Press Release from DOE
DOE Investigates Semirara Mine Incident

TAGUIG CITY - The Department of Energy (DOE), yesterday (2 October) launched an investigation on the mudslide incident at Semirara Mining and Power Corporation's Facility in Antique, which resulted to one missing employee.

The DOE, through its Energy Resource Development Bureau (ERDB), immediately deployed a team of geologists and mining engineers to conduct an on-site assessment.

Based on the aerial and ground inspections of the DOE's technical team, the presence of mudflow was confirmed at the location of the incident.

According to the mining firm's initial report to the Department, regular mining operations were ongoing with heavy machinery, PS27, working on the drainage canal at the Molave Pit of the site's South Wall, when an irregularity was supposedly detected at 1:00 AM. The mudslide occurred five minutes thereafter, at 1:05 AM, hitting the PS27 equipment and its operator.

DOE Secretary Alfonso G. Cusi said, "The DOE is sending its heartfelt prayers to all who were affected by the incident. We are also continuing to pray for the safety of the personnel involved in the search and rescue operations. We are thoroughly investigating the matter to determine the cause of the incident, and ensure that all all safety standards and protocols were strictly upheld. Semirara Mining and Power Corporation has assured us of their full cooperation as we carefully look into this incident."

The DOE will continue to issue updates on the ongoing investigation.

DOE Conducts Visayas Education Campaign on ER 1-94

MANDAUE CITY, CEBU - The Department of Energy (DOE) conducted the third leg of the nationwide Information, Education and Communication campaign on the Energy Regulations (ER) 1-94 program at the Bai Hotel on 26 September 2019.

Under the ER 1-94 program, host communities of energy resources and energy generating facilities, such as provinces, municipalities, and barangays, are entitled to financial benefits of one-centavo per kilowatt-hour (P0.01/kWh), from the electricity sales of Generating Companies (GenCos). These funds could then be utilized by the host communities for electrification, development and livelihood, reforestation, watershed management, and health and environment enhancement projects in their area.

Secretary Alfonso G. Cusi said, "To ensure the effective implementation of this program, I have directed the DOE to conduct periodic audits and reviews of the electricity sales, allocations, and remittances of the financial benefits to the host communities. We call on the full cooperation of LGUs, DUs, and national government agencies to boost the establishment of more energy projects in the Philippines."

BSP Enhances 'Truth in Lending Act' Disclosure Requirement

The Monetary Board (MB) of the Bangko Sentral ng Pilipinas (BSP) has expanded the mode of disclosing relevant information required under the Republic Act No. 3765, also known as the "Truth in Lending Act" (TLA).

The enhanced law now allows disclosure through various channels of communication, including educational videos and social media and is meant to encourage BSP-supervised financial institutions (BSFIs) to be more creative, efficient, and effective in disseminating the salient TLA information, while adhering to consumer protection standards and social media risk management guidelines.

It also emphasizes full disclosure and utmost transparency, particularly on the cost of credit granted by the BSFIs, as critical elements that empower consumers to make objective comparison of banking products and informed financial decisions.

The enhanced disclosure requirement now applies to banks, quasi-banks, non-stock savings and loan associations, pawnshops, non-bank financial institutions, as well as banks/non-banks operating as credit card issuers.

Domestic Liquidity Growth Eases in August

Press Release
Preliminary data show that domestic liquidity (M3) grew by 6.2 percent year-on-year
to about P11.9 trillion in August 2019, slightly slower than the 6.7-percent growth in July.
On a month-on-month seasonally-adjusted basis, M3 increased by 0.3 percent.

Demand for credit remained the principal driver of money supply growth. Domestic
claims grew by 6.2 percent in August from 5.8 percent (revised) in the previous month. This
was due mainly to the sustained growth in credit to the private sector. Loans for production
activities continued to be driven by lending to key sectors such as real estate activities;
financial and insurance activities; electricity, gas, steam and airconditioning supply;
construction; and wholesale and retail trade, repair of motor vehicles and motorcycles.

Loans for household consumption increased due to the growth in credit card loans,
motor vehicle loans, and salary-based general purpose consumption loans during the
month. Meanwhile, net claims on the central government grew by 2.1 percent following a
1.8-percent contraction in July, reflecting the increased borrowings by the National
Government.

Net foreign assets (NFA) in peso terms increased by 8.9 percent in August from
5.8 percent in July. The BSP's NFA position expanded during the month, driven by foreign
exchange inflows coming mainly from overseas Filipinos' remittances and business process
outsourcing receipts. Similarly, the NFA of banks increased as their foreign assets grew as a
result of higher loans and investments in marketable debt securities.

The BSP will continue to monitor domestic liquidity dynamics to ensure that overall
monetary conditions remain in line with maintaining price and financial stability.

Bank Lending Slows Down in August

Press Release
Preliminary data show that outstanding loans of universal and commercial banks, net of
reverse repurchase (RRP) placements with the BSP, grew at a slower rate of 10.5 percent in
August from 11.1 percent in July. On a month-on-month seasonally-adjusted basis, commercial
bank loans net of RRPs grew by 0.7 percent.

Loans for production activities—which comprised 87.4 percent of banks' aggregate
loan portfolio, net of RRPs—expanded at a slower pace of 9.0 percent in August from
9.8 percent in the previous month. The growth in production loans was driven primarily by
lending to the following sectors: real estate activities (17.7 percent); financial and insurance
activities (16.3 percent); electricity, gas, steam and air conditioning supply (11.2 percent),
construction (39.2 percent); and wholesale and retail trade, repair of motor vehicles and
motorcycle (3.7 percent).

Bank lending to other sectors also increased during the month, except those in
professional, scientific and technical activities (-38.9 percent) and other community, social and
personal activities (-35.9 percent).

Meanwhile, loans for household consumption grew by 25.4 percent in August from
23.0 percent in July, due to faster growth in motor vehicle, credit card, and salary-based
general purpose consumption loans during the month.

Going forward, the BSP will continue to ensure that the expansion in domestic credit
and liquidity remains consistent with the BSP's price and financial stability objectives.

DOE-Luzon Field Office Promotes  Energy Efficiency Practices and LPG Safety Use

LAOAG CITY - The Department of Energy - Luzon Field Office (DOE-LFO), in partnership with the DOE's Gender and Development (GAD) program, and in coordination with the Community Affairs Department of the City Government of Laoag and the Bureau of Fire Protection, spearheaded an Information, Education and Communication (IEC) campaign on Energy Safety Practices and Efficiency Measures (ESPEM) and the Safe Liquefied Petroleum Gas (LPG) Project on Thursday (26 September) at the Laoag City Auditorium.

DOE Secretary Alfonso G. Cusi said, "We want everyone to get involved in strengthening our coordination with consumers and industry stakeholders in order to provide them with valuable information to prevent untoward incidents that may result in mishandling and improperly storing petroleum products. Thus, this IEC is one of our ways to raise public awareness and uphold the welfare of our consumers."

The ESPEM IEC was the first of its kind to be undertaken in Laoag City, while the Safe LPG Project served as part of the continuing advocacy of the DOE in ensuring the safety within the LPG industry.

