MANILA â€" The Department of Tourism (DOT) celebrates the mention of multiple Philippine dive sites in the Lonely Planet's article entitled "6 national parks around the world with surprisingly spectacular diving".

"This citation from the largest travel guide book publisher, Lonely Planet, is positive news, something to be proud of especially for the tourism stakeholders of Tubbataha, Palawan, and Cebu," said Tourism Secretary Bernadette Romulo-Puyat in a press released issued Thursday.

Lonely Planet writer Angela Ballard said, "At the thousands of dive sites scattered throughout the Philippines, you'll be enchanted by the more than 1,200 macro and pelagic species that live in these waters".

"The incredible biodiversity of Tubbataha Reefs Natural Park in Palawan earned it the UNESCO World Heritage Site status," Ballard noted.

The Lonely Planet writer encouraged a visit to Palawan dive spots like Amos Rock, Washing Machine, and Black Rock to "experience 600 species of fish, 360 species of coral, 11 species of sharks and 13 species of dolphins and whales, along with manta rays, barracuda, nudibranchs, pipefish, and seahorses".

Employees infected at workplace can get added compensation â€"ECC

Employees who contracted COVID-19 due to work-related activities can receive more compensation aside from the benefits of the Social Security System (SSS).

In a public briefing on Thursday, Employees' Compensation Commission (ECC) Executive Director Stella Zipagan-Banawis said these workers can receive sickness and medical benefits.

“Ito pong benefits under Employee's Compensation Program are over and above the benefits that can be claimed from SSS for non-work related incidents for disease,” Banawis said.

“Idadagdag lang po yung EC benefits. Iki-claim din po siya ng ating empleyado kung work related po ‘yung contingency na nangyari sa kanila,” she added.

Beneficiaries can claim up to P480 per day depending on their monthly salary credit in SSS, Banawis said.

Aside from this, Banawis said the ECC also provides death and funeral benefits for employees who died due to work-related activities.

Also, the ECC's chief noted that government employees under Government Service Insurance System (GSIS) can also avail the separate benefits from the commission except for sickness benefits.

For those who like to claim the assistance, Banawis advised them to go to SSS or GSIS offices with the required documents such as employment certificate a job description, medical record of COVID-19 infection, and EC Logbook. â€"LBG, GMA News

READ: Online loan agents blackmailing, sending threats to borrowers â€"victims

Some borrowers of a loan mobile application on Thursday expressed their concerns against the service after receiving death threats and experiencing harassment from agents when they failed to repay their debt.

Interviewed on Dobol B sa News TV, one of the victims “Erika” said she received a death threat from the agent of the lending mobile application as early as 5 a.m.

“Pagbukas ko ng Messenger ko ang nakalagay doon is may mura pa siya e. Unang bungad, “PI ka. Magbayad ka kung hindi ipo-post kita sa Facebook.” And then, “Ipapatay kita,” said Erika.

Aside from threats, Erika also claimed that the money she received is lesser than the actual loan amount that has been granted to her. For instance, the loan amount is P4,500 but she received only P2,600.

Erika also borrowed P2,500 to be repaid in seven days and returned the money two days earlier than the due date to avail an offer of P30,000 calamity loan.

However, Erika said the agent who assisted her suddenly cannot be reached anymore to discuss the calamity loan.

When she cannot repay, Erika said she offered to return the money through installment. But, the company insisted on giving the money in full.

“Ang sabi niya sa akin hindi kami tumatanggap at hindi kami 5-6 para sa partial- partial so kailangan 5 p.m. bayad mo siya ng full payment kung hindi viral ka mamaya,” she added.

The agent also warned of contacting her Facebook friends to humiliate her.

Upon registration, another victim “May” said the loan mobile application asked permission to have access to her contacts.

May said she also experienced the same harassment with a lending mobile application. When she returned the money through partial payments, she said they were not reflected as paid.

“Araw-araw yun kahit madaling araw iti-text ka nila tatawagan ka nila. Ganito, pagkatapos, kapag hindi ka nagbayad ganitong oras ala una, ipo-post namin, iba-blocklist ka namin sa NBI,” May said.

“May binabanggit silang attorney, may law firm sila. Kung ano-ano na lang, makapanakot lang sila. Grabe, sa sarili ko sobrang depressed ko. Wala akong mapagsabihan,” she added.

National Privacy Commission (NPC) chairperson Raymund Enriquez Liboro advised victims to keep the messages of harassment and threats that will serve as evidence against the lending service.

“Kung anuman ang mayroon silang ebidensya nito ay i-preserve kaagad,” Liboro said in an interview on Dobol B sa News TV.

According to him, the NPC already identified three companies who also committed the same violations against the lenders. NPC is already preparing the cases to be filed against them.

Liboro said the number of these cases already dropped but emerged again amid the COVID-19 pandemic when many Filipinos affected by its impact are looking for resources for their needs.

“Sa hirap po ng buhay ngayon, sabi nga kapit sa patalim,” Liboro said.

Liboro discouraged lending companies from harassing their clients. He noted that the violation of the Data Privacy Act could lead to six year of imprisonment and P4 million fine.

For those who have the same concerns like Erika and May, Liboro advised them to visit https://www.privacy.gov.ph/ and submit a complaint.

