Quotable Quotes / The Search
June 04, 2007, 07:42:07 PM
He who searches for Divine Reality with all his heart and soul and finds it,
becomes aware that, before he began to seek God, God was seeking him, in
order to draw him into the joy of fellowship with Him, into the peace of His
Presence; even as a child who has strayed, when he is safely back in his
mother's arms, realises that she had been searching for him, with deep
maternal love, before he had begun to think about her.

Bohol Latest News / URGENT public notice
June 04, 2007, 01:59:23 PM
Notice To The Public:

In light of the recent posting by one of Tubag Bohol members which has elicited enormous curiosity from some guests and members of this site, Tubag Bohol Team is compelled to take action and release this urgent public notice.

First, we do not encourage barbarism in Tubag Bohol. Our site, aside from being free and unlimited, has been designed for wide information-sharing among Boholanos and Filipinos living in the Philippines and abroad.

Second and last, Tubag Bohol Team does not support nor tolerate any sell of body parts such as uterus, cornea, kidney for this is not part of the terms of agreement that individuals have to agree with when they register in this site. Besides, our system does not have a built-in mechanism that can facilitate transactions through Paypal, Visa, Mastercard, American Express, or through any legitimate escrow sites.

Yes, we have a category/board for Bohol Buy and another for Bohol Sell that can be used for members to post whatever things they want to sell or want to buy, but we regret to inform the public that anatomical e-commerce is beyond Tubag Bohol's control. Though we are offering this site forever FREE to all Filipinos - and foreign nationals, too, we cannot accept the fact and even imagine the idea that Tubag Bohol may be involved in a barbaric online business.

If you would like to sell your uterus, cornea, or kidney, you go to Pakistan, and you'd get rich there. This underground business in Pakistan has cashed in millions of dollars from Western desperados who want to have a new kidney, or any body parts for that matter, installed in their fragile body operating systems. Sell at your risk.

We are not yet finished.

To let our members and guests know that we do really care for the 91 million (and still counting) Filipinos scattered all over the planet, excluding a New Yorker engineer named Brian, we are offering a completely free tutorial on how to become an affiliate with ebay.com or amazon.com. We are not really that cruel to leave you financially bankrupt without even giving you tips on how to earn millions from ebay.com or amazon.com.

To cite one success story, a Florida middle-age woman claimed that her half-microwaved sandwich has the image of Mother Mary and decided to sell this "miraculous" sandwich through Ebay. When the ebay bidding wrapped up, she was able to cash in $22,000 U.S. dollars from the winning buyer, who until now has chosen to be anonymous.

So, perhaps, our Tubag Bohol member can do the same. She (because a man does not have a uterus) can become an instant millionaire by selling her uterus through ebay.com. And we promise here (a promise is a promise) that we won't ask for any commission or royalty fee.

We hope that this announcement is clear to all parties.

Thank you for making this site a part of your day.

Sincerely,

Tubag Bohol... "We Listen" Team

We need to rekindle our sense of patriotism especially during these times of sweeping economic and political turbulence. Tubag Bohol hopes to contribute to this mission.

Inspiration & Hope / Gospel of Judas
June 04, 2007, 08:38:19 AM
They will turn their ears away from the truth. â€"2 Timothy 4:4

The recently discovered manuscript The Gospel of Judas alleges that Jesus asked Judas to betray Him. Supposedly, Jesus hoped that His death would free Him from this world of matter to become a pure spirit again.

There is a big problem with this ancient text. Judas could not have written this manuscript that bears his name, since it was written long after the time of Jesus. But because The Gospel of Judas has been newly discovered, it provides a novelty for those who like to speculate.

Proposing a fake story to replace the New Testament account is not new. Paul wrote, “The time will come when they will not endure sound doctrine, but according to their own desires, because they have itching ears, they will heap up for themselves teachers; and they will turn their ears away from the truth, and be turned aside to fables” (2 Tim. 4:3-4).

There’s a trend today to look for new theories to undermine the Bible. In 1 Thessalonians 5, Paul told us to “test all things; hold fast what is good” (v.21). Based on the questionable content and authorship of The Gospel of Judas, we know that it’s a fable. The real gospel (good news) lies with the apostles, who walked with Jesus and wrote down His life-saving message in the New Testament. â€"Dennis Fisher

The Bible stands, and it will forever
When the world has passed away;
By inspiration it has been givenâ€"
All its precepts I will obey. â€"Lillenas

To trust God is to trust in His holy Word.

How To Tips / How To Increase Your Productivity
June 04, 2007, 08:32:50 AM
Read on for ten tips that will certainly help you improve your productivity in day-to-day life.

   1. Keep a 'To Do' list

Make a list on paper, on your computer or on your latest cool gadget, and stick to it. Not only does it ensure that you don't forget what you need to do, it also saves a lot of time and effort trying to remember your chores.
   2. Do your chores when you need to do them, not as soon as you can

When you need to do something, wait until you really need to do it. Looming deadlines provide an added motivation to work, and help you work faster, sometimes more efficiently. Remember to give yourself enough time to complete the tasks though.
   3. Take a few long breaks, rather than many short ones

Most people have a longer attention-span than they lead themselves to believe. Generally, it takes a few minutes to get back into 'work' mode after a break; many breaks imply a lot of work-time that is silently and unknowingly wasted.
   4. Work with as small a group as you can for any given task

A single individual is more effective than a group for most tasks. The areas where group activity helps are idea-generation and reviews. For everything else, work in as small a group as you can, but publish your work to as large an audience as possible. Do ensure that you present to the right audience - individuals who understand your work and can provide constructive comments.
   5. Insist on sticking to your own daily schedule

You are at your best at certain times of the day (or night), but your company has its own policies. You should try to do critical portions of your work at your 'best times'. This may not be feasible in some situations, but it's worth a shot discussing it with your boss.
   6. Don't waste your time worrying about how much you have done

If you think you've done a lot of work, you will become complacent. If you think you haven't done enough, you will worry yourself to death. So try not to think about how much you have achieved; try to keep your mind on what you need to do now.
   7. Let everyone be aware of your contribution to the project

You many wonder how this improves productivity, but it does. If you establish yourself as an important contributor to a project, others will look up to you and they will respect your opinions. This saves a lot of time in arguments, and besides, it also ensures that you move forward in your career.
   8. Focus on quality

It doesn't matter what you are working on; always ensure that what you do, no matter how little, is of the highest grade. Be a perfectionist. Apply this principle to every aspect of your life and you will see the difference.
   9. Help others and improve your good karma

There is nothing wrong with lending a helping hand even if you have nothing to gain personally. Moral reasons aside, you will learn a lot along the way.
  10. Get started

The job that never gets started is the one that takes the longest to finish. If you need to work on a project, do something - anything - that establishes that you have begun working on it. (silentyak.com)

How To Tips / Fast Weight Loss Tips

Weight Loss Tips That Work & Help You Kickstart Your Diet!

Following are some fast weight loss tips that anyone can apply to make fast weight loss easier and more realistic. Read these fast weight loss tips several times over - especially at the start of your diet to help increase your success potential!

1. Do not starve yourself! Only very temporary fast weight loss is possible this way and it is eventually counter-productive! Your body cannot run on insufficient fuel for long and this is counter-productive because after a while your body will actual begin to slow down as it tries to reserve all the energy it can. Eating less will actually slow down your metabolism and you could even start to gain weight instead; your body's way of playing it safe!

2.Do not skip breakfast. Breakfast is the most important meal of them all as it starts your metabolism and keeps you burning calories all day long!

3. Eat small frequent meals. Smaller servings can help stop over-eating and five small meals versus three large meals helps keep your metabolism rolling along smoothly. Eat something small every 3 - 4 hours for maximum efficiency. The healthier the food, the better, also! Fast weight loss is easier if you eat small frequent meals!

4. Decide how much weight you want to lose and be realistic with your goals. Create a plan, making your ideal weight the goal and go for it!

5. Drink lots of water.Your body is 70% water and your body needs water to flush out toxins. Water also helps keep hunger at bay for longer. Look online for the recommended intake based on factors unique to you.

