Bisaya Cebuano Language / Re: *Dulot Sa Amay*

Amay is not much of a noun in Bohol, unless you consider Amay Bisaya as a noun. What is perhaps present and understood word in the rural areas like hinterlands of Loon is "amay-amay."
Amay-amay as to them is that deepest part of the muscle that "seeps into the marrows"
On this context: Du't sa amay [amay] can be understood as an idiom which means to the core of its essence.

Para nako, there is so much nga wala mahisgoti dinhi.
NFA's mandate is to provide cheap rice even if it has to lose. It cant even go break even price.
Ikaduha, open public auctions for rice import supplies vary every cropping year, so prices cant be taken as bulk. Ask any farmer og mabuhi ba silag tag P17 and kilo sa rice? Ang PAMALAKAYA may well look into the economy of fish price too, and address the issue, filing cases to ordinary fishermen because they sell high is just as stupid.
Ikatulo, we may have to rethink our positions on news about over importation, as Banayo has also said they are importing this month about 1/3 of the rice imported during GMA term. (This is barely the end of the first quarter and we are importing 1/3? Will that make an importation of 1/3 more than GMA term imported?
I would rather keep my two-cents worth and be mum until i can understand the issues better.

however, my friend, one has the right to enjoy the fruits of his work. one has the right to enjoy the blessings God pours on a person through hard work, passionate yearnings, and honest living.

one should not envy or take everything to heart. just because a person drives an expensive car does not mean that it was meant as an insult to one who is poor. dili pood maayo mo think ana.

i for one know of a person who gives and donates to christian / poor charities and also enjoys the fruits of his work.
he drives a mercedes GL series, is a general surgeon in the hospital that i used to do rounds in. but every year, this man
goes back to the philippines and leads free medical missions. because this man gives openly to those who are in need,
because of his hard work (studying over 12 years to earn his M.D, and then specializing) he is able to afford that car,
his house, his lifestyle (Through God's Grace and Blessings). He sacrificed to study, he sacrificed to earn his MD.
And yet, he selflessly gives back to those who normally could not afford his service. Freely. Openly.
God Blesses him abundantly in return for this selfless act.

you enjoy the fruits of your bounty that God gives you. if others envy you for it, that is their own thinking that is misleaded.
not everything should be construed as an insult to the poor. It is God who pours blessings on a person through one's
honest, hard, work. If a man tithes 10% to the church and in return of his faith, is blessed abundantly by God,
should the poor also envy that man's rich bounty? no. of course not. envying , in itself, is a sin.

peace.

Right to enjoy, nobody gives a damn about one enjoying the fruits of his 'labor' (which is another debatable issue brewing for a president who works only from 10 to 6 while an ordinary government worker is mandated to be available 24/7 and that's as a public servant.
The issue however is modesty.
If he has not the modesty to accept he cant be president without thinking about it thoroughly, he should have the modesty to stash his millions they squeezed from the poor farmers of hacienda luisita until he finishes his term, if he does.
You cant flaunt what may not be yours, di ba? peace

For me, theres something bland about a third-hand Porsche a president buys.
The thing is, in all modesty, Facebook developer and multi billionaire who slaves himself lives in a rented two storey house in CA. He only has a Honda Acura to ply the wides streets of America, regardless of his wealth.
For a president whose working day starts at 10 and ends at 6, he needs no fast car.
For need of a horsepower maybe, (he's definitely not working like a horse and his power slowly erodes daily) PNoy needs that Porsche, but hes got to buy the NLEX or the whole Carmona circuit for his playground to let him unleash the car's brute power.
Manila's traffic is outrageously damned, gas rates are murderous and a third hand Porsche may well be more than its published buying rate considering storage and shipping costs to the Philippines.
For every Filipino who gawk at the car as it zooms even without the "kwangkwang" preceding it is just another poor insult to the country's Filipinos. I mean, real Filipinos.

 Junction: the venue for
Teatro Abatan launch

Dusk is usually dark at the river in Junction, Cortes where the saltwater meets and mingles with the fresh water from its headwaters.

But with a theatrically lit set and few tricks, the riverbank village center takes a magical look with spotlights beaming and heightened anticipation brought by the higantes joining the spectators for the formal launching of Teatro Abatan, July 22.

Teatro Abatan, a collection of community theaters from Cortes, Maribojoc, Antequera, Balilihan and Catigbian would unite to empower people, in a larger than life mission using the area’s rich culture and heritage as the source of power against oppressive poverty.

Teatro Abatan takes its name from the venue where the sea and fresh water meet. It also sits as the fitting venue for the Teatro Abatan’s weekly fare of plays and cultural numbers in a dinner theater concept.

Dignitaries from the United Nations Educational Scientific and Cultural Organization (UNESCO), the National Commission for Culture and the Arts (NCCA), the as well as arts and culture workers from all over Bohol and the country trooped down to the center for the Bohol Day capping activity July 22.

The Abatan Main Village Center is hub to the Abatan River Community Life Tours.

While there are plans to convert the center into a venue for an evening theater featuring community collectives along the tour circuit’s five towns, developing the software component of the plan takes on a bigger dare, agrees Teatro Abatan creative director Gardy Labad.

The center also feature shops selling souvenir items handcrafted by the communities of Cortes, Maribojoc, Antequera, Balilihan and Catigbian. These towns are also the venue for cultural interactions during the tours.

As daylight dimmed, the center slowly flooded itself with lights as activity builds up with the arrival of the guests.

Amid the flurry of the performers putting on the touches in their make-ups and costumes, the arriving guests took to the village center shops to get souvenirs and help the communities.

The national Anthem and the Bohol Hymn completed the opening reassertion of the country and Bohol’s strong cultural heritage as the Loboc Children’s Choir rendered the patriotic hymns.

