Mandaue officials look into alleged coverup by police
February 06, 2009 12:00 AM

CEBU - The Mandaue city council will be inviting Police Regional
Office-7 director Ronald Roderos and OIC Mandaue City Police Office
director Orlando Ualat to shed light in the attempted coverup of the
suspect in the killing of a call center employee two weeks ago.

Vice Mayor Carlo Fortuna said that the council would also want to know
what caused the relief of Investigation and Detective Management
Bureau (IDMB) chief Eddie Recamara days after his team arrested
Jonelle Enfectana, the principal suspect in the killing of Lynn Vi
Ebarita inside a room of Nikkei Garden Hotel last January.

Chief Insp. Recamara was relieved from his post as IDMB chief
effective last Wednesday and he now heads the Casuntingan Police station.

He was replaced by Supt. Jason Capoy.

Fortuna said that the move to invite these police officials came after
they received information that the investigating team was pressured by
some officials within the PNP organization to withhold the findings
and eventual filing of murder charges against Enfectana.

He added that the transfer of Recamara only boosts the suspicions.

Fortuna said that aside from the city council, Mayor Jonas Cortes
should also initiate the move to invite these officials to shed light
on the alleged attempt to cover up.

"While we respect the right of the suspect, we will not approve of
interventions. If they can do it in other areas, we will not allow
that they will do it in our city. We will also protect our men and
women who have made a break in this crime investigation, " Fortuna said.

Fortuna further said that the council will pass a resolution in their
session next Tuesday urging Ualat to retain Recamara in his post until
all evidence will be gathered and that Enfectana's four alleged
cohorts will be arrested.

Sources said that some "police officials" coming from Police Regional
Office-8 called their counterparts at the MCPO urging them not to
arrest and pursue the filing of murder charges against Enfectana.

The alleged intervention of these police officials reportedly also
caused the delay in the arrest of Enfectana last week.

Last Monday, Eric Pagar, a former media personality who also
facilitated a press conference in behalf of the Enfectana family, told
reporters that a politician friend from Borongan, Eastern Samar has
asked help in behalf of the family.

The politician is said to be a "godmother" of the suspect. The family
of the suspect, however, denied the claims that the politician was
pressuring the Mandaue city police in their investigation.

City Councilor Diosdado Suico also received a letter yesterday coming
from Vicente Enfectana, the victim's father asking for the retention
of Recamara as he is worried because the case is still on-going and
other suspects are still at large.

In a separate interview, Ualat yesterday said that he was unaware of
the alleged attempt to cover-up involving his men.

He even urged those who believe so to file a formal complaint before
his office so that he can take immediate action.

Ualat said that the only pressure that they got was to arrest the
suspects immediately.

He said that the relief of Recamara was part of a normal rotation of
key positions. This also came because just recently the higher
headquarters reassigned a police official with a rank of a
"Superintendent" for MCPO.

Meanwhile, Mayor Cortes said that he knew nothing about the relief of
Recamara and will still talk with Ualat about it.

Canada sheds 129,000 jobs in January

Agence France-Presse
First Posted 20:54:00 02/06/2009

MONTREALâ€"Canada shed a much worse than expected 129,000 jobs in January, sending unemployment up 0.6 percent to 7.2 percent, Statistics Canada said Friday.

The jobs loss was worse than the grimmest monthly showings of the downturns of the 1980s and 1990s, Statistics Canada said in a statement.

And the January drop in employment topped by far the 40,000 job losses analysts had forecast. They predicted unemployment would edge up to 6.8 percent from 6.6 percent in December.

New snowfalls grip Britain, Ireland

Agence France-Presse
First Posted 22:20:00 02/06/2009

LONDONâ€"Fresh snowstorms plunged parts of Britain and Ireland back into travel chaos Friday, after a week which saw the heaviest falls in nearly 20 years paralyze the country.

Some 200 cars were stranded in up to 30 centimeters (one foot) of snow overnight in Devon, southwest England, and their occupants had to be rescued by the army as well as police and others emergency workers.

More than 800 schools were closed in the west of the country, where rural areas were virtually cut off from the outside world as minor roads became impassable.

Heavy snowfalls were reported in counties north of London, while the capital itself saw flurries for the first time since Monday when it almost ground to a halt.