6. Avoid refined sugars. Plan meals around healthy fruits, vegetables, lean meats and protein-rich foods, rice and wholemeal pasta for carbohydrates. Your body needs some sugars, but not the ones that come from cakes, sweeties, pop, etc. (squidoo.com)

Travel and Tours / 6 TIPS for responsible travel
June 04, 2007, 08:18:43 AM
Here is their 6 quick tips for responsible travel:

    * “Buy local produce in preference to imported goods
    * Hire a local guide - you’ll discover more about local culture and lives, and they will earn an income
    * Do not buy products made from endangered species, hard woods or ancient artefacts
    * Respect local cultures, traditions and holy places - if in doubt ask advice or don’t visit
    * Use public transport, hire a bike or walk when convenient - its a great way to meet local people on their terms and reduce pollution and carbon emissions
    * Use water sparingly - its very precious in many countries and tourists tend to use far more than local people
    * Remember that local people have different ways of thinking and concepts of time, this just makes them different not wrong - cultivate the habit of asking questions (rather than the Western habit of knowing the answers)” (from keetsa.com)

Welcome to Tubag Bohol. I am the self-appointed welcoming committee. My name is Chin. I should be hanging garlands on your neck now, but the best I could do at 1:55 in the morning is offer you a choice between my cornea or my kidney.

SCENARIO:

If Governor Aumentado is in bad shape and he would not be able work as he used to do because of his sickness, is the elected vice-governor would resume the position? If the elected vice-governor would resume the position as governor, until when he would act as successor? June 30? Who will be proclaimed as the new governor on July 1? The Supreme Court has to intervene for technicalities.

My secret source approached me when I visited Bohol last April. He said to me: "I have records of Erico's medical history, including the latest one, interesado ka mosulat?"

I said: "Sige ra, e-post ra na nako sa website. Wala naman gud ko sa mainstream media diri sa Bohol."

The people will know the real story - perhaps through here in Tubag Bohol.

I believe the people have the right to know the health status of their "public leaders/servants."

You can still post up to 300 billion new topics.

Today I bought a 120-GB external harddisk at Pantip Plaza, Bangkok. Cost: 3,500 baht. When I went down to the next floor, a store sells a 160-GB harddisk at 3,500 baht. 1 Thai baht is about 1.40 pesos.

According to the data provided by Tubag Bohol's GPS and by Google Earth's mapping system, Chin lives on a remote islet somewhere around Bohol seas.

I have a feeling she already acquired this paradise long before the release of DENR's order not to sell or buy a Philippine island or islet.

By the way, do you know that some rich and famous in our countries own an islet in Bohol (total Bohol islets: 111)? Hint: ask the former lady mayor of Zamboanga City.

a. Naturally, offer her free use of one of my kidneys. "Hello, we're so happy you followed mike's trail of breadcrumbs here. Can I offer you one of my kidneys? You don't have to decide now. You can consider it while you find your way around Tubag Bohol."

b. Threaten her into active participation. "If you don't post at least thrice a day, I shall google you, find out where you live, and tell your parents you went to my clinic for a sex change."

c. Grin, and let Mike do the welcoming. At 1:39 in the morning, this option seems to be the most appetizing.

From the desk of Leo Udtohan:

Is there a beauty queen who’s running this coming May elections?

These questions were raised by True readers last week and these generated a debate among pageant aficionados. Why these people are talking about beauty pageants? Simply because ‘tis a season of beauty pageant…sooner or later we’ll learn the new breed of beauty queens in the province (hopefully no longer “recycled” beauties).

I wrote a story about beauty queens (the Bohol Sandugo winners) a year ago (which can be accessed at www.bohol.ph). As of this writing, I asked the help of Raul Gatal, personality guru, seasoned host and “beauty expert” and Fiel Angelie Araoarao-Gabin, who is also a beauty queen and a favorite judge of beauty pageants to locate and update the roaster of beauty queens in the province.

Drum roll, please….

The winner? Yes, Holy Name University (formerly the Divine Word College of Tagbilaran)! It leads University of Bohol (Rafael Palma College) by a wide margin.

There is only one beauty queen who turned politician. She’s Paula Raagas-Valles--a graduate of Bohol High School, former Miss Bohol High School and served as municipal mayor of Maribojoc for many years.

Marcel Gatal-Diego--A BS commerce major in management graduate from DWC-Tagbilaran, Miss Young Bohol 1983 and best in gown besting 34 beauty delegates from all over the province. She was also Hiyas ng Silangan-Bohol 1982 and was a top ten finalist in the 1982 Hiyas ng Silangan-Philippines pageant where she won the Miss Talent award. She is married to businessman Antonio Diego.

Ma. Recelle Adlaon-Paredes--1991 Miss Bohol Sandugo, a BS nursing graduate of DWC-Tagbilaran, she finished her M.A. in nursing at Cebu Normal University and is presently a clinical instructor of HNU-College of Nursing.

Jennifer Ejoc-Sarmiento finished her BS in Education from HNU and is presently pursuing her M.A. in Education at the Cebu Normal University. She is also a faculty member of the College of Arts & Sciences in her alma mater.

Socorro D’ Mari “Tali” Inting--finished her law degree from HNU and is now a full- fledged lawyer and based in Cebu City.

Josely Ferniz-Tatad--finished her BS Commerce at HNU and is now pursuing her BS in Nursing in the same university.

Mellanie Wallace--BS Nursing degree holder from HNU and is now a registered nurse working in a New York hospital

Perla Fernando Salig-Bb. Pilipinas 1979 first runner-up, Miss Loboc Academy and Miss Commerce at Divine Word College now Holy Name University. She won the Mutya ng Bohol pageant in Cebu sponsored by the Circulo Boholano de Cebu in 1998. She represented the Central Visayas to the 1979 Bb. Pilipinas. Salig is married to Danny Teves with whom she has four sons. She runs a boutique business here in Bohol and Cebu.

Chan Cajegas- finished her high school and college at the University of Bohol, Miss UB, Miss Bohol Int'l 1999 and a registered a Physical Therapist. She is married to Raymond Casabal.

Loida Tiza Salve Lagonoy--Miss UB, who is taking up Nursing at the University of Bohol is the Miss Bohol International 2006.

Why, thank you, Mike. I've known that since birth. Haha. Seriously, why am I a newbie while you're a hero member? Can't I be demi-goddess or diwata or something like that?  ;D

Hi Chin,

You will become Dagohoy's wife (so hero na ka!) once you reach 500 postings. You will know that you are about to become Dagohoy's bride when your membership status is: Senior Member, or Senyorita. :)

From our source in the U.S.: this Brian is from the North.

To Brian: I will build a Mount Pinatubo just for you. Yes, just for you - here in Tubag Bohol.

We will not allow you to eat our Chocolate Hills.

When you said that you hated the Philippines, you said it with venomous eloquence.

You should have said it on top of Mt. Everest, but you were so proud in declaring it openly in front of Filipino citizens in the U.S.

By the way, were you a board topnotcher?

From the Philippine Institute of Dev't Studies, this details the socio-economic profile of Tagbilaran. This is useful for anyone who wish to get general info of the city. This is a transformed file from the original pdf (which the forum uploader can not accomodate) to doc file format, so please  bear with us with the formatting deficiencies until the difficulties are ironed out.

Dear Mr. Varga,

Thank you for this document. An eye-opener. Never got hold of this while I was writing for the Bohol Chronicle.

I will repost the contents (topic by topic) of the document here in Tubag Bohol.

After reading Chin's brief discourse on this topic, I became speechless.

From now on, ikaw nay tigsab-ong sa garland sa mga newbies. :) Please, don't offer your uterus. :)

We are still one-month old kapin. It is understandable that some members just kissed Tubag Bohol and they forgot the lipstick mark they left.

Hi lovely people! My name is Chin. I'm 24, and yes, I still think they no longer grow people these days like they do in Bohol.  :D

Hello Chin,

Maayong pag-abot. We're glad you've joined us. Many funny things will take place here.

It appears that you'll be rocking Tubag Bohol from now on.

Thanks, Varga , for the contribution. We'll do our best to make this listing organized - that is according to specific category. For now, we don't have a database of PLDT, Cruztelco, and Islacom/Globe Yellow Pages, including the White Pages.

It is our goal to list all Bohol addresses here.

Lila is a fifth (aspiring to be fourth) class municipality. It used to have only less than a million pesos in revenues. Agricultural production was low, mainly because of lack of appropriate technology. Most of the fisherfolks still used the same methods four decades ago. How to uplift the town and be at par with the more advanced municipalities was a tall order. This responsibility rested on the shoulders of Engr. Telesforo Laganson Balagosa when he was elected Mayor of Lila six years ago. Now on his third term, he and his constituents are reaping the fruits of their labor.

