A massive skills push to fulfil a government promise of "British jobs for British workers" has been launched by the government.

The plan to upgrade the skills of England's workforce includes 3.5m basic literacy and numeracy courses.

More than seven million training places will be available from 2008, but this includes millions already running.

Overall skill levels must improve regardless of the influx of migrants, Skills Secretary John Denham said.

But critics say the creation of such basic training classes points to a failure of the education system.

Under the plan, which will be rolled out in England during the next three years, there will also be 120,000 new apprenticeships for the under-25s and 30,000 places for older workers.

There will also be an extra 95,000 places for people who do not have five good GCSEs, to enable them to get those or equivalent vocational qualifications.

Prime Minister Gordon Brown made the job promise in high-profile speeches to both the Labour party conference and the TUC conference in September.

It is estimated that nearly a third of people of traditional working age in the UK are poorly qualified and almost seven million have problems with numeracy or literacy.

In an interview with BBC Radio 4's Today programme, Mr Denham said the government recognised that something had to be done to raise the employability of unskilled British workers.

"There is a real problem that we haven't yet managed to tackle," Mr Denham said, referring to the growing problem of young people who are not in education, employment or training.

Business and Economy / $400 Billion Losses
November 16, 2007, 09:39:20 PM
Financial companies' losses due to the US sub-prime crisis could be as much as $400bn (£190bn), US investment bank Goldman Sachs has said.

The estimate by Goldman's chief economist Jan Hatzius is higher than that of the Federal Reserve but in line with some recent independent forecasts.

Mr Hatzius predicts leveraged investors may have to reduce their lending by $2 trillion as a result.

"The macroeconomic consequences could be quite dramatic," Mr Hatzius said.

Showbiz & Celebrity / Spice Girls Reunited
November 16, 2007, 09:36:40 PM
The Spice Girls have performed live for the first time since their reunion, at the annual Victoria's Secret fashion show in Los Angeles.

The British five-piece sang two songs at the event, which was being recorded at the Kodak Theatre in Hollywood ahead of its US broadcast on 4 December.

The girls performed their new single Headlines and their 1998 track Stop.

Geri Halliwell said the appearance had been "a good warm-up" for their world tour, beginning in Canada next month.

Speaking backstage, Halliwell told GMTV the new concerts would be "full of drama".

Military caps

Emma Bunton said the band was having "the best time", adding the group's forthcoming live shows would include "all our old classics".

A star-studded audience cheered as the five - Bunton, Halliwell, Victoria Beckham, Melanie Chisholm and Melanie Brown - appeared on stage dressed in World War II-era tunics and military caps.

Mike, reading this was an intense experience.  For the poem, Bravo!  Bravo!  Bravo!

Now for the sad part, I hope the person whose persona is assumed in the poem feels a little better now.  I can only imagine how hurt she is.

Paul, ang mga flat nga ligid sa akong kagahapon ang gihimo kong kusog aron makapadulong sa sangputanan ning maong balak kay lagi kining tapaludo sa akong pagbati kadaghan naman nalumping.

What I did, Paul, was that I entered into a friend's forgotten pain and sorrow and dissected its anatomy...

Mike,

Is this about the love "quadrangle" in Tubag Bohol? Is this why we don't read their posts anymore? That now only one remains among them?

I tried not to give it much thought before -- the hints in the messages posted -- because I was still a newbie way back then. I have been asking where are they now but no clear answers were given. Now, looking on hind sight, I can't help but speculate for the reasons.

But then, my speculation could be wrong.

And then, who knows they continue to post messages here under new usernames and new styles of writing ... or they just continue to browse, smiling, amused, and proud of this site which they once helped mold to have its present character and feel.

GEC, I will answer you in private message. For your eyes only.

Ako Unta Kadto: Ikaw Unta Kadto
sinulat ni m. ligalig
(in memory of the once beautiful love story of a Tubag Bohol friend)

Aron ugma damlag mamunga ug kinabuhi ug kamatayon

Imong giilisan ug gisalikway ug gihagdaw

It's "business as usual" for operators of the illegal numbers game swertres as City Mayor Dan Lim accuses the national government's inconsistent policy towards illegal gambling.

During an interview over dyRD's Inyong Alagad yesterday, the mayor categorically denies receiving "protection money" from financiers here.

Lim declared that Provincial Police Director SSupt. Edgardo Ingking's call for an all out war against swertres is "only good in theory" but is impractical.

Although the city mayor said he sympathizes with Ingking, the police provincial director's campaign against the illegal numbers game could not succeed as "the government's policy on illegal gambling, particularly on swertres is inconsistent.

The mayor pointed out that while the government has initially declared that swertres is illegal, it later used the daily Sweepstakes Lotto draws of the Philippine Charity Sweepstakes Office (PCSO) to also hold swertres draws.

The government, through the PCSO has allowed swertres betting and even went further by holding two lotteries everyday.

According to Lim, aside from the inconsistency, he also finds no serious implementation of anti illegal gambling laws.

Likewise, the mayor cited the minimal penalties for those who are apprehended for illegal gambling.

Lim said he does not agree that gambling has become a culture for Filipinos.

He said many of the unemployed resort to betting in an illegal numbers game such as swertres in the hope of winning a big amount of money as a means of meeting their daily needs.

According to Lim, he will get the overall sentiment of city residents regarding swertres. If the public decides that it should be eradicated, then he will lead in the campaign.

The mayor said that the only way to eliminate the illegal betting of swertres is to stop the PCSO draws and closing down lottery outlets.

Philippine Business News / Bohol Congressman Cheats Death
November 15, 2007, 07:22:40 PM
Bohol Rep. Roberto "Bob" Cajes escaped death after he was able to leave the premises of the House of Representatives barely eight minutes before the bomb blast explosion last night.

He told the Chronicle that he passed by at the lobby of the South Wing where Basilan Rep. Wahab Akbar was standing when the explosion happened.

"I was already inside my car when I heard the loud explosion," he narrated while saying he was definite that the explosion happened in Congress. He was barely a block away from Congress when the explosion happened.

He received the first hand information about the explosion when he received a call through his cellular phone from a ranking official of the National Bureau of Investigation (NBI) while he was cruising the highway near Congress past 8 o'clock last night.

Cajes is the only Boholano solon occupying office at the South Wing as both, Rep. Edgar Chatto and Rep. Adam Jala's separate offices are at the North Wing.

Chatto was at the St. Luke Hospital, when interviewed by the Chronicle last night, together with Rep. George Arnaiz of Negros Oriental who was monitoring the medical bulletin of Rep. Henry Tevez, who was also seriously wounded.

Rep. Chatto, who was interviewed during DYRD's top rated "Tagbilaran-By-Nite" up to 11 o'clock last night provided radio listeners an up-to-the-minute account on the medical condition of Rep. Tevez live from the hospital.

Rep. Jala is in China together with other young elected officials.

Philippine Laws / The Value of 100 Pesos
November 15, 2007, 12:44:43 PM
An Editorial of the Bohol Sunday Post

She killed herself just as the country was celebrating All Souls Day.

Nov. 2 this year will forever be etched in the consciousness of the Amper family because this was the day when 12-year-old Mariannet took her own life.

The grade 6 pupil at the Ma-a Elementary School in Davao City hanged herself with a nylon rope after her father was unable to give her P100 which she needed for a school project.

As an aside, this is something that education officials should look into. What kind of teacher would demand a project that would cost P100 from her poverty- stricken pupils? Teachers who are fond of soliciting contributions better beware.

Much as he wanted to, her father Isabelo could not oblige her daughter because he is only a part-time laborer who happened to be out of work at the time.

In a crude diary which she made out in her notebook and which was found after her death, Mariannet wrote of her little dreams: a bicycle, school bag and jobs for her parents.

This led Tagbilaran Mayor Dan Lim to remark that if it is any consolation, Mariannet would not have included this in her wish list if she studied here because the city government is giving this free as part of its educational program.

This was no extravagant wish list. Nothing close to the P500,000 assistance given to governors (which one so shamelessly denied) and P200,000 advance Christmas gift to congressmen (which some denied just as shamelessly).

A social worker in fact put it in a different perspective when she noted that the items Mariannet wished for were actually rights entitled to her - recreation, education and economic survival.

Without glorifying the manner with which she died, Mariannet in fact is greater in death than in life because she forced us to reflect upon a lot of things, chief among them our ingratitude for all that we have.

Come to think of it, what is P100 to most of us?

To multitudes who can afford to splurge thousands on expensive jewelry or throw away at the casino, P100 is simply loose change. And yet, among them can be heard sob stories that would make you think they live in dump sites.

Perhaps it is time for people to realize how well off, and blessed, they are contrary to what they have always believed. What better reality check than this?

P100 may not mean much to people who monitor the peso-dollar exchange rate merely as a tool to guide them when making decisions on financial matters.

To Mariannet however, P100 was more than a fortune. It cost her life.

A total of 18 people were arrested on the same night in the towns of Ubay and Tubigon as the campaign against illegal fishing shifted to high gear.

In Tubigon town, 16 people were arrested for fishing with the use of compressors.

The suspects were arrested by a composite team led by PO2 Elbuen Budlong with deputized fish wardens.

