Should our fellow Boholanos be proud as a people for one of our own?

Last Wednesday, former NEDA Chief, Romulo Neri - a Boholano - confirmed under oath that he was offered a P200-million bribe by perceived "chief broker" Comelec chairman Benjamin Abalos of the controversial NBN-ZTE US$330-million deal. There were attempts to obfuscate the issue because Abalos merely said" "Sec, may 200 ka dito" (Secretary, you have 200 here).

Accordingly, it could mean many things, the Abalos Chorus chimed. Spoken when they were alone together in a golf cart in Wack Wack Golf Club, the conversation immediately before that "offer" was about the NBN-ZTE Deal. It would be ridiculous if he meant 200 golf balls or P200,000 for a deal that is as huge as China's geography is. That can only mean P 200-Million (US$5Million). Even the slightly mentally deranged patients in Abalos' home city of Mandaluyong understand that all too well.

If that is true - as well as the allegation of ZTE rival (Joey de Venecia) that the First Genetleman Mike Arroyo pointedly (literally, now) asked him to "back off the deal" at the Wack Wack Golf Club (where Abalos is president) - then the ZTE stench that smells now -from Aparri to Jolo - will be linked to the Palace (or at least to FG).

The very act of Secretary Romulo Neri to rat (squeal) on a fellow Cabinet Official with an attempted bribe as high as that - and considering Abalos’ importance to the Arroyo presidency - is already an act of Class A courage. His shielding behind "Executive Privilege" not to spill the beans that would link the Palace directly - through his direct testimony - is a calculated gambit - the seasoned bureaucrat is not that stupid. He is among the smartest there is.

Hey guys, I think we have forgotten that there is a voting going on in this forum.  I am reminding you because yesterday, two people asked me whom to vote for Governor.  I told them, why are people asking this early?  I know for a fact the Vice Gov Herrera is preparing well for it because it is understandable for him to lay his eyes on the seat. However, I heard a lot of vocal opinions that Cong. Chatto would be the most winnable form on 2010.  I agree.  But what do others think of this?  There is Cong. Cajes on his last term too.

Herrera and Chatto may clash on the gubernatorial combat, but Herrera can also opt for the first district congressional seat.

Other possible replacement of Chatto after his term ends?

In a one-sentence order, the Second Division of the Commission on Elections (Comelec) upheld its earlier decision against the petition of defeated Dauis mayoralty candidate Victorio Migriño to nullify the proclamation of reelected Mayor Luciano Bongalos and recount the ballots cast in the May 14 polls.

The division denied Migriño’s motion for reconsideration and stood by its earlier resolution as it found “no new issues” to “warrant the reversal” of its own verdict.

The defeated contender for the top town seat had insisted victory by an alleged margin of about 900 votes over the winning incumbent, and what his next move may be is yet to be ascertained.
Bongalos was scheduled to fly to Indonesia and other Asian countries after receiving on Thursday his copy of the Comelec-Manila decision favoring him, again.

Migriño filed a motion for reconsideration after the same Comelec division then junked his instant petition to annul the proclamation of Bongalos as the winner and have the ballots recounted.

Electric and water consumers are up against the impending increase in their bills as the Bohol Water Utilities, Inc (BWUI) and Bohol Light Co., Inc. (BLCI) have applied for their respective rate adjustments.

The Tagbilaran Association of Concerned Consumers Organi-zation, Inc (TACCO) issued a strongly worded appeal for the halt of the rate increases as it questioned the operation of both companies citing that “they are not clothed with legal personality to operate within the city since its “alleged franchise is not in accordance with EPIRA Law and the NEA who is the issuing office has no power to issue your franchise.”

They asked city residents to “join hands in putting a stop to the plans of unscrupulous businessmen to bleed all of us by increasing the power and water rates.”

Philippine Daily News / Fuel Price Up
September 30, 2007, 08:39:38 PM
Escalating world oil prices have prompted local oil firms to again hike prices of gasoline, diesel and kerosene by 50 centavos a liter and of cooking gas by 56 centavos a kilogram, inclusive of the 12-percent value-added tax.

First to raise prices were Eastern Petroleum Corp. and Flying V at 12:01 a.m. yesterday, followed by Petron Corp., Pilipinas Shell Petroleum Corp., Chevron Philippines Inc., Total (Philippines) Corp. and PTT Philippines Corp. at 6 a.m.

Unioil Petroleum Philippines Inc. raised prices at 12:01 a.m. today, with Seaoil Philippines Inc. to follow at 12:01 a.m. tomorrow.

According to industry data, the regional benchmark Dubai crude soared to $73.19 a barrel as of Sept. 27, from an August average of only $67.38 a barrel.

The price of unleaded gasoline based on the Mean of Platts Singapore (MOPS) benchmark for refined petroleum products skyrocketed to a September average of $82.40 a barrel from last month's $77.15 a barrel.

