Department of Human Settlements and Urban Development (DHSUD) Sec. Eduardo del Rosario on Monday appealed to real estate brokers to join the government’s fight against bogus transactions related to real estate property and other housing projects.

Del Rosario made the call during the launch of the Real Estate Brokers Association of the Philippines Inc. (REBAP) 42nd annual national convention.

“I take this opportunity to ask REBAP’s active participation in our campaign to protect not only the general public but also your organization and members and the legitimate developers,” he said.

Del Rosario cited REBAP’s significant role as “mediators” within the real estate transactions.

He said REBAP members have prime positions as legitimate developers, brokers, and salespersons that ensure legal transaction with the general public.

“The proliferation of real estate scammers who prey on innocent homebuyers deprive you â€" the legitimate salespersons, of your hard-earned and professional livelihood,” del Rosario told REBAP members.

Del Rosario said government has intensified its campaign against real estate scammers, including unscrupulous developers, brokers, and agents engaged in the illegal selling of real estate properties.

He said the government vowed to stop illegal transactions in the housing and human settlement projects.

The DHSUD has strengthened its collaboration with the Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG) and partner-developers to eliminate these illegal activities, del Rosario added.

Del Rosario said REBAP could be the housing department’s ally in protecting Filipino families from falling into deceptions of these scammers, illegal brokers, and bogus real estate agents.

Meanwhile, del Rosario lauded the organization’s role in setting a high-level of standard among real estate professionals in the country.

Del Rosario considered REBAP as the DHSUD’s highly valued partner in promoting sustainable human settlements and urban development nationwide.

“Together, with your cooperation and the support of other relevant government agencies, we can envision a prosperous and vibrant housing industry,” del Rosario said. “Together, let us join hands in attaining President Rodrigo Roa Duterte’s goal of providing each Filipino family with a decent, affordable, and resilient home they can probably call their own.”

Based on the Housing and Land use Regulatory Board (HLURB) under Presidential Decree 957, no real estate broker or salesman shall engage in the business of selling subdivision lots or condominium units without being registered.

DHSUD has regulatory power over real estate developers and brokers and salespersons are obliged to register with the DHSUD before engaging in property selling.

Labor Secretary Patricia A. Sto. Tomas today said that the non-passage of the Value Added Tax (VAT) could worsen unemployment that, according to the National Statistics Office, now stands at 4.03 million as of last January, up from 3.9 million a year ago.

The slight uptick sent the unemployment figure inching up to 11.3% of the country’s labor force, estimated at 35.7 million in January 2005, compared to 35.4 for the same period last year.

“While the 0.03% increase in unemployment on a year-on-year level may seem marginal, this is enough to cause us worry considering that hundreds of thousands more will be joining the labor force from the ranks of graduating college students next month,” said Sto. Tomas.

“Hence, we would like to strengthen the training, skills development, job creation and employment assistance programs being provided by the various offices and attached agencies of the DOLE, and this is where the additional funds that will be generated by the new VAT law will come in very handy, ” Sto. Tomas added.

The VAT bill is one of the revenue measures that the administration is pushing to generate an additional P80 billion for the state coffers to finance various government programs and help tame the budget deficit targeted at about P180 billion for this year. The labor chief said any prolonged delay in the passage of the VAT measure could negatively affect the implementation of the DOLE’s programs.

The DOLE budget for 2005 stands at P4.495 billion. This, the labor chief said is not enough to enable the department to make a big dent on the unemployment picture made worse by the forced repatriation of workers from Malaysia and the restrictions imposed by Japan on Filipino entertainers entering that country.

Tacloban City (2 December 2005) -- The Regional Consular Office of the Department of Foreign Affairs in Tacloban City has a new officer in charge in the person of Atty Edmundo V. Venturanza.

This was revealed by Mr. Samuel Angeles, the administrative officer of the Regional Consular Office in Tacloban. Mr. Angeles said that Atty. Venturanza has assumed office effective November 29, 2005.

Atty. Venturanza occupied the position previously occupied by Ms. Flora Belinda B. Bacosa who has been assigned to another position in the Department of Foreign Affairs.

The new officer in charge is expected to continue the work and the programs which were started and ably implemented by Director Bacosa since the opening of the Regional Consular Office in Tacloban more than three years ago.

The Regional Consular Office was the answer to the clamor of the people of Region 8 in order to facilitate the easy and more affordable processing of passports. The Region boasts of a big number of overseas workers who need to have a passport before they can obtain a visa for their work abroad.

Aside from the efficient and fast service given by the Regional Office, the people appreciates the fact that the Consular Office is always willing to coordinate with the on-going job fairs in the Region. This means that the applicants need not go to Tacloban for the processing of their passports because DFA is already a part of the Job Fairs.

The Regional Consular Office caters to the constituents of the six provinces of Region 8, Leyte, Southern Leyte, Biliran, Samar, Eastern Samar and Northern Samar.

Mati CDRRMO helps in Search and Retrieval Operation in Manay

The Mati City Disaster Risk Reduction and Management Office helped in the search and retrieval operation in Municipality of Manay, Davao Oriental on November 9, Monday.

This is after they received a call from the Mati City Philippine Coast Guard requesting for augmentation of dive equipment and dive personnel to assist in the said operation.

Five members of CDRRMO's Emergency Medical and Rescue Services and five members of Mati City PCG went to the Municipality of Manay on the same day, where they were immediately notified by MDRRMO of Manay of where the victim was last seen.

The team entered the water at about 11:15AM and one body was retrieved after 15 minutes of Search and Retrieval Operation.

The cadaver was identified as Gilbert U. Gayo, 25 years old.

