Note: Now we know why the Philippines will always be a poor country.

By TJ Burgonio
Philippine Daily Inquirer

This mystery man had no income but managed to amass at least P300 million in five years, including a P25-million unit in a swank condominium building in Taguig City and a P2-million sport utility vehicle.

At the resumption Thursday of the Senate inquiry into corruption in the Armed Forces, the spotlight briefly shifted from former military comptroller Jacinto Ligot to Edgardo Yambao, a brother of his wife Erlinda.

“He’s a mysterious person,” said Sen. Franklin Drilon, who presented documents showing that Yambao had accumulated vast wealth in a brief period.

Yambao, like Erlinda Ligot, skipped the Senate blue ribbon committee’s hearing on the controversial plea bargain between state prosecutors and Carlos Garcia, Ligot’s successor as military comptroller.

Senate security tried to serve a subpoena on Yambao but could not locate him. Erlinda Ligot has been confined at Veterans Memorial Medical Center in Quezon City since Tuesday because of headaches and abdominal pain, among others.

Ligot, along with his wife Erlinda, children Paulo, Riza and Miguel, sister Miguela Ligot-Paragas, and Yambao, is facing a P135.2-million forfeiture case at the Sandiganbayan anti-graft court.

Note: Now you know why some lawyers have difficulty going to heaven.

By Julie M. Aurelio
Philippine Daily Inquirer

A defense lawyer in the Maguindanao massacre case Thursday raised the possibility that metal fragments recovered from two victims did not come from bullets but were surgical implants.

Lawyer Paris Real posed this question Thursday to Dr. Ruperto Sumbilon, a forensic expert of the National Bureau of Investigation who conducted the autopsies on the cadavers of Rasul Daud and Norton Edsa, two of the 56 victims of the Nov. 23, 2009 massacre.

In his testimony on his autopsy of the two victims on Wednesday, Sumbilon told Judge Jocelyn Solis-Reyes the two had died of multiple gunshot wounds.

Real asked Sumbilon if, not being a ballistician, he could tell with certainty if the supposed metal fragments were from bullets or surgical implants.

“I am not a ballistician,” Sumbilon answered.

His days as a member of the Philippine House of Representatives are numbered.

Sentenced on Thursday to 18 months in jail in Hong Kong for drug trafficking, Rep. Ronald Singson is preparing to resign his House seat, his father, Ilocos Sur Gov. Luis “Chavit” Singson, said hours after a Hong Kong judge court pronounced the sentence.

Interviewed by the Philippine Daily Inquirer by telephone from Hong Kong, the elder Singson said his son would quit his post as Ilocos Sur’s first district representative.

“He had long thought of resigning,” the governor said. “We are just readying the documents needed.”

The elder Singson said he would personally talk with Speaker Feliciano Belmonte Jr. on his son’s return to the House of Representatives, in which he would make arrangements before resigning.

Singson was meted out a jail term of one year and four months for bringing 6.67 grams of cocaine into the southern Chinese territory on July 11, 2010, and an additional two months for the two tablets of the prohibited narcotic Nitrazepam which he also carried.

In his ruling, which he took 45 minutes to read, Wan Chai District Court Judge Joseph Yau said the prison term should be at least two years and six months but he decided to give a “discount” by giving credit to the congressman’s guilty plea, his “positive character,” his clear criminal record, and his being a member of the House of Representatives.

It was an ironic twist to the political career of the lawmaker who a few years ago filed a bill in the House, denouncing illegal drugs as one of society’s most pernicious evils.

Investigators are looking into the possibility that the fire that gutted the residence of former Maguindanao governor Andal Ampatuan Sr. in Marfori Heights, this city, was deliberately done.

Inspector Rodolfo Alocelja, arson investigator of the Central Fire Station, said that they are still validating a report that a bottle with an odor of a gasoline was found at the scene.

Ampatuan’s residence was razed by fire Thursday morning which also damaged a Nissan Terrano vehicle. The incident occurred, a day after the three-month anniversary of the Maguindanao massacre.

Ampatuan, one of the accused in the Maguindanao Massacre case, also owned a multi-million peso mansion at Juna Subdivision, here.

City police spokesman Supt. Antonio Rivera, chief of the Investigation and Detection Management Section, said they are still looking into the cause of the fire.

Police reports also said that none of the Ampatuans were in the house when the fire broke out, except for a few caretakers.

This house was one of the houses raided by police and military authorities on suspicion that firearms were kept in there.

The raid happened after the Ampatuans were linked to the killings of 57 people in Maguindanao on November 23,2009. (PNA)

Executive Secretary Paquito N. Ochoa Jr. has directed five agencies dealing with the requirements for the processing of visa of Filipino workers bound for Taiwan to set up special windows to facilitate their documents faster.