MOPS-based diesel likewise surged to an average price of $92.68 a barrel from $85.57 a barrel last month.
Eastern Petroleum chair and chief executive officer Fernando Martinez said the appreciation of the peso against the US dollar was not enough to offset the impact of surging world oil prices on local pump prices.
This latest fuel price hike, he said, was implemented "to recover past increases in international oil prices as reflected in MOPS.''

EDUCATIONAL THEORY BASED ON CULTURE AND LANGUAGE
Written By Jes Tirol
Columnist
The Bohol Chronicle

(Part I)

Proem

It is an accepted fact in linguistics and anthropology that language affects culture and culture in turn affects language.  Also, it is a fact that language determines your thinking process.

For example the English language can ask a question using “which.”  “Which do you prefer, your father or your mother?”  It could be translated into Sugboanon Bisaya as, “Hain ang imong palabihon, ang imong amahan o inahan?”

The Sugboanon language has no exact equivalent for the English “which.”  The Sugboanon hain is basically “where” in English. “Hain ang imong amahan? = Where is your father?”

In the context of the situation, “Which do you prefer…?” can be translated into “Kinsa (Who) ang imong palabihon…?” or “Unsa (What) ang imong palabihon…?”

In English you can say, “It is good.”  We translate it as “Maayo kini” or “Kini mayo.”  However, the Sugboanon pronoun “kini” is actually the English pronoun “this.”  So the “It is good” is translated into Sugboan as “This is good.”  If the context of the message needs precision, the Bisayan translation is already inaccurate.

The old Sugboanon “Ini” was the precise equivalent for the English “It.”  However, the use of “ini” equivalent to “it” has disappeared long ago.  Now you can still hear the use of “ini” as a short form of “dinhi” (here)” as in “Ini ra ta taman. = We will stop here.” Nowadays nobody will say “Ini maayo = This is good.”

No Word, No Expression

The Sugboanon speaker can say, “Gisud-ipan si Manong kay nikatawa samtang nagkaón.” You could not translate precisely this Sugboanon sentence into English because the English language has no terms for “sud-ip” and “Manong.” (Note: Sud-ip refers to the situation when liquid and food items enter the nose. Manong is a word of endearment for the eldest brother in the family).

The nearest translation would be, “Food items entered into my eldest brother’s nose because he laughed while he was eating.” (Note: The American slang for sud-ip is “entered the wrong pipe.” If you will use it, I’m sure no Filipino could understand you.)

The English translation could be understood. However, in the context of the situation, It is not accurate. It is a description of the situation and the meaning is understood within the context of the description. In the Sugboanon context, the Sugboanon sentence means that there was a good joke that was being delivered. Depending upon the action and facial expression of the speaker, it could even mean that the “sud-ip” did not actually occur but an unusual external event happened, like seeing a beautiful woman.

Why

Situation: You see a man shouting and running wild. If you would inquire about the situation, how will you start the question?

In the English language you will always start with the question pronoun “What.” What happened to that man? What is happening?

In Sugboanon Bisaya you will always start with the question pronoun “Ngano (Why).” Ngano man nà siya (Why is him)? Then you will follow it with the pronoun “Unsa (What).” Naunsa man diay na siya (What happened to him)?”

This is one of the major differences in the thinking process produced by the English language and the Sugboanon Bisaya. The English language will usually start with the question “What” but the Sugboanon will usually start with the question Ngano (Why).

The English language produces a thinking process that usually starts with What, How, When, Where, etc. and reserves the Why question for the last. The English language considers the question “Why” as the highest level.

The thinking process produced by the Sugboanon language is the opposite. It starts with the question Why? It is then followed by What, how, when, where, etc.

The situation is also cultural because the Americans deem it improper to inquire into the personal circumstances of someone. These things might be uncovered by the question “Why.”

Educational Context

According to the results of tests conducted, the Filipino schoolchildren are second to the last in mathematics ability throughout Asia.

I have read the textbooks in mathematics used in our elementary grades. I found out that they are all presented in the context to answer the question “What.” It does not jibe with the mental process produced by the language of the child that always asks for the answer to the question “Why.”
I have tried to teach mathematics in a Grade 3 class geared towards answering the question “Why” using the Sugboanon language. The pupils easily learned the lesson. We covered in the 45 minutes class the lessons, including those that were still covered by a curtain because it was to be taught the next day.
To be continued next issue.

An investigation into reported anomalous hospitalization claims made against the city government’s Blue Card program is gaining ground at the Sangguniang Panlungsod (SP).

This even as a probe team tasked by City Mayor Dan Lim released its findings last week that uncovered an institutional racket at the Medical Mission Group Hospital and Health Services Cooperative (Coop Hospital).

SP committee on public accountabilities chair Kag. Anne Mariquit Oppus, however, explained the city council’s inquiry is fully independent and conducted without a predisposition that employees at City Hall are at fault.

Oppus pointed out the inquiry is mainly in aid of legislation and to scrutinize the implementation of Ordinance C-186, which created the city’ free hospitalization program.