The retrieved body was handed over to the Manay Philippine National Police (PNP) on scene, MDRRMO personnel and to the family. (CIO MATI)

SEVERE TROPICAL STORM "ULYSSES" SLOWS DOWN OVER THE PHILIPPINE SEA WHILE MAINTAINING STRENGTH.

Hazards affecting land areas:
• Strong winds: Throughout the passage of the severe tropical storm, the areas under Tropical Cyclone Wind Signal (TCWS) #2 will be experiencing damaging gale-force to storm-force winds, while those under TCWS #1 will have strong breeze to near gale conditions. Given the likelihood of intensification into a typhoon in the next 12 to 24 hours, TCWS #3 may be raised over Metro Manila and portions of Central Luzon, CALABARZON, and Bicol Region once “ULYSSES” is upgraded to typhoon category. In other areas, the rest of Northern Luzon will be experiencing strong breeze to gale-force winds due to the surge of the Northeast Monsoon.
• Heavy rainfall: Between this early morning and this late afternoon, heavy to intense with at times torrential rains over Camarines Norte, Camarines Sur, and Catanduanes. Moderate to heavy with at times intense rains over Albay, Sorsogon, Quezon including Polillo Islands, and Burias and Ticao Islands. Light to moderate with at times heavy rains over Metro Manila and the rest of Luzon and Visayas. Between this late afternoon and tomorrow early morning, heavy to intense with at times torrential rains over Camarines Norte, Camarines Sur, Metro Manila, CALABARZON, Aurora, Bulacan, Pampanga, and Bataan. Moderate to heavy with at times intense rains over Cordillera Administrative Region, mainland Cagayan Valley, Catanduanes, Marinduque, the northern portion of Mindoro Provinces, and the rest of Central Luzon. Light to moderate with at times heavy rains over the rest of Luzon and Visayas.
• Flooding (including flashfloods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards and/or those that received significant antecedent rainfall. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings while the Hydrometeorology Division and River Basin Flood Forecasting and Warning Centers may issue General Flood Advisories and Basin Flood Bulletins as appropriate.
• Storm surge: There is a high risk of storm surge with heights of up to 3.0 m over the coastal areas of Quezon including Polillo Islands, Camarines Norte, Catanduanes, and the northern and eastern coastal areas of Camarines Sur, and up to 2.0 m over the coastal areas of Aurora, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, northern portions of Mindoro Provinces including Lubang Island, Marinduque, Romblon, Masbate including Ticao and Burias Islands, Albay, and Sorsogon, and the remaining coastal areas of Camarines Sur. These storm surges, which may be accompanied by swells and/or breaking waves near the coast, can cause life-threatening and damaging coastal inundation. Moreover, there is also a moderate risk of seiche or storm surge over the coastal areas surrounding Laguna de Bay.

Hazards affecting coastal waters:
• In the next 24 hours, rough to very high seas (2.5 to 10.0 m) will be experienced over the seaboards of areas under TCWS and the eastern seaboard of Eastern Samar currently not under TCWS #1. The surge of the Northeast Monsoon will also bring rough to high seas (3.0 to 6.0 m) over the remaining seaboards of Northern Luzon and rough seas (2.5 to 3.5 m) over the seaboards of Kalayaan Islands. Sea travel is risky for all types of seacrafts over these waters.
• Moderate to rough seas (1.5 to 2.5 m) will be experienced over the western seaboards of Palawan including Calamian Islands, and the eastern seaboards of Mindanao. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions

Track and intensity outlook:
• Track: On the forecast track, Severe Tropical Storm “ULYSSES” will move generally westward throughout the forecast period and pass over the seas north of Catanduanes between this morning and afternoon and north off Camarines Provinces between this afternoon or evening. Due to the orientation of the track forecast, these provinces may fall within the inner rainbands of this storm during the passage. The center of “ULYSSES” is forecast to make landfall over Polillo Islands and mainland Quezon between tonight and tomorrow early morning. Afterwards, “ULYSSES” will cross mainland Luzon and emerge over the western seaboard of Central Luzon between tomorrow morning and afternoon.
• Intensity: “ULYSSES” is forecast to intensify into a typhoon within the next 12 hours and reach its peak intensity of 130-155 km/h prior to landfall. “ULYSSES” may slightly weaken as it crosses mainland Luzon due to the presence of the Sierra Madre and Zambales Mountain Ranges along its projected path. However, it is likely to remain a typhoon during its traverse.

• At 4:00 AM today, the center of Severe Tropical Storm "ULYSSES" was estimated based on all available data including those from Daet Doppler Weather Radar at 180 km Northeast of Virac, Catanduanes or 415 km East of Infanta, Quezon (14.6°N, 125.5°E).

• Maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h.

Movement:
• Moving West Northwestward at 15 km/h.

SINAS TAKES COMMAND AS 25TH CHIEF PNP

Upon the authority of President Rodrigo R Duterte, DILG Secretary Eduardo M Año formally installed Police General Debold M Sinas as the 25th Chief of the Philippine National Police during traditional change of command rites in Camp Crame.

During the ceremony, Año passed on the command saber and symbol of leadership to Sinas that was relinquished by retiring Police General Camilo Pancratius P Cascolan.

In his keynote address, Año highlighted the significant accomplishments of the PNP under Cascolan during the recent months while the country is facing the health crisis.

Año underscored the challenges ahead for the PNP as it continues to perform its law enforcement and public safety mandate under the prevailing conditions to which he took Sinas to task to “Take Charge.”

In his assumption remarks, Sinas assured PNP units of optimized utilization of resources by downloading funds to the lowest police units as a key feature of a fiscal reform program that he vowed to put into action along with the 85% patrol and 15% administrative deployment scheme of personnel to maximize police visibility as deterrent to crime.

Sinas also made known his priority program to lead the PNP in the national campaign to End Local Communist Armed Conflict and the national crusade against crime, illegal drugs, corruption, and terrorism.

