Despite apprehensions of some Visayas bloc congressmen, a House resolution was approved allowing the conduct of on-site consultations here to assess the impact of oil exploration at the Bohol-Cebu Strait.

Second district Rep. Roberto Cajes endorsed the resolution during a hearing of the House Committee on Environment and Natural Resources on Wednesday which discussed offshore oil exploration in the Visayan seas.

Cajes told the Chronicle that his motion was approved despite “few apprehensions” of some lawmakers.

“Let’s give the marginal fishermen and others reportedly affected by the oil exploration the chance to personally testify in front of the environment committee,” said Rep. Cajes.
First district Rep. Edgar Chatto likewise endorsed the motion of Cajes.

Cajes and Chatto are co-authors of House Resolution 212 that seeks to conduct an inquiry on the impact of offshore mining in the Visayan Sea.

The on-site consultations were supposed to be held in the provinces of Bohol, Cebu and Negros. But congressmen in the other provinces opposed the proposal.

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) told the Chronicle that they were surprised on the position of some Visayas congressmen.

“It is really mind-boggling for us to see them opposing a legitimate demand of their constituents,” said Pamalakaya chair Fernando Hicap citing a statement by Cebu Rep. Pablo John Garcia to spare his district from the on-site hearings.

Hicap, who also attended the congressional hearing, said he was disappointed how solons together with officials of the Department of Energy (DOE) and Department of Environment of Natural Resources (DENR) 7 “were rubbing elbows with executives of NorAsian Energy Ltd.”
NorAsian is presently conducting oil exploration in Bohol-Cebu Strait. The Australian firm is planning to drill three wells near the Argao (Cebu side) and Cabilao (Bohol side) prospects.

The fourth-largest investment bank in the US, Lehman Brothers, says it will file for bankruptcy protection, amid a growing global financial crisis.

Lehman had incurred losses of billions of dollars in the US mortgage market.

The move threatens to deal a further blow to the global financial system, as banks unwind their deals with Lehman.

Merrill Lynch, also stung by the credit crunch, has agreed to be taken over by Bank of America in a dramatic weekend of events for Wall Street.

Stock markets in Asia opened sharply lower and the dollar tumbled against the euro and the yen as Lehman's failure raised fears about the strength of the global financial system.

European markets and Wall Street are also expected to open lower in what is likely to be a tense day of trading. - BBC News

Job Opportunity / US Government Is Hiring School Teachers
September 15, 2008, 02:33:51 AM
The major trend in the US economy today is to adopt the so-called OUTSOURCING process. This is deliberately considered to ease the ongoing pressure to maintain the profitability of the businesses.

This method offers a wide range of opportunities to both parties.  For the businesses seeking to outsource their products, it gives them the benefit of trimming manufacturing costs while improving competitive scale and gaining wide access to competent and right talents in different regions of the globe. For countries where outsourcing services are being sought, this is the greatest opportunity to feed jobs to a number of unemployed professionals.

But when it comes to EDUCATION, outsourcing is explained in a different way. American Schools cannot send their students overseas to satisfy teachers shortages. The way they conduct the process is recruiting and importing the best, competent, skilled and proficient in English foreign teachers to teach in American classrooms.

According to an article released by AP Associated Press dated September 13, 2008, due to this shortage, district officials went around the world last year, with expenses paid by a teacher recruiting firm.

It was also stated in the article that as far back as five years ago, the National Education Association estimated that up to 10,000 foreigners already were teaching U.S. students in primary and secondary schools, mainly to fill vacancies in math, science, foreign languages and special education. World Daily News / Cause of LA Train Crash
September 14, 2008, 11:40:21 PM
Human error is being blamed for a train collision on the outskirts of Los Angeles, California, which has claimed the lives of at least 24 people.

The driver of a train with 222 passengers aboard apparently ignored a red signal, causing it to hit a freight train head on, the rail company says.

The passenger train hit the freight train with such force, its engine was shoved back inside the first carriage.

Officials say the chances of finding any further survivors are very remote.

Firefighters have cut through the roof of the train, which is a double-decker, removing chunks of metal piece by piece.

Sniffer dogs have been brought in to try to detect any signs of life.

Technology / Biofuels Trigger Food Price Increase
September 14, 2008, 11:38:52 PM
By BBC News

European Union lawmakers have voted to set a limit on targets to increase the use of road transport biofuels.

Campaigners say that biofuels from grains and food crops contribute to food price inflation.

The original EU target that 10% of all road transport fuel should come from renewable sources by 2020 did not set limits for crop biofuels.

A committee of the European Parliament has now voted to limit such fuels to 6% of the 10% target.

At least 4% of the total will have to be achieved using electricity or hydrogen from renewable sources, or from second-generation biofuels from waste or non-food crops.

Green MEP Claude Turmes, of Luxembourg, welcomed the decision.

"While the maintenance of a binding target for biofuels is a bitter pill to swallow, the committee has at least strengthened the safeguards against the damaging impact of agri-fuels in this directive," he said.

The panel also approved a mid-term goal of 5% of road transport fuel from renewable sources by 2015, of which one fifth should not be food crop-based biofuels.

Health and Food / Broccoli For Your Lungs
September 14, 2008, 11:16:12 PM
By BBC News

A substance found in broccoli may limit the damage which leads to serious lung disease, research suggests.

Chronic obstructive pulmonary disease (COPD) is often caused by smoking and kills about 30,000 UK residents a year.

US scientists found that sulforapane increases the activity of the NRF2 gene in human lung cells which protects cells from damage caused by toxins.

The same broccoli compound was recently found to be protective against damage to blood vessels caused by diabetes.

Brassica vegetables such as broccoli have also been linked to a lower risk of heart attacks and strokes.

Cell pollutants

In the latest study, a team from Johns Hopkins School of Medicine found significantly lower activity of the NRF2 gene in smokers with advanced COPD.

Writing in the American Journal of Respiratory and Critical Care Medicine, they said the gene is responsible for turning on several mechanisms for removing toxins and pollutants which can damage cells.

Philippine Daily News / Pushing for Charter Change
September 14, 2008, 11:08:05 PM
By June Blanco

The League of Provinces of the Philippines (LPP) has urged Congress to push for Charter change through a Constitutional convention (Con-con).

The move came in the form of a resolution the LPP passed during its general assembly Friday at the Marco Polo Plaza Hotel, this city.

Introduced by Govs. Erico Aumentado of Bohol and Enrique Garcia of Bataan, G.A. Resolution No. 2008-020 underscored the imperative need to amend the Constitution in order to change the present form of government to either presidential-federal or parliamentary-federal, and other provisions that could respond adequately to the Philippines’ economic development.

In opting for Con-con, both governors defended it, saying it is more democratic, participatory and the least controversial among the three modalities in amending or revising the Constitution.

The LPP resolution also proposed that in order to save time, money and efforts, the delegates of the Con-con shall be elected together with the candidates of the May 2010 elections. The convention shall be given a term of one year â€" and the necessary appropriations â€" to draft the amendments.

.At the same time, Congress shall institute the necessary measures for the convention to comply with its mandate to draft the amendments that shall be submitted to a plebiscite.

Aside from Senate President Manuel Villar and House Speaker Prospero Nograles, the LPP also furnished President Gloria Macapagal-Arroyo a copy of the resolution for her information.

The assembly unanimously adopted the resolution that was certified true and correct by Gov. Ben Evardone of Eastern Samar, secretary general, and attested by Govs. Mario Joel Reyes of Palawan, executive vice president, and Loreto Leo Ocampos of Misamis Occidental, national president.

Bohol Latest News / 16 Police Cars
September 14, 2008, 11:06:22 PM
By Angeline Valencia

Bohol trip this Wednesday and Thursday, as the last footprints in the official stint of the outgoing national police chief, will be as significant for 16 towns which have high chances of getting new patrol cars each to improve police visibility and mobility, as his retirement legacy for this part of the country.

Aumentado personally endorsed to Police Director General Avelino Razon Jr., who will be retiring next month, in a recent meeting in Manila, the need of 13 towns to have patrol vehicles.

This was based on the report of Bohol Provincial Police Director Edgardo Ingking that 13 towns do not have patrol cars.

The governor said police visibility and mobility can help much in strengthening the Bohol Local Integrated Security System (BLISS).

In the latest meeting of the League of Municipalities of the Philippines (LMP) Bohol chapter on September 3, Aumentado got the assurance that the mayors will pass a resolution supporting the request of the Bohol Provincial Police Office (BPPO) for additional patrol vehicles, as additional boost to his personal endorsement to Razon earlier.

Ingking’s report included only 13 towns. But upon Aumentado’s announcement of his endorsement of the request during the LMP meeting, the mayors took turns in lobbying for their towns to be included in the request. So three more towns were included, making it 16.

Aumentado explained that, to assure approval of the request, they have to split the requests to avoid making the request too heavy to consider.

Originally, the list includes Alburquerque, Anda, Batuan, Corella, Dauis, Danao, Guindulman, Loay, Panglao, Pilar, President Carlos P. Garcia, Sierra-Bullones, and Talibon. Aumentado said he would coordinate with Ingking to revise it, to include Sagbayan, Buenavista, and Duero.

The governor expressed optimism that the request will be granted as he knew that before a police chief retires, he has the privilege to leave a “souvenir” project.

That’s why the province will commend Razon for his constant support to Bohol when he comes this Wednesday which would also be the chance to present the resolution of LMP endorsing the request for the vehicles, according to Aumentado.

Razon will be here on September 17 to address the joint meeting of the Peace and Order Council, Provincial Development Council (PDC), LMP-Bohol chapter, the Provincial Board (PB) headed by Vice-Governor Julius Caesar Herrera, the Bohol Bankers Association, the Bohol Chamber of Commerce, Inc. (BCCI) and the Provincial Tourism Council, and the three congressmen at the Bohol Tropics Resort, with the presence of municipal police chiefs and military field commanders of the province headed by Col. Raoul Reyes, commander of the 802nd Infantry Battallion of the Philippine Army.

Before flying back to Manila the following day, he will inaugurate the newly-institutionalized Bohol Tourism Police Unit (BTPU) in Panglao- -â€" one of the six to be established in Bohol. Then he will be the guest of honor in the opening program for the training on Special Weapons and Tactics (Swat) at the provincial police headquarters in Camp Dagohoy, where the elite Swat team will hold base.

LGU Philippines / Animosity Between Mayor Lim - Veloso
September 14, 2008, 11:04:25 PM
By Sunday Post

The animosity between City Mayor Dan Neri Lim and V-Mayor Jose Antonio Veloso  has widened with the chief executive refusing to be distracted by politics.

The city mayor said yesterday he will not allow politics to get in the way of his development programs for the city.

In an apparent dig to his critics chief among them V-Mayor Veloso, Mayor Lim said “they can do their worse. I will do my best”.

Lim recalled that it took him all of six electoral defeats to come up with the development projects that would benefit the city.

“I did not waste time being sorry for my losses and instead prepared myself for the task,” he added.

The mayor said that his pet projects are all priority projects for the city.

As proof of this, the mayor said even his staunchest critics are opposed only to the methods and the mode of implementation.

“No one can say that my projects are not important or not the city’s priority,” he added.

