#OnThisDay October 21, 2012, Canonization of Pedro Calungsod as second Filipino saint. Calungsod, the second Filipino canonized by the Roman Catholic Church after (now saint) Pope John Paul II canonized Lorenzo Ruiz de Manila in 1987.[1]

Saint Pedro Calungsod (c. 1654 - April 2, 1672) is a Filipino Roman Catholic martyr who was killed while doing missionary work in Guam in 1672 (his body had been thrown into the sea and lost). He was beatified on March 5, 2000, by Pope John Paul II. As a skilled sacristan and teacher of catechism, he was a companion of Blessed Diego Luis de San Vitores, S.J. to the Marianas Islands (territory of Guam), and preached Christianity to the Chamorro people through catechesis. Through their efforts, many receive the sacraments especially that of baptism.[2]

A plot to kill Pedro and San Vitores started when a certain Choco, a Chinese who gained influence over the Macanas of Marianas Island, circulated false accusations that the missionaries were spreading poison through the ritual of the pouring of water (i.e. baptism), and through the ritual of Catholic Masses. Calungsod and Diego San Vitores were both murdered after baptizing an infant and mother who converted to the Roman Catholic faith.[2]

Few details of the early life of Calungsod (spelled Calonsor in Spanish records) are known. Historical records do not mention his exact birthplace or birth date, and merely identified him as “Pedro Calonsor, el Visayo.” Historical research identifies Ginatilan in Cebu, Hinunangan and Hinundayan in Southern Leyte, and the Molo district of Iloilo City as possible places of origin; Loboc, Bohol also makes a claim. Of these claims, the ones from Molo, Iloilo and Ginatilan, Cebu, are considered the strongest. Cardinal Ricardo Vidal †, the Archbishop Emeritus of Cebu, ruled that he will not establish a definitive judgment on his birthplace, since Spanish records only indicate the words “Pedro Calonsor, El Visayo” as his native description. Furthermore, he stated that all Visayan provinces were under the ecclesiastical jurisdiction of the Diocese (now Archdiocese, since 1934) of Cebu during the Filipino-Spanish era at the time of Calungsod's martyrdom.[3][4]

Pope Benedict XVI (Pope Emeritus) canonized Calungsod in Saint Peter's Square. Cardinal Ricardo Vidal †, concelebrated at the canonization Mass. Those canonized along with Calungsod were Jacques Berthieu, a French martyr and priest of the Society of Jesus (Jesuits); Giovanni Battista Piamarta, an Italian priest and founder of the Congregation of the Holy Family of Nazareth and of the Congregation of the Humble Sister Servants of the Lord; Maria del Carmen, a Spanish founder of the Conceptionist Missionary Sisters of Teaching; Maria Anna Cope, a German religious of the Sisters of the Third Order of St. Francis in Syracuse; Kateri Tekakwitha, an American laywoman, and Anna Schaffer, a German laywoman.[1]

CURRENCY SMUGGLING CHARGE VS FILIPINO CHURCH LEADER IN HAWAII DISMISSED

The currency smuggling charges against Felina Salinas, Hawaii leader of a Filipino megachurch, The Kingdom of Jesus Christ, have been dismissed, the group’s US legal counsel, Atty. Michael Jay Green, said in a statement.

This also clears Salinas of failing to report and concealing $335,000 in US currency and $9,000 in Australian currency, which were found in a suitcase onboard a jet bound for the Philippines from Hawaii in 2018.

Because the jet belonged to the Kingdom of Jesus Christ, its founder, Pastor Apollo C. Quiboloy, who was also on the jet, was implicated in the case. The dismissal of the charges, clears his involvement in the case.

According to Green, the dismissal of the charges came after a statement to federal agents by the one who drove Pastor Quiboloy to the airport, that he was told by the Pastor not to put the suitcase in the plane and to leave it in the trunk.

Salinas, a long-time worker of the Kingdom of Jesus Christ, who was also in the car, heard the instructions, and was herself surprised to see the suitcase on the plane.

Green, said that having heard the Pastor’s instructions, Salinas simply claimed the suitcase, intending to bring it to the Philippines. She did not know what was in the suitcase, as evidence presented in court has shown.

Green also disputed allegations that she was protecting Pastor Quiboloy.

“He did not need protection for anything because he did not even know what was in the suitcase,” he stressed.

The only charge Salinas now faces is for making a false statement by claiming the suitcase belonged to her.

With the dismissal of the two major charges, she will merely be serving no more than 90 days with a possibility of probation and home detention. Salinas has been in home detention since her indictment in 2018.

Vicente T. Cubero was born on September 28, 1911, in Carmen, Lanuza, Surigao, now Surigao del Sur, to Isidro Cubero y Suan from Loon, and Antonia Tejol y Tocmo, who migrated to Surigao. Vicente’s mother, Antonia, was a native of Corella, Bohol.

Vicente T. Cubero was a short (he stood only five feet three inches tall), stocky, fair-complexioned, curly-haired, agile man. He was a father of one, miner, foreman, soldier, and an expert horse-rider. He had high cheekbones, thick lips, pockmarks on his long face, and wrinkles on his forehead. He was a good talker, a religious man who believed that one’s life must be sacrificed for God and country.

The story of how Francisco Salazar stepped on Bohol soil, is told by Lt. Juan “Aning” Relampagos (father of Vice Gov. Rene L. Relampagos) of Loon. Lt. Relampagos, himself a United States Army Forces in the Far East (USAFFE) officer who never surrendered to the enemies was the head of a trading vessel (a banca) which reached Macrohon, Leyte, sometime in the later part of May 1942. There he accidentally met a man who was about 30 years of age, very friendly, and greeted Relampagos as “Sano.” Francisco Salazar the stranger, inquired where the banca was bound for. Relampagos replied that the boat was bound for Bohol. The stranger said he was also going to Bohol and requested that he be allowed to take passage. Relampagos accepted. Forthwith, he told the stranger that the boat would go to Dinagat, Surigao first before heading to Bohol. Instantly, the stranger was not averse to proceeding to Dinagat.

Thereafter, Franciso Salazar while navigating for Dinagat, he moved close to Relampagos and introduced himself as “Captain Francisco Salazar.” He further told Relampagos that he was a “Captain of the USAFFE” in hiding. Subsequently, he requested Relampagos to allow him to join even as the last member of the crew. Relampagos was at first hesitant and reluctant of the stranger who had called him “Sano.” But after much insistence and pleading, he allowed the stranger to join as a crew member, and later from Dinagat, returned to Bohol after they caught plenty of fish to bring home.

Meanwhile, Salazar befriended Relampagos and the crew. Most of the time Salazar served as a cook and sometimes as a hewer of wood and drawer of water. Salazar revealed to Relampagos his true identity. He said the name “Captain Francisco Salazar” is only an assumed name or alias; his true name is Vicente T. Cubero, born in Lanuza, Surigao, of parents from Loon and Corella, Bohol.