The Punta Cruz Cultural Collective soon took the makeshift stage for the Pambansang Dalangin as expressing the country’s solidarity with the entire world in the global fight against corruption.

And just as everyone was about to mellow with the danced prayer, the innocently angelic Loboc Children’s Choir shared to the audience defining magic of music and songs in a culture of a people and place.

With the night’s appetizers priming the artistic palate, stage soon came alive and aglow with the home-cooked featured snippets of performances presented by the Cortes, Lincod Maribojoc, PuntaCruz Maribojoc, Balilihan and Catigbian Cultural Collective in front of an assemblage of the guests.

Cortes Cultural Collective helped people recall the fading and hazy memory of the life and exploits of Wadje and the community at the mouth of Abatan. A tale of empowerment and love of home, Cortes’ dance drama succulently presents the river tour’s value in protecting home and country.

The same taste is carried on by Tawag sa Bantawan: PuntaCruz’s rendition of the tale behind the historic watchtower done in the classical southern Philippines’ pangalay.

The homey themes unity against threats in life are done in artistic monologues retelling a 17th century Malabojoc and how it prepared against the piratical raids.

The joie de vivre of Lincod’s community life showcase in a dance reveals a community’s inter-connectedness with the creation. Celebrating the mangrove resources along the Abatan is a recurring theme in the circuit’s day tours.

Antequera’s Abatan ni Tamblot musicale showcases the artistry of a community who dexterously weaves a life story in a play that baskets it all: Tamblot and the olden civilization of people celebrating nature at its best, and poised at the brink of a crisis when made to choose between two life-changing options.

Catigbian’s realistic comedy attempts to satire at the way some communities view poverty while presenting a simple solution in a twist.

Balilihan, a town that keeps by its bosom a tradition of the rural Bohol succeeded in initiating the audience into the life’s rituals of a Boholano and paused no beat to engaged the audience in a kuradang that moved the festive center into one wriggling body in communion with selves and the mystical environment.

And as if it were not enough, next come-on was a fluvial parade of the puppets which peaked with a spectacular fireworks display that lit the village center’s sky.

At the peaking excitement, a memorandum of agreement between UNESCO and Bohol was signed to signify cooperation in supporting and developing the initiatives of the river management as spearheaded by the Teatro Abatan.

That we can easily tell bisan diri ra sa thread. Nobody is a saint here, even Christ may not win in elections like ours.

The biggest question is, was it Chatto's personal money that he used to buy votes by bribing barangay leaders with cellphones? If it was, what would make other people earn cellphones from Edgar's personal pocket and waht makes every TB denizen ineligible?

But it may be different if the cellphones may indeed come from, i fear the worst, the the pork barrel of the first district. whats his business using first district money for the second district thats not his concern?

Ask people from maribojoc or Antequera if their roads have been smoothened by the pork thats intended for them?

If indeed it was his personal money, by g***, God forbid, a Congressman who awakens with constituents begging for just anything coudn't be as rich, even if he owns the entire first flower avenue, whatdyou think?

It would have been a clear hands down Chatto victory had the last few months been running as normally as it should.

Now the situation with the massive betrayals and backstabbings alleged upon edgar, all to get him the edge despite his clear victory has tilted the balance dangerously against him.

In the first district for example, Edgar has made a tough enemy with DNL, one that could cost him some 30K votes, with the way DNL is campaigning. Tagb has 45K electors.

The DNL campign is: my slate my candidates. Top to bottom. And seemingly, puroks have been saturated with pro DNL sentiments, youd realize DNL purok visits are like basketball games where people bring monoblock chairs to get close to the mayor.

Baclayon and Maribojoc are no Edgar supporters, ask Mayors Toloy who has lost Jovie Lapiz due to alleged stringpulling and pressures by EMC. Alvin may also have problems with Edgar goading Bene Uy to run, and the projects LGU Baclayon and EMC is implementing now would show how far a Congressional million would go compared to an LGU Implemented project.

Dauis is sure tough for Edgar who has devised an easy plan to win, but the plan backfired when the opposition realized the deal was in for a solo Edgar candidate. Now its a huge problem thaty maigh cost the Ebojos.

Catigbian is classic. Edgar's alleged betrayal for BertSal earned him the whole Catigbian's ire, execpt of course one or two or 22 barangay chairmen who plays for EMC

A boiling pot may be expected with antequera and double dealings there. One that could be disastrous to a clearly Tatay Billy manhandled town.

Loon may be in for Chatto, but Herrera has links, Bertsal traces his roots in loon, Glovasa, A DNL Congressional candidate also is from Loon, and the Lopez Clan is still dib\vided, last that i know.

Tubigon, Cortes, Panglao and Albur may be equalizers but past election sentimesnt seem to be anti EMC.

Most mayors in these towns have not been as clear but one is a former DOLE bigwig and Herrera was a labor lawyer. Another is an anti EMC advocate though he plays it cool, lest his Lakas funding gets to somebody elses campaign kitty like what happened last time.

Second district is aboil and EBA is still hurting although the old politician is too good to admit it in piblic that the hurt affected him. A Cajes Aumentado LAKAS-LAKAS competition may be in for a big vote slash against Chatto, the provincial Lakas head.

More? umm, unya na laman sunod pohon uy.

Very true Koddi.

In fact, that gracious forward bulge of the puerta mayor is the highlight of the baroque architecture.

Loon Church is probably the only church in Bohol that was built as religiously according to the way it was planned, its completely perfect.

Ok please give us your views why Cory should not be a hero.

Panero,
Cory could probably be what we rightfully say as damn lucky for being in the right place at the right time.

As to the fact that she was hailed as the icon of democracy, it could have also been Doy Laurel, Fidel Ramos, Cardinal Sin or plain Juan de la Cruz who could have taken her place.