However, if the outcome of said investigation finds culpability of city government personnel, Oppus said the most the SP could do is recommend sanctions which only the mayor could impose.

Adunay Adlaw Sa Paghukom
from my column in the Bohol Standard newspaper

Talawan?

Mao mapungot ko makahuna-huna ug kinsa man tong huwesa to nga naghikaw nga mahatagan ug hustisya ang akong lolo.

Sa ato pa diay kung naay patyon unya ang paryente nga nakakita, dili modawat ang huwes sa testimonya kay paryente? Maghuwat diay ang korte nga sa kada patay nga mahitabo walay paryente makakita? Binuang man ni.

Talk of the Town / Bohol Media condemns car seizures
September 30, 2007, 11:05:29 AM
By Ric V. Obedencio

The Bohol Tri-Media Association (BTMA) would not take the apprehension of alleged carnapped motorized vehicles without court order or without due process sitting down.

In an unprecedented move, BTMA, in its board of directors monthly meeting last week, unanimously approved Resolution No. 01-2007, strongly denouncing the indiscriminate seizure and dubious confiscation of alleged smuggled and/or carnapped vehicles without due process to the detriment of the owners concerned.

BTMA sharply reacted to the now-you-see-now-you-don’t campaign against “hot cars” the past two weeks launched by the Provincial Traffic Management Group. The apprehension netted some eight  vehicles owned by the unwilling victims of the “hot cars” racket.

The association composed of broadcast, print and TV outfits deplored such act being employed without bases and without due process afforded to the owners concerned considering the absence of any court order.

“A glaring example is that of Mr. Isidro Manalo, a resident of this city and professor of Holy Name University and that of Mr. Dominador Jadulco of Antequera, Bohol, who were stripped of their cars by TMG agents without any legal document for such seizure which is violative of their constitutional rights,” the Resolution said.

It also described the confiscation as highly irregular and contrary to the principle avowed by these agencies for complete transparency and accountability in matter of public interest.

Manalo told the hearing conducted by public utilities committee of the Sangguiang Panlalawigan and accused TMG of arrogance in apprehending his vehicle. TMG is composed of Insp. Doroteo Tolentino, P03 Jason Calamba, PO2 Edwin Santos and P02 Eddie Maruhom.

He said that Santos, who was with TMG when his car was accosted, denigrated Boholanos as “robbers and carnappers.”

The apprehending officers refused to present pertinent papers for apprehending his car, quoting TMG as saying “we don’t need a seizure order for sure this is a stolen car.”

Later on his request for basis of the apprehension was granted. But the apprehending officer refused to have their papers xeroxed either so that Manalao and company could have a copy of the papers.
Mara clarified that after apprehension, the owner is issued an impounding receipt or TIR (technical inspection receipt).

Bohol Latest News / Fish Conservation Week in Bohol
September 30, 2007, 10:10:35 AM
By Angeline Valencia

The Bureau of Fisheries and Aquatic Resources (BFAR) intends to maximize this year’s 60th anniversary celebration to boost the effort in balancing fish production and resource conservation with the Nationwide Fish Conservation Week on the third week this month as the latest activity to spur awareness on the significance of the local fish production.

Other major events scheduled this month in line with the Nationwide Fish Conservation Week are the AgriLink/Foodlink/Aqualink 2007; Voices for the Sea Concert, a benefit-concert which aims to raise funds for the Bantay-Dagat volunteers and for the awareness campaign for sustainable water management and conservation measures.

There will also be a presentation of the “Fishes of the Ocean”, the longest painting session on continuous canvas for Guinness’ official recognition.

BFAR’s anniversary celebration carries the theme, “Exploring new frontiers…balancing fish production and resource conservation.

For the upcoming event, Tilapia Central Hatchery of Clarin Project Manager Candido Samijon had earlier expressed support by showcasing the success story of his Tilapia farm in Caluasan, Clarin.

Samijon had coordinated with Ubay Brackish Water Fish Farm (UBWFF) Production Chief Antonio Pillotes, also, to showcase the Aquasilvi Culture Project in the UBWFF compound in Sitio Son-oc, Poblacion, Ubay.

UBWFF’s Aquasilvi Culture Project grows Genetically Enhanced Tilapia (Get Excel) in the two eight-hectare ponds in the UBWFF compound.

In maintaining the Aquasilvi Culture Project, Pillotes is assisted by the project administrator, Roselle Hilot; finance officer, Francisca Aratan; and planning officer, Gloria Olavides with the support of BFAR-Fisheries Extension and Training Division Chief Tiburcio Donaire, BFAR-Ubay Chief Dionisio Colantro, and BFAR-Bohol Provincial Chief Chris Pahamutang.

BFAR started as Bureau of Fisheries (BOF) in July 1, 1947 by virtue of Republic Act 177 and became the Philippine Fisheries Commission in 1963 through RA 3512, then was reverted back as BOF in 1974.

