More than 40 percent of Chinese women surveyed said they are not satisfied with their sex lives, and nearly 60 percent worry about unplanned pregnancies, according to survey results released Sunday.

The survey, conducted by the China Population Communication Center (CPCC) under the National Population and Family Planning Commission among 3,000 women, shows that women believe that ideal sexual relations could largely improve their relationships with their partners.

According to the survey, 57.6 percent of respondents would not be willing to discuss their sexual feelings with their partners, and nearly 70 percent of women passively receive sex knowledge.

Due to the improper use of contraceptives, China sees a large amount of induced abortion procedures, said Gu Xiangying, an official with the Chinese Medical Association.

Also on Sunday, the CPCC kicked off a program to popularize contraception knowledge via brochures, online experts and free lectures in colleges and communities.

Rainy weather condition is expected to prevail over most parts of the country until Tuesday due to the southwest monsoon or "hanging habagat," the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Sunday afternoon.

Weather Forecaster Samuel Duran said many parts of the Visayas and Luzon, particularly the western sections, including Metro Manila, are forecast to have partly cloudy to mostly cloudy skies with light to moderate intermittent rains due to the strong southwest monsoon, which is still enhanced by typhoon "Karen" even as it is already outside the Philippine territory.

Intermittent moderate to heavy rains will be experienced over the Cordillera Administrative Region, Quirino, Nueva Ecija and Aurora which may trigger flashfloods and landslides.

The rest of Luzon and Western Visayas will have occasional light to moderate rains. The rest of the country will be partly cloudy with isolated rainshowers or thunderstorms in the evening.

Duran said there is no weather disturbance inside the Philippine Area of Responsibility (PAR) at the moment, but he added that one to two more storms are still expected this month.

In its advisory, PAGASA said moderate to strong winds blowing from the north to northwest will prevail over Northern and Central Luzon, and coming from the southwest over the rest of Luzon and Western Visayas. The coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas.

by PNA

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued an "Orange Rainfall" advisory at 6:10 p.m. Sunday in Metro Manila, warning residents of "heavy to intense rainfall in the next two to three hours."

PAGASA said the advisory covers Manila, Pasay, San Juan, Mandaluyong, Makati, Taguig, Pateros, Marikina and the southern portion of Quezon city as it noted "moderate to heavy rainfall over Quezon City, Pasig City and Manila in the last two hours."

The "Orange Rainfall" advisory is raised in areas where rainfall is between 15 millimeters and 30 mm within one hour. Flooding is a definite threat in communities under the "Orange" alert.

PAGASA said that heavy to intense rainfall was observed over Manila, Pasay, Taguig, Pasig and Marikina for the past two hours and most likely to continue for the next two to three hours. Flooding is threatening in low-lying areas.

Meanwhile, moderate to heavy rainfall was observed over the rest of Metro Manila.

The state weather bureau is keeping watch over a low pressure area (LPA) near Basco, Batanes as the southwest monsoon continues to bring rains in Luzon and Visayas particular the western section.

Weather forecaster Connie Dadivas said that as of 2 a.m. Monday, the LPA was spotted off 400 kilometers Northeast of Basco, Batanes (22.0°N ,126.0°E).

Dadivas said the LPA has small chance to develop into tropical cyclone and is expected to dissipate within two days.

But she said the weather agency continues to monitor the LPA and once it develops into tropical depression, it will be named “Lawin”, the 12th tropical cyclone to enter the country this year.

Dadivas said moderate to strong south westerly wind blow will prevail over Southern Luzon and Visayas.

In its advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said occasional light to moderate rains and thunderstorms will be experienced in Metro Manila, Mimaropa (Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon and Palawan), Bicol region and Western Visayas.

The rest of the country will have partly cloudy skies with brief rainshowers or thunderstorms mostly in the afternoon or evening.

PAGASA added that moderate to occasionally strong winds blowing from the southwest will prevail and Manila bay will be moderate to occasionally rough.

Moderate to strong winds blowing from the North to Northwest will prevail over Northern and Central Luzon, and coming from the Southwest to affect the rest of Luzon and Western Visayas.

The coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the Southwest with slight to moderate seas.

The weather agency also issued gale warning as strong to gale force wind is expected to affect the Northern and Eastern seaboards of Northern Luzon.

Bible Study / Make God’s Word your delight
September 17, 2012, 08:11:29 AM
by C. P. Hia

Because of my wife’s busy schedule, sometimes she can commit only a limited amount of time every week to each of our grandchildren. When possible, however, she will rearrange her schedule to spend more time with themâ€"not out of duty, but because she loves them. When I see her with them, I understand what the word delight means.

In Psalm 119, David tells of his “delight” in God’s Word. He uses the word delight eight times (vv.16,24, 35,47,70,77,92,174). He says: “I will delight myself in Your statutes; I will not forget Your Word. . . . I will delight myself in Your commandments, which I love” (vv.16,47). The psalmist’s words, “I will delight,” indicate that it is a deliberate act of his will. However, it is not a burden for him to delight in God’s Word because he loves it. David’s close relationship with God created in him a desire to know what his Beloved had to say.

In the same way, for us to move from duty to delight in God’s Word, we need to strengthen our relationship with Him. When we remember how much He loves and cherishes us, we will respond with love and we will delight to spend time with Him. “Oh, how I love Your law! It is my meditation all the day” (v.97).

Then let me love my Bible more
And take a fresh delight
By day to read these wonders o’er
And meditate by night. â€"Watts

Whether morning, noon, or night, make God’s Word your delight.

The heartbreaking stories keep coming. The friend whose grown daughter has left her husband and kids. The dads I recently met who lost their teen sons in car accidents. The pillar of the church whose retirement years have been marked by a string of bad medical news. You know the stories. You may have your own.

Where do we go for help when struggles and pain threaten to shake our faith and steal our last ounce of joy?

Second Corinthians 1:3 may be just the right destination. It is full of hope, help, and possibilities.

Examine what that verse tells us: Paul lifts praise to God on two levels (and remember, Paul had more struggles and trouble than most of us could stand). First, he simply sends praise to God, who is not just our God but the God and Father of Jesus Himself. Think about the power and the love behind that!