To put emphasis to discipline in all PNP camps and stations, Sinas reiterated outstanding command policy that prohibit golf games by PNP personnel during working hours, and banned police personnel from gambling establishments and similar places.

A system of “reward and punishment” will be the guiding standard for discipline in the organization, he said.

He also outlined his action program for PNP COVID-19 resiliency by ordering the establishment of health units and care facilities in all PNP lineunits and stronger emphasis on Community-Oriented Policing as an active response to the health crisis. (PNP-PIO)

San Fernando City, La Union (2 December 2005) -- President Gloria Macapagal Arroyo declared December as National Press Congress Month and the Month of the Community Press in the Service of the Nation to honor and give due recognition to publishers, writers, editors, journalists and broadcasters as well as to uphold the government’s respect for press freedom.

As embodied in Proclamation No. 944 issued on November 22, it states that there’s a need to give recognition on the important role the Publishers Association of the Philippines Inc. (PAPI) is continuously doing in upholding press freedom, the dignity of journalism and publishing profession.

Another feature of the proclamation include, the vital role of PAPI to lead the National Press Congress as one of the main events to highlight press freedom thru a special gathering for print and broadcast media in the country.

Meanwhile, Press Sec. Ignacio Bunye reiterated the appeal of Pres. Arroyo from the media to highlight also the gains of our economy since the Arroyo administration is firmly resolved to sustain the economic momentum that will keep the Philippines in the leading edge of international competitiveness.

Maasin City (2 December 2005) -- Though a considerable decreased turn out of applicants for work abroad was noted but it was learned that more people availed of other services of the job fair this year like passport processing, license renewals, birth certificates authentications and NBI clearances were facilitated a month ago.

Provincial Employment Services Officer (PESO) Norman Ordiz reported that some 859 applicants showed up in the recent jobs fair compared to the registered 1,000 jobs seekers served last year.

However, he was delighted to note that not only job seekers availed of the services offered during the three day affair but also those who are already working but needing those services brought at the province. He revealed that there were more people who availed the following services: 210 passports issued, 222 clearances by the NBI provided, 316 licenses renewed and 200 birth and marriage certificates authenticated.

Ordiz attributed the decreased applications to the available employment market which were offered mostly in United Arab Emirates (UEA), wherein some applicants have reservations as their job destinations. He disclosed that Asian countries are the favorite destinations of the job seekers.

He also surmised that earlier job fairs conducted in Hilongos and Baybay could have affected the lower turn out of applicants where in previous years the province also assisted those job seekers coming from other provinces.

Miingon si Provincial Administrator Kathyrin Pioquinto sa usa ka virtual press briefing kaniadtong Biyernes, Nobyembre 6, nga kinahanglan na lang nga magsiguro sa mga turista ang negatibong resulta sa ilang polymerase chain reaction (PCR) test 72 ka oras o tulo ka adlaw bag-o ang ilang pagsulod sa probinsya.

Pwede usab sila makadesisyon nga i-swab sa ilang pag-abot sa Bohol apan kinahanglan na sila ma-quarantine samtang naghulat alang sa ilang mga resulta sa PCR test. Dugang niini, kinahanglan usab sila nga sulayan sa ikalimang adlaw kung magpabilin sila sa probinsya sobra sa lima ka adlaw.

Matod kang Pioquinto, dili kuno posible nga maabli og balik ang turismo sa probinsya kung kinahanglan pa i-quarantine ang mga bisita sa ilang pag-abot.

The Philippine Constitutional Convention of 1971 was called to change the 1935 Constitution of the Philippines. 320 delegates were elected for the Constitutional Convention, which Congress called to review and rewrite the 1935 Constitution.

The election for the Presidency of the 1971 Constitutional Convention was contested by five contenders, namely: Salvador Araneta, Raul Manglapus, Teofisto Guingona, Jr., and former Presidents Carlos P. Garcia and Diosdado Macapagal.

Former Philippine President Carlos P. Garcia was sworn in as the President of the 1971 Constitutional Convention on June 1, 1971. However, he died thirteen days after taking oath. Former President Diosdado Macapagal replaced Garcia.

Other prominent delegates were former Senators Raul Manglapus and Roseller T. Lim. Other delegates would become influential political figures, including Hilario Davide Jr., Marcelo Fernan, Sotero Laurel, Aquilino Pimentel, Jr., Teofisto Guingona, Jr., Raul Roco, Edgardo Angara, Richard Gordon, Margarito Teves and Federico Dela Plana and among others.

REMEMBERING COVID-19 IN 2090

Child - "How old are you, Grandpa?"

Grandpa - "I'm 81, dear."

Child - "So does that mean you were alive during the Coronavirus?"

Grandpa - "Yes, I was."

Child - "Wow. That must have been horrible, Grandpa. We were learning about that at school this week.

They told us about how all the schools had closed. And mums and dads couldn't go to work so didn't have as much money to do nice things. They said that you weren't allowed to go and visit your friends and family and couldn't go out anywhere. They told us that the shops ran out of lots of things so you didn't have much bread, and flour, and toilet rolls.

They said that Easter holidays were cancelled. And they told us about all those thousands of people that got very sick and who died. They explained how hard all the doctors and nurses and all essential workers worked, and that lots of them died, too. That must have been so horrible, grandpa!"

Grandpa - "Yes, that is all correct, but I was just a kid back then. But to tell you the truth I remember it differently...

I remember playing in the garden for hours with mum and dad and having picnics outside and lots of bbqs.
I remember making things with my Dad and baking with my Mum.
I remember learning how to do hand stands and back flips. I remember having quality time with my family, even when they were being my teachers.
I remember Mum's favorite words becoming 'Hey, I've got an idea...'
Rather than 'Maybe later or tomorrow I'm a bit busy'.