The mayor stressed that the venom being spewed by his critics show they are playing their parts in a grand plan to unseat him.

“They cannot see anything good in what I am doing because they have an agenda to destroy me,” he added.

The mayor however vowed to persevere saying he will not allow politicians to disrupt the city’s development schedule.

“Our people have been waiting for a long time to avail of the services that they should have received in past administrations,” he noted.

Lim said the people do not deserve to be deprived of basic services “just because certain politicians want to be mayor in my place.”

He also dared the minority bloc led by Vice Mayor Jose Antonio Veloso to present concrete plans and proposals as alternatives to his projects instead of simply criticizing him.

“When I was not yet mayor, I did not say anything against the incumbent because I wanted to give them all the opportunities to serve,” he added.

Instead of endless criticisms, Lim said Veloso and company should present their own proposals to run the city.

“When I campaigned in 2004, nobody heard me say anything bad against Joe Torralba,” he recalled.

Instead, Lim said he presented his platform of government during the many interactions.

“If they really think they can do better, let us hear from them starting now,” he added.

Who's Who of Bohol / One-on-One with Jun Ayag
September 14, 2008, 10:58:11 PM
Written and Interview by Loy Palapos
Published by Bohol Sunday Post

Many Boholanos who succeed in their chosen professions abroad predictably come back to cap their careers by sharing their talents with their compatriots. For them, it is not enough to enjoy the fruits of their labor all alone by themselves in some foreign lands; there is more meaning and contentment when success is shared with others. For Boholanos, sharing it with fellow Boholanos is not just a source of pride for having accomplished something, it is the feeling that one has helped his brothers and sisters that is more profound and gratifying.

Such is the case of Jun Ayag of Mabini, Bohol. After accumulating the necessary educational qualifications and experience in his country, he widened his horizons for more challenges. For 23 years he worked in Saudi Arabia, focusing on human resource management. So successful was he that, in the 2006 Presidential Awards for Outstanding Filipinos Overseas, he was a leading nominee, missing the plum by just a few points.

He could have stayed abroad for more years, but there was this nagging feeling that success is not complete if not shared in his home province. Thus, he came back to Bohol and founded Options and Concepts, a consultancy on human resource management and event organizing. The establishment can adeptly handle seminars, workshops, programs, and varied events… “from birth to death”, he good-heartedly averred. He has a staff and a pool of consultants to handle varied concerns. Last month, Options and Concepts broke the ice by being the event organizer and coordinator of a debut and fashion show at the Grand Ballroom of Bohol Tropics Resort, which was a big success.

This interview took place in the Island City Mall, at Vicky Wallace’s D’ Buzz. It was my first time to meet personally Dioscoro Orias Ayag, Jr. (DAJ), although he was my subject in a September 2007 feature of Bohol’s Choice Cuts.

LMP: You are a Boholano at heart, I believe.

DAJ: Yes, a full-blood Boholano.

LMP: You went abroad for how many years?

DAJ: Since 1985; that would be 23 years.

LMP: Is this your first time to come back to Bohol?

DAJ: No. I’ve been here a lot of times. In fact, I have been getting the best of Bohol since I’m on manpower supply for the world’s largest petro-chemical and oil gas company. I do some interviews and I recommend Bohol as part of the sourcing for manpower. It’s not because I don’t have space there anymore to do what I want. It’s just that a part of me needs to be and to feel at home rather than stay in Saudi Arabia for a long time.

LMP: Does that mean you are fed up in Saudi Arabia?

DAJ: No, I’m not. But in life, you go into a stage wherein it would be better if you go back to your roots and stay there. So I asked my employer if I could leave because I need to be home since I’ve been spending much of my years outside my country. At first they said that it’s not possible. They still don’t want to let me go, not until I developed more people so that by the time I come home, the people I’ve trained will not be dependent on me anymore. They would also feel at home in a foreign land.

LMP: You have taught them so many things, but of course when you come home it does not mean that you have to retire and do nothing. Are you planning to do something by coming over?

DAJ: Yes. I want to infuse the learnings that I had while working in a world-class organization in Saudi Arabia for more than a decade. I need to infuse some quality culture in our province. Bohol is not anymore the Bohol I’ve seen years ago. It has developed into a more competitive and progressive province. Even so, I believe that there’s still room for improvement in our province and I want to be a part of that. I want to be a part of the challenge of putting and fusing some new things.

LMP: So you come back here already prepared for that?

DAJ: Yes. Very prepared for everything.

LMP: In what capacity would you be able to help? What parameters or field will make you well-equipped for that?

DAJ: One of the things I have discovered which is lacking in our province or in the national scale is values-orientation. People lack this skill. It must start from within us. I don’t like people blaming the government for some incapacities. The people are the government so the change must come from the people. I think it needs somebody to introduce this change. We first go into basics.

LMP: You mentioned about values transformation, can you name some differences between the Filipinos and the Arabians?

DAJ: Filipinos are dependable when it comes to multi-tasking. The Arabs don’t have that kind of ability. Also, the Arabs lack human resource. They have the financial resources but when it comes to managing people, that’s when the Filipinos come in. The Filipinos are a rich human resource but don’t have the money, while other countries are struggling for manpower but have the financial means.

LMP: What particular trait would you like the Filipinos to learn when it comes to values-orientation?

DAJ: Self-empowerment. It is about living your own life the way you want it. The feeling of not being insecure and that your decisions are not dependent on others’. Once you have assessed yourself of your capacity, you have to maximize it to the fullest without thinking of what others might feel or think. Having a decision made by others is tantamount to not having the confidence.

LMP: I’ve heard that you’re putting up an establishment. What’s the name?

DAJ: It’s called Options and Concepts.

LMP: When you say option, how does it differ from concept?

DAJ: Option is giving out varying degrees of solutions or ideas. Concept means enhancing or developing these ideas.

LMP: Will this be a single proprietorship or is it going to be a corporation?

DAJ: I still have to introduce this idea outside the province. There are a lot of interested parties in the USA, but I told them I would rather start it myself.  I have started it here in Tagbilaran. It’s basically about events and managing them. So anything that could be needed by an individual, I could provide that. Events involve wedding planning, organizing, product launching and any form of parties from birth.

LMP: When are you launching this?

DAJ: We’ve launched it already last July 27 at the Bohol Tropics.

LMP: Try to envision the clientele expected in this venture, would you believe that the Boholano in general and Tagbilaranons in particular would easily adapt?

DAJ: Yes, I am very positive about it. I believe that if you’re going to introduce a new thing and you put your entire competency in it and the people would see that it is really rewarding, then, eventually, people will accept it. Even though the end is not yet achieved at this time, there’s still a potential for it to grow.

LMP: You conduct workshops and seminars and this venture needs people. Do you already have them with you?

DAJ: Yes, I already have. In the organization that I am with now, I have spotted and mapped those people who do best in this kind of endeavor.

LMP: Do you have talents coming from outside the province?

DAJ: Yes. Having been able to work in Saudi Arabia for 23 years, I already have this training institution where we could find our resource speakers. I’ve been linking with them.

LMP: Do you have an on-going project at Holy Name University? I have heard about it.

DAJ: It is a workshop for writers. I was referred by Ma’am Fiel Angeli Gabin to the students and they came to me. I just can’t deny my help to them. So even though I have a scheduled tour given to my guests for the opening of my business that would coincide on that same day, I told them I would be absent for my tour for half a day. I would do the workshop for the students.

LMP: Do you have any plans of going to publishing since you also know how to write?

DAJ: Yes. In fact, I have requested Bohol Cable TV to cover the opening of my event. I have initially talked with the Marketing Director. Eventually, we will be putting up a regular program on TV and I would be speaking about the best of Bohol, like the best personalities. We could make them the role models for our youth and for the community. Putting up all the positive values that come out of it.

LMP: So it follows that it will not be all about options and concepts but also about writing?

DAJ: Yes. It includes a lot of areas.

LMP: What is your message to your fellow Boholanos?

DAJ: I hope that you would be receptive to this kind of change for the betterment of our community. We do have our share of shortcomings, and we have to be optimistic in making this change because this change comes from ourselves. We don’t have to rely on other people to be given the authority to have that change. I hope that through Options and Concepts, we could be the instrument of change in Bohol.

As an individual, Jun Ayag is not the run-of-the-mill trying-hard copy-cat, especially in in-depth repartee. The gentleman speaks fluent English, in an unaffected manner, although he could have opted to sound like an imported cosmopolitan. His Visayan is impeccable, and his Tagalog is grammatically flawless. He must have enough speaking knowledge of other languages, particularly Arabic, but I decided not to venture into a language I have no knowledge of. Besides, I sensed that the guy is not the type who would waste time in useless banter.

Jun Ayag, as a true-bloodied Boholano, is laudable in his decision to share his time and talents with Bohol. This is a typical Boholano trait not easily seen in other provinces. For this move alone, he deserves to be commended. Perhaps, not in terms of a plaque or a certificate, but through the support Boholanos can give in his latest venture.

Bohol Latest News / 110 New Police Officers
September 14, 2008, 10:41:29 PM
By Sunday Post

A top police official here in the Visayas confirmed reports that Bohol gets 110 more police officers, but the reinforcement goes all the way to the country’s first tourist police detachment here.

Nevertheless, the local Philippine National Police (PNP) officials here admit the move would be a great help as it largely contributes to police visibility at a time when police and population ratio hangs at 1:1100.

Police Regional Director Ronaldo Roderos confirmed reports that the new cops would be deployed here, and they would be manning tourist police detachments set up in key spots in the province.

Aside from the tourist cops, General Roderos also talked about the formation of a local Special Weapons and Tactics Team (SWAT), which is impending.

He reported that the Bohol team is already on the neuro-psychiatric tests before the formal training could commence.

Outgoing Police Director General Avelino Razon is slated to come to Bohol ext week to formally launch the new SWAT team, Bohol Capitol sources revealed last week.

It was not clear however if the 110 new cops include those to be assigned at the soon to be formed SWAT team.

Product Reviews / Snack Bar of Puto Maya and Tsokolate
September 14, 2008, 10:38:01 PM
By Sunday Post

Your  friendly neighborhood snack bar or refreshment parlor will attest to this. Where before these snack outlets were mere hole in the wall affair in public markets or in the dark alleys of makeshift shanties in population centers, now an enterprising owner raises the business to a higher level although the same target market is still the apple of her eyes. This is not to say however, that this snack parlor people used to patronize, has lost its luster where it usually belongs.

For its long line of followers, they are still doing brisk business in the same, old and familiar venues.

The market being zeroed in by the owner of La Kars Snack Bar remains the same â€"the loyal patrons of the lowly puto maya and tsokolate found in street corners and public markets.

The young entrepreneur Karen Jude Jipos is bullish that someday she will have her hands full in catering to the daily needs of puto maya and tsokolate fans.

What makes her snack staple a cut above the rest is the setting which she purposely  chose in order to give maximum satisfaction to her loyal clients.

She inherited the business from her mother Tata Jipos who used to operate a refreshment parlor inside the defunct Torralba Private Market several years back. The snack outlet of old was patronized by the who’s who in Tagbilaran whose afternoon sorties would not be complete without the ubiquitous puto maya and tsokolate.