The Taipei Economic and Cultural Office (TECO) in Manila had previously announced that Taiwan-bound Filipinos would have to submit additional documents as a pre-requisite for the issuance of work visa, but Ochoa said the creation of special lanes would help ease the impact of the new requirements imposed on Filipino workers.

“Our priority here is the welfare of our citizens who have already obtained employment in Taiwan, but are now having difficulty getting their visas to Taiwan because of the new requirements issued by TECO,” Ochoa said.

In a memorandum dated February 14, Ochoa ordered the Department of Foreign Affairs (DFA), National Bureau of Investigation (NBI), Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth) and National Statistics Office (NSO) to establish in their respective offices special lanes dedicated to the processing and authentication or issuance of documents. = PNA

Former ambassador to Washington Albert del Rosario, was sworn in late this afternoon as Secretary of Foreign Affairs by President Benigno Aquino III, succeeding Alberto G. Romulo who served close to seven years.

Following his swearing-in, the new Secretary of the Department of Foreign Affairs (DFA) met with senior DFA officials, led by Undersecretary for Policy Erlinda Basilio.

DFA’s Union of Foreign Service Officers (Unifors) said it welcomed del Rosario’s assumption of office and expressed support for the new Secretary in his pursuit of foreign policy objectives.

At the same time, Unifors president and Assistant Secretary for Consular Affairs, Jaime Victor Ledda, said his group thanks Romulo for his leadership of the DFA, particularly his “untiring support to the career corps.”

In an ambush interview after meeting with DFA senior officials, del Rosario said he is “honored by the appointment and the President’s confidence in me. I will try my best to live up to it.”

He said that he will immediately plunge into addressing the current challenges at the DFA, including the situation of Filipinos in the Middle East and North Africa.

The 71-year old Secretary confirmed he is joining President Aquino in the latter’s state visits to Indonesia and Singapore in March.

CARDIFF, Wales -- A shy British teenager collapsed and died from sudden adult death syndrome (SADS) just minutes after her first kiss, a coroner's investigation found.

Jemma Benjamin, 18, kissed fellow university student Daniel Ross for the first time, then collapsed on his sofa, the investigation was told Thursday. Shortly after their embrace, her eyelids "suddenly began to droop," and she started to froth at the mouth.

Benjamin, from Rhondda, near Welsh capital Cardiff, was described as a "superfit" field hockey player with no history of medical problems. An autopsy found no trace of heart disease and no observable cause of death.

The investigation heard that she died from SADS, a rare heart condition that kills around 500 people in Britain each year.

Ross, 21, told police that he and Benjamin were friends for three months before the kiss.

"It was not a sexual relationship, but we saw each other a couple of times a week," he said. "We were going to go to a bar for some food and went back to my house for a credit card, which I had forgotten. We were talking and ended up kissing in the hallway by the front door. We went into the kitchen and then the living room, and Jemma sat down on the sofa."

The Supreme Court (SC) has imposed a fine of P5,000 on a retired Regional Trial Court (RTC) judge based in Panabo City, Davao del Norte for “undue delay” in resolving a motion filed by a litigant in a civil case pending before his sala while he was still in government service.

The High Court’s Second Division promulgated on February 7, 2011 its decision finding retired Judge Jesus Grageda, then Presiding Judge of RTC Branch 4 based in Panabo City, guilty of violation of Code of Judicial Conduct for his failure to resolve the motion filed by Pio Angelia, a complainant in a civil case pending before the latter’s sala.

The SC fined Grageda in the amount of P5,000 to be deducted from his retirement benefits.

In a complaint against Grageda, Angelia claimed that Civil Case No. 54-2001 entitled Pio Angelia versus Arnold Oghayan was filed in 2001 but was dismissed on December 20, 2007 for failure to prosecute.

Angelia claimed his counsel filed a motion for reconsideration on December 28, 2007 but Grageda failed to act on it, prompting them to file an urgent motion for early resolution on July 28, 2008. Still, until filing the administrative case, the motion was not resolved. - PNA

Real Estate Property / Refinancing Your Home
February 24, 2011, 05:11:53 AM
Home refinancing is the process in which you pay off an existing home loan, usually with another institution, by booking the loan with another institution. This is usually done to avail of lower rates offered by others thus resulting in increased savings and financial flexibility for the borrower.

Borrowers, however, should be wary of refinancing as it may not always make good financial sense for everyone. It is prudent therefore to carefully review one's options prior to having a loan refinanced.

Refinancing is a popular option for homeowners who want to take advantage of benefits such as:

    -   The reduction of monthly amortization
    -   Having the option to shorten the term of a loan
    -   Gaining additional financial flexibility for home improvements or other needs.

SIERRA-BULLONES, Bohol: The continued land movement causing huge cracks in a barangay in this municipality alarmed residents as authorities advised them to evacuate to safer grounds especially during uninterrupted rains.