Icon or not, heroine or not, its not hers, it should be the million Filipinos who know damn well they did one hell of a job not thousands of Cory Aquinos could do.

Enough of declaring heroes, heroines, or national artiists, because by the mere thought  of it, even my kids astound me when one said, when Noynoy Aguino dies, will there be another holiday?

Id look forward to the time when Kris would have her turn too.

That, am damn near sure would be worth my dying for.

I Swear By That Altar

ONE main proof that the Santo Nino Church in Cortes is not as young as its dated walls would tell is its unmistakable baroque altar.

Although its wall etchings bare dates in the late 18th century, a brief peek at the insides of the church would reveal an altar that is an anomaly when placed inside a late 18th century coral stone building, if the date etchings were really correct.

For when one considers the massive retablo mayor (main altar) of the Cortes Church, what immediately would come to mind is a Jesuit art, which would not come inside that church later than 1768 or the time when the Jesuits were recalled and the Augustinian Recollects took over.

At a quick glance, art critics would consider two things upon seeing that old baroque altar in Cortes.

First, that altar came from an older church and was given as a gift to a daughter parish sometime in the late 17th century.

By reckoning, the altar could come from Maribojoc, a 17th century “mother parish” as what the Augustinian Recollects would want Cortesanons to believe.

Maribojoc altar, a classic example of a gothic art in Bohol is a very unique one. Its two side altars in fact, perfectly match the gothic retablo mayor.  Even its wing altars are a match.

Or it could come from the “mother parish” of Baclayon or Loboc, where pueblo de Cortes separated.

If it had, those churches would without doubt put up not just one altar to match with the altar now in Cortes. Chances are if this was true, there still could be similar altars like ours in any of these mentioned “daughter” or mother parishes. The fact is, there is none.

Baclayon’s distinct altar is a baroque rococo. Its side altars are classic Spanish baroque and without doubt, of Augustinian Recollect provenance.

Loboc’s main altar is neo-classical. Its side altars are baroque. And so are its wing altars.

Two, that the altar was inherently carved for Cortes, for that old church named Malabago de Paminguitan, which is present day church but with the dates being “tampered” or being later affixed by the later missionaries.

Personally, I would rather believe on the second theory.

Why? Because this altar is a solo one, not one like it in any older churches in Bohol. Meaning it was solely made for a purpose, maybe for Cortes Church.

The retablo mayor or the main altar is a classic Jesuit influenced Spanish baroque art.

The altar’s major elements are the double solomonic columns, the classic baroque flanges, the simplistic neo-classical crown with the usual eye or dove and the profuse use of acanthus leaves, the major decorative element of the Corinthian columns.

But first, let’s settle the question. What is baroque?

Baroque is a movement that was later translated into art forms. It proliferated in Europe after artists there were later deeply affected by the discoveries of Galileo Galelei.

The Italian scientist and astronomer, in support of the Copernican Revolution proved that the long held belief that the earth was the center of the universe was wrong.

Galelei’s astronomic discoveries had very deep implications in the church.

A shift from the geocentric (world as center) belief would necessarily affect the belief that man is also the center of the world, which was what the church preached then.

The drastic movement from the old belief to the newer “scientific belief” troubled a whole lot of people and the artists eventually started to depict an art, which portrays movements.

These styles of the irregular, the elaborate and the swaying from the usual balance took the center focus.

This too became the basis for a movement, a revolution in ideas, which seeped into the highly conservative church.

In time between the early 16th to late 18th century, the Church, which at the beginning persecuted Galelei has to accept after the Council of Trent promoted the use of the baroque arts as an expression of religious themes in direct and emotional involvement.

Baroque, roughly from the Spanish and Portuguese “perola barroca” or uneven pearl, display an “eccentric redundancy” and “noisy abundance of details.”

In Cortes altar, these major baroque elements are portrayed by the double solomonic columns.

Solomonic columns are characteristic of the columns put up at the temples of Solomon.  The spiral design, which portrays the movement, is depicted in the helical or twisted shaft, which conveys the baroque movement. It also projects the profuse use of it in the Cortes altar. And if it were not intended to be seen, the altar builders would, I say, not mess with putting up 8 of these helical columns, right?

In fact, the altar sport 12 of these columns. This would include four semi-solomonic columns are prominently displayed on the top niche.

Now, these columns, in the tradition of the Corinthian capitals are also topped with simple approximation of acanthus leaves ornament.

Then, consider the elaborately decorated outward flanges that show the unmistakable movement of moving out from the center niche, a movement so incorporated to form a huge mass.

These outward flanges, often called the wings of the altar clearly manifest here. Flanges that are hand carved from five-inch thick molave boards, we should note.

Then, there are two hand-carved torches with flaming motifs decorating the pediments of the second tier of the altar. These torches also show another Spanish baroque element, the light, which was later translated in paintings by the skillful play of lights. This later became popularly known as the chiaroscuro.

At the altar niche pediments, there is that organic cherub design seen at the foot of each statue in the niche. When seen from below, the design hides among the panels, a delightful “peek-a boo” one could say.

It is just too bad that not many Cortesanons realize the value of their altar in their midst.

Then a central element in the Cortesanon Christian life, the altar has become an inspiration in the local life that many would simply dream of bringing the same altar home, impossible it may be.

Until the trend of the Urna, the miniature altars that we usually have at a prominent place at home now will the Cortesanons realize the role of that retablo mayor in the lives of our forefathers.

Why would I say that?

Altars like that in the past were monumental structures. And they were often kept in very dark inner sanctum of the church or the home.

In Cortes church for example, you could easily pick the details of the original window of the church, especially the part where you will see the altar now. The new windows we have now are almost twice as tall as the original windows.