Liboro also recommended availing loan offers from legitimate banks and companies under the FinTech Alliance, which also campaigns against questionable loan practices. â€"LBG, GMA News

LOOK: Dwayne ‘The Rock’ Johnson reveals family coronavirus battle

Dwayne "The Rock" Johnson and his entire family tested positive for coronavirus but have made a full recovery, the professional wrestler turned Hollywood A-lister said Wednesday.

"I wish it was only me who tested positive. But it wasn't -- it was my entire family, so this one was a real kick in the gut," he said on his video posted on Instagram.

"It baffles me that some people out there -- including some politicians -- will take this idea of wearing masks and make it part of a political agenda, politicizing it.

"It has nothing to do with politics. Wear your mask. It is a fact. And it is the right thing to do," he added. â€" Agence France-Presse

LOOK: The early release of Joseph Scott Pemberton, the American soldier convicted in the Philippines for the killing of Filipina Jennifer Laude, is questionable, according to presidential spokesperson Harry Roque on Thursday.

Interviewed on Unang Balita, Roque, who served as counsel for the victim's family, pointed out that the allowance for good conduct should have the recommendation of  the jail warden or Bureau of Corrections (BuCor).

“Ang sabi sa batas ang allowance for good conduct dapat nirerekumenda ng BuCor o kaya jail warden. Pero dahil siya ay nakulong sa ginintuang hawla, wala namang ganyang rekumendasyon,” he said.

Roque said only the Olongapo court recommended Pemberton’s early release.

“Dapat meron rekumendasyon. Ang nakakapagtataka paano siya nagkaroon ng allowance for good conduct eh wala naman siyang ibang kasama doon sa ginintuang hawla niya,” he said.

“Ang kasama niya ibang mga Amerikanong sundalo rin na para bagang every day na walang nangyari,” Roque added.

The Olongapo court's ruling on Pemberton's release is dated September 1.

The court convicted Pemberton of homicide in December 2015 for killing Laude, a transgender woman, and sentenced him to 10 years in prison. The ruling was affirmed by the Court of Appeals.

Laude's family has asked the trial court to reconsider the release order.

According to Roque, Laude’s family lawyer, Virgie Suarez, pointed out in a motion for reconsideration that Pemberton was not even under the custody of the Philippines when the trial was ongoing to be cited for good conduct allowance.

“Yung panahon na siya ay nahuli at nililitis, hindi dapat bigyan ng allowance for good conduct, kasi hindi po siya nahawak ng Philippine jurisdiction,” Roque said.

“Ang may hawak sa kanya noon ay mga Amerikano. Eh bakit mo bibigyan ng allowance for good conduct, hindi mo naman alam kung ano ang naging asta niya noong panahong ‘yun dahil hawak siya ng kapwa Amerikano niya?” he asked.

Laude, 26 at the time of the crime, was found dead in the bathroom of a Celzone Lodge room in Olongapo City on October 11, 2014. She was last seen alive with Pemberton.

The court said Pemberton had served a total of 2,142 days and earned 1,548 GCTAs. Taken together, this amounts to 3,690 days, or 10 years, one month, and 10 days -- more than the 10-year maximum penalty imposed on him, the court said. | File photo with report via Joviland Rita/GMA News Online

New York University (NYU) is one of the biggest private higher education institutes in the United States, and is highly regarded among American institutions.

Its history dates back to 1831, when the head of the US department of Treasury Albert Gallatin pushed forward the idea of establishing an easily accessible, innovative university in the most populous city in the US.

After almost two centuries of development, the institution became an academic centre that aims to set trends in global research and nurture talent from all the around the globe. It grants a significant amount to students in financial aid annually, in addition to generous funding for research.

The institution, which itself has a significant endowment, is perhaps most famously associated with its undergraduate and postgraduate degrees in social science, dentistry, nursing and fine arts.

With campuses on two continents from New York to Abu Dhabi and Shanghai, the university’s affiliates officially operate in 25 countries around the world. Locally, the university’s New York campus is formed of over 20 colleges and schools placed at 5 different locations in and around New York, such as Lower Manhattan and Downtown Brooklyn.

The main campus, located in the heart of Lower Manhattan in the vicinity of Sixth Avenue and Washington Square Park, covers 1 km² of land. It offers guaranteed housing options to freshmen, who may find themselves among the 11 thousand visitors who explore the Bobst library, one of the 11 libraries operated by NYU.

New York University’s alumni have received a number of Nobel and Crafoord Prizes, as well as several Pulitzer Prizes and Abel Prizes in the past.

After having the Violet for its official mascot for a century, the university introduced the Bobcat, an extinct species of big cat related to the puma. It symbolises the combination between the university’s academic achievement and success in sport activities.

#OnThisDay September 3, 1900, Battle of Balikwing, Carmen, Bohol: when the Boholano Revolutionaries withdrew from Catigbian, going to Carmen, Bohol, the pursuing American Troops were not aware that the Boholano patriots planned for other ambush.

Lt. Miguel Balmoria of Talibon led the 3rd Zone Army of Boholanos in trapping the American Troops. Lt. Balmoria was a veteran soldier. He graduated from the Spanish Military School, he was a sergeant of the Spanish Army. He fought against the Spaniards; he earned a battlefield commission as 2nd Lieutenant, and this time, fought against the American invaders. Governor Bernabe Reyes assigned him to command the 3rd Zone Army.