Then he gives us even better news: Our heavenly Father is the God of mercy and compassion. He cares for us with an everlasting, gracious love. And there’s moreâ€"He is also the God of all comfort.

Need compassion? Need comfort? Go to God. He has an endless supply and is ready to pour it out on you in abundance. He is what we need in times of trouble!

I must have the Savior with me,
For my faith at best is weak;
He will whisper words of comfort,
That no other voice can speak. â€"Anon.

God’s whisper of comfort helps quiet the noise of our trials.

The United States government has accused the founder and president of Visayan Forum Foundation Inc. (VFFI), a group that has won international accolades for its campaign against human trafficking, of failing to account for P210 million in US aid, the National Bureau of Investigation said.

Based on the complaint of the US Agency for International Development (USAID), the NBI has recommended the prosecution in the Department of Justice of VFFI president Ma. Cecilia Flores-Oebanda, according to NBI antifraud chief  Rachel Marfil-Angeles.
The VFFI provides education, shelter and psychological help to victims of trafficking. It receives funds from international donors such as the USAID, the US Department of State, Bill Gates Foundation and  Starbucks.

The NBI also recommended the filing of charges against VFFI directors, finance officers, bookkeepers and other employees.
Angeles said charges of falsification of documents were filed against the respondents on September 6, based on the complaint of Daniel Altman (special agent in charge of the [Europe and Asia] Office of the Inspector General-USAID), the testimony of two whistle-blowers and boxes of falsified documents seized in a raid on the VFFI office in Cubao, Quezon City.

The whistle-blowers said VFFI fabricated the receipts and contracts to justify the expenses charged against the P300 million donated by the USAID.

The topless pictures of Prince William’s wife, Catherine, that landed on Friday on a French magazine cover were met by “anger and disbelief” by the royal couple, who are consulting French lawyers to consider their options, a royal source told Agence France-Presse (AFP).

“We now believe the photographs are genuine,” the source said on condition of anonymity. “Their (William and Kate’s) general feeling is anger and disbelief. We feel a red line has been crossed.”

The couple’s office, St. James’s Palace, called the publication “grotesque and totally unjustifiable.”

“Their Royal Highnesses have been hugely saddened to learn that a French publication and a photographer have invaded their privacy in such a grotesque and totally unjustifiable manner,” the palace said in a statement.

“Their Royal Highnesses had every expectation of privacy in the remote house. It is unthinkable that anyone should take such photographs, let alone publish them.”

The French version of Closer magazine printed grainy photos on the front cover and inside on five pages of Catherine wearing just the bottoms of a black and white bikini while on holiday with William in Provence in the south of France. “Victoria’s Secret angels can stand aside,” the magazine commented.

History / Concordat of 1801
September 15, 2012, 08:34:08 PM
Concordat of 1801
source: Britannica Encyclopedia

agreement reached on July 15, 1801, between Napoleon Bonaparte and papal and clerical representatives in both Rome and Paris, defining the status of the Roman Catholic Church in France and ending the breach caused by the church reforms and confiscations enacted during the French Revolution. The Concordat was formally promulgated on Easter day, 1802.

In the agreement the First Consul (Napoleon) was given the right to nominate bishops; the bishoprics and parishes were redistributed; and the erection of seminaries was allowed. The Pope (Pius VII) condoned the actions of those who had acquired church property, and by way of compensation the government engaged to give the bishops and curés suitable salaries. The government added to it unilateral provisions of Gallican tendencies, which were known as the Organic Articles. After having been the law of the church of France for a century, it was denounced by the French government in 1905, when by the “Separation Law” church and state were sundered.

Judiciary Act of 1789

act establishing the organization of the U.S. federal court system, which had been sketched only in general terms in the U.S. Constitution. The act established a three-part judiciaryâ€"made up of district courts, circuit courts, and the Supreme Courtâ€"and outlined the structure and jurisdiction of each branch.

The Judiciary Act of 1789, officially titled “An Act to Establish the Judicial Courts of the United States,” was principally authored by Senators Oliver Ellsworth and William Paterson and signed into law by Pres. George Washington on Sept. 24, 1789. The act's creators, by essentially all accounts, viewed it as a work in progress. Although indeed amended throughout the years, the basic outline it provided has remained largely intact.

The act divided the country into districts with one court and one judge in each, along with attorneys responsible for civil and criminal actions in their districts. The act also created the office of attorney general of the United States; the attorney general, a member of the cabinet, is appointed by the president and is head of the Department of Justice.

Circuit courtsâ€"which make up the middle tier of the federal court systemâ€"were created to serve as principal trial courts. They also exercise limited appellate jurisdiction. A local district judge and two Supreme Court justices preside over the circuit courts.

The act established that the Supreme Court would be composed of one chief justice and five associate justices and that all decisions of the Supreme Court would be final. The act also vested in the Supreme Court the power to settle disputes between states and provided for mandatory Supreme Court review of the final judgments of the highest court of any state in cases “where is drawn in question the validity of a treaty or statute of the United States and the decision is against its validity” or “where is drawn in question the validity of a statute of any state on the ground of its being repugnant to the Constitution, treaties or laws of the United States, and the decision is in favor of its validity.” In Cohens v. Virginia (1821) the Supreme Court reaffirmed its right under the Judiciary Act to review all state court judgments in cases arising under the federal Constitution or a law of the United States.

History / End of French and Indian War in North America
September 15, 2012, 08:29:32 PM
source: Encyclopedia Britannica

proclamation declared by the British crown at the end of the French and Indian War in North America, mainly intended to conciliate the Indians by checking the encroachment of settlers on their lands. In the centuries since the proclamation, it has become one of the cornerstones of Native American law in the United States and Canada.

