Update on Bohol-Cebu Strait Oil Exploration

Despite apprehensions of some Visayas bloc congressmen, a House resolution was approved allowing the conduct of on-site consultations here to assess the impact of oil exploration at the Bohol-Cebu Strait.

Second district Rep. Roberto Cajes endorsed the resolution during a hearing of the House Committee on Environment and Natural Resources on Wednesday which discussed offshore oil exploration in the Visayan seas.

Cajes told the Chronicle that his motion was approved despite “few apprehensions” of some lawmakers.

“Let’s give the marginal fishermen and others reportedly affected by the oil exploration the chance to personally testify in front of the environment committee,” said Rep. Cajes.
First district Rep. Edgar Chatto likewise endorsed the motion of Cajes.

Cajes and Chatto are co-authors of House Resolution 212 that seeks to conduct an inquiry on the impact of offshore mining in the Visayan Sea.

The on-site consultations were supposed to be held in the provinces of Bohol, Cebu and Negros. But congressmen in the other provinces opposed the proposal.

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) told the Chronicle that they were surprised on the position of some Visayas congressmen.

“It is really mind-boggling for us to see them opposing a legitimate demand of their constituents,” said Pamalakaya chair Fernando Hicap citing a statement by Cebu Rep. Pablo John Garcia to spare his district from the on-site hearings.

Hicap, who also attended the congressional hearing, said he was disappointed how solons together with officials of the Department of Energy (DOE) and Department of Environment of Natural Resources (DENR) 7 “were rubbing elbows with executives of NorAsian Energy Ltd.”
NorAsian is presently conducting oil exploration in Bohol-Cebu Strait. The Australian firm is planning to drill three wells near the Argao (Cebu side) and Cabilao (Bohol side) prospects.
