The top US commander in Afghanistan has been summoned to Washington in the wake of a magazine article that quotes him and aides criticising senior Obama administration officials and diplomats.

Gen Stanley McChrystal has apologised over the article in Rolling Stone.

In it, he is quoted as sharply criticising the US ambassador to Kabul, Karl Eikenberry.

And the general's aides say he was "disappointed" when meeting President Barack Obama for the first time. - BBC

Though you may place a considerable dollar value on the view, future buyers may not be so like-minded. It may take you longer to find a buyer when it comes time to resell the house. Or you may end up dropping your price to more nearly match other sales prices in the neighborhood. >> read more at: http://www.getthebestinfo.com/Article/Buying-Homes-with-Resale-Value/35109

Real Estate Property / Buy A Home or Rent A House?
June 21, 2010, 04:55:50 PM
There are many financial and personal reasons why you should own your own home rather than rent. The obvious reasons include pride of ownership, building your own equity instead of someone else's, no more landlords, and of course the tax benefits you reap. There are a multitude of other reasons why owning
your own home
can make your life better. One of the most overlooked reasons for owning a home is the freedom you get once you have achieved this major goal in life.

Are government auctions a money pit? Some people believe that if they do buy this type of house, they will somehow lose money. While this is certainly not the norm, it is true if you do not do your homework. Proper research ahead of time avoids the whole "lose your rational thinking in the heat of the excitement" factor, which often times occurs in an auction like atmosphere.

Just a few years ago, there was no solution for financing property in Mexico. Mexican banks don't offer the kind of generous home loans that we enjoy in the United States. On the other hand, US lenders were hesitant to write loans for property located outside of the country that they had very little control over. However, with the huge surge of more adventurous retiring Baby Boomers and a US housing market that seems to have reached a plateau, people are finding more and more ways to buy investment property in Mexico. >> click here for more

This coming July 2010 we will again celebrate the Sandugo Festival. The Sandugo rite was our pre-Spanish way of forging friendship with other people. The Sandugo rite in itself is worth commemorating.

What would be wrong is to equate the Sandugo Festival only with the Sandugo between Si Katuna and Gen. Legazpi. There were many Sandugo rites performed within the realm of the Bo-ol Kingdom. Even the Sandugo between Ferdinand Magellan and Rajah Kulambo of Limasawa was within the Bo-ol Kingdom. According to the recorded statement of Si Katuna, Cabalian, Southern Leyte and Limasawa was part of the Bo-ol Kingdom.

Wrong Bohol Day

A significant error is the celebration of "Bohol Day" on July 22 every year. The original decree creating the province of Bohol is still available at the National Archives. Both the files of the Royal Audiencia and Governor General have the date March 3, 1854.

The date July 22 is the result of the mistranslation into English of the original Spanish text. If you will read carefully the original Spanish text, the date July 22, 1854 was the date when the approved Royal Decree arrived in the Philippines from Spain.

Wrong Sandugo Day

The Sandugo or Blood Compact between Si Katuna and Gen. Legazpi has become famous. However, it is popularly believed to happen on March 16, 1565. This date is an erroneous conjecture of Dr. Gregorio Zaide after he corrected nine (9) days from the Julian Calendar to the Gregorian Calendar by subtracting instead of adding.

The correct date is March 25, 1565 as certified by the notary of the fleet Hernando Riquel. This date is already accepted by the National Historical Institute.

Bohol Republic Day

Many Boholanos will cite the Bohol Republic. They always refer it wrongly to the time of Francisco Dagohoy.

During the Philippines Revolution, the Province of Bohol became isolated from the government of General Emilio Aguinaldo. The officials in Bohol decided that they will make Bohol into an independent republic.

On June 11, 1899, the provincial officials and the mayors of the towns gathered at the Provincial Capitol Building and approved a constitution, elected officials, and declared Bohol as an independent republic.

Until the present day we still fail to celebrate the Bohol Republic Day on June 11 of every year.

Dagohoy Independence Day

It is commonly accepted that when Francisco Sendrijas, alias Dagohoy, started his revolution in Bohol against Spain, it was our independence day.

The question is, what was that particular date? We have no particular written record of the date but we can reconstruct it through the available records.

June 29 (now moved to June 30) is the feast day of Saint Paul who is the Patron Saint of Inabanga, Bohol. On this date everybody was required to attend the church mass.

One person called "Ibong" did not attend. The Spanish parish priest, Fr. Gaspar Benito Morales, labeled him an apostate and ordered his arrest.

Early the next day 30 June 1744 Sagarino Sendrijas, the constable and elder brother of Francisco Dagohoy went in search for Ibong. Ibong was found, but he refused to be arrested. Instead he engaged Sagarino in a duel. During the duel it was Sagarino, the constable who was killed. A messenger was sent back to Inabanga to notify the priest and Francisco. It should be noted that Francisco was a Cabeza de Barangay or equivalent to today's Barangay Captain.

Francisco hurried towards the site but on the way he and his companions met the companions of Sagarino carrying the dead body towards Inabanga. The group arrived at Inabanga in the evening of June 30, 1744.

Fr. Morales, the parish priest refused to be disturbed for the night. The next day, July 1, Francisco Dagohoy demanded from the priest to perform the religious rites and bury Sagarino. Fr. Morales refused for the reason that Sagarino died in a duel and besides, Francisco Dagohoy will not pay the burial fee of two (2) pesos.

The records say that Francisco became angry and left the body of his brother Sagarino for three (3) days rotting in front of the church. On the fourth day, after seeing that his brother was not yet buried, Francisco Dagohoy declared his defiance against the priest and the Spanish government.

July 1 to 3 are three days. So the fourth day is July 4, 1744, the day when Francisco Dagohoy effectively started his revolution.

Therefore the Independence Day of Bohol, if reckoned from the Dagohoy Revolution, is July 4, 1744. It is exactly 32 years ahead of the American Independence Day on July 4, 1776.

If we want to celebrate Bohol's Independence Day on July 4, we still have time.

Revenge could possibly be the motive behind the murder of a barangay kagawad whose death came few minutes after he was freed from jail last Thursday.

Kagawad Rodrigo Barque, 43, of Zamora, Talibon town died on the spot after an unidentified gunman shot him in the head following a brief chase near the Integrated Bus Terminal in Dao district, this city.
The broad daylight incident shocked shoppers who witnessed the chase when Barque disembarked from the tricycle which he and his wife rode from Camp Dagohoy where he was detained for 10 days due to illegal possession of firearm.

His 45-year old wife Delia when interviewed by dyRD reporters at the crime scene narrated she noticed two persons waiting for them when they disembarked from the tricycle. Her husband immediately run after he noticed one of the two persons with a handgun.

LGU Philippines / Special Elections in Bohol
June 21, 2010, 11:08:11 AM
By Bohol Chronicle

A special election for the top two positions in the province-wide league of barangays was marred by political interventions. Said posts will be left vacant upon assumption of the newly elected local officials on June 30.

Vice Governor-elect Concepcion Lim who is Liga ng mga Barangay president will automatically vacate her post as well as ABC Danao President Romulo Cepedoza, the group's vice president who got elected as provincial board member during the May elections.

The political intervention came after Tagbilaran ABC President Faro Cabalit got the full endorsement of Tagbilaran City Mayor Dan Lim who was hell bent in his campaigning for support during the last three days prior yesterday's elections held at Hotel La Roca, this city.

Mayor Lim, through his radio program, enticed ABC presidents in the province to vote for Cabalit with the commitment for free trip to China.

In fact, on the eve of the election, it was reported that Cabalit was assured of 21 ABC presidents (out of 47) after the pronouncement for a free trip to China circulated among the barangay officials.

The mayor justified his offer of the travel perks as his way of showing support to Cabalit who is always in tandem with the mayor in his radio program. He likewise reacted that he wants to prove that he can mount an opponent against Vergara whom he said was supported also by politicians, referring to V-Gov-elect Lim.