An open forum concluded the event, with the participants raising clarificatory points on LPG safety tips, liquid fuels and other petroleum-based information, as well as purported claims of energy saving devices, which were properly addressed by the resource speakers.

Philippines' International Investment Position (IIP) Posts a Lower Net Liability Position of US$39.5 Billion as of end-June 2019

Press Release:
The country's preliminary IIP improved to a net external liability position of US$39.5 billion as of end-June 2019 from US$41.3 billion in end-March 2019. This development emanated primarily from the 2.7 percent increase in the country's total external financial assets (or residents' investments of financial assets with the rest of the world) from US$183.7 billion to US$188.6 billion, outpacing the 1.4 percent growth in total external financial liabilities (or investments of non-residents in the Philippines) from US$225 billion to US$228.1 billion.

The country's total external financial assets grew mainly on account of the US$2.2 billion
(9.4 percent) increase in residents' other investments, specifically loans extended to non-residents. This was complemented by the US$1.4 billion (2.6 percent) additional direct investments and US$1.3 billion (1.6 percent) increase in the country's reserve assets.

Likewise, the country's external financial liabilities or non-residents' investments increased,
reflecting fresh investment inflows, as well as the appreciation of the peso against the US dollar during the quarter. In particular, foreign direct investments (FDI) rose by US$3 billion (3.4 percent) to reach US$89.6 billion as of end-June 2019 from US$86.6 billion in end-March 2019.

By sector, only the BSP registered a net external asset position, which stood at US$83.8 billion as of end-June 2019 due mainly to the increase in the country's reserve assets. Meanwhile, the other major sectors - Deposit-taking Corporations (Banks except the BSP), General Government, and Other Sectors - remained net users of foreign resources as they posted net external liability positions as of end-quarter.

On the assets side, the BSP continued to register the largest share of the country's total external claims on the rest of the world at 45.1 percent or US$85.1 billion as of end-June 2019. This was followed by Other Sectors at 38.2 percent (US$72 billion) and the Banks at 16.7 percent (US$31.5 billion).

By type of instrument, almost half (45 percent) of residents' external financial assets were
reserve assets held by the BSP as of end-June 2019 at US$84.9 billion. Direct investments in the form of debt instruments (or intercompany lending) and equity capital placements in foreign affiliates comprised 16.8 percent and 12.6 percent of the country's total external assets, respectively. Other assets were mostly in the form of debt securities that were issued by non-residents (10.7 percent), residents' holdings of foreign currency and deposits (7.1 percent), and outstanding loans extended to non-residents (5.9 percent).

On the liabilities side, the Other Sectors accounted for the majority (65.7 percent) of the
country's total external financial liabilities as of end-June 2019 at US$150 billion. The General
Government's external liabilities totaled US$40.2 billion while the Banks' amounted to US$36.6 billion, representing 17.6 percent and 16.1 percent of the country's total external liabilities, respectively. Meanwhile, the BSP's share of the country's total external financial liabilities was a modest 0.6 percent, which stood at US$1.3 billion.

By type of instrument, the country's total outstanding external financial liabilities as of
end-June 2019 consisted largely of non-residents' holdings of equity securities issued by local entities totaling US$54 billion (23.7 percent), non-residents' placements of equity capital in resident affiliates at US$53.2 billion (23.3 percent), and residents' availments of foreign loans amounting to US$46.8 billion (20.5 percent). Other external financial liabilities include non-residents' investments in debt instruments issued by resident affiliates at US$36.4 billion (15.9 percent) and placements in debt securities issued by resident corporations at US$29.1 billion (12.8 percent).

Davao temporarily bans live pigs, pork products

Press Release
Davao City Mayor Inday Sara Duterte has ordered a temporary ban on all live pigs and pork products from Luzon and other areas affected by African Swine Fever.

This is to ensure that the city remains free from ASF.

"The temporary ban applies to all live pigs, pork and pork-related products and by-products, whether fresh, frozen, processed or cooked, including but not limited to frozen boar semen, from the entire island of Luzon and the other ASF-affected areas," Mayor Inday Sara said through an executive order released on September 25.

The order, which was for immediate implementation, also included the prohibition of feeding of raw swill or food wastes, also known as "lamaw" in the dialect, to pigs in Davao City.

Mayor Inday Sara's order came amidst the continued spread of ASF in many countries causing massive economic losses and social dislocation.

Last September 9, the Department of Agriculture Crisis Management Task Force on Swine CMTF issued Bulletin No. 5 declaring the presence of ASF in the country. DA has also vigorously applied the "1-7-10 Protocol" in ASF affected areas in Luzon that includes veterinary quarantine movement protocol during animal disease outbreaks and emergencies.

"There is a possibility that the African Swine Fever may reach the city in such proportions that would affect the food safety and food security of the city," the mayor said.

There is a need, she said, to protect the city's hog industry from the potential threat of ASF and from any possible economic loss.

The Food and Drug Administration (FDA) issued FDA Order No. 045 as early as May 27 this year on the "Temporary Ban of Entry of Pork Meat Products from countries affected with the ASF. This was in effect a warning to all food business operators against importation, distribution and sale of the banned products from affected countries.

"The swine industry stakeholders should be vigilant in their areas of responsibilities. All are hereby alerted and directed to prepare protective measures to prevent the spread of the swine disease into our city," she said.

Among the measures recommended by the EO are and the strict biosecurity and good animal husbandry practices in the farms for swine raisers; prohibition on the feeding of raw swill/food wastes ("Lamaw") to pigs.

The EO also urged swine raisers to use commercially available feeds or self formulated feeds using conventional or non-conventional feed ingredients sourced from areas that are not affected with ASF.  Any suspicious incidence of mortality in pigs should be reported to the City Veterinarian's Office.

Hotel and restaurant operators and other food establishments and food wastes collectors should ensure the proper disposal of table left-overs or food wastes/swill. In no case should the food wastes be distributed to hog raisers.

Livestock dealers, on the other hand, are urged to ensure that all animals for transport and slaughter are accompanied by necessary documents such as Veterinary Health Certificate or Animal inspection Certificate and Shipping Permits.

Meat vendors/suppliers and meat processors are also strictly discouraged from selling meat and processed meat that are clandestinely or illegally slaughtered, undocumented or sourced from illegal markets.CIO

World Daily News / Wake me up when...
September 23, 2019, 01:25:26 PM
A mummified monk from around 200 years ago became news on websites around the world. According to some Buddhists, he is still alive and in a deep state of meditation. The body was found on May 27 in the outskirt of Ulaanbatar, Mongolia. It is believed that the cold climate in the region has preserved the body, which was found in good condition of preservation wrapped around by an animal skin. Next to the body, a scroll was found with an ancient Chinese text that translates "Wake me up if bugnaw na ang redhorse."