“In 1984, it was reduced into a staff bureau with all its regional offices integrated with the Department of Agriculture (DA). In 1998, RA 8550 or the Philippine Fisheries Code called for the strengthening of the bureau, among others. BFAR regained its line functions as well as its regional offices together with the national and regional technology centers,” according to BFAR records.

An estimated 2,000 residents of Rizal and surrounding barangays in Batuan town benefited from the civic action (CIVAC) conducted Friday at the barangay public market by the Provincial Peace and Order Council (PPOC) chaired by Gov. Erico Aumentado.

The PPOC now focuses its monthly civic actions in barangays threatened by the insurgency movement as identified by the military under Col. Cesar Yano, newly installed commander of the 302nd Brigade based in Carmen town.

Bringing the government closer to the people is one sure way of attracting “our brothers and sisters on the other side” back to the fold of the law, said Aumentado who is pushing for the concurrence by the House of Congress of Proclamation No. 1377 issued by President Gloria Macapagal-Arroyo â€" another attraction for the NPAs to leave their lives in the mountains.

Aside from the medical and dental mission by physicians from the Provincial Health Office, devolved hospitals and the military, other services the CIVAC offered were Operation Tuli or circumcision, distribution of the latest batch of passed-on carabaos by the Office of the Provincial Veterinarian (OPV) under Dr. Stella Marie Lapiz, distribution of forest/fruit tree seedling by the Department of Environment and Natural Resources, distribution of vegetable seeds by Provincial Agriculturist’s Office, consultation on the services of the different offices of the provincial, municipal and national governments represented in the activity including the Philippine National Police (PNP) under Sr. Supt. Edgardo Ingking.

To note, the OPV earlier distributed 110 carabaos worth P1.3 million funded by the heifer Project International (HPI) to as many families belong to 10 people’s organizations (POs).
These carabaos have since produced offspring. As of Friday, 68 passed-on carabaos have been distributed to 68 families some of them belonging to two new POs.

Being passed on, the government did not spend anymore to procure these animals. Given monetary value, the 68 carabaos would be worth P950,000.  Under the system adopted by the POs, the second offspring would already belong to the recipient.

Lapiz reported that seven carabaos that were already the personal share of the recipients were sold â€" for reasons like tuition, etc. Valued, the seven carabaos cost P126,000. Adding to these the value of seven more offspring now about ready to be distributed at P84,000, the passed-on animals would now be worth P1.150,000 or almost equal to the fund HPI released for the project.

Meanwhile, observing that the road leading to Rizal was not yet paved, Aumentado said the P7 million to P8 million in Motor Vehicle Users Charges (MVUC) share of the provincial government next year will be spent to improve it â€" an announcement that drew applause from the residents.

A book of poetry would be nice...

It's on the plan. A friend in Germany, a schoolmate in Silliman, will look for a printer in Germany that will publish this collection of Bisayan poems.

A book published abroad would give more honor to our Bisayan language.

The much awaited rematch of Manny Pacquiao and Marco Antonio Barrera in Mandalay Bay Resort & Casino in Las Vegas will be seen live via satellite on the widescreens, with no commercial break, this coming Sunday, October 7, starting at 8 AM at Screenville Cinemas 1, 2 and 3 of the Island City Mall.
Boxing fans can also see the fight free on a slightly delayed telecast, on the widescreens at the Activity Center of the Island City Mall on the same day, starting at 9 AM.
Sparks will also fly on Pacquiao-Barrera undercard as three exciting bouts promise to be 100% action. Steven Luevano (33-1, 15 KOs) of La Puente, California will defend his WBO featherweight title against the No. 4-rated contender, Antonio Davis (24-3, 12 KOs), from Atlanta. Luevano captured the vacant world title in July this year by knocking down five times before ending the fight with an 11th round KO of undefeated Nicky Cook.
Davis is a former IBA super featherweight champion who returns to the ring fresh from winning the vacant NABO featherweight title, defeating undefeated Leon Bobo (16-0), on August 1. Career highlights for Davis include victories over Frankie Zepeda (15-1), and Jesús Salvador Pérez.

Top-10 contender Librado Andrade (25-1, 19 KOs) of Mexico will take on former USBA super middleweight champion Yusaf Mack (23-1, 14 KOs), from Philadelphia for the vacant USBA super middleweight title. Andrade is a former NABO and NABF super middleweight champion and No. 1 contender who scores a second-round TKO of Ted Muller in Las Vegas. Mack, 27, enters this fight fresh from his June 27 10-round unanimous decision victory over Jose Juan Vasquez, ending his seven-year, 16-bout unbeaten streak.

Francisco Bojado (17-2, 11 KOs) of Mexico will be taking on former world champion Steve “2 Pounds” Forbes (32-5, 9 KOs) of Detroit in a 10-round super lightweight battle. Bojado, 24, a 2000 Mexican Olympian, has won two straight fights, and is ready to take the biggest step of his career in taking on the vastly more experienced Forbes, where a victory will put Bojado back on the road to a world title shot.
Forbes, 30, who held the IBF junior lightweight title from 2000-2002, was the runner-up on last year’s season of “The Contender.” He will be looking to show he still has the skill to reign as world champion again.