In a more confidential tone and friendly manner, he further told Relampagos that as a USAFFE officer he had engaged in several encounters with the Japanese in Davao and other places in Mindanao. After several days at sea, Relampagos was finally certain of the stranger and took him in completely confidence. With friendliness and air of military comradeship, Relampagos revealed that he too, is a lieutenant of the USAFFE and had assumed the name of “Lt. Rogers” as his alias.

Finally, Captain Salazar set foot on Sitio Lawis, Catagbacan, Loon. Salazar and Relampagos became very close to each other. Immediately, Captain Salazar started his work in Bohol and an agent of the USAFFE against the invading Japanese Imperial.

NAGA CITY (2 December 2005) -- National Statistics Administrator Carmelita N. Ericta will be special guest in today's regional assembly of local civil registrars in the Bicol region to be held at the Regent Hotel here.

NSO Bicol regional director Mariano Fontanilla said that administrator Ericta will be joined in by Caloocan City Civil Registrar Luchi Flores who is the president of the National Association of Civil Registrars in the country.

Fontanilla said Ericta, who is also the Civil Registrar-General, will keynote today's assembly of Bicol's civil registrars who have undergone a two-day seminar on upgrading civil registration procedure and advocacy campaign as called for the in the Local Government Code.

Pilar, Sorsogon civil registrar Leosilito Lleosal heads the 144-member Bicol Association of Civil Registrars.

One of the strategies adopted in the advocacy campaign is to tap the support and assistance of the barangay secretaries of all the 3,471 barangays in the Bicol region to step-up compliance of registration of the unregistered children in each municipality.

Fontanilla bared that among the Bicol provinces with poor turn-out in civil registration is Masbate, particularly the towns of Mandaon, Cawayan, Balud and Milagros.

Bohol’s RT-PCR containerized testing labs suspend operation

Operation of the two containerized reverse transcription polymerase chain reaction (RT-PCR) laboratories in the province have been temporarily suspended as their supply of reagents have been depleted.

Dr. Yul Lopez, spokesman of the Bohol Inter-Agency Task Force (BIATF) confirmed that the RT-PCR machines â€" one of which is operated by the provincial government and the other by the Gov. Celestino Gallares Memorial Hospital (GCGMH) â€" have ran out of “reagents” specifically the detection and extraction kits which are necessary in evaluating the presence of the SARS-CoV-2, the virus that causes COVID-19.

Lopez explained that the supply of reagents is sourced from Manila and the absence of regular flights could delay the resumption of the RT-PCR machines’ operation.

Meanwhile, GCGMH chief Dr. Mutya Kismet Macuno told dyRD Balita that while the operation of the hospital’s RT-PCR lab is temporarily suspended, swab samples and tests that are sent to them are being forwarded to Cebu City.

Macuno said that “a team from Davao City will be arriving Wednesday to make necessary action.”

As each of the two containerized laboratories is capable of processing more than 100 tests per day, Lopez said, testing for COVID-19 here in the province could be delayed as swab samples will have to be taken to Cebu City for laboratory testing.

Bohol sets protocol strictly for APORs

Bohol now has a separate protocol strictly for incoming authorized persons outside residence (APORs) as agreed by the Bohol Inter-Agency Task Force (BIATF) and ratified by Gov. Arthur Yap.

The protocol contains more defined guidelines providing procedure and travel requirements for the entry of APORs to the province amid the COVID-19 pandemic.

The governor on Friday ratified the set of guidelines for APORs which was submitted to him as approved by Bohol doctors in a BIATF meeting the other week.

On Thursday, the national IATF agreed to allow anybody, whom it calls the non-APORs, to travel but only between the areas under the general community quarantine (GCQ) and modified general community quarantine (MGCQ), which is presently Bohol's category.

This is intended to gradually reopen tourism in the country and for the non-APORs to enjoy "staycation," short for stay on vacation.

Bohol is poised to reopen tourism by mid-November, although softly, as even the anticipated Christmas rush may still be far remote from usual to cap this year merrily under the new normal.

The province is yet to hold copy of the new IATF guidelines on non-APOR travel.

THE PROCESS

Under the protocol, the process flow starts with the APOR or requesting party coordinating with the receiving party or local government unit (LGU) in Bohol to ensure availability of quarantine facility.

By this, transportation from port of entry to the quarantine facility and compliance with the local health protocol are arranged, too.

The LGU focal person must submit the name/s of the APOR/s with complete documentary requirements to the BIATF through the provincial focal counterpart for BIATF clearance.

These are the requirements:

* Request letter to the BIATF stating the purpose of the travel to Bohol, date of arrival and departure, and specific itinerary during the whole stay of the APOR;

* Mission/work order or letter order or appointment letter;

* Letter of acceptance of the LGU, stating that the APOR has a reserved quarantine facility bed and arranged vehicle and transport personnel from the port of entry to quarantine facility---and to the port of departure after the purpose of travel has been completed;

* Medical certificate from a licensed physician in the place of origin issued 48 hours before the travel to Bohol. The certificate must indicate that the APOR does not show any aymptoms of COVID-19 and is not an active case; and

* Negative result of RT-PCR test by an accredited molecular laboratory for an APOR whose stay in Bohol is less than five days. The swab sample is taken not more than 48 hours before the confirmed flight or pass for other modes of transportation. Result is original and, if available, authenticated and duly signed by the chief pathologist.

The APOR or requesting party, in coordination wit the receiving LGU, will schedule his/her trip to Bohol once all the required documents have been completed

WHEN STAYING
OVER 5 DAYS

An APOR who will stay for more than five days will not be required to submit a negative RT-PCR test result before going to Bohol.

But he/she will be required to undergo quarantine upon Bohol arrival, take RT-PCR test on the 5th day, and remain at the facility until a negative result is known.

Once tested negative, the APOR will be released from quarantine but permitted to go only to the specified place/s for the purpose of his/her visit.

The APOR is discouraged from going anywhere outside the specified areas and will limit interaction with individuals other than those directly involved in the purpose of visit.

LESS THAN
FIVE DAYS

For an APOR whose stay is less than five days, he/she may be transported immediately to the specified work area for the purpose of visit.

But after his/her work for the day, the APOR will be transported to the quarantine facility.

On the next day, the APOR will be again transported to the specific work area and back to the quarantine facility.

He/she is also discouraged from going anywhere outside the specified areas and will limit interaction with individuals other than those directly involved in the purpose of visit.

All individuals having direct contact with the APOR and places visited by the APOR shall be strictly monitored when contact tracing is to done.

A close contact is any individual who was within six feet to an infected person for at least 15 minutes---or had direct contact with a probable or confirmed case two days before up to 14 days from the date of swabbing of the case.

OTHER GUIDELINES

The meals of the APOR must be packed and not shared with the locals or fellow APOR.

At any given time of the APOR's stay, when symptoms develop, quarantine is immedite.

The APOR shall be referred to the LGU medical team for assessment and repeat testing must be done.

The APOR will only be allowed to stay for the maximum duration of the purpose of visit.

He/she will be immediately transported to the port of departure by the receiving party/LGU-designated vehicle and transport team once the APOR's visit has been completed.