After Indian grievances had resulted in the start of Pontiac's War (1763â€"64), British authorities determined to subdue intercolonial rivalries and abuses by dealing with Indian problems as a whole. To this end, the proclamation organized new British territories in Americaâ€"the provinces of Quebec, East and West Florida, and Grenada (in the Windward Islands)â€"and a vast British-administered Indian reservation west of the Appalachians, from south of Hudson Bay to north of the Floridas. It forbade settlement on Indian territory, ordered those settlers already there to withdraw, and strictly limited future settlement. For the first time in the history of European colonization in the New World, the proclamation formalized the concept of Indian land titles, prohibiting issuance of patents to any lands claimed by a tribe unless the Indian title had first been extinguished by purchase or treaty.

Although not intended to alter western boundaries, the proclamation was nevertheless offensive to the colonies as undue interference in their affairs. Treaties following Pontiac's War drew a line of settlement more acceptable to colonial settlers (see Fort Stanwix, Treaties of), but the continued westward movement of pioneers, and the settlers' disregard of the proclamation's provisions evoked decades of continued Indian warfare throughout the area. The addition of the balance of territory north of the Ohio River to Quebec in 1774 further exacerbated colonial conflict with Britain.

To combat cyber crimes in the country, President Benigno S. Aquino III has signed the Cyber crime Prevention Act of 2012, Deputy Presidential spokesperson Abigail Valte announced Saturday in an interview over dzRB Radyo ng Bayan.

The punishable acts under the new law include offenses against the confidentiality, integrity and availability of computer data system, illegal access, illegal interception, data interference, system interference, and misuse of devices.

These also include computer-related offenses such as computer-related forgery, fraud, and identity theft. These crimes are rampant in the Internet.

Also punishable are content-related offenses like cyber sex, and child pornography, Valte said.

The law also punishes unsolicited commercial communications or cyber squatting, she said.

Cyber squatting is the acquisition of a person’s domain name in bad faith to profit, mislead, destroy the reputation and deprive others from registering the same. Republic Act 10175 also punishes libel, Valte said.

The government classified cyber crimes in the Philippines into two categories: Internet Crimes and Commercial Crimes committed with the use of the Internet. Last year, authorities issued a legal advisory on Internet Crimes to protect the public while using the web.

Existing Philippine laws punishing Internet crimes are Republic Act (RA) 9995 (Anti-Photo and Voyeurism Act of 2009); RA 9775 (Anti-Child Pornography Act of 2009); and RA 9208 (Anti-Trafficking in Persons Act of 2003.

History / Terrorist Attack in Birmingham, Alabama
September 15, 2012, 09:58:36 AM
16th Street Baptist Church bombing
by Chelsey Parrott-Sheffer
Britannica Encyclopedia

terrorist attack in Birmingham, Alabama, on Sept. 15, 1963, on the predominantly African American 16th Street Baptist Church by local members of the Ku Klux Klan (KKK). Resulting in 14 injuries and the death of four girls, the attack garnered widespread national outrage.

Throughout the civil rights movement, Birmingham was a major site of protests, marches, and sit-ins that were often met with police brutality and violence from white citizens. Homemade bombs planted by white supremacists in homes and churches became so commonplace that the city was sometimes known as “Bombingham.” Local African American churches such as the 16th Street Baptist Church were fundamental in the organization of much of the protest activity. In 1963 the 16th Street Baptist Church hosted several meetings led by civil rights activists. In an effort to intimidate demonstrators, members of the KKK routinely telephoned the church with bomb threats intended to disrupt these meetings as well as regular church services.

When a bomb made of dynamite detonated at 10:22 AM on Sept. 15, 1963, church members were attending Sunday school classes before the start of the 11 AM church service. The bomb exploded on the east side of the building, where five girls were getting ready for church in a basement restroom. The explosion sprayed mortar and bricks from the front of the building, caved in walls, and filled the interior with smoke, and horrified parishioners quickly evacuated. Beneath piles of debris in the church basement, the dead bodies of four girlsâ€"Addie Mae Collins, Cynthia Wesley, and Carole Robertson, all age 14, and Denise McNair (age 11)â€"were discovered. A fifth girl who had been with them, Sarah Collins (the younger sister of Addie Mae Collins), lost her right eye in the explosion, and several other people were injured.

Violence broke out across the city in the aftermath of the bombing. Two more young African Americans died, and the National Guard was called in to restore order. The Rev. Martin Luther King, Jr., spoke at the funeral of three of the girls. Despite repeated demands that the perpetrators be brought to justice, the first trial in the case was not held until 1977, when former clan member Robert E. Chambliss was convicted of murder (Chambliss, who continued to maintain his innocence, died in prison in 1985). The case was reopened in 1980, in 1988, and finally again in 1997, when two other former clan membersâ€"Thomas Blanton and Bobby Frank Cherryâ€"were brought to trial. Blanton was convicted in 2001 and Cherry in 2002 (Cherry died two years later). A fourth suspect, Herman Frank Cash, died in 1994 before he could be tried.

The bombing of the 16th Street Baptist Church was examined by director Spike Lee in the Oscar-nominated documentary 4 Little Girls (1997). In the film, Lee interviews witnesses to the bombing and family members of the victims while at the same time exploring the backdrop of segregation and white harassment that were central to the time period.

12 Angry Men
source: Britannica Encyclopedia

American courtroom film drama, released in 1957, considered a classic of the genre. It marked the feature-film directorial debut of Sidney Lumet.

The film was adapted from a 1954 television play that aired on the series Studio One. It centres on the deliberations of 12 jurors serving on a murder case. Eleven jurors vote for a quick conviction, but one holdout (played by Henry Fonda) painstakingly tries to convince the others that the accused may be innocent, despite overwhelming evidence to the contrary.

Lumet, already an experienced theatre and television director, rehearsed his cast for two weeks and then confined them in an actual jury room where virtually the entire film was shot. The claustrophobic setting combined with the combustible personalities of a dynamic cast, including Lee J. Cobb and E.G. Marshall, to create a riveting drama. Although a critical success, the film performed poorly at the box office. In 1997 12 Angry Men was remade as an acclaimed television movie, starring Jack Lemmon and George C. Scott.