Initial reports said the suspects who were aboard three boats were caught fishing in the sea off Bagongbanwa islet Monday evening.

Chief Insp. Jeffrey Caballes, Tubigon PNP chief, said they have intensified the campaign against all forms of illegal fishing.

The arrest of the 16 brought to 30 the number of illegal fishermen who have been arrested in a week's time.

Caballes said the fishing paraphernalia seized from the suspects are now in the custody of the town's municipal agriculture office.

He confirmed that the suspects are presently out of jail after they were given temporary liberty after posting bail.

Meanwhile, in Ubay town, two men were arrested after they were caught in the act of engaging in dynamite fishing.

The suspects were identified as Jojie Melloren, 26, married, and Roselo Melloren, 24, married, both residents of Barangay Centinila, Ubay.

They were apprehended by a three-man team of deputized fish wardens led by Jose Cuyno.

Initial reports revealed that the two were fishing in the seawaters between Barangays Fatima and Centinila about 5:30 pm last Nov. 5.

The team of fish wardens observed the suspects and made their move when the latter were in the act of fishing using dynamite.

Cuyno's band arrested the two suspects who were fishing aboard a banca at twilight.

Talibon - Bohol / FISH Project in Talibon
November 15, 2007, 12:10:05 PM
Through a strategic planning, the Fisheries Improved for Sustainable Harvest (FISH Project trained 20 members of the Technical Working Group (TWG) on techniques to establish sustainability of the municipality-run Interpretive Center.

FISH Project, a non-government organization that is expert on coastal resource management, sponsored the seminar held at the function hall of the center on October 25-26, wherein Aning Gulayan and Maylele Avenido served as seminar facilitators. Mayor Juanario Item, for his part, graced the activity to show support.

It was FISH Project who facilitated the establishment of the town's Interpretive Center project, with the collaboration of the Bureau of Fishery and Aquatic Resources (BFAR) and other local, provincial and national agencies.

All over the Philippines, it is the only interpretive center that is managed by a municipality, which has become known to local and foreign tourists.

It serves as the good source of useful information on proper protection, conservation and rehabilitation of marine resources and the ecosystem.

During the strategic planning, the participants formulated the center's vision, mission and goals that will serve as over-all guiding framework for the sustainable operation of the Interpretive Center in the next five years to promote and strengthen its marketing.

They also identified success indicators, the appropriate implementing structure, specific action programs and corresponding activities that can be undertaken in a period of one to five years.

The facilitators also assisted the participants in assessing the strengths and weaknesses of the current operations of the center, and in identifying existing opportunities and threats, as well, that may affect its sustainability.

The participants tackled the leveling off of expectations settings wherein resource speakers, Vicky Smith and Asuncion Sia presented the updates of the center's operation.

There was also a discussion on implementing structure, financial management, marketing, promotions and outreach activities, and on strategies on how to identify appropriate implementing structure and internal, external relationships, marketing, promotions and outreach activities. (Onad Munalem)

Six Bohol towns have distinguished themselves as finalists in the 2007 regional child-friendly search as they competed against all other towns of their categories in Cebu, Negros, Siquijor and Bohol.

The towns however need to earn 85 or 80 more points to be declared winners in the regional categories for their respective classifications.

The towns of Inabanga, Loon, Tubigon in Bohol made it to the competition finals after a thorough evaluation. They topped the first to third class municipality categories.

For the fourth to sixth class municipalities, Catigbian, Batuan and Calape made it to the regional finals, data from the Regional Sub-Committee for the Welfare of Children (RSCWC-7) recently bared.

Also in the region’s 1st and 3rd class municipality category is the town of Sibulan in Negros Oriental.

For the 4th to 6th class municipality category, Bohol towns also have the town of Dauin in Negros Oriental as co-finalist.

Winners get P50T 000 prize, a child-friendly seal, a trophy and a plaque of recognition from the Regional Sub Committee for the Welfare of Children (RSCWC-7).

The towns would then be evaluated on their local nutrition policy, budget, programs, services and community support that address issues and concerns of children in their areas of jurisdiction.

The prize the towns get could only be used however for capability building for service providers; repair/upgrade infrastructure such as health centers, day care centers, reading centers and rehab centers for street children and children in contact with the law; purchase of equipment and supplies for the innovative projects approved by the CWC.

Upon winning, the towns also earn the accolade as Presidential awardee for the Most Child Friendly Municipalities.

According to a press release from the Philippine Information Agency Regional Office, DSWD regional director Teodulo Romo said regional finalists in their categories doesn't mean they are already winners.

Romo explained that for a town to win in its category it has to earn 90 points while for the component/independent city category and in the 1st and 3rd class municipality category, a finalist has to earn 85 points to win.

As for the 4th and 6th class municipality category a finalist has to earn 80 points to be declared as winner.

Through the Economical and Enhanced Safe Motherhood (e-SM) project which adopts an RHU-based maternal care, the municipality of Carmen has built-up a capability to deliver improved health services.

The project had enhanced the commitment of service providers who are the public servants to public service, fostered shared responsibility between husbands and wife, community involvement, savings on the part of beneficiaries, income for the municipality, and inter-sectoral linkages with other institutions- -NGOs and private sectors.

Through the project, the municipal government had improved its RHU Building, office room, information desk, and delivery room and had procured six mini-ambulance that were turned over to barangays with birthing clinics.

The project was designed to address alarming reports on maternal deaths, limited number of skilled birth attendants, refusal by district, provincial and regional hospitals to accommodate patients with pre-assessed normal delivery due to limited bed capacity.

The implementation of the project resulted to decreased cases of maternal and birth complications, economical cost for quality child delivery services, a mother-and-child-friendly birthing facility, increased access to health services, partnership with educational institutions for internship program, revenue generation.

In implementing the project, proponents first reviewed and updated the socio-economic profile of the municipality, conducted assessment and situational analysis, made presentation of assessment results and suggested solution to the policy-makers, facilitated for its inclusion in the local planning and budgeting, conducted information dissemination at the barangay level, made physical preparation for the RHU facility, pursued advocacy to the barangay governments for a barangay health station-based delivery.

Way back in 2002, local officials realized that mothers could safely deliver babies at the RHU.

The enhanced version of Safe Motherhood program of the municipality started with the MHO mobilizing the RHM and BHW in the campaign for RHU-based delivery. The campaign was reechoed to barangay constituents during barangay assemblies where RHM and BHW had the opportunity to promote and disseminate information about the safe motherhood program.

At least eight deliveries were registered in 2002 and almost 400 in 2006. During those years, no maternal deaths reported among women who gave birth at the health facility.

The health team was also able to manage two uterine atony without risking the life of the mother.

The facility's services also post savings on the part of the constituents, as they only had to spend a minimum of P500 to avail or 25 percent less than the cost of hospital-based delivery, in addition to high quality obstetric services.

Carmen - Bohol / Second Toss-Coin breaks Election Tie
November 15, 2007, 11:28:05 AM
Carmen, Bohol - As if their ancestors disapproved of the odd Clavite-Clavite clash, the tie seemed to refuse to break when the first toss-coin round intended to break the tie in the October 29 barangay elections still resulted to a tie. It took a second toss-coin round to send the neophyte Clavite in as the new barangay chief of Montesunting.

The extended term since 2002 could have been enough for the incumbent Edgardo Clavite, anyway, that it is now the turn of another Clavite to take the command.

The incumbent Clavite and neophyte Felix Clavite, both relatives, both garnered 197 votes in the October 29 Barangay and SK synchronized election.

To break the tie, the two Clavites engaged in a toss-coin in the morning of November 5 at Carmen ABC Hall, as witnessed by Election Officer Elizer Cagol Jr., the Board of Canvassers chaired by Trinidad Lumagod, Vice-Chairman Gina Alimpolos and its secretary, Helen Maca, together with Nueva Vida Este Barangay Captain Victorino Adlaon, Montesunting SK Chairman Jeric Brawis, Montevideo Barangay Councilor Nestor Anino and the constituents.

Each of the candidates was given a chance to toss the coin wherein the number of times the coin landed upright was counted as points. Each round consists of seven tosses.

The first round resulted to a tie where the candidates both made three points. So another round was set to break the second tie, wherein in five tosses, the neophyte Clavite got three points.

With spirit of sportsmanship, the incumbent Clavite embraced the neophyte Clavite to congratulate his successor and acknowledge his defeat.

Talk of the Town / War between Dan Lim and Djingo Rama
November 15, 2007, 11:17:16 AM
By Sen Guingguing
Bohol Sunday Post

Two elections past, they were the best of friends. Now, they become worst enemies.

Not too long ago, the sight of City Mayor Dan Neri Lim and City Councilor Zenaido "Djingo" Rama parting ways was unthinkable. In fact, the past two elections (2004 and 2007) saw them virtual inseparable duo. They were running mates in the 2004 polls and Rama ran under Lim's ticket in the May 2007 electoral battle. Rama won.

Their relationship started to turn sour when Rama chose to veer away from the Lim camp shortly after he was elected city councilor under Lim's tutelage. The act did not sit well with Lim. Thus, started a cat and mouse spectacle that culminated into a break up of a long nurtured friendship.