In the case of the new establishment, Karen is looking forward that her snack will become an afternoon delight to those who are looking for a different ambience the moment the urge to eat rushes in.

Tucked in a concrete structure along J. A Clarin St. just beside the main entrance of the Holy Name University, the La Kar’s is slowly gaining adherents from students of the nearby school.

Fully air-conditioned, the  establishment serves the same major snack menu in a setting qualified as high end in the annals of the snack business.

From the leather chairs to the panelling of the  snack bar’s interiors, there is no mistaking the owner’s flair for minimalist details. One component of the snack business is the presence of two mini-conference rooms also fully air-conditioned.

But make no mistake about the classy look of the establishment. The price of its afternoon menu is just slightly  higher than any snacks of the same kind found in public markets and neighborhood nooks.

Ms. Jipos, a junior in  hotel and restaurant management is the daughter of. Mr. and Mrs. Oscar and Tata Jipos, whose core business is lending and food supplement distribution.

Since, Karen, the eldest, is attracted to culinary art, the Jipos couple did not lose time to convince her to venture into the snack business, of course, totally different from the rest, because she is doing it in style.

Cortes - Bohol / Mayor May Face Contempt Charges
September 14, 2008, 10:36:51 PM
By Rey Anthony Chiu

The Civil Service Commission (CSC) recently ruled that its decision reinstating a Cortes engineering aide has already attained finality and so it ordered the town mayor to implement or face contempt.

The CSC, proving itself as the protector of civil servants against whimsical political persecution  reaffirmed its early decision in favor of Joseph Ligan III, whom Mayor Apolinaria Balistoy has accused of not supporting her in the past elections and whom she reassigned to do garden work.

In a decision penned September 1, 2008, the government civil servant protection commission has given the Cortes town mayor five days to implement its earlier order to reinstate.

Failure to do would mean the CSC commences contempt proceedings.

Against Mayor Balistoy, the CSC cited section 72, Rule 5 of the Uniform Rules of Administrative Proceedings in the Civil Service where an appeal to a CSC decision should be made within 15 days.

Instead of an official appeal, Balistoy wrote to the CSC reiterating her position that Ligan’s assignment to the Municipal Nursery shall be maintained pending the approval by the provincial legislative body of the town’s annual budget.

The CSC, in a decision dated June 17 directed Mayor Balistoy to reinstate Ligan to the payroll of the Municipality and to pay for his backwages and benefits.

The CSC decided for Ligan in  a case stemming from the two office memoranda by Balistoy to Ligan and to the Cortes Municipal Treasurer.

The first Balistoy memorandum to Ligan directed him to report to the Municipal Nursery, about 5 kilometers from the town hall, which the employee was forced to accept with a heavy heart, according to case statement of facts.

Not content with that, Mayor Balistoy issued another memorandum to the town treasurer seven months later directing the town disbursing officer to withhold Ligan’s salaries and benefits.

Pushed with no other recourse, Ligan filed a certiorari and temporary restraining order for which the Regional Trial Court Branch 2 issued a status quo order for Ligan. Meanwhile, for the undue prejudice the employee has had, he also elevated a criminal case against the Mayor to the Office of the Ombudsman.

Invoking forum shopping by citing three cases filed against her, Mayor Balistoy succeeded in getting a dismissal for Ligan’s certiorari from the trial court.

Ligan’s counsel and Public Attorney Reynald Benjamin Chiu argued that there was no forum shopping as it was a separate administrative case Ligan filed against Balistoy at the CSC while a later special civil action for certiorari and TRO and a criminal case was filed at the regional court.

After the dismissal of the certiorari and the TRO, only two cases remain, and the pending Ombudsman case could not be considered for purposes of determining forum shopping, Atty. Chiu stated in his Comment to the CSC.

“…the power of the Ombudsman is investigative in character and its resolution can not constitute valid and final judgment because its duty is to file the appropriate case before the SandiganBayan, Atty. Chiu cited Sevilleja vs. Laggui (326  SCRA 715).

Ligan had not received his salaries since June of this year, or after Mayor Balistoy reported back to work from a trip abroad.

Baclayon - Bohol / Water Crisis in Baclayon
September 14, 2008, 10:35:43 PM
By Sen Guingguing

Setting a self-imposed deadline, Mayor Alvin Uy tries to catch up with the Foundation Day celebration in November to finish the waterworks pipings from the giant water reservoir to the households.

The administration of Mayor Uy banks on the 285,625-gallon giant reservoir in barangay Payahan to solve the water supply problem in the municipality.

The mayor had already instructed the water supervisor to finish laying down the pipes before the Foundation Day celebration.

Maximizing the giant reservoir to solve the water supply problem was the campaign vow of the Alvin Uy-Marilyn Uy tandem in the May 2007 elections.

In two years since they assumed office in July last year, the tandem is making good of their promise to the people of Baclayon.

Who's Who of Bohol / Bol-anon in the Court of Appeals
September 14, 2008, 10:35:03 PM
By the Sunday Post

The new session hall of Jagna’s 6th Sangguniang Bayan (SB) Legislative Building was named after the late Justice Bernardo Lloren Salas in simple testimonial program Monday.

The testimonial program attended by all Local Government Unit (LGU) officials, department heads and very close relatives, became nostalgic as all speeches reminisced the good deeds of Salas, who was once an associate justice of the Court of Appeals (CA).

Mayor Exuperio Lloren pointed out that the “down-to-earth” character of the late Justice Salas, coupled with his outstanding achievements, prompted the legislative and executive departments of the LGU to unanimously approve the resolution giving him such honor.

“I used to call the late Justice, “Nong Dodong”, because of the time-honored affiliation with him and his family. He had been instrumental in my personal and political career. He was not only a good man, an outstanding Jagnaanon, but also a person close to everyone’s hearts. Dali siya mahinumduman kay dali man siya mahugoy-hugoy ni bisan kinsa (He can easily be remembered because he was very approachable),” Mayor Lloren recalled.

Justice Lloren’s widow, Lourdes Caseñas-Salas, in behalf of her family, personally expressed gratitude to the LGU officials for the time and honor they gave him.

“Indeed my husband and our dear friend, Dodong, has never truly left us because I can feel that he is alive in your hearts right now. This edifice named after him will likewise reminds us of his great deeds for Jagna and for the people,” she said.

Highlighting the simple ceremony was the conferment of plaque that contained SB Resolution 4-02-2008 to widow of the Justice Salas by Mayor Lloren and Vice Mayor Teofisto Pagar Sr.

The resolution, sponsored by Councilor Bonifacio Virtudes Sr., outlines the rationale of the occasion.

The late Justice Salas, who hails from barangay Poblacion, received the “Court of Appeals Achievement Award”- -the highest given to retiring CA justices for integrity, competence and efficiency and for zero-backlog achievement.

He was also given the posthumous Dungog-Kaliwat Awardee during the 375th Founding Anniversary of Jagna in 2006.

He was the second Boholano to be appointed Justice of the Court of Appeals and served from 1994 until his retirement in 2000. He died in 2006.

Around 10,000 Filipino children die of diarrhea every year, according to local media on Saturday.

Over the past seven years, some 70,000 children were killed by diarrhea, the fourth-leading cause of death among Filipino children younger than five years old, the Manila Times reported, citing data from the World Health Organization (WHO) and the Philippines' Department of Health.

With incidence nearly double those of other Southeast Asian and East Asian countries, the Health department said that the Philippines is now one of the most seriously-affected among 13 countries included in the study in terms of the number of reported diarrhea cases.

The study said that some 1.5 million children younger than the age of five suffer from diarrhea because of lack of access to clean water and basic sanitation facilities and poor hygienic practices. It was released to encourage good hygiene practices as WHO observes the First Global Handwashing Day next month.

More employers are screening potential job candidates by looking at their social networking profiles.

Twenty- two percent of hiring managers said they use social networks to research job candidates, up 11 percent, according to a survey of more than 3,100 employers from CareerBuilder.com Another 9 percent said they don't use social networking sites to screen potential employees, but plan to start.

Among employers who have screened job candidates through social networking profiles, 34 percent said they had found content that caused them to dismiss the candidate from consideration.

Some of the major areas of concern for employers included candidates that posted information about them drinking or using drugs (41%), posting inappropriate photographs (40%) and badmouthing previous employers (29%). - Webpronews.com

Police said a man called 911 and reported a robbery after a gas station employee refused to give him his money back for an unopened box of condoms.

Police said officers responded quickly to the call on Sunday and found a gas station worker who fit the description of the robber given by the caller.

Police said the 21-year-old man told them he called 911 and made the bogus report to help him get his money back.

A Salt Lake City man is accused of stabbing a woman in the face after she refused to dance with him.

In charges filed Tuesday, police wrote that the woman was with two friends Saturday at the man's apartment, near 700 North and 900 West. The man, 29, allegedly grew angry when the woman refused to dance with him. He used a knife to slash her face, police wrote.

One of the friends tried to intervene, but the man knocked her down, hitting her in the face and on the back of the head, police wrote.

He then allegedly forced the stabbing victim and the friend out of the apartment but refused to let the second friend leave. The other two women could hear her screaming inside, police wrote.

The man is charged with two counts of aggravated assault, a third-degree felony, and unlawful detention, a misdemeanor.

A 33-year-old man who tried cutting off his arm inside a busy Denny's restaurant because he believed it would save his life was arrested Friday night, according to Modesto police.

According to Sgt. Brian Findlen, Michael Lasiter of Modesto had been injecting cocaine in a nearby motel when he thought he had injected air into his vein, which can lead to death.

Findlen said the man believed that if he cut off his arm, he could save himself from dying.

Lasiter entered the restaurant at 1525 McHenry Ave. about 10:15 p.m. and grabbed a butter knife off a customer's table and began stabbing himself in the right arm near the biceps. When that didn't work, he ran into the kitchen and got a butcher knife and started "digging the knife into his arm," Findlen said.

Police arrived almost immediately and isolated the man. A few minutes later, they used a Taser to subdue him.

"He wouldn't obey a substantial number of commands and continued to stab himself," Findlen said. "There were some tense moments, but a lot of patrons didn't know what was going on."

Lasiter was arrested and taken to a Modesto hospital to treat severe cuts to his arm.

Findlen said he had "never seen anything like that before" in his 11 years in law enforcement.  - Mercurynews.com

Cars and Automotive / Man Buys Chevrolet In Coins
September 12, 2008, 12:40:00 PM
An Ohio man with a hatred of paper money slapped down $8,000 in coins at a car dealership to buy a Chevrolet pick-up - then paid the rest by cheque.

James Jones, 70, produced 16 coffee cans full of coins to buy his new Chevrolet Silverado in Cincinnati and staff spent 90 minutes counting it.

But his coin hoard only covered half of the $16,000 (£8,500) price tag.

The man's son said the most amazing thing for him was his father deciding to replace his 1981 pick-up at all.

As far back as he could remember, Dennis Jones told the Cincinnati Enquirer, his father had always had coins.