Science and Research / What is Schism of Christianity
September 15, 2012, 09:39:48 AM
source: Britannica Encyclopaedia
also called  Eastâ€"West Schism

event that precipitated the final separation between the Eastern Christian churches (led by the patriarch of Constantinople, Michael Cerularius) and the Western Church (led by Pope Leo IX). The mutual excommunications by the Pope and the Patriarch that year became a watershed in church history. The excommunications were not lifted until 1965, when Pope Paul VI and Patriarch Athenagoras, following their historic meeting in Jerusalem in 1964, presided over simultaneous ceremonies that revoked the excommunication decrees.

The relation of the Byzantine Church to the Roman may be described as one of growing estrangement from the 5th to the 11th century. In the early church three bishops stood forth prominently, principally from the political eminence of the cities in which they ruledâ€"the bishops of Rome, Alexandria, and Antioch. The transfer of the seat of empire from Rome to Constantinople and the later eclipse of Alexandria and Antioch as battlegrounds of Islam and Christianity promoted the importance of Constantinople. Concurrently, the theological calmness of the West, in contrast to the often violent theological disputes that troubled the Eastern patriarchates, strengthened the position of the Roman popes, who made increasing claims to preeminence. But this preeminence, or rather the Roman idea of what was involved in it, was never acknowledged in the East. To press it upon the Eastern patriarchs was to prepare the way for separation; to insist upon it in times of irritation was to cause a schism.

The theological genius of the East was different from that of the West. The Eastern theology had its roots in Greek philosophy, whereas a great deal of Western theology was based on Roman law. This gave rise to misunderstandings and at last led to two widely separate ways of regarding and defining one important doctrineâ€"the procession of the Holy Spirit from the Father or from the Father and the Sonâ€"with the Roman churches, without consulting the East, incorporating the Son into their creed. The Eastern churches also resented the Roman enforcement of clerical celibacy, the limitation of the right of confirmation to the bishop, and the use of unleavened bread in the Eucharist.

Political jealousies and interests intensified the disputes; and at last, after many premonitory symptoms, the final break came in 1054, when Pope Leo IX struck at Michael Cerularius and his followers with an excommunication and when the Patriarch retaliated with a similar excommunication. There had been mutual excommunications before, but they had not resulted in permanent schisms. At the time there seemed possibilities of reconciliation, but the rift grew wider; in particular, the Greeks were bitterly antagonized by such events as the Latin capture of Constantinople in 1204. Western pleas for reunion (on Western terms), such as those at the Council of Lyon (1274) or the Council of Ferrara-Florence (1439), were rejected by the Byzantines. The schism has never been healed.

Some 300 Japanese manufacturing companies operating in China and Japan have expressed interest to relocate their businesses in the Philippines in the next five years.

Takashi Ishigami, president of the Japanese Chamber of Commerce and Industry of the Philippines Inc., said that some of the firms had already started moving their operations here last year, viewing the Philippines as a very competitive country.

“We have now many inquiries from Japanese firms. There are already 1,700 Japanese companies located here. And we will have more; it can increase by 200 to 300 easily,” he said.

In an interview with the Philippines News Agency on the sidelines of the Joint Foreign Chamber Networking Night, Ishigami said that most of the companies were engaged in information technology (IT) while some others in automotive parts manufacturing.

He said the firms expressed interest in locating their operations in the Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) area.

Ishigami did not divulge any planned investment details, but noted “it’s a big number. It depends on the companies.”

He said more Japanese companies were establishing their business presence here, owing to Philippine investment and tax incentives given to foreign investors.

“The Philippines has very good investment program and tax incentives for foreign companies particularly those offered by PEZA (Philippine Economic Zone Authority) and BOI (Board of Investments),” he said. “These are giving the Japanese firms opportunities to expand their business.”

Ishigami said China’s rising wages also prompted some firms to move their production here.

He also cited other competitive advantages of the Philippines, including its well educated English-speaking workforce and good quality infrastructure.

The former pitcher Omar Carrero Moreno, considered a legend of the Cuban baseball, passed away at 62 years old in his native homeland, Florence town, central province of Ciego de Avila, local media said Thursday.

The daily Granma said that Carrero died due to an intense digestive bleeding derived from a hepatic disease, adding "all the baseball fans in the country are mourning for Carrero."

The National Information Agency said that hundreds of baseball lovers on Thursday attended Carrero Moreno's funeral in Ciego de Avila. They praised his life of devotion for the game of the balls and the strikes.

Moreno, born on May 13, 1949, participated in 17 seasons, with a balance of 149 triumphs and 105 misfortunes, and a historical average of 2.27 clean runs for every nine innings.

The formidable right-handed pitcher, known as "The Farmer of Florence" (El Guajiro de Florencia), is also remembered for winning a zero hit-cero run game against the Tunas team on January, 27, 1981, and for winning the national champion with the team of "Cattle dealers" (Ganaderos) in 1976.

He won the world-wide crowns in Colombia in 1976, Italy in 1978, and Holland in 1986, as well as the titles of the Pan-American Games in Mexico in 1975, and the Central Americans and the Caribbean in the Dominican Republic in 1986.

While he was walking, he suddenly felt an eye irritation. Thinking that it was just a regular dust, he started to rub his eye, in an effort to remove the dust. Then his eyes got really red, few days passed and his eyes were still red and seem a little swollen. The swelling of his eyes got worse, redder ang bigger. Until he decided to go see a doctor for a check up. The doctor immediately wanted an operation. The doctor thought it was a cyst. Actually, it turned about to be a live worm.

Credits to whoever took this photo. So brothers & sisters, be careful with dust!

LGU Philippines / Modern Day Filipino Heroes
September 13, 2012, 07:41:28 AM
source: PNA

President Benigno S. Aquino III expressed his utmost gratitude to the modern day Filipino heroes who risked life and limb in ensuring that the lives of their fellow Filipinos who were affected by the recent natural calamities that struck the country were protected and those who bravely searched for former Interior Secretary Jesse Robredo, whose plane crashed just off the coast of Masbate City last month by presenting them with the Bakas Parangal Award.

The President led the presentation of Bakas Parangal awards to these selfless and dedicated heroes at the Armed Forces of the Philippines Commissioned Officers Club in Camp Emilio Aguinaldo, Quezon City on Wednesday.