Lt. Miguel Balmoria chose an ambush site at Balikwing, Carmen, Bohol (now known as Vallehermoso, Carmen, Bohol). It was a wooded area with surrounding hills and the path was narrow. It was an ideal ambush site.

The main force under Col. Pedro Samson was made to pass through the place. Lt. Balmoria and his officers, Leopoldo Rodriguez and Isidro Unahan were in place. Col. Samson left behind Captain Sabas Ligones and Captain Leon Remolador with most of the Boholano constabulary with their rifles to help in the ambush. The main group of Col. Samson continued on their way in order to deceive the Americans.

The American Troops fell into the trap, again, they suffered many casualties and were defeated by the Boholanos armed with rifles the American themselves had supplied. It was the first major victory of the Boholanos because the Americans were left a few and returned to Tagbilaran and called for reinforcements from Cebu.

In recognition of defeating the Americans, Miguel Balmoria was raised to the rank of Major and assigned as the Military Governor (Gobernador Militar) of the whole province.

Micah 7
1  Woe is me! For I am like the gatherings of summer fruits, like the grape gleanings of the vintage. There is no cluster to eat; but my soul desires the first-ripe fruit.

2  The good man has perished from the earth, and there is none upright among men, for they all lie in wait for blood; each one hunts his brother with a net.

3  They use both hands diligently to do evil. The ruler asks for a bribe, and the judge for a reward; and the great man speaks the evil desire of his soul. Thus they weave it together.

4  The best of them is like a briar; the most upright is sharper than a hedge of thorns. The day of your watchmen and your punishment comes; now they shall be confused.

5  Put no trust in a friend; put no hope in a guide; keep the door of your mouth from her who lies in your bosom,

6  For the son dishonors the father; the daughter rises up against her mother, the daughter-in-law against her mother-inlaw. A man's enemies are the men of his own household.

7  Therefore I will look to the LORD; I will wait for the God of my salvation. My God will hear me!

8  Rejoice not against me, O my enemy; for if I fall, I shall arise; for if I sit in darkness, the LORD shall be a light to me.

9  I will bear the indignation of the LORD because I have sinned against Him, until He pleads my cause and executes judgment for me. He will bring me forth to the light, and I shall behold His righteousness.

10  Then my enemy shall see it; and shame shall cover her who said to me, "Where is the LORD your God?" My eyes shall behold her; now she shall be trampled like the mud of the streets.

11  In the day that your walls are to be built, in that day the decree shall go far and wide.

12  In that day people shall come even to you from Assyria, and from the fortified cities, and from the fortress even to the river, and from sea to sea, and from mountain to mountain.

13  But the land shall be wasted because of those who dwell in it, for the fruit of their doings.

14  Feed your people with your rod, the flock of your inheritance, who dwell alone in the woods, in the midst of Carmel; let them feed in Bashan and Gilead, as in the days of old.

15  "According to the days of your coming out of the land of Egypt I will show to them marvelous things."

16  The nations shall see and be ashamed at all their might; they shall lay their hand on their mouths; their ears shall be deaf.

17  They shall lick the dust like a snake; they shall move out of their holes like worms of the earth. They shall be afraid of the LORD our God, and shall fear because of You.

18  Who is a God like You, Who pardons iniquity and passes over the transgression of the remnant of His heritage? He does not keep His anger forever because He delights in mercy.

19  He will turn again; He will have compassion upon us. He will subdue our iniquities. Yea, You will cast all their sins into the depths of the sea.

20  You will perform the truth to Jacob, and mercy to Abraham, which You have sworn to our fathers from the days of old.

Micah 6
1  Hear now what the LORD says, "Arise, contend with the mountains and let the hills hear your voice.

2  O mountains, hear the LORD'S controversy; and you, strong foundations of the earth, for the LORD has a controversy with His people, and He will plead His case with Israel.

3  O My people, what have I done to you? And in what way have I made you weary? Testify against Me!

4  For I brought you up out of the land of Egypt, and redeemed you out of the house of slaves; and I sent Moses, Aaron, and Miriam before you.

5  O My people, remember now what Balak king of Moab planned, and what Balaam the son of Beor answered him from Shittim to Gilgal, so that you may know the righteousness of the LORD."

6  With what shall I come before the LORD, to bow myself before God the Most High? Shall I come before Him with burnt offerings, with calves of a year old?

7  Will the LORD be pleased with thousands of rams, with ten thousands of rivers of oil? Shall I give my firstborn for my transgression, the fruit of my body for the sin of my life?

8  He has shown you, O man, what is good. And what does the LORD require of you but to do justice and to love mercy and to walk humbly with your God?

9  Hearken! The LORD cries unto the city, and it is wisdom to have regard for Your name. "Hear the rod and Him who has appointed it.

10  Are there yet treasures of wickedness in the house of the wicked, and the scant measure that is abominable?

11  Shall I count pure those with wicked balances, and those with a bag of deceitful weights?

12  For her rich men are full of violence, and her inhabitants have spoken lies, and their tongue is deceitful in their mouth.

13  Therefore I also have made you sick by striking you, making you desolate because of your sins.

14  You shall eat, but not be satisfied; and your hunger shall be in your midst. And you shall conceive, but shall not deliver; and that which you deliver I will give up to the sword.

15  You shall sow, but you shall not reap; you shall tread the olives, but you shall not anoint yourself with oil; and make sweet wine, but shall not drink wine,

16  For the statutes of Omri are kept, and all the works of the house of Ahab, and you walk in their counsels, so that I should make you a desolation and your inhabitants a hissing; therefore you shall bear the reproach of My people."