Some people at first thought that it was just a "lover's quarrel". But as time went by, the spat became worst that reconciliation was fast becoming an impossible dream.

The Lim-Rama break-up blew up in the open Friday when Mayor Lim
saw for himself how Rama parked his Pajero. In full view of city hall kibitzers, Lim ordered the transfer of Rama's car which was usually parked in the canopied part of the city hall's entrance.

During happier times. Rama, throwing all cautions to the wind, confidently parked his vehicle in the same shaded part of the city hall entrance just a meter away from the building's stairway. Until last Friday afternoon.

When he saw the way the vehicle was parked, Lim said he ordered the removal of Rama's car in its usual parking area because it hampered the free flow of pedestrian traffic to and from the city hall entrance. This explained why he lost no time in looking for the car's driver and told him to park it at the city hall's designated parking area.

As of press time, it was not immediately ascertained what was Rama's reaction to Lim's tirades about the way he appropriated the city hall entrance as his own parking lot.

A village chairman has been shot and killed by a motorcycle-riding gunman in Ubay town, Bohol.

The victim, identified as Ramon Autid, 30, chairman of Camili-an village, Ubay, was riding a motorcycle along the national highway in the village of Lumangog, also in Ubay, when one of two motorcycle riders shot him at 2 p.m. Sunday.

Autida, hit in the neck, fell off his motorcycle.

Ronald Autida, the victim's brother, who was following the victim aboard his tricycle, said in a radio interview the assailants returned and shot his brother again, hitting him on the head.

Ronald said the gunman told him to leave the area as he had nothing to do with the shooting.

He said the gunman also said the victim committed a grave offense against them.

Ronald said his brother just came from a political meeting with his leaders and supporters in the village of Camili-an that ended past noon Sunday. He said that he and his brother were on their way to San Pascual village to fetch his brother's wife when he was killed.

Investigators were looking into the motives for the killing, Superintendent Eduardo Saavedra, Ubay police chief, told in a separate radio interview.

Twin toddlers drowned in a deep well in San Isidro village, Pillar town, Bohol.

Twins Justin and Jansen Mauna, one year and 11 months old, would have celebrated their second birthdays next month.

Martin Mauna, the father of the twins, said he and his wife had to work at their farmland so they left Justin and Jansen in the care of his 10-year-old son, John Philip on Monday.

The victims' father said John Philip failed to notice that his twin brothers had left their house while watching television.

The twins might have walked to the family-owned deep well just a few meters from the house, he added.

Responding policemen from Pillar town said the twins were found embracing each other while floating lifeless in the deep well.

The well was around 10 meters deep and was almost filled with water due to the recent heavy rains, according to the police.

Nearby residents reportedly heard the twins crying but never thought that they fell into the well, which had no cover.

Rescuers brought the twins to the municipal health office but Dr. Ma. Luisa Tango, municipal health officer, declared the two boys dead on arrival.

Literacy is always a national concern. By this is meant not just the basic capability of reading and writing, but the capacity for analysis and reason; thereby paving the way for development.

Massive are those who believe that people who read are more informed than those who don't, and that non-readers have lesser chances of advancement. A well-informed country knows its direction, in the same manner that a knowledgeable individual is highly competitive in the modern world.

In the hierarchy of establishments that justifiably serve the public, even in the business sense, the National Bookstore leads the rest of its kind in offering more opportunities for a better life. When it opened in 1941 along Avenida Rizal in Manila, no one would have thought it would spread all over the country, and even go international. This is exactly what is happening, with its 97 well-placed branches in the Philippines, and the opening of an outlet in Hongkong. With the public acceptance it now enjoys, National Bookstore would continue to dominate the consciousness of Filipinos in terms of their search for progress.

This is an interview of Mrs. Consuelo Damolo Mapa (CDM), the Supervisor of the local branch of National Bookstore, which opened at Island City Mall three years ago. She has been with the establishment since her college days, when she worked as a Sales Clerk full-time, and studied during her off-duty hours.

After more than 20 years, two children (ages 17 and 16), and being married to a Cebu-based junior executive, Mrs. Mapa is very much a part of National Bookstore.

LMP: What made you decide to be employed in National Bookstore 20 years ago?
CDM: Actually, Sir, I was looking for a company nga maka support sa akong studies before.

LMP: So, you were working at the same time?
CDM: Yes, Sir. Ang National Bookstore man gud known na nga minimum ang pagpasuweldo.

LMP: So you were a full time student and at the same time part time employee?
CDM: Actually, part time student and full time employee.

LMP: What year was that?
CDM: 1987

LMP: What was the first designation?
CDM: Sales clerk, in the sales department.

LMP: Where was this located?
CDM: Mango Avenue Branch in Cebu. The first branch sa National Bookstore sa Cebu.

LMP: At that time unsang year pa ka sa college?
CDM: Second year.

LMP: Part time ka until your graduation in what year?
CDM: 1990.

LMP: Wa ka mangita ug laing employment after graduation?
CDM: Wala na.

LMP: Was there any promotion?
CDM: As a cashier in 1990. In 1994, Section Head sa Receiving section. In 2000, I was a Management Trainee. After a year, nahimo ko nga Assistant Manager.

LMP: The same branch?
CDM: Yes. The same branch.

LMP: Sa Mango? Wa ka pul-i?
CDM: Ang Mango Avenue duol-duol sa among balay. In 2004, gi-transfer nako diri.

LMP: Since the very beginning, ikaw gyud ang nagdala sa National Bookstore dinhi? Now, unsay naa sa National Bookstore as a means of public service? How does it differ with the other establishments in the same line of business?
CDM: Anang mga books nato sa children for example, they can stay there for as long as they like. Pwede magbasa ang mga bata, as long as dili lang gision ang mga pages. Dili pud nila pangtang-tangon ang mga stickers. Kay bayran man gihapon na sa parents.

LMP: What else? What other advantages are there at NBS?
CDM: Also, sa atong service, if ever naa tay customer, naa nato ang item pero wala pa kintahay mahatod, especially nga 500 sq. meters lang ang naa sa atong branch diri; so if ever naa silay gusto, ato lang i-accommodate and we can order it from Manila or Cebu branch.

LMP: So definitely, if the stock is not here, if somebody needs it, you can have it flown here.
CDM: Yes, Sir. We can always do that.

LMP: What can you consider as the specialty of National Bookstore? Would it be books, novels, or…?
CDM: Actually, books man gyud ang pinaka best. Definitely, textbooks gyud ang labing kusog.

LMP: Pero, I noticed you also sell office supplies.
CDM: Mas daghan gyud sa branch ang office supplies.
CDM: Seventy percent sa branches supplies ang nagdala. 30% ang books contribution.

LMP: What are some of these marketing strategies that you have made? Labi na karon?
CDM: Actually, existing na 7 years ago ang Laking National.

LMP: What is this all about?
CDM: This is a loyalty card, nga para sa mga loyal customers, when they can have membership for only 100 pesos. Good for 3 years gyud na, Sir.

LMP: What is the use of this card?
CDM: Every time nga mopurchase ang mga members sa National Bookstore, they can use their card and they can earn points. Every point, ma-convert na siya into E-purse. That is Electronic-purse. 1000 points is equivalent to P10 nga E-purse. Kadto nga E-purse, modaghan, kay makita man to sa ilang resibo. So once nga dako na ilang E-purse, e-encourage pod na namu nga gamiton as payment.

LMP: So it could accumulate?
CDM: Yes. Accumulate everytime mopurchase sila. Ang student sad nato, has only 60-peso membership fee.

LMP: Pero anybody could. Like in my case puwede, magpamiyembro ko karon?
CDM: Labing maayo. Then also, puwede rag ikaw ang magpamember, but your wife or your children, makagamit sa card.

LMP: Is this transferable?
CDM: Not transferable. But it could be used by any member of the family. Pero inig gamit na nimo sa imong E-purse, ikaw ra gyud ang mo sign. 1000 points is equivalent to P10, P1 is 1 point. Like if mupalit ka ug P100, naa nakay 100 points.

Every October, anniversary sa National Bookstore, naa tay mga freebies for the members. Like this year, atong gipanghatag sa mga members mga diaries or planners.

LMP: That would be at the beginning of the year?
CDM: No, October. October 1 to 31.

LMP: So when does your year begin?
CDM: Wala man siya'y year. Month lang. So anytime of the year, magamit siya. Every year, maghatag mi ana to the members pero dapat nga mupalit sila ug 1000 single or accumulated. One in every 1000. So if naa tay member nga naka purchase ug 3000, makadawat siya ug 3 planners. Nagahimo sad ta ug booksale every year.

LMP: When was the last booksale that you made?
CDM: August 15 to September 16. One month.

LMP: And then, pila man ang discount?
CDM: Up to 65% pero selected. 65% kay nag-65 years naman ang National Bookstore. From 10 to 65%. That's every year.

LMP: What else?
CDM: Last month, naa tay 10% sa assorted mga supplies nato. Actually, mga participating suppliers lang ang mga miapil, dili gyud tanan. Also everytime nga mo purchase ka ug item nga naay color purple, naa kay 10% discount.

LMP: Is it there everyday?
CDM: Just last month. Naa pod ta again last month nga 10 rims plus 1 rim.

