Health and Food / Impact of Biofield Energy Healing
June 29, 2019, 10:15:59 PM
LAS VEGAS (PRWEB) JUNE 29, 2019

Dahryn Trivedi, today released research results on the beneficial impact of biofield energy healing treated Vitamin D3 on the strength and health of bones.

The preclinical research shows:

Over 1173% increase in ALP level, a bone specific enzyme
Over 454% increase in collagen level
Over 301% increase in bone mineralization
The results suggest the potential of the Trivedi Effect in numerous bone-related disorders viz. rickets, osteoporosis, deformed bones, Paget's disease of bone, bone loss and fractures, osteomalacia, bone and/or joint pain, osteoma, hormonal imbalance, stress, aging, and others.

The research further suggests that this alternative holistic therapy, with a safe therapeutic index, may counter bone disorders caused by problems with the rate of bone growth or poor nutrition, to improve strength and health of bones, which ultimately increases the quality of life.

Dahryn Trivedi provided this Biofield Energy Treatment remotely from the United States, while the test samples were in the research laboratory of Dabur Research Foundation, near New Delhi, India.

The Biofield Energy Treatment was administered for 5 minutes through Trivedi's unique Energy Transmission process, remotely to the test samples under laboratory conditions. In this study, Trivedi never visited the laboratory in person, nor had any contact with the test item and medium.

About Biofield Energy Treatments

The National Center of Complementary and Integrative Health (NCCIH) has recognized and accepted Biofield Energy Healing Treatments as a complementary and alternative medicine (CAM) health care approach in addition to other therapies, medicines, and practices. CAM therapies have been practiced worldwide with reported clinical benefits in different health disease profiles. Human Biofield Energy has subtle energy that has the capacity to work effectively. This energy can be harnessed and transmitted by the gifted into living and non-living things via the process of a Biofield Energy Healing Treatment or Therapy.

BBC - The captain of a migrant rescue ship has been arrested at the Italian port of Lampedusa after a two-week stand-off with police at sea.

Carola Rackete's vessel, Sea-Watch 3, was carrying dozens of African migrants rescued off the coast of Libya.

The Italian authorities had banned it from docking, but the vessel entered the port late on Friday night.

Italy's far-right interior minister Matteo Salvini is taking a tough line against migrant rescue ships.

Ms Rackete's decision to enter the port without permission brought an end to a prolonged stalemate with Italy's coastguard.

Six-time champion Mary Joy Tabal and 2018 National Finals runner-up Jerald Zabala will represent the Philippines in the SEA Games slated November 30 to December 11.

"We call on the entire nation to get involved and rally behind our athletes as they compete in our home soil for this significant sporting event," said MILO Sports manager Lester Castillo during the event launching on Friday at the Conrad Hotel in Pasay City.

"The SEA Games marks an exciting time for Philippine sports. May this event serve as an inspiration to all our runners to aspire for greatness throughout the season," he added.

The race will kick off in Metro Manila on July 28, followed by Subic Bay Freeport Zone (August 4), Lucena (September 15), Batangas (September 22), Cebu (September 29), Iloilo (October 6), General Santos (October 13), Davao (October 20), Cagayan De Oro (November 17), and in Tarlac (January 19, 2020).

For the first time, the National Finals will take place in January 2020 to make way for the SEA Games.

Tarlac City will host the grand finale in celebration of its annual KAISA Festival, the city's week-long fiesta, to provide a festive and cultural experience for all participating runners.

"We, the City of Tarlac are thrilled to open our doors to all running enthusiasts to celebrate this grand milestone with us. Preparations are underway and we are in close coordination with our organizing committees to ensure that every runner will have a fun-filled experience in Tarlac," National Finals organizer Vlad Rodriguez said.

The 2020 National Finals is also something to look forward to with the participation of the Indonesian champions of the MILO 10-K run.

During the press conference, the Philippine Amateur Track and Field Association (PATAFA) has awarded its Silver Label certification trophy to the 2018 National MILO Marathon for meeting the stringent criteria for quality location and logistics, course measurement and management, and actual event stage and flow.

"The Silver Label certification by PATAFA in their inaugural Road Race Tier Rating System has inspired us to deliver another unforgettable season this year," Castillo said.

PATAFA president Philip Ella Juico said he is happy with the partnership with MILO.

"We are happy to work alongside MILO in our other events such as the Philippine National Games and the Philippine Athletics Championships. We are hard at work in helping our athletics athletes train for the much-awaited event, and with National MILO Marathon winners, SEA Games gold medalist Mary Joy Tabal and Jerald Zabala in the roster, we are hopeful in delivering a strong performance ahead."

With the invaluable support of MILO Marathon runners and partners, MILO continues to help the youth across the country through the Help Give Shoes advocacy.

For years, MILO has given new pairs of running shoes and sports equipment to underserved students from public schools nationwide, to help them reach for their dreams and lead an active and healthy lifestyle.

MILO has so far donated 85,000 pairs of shoes and 2,500 basketballs to its beneficiaries and is set to give out 1,500 pairs of shoes and 2,500 basketballs this year. (PNA)

LGU Philippines / Drug Rehab in Western Visayas
June 29, 2019, 07:33:26 AM
ILOILO CITY -- More than one-third of the 21,021 persons who use drugs (PWUDs) or drug surrenderers in the region have availed of community-based rehabilitation programs, data from the Department of Health- Center for Health Development 6 (Western Visayas) showed.

Data provided to Philippine News Agency (PNA) by DOH regional senior health program officer John Richard Lapascua on Thursday showed that from January 2018 to June 20, 2019, some 7,510 drug surrenderers have availed of rehabilitation initiated by local government units in Western Visayas.

The PWUDs were screened using the World Health Organization (WHO) alcohol, smoking, substance involvement screening test (ASSIST).

The PWUDs who availed rehabilitation came from Aklan with 1,420; Antique, 575; Capiz, 2,469; Guimaras, 391; Iloilo province, 1,080; Negros Occidental, 162; Iloilo City, 1,268; and Bacolod City, 145.

Last April, the Philippine Drug Enforcement Agency (PDEA) initiated the opening of Balay Silangan Reformation Centers in Capiz and Iloilo that initially accommodated 50 drug-pusher surrenderers.

Two additional centers are also expected to operate in Alimodian and Miagao, both in Iloilo this coming July.

Presidential Communications Operations Office (PCOO) Assistant Secretary for the Office of Brand Integration Ramon L. Cualoping III, who was here on Monday, said the government's "Rehabinasyon" is still ongoing.

The national government's anti-illegal drug campaign continues to reach out to all stakeholders to ensure that its success is shared by the whole country.

"I think we have huge wins. The past two years, we've done a lot of strides and accomplishments in terms of rehabilitating our countrymen," he said in an interview on the sidelines of the PCOO Roadshow and Freedom of Information campus caravan held at the Iloilo Science and Technology University (ISAT U).

He also emphasized during his talk that the government's war on drugs "is actually an investment for the future".

"In fact, the war on drugs is life, life, life. It just so happen and as he (President Duterte) said during the campaign that it will be bloody because our enemies have billions of dollars and are very powerful because their monies have deeply encroach local politics and national politics," he said.

In his message, he also revealed that the government's "Tokhang" has produced 1.3 million drug surrenderers, who volunteered and were inspired to change for the better.

"1.3 million is a very good number because it signifies a huge chunk of drug users in this country," he said. (PNA)

ZAMBOANGA CITY -- Authorities arrested an alleged big-time drug dealer and seized some PHP6.5-million worth of illegal drugs in an anti-drug operation in Lanao del Norte, officials said Friday.

Lt. Col. Bernardo Taqueban, commander of the Army's 4th Mechanized Infantry Battalion, identified the arrested alleged drug dealer as Jalil Akil, alias Malik Linog.

Taqueban said Akil was arrested in a buy-bust operation in Barangay West Poblacion, Balo-i, Lanao del Norte at about 3:30 p.m. Thursday.

Seized from Akil was a kilogram of suspected shabu with an estimated value of PHP6.5 million and 13 bundles of boodle money topped with two genuine PHP1,000 bills as marked money, police said.

The buy-bust operation was carried out by joint elements of the 4th Mechanized Infantry Battalion, Philippine Drug Enforcement Agency (PDEA), and policemen.

"The success of this operation can be attributed to the close collaboration between and among the different law enforcement agencies in the campaign against illegal drugs. Our unit is always ready to assist in any joint law enforcement and security operations to ensure the security and protection of our communities," Taqueban said.

Brig. Gen. Ezra James Enriquez, commander of the Army's 2nd Mechanized Infantry Brigade, said "proper coordination among law enforcement units and timely execution greatly helped our forces in the successful conduct of the operation."

Maj. Gen. Roberto Ancan, the Army's 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao provinces) commander, lauded the troops involved for the successful Joint Law Enforcement Support Operation.

"We thank the concerned residents of Balo-i for the timely information relayed to our troops, which led to the success of our operations. Rest assured that we will work doubly hard in order to sustain our gains in peace and development efforts in this part of Western Mindanao," Ancan said.

About the suspect

Linog, 30, is married with three children, a resident of Baloi who drives a public utility vehicle plying Balo-i to Marawi City, around 10 kilometers apart.

Agent Benjamin Recites, chief of Plans and Operations Division of PDEA-10, said they have been monitoring Linog for almost a month but did not get the perfect timing until he was collared this afternoon in a gasoline station in Balo-i using a new motorcycle.

The suspect, who admitted getting his supplies from Maguing town in Lanao del Sur, is considered a newly-identified drug personality based on confidential informant.

In an interview with the media, Linog said somebody he only know by face requested him to bring the black plastic handbag to a person waiting at the gasoline station.

The person who received it, without his knowlege, was PDEA's agent.

"He always had his transaction in big volume... in a kilo," Recites said in an interview. (PNA)

BALER, Aurora — Five municipalities in this province were declared drug-cleared and three others are expected to follow suit.

Col. Cosme A. Abrenica, provincial director of Aurora Police Provincial Office (APPO), said on Friday the towns of Dingalan, Dilasag, Dinalungan, San Luis and Casiguran were declared drug-cleared by the Philippine Drug Enforcement Agency (PDEA) after successfully complying with the parameters set forth by the oversight committee in accordance with the Dangerous Drugs Board resolution.

"The towns of Maria Aurora, Dipaculao and Baler are on process as those were already in the final phase of the clearing evaluation," Abrenica said in an exclusive interview with the Philippine News Agency (PNA).

Data showed that barangay drug affectation in the province was 91.39 percent or 138 out of the total 151 villages while 8.61 percent or 13 villages were unaffected.

As a result of the barangay drug clearing operations, a total of 82.12 percent or 124 barangays are now drug-cleared while 17.88 percent or 27 barangays are still affected.

Citing the data on drug surrenderers, Abrenica said 3,845 individuals voluntarily surrendered in the province.

Of this figure, he said 3,110 completed the community-based Bahay Pagbabago Reformation Program.

"Through reformation program with the help of the stakeholders, a total of 104 drug surrenderers are now working in government, others are engaged in business and some are presently working abroad," Abrenica said.

He said that he ordered all chiefs of police in the province to submit all the necessary documents concerning their goal to achieve a drug free/cleared province.

"Once they met the requirements/parameters for the validation and declaration of drug-free status by the PDEA, or by the end of the third quarter, Aurora will be declared as drug free/cleared province towards a safer place to live, work, and do business," the provincial police chief said. (PNA)

KORONADAL CITY -- Admission and treatment in all government-run hospitals in South Cotabato province will be free of charge starting on Monday, July 1.

This was announced on Friday by incoming Gov. Reynaldo Tamayo Jr., whose campaign promises include the free hospitalization program for all residents of the province.

"Starting Monday, we will make sure that no one will be queuing at the billing section of our hospitals because hospitalization will already be free in the province of South Cotabato," he said in his inaugural speech at the South Cotabato Gymnasium and Cultural Center.

Tamayo took his oath as the province's sixth elected provincial governor before Judge Lorenzo Balo of the Regional Trial Court Branch 44.

The official said the free hospitalization program will cover residents who seek treatment at the provincial hospital here and the local government-run hospitals in Norala, Surallah, Tupi, and Polomolok towns.

Tamaya recalled that during the campaign, his critics repeatedly slammed the planned free hospitalization program as it is supposedly not doable in terms of the financial requirement.

But he said he studied the operations of the province's hospitals and found out that the proposal was doable, with proper management.

On the case of the provincial hospital, he said data show that about 8 percent of its income comes from the "pockets of the patients," while 92 percent is sourced from PhilHealth insurance claims under the "No Balance Billing" program.

Tamayo said the provincial government can subsidize the 8 percent difference to make the hospitalization coverage fully free.

"This is not only for the indigents but for all residents. This is not impossible if we will really push for it," he said.

Tamayo said they will complement the free hospitalization program with the upgrading of hospital facilities and the provision of all necessary medicines, supplies and equipment.

For the provincial hospital, currently classified by the Department of Health as a Level II facility, he said the provincial government will purchase at least 10 dialysis machines, two X-ray machines, and computerized tomography or CT scan unit.

He said the Integrated Provincial Health Office (IPHO) will also strengthen the "disease prevention" initiatives.

"The IPHO will focus on the barangays and ensure that the full range of services will be available to our residents, especially in terms of immunization," he added. (PNA)

LGU Philippines / Freedom of Information
June 29, 2019, 07:15:44 AM
ILOILO CITY -- Ilonggos are encouraged to ask for information about services, programs and other initiatives made available by the Duterte administration.