“He gave me lunch money in coins and each time he ever gave me money it was in coins,” he recalled.  - BBC News

Science and Research / Who Is Pancho Villa?
September 12, 2008, 11:58:41 AM
Mexico: Pancho Villa - born Doroteo Arango Arambula in 1878 - became an outlaw as a teenager, fleeing to the mountains after killing a hacienda owner who he said had raped his sister.

After joining up with Emiliano Zapata and others, he became the charismatic leader of a revolt against dictatorial Mexican President Porfirio Díaz and a government that made life easy for foreign land barons and workers, while native Mexicans suffered in poverty.

President Díaz finally resigned and went into exile in 1885, with the revolution in its full glory, but the battles raged on until Villa and Zapata declared peace in 1918. Five years later, Villa was assassinated on orders from one of his longtime adversaries, Álvaro Obregón, a general in the Mexican army who suspected he was organizing another army. - Source: Mercury News

Technology / Blogger Arrested by FBI
September 10, 2008, 12:55:13 AM
A Los Angeles blogger has been arrested for allegedly sharing music online.

Twenty-seven-year-old Kevin Cogill was arrested by FBI agents at his home Wednesday and charged with violating federal copyright laws. He is accused of releasing several Guns N' Roses songs from their album Chinese Democracy before the album's commercial release. Cogill posts as "Skwerl" on Antiquiet, a site that boasts uncensored music reviews and interviews. Until this week, Cogill had authored several posts indicating the FBI was investigating him and clarifying information about the investigation as it appeared in several published reports.

After Cogill's arrest, his colleagues wrote about how Cogill was arrested in his pajamas before 7 a.m. and how government agents recommended bail be set at $50,000. Cogill was released on a signature bond of $10,000 after the judge said he thought Cogill should have received a summons instead of being arrested at his home.

A preliminary hearing is scheduled for Sept. 17, and Cogill's arraignment is scheduled for Sept. 22 in U.S. District Court in Los Angeles. Informationweek.com

Bohol Standard

This early, supporters of a gubernatorial aspirant are reportedly moving heaven and earth to convince actor-director Cesar Montano from joining the 2010 gubernatorial race.

The Boholano actor is said to be finally aiming for the Capitol’s highest post. Such reports grew louder this week saying the actor has finally decided to go for it.

A source, however, disclosed to STANDARD that a meeting with a high profile local politician turned out positive as the actor reportedly is thinking it over, after being offered the first district congressional seat instead.

In the May 2007 elections, Montano was supposed to run for governor but some persuasive reasons prevailed the actor, who in the final stretch, joined instead the Arroyo administration senatorial ticket but failing to make it to the Magic 12 after the counting.

Montano was also dubbed in 2007 as the only real threat to the none-losing political streak of incumbent Governor Erico Aumentado.

It could not, however, be confirmed if that local politician referred to is outgoing first district congressman Edgar Chatto who is touted to have gotten interest in the Capitol seat.

A close aide of Chatto who does not want to be quoted dismissed the reports as ridiculous.

“If ever Chatto decides to run for governor, he will take anybody as opponent and won’t attempt to forge a compromise agreement with them,” the trusted Chatto confidant said.

Bohol Directory / Banikanhong Haranista

Press Release

The Banikanhong Haranista sa Bohol (BHB) celebrated its 28th anniversary last July 2008 since it was organized in July 1980 through a simple but fitting commemoration attended by officers and members.

Banikanhong Haranista topped as bared through a simple survey, telephone long distance calls and text messages of listeners from within the Philippines and abroad especially from Boholanos in the United States of America as DYRD is already heard very loud and clear worldwide through the website www.dyrdam.com.

Tagbilaran City Mayor Dan Neri Lim and Kagawad Danilo Bantugan, Chairman of the City Council for Culture and Arts (CCCA), are strongly supporting the BHB.  It is aired every Sunday, 10 to 11 p.m. over station DYRD and hooked up by sister station DYZD in Ubay town.

The BHB harana include Bisayan Pilipino, English and Spanish in varied tempo.  This is a revival of old favorite songs which have almost faded away in this modern time.  Also featured by the BHB performances are Bisayan poems or balak, kundiman, balitaw and instrumental renditions using Etong’s bandolino and Dodong’s magic guitar.

For the current year, BHB will have its special project, the Christmas Carolling in December.  The proceeds will be donated to the indigent patients of Gov. Gallares Hospital through the Tagbilaran By Night (TBN) program aired from 9:30 â€" 11:00 in the evening, Monday to Saturday over DYRD and DYZD with Jerry Pabe as anchorman, also a member of BHB.  The BHB president, Eng’r. Philippine Education / Golden Seniors Club

By Anzing Poquita
Bohol Chronicle (PR)

It seems they’re out of circulation but truth to tell, the Golden Seniors Club members are always on the go, getting lost every now and then.

January-born retired school principal Vicente V. Torralba missed the group when he celebrated his natal day in USA with his three US-based children, Lita Dumalag and Letty Lumactud gathered the mentors at JJ’s Seafoods Village in February, ditto with March celebrators Citas Ingles, Lurline Naparan, and Ma’am Leonor de la Torre who brought them back to the same venue of this city.

On April 14, 2008, the teacher retirees found themselves at Saya’s Restaurant to grace the joint celebration of April celebrators Imay Malaran, Precy Somosot, and Inday Rara, not knowing it was late Imay’s last birthday, who returned to her Creator two months after.  The late Imay is the fifth casualty of the group not to mention the late Maning Palileo, Miling Estillore, Vita Pilongo, and Ric Torralba. May their souls rest in peace.

Lita Palileo, GSC perennial prexy, Nene Ocarol, Doris Tadena, and Lenie Bernaldez invited the group to Bak Stiq Grill and Restaurant at J.A. Clarin Street.  The spritely mentors hibernated in June and July while awaiting for the homecoming of Vic and Bebot Torralba from their enjoyable stay in the land of Uncle Sam, getting together again on August 22, 2008 at the Torralba residence for Ma’am Bebot’s red-letter day jointly with Sir Ojie Cabilla who shares the same birth month.

Sir Ojie got the chance to narrate his ordeal while fighting for his life in the hospital where he was confined.  The gathering was graced by balikbayans Landy Maslog and Gemma Millare, who in her message shared the joys and tears of her fellow Tagbilaranons in the land of green bucks, and soon-to-be members Adelfa Ocio, Judith Telmo, and Carlita Cuarto.

Retired Bohol Schools Division Math Supervisor Candida Mar and retired Bohol Schools Division Assistant Superintendent Dr. Preciosa Torralba, affirmed their plan to join the Golden Seniors Club.  US-based members Albina Karaan, Nanie Estrera, Yolie Bustrillos, Laling Honculada, Naty Teves, and Rufa Bantugan, are constantly keeping in touch with the group and dreaming of their future visit to their homeland to be reunited with the members of Golden Seniors Club.

Bohol Water Utilities, Inc. (BWUI) welcomed the decision of the local government unit of Panglao to allow all interested qualified parties to bid for the solution to the alarming water crisis in the prime tourist island.

The BWUI management headed by general manager Engr. Romeo Robles admired the determined effort of Gov. Erico Aumentado and Rep. Edgar Chatto in guiding town officials find ways hoped to ultimately address the vital concern.

Municipal officials led by mayor Benedicto Alcala and Vice Mayor Pedro Fuertes shared common vision to bring abundant water to their place.

A sudden special session right during a dialogue on the crisis at the town’s cultural center attended by the two Bohol leaders on Friday resulted in an option to subject the bulk water supply project to a competitive bidding.

This was deemed best as against allowing a number of companies to supply water thru an open access system, which can cause headaches in securing certificates of convenience from the National Water Resources Board (NWRB).

The problem can further cause conflicts over service areas.
The wanton lack of water on the island demands speedy action in anticipation of the concrete execution of the gigantic Panglao Bohol International Airport Project.

The BWUI has programmed the upgrading of its existing wells to meet the projected water demand.
This is distinct from its plan to add wells in Corella, BWUI’s present main source of water.
Corella Mayor Vito Rapal said the LGU can act on the BWUI request depending on the outcome of the negotiation.

He said Corella definitely has a lot of water for all other Boholanos.

The BWUI will install pumps to match its existing high-capacity wells without overextracting nature.
Robles emphasized their corporate vow of environment-friendly sufficient safe water enterprise for sustainable development.

Panglao is estimated to require between 3,000 and 4,000 cubic meters of water in the future from its initial need of 2,000 to 3,000 cubic meters.

The BWUI has technically assisted the LGU of adjacent Dauis in the latter’s P6 million water improvement project funded by Chatto.

Countering allegations that the 13 Isuzu Crosswinds for provincial board members is overpriced, Gov. Erico Aumentado said the bidding and award of the purchase contract is in order.

The vehicle purchase is funded out of a P10.8 million savings of the provincial government from salaries of unfilled positions in its different offices.

Aumentado personally presented a computation of the purchase of the 13 brand new vehicles refuting claims that the Crosswinds are overpriced by at least P17,000 each.

The bidding and award of the vehicle purchase already raised doubts when only one bidder, Isuzu Mandaue, submitted a proposal.

According to Aumentado, the approved budget of the contract (ABC) was P10,666,914.83 or P820,531.90 for each unit. This unit price is allegedly P17,000 higher than the selling price of a local Isuzu dealer.

The submitted price of Isuzu Mandaue exactly matched the ABC.
However, the governor justified that due to government procurement rules which requires deductions of 1% for EVAT and a withholding tax of 5%, the net cost of each unit is already P771,709.41.

Aumentado said the net price is much lower than the alleged selling price of a local supplier which is P783,000.

The purchase of new vehicles for provincial board members provoked a public debate as most of the existing vehicles of the lawmakers are still serviceable.

Board members explained that the purchase of new vehicles were necessary for them to efficiently attend to the needs and concerns of their constituents.

Vice Gov. Julius Caesar Herrera himself said that the vehicles  are “a necessity rather than a luxury”.

The plan to buy new vehicles started in 2005, when Herrera objected to the high maintenance and repair costs incurred by the provincial government on the old vehicles.

Former Loon Mayor and now Provincial Board Member Yul Lopez is reportedly being pushed to run for congressman in the first district under the opposition bloc.

A highly placed source said the informal launching of his congressional bid will be done at the Lopez residence in Loon town which is celebrating its vesper day today.

Lopez topped the board member race in the first district during the last election. He is the first degree cousin of former Gov. Rene Relampagos who is reportedly being courted to lead the local opposition in the 2010 elections.

Political pundits said the planned congressional bid of Lopez will bank on the voting strength of Loon, his hometown where he served as town mayor for nine years. He is a physician by profession.

Asked to comment on this, Relampagos in a text message to the Chronicle said there are no personalities for the moment. However, he will be in the forefront of a viable political opposition in the province.

The Energy Regulatory Commission (ERC) can now rule on a petition filed by Bohol Light Company Inc. (BLCI) to collect franchise taxes from its power consumers.

Not a single oppositor on Bohol Light’s petition attended the public hearing called by the ERC last August 28 despite a much-hyped opposition led by Tagbilaran Mayor Dan Lim who challenged the legal personality of the utility firm.

ERC Commissioner Rauf Tan, who presided the public hearing, said the failure of the oppositors to manifest their position on Bohol Light’s petition will be treated as a waiver of their right to argue their position on the matter.

