Africa / Royal Cleansing in Saudi Arabia Monarchy
November 07, 2017, 01:27:42 PM
AFP- With his sweeping royal purge, Saudi Arabia's future king has upended a decades-old system of governance adopted by previous rulers in what analysts describe as a bold but risky power play.

Dozens of political and business figures were arrested at the weekend in what Saudi authorities have dubbed an anti-corruption swoop, including billionaire Prince Al-Waleed bin Talal, while powerful royals such as the national guard chief were sacked.

The dramatic clampdown on business figures could deal a blow to investor confidence, potentially derailing sweeping Vision 2030 reforms, the brainchild of Prince Mohammed.

The purge underscores an unprecedented restructuring of the kingdom as Prince Mohammed dismantles a governance model involving consensus within the royal family, while he amasses extraordinary power.

"The structure of dynastic rule established over the past few decades is being reshaped into a more centralised monarchical system," said Jane Kinninmont, of London-based think tank Chatham House.

"MBS is disrupting the model of Saudi government," Kinninmont told AFP, using an acronym widely used for the crown prince.

Africa / Liberia Election Protest
November 07, 2017, 01:26:04 PM
Liberia's Supreme Court on Monday ordered the country's electoral commission to resolve a fraud complaint lodged by an opposition party before a scheduled runoff vote for the presidency can be held.

Liberia's Supreme Court on Monday ordered the country's electoral commission to resolve a fraud complaint lodged by an opposition party before a scheduled runoff vote for the presidency can be held.

Supreme Court Chief Justice Francis Korkpor said the National Elections Commission (NEC) was prohibited "from conducting the runoff election until the complaint filed by the petitioners is investigated," referring to the opposition Liberty Party.

It did not order a new date for the vote, which was originally to be contested on Tuesday by former international footballer George Weah and incumbent vice-president Joseph Boakai.

Bonn (AFP) - Thousands of demonstrators converged on Bonn Saturday ahead of UN climate negotiations demanding that governments step up action to halt global warming, starting with a rapid phase-out of coal-burning power plants.

Decked out in red to signify their "Stop Coal" campaign, the protesters chanted slogans and beat drums as they snaked through the former West Germany capital toward the UN centre that will host the 12-day, 196-nation talks, tasked with implementing the landmark Paris Agreement.

Police did not estimate crowd size, but noted that organizers put the figure at more than 20,000.

Inked outside the French capital in 2015, the world's only climate treaty calls for capping global warming at "well under" two degrees Celsius (3.6 degrees Fahrenheit), and 1.5 C (2.7 F) if possible.

Earth has already warmed by 1 C compared to pre-industrial levels.

"The lives and livelihoods of millions of people are under threat, entire island states are in danger of disappearing from rising sea-levels," a coalition of more than 100 civil society groups said in a statement ahead of the march.

"Tackling climate change means a rapid phaseout of fossil fuels, including the burning of coal."

Coal accounts for roughly a third of global energy consumption, and powers 40 percent of all electricity -- twice as much as the next energy source, natural gas.

Compared to gas and oil, coal produces more carbon pollution per unit of energy, making it the "dirtiest" of the fossil fuels.

Coal demand has slowed, especially in the United States where the natural gas fracking boom has undercut its market share.

But globally, demand is projected to expand until at least 2030, according to the International Energy Agency (IEA).

That growth seriously threatens the Paris Agreement's temperature goals, UN and energy experts say.

LGU Philippines / Drug-infested LGU
November 07, 2017, 09:45:20 AM
STATEMENT BY THE HONORABLE
BERNADETTE “BH” HERRERA-DY
Bagong Henerasyon Party-list
Chair, Committee on Public Information

COMELEC CONTROL NEEDED OVER NARCO-INFESTED LGUs

As Chair of the House Committee on Public Information, I urge the PNP and DILG to recommend to COMELEC the LGUs which should be placed under COMELEC control because of pervasive public safety and security dangers including illegal drugs and “narcopolitics.” The COMELEC should then inform the public which barangays, towns, cities, or provinces will be placed under its full control.

Such a move can preempt any peace and order threats and save lives.

All of us may recall that one of the reasons why the President Rodrigo R. Duterte wanted to postpone Barangay and Sangguniang Kabataan Elections was to give the government enough time to address the drug problem at the barangay level.

The drug syndicates would just lure aspiring village executives had the Barangay and SK elections continued last October, the government believed.

"I'm telling you: If you call for a barangay election now, the drug people will win. They have the money; they can buy the municipal mayors who are really into it. It will begin to produce more shabu so they can win," President Duterte was quoted saying. (https://goo.gl/zqJftH )

The COMELEC has set the resumption of the system of continuing registration of voters for the May 2018 Barangay and SK elections from November 6, 2017 to November 30, 2017. (END)

Bogo local execs charged with grave coercion
12 January 2016

The Office of the Ombudsman has affirmed the recommendation of the Office of the City Prosecutor of Cebu to formally charge Mayor Celestino Martinez, Jr., Santiago Sevilla and Atty. Jose Carlo Martinez, for Grave Coercion in connection with the standoff in Bogo City, Cebu, between the Martinezes and Salimbangons during the 2010 national elections.

Based on the complaint, it was found that the Martinezes and other supporters verbally abused the group of Benhur Salimbangon and prevented them from leaving Polambato Elementary School.

In her Review, Ombudsman Conchita Carpio Morales affirmed the findings that “it is clear that when the complainants were prevented from moving their vehicles within the area of Palombato Road in Bogo City and respondents searched the vehicles of the complainants, there was such a display of material force which necessarily produced intimidation, and in effect, controlled the will of the complainants.”

Under Article 286 of the Revised Penal Code, Grave Coercion is committed when a person who, without authority of law, shall, by means of violence, prevent another from doing something not prohibited by law, or compel him to do something against his will, whether it be right or wrong.

Ex-Compostela Valley mayor guilty of misconduct
11 January 2016

The Office of the Ombudsman found former Mayor Juan Cipriano Celso Sarenas of Pantukan, Compostela Valley guilty of Simple Misconduct and was ordered to pay a fine equivalent to two months’ salary payable to the national treasury.

In its Decision, it was found that Sarenas failed to divest of his business interest in Quasar Mining Corporation. The Ombudsman explained that “prior to 2010 Sarenas, for all intents and purposes, is the owner of 7,500 shares of Quasar Mining Corporation.”  Under the Code of Conduct and Ethical Standards for Public Officials and Employees, Sarenas should have divested his shareholdings within 60 days from assumption of office.

According to the Ombudsman, “in this case, as respondent Sarenas is the local chief executive of Pantukan, his position and interest in Quasar Mining Corporation is opposed to or affected by the faithful performance of his official duty.”   It added that “considering there is a conflict of interest, Sarenas resigned from the position in the corporation but failed to divest his shareholdings.”