January 2019 - Bohol Gov. Edgar Chatto is shown opening the water sprinklers in the newly-planted part of the Eskaya community-based vegetable farm in Cantaub, Sierra Bullones. Wide parts of the farm have many kinds of vegetables already fully grown.
The farm is a community vegetable development project assisted by the Provincial Government through the Office of the Provincial Agriculture (OPA) and Chinese farm technical expert Sojiyuan Agro Development Group headed by Weng Lantian, shown fronting the governor.
The farm is 20 hectares vast, 12 hectares of which have been developed. The farm employs about 50 workers and they are members of the Eskaya tribe and residents of the community, according to Eskaya chieftain Roberto Datahan and former barangay captain Teofredo Escobilla. The farm is expanding to the boundary barangays of Taytay in Duero and Lundag in Pilar.
Sojiyuan's Lantian said they plant and harvest up to 40 kinds of vegetables daily, 70% of which they sell in Cebu and the rest in Bohol markets. Bohol has sourced vegetables from provinces in Mindanao and Luzon, but is slowly reversing this trend with large investments such as this farm.
On his visit to the farm right on the first office day of 2019, Chatto brought along with him Provincial Planning and Development Officer John Titus Vistal and his team, OPA head Larry Pamugas, and governor's chief of staff Liza Quirog. The governor continues to encourage backyard farming through the Bahay Kubo – FAITH program for food self-sufficiency at the household. FAITH means "Food Always In The Home."
On the same day, January 3, 2019, Chatto visited the Green Thumb Farm of Rona and Jares Denque in Sambog, Corella which grows mushroom and processes mushroom products sold to the hotels. He also inspected the multi-specie fish hatchery of the Provincial Government in BISU-Bilar.

Bohol Latest News / Giant Clam Project in Bohol

MARCH 2019
GIANT CLAMS HATCHERY
BY LEAH SUMAMPONG
Bohol proves convergence is key to sustainable peace and development as Gov. Edgar Chatto led the blessing and inauguration of the Bohol Giant Clams Hatchery at the Bureau of Fisheries and Aquatic Resources (BFAR) Facility in Sinandigan, Ubay last Tuesday, March 19, 2019.

Six years saw to the success of the establishment of the hatchery for giant clams or locally known as taklobo. Provincial Agriculturist and chief of staff Liza Quirog shared that back in February 20, 2013 alongside the Armed Forces of the Philippines (AFP), 240 giant clams were transported from the University of the Philippines (UP) Marine Science Institute based in Bolinao, Pangasinan and brought to the Marine Protected Area (MPA) in Bingag, Dauis. This was initiated under the Internal Peace and Security Program or IPSP Bayanihan, a program on human security.

The giant clams were then deployed to 9 other MPAs: Balicasag in Panglao, Basdio in Guindulman, Badiang in Anda, Lumayag in Mabini, Sinandigan in Ubay, Cataban in Talibon, Hambongan in Inabanga, Majingpit Bonbon in Clarin, and Gaus in Carlos P. Garcia (Pitogo).

With marine biologists and technicians in constant monitoring and biophysical assessment of the giant clams and together with the assistance of BFAR Guian, the hatchery was then established at the BFAR Facility in Ubay.

Chatto's leadership sees the endeavor as a priority and a long-term intervention of the Provincial Government to ensure sustainable management of the MPAs. It is also consistent with the goal of reducing poverty and ensuring food security through collective effort in the protection and conservation of marine resources.

The taklobo increases marine resources as it provides food and shelter for other marine organisms. It helps to enhance water visibility because of its ability to filter water. It helps to build and shape reefs. It attracts more fishes because it produces food for fishes. This helps to enhance marine biodiversity.

Giant clams are hermaphrodites and they are pulled out of the MPAs and brought to the hatchery for spawning. There are currently three species at the hatchery: tridacna gigas, tridacna squamosa, and hippopus hippopus. It takes up to two years for new giant clams to be brought back to the MPAs as operation culture was explained by marine biologist Vil Inguito-Pelindingue.

BFAR Reg. Exec. Dir. Alfeo Piloton congratulated Bohol for the initiative on food security and environmental conservation. He said the giant clams are listed as endangered in the Convention on International Trade in Endangered Species (CITES) because of its dwindling population. The hatchery makes possible the seeding of the giant clams in MPAs, he stated, thanking the Bohol Provincial Government for its program that enhances marine resources and thus ensuring food and livelihood for the Boholanos.

Also a partner to the project, Bohol Island State University through Dr. Zina Sayson calls the opening of the hatchery as a historic milestone for addressing two major concerns- Environmental Sustainability and Poverty Alleviation. BISU has fisheries programs in Clarin and Candijay.

Department of National Defense (DND) Usec. Cardoso Luna reading the message of DND Sec. Delfin Lorenzana said Bohol's success is truly commendable especially in shared commitment and in contribution to the national agenda of environmental protection and preservation and poverty alleviation, pre-cursors to lasting peace and security.

"Continue to walk this path. Never cease to work for peace," Lorenzana said of Bohol's outstanding achievement.

CENTCOM Deputy Commander Elie Alberto, BFAR Guian Center Director Nonita Cabacaba, 47IB Commander Col. Joel Malig, DILG Provincial Director John Joan Mende, Bohol Environment and Management Office (BEMO) head Tata Ganub, provincial and municipal officials also graced the blessing and inauguration of the giant clams hatchery.

On the same occasion Gov. Chatto, Usec. Luna, and DILG Provincial Dir. Mende also signed a tripartite agreement for the Construction of a Halfway House for Rebel Returnees under the Enhanced Comprehensive Local Integration Program (ECLIP). The Chatto administration champions shared leadership in numerous initiatives that have become models for best practices cutting across various sectors.

Bohol Latest News / TIEZA Incentive Scheme
September 22, 2019, 05:35:35 AM
BASED ON CHATTO LAW
BY VEN REBO ARIGO

Pres. Rodrigo Duterte has signed a law extending for another 10 years the granting of incentives by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to the tourism enterprise zones (TEZ).

According to the Philippine Star report today, the president signed Republic Act 11362 which amended Section 85 and 103 of RA 9593 or the National Tourism Act of 2009.

Considered in the industry as the bible of Philippine tourism, the RA 9593 was principally authored at the House of Representatives by Gov. Edgar Chatto who was then Bohol's First District congressman.

"The incentive scheme set forth in Sections 86, 87 and 88 of Republic Act 9593 shall be in effect until Dec. 31, 2029, subject to review by the Joint Congressional Oversight Committee," the amended law reads.

Further, RA 11362 amended Section 103 of RA 9593 by adding the chairperson of the Committees on Ways and Means of both Houses of Congress to the Joint Congressional Oversight Committee.

Based on RA 9593, the TEZ developers and tourism enterprises will get incentives that include a six-year income tax holiday that may be extended for another six years; a five percent preferential tax on gross income in lieu of national taxes, except for real property tax and fees of TIEZA; a net operating loss carryover scheme; import tax exemptions for capital goods and equipment needed for TIEZA-registered activities; and import tax exemptions for transport equipment and spare parts needed for TIEZA-registered activities.