Lim, together with Nemesio Monton of the Tagbilaran Association of Concerned Consumers Organization (Tacco), were the main oppositors of the petition.

During the Sangguniang Panlungsod (SP) regular session on Friday, Kag. Anne Mariquit Oppus queried on the mayor’s failure to attend the ERC hearing.

Kag. Danilo Bantugan explained that the legal panel representing the mayor had decided for a no show before the August 28 hearing.

The statement of Bantugan contradicted the mayor’s explanation yesterday during his weekly “Mayor’s Report”.

According to Lim, the notice of the hearing was received by his office on August 26. However, he was able to read it only on September 1 as he was in Manila for the ISA presentation.

A check made by the Chronicle at the LBC, the mail courier of the ERC notice, revealed that the notices were received by Bohol Light, the City Legal Office, the Mayor’s Office and Monton’s legal counsel Atty. Magdoza all on August 22.

Bohol Light will charge P36.5 million worth of franchise taxes it paid to the national and city governments since 2001.

The franchise taxes will be added as a separate item on the monthly electric bills of consumers for a period of three years.

The tourists’ haven of Panglao would finally get the potable water, as elusively pursued during the past decade due to political intramurals among its local officials.

This breakthrough came last Friday after the provincial leadership intervened to “rescue” the never ending debates on which waterworks utilities would serve the water requirements in the various beach resorts and the residences of this coastal municipality.

Gov. Erico Aumentado and Rep. Edgar Chatto took time to preside over a public consultation/hearing to resolve the deadlock on the water issue which dates back to the previous administration of then Panglao Mayor Doloreich Dumaluan.

The urgency to solve the water issue came as the construction of the proposed Panglao Bohol International Airport is slated to commence first quarter of next year.
The five-hour public consultation at the Panglao Island Community Center was attended by some 100 stakeholders including resort owners who expressed dismay on the delayed resolution of the water controversy.

In their efforts to prove attendees that they are also in search for the entry of a waterworks utilities, Panglao Mayor Benedicto Alcala and Vice Mayor Pedro Fuertes made an unprecedented move to convene a special session of the Sangguniang Bayan in the presence of the stakeholders who were eager to know the final decision to be reached by the warring political factions.

The public consultation paved the way to the holding of the special session where the town lawmakers were united, for the first time, to approve an open competitive bidding for whichever waterworks firms interested to serve Panglao especially with the forthcoming construction of an airport.

Provincial BM Ae Damalerio was appointed to moderate the public hearing.
Aumentado praised Alcala, Fuertes and the councilors for showing true statesmanship “by putting the interest of Panglao and its people first over and above their personal interests.”

Following the PowerPoint presentation of lawyer John Titus Vistal, provincial planning and development coordinator, that gave a choice between a competitive bidding or open access mode of implementing the waterworks system improvement, the choice of the stakeholders, the mayor and the SB gravitated towards competitive bidding.

Three more Filipino boxers will figure in world-title matches for the remainder of the year led by 2007 RP Athlete of the Year Nonito Donaire.

Donaire (19-1 win-loss record) puts his International Boxing Federation flyweight belt on the line when he faces Moruti Mthalane of South Africa on Nov. 1 at the Honda Center in Anaheim, California.

It will be Donaire’s first fight since December 2007 when he defeated Luis Maldonado via eighth-round technical knockout in Connecticut. It was Donaire’s first title defense.

Mthalane, who comes in with a 22-1 win-loss slate, is in his first world-championship affair.
He defeated Hussein Hussein of Australia last July in a title eliminator which awarded Mthalane the world-title shot.

Donaire, who was voted by the Philippine Sportswriters Association as co-Athlete of the Year for 2007, is currently training at the Top Rank Gym with his father Nonito Sr.

“We’ve already seen some of the tapes of Mthalane,” Donaire’s father told Philboxing.com Tuesday. “[Mthalane] is a very tough kid. He always comes to fight. We’re not taking him lightly.”
Gerry Peñalosa vs. Abner Mares (World Boxing Organization bantamweight championship)
World bantamweight champion Gerry Peñalosa takes on a challenger 14 years his junior when he stakes his World Boxing Organization title against Abner Mares of Mexico reportedly as one of the undercards in the Manny Pacquiao-Oscar de la Hoya battle royale in December.

Peñalosa, 36, has agreed in principle to face Mares, 22, for Peñalosa’s second defense of his WBO throne.

Peñalosa (53-6-2 win-loss-draw) was supposed to be inside the ring on Sept. 20 in a title defense set in Tubod, Lanao del Norte, but the handlers of Nestor Rocha, Peñalosa’s scheduled opponent, backed out reportedly because of the peace and order situation in Mindanao.

In his last fight, Mares, who is undefeated in 17 matches, won over fellow Mexican Jonathan Arias via 10-round unanimous decision last June in California.

Peñalosa’s last bout was in April when he TKO’d Ratanachai sor Vorapin of Thailand at the Araneta Coliseum. It was Peñalosa’s first defense of his WBO belt.

The other Filipino world champions besides Donaire and Peñalosa are Pacquiao (World Boxing Council lightweight champion) and Donnie Nietes (WBO minimumweight champion).

Sonny Boy Jaro vs. Edgar Sosa (World Boxing Council light-flyweight championship)
Sonny Boy Jaro debuts on the world-title stage on September 14 when he takes on World Boxing Council light-flyweight champion Edgar Sosa in Sosa’s hometown in Mexico City.

It’ll be a tough assignment for Jaro (28-6-5), who will face an opponent who hasn’t lost in five years.

The Jaro bout is Sosa’s sixth defense of the world championship he won in March 2007 against US-raised Filipino Brian Viloria.

World title contender Rey “Boom Boom” Bautista has confirmed that he will officially fight in the titanic pay-per-view event featuring boxing legend Oscar de la Hoya against newly-crowned WBC lightweight king Manny Pacquiao at the MGM Grand in Las Vegas.

This confirmation was relayed by his manager Michael Aldeguer in a text message last Wednesday. The 22-year-old prospect arrived here on Tuesday for a short vacation with his family following a smashing second-round stoppage of Mexican Eden Marquez a week ago at the Cebu Waterfront Hotel. Bautista and his parents and brod motored to Can-olin, Candijay the following day for a gathering with close kin and fans. He was in Carmen last Thursday to accompany his elder sister when this writer visited his home in Dampas district, this city.

Further reports from CDN correspondent Salven Lagumbay showed that the WBO Intercontinental superbantam champ (26-1-18KOs), is set to tangle with a tough opponent as confirmed by GBP vice-president Eric Gomez. The adopted son of Tagbilaran is awaiting a return-to-gym order from the ALA Gym-Cebu.
“We are going to put him on the show and we are trying to get him a good fight against someone in the rankings, someone who could give him a good fight,” Gomez told Philboxing.com in a report yesterday.
Gomez has indicated that GBP remains hopeful of Bautista’s future in boxing and they were “looking at a possible world title fight again. That’s the plan.”

The young boxing executive added that Bautista is “not going after a world champion for his next fight but want to do a fight that is important to set him up for his next couple of fights before fighting for the title.”

Gomez has read the reports posted at Philboxing.com describing Bautista’s impressive win over Marquez, and was happy about the result of the fight, including the co-main event where Donnie Nietes stopped Nicaraguan Eddy Castro in the second round.

“The thing with ‘Boom Boom’ is that he’s very charismatic. He’s one of those guys that people like to see fight because you never know what’s going to happen. Anything can happen. He could get dropped but he could also knock anybody out. That makes him exciting,” Gomez said, echoing the observation of one boxing website which ranked Bautista as one of the world’s most exciting fighters.

At this writing, Boom-Boom Bautista is on his way to Hollywood. But not to be a movie star, although his good looks and commanding physical presence could shame many of our established young actors. The Boholano boxer will be the under-card fighter during the Pacquiao-dela Hoya bout in Las Vegas on December 6, 2008. He will train at the Wild Card, in Sunset Boulevard, Los Angeles, California. That’s Hollywood, the movie capital of the world.

It was during the birthday celebration of Kagawad Edi Borja; which Rey attended when, through Mark Monton, I got the go-signal from Mayor Dan Neri Lim to interview the Champion boxer. He was fresh from his victory at the Night of the Champions in Cebu City… a perfect time to hear some words from him.

Reynaldo Deligos Bautista (RDB) is the current pride of Bohol. Young, good-looking (compared to most boxers whose faces have undergone, scary and scarry punishments in some previous duels), and more confident now. Boom-Boom is now a good media copy in interviews.

LMP: Unsa may nakaaghat nimo nga mag-boxing?

Ang akong Papa hilig man pod ug boxing.

LMP: Kinsa man imong Manager or Coach?

RDB: Sa 2002.

LMP: After adto, unsay nahitabo?

RDB: Mi-transfer ko sa Cebu kay gikuha man ko ni Aldeguer. Tungod kay gold medalist ko sa flyweight division, daghan na ang interesado nako.

LMP: Kanus-a ka nagsugod ug professional boxing?

RDB: 17 years old. Akong first fight sa Cebu; nakadaog ko sa Superflyweight division.

LMP: Sukad kaniadto, pila na ka professional fight imong nahimo?

RDB: 26 na.

LMP: Kadtong mga dagko nimo nga title, kanus-a nagsugod?

Paghuman adto mao ang “Philippines vs. the World”. Midaog ko adto. Sunod kadtong “Payback”, taga Mexico akong kontra, si Camargo. Last Augst, kadtong “Night of the Champion”.

RDB: Dili man ko barkadista.

LMP: Unsay imong tumong pagkakaron?

RDB: Mahimong World Champion.

RDB: Usahay mangabugho pod, Sir, kay daghan man ta ug fans. Ako lang siyang ingnon nga daan pa lang sa nanguyab ko, kahibalo na ka nga ingon ani ko. Dinhi man ta nailhan, dinhi ko naka-kwarta.

Unsaon nga ingon ani man ang akong kinabuhi. Salig lang nako, salig pod sa training. Layo ko sa disgrasya basta mag-train lang ko.

LMP: Naa man kay mga manghod nga laki. Gusto ba ka nga mag-boxing pod sila?

RDB: Dili. Kay kahibawo ko nga ang boxing, dili basta-basta; arang paita. Dili ko gusto nga mag-antos sila, ako na lang.

LMP: Unsa imong title karon?

RDB: WBO Intercontinental Super Bantamweight Champion, and Number One Contender of the World.

LMP: Kining imong umaabot nga fight sa December 6, unsa man ni?

RDB: Mao ni akong kinadak-an nga fight.

LMP: Unsaon man ang kamingaw?

RDB: Pait, apan agwantahon.

Maayo man ang pari kay makapahuway man. Kining boksingero, dili.

Boom-Boom Bautista is very vocal about his gratitude to Mayor Dan Neri Lim, whom he considers as his number one benefactor. He does not forget that he comes from a poor family, and that some people have been helping him in his chosen career as a pugilist… Mayor Lim being the most generous. From the good Mayor he also imbibes wisdom in the conduct of his persona.

Although he concedes his latest victories have added to the family coffer, thereby giving solutions to some financial woes, he values honor and prestige more than material gains. He had heard the most obtrusive remarks when he was yet a nobody. He had experienced being regarded less of a human being. To compensate, he wants some respect for himself and his family. Surely, not unreachable for a man on the rise.

