BBM DENOUNCES "OBVIOUS BIAS" OF PET JUSTICE IN HIS ELECTION PROTEST

Former Senator Ferdinand R. Marcos Jr. today decried the "obvious bias" of Supreme Court Associate Justice Benjamin Caguioa, the ponente of his election protest which is now pending before the Presidential Electoral Tribunal (PET), against him and in favor of former Camarines Sur Rep. Leni Robredo.

Speaking at the Kapihan sa Manila Bay at Café Adriatico in Malate, Manila, Marcos said the series of decisions issued by the PET on his election protest clearly demonstrated the bias of Caguioa against him.

"It has now become fairly obvious that his resolutions are biased against me and biased in favour my oppositor," he told journalists at the weekly forum.

Caguioa was appointed by former President Benigno Aquino III. They were classmates from elementary to college at the Ateneo De Manila University.

While the PET is a collegial body composed of 15 justices of the Supreme Court, Marcos said it is Caguioa, who was assigned the case, who decides and issues the minute resolutions regarding his protest.

Marcos then enumerated some of the Orders issued by Caguioa which showed his one-sidedness in favor of Robredo. He said that as early as April 2017, the PET gave him only two working days to pay his initial P36 million protest fee.  That was right smack during Holy Week of last year when all the banks were closed.  Despite this, he managed to comply with the required fee because under the PET Rules, his protest would be dismissed if he failed to pay on time.

Robredo, on the other hand, did not to pay on the deadline set by the PET but Caguioa gave her an extension.

"Yung aking kalaban pinagbayad sya sa counter-protest nya na P7 million pero hindi sya nagbayad. Pero binigyan sya ng extension. Pero hindi pa rin nakapagbayad at dinefer pa rin. Sa batas sinasabi kapag hindi pa nakapagbayad, ididismiss na yung kaso," he said.

To this day — 9 months later, Robredo has still not managed to fully complete the payment of her deposit.

Another manifestation of Caguioa's lopsided decision, Marcos pointed out, was his motion concerning the decryption and printing of ballot images in the SD cards, a move that was originally opposed by Robredo's camp.

Marcos said that Caguioa granted his motion on the condition that he paid for all the costs involved for the decryption process.  To date, Marcos has paid additional PhP 7 million for the decryption costs.  Despite having paid for all the costs involved in the decryption and printing, Marcos said his legal team is still waiting for Caguioa's order to give them the printed images — which has been ready since last year.  However, when Robredo asked for the soft copies of the ballot images, Caguioa immediately granted her request — without requiring her to pay a single centavo.

"Yung isa naman humingi kami ng mga ballot images doon sa mga SD cards, pinagbayad kami ng P7 million. Pero nag-object yung kabila at sinabi we should not have those ballot images but it was granted so we paid P7 million para sa papel, para sa toner, para sa tao etc. Tapos nung ginagawa na yung ballot images, the camp of Leni Robredo who had objected to the printing of the ballot images humingi ng soft copy na hindi babayaran. Basta ibibigay na lang sa kanya ng libre yung binayaran ko. Unfortunately Justice Caguioa granted it. So sya meron sya copy pero ako na who paid for it, hanggang ngayon naghihintay pa sa aming kopya," he lamented.

Another instance was when Caguioa ordered him to produce 8,000 witnesses for his third cause of action (annulment of votes in the provinces of Lanao del Sur, Maguindanao and Basilan) within a non-extendable period of five (5) days.  However, after his legal team complied with the Order and submitted the names of the 8,000 witnesses within the non-extendable 5 day period, Caguioa merely deferred the resolution of his motion.

"We produced 8,000 witnesses within five days.  Pinuyatan namin iyan just to comply with his Order.  Pero anong ginawa? Imbes na i-take up, dinefer because siguro they hoped that kung hindi kami maka come up ng 8,000 witnesses, ididismiss na lang pero nakapagproduce kami kaya hindi nila madismiss," he said.

He further stated, "(i)tong patuloy na ganito ay sabi ko hindi na tama ito. I do not feel that we are getting justice in the Tribunal thus far with this decisions of Justice Caguioa. Kaya palagay ko masyado na obvious. We tried to give him a chance. I have great respect for the justices and we always give them the benefit of the doubt. Kahit we don't agree with the decisions, we still comply but the Rules do not seem to apply to the other side."

Marcos added that after one and a half years, it is clear that the strategy of his opponent is to delay his protest in the hope that he would lose hope and throw in the towel.  But their attempts to delay the protest comes with a price :  the current political instability of the country.

"It has been almost two years and we have not yet done a recount, not even a single ballot box has been retrieved. How can you say that it is correct for an issue as fundamental or basic as to the conduct of national elections to be kept hanging. The questions are still up in the air. Ang mga issues hindi pa nadedecide, magdadalawang taon na ganyan pa rin. Anong mangyayari sa atin kasi ang tao hindi nakakasiguro kung sino talaga ang nanalo. Magdadalawang taon na. All these questions are left unanswered and it cannot be good for the stability of our political system," he pointed out.

Marcos found it strange that Romeo Macalintal, lead counsel of his opponent, kept issuing unsolicited advise that he should run for a Senate position in 2019 and forego his election protest. "Bakit ko naman gagawin iyan?  I was already elected Vice President.  If they have nothing to hide, they should do everything in their power to let the recount begin.  What are they afraid of?", he said.

When asked what legal remedies he would take regarding Justice Caguioa, Marcos said it is up to his legal team. But he admitted that "something has to be done soon para naman pantay ang pagtrato."

(WAKAS)

DOE Tightens Watch on Gas Stations, Depots; Deploys Inspectors

A team of inspectors from the Department of Energy's Oil Industry Management Bureau (OIMB) has been deployed to randomly inspect the inventory of gasoline stations and depots for proper oil excise tax implementation.

The inspectors will verify if the excise tax under the Tax Reform for Acceleration and Inclusion Act is actually applied on inventories beyond those existing as of December 31, 2017.

Energy Secretary Alfonso Cusi reiterated his warning against any violation of the TRAIN law.

"Violators may be administratively subjected to the cancellation of their Certificates of Compliance (COC)," said Cusi.

Criminal cases such as estafa and profiteering may be filed in court for violations of the Oil Regulation Law and the Revised Penal Code, Cusi said.

"The DOE will also endorse these violators to the Bureau of Internal Revenue (BIR) for a special audit," he added.

Cusi said the inspection procedure starts with inspectors introducing themselves to gasoline station or depots and informing their purpose, which is to inspect the inventory.

Inspectors will use the Inspection Report Form (IRF), which indicates punitive measures in case of violation.

Inspectors will get the data on the inventory as of Dec. 31, 2017 and subsequent withdrawals from those inventories to determine if the new excise tax under TRAIN is applied only to new stocks.

Upon accomplishment of the IRF, it should be signed by the OIMB Inspector and conformed by the authorized representative of the retail station or depot.