They will also be exempted from value-added tax and excise tax goods imported by TIEZA-registered activities, tax credit equivalent to taxes paid on locally sourced goods, and tax deduction of up to 50 percent of cost of environmental protection and cultural heritage preservation activities as well as of sustainable livelihood programs of the registered tourism enterprises.

In 2017, the Bureau of Internal Revenue (BIR) clarified that the incentives for TEZ under RA 9593 may be enjoyed by investors even beyond 2019 until these incentives are fully realized.

Chatto had principally authored the National Tourism Act of 2009 when he was also the chairman of the Committee on Tourism of the Lower House.

The Upper House version of RA 9593 was principally authored by Chatto's counterpart in the Senate, Richard Gordon.

RA 9593 or the National Tourism Act of 2009 has, thus, since been also known as the Gordon-Chatto Law.

Bohol Latest News / World Bank on Bohol Tourism
September 22, 2019, 05:30:57 AM
PR 7-2019
Bohol is seen to leap further in terms of tourism with sustained implementation of programs to support Bohol tourism.

In a meeting with Gov. Edgar Chatto on Monday, the World Bank, through its officials led by Lesley Cordero, Senior Disaster Risk Management Specialist is convinced Bohol will realize its full potential by improving connectivity and access as well as addressing sustainability gaps.

The World Bank, here on a mission under the Sustainable, Inclusive, Resilient Tourism Project, admired Bohol's best practices that has earned for itself the distinction not just as a model for program implementation but also as a learning destination.

As far as tourism is concerned, Cordero sees successful initiatives in tourism with Gov. Chatto assuming as representative of the first congressional district. She also recognized as integral to tourism development the fact that Chatto authored the Tourism Act of 2009, a review of which is already on top of the incoming congressman's agenda.

Chatto, whose governance style has long been admired by development assistance partners, is confident that existing systems and structures for program implementation such as the Purok Power Movement will continue to be key to sustained program implementation.

He shared that a large part of Bohol best practices is keeping the people's interest in advocacies. "This means involving the people themselves in setting goals and planning; bringing people together in identifying needs that are common to them. This mechanism has worked for Bohol in many of its successful programs such as in peace and order, disaster preparedness, health, education, among others," he said.

They had earlier presented to Department of Tourism (DOT) Sec. Bernadette Romulo-Puyat on tourism development in the Philippines where they featured Bohol as a case study on possible projects to support tourism destinations.

Cordero said the DOT has expressed full support for initiatives planned by World Bank especially as Puyat expressed confidence Gov.-elect Art Yap who will be taking the reins in July. Puyat had been undersecretary when Yap was serving as agriculture secretary.

According to World Bank, Puyat is keen on Farm-To-Table strategies to address food security and economic expansion, with livelihood being one of four components the World Bank is looking into, particularly under the Philippine Rural Development Program.

World Bank Senior Economist Andres Garcia explained in addition to the livelihood aspect, they are also looking at possible opportunities for support in local infrastructure specifically wastewater and solid waste management; disaster resilience specific to the tourism industry; and program implementation.

As part of their mission to validate pre-identified local infrastructure such as solid waste management and waste water treatment facilities, they visited the Alburquerque Cluster Sanitary Landfill (ACSLF), as well as Materials Recovery Facilities in Panglao and Tagbilaran City. The group site visit was assisted and facilitated by the Provincial Planning and Development Office (PPDO) with Bohol Environment Management Office (GO-BEMO).

The World Bank group also included Madhu Raghunath, Lead Urban Specialist; Kremena Ionkova, Senior Urban Specialist/Solid Waste Management; Christopher Rey Ancheta, Senior Sanitary Engineer/Water; Fides Borja, Disaster Risk Management Consultant; Francis Ghesquiere, Practice Manager; with DOT Usec. Edwin Enrile. In a separate meeting with heads of offices in the Capitol in relation to the tourism partnership with World Bank, Provincial Planning and Development Officer Atty. John Titus Vistal presented Bohol spatial development framework plan as well as initiatives in governance and best practices.

Bohol Latest News / Tingog sa mga Bol-anon Program
September 22, 2019, 05:29:11 AM
PR 7-2019
Bohol Gov. Arthur Yap, Bohol's 26th provincial chief executive, is bringing to towns—and making it constant—his art of conversing with the people through their local government workers.

He launched in Loon on Friday the "Tingog sa Mga Bol-anon," effectively his identity version of the then capitol weekly reporting to the Boholanos via media forum dubbed the "Kita ug Ang Gobernador."

Access to quality health care, universal health insurance and social pension for the indigent topped the concerns addressed in the governor's conversation with the municipal and barangay officials.

The event was held at the existing Cong. Natalio Castillo Memorial Hospital, one of the provincial government district hospitals damaged during the strong earthquake in 2013.

The construction of the new Loon district hospital on a new site will be finished this October, according to hospital chief Dr. Cesar Tomas Lopez.

Lopez is also the head of the provincial government health cluster and supervisor of the 10 government hospitals run by the province.

Yap's administration is confronting another challenge—the overcapacity now experienced by five of the 10 hospitals in relation to their existing number of beds against the ever-exceeding patient occupancy.

These are the hospital in Inabanga, which has already incurred a 354% overcapacity, and hospitals in Catigbian, Candijay, Clarin and Talibon

The governor was also joined in the Tingog inaugural episode, aired live and heard worldwide, by Provincial Board Member Ricky Masamayor, Provincial Health Officer Reymoses Cabagnot, Mayor Elvi Peter Relampagos and Provincial Social Welfare and Development Officer Carmelita Tecson, among others.

Yap and Tecson distributed to the barangay captains Philhealth member data record (MDR) forms.

FALSE INFO CORRECTED

Yap corrected and stopped the malicious spread of false information that he is allegedly "privatizing" the government hospitals run by the province.

His thrust is actually encouraging the private sector to invest in the 10 hospitals in specifically upgrading their diagnostic equipment capacity.

While investors can provide dialysis/diagnostic/laboratory facilities on a public-private partnership, the government still owns and manages the hospitals.

Rates for equipment use and service can be formulated by applying Philhealth rates, thus, avoiding lowly patients suffer from cost.

OPEN DIALYSIS CENTERS

Initially, Yap planned to open dialysis centers in the hospitals in Talibon and two other provincial government hospitals which are in Jagna and Carmen.

Having 10-15 seats each, these centers will operate 24 hours a day, seven days a week, decongesting the dialysis centers in Tagbilaran where most of Bohol's hospitals, especially private ones, are concentrated.

Many have died because of lack of access to diagnostic services for early detection of serious diseases, which would have been prevented, according to the governor whose mother died of colon cancer.

Dialysis patients from distant localities have to wait in line or list for services at the Gov. Celestino Gallares Memorial Hospital in Tagbilaran City, which is also a government facility but supervised by the Department of Health (DOH).

Those who are at the tail of the list are forced to go to costly private hospitals, or they go far home unattended to come back the following day or on reset schedule more days after.

Also, Yap would not want the senior citizens suffer from lack of even maintenance medicines or drugs which are provided through the LGUs and their health centers.