Lawyer Kristian R. Ablan, Presidential Communications and Operations Office (PCOO) assistant secretary and Freedom of Information (FOI) program director, said that as much, they would like to see requests for information spread from various regions and not just coming from Luzon.

During the PCOO Multi-sectoral Roadshow and Freedom of Information (FOI) campus caravan held in Iloilo Science and Technology University (ISAT U) on Monday, Ablan presented that of their 4,705 public users, 80 percent were from Luzon; one half of which came from Metro Manila.

Visayas and Mindanao regions only have eight percent each.

He explained the FOI covers the executive branch of the government, government-owned and controlled corporation (GOCC) and state universities and colleges (SUCs). It does not include the judiciary, Congress, and local government units (LGUs).

However, he said that they are still trying to convince Congress to pass an FOI law as well as local government units to pass an FOI ordinance.

Requesting information from the government can be done through offline or online procedures.

Offline, they can go to the target office and look for their FOI receiving officer, scan the request and submit to the FOI decision maker. For online, they can log on to the website: www.foi.gov.ph.

The government agency is given 15 working days or more or less two weeks to process the request. If the information is difficult to retrieve, then it can be extended for 20 working days.

He also emphasized that national government agencies onboard the FOI portal cannot impose fees for requests. The only time they can impose is when there is a need to photocopy documents being requested.

Monday's roadshow was held in partnership with the Philippine Information Agency, the city government of Iloilo and the ISAT U.

Attended by at least 500 participants from national and local governments, nongovernment organizations, civil society organizations, the academe, and the media, it was meant to inform an engage the public on the initiatives of the current administration.

Dominador Co, Executive Assistant to the Mayor said the endeavor is "commendable".

"Our initiative is for the best interest and welfare of all. We must assist all the time national government toward achieving sustainable development and inclusive growth," he said. (PNA)

ILOILO CITY -- The three branches of the New Ginzu Merchandising commercial establishment in Iloilo were simultaneously shut down by the Bureau of Internal Revenue 11 (Panay island) for tax violations on Thursday.

In an interview Friday, Alberto Olasiman, Regional Director of BIR-11, explained the establishment was closed for their failure to declare their correct sales and pay the right amount of taxes.

Olasiman led the enforcement of the closure order signed by Arnel Guballa, Revenue Deputy Commissioner for Operations. They were assisted by personnel of the Iloilo City Police Office and the Iloilo Police Provincial Office.

The main branch of the establishment is located at Ledesma St. in this city while the two other branches are in the towns of Miag-ao and Pototan in the province.

Olasiman said that the closure of the establishment stemmed from the request of Lilivic Gatdola, revenue district officer of Iloilo City, to conduct tax surveillance because there might be under-declaration of the establishment's sales.

In response to the request, Olasiman ordered simultaneous tax surveillance in the different branches of the establishment and to collate their sales last July.

"We found out that they have big understatement on their sales, so we informed the taxpayer about the violation and requested them to rectify the failures and pay the corresponding tax," he said.

Despite the five-day notice, he said the taxpayer still failed to amend and pay the tax deficiency.

Though he refused to divulge the exact amount of tax deficiency of New Ginzu, Olasiman said the establishment's tax declaration was found to be at least 30 percent short of the correct sales.

"We will wait if they will pay for the tax deficiency then we will request for the lifting of the closure order and for them to open the business," he said.

Aside from the New Ginzu Merchandising, there are other establishments in the region that are under surveillance for alleged tax violations, Olasiman said.

He, however, refused to disclose the names of these establishments for security reasons but he said that two of them are in Kalibo, Aklan.

Olasiman appealed to the owner of the business establishments in the region to declare their correct sales and pay their corresponding taxes.

"There are some informers that give us data and with that, we can proceed with the issuance of mission for tax surveillance," he said. (PNA)

Philippine Daily News / Fake Cigarettes
June 28, 2019, 05:23:22 PM
CAGAYAN DE ORO CITY – Authorities confiscated truckloads of cigarettes estimated to be worth PHP60 million bearing fake Bureau of Internal Revenue (BIR) stamps inside a warehouse in Barangay Kauswagan on Thursday.

Nolan Gadia, special investigator of National Bureau of Investigation in Region 10 (NBI-10), said the cigarettes bore markings of brands belonging to cigarette makers Philip Morris Fortune Tobacco Corp. (PMFTC) and Japan Tobacco Industry (JTI).

Gadia said the raid was conducted by a joint team of BIR and NBI-10 operatives based on a tip provided by an informant.

The cigarettes were stocked in a warehouse fronting the national highway in Kauswagan.

Alberto Daba, regional investigation division chief for BIR Revenue Region 16, said that based on their findings, most of the boxes of cigarettes bore illegal stamps while others don't have any.

Daba said the country is losing millions of pesos due to the proliferation of illegal items such as cigarettes, as their manufacturers do not pay taxes to the government.

Among the brands that were confiscated were More, Marvels, Mighty, and Fort.

A representative from Philip Morris Philippines Manufacturing, Inc. and Fortune Tobacco Corporation confirmed that some of the cigarettes have the markings of their company.

"We found out that these cigarettes are counterfeit, and not from our company," said a representative who requested anonymity because he was not authorized to speak by the company.

Gadia said the cigarettes were contained in appliance boxes and sacks.

"These cigarettes are sold cheap as the makers do not pay taxes," Gadia said.

He said the persons behind the manufacturing of these cigarettes are believed to be Chinese nationals.

Meanwhile, the Department of Finance (DOF) has warned local government officials who do not act on the illegal cigarette manufacturing and other related activities in their localities.

In a DOF statement posted on the agency's website, Finance Sec. Carlos Dominguez III ordered the BIR to coordinate with the Department of the Interior and Local Government (DILG) in filing charges against local government executives found responsible for "neglecting to check the presence of, if not tolerating, illicit tobacco trade activities in their respective communities."

"We should charge them for not doing their job," Dominguez was quoted as saying. (PNA)

Philippine Daily News / Flying V Stations Shut Down
June 28, 2019, 05:20:27 PM
GENERAL SANTOS CITY -- Enforcement teams from the Bureau of Internal Revenue (BIR) closed down Wednesday at least three branches or filling stations here and nearby Koronadal City of independent fuel firm Flying V due to tax violations.

Noel Gonzales, BIR-111 revenue district officer, said Thursday they shut down the operations of Flying V's filling stations under its "Oplan Kandado" program for allegedly understating its sales, in violation of Section 115 of Republic Act 8424 or the Tax Reform Act of 1997.

Gonzales said the affected branches are located along General Santos Drive and Arellano Street in Koronadal City and in Barangay Labangal here.

Four other Flying V branches located in Paranaque, Quezon City, and Bicutan, Taguig City were simultaneously closed down for the same violation.

Gonzales said the firm's violations stemmed from surveillance conducted by the agency in 1997 on the firm's filling stations.

He said their personnel have uncovered discrepancies with the readings gathered from fuel dispensers and with the issued official receipts.

"Some transactions were not issued with official receipts and this resulted to the under-declaration of their sales," he said in an interview over Brigada News FM here.

Under Section 115 of RA 8424, Gonzales explained that a business establishment may be closed down by BIR over its "failure to issue receipts or invoices; failure to file a value-added tax return; or understatement of taxable sales or receipts by 30 percent or more of the correct taxable sales."

In the case of Flying V, he said they enforced the closure of the filling stations after the firm failed to properly address the violations and ignored notices from the agency.

"This is a tedious case, three years in the making. So it (Flying V) can't say that this was not done with due process," he said.

Gonzales said the company will have five days to settle its tax deficiency, which reached over PHP5 million, so it can reopen its filling stations.

He said the closure of the Flying V branches should serve as a lesson to the company and other establishments that "we are serious with our tax collection efforts."

The BIR official assured that their enforcement operations in the area under "Oplan Kandado" will continue in the coming months.

"We have more than five high-profile cases already lined up for the second semester so they (business owners) should not take us for granted," he added. (PNA)

KORONADAL CITY -- It's all systems go for the city's 9th Tree Growing Festival on Saturday, with more than 100,000 trees ready for planting in various sites.

City Administrator Cyrus Urbano said Friday that more than 2,000 volunteer-planters have already signed up for the annual massive tree planting festivity, which is considered as among the biggest in Mindanao.

As in the previous years, Urbano said they expect the number of volunteers to double during the actual tree growing activity on Saturday through the participation of barangay and community stakeholders.

Malacañang declared June 29 as a special non-working holiday in the entire city to give local residents the "full opportunity to celebrate and participate" in the activity.

Urbano said among those who confirmed to participate are students of various colleges and high schools, as well as employees of the city government, regional line agencies, and some private establishments.

"We are ready and everything is now all set, especially with the planting materials and the mobilization of the volunteers," he said in a radio interview.

The official said the volunteers are scheduled to converge at the city's rotunda at about 4 a.m. where they will be deployed to various planting sites covering some 300 hectares.

The city environment and natural resources office (Cenro) said the identified planting sites are mountainous portions of the city, upland farms, and riparian zones or lands near rivers and streams.

The planting materials, majority of which were prepared at the city nursery, includes indigenous trees, fruit-bearing trees, and coconut.
Some of the planting materials were provided by local companies and non-government groups, among them the Dole Philippines-supported Mahintana Foundation.

Cenro has partnered with at least 300 local farmers for the inclusion of their lands in the tree growing festivity. The city government has planted hundreds of thousands of trees in parts of the city since the festival was launched in 2011.

After the tree planting, Urbano said local government personnel will revisit the sites to check the status of the planted trees and replace those that did not survive.

"This is a continuing activity and we're hoping that this will be sustained in the coming years," he said. (PNA)

ZAMBOANGA CITY -- The local government is paving the way for the conversion of the former 4.6- hectare dumpsite into an ecological park (eco-park), an official said Thursday.

Gerry Pollisco, Office of the City Environment and Natural Resources (OCENR) division chief, said the conversion of the former dumpsite in Barangay Lumbangan will house the waste recycling facilities that will reduce plastic waste and prolong the life span of the sanitary landfill (SLF).

Pollisco said post-closure activities are now being undertaken by the City Engineer's Office (CEO) at the dumpsite, which ceased operation in 2015.

Pollisco said the area will be converted into an eco-park that will also feature a solar farm using light material structures.

He said the park is also considered for landfill mining activities where disposed wastes will be fed to waste-to-energy (WTE) facility.

He said the landfill mining activities will not be limited to the city government but open to private entities that intend to invest in WTE projects.

The planned eco-park will be implemented as soon as post-closure activities, now between 85 to 90 percent, are complete, he added.

As post-closure activities are undergoing, Pollisco said the city-operated Material Recovery Facility (MRF) remains in operation, as residual wastes are transferred or brought to the SLF in Barangay Salaan.

Based on OCENR's waste characterization survey, plastics compose 39 percent of the total wastes disposed at the SLF while 61 percent are biodegradable wastes, Pollisco said. (PNA)

Bohol News Archive / Bohol Dengue Cases
June 27, 2019, 05:59:22 AM
July 2010 by Paul Vistal
- Dengue cases, including already six deaths since January, have risen to a terrible level in the past six months that they have already more than doubled the total for the entire year of 2009.

Gov. Edgar Chatto immediately ordered the implementation of the four "S" against dengue to prevent a likely 200% increase in the cases by the end of December and save most number of lives, particularly of the tender children who are most vulnerable to the dreaded disease.

These four "S" mean—search and destroy mosquito breeding places; self-protection measures; seek early consultation; and say “No” to indiscriminate fogging.

In the meeting of the capitol Management Executive Board (MEB), Chatto called the attention of all concerned, taking into serious consideration the onset of the rainy season during which the dengue-causing mosquitoes can rapidly breed.

Provincial Health Office (PHO) head Dr. Reymoses Cabagtnot reported to the MEB that six already died of dengue within the January 1 – July 16, 2010 period, which also registered 793 confirmed and suspected cases of dengue. In the whole of 2009, only 769 cases were reported, eight resulting in death.

The governor called for preventive and control measures against the outbreak of the disease and also for volunteerism in donating blood for dengue victims. Severe cases of dengue often require blood transfusion.

Cabagnot clarified in the MEB meeting that because the province does not have the technical capability to confirm these cases as dengue hemorrhagic fever, these can only be classified as suspected dengue cases until they are confirmed by laboratory testing.

The dengue deaths this year involved victims from Baclayon, Calape, Garcia-Hernandez, Loay, San Miguel, and Ubay.

The fight against dengue is "sentimental" to the governor himself because dengue had claimed the precious life of his own younger pretty sister, Esther Therese. Hers was reported to be the first case of dengue death in Bohol. Chatto was then a high school student.

The case was an issue critical to the Boholanos in the early 70s as it brought about the realization that dengue can kill—fast and sure.

Dengue fever is caused by the dengue virus, which is carried by the aedes aegypti mosquito. This mosquito has white markings on its legs and usually feeds early in the morning or late in the afternoon. It breeds in clean, stagnant water such as those found in flower vases, roof gutters, uncovered water vessels, used cans, and discarded tires.

The principal symptoms of dengue are high fever, severe headache, backache, joint pains, nausea and vomiting, eye pain, and rashes.

Chatto stressed in his memorandum to the mayors that preventive action is the best defense. Copies of it were also sent to the Bohol heads of the DepEd, DILG and Liga ng mga Barangay.

He urged the LGUs to conduct massive information education campaign as part of the preventive and control strategy, which includes LGU advocacy down the barangay level and advocacy/lecture in schools and communities.

Among the other measures recommended are entomological surveys, surveillance and monitoring, and rapid reporting from rural health units to the provincial and regional health authorities.