The Municipal Treasurer of Pantukan was directed to submit respondent’s compliance with respect to the penalty imposed.

KABAYAN PARTY-LIST TO ASSERT ITS 2016 ELECTIONS NOMINEES LIST

CONTEXT: In a mobile call to Victor Caguimbal, the former Secretary General of KABAYAN Party-list, the camp of Harry Roque threatened to use his influence, and the power and resources of his office as Presidential Spokesperson, to obstruct the proclamation as Congressman of KABAYAN Party-list 3rd nominee, Atty. Ciriaco S. Calalang, and ultimately to destroy KABAYAN Party-list. Caguimbal was the one who signed Roque’s Certificate of Nomination in 2016.

Roque said that he wants his Chief of Staff, Romel Bagares, to be proclaimed as his replacement. However, KABAYAN Party-list said that it will follow the Party-list law and the list of nominees submitted to COMELEC for the 2016 elections. Further, how can Romel Bagares be a KABAYAN Party-list Representative if he is not even a member of KABAYAN Party-list?

It appears that Mr. Roque even organized an illegal party congress participated in by non-members of KABAYAN Party-list just to obstruct Atty. Calalang’s proclamation.

Sensing that his machinations won’t work, the camp of Roque said that should KABAYAN Party-list pursue the proclamation of Calalang, the KABAYAN Board of Trustees will lose its credibility to him. This is the same Board that approved his nomination in COMELEC, but accused them of being usurpers when he was made to account for his irresponsible behaviour in the House of Representatives, and subsequently expelled him.

The entire 12-member Board, including current Secretary General Joshua Sebastian, were like: “Who cares about what Roque thinks when he was long expelled from the KABAYAN?”

In a Regular Board Meeting held on Sunday, November 5, 2017 in Muntinlupa City, the Board of Trustees of KABAYAN were in full support to the proclamation of its 3rd nominee, Atty. Calalang.

KABAYAN Party-list chooses to abide by the rule of law, not by the rules of Roque that only serves his personal interests.

Atty. Ciriaco S. Calalang is KABAYAN Party-list's third nominee and by operation of law is the legal succesor to the position of KABAYAN Party-list Representative in Congress.

Nominating authority is legally vested in KABAYAN, not in Harry Roque, who cannot nominate his replacement.

Calalang is the rightful nominee to serve the unexpired term of Roque, who has been giving press briefings already in Malacanang at the podium of the Presidential Spokesperson.

Roque’s obtrusive plan to cling on to his congressional seat through his dummy Bagares, makes us wonder why is he very much interested in the congressional seat when the podium he holds there at Malacanang is clearly a more powerful position? Why is he so attached to said congressional seat and is hell-bent in having his own nominee occupy the vacant seat?

KABAYAN Party-list refuses to and will not be bullied by Harry Roque. (END)

The U.S. Embassy in the Philippines' United States Agency for International Development (USAID) partnered with YesPinoy Foundation chairman, actor, and youth advocate Dingdong Dantes to kick off the Department of Education’s National Reading Month.

USAID Deputy Chief of the Office of Program Resources Management Chris Foley led the launch with a handover ceremony of storybooks to Highway Hills Integrated School in Mandaluyong City, and Mr. Dantes read a story to Grade 2 students.

“The United States government is pleased to partner with the Department of Education and YesPinoy Foundation to further our mutual goal of improving the quality of education in the Philippines; ensuring that every child in school is achieving the basic skills that will help them succeed,” Mr. Foley said.

Mr. Dantes read Grade 2 students a story about a community coming together after a disaster and the importance of protecting the environment.  He also encouraged parents to help children develop a lifelong love of books through reading with their children at home.

The storybook donation furthers USAID’s goal of improving the reading skills of nearly 2 million students through its Php1.9 billion flagship basic education project, Basa Pilipinas.  The project, implemented in close partnership with the Department of Education, is being carried out in eight school divisions in Regions 1 and 7.

Since 2013, USAID has partnered with the Department of Education to implement the language and literacy component of the K-3 curriculum.  Through Basa Pilipinas, USAID has helped train more than 19,000 teachers, school heads, and parents as well as provided more than 8 million copies of teacher’s guides, storybooks, and other education aids to 3,000 public elementary schools in the Philippines.

Sandiganbayan: Prosecution presented strong evidence against Estrada
11 January 2016

After securing the denial of the petition for bail of Senator Ramon Revilla in 2014, Ombudsman prosecutors scored another victory after the Sandiganbayan rejected Senator Jinggoy Estrada’s petition for bail for his involvement in the Priority Development Assistance Fund (PDAF) scam.

â€œWe welcome this as good development and I extend my congratulations to our prosecutors,” said Ombudsman Conchita Carpio Morales.  She added that, “this is in line with my advocacy to whip the corrupt into line.”

In a 215-page Resolution, the Fifth Division said that the “prosecution has presented strong evidence of guilt against (Estrada).”

During the bail hearings, prosecutors presented expert witnesses from the Anti-Money Laundering Council (AMLC), National Bureau of Investigation (NBI), Department of Budget and Management (DBM), Commission on Audit (COA), Field Investigation Office (FIO), local officials as supposed beneficiaries, and whistleblowers Ruby Tuason, Benhur Luy, Mary Arlene Baltazar, Marina Sula and Merlina Suñas.

In finding against Estrada, the Sandiganbayan said that Estrada’s letters and project listings “spurred the release of his PDAF allocations” and that “as soon as the SAROs were released to the implementing agencies, Estrada himself indorsed a particular NGO for implementation.”

The post-audit performed by the COA and the field investigation conducted by the Ombudsman’s FIO show that Estrada’s chosen NGOs, namely:  Social Development Program for Farmers Foundation, Inc.  (SDPFFI) and Masaganang Ani Para sa Magsasaka Foundation Inc. (MAMFI) are dubious and that the project implementation turned out to be “bogus”.   The FIO validated that “the supposed recipients of the projects denied having received or benefitted from any of the agricultural livelihood programs.”

The court observed that the COA and FIO findings “confirmed the simple yet massive irregularities and anomalies made.”

The court said that “it should behoove Senator Estrada to fully realize that it was his own legislative fiat which actually determined how such funds were utilized.”

â€œAs the lawmaker who pre-selected not only the implementing agency concerned but also went as far as indorsing an NGO...no amount of buffering should shield Senator Estrada from an apparent liability under the present charge,”  it added.

Aside from Estrada, the Sandiganbayan also denied the bail petition of co-accused Janet Lim-Napoles.

The Resolution explained that “Senator Estrada’s endorsement of SDPFFI and MAMFI provided the crucial edge for Napoles to gain control in the diversion on his PDAF allocations” as “the prosecution evidence at this instance was profuse enough to decipher what was inherently wrong.”

