Anonymous Diary Blog / Demons in the UK?
June 09, 2008, 07:18:23 PM
British children are being "demonised" by a society that is locking too many of them up, according to watchdogs.

The joint report by children's commissioners for all parts of the UK said attitudes towards youngsters were hardening across the country.

The experts said crime committed by children had fallen between 2002 and 2006, but the numbers criminalised had gone up by just over a quarter.

Their conclusions are part of a United Nations review of standards in the UK.

The four commissioners were appointed in a move to ensure children's rights are more effectively recognised by policy-makers.

Their report will be presented to the United Nations Committee on the Rights of the Child.

Alang Niadtong Lansiyang Namatay Daplin Sa Kalsada

Tingali inig kaugma madugmok ug malata
imong lawas inig tunob sa ligid
sa imong unod ug kabukogan

Nakita ko nga may dugo nga misugwak
gikan sa imong tilaok, gawas sa baba
naipon sa dila, mibasa sa balhibo sa imong ulo.

Nasayod ka ba nga Tagbilaran ni?
Wala unta ka mianhi dinhi.
Didto ka na lang unta nagpuyo
sa dakong bato taliwala sa dagat sa Anda
o kaha sa mga kalubihan sa Alona
o kaha sa mga kakahoyan sa Guindulman.

Asa na ang imong mga kauban?
Gibayaan ka ba sa tanan?
Kinsay molubong nimo?
Gawas kanako nga nagsulat ug balak,
anaa pa kahay maghandum kanimo?

I had been driving in Singapore for 34 years when I received my first summons for speeding! It was not the first time I had exceeded the speed limit, but it was the first time I had been fined for doing so.

My first reaction was one of disgust. But as I contemplated the spiritual lesson, I realized that no matter how long I had been driving without a ticket, I was still accountable.

If I can break such a clearly defined law as a speed limit, think how easy it is to break God’s perfect law, which covers every aspect of life. No one, no matter how moral or religiously fervent, can keep it perfectly.

Paul wrote, “By the deeds of the law no flesh will be justified in His sight, for by the law is the knowledge of sin” (Rom. 3:20). Keeping the law can’t save us; rather, through the law we become aware of our sin (3:7-12). That’s why God sent His Son to save us. We need the righteousness of Jesus, because we can’t be justified through our good deeds. Paul concluded, we are “justified by faith apart from the deeds of the law” (v.28).

If you have put your faith in Christ, you can say with Paul, “Blessed are those whose lawless deeds are forgiven, and whose sins are covered; blessed is the man to whom the Lord shall not impute sin” (Rom. 4:7-8).

Pro athletes and coaches sometimes get something for nothing. Let’s say a coach signs a 3-year contract, and the team agrees to pay him $1 million a year. But in his first season, the team is terrible and management fires him. So, the coach leaves but still has 2 more years of pay coming to him. He gets the next $2 million without doing a thing.

We as Christians have to be careful that we don’t view our saving faith like that. We must never think, “Hey, I’m saved. I’ve got eternal riches coming my way. I don’t have to do anything for God.”

That’s partially right but very wrong. In one regard, our journey from here to heaven is paid for in full by Jesus’ sacrifice. There’s nothing we can do to earn salvation. But there’s another part of this that we must consider.

In Ephesians 2:8-9, after Paul clearly says that we do not have to “do” anything and that salvation is a “gift of God,” he goes on. Verse 10 says we indeed have a job to do. As believers, we are “created in Christ Jesus for good works.” God has tasks planned for us to do while we are on this earthâ€"not to pay our debt but to honor our Savior.

Life from here to heaven is not a vacation cruise â€" it’s a wonderful privilege and calling to serve God.

The Department of Labor and Employment (DOLE) today reported to Malacanang that the global deployment of overseas Filipino workers (OFWs) is on track to reach and surpass the one million mark in 2008.

This developed as a report reaching Dole Secretary Marianito D. Roque also projected that as current trends sustain, global OFW remittances would likely approach, if not surpass, the $15 billion level this year.

The latest report of the Bangko Sentral ng Pilipinas said that OFW remittances have already reached US$4.0 billion (more than P173-b at current rates) in the first quarter of 2008, with the highest month-on-month remittances reaching $1.4 billion in March, on top of $1.3 billion in February, and another $1.3 billion last January. In 2007, OFW remittances reached $14.449 billion, the highest in history so far.

“That global OFW remittances that have sustained year upon year on a robust scale, attest to the sustained strength of our global deployment, manifesting the distinct global preference for the OFWs in more than 190 host destinations worldwide,” Roque said. - News Source

Sa Babaye Nga Naghubo Didto Sa Baybayon Sa Obong

Nahitimbakuwas ang akong panan-aw
sa kalit nga pagdailos
sa imong patadyong
daw ang labtik sa pasol
tadlas nianang nag-ugdo nga kabilin
diha sa puti mong dughan.

Kaayong pagkaladlad
Sa duha ka biyoos, nanuyhakaw
diha sa kabuntagon.
Kaayong ikinto ibabaw sa akong balikhaw!
Kaayong isinggit paghinay!
Kay samtang nagpanglingi ka
kon wa bay nakaambit sa imong pagpabaya,
nagbingkil ang mga dahon,
gitukmod sa lunhaw ang laya
aron motipon sa yuta;
nasaag ang huyohoy,
miong-ong ang akong mga mata
ilawom sa gamot sa kahoy;
midailos pagsamot ang patadyong
napasapasa ang imong kanindot,
gisapnay ka sa mga balud,
gisapupo ka sa tinubdan
sa kahayag ug anino,
gitinguha ka sa mga lusay
aron himoong gapasan
sa ilang alimungaw,
gihulad kang way kaindig
sa mga tinguha sa daman ug damgo,
ang imong pusod garbo sa Ludabi,
ang imong kiaykiay lunsayng Sugboanon;
gipasangil ko sa langit
ang akong himaya
kay sa paghagtos sa pasol,
gibinlan mog taga ang akong kasingkasing.

World Daily News / Police Arrest Naughty Teacher
June 06, 2008, 06:50:10 PM
Florida, USA - A Polk County school teacher has been charged with sexually assaulting four students in a series of incidents that have been going on since last summer.