The offer for the free China trip followed after barangay captains identified with Vergara were all set to fly for Hongkong which was already scheduled by the Liga as part of their benchmarking activities to other places.

"The Hongkong Trip" was not intended to buy votes since it was agreed upon much earlier by the Liga to be part of their educational and learning trip, according to the outgoing Liga president.

However, despite Mayor Lim's campaign for the city ABC president, Cabalit got only four votes against Mabini ABC President Crispina Vergara who pooled 38 votes.

Vergara was supported by Vice Gov.-elect Lim who is the Liga's outgoing president.

Her running-mate, Antequera's federated president Maxelinda Ayco was also elected as provincial federated LnB vice-president, garnering a total of 32 votes while her contender Panglao federated Liga president Cerino Hormachuelos got 9 votes.

DILG Regional Director Pedro Noval administered the oath of Vergara and Ayco as the new president and vice president, respectively.

Based on the attendance of the LnB, five towns ---- Loboc, Inabanga, Dauis, Pilar and President Carlos Garcia --- were not represented during yesterday's special election as their respective Liga presidents did not show up, said a staff of the provincial Liga office.
Only the election for president and vice president was held even as the position for secretary is vacant due to the election of Joe Nicanor Tocmo as town mayor.

The post of treasurer was also left vacant by Vergara who run for president.

The LnB Bohol got the go-signal from the LnB national executive board to conduct the said special election so that there will be no vacuum of the presidency and vice-presidency.

Vice Gov-elect Lim resigned as Liga president last Friday to pave the way for the special election .

In her valedictory address, she wanted to be the Liga's adviser.

Vergara said in her inaugural but short speech that she was thankful to those who voted for her. She also urged her colleagues to work together for the betterment of the LnB.

JUDGE ARCAMO ISSUES TRO

RTC Judge Suceso Arcamo of Branch 47 issues a temporary restraining order (TRO) to hold the proceedings of yesterday's election for president and vice president of the Liga.

This surfaced after defeated Liga presidential bet Cabalit questioned the conduct of the special election of the vacant presidential and vice-presidential positions.

Judge Arcamo said the TRO is effective for 72 hours, "restraining the LnB Bohol provincial chapter thru its president Hon. Concepcion O. Lim and all persons acting in her behalf from holding the special election on June 19, 2010." "The court finds time of the essence and indeed there is an extreme urgency to issue a 72-hour TRO."

However, LnB Election Committee, composed of Liga presidents Romeo Labor, Rolando Ibale and Elenito Llorente, rejected outright the court order presented by Cabalit during the assembly of the LnB prior to the election because it (court order) was not addressed to the committee.

The court order docketed as Civil Case No. 7774 directed the LnB Bohol chapter represented by past president Concepcion Lim. Lim said she has already resigned as Liga president in the morning of June 18, 2010 but the court order was reportedly served in the afternoon of the same day.

The special election went on undisturbed.

Cabalit claimed the said election was irregular and violated the prescribed reglamentary period within which the said special election should be held based on the Election Code of LnB.

He said that the conduct did not observe the 15-day period upon which notices of such holding of special election shall be forwarded to all qualified LnB members, in this case to 48 members, including this city.

He said he only received the notice for the conduct of such election in less than a week's time.

After the rejection of the order, Cabalit skipped the election upon the advice of his counsel but his name was still included in the candidates for LnB president. He said he should not attend the election proceedings because in the first place it is "illegal" though his candidacy for president was considered. He was voted upon in absentia, however.

Under section 1 Article XI of the Constitution and By-Laws of the LnB, the incumbent national Liga executive board "is authorized to order the holding of such elections for the Liga chapter concerned." Thus, the 4th Liga executive board has passed Resolution No. 04-SPE-10-51- s. 2010, effecting such special election.

The national Liga board authorization of the special election is based on section 2, article XII of the same constitution and By-Laws that provides that in the event of vacancy due to "voluntary resignation" (in the case of Lim) te vice-president in the case of provincial Liga "shall assume the office for the unexpired term.

"In the case of a vacancy in the office of the executive vice-president and/or vice-president in the national Liga, the same shall be filled through an election among the bonafide and chapter members."

Vergara is said to serve only as ex-officio member of the provincial board until October this year when the barangay elections takes place or until qualified officers shall have been elected.

The conduct of said special election was witnessed by regional director Pedro Noval of the Dept. of Interior and Local Government, together with Comelec provincial supervisor Atty. Eliseo Labaria.

It was learned that the LnB special election was hurriedly conducted to pave the way for some 23 LnB members to depart today for "Lakbay-Aral" abroad in Macau, mainland China

Prior to the special election, some LnB members have already packed their bags, as if ready to go, when they arrived at La Roca Hotel where the election took place.

Bohol Latest News / For The Love of Bridges
June 21, 2010, 10:56:06 AM
The Provincial Development Council recently passed a resolution endorsing the construction of a P20-million bridge to link the towns of Ubay and Mabini to be included in Bohol's slots in the Austrian-assisted President's Bridge Program phase 2.

In his presentation during the recent PDC full-council meeting, Provincial Engineer Edwin Vallejos proposed to supervise the construction of the 35-linear-meter modular steel bridge in barangay Biabas, Ubay.

As a capital-forming project, the bridge will "link the eastern part of the province to the interior part of Bohol, where the famous Chocolate Hills can be found", according to Vallejos.

It will connect the towns from Cabulao-Ondol road in Mabini side to barangay Union in Ubay side.
Based on the comprehensive project profile that Engineer Einstein Gonzales prepared, the bridge will also link one of the farm-to-market roads and is expected to boost the eco-cultural heritage, tourism and improve peace and order situation in the two towns.

Gonzales indicated that the P20-million project covers the detailed engineering design, construction of abutments and approaches, installation of the superstructure, and the construction of slope protection and appurtenances.

The Provincial Engineer's Office has now prepared the paper works for submission to the central office of the Department of Interior and Local Government (DILG).

The project will "upgrade temporary bridges into a permanent structure to have a standard structure for safe and economical access that is supportive to other basic public services. It will be part of the infrastructure development that will support eco-cultural tourism and agro-industrial development agenda of the government, which in turn, will improve the economic life of the people," Vallejos added.

It also jibes with the regional-level infrastructure development program of the government.

The provincial government and the DILG will provide allocation for the project from the 20 percent development fund, while bridging materials will be made available through the Austrian-assisted President's Bridge Program Phase II to meet the P20-million fund requirement.

"The project will also enhance social capability of the people with better health services and employment opportunities to provide better access to education and encourage the establishment of more educational facilities," Vallejos added.

Governor Erico Aumentado, for his part, cited the significance of the project as it will directly benefit 65,900 people of Ubay and 28,788 of Mabini, and promote agro-industrial production by cutting the hauling cost in transporting agricultural products since the travel along Cabulao-Ondol (Mabini)-Union (Ubay) road would then be economical.

The PEO aims to finish the detailed engineering design this year and the construction of abutments, approaches and the installation of a superstructure next year.

Aumentado expressed confidence that it would readily gain the community's support "since the project will uplift the social, political, cultural, and economic situation of the people". (Angeline Valencia)

Boholanos commemorated the 39th death anniversary of President Carlos P. Garcia, last Wednesday by honoring outstanding officials and inaugurating several projects dedicated to the "illustrious son of Bohol" who pursued the "Filipino-First" policy in his Malacañang stint.

All dedicated to the only Boholano who made it to Malacañang, the provincial government conferred CPG awards to recognize the contributions of provincial leaders and allies in pursuing development programs.

Gov. Erico Aumentado conferred the title of 'Adopted Son of Bohol' to Senate Majority Leader Juan Miguel Zubiri, the guest of honor and speaker during the commemorative program at the Bohol Cultural Center.