The two Severn bridges, linking England to south Wales, were closed for "safety reasons in the present weather conditions," a spokeswoman for the Highways Agency said.

Flights were suspended at Bristol airport in southwest England while Luton and Stansted airports north of London also saw disruption. Train services were disrupted notably in Wales and Yorkshire, northern England.

The rare heavy snowfalls -- which have lasted for five days across the country -- have led to shortages of grit to spread on roads, with some local authorities appealing for help from neighboring areas.

"Gritting routes will have to be prioritized," said a county council spokesman in Berkshire, near London.

"The district's network of secondary roads will not be re-gritted until further supplies are obtained, and roadside salt bins will not be replenished," he added.

The cold snap has killed at least one person this week -- a 16-year-old girl, who died Tuesday after being badly injured in a sledging accident in Yorkshire, northern England.

Neighboring Ireland also suffered more disruption with icy roads and delayed and cancelled flights.

Several roads south of Dublin, in the County Wicklow area, remain impassable.

The Dublin Airport Authority said snow and ice crews have been "working flat-out" to clear the runway and a number of flights have been cancelled.

But budget airline Ryanair slammed the airport authority for failing to de-ice the ramps and access routes required for fuel trucks to refuel aircraft which "resulted in delays and cancellations to many flights".

"Since early morning we have had aircraft sitting on stands but have no way of refuelling them," said Ryanair's Stephen McNamara, calling the situation "a total shambles."

Time Warner reports $16 billion loss
Revenue down 3% to $12.3 billion

Time Warner, still saddled with troubled assets such as cable systems, print publishing and AOL, reported a net loss of $16 billion for the fourth quarter Wednesday.
That compares with a $1 billion profit in the year-earlier period.

The source of the massive hit was a $24.2 billion writedown of the value of franchise agreements belonging to Time Warner Cable (of which it owns 84%) and the decline of certain Time Inc. and AOL assets

USA Swimming has reprimanded Michael Phelps under its Code of Conduct by withdrawing financial support and the eligibility to compete for a period of three months effective today, Feb. 5, 2009.

This is not a situation where any anti-doping rule was violated, but we decided to send a strong message to Michael because he disappointed so many people, particularly the hundreds of thousands of USA Swimming member kids who look up to him as a role model and a hero.

ICKY “The Hitman” Hatton’s trainer Floyd Mayweather Sr. is confident that pound-for-pound king Manny “Pacman” Pacquiao will be beaten by his ward when they face off in a mega battle on May 2 at the MGM Grand in Las Vegas.

Mayweather Sr., the father of former pound-for-pound No.1 Floyd Mayweather Jr., believes that Pacquiao will suffer the fate that he handed de la Hoya when Pacquiao squares off with Hatton in the ring.

“Hatton could stop Pacquiao. I’m telling you what I know. Hatton is going to beat Pacquiao like Pacquiao beat a dehydrated de la Hoya because that’s what he was. A lot of people got blinded by that performance from Pacquiao, but de la Hoya couldn’t have looked any worse if he wanted to,” Mayweather Sr. said in an interview by FightHype.com.

De la Hoya conceded at the end of the eighth round against the Filipino ring icon last Dec. 6, after being punished with an array of punches.

Mayweather Sr. said that a much improved Hatton will be defending his International Boxing Organization light welterweight
crown against Pacquiao.

“Wait till you see this Ricky Hatton. He is going to be a different fighter. Mark my words,” said de la Hoya’s former trainer.

Hatton won his last fight against the speedy Paul Malignaggi last Nov. 22 via an 11th round technical knockout.

The famed trainer isn’t convinced that Pacquiao has enough skills to defeat Hatton.

“Pacquiao is going to be in trouble. Don’t be surprised if Hatton stops him. Pacquiao still is not that skilled,” said Mayweather Sr.

On the other hand, talented Filipino fighter Bernabe “Real Deal” Concepcion will be fighting in the undercard of the Pacquiao-Hatton clash.

Concepcion will be fighting Steven Luevano for the latter’s World Boxing Organization featherweight title.

Concepcion has a 28-1-1 professional boxing record with 16 stoppages while the champion Luevano has 36 wins, a defeat
and a draw with 15 knockouts. (EKA)

No salmonella infection among animals in city
Updated February 06, 2009 12:00 AM

Cebu City Veterinarian Alice Utlang said salmonella infection has not affected animals in the city, particularly hogs, albeit clarifying that the bacteria can still be found in the waste of animals.