Stambaugh Middle School science teacher Danielle Jones was arrested this morning. Jones has taught at Stambaugh for seven years.  The 32-year-old teacher was led to a sheriff's squad car to go to jail shortly before 1:00 this afternoon.

Polk County Sheriff Grady Judd said today, "It's painfully obvious to us that she's a pedophile."

Judd says two of the victims are former students of Jones. The others are a friend and a cousin of the student victims. They ranged in age between 14 and 16 years old at the time of the alleged sexual contact.

Salt Lake City - Police say a woman stole two 14-karat gold bracelets -- by swallowing them. An employee at Hy & Mike's Pawn and Bail Bonds told police he saw the woman put the bracelets in her mouth May 27. Court documents say Salt Lake City investigators confirmed it by watching the surveillance video.

The bracelets, valued around $2,000, have been recovered. Police spokesman Jeff Bedard says he doesn't know just how the jewelry was collected.

A Central Texas man has been arrested on a cruelty to animals charge after critically injuring his girlfriend's dog by shooting it with a bow and arrow.

The dog, a German shepherd-Labrador retriever mix, had to euthanized later in the day after Kenneth E. Holder, 48, shot him with a bow and arrow.

Holder, described by police as "highly intoxicated," told police that he'd been bitten by the dog while trying to wash it.

After the dog bit Holder, he went into the house, had a number of alcoholic beverages and waited an hour before he went outside to shoot the dog with a bow and razor-tipped hunting arrow, police said.

Holder was released from the Williamson County Jail late Wednesday after posting a $5,000 bail.

Craig Cousins picked the wrong bank to ask for directions.

The Vallejo man ended up behind bars facing two felony charges.
Cousins’ woes started  on May 23, when he cashed a forged check at Bank of America in American Canyon, according to American Canyon Police Sgt. Joel Wilson.

He altered a check for $14 to make it $740, Wilson said. “He cashed it at the bank and left with the money before staff determined the check was altered.”
The investigation lead detectives to Cousins after a bank employee identified him through a photo line up, Wilson said.

The break in the case came on Tuesday when Cousins went into the same Bank of America and asked for directions to the Umpqua Bank in American Canyon, he said.

Inspiration & Hope / Life As A Tempestuous Sea
June 06, 2008, 01:02:13 PM
By Cindy Hess Kasper
Our Daily Bread

Jan and Hendrikje Kasper sailed into United States waters in January 1957. Their family of 12, along with other Dutch immigrants on board the Grote Beer, crowded on deck to catch their first glimpse of the Statue of Liberty in New York Harbor.

That initial view of Lady Liberty was excitingâ€"and emotional. They had just endured an arduous 11-day journey across the sea on a no-frills voyage. They had left many friends and family members behind in The Netherlands. They had experienced rough seas brought on by a hurricane and had dealt with seemingly endless seasickness. But nowâ€"finallyâ€"they had arrived. They were home!

Someday those of us who have trusted Jesus Christ as our personal Savior will leave this life and go to the place He has prepared for us (John 14:3). The journey may be difficult or uncomfortable, but we certainly look forward to the final destination.

Composer Don Wyrtzen wrote the music for a wonderful song that pictures our earthly life as a “tempestuous sea.” It ends with these words:

Just think of stepping on shoreâ€"and finding it heaven!
Of touching a handâ€"and finding it God’s!
Of breathing new airâ€"and finding it celestial!
Of waking up in gloryâ€"and finding it home!

When we see Jesus face to face for the first timeâ€"we will be “finally home.”

Mayor Leon Calipusan of Loboc is in Cloud 9 after knowing his generous benefactor reconsidered plans to lie low in his free spending ways for the benefit of the people of Loboc.

The love affair of Mr. Carlos Chan, the country's special envoy to China, and the municipality of Loboc, is indeed the envy of many local executives, and the talk of the town, to even more.

How many LGUs are hoping for the day that they too be introduced to Mr. Chan so that they can also avail of his generosity. Not too fast ladies and gentlemen, me thinks your day will come.

But lately, the friendship of Mayor Calipusan cultivated through the years with the philanthropist was threatened with unsavory remarks coming from different quarters. Like a person caught in a classic panic act, Calipusan wondered aloud why some persons are so insensitive as to cast aspersions and ill motives to people who are just willing to help.

There's no doubt that in the animal kingdom the Leon is the king of predators. But contrary to his ferocious reputation in the animal world, Leon as a person is known for his gentle ways. And may be that's the reason why he won the heart and mind of Mr. Chan because he is one guy so amiable and easy to deal with. The terms of endearment? Just plain and simple trust and confidence. > > to read more, click here`

Media practitioners and assorted observers were disappointed when Hon Danilo Bantugan, Kagawad of the Sungguniang Panlunsod of Tagbilaran did not appear before the Sangguniang to confront Hon Alfonso Damalerio Kagawad of the Sangguiniang Panlalawigan in the session of the latter. The expected firework did not materialize. It is not that Dan Bantugan got cold feet but to face Al Damalerio in his turf is a no win situation for the former.

If Bantugan dared show his face alone in the Sangguniang Panlalawigan Halls, he might be interpellated to death. He would have to face civil engineering problems, which he may not be equipped to answer. Or he may have to explain a program of work for the drainage, which is not yet drawn up. He may be made to look foolish wittingly or unwittingly, now that the tiff is in the open.

The tiff sprang from the privilege speech of Damalerio in a session of the Sangguniang Panlalawigan denouncing the deplorable state of the city drainage.

Foul smelling waters sweep the city during heavy rains. This tirade if one may call that, roused the ire of the city authorities. Atty Dan Bantugan in his privilege speech in the Sangguniang Panlunsod virtually called Al Damalerio a meddler in city affairs and pronounced him a persona non grata of the city. This could be right or this could be wrong.

Al Damalerio is a provincial board member; his concerns are the welfare of his constituents. If he is a First District kagawad, then he has constituents in Tagbilaran City thus he has interest in their welfare. If he has a resident in Tagbilaran, then he has the right to complain about the situation. Now comes the provision, which may confuse the issue.

