan Lim declared this yesterday after the city lawmaking body withheld the approval of a P20-million supplemental budget which he sought.

During his three-year stint as city mayor, Lim said, this is the first time that a request for supplemental funding has been railroaded for over a month now.

Lim stressed that while he was able to survive during his previous term with only one councilor under his political camp, there is no reason why he can't survive with five of the city councilors supporting him all the way.

With this, the mayor said he will communicate with Veloso to lay down his own program and draw the line between the executive and legislative departments.

Veloso also chairs the committee on appropriations.

The supplemental funding was to be used mainly for the repair and maintenance of roads particularly those leading to the cemeteries in time for All Souls' Day when the public pay tribute to their dead.

The delayed approval of the supplemental fund was also raised by Kag. Leonides Borja during the SP's session last Wednesday but there was no clear explanation when it will be taken up.

Talk of the Town / Judge sacked for immorality

Judge sacked for immorality
By: KIT BAGAIPO, The Bohol Chronicle

A municipal trial court judge was dismissed by the Supreme Court (SC) for making sexual advances and committing lascivious acts against two women in a public place.

The high tribunal, in an en banc ruling, found Judge Manuel de Castro of the Municipal Circuit Trial Court (MCTC) of Jagna and Garcia-Hernandez, guilty of gross misconduct and immorality.

De Castro is ordered dismissed by the high tribunal after he was deemed to have admitted certain allegations in an administrative complaint which accused him of rape.

The dismissed judge is also required to show cause why he should not be disbarred as a member of the Philippine Bar by the SC.

While the allegation of rape was not proven due to the execution of an affidavit of retraction and withdrawal by the complainant, the Court still ruled that "substantial evidence, circumstantial and testimonial, obtain to hold respondent judge (de Castro) liable for gross misconduct and immorality."

In its decision, the Court stated that De Castro's acts of teasing a waitress in a videoke bar about her "scant dress," kissing her on the cheek and another waitress behind the ear, and attempting to enter the bathroom while one of the waitresses was inside, with his companions egging him on and in full view of the other drinking individuals in the bar "translate into a violation of the Code of Judicial Conduct as they reflect upon respondent judge's utter disregard of public opinion of the reputation of the judiciary which he represents."

The Court stressed that De Castro failed to conduct himself in a way that will promote confidence and respect for the judiciary.

"He deported himself in a manner most unbecoming a judge as a model of moral uprightness…The audacity under which the same were committed and the seeming impunity with which they were perpetrated shock one's sense of morality," the high tribunal's ruling stated.

The Court noted that while De Castro denied the charge of rape and alleged that the said was filed for the purpose of harassing him, he failed to prove why, how, and by whom the harassment was done.

De Castro never attributed to the complainant, according to the Court, any reasonable motive for her to accuse him of rape, nor did he categorically deny the severe allegations against him by the two waitresses.

"Respondent judge has made much of the affidavit of retraction and withdrawal of complaint upon which the Prosecutor's Office of Bohol predicated its dismissal of the underlying complaint for rape," said the Court, adding that such a recantation is extremely unreliable inasmuch as it can be easily obtained from a poor and ignorant witness.

Furthermore, the Court stated that based on the social standing and economic status of the complainant, the combination of both factors "seems to explain why complainant affixed her signature to the recanting affidavit."

Editorial of the Bohol Chronicle, Oct. 14, 2007

Our editorial postulated four concerns under the acronym WHAP (water, health, agriculture and power) - doubtless a result of exchange of ideas among stakeholders in the province. The Governor is listening - and will take up some of these matters in this Friday's PPDC Meeting. At the very least the "beneficial bridge" linking Cebu and Bohol - and perhaps solving power and water concerns got the earful of both GMA and the Japanese ambassador while both were here last week.