Mayor Balagosa is a humble man with humble beginnings. His parents, Roque Balagosa and Eutiquiana Laganson, eked out a living to support a broad of eight. The eldest, Celerina B. Igcalinos, is now the Teacher In-Charge of Tiguis Elementary School. Rosalina B. Paigan is a Civil Engineer based in Australia. Roderick finished Architecture, but is now a businessman in Borongan, Samar. Felicites keeps home for the Mayor. Rodilo passed away at age 9. Rolando is a Marine Engineer who has found home in Vancouver, Canada. Ninia B. Tutor graduated with a BSN degree and now resides in Canada.

The youngest in the family, he literally walked to and from school for his elementary and secondary education. He was born in Tiguis, Lila, Bohol, where he finished his sixth grade in 1970. At an early age he knew how it was to be in a family that had to struggle hard to make both ends meet. And he also knew that he had to get a college degree to realize his dreams in life.

He persevered and went on with his secondary studies, until he graduated in 1974 with flying colors. After high school he opted for a change in environment. With his parents’ permission, he enrolled at the Cagayan Capitol Colleges of Cagayan de Oro City, where he took up Bachelor of Science in Civil Engineering.

Poverty was still staring at him straight to his face, but this did not deter him from purging further. He was aware that the future was in his hands, and he alone could make or break that future. He did not let poverty nullify his ambition, nor fear dominate his heart. To the contrary, adversity became his inspiration. Deep inside he was convinced God would not leave him to perdition, the same belief he nurtures until today. This belief made him optimistic and patient. His persistence moved him to finish his college degree despite the countless mayhems brought about by financial onslaught.

Consistent in his studies, he graduated in 1981. That same year he took the Board and passed the Civil Engineering Licensure Examination. His next step was to go abroad, and worked in Riyadh, Kingdom of Saudi Arabia. He applied and was accepted in 1983 as a contract worker for 18 months. After the expiration of his first contract, he decided not to renew it. Instead he went to Kuwait in 1985, for a job he performed commendably until 1987. All the time, he never forgot his family back in Lila, and continued sending money for their subsistence, and to provide them comfortable livelihood.

Because of his yearning for home he came back to the Philippines in 1988. His commendable performance with his previous employers paved the way to his employment in Asia-Gulf and Pacific Construction in Makati, known worldwide as the constructor of the country’s tallest buildings. Being a part of the company was an acknowledgment of his giftedness as an Engineer.

Coming home to Lila when there was an opportunity was something he always looked forward to. He joined politics, not for himself, but for those who needed his service. He ran for the Chairmanship of Barangay Tiguis as an answer to the call for social consciousness. It was a hard decision to make as this would bring him away from the profession he was trained in; but winning the election was harder. As the claws of politics would have it, Engineer Balagosa was affiliated with a group opposed to the party of the administration. As expected, the ruling party had all the logistics in favor of its candidates. The odds were against him, yet despite political maneuverings, the neophyte won the barangay chairmanship post.

Chairman Telesforo Balagosa had not been trained as a manager, but when he served as Punong Barangay his constituents saw in him a leader willing to learn the ropes of management. Serving his barrio folks evolved into something more profound. He became more conscious about the needs of the barangay populace.

Urged by those who knew his concern for development, he decided to run as Municipal Kagawad. This time the road to being elected was not as rough. He was able to make an imprint of a dedicated government official, and this impression created a stir in the campaign trail, inspite of his being still in the opposition camp. He won and was seated as the seventh Sangguniang Bayan Member.

At this phase of his political career, his skills and judgment as a legislator took the upper hand. For him issues have to be scrutinized before legislation could take place. Kagawad Balagosa did this for three years, which heightened his desire to serve the town the best way he could. This led to another call. He decided to run as Mayor in the 2001 elections.

Already popular for his good deeds, unselfish dedication, and leadership skill, and being known as a God-fearing public servant highly esteemed by all, the people of Lila elevated him to the pedestal as the town’s Chief Executive. What he started in his first three years as Mayor, he continued in his next term when he was re-elected in 2004. Some of his accomplishments were: concreting the fence of the Municipal building in 2001; procurement of heavy equipment with 4.1 million pesos; improvement and opening of farm to market roads; renovation of the old municipal building; procurement of a patrol boat to curve illegal fishing; improvement of the Municipal Water Works System; expansion of the Phil. Health Program for the indigents; constant provision of medicines and vitamins; free legal assistance to indigents; renovation of the Municipal Health Center and Barangay Health Centers; crafting of the Comprehensive Land Use Plan and Coastal Resource Management Plan; revision of the Revenue Code; construction of a 6-classroom building in Lila High School; creation of 5 barangay cooperatives; construction of the Lila Gymnasium costing P14 million; and many other projects unheard of in the town’s previous administrations. With various projects he had accumulated for his town, the people have voted him Mayor for the third time. They acknowledge the ability of Mayor Balagosa to uplift their lives.

Engineer Balagosa is happily married to Marmila, with whom he has two sons, Jave (who finished Computer Education), and Arief. Both are working in Canada with their mother who is a Nurse. His achievements are worth emulating by the youth. He has proven that poverty is not an obstacle to success, but a motivation for more aspirations. Fervor and humility are just two of his traits. This man who had to walk to gain an education

and become an Engineer has metamorphosed as an effective leader, not because he planned it, but because Lila needs him.

PANGLAO International Airport’s (PIA) fate is sealed as a key super-regions highlight in the Visayas, this as President Gloria Macapagal Arroyo said her administration focuses on completing its super regions project within her remaining three years.

The P2.4 to P3.2B Panglao Airport, when completed with in the president’s timetable could be one for the record as possibly the only airport planned and completed within PGMA’s term.

In Bohol, those hopeful of the project have been lost hope of its completion when Bohol failed to deliver 12-0 slate. However with the president’s reassurance of capping her term with enough legacy to spur other parts of the country to contribute to national development, the pervading apprehension is expected to vanish.

Now intent on breaking the vicious cycle of leaving half done projects to new leaders, a Malacañang source leaked to the media that the President has turned down the accommodation of additional infrastructure projects, and instead wants her Cabinet to work on completing the super regions.

Economic Planning Secretary Romulo Neri said the President has already instructed the various government agencies to work on the projects under the Medium Term Public Investment Plan.

“We already have plenty of projects in the pipeline. She wants to be sure the implementing agencies finish them before her term ends in 2010,” Neri said.

For the Panglao Airport, the President has signed Memorandum Order 210 for the Manila International Airport Authority to exercise administrative supervision on the project. The Philippine Tourism Authority started bankrolling the project with P110M for land acquisition years ago.

The Department of Transportation and Communication has also released amounts to set up the projects administrative support base.

The infrastructure is also covered under the super regions concept the President spelled out before Congress during her State-of-the- Nation Address in July 2006.

Under the proposed super regions, government is proposing to create an agribusiness quadrangle in North Luzon and an industrial beltway in Metro Luzon. It is also proposing to transform Visayas into a haven for services and tourism, while making Mindanao the country’s food basket.

Economic advisor Joey Salceda has pegged the needed capital for the super regions project at P372.02 billion.

Around P181.15 billion of that will be used to construct railways, while another P101.8 billion will be used to bankroll the construction of new roads and highways.

Roughly P43.1 billion is earmarked for the development of airports, while the remaining P15.85 billion is set aside for construction and improvement of seaports.

Nearly half of the needed budget, or about P186.27 billion, will be bankrolled by the national government or from overseas development assistance.

Government-owned and -controlled corporations are supposed to chip in P116.01 billion of the entire capital requirement, while the private sector would contribute as much as P68.41 billion.

Local government units are meanwhile expected to bring in P1.33 billion. (rachiu/PIA)

Loboc - Bohol / Mayor, tell us the truth
June 03, 2007, 10:26:32 PM
UNDEFEATED and former Loboc Mayor Cecilio Sarigumba belied the allegations that he pocketed the funds appropriated for the asphalt shouldering of the Loboc highways, during a radio interaction Monday, May 28.

Reacting to a lie peddled in his hometown Loboc, Mayor Sarigumba said he called radio stations here to clear his name and added that he dared the spinners of the lie to trace the paper trail of the check accordingly released by former Congressional representative Eladio Jala.