LMP: What is that?
CDM: Like sa papel, if you buy 10 rims, naa kay free nga 1 rim. This was within the month of October.

LMP: Naa pay lain?
CDM: Naa pod tay children's reading fair. Ika-third year na nato na siya karon. Every year na siya.

LMP: So unsa may mga benefits nga gipanghatag?
CDM: Naa pod tay discount ana. Every time mopurchase ka adtong mga selected books, children's books, naa kay 10%. Sa Manila, nindot adto kay naay story telling, scrap booking, ug ubang mga activities, Sir.

LMP: Lets talk about National Bookstore in general. Can you recall when National Bookstore started to operate?
CDM: If I'm not mistaken, 1941. The first branch was Nanay Coring at Avenida. Naguba to siya sa bagyo pero nagpatukod ug usab.

LMP: Where was the first branch in Cebu?
CDM: Mango Plaza. In 1987.

LMP: Was that also the first time nga ming trabaho ka?
CDM: Yes, Sir.

LMP: So how many National Bookstore outlets are there in the country today?
CDM: As of October, 97 branches .

LMP: Then in foreign countries?
CDM: Nag-open na ang Hongkong branch.

LMP: Since when?
CDM: September.

LMP: Going strong? Still expanding?
CDM: Yes, definitely.

LMP: Here in the country?
CDM: There's one about to open in Taytay, Rizal, next week.

LMP: What are some of the reasons nga wa man gyud ka mobalhin og laing katrabahuan?
CDM: Lahi man gud ang National Bookstore, Sir. Magsugod gyud ka sa ubos hangtod nga nag anam ka ug saka. Hatagan gyud ka nila ug chance.

LMP: How is business today in Tagbilaran?
CDM: So far, nag increase man gyud ta. Hinay hinay lang.

LMP: You've been here for 3 years?
CDM: Mag 3 years karong November 24.

LMP: Ang clientele is increasing.
CDM: Yes, of course.

LMP: If you have any idea, how many employees has National Bookstore in the entire country?
CDM: Approximately, mga 3000 plus.

LMP: Sa usa ka branch, usually like here in Tagbilaran, pila kabook?
CDM: Actually, ang regular nato is 16 only.

LMP: Would that be the same number kung mag open anywhere?
CDM: Depende sa area sa store.

LMP: It seems that you are at home with National Bookstore. Will you be staying with National Bookstore until retirement?
CDM: Yes, of course. I'm very sure of that. Kapoy na mobalhin. Not unless mo- abroad ta.

LMP: How about the reading habit of the Boholanos? Do you find it kuwang pa?
CDM: Medyo kuwang pa. But makita man gyud nimu, Sir, kay maklaro man namo ang mga regular customers kay mao may magsigi ug balikbalik. With the steady increase of our clientele, we can always say that we have contributed to the reading habit and literacy of Boholanos.

Enticing the top management of National Bookstore to open its first branch in Bohol was a study in persistence. The initial contracts resulted to a number of prerequisites, highlighted by a socio-economic profile of the Province of Bohol and the City of Tagbilaran. This only proved that National Bookstore cannot just be had for a song; that compliance with its standard requirements is only the first step in its time-tested formula of business acumen.

It took a giant conglomerate like the Alturas Group of Companies to persuade another giant book and educational supplies corporation to come to Tagbilaran City. Now, the two are on a partnership to help uplift the cerebral prowess of Boholanos. And the joint venture is obviously bearing fruits.

For once, allow this Bglante to make an account in the first person. Ever since, we learn to dabble in journalistic pursuits, our accounts are always in the second person. Frankly, we hate to be called an 'I specialist".

Comes now this chronicle of our unfolding saga under the knife. Finally, after weighing the pros and cons of a permanent solution to our ailment (we have been undergoing dialysis since two years ago due to kidney disease), I have come to this greatest decision in my life.

First of all, I decided to make an essay with my date with surgery in order to generate sympathy in terms of prayer as I go under the knife.

Anytime, after I shall have finalized the details with my nephrologist at the Chong Hua Hospital with my kidney operations, then I will be ready to be replaced with this vital organ whose failure was detected two years ago.

I have set the timetable as within this year and if luck is with me, of course, with the help of your prayers, then I will have a brand new kidney by new year.

In other words, I am now willing to undergo a kidney transplantation.

Let's face it, the latest breakthrough in nephro science made a kidney disease no longer as deadly as say 10 years ago.

Unlike before when kidney ailment was considered as a rare disease. Not anymore. With the discovery of anti-rejection pills, kidney transplantation is already as ordinary as any organ operation like appendicitis surgery.

What is the common problem then of a kidney patient?

Any kidney specialist whether in Cebu or Manila will tell you that the common problem among kidney patients is money. According to this organ specialist, for as long as you have the money to sustain dialysis or the ultimate solution of a transplantation, kidney disease is definitely a curable disease.

If you ask a kidney specialist these days, you will learn that many patients let alone those who are suffering from high sugar level or diabetic are virtual ticking time bombs.

You can just imagine the number of patients that are afflicted by this debilitating ailment. Visit any hemodialysis unit in either the Ramiro Community Hospital or the Gov. Celestino Gallares Memorial Hospital and you will find out the reality on kidney failure incidents.

But there is life after a kidney problem. For as long as you maintain a positive attitude about kidney disease, there is no way that it is as deadly as some people suspected it to be.

The success of a peace effort is as much a responsibility of the community as it is that of the government and its agencies. A community that openly and actively supports any peace-building project is a community that is most likely on the way to prosperity. Conversely, a negating or even just a reluctant community to give its cooperation to a peace building project will most likely experience unstable community life.

This is my advocacy to the residents of Brgy. Remedios, Danao the proposed site of a 50-hectare resettlement area for 18 former rebels who have come back to the folds of the law and vowed never to be deceived again to topple a duly constituted government and replace it with a communist government espousing an ideology that has lost its popularity worldwide.

This resettlement project is a special project of the provincial government to provide former rebels with a life they thought they would get by joining the CPP-NPA but never come close to it. On the contrary their life with the communist movement was only filled with suffering and difficulty. Not only that. It broke their family and this is now what government is trying to piece together as soon as they decided to return to the folds of the law and join mainstream society.

The government cannot go on in its campaign for genuine peace on lip service. It has to show that its heart and mouth are found in their right places. This is why Bohol has been successful in its peace and development efforts because it practices what it preaches. It has shown the Boholanos, especially those who have been misled, that it is trying to truly address the issues and concerns that drove many of the people to join the local communist movement in fighting to topple the duly constituted democratic government.

Alone the government cannot succeed in its peace and development efforts. The community must support these efforts if we want to see them succeed. In this resettlement case the support can come in the form of their consent and cooperation so that the project can be implemented.

It is normal to have apprehensions about the project. After all the people to be resettled used to carry firearms and did not have any qualms to use force and intimidation to get what they wanted. But these are reformed individuals now whose only wish and desire is to be with their family and live normal lives.

In deciding to give their consent the residents of Brgy. Remedios can draw from the experience of the people of Brgy Tuburan, Ubay where the first resettlement project for rebel returnees is located. There were problems encountered in the establishment of the Tuburan resettlement but none of these were different from any problem a regular community of people has.

The project has long been conceptualized and the blueprints drawn but it is the lack of a suitable place that kept it in the drawing board. Gawad Kalinga Foundation has agreed to construct the houses of the returnees. Palm Oil Inc. has agreed to assist them with their livelihood. The provincial government through the PPOC has agreed to construct the access road and organize them into a cooperative (in fact they are now registered with the Cooperatives Development Authority). While DENR would look for the suitable location.

DENR has found a place in the timberland area of Magsaysay, Talibon but the area had informal dwellers. Besides it is quite far from the nearest road. It is only the area in Remedios, Danao that appeared the perfect place to resettle the group.

Last Friday the local government of Danao conducted a consultation assembly with the residents of Danao to find out their sentiments on the proposed project. CENRO Protacio Urog and Forester Ven Taer attended the assembly for the DENR. Attendees from the provincial government were Provincial Social Welfare Officer Inday Tunacao and her staff and this columnist who is also a member of the Provincial Peace and Order Council. Vice Mayor Joe Cepedoza, and Kagawads Colico and Cenabre represented the local government of Danao.

The result of the consultation was not conclusive as there were those who were in favor of the project and there were also some who registered their objection.

It will therefore be in order for the residents of Brgy. Remedios to put in writing their sentiments on the project so that these can be discussed and addressed by a committee of the PPOC.

Considering the large volume of goods that the Philippines is now importing, can you imagine what it could do for local business and industry if some if not most of the imports could be substituted with local products? Believe it or not, it is not only the issue of quality that is causing local buyers to depend more on imports; it is also the lack of information about the local alternatives that are available.

When I was Director of the UNDP Transfer of Knowledge through Expatriate Nationals (TOKTEN) Program, I sent a market intelligence expert to Davao City , to study the problems and potentials of the local cut flower industry there. To my surprise, the expert told me during his debriefing that Mindanao as a whole could supply practically the same quality and variety of cut flowers that Amsterdam and Singapore are supplying to the five star hotels of Metro Manila, except for the fact that these hotels hardly know that they do have local alternatives.