Prayer Discovers God's Agenda

(Now in the morning, having risen a long while before daylight, He went out and departed to a solitary place; and there He prayed. - Mark 1:35)

It was common knowledge among the disciples that they would find Jesus praying during the early morning hours. When they needed Him, they knew to go to the place of prayer. When Judas betrayed Jesus, he led his cohorts to Jesus' place of prayer. Every time the Lord Jesus faced an important decision, He prayed. When He was being tempted to do things by the world's methods instead of the Father's, He prayed (Matt. 4). When it was time to choose His disciples, He prayed the entire night (Luke 6:12). If the Son of God required a night of prayer in order to determine the Father's mind, how long might it take us in prayer to clearly determine our Father's will? Because Jesus was so often surrounded by crowds, He knew He must find a quiet place so He could clearly hear His Father's voice. Jesus had many people seeking to influence the direction of His life. His disciples wanted Him to go where the crowds were (Mark 1:37). The crowds wanted to crown Him king (John 6:15). Satan tempted Him to make compromises in order to draw a following (Matt. 4:3, 6, 9). Jesus knew that His mission was not to attract a crowd but to remain obedient to His Father. It Was a prayer that set the agenda for Jesus' ministry (Luke 6:12). Prayer preceded the miracles (John 11:42-43); prayer brought Him encouragement at critical moments (Luke 9:28-31); prayer enabled Him to go to the cross (Luke 22:41-42); and prayer kept Him there despite excruciating pain (Luke 23:46). Follow the Savior's example, and let your time alone with God, in prayer, set the agenda for your life.

WASHINGTON (AP) — Former White House chief strategist Steve Bannon is stepping down as chairman of Breitbart News Network after a public break with President Donald Trump.

Breitbart announced Tuesday that Bannon would step down as executive chairman of the conservative news site, less than a week after Bannon's explosive criticisms of Trump and his family were published in a new book.

A report on the Breitbart website quotes Bannon saying, "I'm proud of what the Breitbart team has accomplished in so short a period of time in building out a world-class news platform."

Trump lashed out at Bannon for comments made in Michael Wolff's "Fire and Fury: Inside the Trump White House," which questions the president's fitness for office. As Trump aides called him disloyal and disgraceful, the president branded his former chief strategist on Twitter as "Sloppy Steve," an apparent reference to Bannon's often unkempt appearance, and declared that "he lost his mind" when he was pushed out of the White House last August.

The president was livid about Bannon's remarks — not just at the insults about his family, but also at his former strategist's apparent intent to take credit for Trump's election victory and political movement, according to a White House official and two outside advisers not authorized to speak publicly about internal conversations.

After days of silence amid withering criticism from his former colleagues and his largest benefactor, Bannon tried to make amends. He issued a statement Sunday praising the president's eldest son, Donald Trump Jr., whom he was quoted accusing of treasonous behavior in the book. Bannon did not apologize for his criticism of the president's daughter and son-in-law, Ivanka Trump and Jared Kushner, with whom he had squabbled inside the West Wing.

Bannon's departure from Breitbart came as a shock to some of his allies. One said Bannon was telling people as recently as Monday that he expected to stay on.

Inside the White House, Bannon was viewed as the keeper of Trump's nationalistic flame, charting the progress on the president's promises to his base on dry erase boards in his office. But Bannon was marginalized in the months before his ouster over Trump's concerns that the top aide was being viewed as an Oval Office puppeteer.

Trump had stayed in touch with the Breitbart head after he left the White House in August, including consulting him on last month's Alabama Senate race. But since Bannon's quotes in the Wolff book emerged, the White House began sending Republicans and conservative figures a clear message: Trump or Bannon.

Bible Study / What is your definition of success?
January 09, 2018, 07:27:03 AM
By RICH CARLSON

The year is 56 or 57 AD, and the apostle Paul is under attack. Since he wrote to the church at Corinth, some men have stirred up the people against Paul. They claim he is not a man of his word. He is being forced to defend his decisions about not visiting Corinth. They say he is proud. They say they aren't impressed with his speaking ability or his appearance. They challenge his apostleship. They even question his ministry: Is it real? Is it what should be expected of a real apostle? Is it worthwhile? This is the part of the attack that really bothers Paul, and stirs his emotions. Is what he has been doing worthwhile? Is it successful?

How would you respond to a similar attack? Is what you are doing worthwhile? Are you succeeding? The dictionary defines success this way: "The degree or measure of succeeding. A favorable termination of a venture." It adds, "Specifically, the attainment of wealth, position, or reputation." I find the latter very interesting. In fact, the world around us thinks that success begins with the letter "p": profession, position, performance, possessions, prestige, power. But the question I want to address is not what the world thinks. It is what you think. What is your definition of success? What is the favorable outcome you are seeking?

LIVING IN TRIUMPH

Let's look at how the apostle Paul answers this question. As a master teacher he chooses an illustration that his audience already understands. He uses it to describe to them the spiritual concept of triumph. Let's read 2 Corinthians 2:14-16:

But thanks be to God, who always leads us in His triumph in Christ, and manifests through us the sweet aroma of the knowledge of Him in every place. For we are a fragrance of Christ to God among those who are being saved and among those who are perishing; to the one an aroma from death to death, to the other an aroma from life to life. And who is adequate for these things?

As an old soldier, I love Paul's choice-a military parade. Everyone enjoys a parade, and the Romans were no exception. A "triumph" was a Roman parade for a returning conquering general. The standard operating procedure (SOP), as described by William Barclay , was as follows:

·He had to be the supreme commander.
·He had to have finished the campaign, pacified the people, and brought the troops home.
·At least five thousand of the enemy had to have fallen in one battle.
·The victory had to be over a foreign power.
Of course, all military processions have a prescribed order, called the order of march. Again, William Barclay enlightens us:

1. The standard-bearer carrying the unit's flags.

2. A carried platform holding the statue of Jupiter, the supreme god of Rome.

3. Several platforms holding the spoils of war.

4. Pictures, models, and material from the conquered land.

5. The pipers.

6. Several white bulls to be sacrificed in thanks to the gods.

7. Prisoners of war in chains, marching to servitude, possibly to death.

8. Horn-blowers.

9. Priests swinging censers with sweet-smelling incense burning in them.

10. Kings and chieftains in carts drawn by oxen.

11. Another group of prisoners.

12. The victorious general riding in a golden chariot drawn by four white horses. He was dressed in a purple tunic embroidered with golden palm leaves, and over it he wore a purple toga marked out with golden stars. In his hand he held an ivory scepter with the Roman eagle at the top. Over his head a slave held the crown of Jupiter.

13. The general's family.

14. The victorious army in full dress shouting, "Lo, triumph!"

15. The Roman hierarchy, from senators to magistrates.

What a magnificent picture! There is something about being in a parade for someone important that moves you.

During my years at West Point, we had parades for Generals of the Army Bradley and MacArthur and for presidents Eisenhower, Kennedy, and Nixon. The beat of the drums, the music, being part of a unit, being in uniform, trying to keep in step with everyone else, the sounds, the sights, the smells, the atmosphere, and the crowd motivated you. They challenged you. Being in that type of parade reminded you who you were, what you believed in, and what commitments you had made.

That is what Paul is trying to show us. Don't miss the symbolism of Paul's description and how it fits his purposes:

Who is leading the parade and who is the conquering general? God's Messiah, the Christ.

Are we in the parade? Yes, in Christ we are part of God's family. We may also be seen as part of the victorious army in full dress, which is his robe of righteousness, freely given to us when we placed our trust in him and chose to make him our Lord.