RELEASE INDIGENT PENSION

Yap expressed disgust over delayed releases of the monthly social pension for the indigent senior citizens.

The governor asked his "igso," Sen. Bong Go to help in pressuring the concerned national agency to release the monthly social benefits fast.

The Boholano-friendly senator and former special assistant to the president assured in his reply text message to "igso" Yap that he will do strongly intervene for the release of the pension.

YAP INVOLVES BARANGAY LEADERS

Yap enjoined the barangay leaders to actively engage in promoting sanitation because it is health itself.

He told them to give him list of the barangays having less access to clean drinking, potable water.

The governor also asked them to update him of their pending assistance requests to the provincial government which were overtaken by the recent election period until the change of administration.

Another health concern raised involved the sustained promotion of the nutrition of children while July has been coincidentally observed as the National Nutrition Month.

PROMOTE GOOD DIET

With the prevalence of "lifestyle-attributed diseases," the Yap administration is programming the promotion of healthy, good diet.

Promoting right diet also relates to agriculture and Yap cited how farmers can support herbal care needs.

This is while the province at the same time improves the diagnostic capability of government hospitals for early detection and prevention of ailments.

Yap is confident that even with the public-private partnership in equipping hospitals with diagnostic facilities, there will be no balance or no extra-billing by applying can be Universal Health Care Law rates.

When price of health care is cheaper or affordable to the ordinary, people's living condition improve, the governor said.

BSP CONDUCTS INFO CAMPAIGN ON AMENDED CENTRAL BANK CHARTER IN CEBU CITY

The Bangko Sentral ng Pilipinas (BSP) conducted a regional information campaign on "Republic Act No. 11211, or An Act Amending Republic Act No. 7653, Otherwise Known as the 'New Central Bank Act', and for Other Purposes" today at the Marco Polo Plaza in Cebu City.

The information campaign aims to promote better appreciation of the Amended BSP Charter among bankers, the media and regional stakeholders. This is in line with the BSP's promotion of stakeholder relations and its broader effort to bring central banking closer to the people.

For the Cebu briefing, the resource persons were BSP Senior Assistant Governor and General Counsel Elmore O. Capule, Supervisory Policy and Research Deputy Director Atty. Noel P. Tianela, and Department of Economic Research Acting Deputy Director Joselito R. Basilio.

According to Atty. Capule, "R.A. No. 11211 enhances the central bank's capacity to promote price stability, financial stability, and a safe and reliable payments system. The law, which central bankers worked on for more than 20 years, is ultimately aimed at enhancing the economic and financial wellbeing of Filipinos."

Atty. Taniela also explained that, "as a financial regulator, amendments to the BSP Charter are expected to enhance its offsite supervision and examination framework and provide expanded supervisory, examination and enforcement powers."

The BSP will implement provisions of its amended charter amid an expanding economy. In his discussion of the Philippines' growth story, Acting Deputy Director Basilio assured the audience that "the Philippines has built domestic sources of resilience to cushion against external and domestic challenges."

Briefings on the Amended BSP Charter will also be conducted in the cities of Cagayan de Oro, Cebu, Iloilo, Batangas and Baguio.  The first leg of the briefing was held in Davao City last July.

Apart from salient features of the Amended BSP Charter, the briefing also covered the provisions of the newly enacted Islamic Banking Law (Republic Act No. 11439), recent policy enhancements and initiatives on the supervision of the financial sector, and developments in the monetary and external sector.

"The State has the obligation to protect its citizens from diseases preventable with vaccines. Not getting vaccinated must not be an option. Refusal to get vaccinated means either certain death or grave illness," said House deputy majority leader Rep. Bernadette Herrera shortly after launching the Health Department-Rotary International anti-polio campaign, a day after health officials confirmed the return of polio.

The Department of Health disclosed on Wednesday that a three-year-old girl in Lanao del Sur has been confirmed to be afflicted with polio.

[A child getting an anti-polio vaccine from Health Secretary Duque himself earlier today]

[DOH officials and Rotary International Representatives launched the anti-polio campaign on September 20 in Quezon City]

"Lanao del Sur has been one of the poorest provinces for as long as anyone can remember. Diseases thrive wherever there is poverty, especially of the extreme kind," the party-list lady solon said.

"In my private capacity as a Governor of Rotary International here in the Philippines, we have clearly shown today the resolve of Rotarians nationwide to aim for 100 percent vaccination, Herrera also said.

The congresswoman said, "given the gravity of the situation, disunity is not an option in the war against polio and other dreaded diseases which can be effectively prevented by vaccines. No Member of Congress would hesitate to work with the DOH to stamp out these threats with vaccination."

Herrera added that she has "sent out word to Bagong Henerasyon field volunteers and friends to mobilize for the DOH vaccinations. Nothing less than a full-court press is needed."

"I will also urge my colleagues in the Party-list Coalition, to mobilize their networks to fight back against polio, dengue, measles, and other vaccine-preventable diseases," the Party-list Coalition secretary-general said. (END)

Press Release
SFFAII HOSTS BUSINESS LUNCHEON MEETING FOR PAMPANGA BUSINESS LEADERS

General Santos City recently inked a Sisterhood Agreement with Pampanga's Economic Triangle - the Cities of Mabalacat, Angeles, and San Fernando at General Santos City. The agreement opens economic ties and begins the two-way development between the Triangle and General Santos City through trade, tourism, employment generation, and culture and the arts. This agreement will benefit the small and medium enterprises of the city, the Shrimp industry, the Tuna industry, among others.

Leaders of the Pampanga Economic Triangle took time to personally visit General Santos City on the occasion of the Tuna Festival and sampled the famed #TunaExperience.

In the same vein, the SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII) hosted a Business Luncheon Meeting for the group within the confines of the 21st National Tuna Congress on September 4, 2019 at SM City General Santos, General Santos City.

SFFAII Officers and Directors led by Past President Marfin Tan, Immediate Past President Joaquin Lu, and President Andrew Philip Yu, together with key officers of SFFAII's member-associations warmly welcomed and entertained the Pampanga guests while also serving the delicious sashimi-grade Tuna during lunch.

Both SARGEN Shrimp Stakeholders' Association, Inc. (SARGEN Shrimp) and Fresh Frozen Seafood Association of the Philippines, Inc. (FFSAPI) were presenters during the meeting. SARGEN Shrimp founded on November 13, 2013, composed of individuals and corporates, farm owners, farmers, and various stakeholders of the shrimp industry in SOCSKSARGEN Area, actively participates in various activities and delivers basic services to beneficiary-aquaculture farmers by conducting seminars and trainings deemed beneficial to both shrimp farmers and stakeholders. On the other hand, FFSAPI, the leading fresh and frozen seafood association in the Philippines, consists of small family-owned businesses to large Multinational Corporations. It was established in February 2001 in General Santos City. FFSAPI, as the leading producer and exporter of fresh and frozen seafood in the country, is the only industry contributing $18 million annually in export revenues. The association is serving the premium markets of Japan, Canada, and the USA.

A brief Open Forum followed with fishing industry pillar Marfin Tan expertly responding and accommodating questions from the appreciative audience.