There are also practical reasons why they have to do that. The piratical raids that hit the Spanish occupied towns then discourage the pirates from climbing on the windows and loot the church.

Then, there is the belief that masses would be celebrated in catacombs. These are underground cemeteries, all to hide from the traditional persecution of the Christians.

Imagine those small windows all blotted out by stained glasses?

The altar now becomes a dark spot.

It would rather be impossible to imagine why the friars go the length of carving the altars elaborately when it can only be admired up close.

And the Pre-council of Trent times do not allow laymen from entering the holy of holies. (that again is precisely the reason why that metalwork of a railing would mark the confines of the no-mans-land and the place for the lay)

SO the altar becomes invisible from afar Even perhaps by lighting it with a camp fire of candles, it remains to be partly too far from the beautiful carvings we see now.

To solve the problem, the Spanish builders used a technology called gilting.

Putting up precious elements in the altar to make it glow in the dark is how they did it. And gold or silver to gilt or coat the altar does the trick.

And that is why we hypothesize that beneath the dark brown and modern golden mast of paint of the Cortes retablo mayor could be gold gilt or silver plates.

I am putting my two cents worth on it.

And I swear by that altar.

Want to check it out? Want to bet?

That the Cebu intelligence operatives did not coordinate with the city PNP and the City Hall in the arrest was really a big question mark to me.

My source said he personally saw a city politician go four times to Cebu to coordinate with the police on the raid.

And irony of all ironies, it was also the same politician who begged the swertres financier to finance his candidacy way beck, and it may not be long before Blanco executes his affidavit implicating exactly the same politician.

Keeps me thinking, Why sir, you want more of the loot this time?

Id reserve my comment for now.

The biggest question. How would Cebu Police Force know so well where to swoop down into in Tagbilaran that the local police did not know?

Where was the BPPO or the CPO?

And who after all was nabbed after an incumbent who won by swertres money decided to get a little mileage over his dipping popularity?

My source said he saw, and four times, this politician at a cebu police office coordinating the raid.

Why, sir, couldnt get enough of swertres you now play Mr Clean? Marvelous!

No thermal scanner for
Bohol yet, says Gov

TOURISTS coming in from all over the world pose could be possible carriers of the dreaded A (H1N1) virus which has claimed hundreds of lives, and local officials said they would immediately seek help from the government to put up a thermal scanner at the city airport and keep Bohol swine flu free.

Governor Erico Aumentado said this as he reported meeting with the mayors to appraise the chief executives of the risk of the rare strain of swine flu.

The governor said that he has talked with the Department of Health, through Regional Director Susanna Madrietta about the possibility of putting up a scanner, at least at the city airport which has become a popular foreign tourist entrance gateway to the province.

The thermal scanner which the governor wants to be inplace at the city airport at least would be costing P5M, a device most of the provinces all over the country would be asking from the national government.

Aumentado, who was asked by the local media about local preparations against the threat of the entry of the rare virus strain candidly admitted there are no thermal scanners that could facilitate early detection of the symptoms carried by potential carriers to Bohol.

He was however quick to add that he had the assurance from the Department of Health Bureau of Quarantine and the Department of Agriculture Bureau of Quarantine that both agencies would be very strict in monitoring entry of guests who may be exposed to the virus.

The statement however may not fare well with national media steadilly reporting quarantine of suspected carriers at the nearby Vicente Sotto Memorial Medical Center in Cebu.

Over the development, health authorities have been on the double alert, watching everybody who comes in from abroad seeking out those whose thermal signatures pop red flags in airports of entry.

Anybody who could trip the scanners would be whisked immediately to quarantine stations for further laboratory and viral containment tests until they could satisfy the authorities of their normal conditions.

As this developed, DA has assured that eating Philippine pork is still safe.

As long as it is cooked properly, Secretary Arthur Yap has been saying there is no chance the virus, which is sensitive to heat could survive enough to be contagious.

Panglao airport committee
wants runway bidding now

THE Inter-Agency Committee tasked to oversee the implementation of the Panglao International Airport Development Project (PIADP) has decided to push for the runway bidding, in a move that would finally make visible the development of the dream airport.

Governor Erico Aumentado, during his weekly The Governor’s Reports bared that in its recent meeting dated May 5, the committee has decided to bid the runway development apart from the terminal building and its peripherals.

In its development timetable provided by the PIADP secretariat, the preparation of the project’s detailed engineering works would be on from February to July.

The runway bidding then would mean, the component runway was taken ahead of the full project preparations to show substantial development when the target bidding dates in October would be opened.

Observers see this as an indication that, like many who doubt that the tourism super-region support infrastructure promised by President Gloria Macapagal Arroyo would really be realized, the committee could not bear to keep the people waiting.

And after more than a year of no apparent visible development since the President launched the project in May, the runway bidding may be the biggest bang to herald the flurry of building activities soon to come.

The runway and its allied facilities, Aumentado explained, would cover some 2.5 kilometers and would be designed in such a way that it can be upgradeable to accommodate the biggest plane of the Airbus fleet.

He added that the runway would soon be extended to 3.8 kilometers but the initial bidding would yet cover the construction of 2.5 kilometer strip.

Moreover, Aumentado, who sits as the Committee Chair revealed that Philippine Japan Airports Consultants have asked for 16 hectares more of lot, a thing already approved by the inter-agency committee.

He added that during the May 5 meeting, the Department of Budget and Management through Boholano representative Mario Relampagos has okayed the use of the funds allotted for land acquisition pending its disbursement, while the project funders have yet to put in the additional funds for the 16 hectares.

Aumentado insisted that the airport should be operational by December 2010, even if it would still be operating on temporary terminal hub, a tent city as he proposed.