The court threw out Napoles’ defense of denial and said that “the prosecution witnesses Luy, Suñas, Sula and Baltazar have positively identified her as the mastermind in organizing the diversion of the PDAF funds.”

Expert witness from the AMLC testified that “the control by Napoles over these NGOs became more obvious as fund transfers were directly made from the accounts of SDPFFI and MAMFI to JLN Corporation.”

On the existence of conspiracy, the Fifth Division said that “the conspiracy in the Estrada case was said to resemble the wheel conspiracy” wherein “the diversion of the PDAF allocations was controlled by a single hub, namely: Senator Estrada as the lawmaker who gave the impetus to release his PDAF allocations to favor Napoles who controlled the spokes of the conspiracy through her networking scheme.”

The court went a step further and said that “primary whistleblowers Luy, Suñas, Sula, Baltazar and Tuason were just among the many spokes of the wheel, the others being the heads of the implementing agencies, suppliers and others who contributed to the realization of the conduit scheme.”

In appreciating the testimony of Tuason, the court probed that “whatever her motives are Ruby Tuason is plunging deeper and digging the truth of the PDAF scandal.”

The Sandiganbayan gave emphasis on its observation that Senator Estrada “did not deny” or “even attempt to deny” Tuason’s account of “stealthily handling him the money from the transactions using his PDAF.”

It will be recalled that the Office of the Ombudsman filed Plunder and graft charges against Estrada in connection with the PDAF scam wherein he received P183million in kickbacks.

Co-accused Pauline Therese Mary Labayen and John Raymund De Asis remain at-large.

Ex-Misamis Oriental governor faces malversation charges
07 January 2016

Former governor Antonio Calingin of Misamis Oriental is facing Malversation charges for his failure to liquidate the cash advance of P500,000.00 used for the registration of the Misamis Oriental Telephone System Inc. (Misortel) in June 2002.  Also facing charges before the Sandiganbayan is Jusie Roxas, former manager of Misortel.

In its Resolution, the Office of the Ombudsman stated that “Calingin admitted that he directed respondent Roxas to secure the cash advance of P500,000.00 and that he personally received the amount.”  Calingin was not able to show proof of liquidation.   In finding against Calingin and Roxas, the Ombudsman added that “respondents conspired with each other in committing Malversation of public funds.”
It will be recalled that in December 2014, Ombudsman prosecutors secured Calingin’s conviction for Malversation in connection with the missing spare parts and accessories of two government vehicles assigned to the Office of the Provincial Governor.

He was sentenced to imprisonment of 10 years and one day of prision mayor as minimum, to 18 years, eight months and one day of reclusion temporal as maximum.  Calingin was also ordered to pay a fine of P2,082,385.00, and to suffer perpetual special disqualification with an order to indemnify the Province of Misamis Oriental in the total amount of P2,082,385.00.

Court convicts former dean of UP Diliman for SALN violations
02 November 2017

The Office of the Ombudsman has secured the conviction of former University of the Philippines Dean of College of Home Economics Milagros Querubin for failing to file her Statement of Assets, Liabilities, and Net Worth (SALN) for the years 2008 and 2009. She also failed to declare two real properties located at Barangay Putatan, Alabang, Muntinlupa City in her 2010 and 2011 SALNs.

During the trial, the accused initially entered a not guilty plea but later pleaded guilty to the offense charged. Hence, Acting Presiding Judge Don Ace Mariano Alagar of the Metropolitan Trial Court of Quezon City, rendered a Decision ordering Querubin to pay a fine of P4,000 for four counts of violation of Section 8 of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act No. 6713).

Camarines Sur mayor faces 90-day suspension pendente lite
06 November 2017

Mayor Tomas Bongalonta, Jr. of Pili, Camarines Sur is facing a 90-day suspension pendente lite after the Sandiganbayan sustained the motion filed by the Ombudsman’s Office of the Special Prosecutor.

In its Resolution, the Seventh Division of the Sandiganbayan underscored that Section 13 of the Anti- Graft and Corrupt Practices Act (Republic Act No. 3019) makes it mandatory for the court to suspend any public officer who has been arraigned under a valid Information.  “Once the information is found to be sufficient in form and substance, then the Court must issue the order of suspension as a matter of course.  There are no ifs and buts about it,” stated the court.

“The presumption is that unless the accused is suspended, he or she may frustrate the prosecution of the case, commit further acts of malfeasance, or do both,” added the Sandiganbayan.

Mayor Bongalonta is under trial for violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019). It was uncovered during investigation that Bongalonta caused the dismissal of municipal employee Eileen Ceron when what has been imposed upon her by the Ombudsman is suspension from office only. “[T]he accused knew fully well that the penalty of dismissal from the service has no legal basis, thereby depriving Ceron not only her office but also the salaries and monetary benefits attached thereto amounting to P955,285.06,” the Information cited.

Section 13 of R.A. No. 3019 provides that any incumbent public officer against whom any valid information under the Act or the Revised Penal Code, or for any offense involving fraud upon the government, or public funds or property, whether as simple or complex offense, and in whatever stage of execution and mode of participation is pending in court, shall be suspended from office.

Manila barangay officials face 6 to 9 years prison term for rigged bidding
06 November 2017

Officials from Barangay 500, Zone 49, District IV, Manila were found guilty beyond reasonable doubt of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) for rigging the procurement of equipment in 2008.

In a 21-page Decision penned by Presiding Judge Jean Marie Bacorro-Villena of the Manila Regional Trial Court, the court imposed upon Chairman Ernesto Evasco Sr., Treasurer Nemita Gonzales, and Victoria Limpio, owner of De Victoria Enterprises, the penalty of imprisonment ranging from six to nine years.  Meantime, the members of Bids and Awards Committee (BAC) Jose Marie Evasco, Ariel Policarpio, Rolando Policarpio, and May Sahagon were sentenced to six to seven years’ imprisonment. The barangay officials were also imposed the accessory penalty of perpetual disqualification from public office.

Ombudsman prosecutors proved that prior to the actual bidding scheduled in April 2008, Evasco, Sr. and Gonzales approved a purchase order on 17 March 2008 indicating  De Victoria Enterprises as the supplier of the projector and sound system at a cost of P138,128.00.  The award to the supplier was also approved despite the absence of a business permit as Limpio only submitted a certification from the Department of Trade and Industry.

“Accused could not be allowed to treat their official duties lightly, especially so when what is to be expended is taxpayers’money. The court finds that they have been grossly or inexcusably negligent in allowing accused Limpio, through her “De Victoria Enterprises” to participate in the bidding,” the Decision narrated.