I remember making our own bread and pastry, growing our own vegies and having fresh eggs from our new chooks. I remember having movie night three or four times a week instead of just one.

I remember we got to put our Christmas lights up in the middle of the year, just because we wanted to. It was a horrible time for lots of people you are right.  But I remember it differently."

Remember how our children will remember these times.

Be in control of the memories they are creating right now, so that despite all the awful headlines and emotional stories they will come to read in their future years, they can only actually  remember the happy times.

Tacloban City (2 December 2005) -â€" In recognition of the vital work done by masons to our country, ‘galing Mason Program (‘gMP) was launched by HOLCIM Philippines, Inc., a private entity partnering with the government in uplifting social and moral values in our communities.

The program was conceptualized as tribute to Filipino masons with primary aim to provide a venue for masons to enhance their knowledge, skills, employability and livelihood opportunities at the same time promote a positive image of masons and their trade.

Being a skills development and recognition program for masons, a 7-day skills training cum production assessment and certification program, a 3-day masonry skills competition and an annual search for the Most Outstanding Masons in the Philippines â€" the ‘galing Mason Award (‘gMA) â€" are conducted.

This year, Eastern Visayas was added to the HOCIM’s list of regions as recipient of this program with the support of the Technical Skills Development Authority (TESDA), Region 8, the government counterpart.

A roadshow and launching of the program was held at the Ritz Tower de Leyte, Tacloban City on November 21, 2005.

Ms. Terry Cruz of HOLCIM Philippines, Inc. gave the overview of the program and the mechanics of the ‘galing Mason Award to the invited prospects of the program and the Tacloban-based private media personalities as well.

Dumaguete City (2 December 2005) -- A first of its kind, the Bureau of Fish and Aquatic Resources (BFAR), this province, is underway of putting up a P1 million milkfish project before the year ends.

The project was earmarked through the Priority Development Assistance Fund (PDAF) of Congressman Orlando A. Fua, Jr. of the province of Siquijor.

Acting Provincial Fishery Officer Warren Inao said, after a thorough study of the framework of the project, a stock of 28,000 bangus fingerlings is now ready for distribution in a roll-over scheme approach to some identified members of the fisherfolks associations of Lazi, Maria and Siquijor. This after they are done with the technical training for them to jumpstart the culture project this middle part of December.

According to Inao the project targets to harvest 5.2 tons or 5,200 kilos from all 4 cages or 8 modules of milkfish at P70/kg.on April next year.

The project, he said, forms part of the government efforts to accelerate local production and food security program.

"This is a timely project and will eventually be an advantage for all as more economic activities and business interest grow in the province", Inao said.

Mario de la Peña said.

Engr. De la Peña said this is part of the Visayas Invention Exhibit (Fair) Festival, which was held last Oct. 21-23 at the SM City Cebu Atrium BC.

Contest categories are Outstanding Invention (Tuklas Award), Outstanding Utility Model, Outstanding Industrial Design, Outstanding Creative Research (Likha Award), and Outstanding Student Creative Research (Sibol Award).

An entry from Siquijor by Engr. Bonifacio Comandante, Jr. qualified for the National Competition which will be held at the Philippine Trade Center in Manila as part of the Inventors Week from November 17-21, 2005.

Mindanao's Organic Rice Farmers have pooled their resources to make their biggest ever single delivery to Metro Manila - 650 metric tons of Black, Red and Brown Rice worth P46-M.

The huge singular sale of Organic Rice is the direct result of the successful staging of the MinDA Tienda sa Manila last month.

Manila Mayor Isko Moreno Domagoso who supported the MinDA Tienda sa Manila initiated the purchase of the Mindanao Organic Rice which will be distributed to the Senior Citizens of his city.

Since the Don Bosco Multi-Purpose Cooperative does not have enough funds to consolidate the needed supply, farmers who belong to the Mindanao Organic Rice Council (MORCO) offered their produce to be paid later.

To be able to pay for the packaging, boxes and transport, Don Bosco had to borrow money from informal lenders at very high interest rates.

This move touched me so much and made me realize how inadequate is our government's financial support programs for our farmers.

In spite of these difficulties, Mindanao's Organic Rice Farmers will overcome and succeed.

In fact, with the City of Manila showing the way, other Metro Manila local government units have also expressed interest in buying Mindanao's Organic Rice.

Dumaguete City (2 December 2005) -- The Philippine National Police (PNP) in the province of Siquijor is undergoing a seminar lecture on Arrest, Search and Seizure.

Conducted by the Provincial Prosecution Office, the seminar is held by batch at the Caipilan PNP Provincial Headquarters for a series of weeks.

Assistant Provincial Prosecutor Atty. Ulysses Andora said there is a need to update our policemen in these critical aspects of the police work. He said they should be all the time familiarized with the properly detailed procedures of arrest, search and seizure and the appropriate way to execute their power in the handling of crimes.

"Most often, technicality is a problem that plagues in the police force. This is the main reason why some police's evidences are inadmissible in the court or why court dockets get clogged with manufactured cases," Andora said.

"A person who is in fact guilty of crime may get a lighter sentence or even an acquittal if he proves that his arrest was illegal or taken by force," he added.

Andora attributed this problem to the policemen's insufficient knowledge on the procedures that tend them to take short cuts to justice to combat crimes and criminals. Combining the efforts of the police and the lawmakers as pillars of justice, he said, will significantly reduce and eventually prevent criminals from proliferating .

Dumaguete City (2 December 2005) -- More than 60 men from various sectors in the province will attend a Male Forum on Reproductive Health on December 2, 2005 at Plaza Ma. Luisa Suites Inn, this city.

