Economical and Enhanced Safe Motherhood (e-SM)

Through the Economical and Enhanced Safe Motherhood (e-SM) project which adopts an RHU-based maternal care, the municipality of Carmen has built-up a capability to deliver improved health services.

The project had enhanced the commitment of service providers who are the public servants to public service, fostered shared responsibility between husbands and wife, community involvement, savings on the part of beneficiaries, income for the municipality, and inter-sectoral linkages with other institutions- -NGOs and private sectors.          

Through the project, the municipal government had improved its RHU Building, office room, information desk, and delivery room and had procured six mini-ambulance that were turned over to barangays with birthing clinics.

The project was designed to address alarming reports on maternal deaths, limited number of skilled birth attendants, refusal by district, provincial and regional hospitals to accommodate patients with pre-assessed normal delivery due to limited bed capacity.

The implementation of the project resulted to decreased cases of maternal and birth complications, economical cost for quality child delivery services, a mother-and-child-friendly birthing facility, increased access to health services, partnership with educational institutions for internship program, revenue generation.

In implementing the project, proponents first reviewed and updated the socio-economic profile of the municipality, conducted assessment and situational analysis, made presentation of assessment results and suggested solution to the policy-makers, facilitated for its inclusion in the local planning and budgeting, conducted information dissemination at the barangay level, made physical preparation for the RHU facility, pursued advocacy to the barangay governments for a barangay health station-based delivery.

Way back in 2002, local officials realized that mothers could safely deliver babies at the RHU.

The enhanced version of Safe Motherhood program of the municipality started with the MHO mobilizing the RHM and BHW in the campaign for RHU-based delivery. The campaign was reechoed to barangay constituents during barangay assemblies where RHM and BHW had the opportunity to promote and disseminate information about the safe motherhood program.

At least eight deliveries were registered in 2002 and almost 400 in 2006. During those years, no maternal deaths reported among women who gave birth at the health facility.

The health team was also able to manage two uterine atony without risking the life of the mother.

The facility's services also post savings on the part of the constituents, as they only had to spend a minimum of P500 to avail or 25 percent less than the cost of hospital-based delivery, in addition to high quality obstetric services.