Section 3(e) of R.A. No. 3019 prohibits public officials from performing official duties with manifest partiality, evident bad faith, or gross inexcusable negligence causing undue injury to any party, including the government, or giving any private party unwarranted benefits, advantage, or preference.

Panglao, Bohol local execs face 90-day suspension pendente lite
06 November 2017

News Wires - Panglao, Bohol Municipal Budget Officer Catalino Sumaylo, Municipal Engineer Rogelio Bonao, Municipal Treasurer Rena Guivencan, Administrative Assistant Dionisia Estopito and Administrative Aide Rene Lustre were suspended pendente lite for 90 days by the Sandiganbayan after it sustained the motion filed by the Office of the Ombudsman.

In its Resolution, the anti-graft court reiterated that any incumbent public officer arraigned under a valid information shall be suspended from office to prevent the hampering of the prosecution by intimidating or influencing witnesses, tampering with documentary evidence, or committing further acts of malfeasance while in office. It emphasized that the suspension is not a penalty.

Court documents showed that the five accused, together with former Mayor Benedicto Alcala are facing trial for violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019). The Ombudsman found that as members of the Bids and Awards Committee, Alcala, et. al. procured a Kia Sorento in January 2008 worth P1.46million thru Direct Contracting without just and lawful basis.  The procurement of the vehicle from its Development Fund was not considered as an allowable expense under the Department of the Interior and Local Government and Department of Budget and Management Joint Circular No. 01 Series of 2005.

Reuters -- A gunman entered a church in a small town in southeast Texas on Sunday and began firing, resulting in "multiple" fatalities and injuries, local media reported, citing the county authorities.

The gunman was killed after fleeing in a vehicle from the First Baptist Church in Sutherland Springs, about 40 miles (65 km) east of San Antonio, local media said, citing police.

Sheriff Joe Tackitt told the Wilson County News that there have been multiple injuries and fatalities, including children. It was not clear how many people have been killed or wounded.

The Wilson County Texas Sheriff's Office declined to provide Reuters with further details on the shooting.

About 860 people live in the Sutherland Springs area in 2010, according to the U.S. Census.

Agents of the Federal Bureau of Investigation, the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives and other law enforcement agencies were either on the scene or traveling there.

President Donald Trump said he was monitoring the situation while in Japan on a 12-day Asian trip.

"May God be w/ the people of Sutherland Springs, Texas. The FBI & law enforcement are on the scene," he said on Twitter.

In October, a gunman killed 58 people at a concert in Las Vegas, the deadliest mass shooting in modern U.S. history

DOE dangles green techs
for Bohol public transport

TAGBILARAN CITY, October 27 (PIA)--Seeing Bohol's development agenda pegged on clean and sustainable environment, a government agency pushing for cleaner alternative fuel technologies (AFTs) eye the province as pilot to adopt the technological innovation and be declared the first province to champion the green technology in public transportation.

Department of Energy (DOE) senior research specialists Engrs. Loreto Moncada and Jorge Vincent Bitoon revealed that they have been moving around the country seeking local government units who would have the political will to adopt the innovations in alternative fuel.

By alternative fuel technologies, the DOE means electric vehicles, liquefied petroleum gas powered automobiles, compressed natural gas run vehicles, liquefied natural gas and hybrid electric vehicles.

Engr. Bitoon, a young specialist at the DOE showed that of the country's petroleum oil mix usage, some 72 % is used by transport.

Petroleum oils, when burned, produces carbon dioxide, sulfur oxide and nitrogen oxides.

On the other hand, he showed transport fuel consumption by sector reached 88.2% for road transport, 6.9% by water transport and 4.8% by air transport.

This just shows that fossil fuels used in road transport, my give commuters the convenience but it also releases heavy carbon dioxide and greenhouse gasses which trap solar energy in the atmosphere.

The phenomenon changes weather patterns, disrupts natural atmospheric conditions and impacts on farming cycles, polar cap melting and the increase in sea levels.

With the carbon emissions building up coupled with the increasing cost of imported fuel, the government through the DOE puts up its research and development initiatives on alternative fuels in Bohol.

During the Seminar on the Promotion of Energy Sector Innovation through the Use of Alternative Fuels and Energy Technologies held at the Kew Hotel October 24, Engr. Bitoon also showed that there have been 9,251,560 Land Transportation Office registered motor vehicles across the country this year.

He did not mention that Philippine roads are still littered with unregistered and non-road worthy vehicles.

Of those registered, 5.3 million are gasoline fed cars and taxis, 1.9 million jeepneys and some .9 million tricycles, according to Bitoon citing land Transportation Office records.

At the DOE Energy Utilization management Bureau, achieving energy security and fuel diversification while meeting environmental challenges through the utilization of alternative fuels has been their task.

And by so doing, the government through the DOE pushed for the cleaner and more environment friendly alternative fuel and energy systems for transport.

In the pipelines are liquefied petroleum gas for automobiles and jeepneys, compressed natural gas, liquefied natural gas, electric vehicles and the hybrids.

The option offers no tail pipe emissions, less noise and vibration which enhances comfort, low maintenance costs as it has few moving parts and charging can be done overnight when electricity demand is low, according to the DOE.

For Bohol, which is already an established green destination, adopting to the green technologies in transport can be a loud statement and can even be globally acclaiming as a champion for the environment, DOE said. (rahc/PIA-7/Bohol)

NBI busts P5.5 million jewelry, feeds scam
TAGBILARAN CITY, Bohol May 25, 2016 (PIA)--In just a month, the Bohol field office of the National Bureau of Investigation (NBI) succeeded in busting at least two swindle groups which have a potential to squeeze out P5.5 million from unsuspecting individuals.

At the Provincial Peace and Order Council, NBI Bohol through lawyer-agent Archie Albao reported the bust of swindling groups and the service of arrest warrants as well as the filing of appropriate estafa charges for the two groups.

Surveillance and investigation work paid off for the local office in Bohol with the successful operations it can credit to its accomplishments for the month, Albao shared.

He also added, their dedication also led them to get into a lending collector who allegedly misappropriated his collections amounting to P90 K.

With that, the investigation bureau in Bohol worked for his arrest and filing of appropriate cases to bring the culprit to the court.
It happened May 18, when the bureau went to Valencia to serve the arrest warrant after filing qualified theft against collector Jayson Lagahit.

In their accomplishment report dated May 1-18, Atty Albao, who reported for Atty, Renan Oliva, Bohol NBI Agent in Charge, added that they also earlier, busted last May 7 an alleged P5 million jewelry swindler.

The suspect, NBI identified as Isabelle Undalon Alferez.

NBI said Alferez has been operating a jewelry scam in Tagbilaran, and after her capture, her case is now currently on trial in one of the courts here.

Ten days later, or on May 17, the NBI again swooped down into a couple in Loon who have been tagged for P.5 million farm feeds scam in the Visayas.