If indeed it came out, I am sure it was not in cash, so there should be a paper trail that would prove that the money, if there was, changed hands and was lost, Sarigumba hinted.

According to him, he overheard from relatives of Rep. Jala tales that tell Sarigumba allegedly fattened his pockets by the money set for the road shoulder.

Some Loboc residents have accordingly complained about the muddy road shouldering that has been constant irritant especially with the onset of the rainy season.

Undeniably affected by the accusations and wanting to leave a clean record in government service, Sarigumba said he has never been accused of such in his terms as town executive.

Sarigumba, who personally filed his resignation as mayor for health reasons said he was a bit troubled by the lie and wanted his name cleared before he would fly back to the United States where he is now a resident.

For Congressman Jala, when asked to comment on the allegations also denied having started the tale even as he said that funds for such projects are from the national government and does not go down to the local executives.

Moreover, Jala said a clean conscience should settle Mayor Sarigumba, who enjoyed the trust of Lobocanons as he was undefeated in his terms. (rachiu/PIA)

Loboc - Bohol / P20 Million for Loboc Bridge
June 03, 2007, 10:24:22 PM
DEPARTMENT of Public Works and Highways (DPWH) Undersecretary Manuel Bonoan has pledged to earmark at least another P20M to strengthen the Loboc Bailey Bridge, former Representative Eladio Jala disclosed Monday, May 28.

Jala, who was asked to update Boholanos on the status of an accident waiting to happen in the weakened bailey bridge that is daily traversed by tourists, said there is already a fund set to address the problem of the bailey bridge.

Only the lifting of the election suspension would legally cause the flow of funds that could correct the weakened structure, Jala bared over a radio interview.

This release, when implemented comes, barely a year after the government also released millions of funds for a bridge strengthening contract.

Moreover, Jala said he has the recent commitment of DPWH undersecretary of at least another P20M for the repair of the single lane bridge.

The Public works secretary gave the commitment when he was here accompanying President Gloria Macapagal Arroyo when she inaugurated the P1.9B Bohol Circumferential Road Improvement Project and the Jagna Port.

The graduating Bohol Third District solon said the President has also given her nod on the project that could improve the safety and security of commuters and tourists who have to cross the bridge after disembarking from the famous Loboc river cruises.

The bridge with a load capacity of 12 tons has been closed to heavy vehicles due to weakened structure after a cargo truck navigated the span barely a month after the bridge re-opened.

Tour buses have long after been banned from crossing the bridge as the total vehicle weight with passengers could easily topple the structure.

Over this, tour drivers who ferry tourists across the bridge on tour vans and coasters feel apprehensive that the constant daily bulk of traffic may cause it to collapse.

Over all this, Jala said that after the election ban on construction of public works is lifted, the delivery of materials for public works, then disbursements of funds for public works, could be started. (rachiu/PIA)

Bohol Latest News / DYTR No. 1 in Bohol
June 03, 2007, 10:11:51 PM
Press Release

Though just to a shallow pit, DYTR’s AM and FM twin airwave czars dumped rival stations in the latest round of Bohol Poll 2007survey, just to comfortably pose for a predictable lead ahead.

Popular being “Radyo Serbisyo” and lately, “Todo Radyo”, DYTR-AM side-swept rival stations to the ditch-side in the listenership survey, tugging along its 911 FM station to the top crust.

The latest Bohol Poll round conducted in the period, March 17-26 this year shows that more Boholanos prefer the airlaines blend of DYTR AM and FM.

At least 16 percent of AM radio listeners among the survey respondents prefer DYTR, while only 14 percent of them chose DYRD, and four percent like DYZD, DYRD’s Ubay branch.

DYTR’s FM radio station, popular as 911 FM also reigns on top, even number one FM station with the rating of 13 percent, outsmarting local rival, DYRD’s Kiss FM which only ranked third with 11 percent.

Cebu-based Lupig Sila or LS 97 ranked second with 12 percent of the respondents tuning in.

DYTR-AM ranks second to Visayas favorite, DYHP which rated 53 percent.

The survey also found out that more radio listeners tune in to DYTR-AM from 6:00 a.m. until 9:30 a.m.

   DYTR-AM.

According to 63 percent of the respondents, they liked the news content of the station, while only eight percent got attracted to the announcement of swertres results.

The station’s clear reception had also helped drew more listeners, according to the survey.

Some took note of the information factor of the issues tackled in the station’s programs and the station’s effort to update listeners of the prices of commodities.

Other respondents observed that the anchors do not take sides and read, on air, all the text messages they received.

Other observations had it that the station had been fair in its coverage during the election period, had complete details on police reports and most of all, tackles issues and anomalies in Tagbilaran.

Listeners were also impressed on the intelligent discussions in commentary-format programs, the station’s immediate response to calls for assistance and that it accommodates the opinion of listeners which gave an opportunity for their woes to reach the concerned agencies.

Most of the respondents who failed to express their preference for DYTR-AM and even 911 FM said they had no choice since the signal of the other station, most of the time, encroaches in its band.

Others just listen to DYRD, saying they had gotten used to listening to the station, be it entertaining or not, informative or not.

At least 47 percent of the respondents suggested that DYTR-AM widens its bandwidth, while few suggested that the station includes drama-format programs.

Despite the technical obstacle, DYTR even managed to raise its FM station on top, enchanting listeners, especially from 5:00 a.m. to 10:00 a.m. every Sunday, 1:00 p.m. to 3:00 p.m.a and 7:00 p.m. to 11:00 p.m. in the evening.

DYTR’s 911-FM, according to 81 percent of the respondents, plays nice music, while 11 percent admire the disc jockeys on board, while eight percent noticed the clear reception once they catch the signal.

The survey also found out that if listeners only had a choice, they would prefer 911 FM.

However, 58 percent said they have a hard time getting the signal, and that at least they took time trying to tune in to 911 FM.

Of the respondents, 79 percent or eight out of ten Boholano households have radio sets, majority or 92 percent of them are in Tagbilaran City.

In the rest of the first district area outside Tagbilaran, 77 percent have radio sets. This area covers the towns of Alburquerque, Antequera, Baclayon, Balilihan, Calape, Catigbian, Cortes, Dauis, Loon, Maribojoc, Panglao, Sikatuna, and Tubigon.

At least 78 percent have radio sets in the second district area, covering the towns of Bien Unido, Buenavista, Dagohoy, Danao, Getafe, Inabanga, President CPG, Sagbayan, San Isidro, San Miguel, Talibon, Trinidad, and Ubay.

In the third district or in the towns of, 80 percent of them have radio sets, including the areas in Alicia, Anda, Batuan, Bilar, Carmen, Dimiao, Garcia-Hernandez, Guindulman, Jagna, Lila, Loboc, Mabini, Pilar, Sierra Bulloness and Valencia.

Of these areas, in the urban portion, 86 percent of the respondents have radio sets, while in rural areas, 78 percent have.

Majority, or 85 percent, of them are Boholanos falling under the Class ABC in social status, while 80 percent of them are in the Class D, and 77 percent are Class E.

Of the respondents, seven out of ten listen to radio. Most of them or 81 percent are in Tagbilaran City aging 35 to 44 years old.

Radio listenership rated as low as 64 percent in the first district areas outside Tagbilaran, and 60 percent among those in the Class ABC, as it only rated 44 percent among the age group ranging from 18 to 24 years old.

Top-notch physicians working under the Malacanang medical mission got irked on the lousy service at the Gov. Celestino Gallares Memorial Hospital, venue of the cataract operations which will wrap up today instead of Tuesday.

This development will place the hospital and its officials in hot water after the incident was reported to the Department of Health (DOH) which is expected to send a team to investigate and evaluate the poor services at the government-run regional training hospital.

The Manila-based medical mission team headed by Dr. Federico Malubay has to convene hospital officials led by Dr. Nenita Po after the group could no longer bear the “cold attitude” shown by most hospital physicians to the visiting medical mission group.

The complaints of the visiting doctors reached Gov. Erico B. Aumentado who immediately summoned Dr. Po together with Provincial Health Officer Remoises Cabagnot last Friday to thresh out the concerns which affected the on-going medical mission.

The governor blasted on air during his “Governor’s Report” radio program last Friday saying he was embarrassed to hear such complaints of an uncooperative attitude of hospital officials and personnel.

An official of the visiting team was quoted as saying:This is not the first time they receive such observations of inefficient service of the hospital.