According to Provincial Population Officer Jeanette Villarubia, the one-day forum is in line with the observation of Population Development Month this year.

The forum's keynote speaker is Dr. Jonathan David Flavier who will discuss non-scalpel vasectomy. Villarubia said Dr. Flavier is from CMEN, a movement that aims to capacitate men on Reproductive Health.

Second District Congressman Hon. Emilio Macias II, who is also a medical practitioner, will also be one of the guest speakers to discuss reproductive health and family planning. Villarubia said the male participants are composed of twenty police personnel from the local Philippine National Police (PNP), Association of Barangay Captains (ABC) presidents and Sagguniang Bayan (SB) on Health chairpersons in 20 municipalities and some people's organizations representatives.

Some of these participants have already undergone previous trainings on reproductive health. "This is just to orient them and make them move on as allies and partners on reproductive health," says Villarubia.

The population officer said that although male participation on reproductive health in Oriental Negros is still far from being ideal, at least more men have become aware of their role in RH, particularly men from the 7 pilot areas on the Reproductive Health program in the province, namely: La Libertad, Ayugon, Manjuyod, Zamboanguita, Dauin, Siaton, Bayawan City and Tanjay City.

Talagang bilyones ang nawawalang pondo sa gobyerno dahil sa ganitong problema. Pero kahit saang panig ng mundo ay may problema sa smuggling. Sumisira ito ng maraming industriya at sector. Higit sa lahat, panganib ito sa ekonomiya.

Buwagin ang sindikato ng smuggling

Ang mahalaga, ditto sa Pilipinas, ang gobyerno ay may malinaw na objective, may nakalatag na aksyon para buwagin ang sindikato ng smuggling at may political will ang gobyerno na tapusin ang problema.

Pero ang ganitong kabigat na suliranin ay hindi matutuldukan sa isang iglap, walang magic pormula para ditto kundi ang determinasyon na tapusin ito gaano man kahaba abutin ang laban. (PIA)

USEP, Obrero, Davao City (2 December 2005) -- The Open Academy for Philippine Agriculture (OPAPA) will launch a package of services for Davao provinces on December 7, 2005.

This consists of connectivity for two farmers' cooperatives, a tie up with the PLDT using the WEROAM Wireless Internet, launching of the farmers' call center through tie-up with SMART SMS Care service, and ICT training for coop officials and local government agricultural technicians.

The launching will be on December 7, 2005, from 9 am to 12 noon at the Provincial Capitol Gym, Barangay Matti, Digos City, Davao del Sur.

The OPAPA, or the Pinoy Farmers' Internet, is an ICT based extension support project by the Department of Agriculture, in collaboration with 13 other local and international organization.

The project aims to provide online content in agriculture, advisory services, production guides, e-learning, market opportunities, and text messaging services to extension workers and farmers. The project is funded by the e-Gov Fund of the government, administered by the Commission on Information and Communications Technology. It is one of the four component projects of the K-AGRINET or the Knowledge Networking for Enterprising Agricultural Communities.

For Mindanao, the pilot site is Davao Provinces, and the project is implemented by two nodal centers - the University of Southern Mindanao (USM) in Kabacan, North Cotabato, and the University of Southeastern Philippines (USEP) in Obrero, Davao City.

Internet link of two farmers' Cooperatives: Magsaysay Farmers' Multipurpose Cooperative and the Poblacion Hagonoy Upper Sinayawan Farmers' Irrigators Multipurpose Cooperative (PHUSFIMCO) in Hagonoy - both from Davao del Sur. Both cooperatives operate wide rice areas and have successfully grown hybrid rice. The Magsaysay cooperative is now venturing into organic rice farming. Samples of these products will be on display during the launching. The area has no communication facilities.

Meralco linemen, personnel help restore power in typhoon-hit areas

The Manila Electric Company (Meralco), along with its social development arm One Meralco Foundation (OMF), joined the Power Restoration Rapid Deployment ( PRRD) Task Force Kapatid 2020 early Saturday morning to help expedite the restoration of electricity service in areas severely battered by super typhoon Rolly.

Meralco deployed a 206-strong contingent of engineers, linemen and support personnel to help in the power restoration in Albay, Catanduanes, and parts of Camarines Sur. 65 of them will be helping the National Grid Corporation of the Philippines (NGCP) in its restoration efforts in Bicol.

Meralco is closely coordinating with the Department of Energy (DOE), National Electrification Administration (NEA), Philippine Rural Electric Cooperatives Association Inc. (Philreca), and the Electric Cooperatives in Bicol.

Davao City (2 December 2005) -- The Presidential Commission for the Urban Poor (PCUP) will spearhead the annual celebration of the 18th Urban Poor Solidarity Week on December 2-8, 2005 in pursuance to Presidential Proclamation No.367 S. 1988.

With this years' theme "Maralitang Tagalungsod: Pasulong sa Matatag na Republika," major activities will focus on the conduct of consultations, evaluation and assessments of the various programs/projects of the many stakeholders of development for the urban poor sector namely by the National Government Agencies, Local Government Units, Non-Government Organizations (NGOs), Civic Organizations, Peoples Organizations, and urban poor assemblies/alliances.

A Mindanao-wide area based consultation/conference in 12 major cities/urban centers is simultaneously being held beginning November 29, 2005 to December 3, 2005. The main objective of this activity is to assess and appraise the status and profile of the various urban poor development related programs/projects of the various stakeholders in the locality.

The Urban Poor Solidarity Week activities will be culminated with the "Multi-Stakeholders Forum" to be held on December 6, 2005 at the NCCC Mall, Ground Floor, Matina, Davao City.