Now facing two counts of estafa and are currently on trial are Arelyn and Herman Oyson Jr., whom the NBI said operates also in Cebu but have chosen to settle in Loon.

Within the reporting period, Albao also said the NBI also succeeded in an anti-illegal drugs operation resulting in the capture of a minor, two more, and the recovery of assorted drug paraphernalia in Ubay, illegal possession of firearms and ammunition in Carmen, illegal gambling in Tagbilaran and a child abuse case in San Miguel town. More than 380 kilometers of national roads and close to 500 lineal meters of national bridges were completed in Southern Tagalog Region or CALABARZON area in CY 2013.

Department of Public Works and Highways (DPWH) Region 4-A Director Huillio B. Belleza said that the completed roads and bridges in the provinces of Cavite, Laguna, Batangas, Rizal and Quezon is contributory to the vision of Secretary Rogelio L. Singson to pave all national arterial roads by end of 2014, and all national secondary roads and make all bridges along national roads permanent by middle of 2016.

With a funding allocation of P10.759 Billion in the CY 2013 Regular Infrastructure Program, DPWH Region 4-A together with its 15 District Engineering Office were able to complete 587 projects.

Notable among the completed projects is the widening of Bangkal-GMA Bridge with the construction of one (1) lane bridge at left side of existing steel bridge along Dasmañas Road in Cavite which helped decongest traffic along Governor’s Drive.

Also completed were the widening works at Governor’s Drive otherwise known as Carmona-Dasmariñas-Trece Martires City Road, one of the busiest road network in Cavite and the opening/concreting of General Aguinaldo-Magallanes-Nasugbu Road (East-West Road)which includes construction of 25 lineal meter bridge linking Magallanes, Cavite with Nasugbu, Batangas.

The widening of Lemery-Taal Diversion Road has addressed traffic gridlock along national road network leading to tourism areas in Nasugbu, Batangas while the widening of Bauan-Mabini Road in Mabini, Batangas facilitates not only the enhancement of tourism but also the transport of products to neighbouring towns and provinces.

Much needed widening of Sto. Tomas Section of Daang Maharlika has shortened travel time by as much as 30 percent and mitigated flooding with the provision of drainage system along the highway.

Safer connectivity between the towns of Taysan and Lobo, Batangas was facilitated by the completion of new Doña Alicia Bridge along Batangas-Lobo Road which is not only wider but is capable to carry more load capacity.

Asphalting projects along the national highway of Calamba-Sta Cruz-Famy Junction Road, Daang Maharlika and Sta Rosa Road all in the province of Laguna improve travel condition.

In Quezon Province, the widening of Lucena-Tayabas-Lucban Road and Manila South Road Old Route, concrete paving of Manila South Road Junction Lopez-Buenaventura Road and upgrading of Atimonan Section of Daang Maharlika improve land travel thus boosting the socio-economic development in the area.

The upgrading of Sumulong Highway leading to Antipolo City and maintenance works at Manila East Road at Cardona-Baras area in Rizal Province provided smoother land travel for the traveling public. - 2014 DPWH News

The rehabilitation of slope protection along Mahabang Ilog Creek in Brgy. Maybunga, Pasig City is one of the three (3) major Flood Control projects funded by DPWH-NCR thru the First Metro Manila Engineering District (FMMED), aimed to mitigate if not totally eradicate the flooding woes of the low lying residential communities of Brgy. Maybunga and the adjacent Barangays of Rosario and San Miguel. These three (3) Barangays of Pasig City were the most affected by flooding during the onslaught of Typhoon “Habagat” when the water overflows thru the damaged riprap slope protection of Mahabang Ilog Creek, submerging the said low lying communities into knee deep flood water. With the rehabilitation of the damaged riprap sections of the creek and the clearing/desilting of its waterways, the flooding woes of the residents of the said low lying communities of the above-mentioned Barangays will be lessened especially during Rainy season. - 2014 DPWH News

Heatcraft Worldwide Refrigeration, a leading provider of commercial and industrial refrigeration solutions, announces the release of their newest addition to their condensing unit product line, a low temperature screw compressor condensing unit. As a complement to the existing medium and high temperature options, the new low temperature addition fits well within the company’s goal of providing the commercial and industrial refrigeration market with a comprehensive offering for large cooling applications.

Heatcraft Director of Cold Storage Sales, Grady McAdams, worked closely with the development team to communicate the need for a high-capacity condensing unit for low temperature applications in the cold storage market.

“At Heatcraft, we believe that today’s innovation becomes the standard for tomorrow. Our customers asked for high-capacity performance and solid reliability of the equipment they invest in, and the low temperature screw compressor condensing units deliver on both fronts,” stated McAdams. “We set out to exceed our customers’ needs from day one, meeting the challenge of building a more robust unit, while lowering installation costs. Our customers drive what we do here, and as Heatcraft further expands into the Cold Storage refrigeration market, their ability to succeed always comes first.”

The low temperature screw compressor condensing unit can be paired with Heatcraft’s current line of industrial unit coolers. These pairings will provide optimized split-system refrigeration for large, low temperature applications. The hallmark of the new low temperature unit is its robust construction, providing maximum reliability over the life of the unit. The higher-capacity single unit can replace the need for multiple condensing units for the same application, resulting in lower installation and maintenance costs. Additionally, standard components, such as screw compressors, welded frame, floating tube coils and a dedicated oil cooler provide robust, reliable performance.
“This is the next step in expanding our product line to provide a complete range of products to solve our customers’ various needs,” stated Raleigh Thompson, Product Manager, Cold Storage. “Low temperature screw compressor condensing units by comparison, offer substantial installation savings per horsepower over their alternatives for freezer applications. Now our customers can come to Heatcraft knowing that we have the capability to custom engineer units for low, medium and high temperature applications.”

On an upcoming episode of “Success Files”, narrated by Rob Lowe, the award-winning actor, will take us on a tour explaining the importance and the benefits of apiculture. Apiculture or beekeeping involves more than collecting honey. Bees also pollinate crops, provide beeswax, and the pollen from bees is used in many natural remedies.

Each year, tens of billions of dollars of crops in the United States are pollinated by bees. Bees play an important part in the production of many staples, including apples, almonds, cantaloupe, cucumbers and other foods that we eat every day. Bees have been a viable part of economies for thousands of years. People have collected honey not only as a food source but also for medicinal purposes. Honey offers sugars, vitamins, and minerals that are all easily absorbed by the body. Medically, the uses of honey range from antiseptics and sedatives to laxatives.

Over the last few decades, the bee population around the world has been declining. What has caused this decline of nearly 1/3 of the bee population over the past decade, and what are scientists doing to reverse the tide? Can apiculture help rebuild the bee population?