If the APOR will test positive within 14 days after leaving Bohol, he/she has to inform the proper authorities in Bohol for immeditae contact tracing here.

APPROVED BY DOCTORS

The protocol for APOR was approved by the BIATF-Health and Medical Group during its meeting at the Capitol on October 5.

In the group are, among others, doctors Ellan Lyll Salada, Bohol's only infectious disease specialist, Jefferson Ong and Kazan Baluyot who respectively head The Bohol Medical Society and Philippine College of Physicians-Bohol Chapter, Angelo Lechago, Cesar Tomas Lopez who is the BIATF spokesperson, Fruserma Uy of the Provincial Health Office, Jeia Pondoc who is the Tagbilaran City health officer, and Mutya Kismet Tirol-Macuno, chief of the Gov. Celestino Gallares Memorial Hospital which is Bohol's biggest government hospital supervised by the Department of Health.

Other doctors from both private and government hospitals attended the critical meeting.

The governor ratified the important protocol on October 16, citing the prevailing rise of COVID-19 cases and continuing threat to the Filipinos without sparing the people of Bohol.

The Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, with additional amendments just on Octoner 8, directs minimum public health standard compliance at all times for the duration of the modified general community quarantine (MGCQ), which is Bohol's current alarm system.

Yap called for strict compliance in ratifying the APOR protocol.

On behalf of the people of Bohol, allow me to thank LoGIC Project or Local Governance Integrity Circles Network Project, co-funded by the European Union and Konrad Adenauer Stiftung, and European Chamber of Commerce of the Philippines for this European Investment Mission.

I am appreciative of the EU’s efforts to keep the dialogue despite the setbacks of COVID 19. Surely, many have been held down by the fears and uncertainties of the pandemic, but I am happy that this Investment Mission has brought people together to consider about getting back on track to reopen business and reconsider investment in Bohol and in the Philippines.

There are many reasons why it makes sense to invest in Bohol.
The primary consideration is Bohol’s ability and track record to manage COVID 19 pandemic. Having shown an ability to act fast and in conjunction with the LGUs and counterpart national agencies, Bohol in the last ten months was able to show that COVID 19 can be managed. Bohol has dedicated COVID 19 hospital with an operational PCR laboratory in the name of Gov. Celestino Gallares Memorial Hospital (DOH Hospital), and another province-owned and operated containerized and mobile PCR Laboratory which is delivering results within 48 hours. A close to P400-million equipment and hospital modernization program for Bohol’s province-owned hospitals and clinics are also underway.

The Province is also presently in the process of distributing more than 300,000 family-based contact tracing card, which are running on an online tracking, registration and contactless payments system which is harmonized for the use of tourists and transient visitors as well.  The QR Code-based system was recently successfully tested when the Department of Tourism held the country’s largest tourism trade fair on a hybrid virtual conference in Philippine Travel Exchange 2020 in Panglao, Bohol last September 22-24, 2020.

Bohol today maintains strict protocols with the cooperation of all 48 LGUs and continues to maintain localized quarantine centers together with the PNP, Philippine Coast Guard, the Armed Forces of the Philippines and other counterpart national and local agencies. Local bed spaces for retuning OFWS and Locally Stranded Individuals number more than 9,000 beds. The results today are truly encouraging with less than 100 active cases at any given time in the last ten months, with more than 300 recoveries and 8 deaths. While we understand how Covid 19 has been a tragic catastrophe for our people, we have continued to work and have been blessed with the ability to manage this pandemic, and set the stage now to recover from it.

Other considerations also abound: the Philippines’ continued standing of enjoying preferences under our negotiated bilateral and multilateral trade agreements assures our investors and manufacturers an advantage when they ship to different parts of the world. Our youthful manpower continues to be educated, dedicated and competent to provide the labor force to power the industries that would locate in Bohol.

In terms of ports, we have various ports just scores of kilometers away from Cebu and in the near future, are set to complement and even provide, stand-alone facilities to export manufactured goods and produce from them. Tubigon, Loon and Getafe Ports are being expanded and work did not cease because of Covid 19. Bohol’s power is also being secured and upgraded with the NGCP Cebu to Bohol Submarine Line Power Connection and the ongoing bidding of Bohol 1 Power’s electricity needs to an energy to supply the three (3) major distribution utilities of Bohol through sustainable and environmentally friendly in-island generating capacities.

We may have a world class international airport operating in Panglao, but Bohol refuses to sit on its laurels. A third bridge is presently being built to connect Panglao Island with downtown-commercial Tagbilaran City, and plans are already underway to expand the bridge and connect it to a bypass expressway viaduct so that the newly developing northern municipalities of Bohol fronting Cebu can be linked to the tourism boom towns of Tagbilaran City, Dauis and Panglao.

Water which remains to be an investment preserve for the private sector will now be considered by the provincial government. In a P1-Billion investment program to be launched and implemented in 2021, the provincial government has identified more than 20 municipalities that will serve more than 450,000 local Boholanos with regard their domestic municipal water needs.

But Bohol understands that these investments can only be sustained by a resilient, strong and educated workforce, for which the provincial government will also be launching distance education/learning for the entire province, having a strong integrative program to address the myriad challenges affecting Bohol’s youth, continually having a strong cultural program as part of the academic and extra-curricular activities of the people, while linking and integrating this with Bohol’s tourism sector through education, training and showcasing programs, including building a permanent home for the arts and culture through a cultural centre for the Visayas in Tagbilaran City.

By November 15, 2020, Bohol is set to open the Municipality of Panglao to tourism groups. We hope that you can come to visit us and see and experience first-hand what we are doing for tourism and how we are now capitalizing on a new, possibly slower, yet a more decisive type of tourism that can make a dramatic change for food security and food processing in Bohol. Not only will we be showcasing how we are taking care of our environment but also how environment and water resources will be used as the fundamental basic platform to launch agriculture, fishery and food processing programs.

The Pre-Covid statistics of 1.5 million tourist arrivals and a captive 1.4 million local residents in an island province with seven freshwater basins and more than 4,000 square kilometers in area is a critical positive base to grow from.

With Bohol’s God-given position of being at the center of the country on the route of our central nautical trading highway and at the center of more than 30 million people as a market in the Central Philippines, we are more than confident that Bohol is the right place for our European investors to be in and prepare for a resurgent local economy.

LEGAZPI CITY (2 December 2005) -- Of the 2,354 cumulative HIV/AIDS cases in the Philippines from January 1994 to September 2005, Bicol accounts for only 25 or 1.1 per cent, the Department of Health-Center for Health Development (DOH-CHD) said.

Dr. Alan Lucañas, DOH-CHD Bicol regional HIV coordinator, said 7 out of these 25 HIV carriers in the region are already dead. "With age groups ranging from 4-59 years old, 18 of these HIV victims are still alive."

The breakdown of cases per province, 10 cases are from Camarines Sur, Albay had 8, Sorsogon - 3, Camarines Norte - 2, and 1 case each from Catanduanes and Masbate, according to Lucañas.

