Dili ang poulasyon maoy problema kundili disiplina. Daghan karon way pakialam sa uban,. Pauskwelahon sa ginikanan magbinuang, tagay, barkada ug uwag ray nahibaw-an, maong kinabuhi nagkalisod. Ug way nahimo si Noynoy sa maong kagubot, unsa na kaha ug apilon ang Mindanao sa ijang scope of governance. Finally, after so much speculation about President Gloria MacapagalArroyo’s “secret candidate,” a face has emerged. In his recentarticle, “Her” man, respected columnist and political consultant Lito Banayo exposed Manny Villar as Gloria’s “secret candidate.” I totallyagree with Mr. Banayo’s arguments that Villar is now Gloria’s man.

In a recent survey, Villar is second to frontrunner Noynoy Aquino by11% while Gilbert “Gibo” Teodoro — Gloria’s “anointed” candidate — islanguishing at the tail end of the survey in single digits. Unless there is a miracle or massive cheating in the May 10 elections, Gibo doesn’t stand a chance of winning. Simply put, Gloria wouldn’t bet her political future on Gibo.

Since it is not possible or probable that Gloria would support Noynoy, Villar is Gloria’s only viable pick. Even if Gloria tried to play ball with Noynoy, I doubt if Noynoy would be willing to play with Gloria. On the other hand, Villar had nothing to lose and everything to gain by secretly dealing with Gloria. Heck, the fact that Villar allied himself with the leftists just shows that he would deal with the Devil himself if that’s what it would take to win the presidency. As he recently said, “the presidency is my last dream.” Indeed, it’s the ultimate dream of a lifetime that he would relentlessly — and ruthlessly — pursue by any means his money could buy. And that’s what makes Villar as dangerous as — if not more dangerous than — Gloria.

The fact that Villar has reportedly planned to spend at least P7 billion of his own money in his presidential campaign manifests his steely determination to win the presidency. That kind of money would be enough to buy the election. And should Villar win the election, how would he recoup his “investment” in his campaign?

Rags to riches

Villar claimed that he came from a poor family from Tondo. His father was a government employee and his mother was selling fish at the public market in Divisoria. When he was a boy, Villar said that he helped his mother sell fish. However, there were reports that Villar was adopted by the wealthy Jalandoni family of Nueva Ecija. When he reached legal age, the Jalandoni patriarch deeded 400 hectares in Licab, Nueva Ecija under his name.

In 1975, Villar married the former Cynthia Aguilar, daughter of a politically powerful and wealthy family from Las Pinas City. With his wife’s wealth, Villar started building and selling homes. He became a millionaire and a leader in the housing industry.

Villar enters politics

Basking in his “rags to riches” accomplishment, Villar entered politics. In 1992, he ran for Congress and won. In 1998, he was chosen Speaker of the House of Representatives. In 2001, he ran for Senator and won. In 2007, after his reelection he was chosen Senate President.

During his presidency of the Senate, a scandal erupted that would haunt Villar for the rest of his political life. In October 2008, Sen. Panfilo Lacson, in a privileged speech alleged that Villar caused the “double insertion” of funds into the C-5 extension project linking Las Pinas to Paranaque in the 2008 national budget. Lacson said that Villar allocated another P200 million on top of the P200 million already allotted by Malacañang for the same purpose. Sen. Jamby Madrigal joined the fray when she alleged that Villar “wanted the C-5 extension to cut through his property so he could sell the property at a higher price.” A month later, Villar was ousted from his presidency of the Senate. In 2009, Villar declared his presidential bid amidst the “double insertion” scandal of which he has yet to be cleared.

Conflict of interest

One of the hazards of running for president is that your life story becomes public and everything you’ve done in the past is unearthed and exposed for all to see. One of the issues that has been dogging Villar recently was the appearance of “conflict of interest” in regard to his real estate empire vis-à-vis his elected position as a legislative leader in both chambers of Congress.