“Success Files”, as narrated by Rob Lowe has been nominated for and received several awards for excellence in programming. “Success Files” can be seen on different PBS Member Stations around the United States. - source: PRweb.com

Philippine Archive / Days Before People Power 2
November 04, 2017, 11:52:08 PM
2001 - In the days leading to People Power 2, a general, ally of a famous Ilocano politician, boasted that he was in command of formidable forces that were ready to march to Edsa and join anti- Estrada groups. However, he was eclipsed by Gen. Angelo Reyes, who brought the militaryâ€"lock, stock, and barrelâ€"with him in a dramatic withdrawal of support from then President Estrada. This general, now noisy and grumbling, is actually a henpecked husband. His wife happens to be a sharpshooter who goes into fits of rage whenever she gets news about her husband carousing with young women. The general is a barfly and is fond of one-night stands. Once, his wife called a woman she mistook to be her husband’s lover. Pissed off, the woman replied: “Hindi ko papatulan ang asawa mo. Si General Almonte, puwede pa!” - source: newsbreak.ph

On January 19, 2001, late Friday night, while the throng in Edsa anxiously awaited Estrada’s departure from Malacañang, four generals met with Armed Forces chief of staff Gen. Angelo Reyes, ferried by helicopter from Fort Bonifacio to Camp Aguinaldo. Two of the generals are service commanders, one is at the helm of a huge regional command, and the other was head of an intelligence unit. If they had their way, people power would have been imperiled. Why, these impetuous officers asked General Reyes, were they turning over the reins of power to the vice president? They could be the power brokers and form a civilian-military junta. Reyes firmly stood his ground and dismissed their adventurist idea. Still not giving up, the four generals again broached the idea to Reyes the next day. The chief of staff curtly told them there was nothing more to be said on the matter. These generals are still very much around. We wonder what they’re up to next. - source: newsbreak.ph

Inspiration & Hope / Let No One Look down on You

Let No One Look down on You

Let no one despise your youth, but be an example to the believers in word, in conduct, in love, in spirit, in faith, in purity. 1 Timothy 4:12

Timothy was a sincere young man who earnestly desired to serve the Lord. Yet certain weaknesses in Timothy’s life hindered him from serving God confidently. Timothy was very young to be a religious leader, and apparently some doubted his abilities. Timothy had a tender nature and was sickly (1 Tim. 5:23). His was an inauspicious beginning for a young minister of the gospel in an age of persecution!

Paul urged Timothy not to allow his youthful insecurity to blunt his zeal and faithfulness in doing what God had told him. Rather than arguing with those who criticized Timothy, Paul urged him to live as an example of godliness. Paul advised Timothy to live a life that was so spotless in word, conduct, love, spirit, faith, and purity that his life could serve as a model for others in the church to follow. Timothy’s life was to be the evidence that God had called him. God looked beyond Timothy’s youth, timidity, and physical weakness and saw his sincere heart.

As you seek to follow God’s will, you may identify with Timothy. Perhaps some things about you seem to disqualify you from serving the Lord effectively. You may be sensitive because you are a new Christian or because you come from a sinful past. Perhaps you have little education or money or social status. You may have previously experienced failure in your service for God. Don’t allow this to intimidate you from following God’s will. Your area of weakness may be God’s means of demonstrating His strength (2 Cor. 12:9). Allow God to demonstrate His call upon you by transforming your life into a model of godliness. - Henry and Richard Blackaby

SSS MUST PROVE THAT STOCKS FIASCO IS NOT A CONTAGIOUS INFECTION

I am reasonably assured that no Social Security System funds were used in the conflict of interest transactions uncovered at the SSS.

However, with the ethics and morals of SSS officials now in question, the public must be assured that the infection has not spread and does not involve other years.

It is now clear internal audit and control protocols did not work fast enough and red flags were not raised or were ignored.

Press Release Philippines / OFW Concerns in Dubai
November 04, 2017, 02:16:13 PM
STATEMENT BY THE
HONORABLE RON P. SALO
KABAYAN Party-list
Assistant Majority Leader

SOLON ASKS DFA, DBM, PRC, CSC TO ACT FAST ON OFW CONCERNS IN DUBAI

As Member of the House Committees on Foreign Affairs and Overseas Workers Affairs, I urgently appeal to the Department of Foreign Affairs, the Department of Budget and Management, Professional Regulation Commission, and Civil Service Commission to swiftly address in six to 12 months the pressing concerns of our heroic OFWs in Dubai, United Arab Emirates.

I have been from Dubai where I initiated town hall meetings and consultations.

The Dubai consular office badly and urgently need more consular officers and several more staff to cope with the demands of attending to the needs of about 500 thousand OFWs within their area of responsibility.

From January to October, the Dubai consular office had 60,600 passport applications, 476 applicants for travel documents, and 4769 applicants for amendments to consular documents. For all these, that office has only three consular officers and 38 staff.

For passport applicants, there is a queing system, and the average is 2 months to be able to get an appointment because of limited resources. Resources are very limited: very few personnel and only two machines for passporting. They need at least double the current resources.

OFWs in Dubai asked me to relay to the PRC their request for the conduct of licensure examinations there. They also asked the CSC for the administration of civil service exams in Dubai.

I assured OFWs in Dubai that the government, especially President Duterte, is exerting best efforts to assure distressed OFWs or those charged with cases that their rights shall be protected and as soon as their cases are okay, the government will sponsor their repatriation to enable them see their families & loved ones behind.

With the Filipino community, I discussed the various advocacies of KABAYAN Partylist (kalusugan, pabahay, kabuhayan, edukasyon & OFW) KABAYAN + 2 and the bills filed to achieve these objectives: Kalusugan - Universal Health Care; Pabahay - Department of Housing & the On-Site, In-City Resettlement; Kabuhayan - related to the 3Cs of Education; Education - 3Cs of Education (Critical Thinking, Craftsmanship & Character); and OFW - Department of Migration Development.

Asia | Middle East / Aung San Suu Kyi
November 03, 2017, 03:19:34 AM
YANGON, Myanmar (AP) â€" Aung San Suu Kyi made her first visit as Myanmar’s leader Thursday to the conflict-torn region where more than half a million Rohingya Muslims have fled state-led violence that has spiraled into Asia’s worst refugee crisis in decades.

Her visit to Rakhine state comes as Suu Kyi is under intense international scrutiny for her response to the exodus, which the U.N. has called “ethnic cleansing,” and as her government said it is working on a plan to repatriate those who fled to Bangladesh.

Bible Study / Have You Done What You Know to Do?
November 02, 2017, 09:14:55 PM
Have You Done What You Know to Do?