Engr. Edgar Uporto from the Mines and Geosciences Bureau (MGB) regional offices based in Cebu said the earth movement is caused by a constant flow of water under the ground which can be minimized if the flow of water can be diverted to a more stable area. However, he declared that if this can not be done, residents should decide to leave the area.

The MGB official said the other possibility causing the land movement is of sink holes caused by limestone's mixture with water over a span of time. He advised the authorities to immediately send formal communication with the MGB so that a team of geologists will be sent to the area to ascertain the reason behind the situation.

In a spot check conducted by the Chronicle last Thursday, it was confirmed that 23 houses were damaged by the continued land movement causing cracks in their walls and flooring.

Restituto Perocho, head of the newly formed Municipal Risk Reduction Management Council (MDRRMC) expects some 115 families, 40 of them from brgy Danicop, 17 from brgy Ducita, 9 from brgy Abachanan, and 54 from brgy Magsaysay, which will certainly be affected by the land movement.

Siera Bullones Mayor Fred Gamalo said that the land movement started the other week when constant rains were experienced in the area.. - Bohol Chronicle

The Department of Labor and Employment (DOLE) has launched the National Skills Registry System (NSRS) to solve the nagging problem of jobs and skills mismatch.

DOLE Regional Director Henry John Jalbuena said NSRS is one of the labor reforms being pushed by President Benigno Aquino III as a solution to labor mismatch and to facilitate employment of qualified workers.

“The NSRS will serve as live register of skills and businesses available in a particular area, an avenue where jobseekers and prospective employers can mutually advertise their qualifications as well as manpower requirements,” he said.

Piloted in the City of San Fernando, NSRS allows workers to register in their respective barangays starting March 1, shortly after a consultation-briefing was conducted by DOLE for all Punong Barangays and Focal Persons in 43 of the city's 59 barangays.

On the other hand, the punong barangays in 16 remaining barangays were scheduled to attend the next round of consultation-briefing.

Twenty-nine pieces of homemade dynamite were recovered by police operatives in their operations near the shorelines in Barangay Baccuit Sur, Bauang, La Union Tuesday.

Chief Inspector Artemio Infante, chief of police of Bauang, theorized that the seized dynamites will be used by still unidentified fishermen for illegal fishing.

However, no person was arrested by the police in the operations.

Infante said the home-made dynamites were in a sack placed near the shoreline and ready to be picked up by unidentified suspects.

Infante said that the manufacturers of the home-made dynamites are within the barangay.

Special presidential envoy to the Middle East Roy Cimatu raised the need for improved measures against possible fund conversion in the Armed Forces of the Philippines (AFP) which he once headed, believing these will help better promote transparency and prudent use of resources in the organization.

”There should be very strong check and balance as well as accountability in funding processes,” he said Saturday at Kapihan sa Sulo forum in Quezon City.

He expressed this view as AFP is in hot water again, this time due to ex-Lt. Col. George Rabusa’s revelation that some funds of the organization were not used for the purposes these were allocated but were, instead, converted for personal financial gain of some top-ranking military officials.

Cimatu himself is accused of pocketing PhP80 million as ‘pabaon’ or send-off gift from the AFP when he retired as its Chief of Staff in 2002.

He denies receiving the money, however.

Two environmentalists and another person are facing charges of malicious mischief for uprooting crops believed to be genetically modified (GM) at a University of the Philippines Los Baños (UPLB) field trial site in Bay, Laguna.

Daniel Ocampo and Indian Ali Abbas, both members of Greenpeace, and Ricky Morales, who was identified by police as a CNN reporter, were among at least 20 people who stormed the 1,000-square meter test site of the UPLB Institute of Plant Breeding on Thursday, according to Inspector Joseph Laureta, Bay police chief.

Ocampo, a campaigner of Greenpeace’s Sustainable Agriculture, said by phone on Sunday that the group’s action aimed to prevent the contamination of non-GM crops planted together with the experimental Bt (Bacillus thuringiensis) eggplants that were already flowering.

He said the team had dug up “three to four rows” of Bt and non-Bt eggplants before the university guards stopped them.

The parents of a Bacoleña, or a Bacolod native, who is detained in a Bangkok jail on drug charges, will ask King Bhumibol Adulyadej of Thailand for clemency on behalf of their daughter.

Nede Talaban, mother of Flory May Talaban, 28, who is serving a life sentence at the Correctional Institute for Female Offenders in Bangkok, Thailand, for possession of illegal drugs, said they will write the King of Thailand to grant clemency to her.

Nede and her husband, Florentino, met on Sunday with Bayan Representative Neri Colmenares who gave them two possible options that they could take so their daughter could come home.

One was for her parents to write the King of Thailand and appeal for clemency, which is allowed under the Thai criminal justice system.

But doing so would require that Flory May allows her parents to write the King on her behalf, said Colmenares.