The outgoing governor, who attributes his 43-year political career to Garcia, had been invited to attend the prayer mass at the tomb of the late president at the Libingan ng mga Bayani on the actual date of Garcia's death anniversary last Monday but failed as he presided the Provincial Development Council full-council meeting here.

The commemorative activities included the inauguration of the landscaping project at the New CPG Park and the ground breaking ceremony of the dancing fountain and children's playground as part of CPG Park situated along the national highway, fronting Bohol Wisdom School, this city.

The CPG Day was also highlighted with the blessing of the Provincial Medical Clinic at the Capitol, turn-over of two ambulances, and the honoring of outgoing provincial officials.

The provincial government spent for the P1.7 million CPG Park while the Confederation of Boholanos in the USA and Canada (Conbusac) provided P1.8 million for the Dancing Fountain and P650,000 for the Children's Playground.

Marilou Valmoria-Fudalan, the late Boholano president's grandniece, represented the Garcia family during the event.

OUTSTANDING OFFICIALS

Gov-elect Edgar Chatto led Boholano officials who received the President Carlos P. Garcia Special Leadership Award "in recognition of his remarkable legislative performance resulting to the passage of Republic Act 9593 or the National Tourism Act of 2009 in the 14th Congress of the Philippines and invaluable support to the provincial government's convergence strategy on mobilizing resources from various sectors for the economic development of Bohol and the general welfare of its people".

Third District Congressman-elect Arthur Yap also received the same award "for his innovative leadership as secretary of the Department of Agriculture which contributed so much to the economic development of the province, especially in the area of agriculture and fisheries through his Project FIELDS on farm-to-market roads, irrigation, rice hybridization, fertilizer subsidy, post-harvest facilities, fish ports, mariculture, high value crops development, and others dedicated to the well-being of the Boholano people".
Vice-Governor Julius Caesar Herrera also received the same award "in recognition of his invaluable service to the Filipino nation as national president for three terms of the League of Vice Governors of the Philippines thereby giving honor to Bohol, and in leading the Sangguniang Panlalawigan to support the provincial government's socio-economic development of the province which has contributed so much for Bohol's present unprecedented development".

Yap and Herrera, however, failed to attend and personally receive their plaques of recognition during the commemorative program.

The provincial government also conferred the CPG Special Leadership Award to National Irrigation Administration (NIA)-7 Regional Manager Engr. Modesto Membreve for facilitating implementation of irrigation facilities that have benefited thousands of farmers resulting to Bohol's attainment of a 113-percent rice self-sufficiency in 2008 amid the global food crisis.

Provincial Veterinarian Dr. Stella Marie Lapiz received the same award as the Most Outstanding Chief of Office for unequaled leadership that resulted to unprecedented success of poverty-reduction programs of the province and attainment of zero-rabies incidence in the province by 2009, a year ahead of the target.

The same award was also conferred to Bishop Leonardo Medroso, D.D., of the Diocese of Tagbilaran, for an "inspiring chairmanship of the Provincial Peace Forum and support to the provincial government's poverty reduction for peace and development program, and as a pillar of Team Bohol- -a constellation of government, church, socio-civic organizations, civil society, business, police and military leaders which contributed so much for Bohol's present development".

Another awardee was Catigbian Mayor Roberto Salinas "in recognition of his sterling leadership as president of the League of Municipalities of the Philippines-Bohol Chapter, a major partner for Bohol's present economic development and his innovative leadership which contributed so much for the unprecedented development of Catigbian, Bohol.

Conbusac president Carlos Cagaanan, represented by Conbusac past president Angelito Dano, received the same award "in recognition of his sterling leadership in mobilizing Conbusac to support Bohol's economic development through its joint projects with the provincial government on artificial insemination, livestock dispersal, and development of the Pres. Garcia Park, all of which touch the lives of the Boholano people".

Another awardee was National Youth Commissioner Benjie Oliva for "his invaluable service as the first Boholano commissioner of the National Youth Commission, thereby giving honor and prestige to the Boholano youth, and for his support of the Provincial Government's youth development program as well as being a role model of leadership with competence, probity and integrity worthy to be emulated by Rizal's fair hopes of the fatherland".

Aumentado also conferred the Governor's Leadership Awards to outstanding mayors- -Stephen Rances of Mabini, Eutiquio Bernales of Ubay, Juanario Item of Talibon, Telesforo Balagosa of Lila, Ceferino Digal of Sevilla, Rosemarie Imboy of Loay, Leoncio Evasco Jr. of Maribojoc, and Tesalonica Boyboy of President Carlos P. Garcia "in recognition of their innovative leaderships which have been a major factor in the unprecedented development of their respective towns and for their support to the successful poverty reduction for peace and development program launched by the provincial government".

Sangguniang Panlalawigan members, outgoing department heads, and outstanding employees also received recognition for having been part of the success of the provincial government.

Aumentado issued an executive order declaring Senator Zubiri an Adopted Son of Bohol "for his huge support and significant contributions to the economic development of the province".

"Of all the candidates for senator who won in the 2007 elections and campaigned in the province of Bohol, it was only Sen. Juan Miguel F. Zubiri who returned to express his gratitude to the Boholanos and implemented in each of the 47 municipalities, Tagbilaran City, and the Province of Bohol economic-stimulating projects which contributed to the upliftment of the quality of life of the Boholano people and thereby demonstrating his genuine concern and affection to them," Aumentado pointed out in the executive order.

The senator received a plaque from the provincial government in recognition also for his support to "ensure Bohol's sustainable development which endeared him greatly to his Boholano constituency".

Zubiri, as representative of the third district of Bukidnon, had been one of Aumentado's close colleagues in Congress.

"Sen. Zubiri has supported legislations and projects designed to attain the sustainable economic development of Bohol and the well-being of its people. In reciprocity to the love that Sen. Zubiri has shown for the Boholanos, it is only fitting and proper that he be declared an Adopted Son of Bohol," Aumentado cited in the executive order.

In return, Zubiri assured to grant the governor's request for additional funding for the installation of lighting system at the CPG Park.

Radio station dyRD is not receiving annual financial subsidy from the Church, according to Bishop Leonardo Medroso yesterday.

He issued the statement after City Mayor Dan Lim, falsely [in his weekly radio program] alleged to the public that dyRD is a recipient of annual subsidy from the Catholic Church.

Lim's statement was flatly denied by the bishop when interviewed over the phone yesterday afternoon.

"DYRD has no financial link with the Church," the bishop [categorically said] declared in rebuking the mayor's false and malicious allegations.

"Ingna siya" (tell him), referring to the mayor, that there is no such subsidy," Medroso said in a tape recorded interview.

DYRD, as a member of the Catholic Media Network ((CMN) like other CMN radio stations availed of a one-time fund assistance to acquire a new transmitter which is part of CMN's program to increase the coverage of their member stations in order to increase its audience reach in spreading the Good News.

"It's just a one-time financial assistance entitled to every CMN-member station which would wish to improve its technical facilities," said Fr. Francis Lucas, CMN president.
The one-time grant was P320,110, a mere 18% of the total technical enhancement project of the station which cost P1.8 million.

The tirade of the mayor against the Bohol Chronicle Radio Corp. continues after teams from independent media groups in Manila and Cebu visited the city a couple of weeks ago to investigate the media harassment happening in the city.

In his statement issued to the probe team, Lim alleged that BCRC resorted to attack city hall governance after the corporation was assessed of its taxes paid to the city government.

Reacting to the mayor's statement, Peter Dejaresco, GM of the twin media enterprise said that documented chronological sequence of events prove that the letter from the late city treasurer Visitacion Acero came two months after Lim received criticisms on the drainage issue, and it was never the other way around.

The drainage issue which was sparked by the flooding along CPG North Avenue and the opening of the drainage outfall fronting the city port happened in November 2008. This generated heavy media coverage including editorial of this paper which criticized the city mayor for his flip-flopping stand on whether to cut the illegally tapped sewerage or not.