Therefore, to him who knows to do good and does not do it, to him it is sin. (James 4:17)

It is never a minor thing to know God’s will and not do it. God calls this sin. We can make excuses for our lack of obedience: “I’m just not ready yet” or “I’ll do it later!” or “I don’t think it will make a difference” or “I can’t afford to!” We rationalize, we procrastinate; yet, in God’s eyes, rationalization and procrastination are nothing more than disobedience. At times we deceive ourselves into thinking that good intentions equal obedient actions. They do not. A good intention without corresponding activity is disobedience. When we encounter God and He gives us a direction, it is not enough to write down the date in our spiritual journal, or even to tell our friends and church of our “decision.” God’s call is not to “make a decision” but to obey! Deciding to obey is not equal to obeying! (Matt. 21:28-31). Loudly affirming the necessity of obedience is not the same as obeying (Luke 6:46). Making commitments, even publicly, is not the same as obeying our Lord. Substituting our own good works is not the same as obeying. God told King Saul to wait until the prophet Samuel arrived. Instead of waiting, Saul took matters into his own hands and offered a sacrifice. Saul discovered, to his deep dismay, that other acts of supposed piety do not take the place of obeying a clear command from God (1 Sam. 15:22). As with Saul, God expects you to obey everything exactly as He tells you. Only obedience satisfies God’s desire for obedience! - Henry and Richard Blackaby

PRESS RELEASE
By: Jessica Bacud

Monsanto-PAPI forum underscores GM crops

Monsanto Philippines has underscored the value of genetically modified (GM) crops in promoting sustainable Philippine agriculture and food security, during the recent media forum jointly organized by Monsanto and the Publishers Association of the Philippines Inc. (PAPI) held at the Novotel, Araneta Center Complex, Cuba, Quezon City. The forum was bannered by the theme “Towards Sustainable Agriculture and Food Security.”

The forum focused on the biosafety regulatory framework policy on Genetically Modified crops and their socio-economic benefits and importance. It was designed to inform media players and enlist their support in helping clarify misconception about GM crops.

PAPI president Nelson Santos said the joint Monsanto-PAPI media forum was initiated to help  address the need for continuing public information and education, and institutional strengthening at national and local levels, apart from multi-stakeholder partnerships to strengthen the future of biotechnology in the country.

Dr. Nina G. Gloriani, Biotechnology Coalition of the Philippines president, explained that Biosafety Regulations in the Philippines has documented the milestones and struggles of the GM food technology from the time the National Committee on Biosafety of the Philippines was established in 1990 under Executive Order No. 430.

“The regulation of GM foods is evaluated at the highest level of internationally prescribed standards before they are allowed for importation,” Gloriani stressed. The objective of E0 430 is to put in place a “regulatory framework that will ensure an adequate level of protection for the safe transfer, handling, and use of genetically modified organisms resulting from modern applications of biotechnology.”

At that time, Gloriani said, “we knew little about the impact of GMOs on an environment’s biodiversity and the possible risks on human and animal health, especially in cases of trans-boundary movement. The agricultural biotechnology is a safe and beneficial technology that contributes to both environmental and economic sustainability,” discrediting the claims by anti-GMO supporters that GM crops are not safe.

Another forum speaker, Dr. Gabriel O. Romero, Regulatory Affairs Lead of Monsanto Philippines Inc. said GM crops provide real economic benefits in the form of lower production costs, improved yields and simplified crop management. He pointed out that globally, farmers have benefited from improved crop varieties, citing that around 812,000 hectares of the estimated one million yellow-corn hectarage or about 80-85 percent of the area are planted to GM corn. The Philippines, he said, will soon become a corn exporter having gained self-sufficiency since 2012.

Charina G. Ocampo, Monsantos’s Corporate Affairs lead, noted that  farmers choose biotech crops because they increase yield and lower production costs. “Farmers get greater financial returns while using more environmentally friendly farming practices through the use of agricultural biotechnology.”

GMOs are created when a gene from one specie is transferred to another to resist pests, do away with herbicides, and enhance the plant’s nutritional value. GM corn commonly known as Bt (Bacillus thuringiensis) Corn is one of Monsanto’s direct-to-consumer products that are highly promoted among farmers across the country.

Ocampo said Bt corn has “zero or less pesticide use” and “better and more uniform quality” compared to ordinary corn. “The experience of the first 20 years of commercialization, 1996 to 2015, has confirmed that the early promise of crop biotechnology has been fulfilled. Biotech crops have delivered substantial agronomic, environmental, economic, health and social benefits to farmers and, increasingly, to society at large.

The rapid adoption of biotech crops from 1996 to 2015, reflects the substantial multiple benefits realized by both large-scale and small farmers in industrial and developing countries, which have grown biotech crops commercially, she added, noting that small farmers in developing countries generally tend to benefit most from biotech crops because they not spend additionally to protect them from insects and diseases (JCM) - Press Release

World Daily News / Hackers and Russian Government
November 02, 2017, 04:53:00 PM
WASHINGTON (AP) â€" The hackers who upended the U.S. presidential election had ambitions well beyond Hillary Clinton’s campaign, targeting the emails of Ukrainian officers, Russian opposition figures, U.S. defense contractors and thousands of others of interest to the Kremlin, according to a previously unpublished digital hit list obtained by The Associated Press.

The list provides the most detailed forensic evidence yet of the close alignment between the hackers and the Russian government, exposing an operation that stretched back years and tried to break into the inboxes of 4,700 Gmail users across the globe â€" from the pope’s representative in Kiev to the punk band Pussy Riot in Moscow.

“It’s a wish list of who you’d want to target to further Russian interests,” said Keir Giles, director of the Conflict Studies Research Center in Cambridge, England, and one of five outside experts who reviewed the AP’s findings. He said the data was “a master list of individuals whom Russia would like to spy on, embarrass, discredit or silence.”

The AP findings draw on a database of 19,000 malicious links collected by cybersecurity firm Secureworks, dozens of rogue emails, and interviews with more than 100 hacking targets.

World Daily News / Negotiating with North Korea
November 01, 2017, 03:43:00 PM
Reuters - The United States is quietly pursuing direct diplomacy with North Korea, a senior State Department official said on Tuesday, despite U.S. President Donald Trump's public assertion that such talks are a waste of time.

Using the so-called "New York channel," Joseph Yun, U.S. negotiator with North Korea, has been in contact with diplomats at Pyongyang's United Nations mission, the official said, at a time when an exchange of bellicose insults between Trump and North Korean leader Kim Jong Un has fueled fears of military conflict.

While U.S. Secretary of State Rex Tillerson on Oct. 17 said he would continue "diplomatic efforts ... until the first bomb drops," the official's comments were the clearest sign the United States was directly discussing issues beyond the release of American prisoners, despite Trump having dismissed direct talks as pointless.