What is our part? Manifesting; that is, showing, demonstrating or making something real and apparent.

Why? Because this is who we are as a result of his being in us. We cannot help ourselves.

What is the fragrance? The sweet aroma of us? No, the fragrance of the knowledge of him.

Where? Every place he leads us!

To whom are we a fragrance? God first! Then, to the prisoners who are being led to a life of bondage and to death, we are a stench. But to the family, soldiers, and fellow citizens watching, we are the fragrance of continued freedom, access to spoils of the battle, and all of the possibilities offered by the conquered lands.

Look at Paul's perspective: First triumph and thankfulness! He sees God always leading us into something consistently worth celebrating. Paul is gratefully convinced that Christ is leading in his current circumstances.

How do you see your life? When I asked, "Is what you are doing worthwhile?" did you immediately think of your job or vocation? When someone asks you what you do, do you answer, "I work for Intel"? Do you really work for Intel?

We need to see life as God's triumphant parade. His idea of success is not making us look good. Success from God's perspective doesn't depend on where we work, how much money we make, the rank we attain, or the price of the toys we can afford. It is his triumphant procession, not ours. Yet we are in it.

Paul is telling us that God leads us. You don't really think that you showed up at Intel by accident do you? He called you. He placed you right in the middle of Intel! Isn't that exciting? And they have agreed to pay you to support your ministry and to feed your family. How ingenious of God! Should you work hard and be the best you can be? Absolutely!

But why does he have you there? Look at Paul's perspective again. God has you there in Christ for penetrating impact, demonstrating something consistently worthwhile. What a great illustration Paul has used. There is nothing more penetrating, nothing that makes a more lasting impression, than a smell. To those around us we are either White Shoulders or burnt toast. White Shoulders was the perfume I bought for my wife when we were first married. If you walk past me wearing that scent, the image of my wife in all her glory, all she is and means to me, comes to my mind immediately. The penetrating smell of something burning brings an immediate but entirely different reaction. It motivates me to move quickly. It speaks of danger, destruction, and death. Both smells penetrate with a lasting impression, and the type of impression depends on whether those around are running toward or away from Jesus, toward life and all of its prospects or toward slavery and death.

What is the fragrance that we are to wear? It is the fragrance of the knowledge of Christ. We must know him. It is his aroma, not ours, that we are manifesting, yet we are involved because he is in us.

THE IMPACT INTEGRITY MAKES

But how are we to go about penetrating the environment where God has placed us? Look at Paul's perspective once again in verse 17:

For we are not like many, peddling the word of God, but as from sincerity, but as from God, we speak in Christ in the sight of God.

We are not trying to sell a product, but notice how we act: We see ourselves sent by God. When we speak, we speak in the power of Christ as if our Father were watching. We represent Christ in a way that pleases him. In other words, we are sincere. What you see is what you get. Our lives are known for their integrity, for their reality.

Now that is how the apostle Paul characterizes success-triumphant impact with integrity. He sees us being led in triumph as we unforgettably impact those around by our authentic lifestyle.

THE MEASURE OF CHANGED LIVES

In verses 2:14-17 we saw the character of success. Now in verses 3:1-3 we see the measure of success:

Are we beginning to commend ourselves again? Or do we need, as some, letters of commendation to you or from you? You are our letter, written in our hearts, known and read by all men; being manifested that you are a letter of Christ, cared for by us, written not with ink, but with the Spirit of the living God, not on tablets of stone, but on tablets of human hearts.

Paul now asks those who are challenging him if they thought that he was bragging. He asks if they would like him to submit letters of recommendation to them. Then he startles them by saying, "You are our letter."

Paul uses the word "manifested" again in verse 3. He used it previously in 2:14. If I manifest something, I display it for what it really is. Here is a picture of reality breaking forth. Note how he describes this reality: It isn't something that humans could write with a pen on a physical surface like a parchment. It is written on human hearts. Paul is describing the work of the Spirit of God as foretold in Jeremiah 31:33: "'But this is the covenant which I will make with the house of Israel after those days,' declares the LORD, 'I will put My law within them, and on their heart I will write it; and I will be their God, and they shall be My people.'"

Here is the principle: The accurate measure of success for the Christian is the reality of changed lives. As a boat leaves a wake in the water as it proceeds, so a successful life can be measured by its wake of changed lives. The triumphant procession in which Christ leads us leaves behind it men and women who will never be the same.

THE SECRET OF LIVING IN THE SPIRIT

The character of success is triumph, impact, and integrity. The measure of success is the reality of changed lives. Now what is the secret of having such a life, a life characterized by thankfulness because we know that God's Son is leading us in a victory celebration that impacts people in such a real and authentic way that they will never be the same? Paul gives us the secret of success in 3:4-6:

And such confidence we have through Christ toward God. Not that we are adequate in ourselves to consider anything as coming from ourselves, but our adequacy is from God, who also made us adequate as servants of a new covenant, not of the letter, but of the Spirit; for the letter kills, but the Spirit gives life.

We are not adequate to live such a life. We cannot consider such triumph, such impact, such integrity, such authentic life change as coming from us. Yet we have confidence in Christ toward God. In 3:12 Paul will say, "...We use great boldness in our speech...." and in 4:1, "...We do not lose heart...." How can this be?

Jesus said, "I am the vine, you are the branches; he who abides in Me, and I in him, he bears much fruit; for apart from Me you can do nothing." (John 15:5.) The source of life is the vine. The objective of the Vine-dresser is to produce fruit. The branches merely connect the vine to the fruit. We're channels, a part of the process. He is manifesting fragrance through us. We can't produce fruit. That takes the Spirit of God working in hearts.

I was talking to one of our missionaries who was returning home, and she said, "I'm so fearful people will think we did that translation. God did it!" "...Our adequacy is from God, who also made us adequate as servants of a new covenant...." That's good news! Within us there is a new creation that takes place. His Spirit has implanted his very seed in our hearts. We are something new; we've been made alive. And he has put together our spiritual gifts, talents and personality in just the right way to equip us for our task. Yet, it's his Spirit working in us making us into the people he wants us to be, conforming us to his image. And he says he has made us adequate servants of this new arrangement.

Notice that it concerns not the letter of the law, but the Spirit-"...For the letter kills, but the Spirit gives life." Do you ever notice how the letter kills, how it doesn't in fact motivate us or empower us? It does the opposite. If you're walking down the street and you come across a sign that says, "Don't spit on the lawn," you probably hadn't even thought about spitting, but all of a sudden that saliva just starts getting ready, and you think, "I have a tremendous desire to spit on the lawn!" The letter of the law just brings out our rebelliousness.

But the Spirit gives life. When I realize I'm not adequate for something and it's going to take the Lord to do it, then I say, "Lord, I'm, not adequate. He says, "You 're right, but I can work through you." Now, that is the law of life in the Spirit of Christ. It sets us free from the law of sin and death. It's not our adequacy, but he has declared us adequate servants of a new arrangement for living that is dependent on his life-giving Spirit within us. It was in fact the Spirit of the living God doing the writing on human hearts. It is not our adequacy, because meeting the demands of God's righteous requirements cannot be done in the flesh. Only the activity of God's Spirit brings life.

