Land swapping for panglao airport project

The Panglao Bohol International Airport Development Project (PBIADP) Local Task Force
published the following announcement in the Bohol Chronical and Bohol Sunday Post, october 14 , 2007 issue

BARTER OR SWAPPING OF LAND IN LIEU OF SALE

GENERAL GUIDELINES
approved by the Department of Transportation and Communications:

An area of three (3) hectares shall first be set aside from the available government lots as relocation or resettlement site of qualified dislocated families.
The remaining area shall be equitably distributed to qualified landowners or dwellers with priority given to:

a.   Those who signified intention to barter on a first-come-first-serve basis within the cut-off date of     October 31, 2007.

b.   Those who, because of the size of their land and the amount of compensation they will receive, will be   unable to purchase a suitable lot or construct a home in Panglao.

c.   Remaining government lots for barter shall be shared by the remaining landowners on the principle of value for value.

d.   Those willing to shoulder cost of subdivision of lots and other related expenses.

INSIDER INFORMATION: Land swapping is not really encouraged because it will be complicated when the aggregate area of lots offered for barter is bigger than the available government lots.

I thought at the first time it was only a political humor this issue......Panglao Airport project?
Is there already a final decision to realize this? As to what for? More the better if our leaders concerned must concentrate making propagandas for tourisms project before promulgating a plan which could be useless if it is only less tourists will come for a visit.

I should say that I have never been to Bohol and so I might be all wet, and I hope all of you will correct me if I'm wrong.

But if I understand correctly, Panglao is the most beautiful part of the Bohol province, with its pristine white sand beaches, its lovely resorts and so on.

I gather the proposal is to confiscate some of this land, and turn it into an airport. 

Picture this scenerio: You are at one of Panglao's beautiful resorts, or perhaps you have purchased a house and lot there overlooking the sea.  All of a sudden you hear the whine of jet engines.  Your furniture shakes, your teacups rattle and you look up to see this massive jet coming right at you as it turns to land.

That sounds like precisely the scenerio I would wish to see if I wanted to ruin tourism on Panglao.  Nobody wants to be interrupted by jet noises and pollution when they are supposed to be enjoying a magnificently peaceful tropical setting.

Airports also require very large amounts of land, and international airports even more due to the bigger jets normally plying those routes.  Do we really want to sacrifice our most valuable land for an airport?

Have steps been taken to mitigate these impacts, or is this proposal just plain silly?  Understand, I think an International airport could be a good idea, but only if it's placed somewhere out of the direct line of sight and hearing of most residents.

How is the present airport in the capital?  Could it be expanded instead?

The original orientation of the Panglao airport was at zero degrees, straight south to north. At this orientation, the approach path from the south would pass over the Alona beach area in barangay Tawala where most of the tourism-related establishments are situated.

This is no longer the orientation to avoid disturbance over the tourism areas. The new orientation is at 30 degrees north where the approach path of the aircraft will no longer be over  Alona but over barangay danao where there is not much tourism activity.

Only 55 houses (mixed materials of light to concrete) are within the 215 hectare area to be acquired for the airport.

The airport will be developed in two phases. First phase - with a runway length of 2.5 kilometers. Phase 2 - runway will be increased to 3.6 - 3.8 kms.  At the present layout the project site to be acquired is about 4.3 kms in length. This excludes a strip of land at both end for approach lights and the apron for the terminal building.

The airport in Tagbilaran can no longer be feasibly expanded. The cost for expansion that would proactively meet the requirements of the Province in the coming years would already be enough to build a complete new airport.

Acquisition cost of the land at panglao for the airport is sixty pesos per square meter. Land in Tagbilaran for airport expansion would be not less than three thousand pesos, plus the many houses and buildings that will be paid for just compensation.

Mitigating measures on the environmental impact are always considered and put in place in mega projects such as an airport. The environmental compliance certificate (ECC) would not have been issued if there were no mitigating measures.

The construction of the airport in panglao is a national policy that is already set into motion. It is not dependent on the demand of international airlines but rather an initiative to put Bohol, which is a key area in the Tourism Super Region, in the best advantage. If the government can build airports in far-flung areas with no guarantee of return of investment as a "missionary" project, with more reason to consider Panglao as a good place to build one.