For tokens, SFFAII gave out the coffee table book "Tuna: At the Heart of General Santos" to everyone.

PH HOSTING OF AESIEAP CEO CONFERENCE 2019 ENDS WITH CLEARER ENERGY ROADMAP FOR SUSTAINABILITY AND INCLUSIVE GROWTH

The Association of Electricity Supply Industry of East Asia and the Western Pacific (AESIEAP), a regional organization of power industry players, concluded its CEO Conference 2019 with a  definitive blueprint on how to best leverage prevailing energy policies and innovations that lead towards sustainable and inclusive economic development.

Held last September 23 in Cebu, the conference was attended by over 200 CEOs, energy ministers, and industry leaders who deliberated the power industry's current challenges, and ultimately coming up with solutions through synergy and scalability.

The forum further provided the perfect venue to look at burning issues of sustainability and the advocation of environmental programs. More than any other, it is the power sector – particularly its leadership structure – that would be in a position to influence the adoption of an energy transition plan that will effect significant changes for a better future.

"The members of the AESIEAP PH Coalition look forward to the commitment of our delegates in implementing programs that will advocate sustainability and adoption of energy transition in their own countries," AESIEAP Secretary General and Rogelio S. Singson said.

"With the renewable energy penetration of the Philippines at 32 percent, we hope that our government and power industry leaders were able to inspire our Asia-Pacific partner leaders to seriously consider increasing their respective countries' renewable energy capacities to around 30 percent," Singson added.

The recently concluded CEO Conference is the first half of the biennial AESIEAP conferences. In 2020, Philippines will again host the AESIEAP Conference of Electric Power Supply Industry (CEPSI) at the Manila Marriot Hotel on November 29 to December 3.

Themed "Energized Countries, Empowered Communities," the 2019-2020 AESIEAP likewise seeks to attain total electrification, particularly in unserved and underserved areas.

Keynote speakers and panel discussions covered the latest energy practices on sustainability and inclusive growth, and their impact to societies.

Global Reporting Initiative (GRI) Chairman Mr. Eric Hespenheide, the global leader in sustainability reporting, expounded on the "next" practices on sustainability reporting and how these reports shape government and corporate policies and programs. With its continuing advocacy in fostering the culture of transparency and accountability, GRI continues to promote the advantages of sustainability reporting to corporate leaders and government ministers within the region.

National Renewable Energy Laboratory (NREL) Deputy Laboratory Director for Science and Technology Peter Green shared up and coming technologies in renewables and energy efficiency. As the United States' leading renewable energy and energy efficiency research and development center, NREL shed new light on innovations on technology development that can be adopted in the Asia-Pacific region.

Global Energy Interconnections Development and Collaboration Organization's (GEIDCO) Economic and Technology Research Institute Deputy Director General Li Juan discussed global energy interconnection's advantages for Asia-Pacific countries and how these can address issues like supply shortages, long-term sustainability, and innovation plans to interconnect countries in the region.

Established in 1975, AESIEAP is the largest regional association of energy stakeholders with over 100 members from 25 countries. After almost 20 years, the Philippines was once again selected as host country for the CEO Conference and CEPSI, marking the national energy industry's continued progress.

The Philippine hosting of 2019-2020 AESIEAP is led by AESIEAP PH Coalition composed of the Department of Energy (DOE), the Department of Tourism (DOT), as well as Philippine AESIEAP members: Manila Electric Company (MERALCO), National Power Corporation (NPC), National Grid Corporation of the Philippines (NGCP) and National Transmission Corporation (TransCo).

SC orders COMELEC to proclaim Nograles as Congressional Elections victor
By Isagani P. Palma

GENERAL SANTOS CITY (September 19, 2019) -The Supreme Court  has ordered the Commission on Elections to uphold the results of the May 13, 2019 Congressional elections for the newly created First District of South Cotabato province and this city, respectively.

In a September 17, 2019 Supreme Court (En Banc) decision, the Commission on Elections has been directed to convene a special provincial board of canvassers to proclaim petitioner Shirlyn Banas-Nograles as the winning candidate to represent in Congress, the First District of South Cotabato, Including General Santos City.

Associate Justice Rosmari D. Carandang, as concurred by Chief justice Lucas P. Bersamin and the rest of other 13 SC En Banc justices, ruled that the election  for the First Legislative District of the Province of South Cotabato on May 13, 2019 should not have been suspended, and the candidate obtaining the most number of votes for the said position must be - proclaimed.

And that, consequently, the holdover provision under Section 2 of R.A. 11243 would be inapplicable since there would already be a newly elected and qualified Representative.

" The instant petition is hereby granted. Comelec Resolution 11243 is hereby declared NULL and VOID. And the elections for the Legislative of the First District of South Cotabato, including General Santos City is upheld," the Supreme Court, ruled.

Nograles, a former three-termed Vice Mayor of this city, earlier filed a petition for "Certiorari with Urgent Prayer for Issuance of a Status Quo Ante Order," with prayer that the election results of the recently concluded voting may not be declared as 'stray' by the COMELEC.

This, after the COMELEC en banc, through IRR No. 10524 has ordered for the deferral of the election, and rescheduled the same in this year's month of October.

However, RA 11243, which is an Act reapportioning the First Legislative District of the Province of South Cotabato thereby creating the lone district of General Santos City that was signed by no less President Rodrigo Roa Duterte, has been sighted to have clearly provided that the reconfiguration will only take effect in the next local elections or in 2022, and not this year.

Vied bearing the banner of the Senator Emmanuel D. Pacquiao-led People's Champ Movement (PCM), Nograles was among the three congressional seat contenders during elections, where she has able to garner a support votes that goes through over four floods as compared to each of the other election aspirants.  (30)

Philippine Laws / Prohibited Motion for Reconsideration
September 15, 2019, 01:55:25 PM
SECOND DIVISION

A.M. No. MTJ-99-1226             January 31, 2000
(Formerly OCA IPI No. 97-315-MTJ)

GLORIA LUCAS, complainant,
vs.
JUDGE AMELIA A. FABROS, MeTC, Branch 9, Manila, respondent.

R E S O L U T I O N

QUISUMBING, J.:

In a verified complaint1 dated May 20, 1997, complainant Gloria Lucas charged respondent, Judge Amelia A. Fabros of the Metropolitan Trial Court, Branch 9, Manila, with Gross Ignorance of the Law and Grave Abuse of Discretion relative to Civil Case No. 151248 entitled "Editha F. Gacad, represented by Elenita F. Castelo vs. Gloria Lucas, for Ejectment".

Complainant, who was the defendant in the aforecited case, alleged that Judge Amelia A. Fabros issued an Order2 dated February 26, 1997 granting the plaintiff's motion for reconsideration of the Order3 dated January 13, 1997, which dismissed the case for failure of plaintiff and her counsel to appear at the Preliminary Conference.