Another option was for Flory May to apply for prison transfer to the Philippines where she could serve out the rest of her sentence.

But the Talaban couple turned down the second option, saying their daughter should not have been jailed since she was innocent of the charges, Colmenares said.

Colmenares said the couple believed that their daughter was just unwittingly used as drug mule by a drug syndicate in Thailand. - PDI

Philippine Provinces / GSIS Pension Increase
February 21, 2011, 07:24:27 PM
The Government Service Insurance System’s (GSIS) Board of Trustees has approved the increase of the cap in the grant of survivorship pension.

GSIS President and General Manager Robert Vergara said the previous maximum amount of survivorship pension is 50 percent of the Step 1 salary level under the Salary Standardization Law.

He, however, said the new rule places the cap at 50 percent of Step 8 salary level, which is the level being received by an undersecretary and amounts to slightly over P30,000.

He said they approved the cap to half of what is being received by those in the rank of undersecretary because “this is the highest career position in government.”

Relatively, the GSIS chief said retired government employees whose pensions were suspended under the old policy will receive the accrued amounts equivalent to the period of suspension.  =pna

A man was found dead early Sunday morning inside the bathroom of the detention cell of the police station in Vallehermoso, Negros Oriental in what initial police investigators say was a suicide case.

The man, identified as Juan Narciso, 57, a farmer and resident of Sitio Payawan, Barangay Tagbino in Vallehermoso, allegedly hanged himself sometime between 4 a.m. and 5 a.m. Sunday, a police report said.

Vallehermoso police chief Insp. Neolie Laturnas said Narciso apparently tore his jacket in strips and tied them together, making a noose around his neck which he used to take his own life.

Narciso was arrested around 11 a.m. Saturday after his brother-in-law complained to the police that the former had threatened him with an improvised shotgun.

Responding policemen confiscated the shotgun from Narciso and locked him up in a detention cell along with one other person who was held for safekeeping for “drunkenness”, said provincial police director Sr. Supt. Rey Lyndon Lawas. =pna

The Negros Oriental Provincial Police Office (NOPPO) is set to file Monday charges of grave misconduct against a policeman assigned in Bayawan City, Negros Oriental, who was arrested in a drug buy-bust operation that also yielded a cache of firearms, ammunition, and explosives.

Provincial police director Sr. Supt. Rey Lyndon Lawas said the administrative case against PO2 Victorio Rizaldo will be filed with the summary officer of the Philippine National Police Regional Office 7 (PRO-7) in Cebu City.

Following his arrest last week in a drug buy-bust operation in Bayawan City, Rizaldo was immediately disarmed and subjected to random drug testing.

If Rizaldo is found guilty of illegal drug use and the criminal charges filed against him, he will be facing stiff administrative sanctions, such as dismissal from the PNP service, said Lawas.

The Task Force Kasaligan, a composite team of operatives from the PNP, the National Bureau of Investigation and the Philippine Drug Enforcement Agency, had filed separate charges against Rizaldo for illegal selling and illegal possession of prohibited drugs, illegal possession of firearms and ammunition, and illegal possession of explosives. =pna

Philippine Provinces / Mount Bulusan Ready to Erupt Again
February 21, 2011, 07:21:51 PM
Mount Bulusan on Monday belched an ash column three kilometers high from the crater summit, indicating that steam driven pressure is building up at the volcano’s vent, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

Civil aviation authorities advised pilots to avoid flying close to the volcano's summit as ejected ash and volcanic fragments from sudden explosions may be hazardous to aircraft.

Furthermore, people living near valleys and river/stream channels should be vigilant against sediment-laden stream flows and lahars in the event of heavy and prolonged rainfall.

Phivolcs said the explosions that occurred at 9:12 a.m. on Monday was recorded as explosion type earthquake lasting for about 19 minutes.

Ed Laguerta, Phivolcs resident volcanologist, said the ash explosion was also accompanied by rumbling sound which was heard up to 10 kilometers away in Juban town in Sorsogon.

The ash column that shot up into the air drifted to the southwest of the volcano flank as preliminary filed investigation by the agency traced the presence of ash deposits in Barangay Monbon and Irosin town proper.

Barangay Bagsakan of San Miguel, Catanduanes was adjudged as the National Outstanding Barangay Bagsakan (LGU-Operated Category) in the GAWAD SAKA 2010 Search for Outstanding Achievers in Agriculture and Fisheries, a report of the Philippine Information Agency (PIA) provincial office here said Monday.

San Miguel Mayor Edna Bernal is set to receive the presidential award and P350,000 project funding from President Benigno S. Aquino III and top Department of Agriculture (DA) officials during the awarding ceremonies set this week in Manila.

The Barangay Bagsakan is essentially a barangay-based food depot where there is continuous supply of fresh food such as meat, fish, fruits, vegetables and other basic household commodities which are accessible and affordable.