The Bakas Parangal is given in three categories namely: Bakas Parangal ng Kadakilaan- given to honor the noble service of units or groups and organizations who participated in rescue efforts despite the obvious hardships of the situation; Bakas Parangal ng Kabayanihan- given to the leader of a unit or group that exhibited exemplary acts of heroism; and Bakas Parangal ng Kagitingan- given to individuals who exhibited extraordinary acts of bravery by extending assistance to those in need in times of disaster.

The President presented the third category (Bakas Parangal ng Kagitingan) to the members of Task Force Kalihim and the agencies and private groups who rose beyond the call of duty to assist their fellow countrymen affected as the country was pummeled by the southwest monsoon.

Maraming, maraming salamat po,” he added.

To the members of Task Force Kalihim, the President said he saluted their perseverance and valor to plunge headfirst into the depths of the sea searching for a lost comrade.

“Lalo pa pong tumitingkad ang diwa ng kadakilaan ng pagtitipong ito dahil kasama natin ngayon ang mga indibidwal at grupong naging bahagi ng search and rescue operations para kay Secretary Jesse Robredo at ng dalawa pa niyang mga kasamahan. Sampu ng sambayanang Pilipino, sumasaludo ako sa alay ninyong sigasig at kagitingan,” the President said.

Rosenda, ikaw ang rosas nga nalarag;

Alang kanila way bili  katungod o kinabuhi sa uban

USA and Canada / 11th anniversary of 9/11 Attacks
September 12, 2012, 07:34:25 AM
by PNA

Americans on Tuesday gathered for ceremonies to cherish the memories of nearly 3,000 innocent people who were killed by airplanes hijacked by terrorists 11 years ago on this very day.

Two of the jets brought down the Twin Towers of New York City's World Trade Center, another extensively damaged the Pentagon outside Washington and a fourth crashed in a field in rural Pennsylvania when passengers aboard that flight revolted against the hijackers.

In New York City, family members of the victims in the 1993 and 2001 World Trade Center terror attacks gathered on Tuesday at the National September 11 Memorial plaza in New York City's lower Manhattan area for a memorial ceremony marking the 11th anniversary of 9/11 attacks.

At Ground Zero where the twin towers once stood, amid music played by bagpipers and drummers and the U.S. national anthem performed by the Young People's Chorus of New York City, more than 1,000 relatives of those killed and other gathered for the annual reading of the list of 2,983 people killed at the three sites. The list excludes the 19 hijackers, who also died.

At 8:45 a.m., the first moment of silence was observed to mark American Airlines Flight 11 that crashed into the North Tower of the World Trade Center exactly the same time 11 years ago.

The simple, solemn and poignant ceremony was punctuated by six moments of silence -- twice in observance of the moments at which each building was hit, twice in observance of the moments when the two towers fell, once in observance of the time American Airlines Flight 77 struck the Pentagon, and once in observance of the time United Flight 93 crashed in Pennsylvania.

Edwin Morales, a 31-year-old soldier who lost his cousin in the 9/11 attacks, told Xinhua at the ceremony: "The 9/11 attacks are the same as the attack on Pearl Harbor, and people will always remember. That's why I joined army in 2007. I want to serve my country. We will never let this happen again."

New York City Mayor Michael Bloomberg, along with former mayor Rudy Giuliani, shared the stage with the victims' families, but they didn't make any comments. This was the first time that no words from city government officials were heard at the annual 9/11 memorial ceremony.

It took about four hours to read the names of the victims as the day grew warmer, and family members cried and clutched each other throughout the process. Some carried pictures or flowers. One woman wore a shirt carrying the message "We miss you and think about you every day, Mom."

Among the earliest visitors to the memorial site was Kim Williams, who sat alone on the stairs of Zuccotti Park, Liberty Street around 7 o'clock in the morning. "I live in lower Manhattan and I always remember the day of 9/11, when I saw the collapse of the two buildings," said Williams.

At sunset Tuesday, the traditional "Tribute in Light" will return to honor the memory of all those lives lost 11 years ago. The cluster of searchlights, located at West and Morris Streets in Lower Manhattan, will be on throughout the night to create two vertical columns of light, which will fade away at dawn on Wednesday.

In Washington D.C., U.S. President Barack Obama and first lady Michelle Obama on Tuesday observed a moment of silence on the south lawn of the White House before heading for the Pentagon where another memorial ceremony was organized, with attendance of service members, along with families of the 184 people who died when the Pentagon was hit by the hijacked American Airlines jetliner 11 years ago.

"This is never an easy day, but it is especially difficult for all of you, the families of nearly 3,000 innocents who lost their lives," said Obama, adding that the nation has always mourned with the families of victims together to remember their loved ones.

Obama also stressed that the country is safer now as "al Qaeda' s leadership has been devastated and Osama bin Laden will never threaten us again."

"Eleven years ago, memorial services were held for Americans of different races and creeds, backgrounds and beliefs. And yet, instead of turning us against each other, tragedy has brought us together. I've always said that our fight is with al Qaeda and its affiliates, not with Islam or any other religion."

At the same function, U.S. Secretary of Defense Leon E. Panetta echoed Obama by saying although al-Qaeda remains a threat, the U.S. has made it difficult to plan and conduct another 9/11 attack.

"And we will continue to fight them in Yemen, in Somalia, in North Africa," said Panetta.

DAVAO CITY, Sept. 11 (PNA) -â€" Top players from this city will showcase their wares in the second Davao Football Association-Philippine Sports Commission Premiere League that will kick off on September 23 at the Tionko grounds here.

DFA president Edward “Chaya” Lam said seven teams were invited to see action in the 11 A-side tournament that will showcase the best players in the men’s division.

“It will be a double round robin format with the top team to be declared as the champion,” said Lam, who recently held an organizational meeting with the representatives of the different teams.

The Blue Knights of Ateneo de Davao University will be mentored by former national player Melchor Anzures while Columbia FC is coached by former national coach Albert Ryan “Abing” Lim. Ebocci is led by playing team owner Reggie Ozims of Nigeria.

The final meeting, submission of line-ups and draw of lots will be on Sept. 20 at the DFA Tionko clubhouse. Trophies will be awarded to the top three teams and to the Most Valuable Player.