In the Rules and Regulations Implementing the Local Government Code of 1991 Republic Act 7160, Rule XII Art 59 Section (a) states that the provincial government has supervision over component cities and municipalities under its territorial jurisdiction. However, highly urbanized cities and independent cities are no included. If the City of Tagbilaran belongs to the previous category, Damalerio, as a board member can castigate the city authorities in the Sangguniang Panlalawigan.

However, if Tagbilaran belongs to the highly urbanized or independent component city category he would be out of the line. Then if Damalerio is a resident or has a residence in Tagbilaran, being a constituent, he can still denounce the situation in the Sangguniang Panlunsod. Since he is a city constituent, this would be the proper venue. Still, as a citizen of the Philippines, he can still air his complaints anywhere but no in these two Halls.

Relatively, the City of Tagbilaran does not have a severe drainage problem. But it may have in the future. The city sits high above the sea level. Rains would just seek natural waterways to reach the sea. The limestone base of the soil is porous that light rains can be easily absorbed. We can say however that the Tagbilaran drainage system is obsolete. It was, are not built for present condition.

More houses and buildings built, more sewage water generated, more pavements, which prevents absorption of runoffs, are constructed; concrete barriers channel or impede water flow. Main sewer pipes may have been laid, however underground feeder pipes, which convey water to the mains are not yet installed. Then, the city has to contend with water from upper municipalities, Perhaps that is where Al Damalerio would he able to help the City of Tagbilaran.

Going beyond the 17.7-percent difference at the present 82.3-percent food sufficiency, the provincial government aims for a 19.47-percent leap to achieve 101.77 percent food production rate by 2010.

Experts at the Office of the Provincial Agriculturist (OPA) calculated the target based on the projected efficiency of the present interventions through the Rice Accelerated Enhancement Response (RACER) project which covers two major programs- -the ongoing Bohol Seeds Assistance Program (BSAP) and the Bohol Fertilizer Assistance Program (BFAP) up for launching, both aimed at improving the yield of farmers in the 20 pilot municipalities.

This was according to Department of Agriculture (DA) Crops Productivity Division Chief Remedios Regacho, during the weekly radio program, Governor's Report, Friday.

The provincial government banks on the farmer's improved yield through cultivation of hybrid varieties of rice and other crops, and improving local agricultural technology to meet the target on timetable after Governor Erico Aumentado launched the RACER project on May 5, she said.

With BSAP's expansion already running since the second quarter this year, the governor planned to launch BFAP soon to totally empower Boholano farmers whose improved produce, in return, will raise the food sufficiency level of the province.

Bohol Vice Governor Julius Caesar Herrera admits there are big challenges in the future but appeared unbowed and unperturbed.

Herrera said that although he is hoping for the best, it would be more prudent to anticipate the worse case scenario based on prevailing conditions.

"I am not trying to scare our people. Just telling them what to expect," the vice governor explained.

He said there are many factors that indicate a crisis on many fronts for the country including Bohol.

"We face major challenges ahead particularly with the economic crisis and food security. But we can deal with it if we act now," he added.

The vice-governor said that the economic crisis is largely a consequence of the steep increase in petroleum prices.

"We cannot deny the fact that we are affected by external forces so we have to prepare for more difficult days," he added.

A Political Analysis
By Bohol Sunday Post

Representatives Edgar Chatto and Roberto Cajes are no longer eligible to run for reelection, stoking fears that they will be fielding their respective spouses to run in their place.

This is of course nothing new. In many parts of the country, it has become commonplace for politicians to field members of their families to run in their place.

In the process, this has effectively negated the spirit of the provision on term limits under the 1987 Constitution.

Pureza Veloso-Chatto, the first district solon's wife, has increasingly been visible reinforcing speculations that she would be running in his place in 2010.

Trinidad Mayor Judith Cajes is also widely expected to run in place of her husband in the next election.

Rep. Adam Relson Jala is still on his first term after winning the congressional derby in the third district in last year's election over former Gov. Rene Relampagos.

Jala took over the position held by his father, former Cong. Eladio Jala who has been appointed to the Department of Transportation and Communication.

Chatto and Cajes however may not just be backseat drivers like Jala in the last election.

Stories are floating that the two solons are not ruling out the possibility of running for the top two positions in the provincial government.

Chatto's name has always surfaced as a gubernatorial timber but Cajes himself is said to be in the running due to a commitment from no less than First Gentleman Jose Miguel Arroyo.

This means that it could either be a Chatto-Cajes tandem or the other way around, Cajes vying for governor with Chatto as his running mate.

As if that is not enough, Chatto's brother-in-law, Tagbilaran Vice Mayor Jose Antonio Veloso is priming himself up to challenge incumbent Tagbilaran Mayor Dan Lim.

On the other hand, former Sangguniang Kabataan provincial federation president Frances Bobbith Cajes-Auza is being considered to run for Trinidad mayor if her mother throws her hat into the second district congressional race.

Tagbilaran Mayor Dan Lim said the campaign for the 2010 elections has started in Tagbilaran City.

"In fact, it has already started since Day 1," Lim disclosed.

He said that instead of putting politics aside so the people can avail of quality service, emphasis is now given to the interests of political factions slated to face each other in the next polls.

The mayor said this is sad because politics does not hesitate to cause inconvenience and hardship to the people.

"For instance, it was learned during a meeting to address the drainage system that it was Cong. Edgar Chatto who ordered the (Department of Public Works and Highways) last May 12 to close the drainage that worsened the dirt and pollution," he alleged.

The mayor said that after the closure, Board Member Alfonso Damalerio II then delivered a privilege speech criticizing the city government's program designed to solve the drainage problem.

A fascinating film made in 1950, The Next Voice You Hear, tells a story of a family with a typical amount of trials and tensions. Then, one night, the voice of God speaks on the radio. But not just their radioâ€"God’s voice is heard throughout the world on every radio, saying the same thing at the same time.

At first people react with disbelief, then fear. After several days of hearing “The Voice,” however, people’s attitudes, actions, and priorities begin to change. The impact of what God is saying directly affects how they live their lives.