Talk of the Town / PCSO Summer Charity Caravan
May 14, 2009, 03:30:03 PM
PCSO caravan carries
Charity virus to Bohol

UNLIKE the dreaded A N1H1 virus wreaking havoc in the Americas, this virus government authorities want to infect just as many allows people to share charity.

And in fact, it is the Philippine Charity Sweepstakes Office (PCSO) that spearheads activities and campaigns to infect people with the contagious the charity virus spreading in Bohol.

In its 10th leg of the Summer Charity Caravan 2009, which would be visiting 20 provinces and municipalities in time for the 75th Anniversary of the sweepstakes, the PCSO wants to make Bohol stricken with the virus, one that would goad volunteers for charity work.

Campaigning for Kaibigan ng PCSO, the government charity office want volunteers who pledge commitment to charity work during the launching rites at the Bohol Cultural Center, Tagbilaran City.

According to a PCSO press material, there are already 5,349 volunteers processed since its national launching in February.

Kaibigan ng PCSO attempts to recruit and mobilize thousands of volunteers for the various activities of the charity agency, particularly its historic National Medical Mission this September.

For the diamond anniversary, the PCSO puts up an ambitious simultaneous national medical and dental mission in the country’s 42,000 barangays on September 6.

Volunteers then would be assigned in medical missions after completing trainings in First Aid, Basic Life Support, Child and Maternal Care and Disaster Management, PCSO said.

For senior volunteers of the Kaibigan ng PCSO, they can be awarded with the health cards which puts them on the priority list of those seeking financial and medical assistance from the charity agency.

The caravan was fresh from Batanes, Nueva Vizcaya, Davao City, Cebu City, Palawan, Iloilo, Bacolod City, Vigan, Ilocos Sur and Cauayan, Isabela.

After Bohol, the Caravan is expected in Quezon, Batangas, Cagayan de Oro, Tarlac, La Union, Zamboanga del Sur, Camarines Norte, Nueva Ecija, Antique, Leyte and Samar.

A medical mission set to serve between 1,500 to 2,000 patients also unfolded at the Bohol Cultural center while the team also entertained requests for financial assistance to those who cannot afford to send their sick relatives to the hospital.

For 2008, reports said PCSO has served 163,948 patients, and released a little more than P143 M for various medical and hospitalization aid for the VisMin areas.

Catigbian - Bohol / Catigbian OTOP Privatization

Catigbian-coop
Seals OTOP JV

SHEDDING off the hassles of running its One-Town-One Product (OTOP) display center and its processed meat operations while addressing other development priorities, Catigbian has finally decided to go for joint venture (JV).
Picking a cooperative partner with the best proposal for the OTOP town display and operating it to sustainability, LGU Catigbian said production of fresh and processed carabeef would now be handled by both.
Within the next few days, the town dads would be sealing the agreement with the signing of the memorandum of agreement (MOA) stipulating important provisions for cooperation in the operation of OTOP before it will be finally implemented, shares town information officer Ardissa Estavilla.
On the other hand, Mayor Roberto Salinas earlier said the town has finally decided to seek a partner in the operation of its OTOP Center knowing that an enterprise like this is best left with the meticulous quality control of the private sector.
Last week, according to Estavilla, local leaders sat down to deliberate on project proposals submitted by the two millionaire cooperatives: Mantacida United Farmers’ Multi-Purpose Cooperative MUFAMPUCO and Bagtic Masagana Multi-Purpose Cooperative (BMMPC), all from Catigbian.
By Wednesday, odds had heaped upon MUFAMPUCO.
The said cooperative is multi-awarded as best performing cooperative in the region and boasts of trailblazing innovations in transforming the town into a formidable agricultural chub.
“This cooperative has played a vital role in uplifting the lives of the Catigbianons and, without doubt, has helped in revitalizing the economy of the town, with the local leaders openly admitting the coop has acted as one of the LGU’s arm of progress and development, Estavilla, who doubles as the town information officer bared.
With this development, Mayor Salinas said he is optimistic that the town’s OTOP will finally take-off giving new economic opportunities to the town.

Once identified as the bamboo craft capital, Catigbian shifted to meat processing owing to the fact that it has Visayas biggest livestock auction center.

Now, products like carabeef tapa (locally known as “kosahos”), carabao skin chicharon and other processed carabao meat will soon be available anytime, he said as he added local and foreign tourists can also bring home other processed products as pasalubongs.

PCSO suggests raising bail
for “illegal lotto” suspects

THE final nail to seal the coffin for illegal numbers game may just be legislation, hinted Philippine Charity Sweepstakes Office VisMin Department Manager William Medici Thursday.

During a press conference at the Bohol Tropics resort, the PCSO authorities including Medici agree that illegal numbers game has dented on their operations.

The PCSO, a government mandated office to deliver charity assistance to poor patients run the traditional sweepstakes draws and daily lottos, its proceeds going to the common fund for the agency’s medical assistance and medical mission programs.

Their draws however provide a venue for illegal numbers game operators to ride on their draws to perpetuate an illegal small town lotto operation, robbing the government of revenues it can use for its service programs.

Stressing the need for coordinated efforts among local government executives’, their political will and sustained crackdown by law enforcement can make a difference, Medici added that PCSO intends to lobby separately for legislators to go for an increase in bail bonds for those apprehended.

In the government’s sustained drive against illegal gambling and the directive issued by the regional police chief to go hard on illegal gambling, police operatives here have sacked many persons suspected of collecting, coordinating and financing the illegal swertres, cockfights and card games.

Oftentimes however, it’s the swertres guys who often get out on bail immediately.

Over this, the PCSO Vismin manager said that a bail bond for suspects temporary liberty pegged at a measly P200 would be easy to put up by a financier.

He then suggested a legislation raising the bail bond as a solution to stop the vicious cycle of arrests and posting bail.