Two months later, on Jan 26, 2009, Treasurer Acero wrote BCRC of its alleged tax deficiencies. The media outfit filed formal charges against Acero at the Department of Finance (DOF) Manila which reprimanded the treasurer for her course of action.

Since then, Mayor Lim refused to issue the Mayor's Permit to the media company nor did he issue any computation of alleged tax discrepancies.

Previously, the mayor himself had consistently issued mayor's permits to the Bohol Chronicle from 2004 to 2008, clearly showing the city had no tax-related complaints against the Bohol Chronicle.

When visited by the media probe team, the mayor suddenly issued a statement published in a Cebu daily that the corporation has more than P800,000 tax delinquency which no notice has been issued by the office of the city treasurer.

Two media-freedom groups from Manila and Cebu are currently documenting the raging controversies affecting City Hall and the media in Bohol in general. Funded by the Freedom Fund, the Manila group is documenting with passionate dedication the travails of the press in less than permissive environments - all over the country - the way it is doing on the world-shocking Maguindanao Ampatuan Case.

City Mayor Dan Lim, members of the media and ordinary citizens were randomly interviewed to validate the claims by all parties.

Searching for some objective ways to understand musical taste, two new studies reveal that harmonic arrangements and rhythm patterns are two critical features that either draw listeners in or drive them away.

The first study, from the University of Minnesota and reported in the May 20 issue of Current Biology, found that the musical chords that are the most appealing to American ears are ones where the sequence of notes played are harmonically related to one another.

A second study, out of Brazil and published in the May 20 issue of the New Journal of Physics, revealed that people are attracted to certain rhythm patterns, and tend to go for songs that display similar rhythmic durations and ordering, regardless of whether those songs come from what would normally be thought of as differing musical genres. - Daily Health News

Bohol High sounds better. Don't you think so?

"Reminiscing and Sharing Golden Memories Through 50 Fruitful Years" is the theme of the three-day Golden Jubilee Reunion and Grand Homecoming, Batch '60, Bohol Provincial High School, now Dr. Cecilio Putong National High School, which reeled off May 21-23, 2010. The golden jubilee reunion and homecoming proved to be touching and emotional along with nostalgic feelings, felt even on the weeks that followed.

In the afternoon of Day I, the jubilarians arrived, reluctantly at first but later recovered, as each batchmate came either limping or bent but in high spirits, hugging and kissing each other with misty eyes. They behaved like young ones once more, thrilled and excited until forty-five batchmates had registered. They stayed long at the lobby, chatting and laughing as digital cameras busily clicked while jubilarians moved around for photo opportunities. At 4 p.m. they trooped to Meridian Hotel where a welcome party was awaiting, which was preceeded by a thanksgiving mass officiated by Rev. Fr. Stephen Supremo, a special offering was made in memory of the departed batchmates. A sumptuous dinner followed, after which a testimonial program was held hosted by the tandem of Belinda Parras Gaudiel and Vicenta Bioco Apepe, class valedictorian not to mention the presence of Madam Nena Torralba Gica, one of the surviving teachers. Julieta Solis Miral led the Philippine National Anthem and Batch '60 Pres. Lita Karaan Palileo delivered her words of welcome. The jubilarians wore eager faces with fast-beating hearts as they listened to the names of their long-lost classmates who stood as they were called. They either aged beautifully or whatever life have treated them through the years which showed golden marks on their faces.

Chita "Turi" Parilla Jao, introduced the School Principal of DCPNHS Mrs. Concepcion Bagotchay, the guest speaker. Dr. Alfred Solis introduced those who came all the way from the "Land of the Brave and the Free" obliging each to deliver a short message.

This group made all things happen from start to finish. During the program, a Plaque of Appreciation was awarded to Lita K. Palileo and nine others were given certificates of appreciation, who were the winds beneath the wings of the whole activity, courtesy of the US-based jubilarians. Romulo Sarmiento a tax analyst in California, USA exerted overwhelming effort to convince his colleagues in USA to attend the most-awaited golden reunion. Romy officially closed the program.

Day II started with the jubilarians assembled at DCPNHS grounds, exchanging pleasantries as usual. Off they went to Loboc town, the home of the world famous Loboc Children's Choir. Alma Fernando Taldo, a batchmate herself, conductress and trainor of the choir, treated the group to a "Lamao Party". Aboard the floating resto, was a delectable dinner on deck while river cruising across the Loboc River. Serenaders lulled the jubilarians to nostalgia as the floating resto glided smoothly through the quiet waters, while digital cameras clicked punctuating the darkness which enveloped the environ. Everyone enjoyed the night cruise against the backdrop of multi-colored lights.

The third day was more memorable and hilarious as they motored to Bikini Beach in Dauis town for a Beach Party. Parlor games added enjoyment what with green bucks, perfumes, and chocolates given away to participants courtesy of US-based jubilarians.

After the beach party, off they went to La Paz, Cortes to see the Garrote Memorial Library courtesy of Nene Garrote Trinidad, proceeded to Balilihan for the dinner treat of Lita Lim Chatto. The jubilarians returned to their respective homes, tired but happy and contented, looking forward to the next days' itinerary. The 3-day reunion didn't end, for in the next days, the batchmates who stayed longer gathered for a post-reunion dinner in time for the house warming of Dr. Alfredo Solis' home equipped with centralized cooling system. Dra. Bellie Maglahus Cloma, Lita K. Palileo, and Esper Calipusan Dumlao threw their own post-reunion dinners. Dr. Rafael Apostol and Engr. Alfred Lim failed to attend but they sent in earlier their financial assistance. Javello Baura, a softspoken person is a "big man" at De Ocampo Memorial College, Sta. Mesa Manila. Nen Garrote Trinidad was the official videogirl while Chita Jao, Lita Lim, Esper Calipusan, and Dr. Alfred Solis were the stockrooms of jokes making the jubilarians very much alive and kicking. A closing dinner was held at the residence of Engr. Bellie Maglahus Cloma, graced by the presence of Engr. and Mrs. Paul Caverte. They came, they enjoyed, they parted ways, bringing home a bacon of bliss and contentment.

Batch '60 would like to convey their heartfelt and sincere condolonces to the bereaved family of Late Fe Mission Licayan, a batchmate, who passed away days after the golden reunion.

Boxing and Boxers / Pinoy Boxers in Mexico
June 21, 2010, 09:35:41 AM
By Manny Bautista

The eyes of the boxing world will once again be on Mexico, as two of the Philippines' budding sports superstars, Edrin "The Sting" Dapudong and Richard Jun Garcia take a shot at separate world boxing titles against tough Mexican fighters on June 19 in Tepic, Mexico.

Dapudong (17W-2L, 9 KO's) who previously won the WBO Asia-Pacific minimumweight and WBO Oriental flyweight belts and playing under the banner of Braveheart Stable of North Cotabato Vice Gov. Manny Piñol, will go up against Jesus Jimenez of Mexico for the World Boxing Council (WBC) Silver Belt flyweight title.

Garcia (21W-10L-1D, 5 KO's) for his part, gets another crack for the WBC Silver Belt superflyweight crown opposite Juan Jose Montes also from Mexico.

The WBC Silver belt is a new innovation by the World Boxing Council to give value to many fights that cannot be for a WBC world title but are bouts of great importance.

Defending champion San Miguel arrested an alarming three-game slide in the PBA Fiesta Cup, hammering out a 99-86 win over Rain or Shine Friday night at the Ninoy Aquino Stadium.
Gabe Freeman returned to active duty after missing two games and readily showed the way for the Beermen with a conference-high 30 points and a monster 21 rebounds.

The Beermen remained in solo second with a 12-5 win-loss card but more importantly, got back on the winning track after losing three straight while bolstering their bid for the remaining outright semifinals berth.