The self-protection measures one may take against dengue are the use of mosquito nets, installation of window and door screens, use of insect repellant lotion, and wearing of pants and long-sleeved clothing.

The PHO discouraged indiscriminate fogging as it may do more harm than good.

Mosquitoes only move away from areas being fogged but may still return and because the eggs of dengue mosquitoes are underwater, they are not affected by fogging.

During the MEB meeting, while urging voluntary blood donation for severe dengue victims, the governor noted the health benefits of donating blood since it helps produce new blood cells.

According to the PHO, the most number of suspected dengue cases reported since 2000 was in 2007 with 1,678 cases and 16 deaths. The most number of deaths was reported in 2005 with 21 fatalities and 1,113 suspected cases.

Year 2000 had the least number of dengue cases with only 70 and without a single fatality, followed by the 145, which included five deaths, in 2008.

Bohol News Archive / Inner Group of Gov Chatto
June 27, 2019, 05:56:52 AM
By Ven Arigo, July 2010
Gov. Edgar Chatto has named his trusted key men and women in the inner core of the executive branch of the provincial capitol.

In addition to their major tasks in his administration, they act as the governor's coordinators for specific clusters of the provincial government departments and offices.

Topping the list are Provincial Administrator Alfonso Damalerio II, former Maribojoc Vice Mayor Gabino Redulla as executive assistant for internal affairs, and former district congressional chief-of-staff and ex-Board Member Isabelito Tongco as executive assistant for external affairs.

Being in the external affairs division, Tongco relates to the people outside the capitol and he should be sure to sustain his "smile department."

In the legislative Sangguniang Panlalawigan, meanwhile, First District Board Member Cesar Tomas Lopez has been unanimously chosen as the new SP floor leader. Board Members Romulo Cepedoza of the Second District and Godofreda Tirol of the Third District are the assistant floor leaders.

In his first weekly convocation program as governor, Chatto named Jerome Maniwang to handle the finance section together with fiscal management consultant Tessie Pernia, the finance think-tank of then Gov. Rene Relampagos who is now the First District congressman.

Felix Mejorada heads the administrative section while Liza Quirog, the provincial agriculturist, leads the coordinating unit for the offices attached to the governor's office.

Liza Flores is assigned as an executive assistant handling the coordinating unit for special projects. This second Liza who has earned Chattos confidence is a non-government organization (NGO) woman from PROCESS Foundation.

Another executive assistant, Anthony Damalerio, handles the constituency services unit of the governor's office. He is a former top congressional staff of Chatto.

The governor declared in the convocation program on Monday that he specially assigned the young Damalerio as the "traffic manager" of the governor's office. Chatto does not want the constituents unguided when they are at capitol looking for concerned departments, offices or their heads. Damalerio is a younger brother of the provincial administrator and new Board Member Abeleon Damalerio.

One more executive assistant, former Dauis Mayor Reynaldo Gacayan, takes charge of the local government affairs, including barangay concerns.

DEPARTMENT CLUSTERS
The provincial administrator also acts as the coordinator for the department cluster composed of the Provincial Planning and Development Office (PPDO), Provincial Legal Office (PLO), Human Resource Management and Development Office (HRMDO), and on peace and order concerns.

Redulla coordinates for the cluster of the Provincial Engineering Office (PEO), Motor Pool and General Services Office (GSO).

Maniwang and Pernia are the cluster coordinators for the Provincial Treasurer's Office (PTO), Provincial Budget Office (PBO) and Provincial Accounting Office (PACCO).

Quirog is the coordinator for the cluster of her own Office of the Provincial Agriculture (OPA), Provincial Health Office (PHO), Office of the Provincial Veterinarian (OPV) and Office of the Provincial Social Welfare and Development (OPSWD).

While Quirog remains moved out of her OPA abode for her new sensitive post, her able assistant, Larry Pamugas, takes her place handling the agriculture office.

The department cluster coordinators are the governor's point persons, especially on managing comments that need apt decisions and quick responses from the governor.

By clustering the departments, Chatto said they can make sure that vital decisions are already studied and reviewed right even in the level of the department heads and the cluster coordinators.

Chatto said he will make the governor's office "very, very open to discussions" pursuant to his style of consultative and participatory governance.

Also last week, Chatto reiterated the last-minute memorandum advisory of then Gov. Erico Aumentado, now the Second district solon, returning their mother units the employees and personnel reassigned or detailed to other offices.

While Chatto is giving flesh and meaning to their original appointments, he would like to evaluate them in what he calls an organizational diagnosis that will check if the said personnel can better function outside their mother offices.

Bohol News Archive / Bohol Campaign Against Rabies
June 27, 2019, 05:54:20 AM
July 2010 - Edcom - The provincial government will soon launch an annual search for the Best Performing Municipalities/Municipal Rabies Prevention and Control Council (MRPCC) and Best Performing Bantay Rabies sa Barangay (BRB).This is a strategy of the administration of Gov. Edgar Chatto and Vice Gov. Concepcion Lim in waging a true-to-goodness zero rabies or rabies-free campaign provincewide. The search was approved by the Bohol Rabies Prevention and Eradication Council (BRPEC) in its meeting at the People's Mansion on Tuesday, during which a governor's order on stronger BRPEC was highlighted.Chatto, chairman of the council, tasked provincial veterinarian Dr. Stella Marie Lapiz to lead the search and create a screening committee that will set the mechanics, guidelines and prizes. The search is based on Sec. 9 of Provincial Ordinance 2007-012 which mandates the BRPEC to develop a reward system for the best performing city and municipal RPCCs and BRBs.The success of the rabies prevention and control program can help save precious government resources which otherwise only go to costly vaccines.

A substantial regular subsidy from Chatto's allocation as congressman then had gone to vaccines so needed to treat dog bite victims who could not afford the biting cost of the potent anti-rabies drug. The municipal search will stress on the efficiency in operations, effectiveness in securing the program objectives, and creativity and resourcefulness in designing program interventions. The competition in the BRB level will rate the functionality of the council, workability of its rabies action plan, innovations, soundness of program implementation and impact. The top three BRBs will be endorsed to the regional committee of the National Search for the Best Barangay in Rabies Control Program. The top three national winners will respectively receive P10,000, P7,000 and P5,000 plus plaques. The provincial search will be formally launched during the opening of the Sandugo Agri-Fair on July 20.

EO STRENGTHENS ANTI-RABIES BODY
To keenly focus on the rabies-free Bohol drive, Chatto issued an executive order strengthening the composition of the BRPEC which he himself chairs with the provincial veterinarian and health officer as executive officers for canine and human rabies, respectively. The council has members from various government agencies, private sector, people's organizations, media and other concerned sectors. The chairmen of the Sangguniang Panlalawigan committees on agriculture and health also sit in the council. The council oversees the overall execution of the program and make proposals, measures, thrusts and strategies ensuring the sustainability of the rabies control campaign. It recommends necessary measures for legislations, policies and directives while providing periodic reports and updates to the public. The council has technical teams for social mobilization, communication management, disease investigation and surveillance, animal registration and vaccination, dog population control, quarantine database, animal bite management, and legal assistance and advisory.Chatto cited the gains of the provincial government's rabies prevention program, although he likewise stressed the need to institutionalize the program's sustainability mechanism. Authorities suggested to maintain at least 70% of the households practicing responsible pet ownership. But it is necessary to practice 100% post-exposure treatment to dog bite victims and 100% integration of rabies information in the elementary curriculum. The provincial veterinarian gave update on the existing program and discussed the plan for the first 100 days of the new capitol administration while provincial health officer Dr. Reymoses Cabagnot presented the post-exposure treatment guidelines.

Bohol News Archive / First District Bohol
June 27, 2019, 05:51:11 AM
July 2010 - Edcom - Even words earnestly grateful for his aids as the then First District congressman have still found stairs to the capitol door of now Gov. Edgar Chatto.

Recent sentiments of gratitude came from the Girl Scouts of the Philippines (GSP) – Bohol Council and barangay council of Booy in Tagbilaran City for the construction of their conference hall and covered court, respectively.

The GSP, headed by its council president, lawyer Roselima Abapo, thanked Chatto for granting P750,000 for the hall and its facilities at the GSP-Bohol Headquarters here.

The barangay council of Booy led by captain Eutorgio Telmo, Jr. appreciated Chatto's "unselfish continuing support for the completion of the barangay covered court."

The barangay officials said the covered court would not have taken form had it not been for Chatto's willingness to assist the barangay.

Then congressman Chatto funded the two projects as respectively requested by the GSP leaders and Booy officials.

In separate resolutions, the scouting movement and barangay officialdom formally thanked Chatto, although he is already a governor, for his congressional fund support

GSP heads said their provincial office has long needed expansion for the convenience of the volunteer workers.

The girl scouting in Bohol has, since 1948, pursued its mission, helping girls and young women realize the ideals of womanhood.

The movement has prepared them for their responsibilities in the home, nation and world through its programs on citizenship training and character building.

The governor and his wife, Bohol's First Lady Pureza Veloso-Chatto, have themselves been top scout executives in the province and exceptionally active in the cause of developing the young people thru scouting.

Bohol News Archive / Bohol Culture
June 27, 2019, 05:49:26 AM
July 2010 - Edcom - Bohol will be declared during its 156th Foundation Day on Thursday as the Association of Southeast Asian Nations (ASEAN) cultural capital for the month of July.

This will be a first in the history of the Boholano homeland since its founding as a province over a century and a half years ago on July 22, 1854. Every July 22 has been celebrated as Bohol Day.

UNESCO ASEAN head Huber Gijzen and Gov. Vilma Santos of Batangas, the holder of the title for June, will turn over the ASEAN flag to the Bohol province thru Gov. Edgar Chatto and Vice Gov. Concepcion Lim.

Santos, a Philippine screen giant outside politics, will herself be a super-imposing figure together with new Department of Tourism (DOT) Sec. Alberto Lim in a parade here that will display the higante figures of men regarded as the five giants of Bohol history.

These oversized mascots are of Francisco Dagohoy and Tamblot, two lasting symbols of the Boholano courage against oppression and injustice, Datu Sikatuna and Spanish conqueror Miguel Lopez de Legaspi who forged the historic Blood Compact, also known as the first Treaty of Friendship between the brown and white races, and the first and only Boholano president of the republic ever, Carlos P. Garcia.

The affair will be graced, too, by Santos' husband, Sen. Ralph Recto, and the officials of the National Commission for Culture and the Arts (NCCA).

Masterpieces of Boholano artists, including the great works of national artist Napoleon Abueva, will be displayed in an exhibit called "Remembering Bohol Through The Arts" at the National Museum – Bohol Branch or the old provincial library.

The UNESCO ASEAN head will formally declare Bohol as the ASEAN cultural capital for July 2010 and the new tourism secretary will talk, as the guest speaker, in a commemorative program at the Bohol Cultural Center.

The Bohol Day, also a major part of the yearly Sandugo Festival, takes the theme "Bohol Crossing Borders Towards ASEAN Regional Partnership."

The celebration will start with a commemorative mass at the St. Joseph Cathedral at 7:15 in the morning. It will be followed by a flag raising ceremony at Plaza Rizal and laying of wreath at the foot of the CPG monument there.

The ASEAN anthem will be played and flags of the ASEAN member nations displayed.

The governor, vice governor, fellow capitol officials and guests will be joined by other Bohol leaders like Reps. Rene Relampagos, Erico Aumentado and Arthur Yap.

The opening of the art exhibit will follow, after which will be the parade/motorcade from Plaza Rizal to Bohol Cultural Center. The guests, aboard two floats, and the higantes of Dagohoy, Tamblot, Sikatuna, Legaspi and Garcia will excite the parade.

The coronation ceremony of the Provincial Agricultural and Fisheries Council (PAFC) will follow the main commemorative program.

The Bohol Day observance will be further highlighted by the launching of Teatro Abatan and signing of the Bohol-UNESCO-Abatan River Development Management Council agreement at the Abatan River Main Village Center in Cortes

The celebration will climax at the Tagbilaran City tourist port in a province-sponsored performance evening featuring the Alicia Pangkat Kawayan and other Boholano talents.

Bohol News Archive / Bohol Tourist Police
June 27, 2019, 05:47:43 AM
July 2010 - Governor Edgar Chatto will enhance the capability of the Bohol tourist police, a move welcomed by Philippine National Police (PNP) Regional Director Lani-O Nerez who wants the special force a model in Central Visayas.

The governor committed to sustain his support to the unit which is vital to an intended peacekeeping job in this province envisioned to mature into a truly prime eco-cultural tourism destination in the country.

The police commander in the region said similar special units will be fielded in strategic sites in Cebu, Negros Oriental and Siquijor with the Bohol tourist police system their application blueprint.

Chatto and Nerez spoke in the opening of a basic tourist police course seminar here after the governor added details to the immediate agenda of his provincial administration during his first weekly capitol convocation program as new governor Monday morning.

The highest elected Bohol official and the number one police officer in Region 7 agreed to enhance the capacity of the tourist police, observing that both foreign and domestic tourists keep flowing in.

Tourism industry is described in the National Tourism Act of 2009 as an engine of national economic recovery and growth.

It is a tested generator of jobs and livelihood as it complements with as many other industries, according to Chatto who himself principally authored the above-mentioned milestone legislation in the last Congress.

Tourism is a critical focus of the governor's baptismal hundred days of provincial administration as gisted in what he coined as HEAT, which first three letters stand for health, education and agriculture.