Most of you know me pretty well. I don’t accept very many friends of friends because I feel it’s not for me. Almost every FB friend I have known on some level, you are not just a number. If you are on my FB, it’s because we have some connection. I would love to see if we can still chat, more than just likes, and actually  comment something meaningful  to each other. I decided to participate in an experience called “Meeting between Bread”. The idea is to see who reads a post without a photo. We are so consumed with technology that we forget the most important thing: good friendship. If no one is reading this message, it will be a short social experiment. But if you finish this till the end, I would love you to comment in one word about us. For example, a place, an object, a person, a moment in which you remember me. Then copy this post and post it on your page (don’t share) and I’ll go to your page and leave a word that reminds me of you. Please don’t comment if you don’t have time to copy the text. This will destroy the experiment. Let’s see who spent their time to read and respond according to the common story outside of Facebook.

Central Mindanao is virtually accessible
General Santos City (1 December 2005) -- Republic Act 8792, otherwise known as the Electronic Commerce Act, directed all government agencies to transact government business and/or perform governmental functions using the form of electronic data messages or electronic documents.

The law is simply a concrete government response to the Internet phenomenon.

"Never before in the history has one invention made such a dramatic impact," Department of Trade and Industry (DTI) 12 Regional Director Ibrahim Guaimadel, quipped.

"We, in DTI 12, can not afford Soccsksargen Region to be left behind," he declared.

"As lead agency in implementing the e-Commerce Law, we can not discount the fact that due to valid financial constraints, some government agencies are not yet in full compliance," Guaimadel said.

Three web portals have already been created in the region to cater to the virtual or Internet community.

www.sme12.ph is designed to focus on small and medium enterprises, regional industry development, trade promotions and investment generations, among others.

Local businessmen, foreigners, researchers and students may use and be updated with the different helpful profiles, directories and information posted.

On the other hand, consumerism and trade regulation would be highlighted in www.consumer12.net being maintained by the region's consumer groups.

Aside from the local government units, the national government agencies of agriculture, environment and natural resources, trade and industry, and health are also assisting this consumer portal.

On its part, the Information and Communications Technology (ICT) industry is believed to thrive because of the existing resources the region can offer. (DTI-GSC/PIA-Sargen)

Sarangani officials hail "Invest in Sarangani Project"
Alabel, Sarangani (1 December 2005) -- The provincial government has carried out over the weekend a two-day "Invest in Sarangani Project" to attract investors for plantation agriculture, fruit processing, aquaculture and tourism.

The project included visits to tourism, industries and project sites and a business forum at Isla Parilla Resort in Alabel.

"We are promoting plantation agriculture, processing, and tourism because these are what we can be proud of here in Sarangani," said Nenita Barroso, provincial director of the Department of Trade and Industry (DTI).

Gov. Migs Dominguez said the project, which was able to "highlight our competitive advantages especially in agriculture" was in complement with the national government's economic thrust particularly on the need to accelerate economic growth and to create even more jobs as underscored in President Gloria Macapagal-Arroyo's 10-point agenda.

"We expect to generate more exposure to the private sector, encourage partnerships and investments in further promoting growth and development in the whole province," he added.

President Arroyo has urged the local government units to push different economic reforms "to fight poverty and build prosperity for the greatest number of the Filipino people."

Testimonials on doing business in Sarangani and presentations on business opportunities were undertaken for the business forum.

"Invest in Sarangani Project" expects to generate at least P20 million in fresh investments within six months, according to Romy Martin, trade and industry development specialist of DTI. "The project is a focused approach on investment promotion," he said.

Martin disclosed that around 15 prospective investors from Davao City and Manila have attended the forum.

"We have seen good signs in property development," Martin said. He added that a new investor has embarked on "development planning" in barangay Baluntay, Alabel.

Some 5,000 hectares in Alabel were identified for palm oil plantation while Maitum town has available land for rubber plantations.

"We have the resources. We have the land. We only need investors and businessmen," she said. (PIA-SarGen) [top]

Commentary: Good governance in charter change
By Julius I. Valmores

General Santos City (1 December 2005) -- The recent consultations of Con-Com on charter change has vindicated its members on the issue of competency and possible usurpation of powers with the Congress.

Con-Com as an independent body has proven its worth especially to its detractors that it is efficient, effective, and has a distinctive role different from that of Congress.

The presidential consultative commission was, of course, created to propose amendments to the 1987 Constitution, after a nationwide public consultation shall have been undertaken.

In a way, its humble accomplishment has also vindicated Pres. Gloria Macapagal-Arroyo proving once again to her foes that her choice of people to compose Con-Com was impeccable.

But of course, the President's political opponents would not stop just like that, especially now that PGMA's effort to push the economy forward is breaking fresh ground everyday.

Con-Com, under the proposed parliamentary-federal set up, has recommended for the abolition of the political dynasty, that is, no elected public official "may be succeeded by a relative up to the fourth degree of consanguinity."

To those politicians with no hidden agenda, the proposal may sound well and good. But definitely not to unscrupulous politicians who wish to use government as spawning ground for evil deeds in the guise of public service.

But whatever negative criticisms the "evil" may utter, the month-long regional consultations of Con-Com in the seven key cities of Mindanao and Visayas, has ended with flying colors that cannot be undermined.