As part of the Accelerated Hunger Mitigation Program of the national government, it aims to establish an agri-based trading depot to service the food needs of the residents.

The DA provided the local government unit (LGU) of San Miguel a chest freezer, chiller, meat showcase and other equipment such as weighing scales (upright, hanging and digital), electric meat grinder, electric coconut grater and others. The LGU was also given NFA rice worth P50,000 for retail at the Barangay Bagsakan. =pna

Philippine Provinces / Work for Food Program
February 21, 2011, 07:19:05 PM
The City Social Services and Development Office (CSSDO) here will adopt the "Work for Food Program" to help families and farmers in eight barangays in Paquibato district whose crops were affected by rat infestation since last week.

Ma. Luisa Hermosisima, head of CSSDO, said the program, which was recommended by city agriculturist Leonardo Avila III to use the blanketing method, will help families because for every 300 rats killed, one sack of rice will be given in exchange.

"We will be using this program to entice the families to help the government in controlling the recent rat infestation in Paquibato," she said. - pna

Police authorities have tightened security in various government facilities and public places here and the neighboring province of South Cotabato following reports on alleged plans by a notorious kidnap-for-ransom group to launch retaliatory terror attacks in the area.

Senior Supt. Cedric Train, city police director, said Monday they placed all their units on heightened alert to avert supposed plans by a group of kidnappers to spring from a police detention facility at least seven of their comrades who were arrested in the city last month.

An earlier report from the Police Regional Office 12’s intelligence division noted that the kidnappers had planned to launch bomb attacks and kidnappings here and in nearby South Cotabato province as a diversionary tactic for the “rescue” plot.

“All our units are in place and we have implemented some preventive and target-hardening measures to preempt any planned attacks here,” Train said.

A daughter of one of the 32 journalists who were killed in the gruesome Maguindanao massacre expressed concern over the weekend for the safety of their family, especially their mother.

Maria Priscilla Reblando-Zainal, daughter of slain Manila Bulletin reporter Alejandro “Bong” Reblando, claimed her mother, Myrna Reblando, is currently in “danger of getting killed allegedly on orders of the Ampatuan clan,” some members of whom were implicated in the Nov. 23, 2009 massacre in Ampatuan town in Maguindanao.

Mrs. Reblando is the vice chairman of the Justice Now Movement, the association of the families of media victims in the infamous massacre and one of the most vocal in the group in calling for the conviction of former Maguindanao Governor Andal Ampatuan Sr. and several other family members who were implicated in the killing.

Zainal said an uncle from her father’s side, a policeman, was assigned to a place in Manila where the Ampatuans have supporters and purportedly learned that there is a P3-million bribe offer for her mother to withdraw the case.

“If she will not agree, the money will be used as bounty for the head of my mom,” Zainal said in an electronic mail.

To further complicate their safety concerns, Zainal said the Butuyan and Roque Law Firm has filed a petition before the Court of Appeals for the inhibition of the judge hearing the petitions of Zaldy Ampatuan, suspended governor of the Autonomous Region in Muslim Mindanao, and his cousin Akmad Ampatuan, former mayor of Mamasapano town, to be excluded from the case.

Early this month, the Court of Appeals’ Special 11th Division junked the petition of the Ampatuan patriarch, Andal Sr., to be excluded from the massacre case.

The elder Ampatuan is currently detained at a maximum prison facility in Camp Bagong Diwa in Taguig, along with son Andal Jr, the former mayor of Datu Unsay town who allegedly led the more than 100 gunmen in brutally killing the victims.(PNA)

The Department of Public Works and Highways (DPWH) Regional Office 3 has disclosed that the Arayat-Apalit setback levee serving as Pampanga River's second line of defense is soon to be rehabilitated to save thousands of Kapampangans from impending danger, particularly during the rainy season.

Engineer Gilbert Cruz of the DPWH region 3 planning division, said their department has already allocated funds amounting to at least P100 million for Arayat- Apalit setback levee.

Cruz said the rehabilitation project will start in Arayat town in barangay Guemasan going to the municipalities of Candaba, San Luis, San Simon, Apalit and could probably extend to Masantol and Macabebe areas.

Last Friday, DPWH officials, together with Provincial Board Member Ricardo Yabut, committee chair on Public Works and Engr. Juanito Reguyal, officer-in-charge of the Mt. Pinatubo Rehabilitation, conducted a joint ocular inspection in Arayat-Apalit setback levee to determine the areas which required immediate attention.

Yabut observed that some shanties and other stone houses have already been established within the perimeter of the Arayat-Apalit setback levee, which, he said, should be regulated by local officials in order not to delay the proposed rehabilitation. =pna

Baguio City Mayor Mauricio Domogan led on Monday the opening of another section of the Baguio public market to accommodate the increased number of visitors brought about by the ongoing Flower Festival and other events here.