In voicing our concerns - on objective targets to be met in the last wave of Rico's Term - we simply relayed what we have been doing the last 53 years in community journalism. We simply want "continuity" in the positive projects that will be left unfinished as 2010 curtain call time comes. It is also to enjoin Rico's successor to mirror the Governor's own statesmanship - like his shedding off of political trivialism - by pursuing the good projects started but not completed by his political archrival former Governor Rene Relampagos.

We certainly hope that the Governor's last term must most of all be soul-inspiring and productive. It is our fervent hope that with the close alliance of the Province and the Powers-That-Be, the province will not become an easy vehicle for highly lopsided, questionable projects that will later on be unmasked as graft-ridden.

We are one with Boholanos in hoping that we will no more see the likes mega projects as doubtful as the "most expensive irrigation dam" like the BHIP-2 which the President GMA inaugurated last Friday.

Governor Rico and his political allies must make sure, the "books are clean" when they exit in 2010. That is the only way to ensure that the legacy of clean governance - with concrete result - will be the trademark of the Governor the day he steps out of the Capitol.

Editorial of the Bohol Chronicle, Oct. 14, 2007

The institution must be able to paddle its own canoe - and fight competition on its own merits. A Government must not receive wherewithal because of patronage politics - but because it deserves the funding.

And it will get the funding because withholding such will sabotage the National Government's own medium-term plan. How is that?

For example, an airport has to be built with international standards in Panglao - because without that - the targeted tourist number and spending will not be realized and thus upset foreign exchange rate and national budget assumptions. A humongous dam must be built in fertile Bohol in order to raise grain productivity - without which we will have the ignominy of importing rice (our staple food) from the countries our scientists in Los Banos taught how to plant hybrid rice a few years ago.

A concreted network of roads had to be built as a necessary adjunct to flow of commerce and trade and bring farm products from site to market - thus contributing in scaling down (national) inflation - as our provincial contribution.

Above is an ideal state that Bohol must not stop dreaming on.

What is the practical reality now?

"Strike while the iron is hot" - is what our provincial and congress leaders may have to do - to maximize the mileage of close affinity with President GMA during the last 30 months of the Governor and Representatives Edgar Chatto and Roberto Cajes. Use the Palace leverage to bring the line agencies' projects to benefit the island-province, that's what.

Editorial of the Bohol Chronicle, October 14, 2007

"THE FUTURE OF BOHOL"

Only the Gifted Prophets know what lies for Bohol beyond 2010.

Today, the political reality is that the Provincial Dispensation and the three Bohol solons are closely allied with President GMA who will definitely step down in 2010. The physical reality is that - defying Mother Time - we have a workaholic governor in Erico Aumentado who - as fate would have it - also exits the gate in 2010. What happens after that?

It is precisely this risk of uncertainty that Government must manage this risk. And we must plan - because those who fail to plan may have plans to fail.

And the best way is to run the Government like it was a corporation. How?

One of the great dictums of good corporate governance is that no institution should be dependent on one man. To assure that - the groundwork and the medium-term corporate plan must be in place such that no man is deemed indispensable. No institution must prosper mainly because it is run by a COO (Child of the Owner), as the satire goes.

Bohol Latest News / Agora rehab completion in 8 months
October 14, 2007, 09:29:03 PM
By KIT BAGAIPO, The Bohol Chronicle

The rehabilitation of the former Agora Public Market is in full swing and is expected to be finished in eight months.

Actual construction works of the unfinished building started in April and is slightly behind schedule as J.L. Apostol Enterprises, the rehabilitate-operate-transfer

contractor, had to comply with building setback requirements.

The contractor will invest P60-million to rehabilitate the unfinished building, that had been started more than ten years ago, into a modern business center.

In an interview with the Chronicle, project engineer Liberato Lupot yesterday said they are presently constructing the walls and the second floor ramp of the building.

Lupot said they have adopted the building design of the city government.

However, the interior of the building will have to suit preferences of tenants.

A large part of the second floor of the business complex will be occupied by Bohol Quality Corporation (BQ Mall owner), according to Lupot.

He said the contractor and BQ Mall are now negotiating the possibility of building an overpass over CPG Avenue to link the mall to their outlet at the new business complex.