The major national mode of transmission, as he explained further, is sexual intercourse with 86 per cent of the total prevalence while only a few are caused by blood transmission, prenatal origins and needle sharing among drug users.

Lucañas also bared that on the national cumulative figure, 797 (34 per cent) of those afflicted are OFWs. "Some 232 are seafarers, 132 are domestic helpers, 69 are foreign employees, 66 are health workers and 62 victims are entertainers."

Yesterday's observance of World AIDS Day in the province of Albay was led by the City Health Offices (CHOs) of Legazpi and Tabaco.

With the theme "Stop AIDS, Keep the Promise", Dr. Sarah Vasquez, officer-in-charge of Legazpi CHO bared thast the activity that will start with a walk-through from Sta. Teresita Hospital in Barangay Cabangan to Peñaranda Park at the Albay District which will be participated in by the schools, NGOs, night establishment employees including its guest relations officers (GROs).

"A short program at the Peñaranda Park shall follow afterwhich an information caravan will start from the City Hall to the Pacific Mall here where the anti-HIV/AIDS virus advocacy program shall be led by the NGOs."

Likewise, the Tabaco CHO, headed by Dr. Audwin Asada, will conduct a conference-seminar at Bicol University Tabaco Campus wherein the NGOs, TLF, Tabaco AIDS Council and some nightclub representatives are expected to give situationers and come-up with anti-AIDS advocacy plans.

The HIV/AIDS epidemic has reportedly been spreading across Asia and the Pacific, including China, Vietnam, Malaysia and Cambodia through drug use and prostitution.

According to the World Health Organization (WHO) some five million people worldwide were needlessly infected last year, adding to the 40 million already living with the virus.

The United Nations has set number of goals in response to this epidemic including reversing the prevalence by 2015 by providing antiretroviral treatment to HIV victims in developing countries. Despite this, WHO said the initiative is still short of its target. (PIA)

While I no longer live full-time in an RV (we’re now living full-time and traveling via sailboat!), I lived in one for several years and still own one. When we’re not on the boat, we live full-time in the van.

RVing is something that I absolutely love, and I think that traveling or living in an RV will ALWAYS be a part of my life!

What I love so much about living in an RV or van is that you have your whole house with you while you visit beautiful places. You can park right next to hiking and biking trails, next to the mountains or beaches, and more.

When we first sold our house to live in an RV full time, people thought we were crazy. We got rid of more than half of our stuff and started driving across the country.

But, as I started sharing our experience with our friends and family, more and more people started to realize it wasn’t crazy at all â€" it was amazing!

RVing has become more popular over the past few years, and for good reason.

People like renting RVs for many reasons such as:

It can be a great way to connect with the outdoors, visit national parks, go hiking, and more.
Gives you the opportunity to test out RV living by renting one first.
If you’re traveling with others, it can be a lot of fun to all travel with your RVs.
And so much more.

In compliance to the directive of the Commissioner on the immediate disposal of forfeited and abandoned goods, the Bureau of Customs â€" Port of Clark, conducted inventory of forfeited and abandoned mobile phones, laptops, computer monitors and other accessories on September 14 & October 08, 2020.

Said inventory was conducted in the presence of representatives from National Telecommunications Commission (NTC), Commission of Audit (COA), Customs Intelligence and Investigation Service (CIIS) and Enforcement and Security Service (ESS). The inventoried items were covered by forfeiture decisions and final decrees of abandonment which attained finalities and were in violation of Sections 117 & 1113 of R.A. No. 10863 (CMTA).

According to the port’s Auction and Disposal Unit, in accordance with Section 1141 of the CMTA, said goods will be donated to the Department of Education (DepEd) after compliance with existing rules and regulations and conduct of necessary donation procedures.

District Collector Atty. Ruby Alameda stated that the forfeited and seized items were the result of vigilance and dedication to service of Port of Clark personnel in apprehending shipments violating the CMTA. She likewise said that the donation will support the education of Filipinos in their distant learning during this challenging time.

Personal Remittances at US$2.8 Billion in August; Year-to-Date, Remittances Down by 2.6 Percent

Personal remittances from overseas Filipinos (OFs) in August 2020 declined year-on-year by 4.2 percent to US$2.756 from US$2.875 billion recorded in August 2019. This brings the cumulative remittances for the first eight months of the year to US$21.414 billion, a slight decrease of 2.6 percent from the US$ 21.995 billion recorded in the comparable period in 2019.  Personal remittances from land-based workers with work contracts of one year or more declined to US$2.118 billion in August 2020, 4.6 percent lower than US$2.221 billion recorded in August 2019.  Similarly, remittances from sea-based workers and land-based workers with work contracts of less than one year fell by 2.2 percent to US$580 million in August 2020 from  US$593 million a year ago.

OF cash remittances that are coursed through banks declined by 4.1 percent to US$2.483 billion in August 2020 from US$2.589 billion in August 2019. For the period January â€" August 2020, cash remittances amounted to US$19.285 billion, 2.6 percent lower than the  US$19.808 billion registered in the comparative period last year. This was due to the decline in remittances from both land-based and sea-based workers, which fell by 1.9 percent  (to US$15.183 billion from US$15.476 billion) and 5.3 percent (to US$4.101 billion from  US$4.332 billion).

By country source, the decline in remittances in August 2020 compared to the level in the same month last year was noted from Saudi Arabia, Japan and the UAE. These were partly offset by observed remittance growth from the United States (U.S.), Singapore, and Malaysia.  In terms of cumulative share, receipts from the U.S. registered the highest share to total OF cash remittances year-to-date at 40.2 percent followed by Singapore, the United Kingdom, Japan, Saudi Arabia, United Arab Emirates, Canada, Hong Kong, Taiwan, and Qatar.1 The combined remittances from these countries accounted for 78.9 percent of total cash remittances.

LAWMAKER ASKS DOLE, DBM, DOF TO STUDY GOV’T PARTIAL SUBSIDY OF SME WORKERS' 13TH MONTH PAY

I ask the DOLE, DBM, and DOF to crunch the numbers on what and how much it would take for the national government to partially subsidize the 13th month pay of rank and file employees of small and medium sized enterprises that have reopened for business.

There is nothing in the Labor Code that prevents the national government from intervening with a partial subsidy of the 13th month pay. Perhaps we could aim for 50 percent of the minimum wage as the point of reference.

Let us strive to find different ways to make the 13th month pay happen for the businesses which have reopened. Perhaps the 13th-month pay can be pro-rated to apply only to those months of the year the businesses were in actual operation, not including the months they were shut down.

We already have the databases of eligible employees and businesses which DOLE and SSS used for direct cash grants earlier this year.

Perhaps DBM can check if there are available funds which could be realigned from discontinued projects and programs.

The rank and file employees await our collective effort in government to find solutions instead of just surrendering in the face of problems.