There is no sign, however, that the behind-the-scenes communications have improved a relationship vexed by North Korea's nuclear and missile tests, the death of U.S. university student Otto Warmbier days after his release by Pyongyang in June and the detention of three other Americans.

Word of quiet engagement with Pyongyang comes despite Trump's comments, North Korea's weapons advances and suggestions by some U.S. and South Korean officials that Yun's interactions with North Koreans had been reined in.

"It has not been limited at all, both (in) frequency and substance," said the senior State Department official.

World Daily News / Trump is Right on Muslim Ban
November 01, 2017, 03:39:30 PM
Reuters - An Uzbek immigrant accused of killing eight people in New York City by driving a rental truck down a riverfront bike path on Tuesday appeared to have acted alone, but the Halloween Day attack had all the hallmarks of terrorism, authorities said.

The suspect, who was shot by police and arrested moments after Tuesday's rampage on the Lower West Side of Manhattan, left a note saying he carried out the attack in the name of the militant Islamic State group, the New York Times and CNN said.

The death toll paled in comparison to dozens killed in similar assaults last year in France and Germany. However, it was still the bloodiest single attack on New Yorkers since Sept. 11, 2001, when suicide hijackers crashed two jetliners into the World Trade Center, killing more than 2,600 people.

The Twin Towers site was just a few blocks from the scene of the carnage left when the suspect swerved the pickup onto a path filled with pedestrians and bicyclists on a sunny, crisp autumn afternoon.

Driving at speeds estimated at more than 60 mph (100 km/h), the vehicle mowed down everyone in its path before slamming into the side of a school bus.

The man then climbed out of the vehicle brandishing what appeared to be a pair of handguns before he was confronted by a city police officer, who shot him in the abdomen. Police said they recovered a paint-ball gun and a pellet gun from the scene.

The attack was over in a matter of seconds. Video footage taken by a bystander that circulated online showed crumpled bicycles scattered long the path, and at least two people lying on the ground.

In addition to the eight fatalities, at least 11 people were hospitalized for injuries described by fire officials as serious but not life-threatening. That excluded the suspect, who underwent surgery for gunshot wounds.

Police declined to publicly identify the man, but a source familiar with the investigation said his name was Sayfullo Saipov, 29. He reportedly lived in Paterson, New Jersey, a one-time industrial hub about 25 miles (40 km) northwest of lower Manhattan.

He had rented the pick-up from a Home Depot hardware store which, according to media accounts, was located in Passaic, just south of Paterson.

Reuters - Seoul and Beijing on Tuesday agreed to move beyond a year-long stand-off over the deployment of a www.usa.govU.S. anti-missile system in South Korea, a dispute that has been devastating to South Korean businesses that rely on www.alibaba.comChinese consumers.

The unexpected detente comes just days before U.S. President Donald Trump begins a trip to Asia, where the North Korean nuclear crisis will take center stage, and helped propel South Korean stocks to a record high.

The installation of the U.S. Terminal High Altitude Area Defense (THAAD) system had angered China, with South Korea's tourism, www.aliexpress.comcosmetics and entertainment industries bearing the brunt of a Chinese backlash, although Beijing has never specifically linked that to the THAAD deployment.

Beijing worries the THAAD system's powerful radar can penetrate into Chinese territory.

"Both sides shared the view that the strengthening of exchange and cooperation between Korea and China serves their common interests and agreed to expeditiously bring exchange and cooperation in all areas back on a normal development track," South Korea's foreign ministry said in a statement.

Before the THAAD dispute, bilateral relations flourished, despite Beijing's historic alliance with North Korea and Seoul's close ties with Washington, which includes hosting 28,500 U.S. troops. China is South Korea's biggest trading partner.

"At this critical moment all stakeholders should be working together to address the North Korea nuclear challenge instead of creating problems for others," said Wang Dong, associate professor of international studies at China's Peking University.

"This sends a very positive signal that Beijing and Seoul are determined to improve their relations."

As part of the agreement, South Korean President Moon Jae-in will meet Chinese President Xi Jinping on the sidelines of the summit of Asia-Pacific Economic Cooperation (APEC) countries in Vietnam on Nov. 10-11.

South Korea recognized China's concerns over THAAD and made it clear the deployment was not aimed at any third country and did not harm China's strategic security interests, China's foreign ministry said.

USA and Canada / Paul Manafort and Rick Gates Probed
October 31, 2017, 05:38:33 PM
Reuters - Federal investigators probing Russian interference in the 2016 U.S. election charged President Donald Trump's former campaign manager Paul Manafort and another aide, Rick Gates, with money laundering on Monday.

A third former Trump adviser, George Papadopoulos, pleaded guilty in early October to lying to the FBI, it was announced on Monday.

It was a sharp escalation of U.S. Justice Department Special Counsel Robert Mueller's five-month-old investigation into alleged Russian efforts to tilt the election in Trump's favor and into potential collusion by Trump aides.

Manafort, 68, a longtime Republican operative, and Gates were arraigned at a federal courthouse in Washington.

Both men pleaded not guilty to the charges in a 12-count indictment, ranging from money laundering to acting as unregistered agents of Ukraine's former pro-Russian government.

The judge ordered house arrest for both men, and set a $10 million unsecured bond for Manafort and a $5 million unsecured bond for Gates. With unsecured bonds, they are released without having to pay but will owe money if they fail to appear in court. There will be another hearing on Thursday.

The developments in the Mueller probe weighed on the U.S. dollar, which slipped 0.5 percent against a basket of currencies.

Mueller's investigation and others by congressional committees into alleged Russian efforts to influence the election have cast a shadow over Trump's first nine months in office.

U.S. intelligence agencies say Russia interfered in the election by hacking and releasing embarrassing emails and disseminating propaganda via social media to discredit Democratic presidential candidate Hillary Clinton. Russia denies the allegations and Trump denies any collusion.

Neither Trump nor his campaign was mentioned in the indictment against Manafort and Gates. The charges, some going back more than a decade, center on Manafort's work for Ukraine.

The indictment includes accusations of conspiracy against the United States, failure to report foreign bank accounts to the U.S. government and conspiracy to launder money, a count that carries a 20-year maximum prison sentence.

A White House spokeswoman said the indictment had nothing to do with Trump or his campaign and showed no evidence of collusion between the campaign and Russia.

"We've been saying from Day One there's no evidence of Trump-Russia collusion, and nothing in the indictment today changes that at all," spokeswoman Sarah Sanders told a news briefing.

Manafort's attorney, Kevin Downing said in a statement that there was no evidence the Trump campaign colluded with the Russian government. Downing said Manafort's work for the Ukrainians ended in 2014, two years before he joined the Trump campaign.

Downing accused Mueller of using a "novel" legal theory to prosecute Manafort under a law requiring lobbyists to register with the Department of Justice when they are doing work for a foreign government.