There are several applicants for the building's ground floor, said Lupot, but had to undergo a screening process with the contractor.

The third floor of the business complex is eyed as an entertainment center.

The entire complex will have elevators and parking spaces for about 60 vehicles.

Under the ROT agreement, the contractor will operate the business center for a period of 25-years.

It guarantees annual P5-million net income for the city government even if the contractor sustains losses on the first year of operations.

Income forecasts of the project shows a minimum of P8-million for its first year of operations.

Aside from the guaranteed income, the city will get revenues out of the tenants' sales tax, mayor's permit and licenses.

PNP heads at odds
By KIT BAGAIPO, The Bohol Chronicle

Provincial police director SSupt. Edgardo Ingking has filed a complaint for grave misconduct and dishonesty against his predecessor, former Bohol police chief SSupt. Arturo Evangelista.

Evangelista, now the chief of the Regional Investigation and Detection Management Division based in Cebu City, allegedly

"[damaged] the good image of the Bohol Police Provincial Office (BPPO) and demoralized its members", Ingking's complaint stated.

This, after Evangelista made a report as contained in a memorandum to the PNP Region-7 director, stating that the Bohol police had six lapses in its operation in responding to the bloody robbery of the Bank of Commerce last August 28.

Records showed that this could be the first case in the country where PNP officials (at the rank of colonel) are in legal battle.

A move to reconcile both officials last Monday, proved futile, according to a highly placed source from the regional PNP command.

The same source told the Chronicle that only an apology from Evangelista can "settle the matter."

Ingking's complaint, which was already evaluated at the National Police Commission (Napolcom) 7, is now being forwarded to the Office of the President for presidential clearance to proceed with the summary hearing at the Napolcom en banc. Evangelista is an appointee of the president.

In its pre-charge evaluation report, Napolcom-7 ruled that Ingking's complaint is "complete in form and substance" and recommended for the filing of grave misconduct and dishonesty with aggravating circumstance of taking undue advantage of his official position against Evangelista.

Napolcom-7 however denied Ingking's petition to place Evangelista under preventive suspension pending resolution of the case.

THE COMPLAINT

Ingking likewise accused Evangelista of lying when the latter claimed in a local newspaper that he was "remembered as the creator of the now famous Bohol Tourist Police [when] in fact the said group was created and launched in 2001 by then provincial director SSupt. Sancho Bernales."

The Napolcom pre-charge investigator also found that Evangelista "occupies a sensitive position in the PNP organization" and having "prepared deliberately an unverified report that tarnishes the good image of the Bohol police as a whole?"

The documentary evidences supporting Evangelista's allegations likewise which "remained uncontroverted at this stage, are so strong and adequate to warrant the elevation of [the] case to a summary hearing or a formal investigation," the pre-charge investigation report stated.

According to the Napolcom, the report submitted by Evangelista "greatly eroded and demolished the Bohol police officers' self-esteem and self confidence they garnered from the triumphant capture of Garcia's group."

The Evangelista report "compromised the pride and integrity of the police group tantamount to maliciously intriguing against the honor and discrediting the integrity of his co-police officers" the Napolcom said.

Hence, considering Evangelista's position, the offense qualifies as grave misconduct, according to the Napolcom investigator.

The charge of dishonesty is due to the claim of Evangelista that he created the Bohol Tourist Police and failing to correct the report made in a local newspaper which has misled the public.

Having held the position of provincial police director, Evangelista should have known that the tourist police existed even before his stint, the Napolcom argued.

Once a presidential clearance is obtained, the Napolcom en banc will immediately proceed with the formal hearing of the case.

THE REPORT

According to Evangelista's report, the six lapses committed by the Bohol PNP in responding to the Bank of Commerce robbery and later to the arrest of the suspects "came from the media and those who had hands in the arrest of Casimiro "Meloy" Garcia and Gilben Nuez."