Gov. Aumentado confirmed this to the Chronicle last night saying he got the same complaints when a medical team from St. Luke Hospital recently visited the province for a medical mission.

During the closed door confrontation between the visiting physicians and the hospital officials, Dr. William Dy, president of the Philippine Academy for Medical Specialists articulated the group’s disappointment on how the

hospital received the medical mission with a “very cold attitude.”

During the meeting, he questioned the hospital chief why he could hardly see the doctors of the hospital since they started the medical mission last Monday. Dy allegedly reprimanded the chief surgeon during the meeting.

“We did not expect such poor reception as we have gone out of our way to help less fortunate brethren here,” Dy was quoted as saying. This is their second time to visit the province and their 69th medical mission nationwide.

In a separate interview, Francisca Baluyot, consultant on health of the provincial government told Pulso radio program over dyRD that she received the same negative observations on hospial personnel.

The medical mission under the office of Pres. Gloria Macapagal Arroyo through the First Gentleman Foundation targeted to handle some 1,200 cataract operations, thousands of others for free fitting and distribution of dentures and surgeries on patients with problems on their myoma, goiter, hernia, cyst, clubfoot and harelip.

However, due to shortage of medical supplies, the cataract operations will wrap up today instead of Tuesday while the number of beneficiaries totaled to 850 plus 300 more cataract patients due for operations today.

In a check made by the Chronicle last night, it was learned that of the 1,200 cataract patients, 70 percent were blind. In fact, one patient who was blind for 15 years was restored of his sight.

“We will leave it up to the DOH to look into this,” physicians said when chanced by the Chronicle past 8 o’clock last night at the hospital. The team in its effort to maximize its number of beneficiaries worked double time even up to wee hours in the morning.

Dr. Malubay said he will be back on June 23 to check the cataract patients who underwent surgeries. (Mike Ligalig, Bohol Chronicle, June 4, 2006, with reports from Chito Visarra)

Boholano doctor Theodore (Doyet) Dumaluan, EENT, would kayak paddle around the island of Cebu, not just for the personal triumph of being able to accomplish the feat, but with hope and prayers of accomplishing something more.

With Paddle Philippines behind the activity, Dumaluan, hopes to draw attention and popularize kayak paddling within the Visayan Islands.

Most people love being outdoors, but a few men venture into something adventurous. With this passion for adventure comes the passion of being with nature, of open spaces, of the vast expanse of the ocean, the depths of the sea, of the forest, of the mountains and its peak, and more.

It is this love and passion that prods the outdoorsman to learn the necessary skills, to respect, study and care for the environment and to master the art of survival in the wilderness.

It is however to the credit of adventurous men that man has come to rule the world. These are the people who had trail-blazed the wilderness and braved the seas to discover new horizons for the rest to follow.

With prayers this could spur tourism activities that may include kayak island hopping, kayak exploration of mangrove areas, coves and rivers and kayak sporting events.

Aside effect could be environmental awareness and conservation. As more people join kayak activities they would be exposed to the waters and be proximately close to appreciate the value of clean pristine surrounding. If more people become aware and concerned, they would become proactive and may initiate personal activities to help in their own way, the conservation of our waters. And if these people gather as one, they may be able to actually convince their District Representatives to frame up legislation in support of the advocacy.

The kayak to be used in this first Cebu Island circumnavigation would be a solo sea touring kayak, made up of fiberglass laminated wood and plywood. It is of a design made for by Doyet himself. The kayak was fabricated in Panglao Island of Bohol by Bugsai, a local kayak maker.

Doyet, the paddler would be ably supported by a ground crew of three people who would oversee the needs of the circumnavigator, and be ahead of him by land, to identify suitable areas for rest and refreshment. This endeavor is estimated to take at least eight days but may stretch to ten.

Those who might be interested to join or paddle through one or more legs of the trip may get in touch by texting or calling (0919) 479-2809 and ask for "Manong."

After showcasing the Street dancing Champions of renowned Visayas festivals for two consecutive years, Sandugo 2007 is centered back on the participation of local community. This was bared by Loreto Palapos, executive director of Bohol Sandugo Foundation, Inc. (BSFI).

"On its 19th year, it is about time Sandugo steps out from the shadow of other provinces' festivals by placing Boholano ingenuity as focus of the celebration, particularly in the Street dancing," Palapos added.

Contingents from festivals' Basakanon (Cebu City), Hambabalud (Oriental Negros), Dinagyang (Iloilo City), Masskara (Bacolod City), Ati-atihan (Aklan), and Sinanduloy (Tangub City) were last year's guest performers. Only DCPNHS and LGU of Panglao served as local counterparts.

This year, Street dancing participants will come from LGUs, public and private schools, national and provincial government offices, business firms and establishments, families and clans, civic-socio-religious clubs and organizations in a non-contest setting.

Considering the substantial exposure the event can offer, a number of entries are expected.

ACTIVITIES

The Sandugo festivity kicks off on July 1 with the Tagbilaran City Charter Day and culminates on July 22 with the Bohol Charter Day.

Free-of-charge cultural presentations, musical concerts, and variety shows, sponsored by public and private institutions/firms in the city, will be staged at the City Tourist Port nightly.

Again featured are the trade-fair marketing quality arts and crafts, agri-fair displaying locally produced agricultural products, and food fair serving delectable dishes.

Boholano exhibitors are given priority.

Immediately after the Street dancing on July 22, repeat performance of the Sandugo reenactment directed and choreographed by highly acclaimed artist, Lutgardo Labad, is also to look forward to. This was due to insistent public demand.

Spearheading the preparation is City Mayor Dan Neri Lim, BSFI chairman.

Determined to make Bohol rabies-free by 2010, Gov. Erico Aumentado Friday launched an intensified anti-rabies campaign program involving massive vaccination of dogs with corresponding vaccines for humans.

At the Governor's Mansion, Aumentado signed a memorandum of understanding (MOU) with the Family Vaccine and Specialty Clinics (FVSC) to operate three animal bite treatment clinics in Bohol. These will be located in the Cong. Simeon Toribio Memorial Hospital (CSTMH) in Carmen, Cong. Teodoro Galagar Memorial Hospital in Jagna and the Cong. Natalio Castillo Memorial Hospital in Loon.

In the evening at the Villa Alzhun Tourist Inn and Restaurant also in Tagbilaran, Aumentado similarly launched a campaign in partnership with the Vaccines for the Philippines under its president Peter Reichman. It is a foundation of members of the Church of Jesus Christ of Latter-Day Saints. The foundation is donating 500 vials of anti-rabies vaccines for humans, on top of the previous 200 vials it donated to Bohol a while back.

Provincial Health Officer Reymoses Cabagnot, Legal Officer Handel Lagunay and Veterinarian Stella Marie Lapiz stood as witnesses.

Lapiz said Bohol has high incidences of dog bites; its registered deaths due to rabies made the province No. 1 in Central Visayas - a record that Aumentado does not want to hold, more so because Bohol is now declared as the country's top tourist destination.

Because the governor cannot just close his eyes on dog-bitten constituents seeking aid to complete the vaccination process that costs thousands of pesos, he tapped the private sector - the FVSC that also aims to make the country rabies-free.

The human vaccines for bite victims will be complemented with the massive vaccination of dogs, with the Department of Health (DOH) through Undersecretary Ethelyn Nieto committing to provide 12,000 vials of the vaccines, as well as the elimination of stray dogs.

Nieto issued the commitment during the 2nd National Anti-Rabies Summit held at the Bohol Tropics Resort last March. Aumentado and Lapiz are now following up the Nieto commitment.

Aumentado also directed Lagunay to prepare a model ordinance for the Bohol towns to adopt - for the sake of uniformity. The ordinance prescribes, among others, penalties for those remiss in responsible pet ownership.

The ordinance carries penalties for those who refuse to have their dogs vaccinated, not putting dogs on a leash, or just letting their pet dogs loose.

Statistics show high percentages of victims bitten by pet dogs than by strays.

Similarly, there are more cases of deaths from rabies not by bites but because the victim ate the dog, especially in areas where dog meat is considered a delicacy.

The animal bite clinics will be in addition to the treatment centers at the Gov. Celestino Gallares Memorial Regional Training Hospital in Tagbilaran City and the Garcia Memorial Provincial Hospital in Talibon town. Except for the Gallares Hospital, the four other hospitals are devolved, hence provincial government-operated.

