The biggest question is, was it Chatto's personal money that he used to buy votes by bribing barangay leaders with cellphones? If it was, what would make other people earn cellphones from Edgar's personal pocket and waht makes every TB denizen ineligible?

But it may be different if the cellphones may indeed come from, i fear the worst, the the pork barrel of the first district. whats his business using first district money for the second district thats not his concern?