Clarin - Bohol / Ambulance Car
June 27, 2019, 05:45:41 AM
July 2010 - Clarin town has new essential ambulance unit from the Philippine Charity Sweepstakes Office (PCSO) thru then congressman and now Gov. Edgar Chatto.

Leaders of the grateful Second District municipality thanked in a Sangguniang Bayan (SB) resolution the governor for "patiently and religiously facilitated the release" of the vital emergency facility.

"Clarin is very lucky enough to have one (ambulance unit) thru the help of ever dynamic, project-oriented, supportive and dedicated servant Edgar Chatto, governor of the Province of Bohol," the resolution said.

Clarin is headed by new Mayor Allen Ray Piezas and Vice Mayor Hermogenes Diezon, respectively the then vice mayor and mayor when the municipality asked the PCSO for ambulance.

Chatto was then the congressman of the First District, to where the town otherwise does not belong, but still he worked out for the release of the ambulance on request of the town leaders for his support.

The municipal council had long requested, in fact way back 2006, the PCSO thru Chairman Sergio Valencia and General Manager Rosario Uriate for the ambulance but it was not granted until Chatto intervened for the town.

The emergency life-saving vehicle is so vital considering that Clarin is five-town far from Tagbilaran City, where Boholâ€s biggest and only tertiary government hospital, the Gov. Celestino Gallares Memorial Hospital, is located. The hospital is under the Department of Health (DOH).

Clarin has one of the devolved hospitals run by the provincial government , though.

In the SB resolution town leaders deemed it "proper to express our sincere feeling of gratefulness" for this answered prayer of the municipality."

By Ven Arigo
July 2010 - Bohol Gov. Edgar Chatto has highly emphasized LIFE HELPS, his service mission slogan that defined his accomplished nine years in Congress, for its more pronounced and first-ever Bohol-wide application in the next three years.

It took a central theme in the three-day executive-legislative planning workshop strategizing the major thrusts that will guide the new administration of the unprecedented man-woman tandem of Chatto and Vice Gov. Concpecion Lim, the first woman to hold Bohol's second most powerful elective post.

LIFE HELPS stands for Livelihood, Infrastructure, Food, Education, Health, Environment, Leadership development, Peace and Order, and Sports and youth development.

The directional development mapping led by the top capitol duo fully emphasized the generation of sustainable livelihoods and enterprises, building and upgrading of infrastructures, ensured food sufficiency, and promotion of access to all-level quality education that upholds cultural heritage and Boholano values.

It widened approaches to improve access to quality integrated health services and facilities, ensure sound environmental management, promote efficient, transparent and responsive bureaucracy, maintain peace and order with citizen participation, and integrate sports, youth and the vulnerable sectors like the elderly and differently-abled in relevant development programs.

The provincial board members, heads of departments and satellite offices, key personnel and other stakeholders participated in the strategic planning, which was surprised by the presence of Sen. Francis Pangilinan, at Bohol Plaza in Dauis.

Touted as the strongest administration bet for Senate president, Pangilinan assured to assist the 25th Bohol governor in materializing the ambitious Panglao island international airport project in his time.

In his first convocation program address on the capitol ground, Chatto vowed to succeed in programs that will propel the province to its desired prosperity with man himself as the core recipient of welfare.

In the Sangguniang P[anlalawigan (SP) inaugural session, the governor declared, "We are ready. The best for Bohol is yet to come."

The capitol legislature presided by the vice governor committed support to the administration thru what Board Member Abeleon damalerio called responsive legislations and prudent policies.

The legislator rallied his SP fellows to make the province's highest policy-making body a sangguniang that is "truly of the people."

Board Member Godofreda Tirol said cooperation is not optional but a necessity while Board Member Dionisio Balite made clear his position to be "not an opposition to development."

Board Member Ariel Lungay, new provincial federation president of the Philippine Councilors' League, will "tap the potential strength of the league" in helping "better the people's lives."

In the executive-legislative planning workshop, the provincial leaders also made the vision for Bohol keener.

Chatto stressed that Bohol should truly be a prime eco-cultural tourism destination and a strong, balanced agro-industrial province with a well-educated, God-loving and law-abiding citizenry.

The governor desired the Boholanos to be supremely proud of their cultural heritage, enjoying a state of well-being and committed to a sound environmental management.

He rallied his fellow leaders to the mission of enriching Bohol's social, economic, cultural, political and environmental resources through good governance and effective partnerships with the stakeholders for increased global competitiveness.

Chatto demanded a steel conviction to the goals of the province for ecological protection and management, social equity, local/regional economic development and strategic wealth generation, upholding of the cultural heritage and values, and responsive, transparent and accountable governance.

The Chatto administration has identified programs and strategies which will generate "flame of actions" for what the governor also calls HEAT—health, education, agriculture, tourism—the set of priorities of his first 100 days at capitol.

The governor is obvious to generate a team spirit, commitment and support to his administration development agenda.

His administration has drawn timelines and identified key responsible centers for the accomplishment of the first 100 days plans, projects and activities.

By Bohol Chronicle
July 10, 2010 - Businessman Eduardo "Boy Haros" Enerio has charged relative Loay mayor Rosemarie Imboy, now the Bohol mayors' president, and several anti-narcotics agents with alleged robbery and direct bribery in relation to the raid on his building here last January that led to his arrest for illegal drugs.

It was inside the same building where Enerio shot dead, according to his own admission to the police, a young male student friend two months before he was raided and arrested for shabu. He was himself charged in court for the alleged drug crime.

Enerio accused the lady mayor and the Philippine Drugs Enforcement Agency (PDEA) agents in the Ombudsman for Military and Other Law Offices (MOLEO) also for alleged violation to the Comprehensive Dangerous Drugs Act of 2002 in relation to the article of the Revised Penal Code (RPC) on incriminating innocent person.

In addition, Enerio administratively complained against them for alleged dishonesty, oppression and gross misconduct.

He named nine of the several PDEA men in his complaint-affidavit as Randy Pedroso, Yogi Felimon Ruiz, Jason Cabata-a, John Carlo Daquiado, Jeanette Reyes, Jonar Cuayzon, Brian Paul Villegas, BabyRallos or Art Rallos and Mauro Licen, a lawyer.

Enerio charged several other men of PDEA and the Maritime Police but he only identified them in his complaint as "John Does."

The complainant narrated the circumstances surrounding the crimes and administrative offenses supposedly committed by the accused against him.

The PDEA agents barged into the Honeybee Building which he owns along J. Borja St., this city, at about 4 in the morning of January 21, 2010 and searched his bedroom for illegal drugs. The raiders identified themselves.

The agents handcuffed him and his building watchman named Angelito Barcelona, who was also awakened by noises and came to his aid. The PDEA men were accompanied by a barangay kagawad and a local radioman.

The law enforcers showed to Enerio a search warrant issued by Executive Presiding Judge Fernando Fuentes of the Regional Trial Court (RTC), Tagbilaran City.

The agents found no illegal drugs or shabu, Enerio alleged, until one agent, Daquiado, returned to his room and found a "small plastic bag" containing "shabu" that fell from a pair of white short pants placed inside a rattan basket of clothes for laundry.

Daquiado and another agent, Cabataña, were texting outside Enerio's bed after no drugs were initially found inside and before Daquiado returned inside, this time, to find shabu.

"I could not believe with what I saw and heard since I am not a drug user of any kind nor engaged in any activity involving illegal drugs," Enerio said in his affidavit-complaint subscribed and sworn to before lawyer Marissa Bernal, graft investigation and prosecution officer.

The PDEA men also searched a room on the second floor occupied by Enerio's watchman and found shabu there, too.

Enerio, however, this time refused to witness the search in the other room per advice from his counsel, lawyer Alexander Lim, who rushed to the place to assist his client.
Enerio said the incident "sank on me" and he realized that he was a victim of planting of illegal drugs or framed up concocted by some unscrupulous individuals who are moneyed and powerful in Bohol and Cebu City.

The search also yielded one 9mm pistol, magazines with live bullets, credit cards, a video camera, video tapes, two firearms license cards, and P12,500, among others, which Enerio said were all "illegally seized" from him by the raiders.

The shabu found from the two rooms respectively weighed 2.79 grams and 0.83 grams per laboratory chemistry report.

Later, Enerio learned that the picture that the agents used in applying for and securing the search warrant from the court allegedly originated from the office of the lady mayor of Loay.

Enerio attached to his complaint an affidavit of his cousin named Primo Espiritu, "a mayor's office employee," claiming that he saw on January 14—a week before the raid— somebody, later named as a certain Virgie, in the mayor's office photocopying the picture of Enerio.

Espiritu texted Enerio about it, who replied also by text that maybe the mayor would just use his photo for black propaganda in the then coming May 10 election. (Enerio did not run for any elective post in Loay.)

FRAMED-UP

Enerio was hospitalized the day following the raid. While being confined, a PDEA agent, Cuayzon, allegedly handed to him a brown envelope which content would supposedly help him in his defense in court. The agent allegedly told him not to divulge his source of the envelope.

Bohol News Archive / People's Day in Bohol
June 26, 2019, 06:08:57 PM
July 8 2010 - Boholanos from all walks of life can talk to and touch their new governor, Edgar Chatto, right on every first office day of the week, Monday, which he has declared the People's Day at the provincial capitol.

He is effectively bringing to the provincial seat of government his customary interaction with not just even his First District constituents at his Tagbilaran City residence every Saturday during his 'endearing' nine years in Congress then.

If possible, no one should leave capitol unattended, declared Chatto during his first weekly capitol convocation program as Bohol's 25th governor.

The regular convocation program, which immediately follows the weekly flag-raising on the capitol ground, happens to have since been done every Monday morning.

The governor will have pointmen attending to the people if he cannot personally face them at his office for important meeting or trip.

Together with Chatto leading the convocation program were Vice Gov. Concepcion Lim and the board members composing the new set of the Sangguniang Panlalawigan.

On the same occasion, the governor swore in the new (interim) president of the Philippine Councilors' League (PCL) in Bohol, Councilor Ariel Lungay of Catigbian, who automatically earned an ex-officio seat in the provincial board.

It was Chatto's first official act on the opening office day of his first full week as governor.

The governor said the People's Day will last until evening, thereby demanding what he calls "an extra mile of patience" from both the officials and employees.

Echoing Pres. Noynoy Aquino's regard for the Filipino masses, Chatto reminded his fellows in the provincial government that "they (the people) are our bosses."

Chatto, whose natural kindness toward the needy and helpless is, to many, already a gift to the Boholanos, said his heart bleeds for the ordinary people.

Philippine Daily News / Fake IP Groups
June 26, 2019, 09:23:02 AM
MANILA – The public is warned against engaging in any activity with the so-called "Federal Tribal Government of the Philippines" (FTGP) which is not recognized by the National Commission on Indigenous Peoples (NCIP) and any its affiliate agencies.

"Please be informed that the FTGP headed by Datu Higyawan Na Holag-Ayan (Carmelito S. Escudero), Governor General, a non-government organization is not recognized by the NCIP and the Indigenous Political Structure of the Indigenous Cultural Communities (ICC) of Region 11. An activity or transactions of this group is not in any way attached with the Office," NCIP 11 Regional Director, lawyer Geroncio Aguio, said in a statement.

On June 17, the FTGP made headlines when it submitted a letter to Supreme Court Chief Justice Lucas Bersamin demanding the dismissal in 72 hours of "all imaginary and premeditated cases the KAPA Community Ministry International, Inc."

The group added that the appeal was meant to help protect the rights of Indigenous Peoples (IPs) affected by the closure of KAPA and arrest of its officers.

"The State (Executive, Legislative, and Judiciary) Branches of Government shall Promote, Assist, and Protect the rights of Indigenous People to Ensure their Economic, Social, and Cultural Development, Well-fare (welfare) and Well-being," it added.

KAPA, which was a registered religious group, was earlier flagged by the Securities and Exchange Commission (SEC) for soliciting investments from the public in the form of donations at a monthly interest rate of 30 percent.

The SEC has since revoked the group's registration and issued a cease and desist order against its operations.

KAPA is headed by Pastor Joel Apolinario, who is at-large, and now being hunted by law enforcers.

Aguio added that while Datu Douglas S. Mangcal, the group's so-called "FTGP Provincial Tribal Chieftain", an acknowledged member of the Blaan Indigenous Cultural Community and Indigenous Peoples in Matanao, Davao Del Sur, he is not the recognized leader or elder of the above-mentioned IP group.

"Thereby, having no authority in dealing transactions for and on behalf of the Blaan ICCs/IPs in Davao Del Sur," Aguio added. (PNA)

MANILA — The main event of the first triple-header of the Maharlika Pilipinas Basketball League (MPBL) this season was abruptly halted due to slippery floor.

The clash between Navotas and Rizal at the Navotas Sports Complex on Tuesday was stopped by halftime as arena moppers struggled to keep the hardwood dry for the remainder of the match.

With the venue being non-airconditioned, both teams had to deal with a humid playing atmosphere highlighted by the slippery floor.

During halftime, Commissioner Kenneth Duremdes inspected the playing area and eventually postponed the game.

At that point, the Clutch was leading the Crusaders, 56-39.

It was not the only time Navotas' match had to be postponed. Last year, the team's clash with Muntinlupa, also at the Navotas Sports Complex, was halted due to a broken rim.

The Clutch-Crusaders battle will resume at the end of the eliminations, if deemed necessary.

However, the first two games of the card went on as scheduled.

GenSan edged Marikina, 96-89, while Quezon City romped Biñan City, 110-85. (PNA)

MANILA -- Aboitiz InfraCapital Inc. has selected an Irish airport operations company as its partner in trying to bid for the operations and maintenance (O&M) contracts of two regional airports in the country.