Evangelista's memorandum to the regional PNP director stated "the insufficient police visibility in Tagbilaran City to deter occurrence of hold-up cases despite other robbery incidents in the past prior to the Bank of Commerce; no specific reactive unit to respond to an incident and crisis; the police lapses can be gleaned from the fact that the suspects were able to execute their trade in broad daylight in the heart of the city and whose escape was unhampered not even by a single checkpoint in the neighboring municipalities."

The memorandum report stated further that "there was no aggressive follow-up operation as investigators following up the case could not get hint or clue [regarding the whereabouts of the suspects] not until a concerned resident called them up; the non-observance of police operating procedures and lack of supervision of elements only two non-commissioned policemen reacting to the reported presence of the suspects at the Dumaluan Beach, who did not bother to inform their chief/supervisor and allowed the security guards in the area to arrest the armed suspects inside the resort's room."

The local police also allegedly, "delayed (the) submission of sketchy report to the regional operations for information of the command group."

Tagbilaran City - Bohol / Sandugo Oracles 2007
July 24, 2007, 05:34:56 PM
The costumes look great, the choreography is very much improved, and Snowywhite's performance was superb!!!

A few things I wished they had done for the 2007 version:

1. I liked better the 2006 version when Karyapa was captured with the rope (actually a length of cloth with each end tied to a bamboo pole). The effect was indeed dramatic (it brought tears to my eyes) than with this year's version when Karyapa hanged on to a slender bamboo pole latched over two paralel bigger poles.

2. Dropped the arias.

I congratulate Gardy Labad for the feat, and the rest of the cast for their performance! Same as last year, Karyapa is my favorite character.

To all of you Tubag Bohol Members who are not based in Tagbilaran, do everything you can to catch the Sandugo Oracles. I'm sure it will make you proud as a Boholano, just as it had to me, a hundred times over.

The Order of Sigala is envisioned to be a select group of well-informed, highly ethical and moral individuals who will perform oversight and review functions on governance and emerging social behavior.

In the Blood Compact saga, Sikatuna was the friendly chieftain who proposed and convinced Sigala (the chieftain with a superior rank) that a blood compact be made with the Spaniards headed by Legaspi. Sikatuna became the icon for international diplomacy and, hence, we have the Order of Sikatuna.

Sigala gave it much thought before he agreed Sikatuna will do the blood compact. (later on, he, too had a blood compact with Legaspi)

Sigala is the image of a leader who acts only after taking into serious consideration all possible implications of an action.

In a world where everything is happening so fast, we all need a moment to step back, clear our mind, inhale, and look at things from a wider point of view.

The Order of Sigala.

Health and Food / Fish Salad
July 19, 2007, 03:33:53 AM
Just finished making a reply to yadz in the thread "kinsay kinalamian moluo", I remembered this strange mix which I fondly call fish salad:

Ingredients:

Fresh Fish meat (I prefer the large meaty fish, i.e., tanguigue, tuna) cubed
ginger finely chopped
finely chopped onions
sili espada ( i don't know its English name basta kay it's long and green) finely minched
mayonaise

Procedure:

Put all togther in a bowl and mix. Vinegar is a big no no because if you put it in, then it would just be like an ordinary kinilaw.

I haven't tried it yet but for those whose stomach can't tolerate any sour, acidic ase, you may substitute mayonaise with nestle cream. Add a bit of salt to taste. Enjoy :)

Showbiz & Celebrity / The Bourne Ultimatum
July 01, 2007, 09:31:49 PM
Just saw today the movie trailer of The Bourne Ultimatum, the last of the trilogy of Robert Ludlum's Bourne Identity.

I've read all three novels: The Bourne Identity, The Bourne Supremacy, and The Bourne Ultimatum; and I've seen the movie versions done so far (starring Richard Chamberlain for Identity; and Matt Damon for the new movie versions).

I can say that the movie version starring Chamberlain was 95% faithful to the book. I couldn't say the same for the versions starring Damon -- but the production did brush up the story and made them more current.