His Las Vegas fight on December will be his greatest challenge. All Boholanos all over the world are rooting for his success. After all, his victory is a Boholano victory.

Aside from topping rice production in Central Visayas, Bohol also topped in rice production growth countrywide.

Dr. Frisco Malabanan, national program director of the Ginintuang Masaganang Ani (GMA) Rice Program presented these and other statistics to the participants of the recent Department of Agriculture’s (DA) F.I.E.L.D.S. InfoCaravan/InfoKlinik and launching of the Bohol Rice Sufficiency Plan for 2008-2010 held at the Bohol Cultural Center. FIELDS stands for fertilizer; irrigation; extension, education and training; loans; driers and other post-harvest facilities; and seeds.

Bohol Gov. Erico Aumentado expressed elation over the announcement. He said it is a strong indication that the province’s rice sufficiency plan â€" the Rice Accelerated Enhancement Response (Racer) included â€" is attainable.

He said in spite of the province’s existing multi-billion peso irrigation facilities, Bohol is only 82.5 percent rice self-sufficient. To increase production, he caused the allocation in this year’s budget of P16 million for the rice hybridization and Plant-Now-Pay-Later (PNPL) program and another P15 million for the Fertilize-Now-Pay-Later (FNPL) program. â€" with instructions to release the funds the soonest possible time for the immediate implementation of these Racer components in time for this cropping season and beat the self-imposed deadline.

The province, in tandem with DA launched Project Racer in response to the global rice crisis.

Farmers, irrigator associations, municipal agricultural officers, agricultural technologists, farm technicians and others in the farming sector gathered for the event.

Aumentado encouraged them to apply FIELDS and avail of Project Racer in order to increase their production.

“With President Gloria Macapagal-Arroyo behind us and Agriculture Secretary Arthur Yap strongly supporting us, I am confident that we can attain rice self-sufficiency as early as the first cropping season of 2009,” he said.

“The self-imposed deadline is heavy enough, but with everyone united and collaborating â€" which is the call of the hour in these trying times â€" I am confident that we can achieve the target in order to free us from the bondage of poverty and hunger,” he added.

  Figures

Quoting Bureau of Agricultural Statistics (BAS) figures, Malabanan had said Bohol’s 163,441 metric tons (mt) palay production in 2007 out of Central Visayas’ total of 251,802 mt pulled the figures up for Region 7. Bohol needs much room for improvement in the yield area â€" only 2.32 mt/hectare (ha.), compared to Cebu’s 2.98; Negros Oriental’s 3.34 and Siquijor’s 3.35 but it topped in hectarage planted to rice at 70,541 compared to Cebu’s 4,957; Negros Oriental’s 21,315 and Siquijor’s 694.

Two young leaders leave Bohol for China this week, they would be part of the country’s ten delegates to the two-month free Senior Study and Research Program for International Young Cadres, according to the National Youth Commission (NYC).

The two, both from the Provincial government have been also pre-qualified to represent the country to the 2008 training organized by Guangxi International Institute from September 10 to November 10 of this year, says Visayas Commissioner Benjie Oliva.

Earlier, the China Guangxi International Youth Exchange Institute invited ten Filipino participants to its Curriculum Plan of Senior Study and Research Program for International Young Cadres.

Christopher Boncales and Emerson Pinos, both working at the Capitol have qualified and would leave this week for the mandatory pre-departure orientations, Oliva said recently.

Boncales works as front desk and guest relations and operations officer and in-house tour guide at the office of Bohol’s chief executive while Pinos works as graphic lay-out artist and information technology specialist at the Provincial Government Media Affairs and as a Sangguniang Kabataan volunteer.

Participants to the training program should be outstanding young cadres of youth union or young officials of government institutions aged between 25 to 40 years old, physically and psychologically healthy, the NYC application form stated.

Participants must also be able to prepare for the concerned monograph to fulfill the communication and discussion for certain seminars, the government youth website page detailed.

While in the program, representatives learn Chinese lessons, Chinese culture, are given monographic lectures, exchange and research lessons as well as trained in social investigation.

The training also hands in costs and international airfare and accommodation of the participants, while each participant gets 600 yuan (RMB) per month for meals.

Instead of leveling off the issue, Ombudsman’s recent dismissal of the criminal action in the much publicized allegation of fund anomalies hounding the completion of the Small Reservoir Impounding Project (SRIP) in Talibon sparked graver brawls now anchored on “serious doubt” on the integrity of government service.

The group of Lawyer Artemio Cabatos, legal counsel of Engr. Nilo Sarigumba, chair of the Boholanos Against Corruption, Oppression and Social Harassment (Bacosh)- -complainant in the issue, refused to welcome the Ombudsman decision penned by Graft Investigation and Prosecution Officer II Sarah Vergara of the Ombudsman.

Cabatos said his group “cannot stomach the recent Ombudsman resolution dismissing the criminal action” against NIA officials.

“It has beclouded the people’s faith in the present government, which is seen by its actions to be actually undemocratic and anti-people,” Cabatos stated in a press statement.

Cabatos, also chair of the National Union of People’s Lawyers-Bohol chapter, contained in a press statement dated August 26, 2008, his disbelief on the argument of “lack of substantial legal basis” used as ground for junking the complaint.

“What does the Ombudsman mean by ‘lack of substantial legal basis?’ Is not the loss of more than a hundred million pesos enough legal basis? If there was ‘prima facie’ evidence in the case in 2004, why was it lost in 2006? What happened in the interim?” Cabatos pointed out.

He also said the NUPL laments on the result of their effort which he said only shows “gross violation of fundamental human and constitutional rights, not only of one person-victim, but of the entire citizenry,” since it involves the people’s money collected from them through taxes.

“The people’s right to information and to protection against grafters clearly appears to have been schemingly violated. Worse, the dismissal of the subject case has put under serious doubt the integrity in government service and the capacity of government itself to govern under the law and the truth and to dispense justice in the real service to the sovereign people,” Cabatos stated.

The issue stemmed from what the complainants alleged as fund irregularity committed by Provincial Irrigation Officer Calixto Seroje during his stint as project manager of the SRIP and four other officials of the National Irrigation Administration (NIA).

They questioned that while the project, when conceived in 1998, already had a fund outlay of P165 million for its completion, “the project was less than half accomplished” and the appropriation was already exhausted.

Cabatos’ group lodged the complaint four years ago and was found to have prima facie case by an graft investigator. Then all the while, they thought it was already elevated to the Sandiganbayan.

They were frustrated to find that no case was filed. Instead it’s only this year that they learned that it was yet in June 2006 that another graft investigator had already penned a resolution dismissing the case.

“Upon recommendation by OMB Director Virginia Palanca-Santiago of the Visayas, the national Ombudsman approved the resolution of dismissal, and the only ground for the dismissal is ‘lack of substantial legal basis’,” Cabatos lamented.

The lawyer call it oppression that breeds injustice which he said further results to dissent that disturbs peace and order.

With little hope left, Sarigumba filed a motion for reconsideration on August 19, through Cabatos.

Cascading skills for tourism stakeholders in communities, the Bohol Tourism Office (BTO) in cooperation with Kahugpungan sa mga Bol-anong Guides Inc. (KABOG) equipped local tour guides of Ubay via a two day tooling workshop held here, September 2-3.

The workshop called Community Tour Guide Training was at the Ubay Agri-Park Information and Technology Services Center of the Philippine Carabao Center of the Ubay Stock Farm in Lomangog Ubay town.

In the spirit of social responsibility, KABOG is giving back to the community the blessings of tourism and its potential to spur economic activity in the rural areas especially in the farming communities of Ubay, Babog member Christopher Boncales said.

Participating in the training were Magsasaka Siyentistas, Farmer’s Information Technology and Services and representatives of local tour operators who earlier intimated their desire to learn frontline operations from government authorities and KABOG practicing tour guides.

The training workshop included among others the Bohol Tourism Situationer, Communication Skills Development, the portrait of a Tour Guide, front line service protocols, practical tour guiding techniques, commandments in tour guiding and design and itinerary preparation.

The training also includes mock tours, incident dramatizations and field-works to allow locals the full appraisal of the tourism potentials in their vicinity, says KABOG’s Roy Ometer, training designer.

We believe that by lending expert support to communities, we can also assist them in shaping people’s mindset and community attitudes to the good things that tourism brings about, says Josephine Cabarrus, BTO officer in Charge.

The Capitol BTO tour guide pool includes government based and private freelance tour-guides belonging to the KABOG.

Ubay community tourism tooling include BTO’s Chito Vaño, GO’s Christopher Boncales, Philippine Information Agency’s Rey Anthony Chiu, First Consolidate Bank training officer Roy Ometer and Inland Ways Tour Transport Operator and tour guide Nerissa Caong.

Also assisting the Capitol project is Lugod Transport Services.

Aside from assisting and capacitating tourist stakeholder through skills trainings, BTO and KABOG has also been actively assisting Capitol in their tour assistance requirements, usually with study groups, lakbay aral and its international and national VIPs.

For committing a crime so brutal and highly condemnable that to allow it to flourish would signal the reign of terror and lawlessness and eventually shatters society to smithereens, a thing that every man of sane mind would abhor to happen, a former Jagna policeman was meted out imprisonment for life.

Thus ruled Presiding Judge Venancio Amila of the Regional Trial Court Branch 3 in a  12-page decision he handed down last week against SPO1 Joel Sabang y Redillas in the killing of German national Peter Leo Oskar Kernke four years ago. Sabang was a member of the Jagna police station when committed the crime.

In finding the policeman guilty beyond reasonable doubt, Judge Amila took cognizance of the testimony of Rosanna Bucio, live-in partner of the German national.

In her testimony, Bucio confirmed that she had an eye to eye contact with the back rider of a motorcycle when it overtook them along Grahan Avenue. Bucio was driving a Honda CRV with her live-in partner by her side. They were on their way home to their residence in Booy.

The German and his love mate just came from their computer shop along Gallares St. when their car was overtaken by the motorcycle on the wrong side along Graham Avenue. They were waylaid by the motorcycle riding men near the gate of their house. The gunman who turned out to be Sabang was the back rider of the motorcycle as pinpointed by Bucio.

In handing down the life sentence, the presiding judge also ordered the accused to pay the heirs of the slain German national. The actual damage was pegged at P50,000; moral and exemplary damages, P100,000. Bucio who was hurt in the shooting incident was indemnified of P102,000 for her hospitalization expenses, moral damages of P30,000 and exemplary damage of P20,000.

There’s no mistaking that he is being looked up to as the father figure of the opposition. But after seeing it in a different light, he finally admitted that if the challenge is there, why not. The challenge of heading the opposition, that is.

That’s Chito Castillo’s curt reply when asked  just what kind of politics he is espousing right now.

The challenge of injecting new faces into Bohol’s electoral system is what Castillo is dreaming of after the province was stampeded with patronage politics all these years.

But much as he wanted to shy away from any tag given his role in the opposition, his loyalists just cannot help but christen him as their own godfather that will lead the group to its desired objective as the party of choice for the Boholanos.