I have heard people say, “If only God would talk to me! If He would just tell me what to do, I would do it.” The simple fact is that God has already spoken to us through His Word, the Bible. Do we listen to Him as He speaks?

The psalmist desired to obey God’s Word “continually, forever and ever” (119:44). And James warned about ignoring it when he said, “Be doers of the Word, and not hearers only, deceiving yourselves” (James 1:22).

How would you respond if God began to speak to you on your radio? We can be thankful that God does speak to usâ€"not on the radio but in the Scriptures. May we be wise enough to listen and obey.

A friend of mine who leads spiritual retreats once told me that not one person who has followed his regimen of a silent retreat has failed to hear from God. Intrigued and a bit skeptical, I signed up for a 5-day retreat. We had much free time and just a few requirements, such as the assignment to spend 2 hours praying each day.

I doubt I had devoted more than 30 minutes to prayer at any one session in my life. The first day I wandered to a meadow and sat against a tree. How long will I stay awake? I wondered. To my great fortune, a herd of 147 elk wandered into the very field where I was sitting. To watch 147 elk in their natural habitat is enthralling and, eventually, boring. Yet after a while the very placidity of the scene began to affect me. Over the next few days I said many words to God. I was turning 50, and I asked for guidance on how I should prepare my soul for the rest of life. Many things came to mind while sitting in a field for hours at a time. I had to agree that I had indeed heard from God.

When Elijah stood before the Lord on Mount Horeb, he didn’t meet Him in the wind, earthquake, or fire. Rather, God spoke in a “still small voice” (1 Kings 19:11-12).

I’m more convinced than ever that God finds ways to communicate to those who truly seek Himâ€"especially when we lower the volume of the surrounding static.

Obituary / Reflection on Death

In 1862, during the US Civil War, General Daniel Butterfield wanted a new melody for “lights out.” And so, without any musical training, he composed one in his head.

Years later, the general wrote, “I called in someone who could write music, and practiced a change in the call of ‘Taps’ until I had it suit my ear, and then . . . got it to my taste without being able to write music or knowing the technical name of any note, but, simply by ear, arranged it.” General Butterfield gave the music to the brigade bugler, and the rest is history.

While there are no official lyrics to the hauntingly familiar strains of “Taps,” here is a commonly accepted version of one verse:

Day is done, gone the sun,
From the hills, from the lake, from the sky;
All is well, safely rest, God is nigh.

What a comforting lyric as faithful members of the military are laid to rest! And what hope in the acknowledgment that God is near, evenâ€"especiallyâ€"in death!

At a time when death and evil reigned, the prophet Isaiah anticipated a day when death itself would die. “Your sun shall no longer go down,” he wrote to Israel, “for the Lord will be Your everlasting light” (60:20).

For those who follow Jesus, the strains of “Taps” are not a funeral dirge but a song of hope. “The days of your mourning shall be ended” (v.20). All is well. God is nigh.

MTV has been fined £255,000 by watchdog Ofcom for broadcasting offensive language before the watershed.

The broadcaster was censured for "persistent" breaches on some of its European channels on programmes that were likely to appeal to children.

Reality shows repeated during the day contained swearing and music videos not suitable for children were shown before 2100, the media regulator said.

MTV blamed the mistakes on human error and technical problems.

There’s a popular idea floating around about how to get whatever you want. It’s called “the law of attraction.” Just think and feel what you want to attract, and “the law will use people, circumstances, and events to magnetize what you want to you, and magnetize you to it.” This positive-thinking philosophy teaches that the “energy” of your dominant thoughts “attracts” your circumstances.

You won’t find that idea anywhere in the Bible! As believers, we have good reason to be positive in our thinking, but it’s because our heavenly Father understands our needs and meets them. Because He cares for us, we don’t have to be anxious (Luke 12:29-30). Life doesn’t consist “in the abundance of the things [we possess]” (v.15), so we make it our aim instead to be “rich toward God” (v.21). We do that by seeking His kingdom and purpose (v.31) and by laying up treasures in heaven, not for ourselves in this life.

Jesus said, “Take heed and beware of covetousness” (v.15) because one day, like the rich fool in the parable in Luke 12, we will leave it all behind. That’s when we’ll have more than we ever dreamed of. In the meantime, God promises to care for our needsâ€"no matter what the circumstances. And that’s no secret.

Pharmaceutical companies make billions of dollars selling drugs that prevent hardening of the arteries, a condition that can lead to heart attacks, which kill thousands of people every year.

A more serious condition than hardening of the arteries, however, is hardening of the heart, and it cannot be prevented by any wonder drug. The prophet Zechariah warned the Israelites about it. They had hardened their hearts and refused to listen to the words of the Lord. Symptoms of this deadly condition were their refusal to execute true justice and their failure to show mercy and compassion (Zech. 7:9). As a result, the Lord became angry and stopped listening to them (v.13).

While it’s important to keep plaque from forming in our arteries, it’s even more important to keep our hearts from becoming callous to people who are important to God: widows, orphans, aliens, and the poor (v.10).

It’s crucial to follow our doctor’s orders to keep our arteries from hardening. But it’s even more crucial to obey God to keep our hearts from becoming hardened to the needs of others.

Ask God to bring to mind a person who needs the help of someone with a soft heart.

A man who played double-bass in the Mexico City Philharmonic told me that the finest instruments are made of wood that has been allowed to age naturally to remove the moisture. “You must age the wood for 80 years, then play the instrument for 80 years before it reaches its best sound,” said Luis Antonio Rojas. “A craftsman must use wood cut and aged by someone else, and he will never see any instrument reach its peak during his own lifetime.”

Many important things in life are “next generation” mattersâ€"teaching, training, and parenting are among them. The apostle Paul invested himself in people whose spiritual influence would continue long after he was gone. He wrote to Timothy: “The things that you have heard from me among many witnesses, commit these to faithful men who will be able to teach others also” (2 Tim. 2:2). Paul, Timothy, “faithful men,” and “others” represent four spiritual generations built on the enduring foundation of the gospel of Jesus Christ.