“Only players age 14 years old and above can join in the Premiere League,” Lam said. (PNA)

How to Avoid Illegal Recruitment

Illegal recruitment shall mean any act of canvassing, enlisting, contracting, transporting, utilizing, hiring, or procuring workers and includes referring, contract services, promising or advertising for employment abroad, whether for profit or not, when undertaken by a non-license or non-holder of authority (RA8042).
Some form of illegal recruitment include:
Leaving the country as a tourist but with the intention of working abroad
Escort Services â€" tourist/workers “escorted” at the country’s airports and seaports
By Correspondence â€" applicants are encouraged by the recruiter to comply with employment requirements and placements through mail
Blind Ads â€" fraudulent and misleading advertisements promising facility of employment
Au Pair â€" an inter-cultural program wherein a host family sponsors a person to study language and culture for a monthly allowance in exchange for a home to stay in
Backdoor Exit â€" going out of the country through some airports and seaports in the southern part of the Philippines
Camouflaged participation in foreign seminars and sports events
Workers leave as participants in seminars or sports events but eventually finding jobs in the host country.
Traineeship Scheme â€" Hotel and Restaurant Management (HRM) students leaving in the guise of a traineeship program for hotels abroad but eventually landing jobs in the training establishment.
The Philippine Overseas Employment Administration (POEA) has come up with some tips on how to prevent illegal recruitment:
Do not apply at recruitment agencies not licensed by POEA.
Do not deal with licensed agencies without job orders.
Do not deal with any person who is not an authorized representative of a licensed agency.
Do not transact business outside the registered address of the agency. If recruitment is conducted in the province, check if the agency has a provincial recruitment authority.
Do not pay more than the allowed placement fee. It should be equivalent to one-month salary, exclusive of documentation and processing costs.
Do not pay any placement fee unless you have a valid employment contract and an official receipt.
Do not be enticed by ads or brochures requiring you to reply to a Post Office (P.O.) Box, and to enclose payment for processing of papers.
Do not deal with training centers and travel agencies, which promise overseas employment.
Do not accept a tourist visa.
Do not deal with fixers.

Philippine Daily Inquirer

Ayala-led Globe Telecom Inc. expects to complete its full network modernization by the first quarter of 2013, leading to fewer dropped calls and prompt delivery of short-messaging service (SMS) messages for subscribers.

In a statement on Monday, Globe president Ernest Cu said the company’s $790-million network expansion and IT transformation would also mean faster Internet connection speeds for users.

Taking a shot at the competition, Cu said: “Others mask modernization with simply a business-as-usual change-out of old equipment. At Globe, our transformation is very different because it is indeed building a brand-new network.”

He said the company’s modernization program was not a “mere upgrade” of existing equipment. He said Globe was building an entirely brand-new network by replacing all old equipment to ensure that the company was ready to cope with the demands of its users.

“Globe has effectively future-proofed the network with thrice the number of 3G base stations for better call quality and pervasive coverage,” Cu said.

A modern  tertiary medical center is slated to open its doors to the public this September 16.

This will be the P300-million Metro Davao Medical and Research Center owned by a group of Filipino-Chinese businessmen  situated in the old Cuison Hotel along J.P Laurel Avenue, a bustling thoroughfare which is home to modern shopping malls, gleaming corporate high-rises, condominiums and spanky new hotels.

Dra. Yvette Yenco-Tan, medical director of the facility said  the investors decided to venture into building a hospital during the 2010 dengue outbreak in the city, seeing the lack of hospital beds for dengue cases. The hospital will have a 152 bed capacity and has at least eight wards.

She said  the hospital will include a research center for the conduct of clinical research.  It will also be a wellness center with more than a hundred spaces available for doctor clinics serving an array of medical disciplines like family medicine, internal medicine, obstetrics and gynecology, paediatrics, EENT, (Ear, Eyes Nose and Throat), dermatology among many others.

Dra. Tan said the new hospital has invested in modern medical equipment like the Philips TU 22 Vision 2012 ultrasound machine and the Philips IE 33 Vision 2012 ultrasound used as a cardio-dedicated machine.

The hospital is also looking into generating 400 new jobs particularly medical professionals.

Dra. Tan said  they are currently interviewing applicants citing that they received around 2,000 applicants. The hospital also aims to be less expensive than other hospitals in terms of charges.

Architect Daniel Briones who is overseeing the construction of the hospital said  the old Cuison Hotel building which has become an eyesore due to decades of neglect will become an important landmark again in the city.

He said that the old hotel structure built in the 1970s and whose structure is twice as strong as compared to modern buildings has been retrofitted to suit the requirements needed for the hospital.

The old Casino Filipino building in the hotel compound is now a four-storey hospital clinic while the hotelââ,¬â,,¢s swimming pool is now the site of a modern eight-storey medical building. (PIA/RG Alama)

Rome - It’s the world’s most celebrated tourist destination, and rightly so. Italy really does have it all: one of the most diverse and beautiful landscapes in Europe; the world’s greatest hoard of art treasures (on display in fittingly spectacular cities and buildings); a climate that is on the whole benign and mild; and, most important of all for many, a delicious and authentic national cuisine.

Yet Italy is not perfect. Corruption still reaches to the highest levels, historic cities have been marred by development, and beyond the showpiece sights the country’s infrastructure is visibly straining. But the fact is that many of the clichés of an idyllic Italy still hold true â€" and once you’ve visited, you might never want to travel anywhere else.

Africa / Poliomyelitis Hits Nigeria
September 10, 2012, 11:45:19 AM
At least 77 new cases of poliomyelitis have been recorded in 10 northern states in Nigeria, a top government official said on Saturday.

The executive director of the National Primary Healthcare Development Agency (NPHCDA), Ado Mohammed, disclosed this in northern Sokoto State at a polio sensitization meeting with 35 northern emirs.

The existing cases of the wild polio virus were prevalent in 209 wards of 30 local governments of the nation, Mohammed told his audience.

According to him, President Goodluck Jonathan was fully committed to the total eradication of the disease from the West African country by the end of this year.