On normal days, an average of 5,000 people go to the public market.

These days, however, the number has manifestly doubled as shown by the overflowing of vendors around the area.

In a span of one year, the city government has already restored the souvenir and fruit section which was gutted by fire last year as well as another block within the area for vegetables and marine products.

The main edifice for the market is yet to be constructed.

As envisioned, the proposed building will have modern architectural design and facilities. = pna

The Pangasinan Historical and Cultural Commission (PHCC) will ask the help of the National Historical Commission (NHC) in restoring two of the province’s historic landmarks to their old looks as part of the province’s cultural renaissance program.

This was disclosed by Arabella Arcinue of the Pangasinan Heritage Society, who said Governor Amado Espino Jr. has entrusted to the PHCC the task of restoring the old Casa Real, which was built in 1840, and its adjacent “Carcel” (Jail) to their old looks to become a continuing legacy of the present and future Pangasinenses.

PHCC headed by Dr. Gonzalo T. Duque, former vice governor of Pangasinan and president of the Dagupan-based Lyceum-Northwestern University, has accepted the task of leading in the restoration of the two old edifices.

The Casa Real was the seat of the provincial government during the Spanish time and which continued when the Americans came and renamed it as the provincial capitol after their own seat of government in Washington D.C. = pna

Provincial police authorities are currently conducting an in-depth investigation on the proliferation of undocumented motorcycles operating in the province and the whole Central Luzon region with the arrest of a regular police officer in Bulacan allegedly supplying the “hot motorcycles.”

The presence of at least 11 units of motorcycles of various models believed stolen turned out to be in the possession of police operatives assigned with the Nueva Ecija Provincial Public Safety Company (PPSC) here.

This revelation came about with the arrest of PO2 McFord Restor Hugo, 30, who is currently assigned with the Sta. Maria Police Station in Bulacan, last February 18.

Confiscated from Hugo’s possession was one Blu Sniper motorcycle without plate number and with engine No. 5D2-012465 and Chassis number MH35D2002AK012477.

Hugo was turned over to his home unit for investigation and filing of carnapping charges.

The suspect was arrested in an entrapment operation conducted by the police operatives near the vicinity of the Global gas station in Baliuag, Bulacan.

A cohort of Hugo, identified as PO1 Noel Santiago Barrientos of the Bulacan provincial police office, eluded arrest after he sensed the presence of the police in the area.

Local police officials had discovered that the two Bulacan police officers were involved in the selling of undocumented motorcycles among policemen assigned in the region, particularly with the PPSC. = pna

The various irrigation systems under the coverage area of the National Irrigation Administration-Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) are in tip-top order and working with clock-work precision in providing irrigation waters this dry cropping season.

NIA-UPRIIS Operations Manager Reynaldo D. Puno, in a recent briefing, told Agriculture Secretary Proceso Alcala that the current 103,000-plus hectares programmed for cropping this current planting season is assured of adequate water supply.

In fact, many areas have already stopped withdrawing their water quota in preparation for the harvest time in early March, Puno said.

Despite the present scarcity of rains, Puno assured the DA secretary that there is no danger of Nueva Ecija’s mammoth Pantabangan running out of water even for the entire year. = pna

Four kidnappers were killed and another was arrested when lawmen and civilian volunteers foiled another abduction attempt here on Monday afternoon, authorities said.

Midsayap Mayor Manuel Rabara said the gang of four heavily armed men were out to seize hardware store owner Frank Chung when soldiers and policemen, backed by civilian informants, foiled the attempt at 1:30 p.m. Monday.

One of the suspects who was seen approaching the hardware store owner was shot dead by policemen and soldiers.

"He resisted when accosted by lawmen and ran toward his companions in the parked vehicle," Supt. Frank Anito, Midsayap police chief, said.

Soldiers fired at him in the leg but he fled toward a boarding house to hostage student-boarders. But police shot him dead.

Sensing their move was busted, other kidnap gang members sped away using the same vehicle but a pursuit operation resulted in a shootout in the outskirts of Midsayap town about two hours later. - pna

Dili convincing ang alibi bisag gipalig-on sa NBI
By Lloyd Suarez
Cebu Daily News

* * *

* * *

Philippine seismologists issued an alert on Mount Bulusan Sunday after the Luzon Island volcano erupted twice during a 24-hour period, according to a bulletin released by the nation's volcano-monitoring agency.

However, the Philippine Institute of Volcanology and Seismology (PHILVOCS) said the eruptions posed little threat to the villages surrounding the Luzon Island volcano. Most of the villages lie outside the 4-kilometer (2 1/2-mile) danger zone, the bulletin stated.

Philippine volcanologists, according to the agency, aren't expecting Mount Bulusan to erupt again soon. The volcano is located about 249 kilometers (155 miles) southeast of Manila.