"It's very evident that Freeman's presence is huge for the team," said interim coach Ato Agustin, who won his first game calling the shots for the reigning Fiesta Cup champions, in Filipino. - by Manny Bautista

Rey "Boom-Boom" Bautista will return to Freddie Roach's Wild Card Gym in Hollywood to train for his US comeback fight on Aug. 14 in San Diego.

Bautista, a regular at the Roach's gym, will be leaving for the US in July in preparation for his upcoming fight.

"Boom-Boom trained there for the past years. He'll find good sparring partners at the Wild Card Gym," ALA Promotions president Michael Aldeguer told Sun.Star Cebu yesterday in an interview. "I'm not sure if Freddie will personally assist him because we haven't had a formal discussion with him."

The 23-year-old Bautista was supposed to fight on June 26 in Virginia against veteran Levi Brea but the event was cancelled and transferred to San Diego, which has a huge Filipino community.

Bautista is scheduled to face a different opponent, who Aldeguer said will be announced in the days to come.

Aldeguer added there is a possibility the hard-hitting Boholano might be fighting for a regional title.

"We're looking at a regional title. We will discuss it with the WBC (World Boxing Council) if he could fight for the WBC International title, which he vacated," said Aldeguer.

Boxing and Boxers / Update on AJ Bazooka Banal
June 21, 2010, 09:22:10 AM
By Manny Bautista

Before another crack at a world title, AJ Banal will be in for the fight of his life against former world champion Luis Alberto Perez on Aug. 28 at the Waterfront Hotel and Casino in Cebu City.

Banal's handlers have started negotiating with Perez's camp and according to ALA Promotions president Michael Aldeguer, the 32-year-old Nicaraguan is willing to come to the Philippines and face Banal.

He said they are close to sealing a deal and are just settling a few of Perez's demands.

"This is the biggest fight for Banal. If he wins this fight, it will give him a good rating because everybody knows Perez because he has fought some big names," said Aldeguer.
Perez is a former two-division world champion and has an impressive record of 26-4 with 17 knockouts.

Banal, who is 21-1-1 with 17 knockouts, is ranked in the top three of three of the four major world boxing sanctioning bodies. He is rated No. 3 in the World Boxing Organization, WBA and IBF but is ranked 12th in the World Boxing Council.

Boxing and Boxers / Did Rodel Mayor Win?
June 21, 2010, 09:20:32 AM
Mexican challenger Omar Niño Romero is eyeing a knockout victory over Filipino WBC light flyweight champion Rodel Mayol in their highly anticipated rematch today in his own turf (Manila Time).

"I want to recover the crown and return it to Mexico. We are sure that this will happen, we cannot fail again in Mexico. We have to knock him out to win clearly." Omar Niño was quoted in an article posted in the Spanish language boxing website notifight.com.

The 34 year-old Romero (28-3-2, 11 KO's) also said that "Weare training hard. We know the weaknesses of Mayol, in this occasion I will leave the winner. I will try to win for knockout. I do not want any surprise in the scoring, there will be no place for doubts, I will win." - by Manny Bautista

Milan Jovanovic scored one minute after Germany striker Miroslav Klose was sent off Friday, giving Serbia a 1-0 win over the three-time World Cup champions in Group D.

Jovanovic side-footed a shot past Germany goalkeeper Manual Neuer in the 38th minute to leave both teams with three points in the group.

The win was Serbia's first in the World Cup win as an independent nation.

Lukas Podolski had a chance to equalize in the 60th, but he missed a penalty, sending a weak shot to the left of Serbia goalkeeper Vladimir Stojkovic, who read it and stopped it.

Manchester United defender Nemanja Vidic gave away the penalty in the 59th with a handball, the same needless move that cost Serbia the match against Ghana, when Zdravko Kuzmanovic did the same and Ghana scored for a 1-0 win. - associated press

The old guys of the Boston Celtics just didn't have enough when it came down to the end of the NBA finals.

The Celtics nearly pulled off an improbable championship, leading most of the way against the Los Angeles Lakers in Game 7 of the NBA finals on Thursday before losing 83-79.

They wasted a superb defensive effort when their offense stalled midway through the fourth quarter. Boston went without a field goal for nearly five minutes, a decisive stretch when Los Angeles grabbed control.
"You know, it's the first time all year that you can actually say at the end of the day we were old at the end of the game because we didn't have enough bodies," Celtics coach Doc Rivers said. "I thought it hurt us."

They finally looked their age Thursday night. Ray Allen's jumper, one of the prettiest and most reliable in the NBA, was flat all night in a 3-for-14 performance.

Paul Pierce was 5 of 15. Kevin Garnett, the other member of the aging Big Three, scored 17 points but managed only three rebounds and couldn't keep Pau Gasol off the backboards. - associated press

Here's another feather on the hat for this history-rich coastal municipality.

Come Sunday, ABS-CBN will feature the family of Senior Municipal Councilor-elect Romulo "Romy" Manuta as its guest during the giant TV network's celebration of Father's Day.

A crew of the country's top television station hit this town last Sunday for the interview and shooting footage. Romy has recently received from the Overseas Workers Welfare Administration the Outstanding Achievement Award during awarding rites at SM-Cebu City last June 7, this year.

Manuta, brother-in-law of Mayor Leoncio "Boy" Evasco, Jr., is a civil engineer by profession. His lovely wife, Laura, is a registered nurse, joined Romy at Saudi Arabia leaving their three children at the care of brother Poypoy and sister Bebeth. This took place in years 1975-1988. Despite the physical absence of their parents, the children, especially the boy, never got entangled in unproductive vices or waylaid by barkadas.

As a result, Dr. Shary May Manuta became a doctor of medicine, Jerry John followed the footsteps of his father, and the youngest, Christine, shared the medical limelight with her sister.

Shary, who works at the Pediatric Department of the Gov. Celestino Gallares Regional Memorial Hospital, has Atty. Joseph Baton, a CPA-lawyer as her soul-mate. Engr. Jeffrey John, still single, is a systems specialist at Globe Telecom in Cebu City. The younger doctor, Christine, works at the Internal Medicine Department of the Gallares Community Hospital.

Small wonder, the family was the official entry of Region 7 in the search for the Most Outstanding Family of the Year which took center-stage at the Mall of Asia in Manila on November 13, 2008.

Really, when blessings come, they arrive in trickles. Romy failed in his bid to take the vice mayoralty seat in the 2007 pools losing by 200 votes to then Mayor Gabino Redulla.

The defeat was vindicated this year when he topped the race for the 8-seat Sangguniang Bayan.

Aside from his official duty as municipal coordinator of the Land Administration and Management Project (LAMP II) with a One Peso a Year salary, Romy finds time to play with his tennis peers at the home-court of the Maribojoc Tennis Club, at barangay Anislag, this town. He believes in the Latin adage "Mens sana en corpora sano." (A sound mind in a sound body). (FCF)

Youth is always an asset in a field where age is a prime factor that determines mental capability and physical prowess. Although politics is not a-hundred-meter-dash nor a long-distance marathon, the exuberant and the vigorous, both in mind and body, usually excels over the septuagenarian. Although there are exceptions, like Gandhi or the Dalai Lama whose brilliance accumulate through the years, the spring chicken usually beaks the fattest worms.

Our subject for this weeks’ interview is not a spring chicken in the strictest sense of the word, but he can be an eagle in the political air, if he makes the right decisions. Like, when he decided to run as a Member of the Provincial Board, and not for the same position as Councilor of Panglao (which those in the know believe he can easily hurdle just like a walk in the park).

The appointment was set: PRM office, ICM, at 3 PM.

LMP: Since you were a child, did you envision or plan to be a lawyer?

VBA: Yes. It is because I was influenced by my 2 uncles, Judge Suceso Arcamo  and the former Governor Samuel Arcamo. They are my idols.

LMP: At what year in high school or college were you really determined to take  up Law?

VBA: I was determined to take up Law when I entered college. That’s why I  took up AB.

LMP: Where did you finish your AB?

VBA: At Divine Word College, now Holy Name University.