He said the president had set up a presidential task force on polio eradication and that he has the political will and determination in this direction.

Mohammed told his audience that the Nigerian leader has also doubled domestic funding for the ongoing efforts to totally interrupt the transmission of the disease.

"Only Nigeria, Pakistan and Afghanistan are currently harboring the disease globally and this is a source of concern for all the stakeholders," he added.

"We want to make sure that all the affected communities are adequately reached with all the hitherto missed children fully immunized against polio and other child killer diseases," Mohammed said.

In the last two years, Panglao has allocated more than P15 million and is expected to gradually put in more to complete a major facelift in the town’s economic landscape with its priority vertical infrastructure it funded in the last two years.

The town under Mayor Benedicto Alcala and Evangeline Lazaro has consistently allocated millions annually for the continued work of the town market renovation.

In 2010, Panglao put in P3 million for the construction of the public market block tiendas, a move supported by the Annual Investment Plan, according to Planning and Development Officer Jovencia Asilo.

The fund was a part of the P7.9 million priority program development funded out of the accumulated 20% Internal Revenue Allotment fund for 2010, explains Alcala, who has been a leading believer in stirring up local economy by enhancing local trade and industry.

By 2011, the town investment council again allocated P2 million for the town market construction, its works now on a substantial accomplishment rate.

The town identified some nine priority projects to be funded by the 20% development fund, the public market still ranking high with 25% of the prioritized allocation getting into it, Alcala, who sits as president in the municipal investment council added.

Already an established trade center for goods and services catering to the beach communities where tourists converge, Panglao Public Market has finally had its most overdue rehabilitation, an old sore government building in a clearly rapidly altering economic landscape in Bohol.

While it is not yet certain if the town continues to stash in more funds for the full completion of the town trade center this year, the people who used to occupy the front stalls hope that they could reclaim their places as soon.

Also in the 2010 budget, Panglao allocated P2 million for the construction of a Multi-purpose Building that would be the hub for the town health services, disaster response action center and fire department base.

Now a visible building located beside the town hall, the Multi-purpose building has allowed the local government to gain enough working space for its numerous tasks expected of them by its constituents.

Two other multi-purpose buildings were also funded form the 2011 20% development fund, the mayor adds.

Barangays Tangnan and Bil-isan have each been apportioned half a mil of funds for such in their respective barangay centers, Asilo shared.

Another big investment the town engaged into is this year’s P1M Municipal Health Center which now rises beside the Municipal Fire Station.

Now, work is a-frenzy as Maghuyop Construction puts up the massive posts and beams to support the construction of a health facility aptly called “Tambalanan” that would soon serve the health and medical service requirements of the Panglaoanons, Jairus Fuderanan, a staff at the mayor’s office said during an ocular inspection.

This year, the town also witnessed the concreting of Cloma Street, a Municipal Road, which the town leaders prioritized not just for its critical role in the enhancing local accessibility.

It should also be taken as our tribute to a notable Panglaoanon who made it to international history as a respected seafarer.

For that, the town apportioned P1 million.

Another P2 million was also spent in last year’s 20% development fund for a concreting of a Public Market Road.

Two smaller construction projects: a Public Restroom and Shower at Poblacion and a Public Terminal at the Public Market each got P.5 million from 2012 IRA Development funds.

This year too, the town ventured into a street lighting project that put up town’s main streets like any town blessed with the fruits of its economic activities.

Panglao had P7.9 M from its IRA share in 2011, a figure that increased to P8.1 million in 2012, according to Asilo.

Almost all of them former hard-core rebels, they have learned the hard way that going against the law doesn’t indeed pay.

Gov. Edgar M. Chatto once again welcomed back to the folds of the law rebel returnees in Danao Wednesday in time for the release of the livelihood assistance from the Provincial Government of Bohol (PGBh). in coordination with the Office of the Provincial Social Welfare and Development (OPS,

More than P1.4M, assistance was handed to 42 beneficiaries to include; 18 Informal Tillers, 14 KR Resettlement Beneficiaries and 10 Non-KR Resettlement Beneficiaries.

Joining Gov. Chatto in a simple turnover ceremony were Provincial Agriculturist and Socio-Economic and Environment Management (SEEM) Cluster Head Liza Quirog, Second District Board Member Romulo Cepedoza, SugBohol Task Group Commander Col. Allan Martin of the Armed Forces of the Philippines (AFP), Lt. Col. Julius Tomines, 2nd Special Forces Battalion Commander and Mita Tecson of the OPSWD.

Ex-rebels were led by Epitacio Ramirez a.k.a. Kumander Vargas, who was once a very active rebel leader and a professed avid supporter of the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP-NPA-NDF).

Ramirez once worked with rebel legal fronts and the Hugpong sa mga Mag-uumang Bol-anon (Humabol), whose ways disappointed them and opened their eyes to the true meaning of patriotism and love of country.

Earlier, Quirog, together with other members of the Community Development Program-Purok Power Movement (CDP-PPM), presented to Ramirez and his comrades the Provincial Government’s programs on farm support, food self-sufficiency, livelihood and other essential concerns pursuant to HEAT Bohol and LIFE HELPS strategies of the province.

The former rebels’ allegiance to the government is an offshoot of the failed promises of the leftist revolution which they now see as hopeless, clearly understanding now that the ideology they once believed in only aims to serve its masters, leaving the masses disillusioned with nothing for their families but utter poverty.

Maricel Bantilo, in behalf of OPAPP Sec. Teresita Quintos-Deles, delivered the latter’s message of community empowerment through the Payapa at Masaganang Pamayanan (Peaceful and Resilient Communities) or PAMANA under the Aquino Administration.

PAMANA is the government’s flagship program for peace and development which aims to promote community resilience by reducing poverty and vulnerability, improving governance and strengthening capacities of communities to address peace and development issues through activities that promote social cohesion.

Right after the distribution of the livelihood assistance, Chatto and the rest proceeded to the Kalayaan Resettlement Center in Barangay Remedios, Danao for an ocular inspection. The governor wanted to see personally what other necessities the settlers needed.