He said he also wants every police officer apprehending a bet collector to legally keep half of the confiscated bet money and gets the other half as soon as he sends the suspect to jail or puts him on a penalty.

That way, police officers would keep the enthusiasm in pursuing the case.

This as the PCSO could not yet assure the people that the entry of small town lotto could kill the illegal numbers betting victimizing the poor people on the towns.

Dads see “Tanda Kaliwat”
as invest promotion venue

SEEKING partners in development, Catigbian local officals eye the help of private individuals or organizations willing to elevate the town into loftier heights.

In time for the annual Katigbawan Festival next month, local leaders spearhead “Tanda Kaliwat Catigbianon 09” as a venue where the locally prioritized projects up for collaborative development is showcased, revealed Mayor Roberto Salinas recently.

Relying from the traditional sources in government gets us sometimes in difficult situation especially in areas where we can use the help of Catigbianons especially in investments, the retired navy captain executive explained.

Initially identified as a venue for raising the town funds for its scholarship program for its poor and yet deserving students, the Tanda Kaliwat also could be an appropriate venue to celebrate a grand diamond homnecoming of Catigbianons from all over the world, adds municipal scribe Ardissa Estavilla.

Aside from enriching the kitty for the town scholarship Estavilla, who also chairs the Tanda Kaliwat Committee said they hope the activity could provide themwith a baseline information of Catigbianons within the country or abroad whom they can possibly tap for establishing investment promotion networks and additional employment opportunities for the town’s people.

Not so long after, she claimed the sugggestion to raise alternative sources of funds for existing municipal programs including tourism development and educational scholarship surfaced.

For Mayor Salinas and the elected officials who have been calling for people’s unity in development,  the activity also provides the chance forCatigbianons to show brotherhood and camaraderie especially for a common goal of development.

The activity, set as a highlight of the Katigbawan happens on June l6, a day after the town opens its three day merrymaking to celebrate its native festival.

A festival to celebrate the town’s unique identity in the “katigbi” grass, tigbaw (caves) and Kabawan for its agelong livestock auction, Katigbawan comes out as an annual showcase of the things the town can boast of.

Now on its fifth year this June, Katigbawan has also earned the distinction of a unique agro-industrial fair as well as providing a venue for government’s one-stop service delivery.

Stir it and place in tighly covered container.
You can eat after 3 days.

In fact, the pangayaw was a historical thing among villages in the country.

The confederacy of Visayan states (PhiSayan) or Vijayans did not actually come as a solid wall against these raids.

I guess the same thing still happens now, its just that it comes in a more civilized manner and has a better name.

When boys of a place put up a team to play basketball in another town (mangdayo) that is still in essence pangayaw.

Honestly, one of the reasons i did it sometime was tpo scout for fairer women, and amazingly, most of us (team mates) were thinking alike.

Peace converts here get
Bohol “seeds of hope”

IT would be another “armed struggle” with former rebels now peace converts as Bohol Vice Governor Julius Caesar Herrera gave them seeds of hope to start anew.

The peace converts, or more popularly known in Bohol as “kauban sa reporma” (KR) belong to the latest batch of rebel returnees decided stopping their pursuit of a lost war.

The new “armed struggle” is essentially one that uses the KRs arms in tilling the soil and produce food from the sweat of their brow.

Still stigmatized as former extremists, the 26 returnees here found themselves hard up in finding livelihood opportunities much less, the capital to start a decent life anew.

Through the Office Presidential Adviser on the Peace Process, the government, with the help of local officials here succeeded in granting P20T livelihood assistance.

Seeing that majority of these peace converts decide to be anonymous farmers, the vice governor, who heads the Sangguniang Panlalawigan’s Agriculture committee found the perfect opportunity to recruit new allies.

The seeds, a complete Pinoy pinakbet pack consists of ampalaya, eggplant, squash, okra, string beans and tomatoes were each given to peace converts as starter seed set to germinate at home, Herrera said.

This may be a real small thing, but great beginnings start from here, Herrera said in the vernacular as he elaborated on the parallel effort growing the seeds of hope in the government’s honest peace initiatives.

In his engagements across the province, Herrera has been convincing people to go back to agriculture as a response to the global crisis that threatens to shake rock-steady economies across the globe.

He shared his dreams of keeping backyard gardens so that families can cut on spending costs.

Consequently, Herrera has been on the recruiting binge to convince people of the vision for food sufficient Bohol.

In support of his personal crusade, the province of Bohol has recently allotted P1M more to feed the Herrera dream of food security, shared Provincial Administrator Tomas Abapo during the awarding ceremonies last week.

SK to launch massive
Eco-friendly programs

MASSIVE multiple role-playing game anyone?

This time however, it is not the usual multi-level online games generation Ragnarok is so notorious of, but for the environment.

The country’s premier youth instituted organization is now inviting everyone to join an activity aimed to generate massive multiple action, to trigger the greening of the Philippines and mitigate the effects of climate change.

“We hope to engage and mobilize our 16 regional directors to start their own regional pro-environment action programs to realize the Green Philippines Project that the president has initiated,” Sangguniang Kabataan National Federation (SKNF) President Jana Censoria Cajes said.

SKNF executive assistant Jubelyn N. Pulgarinas also shared the details of the same project plan at the recent Kapihan sa PIA, Thursday.

The forum aired live over DyTR also afforded Boholanos the chance to hear for themselves the recent program developments in local SK youth advocacy and the environment.

Relying on triggering a critical mass of the country’s young in the same manner as online-internet game followers can amass in a day, SK also hopes to generate that much to break-ground for the project.

To be organized under the SK through its national federation, the ambitious plan, called Sama-Sama para sa Kalikasan (SK) would be enjoining the youth to a journey, not to ragna-land but to the final fantasy, a later version of a better world.

The SDNF would be launching the program during the national convention in Bohol this week, SK Bohol staff Chris John Torralba bared.