Are we living only for today and the short term, or are we giving ourselves to others who will continue the faith after our race is run? Living for Christ and making disciples are all about the next generation.

General Motors is closing four truck and sports utility vehicle (SUV) plants in the US, Canada and Mexico as it looks to environmentally-friendly cars.

Recent strikes at some GM factories have dented production of SUVs.

And surging fuel prices have heralded a shift to smaller vehicles, with GM also considering selling its Hummer brand.

But GM's board has approved production of a new small Chevrolet car at a plant in Ohio and the Chevy Volt electric vehicle in Detroit.

Boss Rick Wagoner said plants to be closed were in Oshawa, Ontario, Canada; Moraine, Ohio; Janesville, Wisconsin; and Toluca in Mexico.

The world's largest carmaker said it was making the moves "to aggressively respond to growing demand for fuel-efficient vehicles and to economic and market challenges in North America".

The US is to tighten visa restrictions to allow it to screen all short-term visitors from Japan and Western Europe.

US Homeland Security Secretary Michael Chertoff said visitors to the US who do not need visas will be required to register with the government online.

The security regulation, set to begin next year, will require visitors to register three days before they visit.

The online registration will remain valid for a two-year period, Mr Chertoff said.

He said the changes - which will affect citizens of the 27 countries currently listed under the US visa waiver programme - will allow the US to screen visitors before they travel.

The Confederation of British Industry (CBI) said it had been reassured that the new measures contained provisions for last-minute travel.

Deterring terror

The waiver programme was initiated in 1986 "with the objective of eliminating unnecessary barriers to travel, stimulating the tourism industry," according to the State Department website.

The new programme will be rolled out from August, and will be mandatory for all visa-free travel from 12 January, 2009.

A Homeland Security spokesman said the new registrations would require the same information as the I-94 card, which is currently filled out by visitors to the US and turned in to customs on arrival in the country.

That information includes passport number, country of residence, and any involvement in terror activities.

In a speech to supporters, Mrs Clinton refused to concede the election.

Speaking in New York, Mrs Clinton congratulated Mr Obama and his supporters "for all that they have accomplished".

But she stressed that she was making "no decisions tonight" about her continued presence in the race.

Since the Commission on Elections did not merely disqualified sitting Albur mayor Jose Ugdoracion Jr. as mayor but declared him not to have been a candidate at all, a move has been sought to finally install Ephraim Tungol, as the winning candidate having garnered the highest number of votes from two other candidates in the last May 14, 2007 elections.

A motion filed by Tungol’s lawyers requested Comelec to immediately order the execution of its en banc Resolution dated Sept. 28, 2007 denying Ugdoracion’s motion for reconsideration and to require the Municipal Board of Canvassers of Alburquerque, Bohol to reconvene and declare the votes gathered by Ugdoracion as “stray”.

Tungol, having garnered the highest votes over two others who ran for the same position, will be declared as the duly elected Municipal Mayor during the May 14, 2007 National and Local Elections .

In the May elections, there were four who filed Certificates of Candidacy for the position of Mayor of Albur.

On May 8, 2007, the Comelec First Division granted a petition filed by Tungol canceling the COC of Ugdoracion. He was also removed in the certified list of candidates for material representation and for lack of the necessary residency requirement.

Jurisprudence say: “Votes cast for a disqualified candidate fall within the category of invalid non-existent votes because a disqualified candidate is no candidate at all and is not a candidate in the eyes of the law. (Santos v. Comelec and Rufino, G.R. No. L-58512).

A Liberal backbencher had multiple orgasms on the floor of parliament last night.

Victorian MP Jason Wood was supposed to be talking about genetically modified organisms when he ran into trouble.

And just in case anyone missed him talking about "genetically modified orgasms" the first time, he repeated it.

"I support the member for McMillan's call for the government to conduct an independent broad-ranging scientific investigation into the genetic modification of food and biotechnology to assess not only the health of the crops and the food, but also the potential for contamination, the commercial implications for Australian primary industry, and the benefits and risks associated with genetically modified orgasms, orgasms," Mr Wood said.

The La Trobe MP, who did not have the hallmarks of a great orator, sounded a little confused about the word, so tried pronouncing it two ways.

He did not correct his mistake, instead moving on rather hurriedly to the climax of his speech.

Later in the speech he did refer to "genetically modified organisms."

A man was operated on in Hornsby Hospital early today to remove 16 stainless steel washers from his penis.

Berowra Fire Rescue officers were called to alleviate the man from his awkward predicament at 3am.

It was not clear how the situation arose.

The man may well have thought long and hard about placing himself in the difficult situation.

Fire Rescue Officers spent more than an hour unsuccessfully attempting to remove the washers, before the man was taken into an operating theatre about 4.30am.

Surgeons took about 90 minutes to remove the washers using fire brigade equipment.

A hospital spokesman said equipment normally used to remove rings from fingers was ineffective because of the thicker nature of the washers.

Yves Saint Laurent, considered by many as the greatest fashion designer of the 20th Century, has died in Paris at the age of 71.

Saint Laurent changed the face of the fashion industry when he became chief designer of the House of Dior at 21.

He designed clothes that reflected women's changing role in society: more confident personally, sexually and in the work-place.

He retired from haute couture in 2002 and had been ill for some time.

Saint Laurent died on Sunday evening in the French capital, the Pierre-Berge-Saint Laurent Foundation announced.

Pierre Berge, the designer's former business and personal partner, said he had died at his home after a long illness. He did not give details.

French President Nicolas Sarkozy paid tribute to Saint Laurent's "creative genius".

I’'l never forget when our youngest child Matthew fell and broke his wrist. It was grotesque! His arm took a sharp left turn at his wrist and then turned again to resume its normal journey to his hand.

We rushed him to the hospital where the doctor began to set his wrist. I watched as the physician pulled and twisted Matthew’s arm. I wanted to jump up and pull him away from my son! But I simply sat and watched, knowing that the agony was necessary to make Matt whole again.