Why? It was because the consultations reaped favorable responses from the 1,500 regional leaders and representatives both in the Visayas and Mindanao.

In fact, Dr. Jose Abueva, Con-Com chairman, noted that "majority of Filipinos in Mindanao and the Visayas favor the proposed shift to parliamentary form of government from the present presidential system."

That is not quite a surprise? Why not? When Filipinos in the south loathe the feeling of being "overly dependent" on the national government politicians, whey they actually should not and when they could very well steer their own development using their political power, authority, and influence!

With the current system of government, that dream remains elusive and far-fetched. But with the proposed shift to parliamentary system, that dream will definitely come true. The Mindanaons would be able to exercise more political power and authority over their respective jurisdiction.

Imperial Manila should know that people in the Visayas and Mindanao have long been considering the country's worsening economic and political problems and the big politicking here and there a big turn off.

The people particularly in Mindanao believe that charter change can bring about good governance while upholding the true essence of people's participation and empowerment through decentralization. (PIA-SarGen) [top]

Micah 5
1  Now gather yourself in troops, daughter of troops; one has laid a siege against us; they shall strike the judge of Israel with a rod on the cheek.

2  "And you, Bethlehem Ephrathah, you being least among the thousands of Judah, out of you He shall come forth to Me, that is to become Ruler in Israel. He Whose goings forth have been from of old, from the days of eternity."

3  Therefore He will give them over until the time that she who is in travail has given birth; then the rest of His brethren shall return to the children of Israel.

4  And He shall stand and feed in the strength of the LORD, in the majesty of the name of the LORD His God. And they shall live, for now He shall be great to the ends of the earth.

5  And this One shall be our peace. When the Assyrian shall come into our land, and when he shall walk in our palaces, then we shall raise against him seven shepherds and eight anointed ones from among men.

6  And they shall waste the land of Assyria with the sword, and the land of Nimrod at her own entrances. And thus He shall deliver us from Assyria when he comes into our land, and when he treads within our border.

7  And the remnant of Jacob shall be in the midst of many people, as dew from the LORD, as showers on grass, which does not wait for man, nor wait for the sons of men.

8  And the remnant of Jacob shall be among the Gentiles, in the midst of many people, like a lion among the beasts of the forest, like a young lion among the flocks of sheep, who, if he goes through, both tramples and tears in pieces, and none can deliver.

9  Your hand shall be high above your adversaries, and all your enemies shall be cut off.

10  "And it shall be in that day," says the LORD, "I will cut off your horses out of your midst, and I will destroy your chariots.

11  And I will cut off the cities of your land, and throw down all your strongholds.

12  And I will cut off witchcrafts out of your hand, and there shall not be fortunetellers among you.

13  I will also cut off your graven images, and your sacred pillars out of the midst of you; and you shall never again worship the work of your hands.

14  And I will pluck your groves out of the midst of you; thus I will destroy your cities.

15  And I will execute vengeance in anger and fury upon the heathen, such as they have never heard."

Micah 4
1  But it shall be in the last days that the mountain of the house of the LORD shall be established in the top of the mountains, and it shall be exalted above the hills; and people shall flow unto it.

2  And many nations shall come and say, "Come and let us go up to the mountain of the LORD, and to the house of the God of Jacob. And He will teach us of His ways, and we will walk in His paths"â€" for the law shall go forth out of Zion, and the Word of the LORD from Jerusalem.

3  And He shall judge among many people, and will rebuke strong nations afar off; and they shall beat their swords into plowshares, and their spears into pruning hooks. Nation shall not lift up a sword against nation, neither shall they learn war anymore.

4  But they shall sit each one under his own vine and under his own fig tree; and no one shall make them afraid; for the mouth of the LORD of hosts has spoken,

5  For all people will walk, each one in the name of his god; and we will walk in the name of the LORD our God forever and ever.

6  "In that day," says the LORD, "I will gather the lame, and I will gather the exiled ones, and those that I have afflicted.

7  And I will make the lame into a remnant, and she who was cast off into a mighty nation; and the LORD shall reign over them in Mount Zion from henceforth, even forever.

8  And you, O tower of the flock, the stronghold of the daughter of Zion, unto you it shall come, even the dominion of your former kingdom shall return to the daughter of Jerusalem."

9  Now why do you cry aloud? Is there no king among you? Has your counselor perished? For pangs have taken you like a woman giving birth.

10  Be in pain and deliver, daughter of Zion, like a woman giving birth, for now you shall go out from the city, and you shall dwell in the field; and you shall go to Babylon. There you shall be delivered; there the LORD shall redeem you from the hand of your enemies.

11  Now also many nations are gathered against you, who say, "Let her be defiled, and let our eyes look upon Zion."

12  But they do not know the thoughts of the LORD, nor do they understand His counsel, for He has gathered them like the sheaves to the threshing floor.

13  "Arise and thresh, O daughter of Zion; for I will make your horn iron, and I will make your hoofs bronze; and you shall crush in pieces many people. And I will consecrate their gain to the LORD, and their wealth to the Lord of the whole earth."

Micah 3
1  And I said, "Hear, I pray you, O heads of Jacob and magistrates of the house of Israel. Is it not for you to know justice?