Mr. Alan Hicks, an American expatriate here in Metro Manila tells me that the large volume of first class American pork that the five star hotels are importing now could also be produced locally, with exactly the same quality. The secret is in the feeds he says, because there is not much difference in the air and sunshine of America and the Philippines . Can you imagine how much is the value of this import substitution potential that is going to waste?

Several participants of the Sama-Kabuhayan and Agro Amigo programs of the Inter-Charity Network (ICN) are now ready to graduate into becoming micro-entrepreneurs. I am now organizing them to become the core group of the Association of Philippine Rural and Urban Businesses (APRUB). This new group will mobilize and assist other micro-entrepreneurs so that they could jointly market their products locally and globally.

As initial projects, APRUB has tied up with a Hong Kong company to open a trading center in a Pasay City shopping center. It has also tied up with an American company to operate an e-commerce portal in the web, a la eBay.

General Topic / Art Controversy

Bohol Sunday Post

A raging controversy is going on between the so-called artists of Angono and the authorities of the National Press Club. The fellows must have renovated the NPC that they were able to commission the so-called artist or artists, to paint a mural on their wall. When the picture was finished, the newsmen - we will call them that because the denizens of NPC are dominated by the print media - did not like what they saw. Some were of the opinion that the mural was controversial to the point of being reactionary that they decided to modify some parts by superimposing pictures over them.

This earned the ire of the artists. They accused the supposedly uncultured news personnel of defacing their obra maestra. The philistines had committed a sacrilege, they destroyed their work. The artists cannot ask the news people to return their work simply because it was painted on the wall. The problem there is; if the artists would not want their masterpiece defaced, neither would they redo their work because that is their expression of art. Even if the picture may be returned, they cannot refund the money. As for the NPC, they could had been better off if they had commissioned the firm of our own Napoleon V. Abueva to paint the mural.

They even went on air to express their anger. What artist would like their masterpiece to be mutilated? Who are those pen pushers to tamper with a work of art? In the print media, which make up the NPC, there are many kinds. There are the cultured and the pedestrians, the Brahmins and the bums. Most are erudite, articulate and iconoclastic. Practically all of them are cynical as newsmen go.

There was a time when the NPC bigwigs were mostly Philets or Artlets of the University of Sto. Tomas. We had our share of bums then, but there are those who know and could appreciate the works of the Old Italian masters like Michelangelo, Raphael and Botticeli, French painters like Degas, Cézanne and Van Gogh or even the cubist Picasso or the surrealist Dali. That means, art appreciation is not the monopoly of the artist.

There are also as many kinds of the so-called artist, we are talking this time of those who paint because the controversy is about painting. There are the creative painters, the daubers and the illustrators who claim to be artists. Art is roughly defined as a creation of a beautiful or thought provoking work. Whether the mural is thought provoking or beautiful, we do not know yet. We have not yet seen the mural; we are not in the position to judge. However, we would rely upon the taste of the present NPC authorities.

A work of art is a creation of the artist and not all works of an artist is art. It might mirror his expression. It is only through general acceptance that a work maybe considered art. There had been painters, who became famous only after they had died penniless. When an artist is considered a master, any of his original work must not be altered. No self respecting art collector or museum curator would do that. However, the NPC case is different.

The NPC commissioned the Angono artists to paint the mural. Why Angono? It is because the National Artist, a muralist Botong Francisco lived and died there.

Perhaps some of his abilities might have rubbed off on the local artists. All of them could distinguish between a paintbrush and a toothbrush but not all of them acknowledge the operational word commission. They are expected to do what the NPC want not what the artists want.

It could not happen that the NPC just commissioned the painters to create a mural without specifying what the mural would express. Murals carry a message or illustrate the history of the NPC or whatever, expressed in a beautiful way. The NPC wants their message, feelings, hopes and aspirations conveyed, not the artists That means the though must be from the National Press Club. They paid for it. Once they had it, they could alter some scenes or pictures to conform to their tastes. They had paid for it.

As of last report, he is facing at least five criminal cases while serving as mayor of Panglao four one term.

Now, the town has a new mayor and resolution of these cases is still as elusive as ever.

This prompted incumbent Mayor Benedicto Alcala to inquire from the Office of Ombudsman Merceditas Gutierrez the status of the cases filed against the former mayor.

Mayor Alcala made special mention of a case of unexplained wealth filed by the Post publisher against ex-mayor Dumaluan.

Under OMB-V-C-06 011-B and OMBV-A-06-V-A-06-0499-1,the Post publisher filed a case against Dumaluan for non-filing and late filing of Statement of Assets and Liabilities and Net worth (SALN). The case was filed on February 23,2006.

Other cases filed were the Hormachuelos, etal vs Dumaluan for violation of the National Building Code, Anti-Graft Law and Conduct Unbecoming of a Public Official; Hormachuelos, etal vs Dumaluan for Perjury, Falsification, Dishonesty and Gross Misconduct; Lagumbay, etal vs Dumaluan for
Grave Misconduct of Authority, Gross misconduct, Oppression and Discrimination; and Hormachuelos, etal vs Dumaluan for Malversation of Public Funds, Abuse of Authority.

Earlier, lawyer Terence Fernandez, counsel of the complainants also inquired as to the present status of these cases and as to the final appropriate action undertaken by Pelagio Apostol, Ombudsman of the Visayas particularly on the unexplained wealth case.

The lawyer said considering it's significance and in the Ombudsman's sincere drive to eradicate corruption in government, his client's complaint clearly necessitates swift and decisive action.

In urging the Ombudsman to take immediate action, Fernandez emphasized in his follow-up letter that a speedy resolution of these cases will impress upon all and sundry that his office is serious in fulfilling its mandate to act promptly on all complaints against officers or employees of the government and promote efficient service by the government to the people.

Talk of the Town / Where is Monton in Blue Card scam?
November 14, 2007, 04:49:56 PM
By the Bohol Sunday Post

Whoever peddled the yarn that city hall officials led by Mark Monton were involved in the anomalous implementation of the city's Blue Card program?

Now, they can start eating crow.

The fact that the results of the investigation of the two Sangguniang Panglungsud committees-public accountability and health, did not lead to the doorsteps of Monton only showed that it was pure and simple insinuations.

While the investigation was going on, the name of Monton was practically in everybody's lips after Dr. Grace Araneta, medical director of the Medical Mission Hospital, supposedly told the Blue Card investigators that the city mayor's close aide was involved in the anomaly.

As one of the accredited hospitals, The Medical Mission Hospital Group was involved in alleged fraudulent Blue Card claims.

As evidenced of the hospital role in the Blue Card bloated claims scam, BOD chairperson of the Medical Mission Group Hospital and Health Servives Cooperative or popular as coop hospital, Dr.Maria Grace Araneta informed Mayor Dan Lim through a letter dated November 9, 2007 that they are returning the total amount of P154,793.64 that she said was "over-billed by some of our employees to the Blue Card Program of the city government.

The breakdown includes P6,686.65 for Nemesio Monton, P68,291 for Emma Lou Mercader, P11,000 for Vita Baquero, P11, 586 for Victoria Seno, and P57,030 for Anastacia Bertumen.

"The board is exerting all efforts to rectify whatever incorrect assessments there may have been," Dr. Araneta stated in the letter of which the board resolution granting the reimbursement was attached.

The BOD of coop hospital came up with a resolution dated August 22, 2007 reversing the transaction pertinent to the payment of Ama Victoria Mercader's debts through the blue card claims of her sister-in-law Emma Lou (and Baby) Mercader; and returning all the amount involved in the incorrect/overbilled claims to the city government as discussed in July 25 meeting.

The resolution cited the involvement of the coop hospital's former billing clerk, Ama Victoria Mercader.

Reportedly, the bill of her sister-in-law Emma Lou and Baby who was admitted to the hospital was jacked up to include her accounts payable to the hospital.

The city government paid for the said billing and a refund from the hospital was received by Ama Victoria.

That was without the knowledge of the BOD.

For this, the BOD members agreed in a July 25 meeting that the amount equivalent to the overbilled claims be returned to the city government and charge back to Ama Victoria, her payables to the hospital that the overbilling had paid off.

On the report of the joint Committee on Public Accountability and Investigations and Health and Sanitation of the Sangguniang Panlungsod, the inquiries never mentioned the name of Mark Monton who has been dragged along the controversy as the man behind it all, prior to the investigation.

The joint committee conducted a series of inquiries on October 15, October 19, and October 24.

The inquiries found out that certain provinsions in the ordinance and the memorandum of understanding have not been complied with, particularly the requirement of the beneficiary masterlist that must be provided by the Blue Card Office to each of the accredited hospitals and reportage requirement to the SP- -both quarterly and annually.

It was also found out that there was no comprehensive Implementing Rules and Regulations, and there was loose systems control and reconciliation procedures especially in the processing of claims.

Other findings were unclear staffing pattern of the Blue Card Office, too much discretion is left to the hospital administration wherein discretion is not well-defined, nor the limitations which led to abuse in its exercise.

Policies or guidelines adopted by the accredited hospitals were not uniform in spite of the similarity in their Memorandum of Understanding.