LMP: Where did you finish your elementary?

VBA: I finished my elementary at a public school in Cebu City, the Zapatera  Elementary School.

LMP: Where did you finish your high school studies?

VBA: At Abellana National High School also in Cebu City.

LMP: How come your parents were in Cebu?

VBA: My father was assigned as a salesman in Cebu. He was with Coca-Cola  Bottlers Philippines.

LMP: What year did you became a lawyer?

VBA: In the year 1998.

LMP: You had your private practice?

VBA: I was working in the Department of Agrarian Reform when I became a  lawyer. So, I stayed in the agency for 2 years. In the year 2001 I decided to quit and have my private practice.

LMP: What prompted you to go into politics?

VBA: I filed a certificate of candidacy because I wanted to serve the people of  Panglao, to legislate ordinances for the fast growing tourist destination.

LMP: Did you win?

VBA: Yes. I became a councilor in the year 2004 and was re-elected in the year 2007.

LMP: What did you find out when you were a part of politics? Was everything okey?

VBA: Something was wrong. I was frustrated.

LMP: What caused your frustration?

VBA: Politics, mainly, and the way it is practiced here.

LMP: Can you cite specifically what is it in the politics you don’t like?

VBA: Mostly, the self-interest of politicians.

LMP: Can you blame politicians for taking care of themselves first before the  others?

VBA: Politicians should be blamed, and partly the people. Politicians do what they can do just to be in office no matter if it is good or bad, legal or illegal, seen or unseen. It’s up for the people to judge on their doings. And it has long been proven many cannot always decipher the good from the bad.

LMP: You were a councilor for 2 terms. What were some of the contributions or projects you have made or bills filed as a Councilor?

VBA: I have to distinguish in these 2 terms because in my first term, I was with the opposition. We had to scrutinize all the programs and undertakings that the administrator and the Mayor had. We looked at all the programs the Mayor submitted; but it is sad to say, that not one passed the Sangguniang Bayan. In fact, I was the Chairman of the Committee on Appropriations. We were able to have an official of Panglao being charged by the Ombudsman.

LMP: For what reasons?

VBA: Because of infractions.

LMP: In your first term, what were the committees where you were the Chairman?

VBA: Committee on Appropriations, Committee on Good Government, and Committee on Human Rights.

LMP: How about in your second term?

VBA: The same Committees in my first term.

LMP:  What is the pressure of being the Chairman of the Appropriations Committee?

VBA: In my second term, I was not pressured because it was the present Mayor who was able to implement the projects intended for the previous year.

LMP: What happened previously?

VBA: Because the Mayor before refused to cooperate even to just a simple request. Refused to explain what these projects were for?

LMP: Usually what are these projects for funding?

VBA: It depends on what the Municipality confirms. Infrastructure, health, etc.

LMP: What were the projects which you had for the development funds?

VBA: Barangay roads, expansion of buildings, improvements of purchased vehicles for the municipality.

LMP: Panglao is fast growing as tourist destination. In fact it is number 1 in the country. What are some of the concerns that you did while you are still a Councilor?

VBA: Regarding water. That’s the foremost matter that until today it is not solved.

LMP: What else in Panglao that should be taken care of?

VBA: The liquid waste.

LMP: Does it mean that until now that problem is not yet addressed?

VBA: Not given any solution.

LMP: Now that you have been elected as Board Member, do you feel that it is a bigger responsibility this time?

VBA: Yes. It is bigger. But I accept the challenge.

LMP: Do you still believe that you are capable? Including the risks involved?

VBA: Yes, I do. I am ready.

LMP: How many municipalities do you represent now as a Board Member?

VBA: Although I represent the First District, I legislate for the entire province.

LMP: You encounter problems when you were a Councilor. What are the problems you expect when you sit as a Board Member?

VBA: I think, the Resources. But of this time I still can’t figure out.

LMP: What Committees do you believe you fit in the Sangguniang Panlalawigan?

VBA: As what I’ve heard, each member of the Sangguniang Panlalawigan particularly the elected ones, has 2 chairmanship, 2 vice-chairmanship, and 2 membership.

LMP: In the chairmanship, if you are the given your choice what do you want?

VBA: Committee on Tourism and Committee on Cooperatives.

LMP: Why you prefer these two?

VBA: First, Panglao is now the center of tourism. Second, the cooperatives involve the people. I can mingle with the people, I can go to different barangays. I was the Director of the Cooperatives before when I was with  in the Bohol Multi-Purpose Cooperative.

LMP: Do they see the cooperative movement in Bohol a success?

VBA: Yes. Because of the Boholanos character.

LMP: You mentioned earlier there should be some regulations that should be done now, not later. Would this be possible in the near future now that you are with the SP?

VBA: We have to sustain and improve. Regulate the expected collateral effects that tourism brings. The tourism industry in Bohol is rising but the development of civic, cultural and religious aspects is not practiced by the stake-holders.

LMP: How, is your relationship with the Presiding Officer of the Sangguniang Panlalwigan?

VBA: I think there’s no problem with that anymore. We can see eye-to-eye. So do with the Governor.

LMP: Do you consider yourself as an achiever, considering your accomplishments? What is your guiding principle in order to reach your goal?

VBA: I have a simple guiding principle which is, “Do what is right”.

I remember Benjie as a student at good old Divine word College. He was not the shallow-water-making-most-noise type, but the silent-water-running deep. His behavior patterns could only have been a product of a conservative upbringing. Calculating and not impulse-prone, he could be a cool head amidst a frenzied atmosphere. A trait beneficial to one who wishes to make the right decisions in life.

Atty. Venzencio Arcamo is married to MCTC Judge Lindecita Cabaron-Arcamo. They have 2 children: 13-year old Christian Vincent, a first year student at the TCSHS, and 10-year old Apple Noelle, a fifth grade at HSS.

With this young family the prospects are high; and in the case of Atty. Benjie Arcamo, he can be an eagle that can soar high.

Under the accepted standards of borrowing student loans, it is stressed that you can borrow up to the cost of attendance, as determined by your school, less other financial assistance you might be receiving. Other financial assistance refers to grants, work-study, and scholarships. And, the cost of attendance typically involves tuition, books, fees, room and board, and other miscellaneous living expenses. click here to read more

Jagna - Bohol / Jagna: Squid Center of Bohol
June 21, 2010, 02:18:59 AM
By Joe Espiritu

It seems as if Jagna is becoming the squid center of Bohol. Several tons of these marine products are shipped out of Canupao every morning. This may slow down when the moon grows full but in the meantime squid fishermen are making a living. A squid is not a fish actually. It is classified as mollusk. It is a shellfish with its shell inside the body a sort of endoskeleton.

A squid is carnivorous and cannibalistic. That means it eats other squids. It is caught using multiple hooks. A squid hook looks like a miniature grappler. The circle of hooks is welded around a central leaded wire. The hooks are without barbs. Cut bait is tied around the lead and when a squid bites, it is jerked upwards continuously lest it cuts loose since the hooks have no barbs to hold it. The catch is hauled aboard as fast as possible.

Though hooks without barbs run the risk of the catch sliding free it is easy to dislodge in preparation for the next cast. The action starts when the squid school is lured within fishing range. When squids are biting, they latch upon the bait the moment the bait stops at the proper depth, which is a short distance from the surface. An expert squid fisherman operates two lines at the same time. Some wish that they may be six armed like an Indian deity to catch more squid.

The squid in mention is the deep sea squid, the calamare, reddish when fresh and graying when dead. Fishing for those mollusks is at night. Years ago fishermen lure the squid near their boats by using the light of the torch of the bundled coconut fronds. Then some wise guy used human feces in a sock as lure and his catch doubled. However, when his trick was found out, no one bought his catch forcing him to abandon his method. Some guy substituted pollard, which smells the same when wet. But that too was abandoned. An out of town fisherman introduced the borloloy a weak flashing light dropped near the fishing boat. This increased the catch several times making squid fishing an industry.

