The original orientation of the Panglao airport was at zero degrees, straight south to north. At this orientation, the approach path from the south would pass over the Alona beach area in barangay Tawala where most of the tourism-related establishments are situated.
This is no longer the orientation to avoid disturbance over the tourism areas. The new orientation is at 30 degrees north where the approach path of the aircraft will no longer be over Alona but over barangay danao where there is not much tourism activity.
Only 55 houses (mixed materials of light to concrete) are within the 215 hectare area to be acquired for the airport.
The airport will be developed in two phases. First phase - with a runway length of 2.5 kilometers. Phase 2 - runway will be increased to 3.6 - 3.8 kms. At the present layout the project site to be acquired is about 4.3 kms in length. This excludes a strip of land at both end for approach lights and the apron for the terminal building.
The airport in Tagbilaran can no longer be feasibly expanded. The cost for expansion that would proactively meet the requirements of the Province in the coming years would already be enough to build a complete new airport.
Acquisition cost of the land at panglao for the airport is sixty pesos per square meter. Land in Tagbilaran for airport expansion would be not less than three thousand pesos, plus the many houses and buildings that will be paid for just compensation.
Mitigating measures on the environmental impact are always considered and put in place in mega projects such as an airport. The environmental compliance certificate (ECC) would not have been issued if there were no mitigating measures.
The construction of the airport in panglao is a national policy that is already set into motion. It is not dependent on the demand of international airlines but rather an initiative to put Bohol, which is a key area in the Tourism Super Region, in the best advantage. If the government can build airports in far-flung areas with no guarantee of return of investment as a "missionary" project, with more reason to consider Panglao as a good place to build one.