After decades of fighting against the government, Ramirez and his men realized that they were just being used; with their leaders living outside the country in wealth and luxury, while they and their families live in the mountains in utter poverty with no hope of a better future.

Feeling the sincerity of the Chatto-Lim Administration in lifting them from poverty and desolation, the returnees pledged not only to uplift their quality of life but also help TEAM BOHOL in convincing their “comrades” who are still arms against the government to come down and surrender and live peaceful lives.

With there eyes clearly seeing the light, Gov. Chatto assured of continuous assistance for their economic development and is himself assured of “lasting cooperation, lasting unity and lasting peace among all peoples living in Bohol.” (jlv/EDCom)

That the spirit of the Boholano is alive and well for blooming, blossoming, and booming Cagayan de Oro City as it celebrated the 2012 Kagay-an Festival.

The feast which celebrates St. Augustine gathered together hundreds of Boholanos now residing in Cagayan de Oro and Misamis Oriental in the biggest assembly of Boholano blood dubbed Tapok Bol-anon 2012 at the city’s tourism hall last Sunday, August 26.

Gov. Edgar M. Chatto joined the well represented crowd coming from the different municipalities of Bohol. The governor who was guest of honor at the occasion also inducted into office the chapter officers of each town.

Chatto congratulated Aksyon Kaliwat Bol-anon (AKBO), which organized the affair and hopes to make it an annual gathering of Boholanos in Mindanao. He also updated fellow Boholanos of plans and programs that are aimed at the sustained development for the province of Bohol and recognized contribution of Boholanos, even those who are outside of the province to this progress.

AKBO was pioneered by members of the city council of Cagayan de Oro with the help of Msgr. Tex Legitimas who incidentally are of Boholano descent.

CDO Vice Mayor Cesar Ian Acenas hails from Jagna. Fresh from Department of Interior and Local Government (DILG) declaration of Bohol Province as best governed in the country based on 2011 Local Governance Performance Management System (LGPMS), Gov. Edgar M. Chatto shows no signs of letting up as he demands improved performance for service delivery.

Department of Health (DOH) Asec. Pauline Jane Ubial presented at Thursday’s Provincial Local Health Board meeting the 2011 LGU scorecard performance results validated by the DILG.

The scorecard tracks progress of national health reforms implementation and measures the performance of LGUs. It shows 27 indicators that are included in the service level agreement under the Provincial Investment Plan for Health.

Chatto said the special meeting of the local health board which also convened municipal chief executives was really intended to bring to municipal level the national performance indices for health.

The monitoring and evaluation of national health programs implementation is an effective tool for LGUs in the prioritization of health programs in their respective municipalities, he stated.

Chatto seeks to translate the performance indices into action plans to improve delivery of health services to the Boholanos.

“Our benchmark is ourselves, our competition is ourselves”, he added.

A new performance management system to measure performance of each employee is also set to be implemented in offices at the Provincial Government.

On Friday, Gov. Chatto joined Provincial Engineering Office employees at a workshop and orientation on the performance management system.

He underscored importance of infrastructure as a tangible tool for development and recognized the crucial role of the PEO as the frontline office in the pursuit of this goal.

Bohol had been declared best governed province in the entire country based on LGPMS results from 2010 and 2011.

The LGPMS, a web-based tool managed by DILG evaluates the performance of Local Government Units (LGUs) in administrative, social, economic, and environmental governance in terms of good governance principles of transparency, participation, and financial accountability. (Leah/EDCOM)

When it rains, it pours -- at least for Senator Vicente "Tito" Sotto III, who is accused yet again by another American blogger of plagiarizing her work in his campaign against the reproductive health (RH) bill in the Philippines.

Janice Formichella, who writes for the "Ms." magazine, said Sotto "lifted entire passages from a post I wrote for Feminists For Choice and twisted them into an anti-choice argument against an important reproductive rights bill in the country."

Formichella, who owns a small business in New York City, said she was surprised when her 2-year-old blog post was used without attribution by Sotto.

"The piece that Sotto plagiarizes discusses Indian nationalist leader Mohandas Gandhi’s little-known sexism, and though he misconstrues my argument it’s ironic that he chose this particular piece, as it aptly reflects his own hypocrisy as a political leader," she said.

According to award-winning Filipino novelist Miguel Syjuco, Sotto lifted verbatim and without attribution a part of Formichella's 2010 blog post.

Sotto's speech on August 15, 2012, as delivered:

Kasi po, the two activists met in December of 1936--iyan po ang litrato nila--when Sanger traveled to India to speak with Gandhi about birth control, population and the plight of women in India. Kinakabahan sila noon na palaki nang palaki at padami nang padami ang population ng India.

Despite the fact that the movement was gaining popularity in a society with a serious poverty crisis--ganoon noong araw sa India--Gandhi was an outspoken critic of artificial birth control. His general attitude was that:

"Persons who use contraceptives will never learn the value of self-restraint. They will not need it. Self-indulgence with contraceptives may prevent the coming of children but will sap the vitality of both men and women, perhaps more of men than of women. It is unmanly to refuse battle with the devil."

Formichella's "Gandhi’s birth control of choice" on February 5, 2010:

The two activists met in 1936 when Sanger traveled to India to speak with Gandhi about birth control. By that time Sanger was advocating internationally for artificial contraceptives and sought to make Gandhi an ally.

Despite the fact that the movement was gaining popularity in a society with a serious poverty crisis, Gandhi was an outspoken critic of artificial birth control. His general attitude was that

“Persons who use contraceptives will never learn the value of self-restraint. They will not need it. Self-indulgence with contraceptives may prevent the coming of children but will sap the vitality of both men and women, perhaps more of men than of women. It is unmanly to refuse battle with the devil.”

Formichella said to make matters worse, Sotto twisted her pro-choice stand to argue his claims against the RH bill.

"Given the content of my post and my very pro-contraception position, I could hardly understand how my words could be used to argue against reproductive rights. But lo and behold, it turns out that entire segments of my post were used by Sotto, albeit put into an anti-choice context. What’s more, he has oddly used the words of several other bloggers, writers and case studies in his speeches," she said, citing an ABS-CBNNews.com story.
