Lack of School Buildings in Bohol

Department of Education has found an ally in the provincial government through the efforts of Gov. Erico Aumentado as far as the insufficiency of school buildings is concerned. 

Realizing the need for more school buildings to be constructed, Gov. Erico Aumentado moved fast to address this dire situation before his term ends at noon on June 30, 2010. 

Aumentado, who regained his old post as congressman-elect for 2nd district in Bohol , has requested for fund approval by the provincial board in a formal letter addressed to Vice-Gov. Julius Caesar Herrera. 

He requested for reversion of funds from the unexpended balances of appropriation of executive services account no. 07-151-00-1000 office of the governor to the tune of PhP8,878,000 as certified by the Local Finance Committee headed by provincial administrator Atty. Handel Lagunay. 

Earlier, the provincial board presided over by Board Member Cesar Tomas Lopez has approved his request for the amount of PhP3 million for the same purpose but it was “discovered that the said amount is not enough for the additional school buildings projects and other priority support projects that we intend to implement as soon as possible.” 

The objects of expenditures or projects to be funded by the new appropriations, if approved, include: construction of two-classroom buildings in Lungsodaan, Mabini; California, Ubay; Danao High, Danao; Inabanga High, Inabanga; Tubog High, Ubay; and Bugang High, San Miguel at PhP780,000 apiece; additional lighting facility of President Carlos Garcia Park, PhP390,000; Transformer and electrical wiring for Gaus island, Pres. Carlos Garcia, PhP178,000; road opening Himontagon Hills, Loay, PhP780,000; and concreting Poblacion San Isidro-Balintawak road phase III, Talibon, PhP2,850,000.   

But the SP approval of said funding request was postponed following Board Member Alfonso Damalerio II move for its deferment and referred it to appropriations committee.   

Damalerio said that the request of the governor did not show certification as to the source of funds since Local Finance Committee has yet to issue one while this (request) was deliberated by the SP during the June 15 session.   

It is expected that the appropriations committee chaired by Herrera will make recommendations in the next session on June 22, 2010.