The statement of accounts do not attach very pertinent supporting documents, professional fees vary among the accredited hospitals. There were also non-accreditation of physicians/health professionals, absence of regular monitoring system with accredited hospitals.

The City Health Office, the designated office of the program, does not have enough personnel to attend to all matters relative to the program.

The system of accountability is wanting especially with the accredited hospitals, and that a number of those who availed of the program were not indigents, and that there is a need to assess the program and amend certain provisions in the ordinance, the inquiries found out.

Based on the findings, the joint committee recommended the Blue Card program to institutionalize its office, with regular employees for accountability and hire staff with medical background and that the administrator should be bonded employee or officer of the city government. Then, set limit of coverage so that more indigents can avail of the program.

It has also been recommended that incapacitated children who are wholly dependent upon the head of the family for support, irrespective of age shall be included as dependents of the Blue Card holder, and after the applicant has been qualified, he/she shall be issued with a blue card number without requiring any registration fee.

The recommendations will be endorsed to the Committee on Health and Sanitation for consideration and possible amendment of the Revised Code of Administrative Ordinances or the particularly the Blue Card program on the provisions on the definition of the head of the family.

Talk of the Town / Sad Tale of Two Bohol Elevators
November 14, 2007, 04:44:45 PM
By the Bohol Sunday Post

You are suffering from breathing problems and navigating by foot the upper floors of the provincial Capitol and city hall is not for you.

Reason: the lifts of the two buildings are out-of-order.

At the city hall. Mayor Dan Neri lim appeared resigned to the fact that they have a lemon for an elevator.

Since out-of-order shortly he assumed office on his second term, the city hall elevator broke down for good and occupants of the building's upper storeys have to use the spiral staircase.

Lim said there's no chance that the elevator will be restored to its normal function after it was found out that there was no spare parts available in the market. Korean-made, its warranty has long been used.

In the case of the Capitol lift, there appears to be a ray of hope that it will be commissioned again.

It was learned that the six-year-old elevator at the Capitol building will be functional again by December after having been idle for a little over a year.

But for its sustainable efficiency, Otis E and M Company Philippines, Incorporated, the supplier of the elevator's spare parts, proposed a contract for maintenance routine for timely monitoring of any defect in the future.

For its repair, Norman Pesudas, Visayas branch coordinator of Otis E and M Company Philippines, Incorporated, informed the Provincial General Services Office (PGSO) through a message sent through fax, that they will deliver the P222,649 worth of spare parts on November 22.

However, in a follow-up last Friday, PGSO learned that earlier than the targeted delivery date of November 22, Otis E and M Company Philippines, Incorporated confirmed that the spare parts from Malaysia will be delivered tomorrow. Then the clearing will be finished by Thursday, so works on the repair of the elevator can start by November 19.

By the first week of December, the elevator will be functional again, Engr. Ariel Dominguez of the PGSO said.

The provincial government had purchased from Otis the spare parts, GBA225JL1 and hall position indicator worth P64,720 for the transformer; a 30VDC relay 6NO 2NC, a 110VAC relay 6NO 2NC, a 30VDC relay 2NO 2NC, and a 110 VAC relay 3NO 1NC worth P68,938; two rectifiers worth P24,284; four aircord pulley and 12 hall door roller worth P64,707.

Otis technicians determined the specifications of the spare parts based on the assessment conducted after the elevator bogged down last year.

Engr. Ariel Dominguez of the Provincial General Services Office (PGSO) explained that it was expected that the elevator to function at maximum efficiency since some accessory spare parts were not installed.

The elevator could function but below efficiency level, in a sense that in case of any power supply failure, users would really be trapped inside, because it has no standby generator or battery.

Disqualification-sniped Mayor Jose Ugdoracion, Jr. of Alburquerque is confident that defeated May 14 election rival Ephraim Tungol, son of ex-Mayor Efren Tungol, cannot take over his seat even if his final appeal to the Supreme Court (SC) may be declared dead.

At least hope still springs eternal for the beleaguered mayor to stay put in the absence of any verdict from the land’s highest court, if not reversely adjudged qualified to serve and complete his first term of political comeback.

Should eventuality negate his legal countering, Ugdoracion said he would believe the young Tungol could not be declared the duly-elected mayor.

He cited the 2001 election case, as decided by the High Tribunal, of defeated mayoralty candidate Lazaro Gayo who wanted to disqualify Mayor Violeta Verceles, a US green card holder but who had earlier surrendered it.

The fundamental issue of the case deals with whether or not the respondent was able to meet the residency requirement to qualify to run for public office and occupy the position of municipal mayor.

Although the SC favored the respondent, she happened to assert in her argument that if ever she would get disqualified, his defeated rival could not assume since the latter failed to obtain a plurality of votes.

Ugdoracion quoted the SC decision on the above specific issue: “The rule is well settled. The ineligibility of a candidate receiving majority votes does not entitle the eligible candidate receiving the next highest number of votes to be declared elected. A minority or defeated candidate cannot be deemed elected to the office.”

There were 5,706 registered voters in Alburquerque in the last May 14 elections, during which four aspired for mayor.

Ugdoracion got 2,648 votes, followed by Tungol who had 1,831 votes.

Ugdoracion’s runningmate also won and is now the vice mayor, Dr. Cirilo Jalad.

The SC decision on the La Union case says further: “To simplistically assume that the second placer would have received thwe other votes would be to substitute our judgment for the mind of the voter. The second placer is just that, a second plpacer. He lost the leections. He was repudiated by either the majority or plurality of voters. He could not be considered the first among the qualified candidates because in a filked which excludes the disqualified candidate, the conditions would have substantially changed. We are not prepared to extrapolate the results under the circumstances.”

The father Tungol (Efren) had repeatedly insisted that his candidate son should be declared the duly-elected mayor because the Commission on Elections (Comelec) had disqualified Ugdoracion to run for mayor.

Thus, according to the elder Tungol, Ugdoracion should nt be considered a candidate in the first place.

Ugdoracion said the Comelec itself had issued Resolution No. 8062, dated May 18, this year, which says , “There shall be no suspension of proclamation of winning candidates with pending disqualification cases, before or after the elections, involving issues of citizenship, non-residency, not being a registered voter XXX.”

Days later, the Comelec issued a memorandum reiterating the above resolution.

The Comelec en banc last month denied the mayor’s motion for reconsideration of an earlier resolution of the Comelec First Division disqualifying Ugdoracion from running for mayor.

To prevent the execution of the en banc ruling, Ugdoracion thus filed with SC a petition for certiorari and prohibition, with most urgent prayer for the issuance of temporary restraining order (TRO) and/writ of preliminary injunction.

A special raffle was already done to know which SC division would weigh the petition of Ugdoracion.

Ugdoracion cited the case og Naga City Mayor Jessie Robredo who was disqualified by the Comelec First Division, the same body that first disqualified the Alburquerque mayor, for nationality issue days before th May 14 elections.

The Comelec concurred his right to raise his case to the Supreme Court as he pursued his candidacy.

The First Division’s disqualification of Ugdoracion was affirmed by the Comelec en banc, which any ruling for that matter could always in turn be raised to the SC for final decision.

With the prized catch as lucrative as the presidency of the Sangguniang Kabataan, the battle royale for the coveted position has threatened to spill into the ranks of the Philippine Councilors League. If elected, the SK federation president sits as ex officio member of the Sangguniang Panlalawigan. It's equivalent is that of an elected board member to be afforded all the perks and privileges of an SP member.

This developed as a ranking city kagawad issued a veiled threat that he will initiate a mutiny within the PCL if the Imboy couple made good their plan to field their own daughter in the SK provincial federation elections.

The bounty of the mutiny is the PCL presidency headed by Brigido "Boy" Imboy.
Trying to cushion the impact of a collateral damage brought to bear on the PCL rank and file, the flamboyant Loay Mayor May Lim-Imboy appeared unfazed by any threat to her husband's hold of the PCL. She was acting as if she was her husband's spokesperson even in PCL matters.

Although she did not made a categorical stand given her daughter's SK plan, the lady mayor only managed to drop broad hints that fielding a kin in the SK polls is one of the options.

The husband Imboy earned a lopsided victory when he ran for the PCL presidency. The lady mayor played a key role in his PCL victory. Imboy who is Loay town councilor clobbered two opponents to win the race handily.

The coming SK elections will have the trappings of a battle royale if the Imboy scion, Rochelle Brigette, decides to make a go for the SK totem pole. If plans do not go haywire, she will be pitted against Jane Censoria Cajes, daughter of Cong. Roberto Cajes and Trinidad Mayor Judith del Rosario Cajes.

Pound for pound, money for money, a Cajes-Imboy duel is a definite blockbuster with neither camps cannot make any claim that anybody has the upper hand. Daughters of power-driven mothers who are considered as political
matriarchs in their own turf, both girls are sure winners in the run-up to the town SK federation. The next step then is winning the provincial SK federation which is no picnic to either camp.

PCL REVOLT

The threat of a PCL revolt was floated by the city councilor after it was learned that the Imboys are planning to field their own daughter in the SK elections.

The city dad who refused to be identified said that his complaint against the Imboys contesting the SK presidency was also shared by a majority of the PCL members.