Tickets for the live telecast of Pacquiao-Barrera rematch are now available at Screenville Cinema ticket booths of Island City Mall. Price is only P300 on seating accommodation. For more details, call 501-2463, or 411-5521 local 350.

Having an idea of the hit based on last year’s expo, all the 47 municipalities and the capital city of Bohol chiseled their respective poverty reduction projects to the universal taste in preparation for the showdown come Bohol Poverty Fair 2007 on October 16-17.
The Provincial Planning and Development Office, under the leadership of its PPDO officer-in-charge, Lawyer John Titus Vistal, ensured the different local government units (LGUs) could come up with better and refined proposals this time during the four-month preparation.
According to PPDO-Project Development Unit Head Rogelio Alegado, they conducted orientation of local chief executives, sessions on identification and development of projects, and consultation meetings with municipal planning and development coordinators and members of municipal poverty reduction teams during the four-month preparation period.
With this, the PPDO had invited 250 funding institutions with confidence that the LGUs could come up with better proposals for the second annual poverty fair, Alegado said.
Last year, the LGUs of Ubay, Alicia and Jagna failed to participate the first annual poverty fair because of incomplete database.
On this, the PPDO assisted the three towns in coming up with the Local Poverty Reduction Action Plan (LPRAP) or the Poverty Data-base Management Information System (PDMIS) as basis for their endeavors.
By this time, all the 48 LGUs had already committed participation in the event dubbed as “Bohol Poverty Fair 2007: A Marketplace of Poverty Reduction Initiatives” to be held at the Bohol Cultural Center.
The event starts at 10 o’clock in the morning of October 16 wherein Alegado will introduce the participants.
Governor Erico Aumentado will deliver the welcome address, then Vistal will give the activity’s rationale.
BLDF president Dr. Nestor Pestelos will present the Poverty Database Monitoring System-Version 2.1.
The guests will be given time to express their pledge against poverty.
Vice-Governor Julius Caesar Herrera will give the closing remarks.
In the afternoon of the first day, grant agencies, non-government organizations (NGOs) and other funding institutions will have an interaction with project proponents who are the LGUs to examine and review the proposals
The second day will be the Donors’ Forum wherein provincial government officials, representatives of grant agencies, NGOs and municipal governments to discuss the potentials, strength, and weaknesses of the projects proposals and how to improve them.
Of the 261 project proposals featured last year, 162 attracted donors and funding institutions.
The 162 projects were worth a total of P292 million with ceiling cost of P3 million for each project proposed.
At least 22 funding institutions attended the October 30-31 first poverty fair last year.
Entry projects which failed to gain commitments of support from funding institutions in last year’s expo had been fine-tuned and will be offered again this time.

After Department of Trade and Industry (DTI) Regional Director Aster Caberte succeeded in pushing Central Visayas as partner region of International Food Exhibition (IFEX) Philippines, DTI-Bohol, headed by Provincial Director Maria Elena Arbon, launched Friday last week the IFEX Partner Region Program in a whole-day conference at the Bohol Tropics Resort Club.
DTI takes the major role in IFEX Philippines with the cooperation with the Center for International Trade Exposition and Mission (CITEM) and the DOST-Packaging and Research Development Center of the Philippines (PRDCP).
â€œAfter nine to ten months, we expect the project to bear fruits for the benefit of our local small and medium entrepreneurs,” Caberte said in her opening speech.
At the end of the soft launching and orientation ceremony, delegates from local food manufacturers had a one-on-one consultation for the improvement of their packaging and promotion campaigns with DTI, CITEM and PRDCP officials.
Launching the IFEX Partner Region Program here aims to encourage Boholano small and medium-scale food manufacturing companies to take the opportunity of showing off their products to the global market during the expo on May 16-18 next year in Metro Manila.
The activity, as the “leading annual trade fair for the country's food industry and exporters”, features the Trendy Awards which, for some winners, serves as the “ticket to success in the global market”.
The Trendy Awards intend to recognize “food manufacturers for their innovation, excellence, and exceptional expertise in product formulation and packaging”.
IFEX Philippines, as an annual government-led trade show for the food industry, serves as significant venue for the introduction of new products from small enterprises.

Mike what kind of port authority would of allowed this boat to sail as we had been experiencing gale wind forces since yesterday late afternoon?
These passangers and these crew members better be thanking their lucky stars and clovers that they were rescued and not some tragic statistic with Hanna so close any boater knows to take coverage and stay out of dangers way even if you have to find a hurricane hole to borough into to stay safe.

Precious, I don't have the details of the story. Perhaps the passengers insisted on sailing despite strong winds. But, of course, the coast guard could have canceled the trip.