In a statement late Wednesday, Aboitiz Infra said it has partnered with daa International to provide technical expertise and experience, which are necessary for the firm's proposals on the expansion and operations and maintenance (O&M) of the Bohol-Panglao and Laguindingan Airports.

"We are pleased to work with the reputable daa International for both the Bohol-Panglao International Airport and Laguindingan Airport. Our robust management and execution track record combined with daa International's global perspective and technical expertise will ensure the transformation of these two airports into world-class regional gateways that we can truly be proud of," Aboitiz Infra Chief Operating Officer Cosette Canilao said.

The Irish firm will review the plans for the O&M of the airports; define and document processes; train personnel; support the airports' long-term development; and assist in the implementation of the innovative concepts of "connected" and "green" airports.

"We are very excited to be working in the Philippines and in particular, with Aboitiz. Our team strives to build and continually improve successful operations in the airports in which we operate for the benefit of the passenger and client," the airport operator said.

daa International is the global airport operations management subsidiary of Ireland's Dublin Airport Authority with over 75-year experience in airport management ownership and development.

The Department of Transportation (DOTr) has granted last February the original proponent status (OPS) on the PHP42.7 billion unsolicited proposal of Aboitiz Infra on the operations and maintenance of the Laguindingan Airport in Misamis Oriental.

The company was likewise granted the OPS by the DOTr on its proposal for the operations and maintenance of the New Bohol International Airport on Panglao Island in September last year.

Aboitiz Infra, which is the infrastructure business unit of the Aboitiz Group, is also part of the NAIA Consortium, which was granted original proponent status by the DOTr and the Manila International Airport Authority on its proposal to rehabilitate and expand the facilities at the Ninoy Aquino International Airport. Philippine Business News / Common Cell Tower Sites
June 21, 2019, 07:38:02 AM
MANILA -- Aboitiz InfraCapital, the infrastructure business unit of Aboitiz Equity Ventures, Inc, has signed an agreement with Frontier Tower Associates Philippines Inc. for the building and deployment of cell towers, a move that brings closer the Department of Information and Communications Technology's (DICT) common tower vision.

In a statement on Thursday, Aboitiz InfraCapital said the cooperation agreement it signed with FTAP on June 19 covers the development, construction, operation and maintenance of a network of new towers throughout the Philippines in its bid to vastly improve and expand the country's cellular and telecommunications capabilities.

"We are happy to announce our partnership with FTAP. Throughout our discussions, it has become clear that our values and objectives are strongly aligned," said Cosette Canilao, Aboitiz InfraCapital Chief Operating Officer.

The project will be able to utilize Aboitiz Group's extensive experience in building and operating provincial utility networks such as Visayan Electric Co., Davao Light and Power Co., and Cotabato Light and Power Co.

"We truly believe that we will be able to deliver a common tower solution that is fast and effective, paving the way for greater quality and coverage in the telecommunications sector. Amid the country's growth momentum and the government's commitment to bolster further advancement, Aboitiz InfraCapital aims to build the right infrastructure that will advance business and communities," said Canilao.

The FTAP is a member of the Frontier Tower Associates Group (FTA), an established international tower operator and service provider, specializing in rapidly building high-quality towers.

"We are pleased to join Aboitiz, a Group with a long-established tradition of integrity and excellence in Filipino infrastructure, to provide best-of-class common tower solutions that help wireless network operators to meet their goals of expanding the availability and quality of wireless voice and data services in the Philippines," FTAP Chairman Patrick Tagney said.

"We have rolled out and operated thousands of towers in the ASEAN region; our operations team has also in the past rolled out more than 1,000 towers in the Philippines that form a core part of existing mobile phone networks," he added.

Both companies have been conducting radio planning in a number of regions, developing tower designs specific to the Philippines, and building a landbank of site locations relevant for mobile phone companies in preparation for their launch.

Last February, Aboitiz InfraCapital signed a Memorandum of Understanding with DICT to build common towers that may be leased to any telco firm that needs additional facilities.

Aboitiz InfraCapital, through its sister company AboitizPower, will provide its expertise and resources for power requirements of the cellular towers. The DICT will provide assistance through facilitation of permits, right of way, and providing other government support for infrastructure.

The Philippines needs additional 50,000 cell towers to be competitive with its neighboring countries in providing quality communication services to the public, according to DICT. (PNA)

POMPANO BEACH, FLA. (PRWEB) JUNE 20, 2019

"Neverland Ten Years After Michael's Death"

Michael Jackson died ten years ago on June 25th and many people around the world will be commemorating his death through his music and videos. They will be celebrating his astronomical career, remembering his childhood, replay interviews and the work that went into organizing his last concert, This Is It, which he never had the chance to perform. Also to be remembered is his beloved Neverland Ranch, where he lived from 1987 until 2006. It was where he could finally experience childhood, having never experienced that luxury as part of his hard-working, family-singing group The Jackson Five. Two years after his death, Neverland was put on the market for $100 million, but never sold. Today, restored at great expense to its status as the original ranch when Michael purchased it, the estate is back on the market and reduced to $31 million.

In 1977, developer William Bone bought the bare acreage and engaged an architect to design all the main structures on the property, dig the lake and install formal gardens. It was his own fantasy land of sorts as he was able to design it his way rather than at the direction of clients. It took him two years working with architect Robert Altevers to get the design to his liking. He named it Zaca Laderas Ranch and lived there until selling to Jackson.

Jackson bought the 2,700-acre ranch in 1987 for about $25 million and then spent millions more to develop it as a child's fantasy land, which he appropriately named Neverland after the Peter Pan story. The 13,000-square-foot main house, formal gardens, a four-acre lake with fountains and five-foot waterfall, along with an attractive stone bridge had already been built by Mr. Boner when Michael purchased the property. Michael added three railroads, a petting zoo and a full amusement park with nine major rides and an arcade. He also put in an electric railroad with 100-feet of track behind the house for his own children.

Neverland was Michael's home until 2006 when he was charged with child molestation, which supposedly took place at the ranch. Although he was acquitted, the association of so much negativity to the ranch made it difficult for him to continue to live there. Except for caretakers, the ranch was closed. By 2007, Michael was behind in payments on his loan by about $23 million and the ranch was due to go on the auction block. However, investment group Colony Capital stepped in and bought the loan, making them co-owners. In 2009, Colony began restoring the ranch by removing the zoo and amusement park and replacing them with a Zen garden. The amusement park rides are now a part of the California State Fair in Sacramento.

Located in Santa Barbara County in Los Olivos, California, on the tenth anniversary of Michael Jackson's passing, his former Neverland Ranch, now renamed Sycamore Valley Ranch, has had massive price reductions from the original $100 million to $31 million. The listing agent is Suzanne Perkins of Compass Realty, Montecito, California.

Philippine Daily News / Choosing a Party-List
June 16, 2019, 01:34:53 PM
MANILA -- A ranking military official on Monday urged voters to be more discerning in whom to vote for in next month's mid-term elections, which include party-list groups bets.

"Ang message ko sa kanila (My message for them), they should be more discerning, when they make their choices. Kung hindi sigurado kung ano itong mga organization na ito, maghanap na lang sila ng kilala nila nang organization na susuportahan nila, or magresearch pa sila, magtanong sila, magbasa sila, i-research nila kung anong klase at ano itong mga activities ng mga organization na ito (If they are not sure of the nature of these organizations, they should look for the organizations that they know. Or maybe they can do more research, ask, read and look into what kind of organizations are these and what are their activities)," said Armed Forces of the Philippines (AFP) deputy chief-of-staff for civil-military operations, Major Gen. Antonio Parlade, Jr., in an interview with reporters.

Parlade made the statement when asked to comment on the recent Pulse Asia survey which had Bayan Muna topping the voter preference in the party-list elections.

The survey, which was conducted from March 23 to 27, had 1,800 respondents.

Bayan Muna got an 8.50 percent voter preference followed by Magkakasama sa Sakahan, Kaunlaran (Magsasaka) with 6.45 percent, Gabriela Women's Party-list (Gabriela) 6.04 percent, Ako Bicol Political Party (Ako Bicol) with 4.72 percent and Advocacy for Teacher Empowerment Through Action Cooperation and Harmony Towards Educational Reforms (A Teacher) with 4.58 percent.

Parlade said there is a need to intensify information drives against party-list groups with connections with the Communist Party of the Philippines-New People's Army (CPP-NPA).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

"So ngayon (now), (the) effort is for us to reveal to the people the true nature of these organizations para 'yung (opinion) ng tao mabago (so that people's opinions will change)," he added.

Parlade added that the survey showing Bayan Muna as the top choice for party-list bets is unbelievable.

"They lead the survey if at all its genuine. Bayad Muna (referring to Bayan Muna) to be number one? Conduct the survey in places where the people have been enlightened and you will get a different result," the AFP official said in a separate message to the Philippine News Agency.

Parlade also scored Gabriela for its underground activities while claiming to be an advocate of women's rights.

"Do they know that Gabriela was formed by the CPP to care for their wounded and produce medicines? Its not about women's rights. They don't care about Muslim women's rights thats why they dont have chapters in Muslim Mindanao. Do the people know that Gabriela leaders determine who among rape suspects should be killed by the NPA Kangaroo court?" Parlade said.

"Where is justice there? Will NUPL's (National Union of People's Lawyers) Neri Colmenares defend the rights of these victims, who maybe innocent of the crime of rape until proven guilty? Of course not," he added.

He also vowed to strengthen the drive to unmask the truth behind these groups linked to the communist movement.

"It only means we need to work some more to inform the people of the true character of the Kamatayan (Makabayan) bloc. It's our obligation to the people to let them know about this duplicity of these people," Parlade said.

"Kamatayan (death) is what they bring to communities and sectors they exploit. These groups only represent the interest of the CPP NPA and the people should know. We will expose them some more and lets see the result of the next survey," he added.

Parlade also urged the Commission on Elections to carefully look into the petition against the "Kamatayan Bloc".

"The evidences against them are overwhelming. These Kamatayan bloc members have been advocating violence and sedition for the longest time, even against a duly elected President. That's death too, for democracy. What about the foreign funds that these organizations are getting? Isn't that a criteria for disqualification from the party-ist also?" he added. (PNA)

MANILA -- The National Capital Region Police Office (NCRPO) warned Internet shops and other leisure centers not to allow students to enter their premises during school hours.

NCRPO chief Maj. Gen. Guillermo Eleazar made the warning after he caught 12 high school students inside the computer shops and Internet cafe in West Rembo, Makati City during a surprise inspection on Thursday.

This violates Department of Education (DepEd) Order No. 86 issued in 2010 prohibiting students in public and private elementary and secondary schools from going to computer shops, malls, theaters, and the like during their class hours.

"We have given this directive to all police community precinct and station commanders to inspect the vicinity of schools, especially billiard halls and computer shops to ensure that DO 86 series of 2010 is being complied with," the Metro Manila top cop said.

Eleazar warned owners of establishments to comply with the order or face automatic cancellation or revocation of business permits or licenses.

"What is important here is that schools and owners of this kind of business should know that there is this kind of regulation," he stressed.

He said they will work on this together with school officials as well as local government units.

Also, Eleazar said the NCRPO will check local ordinances for other details, such as how far the recreation centers should be from school zones.

The Metro Manila top cop also said the NCRPO will continue to fight street crimes through mobile and foot patrols as well as police visibility in school areas.

He also said they will be on the lookout for criminals and criminal gangs preying on students. (PNA)

MANILA -- The National Capital Region Police Office (NCRPO) has commended a Makati City cop, who acted as guardian to a Grade 7 student, enabling her to enroll in a public school in Makati City.

NCRPO chief, Maj. Gen. Guillermo Eleazar, on Tuesday personally visited Angela Perez, a student of General Pio Del Pilar National High School, who reportedly asked Police Corporal Claro Fornis of the Makati Police Community Precinct (PCP) 1 to act as her guardian being one of the mandatory requirements during her enrollment, considering that both of her parents are in jail due to a drug case.

Eleazar praised Fornis for the commendable act he rendered for Angela.

"I read the article about it in the newspaper and I was touched by the effort done by PCpl Fornis and for that being the father of the NCRPO, I said these acts should be recognized," the Metro Manila top cop said.

"The public may not see these simple good deeds of the police officers because sometimes, these are not newsworthy. But if we look into it closely, police officers have families too and we can always relate to ourselves to it because one of the core values of the PNP is being pro-people," Eleazar stressed.

Eleazar surprised Angela with school supplies as a gift for the school year while the NCRPO Regional Health Service will look into her medical condition since she is suffering from thyroid cancer.

"The exemplary actions of team NCRPO that go beyond the duties and responsibilities make Philippine National Police as real-life superheroes for the service and greater good of every Filipino," said Eleazar.

He said the PNP leadership hopes that these good deeds and the act of the police officer will also be an inspiration to other police personnel so they would strive harder, not only as law enforcers but also as public servants.

For his part, Col. Rogelio Simon, Makati Chief of Police said Fornis' goodness showed that there are still many good cops in the PNP, who are willing to provide help to anyone compared to a small percentage of rogue cops.

"The PNP asks the public not to lose their trust and confidence on the organization and the PNP assures the public that will continue to do its best in providing quality police service and to keep the community safe and secure," said Simon.

Perez, 14, and a resident of Makati sought help from personnel of PCP-1, Makati City Police Station who arrested her mother for illegal drugs a month ago. Her mother is detained at the Makati City Jail. Their father also abandoned them a long time ago and was seen by Angela only once. He was also serving sentence in the same jail.