According to the grapevine, the Imboys are consolidating their forces in preparations for the lady mayor's plan to run for governor in 2010. She, however did not confirm nor deny this report of a gubernatorial ambition.

There was no word just as yet from the Cajes camp in reaction to an Imboy positioning in the SK presidency.

But reports circulating around the province's political circuit indicated that there was an unholy pact made by the male Imboy and Mayor Cajes when he courted the votes of Trinidad councilors when he ran for PCL president.. In a show of political quid pro quo, Imboy reportedly committed to support the bid of the Cajes daughter in the SK provincial federation electoral exercise. In exchange for the commitment, Imboy got the Trinidad vote, so the story in the grapevine went.

Against the backdrop of this so-called agreement, the Cajes couple were made to believe that their daughter will not be contested by any Imboy scion.

Just like the Imboys, the Cajes clan is also fortifying its defenses in preparations for Mayor Cajes' succession to the position to be vacated by her husband in 20l0.

If the young Cajes wins in the SK polls, she will succeed her elder sister Bobeth Francis Cajes-Auza, the incumbent SK federation head.

Keeping a tradition of service and governance the family has immersed itself into, Bohol’s youngest mayor may have made a mark in history when in his administration, he succeeded in bagging the country’s Nutrition Honor Award for his town Inabanga.

The award, which Mayor Jose Jono Jumamoy and Inabanga received is the highest nutrition citation presented to LGUs who have maintained their outstanding performance for six consecutive years.

Jumamoy, Bohol’s youngest town chief executive followed on the nutrition program put in place by his mother, now Board Member Josephine Socorro Jumamoy.

President Gloria Macapagal-Arroyo personally cited the winners including Inabanga, Bohol, during of the National Nutrition Council's search for outstanding local government units (LGUs) in nutrition and Barangay Nutrition Scholars (BNS) recently.

General Topic / Use Paper Bags this December
November 14, 2007, 04:28:21 PM
Christmas shopping items in a bayong? Why not?

In a recent move to trash the more environmentally impacting cellophane bags and styropor packaging, the Department of Environment and Natural Resources (DENR) would be attempting to implement indigenous and paper bags in mall counters this December.

The agency’s move is in line with the government’s promotion for environment protection, especially from the impacts of global warming, sources said.

Reports also said the environment agency is to implement its massive advocacy campaign on the use of native and indigenous materials in all commercial establishments, it being a better alternative to the non-biodegradable plastic.

Environment and Natural Resources Secretary Jose Atienza also revealed that the directive was one of the priorities given by President Gloria Macapagal Arroyo, which he is to implement when he was appointed to head the agency.

“In compliance with the President’s directives, the DENR is now pushing to promote the use of our indigenous materials (like bayong and paper bags) in all shopping malls, groceries, restaurants, among others), instead of using those that can contribute to the impact of climate change,” Atienza said.

Atienza, who is now celebrating his first 100 days at the DENR, revealed that the massive advocacy and nationwide campaign to promote the use of recyclable and indigenous materials would kick-off next month, December.

He said that all local government unit (LGU) executives have pledged to cooperate and extend their full support to the drive.

After the launching, Atienza said, the DENR will coordinate with the city and municipal councils nationwide to determine the sanctions and penalties to be imposed on violators.

“Uunti-untiin muna natin,” he said.

“All we need to do now is to coordinate first with the local councils. Once the policy and penalties are created in the local efforts, we will go up to Congress for the passage of a possible law regarding that matter,” Atienza said.

Aside from advocacy campaign, the DENR is currently implementing a massive tree planting drive in all protected forestry and mangrove reforestation. It has also its restoration program for the historic Laguna de Bay, Pasig River and Manila Bay.

A lady mayor has found a winning formula to curb the proliferation of the illegal numbers games suertres.

Loay Mayor Rosemarie Lim-Imboy has gathered identified suertres financiers in her town and had a heart-to-heart talk with them explaining the effects of operating masiao suertres which is illegal being not sanction by duly authorized government agencies like the Philippine Charity Sweepstakes.

“It is not hard to identify these financiers since they are publicly known and everybody knows them in the community. What we must do is to convince them to stop from this illegal business. Although I really understand their side and the need for them to earn a livelihood, I also have to impose the rule of law as it is my responsibility being the mayor of the town,” Mayor Lim-Imboy said.

She said she will also exert a maximum tolerance to let workers in the illegal suertres business find other means of work and will not be hard on them.

“But if they persist to go on with this illegal business, then I will have to file charges and exert the full power of the law,” the lady mayor warned.

Meanwhile, she brushed aside the black propaganda made by her political rivals using the suertres issue. She is accused of not doing anything about suertres.

“The truth is that suertres financiers themselves, many of them supporters of my political rivals, are now expressing their gratitude thanking me for my gentle approach towards their businesss. They have now vowed support for my administrations since I respected them also and treated them fairly,” Mayor Lim-Imboy revealed.

“Here in my town, the defeated politicians still refuse to accept that Loay needs reform and new brand of leadership. I would say, they better contribute something for the welfare of Loay rather than engage in politicking for their own selfish ends,” she said.

Cortes - Bohol / Developing Tourism in Cortes, Bohol
November 14, 2007, 04:16:41 PM
When leaders set aside politics and focus instead for the overall welfare of their town, prosperity follows. In the town of Cortes, a united bond has produced bright prospects particularly in the field of tourism.

Mayor Jasmine Balistoy said the P25-million annual budget she had submitted for review to the Sangguniang Bayan was approved last Nov. 5 without hitches. She particularly mentioned the efforts of Vice Mayor Rodrigo Uy who have shown total support for the administration’s development agenda for the coming year 2008.

Topping the town’s major project is the development of the docking port which was formerly utilized as a yatch building site of the Ilaw ng Buhay Foundation.

The foundation had yielded their contract to the municipal government making it possible for its development as the entrance, starting point of the grandiose Abatan River Cruise project which covers five towns and promises added livelihood to many residents in the area.

“We have already initiated a resurvey in the area and an appropriation of about P500,000 is readied for the envisioned eco-tourism river cruise docking port,” Mayor Balistoy said.

The Bili-Bili Spring in Malayo Norte will also be developed as this will be the first stop of the tourism river cruise.

The mayor proudly revealed that the projects implemented in her town incurred no loans. She has now established day care center each for the 14 barangays and health stations will also be constructed.

The nine sources of water supply are now installed with automatic chlorinator injection system to insure the health of residents. For 2008, reserve submersible pumps will be purchased to have a ready replacement in case one of the pumping units bogs down.

A big water reservoir will also be constructed in barangay De la Paz.

In a separate interview, Vice Mayor Rodrigo Uy said he is comfortable working with Mayor Balistoy. He said, the mayor shares the same vision of making Cortes a prosperous town utilizing its tourism and economic potentials.

Dear Betty,

Please find brief article regarding the renovation of the CPG House in Tagbilaran Bohol for your newsletter.

The President Carlos P Garcia Foundation, Inc. ("PCPGFI") has embarked on a project along with the assistance of the Bohol Association of Metro Manila, Inc. ("BAMMI") to restore the ancestral home of the former President. The restoration project entails several stages, the first stage involves the restoration of the original house structure and its gardens. The second stage will entail the renovations and design of the memorabilia contents and museum interiors. The third stage would be anchored on the building of a commercial complex behind the ancestral house to provide management services and to ensure that ongoing expenses are provided in order to maintain and preserve the museum and its contents for future generations.

The BAMMI has embarked on several events during the latter part of 2006 and early 2007 to raise funds for the initial phase of restoring and preserving the ancestral home to its original form. Ongoing efforts are being undertaken by the PCPGFI and the Talibon Real Estate and Development Corporation ("TREDEC"), a corporation run by the heirs of Carlos P. Garcia along with Ms. Rosario Soy as one of its prominent directors, to raise funds for the construction of an Admissions Office and a Commercial Complex. It is the intention of PCPGFI and TREDEC to build a front office along the entrance of the former President's home for the purpose of managing the orderly admission to the Museum, and the operation of a souvenir gift shop and coffee shop for the Museum's visitors. A suitable office will also be constructed for the use by Bohol Associations Worldwide including TBTK, CONBUSAC, BAMMI and others. These plans also entail building a 15 room casa pension and commercial office space, conference and restaurant facilities for tourists and other guests visiting our historic, national heritage site.

Kind regards,
Carla

Subject: TBTK Press Release on Pres. Carlos P. Garcia Day.

Gentlemen:

Greetings from the Boholanos In America.

November 4, 2007 marked the 111th Birth Anniversary of Bohol's most illustrious son, the late Carlos P. Garcia, the 8th President of the Philippine Republic (1957-1961). Except for the front page report carried by our community newspaper of Cong. Edgar Chatto's formal letter-request addressed to the National Historical Commission to declare CPG's home as historical monument, nothing more had been said if there were other programs or activities prepared by the Provincial government on CPG's day, which we presume, is a non-working holiday in the Province of Bohol.