“Wala tay report nga nadawat nga naay nasakit nga hayop tungod sa salmonella pero kung muingon ka nga naa bay salmonella atong mga baboy, naa kay it’s a bacteria nga makita nimo sa mga hugaw sa hayop.” Utlang explained.

Salmonella infection has caused a stir among animal growers in Eastern Visayas but Utlang said the infection has not reached the region and Cebu City in particular.

She said her office is constantly monitoring slaughterhouses and piggeries in the city to make sure that the infection is prevented and that animals suspected to be infected with the bacteria will not be sold in the markets.

Utlang said that once the meat of an infected animal is eaten by humans, the bacteria will surely be transmitted.

Aside from the inspection, Utlang said the ban on swine from Eastern Samar is still being enforced.

In a recently inspection, the Animal Health Mission recently discovered 700 pigs affected with salmonella infection.

Three children die of dengue in city
Updated February 06, 2009 12:00 AM

CEBU - The dreaded dengue virus that claimed the lives of 53 people in Cebu City last year has again struck in 25 of the city’s 80 barangays, killing three children.

Durinda Macasucol, assistant chief of the City Epidemiology Statistics and Surveillance Unit, said the casualties are residents from barangays Labangon, Lorega-San Miguel and Binaliw.

Macasucol said the victim in Labangon was a five-year-old girl who was brought to the hospital last January 17 after she experienced high fever. She died two days later.

An eight-year-old boy from barangay Lorega-San Miguel was also rushed to the hospital on January 20 because of fever, but died four days later.

Also on January 20 a four-year old girl from barangay Binaliw was also brought to the hospital after she experienced high fever and died the following day.

“Pait lagi kaayo kay taas gihapon ang casualty rate,” Macasucol said, saying that from January 1 up to January 31 there were 36 reported dengue cases in Cebu City.

But Macasucol said the figure is much lower compared to the 136 dengue cases in January 2008 where eight of the victims died.

Macasucol said the city should not be lax in the fight against the virus-carrying mosquitoes considering that, while there were less dengue cases last year and last month, the casualty rate is high.

Dengue cases in 2007 reached 2,200 with 53 deaths, while the dengue cases in last year went down to 1,260 but with 52 casualties.

Persons with high fever will be subjected to a platelet and hematocrit tests to determine whether they have been afflicted with the dengue virus.

The symptoms of dengue fever disease include fever, severe headache, joint pains, weakness and skin rashes.

Meanwhile, there was a marked decrease in the number of dengue cases in the province in 2008 compared to 2007, according to provincial health officer Cristina Giango.

In a comparative date of dengue cases and deaths, there were 1,408 dengue cases recorded in 2008 which is 69.27 percent lower than in 2007 which had 4,583 cases recorded.

Records also show that there were 31 dengue deaths in 2008 compared to 80 dengue deaths in 2007.

Topping the list of cases of dengue are the cities of Talisay and Toledo City, with 160 and 97, respectively, in 2008. Talisay City and Toledo City ranked second and fifth in 2007, respectively.

Talisay City Cordova and Consolacion recorded three deaths each in 2008.

Other areas in Cebu having a high incidence of dengue include Minglanilla, 94; Naga City, 87; Cordova, 86; Consolacion, 77; Danao City, 70; Oslob, 66; Carcar City, 55 and Moalboal, 54.

The months of January, February and March recorded the highest number of dengue cases while March recorded the highest number of fatalities in 2008 with nine.

Giango said that the public should remain aware of the dengue threat and strive to maintain cleanliness of their surroundings to prevent the proliferation of dengue-carrying mosquitoes.

The PHO advised the public to immediately consult a doctor in case of fever that last two days or more.

“We encourage the patient or parents to seek early consultation,” Giango said.

The Aedes Aegypti mosquito, the carrier of the dengue virus, is a day-biting insect that thrives in clean stagnant water. Health officials once again stressed the importance of cleaning one’s surroundings and destroying the possible breeding sites of the dengue-carrier vector.

Local government units are also advised to alert health units of identified municipalities of the possible increase in dengue cases. Improvement of environmental sanitation is also seen as an effective defense against the dreaded dengue fever. â€"Freeman

i recently posted that macy is laying off 7,000 workers..