She told the police that she wanted to enroll in school but she has no parent to sign the documents required for the registration.

Despite her illness, which according to her is manageable, Angela wanted to pursue her dream to finish study to help her family.

Angela tried to enroll at General Pio Del Pilar National High School last month, but she was turned away by the school authorities. She was advised by the school to return with a parent who could sign some requirements and her birth certificate.

On May 24, Angela went to Police Community Precinct 1, Makati CPS and explained to the duty desk officer that she needs a guardian to help her to go to high school and that she has a deadline to comply until 5 p.m. to register.

Without hesitation, Fornis, who at the time is at the lobby of the PCP, did not think twice to become the guardian of Angela and helped her.

When Simon also learned of Angela's situation, he ordered Fornis to enroll her on that day.

Fornis, who is also a father of three, accompanied Angela to the Philippine Statistics Authority Makati satellite office to get a copy of her birth certificate.

Fornis and Angela later arrived at the school, where the guidance counselor kept on asking for Angela's parents.

The police officer introduced himself as the girl's guardian and told the counselor the story of how her mother and her father was arrested by his colleagues because of illegal drugs. Finally, the school handed to Angela her Grade 7 registration form signed by the school principal. (PNA)

MANILA -- The Philippine National Police (PNP) has vowed to push for modernization of its system and equipment towards proper law enforcement.

PNP spokesperson, Col. Bernard Banac made the remark following the arrest of Davao Today columnist Margarita Valle, which the police later called a case of mistaken identity.

"The PNP shall endeavor to push for modernization of its systems and equipment that will be capable of real-time validation of information to aid our operating units in performing the mission to enforce the law and serve court processes against wanted persons diligently, judiciously and effectively with utmost respect for human rights," Banac told reporters.

Banac said that they understand what the veteran journalist felt over her ordeal from the time she was arrested at the Laguindingan Airport in Misamis Oriental up to the time when she was taken to a police office.

"The mistaken arrest of Ms. Margarita Valle is indeed too regrettable. In fact, the Regional Chief (of the Criminal Investigation and Detection Group) Colonel (Tom) Tuzon has already asked for understanding and expressed sincerest apology," said Banac.

"We assure the public that a full-dress investigation is now in progress to determine culpability for the apparent lapses and oversight to prevent similar incidents in future police operations," he added.

On Monday, PNP chief, Gen. Oscar Albayalde, directed the Internal Affairs Service (IAS) to conduct an inquiry into the matter.

He said part of the investigation is how deep the case buildup was made before the joint team of police and military personnel conducted the arrest.

Albayalde said the PNP IAS will look into possible lapses of the police personnel involved in the operation.

Valle was arrested on June 9 while waiting for a flight home to Davao City at the Laguindingan Airport in Cagayan de Oro.

According to the report, the subject of the operation was a certain Elsa Renton who has a standing arrest warrant over charges of multiple murders, frustrated murder, and damage to government properties. Renton is also using names such as Tina Maglaya or Fidelina Margarita Valle y Avellanosa.

Valle was brought to the Criminal Investigation and Detection Group (CIDG) office in Zamboanga City and was immediately released after an informant confirmed that Valle was not the actual suspect although they have a "major resemblance".

Albayalde said the PNP will assist Valle if she will file a complaint against the arresting cops. (PNA)

MANILA -- Have you come across an investment offer with extremely attractive returns that they are too good to be true? Do not be tricked. While there is a chance it might be true, there's also a bigger possibility that it might be a scam.

Think, examine and study the investment proposal, the Securities and Exchange Commission (SEC) said.

Here's a checklist of how to protect yourself and your money against investment fraud.

Get the following information:

1. Name of the person and the company making the offer;
2. Address of both person and company;
3. Phone number, particularly the land line. Do not accept cellular phone numbers as the owner cannot be traced; and
4. SEC registration as an investment taker.

Do remember that a SEC company registration does not grant authority to sell investment instruments, such as securities, bonds, commercial papers, or similar financial instruments.

According to the commission, only investment houses and financing companies with quasi-banking (QB) license and with SEC-registered securities may offer to sell the same to more than 19 investors.

Among others, only SEC-registered persons (brokers/dealers/salespersons) may offer or sell SEC-registered securities to the public.

Still not sure if you're dealing with a fraudster? Check if he/she is:

1. unwilling or hesitant to give information;
2. has no SEC registration;
3. claims to have QB license or SEC-registered securities; and
4. fails to give information or is not listed in the SEC website.

What to do?

1. Report to Enforcement and Investor Protection Department 5846337; and
2. Seek assistance from the National Bureau of Investigation (NBI) or police in case of emergency.

Get information, such as the number of investors, minimum placement, rate of return, etc. and verify the name of the company from a list of those qualified to offer investments at their website.

You may also call the SEC Corporate Governance and Finance Department at 584-6103 or the Markets and Securities Regulation Department at 584-5703.

In a "Give us this Day" TV guesting in Davao City last week, President Rodrigo Duterte ordered the shutdown of the Kapa Community Ministry International, Inc. over alleged involvement in pyramiding schemes.

The SEC earlier flagged Kapa for allegedly soliciting investments in the form of donations that it returns reportedly at a monthly interest rate of 30 percent.

It added that Kapa has no license and authority to receive investments in violation of Section 8 and 26 of the Securities Corporation Code of the Philippines. (PNA)

MANILA-- The Philippine government on Saturday asked the international community to protect life at sea in cases of maritime distress following the collision between a Chinese vessel and a Filipino fishing boat that sank but was abandoned near the Reed Bank on June 9.

In a statement at the 101st Session of the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) dated June 14, the Philippines noted how the Filipino crew "were callously abandoned to the elements on the rough seas and would have perished" if a Vietnamese vessel did not rescue them.

Delivering the statement, Deputy Permanent Representative to the IMO Senen Mangalile highlighted that the United Nations Convention on the Law of the Sea and the IMO conventions on Safety of Life at Sea and Maritime Search and Rescue have express provisions on rendering assistance to distressed mariners.

"It is the obligation of every responsible member of the UN and the IMO to implement these conventions and related codes concerning maritime safety and security, rather than just paying lip service to them," Mangalile stressed.

"It is also our moral obligation to save a human life whenever we can do so," he added.

During the IMO meeting, Mangalile thanked Vietnam on behalf of the Philippine government for the assistance it provided to the 22 distressed Filipino fishermen.

The MSC deals with all matters related to maritime safety and security which falls under the mandate of the IMO. (PNA)

PROVIDENCE, R.I. (PRWEB) JUNE 15, 2019

Celiac disease is a serious genetic auto immune condition that afflicts 1.4% of the global population. The condition is characterized by damage to the small intestine from the consumption of gluten, which can lead to further medical complications including thyroid disease, anemia, osteoporosis, fertility problems and some cancers, to name just a few. Owing to a lack of research and awareness, the condition goes undiagnosed for an average of 6-10 years, and there is little progress in developing effective treatments that could help manage the disease. As such, it requires efforts on parts of those with influence and capital to help steer attention to this disease that continues to compromise the lives of millions around the world.

Cognizant About Curing Celiac is a team founded by Inger and Randal Kenworthy spearheading awareness and outreach, in collaboration with Beyond Celiac, to invigorate research efforts for treatments for the condition. In this regard, the team is hosting walking and running events to raise funds to accelerate progress towards helping eradicate the illness.

The 2019 Step Beyond Celiac 5K events are being held in three major cities in the United States:Philadelphia, Kansas City and Dallas, in addition to the virtual walk that anyone can register for globally. Cognizant about Curing Celiac is scheduled to combine a Providence, RI walk and Virtual Walk on the 22nd of June. The money raised will contribute to a fund totaling $453,600 to support the Beyond Celiac initiatives to formalize coordinated research efforts on celiac disease.

Beyond Celiac CEO Alice Bast expressed her gratitude and had these thoughts to offer:

"A huge thank you to the 'Cognizant About Curing Celiac' team for hosting this Virtual Walk. Thanks for helping us see a life Beyond Celiac! We appreciate Inger and Randal Kenworthy for their leadership with this combined live and virtual walk. Our thanks to Cognizant for also supporting this cause through their Cognizant Outreach program."

Health and Food / LycoBiotic Stronger than Fiber?
June 16, 2019, 06:49:57 AM
Lycotec Ltd, a Cambridge UK based company, http://www.lycote.com, has just published results of a clinical study on its new prebiotic, LycoBiotic, which is 1,000 – 4,000 stronger than fibre. For this trial the company used different nutraceutical capsule and chocolate formulations, which were based on a proprietary composition of GA lycopene, specially developed for elderly persons and for those with metabolic syndrome, fatty liver and related conditions. The product was tested on 30 middle-aged patients with moderate obesity and lasted for 4 weeks. The trial was led by a multi-discipline team from three countries, including cardiologists and experts in gut microbiome, skeletal muscle, liver and skin health.

The findings of the team were that a daily intake of this lycopene could specifically, and in a dose-dependent manner, increase the abundance of Bifidobacteria, one of the main probiotics responsible for support of the immune system in the gut. These changes in the microbiome were accompanied by a reduction in markers of inflammation and oxidative damage in the blood, improvement of liver, skeletal muscle parameters and reversal of age-associated changes in skin:
http://www.lycotec.com/wp-content/uploads/2019/06/Clinical-Study-Prebiotic-Effect-of-Lycopene-and-Dark-Chocolate-on-Gut-Microbiome-with-Systemic-Changes-in-Liver-Metabolism-Skeletal-Muscles-and-Skin-in-Moderately-Obese-Persons.pdf

One of the most striking findings in the trial was that the prebiotic effect of LycoBiotic was observed with a daily dose as low as 7 mg of lycopene, whilst for fibre this would be 30 g. This discovery, as stated by Dr Ivan Petyaev, the founder and CEO of Lycotec, opens up new possibilities not only to develop new compact fortified functional bites, treats and snacks but also drink shots or small size beverage products with prebiotic properties.
Based on proprietary technology, Lycotec has in fact already developed a number of products with LycoBiotic such as prebiotic chocolate, prebiotic ice cream and prebiotic milk, which can be added to a cup of tea or coffee without change to their taste.

The company is now looking for investment and partnership to transfer already developed LycoBiotic food and beverage prototypes to their industrial production, and to bring to the market these new functional products, set to improve not only gut, liver and skeletal muscle health but also to support and rejuvenate our skin.

NORCROSS, GA. (PRWEB) JUNE 15, 2019

The highly anticipated Shaolin Annual Intensive Kung Fu-Warrior Training Camp designed for both beginner and advanced martial artists, as well as future local and international instructors is scheduled for June 21st thru June 29th 2019 on Shaolin Institute Atlanta campus on 3040 Business Park Dr. Suite C., Norcross GA . The art of Shaolin Zen-KungFu program has promised for each participant an unforgettable life experience in eastern wisdom and martial arts, which provide not only the live street self-defense training, but also character coaching in humbleness, compassion, integrity and indomitable spirit.

This 8-day and 8 night annual Shaolin Intensive Kung Fu-Warrior Training Camp with Zen (Chan) mind consciousness and Kung Fu (GongFu), as Bruce Lee introduced in his 1970s movie, takes its turn back to the scene in the US with a full lay out.

That Zen consciousness in GongFu is to set mind and body free beyond tradition and beyond any old training camps' expectations anywhere around globe, As Greater Master of the Shaolin Temple once expressed " "Shaolin Temple is Zen".

Can one perceive, receive that information, and survive this camp if one is in the level of that plain field? That is challenge the institute presents. If one does, one may be out of any kind of short tunnel vision. This is not about how good or what skill level one has; It is about one's consciousness and it is one's opening mind with total mind and body freedom. Is one ready to "be water" as Bruce Lee put it.

This Shaolin Intensive KungFu Warrior training camp is beyond Martial Arts most people have perceived or have seen in technical endeavor alone; this is beyond material or visible technique. It is about how one can unveil that greatest potential and innermost intelligence through that GongFu, which shapes that great character. GongFu, the practice of grit, leads one to persevere with passion in anything one pursues. Gong Fu guides each individual to stardom in life journey and in great fulfillment that will change the course of humanity forever, peaceful in great harmony and happiness, expressed the grandmaster DeRu, the main teacher of the camp.

Shaolin Institute in coordination with Shaolin Chan Foundation hosts this highly anticipated Shaolin Kungfu Warrior Intensive Training Camp 2019 (https://www.shaolin-world.net/blog/shaolin-zen-martial-arts-warrior-intensive-summer-camp-june-21st-to-june-29th/) to recruit serious martial artists, natural health healers and Zen life style practitioners worldwide to revive the authentic tradition of Shaolin GongFu with not only realistic street self-defense of this ancient original arts but the Zen mind and heart as Shaolin Temple originally started with.

In this eight day & eight night in-residence intensive KungFu warrior training, students will be educated and trained in both body and mind aspects of Chan-GongFu. They will be trained in every aspect of the Shaolin GongFu fighting skills, ancient forms of fighting techniques and weapons as well as other internal & healing art forms.

The program will also provide students credits to one's future leadership pursuit and teaching certification programs so that one may be able to teach either at one of the local Shaolin Institute campuses or a school of his/her own, said the camp master.

With a curriculum geared toward people who wish to be instructors or Shaolin GongFu Zen carriers, Shaolin Intensive Kung Fu Warrior Training Camp is set to be one of the pre-requisite for future highly qualified national and international instructors. To view the complete program and schedule of instruction go to shaolin-world.net.