 2  You who hate the good and love the evil; who tear the skin off My people and strip the flesh from their bones;

3  Who also eat the flesh of My people, and tear their skin off themâ€"and break their bones and chop them into pieces, like meat for the pot, and like flesh for the caldron."

4  Then they shall cry to the LORD, but He will not answer them. He will even hide His face from them at that time, as they have done evil in their doings.

5  Thus says the LORD concerning the prophets who mislead the people, who bite with their teeth and cry, "Peace!"â€" and even prepare war against those who do not put something in their mouths:

6  "Therefore night shall be to you without a vision; and darkness and not divination. And the sun shall go down over the prophets, and the day shall be darkness over them.

7  And the seers shall be ashamed, and the diviners confounded; yea, they shall all cover their mouths, for there is no answer from God."

8  But truly I am full of power by the Spirit of the LORD, and of judgment, and of might, to declare to Jacob his transgression, and to Israel his sin.

9  Hear this, I pray you, you heads of the house of Jacob, and magistrates of the house of Israel, who hate judgment and pervert all equity.

10  They build up Zion with blood, and Jerusalem with iniquity.

11  Her heads judge for a bribe, and her priests teach for pay, and her prophets divine for silver, yet they will lean on the LORD and say, "Is not the LORD among us? No evil can come on us!"

12  Therefore, on account of you, Zion shall be plowed as a field, and Jerusalem shall become heaps, and the mountain of the temple as high places of the forest.

Micah 2
1  Woe to those who plot wickedness and prepare evil on their beds! When the morning is light they practice it because it is in the power of their hand.

2  And they covet and seize fields, and houses, and take them away. And they oppress a man and his household, even a man and his inheritance.

3  Therefore thus says the LORD, "Behold, against this family I am plotting an evil from which you shall not remove your necks; nor shall you go proudly, for it is an evil time.

4  In that day one shall take up a parable against you and mourn a bitter lamentation, saying, 'We shall be completely laid waste. He has exchanged the portion of my people. How He has removed it from me! To the apostate He has divided our fields.' ”

5  Therefore there shall not be for you anyone casting a line by lot in the congregation of the LORD.

6  "Do not prophesy," they say to those who prophesy. They say, "Do not prophesy about these things, for we shall not be made ashamed."

7  O you that are named the house of Jacob, "Is the Spirit of the LORD limited, are these His doings? Do not My words do good to him who walks uprightly?

8  Even recently, My people have risen up like an enemy; you strip off a cloak along with an outer robe from those who trustingly pass by you, as those returning from war.

9  You have thrown the women of My people out from their pleasant houses; from their young children you have taken away My majesty forever.

10  Arise and depart! For this is not your rest because it is polluted, it shall destroy you, even with a grievous destruction.

11  If a man, walking in lying spirit and deceit, says, 'I will prophesy unto you of wine and of strong drink,' he shall even be the prophet for this people.

12  I will surely gather all of you, O Jacob; I will surely gather the remnant of Israel. I will put them together like the sheep of Bozrah, like the flock in the midst of their fold. They shall make great noise by reason of the multitude of men.

13  The one breaking through has come up before them; they have broken up, and have passed through the gate, and have gone out of it. And their king shall pass before them, and the LORD at the head of them."

Dolphins, other marine mammals frequently sighted in Sarangani Bay
By FB Page

SOMEWHERE IN SARANGANI BAY - (August 31, 2020) â€" A Risso’s dolphin is spotted at the Sarangani Bay, near Malapatan and Alabel, on August 28 during the conduct of marine mammal monitoring led by the Department of Environment and Natural Resources (DENR) Sarangani and participated in by the Bureau of Fisheries and Aquatic Resources (BFAR-XII), Environmental Conservation and Protection Center (ECPC-Sarangani), City Environment and Natural Resources Office (CENRO-Gensan), and Provincial Information Office (PIO). According to Jesriel Pantaleon of the Fisheries Management Resources of BFAR XII, “Risso’s dolphin, along with the spinner dolphin, is a frequent sighting in Sarangani Bay every time we have monitoring, which could suggest nga resident sila sa Sarangani Bay or muhawa lang sila kadali pero mubalik gihapon sila sa Bay.” “It’s also an indicator nga healthy pa ang Bay, and ang quality of water sa bay” he added. Aside from that, Pantaleon said food source could also be a reason why there is a frequent sighting of these species from last year’s monitoring up to this year. According to Pantaleon, these species are most frequently sighted especially along Malapatan and Glan “so maybe naa dira ang daghan sila makaon, like squids and fishes which are their usual diet.” Other species sighted during the monitoring include the butanding or whale shark and dugong. The marine mammal monitoring is a monthly activity of the DENR in partnership with the provincial government of Sarangani. (Jake Narte â€" Jori Mae Samillano/SARANGANI PROVINCIAL INFORMATION OFFICE)