With political democracy as his battle cry, he is longing for the day that people will be given a real choice of their leaders.

Sounding nostalgic, he recalled the days of his father when the two-party system was in vogue.

A junior of the late congressman  Natalio Castillo,Sr., Chito was privy to the heydays of the Nacionalista and Liberal parties of old.

Now, everything is being dictated by those in the corridors of power as to who will run the reigns of government, Castillo sighed.

Is his visibility these days a good measure of things to come?

Before he was misinterpreted, Castillo was quick to douse cold water to insinuations that he is running for public office.

He said if he is visible these days, it is because he found the Bohol opposition worth saving as a potent political party.

The potential of the opposition as a force to reckon with was shown yesterday when he hosted hundreds of leaders all over Bohol. Although there was a sprinkling of leaders from the second and third districts, it was in the first district were most of the leaders came from.

Just to make sure that Bohol leaders were given the importance they deserve, Castillo invited his friend from way, way back, Sen.Jinggoy Estrada to be on hand to grace the gathering of political supporters. During the Panglao fiesta last week, Estrada was also its guest of honor.

Concentrating more in the first district, Castillo conceded  just how effective his organization in the 2004 elections when his nephew ran for governor.

While former governor Rene Relampagos was buried with a comfortable margin when he sought reelection in 2001, it was a different ballgame for Castillo’s nephew when he ran again in 2004.

With Castillo as his campaign manager, Relampagos redeemed himself by winning the balloting in the first district with a respectable lead of 22,000.

The first district organization with Castillo at the helm was also tested in 2007 when another nephew Dr. Yul Lopez pole vaulted to the number one slot in the race for first district board members.

Yesterday’s fiesta in Loon where purok leaders of the first district came in droves is a manifestation that Castillo’s organization is in contention for the coming 2010 elections. By any reckoning, it was a show of force but Castillo was quick to downplay its impact saying that it was just “a gathering of political leaders who happen to be his friends”.

The possibility of the opposition organization playing a crucial role in the coming polls, keeps the political hopes alive of at least two Castillo protegesâ€"Relampagos and Lopez.

According to Castillo, Lopez is groomed to run for first district congressman while Relampagos is entertaining the possibility of making another gubernatorial crack.

Castillo confirmed that both Lopez and Relampagos are making the rounds in the towns to sound off ward leaders if they still occupy a soft spot in their hearts. The reception accordingly was encouraging.

In the case of Lopez, there seems to be no turning back in his congressional bid.

Although  it was more honored in whispers than in the open, Lopez appears elated  at the prospect that at least seven of the 15 first district  mayors are forming their own group to work behind his Congress ambition.

If Castillo is going to be asked about the Group of 7,he said without batting an eyelash, that no!, it’s not only seven, but nine. Nine mayors backing the Congress aspirations of Lopez? That is one lead hard to overhaul knowing that Lopez’ hometownâ€"Loon, has 28,000 voters.

Both Castillo and Lopez rationalized that the seven or nine mayors have their own reasons why they are for the  Loon stalwart. In a check with each of the mayor, Castillo and Lopez maintained that the  mayors concerned have their own complaint against  outgoing Cong. Edgar Chatto who will surely endorse his own candidate in the first district.

One  robbery suspect was killed while two of his companions escaped after they held up a gasoline station in Batuan late yesterday afternoon.

According to PO1 Edwin Alimpolos of the Batuan Police Station, local authorities are yet to ascertain how much was carted away by the robbers.

The Batuan incident is the latest of the string of robbery cases pulled off in the province of Bohol.

With the gasoline station operator still in shock, the Batuan police are still facing a blank wall as to the loot of the heist. The owner was identified as Boboy Tajale.

It was gathered that the Batuan police got a telephone call from a neighbor of the nearby gasoline station while the robbery in progress. The gas station is located about 300 meters away from the police station.

In an interview with PO1 Alimpolos, he said  he was surprised to see one of the suspects gasping for breath in the middle of the highway as he and his policemen-buddies responded the robbery alarm. He cannot tell who shot the suspect but it was possible that one of their companions must have finished him off. The wounded suspect died however on arrival at the Semeon Toribio Memorial Hosp[ital in Carmen, located about three kilometers from the crime scene.

The two fleeing suspects tried to bring along their wounded pal  but the motorcycle they were riding suffered a flat tire.

An approaching motorcycle was commandeered by the two enroute to Carmen leaving behind their dying cohort.

It was at this point that responding policemen brought the wounded suspect to the nearby Carmen hospital.

Asked if the robbers wore masks, PO1 Alimpolos said they were bare faced. The policeman later learned that a bonnet of the dead robber was found in his pocket.

Asked further if the robbers were able to cart a sizable  amount, PO1 Alimpolos said it was not possible because the turn of events was so sudden that they have no time to scoop the day’s cash sales of the gas station.

Until late last night, it remained a mystery to the Batuan police who shot to death one of the hold uppers.

The lone fatality was also unidentified as of last night because no identification card was found in his possession.

However, a Carmen resident identified as Reineria Lomod, nurse-on-duty at the Carmen hospital said in a latter interview  that some people who visited the mortal remains of the dead man suspected him of being from Dagohoy.

Another policeman  PO1 Ronelo Gambalon of the Carmen Police Station told the Post that before the Batuan  caper, Carmen already experienced a series of hold ups with no suspects being haled to jail.

The same policeman said at least three robberies took place in successive fashion last Monday involving collectors of the lending firm Taytay sa Kauswagan, Inc. The TSKI is the favorite target of robbers that being a victim of hold-ups was no longer news..

Another collector of the lending firm CARD based in Carmen  was also robbed of P8,000 along with his  cell phone unit after making the rounds of clients in barangay La Salvacion.

Also in Carmen, a rice dealer was divested of P83,000 by unknown suspects while tending her store at the Carmen Public Market. She was identified as Juling Buaya who was divested of the cash while entertaining customers at her store.

Philippine Business News / Bohol GSIS Scandal
September 07, 2008, 11:11:36 AM
By Kit Bagaipo
The Bohol Chronicle

It shocked an active pensioner of the Government Service Insurance System (GSIS) after learning that he appeared in official records as dead.

Celebrating his 86th birthday yesterday, Joseph Sevilla Sr. even went to the GSIS Tagbilaran office two months ago to confirm his status as a pensioner which is required by the GSIS to regularly update its database.

Last week, however, Sevilla received a letter from the GSIS informing him that his name “matched with the National Statistics Office (NSO) records of death.”

Dr. Maria Linda Namocatcat, a daughter of Sevilla, believes that other old-age pensioners could have received a similar letter from the GSIS which appeared to be generic and had blank lines where the names of addresses are to be filled up.

The letter asked Sevilla to prove his existence and that he was not “the same person matched by the NSO” by reporting to the GSIS office and present his eCard together with two valid identification.

Condescending as the letter was, Sevilla was also told that the release of his monthly pension would be delayed if he fails to report at the GSIS office immediately.

The GSIS explained in the letter that the GSIS-NSO matching of database was “necessary for monitoring the status of pensioners” as part of cleansing their records of unqualified pensioners.
Namocatcat told the Chronicle that writing such offensive letter to a pensioner was uncalled for considering the GSIS could have just sent authorized representatives to conduct home visitations to check on the status of its pensioners.

Given that two or more persons’ names matched in the NSO records, it is unlikely that they have similar middle names, addresses, signatures or thumbmarks, Namocatcat pointed out.

She said that the GSIS is adopting a culture of distrust among its clients by presuming that pensioners would tell lies just to get the pension which is rightfully due to them.

“Pensioners should be afforded courtesy,” Namocatcat added saying that his father had served the government well as auditor of the Commission on Audit. Sevilla, who retired at 60, also served as post commander of war veterans in the first district of Tagbilaran.

“We believe there are other old-age pensioners who received the same letter but could not complain, especially those in the towns,” she said.

Although the letter was signed by GSIS Bohol caretaker Cecilia Guinto, Namocatcat was told that the letter came from Manila.

Namocatcat suspects that the GSIS-NSO matching is just another scheme to cut-off payments of pensions of the cash-strapped insurance agency.

Annual inflation hit 12.5 percent in August, another near 17-year high, but the central bank said price pressures may have peaked, signalling its tightening campaign could be drawing to a close.

The figure matched market consensus, coming at the high end of the central bank's 11.8-12.6 percent forecast range and up from July's revised 12.3 percent, data showed on Friday.

However, the monthly pace of price increases slowed sharply to 0.3 percent from 1.6 percent in July as food costs, which have climbed at a red-hot rate this year on fears of rice shortages, stayed level and the pace of fuel price increases slowed.

"We are seeing moderation in prices. If this continues, obviously inflation will slow down," Governor Amando Tetangco said on Friday, commenting on the data.

"Central bank will watch this closely to see if the slowdown would continue and be more generalized. A reversal in the downtrend of oil prices remains the biggest risk to the inflation outlook," he told reporters.

Tetangco said he was not ruling out that inflation had already peaked last month. The central bank had earlier predicted consumer price growth would peak in September or October.

Gone were the days when the woman’s place was only the hearth and the home. To maintain warmth. To cook, clean, and care for the brood and head of the family. Plus nurturing core values and religiosity. To be content as the woman behind the rise and fall of a man.

Not anymore. Now, she has her own career to build up. That’s why she also has to educate herself, and even join in the competitive world as an individual with her own identity, independent from men, and capable of navigating through the twists and turns of life.

Not only was the Filipina the first Asian to enjoy the right of suffrage, now she stands side-by-side with man in whatever endeavor he is capable of involving in. Even in the chaotic world of politics she has emerged a victor.

There seems to be a pattern among Boholanas who engage in the political arena. Her husband has been there first; and she follows when her children are able to feign for themselves. Mayor Judith del Rosario-Cajes (JDC) of the Municipality of Trinidad was a full-time homemaker before she waded the political waters.

This interview took place in her office one hot afternoon some three weeks ago. I was expecting to shake hands with a weary woman, bored with her homely chores. Instead, I conversed with a knowledgeable Lady, a natural beauty at the prime of her life as a Congressman’s better-half, mother of the former Sangguniang Kabataan Provincial Federation Chairman, and the incumbent SK National Federation President, and the prime-mover of Trinidad.

LMP: Unsay matawag nimo nga kausaban sa imong kinabuhi now that you have  become a politician?

JDC: It’s not really something new kay I was the Chief of Staff of Congressman  Cajes sa una. Ang kausaban lang is that lahi ra man gyod kon ikaw na  mismo ang responsable kaysa kon staff lang ka. Pero sa pag-entertain ug  mga tawo, naanad nako ana.

LMP: What is your style of leadership?

JDC: Democratic gyod ko. Mamati ko sa ilang mga suggestions; I’m open to  their ideas. Sa mga barangays, ingon ana pod ang atong gibuhat.

LMP: You go around?

JDC: Yes. Gani, naa ko’y bag-o lang nahuman nga programa, kadtong  Barangay Health Outreach Program. There are 20 barangays sa Trinidad,  ug amo ning gibisita tanan. Aron makita gyod namo kon unsa ilang mga  panginahanglan.

LMP: What were the problems you had pagsugod as Mayor?