When you search “Filipino” in the Internet, you get data not only on Philippine tourist spots, the form of government, the history of colonization but also about depression and gloom, and distrust during election time.

But they talk of hope, too.

And hope is, “Will go abroad and try my luck.”

This, in general, is what a recent article on the Pinoy in the New York Times Magazine is all about. It’s a cover story, in fact, with the picture of a Filipina walking by the beach, written by reporter and Pulitzer Prize finalist Jason DeParle in a title that’s both strange and familiar, “A Good Provider Is One Who Leaves.”

The bare facts are: almost 10 per cent of the 89 million Filipinos live abroad in at least 170 countries, outside 1/4 of the number who are seafarers.

But there’s another kind of hope.

Alexander Lacson, author of a thin book called “12 Little Things (Every Filipino can do) To Help Our Country” has hopes while staying at home. And he thinks part of the answer to our problems is accepting the fact that we each have little things to do and do well within our own ability. He’s selling trust and hope, then closing his eyes to wish for the best.

The Filipino, perhaps, doesn’t look at himself as part of a whole. He feels he has to help himself, first, and lastly, the long line of relatives and the neighbors. He doesn’t think that, say, segregating his garbage correctly could go a long way enhance positive living.

When the Filipino abroad has saved enough, he comes home to take care of his family, builds that house, sends the children to school, for them in their turn to learn work outside the country. And he has now enough extra money to contribute to civic organizations. Meanwhile, he doesn’t segregate his garbage, he has broken one or two traffic rules, he hasn’t paid the SSS contribution of his new employee, he doesn’t even go out to vote, unless the candidate is a relative.

No, the Filipino doesn’t see himself as a strong part of the whole country. He thinks fighting corruption in government, say, is the concern of the few honest insiders, or the top leadership, or angry militants.

So is there hope?

Antonio Meloto, a leader of the Gawad Kalinga movement, thinks the “Filipino spirit is rising.” The locals volunteer in building homes for the poor, the Pinoys outside send in moneyâ€"Filipino businessmen and professionals in Los Angeles, nurses in North California building homes in Bicol.

And so others see hope in the dark.

Remember the Social Weather survey undertaken last year to determine (not elections, thank God!) how Filipinos saw the coming year? It has always been with hope. And the 2006 survey revealed, not surprisingly, that a total of 91 per cent of adult Filipinos saw hope beyond the New Year. Philippines Today publisher, Benigno Tutor, Jr. says that critics of the survey think the hope the optimistic Filipino sees in the beginning of the year is an offshoot of “bahala na.” That’s why it’s easier for the Filipino to smile and endure.

Is there really hope?

It hurts when you read something like what a Filipino expatriate, who comes home for quick vacations, findsâ€"the same old heartaches of a people. A UK resident and Sun.Star Cebu columnist Allan Batuhan says, “When I return home (to the Philippines) in another May time…I might yet again be composing a piece like thisâ€"so bereft of hope, so empty of promise and so full of pain.”

Have you heard of the Philippine silk produced by farmers in Bago City, Negros Occidental? It’s a long story of hope.

Poems and Poets / Re: Mi Ultimo Adió

I have always wanted to memorize Rizal's Adios poem, but my father taught me a different kind of poem that says:

"Kung makakita ka ug binuhat
nga nagwandog-wandog sa tiilan
sa Chocolate Hills nga sama
sa usa ka tawong bu****,
ako kana! nga nahilo sa gugma
mong gitingal ngari kanako.

Busa, iuli ang yawi sa kasilyas
aron didto ko ipadagayday
ang akong mga luha sa pagmahay."

Twenty-nine persons were rescued from a motorized passenger outrigger as the vessel encountered rough seas near a coral reef off Bohol on Friday, the Philippine Coast Guard said Saturday.

Chief Petty Officer Saturnino Encenso of the Cebu Coast Guard district said the M/B Vanessa left Cebu City at about 2 p.m. Friday carrying 21 passengers and eight crew members. The banca was headed for Getafe in northern Bohol when it encountered rough seas at about 5 p.m.

The engine conked out after sea water entered the banca and the vessel was swept towards Buwahan Reef, about five miles southwest of Getafe.

The Coast Guard substation in Getafe town sent another banca to the Buwahan Reef, to bring the passengers and crew members to the Getafe port.

Armando Danag of the Philippine Atmospheric, Geophysical and Astronomical Services Administration in Mactan, Cebu said the strong waves were caused by the southwest monsoon, which in turn was enhanced by Tropical Storm Hanna.

Introduce Yourself / Who Really is GEC of Tubag Bohol?
September 29, 2007, 10:33:46 PM
This is the million-dollar question.

Today Tubag Bohol comrades had an eyeball at Brewpoint, Tagbilaran. Two senior members and one hero of Tubag Bohol. They expected GEC to show up - after all he wants to see the lovely flower on Mari's ears. :)

GEC was nowhere to be found.

There were rumors and suspensions that one of those who lazed away at Brewpoint, sipping hot coffee, could be GEC, but was too hesitant to introduce himself to the TB family members for reasons we don't know.