A letter from a MASTER
From Cool Merchant Mariners

I am a master mariner who quit sailing after 18 years of command and now a retired life.
Life at sea is tough these days, not only because of perils that normally are at sea but also because of shore staff who just mess around to gain some points or bonus ... Such one's are mostly those who left sea prior completing 10 years (gross) of command or 10 years sailing as a CE. These are the ones who mostly are the problem makers for sailors as per my experiences... Those who have sailed beyond 10 years in command or as ce, are the better ones that I could rely on for advice in need.
But just follow the following as a captain and chief engineer ... I write this basis my experiences at sea and hope it helps my fellow sailors (captain and chief engineers and all others) ....
01 ... Irrespective of commercial or operational pressures, crew always first.
02 ... Navigation is an art, do it slowly.
03 ... Ce runs the ship, Capt is the silent witness (I mean Atman) ... If you follow this, then no deck engine problems ever.
04 ... There cannot be two captains on board ... ship will get totally messed up if this is not complied ... Maritime Law only says, "Master and his crew".
05 ... Never be shy to use your authority, and if you are afraid, then step down from rank.
06 ... Following must never be short or delayed or denied ... remittances, sign off, aircon, food, water ... Just keep these 5 minimum things right, you would have very few complaints from crew.
07 ... All stores are ship stores ... Just follow this and there shall be no interdepartmental problems.
08 ... Never trust people ashore and definitely not on phone or WhatsApp. Email back up for telecom is most important. I know of people who got fired after following a superintendent's phone call and that too without an email backup.
09 ... The worst ones ashore are the pilots ... You even pay for their mistakes.
10 ... Unless the shipboard team is a cohesive one, the ship is always in peril ... make sure this never misses out.
11 ... Never fail to take advices from anyone, however the choice of following those is your own prerogative ... Sometimes even a deck cadet or a TME can give very fantastic ideas.
12 ... it's very lonely on the top, especially in problems ... ship is of others until everything is running fine, but when a serious problems arises, the ship always returns back to her master .
13 ... break stress of staff with regular parties ... a happy staff is the cause of a good running ship.
14 ... CE and master are best friends ... When this happens, all unnecessary problems stay at bay.
15 ... Never go ashore with an anchor intact in the bows.
16 ... Never kiss another with an anchor intact in your bows.
17 ... Never accept blame for damaging anything because you have no training for damaging ship or machinery. Tell those bastards to train you how to damage a ship, prior blaming you.
18 ... People sitting ashore are incapable of running your ship ... So don't expect much from them if a serious problem happens. In a real problem,They will all be looking at you like penguins look at the sky for answers.
19 ... Medivac is free for you ... Just remember this and never shy away in calling a MRCC if needed to medivac a sick crew. With this a very precious life can be saved.
20 ... don't try to be a bloody hero ... Never force ice, never force weather and never force crew.
21 ... 100 good jobs have no value, after just 1 bad one ...
22 ... Sailors never shy away from work, until they are fingered badly.
23 ... Once in a while and if you can afford ... Have the deck cadet in engine room during major maintenance so he knows all his life, that life is not easy there ... And have the TME on bridge in critical navigation, so he also knows that Life is pretty tough there. This will help them when they rise to master and ce and they would have more understanding of the problems of the other department.
24 ... If you have to go to heaven, then you have to die ... there is no other way to go to heaven ... Thus if you have a tough sea life, better you are placed professionally when you become master and ce. So accept problems as launch pads for a future glorious career, because no ship is a cake walk.
25 ... Never shy away in asking if in doubt, nobody is disrespected for this reason.
26 ... Every navigation operation is different, there are no fixed rules of ship handling as you work in a very dynamic environment. Only thing that is constant in nature, is her eternal change, which makes the navigation environment a very dynamic one.
27 ... There is no harm in saying "I am sorry" ... Humans who do not make mistakes, would only be God's.
28 ... Knowing your scope of authority is as important as acknowledging your limitation of authority.
29. Ship is the safest lifeboat, keep her safe always because she is the best hope.
30. Don't bother about what shore people think about you because you don't need their votes ... You are a professional, be such.
31. Ships are like beautiful ladies, Just keep her neat and tidy prior arrival port.
32. Fools walk into storms, wise sailors always keep at least 200 nautical miles off.
33 . Capt, CE, C.off, e.off, Bosun, cook, fitter have no departments, they are of the ship.
34 ... That Capt who does not take care of machinery, is not a real Capt... That CE who does not take care of deck, is not a real ce. Keep such nincumpoops in check.
35. An excellent sailor, is always arrogant and with a lot of professional pride. This is an absolute fact about sea.
36. Sailors never complain until the water reaches their nose height, so every complaint is an important one.
37. Not knowing the law is no excuse. No job is complete without completion of paperwork.
38. . I lost two course mates to sea ... Both because of stress ... one died during navigation ... another died in engine room workshop. Plus my own OOW collapsed on bridge once (He called me in emergency at night, and by the time I reached in about 2-3 minutes that it took to rush to the bridge, the OOW was already collapsed near the radar ... it took some time to revive him) ... So I always told everyone so they can beat stresses of the job ... If it is beyond your control, pass the stress to those who are paid to handle it, let them also do some bloody job.

CenturyLink Outage Affects Cloudflare

Today, starting at approximately 10:03 UTC, a misconfiguration at a major external network provider caused connectivity disruptions across the Internet. These disruptions impacted the operations of many service providers, including Cloudflare. Cloudflare’s systems routed around the problem, however, some Internet properties that use Cloudflare saw increased error rates during the impact period despite our mitigations.

During this period we saw traffic drop by about 3.5% across our network as well as an increase in HTTP errors which may have presented as 522 (Connection Timeout) status codes.

We have posted an initial detailed analysis of this incident written by our CEO on the Cloudflare blog. Presently, we are no longer seeing additional impact at Cloudflare from these transit provider issues.

We understand how disruptive these events can be, and we will continue to provide the latest updates for issues impacting Cloudflare's network on cloudflarestatus.com.