Paul has admitted that already in 2:16: "And who is adequate for these things?" His implied answer is, "No one." As Paul looks at this perspective on success, he understands he cannot live this way by his own effort. Nor can he change a life. Only God can do that through Christ as he captures us with his love, showers us with his grace, and writes on our hearts with the indelible imprint of a new creation in us accomplished by the power of the Spirit. But he has made us part of the process, precious because of the price paid to redeem us and because of the Person who resides in us. We are not selling pots, but we are displaying a Treasure, Jesus Christ himself, for all to see.

WHAT IS THAT FRAGRANCE?

I asked you, Do you work for Intel? Since returning from Europe, Marti and I have been disturbed to see how important the work-place has become. In the book No God But God: Breaking with the Idols of This Age, the editors call the work-place one of the idols of our time. The company name and position title determine who people are. Their performance and upward mobility satisfy their search for significance, and their medical benefits and retirement plan meet their demand for security. Now, don't get me wrong-the Scriptures teach that work is a good thing, and that we are to be good workers, working as unto the Lord. Our performance and integrity on the job will give us a right to speak in that setting. Yet the work place is not to be all things, completely dominating our mind and time, thus becoming our god. Do you work for Intel, or are you being led to do work for Someone and something else at Intel?

During my last tour of duty, I taught Defense Economics at the Navy War College. I taught a wonderful group of men. Of the one hundred officers who start out in any service, only one makes it to a war college, which is the last rung of military education. These men were the winners, the cream of the officer corps. They had competed, passed all of the hurdles, made all of the promotions, many of them early, and had arrived at the desired destination. But some had destination sickness. They had arrived at the exact spot for which they had aimed, and it was hollow. Very few of them would ever be promoted again. They had loved competing for the next promotion, and it was over. For most, there would be no more promotions. What was the measure of their success? If it was just about position and power and prestige, these men had it all, and it meant very little. But the real question is, What impact had they had on those they led?

How about you? For what are you aiming? Are you in danger of having destination sickness? Whatever you do, whether you work in the home or outside it, why do you do it?

My two years of command of an artillery battalion in Germany in 1977-79 were not easy ones. We had 450 troops and 32 officers. We had a race problem and a drug problem. In the midst of these challenges, we were responsible for the delivery of nuclear weapons and for training people to assemble them. We had to be ready to move to our war-time positions at any time night or day and able to leave the compound within an hour and a half.

In the midst of this situation my executive officer (second in command), a man by the name of John, stuck with me through thick and thin. Although he showed up a few times at a Bible study, clearly heard the gospel in the sermon I preached on Thanksgiving Day, and with his Catholic background occasionally discussed the Lord with me, I never knew where he stood with Jesus. I knew he had watched closely and had seen that I was very human. He had seen me struggle in the midst of several technical nuclear inspections, an accident that took the life of two German civilians, and a married officer's involvement with another officer's wife. He had seen me relieve several commanders, lose my temper at staff call, and struggle to maintain my loyalty to my superiors.

But in spite of this, several years after serving with him, he called and asked us to visit him and his family. He was about to take over a command of his own, and he wanted me to help him design a training program for his first six months. As walked into his living room and sat down, he asked a question I will never forget. I was startled. The question had to do with training, but it was not what I expected. He said, "Rich, what kind of a study Bible should I buy?" I said, "John, why do you want to know?" He said, "I want you to know that I now understand what it means to make Jesus Lord." I was so moved, I couldn't answer. Some would have said that my time as a battalion commander was not very successful. In many respects I would agree. Yet when it came to what God did, I am very grateful!

Now that is what Paul is-grateful. Thankful. Please grasp Paul's perspective on success. It is characterized by triumph, impact, and integrity. It is measured by the reality of changed lives. Its secret is the power of the life-giving Spirit of God himself who lives and works within us.

How does he want you to see yourself? He wants you to be thankful because you are doing something worth celebrating, something consistently worthwhile, something marvelously real. The result is that lives around you are being changed in ways people would never expect as they come face-to-face with a person whose adequacy is based on the Spirit of God, something they will never be able to explain.

Friend, the fields around us are white unto harvest. And you are in exactly the right spot to let God in you manifest to all around who you are because of who he is in you. You really don't have to say a word except to answer the question, "What is that fragrance?"

Press Release
Developing Nuclear Power as Alternative Energy

Many researchers believe that harnessing the power of the atom in fission reactions is the most significant alternative energy resource that we have, for the fact of the immense power that it can generate.

Nuclear power plants are very "clean-burning" and their efficiency is rather staggering. Nuclear power is generated at 80% efficiency, meaning that the energy produced by the fission reactions is almost equal to the energy put into producing the fission reactions in the first place. There is not a lot of waste material generated by nuclear fission—although, due to the fact that there is no such thing as creating energy without also creating some measure of waste, there is some.

The concerns of people such as environmentalists with regards to using nuclear power as an alternative energy source center around this waste, which is radioactive gases which have to be contained.

The radiation from these gases lasts for an extraordinarily long time, so it can never be released once contained and stored. However, the volume of this waste gas produced by the nuclear power plants is small in comparison to how much NOx (nitrous oxide—that is, air pollution) is caused by one day's worth of rush-hour traffic in Los Angeles. While the radiation is certainly the more deadly by far of the two waste materials, the radiation is also by far the easier of the two to contain and store. In spite of the concerns of the environmentalists, nuclear power is actually environmentally friendly alternative energy, and the risk of the contained radiation getting out is actually quite low. With a relatively low volume of waste material produced, it should not be a difficult thing at all for storage and disposal solutions for the long term to be developed as technology advances.

The splitting of an atom releases energy in the forms of both heat and light. Atomic power plants control the fission reactions so that they don't result in the devastating explosions that are brought forth in atomic and hydrogen bombs.

There is no chance of an atomic power plant exploding like a nuclear bomb, as the specialized conditions and the pure Plutonium used to unleash an atomic bomb's vicious force simply don't exist inside a nuclear power plant. The risk of a "meltdown" is very low. Although this latter event has happened a couple of times, when one considers that there are over 430 nuclear reactors spread out across 33 nations, and that nuclear reactors have been in use since the early 1950s, these are rare occurrences, and the events of that nature which have taken place were the fault of outdated materials which should have been properly kept up. Indeed, if nuclear energy could become a more widely accepted form of alternative energy, there would be little question of their upkeep being maintained.

Currently, six states in America generate more than half of all their electrical energy needs through nuclear power, and the media are not filled with gruesome horror stories of the power plants constantly having problems.

World Daily News / Russia and the Trump campaign
January 09, 2018, 07:02:01 AM
WASHINGTON (AP) — Special counsel Robert Mueller's team of investigators has expressed interest in speaking with President Donald Trump as part of a probe into potential coordination between Russia and the Trump campaign, a person familiar with the matter said Monday.

The issue of an interview with the president has come up in recent discussions between Mueller's team and Trump lawyers, but no details have been worked out, including the scope of questions that the president would agree to answer if an interview were to actually take place, according to the person, who spoke to The Associated Press on condition of anonymity to discuss an ongoing investigation.