The convention, set March 31 to April 3 at the Bohol Tropics puts up 122 of the country’s top youth organization leaders in a gathering themed Kabataan: Gabay sa Makakalikasang Aksyon.

The convention would be capped with President Gloria Macapagal Arroyo launching the SK National Environment Campaign, which will signal the start or organized massive tree planting activities, intensified environment advocacy campaigns in schools and information education programs in different venues across the country.

Joining the president would be Environment Secretary Lito Atienza, SK sources said.

“With the felt climate change, it is high time for the youth, who have been unjustly labeled as carefree, to show that they too can make a difference,” Capitol SK’s Torralba said.

I believe the youth could do something, Torralba pressed even as another SKNF executive assistant Jubelyn Pulgarinas noted that there is already an indication that youth are starting to get involved in the community.

Unlike then when SK is associated with discos and sports leagues, Pulgarinas said much of the youth now is into youth and environment advocacies, “but we need society to guide them, help them with the available resources and acknowledge their efforts”.

In Bohol, a parallel organization implementing SK programs is the Volunteer Club (SKVC), one which has been into more radical environment conservation and damage mitigation by engaging in mangrove planting and rehabilitation projects, shares Ann Crusit, SKVC president.

“This is also what we hope to do as our little contribution to the global effort to take care of the only planet we have,” she added.

For sterner bite, anti-rabies
workers get paralegal trng

WITH over 90% of the town anti-rabies workers enabled to implement the law, it may not be long before Bohol gets the 80% target accomplishment for its dog registration and vaccination program, sources from the Provincial veterinarian say.

An accomplishment less than 80% would not be tolerable, especially in a tourist province.

In Bohol’s 47 towns and a city, only five town’s anti-rabies workers remain to be trained in para-legal measures to try cases on the violation of the Anti-Rabies Ordinance.

With the trainings, town anti-rabies workers get sterner bite to “force a reduction of stray dog population and make owners decide to keep or eliminate,” anti-rabies council said.

Bohol officials were alarmed over reports that Bohol top-rated in Central Visayas’ human rabies cases, a record that consequently dragged the region in the country’s top five watch areas.

With a tourism industry booming, a threat of rabies is indeed one Bohol could not just shrug, Governor Erico Aumentado once said.

According to the Provincial Veterinarian, Bohol Rabies Prevention and Eradication Program authorities need yet to complete the para legal training for the Bantay Rabies sa Barangay in Tagbilaran City, San Isidro, Talibon, Anda and Duero before the council shifts gears.

By shifting gears, more drastic means would be implemented to arrest rabies threat.

Now on its second attempt to make Bohol rabies free after getting near rabies free rating in the 90’s, anti-rabies council banks on the people to transform the program into a sustainable kind, says veterinarian Dr. Stella Marie Lapiz.

In the late 90’s, the Capitol used government funds to counter the threat. Now egging to go sustainable, the council plans to use dog-owner’s responsibility, to co-share the rabies prevention program.

On the other hand, Bohol Sangguniang Panlalawigan through Vice Governor Julius Caesar Herrera has passed the enabling ordinance to institute the program in the municipalities. This too was complemented by a recent executive order issued by Governor Aumentado to engage the people into observing an annual anti-rabies month.

The ordinance puts up penal provisions for pet-owners who refuse to register, vaccinate and take care of bite victims caused by their dogs. It also established a mechanism for complaints so as to allow people to actively participate in the program, council members explained.

Wanting to go slow but sure on the program, the Rabies Prevention and Eradication Council has opted to put in massive information dissemination while enabling the local counterparts in the villages to make the program work.

After all these, we expect people to be more conscious of their responsibilities as dog owners, Council members agree.

Cebu based Boholano broadcaster Choy Torralba of dyRF-Cebu went on air last Thursday to lambast the city mayor for condoning, instead of repremanding Arlene Karaan, an executive assistant of the mayor who doused liquid of extremely offensive odor to the face of broadcaster Nestor Daarol inside the offices of station dyTR last Feb 28.

He said that the act of Karaan was unbecoming of a public servant especially that she holds a key position in the office of the city mayor.

Since the city mayor defended the act of Karaan, then the public can suspect that she was ordered to do such act to the broadcaster, Torralba asserted.

I can see that "not reprimanding is the issue here?"

From the act, Torralba then led the public to believe, and in fact instigated the public to believe that it was ordered.

And the Chronicle did the trick.

A lousy editor can see the bias here:
Take note of the word "extremely."
For an editor with a 10 cent worth, he would know extremely is a ceiling journalism word. For if you would be asked how extreme was it, i'd guess you would say sooooper filthy.

But was it? There was not even a finding saying it was but the word said was foul. Now its extreme.  ::)

there is a thread in the cortesanon.com about how the forum talked about a school garden with a sign that says welcome Gardenia or something. It was the teacher's idea.

But there were no gardenias in her garden.

So somebody commented that the gardenia tag (which is scientific name for rosal) be replaced so the flower garden could be true to its name. There is no rosal that can be seen, much more, rosals.

Feeling offended by the inter-action, the teacher got personal and dared everyone to a fight.

And to think, the teacher was a nursing graduate but could not pass the exams so she "downgraded" to teaching.

How many are these "teachers" out there who would insist putting up a "gardenia" is always right and pound that everybody is wrong because only she is right?

This is a sad fact in our education.

With this teacher, even 10 years in education is miserably short, if you would agree?

I guess all of us know what all of us want to say.

And all who posted their opinions here.

Whether we like it or not, some Filipinos especially those wanting jobs abroad are generally are overqualified for their current jobs.

Even those working here in the country, some have to contend themselves taking lowly jobs, or theyll stew thier diplomas for lunch.

That is a mismatch, plain and simple.