I've been bombarded with questions as to who GEC is.

I have only one reply: "I really don't know."

I know his e-mail add, being the site admin, but even his e-mail add cannot tell us who GEC is.

If you wish to get his e-mail add from me - that I cannot give - unless GEC gives me an explicit permission.

Now, again, the million-dollar question: Who Really is GEC?

The photosafari (a long-time suggestion of boholrepublic) may be from Tagbilaran to Anda, going by the southeastern route or (and this will take longer) going by the west-north-east route around the province.  Or how about we try the interior?  Anyway, we'll post further details once they get settled.

As the plans stand: the photosafari can be on Saturday morning and afternoon, we can have a solidarity night in the evening, and we hit the beach on Sunday morning.  Comments?  Suggestions?  Violent reactions? :-\

p.s. Melrose proposes that we hold the EB on the third Saturday and Sunday of December.

Inspiration & Hope / The reputation of a pharmacist
September 29, 2007, 07:30:51 AM
Nathan said to David, “You are the man!” â€"2 Samuel 12:7

The pharmacist had a good reputation. He was a family man and a good businessman. News reports listed his worth in the millions. Yet, to increase his profits, this trusted professional began to dilute the strength of the chemotherapy drugs he was dispensing. He was caught and convicted of the crime. He left many health-care workers asking, “How could this happen?”

Some of the same questions must have been asked about King David. Known as a man after God’s own heart, he used the power of his office to take another man’s wife (2 Sam. 11). Then he conspired to take her husband’s life. The man who died was one of David’s own military officers who was away from home fighting the king’s battles.

We could look at the failures of well-known people to feel better about ourselves. But if we feel good about the wrongs of others, we don’t know ourselves. The Bible doesn’t tell us about the sins of David to weaken our sense of moral alarm, but to put all of us on notice.

The failures of others should cause us to be more aware of our own weaknesses and need for the grace of Christ. Only in the knowledge of our weakness will we be dependent on the strength of our God. â€"Mart De Haan

The Bible, O Lord, is just like a mirror
That shows me the need of my heart,
For in it I see an accurate image,
A portrait of meâ€"every part. â€"Hess

The Bible is a mirror that reflects how God sees us.

Health and Food / Ways to Relax
September 29, 2007, 06:15:58 AM
By Lisa Drayer, R.D.

1. MEDITATE
Meditation can be a great way to relax, especially if you are under a lot of stress. Research has shown that meditation can be helpful in lowering heart rate and blood pressure, and even improving cognitive performance. (...Prayer to God)

2. DRINK GREEN TEA/AVOID CAFFEINATED BEVERAGES
Green tea is very soothing--it contains theanine, an amino acid that gives flavor to green tea and also promotes relaxation.

3. CONSUME SEROTONIN-BOOSTING FOODS
Many of us crave indulgent carbohydrates like cookies, candy, ice cream, pretzels, and other sweet and starchy foods when we're stressed, anxious, or tense.

4. CREATE A RELAXATION ROOM AT HOME
Many spas have relaxation rooms to sit in before and after treatments, and it's a great thing to create at home too.

5. LISTEN TO YOUR FAVORITE MUSIC
Listening to soothing music can be very relaxing?and slow tempos in particular can induce a calm state of mind.

6. ENJOY AN AROMATHERAPY MASSAGE
Getting a massage is a great way to free yourself of tension and relax, and adding aromatherapy oils such as chamomile or lavender can be particularly beneficial: one recent study found that emergency room nurses experienced reduced stress levels with aromatherapy massage.

7. INDULGE IN A HOT BATH
Heat relaxes muscles -- and taking a long bath can be soothing for the mind as well. Stock up on your favorite bath salts and soaps, get a bath pillow, and decorate the room with candles.

8. ENGAGE IN MODERATE EXERCISE DAILY
Exercise helps to boost endorphins and reduce stress -- and research shows that 20 minutes each day is all that is needed to experience benefits.

Talk of the Town / Car Dealers in Bohol steal Cars?
September 28, 2007, 08:11:13 PM
By Kit Bagaipo
<a href="http://www.inquirer.net">Philippine Daily Inquirer</a>

The Traffic Management Group (TMG) based in Cebu confirmed that some car dealers in Bohol have sold stolen cars here.

A TMG team, led by Police Inspector Doroteo Tolentino, had seized eight vehicles during separate operations conducted since last week.

Bohol TMG chief Sr. Ins. Eduardo Mara said that local car dealers, believed to be members of a nationwide carnapping syndicate, have sold the hot cars.

All the confiscated vehicles have been registered with the Land Transportation Office (LTO) in Tagbilaran City.

But the LTO-Tagbilaran said they require the owners of used vehicles to submit a certificate of clearance from the TMG before the vehicle could be registered. The TMG also explained that, before they issue a clearance, they ask the Philippine National Police (PNP) crime laboratory to examine the vehicle through macro-etching to check whether the engine and chassis numbers matched the ones recorded on the official receipt and the certificate of registration.

