KABAYAN PARTY-LIST TO ASSERT ITS 2016 ELECTIONS NOMINEES LIST
 
CONTEXT: In a mobile call to Victor Caguimbal, the former Secretary General of KABAYAN Party-list, the camp of Harry Roque threatened to use his influence, and the power and resources of his office as Presidential Spokesperson, to obstruct the proclamation as Congressman of KABAYAN Party-list 3rd nominee, Atty. Ciriaco S. Calalang, and ultimately to destroy KABAYAN Party-list. Caguimbal was the one who signed Roque’s Certificate of Nomination in 2016.
 
Roque said that he wants his Chief of Staff, Romel Bagares, to be proclaimed as his replacement. However, KABAYAN Party-list said that it will follow the Party-list law and the list of nominees submitted to COMELEC for the 2016 elections. Further, how can Romel Bagares be a KABAYAN Party-list Representative if he is not even a member of KABAYAN Party-list?
 
It appears that Mr. Roque even organized an illegal party congress participated in by non-members of KABAYAN Party-list just to obstruct Atty. Calalang’s proclamation.
 
Sensing that his machinations won’t work, the camp of Roque said that should KABAYAN Party-list pursue the proclamation of Calalang, the KABAYAN Board of Trustees will lose its credibility to him. This is the same Board that approved his nomination in COMELEC, but accused them of being usurpers when he was made to account for his irresponsible behaviour in the House of Representatives, and subsequently expelled him.
 
The entire 12-member Board, including current Secretary General Joshua Sebastian, were like: “Who cares about what Roque thinks when he was long expelled from the KABAYAN?”
 
In a Regular Board Meeting held on Sunday, November 5, 2017 in Muntinlupa City, the Board of Trustees of KABAYAN were in full support to the proclamation of its 3rd nominee, Atty. Calalang.
 
KABAYAN Party-list chooses to abide by the rule of law, not by the rules of Roque that only serves his personal interests.
 
Atty. Ciriaco S. Calalang is KABAYAN Party-list's third nominee and by operation of law is the legal succesor to the position of KABAYAN Party-list Representative in Congress.
 
Nominating authority is legally vested in KABAYAN, not in Harry Roque, who cannot nominate his replacement.
 
Calalang is the rightful nominee to serve the unexpired term of Roque, who has been giving press briefings already in Malacanang at the podium of the Presidential Spokesperson.
 
Roque’s obtrusive plan to cling on to his congressional seat through his dummy Bagares, makes us wonder why is he very much interested in the congressional seat when the podium he holds there at Malacanang is clearly a more powerful position? Why is he so attached to said congressional seat and is hell-bent in having his own nominee occupy the vacant seat?