If partial government subsidy of the 13th-month pay of SME employees is doable, then we in the House can support the needed bill or resolution certified as urgent. (END)

GIR CLIMBS TO US$100 BILLION AS OF END-SEPTEMBER 2020

The country’s gross international reserves (GIR) level, based on preliminary data, rose by US$1.54 billion to US$100.49 billion as of end-September 2020 from the end-August 2020 level of US$98.95 billion. The month-on-month increase in the GIR level reflected inflows mainly from the BSP’s foreign exchange operations and National Government’s foreign currency deposits with the BSP. These inflows were partly offset, however, by the revaluation losses from the BSP’s gold holdings resulting from the decrease in the price of gold in the international market and foreign currency withdrawals made by the National Government to pay its foreign currency debt obligations.

The end-September 2020 GIR level represents a more than adequate external liquidity buffer, which can cushion the domestic economy against external shocks. This buffer is equivalent to 10 months’ worth of imports of goods and payments of services and primary income.[1] Moreover, it is also about 9.2 times the country’s short-term external debt based on original maturity and 5.4 times based on residual maturity.[2], [3] 

Similarly, the net international reserves (NIR), which refers to the difference between the BSP’s GIR and total short-term liabilities, increased by US$1.53 billion to US$100.48 billion as of end-September 2020 from the end-August 2020 level of US$98.95 billion.

[1]  By convention, GIR is viewed to be adequate if it can finance at least three-months’ worth of the country’s imports of goods and payments of services and primary income.

[2]  Short-term debt based on residual maturity refers to outstanding external debt with original maturity of one year or less, plus principal payments on medium- and long-term loans of the public and private sectors falling due within the next 12 months.

[3]   The level of GIR, as of a particular period, is considered adequate, if it provides at least 100 percent cover for the payment of the country’s foreign liabilities, public and private, falling due within the immediate twelve-month period.

BSP RECEIVES “BEST SYSTEMIC AND PRUDENTIAL REGULATOR IN ASIA PACIFIC” AWARD FROM ASIAN BANKER

The Bangko Sentral ng Pilipinas (BSP) received the “Best Systemic and Prudential Regulator in Asia Pacific” award for 2020 from the Asian Banker during a virtual awarding ceremony today.

Banking intelligence provider Asian Banker evaluates the achievements of central banks and financial services regulators in the Asia Pacific, Middle East and Africa. Quezon City (1 December 2005) -- The Land Bank of the Philippine in support to the national government's avian flu preparedness plan has drawn specific guidelines to help prevent the spread, and control the damage in case of an avian flu outbreak.

The bank has a total loan portfolio of P1.5 billion in poultry and allied industries. Land Bank will coordinate with the various government agencies for the implementation of the avian flu preparedness plan of the government. As part of the communication campaign, Land Bank will integrate the avian flu preparedness plan in its briefing activities with Bank clients who are in the poultry and allied industries.

Land Bank will likewise require its clients to properly observe bio security measures like: a.) installation of farm gates, shower rooms, foot baths, fumigation boxes; b.) proper rest period and disinfection of flocks; c.) proper disposal of dead birds; d.) ensuring that poultry farms are inaccessible to stray animals and free flying birds; e.) no mixing of poultry and swine in the same holding facility; and f.) recording of all movements to and from the facility.

The conflict between local residents, a farmers’ group, a quarry operator and small-time gold miners could boil over as government intervention has been dallying around the controversy.

Although it has been found operating illegally, a riverbed quarry extracting sand and gravel that is owned by a municipal councilor of Trinidad town, remains in operation despite having been declared as illegal and environmentally harmful by the Provincial Environment and Natural Resources Office (Penro), the Bohol Environmental Management Office (Bemo) and the Sangguniang Bayan (SB) of Trinidad.

In a telephone call made to Station dyRD’s “Inyong Alagad” on Wednesday, Hugpong sa Mag-uumang Bol-anon (Humabol) secretary general Danilo Olaivar negated claims made by Municipal Councilor Pablo Molos that there have been no actual complaints from local residents or farmers regarding the operation of his sand and gravel extraction along the Kinan-oan creek in Barangay Banlasan, Trinidad.

Olaivar called on government agencies, specifically the DENR and the Sangguniang Panlalawigan (SP) and Gov. Edgar Chatto, to issue a stoppage order against the quarry operations of Councilor Molos

The Humabol spokesman said that the SB of Trinidad, during four hearings of the committee on environment chaired by Councilor Pablo Utara, found out that the extraction of sand and gravel and the operation of a crusher and washery along the Kinan-oan creek, owned by their colleague Councilor Molos, caused damages to the riverbed and agreed to recommend for its stoppage to be endorsed to the SP and the Office of the Governor.

According to Olaivar, even separate inspections conducted by Penro Nestor Canda and Bemo head Leonilo Lafuente, verified that the quarrying at Kinan-oan has affected villagers in five barangays of Sto. Tomas, Banlasan, Kinan-oan, Cabiguhan and San Vicente who are dependent on the creek for fishing, drinking water for their farm animals and the irrigation of their ricefields and farmlands.

Thousands of residents are being affected, Olaivar said, as the washery and crusher, including backhoe and 10-wheeler trucks hauling sand and gravel along the creek, owned by Molos has turned the water in the creek murky.

But during an interview with “Inyong Alagad” on Monday, Molos said it is not his crusher and washery that has caused the murky waters of Kinan-oan, but the gold panning activities along the creek by some locales who are resorting to gold mining in between planting and harvest seasons.

Molos claimed he already moved some 50-meters away from the creek where he has constructed an impounding basin to divert water from his washery from the Kinan-oan.

But these small-time gold prospectors, denied the allegation of Molos, saying that their gold panning activity along the Kinan-oan creek is just minor compared to the washery of Molos.

In fact, small time miners cited that Molos’ washery does not have an environmental compliance certificate (ECC) and is operating under a permittee acting as a dummy for the municipal official.

Olaivar said the provincial officialdom must act immediately on the dispute between these groups to avert hostilities.

Globe said it is migrating its broadband network from copper to fiber as part of efforts to continuously make its services better.

COTABATO CITY --- More than 70 barangays in central Mindanao are flooded since Friday after the 220,000-hectare Liguasan Delta overflowed following torrential rains in mountain ranges around.

The most affected barangays are in interior areas in the adjoining towns of Pagalungan and Montawal in Maguindanao and in nearby Pikit and Kabacan in North Cotabato.

The four towns are dotted with swamps and crisscrossed by rivers that connect to the vast Liguasan Delta.

The Liguasan Delta is a catch basin for a dozen rivers that spring from forested hinterlands in Bukidnon,Sultan Kudarat, Maguindanao, North Cotabato and South Cotabato provinces.

The local government units in Pagalungan, Montawal and Pikit have relocated hundreds of families to higher grounds with the help of volunteer organizations, the police and units of the Army’s 602nd Brigade of the 6th Infantry Division.

Key members of the Pikit municipal disaster risk reduction and management council said Sunday 27 barangays in the municipality have been inundated since Wednesday.

“We have no way but evacuate to higher areas. The flood in our barangay is now waist-deep. Our farms are flooded, our crops destroyed,” an evacuee, 36-year-old farmer Edris Sandigan, said in the Maguindanao vernacular.