We are sending hereunder a forwarded e-mail, together with one photo, coming no less from CPG's grand-daughter, Carla Garcia Campos, who is now based in New York, sent to the TBTK Chairperson, Mrs. Betty Veloso-Garcia, which we believe will be of interest to all Boholanos. Carla is the current Head of President Carlos P. Garcia Foundation, Inc.(PCPGFI). She hosted a lunch for TBTK movers in August, 2007 at the Bryant Park Grill in Manhattan, New York to explore ideas and to discuss constructive ways of how the foundation, TBTK, Inc. and TREDEC could cooperate to carry out this monumental task of preserving an important part of the Boholano legacy to the Filipino people for future generations of young Boholanos living not only in the Philippines but also all over the world.

We would appreciate it much if you can include this write up in your next Sunday's issue. Thank you and God bless.

For the TBTK,

Douglas B. Hontanosas

The kidnapping group Abu Sayyaf, which is based in Basilan and Sulu, has owned responsibility for last night’s Batasan explosion that killed Basilan Rep. Wahab Akbar and two House employees

Radio station dzMM reported that a certain Abdul Musar, who claimed to represent Abu Sayyaf, told ABS-CBN’s office in Zamboanga City by text that his group was behind the blast.

Philippine National Police chief Director General Avelino Razon said they were looking into the claim, “though this Abdul Musar is not in our list of Abu Sayyaf members.”

He said the PNP did not receive any intelligence information that the Batasan would be bombed.

"We have not established that Congressman Akbar was the target that is still being investigated. We are looking into all angles,” he said.

Travel and Tours / Philippines Safe for Tourists
November 14, 2007, 04:09:17 PM
The Department of Tourism (DOT) gave assurances that the Philippines remain safe as tourist’s destinations for foreign and local tourists despite the bombing in Congress.

Tourism Secretary Joseph Ace Durano said the country’s tourism industry is operating normally and that major tourist destinations such as Boracay, Palawan, and Bohol remain safe.

Durano reported that despite the alarm triggered by the Congress bombing, there had been no cancellations of packaged tours and bookings arranged prior to the blast.

“This only proves that the Philippines remain an ideal travel destination where its attractions far outweigh untoward incidents. We expect to achieve our goal of bringing in more than three millions guests this year,” Durano said.

Durano then stressed that the bombing at the House of Representative has been contained and does not reflect the situation in the Philippines as a whole.

“Based on initial investigation, the explosion was mostly likely personal in nature and meant only to harm a particular member of Congress,” Durano pointed out.

Durano noted that the DOT is now coordinating with various travel and tours operators to monitor the traffic of both domestic and international visitors to major island destinations and to ensure the accurate flow of information. - Mayen Jaymalin

Workplace & Productivity / P5 Wage Increase in Bohol
November 13, 2007, 06:21:27 PM
The Department of Labor and Employment (DOLE) has announced that effective today (Nov. 11, Sunday) the new minimum wage increase of P5 pesos for Bohol takes effect.

DOLE â€"Bohol extension office chief Wilson Cenas said that the province will have a new P205 minimum wage (compared to only P200 before) for non-agricultural workers and P200 (P195 before) for those in the agriculture sector.

Cenas urged all employers to implement the new order pursuant to the Sept. 27 regional wage board approved Wage Order No. 13 granting a P9 increase in wages of workers in Metro Cebu and P5 in the rest of the region. Workers are likewise encouraged to report to the DOLE office any violation or non-compliance of the new minimum wage rate.

Labor groups earlier hit the RTWPB for allegedly delaying the implementation of the new wage order.

Jose Tomongha, chairman of the Alliance of Progressive Labor, said that the Regional Tripartite Wages and Productivity Board has delayed the publication of the Wage Order No. 13 necessary for the enforcement of the wage increase.

The Tomongha group, at the outset, also wondered why the regional wage group came up with the P9 increase when the labor sector had asked for a P75 across-the-board increase.

“We presented all the data and complete computation why we asked for a P75 increase, but they (wage board) could not justify why they only granted P9,” the labor group lamented.

The Bohol Standard

The Energy Regulatory Commission said Friday that Boholanos better file in court their question on the validity of the operator’s franchise of the Bohol Light Co, Inc. in the appropriate courts.

ERC Commissioner Jose C. Reyes immediately cut short the discussions regarding the BLCI franchise at the beginning of the Consumers’ Hour held at the People’s Mansion Friday afternoon.

He distributed copies of a letter from ERC Chairman Rodolfo B. Albano, Jr. informing the Sangguniang Panlungsod of Tagbilaran City that the issue of the BLCI franchise and its request for a Cease and Desist Order (CDO) against its operation without a congressional franchise be raised with the appropriate court.

The National Electrification Commission (NEC) has issued a Provisional Certificate of Public Convenience (CPCN) to BLCI on July 10, 2003 after the affectivity of the Electric Power Industry Reform Act (EPIRA 2001). The law provides that the power to grant franchise to persons engaged in the transmission and distribution of electricity “shall be exclusively vested in the Congress of the Philippines...”

Reyes declared that the hearing be purely concentrated on the issue of rates, the third and final of BLCI’s application for Unbundling of Rates in the Province of Bohol.

An emotion-filled opening of discussions ensued as Commissioner Reyes threatened to cite for contempt Nemesio Monton, chairman of the Tagbilaran Concerned Consumers Organization (TACCO) for being out of order.

Monton raised the issue on franchise pointing out that if BLCI’s operation is illegal, all of its motions, request for any hike rates have no legal validity from the beginning.

“The ERC should stoop all proceedings until such issues are resolved,” Monton insisted.

Commissioner Reyes warned Monton on his power to cite contempt, declaring that ERC is a quasi-judicial body.

Monton however challenged Reyes: “Go ahead cite me for contempt.”

Reyes kept his cool and instead passed the microphone to ERC legal officer Atty. Rhett Roswell Mislang who made a comment that “if BLCI has no franchise, then let’s not connect electricity from it.”

Mr. Pio Castillo then took the floor pointing a finger to the ERC officers that they should be respectable coming to Bohol. Sarcastic calling for a doctor when somebody is emotional in raising a point is an insult to the descendants of Dagohoy, Castillo declared

“Bayad na mo sa Salcon ug bolada-bolada na lang ning inyong gihimo (you have been paid by Salcon and all these are empty exercise),” Castillo a former police chief and now a fiery radio broadcaster said.

Engr. Maurito Lim, vice chairman of the Bohol Integrated Water Resource management Board (BIWRMB) asked if the increased rates could be held in abeyance until the legality issue is resolved.

“In fairness to all, particularly lowly earning consumers, it should be held in abeyance in order not to aggravate their worsening living conditions caused by the continued increase of cost on commodities and water, electric services,” Lim said.

City legal officer Doni Piquero who represented the City Government of Tagbilaran, reiterated the city’s stand as indicated in their petition docketed as ERC Case No. 2007-122-RC to “deny the BLCI application of P0.25 centavos increase pending resolution of the issues raised.”

In that hearing, BLCI operations Manager Engr.Noel Alingig also bared their intention to recover the P11-million they paid to the city government as franchise tax. BLCI intends to add this to the consumers’ monthly bills. This will be on top of the P0.25 centavos hike already implemented starting in the October billing.

Talk of the Town / The Dead Will Pay GSIS Loans?
November 13, 2007, 05:48:33 PM
By Fred Amora
The Bohol Standard

Old-age GSIS pensioners and their immediate families are calling on all three congressmen of Bohol, representatives Edgar Chatto (1st District), Roberto Cajes (2nd) and Adam Relson Jala (3rd) to look into these extortionate policies of GSIS, a government entity that is supposed to look after the welfare of government workers and those who have unselfishly rendered services and have retired.

That common impression that says: “inigkamatay nimo, impas tanan utang” is wrong after all!

The Government Service Insurance System (GSIS), the wealthiest, money-earning government owned-controlled corporation still collects a dead pensioner’s unpaid loan balance even after the member’s death.

In the GSIS Form No. A-PENL 0-01, the pensioner is made to agree that, “in case of maturity of this loan due to the death of the Pensioner-Borrower and it remains outstanding in whole or in part, both principal and interest, the GSIS is authorized to apply the funeral benefit due his/her beneficiaries, inclusive of interest, penalties and surcharges.”

GSIS Section Chief on Claims Ria Eva Sevilla said all these are clearly indicated in the terms and conditions for all pension loan application.

The GSIS funeral benefit is only P20,000 and if the dead pensioner has an outstanding balance loan of P50,000, the beneficiaries get no single centavo and they have to look for other funding source to bury their dead.

And the woes do not end there; the remaining unpaid loan balance will again be deducted from the monthly survivorship pension until the loan is fully paid. The GSIS further demands that should the benefits/claims from the GSI be in sufficient to cover the remaining balance, it shall not be prevented from filing the necessary civil and administrative actions for the recovery either against the borrower or his estate.

The pensioner’s beneficiaries will likewise be compelled to pay 25 % of all amounts outstanding as/ and for attorney’s fees and litigation expenses in case the loan collection reaches court.

GSIS under Chairman Winston Garcia has been an object of public uproar as it allegedly squanders hard-earned member’s contribution spent on perks, allowances and fat salaries among officials.

GSIS is also known to have unnecessarily invested billions on collector’s items like paintings, vintage buildings and putting money on losing business ventures.