The whole day activities will showcase the photo exhibits on the various programs of the stakeholders, provision of basic social services and referrals cum consultations, Multi-media presentation of several civic organizations' programs on housing and shelter and related community development assistance program by Habitat for Humanity Philippines, Gawad Kalinga-Couples For Christ, Philippines Assistance for Community and Family (PACAF) the Housing and Urban Development Council (HUDCC) XI and the Kapit Bisig Laban sa Kahirapan (KALAHI) convenor.

The Multi-stakeholders forum will highlight the presentation of the rapid assessment outputs of the area-based consultations conducted earlier. A panel of reactors from the concerned agencies both from government and private sector will give their share of comments related to appropriate interventions in the form of policies, programs and projects commitments geared towards addressing the existing issues, concerns, gaps and policy recommendations of the urban poor sector.

Nang tanungin ni Gov. Catamco ang bata kung ano ang pangarap niya, tumugon itong nais nyang maging enhinyero. At ang kanyang nakatatandang kapatid naman ay magiging isang titser.

Sabi pa ng kanilang ama, “Sa akon nalang ga kwa kusog ang akon mga bata. Hambal pa sang agot ko, kun indi ko maghibi, indi man sya maghibi.”.

Sa murang edad ay naiintindihan na ng mga bata na kailangan nilang magpatuloy sa pagsusumikap upang maabot ang kanilang mga pangarap, at ialay ito sa kanilang yumaong Ina.

Kahit papano ay gumaan ang pakiramdam ng buong pamilya ng masilayan si Gov. Catamco. Bakas sa kanilang mga mata ang kahit papaanoy pagpawi ng kanilang hinagpis na nadarama.

Amid the relentless efforts of the Joint Task Force Central, six more Communist Terrorist Group members laid down their arms in Maguindanao on November 6, 2020, the WestMinCom Commander said.

“The surrendered personalities were identified as Darwin Lion Buti, a.k.a. Kong, 24 years old from Sitio Elem, Salangsang, Lebak, Sultan Kudarat, the Assistant Medic and Liaison of Cherry Mobile platoon under a.k.a. Jok; Aquilyn Dulunan Buti, a.k.a. An-An, 23, from Sitio Elem, Salangsang, Lebak, Sultan Kudarat, the Medic of Cherry Mobile Platoon who was trained by a certain a.k.a. Toto on basic life support, minor and major operation like dressing, surgery (lymph nodes and hernia), and tooth extraction; Kenken Angkeg, a.k.a. Speed, 26, Ariel Angkeg, a.k.a. Espinosa, 26, and Eric Angkeg, a.k.a. Linggay, 48, all from Sitio Bilangas, Rifao, Upi, Maguindanao, members of Cherry Mobile Platoon under a.k.a. Alas, and served as couriers during the transport of goods and resupply; and Sonny Narciso Florencio, a.k.a. Nestor/Pitaw, Squad Leader of the 1st Squad, Dragon Fruit Platoon, Sub-Regional Command Daguma, Far South Mindanao Regional Committee, and a resident of Sitio Upper Taguisa, Barangay Taguisa, Lebak, Sultan Kudarat,” Lt. Gen. Corleto Vinluan, Jr. said.

“The six affirmed the resentful system of the communist terrorist group of merely propagating false ideologies to the people of Maguindanao,” Lt. Gen.Vinluan, Jr. added.

“We are tired of hiding, worn out of hunger and fatigue, and dissatisfied with the group’s ideology,” the surrendered personalities expressed.

The successful surrender was facilitated by the 6th Infantry Battalion in coordination with the LGUs of Upi, Maguindanao and Lebak, Sultan Kudarat, and the intelligence operatives.

“Subject personalities handed over one M16 rifle, one Cal .30, one Cal .30 Garand rifle, two M79 Gl, one Cal .45 Pistol, two short magazines for an M16 rifle with 14 rounds of ammunition, one magazine for Cal .45 Pistol with six rounds of ammunition, one magazine for Cal .30 with five rounds of ammunition, and two rounds of 40mm HE at the 6IB headquarters in Mirab, Upi, Maguindanao,” said Col. Eduardo Gubat, 603rd Infantry Brigade Commander.

The six were presented to JTF Central Commander Maj. Gen, Juvymax Uy during his visit to the 6IB headquarters at 11:00 on the morning of the same day.

Addressing the surrendered personalities, Maj. Gen. Uy said, “We welcome you back to the real world and we assure you that we will guide you to start a new life with your respective families”.

The surrendered firearms and ammunition were deposited at H6IB for safekeeping.

“It is good that the members of the communist terrorist group realized the true nature of their group’s intentions,” said Lt. Gen. Vinluan, Jr.

“We would like to encourage the others who are still hiding to join their comrades who already returned to the fold of the law,” the commander added.

Davao City (2 December 2005) -- The Davao City government is giving longer terms of incentives for investments that will locate in the outskirts of the city.

Engr. Roberto Teo, head of the Davao City Investment and Promotion Center in an interview said the shift in the priorities came about after the completion of a review of the incentive code conducted by Sycip Gorres Velayo & Company (SGV&Co).

Teo referred the outskirts as those areas after Calinan in the south and after Ilang, Tibungco towards north.

"We wanted to spread the development to these areas as well as diffuse traffic in the poblacion," he said.

He said when these areas are developed, there will be employment available in these places including the development of residential areas which will result to more economic activities.

He said locators in these areas will have an extension of tax holidays from three years to six years for payment of mayor's permit and from two years to four years for real property tax.

The revised incentive code, Teo said has yet to be presented to the city council for approval.

Earlier Vice Mayor Luis Bongayan said that the purpose of the incentive code review is to determine what is the need of the time and to also look at the structure.

He said there will be other sectors that will be added to the DCIPC board while some has to be replaced.

"We are not saying that the present composition is not effective only that it has to come up with composition that could respond to the needs of the time," he said.