But if you ask me which gave me more thrills--the book or the movie? I'd answer the book, hands down.

Bohol Directory / Local delicacies
June 23, 2007, 03:00:42 AM
I bet you didn't know that Bohol's supply of native peanuts could not keep up the demands of our local peanut-based delicacies.

There is business potential here... let's keep it to ourselves.  ;)

Introduce Yourself / GEC348 Celebrates
June 19, 2007, 07:02:50 AM
Hi, I'm GEC. But I'm not a geek.     ;)

As of today, June 18, 2007 (6:56 AM local time), I have logged in to Tubag Bohol for an equivalent of 1 day and 40 minutes, with 125 posts, and as a Full Member (3 stars).

This is my way of celebrating my 1st day jubilee!

In this place, I have rediscovered the road I once trod
Anonymity has awakened my slumbering desires

Rock on!

Anonymous Diary Blog / Drunk driving reminder
June 17, 2007, 08:42:49 PM
While passing through Dumaguete years ago, a radio DJ intoned this solemn reminder:

"Remember, when you drink, don't drive. When you drive, don't drink... moderately."

Humpty Dumpty Sat on a Wall
Humpty Dumpty Had a Great Fall
     And all the King's Horses
     And all the King's Men
     Could not put Humpty Dumpty
     Together again.

This seemingly senseless nursery rhyme
suddenly found meaning in 1986 after the
fall of the Marcos regime.

From Alfredo Navarro Salangga:
No tree lives without dying
No tree lives without touching
                                        the sky.

From an old Russion proverb:
Even the trees die standing

From Lex Luther, Superman the movie:
It is not enough that I succeed. Everyone else must fail.

Anonymous Diary Blog / Bambam bodie & bambam bodero
June 17, 2007, 08:21:02 PM
I was a freshman in college when a senior was singing this song with his trusty guitar:

I am a young caballero
I'm on my way to Taclobo
I bought with me my bambam bodie
And both of my bambam bodero

I went to a gay town fiesta
And met a lovely seniorita
She wanted to see my bambam bodie
And both of my bambam bodero

I took her to my hacienda
And laid her on a sofalita
And showed her the tip of my bambam bodie
And both of my bambam bodero

That daughter of a bitch seniorita
Gave me a dose of syphillisa
Which rotten the tip of my bambam bodie
And one of my bambam bodero

I went to see Dr. Florendo
He has a sharp scalpeleto
And cut off the tip of my bambam bodie
And one of my bambam bodero

Each night as I lay on my pillow
I thought I reached the end of my will-o
For all I have left is a handful of hair
And one of my bambam bodero

I've been experimenting--but always failed--how to make sunny-side up egg like those served at Jollibee... no grease, egg yolk is well cooked. Can anybody show me how?

Showbiz & Celebrity / Transformers The Movie
June 12, 2007, 02:28:58 PM
I am so excited about Transformers The Movie, produced by Steven Spieldberg.
I grew up on Transformers... and before that, old animated shows like Mazinger Z, Voltes V, Mecanda Robot, Grandizer, etc.

I can't wait for June 28 to come, the premier of the movie here. :D

The raging debate right here is the oil exploration off the waters between Bohol and Cebu.

Some questions raised:

1. The extent of damage of the seismic survey, which is done by detonating explosives, in terms of  envirornmental damage and fish catch.
2. Should the owners of "payaos" be paid first before they are removed?
3. Assurance that the LGUs will get their share of the national wealth.

Doctors, by their Hipocratic Oath, will put public health and welfare above all.
Lawyers, by their training and mind-set, will give law and order primary concern.

I take this short pause to remember the life of Luz Butalid Zubiri, wife of Ben Zubirir, the composer of the immortal ballad "Matud Nila".

She has crossed over to the other shore in May this year.

She, together with her two other sisters, were the ladies in the song, "Sa Lungsod sa Buenavista (may tulo ka mga dalaga)". Ben Zubiri spent time in Buenavista as a guerilla during World War II.