READ THIS =>

A day after Macy’s executives announced lay-offs of 7,000 workers and cut a dividend in half, top company officials received a final installment on $1.39 million in performance bonuses from 2004.

The stock credit plan created in March 2004 brought five top executives “phantom stock units” or stock credits after a three-year holding period ended on Saturday, according to a Securities and Exchange Commission filing on Tuesday.

Half of the incentive was paid in February 2008 with the remaining amount paid Monday.

Payments for stock credits and accrued dividends were as follows: Chief executive Terry J. Lundgren, $613,281; Karen Hoguet, chief financial officer, $192,742; Thomas Cole, chief adminstrative officer, $227,794; Janet Grove, vice chair, $227,794; Susan Kronick, vice chair, $227,794.

On Monday the company announced that swooning sales and poor earnings would bring thousands of pink slips to associates and reconfigure management of the company.

Murder victim’s friend charged in court

CEBU CITY, Philippines â€" The murder case against Jonnelle Enfectana for allegedly killing her friend and co-worker Lynn Vi Ebarita has been elevated to the court.

Mandaue City Assistant Prosecutor Bienvenido Mabanto Jr. said there was “probable cause” to charge the 26-year-old call center agent with murder “in conspiracy with other person or persons whose identity are still to be ascertained.”

“The evidence... may be circumstantial... (but) this investigator is of the finding and opinion that this web of circumstantial evidence, if taken together, would result to an undeniable conclusion that respondent, Jonnelle Enfectana, is probably guilty for the crime of murder...,” Mabanto said in his resolution.

With the case filed in court, Enfectana was transferred from her detention cell at the Mandaue City Police Office’s station 2 to the Mandaue City Jail.

Mabanto said he gave weight to the statement of witnesses who saw Ebarita, Enfectana and a certain Evelyn hours before the murder.

The three were seen together after the Sinulog grand parade in Cebu City and later at the Nikkei Garden Hotel in Barangay (village) Subangdaku, Mandaue City.

The prosecutor also said that Enfectana’s statements to police were often contradictory.

Also, Mabanto noted that Ebarita’s wallet was later found in a boarding house where Enfectana stays.

But Enfectana's lawyer, Michael Enriquez, insisted that there was no direct evidence that linked his client to the murder of Ebarita, also a call center agent. /With a report by Correspondent Chris A. Ligan

Marijuana Use Affects Blood Flow In Brain Even After Abstinence

The findings could explain in part the problems with thinking or remembering found in other studies of marijuana users, according to study authors Ronald Herning, PhD, and Jean Lud Cadet, MD, of the National Institute on Drug Abuse in Baltimore, Md.

The study involved 54 marijuana users and 18 control subjects. The marijuana users volunteered to take part in a month-long inpatient program. The blood flow velocity in brain arteries was tested with transcranial Doppler sonography in all participants at the beginning of the study and again at the end of the month for the marijuana users.

The blood flow velocity was significantly higher in the marijuana users than in the control subjects, both at the beginning of the study and after a month of abstinence from marijuana use. The marijuana users also had higher values on the pulsatility index (PI), which measures the amount of resistance to blood flow. This is thought to be due to narrowing of the blood vessels that occurs when the circulation system's ability to regulate itself is impaired.

ScienceDaily (Feb. 3, 2009) â€" Adolescents and young adults who are heavy users of marijuana are more likely than non-users to have disrupted brain development, according to a new study. Pediatric researchers found abnormalities in areas of the brain that interconnect brain regions involved in memory, attention, decision-making, language and executive functioning skills. The findings are of particular concern because adolescence is a crucial period for brain development and maturation.

The researchers caution that the study is preliminary and does not demonstrate that marijuana use causes the brain abnormalities. However, "Studies of normal brain development reveal critical areas of the brain that develop during late adolescence, and our study shows that heavy cannabis use is associated with damage in those brain regions," said study leader Manzar Ashtari, Ph.D., director of the Diffusion Image Analysis and Brain Morphometry Laboratory in the Radiology Department of The Children's Hospital of Philadelphia

Gullas welcomes move to promote Spanish
Updated February 05, 2009 12:00 AM

Cebu first district Representative Eduardo Gullas welcomed the move of the Department of Education (DepEd) to promote the learning of the Spanish language in selected public high schools starting June.