On December 22, 2009, Ted Failon, host of the“Failon Ngayon” TV show, exposed Villar’s 23 subdivisions which were all connected by the C-5 Road extension — Daang Hari Road –linking Las Pinas and Cavite. Failon showed how Daang Hari Road — instead of a straight line — snaked around the 23 subdivisions from Las Pinas to Cavite by way of Muntinglupa, Alabang, and Laguna. Failon said that the C-5 Road extension — completed in 2004 – was funded by the national budget which was passed by Congress at the time Villar was Speaker of the House and then Senator who chaired the Finance Committee. Failon indicated that Villar voted for the national budget that appropriated funds for the C-5 Road extension, a violation of Article VI Section 14 of the constitution which says in part: “…Neither shall he [Senator or Member of the House of Representatives], directly or indirectly, be interested financially in any contract with, or in any franchise or special privilege granted by the Government, or any subdivision, agency, or instrumentality thereof, including any government-owned or controlled corporation, or its subsidiary, during his term of office.” Failon contended that Villar shouldn’t have ran for Congress because he had and still has ownership of business enterprises involved in government transactions and funding.

From millionaire to multi-billionaire

In the 17 years that Villar has been in Congress, he has accumulated so much wealth. He is now ranked number five on the list of the Philippines’ richest men with his net worth of $940 million (P45 billion). He has the largest shareholding in the real estate firm Vista Land. Indeed, Villar has come a long way from selling fish in Divisoria to the multi-billionaire that he is today. Had Villar stayed out of politics and earned his wealth through hard and honest work, he could have become the role model for the Filipino entrepreneur. But allegations of “conflict of interest” and probable corrupt practices while serving the people in Congress have raised doubts in the people’s minds about his qualifications to become the president of the country. The question that keeps on popping up in my mind is: Is Villar’s association with Gloria going to influence his presidency and create a plutocratic oligarchy where the wealthy few govern the powerless citizenry? There is an old adage that says: “Tell me who your friends are, and I will tell you who you are.” Yes, indeed.

Magduha-duha na kog uli sa Pinas kon siyay mapresidente. Antoson na lang tingali nako ang 6 ka tuig nga kamingaw.

WHILE the Senate is declaring a moratorium on the discussion of the ethics case against Sen. Manny Villar, here are some incontrovertible facts, presented in Q & A form. The source of the information is also given.

Question: What roadway projects are the subject matter of the Villar ethics controversy? Answer: 1. The Manila Cavite Toll Expressway Project (MCTEP), the original C-5 south extension project, linking SLEX with the Coastal Road; 2. the DPWH C-5 Extension project (CX-5), which together with 3. the Las Piñas-Parañaque Link Project (LPPLP), also links SLEX with the Coastal Road. Source: Senate Report (SR) 780.

Q: Is the CX-5/LPPLP project a realignment, as Sen. Jamby Madrigal describes it, or has there been no realignment, as Senator Villar’s allies insist? A: Technically there has been no realignment, because these are two separate roads linking C-5 from SLEX to the Coastal Road. But they are very close together and, in some areas, overlap, as can be ascertained from a site map. Source: interactive map available at www.gmanews.tv

Q: Are there any differences between the MCTEP and the CX-5/LPPLP? A: Yes. 1. The MCTEP is a joint-venture project between the government and a private Malaysian partner, with the government’s financial exposure limited to P2.68 billion for the purchase of the road right-of-way; the private partner is responsible for the construction of the project, for which tolls will be charged. The CX-5/LPPLP is a toll-free, wholly-financed government project costing P6.96 billion; 2. The CX-5/LPPLP is longer than the MCTEP, its extra length essentially covering the LPPLP portion; 3. The CX-5/LPPLP passes through more Villar properties than the MCTEP. Source: DPWH project documents cited as Exhibits A, B and TTTT in SR 780; site map from www.gmanews.tv.

Q: How large are the Villar company landholdings in the immediate vicinity of the questioned road projects? A: At least 50-52 hectares: 40 hectares in the vicinity of the LPPLP; 10-12 hectares in the area between Sucat Road and Multinational Avenue. Source: testimony of Anastacio Adriano Jr., senior vice president and general manager, chief operating officer of Adelfa Properties Inc. and other Villar-owned companies up to 2008; self-styled consultant and political officer of Senator Villar since August 2008. Nota bene: Senate employment records do not include his name. Nota bene: it is not clear whether the 50-52 hectares mentioned above include properties cited in SR 780—roughly 10 hectares in area—to be developed by Villar companies in joint venture with their owners.