Teo meanwhile said that there is a shift in the investment priority areas while some has to be deleted.

He cited foreign banking as one area that is to be dropped in the priority areas and named ICT and alternative fuel as two of the additional preferred areas for investment.

Davao City (2 December 2005) -- The Department of Agriculture (DA) in the Davao region is upgrading its laboratory facilities as part of its preparedness plan relative to the prevention and protection against Avian Influenza.

DA-XI chief of veterinary and quarantine division Dr. Jean Bacayo said its office must have a complete laboratory equipment and chemicals to be able to conduct a thorough analysis of blood sampling.

He said each region in Mindanao already have their respective laboratories except for other items which must be acquired to conduct a complete testing.

But he said what is crucial is the upgrading of skills of the technologists who will conduct the testing.

"They have to be trained further and this is our priority," he said.

Bacayo said there are four teams in the Davao region composed of ten members per team and these are the group that will be dispatched to conduct analysis and testing.

The samples, he said, will be conducted at the rapid animal disease diagnostic laboratory to undertake rapid screening of the Avian Flu.

He emphasized that only screening will be conducted since the final laboratory testing will be either in Thailand or Australia.

"Testing can still be conducted here but it has to be referred to reference laboratory that is accepted internationally," he said.

Davao City (2 December 2005) -- An aggressive campaign against Avian Flu virus contamination must also be focused on backyard poultry growers as this comprises a big percentage of the industry in the Davao region.

Dr. Jean Bacayo, chief of veterinary and quarantine division of the Department of Agriculture in the Davao region admitted the difficulty of reaching out to backyard poultry raisers as they are fragmented.

He said of the estimated 150 million poultry heads in Southern Mindanao some 105 million or 70 percent are from backyard poultry raisers.

Bacayo said there is really a need for coordination among barangay officials because they are more knowledgeable of their respective communities if only to reach these sectors in terms of monitoring and advocacy.

"It is important that these sectors be given proper education with regards protection against Avian Flu virus so as not to endanger the poultry industry," he said.

Bacayo said the market is good and the poultry raisers have the advantage after other areas in the region were stricken with the Avian flu virus.

He said this is one of the reasons why the monitoring has to be strengthened.

"Although importation of poultry product is still open to countries not affected by the Avian Flu like US and the European countries, many are already barred from importing", he said.

Among the countries affected because of the contamination of the virus are Canada, Japan, Taiwan, Korea, China, Vietnam, Laos, Myanmar, Thailand, Malaysia, Indonesia, Brunei, and Netherlands.

"Good with Japan because they were able to stamp out the virus immediately because of they have the financial capability," he said. He said that without the necessary fund to combat the virus , it would be very difficult even as he said that the Philippine government is mulling some budgetary allocation to address the problem and to put in place preventive measures.

"We have to tighten our guards para di makarating sa mga chicken ng Pilipinas because this is deadly and once infected it will be a big loss to the industry," he said.

He said the moment it reaches the country , there is the danger that the entire poultry will be infected if not eliminated right away because transmission of the virus is fast.

Davao City (2 December 2005) -- Davao City majority floor leader councilor Emmanuel Galicia said one of the reform agenda of President Gloria Macapagal-Arroyo is to strengthen public vigilance in the maintenance of peace and order in the country.

"If there is a peaceful atmosphere, development and investments will follow and eith public vigilance, we can surely maintain a peaceful city," he said.

One of the mechanisms being established by the government to curb criminalities is the establishment of the People's Law Enforcement Board (PLEB) which is also expected to curb police abuses.

Galicia, who was formerly Regional State Prosecutor is calling the public to be more vigilant in the government's fight against criminalities.

"The public, including the business community, should be aware of the existence and role of the PLEB because it can stop abuses committed by men in uniform" he said.

PLEB was created to promote discipline, integrity, professionalism and credibility among members of the police.

Through vigilance and active participation, abuses committed by men in uniform can be corrected, Councilor Galicia said in an interview over Tingog sa Masa radio program at DXOW anchored by Boy Bilaan.

Peace and order is one of the priority programs of Mayor Rodrigo R. Duterte and the Philippine National Police (PNP), but sometimes, the police become part of the problem when they abuse their authority.

PLEB was created under Republic Act 6975 as a local community mechanism to investigate and decide citizen's complaints against erring members of the PNP. PLEB can do its share by removing the unfit in military forces, Galicia said.

President Gloria Macapagal-Arroyo, in her PNP Reform Agenda and Reorganization Act has strengthened PLEB by establishing PLEB in each legislative district.

Davao City (2 December 2005) -- Department of Social Welfare and Development XI Director Mercedita Jabagat said President Gloria Macapagal-Arroyo has approved a new law giving more benefits and privileges to senior citizens.

The new law, authored by then senator Noli de Castro who is now the vice president and known as Republic Act 9257 or the Expanded Senior Citizens Act of 2003 was discussed during a stakeholders meeting held at the DSWD conference room Tuesday (Nov. 29).

The new law has amended Republic Act 7432 entitled "An Act to Maximize the Contribution of Senior Citizens to Nation Building, Grant Benefits and for other Purposes.

The new benefits include: assistance to continue further studies either in vocational or technical education; upgraded retirement benefits at par with the pay scale of those in actual service; special discounts on the purchase of basic commodities and medicines; and provision of express lanes for senior citizens in all commercial and government establishments.

The expanded law entitles older persons to necessary health services and facilities; education and social services; housing and access to employment and public transport.

The law also mandates government entities to extend realty tax holidays to those individuals or institutions.

Under the old law (RA 7432(, only senior citizens with an annual income of P60,000.00 and below were given Senior Citizens identification cards for them to avail of the 20-percent discounts.

Under the new and expanded law, all elderly persons who are at least 60 years old and are Filipino citizens are entitled to a 20-percent discount, regardless of their income.