If we trust earthly doctors to do that for our children, how much more we should be willing to trust God, the Great Physician, to reset our broken lives “to be conformed to the image of His Son” (Rom. 8:29). One of God’s purposes in pain is to brand the image of Jesus in our hearts. Can we weep with those who weep? God may need to stain our cheeks with our own tears so that we can genuinely empathize with others as Jesus did. Are we self-sufficient? God may need to strip away our security to conform us to the God-sufficiency that Christ displayed. Are we faithless? It may require a tragedy to teach us to trust the Father as Jesus did.

Next time you feel broken, don’t panicâ€"praise Him! God is at work!

My wife and I were stopped at a railroad crossing to allow a train to pass. As we waited in the line of cars, the driver next to us suddenly darted through a nearby parking lot and headed in the direction of the next available railroad crossing.

I turned to Marlene and said, with some righteous indignation, “Look at that guy. He’s trying to get around the train instead of waiting like the rest of us.” As soon as I said those words, the man, camera in hand, hopped from his car to take pictures of the oncoming train. I had judged his motives, and I was dead wrong.

Although we can observe behavior and outward appearance, only God can see what’s in the heart. That is one reason we all need the Word of God so desperately. Hebrews 4:12 says, “The Word of God is living and powerful, and sharper than any two-edged sword, piercing even to the division of soul and spirit, and of joints and marrow, and is a discerner of the thoughts and intents of the heart.”

When we find ourselves ready to judge another person’s motives, let’s pause and rememberâ€"only God can see the heart, and only His Word can expose its motives. Our responsibility is to let the Lord and His Word convict us about our own hearts.

Security cameras may be needed in ambulances to protect both patients and paramedics, the ambulance union said today, after one of its members was cleared of digital rape of a drug user.

Although found not guilty, former paramedic Simon Paul Howe must now fight through arbitration to get his job back, after the Metropolitan Ambulance Service (MAS) last year sacked him for contract breaches related to the incident.

Mr Howe, 33, was yesterday acquitted in court of indecently assaulting a patient in the back of an ambulance.

Ambulance Employees Australia (AEA) state secretary Steve McGhie today said the allegations and the refusal of the MAS to support Mr Howe had paramedics worried.

"Ambulance paramedics throughout Victoria are very concerned that they could be put in a vulnerable position with a patient or a relative of a patient that might make serious allegations against them, and their employers will not support them," Mr McGhie said. - source: News Australia

Bran, look for used books in Amazon or Barnes and Noble. Also, do a research if such and such books have ebook versions. Most new books in Amazon have a corresponding ebook format, which is much cheaper compared to the print format.

Time will come that people will do away with printed books for two reasons: 1. it costs a lot to buy books 2. companies may soon realize that we have run out of trees to be used to produce paper.

The publisher of Oxford Dictionary, that's 74 Volumes and 62 Kilograms all in all, has just decided to abandon producing paper-based dictionaries. They will now reproduce the gigantic Oxford Dictionary in CDs, DVDs, and Online Content.

Britannica Encyclopedia has also stopped producing voluminous copies of its encyclopedias. Britannica has uploaded all its encyclopedia contents in its website.

Microsoft, the publisher of Encarta Encylopedia, has put all encyclopedia contents in its website.

Bran, Look for website of the publisher of your medical books. The publisher may be providing an option for online subscription for the books you need.

If you still have problems with costly books, send me a PM with authors and titles of books. My "techie" contacts may be able to bring food to the table. :)

Bohol Detention and Rehabilitation Center (BDRC) Warden and retired Col. Raul Mendez doused reports that they are threatened by a mass jailbreak by some 300 inmates.

BDRC jailguards who were concerned of security inside the BDRC told the Chronicle that the threat is real as prisoners are allegedly congregating more often than they used to.

The twenty-five detention cells at the prison facility still do not have padlocks, revealed one jailguard who spoke on condition of anonymity.

Last April 13, the BDRC inmates staged a riot and destroyed all sliding iron bars to their detention cells.

Although the iron bars have been replaced and repaired, the padlocks are not yet purchased and allegedly delayed due to government procurement procedures.

Mendez reportedly issued a memorandum on Thursday, placing all jail guards to be on "double red alert" status.

The remains of three-month-and-one-day dead and frozen OFW Eugenia Magdula Baja can be transported to Bohol from Riyadh, also in Saudi Arabia, soon.

This is now worked out by the Philippine Embassy there after the Arab police required the OFW's employer to secure approval from the governor of Riyadh for the repatriation of the dead domestic helper.

Embassy men Lucman Gayampal and Eduardo Lamparas conferred with Capt. Mohammad Al Gessie of the Sahafa Police Station in Riyadh and a representative of Baja's employer for the return home of dead Baja after autopsy had been done.

The late autopsy and investigation findings, including the cause of her death, caused the delay in the transport of the OFW"s remains back home.

The Boholana maid died at the house of her Arab employer allegedly by hitting his head with a block of concrete.

She died last February 24. Her corpse has been frozen exactly three months yesterday, May 24.

Her family in Matin-ao, Sierra Bullones requested for an autopsy on the OFW's corpse as they could not believe she could harm herself, much less chose to die on her own volition without a grave cause she could no longer bear.

Now seeking government help, an overseas Filipino worker (OFW) is jailed allegedly for bribing the police in his desire to drive in Jeddah, Saudi Arabia.

His case is undergoing investigation by the Jeddah Investigation and Surveillance Office (JISO) while the migrant worker remains detained.

OFW Reynaldo Exclamador wished to get a valid driver's license in Jeddah. He took a driving test given by the Arab authority last April 18 but failed.

Exclamador allegedly tried to "bribe a police officer so he could be issued a driver's license."

The OFW, said to be a good man, is an uncle of DYTR Manager Lito Responte, the CHRONICLE gathered from the office of the solon where it also secured a copy of the consulate letter-report.

One of the suspects in victimizing supermarkets and stores here in the city by using counterfeit checks was arrested by the City PNP last Friday.

The suspect is identified as Remedios Corpuz Bautista, 50 years old, originally from Caloocan City, Metro Manila.

Bautista was caught using fake checks to pay for her groceries bought in one of the supermarkets here last Friday.