Some out of town fishers tried for the meter long deep sea squids. The giant catch commanded premium prices. But to locate their fishing ground is hard. However, on rare occasions the area is found, the fisher hits the jackpot. An oversized deep sea squid outfit was used. A wire noose is attached to snare the passing broadbill sword fish or yellow fin tuna. The operation ceased since favored spots are hard to find.

The best squid species are found just outside the reefs. The white squids are either netted or fished using dragged lures of artificial prawns. Those squids prefer extended shallows that only few are found in Jagna waters. Those too command premium prices. They are preferred for shashimi or shushi Japanese dishes of sea food eaten fresh.

Back to the calamare. There was a time when canned squid of this species were imported from California. However, tariff must have stopped their importation since it disappeared from the stores. If Jagna can sustain commercial volume catch perhaps a squid canning industry might be established here. A study must be made to establish the volume and season of the catch to find out if it can sustain a squid canning industry.

Strange to say, those squids are staple prey for dolphins and toothed whales. Those marine mammals are non existent in the seas fronting Jagna, Perhaps that contributed to the abundance of the squid. Poaching purse seine operators knowing this abundance might sweep the local sea clean depriving small time fishers of their ;livelihood.

Maribojoc - Bohol / Veloso vs Evasco
June 21, 2010, 01:52:38 AM
By Fred C. Fuertes

Provincial Board Member Jose “Dodong” Veloso, a perennial winner in previous electoral exercises, recently lost another battle against reelected Mayor Leoncio “Boy” Evasco, Jr. concededly Maribojoc’s top performer chief executive.

In a one-page decision dated June 8, Regional Trial Court Baudilio Dosdos dismissed Veloso’s election protest for the latter’s failure to put up a cash deposit of P3,000 as mandated by the law.

The milestone decision followed suit the electoral protest lodged by defeated Dauis mayoralty aspirant Victorio Migriño against mayor-elect Jaime Jimenez before the sala of RTC Judge Pablo Magdoza, presiding judge of RTC Branch 48.

The dismissal order read: “In the case before us, there is no showing in the records, that the protestant  had made such cash deposit within five (5) days from the filing of the protest as required under rule 7, section 2 of the 2010 rules of procedures in election contests before the courts involving elective municipal officials (A.M. No. 10-4-1, Supreme Court).

It may be recalled that a week after Evasco set a record-breaking win over Veloso, a three-termer mayor and a three-termer of vice mayor, the  mayoralty aspirant lodged an election protest before the RTC alleging that he was cheated in the last polls.

One of the grounds of his protest was that the Precinct Count Optical Scan (PCOS) machines when delivered last May 4 to 7, this year, were tested and sealed without his presence or his duly designated watchers. He further complained that the personnel  who tested the machines were avid supporters of Evasco.

The failure to notify him of the testing and sealing schedules gave him doubt for a possible manipulation of the PCOS in Evasco’s favor.

To further bolster his claim of irregularities, Veloso said that several supporters of his political rival earlier made declarations on the outcome of the election. The Evasco supporters predicted a dismal loss in his own precinct. And since the predictions all came true, Veloso opined, this means they already knew the outcome of the polls even before voting time and logical explanation to this, the erstwhile political wonder boy said, was that there must be preprogrammed PCOS  machines and compact flash cards used.

Veloso further averred that Evasco engaged in pervasive vote-buying in order to induce people to vote for his arch enemy. There was also  negative vote buying to prevent people who could have voted for Veloso to cast their ballots.

Bien-Unido - Bohol / New Ambulance for BienUnido
June 20, 2010, 11:53:49 PM
This northernmost municipality has recently acquired a brand new ambulance unit courtesy of the Philippine Charity Sweepstakes Office, this according to Mayor Rey Nino Boniel.

Boniel, who was re-elected in the last elections, said  the acquisition of the ambulance unit was an effort of his administration to take care of the needy in times of emergency.

Expressing gratitude to the PCSO, the mayor said that the ambulance was a donation by the PCSO without a counter-part fund from the municipal coffers.

Menawhile, Boniel announced that he’ll take his oath on June 30, 2010 before his constituents.

His running-mate Ronnie Justiniane, vice-mayor-elect, will also take his oath together with other officials. (RVO)

Loon - Bohol / Tree Planting in Loon Bohol
June 20, 2010, 11:51:51 PM
By Adam L. Saligumba

While most of the local government units in the country commemorated the 112th Anniversary of Philippine Independence through the traditional flag raising, speeches and parade, the local government unit of Loon took one step further in the observance of the annual event by using the occasion to emphasize its concern on the global warming phenomenon and the preservation of the environment through tree-planting.

Loon Mayor Lloyd Peter M. Lopez, MD and Vice Mayor Edwin R. Ladeza led municipal officials, department heads, regular employees, Philippine National Police and Bureau of Fire personnel, headed by PSInsp Nilo P. Branzuela, Sr. and FInsp Gordon Joel A. Indino respectively, in the early-morning activity on June 12, 2010. Also in attendance were Dep-ED Loon North and Loon South Districts teachers and staff headed by Loon North Central Elementary School Principal Juanita Monredondo and Loon South Central Elementary School Principal Alberto Mangaron.

Coordinated by the Municipal Agriculture Office through Municipal Agriculturist Trinita P. Suello, more than 150 grafted calamansi and 100 mahogany seedlings were planted in two municipal government-owned vacant lots adjacent to the municipal nursery. According to Suello, the calamansi will bear fruit in one year’s time.

The Independence Day tree-planting activity was uniquely a first for the LGU. Participants, who brought with them flaglets, bolos and other tree-planting tools, gathered in the municipal hall grounds as early as 5:00 in the morning invigorated by the cool and refreshing morning breeze.

The program officially started with the singing of the national and provincial hymns followed by the message of Mayor Lloyd Lopez in which he thanked everyone for their presence and cooperation in making the activity successful. The dynamic mayor stressed on the uniqueness of this year’s com, memoration of Independence Day as compared with that of past years. He emphasized that the celebration of Independence Day is made more meaningful through the planting of trees which is one way of preserving the environment and contribute to negating the effects of climate change caused by the global warming phenomenon.

Following the mayor’s message, municipal agriculturist Trinita Suello presented a grafted lemoncito seedling to the assemblage and explained its features that will bear fruit in less than one year. Mayor Lopez then distributed seedlings each to the department heads and SB members who include Kag. Ricky Masamayor, Kag. Manuel Veloso, Kag. Joe Palma, Kag. Timoteo Legitimas, Kag. Prescy Branzuela and Kag. Narciso Neri.

The assembled throng then paraded through the town’s main street, preceded by a motorcade, and walked on toward the municipal nursery more than a kilometer away where the tree planting took place. The activity was capped by a fellowship merienda composed of hot sikwate, bread, and spicy hot lugaw or rice porridge garnished with chicken meat, sweet corn, ginger, onion and garlic. It was a simple yet appetizing and satisfying repast for a memorable Independence Day observance.

Two barangays of Inabanga now belong to only six nationwide identified as Feed The Children Philippines (FTCP) model program sites.

An FTCP Model Program is the convergence of various programs and services addressing children’s welfare and issues in identified communities through the active involvement of parents, community, and the children themselves.

FTC helps families in the areas of food security and nutrition, clean water access, health and hygiene, sustainable agriculture, sanitation, income generation, capacity building and education.

As such, barangays Tungod and Hambungan earned visits from Feed the Children International Relations Officer Steve Whetstone of Oklahoma, USA, to monitor project gains and impact.

During the short program, Whetstone emphasized the importance of cooperation among community and local partners in enhancing the well-being of the children and attaining self-sufficiency of families.

For her part, FTCP Country Director Esperanza Abellana said Whetstone’s visit serves as motivation and encouragement for the community leaders to continue working for the community knowing that there are people around the world who care for them.