Complainant averred that it is elementary, under Section 19 (c) of the Rules of Summary Procedure, that a motion for reconsideration is prohibited, but respondent judge, in violation of the rule, granted the motion for reconsideration. She added that, notwithstanding the fact that the respondent herself had pointed out in open court that the case is governed by the Rules on Summary Procedure,4 the judge ordered the revival of the case out of malice, partiality and with intent to cause an injury to complainant.

Further, complainant alleged that the actuations of the respondent is in blatant disregard of the established rules on procedure, and it is an instance where the doctrine of IPSA LOQUITOR may once again may be applied by the Court to discipline judges.

On June 18, 1997, respondent judge was required to comment on the administrative complaint. In her Comment5 dated September 16, 1997, she admitted that she granted the motion for reconsideration even if the same is a prohibited motion in an ejectment case. She explained, however, that it was granted in the interest of justice.

In her Comment, respondent stated:

The Order subject of this complaint is the Order dated January 13, 1997 dismissing the complaint for ejectment for failure of the plaintiff to appear for preliminary conference and more importantly her lawyer, Atty. Jose Suing, who was duly empowered to appear for preliminary conference by virtue of a Special Power of Attorney.

Immediately upon learning the said order of dismissal and awarding of attorney's fees, Atty. Suing filed a Motion for Reconsideration on January 17, 1997 (Annex "A") stating that he failed to appear due to a sudden excruciating stomach pain. He further stated that his Secretary called the Court but to no avail until finally the call came through and she was informed that the case was dismissed. Over the objection of the defendant that the Motion for Reconsideration was a prohibited pleading which this Presiding Judge is fully aware of under the Rule on Summary Procedure, the Motion for Reconsideration was nonetheless granted in the interest of justice. The question is poised. Are the actuations of judges to be governed strictly by the Rule on Summary Procedure despite their belief in good faith that in special cases, its observance would result in a miscarriage of justice? This Presiding Judge does not think so. Judges are supposed to responsible Public Officials and should be able to perceive and discern circumstances which might lead to miscarriage of justice, thus, negating the very purpose and essence of the Rule on Summary Procedure. The Rule on Summary Procedure is not a straight jacket and it is believed it was never meant to be that. This is the reason why we have in the Rules of Court Section 5 (g) of Rule 135 which is one of the inherent powers of the Court, that is, to amend and control its process and orders so as to make them conformable to law and justice. Ignorance of the law, to the mind of the undersigned, is the act of a judge in taking legal steps or adopting procedure unknowingly aware that they are contrary to established Rules which should be known to the judge. This Presiding Judge in this particular case was fully aware of the Rule on Summary Procedure. She fully knew that the Motion for Reconsideration was a prohibited pleading but she still considered it because to deny it would result in a miscarriage of justice. It was not a capricious, whimsical and despotic act when viewed in the light of this circumstance.1âwphi1.nêt

With respect to the allegation that the charge of ignorance of the law was compounded by the failure to issue a writ of execution, it bears stressing that the Order dated January 13, 1997 never gained finality because the plaintiff was able to file the Motion for Reconsideration within the fifteen (15) day period, that is, on January 17, 1997. But even if it is argued validly that the Motion for Reconsideration being a prohibited pleading did not interrupt the running of the period of appeal, still the said Order did not gain finality as far as defendant Gloria Lucas is concerned because as the record shows, it was she who received the Order, not her lawyer, Atty. Sulit.

The complaint and the Comment were referred to the Office of the Court Administrator for evaluation, report and recommendation after the case was docketed as an administrative matter. On August 25, 1997, OCA in a Memorandum, submitted the following findings:

After a careful perusal of the records of the case, we find that respondent Judge Fabros abused her discretion in granting the Motion for Reconsideration.

Respondent Judge Fabros maintained that she could not be guilty of gross ignorance of the law as she knows that a motion for reconsideration of judgment is a prohibited motion in an ejectment case. She explained that although there is already a judgment dismissing the case, she granted the plaintiff's motion for reconsideration in the interest of justice since the reasons stated in the motion for reconsideration are meritorious.

Respondent failed to realize that the first duty of the court is to apply the law and that when the law is clear and unambiguous, there is no room for interpretation. Although her intention was good, this could not free her from liability.

Respondent should have denied the motion since the plaintiff had other judicial remedies like appeal.6

The Office of the Court Administrator recommended that respondent judge be fined in the amount of P2,000.00 for grave abuse of discretion. The Court, however, finds this recommendation without factual and legal basis.

As a rule, a motion for reconsideration is a prohibited pleading under Section 19 of the Revised Rule on Summary Procedure.1âwphi1 Thus,

Sec. 19.   Prohibited pleadings and motions. — The following pleadings, motions, or petitions shall not be allowed in the cases covered by this Rule.

(c)   Motion for new trial, or for reconsideration of a judgment, or for reopening of trial;

This rule, however, applies only where the judgment sought to be reconsidered is one rendered on the merits. As held by the Court in an earlier case involving Sec. 15 (c) of the Rules on Summary Procedure, later Sec. 19 (c) of the Revised Rules on Summary Procedure effective November 15, 1991: "The motion prohibited by this Section is that which seeks reconsideration of the judgment rendered by the court after trial on the merits of the case."7 Here, the order of dismissal issued by respondent judge due to failure of a party to appear during the preliminary conference is obviously not a judgment on the merits after trial of the case. Hence, a motion for the reconsideration of such order is not the prohibited pleading contemplated under Section 19 (c) of the present Rule on Summary Procedure. Thus, respondent judge committed no grave abuse of discretion, nor is she guilty of ignorance of the law, in giving due course to the motion for reconsideration subject of the present complaint.

ACCORDINGLY, the complaint filed against respondent Judge Amelia A. Fabros is DISMISSED.

SO ORDERED.

Bellosillo, Mendoza, Buena and De Leon, Jr., JJ., concur.

Bar Exam Question
Aling Maria received an urgent telephone call from Junior, her eldest son, asking for P2,000.00 to complete his semestral tuition fees preparatory to his final exams in Commerce. Distressed and disturbed, she borrowed money from her compadre Mang Juan with the assurance to pay him within 2 months. Two months lapsed but Aling Maria failed to settle her obligation. Mang Juan told Aling Maria that she does not have to pay the loan if she will allow her youngest 10-year old daughter Annie to work as a housemaid in his house for 2 months at P1,000.00 a month. Despite Aling Maria's objection, Mang Juan insisted and brought Annie to his house to work as a maid.

1. Was a crime committed by Mang Juan when he brought Annie to his house as maid for the purpose of repaying her mother's loan? 2.5%

2. If Aling Maria herself was made to work as a housemaid in Mang Juan's household to pay her loan, did he commit a crime? 2.5%

Philippine Daily News / BIFF members surrender

Former BIFF members begin journey back to mainstream society
John Unson (Philstar.com) - September 13, 2019

MAGUINDANAO, Philippines — Fourteen former members of an Islamic State-inspired group have taken the first steps to reintegrating into mainstream society with the help of the military and the Bangsamoro government.

Alimudin Malang of the Bangsamoro Islamic Freedom Fighters and his 13 followers turned over their firearms on Thursday to Army Major Gen. Diosdado Carreon and Local Government Minister Naguib Sinarimbo of the Bangsamoro Autonomous Region in Muslim Mindanao.