JDC: Wala man pod ko’y na-encounter nga dagkong problema. Dili man ko  pareha sa uban nga kon dili nimo tawo, ipang-balhin.

LMP: How is the peace and order of Trinidad?

JDC: Mingaw kaayo ang Trinidad; walay insurgency, walay samok.

LMP: How about health?

JDC: Kadtong pag-outreach namo, nag-update pod mi sa mga indigent families  dinhi. Kon kinsa kadtong kinapobrehan gyod, maoy among gipalista sa  Philhealth. Naa man pod ta’y programa sa gobyerno kadtong backyard  gardening.

LMP: Trinidad is basically an agricultural municipality. Unsa man ang mga main  products ninyo?

JDC: Naay ta’y rice ug mga utanon.

LMP: How about livelihood?

JDC: Aside from farming, naa ta’y skills training sa mga ka-barangayan pinaagi  sa TESDA. Naa pod ta’y steel fabrication didto sa Poblacion. Kada- barangay, naa ta’y training nga gihatag.

LMP: This is finance by TESDA?

JDC: Yes, personnel pod nila. Naa pod tay computer literacy sa San Vicente.

LMP: Imo silang gi-supplyan ug computer units?

JDC: Naa man ta’y college dinhi. Ang Trinidad Municipal College run by the  LGU. Taod-taod na ni siya. Gipanindot nato ning eskuwelahana,  gidugangan pod nato ug building.

LMP: Unsa man ang mga courses nga gi-offer?

JDC: Sa una 2-year courses lang. Karon, gi-upgrade na namo, 4-year course  na. Technical ni siya by TESDA ug CHED.

LMP: Is this for free?

JDC: Naa’y bayad pero gamay ra kaayo. Mikuha man pod ta ug scholarship  sa TESDA.

LMP: Unsay gi-basehan sa scholarship?

JDC: Kadtong grado sa mga estudyante. Kadtong mga dili ka-afford pero  makamao. 580 students na ta karon.

LMP: Kining mga mi-graduate, can they work abroad?

J_C: Yes, kay naa may certification sa TESDA. Aside from computer literacy,  naa pod ta’y reflexology sa Guinobatan ug candle-making sa Poblacion.

LMP: Naa dinhi ang sourcing sa materials?

JDC: Magpalit pa mi. Naa pod ta’y cosmetology ug decorative lampshade  making. Puro local materials ang gigamit gyod.

LMP: Sa infrastructure?

JDC: Naa mi bag-ong public market. Amo ning i-inaugurate karong September  1, sa Foundation Day. We’re proud to say nga wala gyod ni loan, naa ra’y  funds from Congressman Cajes. One of the kind nga structure kay  disabled-friendly ang design ani. Naa’y CR for disabled, hasta agianan.  Misunod gyod ni sa bag-ong balaod sa Building Code. This is the only  market nga misubay ana. Ikaduha, ato sad nga gipanindot ang  gymnasium. Gitiwas na ni nato karon; gigam-an nato ug drainage kay  magbaha man na before kon mag-uwan. Ato nang gisemento unya gi- repaint.

LMP: Ang funding ani, asa man?

JDC: Naa na ni budget sa Munisipyo kay daan naman ni nga project.

LMP: Balikan nato kadtong livelihood projects nimo.

JDC: Karon, ang among giuna ug train, ang atong mga ka-barangay pa. Kon  ma-successful ang training, ana lang ni nato ipahibawo sa uban.

LMP: Since naghisgot ka ug reflexology, aduna ba kay gihimo nga center for  this?

JDC: Usa na sa atong plano. Gani naa na mi budget for birthing homes.

LMP: Pila kabuok imong pulis?

JDC: 21, Sir. Naay usa ka babaye.

LMP: Kinsay ga-spearhead aning Outreach Program?

JDC: Ang among Municipal Health Workers. With evaluation ni sila, Sir. Naa pod  mi prizes sa kinanindotan nga barangay or purok. Gitudluan pod namo sila  ug organic farming. Gibalik nato kadtong bermi-compost. Unya, gi-update  pod namo kining among SDIR or Service Delivery Implementation Review.  Ang atong Solid Waste Management giapil pod nato sa atong outreach  program. Gi-kampanya pod na nato aron masunod gyod nila ang  segregation sa basura.

LMP: Unsang class ang Trinidad karon?

JDC: 4th class.

LMP: Do you have any plans nga ma-upgrade ni siya?

JDC: Mao gyod na akong gipangandoy, Sir.

LMP: That would depend upon the income.

JDC: Sa pagkakaron, ang income sa atong lungsod since July 2006-2007,  miabot ug P2, 882, 053.18. Right now, kon atong i-kompara with the  same length of time, ang net income sa akong tuig is O4, 357, 500.29.  Nadoble gyod siya.

LMP: Unsa man imong gihimo nga imo man ning nakab-ot?

LMP: Aside from regular collection, unsa may matawag nimo nga income  generating sa lungsod?

JDC: Gipanindot nato ning Trinidad Municipal College kay dako man pod ta ug  makuha ani. Mao ni kinaminusan nga eskuwelahan. Ang tuition fee per  unit is only P99. Aside from that, naa pa gyod ta’y privileges sa mga  government employees ug mga barangay tanod. Matag tuig, maka income  ta ug P3 million. Sa real property taxes pod, misobra na ang nakab-ot  namo nga target.

LMP: How about water services sa Trinidad?

JDC: Kana ra gyod ang problema dinhi, Sir.

LMP: Wala mo’y sourcing?

JDC: Kami sa municipality, naa’y source. Pero sa uban nga population, wala.

LMP: Unsa man imong plano along that line?

LMP: Unsa man ang political climate karon sa Trinidad? Wala bay reklamo o  political opposition?

JDC: Dili man gyod na kalikayan nga naay mo-oppose nimo. Pagkakaron,  nakamatikod ta nga nagpahilom-hilom lang sila. Nakarealize na siguro pod  ang mga tawo nga seryoso ta sa atong intensyon.

LMP: Sa imo karon nga estado, will you be in politics all for long?

JDC: Mag depende na sa akong agi. Kon ganahan pa ang mga tawo sa akong  gihimo, then, mopadayon pa gyod ko. The important thing is, I am willing  to serve Trinidad.

When I left her office after the interview, I asked myself how a full-pledged mother like Mayor Judith Cajes, who has proven her great success as a mother and as a wife, could maintain her youthful looks through the years. More amazing was my conviction that the Lady Mayor is not just an ordinary run-of-the-mill Chief Executive, but a brainy decision-maker who only wants the best for her constituents. Her grace and charm are not just pre-fabricated trimmings, but innate to a personality that oozes with self-confidence.

Anonymous Diary Blog / A Funeral in Jagna Bohol

Columnist, Sunday Post

Last week, we attended a funeral for a close relative. The deceased was an expat for more than half a century. He left Jagna in his early twenties for Manila to seek his fortune. From the time he left, there was no communication from him. We presumed him to be dead after all those years. Then came his letter. He had and found his way to the US, settled there and had a family. He stated that he would like to spend the rest of his life here. So he came home and after a few years he died at the age of eighty-four. He was from the Abrea clan; they of the baldheads and unpredictable tempers and most of them are traditionalists.

He was able to survive his brother for a few years. The latter died of a stroke after watching the Pera o Bayong program on TV. The excitement must be too much for him.  At the time of burial of his brother, he asked who would provide the music for the funeral cortege and when he was told that it would be a tape recorder in the funeral car, he refused canned music for his brother. They hired the Jagna band for the occasion. So when he died we hired the same Jagna band.

We attended the burial of our expat relative with our favorite artist Rosali Ortiz. Our attention was riveted on the band. For a funeral march, instead of wailing reeds, the blaring trumpets, trombones and lowing saxophones dominated the air. If there was a clarinet player among them, he must be lonely. The music played which we could not identify could be from some long forgotten opera, appropriate for the occasion.

The old Jagna band was composed of ‘Yo Carias, ‘Yo Donisio, grandfather of Engr Cruza Bagatsolon and Nong Indong Cuarto. It was said that they were a balanced band during those days. There were the reeds, trumpets, trombones and horns, Jose Echaveria on the snare drum and a bass drum played by Ondoy Cuarto.

When the older musicians passed on, the Acha brothers Yoyong, Pasio and Ramon took over. However, while Ramon played the tuba â€" hey man, the tuba is a favorite instrument of the Germans, you play it, not drink it -, Yoyong and Pasio introduced the saxophone into the band. This changed the context of the Jagna band, it somehow became an orchestra. Or something in between. Or whatever.

There is confusion on the meanings of orchestra and band although there is a great difference between a symphony orchestra and a marching band. The former play only in auditoriums and opera houses while the latter play anywhere, streets, plazas, wherever the occasion demands. However, a four to six men Mexican ensemble with guitars and trumpets is already a mariachi band. It could also function as an orchestra.

The deeper we go into the distinction between bands and orchestras, the more we get confused. Perhaps it is best to concentrate on the effect rather than on the cause. Some can play music on a saw, some from a leaf in the mouth. Unfortunately they could not be incorporated into a group.

Someone should formally organize the Jagna band. There should be tenor instruments to play the high notes, instruments to play the principal music, instruments to play the low notes, the bass and percussions. As long as those would give a balanced rendition it does not matter what kind of instruments they are. They must be also portable and locally available. Forget the traditionalists.

When I visited Manila in January of 2006, a city councilor I knew excitedly informed me that his council had just voted to change the name of the Philippines. What? The country would no longer be named after a ruthless Spanish despot? We would finally be rid of this last vestige of colonialism? Hallelujah!

Breathlessly, I asked my friend, Councilor Cassie Sison, to pray tell me what name the good City Council of Manila had proposed.

“The Philippine Islands,” he replied.

After I recovered from my disappointment and picked up my jaw from the floor, I heard Cassie explain that Manila Mayor Lito Atienza believed that the country would draw more tourists if a more exotic name could replace the staid “Republic of the Philippines.” The proposed name, Cassie said, would conjure dreamy images of palm trees, cool breezes and sandy beaches.

While the country's name change would be at or near the bottom of the nation’s immediate priorities, it should not be ignored because no other country in the world is named after a mass
murderer.

If Ceylon could be changed to Sri Lanka, Mongolia to Ulan Bator, Siam to Thailand, Leningrad to St. Petersburg, Peking to Beijing, why can't the Philippines change its name? = To read more, click here

Mario is a green card holder. His parents petitioned him as a single adult child 10 years ago. But unknown to his parents, Mario was already married to his childhood sweetheart, Anna. Mario also had a child with his second girlfriend.

During his interview for his immigrant visa, Mario did not disclose his marriage to Anna and the existence of his love child. After many years in the US, Anna obtained a visitor’s visa and lived with Mario. Both decided to marry again. This time Mario filed a petition for an immigrant visa in behalf of Anna. He also filed for an application for naturalization so he could be a US citizen.

Mario’s application for naturalization was denied because the immigration examiner discovered the first marriage he had with Anna. He was told that he could not be issued a green card because he was married at the time he obtained his visa, a fact he concealed from immigration authorities. Neither could Anna adjust her status to green card because Mario’s status is now considered unlawful. [To read more, click here]