The person said it was not surprising that investigators would be interested in eventually seeking to speak with the president. It was not immediately clear when or even if an interview will occur, what the terms will be, or whether Trump's lawyers will attempt to narrow the range of questions or topics that prosecutors would cover.

Mueller for months has led a team of prosecutors and agents investigating whether Russia and Trump's Republican campaign coordinated to influence the outcome of the 2016 presidential election, and whether Trump worked to obstruct an FBI investigation into his aides. Mueller's team recently concluded a series of interviews with many current and former White House aides, including former chief of staff Reince Priebus.

Peter Carr, a spokesman for Mueller, declined to comment Monday, as did Trump lawyers John Dowd and Jay Sekulow.

Trump did not rule out the possibility of being questioned by Mueller when asked about it at a news conference Saturday. He said there had been "no collusion" and "no crime."

"But we have been very open," Trump said. "We could have done it two ways. We could have been very closed and it would have taken years. But you know, it's sort of like, when you've done nothing wrong, let's be open and get it over with."

A White House spokesman pointed to a statement from White House lawyer Ty Cobb saying the White House doesn't publicly discuss its conversations with Mueller but was continuing to cooperate "in order to facilitate the earliest possible resolution."

DES MOINES, Iowa (AP) — Oprah Winfrey's impassioned call for "a brighter morning even in our darkest nights" at the Golden Globes has Democratic Party activists buzzing about the media superstar and the 2020 presidential race — even if it's only a fantasy.

Even so, for Democrats in early voting states, and perhaps for a public that largely disapproves of President Donald Trump's job performance, the notion of a popular media figure as a presidential candidate is not as strange as it once seemed, given the New York real estate mogul and reality TV star now in the White House.

"I think we need more role models like her that are speaking to young women and trying to restore some hope. The election of Donald Trump was a devastating setback for little girls," said Liz Purdy, who led Democrat Hillary Clinton's 2008 New Hampshire presidential primary campaign.

Trump's job approval rating sat at just 32 percent in December, according to an Associated Press-NORC poll. And though polls show his approval up slightly since, Trump is the least popular first-year president on record. He has also been accused by multiple women of sexual misconduct, though he has vehemently denied the allegations.

Winfrey, in September and October, publicly dismissed the notion of seeking the nation's highest office, though she noted that Trump's victory made her rethink the requirements of the office.

A representative for Winfrey did not reply to a request Monday for comment from The Associated Press. Winfrey's longtime partner, Stedman Graham, told the Los Angeles Times that "it's up to the people" whether she will be president, adding, "She would absolutely do it."

World Daily News / Gun Business in America
January 09, 2018, 06:45:39 AM
SEATTLE (AP) — Kyle Juhl made one last attempt to patch things up with his fiancée, then took back his ring, put a gun to his head and pulled the trigger as she and her mother ran from the apartment. The bullet went through a wall and narrowly missed a neighbor's head as she bent to pick up her little boy.

The Smith & Wesson 9 mm that Juhl used to kill himself in Yakima in 2014 was familiar to law enforcement: The Washington State Patrol had seized it years earlier while investigating a crime and then arranged its sale back to the public. It eventually fell into Juhl's hands, illegally.

It's fears of tragedies like that, or worse, that have created a split among law enforcement officials over the reselling of confiscated guns by police departments, a longtime practice allowed in most states.

Juhl's gun was among nearly 6,000 firearms that were used in crimes and then sold by Washington law enforcement agencies since 2010, an Associated Press review found . More than a dozen of those weapons later turned up in new crime investigations inside the state, according to a yearlong AP analysis that used hundreds of public records to match up serial numbers.

The guns were used to threaten people, seized at gang hangouts, discovered in drug houses, possessed illegally by convicted felons, hidden in a stolen car, and taken from a man who was committed because of erratic behavior.

While those dozen or so guns represent an extremely small percentage of the resold firearms, some police departments contend the law shouldn't be doing anything to put weapons back on the street. The AP did not look at how many of the resold guns figured in crimes committed out of state, so the actual number of misused weapons could be higher.

"We didn't want to be the agency that sold the gun to somebody who uses it in another crime," said Capt. Jeff Schneider of the Yakima Police Department, which sold guns until about a decade ago but now melts them down. He added: "While there is almost an unlimited supply of firearms out there, we don't need to make the problem worse."

Similarly, the International Association of Chiefs of Police says confiscated guns should be destroyed because putting them back in circulation "increases the availability of firearms which could be used again to kill or injure additional police officers and citizens." Also, federal agencies must destroy seized firearms unless they are needed as evidence or being used by the agency.

On the other side of the debate, some law enforcement officials say the selling of guns raises money to purchase crime-fighting equipment, and if the practice were abandoned, people would just buy weapons somewhere else. In fact, a growing number of states from Arizona to North Carolina are passing laws prohibiting agencies from destroying guns.

"These guns are going to be out there," said Sheriff Will Reichardt of Skagit County, Washington. "If I destroy them all, I'm just helping Remington or Winchester's bottom line."

Phyllis Holcomb, a manager with the Kentucky State Police, which oversees Kentucky's gun sale program, said such transactions have helped equip officers with body armor and other gear.

NEW YORK (AP) — Former 2012 GOP presidential nominee Mitt Romney was treated for prostate cancer last year.

That's according to a Romney aide who spoke on the condition of anonymity because the aide was not authorized to discuss a sensitive health issue publicly. The aide said Monday that Romney was diagnosed with "slow-growing prostate cancer" last year. The cancer was removed surgically and found not to have spread beyond the prostate, the aide said.

The news comes as Romney, 70, weighs whether to run for a Utah Senate seat currently occupied by Republican Sen. Orrin Hatch. Hatch announced last week that he would not seek another term this fall.

Philippines Tops Energy Sustainability Ranking for 3rd Year

The Philippines ranked No. 1 in the World Energy Council's World Energy Trilemma Index (WETI) 2017 for the third consecutive year for having the best energy environmental sustainability among 125 countries.

Department of Energy (DOE) Secretary Alfonso G.  Cusi announced Monday the Philippines' three-peat in WETI, which ranked countries according to the three criteria: energy security, energy equity and environment sustainability called "trilemma."

"We welcome the good news that the Philippines for the third straight year landed number one in the World Energy Council's World Energy Trilemma Index 2017 on environmental sustainability," Cusi said.

WEC defined environmental sustainability as the holistic achievement of supply- and demand-side energy efficiencies and development of energy supply from renewable and other low-carbon sources.

Energy security is the effective management of primary energy supply from domestic and external sources, reliability of energy infrastructure, and ability of energy providers to meet current and future demand. Energy equity is the accessibility and affordability of energy supply across the population.

"Environmental sustainability, energy security and energy equity form part of the country's energy development program," said Cusi.

The DOE's Renewable Portfolio Standards, which mandates energy distribution utilities to source a minimum portion of their energy from eligible renewable sources, is proof of the national government's thrust towards energy sustainability.

Soon, the DOE will launch the Green Energy Option Program which will enable consumers the power to choose renewable energy resources as their source of energy.

"The WEC rating on environmental sustainability is also a recognition of the administration's advocacy encouraging Filipinos to make energy efficiency and conservation a way of life," Cusi said.