The arrest of Bautista came after store owners were alerted on Thursday on the proliferation of counterfeit Department of Education (DepED) payroll checks bearing the name of Landbank of the Philippines.

According to the City PNP, the fake checks paid to different stores here amounted to about P60,000.

Police said the suspects could be part of a bigtime counterfeiting syndicate operating here.

Banks and DepEd Bohol has warned store cashiers to check the signatories of checks paid to them as most of those which turned out fake bare the names and signatures of Eduardo Tamano and Corazon Barientos instead of the authorized signatory, DepEd Bohol Schools Division Superintendent Dr. Elpidio Jala.

Just a few minutes after announcing the eviction of the Medical Mission Group and Health Services Cooperative (MMG-HSC) from its occupied building, City Mayor Dan Lim withdrew his order by giving a one-week deadline for negotiations to start with the hospital management.

The mayor, who spoke during the 10th National General Assembly of the MMG Hospitals Federation at the Bohol Heritage Hotel last Monday, initially explained to the gathering his reasons for terminating the lease agreement of the city government property occupied by the Tagbilaran Coop Hospital.

However, during the open forum in the same meeting, the mayor retracted his earlier statement saying he will give another chance to the management of the hospital to convince him that the lease contract be renewed.

The province of Bohol will have enough supply of rice to go through the coming lean months.

The assurance was given yesterday by Clyde Omictin, new provincial manager of the National Food Authority (NFA) Bohol office.

Omictin formally assumes office today from Nestor Rey Alcoseba, who will be transferred as new NFA manager in Cebu.

The new NFA provincial manager, who held the same post in Siquijor until his assignment here, said the 85-percent rice sufficiency in the province can cope with the local consumption.

He said the coming harvest season will improve the supply here complemented by regular rice shipments from the Cebu NFA rice depot.

Two youth activists charged with the attempt to kill Gov. Erico Aumentado four years ago were cleared by the Regional Trial Court (RTC) on Friday.

After four years of litigation, Jamaal Calipayan and Jessie Quintas were both cleared of any hand in the assassination try on Aumentado and the subsequent charges filed against them by the Bohol Police Provincial Office.

Aumentado, aboard his Mitsubishi Pajero together with three security aides and a driver were ambushed by four armed men, just a few meters away from the provincial Capitol on February 13, 2004.

In relation to the shooting incident, Calipayan and Quintas, organizers of militant youth organization Anakbayan, were initially charged with attempted murder, but this was downgraded to public disturbance due to lack of evidence.

In an eight-page decision, Judge Sisinio Virtudazo of RTC-7 Branch 1 in Tagbilaran City said, "The prosecution evidence failed to meet the quantum of proof beyond reasonable doubt necessary for conviction in a criminal case to overcome the presumption of innocence accorded by the Constitution to the accused."

For having been "remiss" of its duty, Vice Gov. Julius Caesar Herrera yesterday lambasted the Department of Public Works and Highways (DPWH) First Engineering District for the unresolved drainage problem in the city.

The vice governor's reaction followed after a joint committee report presented by
Board Member Alfonso Damalerio II sought the passage of three committee resolutions in connection with the city drainage problem.

Herrera initially questioned why lawmakers had to resort to the adoption of legislative measures in solving the drainage issue when the DPWH is "totally to be blamed" on the matter.

The Sangguniang Panlalawigan (SP) committee on environment proposed a resolution in support to Tagbilaran City Council resolution requesting DPWH Sec. Hermogenes Ebdane not to accept the turn-over of the San Jose Street Drainage System Project unless its contractor complies with three commitments made through the DPWH First Engineering District.

Kidapawan City, Philippines: A 52-year old father has ended his life Wednesday when rice stocks became scarce and prices soared high in his town in Midsayap, North Cotabato.

Rodrigo Villar Bangca, small-time vendor in Poblacion-6 in Midsayap, hanged himself using a rope. His body was found a day after by Wilma Celebio, a farm caretaker.

Bangca’s wife told investigators that her husband has been very upset after he learned that the rice supply in his town has become scarce and that the prices had soared high.

Most rice retailers in Midsayap and in other towns in North Cotabato closed their stores when prices of rice became unstable.

“Last week, we can still buy a sack of rice from the wholesalers worth P1,850. Few hours later, it increased to about P2,050. A day after, it soared to about P2,200. Today, a sack of Milagrosa rice is sold at P2,500,” said rice retailer Toto Bacus.

The Milagrosa, first class rice, is sold in the market here at P50 to P52 per kilo because of scarcity in supply,” he stressed.

Ordinary rice is sold at P38 to P40 per kilo, while NFA rice is still at P18.25 per kilo.

Bangca told investigators that days before her husband hanged himself, he heard him saying that life is getting harder for poor people like them. - Philippine News Agency

“Run away, fight another day!”

Seen as a smart move, administration ally city councilor Danilo Bantugan did not show up in the much awaited face-off with provincial board member Alfonso Damalerio II, during last Friday’s city council joint meeting regarding the controversial city drainage system.

Bantugan earlier delivered a scathing privilege speech against Damalerio’s action in allegedly interfering in affairs that belongs to the city government.

Reports have spread that Bantugan also wanted Damalerio declared as persona non grata.

The councilor-lawyer, however, denied that he initiated such move.

MEDIA BLAST

Bantugan also went ballistics against dyRD PULSO commentator Roberto “Batchoy” Alba for comments that he did not like, citing texters’ messages read in the program calling Bantugan names and not a native Tagbilaranon. The latest Bantugan-Damalerio rift was noticed by many radio listeners as Bantugan’s show of loyal support to City Mayor Dan Lim who was first to drop his bombshell against the board member in his radio program Mayor’s Report.

Mayor Lim was pique at the alleged “politicking” of Damalerio made at his expense.

Bantugan, who was a protégée of the former three-term city mayor Jose V. Torralba, is now seen as the administration ‘s “Faith Defender”; but which tag he strongly denied.

WORKING MINDS

In last Friday’s meeting of the city council convened as Committee of the Whole, Damalerio, provincial board chairman on environment and Dr. Yul Lopez, provincial board chairman of the committee on health shared their own views in the raging controversy of the city drainage and the disposal of the waste water into the city bay.