Another contention i see here is that workers, and i beg to refer to another thread, need more training because right now, a bar exam taker would often flunk because he could not put the right article (pun intended). That's law. How are our teachers?

We cant blame them because their curriculum, tehir syllabus, their professors, their teachers and their environment do not provide them what they need.

So here i am, with a carabao english and a gold rimmed diploma tapping on an outdated PC with pirated OS.

This to me is a mismatch too.

that photo of the cortes church shows only the ornate "capital" (top) of a column. tingalig na misspell lang ang "capital" ug inadvertently nahimong "capitol". nice photos jud bitaw. sakto ang mga reviews. loon church is also nice kon kuhaan inig gawas jud sa adlaw. ang resulta, morag mag yellow ang mga stone slabs. kanang abatan river, taken from the word "abat", to meet, or "abatanan" a meeting place. sa wala pay tulay anha mangabat ang mga bangkero sa isig ka tampi sa suba. kanang pagatpatan sa panggangan daghan kaayo nag mga birds labi na inig ka hapon.

Or abatan could be cool place where the spirits converge?

Nice ang pool underneath it. Go na kamo, pero mas maayo naa moy expert guide.

exactly.

so one year will be an be-all and end all solution?
Even teachers, (oh my, i am hitting raw nerve) may not be as certain about their roles, theyre not even that prepared.

I saw a lesson plan, it has an annotation when submitted to the principal
(for week 3, please refer to my lesson plan last year!)

According to the provincail tourism police cheif inspector in Panglao. the tourism police are aware of those both native and foreign who are into drugs at the beach or anywhere else for that matter.
The weakness in the law folks is that the police would love to frame the drug culprits but the funding is the problem.

Were putting off a problem by another problem here. You dont actually need to frame up criminals because as they are, they'd expose themselves.

Police are inept, if that's what you meant. :0

The guys do not haveenough money in they're own pockets to use as frame up monies to catch the drug dealers. the court system would take to long in returning such monies. Governor Aumentado would like to see that the death penalty be put back into act for persons dealing with drugs.
About two weeks ago the provincail police had an anti drug training held at Camp Dagohoy this island.
I hope that things result from this recent training actitivity. Last week they did have a drug bust her on the island of Bohol just one week after the traioning.
I think I have met this German in Tawala that leo is talking about. I plan on going out to Panglao maybe bynext month to do some looky looying around.

We should see the caves at the Lamanoc Point! at one time, there were mandibles laid out in an interesting fashion inside a cave off the point. and there were wooden coffins inserted in the crevices of the cave.

That was a looooong time ago.

Oh my God, am that old? :o

Nakadungog ko sa una og Can-omantad Falls. Asa tuod ni siya dapit? I hope this subject on "unknown" places with potential for tourism will encourage residents of all towns in Bohol to take pride in their own beautiful scenery, including historical places. Who knows, these sites will attract investors and, as a result, translate into employment opportunities among the locals.

By teh way, naayo na ang imong digicam Kodi?

For quite some time, we accepted without much of a thought that Loay, is in reference to an old bridge that is so frail (Loay) or the swaying nipa palms (loay-loay).

Then quite sometime too, i met Lina Sagaral Reyes, who corroborated my theory about such a funny or "steamy" name for a town.

There used to be a big palm tree that was a reference point in Hinawanan, she said. Under the "lubi sa Moros", people would usually sit on hot summers, display their wares under the shades, being the old town.

Old poeple, according to her research called it "Lubi sa Moros"

That big palm tree resembles the one you can find at the side plaza in Dauis, the marvelous tree (data palm) or as the Spaniards would call it, Mariveles.

Lubi sa Moros, in arabic, is Loay.

Pero eastward sija, unja naa sa corner nga matrap ang hangin maong adto sija sud sa puerta mayor, cooling the interior sa simbahan.

And if my memory serves me right, ang Dimiao at one time sold a side altar, one carved in wood, gilt in gold and is now at the National Museum.

The time it came out on dispaly in Manila, it bore the tag: A side altar from Dimiao Church in Loon. The NM priced the altar at P50M.

On both sides of the facade of the church interestingly has a flight of stone step leading to the roof? it is now crumbling, the last time i looked.

Ang bag-ong tuorist attraction karon sa Digos City mao ang Sabros Camp .
You can ride on the cable car on the longest zipline.

For a cable car perhaps? but for a tyrolean traverse, diri sa Bohol ang pinakataas.

di ba pwede na makiha ang project proponent kay wa sunda ang plan?

I think ang new construction is not the same as the perspective nga gihimo nila archt toston. Gaplano na bitaw sila, pero wa may kwarta. Unja, daghan pod correction and DPWH kay they would be practically building on top of a building mao nga di jud matuman ang unang colored nga perspective.

Unja, dihay misud nga investor, nagpresent ug plano unja gidawat pod, obviously sa city kay the proposal was to Build-Operate-Transfer man.

Meaning, di mugasto ang city and allow the builders to operate for some time until the contract could lapse and ma-turn-over ang establishment sa City.

Kini karon maoy gi-sigeg lantugi sa Tagbilaran air lanes.

Di gusto silang companero sa deal kay alkanse kuno ang city. Details ani, inyo na nga madunggan sa radio every day.

Lest i sound like a sour grape i may be accused for saying this, the BTMA stand is one that was forced out, my sources said.

BTMA, upon the instigation of somebody high did come out with an official stand when one of this man's men got a splashing.

It did not however came out with any statment when a media member here in Bohol got a slapping.

But because somebody else want it that way, the condemnation came out.

I still would like to insist.

What is the dividing line between a media man and a private person?

Making personal comments under the media blanket, would it practically clothe the man in immunity from personal attacks like he had it coming?

Ngutana ra tawn pod ko.