"Our program on Minimum Energy Performance requirement for household appliances continues to help us control the growth of our total energy consumption and reduce greenhouse gas emissions," added Cusi.

The national government has also endeavored to improve on the energy security and energy equity dimensions of the country as defined in the WETI.

On energy security, the President signed Executive Order No. 30 creating an Energy Investment Coordinating Council that will spearhead and coordinate national government efforts to harmonize, integrate and streamline regulatory processes, requirements and forms relevant to the development of energy investments in the country.

For energy equity, the DOE's national energy policy is technology-neutral to allow all available technologies to compete in the delivery of secure and affordable power while complying with environmental standards.

Additionally, the DOE, together with its partners, has intensified its nationwide electrification program using renewable energy systems to attain its vision for total electrification by 2022.

The DOE is also under the final stage of issuing an Energy Resiliency Policy that would address challenges in the energy systems after a natural or human-induced disaster and build back better for a sustainable energy system.

"We will continue to develop our indigenous and environmentally friendly sources of energy and make our communities more energy-efficient," Cusi concluded.

"Such information would counter any disinformation and misinformation that prey on the fears of the public," aniya.

HOUSE LEADERS PUSH FOR FAST TRACK OF PROGRAMS FOR PUV DRIVERS

Two House Assistant Majority Leaders urged government agencies on the first day of the enforcement campaign of a public transport modernization program to speed up approval of regulations on the use of public funds for public utility vehicle drivers.

1-PACMAN Party-list Representative Michael Romero urged the DOTr, DBP, and Landbank to fast-track their approval of the project mechanics and components on the use of the PUV Modernization Project funds that are in the 2018 budgets of the two state banks.

For her part, Bagong Henerasyon Party-list Representative Bernadette Herrera-Dy asked the DSWD and Landbank to expedite the promulgation of their guidelines for the 2018 GAA tax reform cash transfer subsidy. She has proposed that PUV drivers be included among the beneficiaries of the TRAIN subsidy and the 4Ps conditional cash transfer program.

Landbank and DBP have P1.133 billion each in their respective budgets for the PUV modernization program loans to PUV operators.

"Kailangan malaman ng publiko ang mahalagang papel ng Landbank at Development Bank of the Philippines sa buhay ng mga mahihirap at mga PUV operator," Rep. Romero said. "Congress is waiting for the project mechanics and details for the loan program. The 2018 budget has a special provision requiring these."

Congresswoman Herrera-Dy proposed a "refocusing" of the CCT for drivers to differentiate it from the old Pantawid Pasada program.

"Instead of the cash transfer being for fuel purchases, the new CCT for PUV drivers will be more similar to the 4Ps of the DSWD. It will enable them to purchase food items for drivers' families, send to and keep their young children studying in elementary and high school, and get vaccines and medicines," the BH Party-List representative said.

She added that "the new CCT program's first phase should cover all PUV drivers, whether or not the PUV they drive has an LTFRB franchise or not. The sins of the PUV operator must not be the sin of the PUV driver."

"If this expanded CCT is successful, a future phase of the new CCT for drivers can include tricycle and pedicab drivers," she added.

Unlike the current 4Ps wherein the contact person of the DSWD are the mothers, the congresswoman wants the DSWD to trust and "help the impoverished fathers, some of whom are single parents or breadwinners supporting siblings, children and elderly parents."

"To instill responsibility and accountability, the new CCT for PUV drivers, ATM cards cannot be used for any purchases of alcoholic beverages, cigarettes, and illegal drugs. Those ATM cards cannot be pawned or used as collateral in any way and doing so will mean automatic removal from the CCT program," she said.

"A strict condition for inclusion in the CCT for PUV drivers must be staying drug-free, alcohol-free, and gambling-free," Herrera-Dy stressed.

She identified the P24.488 billion in the Landbank budget, the Malampaya Fund, and the road user's tax as possible funding sources for the CCT for PUV drivers.

"Most Filipino drivers are living in poverty. Drivers of jeepneys, tricycles, and pedicabs often live in extreme poverty. They are disadvantaged because of the lack of education, livelihood options, and poor or zero access to basic government services," the congresswoman said.

Bagong Henerasyon Party-list
Chair, Committee on Public Information

In reaction to the start of the "Tanggal Bulok, Tanggal Usok" campaign of the Inter-Agency Council on Traffic, the following Press Release is being issued:
SOLON ASKS DSWD, DOTR, LANDBANK TO TAP TRAIN SUBSIDY FUNDS FOR PUV DRIVERS' CASH TRANSFERS

Bagong Henerasyon Party-list Representative Bernadette Herrera-Dy asked the DSWD and Landbank on Monday to expedite the promulgation of their guidelines for the 2018 GAA tax reform cash transfer subsidy.

The ranking congresswoman also reiterated her suggestion that PUV drivers be included among the beneficiaries of the TRAIN subsidy and the 4Ps conditional cash transfer program.

"To absorb in full or in part the impact of the TRAIN excise taxes on diesel and lubricants, I ask the Department of Transportation, in coordination with the DSWD, to expand the 4Ps to include PUV drivers," Herrera-Dy, Member of House Committee on Social Services said.

Assistant Majority Leader
Vice Chair, Youth & Sports Development and 2 other Committees

Reaction to the start of "Tanggal Bulok, Tanggal Usok" campaign of the Inter-Agency Council on Traffic:

1-PACMAN REP. ROMERO SEEKS SWIFT ACTION ON MECHANICS OF LOANS TO PUV OPERATORS

1-PACMAN Party-list Representative Michael Romero urged the DOTr, DBP, and Landbank to fast-track their approval of the project mechanics and components on the use of the PUV Modernization Project funds that are in the 2018 budgets of the two state banks.

"Kailangan malaman ng publiko ang mahalagang papel ng Landbank at Development Bank of the Philippines sa buhay ng mga mahihirap at mga PUV operator," Rep. Romero said.

Landbank and DBP have P1.133 billion each in their respective budgets for the PUV modernization program loans to PUV operators.

"Congress is waiting for the project mechanics and details for the loan program. The 2018 budget has a special provision requiring these," Rep. Romero said. (END)

BACKGROUND:

In 2017, the DOTr signed a Memorandum of Understanding (MOU) with the Development Bank of the Philippines (DBP) at the DOTr building in Clark, Pampanga. The MOU signing coincided with the official launch of the DBP's Support Alternative Driving Approaches (PASADA) Program.

Also in 2017, the DOTr also signed an MOU with the Landbank of the Philippines to set up a P1 billion financing for PUJs via the Special Environment-Friendly and Efficiently Driven (SPEED) Jeepney Program.

STATEMENT BY THE HONORABLE RON P. SALO
KABAYAN Party-list
Assistant Majority Leader
PHILHEALTH HAS NEW PREMIUM RATES

As a public service in line with the focus of KABAYAN Party-list on health care, I update the general public, particularly PhilHealth members and their employers, of the new and simplified PhilHealth table of contributions that take effect starting January 2018.

By the way, the PhilHealth budget for health care insurance this year is P57 billion. PhilHealth issued the circular on the new rates of premium contributions last September 2017.

For PhilHealth members with monthly basic salary of P10,000 and below, the monthly premium is P275 divided into equal employee's and employer's share of P136.50.