The area immediately surrounding the Bulusan Volcano is mostly rural. There are several villages, but most are outside the danger zone, according to PHILVOCS. The most recent eruption, which took place before dawn local time on Sunday lasted about 20 minutes, according to the agency. - CNN

(Palpak na sab ang mga Police)

No, this is is not a separate investigation, said the National Bureau of Investigation (NBI).

They refer to their work as “validating” the itinerary of Erik Berger and Karen Esdrelon, the couple in trouble with the police.

Whatever the NBI calls it, the additional sleuthing is something we should see more of.

Enough time has been wasted haranguing a pair of lovebirds for a crime that took place 16 kilometers from their well-documented hotel stay in Cebu City.

Thirteen days after Cebu's most publicized case of child-snatching, the killers of 6-year-old Ellah Joy Pique are still in the shadows, perhaps laughing at the sound and fury over a Norwegian's extended vacation in a police camp.

What we'd like to see is a 100 percent NBI investigation in as many aspects of the kidnapping and murder as possible, protocol be damned.

The work of the civilian agency was lauded by Gov. Gwendolyn Garcia for its low-key thoroughness and concrete results. It took them only one day to check out the couple's alibi on the crucial date â€" Feb. 8.

Plus, they allowed Garcia as chairperson of the Provincial Anti-Crime Task Force to come out looking like a champion in the “quest for the truth” when she called a press conference on Feb. 11, while the egg is being wiped off the face of the Cebu Provincial Police Office, another member of the task force.

The NBI's simple verification yielded a prize piece of evidence: video footage of security cameras of the Waterfront Cebu City Hotel showing Erik Berger and Karen Esdrelon checking in. One time-stamped photo records the couple registering at the front desk at 4:45 p.m. Agents later viewed more tapes showing the sweethearts having Margaritas by the poolside.

The long-standing rivalry between the NBI and the police can be put to good use.

Or, to put it more diplomatically, they can complement each other's efforts.

The NBI is useful for another thing. They are the only office with a polygraph or lie-detector equipment with certified operators.

We don't support the suggestion of defense lawyer Salvador Solima to submit the three child-witnesses to this test, though. Ellah Joy's classmates have been subjected to enough poking and prodding by adults who had left their own homework undone.

The polygraph is better reserved for the pimp-informant, who led police searching beach resorts in Moalboal town for a Caucasian man with a taste for young prostitutes.

A polygraph test would be useful for screening anybody else who comes forward claiming to know the identity of Ellah Joy's abductors. If one has pure intentions to help solve this crime, this shouldn't be a problem. A half-hour strapped to a polygraph machine would cut man-hours in investigation time if it can weed out bounty hunters with an eye for P200,000 in reward money.

We laud NBI 7 Regional Director Edward Villarta for his sense of protocol. He waited to be invited to the hunt.

Party B could not intervene in the operations of Party A, thus requiring a third party â€" the governor â€" to use her high office to summon the NBI to reinforce a rushed, but lackluster criminal investigation.

But the trail is getting cold. Why hold back the rest of the bloodhounds?

Justice, along with an exhausted pair of detainees, shouldn't be made to wait much longer.

Investigators have found two apparent murder victims on real estate properties owned by a political clan accused of the country’s worst massacre, Justice Secretary Leila de Lima said Sunday.

Forensics experts found the skeletons in shallow graves on Friday at a grassy field and a corn plantation owned by the Ampatuan clan in Maguindanao province, De Lima said.

She said the two were believed to be past murder victims of the Ampatuan clan, which is also accused of carrying out the killings of 57 people in November 2009 in Maguindanao, a poor province that the clan had controlled for a decade. - PDI

A Feb. 2 report prepared by Chief Supt. Leonardo A. Espina, head of the Philippine National Police-Highway Patrol Group (PNP-HPG), showed that a criminal complaint was filed in the Department of Justice on May 7, 2009, against Torres in connection with the illegal registration of a Mitsubishi Pajero while she was the LTO head in Tarlac City.

The charge against Torres, a shooting range buddy of President Benigno Aquino III who appointed her LTO chief in July last year, was for violation of Article 171 of the Revised Penal Code for falsification of a document by a public officer, according to the Espina report to PNP Director General Raul Bacalzo.

The Inquirer secured a copy of the Espina report on Thursday. Phone calls to Torres on Sunday by the Inquirer were not returned although she released a statement earlier saying that the allegations against her were part of a “demolition job.”

Boxing and Boxers / Re: Montiel vs Donaire Fight Result

Nonito Donaire earned $350,000 for this fight. We should expect that his next fights would be in the tune of over a million dollars.

Confident lang ni si Nonito Donaire because he migrated to the U.S. when he was barely 10 years old. His early life in the U.S. is a big influence in everything he does today. In fact it can be seen in  his English which sounds a lot better than the other Filipino boxers.