Master DeRu has redesigned Intensive Shaolin Kung Fu Warrior Training Camp after the ancient Shaolin Temple's warrior training, and is providing a unique martial arts experience unlike any other around the globe.

Master DeRu challenges students to push their minds and bodies beyond their perceived limits, instigating one to push the envelope so to grow the strength of character, discipline, and perseverance that made the Shaolin warriors legendary.

The program will indeed include not only external martial arts of fighting and special weapons but internal arts like Zen TaiGong, Xing Yi, and Ba Gua. The main program will contain beginners' traditional forms as well as advanced weapons such as drunken sword, Pu Dao, Guan Do and Iron Whip.

Shaolin camp started as early as 1988 at Mobile University campus, then, moved to the University of South Alabama. The camp later experienced many locations such as Spring Hill College Campus, Shaolin Institute New Orleans Campus and Atlanta new campus in Georgia.

Various camps of Shaolin Institute have traveled and hosted far in many cities from Pensacola, Florida to New Orleans, Louisiana, from Daphne, Alabama to Washington D.C. and all the way to the Shaolin Temple of China.

Over thousands of kids and adults went through the training camps. For many years the Shaolin camps have worked together with the US national Sanshou team camps, training together in various locations where some of the best world champions were produced. Those camps have been under the tutelage of Grandmaster DeRu (Shawn X. Liu), the head coach of the US team.

Out of thousands of Children who have come and gone through the years, they all have a story to share of their hardships as well as sweet moments they have experienced at the camps.

Here is one of the stories about a Vietnamese-American young man Cung Le with his humble beginning. He was struggling with his direction in martial arts and in life after he was disqualified from a few Tae Kwando events. He called Grandmaster DeRu, his mentor later, many times on the quest for Kung Fu Sanshou fighting with which he believed that he could excel despite of his total ignorance of Kung Fu Sanshou/Sanda then. He made a great successes in his life journey

That was back in 1994 when Kung Fu Sanshou just took a first official leap in the US. It was that year when Cung Le won his first US Open Chinese Martial Arts Championship in middle weight Kung Fu-Sanshou division along with David Sanders who won the light weight division grand champion. David was also from the institute.

Since then Cung Le has fought numerous fights in Sanshou and MMA world, and won many international and world professional championships. He has become not only a well-known action star in movie business but one of the most resilient fighters in Sanshou and MMA world. He has become, according to the media, the fiercest legendary fighter from Asia today.

After Cung Le, among many others trained by Master DeRu, Patrick Barry is another world class fighter coming out under the tutelage of DeRu. Patrick Barry later trained his girl friend Rose Namajunas, another generation of fighters emerged.

Many students and even patients came to the camps from various parts of the US and around world, from Korea to Germany, from France to Brazil. They all came for one reason. That is to gain self-discipline and inner strength and ability to prevail in life with high consciousness and greater intuition.

All the intensive training will be held at Master DeRu's Shaolin Institute, Atlanta Campus, starting on June 21st. The camp is designed for those:

● Devotion to Shaolin and Chan (Zen) Living
● Shaolin Chan wisdom and Shaolin academics and unique skills

Philippine Daily News / Choice for House Speaker
June 16, 2019, 06:42:15 AM
MANILA -- The party-list bloc's choice for the next Speaker is down to Marinduque Representative Lord Allan Velasco of the administration PDP-Laban and Leyte Rep. Martin Romualdez of Lakas.

Puwersa ng Bayaning Atleta (PBA) party-list Rep. Jericho Nograles said Tuesday party-list lawmakers have decided to narrow down their choices to Velasco and Romualdez because they believed that they are the only ones who are serious in the bid for the Speakership.

"It is also the prevailing sentiment among party-list members that of those who are being floated as possible candidates for the Speakership, Velasco and Romualdez are the only ones who have strong connections with party-list groups," he said in a statement.

"I observed that our party-list lawmakers are one in the belief that under a Velasco or a Romualdez Speakership, we will be treated fairly and the concerns of our constituents will be heard and respected. Some of the wannabes who have tried to reach out to us obviously have a different view of party-list groups," Nograles said.

The lawmaker, however, did not divulge if the 54-strong Party-list Coalition Foundation Inc. (PCFI) headed by 1-Pacman party-list Rep. Mikee Romero had already made a decision.

He only confirmed that the PCFI will definitely decide as one bloc.

Romualdez gets a big boost from NAIA inspection with PRRD

Meanwhile, House Minority Leader and Quezon Rep. Danilo Suarez said the presence of Romualdez during President Rodrigo Duterte's surprise inspection at the Ninoy Aquino International Airport (NAIA) airport Monday morning is a positive development for Romualdez's Speakership bid.

According to reports, President Duterte invited Romualdez to join the airport inspection and called him "Mr. Speaker" in the presence of Senator-elect Bong Go, Presidential Spokesman Salvador Panelo and others.

The reports said Romualdez even shared a ride with President Duterte in the latter's vehicle going to the NAIA's Terminal 2 after attending the wake of the late Sendeng Loo Gaisano at the Sanctuario de San Antonio in Forbes Park where the two talked privately.

"Magandang gesture na kasama si Martin sa airport inspection ni Presidente (It was a good gesture that Martin is with the President's airport inspection)," Suarez told reporters in a press conference.

"If the President is comfortable with Martin, there is no difference because their thinking is that Martin can deliver and work closely with the House members. Martin has a good background in economics," Suarez said.

Romualdez holds a Bachelor of Arts degree in Government from an Ivy League school, Cornell University, and a Certificate of Special Studies in Administration and Management from Harvard University.

He earned his Bachelor of Laws degree from the University of the Philippines (UP) and is the president of the Philippine Constitution Association (Philconsa).

Suarez said in a free for all Speakership fight, Romualdez would win because of his "edge" against the other candidates.

He said many members of President Duterte's ruling Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban) are also backing the Speakership bid of the Leyte lawmaker.

"Many PDP have signed to support Martin, as long as there are no marching orders from the Palace," Suarez said, referring to the manifesto of support of more than 153 lawmakers backing Romualdez. (PNA)

MANILA -- Senator Panfilo Lacson on Thursday thanked President Rodrigo Duterte after the Department of Budget and Management released the pension requirements of retired military and uniformed personnel (MUP).

"On behalf of the 220,000 MUP retirees, let me say a lifetime 'Thank you' to PRRD for Joint Resolution No 1. No other President has shown such concern for those who served and offered their lives for country and people. All we have to do is continue breathing for as long as we can," Lacson said on his Twitter account.

Congress Joint Resolution No. 1 authorizes an increase in the base pay of military and other uniformed personnel in the government, fulfilling Duterte's promise of increasing the base pay of all MUP.

Lacson, a member of the Philippine Military Academy Class 1971, is one of the principal authors of the Joint Resolution.

Earlier this week, the DBM released the pension requirements of retired MUP under the Armed Forces of the Philippines-General Headquarters (AFP-GHQ), Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP).

The DBM said it released PHP29.9 billion to the AFP-GHQ, PHP21.7 billion to the PNP, PHP 1.9 billion to the BFP, and around PHP 731 million to the BJMP.

It added that the release order for uniformed personnel of the National Mapping and Resource Information Authority shall be issued upon its submission of the required Special Budget Request to the DBM.

"Accordingly, the recently released amounts already include the adjustment of the pension of the retired MUPs as indexed to the base pay scale of MUP in the active service covering the period June to December 2019 based on the available funds as certified by the Bureau of the Treasury," the DBM said.

The indexation of pensions to the current base pay scale was suspended in 2018, also under Joint Resolution No. 1, which states that "pending the review of the current MUP pension system by the Legislative and Executive branches of the government... the indexation of the pension of retired MUP with the base pay of those in the active service shall be suspended with respect to the base pay increase authorized in this Joint Resolution."

The resolution, however, also provided that the suspension of the indexation to the current base pay scale for MUP would be lifted come January 1, 2019, or if a pension reform law is already implemented.

"This suspension shall be automatically lifted on January 1, 2019, or upon the effectivity of a pension reform law, whichever comes earlier," the DBM said.

Duterte has certified as urgent the MUP Pension Reform Bill last February. (PNA)

MANILA -- President Rodrigo R. Duterte has instructed Cabinet officials to use state-run People's Television Network to explain issues and their respective programs, Malacañang said on Tuesday.

"The Chief Executive instructed the members of his official family to utilize the government-owned television station to explain issues, concerns to the public relative to their respective departments," said Presidential Spokesperson Salvador Panelo in a statement.

The President, according to Panelo, issued the directive during the 38th Cabinet meeting held Monday.

"Siguro para iyong mga (Perhaps, so that the) department heads will have a forum to explain their concerns or issues," Panelo replied when asked in a Palace press briefing why Duterte made the instruction.

"More on telling them na (that), "Uy, you have a forum, why don't you use it," Panelo added.

Panelo clarified that the directive has nothing to do with Social Welfare Secretary Rolando Bautista's tiff with broadcaster Erwin Tulfo, who berated the official on his program on DZRB Radyo Pilipinas, a government radio station.

"That was never mentioned. It was never mentioned," Panelo said.

Panelo said government media, particularly the Presidential Communications Operations Office (PCOO), will also be utilized in the pre-SONA (State of the Nation Address) activities of various Cabinet clusters next month.

"There are three Pre-SONA forums to be spearheaded by the Presidential Communications Operations Office," he said.

Panelo said the first pre-SONA forum entitled "Patuloy na Pag-unlad" will be held in Manila on July 1 and to be led by the Economic Development and Infrastructure Cluster.

The second forum, "Patuloy na Malasakit at Pag-kakaisa", will be led by the Human Development and Poverty Reduction Cluster, alongside with the Participatory Governance Cluster, in Cebu City and is slated on July 10.

He said the third and last forum, "Patuloy na Katatagan", will be held in Davao City on July 17 and shall be presented by the Climate Change Adaptation, Mitigation and Disaster Risk Reduction Cluster and the Security, Justice and Peace Cluster.

Aside from People's Television Network, other government media entities under PCOO are the Philippine Broadcasting Service-Radyo Pilipinas, online newswire Philippine News Agency, Philippine Information Agency, and Presidential Broadcast Staff Radio-Television Malacanang (RTVM). (PNA)

MANILA -- Local carrier Cebu Pacific's (CEB) operations between the Philippines and Hong Kong are back to normal, an airline spokesperson said on Friday.

"Our operations between Manila and Hong Kong and between Clark and Hong Kong are normal so far," Charo Lagamon told the Philippine News Agency (PNA).

On Thursday night, CEB cancelled two flights between Hong Kong and Clark, while another two flights between Manila and Hong Kong were delayed apparently due to bad weather conditions in Hong Kong.

The carrier added that Hong Kong authorities have limited the arriving flights from 3:30 p.m. to 5:30 p.m. because of the bad weather and unavailability of aircraft parking space.

Affected passengers were provided with meals and refreshments, while those in the cancelled flights had the option to rebook, reroute or refund their flight tickets, according to CEB.

Lagamon said passengers of the cancelled flights were transported to Manila last night to take a Manila-Hong Kong flight instead. (PNA)

MANILA -- Department of Labor and Employment (DOLE) Silvestre Bello III said on Friday the Filipino crew of the two oil tankers attacked by still unidentified perpetrators in the Gulf of Oman on Thursday are alive and well.

"All 27 of them are safe," he said in a radio interview, adding that he was informed by Labor Attaché to Muscat Ponciano Ligutom that all the 27 seafarers are unharmed.

"There was an attack there, but, fortunately, we have no countrymen that are among the casualties," he added.

Bello issued the statement after the tankers were allegedly attacked in the said area on June 13.

The two ships -- one carrying oil and the other transporting a cargo of chemicals -- were targeted leaving one ablaze and both adrift by still unidentified attackers.

Reports said all crew members were safely evacuated and were subsequently rescued by a ship headed to the United Arab Emirates.

The Gulf of Oman is located in the Middle East between Iran, Oman and the United Arab Emirates. (PNA)

MANILA-- An official of the Department of Foreign Affairs (DFA) expressed on Friday the Philippine government's "utmost concern" over the case of a Filipina household worker raped in Kuwait last week.

Foreign Affairs Undersecretary for Migrant Workers' Affairs Sarah Lou Arriola met with Kuwaiti Ambassador to the Philippines Musaed Saleh Ahmad Althwaikh, who assured the official that an all-points bulletin has been issued to police and immigration posts in Kuwait and other Gulf Cooperation Council member states.

Althwaikh said the suspect has been charged with rape under Article 186 of Kuwait Penal Law No. 16/1960, which states that "Anyone having sexual intercourse with a woman without her consent, through the use of force, threats or deception, shall be liable to the death penalty or life imprisonment."

Althwaikh also noted that the Kuwaiti government is "exerting all efforts for the speedy arrest of the suspect."

In the DFA's latest bulletin, Assistant Secretary Emmanuel Fernandez said the victim has already started working for her employer together with three other Filipina household service workers, including a family member.

"The embassy will continue to provide legal and other necessary assistance to her," he said.

The suspect was identified as Fayed Naser Hamad Alajmy, 22, a Kuwaiti police officer, who assisted the finger scanning registration of the Filipina at the airport upon her arrival on June 4. (PNA)

MANILA — The Chinese Embassy in Manila on Friday night said the vessel involved in the boat sinking incident in the West Philippine Sea was indeed China-flagged but denied it was a case of "hit and run."

The China Embassy, in a statement, identified the Chinese fishing boat as Yuemaobinyu 42212 from Guangdong Province, China. It initially berthed at the vicinity of Reed Bank.