Q: What is the involvement of Villar in CX-5 and LPPLP? A: 1. The Project Feasibility Study of the DPWH for CX-5 states: “The conceptualization of and the initial release of funds for the CX-5 Project was initiated by Sen. Manuel Villar whose same efforts also paved the way for the funding of the Las Piñas-Parañaque Link Road [LPPLP]”; 2. Various insertions and amendments (Priority Development Assistance Fund, read pork barrel) in the national government budget over the years 2002-2008 for CX-5 and LPPLP; 3. Adriano (cited above), in the office of and presence of Villar, dictating to the director general of the Senate’s Legislative Budget Research and Monitoring Office (LBRMO) Villar’s proposed amendments to the 2008 budget, including a P400-million appropriation for the CX-5. Source: documents submitted by DPWH, lawyer Yolanda Doblon of the LBRMO, testimony of both Doblon and Adriano, cited in SR 780.

Q: Were the Villar properties bought for road right-of-way overpriced? A: SR 780 argues for the affirmative; PSR 1472 (the resolution signed by Villar and his allies exonerating him from all charges) argues for the negative. This calls for a conclusion of the reader. And to help that along, I have—based on the documented prices and acreage of the lands purchased in connection with the LPPLP—computed the weighted average prices that were paid for the Villar and related properties, and those paid for the non-Villar properties. The results: The Villar/related properties, comprising 23,455 square meters, were bought for P168.1 million. The non-Villar properties, comprising 11,685 square meters, were bought for P22 million. That comes to a weighted average of P7,168 per square meter for Villar’s properties, and P1,880 per square meter for the non-Villar properties. That has to be a statistically significant difference.

Given the above facts—which no one can contest, since they are based on official documents, and not on a he-says-she-says set of assertions—it has to be reasonable to conclude:

1. Since there was already an ongoing project (the MCTEP) linking C-5 to the Coastal Road, it was totally unnecessary to build a second one.

2. Which means that there was a waste of scarce resources. Instead of using only P2.6 billion of government funds for the first project, the government had to spend an additional P6.9 billion for the second, which practically duplicated the first, except for the additional length which happily for Senator Villar, traversed his properties.

3. This unnecessary, wasteful project was certainly Villar’s idea. It is specious to argue that it is a DPWH project. As the DPWH feasibility study states (in black and white), both the CX-5 and the LPPLP were conceived and initially funded by Villar.

4. Villar benefited tremendously from the second project. Certainly, his companies were paid significantly more per square meter for the road right of way (which were mostly bought from him). But that pales into insignificance compared with the tremendous increase in the values of his real estate holdings in the area—at least 50-52 hectares.

Is he blameless? Is the Pope protestant?

How true is the story that Noynoy is mentally challenged? Other reasons why I doubt Noynoy is his lack of leadership experience. The fact that he remains single is he must be afraid to propose to a woman. Most of his girl friends were introduced or matched to him. Hence, this is a red flag in his having no courage to make bold decisions. The presidency is too big a challenge for him. Even in the senate, he could not preside a committee meeting. He has not been a leader of any organization. In short, he is zero as far as leadership is concerned. And leadership is very important. Otherwise, unscrupulous subalterns might take advantage of his weakness and we may wake up our country being managed by non-duly elected decision makers. Si Gibo na lang o di ba si Gordon

mentally challenged? i'm sure, if this is true, this would have been out to the public knowledge, considering the nature of the office he's running for. but so far, none has been said about his state of mind.

If I were to choose between the candidates,mas prefer naho si Noynoy over Villar, Erap and Gibo. Thpugh wa ni sija kaajo experience sa leadership, much more was his mother, the late President Cory Aquino. We must always remember that she was just a plain housewife when she was dragged to the fight his husband has left when then, the late Senator Nino Aquino was assassinated.

Let us give him a chance, I know he will do a lot better than Villar or anyone else. Vote for Noynoy! ;D