PhilHealth members whose monthly basic salary are from P10,000.01 to P39,999.99, the total monthly premium is 2.75 percent, then divided into equal shares for the employee and employer.

Those whose basic monthly salary are from P40,000 upwards, the flat rate is P1,100 for the monthly premium, for equal employee and employer shares of P550.

Kasambahay or domestic workers paid P5,000 per month or higher will have their employee's share matched by an equal employer's share, but for those earning less than P5,000 the employer will pay for the full PhilHealth monthly premium.

History / Tecumseh: "Once a Happy Race"
January 08, 2018, 06:08:47 AM
Tecumseh: "Once a Happy Race"

Early in the 19th century, Governor William Henry Harrison of the Indiana Territory made a number of treaties with Native Americans that involved the ceding of land to the United States government. Shawnee chief Tecumseh attempted to prevent the loss of additional lands by forming an alliance of tribes and asserting that one tribe could not cede land without the permission of all the others. In 1810 Tecumseh spoke to Harrison in Vincennes, Indiana, denouncing the most recent treaty and declaring that white people had no right to take land from the Indians.

Tecumseh: "Once a Happy Race"

It is true I am a Shawanee [sic]. My forefathers were warriors. Their son is a warrior. From them I only take my existence; from my tribe I take nothing. I am the maker of my own fortune; and Oh! that I could make that of my red people, and of my country, as great as the conceptions of my mind, when I think of the Spirit that rules the universe. I would not then come to Governor Harrison, to ask him to tear the treaty and to obliterate the landmark; but I would say to him: Sir, you have liberty to return to your own country. The being within, communing with past ages, tells me that once, nor until lately, there was no white man on this continent. That it then all belonged to red men, children of the same parents, placed on it by the Great Spirit that made them, to keep it, to traverse it, to enjoy its productions, and to fill it with the same race. Once a happy race. Since made miserable by the white people, who are never contented, but always encroaching. The way, and the only way, to check and to stop this evil, is for all the red men to unite in claiming a common and equal right in the land, as it was at first, and should be yet; for it never was divided, but belongs to all for the use of each. That no part has a right to sell, even to each other, much less to strangers; those who want all, and will not do with less.

The white people have no right to take the land from the Indians, because they had it first; it is theirs. They may sell, but all must join. Any sale not made by all is not valid. The late sale is bad. It was made by a part only. Part do not know how to sell. It requires all to make a bargain for all. All red men have equal rights to the unoccupied land. The right of occupancy is as good in one place as in another. There cannot be two occupations in the same place. The first excludes all others. It is not so in hunting or traveling; for there the same ground will serve many, as they may follow each other all day; but the camp is stationary, and that is occupancy. It belongs to the first who sits down on his blanket or skins which he has thrown upon the ground; and till he leaves it no other has a right.

History / The Monroe Doctrine Full Speech
January 08, 2018, 05:57:20 AM
The Monroe Doctrine
In his annual message to Congress in 1823, United States president James Monroe declared that the United States had the right to exclude foreign powers from colonizing in the western hemisphere. Monroe's bold assertion was primarily intended to prevent Spain from reclaiming its former colonies in the Americas. The statement became known as the Monroe Doctrine, and in subsequent decades the doctrine emerged as the foundation of U.S. policy in Latin America.

The Monroe Doctrine
Speech by President James Monroe to Congress, December 2, 1823.

At the proposal of the Russian Imperial Government, made through the minister of the Emperor residing here, a full power and instructions have been transmitted to the minister of the United States at St. Petersburg [capital of Russia] to arrange by amicable negotiation the respective rights and interests of the two nations on the northwest coast of this continent. A similar proposal has been made by His Imperial Majesty to the Government of Great Britain, which has likewise been acceded to. The Government of the United States has been desirous by this friendly proceeding of manifesting the great value which they have invariably attached to the friendship of the Emperor and their solicitude to cultivate the best understanding with his Government. In the discussion to which this interest has given rise and in the arrangements by which they may terminate the occasion has been judged proper for asserting, as a principle in which the rights and interests of the UnitedStates are involved, that the American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European power.

It was then stated at the commencement of the last session that a great effort was then making in Spain and Portugal to improve the condition of the people of those countries, and that it appeared to be conducted with extraordinary moderation. It need scarcely be remarked that the result has been so far very different from what was then anticipated. Of events in that quarter of the globe, with which we have so much intercourse and from which we derive our origin, we have always been anxious and interested spectators. The citizens of the United States cherish sentiments the most friendly in favor of the liberty and happiness of their fellow-men on that side of the Atlantic. In the wars of the European powers in matters relating to themselves we have never taken any part, nor does it comport with our policy so to do. It is only when our rights are invaded or seriously menaced that we resent injuries or make preparations for our defense. With the movements in this hemisphere we are of necessity more immediately connected, and by causes which must be obvious to all enlightened and impartial observers. The political system of the allied powers is essentially different in this respect from that of America. This difference proceeds from that which exists in their respective Governments; and to the defense of our own, which has been achieved by the loss of so much blood and treasure, and matured by the wisdom of their most enlightened citizens, and under which we have enjoyed unexampled felicity, this whole nation is devoted. We owe it, therefore, to candor and to the amicable relations existing between the United States and those powers to declare that we should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere. But with the Governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny, by any European power in any other light than as the manifestation of an unfriendly disposition toward the United States. In the war between those new Governments and Spain, we declared our neutrality at the time of their recognition, and to this we have adhered, and shall continue to adhere, provided no change shall occur which, in the judgment of the competent authorities of this Government, shall make a corresponding change on the part of the United States indispensable to their security.

The late events in Spain and Portugal [wars against French domination of both countries] show that Europe is still unsettled. Of this important fact no stronger proof can be adduced than that the allied powers should have thought it proper, on any principle satisfactory to themselves, to have interposed by force in the internal concerns of Spain. To what extent such interposition may be carried, on the same principle, is a question in which all independent powers whose governments differ from theirs are interested, even those most remote, and surely none more so than the United States. Our policy in regard to Europe, which was adopted at an early stage of the wars which have so long agitated that quarter of the globe, nevertheless remains the same, which is, not to interfere in the internal concerns of any of its powers; to consider the government de facto as the legitimate government for us; to cultivate friendly relations with it, and to preserve those relations by a frank, firm, and manly policy, meeting in all instances the just claims of every power, submitting to injuries from none. But in regard to these continents circumstances are eminently and conspicuously different. It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness; nor can anyone believe that our southern brethren, if left to themselves, would adopt it of their own accord. It is equally impossible, therefore, that we should behold such interposition in any form with indifference. If we look to the comparative strength and resources of Spain and those new Governments, and their distance from each other, it must be obvious that she can never subdue them. It is still the true policy of the United States to leave the parties to themselves in the hope that other powers will pursue the same course....