CAGAYAN DE ORO CITY, Aug. 11 (PIA) - In a Network Briefing with Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, Governor Jayvee Tyron Uy of Davao de Oro said the strategy they pursue "is really to help marginalized farmers to ensure food security."

Since the number one industry in rthe province is agriculture, the provincial government is helping farmers recover fast.

“We have allocated more than P14 million for the early recovery measures. Part of our contingency plan for the farmers is extending fertilizers, rice seeds to have an early harvest,” Uy said.

Usually the harvest season is between September and November but with these donations to the rice farmers, and with more than 1,000 hectares, the harvest is expected last week of August, Uy disclosed.

Uy admitted that the enhanced community quarantine period had caused some difficulty in acquiring/buying rice.

On the other hand, Uy said they distributed vegetable seeds in support of the different government programs such as Brigada Eskwela for Gulayan sa Paaralan and Liwanag sa Pamilya program. For mothers who have malnourished children, the provision of vegetable seeds will allow them to plant in their backyard.

The governor hoped that they could open up tourism in the province when a cure for COVID-19 is available. "Many who live in the cities want to go to the provinces for safety and fresh air. Here in Davao de Oro, we are preparing for tha. We are exploring more tourism destination such as biking, outdoor activities to stimulate economic activities and bring back the service industry into the picture again,” Uy stressed.

Exporting Fish Products to Canada
QUEZON CITY, Aug. 12 -- As the Philippines expands its economic and trade relations with Canada, the Department of Agriculture (DA) aims to export more farm and fishery products to said country, by at least doubling the value in the medium term.

“We wish to improve our balance of trade with Canada in succeeding years by selling more Filipino products like coconut water, virgin coconut oil or VCO, pineapples, mangoes, and melons,” said Agriculture Secretary William Dar, during a virtual courtesy call of new Canadian Ambassador to the Philippines, His Excellency Peter MacArthur, on August 7, 2020.

Secretary Dar and Ambassador MacArthur mutually agreed to pursue and expand ongoing areas of agricultural cooperation and partnership, particularly on potato, dairy, food logistics and market, and agro-forestry, among other joint undertakings.

In 2019, the Philippines exported to Canada close to US$98.8 million (M) of farm and fishery products, led by coconut products, totaling $23.8M; pineapples, dried guavas, mangoes and mangosteen â€" $10.3M; and bangus and tuna â€" $9.4M.

With about one million Filipinos residing and working in Canada â€" representing 2.7 percent of that country’s 37.7 M population, according to latest estimates â€" demand for various Philippine food products is expected to grow.

On the other hand, Canada exported in 2019 $192-M worth of various food products, led by: frozen swine meat and offals â€" $57.3M; deboned meat, hams, and other meat products â€" $20M; potatoes â€" $11.6M; and pig fat â€" $6.7M.

“We are pleased to know that the first phase of adaptation trials of eight Canadian potato varieties in Natubleng, Buguias, Benguet province were completed, and the second phase will commence starting October,” Secretary Dar said.

SAN JOSE, Antique, Aug. 12 (PIA) -- Rice farmers in Barbaza, Antique have ventured into palay trading through a holistic package of assistance from government institutions such as the Land Bank of the Philippines, Department of Agrarian Reform (DAR), and Department of Agriculture (DA).

The Barbaza Farmers Irrigators Association, Inc. (BFIA) availed a credit line amounting to P1 million under the Land Bank’s Agrarian Production Credit Program (APCP) in 2016, which they used as capital for this business.

The APCP is a joint program of DAR and Land Bank, which seeks to achieve sustainable crop production and increase the earnings of the agrarian reform beneficiaries (ARBs) and their households by providing credit and capacity building support, said in a press release.

Prior to this, they also received various pre- and post-harvest equipment from DAR and DA, through the National Irrigation Administration (NIA).

BFIA president Jose Mario Rico Magtulis lauded the partnership among various government agencies as they are instrumental in extending support to their 708 members, 217 among them are ARBs.

“Dati siyempre NIA lang ang nagbibigay sa amin ng support. 'Nung pumasok sa amin si DAR, nalaman naming yung APCP loan at nakapasok naman kami sa Landbank na naging tulay para makatulong kami sa aming mga members,” Magtulis said in a media statement.

The DTI Philippines' Bureau of Domestic Trade Promotion (BDTP) is encouraging the public to support our small businesses and enjoy great selections of Filipino products made by micro, small, medium enterprises (MSMEs) from the NCR, Bataan, Laguna, Rizal, and Samar.

Watch out for the complete product information and get ready with your orders, like and follow the BDTP Facebook page https://www.facebook.com/DTI.BDTP/

The DTI also encourages the public to be a #BUYani and help the Philippine economy bounce back by supporting local producers and businesses.

To recall, the DTI earlier launched "Buy Local, Go Lokal," a national media campaign that aims to help Philippine MSMEs who have been severely affected by the COVID 19 pandemic to weather the storm and create opportunities for their recovery and growth.

Buy Local, Go Lokal revolves around the powerful message for our countrymen to support Philippine MSMEs by shifting their buying patterns towards the consumption and purchase of Philippine fresh produce and manufactured goods.

The campaign likewise has helped stimulate and boost domestic travel, while encouraging Filipino consumers to patronize Philippine owned and operated facilities and services.