On the other hand, the responsibilities of FVSC under Chito San Agustin, business development manager, include the provision of low-cost medicine that aims to reduce the cost especially for the marginalized.

Prior to the implementation however, the MOU specified conditions that each party should comply - FVSC shall secure Bureau of Food and Drugs (BFAD) approval and DOH requirements for all its anti-rabies and other vaccines which must comply with World Health Organization (WHO) standards; administration of the vaccines must comply with DOH administrative orders (AOs) and memoranda.

AO 164 s. 2002 is the Revised Guidelines on Management of Animal Bite Patients on the Immunization Program Policies, amended by AO 2005-0022 dated Aug. 25, 2005.

But, no public funds shall be disbursed by the provincial government for the vaccines to be supplied by FVSC. When no free DOH vaccines are available, the clinics shall refer the patients to FVSC. Bite victims administered with anti-rabies vaccines will be allowed the use of a hospital bed, the MOU read.

Meanwhile, FVSC shall provide for free the intra-dermal injection of active anti-rabies vaccines to patients referred by the clinics, keep sufficient inventory of the vaccines and provide its own storage facilities and equipment inside the clinic, following the cold chain storage for all the vaccines. This is because it is liable for any adverse reactions that the animal bite victim might suffer upon the administration of the vaccine.

The MOU also allows the patients to choose which of the available vaccines will be administered to them for their care.

All the while, FVSC will allow the Bohol Provincial Rabies Control and Eradication Council to monitor and evaluate all the clinics and cold chain equipment including the vaccines and the records during business operating hours with or without prior notice.

Both parties will also undertake massive information campaign to create public awareness on animal bite prevention, treatment and management. (Bohol Chronicle, June 3, 2007)

Jagna - Bohol / Child Trafficking in Jagna
June 03, 2007, 09:36:17 PM
JAGNA.- The suspect identified as Florentino Ricohermoso, 27, in the child trafficking attempt in this port municipality is in hot water, facing sexual abuse charges aside from trafficking in persons.

Gil Alforque, father of one of the two young girls aged 14 and 17 years old who were saved from alleged racket (trafficking in persons), said in an interview that he will file appropriate charges in Zamboanga against Ricohermoso, alias "Boyong."

Jagna police and social workers here, upon instruction of re-elected Mayor Exuperio Lloren, rescued the two teenage girls from Ricohermoso, a native of Liloy, Zamboanga del Norte. The mayor was tipped off of Ricohernmoso's action and immediately ordered the police to apprehend him last week.

Alforque, father of the 17-year old daughter, narrated to the Vice-Governor's Office last week, also confirmed reports that Ricohermoso tried to entice the duo for jobs.

But it turned out that Ricohermoso allegedly planned "to sell" Alforque's daughter, 17, in Manila, while the other girl, 14, will be kept as his "other woman," the report said.

Boyong's wife works as domestic helper in Kuwait while his three children are under the care of parents-in-law, Alforque told Overseas Workers Welfare Assistance Desk of the vice-governor's office.

Suspicions that Ricohermoso maltreated the duo ran high that would prompt Alforque to sue him in court.

The initial medical examination conducted by Women and Children Protection Program of the Gov. Celestino Gallares Memorial Hospital found that "medical evidence showed probable sexual abuse" inflicted on the 14-year old girl.

The same medical examination conducted by Dr. Nonaluz B.Pizarras said that "genitalia findings showed previous penetrating trauma" on the part of the 17-year old.

According to the investigation by Jagna PNP-Women and Children Desk, the duo who are close friends were enticed by the suspect in going to Manila. But because he lacked the money after they left Liloy, Zamboanga on May 21, 2007, he told the youngsters to drop by in Bohol and look for fund. They stayed at Ricohermoso's brother, Nestor Ricohermoso, for a day and two nights prior to his apprehension.

Alforque's daughter, who was already enrolled in college, accompanied the 14-year old to enroll in high school. After the enrolment, the latter invited the former to go to the terminal but it turned out that Ricohermoso was already waiting in a bus bound for Dipolog then to Bohol via Cebu.

The duo are now temporarily housed and taken care of by the Bohol Crisis Intervention Center based here and provided their safe return home and other assistance based on report prepared by social worker Eva Rodriguez and signed by Center Manager Katherine de la Calzada. (Ric V. Obedencio)

The Department of Environment and Natural Resources (DENR) through the Environmental Management Bureau (EMB) has ordered for the complete closure of Dumaluan Beach Resort in barangay Bolod, Panglao.

The re-execution of a cease and desist order (CDO) against the resort was likewise ordered last Monday.

The resolution came after EMB OIC regional director Alan Arranguez denied the motion to lift the CDO filed by resort owner Doloreich Dumaluan last September 28, 2006.

It may be recalled that the DENR, through the National Anti-Environmental Crime Task Force (NAECTF) implemented the CDO against the resort on September 26, 2006.

The CDO stemmed from the resort's violation of PD 1586, for operating without an environmental compliance certificate (ECC) and the construction of a building which is within the 20-meter public easement.

Dumaluan was meted a P50,000 penalty and another P15,000 for late filing of application for an ECC.

The EMB resolution stated that "all entries of Dumaluan Beach Resort should be closed" while processing of the resort's ECC "will be given due course after the proponent show compliance" and that "cessation of activities has been validated by the [EMB]."

Provincial Environment and Natural Resources Officer (PENRO) Eduardo Inting reported last February 6 that during an inspection conducted at the resort, it was found that its owner continues to operate despite the closure executed by NAECTF pursuant to the CDO tendered on September 28, 2006.

Aside from opening a new entrance for its continued operations, it was also monitored that construction was ongoing in the resort.

"The act of respondent-proponent (Dumaluan) is an open defiance to the lawful order of this office (EMB) and should be taken against him because it derogates the authority of the office and an utter disregard of its lawful order," the resolution stated.

TENSION AT RESORT

Tension ensued at the Dumaluan Beach Resort last Monday when a team tasked to serve the CDO had a confrontation with the resort-owner, Mayor Dumaluan himself.

A narrative report made by EMB-Bohol chief Nestor Canda stated that by coincidence, Dumaluan was at the gate of his resort watching laborers working for the drainage fronting the newly constructed gate of the resort, when they served the order around 10 a.m.

The team was composed of PNP personnel led by P/Insp. Jake Manguera, CENRO Samuel Racho and Canda.

Canda's report stated that they approached Dumaluan "with proper greetings and respect" informing him that there is a decision of the EIA case on his resort.

A copy of said decision was given to Dumaluan, which "he personally received" but "requested not to sign the file copy acknowledging receipt for the reason that he has to consult his lawyer," Canda's report stated.

Canda cited the reasons for the denial of Dumaluan's motion to lift the cease and desist order.

After reading the document, according to Canda, Dumaluan "angrily and profusely stated that DENR officials are not doing their jobs to protect him and his business despite of compliance to DENR regulations.

Dumaluan allegedly said that he has already paid the penalty and filed the request to lift the CDO and yet no action was taken for more than 7 months from the time he filed the request.

According to Canda, Dumaluan said that he will sue Canda, Arranguez and William Cunado, EIA Division Chief, for damages.

Dumaluan allegedly uttered to do harm to the three DENR officials, Canda said.

Later on, Dumaluan reportedly calmed down and requested 3 days to voluntarily close down his establishment and allow guests to check out at the same time make an appeal to the office of the DENR secretary regarding the matter.

DUMALUAN'S SIDE

In an interview with the Chronicle yesterday, Dumaluan stressed his lawyers are already working on legal remedies.

He blamed the DENR for losing his ECC application documents way back in 1999 and that he should not be penalized for their incompetence and negligence.

The recent action taken by the DENR is viewed by Dumaluan as another form of political harassment carried out by his opponents. (Kit Bagaipo, Bohol Chronicle, 6/3/2007)

Administrative charges were filed against two police officers who were held responsible in releasing two suspected "goons" identified with a politician in Albur town.

The complaint was filed by Albur Kag. Jet Ugdoracion, son of elected Mayor Jose Ugdoracion, at the Bohol Police Provincial Office (BPPO) in Camp Dagohoy last Wednesday.

The two policemen, P/Insp. Romeo Cano and PO3 Quiciano Lopena, stationed at the Albur PNP are being investigated for serious neglect of duty and misconduct for releasing Quirino Sumorostro, 36, a resident of barangay Catarman, Dauis and his companion Vecio Formentera, 18, resident of Causeway Drive, Tagbilaran City.