History / The Truman Doctrine Laid Out in a Speech
January 08, 2018, 05:52:31 AM
The Truman Doctrine
By proposing a program of $400 million in military and economic aid to back anti-Communist forces in Turkey and Greece, United States President Harry Truman created a prime model for Cold War containment of Communism. Truman's critics claimed that he was being unduly alarmist for suggesting that the effect of failure would be "far reaching to the West as well as to the East," and some also blamed his words for promoting anti-Communist hysteria in the United States. Most U.S. historians, however, view his response as an appropriate reaction to Soviet expansionism. Herbert S. Parmet

Truman Doctrine
March 12, 1947

Mr. President, Mr. Speaker, Members of the Congress of the United States:

The gravity of the situation which confronts the world today necessitates my appearance before a joint session of the Congress. The foreign policy and the national security of this country are involved.

One aspect of the present situation, which I present to you at this time for your consideration and decision, concerns Greece and Turkey.

The United States has received from the Greek Government an urgent appeal for financial and economic assistance. Preliminary reports from the American Economic Mission now in Greece and reports from the American Ambassador in Greece corroborate the statement of the Greek Government that assistance is imperative if Greece is to survive as a free nation.

I do not believe that the American people and the Congress wish to turn a deaf ear to the appeal of the Greek Government....

The very existence of the Greek state is today threatened by the terrorist activities of several thousand armed men, led by Communists, who defy the government's authority at a number of points, particularly along the northern boundaries. A Commission appointed by the United Nations Security Council is at present investigating disturbed conditions in northern Greece and alleged border violations along the frontier between Greece on the one hand and Albania, Bulgaria, and Yugoslavia on the other.

Meanwhile, the Greek Government is unable to cope with the situation. The Greek army is small and poorly equipped. It needs supplies and equipment if it is to restore authority to the government throughout Greek territory.

Greece must have assistance if it is to become a self-supporting and self-respecting democracy. The United States must supply this assistance. We have already extended to Greece certain types of relief and economic aid but these are inadequate. There is no other country to which democratic Greece can turn.

No other nation is willing and able to provide the necessary support for a democratic Greek government.

The British Government, which has been helping Greece, can give no further financial or economic aid after March 31. Great Britain finds itself under the necessity of reducing or liquidating its commitments in several parts of the world, including Greece.

We have considered how the United Nations might assist in this crisis. But the situation is an urgent one requiring immediate action, and the United Nations and its related organizations are not in a position to extend help of the kind that is required....

No government is perfect. One of the chief virtues of a democracy, however, is that its defects are always visible and under democratic processes can be pointed out and corrected. The government of Greece is not perfect. Nevertheless it represents 85 percent of the members of the Greek Parliament who were chosen in an election last year. Foreign observers, including 692 Americans, considered this election to be a fair expression of the views of the Greek people....

Greece's neighbor, Turkey, also deserves our attention. The future of Turkey as an independent and economically sound state is clearly no less important to the freedom-loving peoples of the world than the future of Greece. The circumstances in which Turkey finds itself today are considerably different from those of Greece. Turkey has been spared the disasters that have beset Greece. And during the war, the United States and Great Britain furnished Turkey with material aid. Nevertheless, Turkey now needs our support.

Since the war Turkey has sought additional financial assistance from Great Britain and the United States for the purpose of effecting that modernization necessary for the maintenance of its national integrity. That integrity is essential to the preservation of order in the Middle East.

The British Government has informed us that, owing to its own difficulties, it can no longer extend financial or economic aid to Turkey. As in the case of Greece, if Turkey is to have the assistance it needs, the United States must supply it. We are the only country able to provide that help.

I am fully aware of the broad implications involved if the United States extends assistance to Greece and Turkey, and I shall discuss these implications with you at this time.

One of the primary objectives of the foreign policy of the United States is the creation of conditions in which we and other nations will be able to work out a way of life free from coercion. This was a fundamental issue in the war with Germany and Japan. Our victory was won over countries which sought to impose their will, and their way of life, upon other nations.

To ensure the peaceful development of nations, free from coercion, the United States has taken a leading part in establishing the United Nations. The United Nations is designed to make possible lasting freedom and independence for all its members. We shall not realize our objectives, however, unless we are willing to help free peoples to maintain their free institutions and their national integrity against aggressive movements that seek to impose on them totalitarian regimes. This is no more than a frank recognition that totalitarian regimes imposed on free peoples, by direct or indirect aggression, undermine the foundations of international peace and hence the security of the United States.

The peoples of a number of countries of the world have recently had totalitarian regimes forced upon them against their will. The Government of the United States has made frequent protests against coercion and intimidation, in violation of the Yalta agreement, in Poland, Rumania, and Bulgaria. I must also state that in a number of other countries there have been similar developments.

At the present moment in world history nearly every nation must choose between alternative ways of life. The choice is too often not a free one.

One way of life is based upon the will of the majority, and is distinguished by free institutions, representative government, free elections, guarantees of individual liberty, freedom of speech and religion, and freedom from political oppression.

The second way of life is based upon the will of a minority forcibly imposed upon the majority. It relies upon terror and oppression, a controlled press and radio, fixed elections, and the suppression of personal freedoms.

I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.

I believe that we must assist free peoples to work out their own destinies in their own way.

I believe that our help should be primarily through economic and financial aid which is essential to economic stability and orderly political processes.

The world is not static, and the status quo is not sacred. But we cannot allow changes in the status quo in violation of the Charter of the United Nations by such methods as coercion, or by such subterfuges as political infiltration. In helping free and independent nations to maintain their freedom, the United States will be giving effect to the principles of the Charter of the United Nations.

It is necessary only to glance at a map to realize that the survival and integrity of the Greek nation are of grave importance in a much wider situation. If Greece should fall under the control of an armed minority, the effect upon its neighbor, Turkey, would be immediate and serious. Confusion and disorder might well spread throughout the entire Middle East.

Moreover, the disappearance of Greece as an independent state would have a profound effect upon those countries in Europe whose peoples are struggling against great difficulties to maintain their freedoms and their independence while they repair the damages of war.

It would be an unspeakable tragedy if these countries, which have struggled so long against overwhelming odds, should lose that victory for which they sacrificed so much. Collapse of free institutions and loss of independence would be disastrous not only for them but for the world. Discouragement and possibly failure would quickly be the lot of neighboring peoples striving to maintain their freedom and independence.

Should we fail to aid Greece and Turkey in this fateful hour, the effect will be far reaching to the West as well as to the East. We must take immediate and resolute action. I therefore ask the Congress to provide authority for assistance to Greece and Turkey in the amount of $400,000,000 for the period ending June 30, 1948....

In addition to funds, I ask the Congress to authorize the detail of American civilian and military personnel to Greece and Turkey, at the request of those countries, to assist in the tasks of reconstruction, and for the purpose of supervising the use of such financial and material assistance as may be furnished. I recommend that authority also be provided for the instruction and training of selected Greek and Turkish personnel.

Finally, I ask that the Congress provide authority which will permit the speediest and most effective use, in terms of needed commodities, supplies, and equipment, of such funds as may be authorized....

The seeds of totalitarian regimes are nurtured by misery and want. They spread and grow in the evil soil of poverty and strife. They reach their full growth when the hope of a people for a better life has died. We must keep that hope alive. The free peoples of the world look to us for support in maintaining their freedoms.

If we falter in our leadership, we may endanger the peace of the world—and we shall surely endanger the welfare of this nation.

Great responsibilities have been placed upon us by the swift movement of events. I am confident that the Congress will face these responsibilities squarely.