FTC Model Program (FMP) National Coordinator Pantaleona Sambas, Nutrition Coordinator Celso Lumaad, Finance Officer Doris Bargayo, HR-FTCP Maribel Lagumbay, FMP Supervisor Rey Envidiado and FMP-Field Development Officers Ma. Salome Christy Lunor and Gabriel Escobido accompanied Whetstone.

On the other hand, the barangay folks expressed gratitude for the partnership that has addressed children’s malnourishment and health issues through community-based nutrition programs.

LGU Philippines / The Next Bohol PCL President?
June 20, 2010, 11:49:44 PM
By Sunday Post

A Carmen councilor who is showing a keen interest to become the next president of the Philippine Councillors’ League, Bohol chapter, is reaping an overwhelming support from his own counterparts in the different Sangguniang Bayans of Bohol.

Kagawad Ramoncito”Monching” Torrefranca was reported that so far his sorties in the towns to court the votes of PCL members was very encouraging.

With the PCL members’ commitment a foregone conclusion, Torrefranca was confident that if elections were made today, he is the hands down choice.

But the gutsy Carmen kagawad was not taking chances knowing that “it ain’t over ‘till it’s over”.

In addition to the support of the PCL led by its president Brigido “Boy” Imboy, Torrefranca was also counting the support of the Vice Mayors League of the Phils., Bohol chapter, of which he was a former member.

Before Torrefranca became a PCL member, he was a bonafide vice mayor of Carmen, hence his membership in the league of vice mayors.

The Carmen councillor was banking on the backing of vice mayors who were elected  mayors in the last elections.

It was a given that mayors as always were being looked up to as support mechanism by town councillors especially in decision-making as crucial as choosing the head of their organization.

]As to the mayors whether newly-elected or re-elected, the PCL bet has already touched bases with them with their commitment also being counted.

The biggest support Torrefranca he can expect was that of Governor-elect Edgar Chatto and Vice Gov.-elect Concepcion Lim.

Except for Congressman-elect Erico Aumentado of the second district, Torrefranca has practically bagged the backing of Cong.-elect Arthur Yap of the third district and his counterpart in the first district Rene Relampagos.

Department of Education has found an ally in the provincial government through the efforts of Gov. Erico Aumentado as far as the insufficiency of school buildings is concerned.

Realizing the need for more school buildings to be constructed, Gov. Erico Aumentado moved fast to address this dire situation before his term ends at noon on June 30, 2010.

Aumentado, who regained his old post as congressman-elect for 2nd district in Bohol , has requested for fund approval by the provincial board in a formal letter addressed to Vice-Gov. Julius Caesar Herrera.

He requested for reversion of funds from the unexpended balances of appropriation of executive services account no. 07-151-00-1000 office of the governor to the tune of PhP8,878,000 as certified by the Local Finance Committee headed by provincial administrator Atty. Handel Lagunay.

Earlier, the provincial board presided over by Board Member Cesar Tomas Lopez has approved his request for the amount of PhP3 million for the same purpose but it was “discovered that the said amount is not enough for the additional school buildings projects and other priority support projects that we intend to implement as soon as possible.”

The objects of expenditures or projects to be funded by the new appropriations, if approved, include: construction of two-classroom buildings in Lungsodaan, Mabini; California, Ubay; Danao High, Danao; Inabanga High, Inabanga; Tubog High, Ubay; and Bugang High, San Miguel at PhP780,000 apiece; additional lighting facility of President Carlos Garcia Park, PhP390,000; Transformer and electrical wiring for Gaus island, Pres. Carlos Garcia, PhP178,000; road opening Himontagon Hills, Loay, PhP780,000; and concreting Poblacion San Isidro-Balintawak road phase III, Talibon, PhP2,850,000.

But the SP approval of said funding request was postponed following Board Member Alfonso Damalerio II move for its deferment and referred it to appropriations committee.

Damalerio said that the request of the governor did not show certification as to the source of funds since Local Finance Committee has yet to issue one while this (request) was deliberated by the SP during the June 15 session.

It is expected that the appropriations committee chaired by Herrera will make recommendations in the next session on June 22, 2010.

Tourism industry in Bohol could be adversely affected if services for tourists left unattended or inconvenience prevails in travel sector.

Passengers bound for Bohol last week have criticized the very poor service of the Ocean Jet 3 fast craft plying Bohol Cebu route.

Dr. Felino Columnas, who was one of the passengers, expressed disgust because of the inconvenience it has caused to the passengers. It did not follow the schedule it sets up for its departure.

He said that it was supposed to leave Cebu port at 6:30 PM but instead it departed at past 8 PM. The management did not even bother to inform the passengers. If only the management informed them of the late time departure, the passengers could have been prepare for something to eat beforehand.

There was poor ventilation because of the absence of air-conditioning that bogged down and the doors were locked up while the craft was running.  The passengers seemed to be suffocated that resulted to some of the passenger-students to faint, Columnas said.

He said he tried to contact friends for the ambulance unit be ready as soon as Ocean Jet docked at the port in case those fainted be given immediate treatment.

Columnas lamented for ignoring passengers’ request for the ship captain Jacinto Tagod to attend to their inconvenience. But nobody they can talk to as the crew also attempt to evade them, he said.

This was not the first time that the fast craft received condemnation. For many trips already in recent days, Ocean Jet did not bother to improved their services. Efforts to get the side of OceanJet failed as nobody from its office dared to respond for interview. (RVO)

Tagbilaran City consumers lived another day after a Regional Trial Court (RTC) judge issued the order to collect increased water rates retroactive to 2006.

In a one-page order, Judge Suceso Arcamo ordered respondent Bohol Water Utilities, Inc. (BWUI) to defer and hold in abeyance the retroactive collection of the new water rates.

Arcamo, presiding judge of RTC Branch 47 based in Tagbilaran City , however stressed that this was without prejudice to its prospective implementation.

The order, dated June 4, was issued in connection with the civil case filed by the Tagbilaran City government represented by Mayor Dan Lim.

Named respondents in the case docketed as 7250 were BWUI and the National Water Resources Board.

The city government, represented by the mayor, filed a petition for review with prayer for issuance of injunction, temporary restraining order and ex-parte temporary restraining order to oppose the implementation of new water rates retroactive to 2006.

The court clarified that the reason why it issued its order dated March 16 lifting the injunction was because “the writ being merely a provisional remedy and adjunct to the main case is considered lifted upon its receipt of the decision from the Court of Appeals (CA)”.

It will be noted that the CA earlier issued the order dismissing the civil case thus paving the way for BWUI to collect the water rate increase.

In his order, Arcamo noted, however, that the court intended and expected that the implementation of the increase in the water rates shall have a prospective application “and not retroactive”.

Otherwise, the court in its order said that for respondent BWUI to do so, it will in effect render the motion for reconsideration filed by petitioner on the merits of the main case moot and academic.

“Thus, at this time, it is still premature for respondent BWUI to collect the new water rates retroactive to October 2006, since the decision dismissing the case is not yet final and executory,” the order noted.

Lim hailed the order saying it gives city water consumers breathing space especially in these times of financial difficulties.

“Although this is still a temporary relief, it is still a welcome development because it frees us from additional burdens at this time,” he added.

The mayor noted that most consumers are reeling from the additional expenses that come during school openings so the collection of higher water rates retroactive to 2006 is more than they can take.

Lim said he is still hopeful that the motion for reconsideration will be favorable to the city because this will be an additional burden to city consumers.

The mayor earlier noted that he had warned about the higher water rates when the then Provincial Public Utilities Department (PPUD) was sold to a private group by then Gov. Rene Relampagos and then Vice Gov. Edgar Chatto.

“I am not happy to be proven right but it is there for all to see,” the mayor said.

Lim added that it will a lonely fight for him because Chatto and Relampagos, who were elected governor and first district congressman respectively, are not expected to work against the increase which is direct a result of the sale of the PPUD.