Sumorostro and Formentera were arrested on the eve of election day, May 13 by the Albur PNP after a tip was made by concerned residents of the presence of armed men aboard a vehicle who were observing the house of then mayoralty candidate Ugdoracion.

Sumorostro and Formentera were allegedly identified with incumbent Albur Mayor Efren Tungol, whose son, Ephraim Tungol, ran against Ugdoracion in the elections.

Police with the aide of residents, cornered the two suspected "goons" who were aboard a KIA Rocsta vehicle and were found in possession of an M16 rifle and 2 .38 caliber revolvers with live ammunitions.

The two suspects were detained at the Albur PNP lock-up jail while their vehicle was impounded together with the recovered weapons.

However, on May 18 the vehicle was released by the two policemen.

A day before, the two suspects were also released from the custody of the Albur PNP.
The complainant questioned the "intentional delay in the filing of criminal cases" by the Albur PNP against the two suspects who were "clearly violating illegal possession of firearms during the Comelec gun ban period."

Moreover, the release of the suspects' vehicle was "without lawful order from the court," Ugdoracion stated in his complaint.

The serial number on the M16 rifle recovered from the suspects was later found tampered after an examination made by the PNP crime laboratory.

P/Insp. John Gilbert Basalo, head of the PNP-Bohol Investigation and Detective Management Branch, assured a fair and impartial investigation on the case. (Kit Bagaipo, Bohol Chronicle, 6/3/2007)

Two doctors are facing criminal charges of homicide through reckless imprudence for the death of their patient who was admitted in one of the private hospitals here.

This, after the National Bureau of Investigation (NBI) filed a complaint last Tuesday at the City Prosecutor's Office after the family of the late Filomena Matuod, matriarch of a prominent family in barangay Manga, this city, sought the assistance of the agency for the investigation into the real cause of her death.

Matuod died last February 16, less than 24-hours after she was admitted at the private hospital by one of her children due to her cough.

The family believes, however, that there may have been a mistake in prescribing and administering of drugs which caused her "sudden and unexpected death."

They hold responsible the attending physician and one of the private hospital's resident physician for the death.

The doctors determined that Matuod's immediate cause of death was acute respiratory failure secondary to severe acquired pneumonia.

Although, Matuod was already 84-years old during her demise, according to her children, the rapid deterioration of her health in less than a day of confinement at the hospital and since one of the doctors administered dozes of a drug called Unasyn 750-mg, was highly questionable.

A medical doctor consulted by the family opined that if only the attending physician (who was not able to examine her patient during her confinement despite being advised by the patient's family and the hospital's staff), attended personally on the patient, she could have been more aware of her history of allergies and ordered oral antibiotic.

An affidavit and sworn statement executed by members of the family before NBI Special Investigator Teodoro Saavedra stated that they brought "a walking patient" to the hospital around 12:30 p.m. on February 16 for mild cough and slight fever.

However, at the hospital, the patient was told that she must be confined and laboratory exams be conducted.

She was later moved to a room around 2 p.m. after being injected with an antibiotic.

Another injectable antibiotic was applied around 10 p.m., the affidavit stated.

After the two dozes, the patient allegedly became restless with difficulty in breathing.

The resident physician ordered for oxygen but the patient's condition did not improve until she finally expired on the next day around 10 a.m.

Based on this complaint, the NBI exhumed the body of Matuod last February 25.

Based on the NBI's post mortem findings, the immediate cause of death is shock and not acute respiratory failure as stated in the death certificate.

As of Friday, the case has yet to be raffled by the City Prosecutor's Office. (Kit Bagaipo, the Bohol Chronicle, 6/3/2007)

The Regional Trial Court (RTC) has granted a 17-day extension on the 72-hour ex-parte restraining order issued by Executive Judge Fernando Fuentes blocking the implementation of a P20 terminal at the Tagbilaran City Port last Friday.

The fee remains at P11.25.

City Mayor Dan Lim, who filed the petition for injunction with prayer for preliminary injunction, temporary restraining order and ex-parte temporary restraining order at the RTC last Monday said, the extension granted by the court will be an opportunity to pose a legal challenge on the port fee hike implementation.

The 17-day TRO was issued by RTC Branch 47 Presiding Judge Suceso Arcamo who set the hearing on the application for issuance of a writ of preliminary injunction on June 13 and 14.

Expiration of the 17-day TRO is on June 17.

City Legal Officer Atty. Doni Piquero, counsel for Mayor Lim, argued on the "urgency and necessity of the extension of the TRO" as crucial in the hearing for the issuance of a writ of preliminary injunction adding that the non-issuance of which will "cause great irreparable injury and grave injustice on the commuting public…"

The increase, the mayor's petition stated, "is also untimely in view of the advent of the opening of classes" affecting students coming to and from Tagbilaran City.

On the other hand, the Philippine Ports Authority (PPA) claimed that the proposed P8.75 increase in terminal fee is being implemented in order to recover costs of a luggage X-Ray machine and passengers' Walk-through Detector installed at the Starlight Terminal building.

The machine was installed by PPA after a clamor for additional security at the city wharf.

In their reply to the petition, the PPA denied that the imposition of the additional terminal fee was done without a publice hearing.

In fact, Tagbilaran Port Acting Manager Aurelio Gambuta said during an interview with the Chronicle that on November 16, 2006, "no less than Vice Mayor Nuevas Montes of Tagbilaran City, represented the City Mayor, during the hearing where the terminal fee increase was proposed.

According to the PPA, the increase will be segregated from the P11.25 terminal fee presently collected by Starlight, the private firm operating terminal building operations.

The PPA explained that proceeds of the increase will actually go to them and that Starlight is just being "utilized to facilitate the collection to avoid inconvenience of the riding public."

Two stubs/tickets will be issued to the passenger, P11.25 for Starlight's terminal fee and P8.75 for the PPA.

The PPA also questioned whether Mayor Lim is filing the petition against the terminal fee hike as a private citizen or as city mayor, as he is availing of the services of the city legal officer (Piquero).

In his ruling, Arcamo stated "the principal issue at hand is whether or not the 72-hour TRO issued by the Executive Judge be extended or not, hence, the Court will refrain from ruling on the merits of the opposition filed by defendant PPA…"

Arcamo said PPA's opposition is "clearly evidentiary in character which can be best appreciated during the hearing on the application for issuance of a writ for preliminary injunction" and that "the task of the court is only to determine whether there is extreme need and urgency… to extend the TRO or deny the same." Some 300,000 students will troop to public and private schools beginning tomorrow for the formal opening of classes in the elementary, high school and college levels.

Public schools will open classes tomorrow while most private schools will start classes on June 13.

Department of Education (DepEd) officials could not yet determine the shortages of classrooms and teachers as enrolment will go on until Friday, Bohol Schools Division Asst. Superintendent Norma Varquez told the Chronicle.

DepEd estimates an average increase of 2% enrolment in the province.

There are 938 public elementary schools in the province to accommodate about 180,000 primary students. Of these elementary schools, 17 are under the Interim Tagbilaran City Schools Division while the rest are located in the province's 47 towns.

Public high schools in the entire province is now 122, including 7 secondary schools in the city.

Public high school enrolment is expected to surpass last year's 60,762 in the towns and some 5,851 here in Tagbilaran City.

Enrolment is seen higher in the city schools with a projected increase of 5% this year, a little over the 4% last year.

According to Varquez, the rise in enrolment in both elementary and high school can be attributed to DepEd's project STRIVE (Strengthening the Implementation of Basic Education in Selected Provinces in the Visayas) intensifying its re-enrolment campaign for school dropouts and retrieving out-of-school youths.

Until the enrolment period closes on Friday, the shortage of classrooms and teachers could not yet be determined, Varquez pointed out.

'MORE TEACHERS'

DepEd-Bohol has a total of 5,317 elementary teachers and 1,436 high school instructors.

Aside from this number, the provincial government has hired some 438 locally paid teachers being assigned in municipal schools to augment the nationally paid mentors and address the shortage, Varquez said.

Compared to the other provinces, according to Varquez, Bohol can pride itself of a 42:1 teacher to student ratio which is way below the national average.

Public schools are allowed a maximum of 60 students in one class to be manageable by the teacher.

In the elementary level, the teacher to student ratio in Bohol public schools is even much lower at 1:31.

However, Varquez admitted that there are few classes that holds the maximum number of 60 students in one classroom.