The 14 also renounced their membership in the BIFF and promised to reform for good.

Carreon is commander of the Army's 6th Infantry Division, which operates in the adjoining North Cotabato, Maguindanao and Sultan Kudarat provinces where there are BIFF forces.

The symbolic event was held late Thursday at Camp Siongco, command center of 6th ID, in Datu Odin Sinsuat town in Maguindanao.

The 14 former BIFF members each received initial aid and financial assistance from BARMM's Rapid Emergency Action on Disaster Incidence, or READI contingent, under Sinarimbo's office.

Carreon said the group of Malang agreed to return to the fold of law through the intercession of officials of the Army's 33rd Infantry Battalion and the 601st Infantry Brigade, both under 6th ID.

Malang said he and his followers yielded when they realized it is better to support Malacañang's peace process with the Moro Islamic Liberation Front, whose leader, Al-Haj Ahod Ebrahim, is now appointed chief minister of BARMM.

Malang told reporters Thursday while at Camp Siongco that he is thankful to officials of the 33rd IB for helping enlighten them on the benefits of bolting from the BIFF for the sake of their families.

The BIFF, blamed for all deadly bombings in central Mindanao in the past six years, was established in 2010 by the radical cleric Ameril Ombra Kato, who started as commander of the MILF's 105th Base Command.

Kato was booted from the MILF in 2009 for abuses and, subsequently, organized the Jihadist BIFF, at first comprised of small bands of gunmen led by commanders wanted for criminal offenses.

Carreon said a senior BIFF commander, Samad Simpal, and his followers returned to the MILF early on through the efforts of local officials in the second district of Maguindanao.

Sinarimbo said the BARMM can embark on regional programs that can help hasten the rehabilitation of former BIFF members wishing to return to the fold of law.

"The government doesn't have a program yet for them like the one being implemented for former members of the New People's Army but we can initiate certain measures that can help reforming members of either the BIFF, or the Maute, or the Abu Sayyaf," Sinarimbo said.

More than 40 BIFF members have surrendered to the 6th ID in batches since 2017, many of them now engaged in farming in their hometowns in Maguindanao and fishing in safe areas in central Mindanao's 220,000-hectare Liguasan Delta.

(Ven rebo Arigo)

Chinese governor congrats Yap;
wishes greater tie with Bohol
By Ven Arigo

The highest official of a progressive Chinese province that has nurtured sisterhood with Bohol has congratulated Gov. Arthur Yap, wishing for a more productive mutual cooperation at higher level.

Gov. Yi Lianhong of Jiangxi, China said in his belated formal greeting that he was greatly pleased to know of Yap's recent election as Bohol's 26th governor.

Yi told Yap he is "convinced" that "through concerted effort from both of us, Jiangxi and Bohol will witness more productive cooperation in wider ranges, more fields, obtaining more fruitful results."

Yap has both Chinese paternal and maternal descents.

His father, although based in Manila, is the president of the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCII).

Jiangxi, which has 46 million people, and Bohol, which population is only over 1.3 million, established a sisterhood in May of 2006.

Yi said that in 13 years, "the two sides have maintained close contact of friendship and conducted extensive exchanges and cooperation."

He cited the "frequent communications in high-level mutual visits, economy and tourism" between the officials of the two provinces almost halfway of the world apart.

Yap succeeded former governor and now Bohol First District Rep. Edgar Chatto, who had himself visited Jiangxi---and another Chinese province of Sichuan---last year on official invitation.

Chatto renewed the tie with Jiangxi and promoted Bohol as an excellent tourist and investment destination for Chinese citizens.

In his letter to Yap just received by the capitol last week, Yi wished the people of Bohol more peace, prosperity and happiness. (Ven rebo Arigo)

Bohol Latest News / Col. Jonathan Cabal's Marching Order
September 07, 2019, 09:35:48 PM
Bohol top cop bares new
anticrime marching order

TAGBILARAN CITY, Bohol, September 7 (PIA)—Bohol police under newly assigned police chief, Police Colonel Jonathan Cabal have three priority marching orders from the governor, ones which could define crime prevention as well as bring Bohol to a new level in peace and security for investments to thrive.

Speaking at the Kapihan Sa PIA commemorating Crime Prevention Week, Colonel Cabal who just took the top seat of the Bohol Provincial Police Station weeks ago said the governor wanted police to intensify intelligence operations, secure tourism spots and intensify the campaign against illegal drugs.

Cabal, who had a successful stint as the director for Regional Intelligence Division decorated by the neutralization of the Abu Sayyaf terrorists who tried getting their lucrative terroristic activities to Bohol, said he supports the governor considering that police work starts and ends in intelligence.

Col Cabal was Regional Logistics chief before he assumed the Bohol post.
On the matter of tourism and securing tourism spots, Cabal said there would be changes in the Bohol Tourist Police set-up.

He said, in his administration, he wants all men doing what they do best: police work.

He noticed that those assigned at the Tourist Police Units are somewhat "underutilized" and are shaking off investigation work, which has the police at the losing end of the pole.

We have ample tourist police, we have audited their performance; how they go about their activities, Cabal said.

But stagnation within the ranks of the tourist police may have hit the new police director.

Every four years, police have to go to another station, he bared the tour of duty tradition of the force, a hint to the possible change in the assignments for police assigned for tourist security.

"There will be changes," he promised even as a new head of the Tourist Police Unit sits now in Lieutenant Colonel Ismael Gaona with the former head, Lt. Col Resti Santos on Mandatory Officers' Executive Course.

Over a year into intensive anti-drug operations, the Bohol police still sees a steep battle ahead with the increasing bulk of haul from the streets.

And while the governor has put on the police mission boards an intensified anti-drugs operation, not long after, police authorities in joint operations with narcotics agents stormed on a house in Clarin and shot it out with drug suspects, two of whom died, during the heat of shooting exchange.

Among those who were nabbed were two minors who were used as drug couriers by the drug syndicates, Col. Cabal said.

Among the suspects were also two who were drug suspects who were out following a plea bargain arrangement.

Asked how the police are taking the offered plea bargaining for drug offenders so they stay out of jails when they plead to a lesser crime, Cabal has a mouthful.

"Statistics-wise, most if not all of those nabbed [in recent times] are repeat offenders who go in and out of prison, grantees of the plea bargaining agreement," he said.

He pointed out the scant opportunities for rehabilitation, that when these people are out of jail and meet the same company, the chances are high they slide back to the same offenses.

Over the theory that most of the recent crimes are drug-related, City Police Chief Lieutenant Colonel Christopher Navida ascribed the significant increase in crimes in the second quarter of 2019, crimes like robbery and hold-up are committed by previously arrested illegal drugs offenders.

But while the police are having their hands full, authorities are now trying to get more of the community working for lessened criminality.
The 25th Crime Prevention Week theme sates: Buhay pahalagahan, Komunidad magtulungan, Krimen hadlangan. (rahc/PIA-7/Bohol)