Sandigan, his wife and four children are among more than 20,000 flood-stricken Moro and Christian families displaced by the floods that also hit low-lying towns in the second district of Maguindanao, along the upper zones of the oft-flooded Liguasan Delta.

The Bangsamoro government’s Rapid Emergency Action on Disaster Incidence, or READI contingent, has started its relief interventions for flood victims.

The quick deployment READI outfit is operating under the supervision of lawyer Naguib Sinarimbo, who is local government minister of the Bangsamoro Autonomous Region in Muslim Mindanao.

Sinarimbo said the Ministry of the Interior and Local Government and READI shall together also reach out to flood victims in several barangays in North Cotabato province in Region 12 that became part of BARMM after residents voted in favor of the inclusion of their communities into the Moro-led autonomous government during a plebiscite in early 2019.

Sinarimbo, also concurrent BARMM regional spokesperson, said Sunday their relief missions for flood victims is a joint initiative of their local government, social services and health ministries under Bangsamoro Chief Minister Ahod Ebrahim.

He said their chief minister is focused on possible engineering interventions, like dredging of the waterways connecting the Liguasan Delta to the western seacoasts of Maguindanao and Cotabato City for floodwaters to easily flow downstream and drain into the sea.

“These rivers have become shallow due to thick deposits of silt that accumulated on river beds as a result of perennial flooding for decades now,” Sinarimbo said.

Other senior BARMM regional officials said the Bangsamoro government and Malacañang need to work together fast in addressing the problem.

Sources from the offices of the Department of Public Works and Highways in Region 11 and 12 said Malacañang long has a plan to dredge the rivers connecting the Liguasan Delta to seacoasts downstream that has never fully taken off since during the time of the now defunct Autonomous Region in Muslim Mindanao, or ARMM.

“That Liguasan rehabilitation plan of the national government has been there even before President Rodrigo Duterte got elected in 2016. The ARMM and the BARMM cannot be blamed for these flooding woes because its implementation is the national government’s call,” a senior regional DPWH official, who requested anonymity, said.

The ARMM, created via a referendum in 1990, was replaced with BARMM in February last year as a result of the 22-year peace talks between Malacañang and the Moro Islamic Liberation Front, whose revolutionary figurehead, Ebrahim, is now an appointed Bangsamoro chief minister. 1965 una naging Presidente si Marcos. Barely three years pa lang si Marcos sa office in 1968, wala pang Martial Law, inorganisa na ni Sen Ninoy Aquino ang Moro Secession (MNLF-MIM ni Nur Misuari) and Communist Insurgency (CPP-NPA ni Joma Sison) in collaboration with Malaysia para guluhin ang gobyerno ng Pilipinas. Pinondohan ng Malaysia ang panggugulo ni Ninoy, binigyan ng armas, training, at propaganda machinery ang mga rebelde.
Simula 1968, apat na taon ang sakit ng ulo sa pagdedebate ang Congress ng gobyerno kung ano ang dapat na government action against the insurgency. So in 1972 the Congress recommended that the President will declare Martial Law -- kaya 1972 ang Martial Law. At first blow of the Martial Law in 1972, Ninoy Aquino was immediately arrested by the government in the same year (1972), si Joma Sison in 1974, pero si Misuari ay tumakas na sa ibang bansa 1972 pa lang.
In Nov 25, 1977 after five years of trial, Ninoy Aquino was finally convicted of TREASON for the crime of (1) collaborating with Malaysia in developing Mindanao Secessionist and National Communist insurgencies since March 1968, and (2) he disturbed the democratic process of the election when he masterminded the bombing of Liberal Party's campaign in the Plaza Miranda in 1971.
So you see, ang Martial Law start ay 1972, at si Ninoy ay nakulong na agad in 1972 pa lang for crimes committed in 1968-1972. Ninoy's insurgency was before the Martial Law. Kung hindi nanggulo si Ninoy, hindi nagkaroon ng Martial Law. Si Ninoy ang cause ng Martial Law.
The Martial Law was a legitimate government decision recommended by the Filipino people and for the Filipino people in 1972. Pero ang struggle ni Ninoy, all for MALAYSIA, to make Philippines weak and incapacitated in recovering SABAH. Yang pag brand ng Martial Law as "dictatorship", propaganda yan ng Malaysia-Aquino-MILF Triad.

The police officers received their certificates at the graduation ceremony held on October 14 at the Provincial Tourism Annex,  Mati City.

SUBSTITUTE BILL REQUIRES BODYCAMS IN ANTI-DRUGS OPS

The Committee on Dangerous Drugs is ready to present for plenary debates the proposed amendments to the law on the custody of illegal drugs and conduct of anti-illegal drugs operations, according to AKO BICOL Rep. Alfredo Garbin Jr, chairman of the technical working group that produced the consolidated or substitute bill of the proposed amendment to RA 9165 (Comprehensive Dangerous Drugs Act of 2002)

“I support President Rodrigo Roa Duterte’s call to destroy seized drugs. Para nga naman iwas-recycling ng mga nakukumpiskang drogang dapat sana’y itinatabi lamang upang magsilbing ebidensya sa mga paglilitis sa hukuman. Kontra tayo sa galawan ng mga tinaguriang ‘ninja-cops’ said Garbin, Vice-Chair of the House Committee on Justice.

Contained in the substitute bill is the mandatory proper dating of photographs of seized illegal drugs using newspapers and other publications dated the same day as day of seizure and conduct of inventory.

Swift passage of the bill would address concerns of police beat reporters and of President Rodrigo Roa Duterte on the conduct of anti-illegal drugs operations, Garbin said.

The Committee on Dangerous Drugs, chaired by Rep. Ace Barbers, approved the bill with safeguards and mandates, the Bicolano solon also said.

Garbin highlighted the following new requirements in the bill:

1. Mandatory use of bodycams and other “valid and legitimate technology” for proper documentation of anti-illegal drugs operations “from beginning until the end”;

2. Proper dating of photographs of seized illegal drugs using newspapers and other publications dated the same day as day of seizure and conduct of inventory;

3. Media coverage may be invited to join and cover anti-drug ops for journalism purposes only but “details and facts about the operation should not be used as condition for the reporter to sign the inventory.”; and
 
4. Under oath certification of the forensic laboratory examination results by the forensic laboratory examiner and the certification shall indicate the  kind of dangerous drugs seized, its chemical composition if possible, volume, weight, and other relevant information. (END)

ADVISORY ON PROPER HANDLING OF 20-PISO COINS       

The Bangko Sentral ng Pilipinas (BSP) enjoins the public to properly handle and circulate 20-Piso New Generation Currency (NGC) coins that were released to the public in December 2019.

The 20-Piso NGC bicolor coin has a nickel-plated steel core and a bronze-plated steel ring. By nature, copper-based metals like bronze undergo oxidation when exposed to the environment as indicated by a change in color shade or toning of the coin ring.