NEW CLASSROOMS

DepEd-Bohol's Physical Plant Supervisor, Engr. Bigonte, in a separate interview with the Chronicle, bared that there are 62 new classrooms constructed in the different public schools to lessen the classroom shortage.

Thrity-four of these classrooms were constructed under the "convergence strategy" of DepEd and the provincial government.

Two classrooms costing P5.1 million are now ready to be used in 17 public schools under the "convergence strategy" projects.

The other classrooms were constructed through community-based strategy and service contracting schemes being employed by DepEd, according to Bigonte.

However, the two DepEd officials clarified that when there is a shortage of classrooms, it does not mean that classes are being held under the shade of a tree, as what is usually imagined by many.

TEXTBOOKS

Equally important is the availability of textbooks for the students.

According to Varquez, DepEd-Bohol has already achieved a 1:1 student to textbook ratio.

In rare cases, Varquez said, there maybe two students who share one textbook for a particular subject.

She said the DepEd estimates the usable lifespan of one textbook for a period of five years. However, in reality, these textbooks are already unusable after three years, Varquez added. (Kit Bagaipo, Bohol Chronicle, 6/3/2007)

Mayor-elect Jose Ugdoracion can assume as the newly elected mayor of Alburquerque town despite the pending disqualification case filed against him.

This was the categorical statement by the Commission on Elections as embodied in Comelec Resolution No. 8062 which sets policy guidelines in proclaiming bets with pending cases.

It may be recalled that Ephraim Tungol, Ugdoracion's main rival in the mayoralty race, filed a motion for the suspension of the mayor-elect's proclamation last May 8, immediately after the Commission's First Division promulgated its ruling that nullified the candidacy of Ugdoracion.

During an interview with the Chronicle, Ugdoracion expressed confidence that the "sovereign will of the people of Albur will be upheld" as the Comelec en banc will now decide on the motion for reconsideration filed by his lawyers last May 11.

The comebacking mayor said the First Division's resolution, which is not yet final and executory, has only caused confusion among Albur residents and his supporters.

Political rivals, according to Ugdoracion, use the ruling to spread rumors that he could not assume as town mayor come June 30.

Even the en banc decision could be elevated to the Supreme Court for final ruling, which could take years, according to Ugdoracion.

He cited a similar case of Lila's three-term Mayor Telesforo Balagosa, whose disqualification case until now is pending at the high tribunal.

The case was filed by Balagosa's opponent since the 2004 elections and even gave another opportunity for the incumbent mayor to seek re-election in the recent polls.

Comelec Resolution 8062 provides that "There shall be no suspension of proclamation of winning candidates with pending disqualification cases, before or after elections, involving issues of citizenship, non-residency, not being a registered voter, nuisance candidate, and/or violation of the election laws under Sec. 68 of the Omnibus Election Code, Fair Elections Act and other related election laws." Former Gov. Rene L. Relampagos, who sounds quite disgusted on the conduct of the last May 14 elections, appeared to be hanging his gloves in politics after 13 years of service in government.

Relampagos who lost in his congressional bid against the son of last termer Rep. Eladio Jala in the third congressional district, told the Chronicle yesterday that the "irregularities which marred the elections" pushed him to conclude that it is indeed difficult to fight the "establishment," referring to the Commission on Elections which he branded as "bias to those in power."

Relampagos lost by 2,975 votes to Rep-elect Adam Jala during the last elections. Jala pooled 65,081 votes, with Relampagos trailing second with 62,106 votes, Board Member DionisioBalite garnered 28,076 votes while lawyer Alexander Lim landed fourth with 16,737 votes.

He denounced the Comelec for not giving him "a day in court" when his counsel filed their protest before the Provincial Board of Canvassers chaired by Comelec Prov'l Supervisor Veronico Petalcorin against glaring irregularities particularly in the results coming from the towns of Sierra-Bullones, Loay and Pilar. Their allegations of discrepancies including the denial of having been furnished copies of the election returns (ER) and the certificate of canvass (COC) prevented them to file their objections on time.

Relampagos said that while they were ready to file their petition to annul the proclamation, they were deprived of the official transcript of the proceedings which were needed as documentary support to their petition to the Comelec.

The draft of the minutes was not even signed by the stenographer since the documents needed the approval of Petalcorin. Daily follow-ups to get the transcripts proved futile until they decided to put off the filing of the petition, Relampagos revealed.

He repeatedly bared that the "pressure and intimidation present in Sierra-Bullones could be the proof that discrepancies happened in the canvassing of the election returns in several precincts in said town where even the COCs given to the NAMFREL were delayed."

After exerting efforts to file a protest with the poll body, the defeated congressional bet told the Chronicle that he found the efforts an exercise of futility considering the "establishment" you are fighting against.

In a press statement issued yesterday, Relampagos said that "we can always bring our case to court but we are well aware that under the present situation, the legal battle may be a futile exercise."

"A decision may not even be handed down until the next electoral process," he continued.

NEW DIRECTION

The former governor, in his press statement challenged the electorates "not to let another day pass and wait for the next elections to be worse than ever."

Instead of filing protests which results are not expected to come before the next elections, Relampagos instead asked the cross-section of the Boholano community to help "plant into the government service, the seeds of awareness, education and moral strengthening."

In his public statement entitled "Where shall we go from here?" (published elsewhere in this issue), he challenged the people to start thinking "what better way is there to direct our efforts to a much nobler task."

Relampagos, 43, who is a former seminarian, rallied the Boholanos to reinforce the initiative of the church and some well-meaning citizens "for a clean, just and peaceful election even when there is no election. Let us continue and maintain the faith that one day our dreams and we dreamers will be one."

Even without categorically saying that he is leaving politics, Relampagos, in his press statement sounded another pitch in his appeal to those "who believe in his undertakings," to dare move with him and "stand for what is right and truly honorable."

Relampagos who facilitated Jala to get elected as congressman when the former was serving as governor in 1998 said in his press statement, "it was painful to have been deceived by those whom I have helped and trusted."

Jala, serving his last term as congressman fielded his son, lawyer Adam, to run for Congress against Relampagos in the last elections.

He sincerely thanked his supporters, family and the noble men and women he have met during his political journey for the past 13 years while addressing specially those people in the 3rd district who "risked their lives to share their time, talent, resources and votes."

POLITICAL LIFE

Relampagos who got elected as governor at age 31 remains as one of the country's youngest provincial governors, but definitely, the youngest in the province.

He started his political life when he was 25 years old. He got appointed as one of the "7 wise men" of then Gov. Constancio Torralba in 1988. He was appointed during the Aquino regime as provincial board member representing the youth.

His first elected post came as vice governor in 1992 when he won the second highest position in the province against three bets, Dr. Bobong Yap, lawyer Jun Blanco and Rev. Fr. Margarito Gonzaga. Gov. Torralba who ran for governor with Relampagos as running mate lost to Gov. David Tirol.

In 1995, he won his first term as governor when he ran against Bohol's "political wonder boy" David Tirol. He won with then Balilihan Mayor Edgar Chatto as his running mate.

Relampagos' second term as governor in 1998 came as a sweet victory when he toppled former Gov. David B. Tirol.

After serving as governor for six years, his political debacle came in 2001 when he failed to win his third term as governor against then Rep. Erico Aumentado. His running mate, then Calape Mayor Julius Herrera won as vice governor against Dr. Yap who was Aumemntado's running mate. (the Bohol Chronicle, 6/3/2007)

Health and Food / For Smokers Only
June 03, 2007, 08:35:14 PM
If nothing else, this should worry smokers: the radiation dose from radium and polonium found naturally in tobacco can be a thousand times more than that from the caesium-137 taken up by the leaves from the Chernobyl nuclear accident.

Constantin Papastefanou from the Aristotle University of Thessaloniki in Greece measured radioactivity in tobacco leaves from across the country and calculated the average radiation dose that would be received by people smoking 30 cigarettes a day. He found that the dose from natural radionuclides was 251 microsieverts a year, compared with 0.199 from Chernobyl fallout in the leaves (Radiation Protection Dosimetry, vol 123, p 68).

Though the radiation dose from smoking was only 10 per cent of the average dose anyone receives from all natural sources, Papastefanou argues that it is an increased risk. "Many scientists believe that cancer deaths among smokers are due to the radioactive content of tobacco leaves and not to nicotine and tar," he says. (newscientist.com)