Damalerio earlier said he is not in anyway “intimidated” by the tirades of the city mayor and also that of Bantugan that have gone down to gutter language and too personal.

“My intention is to help since it is a concern for all, not only for city officials,” Damalerio said.

Robbers have become ruthless and of course heartless that even an oxygen tank of a sick girl was taken as a loot.

The teenage girl with a serious heart illness came home on Monday afternoon and discovered her oxygen tank valued around P7, 000 stolen from her locked bed space inside her boarding house Thursday.

To protect the identity of the victim, she is known only by her first name as Joan. She was featured a few months back in this paper STANDARD as a heart patient under the care of one good American samaritan who is residing here in Tagbilaran city.

On Monday morning, Joan had been spending time at BQ Breadbasket and later on when she returned to her boarding house, she noticed that her oxygen tank with respirator was gone.

Roger Long, the American who has been taking care of Joan for over a year now said that he is worried about her rare heart condition as she fights for her life every day with out the use of her oxygen tank As she can no longer breath as easy as before and her lungs are filling up with fluids as each days passes by.

If anyone has purchased an oxygen tank recently in the past week from a private person please make sure it is not the one that has been stolen from Joan.

Please inform the local police office if anyone has any knowledge of the whereabouts of the machine that is so desperately needed by a sick girl.

“This could be another ZTE-NBN deal.”

Such impression, as coined by a new group of oppositors to the Panglao Bohol International Airport Project, reached feverish pitch this week as reports floated that the P4.17-Billion Bohol airport project has been awarded to a winning bidder: Hanjin Heavy Industries Corporation.

Hanjin, a large South Korean firm, had been a permanent fixture here since 1995 when it worked on the Malinao Dam Project (as Hanil), working on allother Bohol’s mega projects like the Capayas, Ubay Dam (P1B), succeeding Bohol Irrigation Project 2, Bayongan Dam (BHIP2 P3.7B), and the Bohol Circumferential Road Improvement Project (BCRIP 1-2, P4.6B).

Hanjin has earned the cold stares of local contractors who complained they are being “sidelined” for obvious lack of financial resources to compete in large-scale government projects.

No particular person, organization, however, has been pointed as the source of the radio reports.

The same unverified report triggered more speculations that the project was indeed railroaded and did not go through the standard government open competitive public bidding process, pushing Bohol concerned sectors on guard against corruption.

Some concerned Boholanos have openly aired desire for a Congressional inquiry to shed light on the issue.

Tagum City, Davao: A middle- aged man tagged in the robbery and brutal killing of a 37-year-old wife of a Japanese national at Barangay Visayan Village, Tagum City is now under the custody of police authorities.

Tagum City police chief Chief Insp. Dario Gunabe said suspect Rex Roger Sabio, 30, brother-in-law of the victim Elizabeth Consina, and a resident of Maco, Compostela Valley Province, surrendered to the authorities last May 27.

Gunabe said Sabio had called the Tagum City Police Station requesting them to fetch him in Zamboanga City since he wanted to surrender but he feared for his life.

He said Sabio told police investigators that he had nothing to do with the crime and he gave up to clear his name.

But Gunabe said there were witnesses pointing to him as responsible in the death of Elizabeth Consino of Block 14, Lot 20, Villa Paraisao Subdivision, Barangay Visayan Village, Tagum City.

Police record showed that on May 24, three armed men barged into the victim's residence around 1 a.m. and then hogtied the victim and her children.

The woman and the children along with the victim's brother Edcel Consino were placed at the dressing room and the suspects seized all the cash and valuables of the victim.

After taking away the loot, one of the suspects banged Elizabeth's head against the wall causing her death. - Philippine News Agency

Israeli Ambassador to the Philippines Zvi Aviner Vapni has met with the Cebu Chamber of Commerce and Industry (CCCI) officials to express his desire to see a business delegation visiting his country and vice versa.

"The problem is that we are not aware about each other. When we think of business, we don’t naturally think of Israel, and the other way around. Israelis would think of Vietnam and Indonesia, but for some reason, they are less aware of the Philippines,” he said.

Aviner said they plan to offer tourism and trade products in information technology and agriculture with the Philippines.

”If two countries are doing business with one another, they get to know each other. There will be many businesses coming in, more money, more work,” he added.

Vapni said although Israel does not have trade relations with countries surrounding it, it is still maintaining a “vibrant economy.”

Among their development of technology is to boost crop yield despite the lack of water and land. They are looking at Europe as a market.

They are also into information technology, he said.

He said four Israelis who, after their two-year mandatory military service, decided to form themselves into a company called Mirabilis and develop software they later named ICQ (I seek You) for people to get in touch with each other. American Online (AOL) came to buy the software for at least 400 million dollars.

Another Israeli invention is the “disgo key,” which people now call flash drive.

“These are among the first boosts of technology that pushed Israeli economy into new heights. Our government is subsidizing our people for a year or two to develop things such as start-ups. It’s a risky business. But with no oil and little water, Israel’s only resource is the brain of the people. We have to encourage them to take risks and be entrepreneurs,” Vapni said.

He said that technology is part of what Israel can offer to the Philippines, to help address problems in agriculture, water and security.

While Israel can develop, through the research and development, centers of big companies, such as Microsoft, Intel and Oracle, the Philippines could manufacture the things they will develop.

He also pointed out that many Israeli companies are looking for areas where they can build infrastructure, such as roads and hotels, and help boost the areas’ tourism industry.

”We could increase tourist traffic in both ways. Only 6,000 Filipinos go to Israel every year, with most of them on pilgrimage. If there are, as they say, nine million Filipinos who are middle-class, then there are nine million people who could afford to go to Israel,” he said.

He assured that tourists are safe in Israel, which is accommodating at least 3.5 million visitors every year. They are mostly from the Untied States, Europe, and Russia and visited pilgrim sites, such as Jerusalem, the Dead Sea and Galilee.

At present, there are about 50,000 Filipinos in Israel, with 20,000 of them serving as caregivers. - Philippine News Agency