To preserve the integrity and prolong the luster of Philippine coins, the BSP advises the public to observe the following:

1.      Keep the coins clean and dry;
2.      Avoid putting adhesives on the coins;
3.      Avoid soaking the coins in liquids for prolonged periods;
4.      If needed, clean coins using weak acid, e.g., citric acid from kalamansi/lemon; rinse with water and wipe it with a dry cloth or paper towel; and
5.      Do not use chemicals that contain oxidizing agents such as bleach, or strong acids such as muriatic and sulfuric acids. If coins were accidentally exposed to these chemicals, immediately rinse with water and wipe them with dry cloth or paper towel.

The BSP encourages the cooperation of the public in its commitment to preserve the integrity of Philippine currency.

Governor Nelson Dayanghirang was one of the speakers during the Philippine Local Government Forum held yesterday, October 16, 2020 via zoom conference hosted by the Local Government Academy.

As one of the resource speakers of the high-level meeting, Governor Dayanghirang shared Davao Oriental’s best practices and efforts in achieving a sustainable and conflict-resilient community by showcasing his flagship program dubbed as Nagkakaisang Lingkod-Bayan ng Davao Oriental-Barangay Outreach Caravan (NLD-BOC).

Gov. Dayanghirang discussed how the program enabled the government get closer to the people not only by extending services to them but empowering them to have their voices heard by the government. He also gave emphasis on the milestones and accomplishments of the province since the inception of NLD-BOC in 2016.

For Governor Dayanghirang, “good governance is brought about by empowered community cooperators who are active participants, emphatic, and aware.”

The high-level meeting which was participated by local government units all over the nation is in line with the observance of the Local Government Month that bids to enhance capacities of local government units (LGUs) and other stakeholders towards good governance that will contribute to enhancing the resilience of communities from major government issues.
Other important personalities who talked during the forum are Department of the Interior and Local Government (DILG) Secretary Eduardo Año and Davao City Mayor Sara Duterte-Carpio.

As the province joins the celebration of the National Health Education Week, the provincial government launched the BIDA Solusyon Kontra COVID-19 and Mental Health Awareness Campaign on October 13, 2020, at the Provincial Capitol.

The campaign, which was graced by three regional executives, namely Department of Health Regional Director Dr. Annabelle Yumang, Department of Interior and Local Government Regional Director Alex Roldan, and Philippine Information Agency Regional Director Frances Mae Macapagat, aims to encourage the Filipino people to take an active role in the fight against our common enemy: COVID-19 (the “COntraVIDa”).

Tuesday’s  information, education campaign highlights the BIDA Solusyon against COVID-19, a national advocacy being adopted by the local government that focuses on the four (4) minimum health measures to beat the pandemic, which are:

D â€" Distansya ug usa ka metro
A â€" Aksyon base sa tinuod nga impormasyon

Led by "Disiplina Muna" Regional Ambassador Governor Nelson Dayanghirang, the activity was participated by media practitioners, information officers, and health officers from the different local government units, representatives from the youth, tourism, and education sector, and members of the Provincial Task Force on COVID-19.

The BIDA Solusyon campaign is an activity initiated by the Provincial Information Office in coordination with the Provincial Health Office.

Army helps 2 Tawi-Tawi frontliners hurt in gun attack

COTABATO CITY --- The Bangsamoro government is grateful to the Philippine Army for its prompt evacuation to Zamboanga City for medication of two anti-COVID-19 frontliners hurt in a gun attack in Tawi-Tawi this week.

Lawyer Naguib Sinarimbo, local government minister of the Bangsamoro Autonomous Region in Muslim Mindanao, said Thursday BARMM Chief Minister Ahod Ebrahim also wants closure to the incident that left social workers Niezel Ladjauddin Asakil and Kevin Pon badly wounded.

They are both employees of BARMM’s Ministry of Social Services and Development, or MSSD.

“The BARMM government is thankful to the commanding general of the Philippine Army for working out the immediate transport of the victims to Zamboanga City for confinement in a hospital there,” Sinarimbo said.

Sinarimbo was referring to Lt. Gen. Cirilito Sobejana, who had served as commander of the 6th Infantry Division in Maguindanao and Western Mindanao Command chief before he got to the helm of the Philippine Army early this year.

“He immediately ordered the airlift to Zamboanga City of the two wounded MSSD employees using military air assets. To him the BARMM is grateful,” said Sinarimbo, also spokesperson of the Bangsamoro regional government.

Initial police reports reaching the Bangsamoro regional capitol in Cotabato City stated that the duo were on their way home from an official assignment in Panglima Sugala town in Tawi-Tawi when they were attacked by gunmen somewhere in Barangay Lapid-Lapid in Bongao.

"Acts of lawlessness and violence directed against social workers are unacceptable, outrageous, and counterproductive to the pursuit of peace and justice in the Bangsamoro Region," the ministry also said.

Bongao is the capital town of Tawi-Tawi, a component province of BARMM.

Sinarimbo, chairperson of the inter-agency Regional Advisory Council of the Bangsamoro regional police office, said the MSSD is now attending to the needs of the injured Asakil and Pon. (JOHN FELIX UNSON, October 15, 2020)

Opening Brighter Opportunity for Michael

Meet Michael Bantilan, a six-year old resident of Prk. 7, Brgy. Maduao, Panabo City, Davao del Norte. He is the fourth child out of six children of Mrs. Hazel Bantilan, 26 years old and Mr. Aljun Bantilan, 29 years old.

Michael suffered from hydrocephalus since his birth wherein his head enlarges due to abnormal build-up of cebrospinal fluid (CSF) in the cavities of the brain. Luckily for Michael he can manage to carry his head and walks on his own.

Since Mrs. Bantilan is a plain housewife and Mr. Bantilan works as a backhoe operator, their income is enough for their basic needs. Life is tough for the family especially that we are now in the Pandemic of COVID-19.

When Mr. and Mrs Bantilan knew about the free Baptism offered by R-PSB Team Maduao led by PLT SAMMYBOY R OCOCA scheduled on October 13, 2020 at the gym of the barangay, they immediately registered their five children including Michael. As Mrs. Bantilan told us during our interview before the Mass Baptism “Lipay kaayo ko mabunyagan na akoang mga anak nga libre. Si Michael, mag Kinder 1 sunod tuig, magamit jud iyaha baptismal.” (I am grateful that my children will be baptized for free. Michael will enroll next school year to Kinder 1, his baptismal is a big help.)

For families like the Bantilan family, payments for baptism and birth registration are expenses that are least prioritized. Food on their table weighs more in their budget. The initiative of R-PSB Team Maduao to conduct Mass Baptism for free in the barangay gives a huge impact especially to families who have low income. DNPPO is even more grateful to Regional Chaplain Service PRO 11 headed by PLTCOL MARLOU N LABARES and Police Regional Office 11 headed by PBGEN FILMORE B ESCOBAL, Regional Director for accommodating Barangay Maduao as one of their recipients of Mass Baptism.