Gullas, whose family owns the University of the Visayas which is one of the largest universities in Cebu, said the move is a positive step toward encouraging secondary students to learn not just Spanish but other foreign languages as well when they proceed to college.

“This is all about making our school programs more relevant and highly responsive to the changing times - to globalization and to the demands of labor markets here and abroad,” Gullas said.

He said that college graduates with extra foreign language skills could look forward to gainful employment in international institutions, multinational corporations, the diplomatic offices of other governments, and even in non-government aid organizations.

The lawmaker, one of the principal authors of a bill seeking to reinforce the use of English in schools, said students could also count on high-paying jobs in the country’s Foreign Service or in the business process outsourcing industry.

He cited some of the firms aggressively recruiting local staff that can speak English and at least one other foreign language.

DepEd’s Special Program in Foreign Language is designed for students who have shown competence in English and the ability to learn another foreign language.

The new program would initially offer Spanish in one pilot school per region. Each school would have two classes of 35 students per class. â€" Garry B. Lao/LP

RALEIGH (AP) - About 90,000 sex offenders have been identified and removed from the social networking Web site MySpace, company and law enforcement officials said Tuesday.

The number was nearly double what MySpace officials originally estimated last year, said North Carolina Attorney General Roy Cooper, who along with Connecticut Attorney General Richard Blumenthal has led efforts to make social networking Web sites safer for young users.

Cooper said he wasn't surprised by the updated numbers, and demanded that MySpace and rival online networking site Facebook â€" which claim to have more than 280 million users combined â€" do more to protect children and teenagers.

"These sites were created for young people to communicate with each other. Predators are going to troll in these areas where they know children are going to be," Cooper said. "That's why these social networking sites have the responsibility to make their sites safe for children."

The attorneys general received agreements last year from MySpace and Facebook to push toward making their sites safer. Both sites implemented dozens of safeguards, including finding better ways to verify user's ages, banning convicted sex offenders from using the sites and limiting the ability of older users to search members under 18.

Glace, mao ni imo ingon nga latitude sa?

SAN FRANCISCO (AP) - With an upgrade to its mobile maps, Google Inc. hopes to prove it can track people on the go as effectively as it searches for information on the Internet.

The new software to be released today will enable people with mobile phones and other wireless devices to automatically share their whereabouts with family and friends.

The feature, dubbed "Latitude," expands upon a tool introduced in 2007 to allow mobile phone users to check their own location on a Google map with the press of a button.

"This adds a social flavor to Google maps and makes it more fun," said Steve Lee, a Google product manager.

It could also raise privacy concerns, but Google is doing its best to avoid a backlash by requiring each user to manually turn on the tracking software and making it easy to turn off or limit access to the service.

Google also is promising not to retain any information about its users' movements. Only the last location picked up by the tracking service will be stored on Google's computers, Lee said.

The software plots a user's location â€" marked by a personal picture on Google's map â€" by relying on cell phone towers, global positioning systems or a Wi-Fi connection to deduce their location. The system can follow people's travels in the United States and 26 other countries.

It's left up to each user to decide who can monitor their location.

The social mapping approach is similar to a service already offered by Loopt Inc., a 3-year-old company located near Google's Mountain View headquarters.

Loopt's service already is compatible with more than 100 types of mobile phones.

To start out, Google Latitude will work on Research In Motion Ltd.'s Blackberry and devices running on Symbian software or Microsoft Corp.'s Windows Mobile. It will also operate on some T-1 Mobile phones running on Google's Android software and eventually will work on Apple Inc.'s iPhone and iTouch.

To widen the software's appeal, Google is offering a version that can be installed on personal computers as well.

The PC access is designed for people who don't have a mobile phone but still may want to keep tabs on their children or someone else special, Lee said. People using the PC version can also be watched if they are connected to the Internet through Wi-Fi.

Google can plot a person's location within a few yards if it's using GPS or might be off by several miles if it's relying on transmission from cell phone towers. People who don't want to be precise about their whereabouts can choose to display just the city instead of a specific neighborhood.

There are no current plans to sell any advertising alongside Google's tracking service, although analysts believe knowing a person's location eventually will unleash new marketing opportunities. Google has been investing heavily in the mobile market during the past two years in an attempt to make its services more useful to people when they're away from their office or home computers.