"It was suddenly besieged by 7 or 8 Filipino fishing boats. During the evacuation, 42212 failed to shun a Filipino fishing boat, and its steel cable on the lighting grid of larboard bumped into the Filipino pilothouse," it said.

"The Filipino fishing boat tilted and its stern foundered. The Chinese captain tried to rescue the Filipino fishermen but was afraid of being besieged by other Filipino fishing boats. Therefore, having confirmed the fishermen from the Filipino boat were rescued on board of other Filipino fishing boats, 42212 sailed away from the scene," it added.

Referring to their own report, the Embassy said "there is no such thing as hit-and-run."

Meanwhile, it vowed to properly handle the issue with the Philippines "in a serious and responsible manner," saying the Chinese side "attaches great importance to China-Philippines friendship and safety of life at sea."

"The two sides are maintaining close communication through diplomatic channels," it noted.

On Friday, the 22 fishermen arrived in Occidental Mindoro aboard the Philippine Navy vessel BRP Ramon Alcaraz.

In recalling the night of June 9, F/B GEMVIR1 Captain Junel Insigne, in an interview with ABS-CBN, said they were anchored when a "Chinese boat" hit them.

"Noong pagbangga, akala namin pagbalik niya tutulungan kami, biglang sumindi 'yong ilaw na marami, dahil nakita kaming lubog na... Ayon, pinatay nila ulit 'yong ilaw palayo na ulit sa amin (When they hit us, we thought they were going to help us when they came back. Their lights suddenly flickered on, when they saw us sinking... then they turned off their light and left)," he said.

Insigne said the Chinese should have helped them at least the moment they saw them sinking.

"Umikot lang muna sila, binalikan kami bago sumindi 'yong ilaw, 'yong maraming ilaw, noong makita lubog na, pinatay 'yong ilaw bago umatras papalayo (They circled first then went back to the scene, when they saw that our boat already sank, they turned off their lights before they left)," he narrated.

"Kung wala 'yong Vietnam baka mamatay na kami doon lahat, mga tatlong oras rin (If the Vietnamese weren't there we would have drowned to death, we were floating for around three hours)," he added. (PNA)

Investments firms in Tagum and Davao City raided

DAVAO CITY- Several investment firms were raided by authorities in the cities of Davao and Tagum.

On June 10, agents of the National Bureau of Investigation raided the office of Kapa Community Ministry while police, CIDG (Criminal Investigation and Detection Group) armed with search warrants went to the offices of Organico Agribusiness Ventures and Rigen Marketing in Davao City and Tagum City.

Authorities confiscated a computer monitor and printer at the Rigen Marketing office in Tagum City, while police have shut down the  office of the  Organico Business Agriventures in Davao City.

Organico Agribusiness Ventures lures investors to invest in piglets where they can earn 30% interest for one hog after three months. While Rigen Marketing promises 400% earnings or x4 of their invested capital after a month of paying their investment.

These investment companies were in violation of the Securities Regulation Code where companies offering securities must have appropriate permits to sell these to the public.

President Rodrigo Duterte on a television last weekend had ordered law enforcement agencies to close Kapa and the other investment companies which he deemed were engaged in a pyramiding scheme.

DAVAO CITY -- President Rodrigo Duterte has ordered the National Bureau of Investigation (NBI) and other government agencies to shut down investment schemes that are proliferating, mainly in Southern Mindanao, for conning people of their hard-earned money.

Interviewed by his friend Pastor Apollo Quiboloy, Duterte said the activities of these investment schemes, including the Kapa Community Ministry International, are clearly a form of estafa. The cropped video, which was streamed live on YouTube Saturday, is shown here: https://ytcropper.com/cropped/oJ5cfae74d86cb8?fbclid=IwAR2nvC58yNBIbQTZjenU7ClARBWPtNu75uCJsOQo4svpS5h62jPzwLvvbDc

Several investment schemes have sprouted in Southern Mindanao and have reportedly been branching out to as far as Luzon in recent days. These include Kapa, headed by Joel Apolinario, which promises a 30 percent "love gift" each month. Some schemes, such as the Tagum City-based Rigen Marketing, Jogle and Ever Arm, even promise a return of up to 500 percent.

In the interview, Duterte said the NBI should immediately put a stop to these schemes.

"To the CIDG, the police, the special investigating teams, including NBI -- that is pyramiding. That is why you shut them down and haul them (to courts) upon my orders," he said. The CIDG is the Criminal Investigation and Detection Group.

The President said he has been telling people that "when it is too good to be true, it is fraud."

"Imagine, your PHP100,000 earns PHP30,000 a month? Even our Bangko Sentral can only give 3 percent, and that's annually. I have been telling the Filipino people that if what is being promised to you is something like heaven (it's fraud)," he added.

Duterte said the reality is that "no bank, even the Bank of America, can afford to pay you PHP30,000 a month for your PHP100,000."

He said the reality is that the money being used to "pay out" the old investors is what new investors have put in as "pay ins."

"Just like Legacy ang anything. At the end of the day, you will get nothing," he said.

Duterte said he is bound to force the stand of the government because these investment schemes "are into syndicated estafa."

The Securities and Exchange Commission had repeatedly issued cease and desist orders (CDO) against Kapa and other investment schemes but they continue to defy the orders.

Apolinario's group challenged the CDO in a General Santos City court but it has been denied.

In March, the SEC made its CDO against Kapa permanent.

Last month, prior to the mid-term elections, Interior Secretary Eduardo Año ordered the police and local government officials to shut down Kapa and other investment schemes but even mayors and governors were reluctant.

A politician hinted that going against these investment schemes could mean defeat.

Indeed, reports had it that several politicians wooed votes by telling people they would not shut down Kapa and others when they win. (PNA)

Inspiration & Hope / The Parable of the Oranges

The Parable of the Oranges

There was a young man who had ambitions to work for a company because it paid very well and was very prestigious. He prepared his résumé and had several interviews. Eventually, he was given an entry-level position. Then he turned his ambition to his next goal — a supervisor position that would afford him even greater prestige and more pay.

He completed the tasks he was given. He even came in early some mornings and stayed late so the boss would see him putting in long hours.

After five years a supervisor position became available. But, to the young man's great dismay, another employee who had only worked for the company for six months was given the promotion. The young man was very angry, and he went to his boss and demanded an explanation.

The wise boss said, "Before I answer your questions, would you do a favor for me?"

"Yes, sure," said the employee.

"Would you go to the store and buy some oranges? My wife needs them."

The young man agreed and went to the store. When he returned, the boss asked, "What kind of oranges did you buy?"

"I don't know," the young man answered. "You just said to buy oranges, and these are oranges. Here they are."

"How much did they cost?" the boss asked.

"Well, I'm not sure," was the reply. "You gave me $30. Here is your receipt, and here is your change."

"Thank you," said the boss. "Now, please have a seat and pay careful attention."

Then the boss called in the employee who had received the promotion and asked him to do the same job. He readily agreed and went to the store.

When he returned, the boss asked, "What kind of oranges did you buy?"

"Well," he replied, "the store had many varieties — there were navel oranges, Valencia oranges, blood oranges, tangerines, and many others, and I didn't know which kind to buy. But I remembered you said your wife needed the oranges, so I called her. She said she was having a party and that she was going to make orange juice.

"So I asked the grocer which of the oranges would make the best orange juice. He said the Valencia orange was full of very sweet juice, so that's what I bought. I dropped them by your home on my way back to the office. Your wife was very pleased."

"How much did they cost?" the boss asked.

"Well, that was another problem. I didn't know how many to buy, so I once again called your wife and asked her how many guests she was expecting. She said 20. I asked the grocer how many oranges would be needed to make juice for 20 people, and it was a lot. So, I asked the grocer if he could give me a quantity discount, and he did! These oranges normally cost 75 cents each, but I paid only 50 cents. Here is your change and the receipt."

The boss smiled and said, "Thank you; you may go."

He looked over at the young man who had been watching. The young man stood up, slumped his shoulders and said, "I see what you mean," as he walked dejectedly out of the office.

CSAFP Hails Eastmincom Peace Gains

Press Release
NSFA, Panacan, Davao City - Gen. Benjamin R. Madrigal Jr., Chief of Staff of the Armed Forces of the Philippines, hailed Eastern Mindanao Command (Eastmincom) on its effort in sustaining the peace in Eastern Mindanao during his visit at Headquarters Eastmincom, Naval Station Felix Apolinario, Panacan, Davao City on June 7, 2019.

This came after Lt. General Felimon T. Santos Jr., Commander of Eastmincom presented the significant changes in the security landscape in Eastern Mindanao and attributed it to the various peace initiatives of different National Government Agencies and Local Government Units.

Gen. Particularly mentioned were the PEACE 911 of Davao City, Peace and Development Zones of Region XIII, Convergence Area for Peace and Development of Region X, Serbisyo Caravan of the Association of Regional Executives of National Agencies of Region XI.

These programs adopt a conflict and culture-sensitive strategy and promote inclusivity and equity in the implementation of the socio-economic program in the different conflict-affected areas in Eastern Mindanao.

Meanwhile, Lt. Gen. Santos expressed his optimism on the track of their peace efforts, while urged the different units to support the replication of convergence from the provincial to barangay level.

"We saw the effect of the convergence of efforts in our objective of sustaining the peace. We should continue to harness it and support its replication in the provincial level down to barangay level in order for us to sustain the momentum of peace efforts," Lt. Gen Santos said.

Gen. Madrigal was accompanied by MGen. Reuben Basiao, Deputy Chief of Staff for Intelligence, AFP; MGen. Andres Centino, Deputy Chief of Staff for Operations and Col. Press Release
With a constituency of about 30 million voters, 20 percent of the seats in the House of Representatives, and 54 bloc members, the Party-list Coalition, led by 1-PACMAN Rep. Michael L. Romero, might decide on its choice for Speaker of the House within the next two weeks.

"We will do viva voce voting in front (of everybody in caucus) para transparent sa lahat...and then we will move as a bloc," Romero said in an interview with veteran journalist Ed Lingao on the One News public affairs program "The Chiefs"

The term of office of all Members of Congress start on June 30, 2019.

Romero said it is important that they vote for Speaker as a bloc so they can get their fair share of committee chairmanships and other key positions, including Deputy Speaker, the Commission on Appointments, and the electoral tribunal for the House.

"Our 50 plus votes for one aspirant for Speaker is minus 50 for the others," the congressman pointed out.

As to which committees they seek, Romero said, "depende iyan sa balance at sa dynamics ng 18th Congress."

"It's 20 percent (of key posts) or nothing," said Romero, who emphasized their need to advance the sectoral agendas that will benefit their about 30 million constituency of people who voted for party-lists through the positions they will hold in Congress. (END)

MANILA — Makati congressman Monsour del Rosario did not hurl ill feelings on Philippine Olympic Committee president Ricky Vargas after he was removed from the Southeast Asian Games chef de mission post and instead expressed gratitude that he was tasked for the role.

"I am thankful for the opportunity to serve our country as chef de mission," the former taekwondo champion and actor said in a statement on Monday night.

Amid the row, del Rosario urged the sports community to set aside differences and "unite toward the goal of reclaiming our former lofty status in international sports".

Philippine Sports Commission chairman Butch Ramirez was eventually named the new CDM, and del Rosario called on everyone to support Ramirez.

"I urge everyone to support the next chef de mission because while national team success is dependent on the quality of athletic talent and coaching, effective leadership of Team Philippines is equally critical for a successful participation in the SEA Games," he said.

He added that he "will continue supporting the national team in whatever capacity to ensure its success." (PNA)

The first law of thermodynamics states the equivalence of heat and work and reaffirms the principle of conservation of energy. The second law states that heat does not of itself pass from a cooler to a hotter body. Another, equivalent, formulation of the second law is that the entropy of a closed system can only increase. The third law (also called Nernst's heat theorem) states that it is impossible to reduce the temperature of a system to absolute zero in a finite number of operations.

SAN CARLOS CITY, Pangasinan -- A total of 1,656 foreign students are enrolled in different universities in the province as of May 30, an official of the Bureau of Immigration (BI) field office here said Thursday.

The foreign students, composed of Indians, Nigerians, Nepalis, and Yemenis, are mostly taking up Bachelor of Science in Biology in the universities in the cities of Dagupan, San Carlos, and Urdaneta, the bureau's alien control officer, Christopher John Abella, said in an interview.

Abella said that of the total, 588 are Indians, 305 are Nigerians, 218 are Nepali, and 131 are Yemeni, plus small groups of Japanese, Arabs, Koreans, and Chinese.

"There are now more Indians, but before Nigerians had the highest number of foreign enrollees in the province. We expect more as classes start," he said.

Abella noted that the quality of education, cheaper tuition, proficiency in English and competent teachers attract foreign students here.

These students, he said, acquire their entry visa through the Department of Foreign Affairs while the BI office nearest to their location monitors their activities.

"They report to us within the first 60 days of the year," Abella said.

He added that some foreign students had been involved in illegal drug trade, and others in brawls or altercations.

"In that case, we recommended the cancellation of their student visa and were referred to our legal division. We are just waiting for the court's decision and then we will have them deported if they are found guilty, but if not guilty, we will no longer extend their visas," Abella said.

Meanwhile, aside from foreign students, some 1,130 foreign tourists had requested an extension of their stay in the province from January 1 to May 30, according to data from BI-Dagupan.

"Most of them are United States citizens, British nationals and Japanese. They preferred to stay in Alaminos City, Bolinao and San Fabian, in coastal areas of the province," he said.

Last year, BI-Dagupan recorded 2,459 foreign tourists, who extended their vacation in Pangasinan. (PNA)