At a bustling market on the north side of Moscow, shoppers are upset: after last summer's devastating fires, staples such as cabbage and potatoes are suddenly pricier than the fancy new imported foods.

Booming developing world demand was already pushing up the price of basic food items when Russia was hit by a catastrophic drought that eventually forced the Kremlin to call a halt to all wheat exports last year.

But the emergency measure provided only temporary relief, with both shoppers and analysts noting an alarming new trend developing on the shelves of stores stretching from Vladivostok in Russia's Far East to Kaliningrad near Poland.

"Since the summer, potatoes have become unaffordable," said 30-year-old Marina, a regular shopper at the Moscow market.

Since the middle of December, the price for a kilogram (2.2 pounds) of potatoes has almost doubled from 25 rubles (85 US cents) to more than 40, leaving many shoppers shaking their heads in dismay.

Staring speculatively at a fruit and vegetable counter, pensioner Maria says she now thinks twice before making a purchase.

Note: In the Philippines, a kilo of potato is 60 to 80 pesos, thus potato is more expensive in the Philippines than in Russia.

Filipino bantamweight boxer Nonito "The Filipino Flash" Donaire proved himself relentless after dethroning Mexican opponent Ferdinand Montiel in their headliner fight at the Mandalay Bay Resort in Las Vegas, Nevada, Saturday night (Sunday morning in Manila).

In a quick match, Donaire stopped Montiel via a technical knockout (KO) in the second round.

In the first round, Montiel showed that he has experience and skills in the division by consistently evading Donaire's attacks.

Donaire kept being aggressive but his punches failed to land on Montiel.

In the second round, Donaire then played it down by accepting Montiel's attacks. The Filipino played with his improved defense and evaded the countering Montiel.

A minute before the round concluded, an energetic Donaire then powered a left hook to Montiel's face knocking him down to victory.

With the win, the 28-year-old bagged the World Boxing Council and World Boxing Organization bantamweight crowns.

Donaire now ups his record to 26-1 with 18 KOs.

Montiel, on the other hand, falls at 44-3-2.

Montiel cannot make the post-fight press conference as he was sent to the hospital.

According to a tweet by Top Rank promotions, Montiel "was sent to the hospital to be checked due to the way he was knocked out."

Expected triumph?

After the match, Donaire said he had already been aiming to finish the fight early as soon as he knew that his fight against the Mexican would push through.

"When I found out I would fight Montiel, I said '2nd Round' and I used that to motivate me to not be afraid," he said in a Top Rank interview.

The "Filipino Flash" said he has indeed given his all in the match

"I put everything in that punch... surprised he got up. That was my hardest punch. My best punch in my career," he said of Montiel, his "most complete" foe to date.

Donaire has also stunned the boxing world with another quick match against Wladimir Sidorenko last November. The Filipino stopped the Ukranian via a 4th round knockout.

'Stunning'

According to ABS-CBN News North America correspondent Bev Llorente, boxing experts and fans at the Mandalay arena were stunned to witness such quick fight.

"Hindi nila inaasahan kasi world champion itong si Montiel. Nasa kanya pa iyong dalawang crowns," she said on ANC's Dateline Philippines.

"They were expecting na umabot man lang ng 6 rounds or 10 rounds. But it seems that hindi kinaya ni Montiel ang lakas ni Nonito," she added.

Meanwhile, boxing analyst Dennis Prinsipe, said that he himself was shocked with how quick the fight ended.

"Actually I was expecting Nonito to knock (Montiel) out, but I was expecting a tough fight," he said in a live interview on Dateline Philippines.

Prinsipe said that with the victory, Donaire has levelled up in the sport.

"Donaire just proved that he's the next best thing to come out of the Philippines after Manny Pacquiao, and a star is born," he said. - With a report from Barry Viloria, abs-cbnNEWS.com, and Bev Llorente, ABS-CBN News North America correspondent

Adto na ni nato mahibaloan sa gitawag ug "Day of Judgment" when God will exercise His authority as the one and only Judge.

And Jesus said unto him, Verily I say unto thee, To day shalt thou be with me in paradise." (King James Version)

When Peter saw him, he said to Jesus, "Lord, what about this man?" Jesus said to him, "If it is my will that he remain until I come, what is that to you? You follow me!" (John 21:22).

Sa laing nga pulong, miingon si Jesus ni Peter: "None of your business, Peter. Follow me."

Ang giingon sa Bible, there is only one sin that cannot be forgiven, that is the sin against the Holy Spirit. Based sa context sa Gospel when Jesus said about this topic, the sin against the Holy Spirit may be committed when there is a work of the Holy Spirit and a man or woman attributes it as a work of the devil. This is what I understand sa mga nadungog nga preaching sa mga pastor ug sa mga Christian books nga akong nabasa.