We are only one step forward on services offered by Revitalized Pulis sa Barangay. PCOL HACHUELA, Provincial Director of DNPPO stated that there are more government services that will be delivered to depressed and isolated areas in the province. One step at a time, we can attain a sustainable community for GIDAS areas and a better opportunity for individuals like Michael.

Initiated by first batch of R-PSB in Sitio Nasilaban, Brgy. Palma Gil, Talaingod, Davao del Norte, the three (3) hectare Cardaba Community Farm for Farmer’s Association of the sitio is in its fourth month since Bayanihan planting of cardaba commenced. Considering the cardaba farm is still in its infancy, the cardaba needs to be put with fertilizer and regularly round weeded.

To support the growth of cardaba until its harvest, DNPPO headed by PCOL RANIE P HACHUELA, Provincial Director gave three (3) sacks of urea at about 2:30 PM pf October 9, 2020. These fertilizer will promote green leafy growth and aids in photosynthesis process of the cardaba. It will sustain until the carbada bloom its first flower and produce fruit.

Four months from now, members of Ata Manobo Farmers Association of Sitio Nasilaban will harvest from their hard work in maintaining their three hectare Cardaba Community Farm. An oppurtunity for Ata-Manobo Tribe to attain a sustainable community.

Quezon City (1 December 2005) -- The Land Bank of the Philippines' total loans to its priority sectors reached P78.5 Billion as of September 2005. This represents 67 percent of the Bank's P118billion total loan portfolio, higher by P3.2 billion or six percent compared to the 61 percent share in September last year.

Land Bank acting President and CEO Gilda E. Pico is confident that the Bank's total loans to its priority sectors will exceed the end-2005 target of 65 percent. "This reflects Land Bank's intensified support for the key sectors that spur countryside economic growth", she said.

Land Bank's priority sectors include the small farmers and fisherfolk, SMEs and microenterprises, agri-infrastructure and environment-related projects. SMEs and micro-enterprises got the biggest share of P18 billion, followed by small farmers and fisherfolk with P17.1 billion. Share of loans for agri-infrastructure projects to LGUs increased to P12.9 billion from P11 billion last year, while share of loans for agri-related projects of government-owned and controlled corporations reached P9.9 billion. Meanwhile, loans for agri-business and environment-related projects reached P16.7 billion and P1.7 billion, respectively.

Finance Secretary and Land Bank Chairman Gary B. Teves lauded Land Bank's increased lending to its priority sectors and other key players in countryside development. Teves said, "By focusing on these sectors, Land Bank aims to promote job generation, entrepreneurship and poverty alleviation especially in the rural areas as outlined in the 10-point agenda of the Arroyo government. Pork barrel of one congressman equals 22 M schoolers’ lessons

How much is one congressional district’s pork barrel?

:-) Almost the same cost to print 22 million schoolchildren’s weekly lessons for a year. Or to feed 18 million poor families for a day or two. Or to vaccinate Metro Manila’s 12.8 million residents against COVID-19.

:-) The Speakership fight is drowning out such facts. In the political din the House of Reps is divvying up the people’s money.

At this writing there are two Speakers: Alan Cayetano and Lord Velasco. Whomever is the true one is not the issue. Pork barrel is.

:-) The “small committee” that Cayetano formed Tuesday is to accept congressmen’s “amendments” to the 2021 national budget. Some call it “insertions,” others “for later release.” Whatever, they’re all illegal pork slabs they’ll slice from the Executive’s spending program.

:-) Earlier, certain congressmen already secured full, greasy barrels. Cayetano’s small group consists of expert porkers.

:-) Cut up were infra-work funds of the Public Works department. To the two Taguig districts of Cayetano and congresswoman-wife Lani will go P11.11 billion, Rep. Arnolfo Teves alleges.

:-) Though only six percent of the national capital, Taguig is to get the lion’s share of the region’s money for road and bridgeworks. What’s the point of the Balik-Probinsiya project, asks Teves (Negros Oriental).

:-) To the Camarines Sur district of Deputy Speaker L-Ray Villafuerte will go P4.98 billion, says Rep. Bonito Singson.

:-) Having received P1.43 billion in 2019 and P6.76 billion this 2020, he now totals P13.17 billion, adds Singson (Ilocos Sur). Villafuerte figured in similar controversy last year.

:-) Then-appropriations head Isidro Ungab decried his withdrawal of the 2020 budget bill from the plenary to insert un-debated items.

:-) To the first district of Camarines Sur will go another P3.515 billion, Teves says. When the congresswoman passed away, Cayetano became district caretaker.

:-)Supposedly only P443.86 million originally was allotted for projects there. Adding the P11.11 billion in Taguig, Cayetano is to control P14.63 billion in public works.

===Cayetano and Villafuerte deny any sleaze. Before stifling open debates Tuesday on the 2021 budget, Cayetano disavowed closeness to seven of ten congressmen with the largest public works bonanzas.

“They’re my friends but not barkada... This is not a Barkada Budget but the President’s budget,” he said.

:-) Funds direly are needed for education. Sec. Leonor Briones reportedly requested P30 billion to augment her P10 billion for 22 million public schoolchildren’s printed lessons.

:-) During the pandemic, printed modules are majority of parents’ preferred learning mode in lieu of face-to-face classes. Each student is to receive a handout each week.

:-) The House gave Briones only P15 billion, plus P4-billion standby.

Expect super-typhoons in La Niña year 2021. Rehab from the last such howler Yolanda in 2013 cost the country P15.2 billion a year for four years. That’s roughly the pork barrel of one congressman alone.

:-) Yet drought threatens the Philippines’ usual sources of rice imports: Vietnam, Thailand, Cambodia. At P5,000 cash aid to each farmer, a mere P3 billion is needed to encourage palay growing.

Israeli flag carrier plane lands in the Philippines for the first time in seven years

The El Al Israel Airlines Ltd. with Flight No. LY 063 landed at the Ninoy Aquino International Airport (NAIA) this morning, 14 October 2020, at 6:25 AM. Ambassador Rafael Harpaz said that this historic flight symbolizes the good relations between Israel and the Philippines.

It was in November 2013 when two Israeli planes carrying humanitarian aid first touched the Philippine soil via Cebu airport to assist the Philippines in wake of Typhoon Yolanda. It was one of the biggest relief operations that Israel has ever conducted. The Israeli delegation of doctors, nurses, and paramedics and Israeli Foreign Ministry and Defense personnel provided a field hospital and helped repair damaged infrastructures such as schools and water facilities particularly in Bogo, Cebu.

Onboard the El Al plane were 250 Filipino students from different agriculture universities and colleges in the Philippines who completed their 11-month on-the-job training course of combined academic learning and practical work in the latest farming techniques and technologies in Israel. The program offered the students the opportunity to study at specialized agricultural academic centers and work in modern farms throughout Israel. Approximately 5,000 Filipino students already participated in this Agro Studies program. Another batch of flight from Israel to the Philippines is scheduled later on month.

The Embassy looks forward that after the COVID-19 pandemic and through the existing visa-free agreement, more Filipino tourists will come to visit Israel and vice versa; and hopefully, the direct flight services between the two countries will be implemented soon.