The new law mandates the provision of identification cards for senior citizens without necessarily submitting certification from the Bureau of Internal Revenue of their income. (PIA)

I could not be prouder to congratulate our next President, Joe Biden, and our next First Lady, Jill Biden.

I also couldn’t be prouder to congratulate Kamala Harris and Doug Emhoff for Kamala’s groundbreaking election as our next Vice President.

In this election, under circumstances never experienced, Americans turned out in numbers never seen. And once every vote is counted, President-Elect Biden and Vice President-Elect Harris will have won a historic and decisive victory.

We’re fortunate that Joe’s got what it takes to be President and already carries himself that way. Because when he walks into the White House in January, he’ll face a series of extraordinary challenges no incoming President ever has â€" a raging pandemic, an unequal economy and justice system, a democracy at risk, and a climate in peril.

I know he’ll do the job with the best interests of every American at heart, whether or not he had their vote. So I encourage every American to give him a chance and lend him your support. SOFTWARE GLITCH IN MICHIGAN COUNTY TALLIED 6,000 REPUBLICAN VOTES AS DEMOCRAT

A glitch in software used to tabulate ballots in Antrim County, Michigan caused at least 6,000 Republican votes to be counted as Democrat, according to Michigan GOP Chairwoman Laura Cox.
The miscalculation, Cox said in a press conference, was first reported by a county clerk. A short investigation revealed that 47 counties in Michigan may have also suffered from a similar glitch with the same software, which could have caused some red counties to rake in a higher number of Democrat votes than usual.
“Antrim County had to hand count all of the ballots, and these counties that use the software need to closely examine their results for similar discrepancies,” Cox said. “The people of Michigan deserve a transparent and open process.”
Michigan, a battleground state worth 16 electoral points, was called for Biden on Wednesday by many news outlets. This win surprised some because President Donald J. Trump won the state in 2016.
National GOP Chairwoman Ronna McDaniel also spoke at the press conference shedding light on election issues in the key state, saying that 2,000 Republican ballots were marked as Democrat in Oakland County due to a “clerical error” which wrongly gave the race to the Democrat candidate.
“The American people need to have confidence in our elections, right now we don’t have that because, across the country, Democrat officials are shutting down transparency, especially here in the state of Michigan,” she said. “Democrats are damaging the country in the process of a smooth transition of power by not allowing a transparent process.”

McDaniel also said that Republican poll watchers in various locations were denied their ability to monitor the counting of ballots, that Wayne County alone has over “100 incident reports of irregularities,” and that a whistleblower came forward to confirm that some election workers were asked to illegally date certain ballots as received on or before election day.
“We need to pursue these irregularities and we need people to be patient and give us the time to investigate,” McDaniel said. “These are serious allegations of changing the date on balance and refusing to let people observe in a meaningful way an election of this magnitude.”

These newly surfaced reports of potential election fraud and violations merely add to the credibility of other reports of suspicious activity in Michigan surrounding the 2020 election such as election officials expelling Republican poll challengers from counting rooms, illegally filling out ballots, and in Detroit, and covering up windows into counting rooms to prevent legal peering and observation.
“We have confirmed evidence that Democratic election officials have violated state law,” Phill Kline, former Kansas attorney general and now an attorney for the nonprofit Amistad Project, previously told The Federalist, explaining that his organization filed a lawsuit over reported voter fraud in Detroit.
The Trump campaign also filed a lawsuit in Michigan on Wednesday, making similar claims that Republican election observers were stopped from overseeing ballot counting despite state laws ensuring otherwise.

PNP ACQUIRES P1.2-B MORE EQUIPMENT TO MOVE, SHOOT, COMMUNICATE

The Philippine National Police has added more police vehicles, watercraft, communication equipment and rifles through its modernization program under PNP P.A.T.R.O.L. Plan 2030.

PNP Chief, Police General Camilo Pancratius Cascolan witnessed and led the blessing and send-off of newly-acquired PNP equipment and police vehicles this morning in Camp Crame, Quezon City.

PNP Bids and Awards Committee Chairman, Police Major General Emmanuel Luis Licup presented to the PNP Chief the newly procured equipment consisting of :
• 11 units Shuttle Bus
• 22 units High-Speed Tactical Watercraft,
• 355 units Patrol Jeep Single Cab 4x2,
• 5,767 units Galil Ace 22N 5.56mm Basic Assault Rifle and
• 214 units VHF Lowband Handheld Radio.

Cascolan said this latest procurement program was funded thru the Capability Enhancement Programs (CEPs) 2019 and 2020 and CEP 2019 Balances with a total amount of Php1,221,601,033.

The PNP Chief highlighted that new 11 bus units will be distributed to Police Regional Offices as added transportation assets of their personnel for faster mobilization during essential programs and operations.

The PNP Maritime Group and the PNP Special Action Force will be issued the 22 units High-Speed Tactical Watercrafts to be utilized for preventive patrol and anti-criminallity operations along coastal waters.

Cascolan assured that new 355 units Patrol Jeep Single Cab 4x2 will be immediately distributed to different municipal police stations across the country to boost their police patrol operations as part of intensified security drive in communities in times of national health crisis.

The Police Mobile Forces will be the end-users of the 5,767 units Galil Ace 22N 5.56mm Basic Assault Rifle while the 214 units VHF Lowband Handheld Radio will be issued to Communications and Electronics Service, he added.

Coinciding with the ceremonial blessing, the PNP acknowledged the generosity of the Armed Forces and Police Mutual Benefit Association, Inc. (AFPMBAI) for donating 2 units 2020 Toyota Coaster and one (1) unit Nissan Urvan NV350 Cargo Shuttle worth Php 8,714,000. - (PNP-PIO)