During a hearing conducted by the Bohol provincial board, Mara explained the PNP crime laboratory is tasked to determine, through macro-etching, the authenticity of the chassis and engine numbers of vehicles.

However, Bohol PNP crime laboratory chief Police Officer 3 Florentino Diola said the PNP crime laboratory lacked the capability to determine if the "secret" vehicle codes were tampered.

Both Diola and Tagbilaran City LTO registrar Joel Maloloy-on said the TMG did not furnish them a list of stolen cars.

Several Boholanos, including a city government official, have been among those who bought the alleged carjacked vehicles.

The official said he bought the car, which was reportedly carjacked in Quezon City in 2002, from a local businessman, who acquired it from a used vehicle dealer based in Tagbilaran City.

Former Panglao Mayor Doloreich Dumaluan, in an interview over dyRD-Tagbilaran, admitted that he was almost victimized by a certain Ponso of the village of Libaong, Panglao, who sold him a second-hand sports utility vehicle (SUV) for P950,000 a few years ago.

However, Dumaluan said he returned the vehicle and got a refund when he sensed there were irregularities in the transaction.

Another buyer also identified Ponso as the one who sold her an SUV for P420,000.

For the first time in two decades, the U.S. citizenship test has been revampedâ€"and the new version, which will be unveiled this week for use starting Oct. 1, 2008, will mark a profound shift in what it takes to become an American.

Gone are many of the old trivia-style questions such as "How many stripes are on the American flag?" They've been replaced by queries that focus on concepts rather than factsâ€"for instance, "Why does the flag have 13 stripes?" The new test, 10 years in the making at a price tag of $6.5 million, will also cover subjects such as "checks and balances," "inalienable rights" and other constitutional ideas.

Driving the change is the Department of Citizenship and Immigration Services, which wants to create "patriots" and not just naturalized residents out of the more than 500,000 immigrants who become citizens each year. "What's at stake is really the survival of our democracy," says Alfonso Aguilar, head of the Office of Citizenship.

"If we don't strengthen our assimilation efforts, then 20 or 30 years down the road we may have a dysfunctional society." The rationale behind the test tweak is that immigrants who understand the most appealing qualities of life with Lady Liberty are more likely to fall in love with herâ€"and less likely to turn into security threats. "After 9/11 we realized even more the importance of these kinds of efforts," Aguilar says.

Fashion Trend / Maybe You Want this type of Bra
September 28, 2007, 03:04:09 PM
Usually the purpose of a bra is to support the breast and prevent it from sagging; however Researchers University of Bolton, UK developed a smart bra for breast screening.

The main intention of developing this bra is to allow users to detect breast cancer at the earliest possible stage, making a cure much more likely.

The smart bra has microwave antennae device implanted into the structure of the bra. Data about each breast is collected by embedded microchips which generate computer-generated images.

Creators of this bra feel that this invention which is low-risk, non-invasive, simple-to-use and cost-effective device can provide easily-interpreted data and also at an early stage.

A Siberian woman who gave birth to her 12th child -- doing more than her fair share to stem Russia's population decline -- was stunned to find that little Nadia weighed in at a massive 7.75 kg (17.1 lb).

Nadia was delivered by caesarean section in the local maternity hospital in the Altai region on September 17, joining eight sisters and three brothers, a local reporter said.

"We were all simply in shock," said Nadia's mother, Tatyana Barabanova, 43. "What did the father say? He couldn't say a thing -- he just stood there blinking."

"I ate everything, we don't have the money for special foods so I just ate potatoes, noodles and tomatoes," she told the reporter, adding that all her previous babies had weighed more than 5 kg.

It's not the typical sort of hot spot she's used to, but Paris Hilton says that she's planning to hit the road to Rwanda.

Apparently making good on her post-jail promise to help others, the socialite, 26, tells E! Online about her African ambitions, "I'll be going in November, after I get back from filming my movie. There's so much need in that area, and I feel like if I go, it will bring more attention to what people can do to help."

Though a trouble spot of notorious proportions â€" an infamous 1994 genocide in Rwanda claimed about a million lives (in a nation of 9 million) â€" the country's multitude of problems doesn't seem to worry Hilton, who vows to pay calls upon a variety of beleaguered regions.

"I want to visit more countries where poverty and children's issues are a big concern," she says. "I know there's a lot of good I can do just by getting involved and bringing attention to these issues."

American music icon Willie Nelson's sister has released her first album -- at the age of 76.

Pianist Bobbie Nelson's "Autobiography" features mostly instrumental versions of songs she learned to play while growing up and as she began her career, including "Down Yonder," "Pine Top Boogie," "Stardust" and "Crazy." Willie Nelson sings on two of the album's tracks.

"Recording was not something everybody just did when I was growing up," Nelson said of the long wait for her own album. "It just wasn't as simple and done as often as people do it now.
